-Typhoon ‪#‎FalconPH‬ has maintained its strength as it continues to move over the Philippine Sea.
-At 10AM, it was located 795km east northeast of Itbayat, Batanes.
-It has maximum sustained winds of 130kph near the center & gustiness of up to 160kph.
-It is forecast to move northwest at 22kph.
-It is expected to leave PAR on Friday.
-Estimated rainfall amount is from heavy to at times intense within the 300 km radius of the typhoon.
-Fisherfolk are advised not to venture out over the seaboards of Luzon and Visayas.
-Falcon will enhance the Southwest Monsoon and will bring moderate to occasionally heavy rains over Luzon and Visayas especially over the western sections.

Philippines presents case before Arbitral Tribunal in The Hague
The Philippines has begun presenting its case before the Arbitral Tribunal in The Hague, the Netherlands, to convince the tribunal that it has jurisdiction to hear the country’s case against China.

"The Philippine delegation composed of representatives from all three branches of government has begun presenting its arguments for the Philippines’ position before the Arbitral Tribunal at the Permanent Court of Arbitration at the Peace Palace at The Hague, Netherlands,” Deputy Presidential Spokesperson Abigail Valte said in a news bulletin issued on Wednesday.

Valte said Solicitor General Florin Hilbay introduced the case for the Philippines and presented the order of speakers for the hearing on Tuesday.

"Foreign Affairs Secretary Albert del Rosario made an impassioned plea for the Tribunal to recognize its jurisdiction due to the importance of the case, not just to our country but to the entire world, owing to its impact on the application of the Rule of Law in maritime disputes,” she added.

Valte said Paul Reichler, Chief Counsel for the Philippines, presented the justification for the Tribunal’s jurisdiction over the Philippine claims under the United Nations Convention on the Law of the Sea (UNCLOS).

Professor Philippe Sands followed Reichler’s presentation by stating that the Philippines did not raise questions of sovereignty over land or raise questions of maritime delimitation.

Valte said the first round of the Philippines’ arguments will continue on Wednesday (July 8) from 10 a.m. to 1 p.m. (4 p.m. to 7 p.m. Manila time) for the morning session, and from 2:30 p.m. to 5:30 p.m. (about 8:30 p.m. to 11:30 p.m. Manila time) for the afternoon session. PND (jm)

PTV-4 to get ‘new blood’ under reorganization
The Governance Commission for Government-Owned or -Controlled Corporations (GCG) has approved the new organizational structure for the People’s Television Network, Inc. (PTV-4), which would allow it to fill key positions and infuse “new blood” into the organization, Communication Secretary Herminio Coloma, Jr. said on Wednesday.

“The approval of the reorganization by the GCG ushers in a new era for PTV-4 as it transforms into a competitive, responsive and reliable public broadcasting network that caters to the information needs of the Filipino people,” Secretary Coloma said.

Under Republic Act No. 10390 or the PTV Revitalization Act, which was signed by President Benigno S. Aquino III in 2013, the state-owned network will be allowed to accept commercial advertising to sustain its operations and to modernize its broadcasting capability through the acquisition of state-of-the-art equipment.

Coloma called on all government agencies and the private sector to support PTV-4’s operations through advertising placements, saying that the network “now has the capacity to provide optimum mileage for potential advertisers through its expanded operations and improved programming”.

As it undergoes reorganization, the network’s new programming will focus on education, science and technology, arts, culture, and sports to foster patriotism and nationalism, and its manpower composition will be revamped to accommodate new talents, who can “ride the digital wave” and adapt to the latest trends in the television industry.

The government, he said, wants a network that can inspire Filipinos and at the same time enable them to make enlightened decisions to improve their lives. PND (as)

Malacañang defends hiring of foreign lawyer to represent Philippines at Arbitral Tribunal
The Palace on Wednesday defended the hiring of a foreign counsel to represent the Philippines at the Arbitral Tribunal of the Permanent Court of Arbitration in The Hague, the Netherlands, in the country’s territorial dispute with China.

"You hire someone on the basis of competence. You hire someone on the basis of expertise and the field of knowledge that one possesses," Presidential Spokesperson Edwin Lacierda said, commenting on reports that lawyer Harry Roque has questioned the government move to enlist the help of a foreign lawyer to defend the Philippines’ case against China at the tribunal.

"We have the knowledge, but insofar as appearing before the international tribunal, you get the best persons that you can hire for that," Lacierda told reporters during the daily press briefing in Malacañang.

"When you call on international arbitration, for instance, in other cases that the Philippine government has appeared before, we’ve always hired experts on those issues," he added, noting that it would be foolhardy for the country not to hire experts who have experience in appearing before such courts.

On why the government sent a big delegation to The Hague, Lacierda said this shows that everyone in the government supports the case against China.

“This is a very important issue for the country and it shows the unity of the three branches of government in presenting this issue before the International Tribunal for the Law of the Sea (ITLOS),” he explained.

The government has hired Paul Reichler as the Philippines' Chief Counsel at the ITLOS.

Reichler, who graduated cum laude from the Harvard Law School in 1973, is a partner at the 70-year-old law firm Foley Hoag in the United States. He co-chairs the firm’s International Litigation and Arbitration Department.

Chambers Global, which has been ranking the world’s best law firms and lawyers since 1990, has described Reichler as one who "belongs to a select group of elite lawyers with extensive experience litigating on behalf of sovereign states before the International Court of Justice in The Hague, and the International Tribunal on the Law of the Sea in Hamburg".

Reichler has expressed his eagerness to help poor countries, saying that smaller countries should at least have an equal footing before the international tribunals, despite their economic or military weakness, compared to big and powerful states. PND (as)

The Department of Transportation and Communications (DOTC) has begun the bidding process for a vital component of the Light Rail Transit (LRT) Line 2 West Extension Project: engineering consultancy services worth P 200 Million, which will deliver the project’s Detailed Engineering Design (DED).

“We continue to modernize our rail systems by building intermodal transportation facilities for convenient and efficient commutes. After recently breaking ground for the LRT-2 East Extension, we are now moving to likewise extend the railway up to the port area, to serve more riders,”said DOTC Secretary Jun Abaya.

The LRT-2 West Extension Project was approved by the National Economic Development Authority (NEDA) Board last May. It involves the design and construction of the 3.02 kilometer westward extension of the existing system from the current end-station in Recto, up to Pier 4. It will entail the construction of three (3) new stations:

· Tutuban – to be located next to the Cluster Mall

· Divisoria – to be located near the intersection of Recto Avenue and Asuncion Street

· Pier 4 – to be located 50 meters north of Zaragoza Street

Opening and submission of bids should take place within August 2015, while awarding is targeted for the fourth quarter of this year. The completion of the DED will take around four (4) to six (6) months.

The DED will serve as the basis for the construction or civil works component of the project, which will be bid out once the DED is completed. It will cover the three (3) stations, the tracks, the viaduct, and electromechanical requirements including five (5) new 4-car rolling stocks.

Other LRT -2 Improvement Projects

Last month, the DOTC and the Light Rail Transit Authority (LRTA) broke ground for the LRT-2 East Extension project, which will extend the system by 4.2 kilometers to Masinag in Antipolo City. It will be operational by the 3rd Quarter of 2017 and is expected to cater to an additional 75,000 daily passengers living in densely populated areas of Rizal.

Meanwhile, the Operations and Maintenance (O&M) component of the line is also being procured by the transportation department to ensure customer-oriented services to riders. This project will give the winning concessionaire 10-15 years to operate and maintain the existing LRT-2 line, as well as the future extension projects currently in the works.

The DOTC has pre-qualified four (4) bidders for the O&M component: Aboitiz Equity Ventures, Inc. and SMRT Transport Solution Consortium; DMCI and Tokyo Metro Co., Ltd Consortium; Light Rail Manila Holdings 2, Inc. Consortium; and San Miguel Holdings, Corporation and Korea Railroad Corporation Consortium.

Headline inflation slowed down to 1.2 percent in June from 1.6 percent in May―a record low using the 2006-based CPI series. The June reading remained within the BSP’s range forecast of 1.1-2.0 percent for the month. This brought the year-to-date average inflation rate to 2.0 percent, which is at the low end of the Government’s inflation target range of 3.0 percent ± 1.0 percentage point for 2015. Likewise, core inflation—which excludes certain volatile food and energy items to better capture underlying price pressures—decelerated to 2.0 percent in June from 2.2 percent in the previous month. On a month-on-month seasonally-adjusted basis, inflation decreased to -0.1 percent in June.

The continued deceleration of headline inflation in June was driven largely by slower food inflation due to moderate price increases of most food items particularly rice, meat, fish, oils, and fruits while prices of corn and vegetables declined on year-on-year terms. On the other hand, non-food inflation was broadly steady at 0.4 percent in June from 0.3 percent in May. Inflation for housing, water, electricity, gas, and other fuels continued to post a decline due to downward adjustments of domestic petroleum prices and electricity rates during the month. Meanwhile, inflation for water supply and miscellaneous services related to dwelling went up due to higher water charges imposed in June.

Governor Amando M. Tetangco, Jr. said that the BSP will continue to monitor evolving price and output conditions to ensure price stability conducive to balanced and sustainable economic growth.

DTI: Fair Competition Act will level playing field for MSMEs

The Department of Trade and Industry (DTI) welcomed the ratification of the Fair Competition Act saying that it will impact and cut across major industries and sectors of the Philippine economy and level the playing field for all businesses, and provide consumers a wider range of products and services.

“The Fair Competition Act is one of the several economic reforms and policies needed to unleash our true economic potential and essential in sustaining the country’s robust economic growth. This piece of legislation will bring us closer to enhancing the readiness and competitiveness of the various sectors of the economy to seize opportunities of ASEAN economic integration. By reinforcing efforts to safeguard competitive conditions, our local businesses, particularly micro, small and medium enterprises (MSMEs), will continue to flourish in both local and global markets,” DTI-Industry Development Group (IDG) Undersecretary Adrian S. Cristobal Jr said.

The Fair Competition Act, following the approval of its respective versions in both Houses of Congress, is now ready for the signature of President Benigno Aquino III. Among its key provisions is the creation of an independent Philippine Competition Commission tasked to regulate and rule on cases involving practices such as anti-competitive acts, cartelization, and bid riggings. It is considered a landmark measure, first filed in the 8th Congress, and ratified two decades later by the 16th Congress.

According to Cristobal, the adoption and enforcement of a competition law will ensure that the country’s economic successes in terms of deregulation, privatization, and the removal of counterproductive trade barriers will be reinforced.

“It is necessary for us to implement policies to curb unfair and uncompetitive practices that hamper fair competition in the Philippines. We want to improve and sustain the status of trade and commercial activities in the country–promoting Filipino entrepreneurial spirit, encourage meaningful investments and facilitate technology transfer,” explained Cristobal.

“We are laying the foundation to ensure that the Philippines will be at par with other countries, especially those who are members of the Association of Southeast Asian Nations (ASEAN). We also want Filipinos to fully reap the benefits of our efforts to realize the country’s full potential in the global market,” he concluded.

OWWA holds Seminar on Hog raising to OFC members in Pontevedra, Negros Occidental

Observing the significant growth of the swine raising industry in the province of Negros Occidental, the members of the Circulo OFW – Taga Marayo in Pontevedra, arrived at the idea of backyard hog raising as an organized livelihood venture.

With this, the Overseas Workers Welfare Administration Regional Welfare Office VI supported the OFW family circle’s initiative through conducting a Seminar on Swine Raising on June 23, 2015.

Ms. Tisha Canson, Veterinarian I of the Negros Occidental Provincial Veterinary Office and resource speaker swine raising, lectured on the basic requirements of starting a backyard piggery, different swine breeds, housing , breeding, and piglet management, and weaning to marketing schemes.

“When in the weaning stage, piglets must be classified according to size and sex. When classifying them, we must immediately isolate sickly animals. Ideally, for post weaning care, piglets must have vitamins and electrolytes supplementation and possible antibiotic flushing, and deworming one week after weaning,” Canson proscribed.

In addition, Canson also shared financial aspect when running a backyard piggery business.

In order to prepare the members for eventual group business reintegration, OWWA RWO VI also conducted the Financial Literacy training to further reinforce sound management of remittances and the Savings Mobilization orientation in order for them to come up with a savings development action plan for their OFC livelihood project.

Regional Director Ron Lionel M. Bartolome emphasized the importance of these learning courses, especially to beneficiaries with active OFW family members who are receiving remittances.

“Papano natin gagamitin ang remittance na mapunta ito sa tamang paglalaanan. Papaano natin hahawakan at palalaguin? Ang pinakasusi po natin dito ay ito: Savings. Ang savings ay dapat maging investment, at least man lang makaligtas ang remittance sa pang araw-araw na gastos ng mga naiwang miyembro ng pamilya,” Bartolome said.

OFC members gave a positive feedback to the whole day activity.

Mrs. Monina O. Suanico, president of the Circulo OFW – Taga Marayo, encouraged the members to not let the seminar be in vain.

“Gusto ta ipakita ta man sa naga bulig sa aton nga indi lang kita talagaan kag buroligan. Kita mismo nga ari na sa organisasyon, i-declare ta man ang aton sinseridad nga mabuylog kita, indi lang para sa lawas ta kundi para sa tanan kag sa bilog nga kumonidad (Gusto nating ipakita sa mga tumutulong sa atin na hindi lang tayo hingi ng hingi at asa ng asa. Tayo mismo na andito sa organisasyon, ipahayag din natin ang ating sinseridad na sumama, hindi lang para sa pansariling kapakanan, kundi para na rin sa lahat at sa buong komunidad.)” Suanico said.

A total of 57 members of the Circulo OFW – Taga Marayo attended the said seminar.

"Egay" update: Road in La Union still closed as of Wednesday 8am

As of 12 noon, July 8, 2015, Wednesday, four (4) major road sections in Region 1 and Cordillera Administrative Region are now impassable due to Tropical Storm “Egay” according to the Department of Public Works and Highways (DPWH) Bureau of Maintenance.

Report shows continuous raining in Benguet Province has aggregated landslide with mudflow/boulders in three (3) sections, which include the Gurel-Bokod-Kabayan-Buguias-Abatan Road, K0341+320, Bongis Section and K0335+500-K0335+600, Gusaran Section and the landslide at K0262+000-K0262+050 Section of Shilan-Beckel Road.

The KM305+000 to KM306+000 Section of Bangar-Luna Road in the province of La Union also remains flooded and impassable.

Camiguin PNP vows improved police response with brand new patrol jeeps

Though the peace and order situation in Camiguin is classified as generally peaceful with no insurgency or organized crime problems, Philippine National Police (PNP) Provincial Director Wilfredo Palaci Cayat still believes that the province’s police operations has a lot of room for improvement.

“Ang prevailing crime dito is physical injuries resulting from itong mga aksidente sa kalsada,” said Cayat. “Sa non-indexed crime, of course, ay drugs, pero hindi sa taas. Tapos ang violation of VAWC, itong Republic Act 9262, Violence against Women and Children.”

The five new police patrol jeeps that were given to Camiguin last Saturday (June 4) will greatly improve the provincial police force’s mobile patrolling and response capabilities, enhancing their efforts to further decrease criminal incidents in the island. The vehicles were distributed to the towns of Mambajao, Mahinog, Guinsiliban, Sagay, and Catarman.

The vehicles, part of the 1,490 distributed across the Philippines, are meant to boost the province’s implementation of Oplan Lambat Sibat, an anti-crime program of the PNP that employs a deliberate, programmatic, and sustained approach in curbing criminality and maintaining peace and order in local government units (LGUs).

“Hindi po katulad noong una, na kung dalawang insidente ang nangyari sa isang oras, o nagkataon na sabay, ay mag-aantay pa ‘yung isa, o kaya gagamit ng mga sariling motorsiklo ang pulis,” Cayat recalled.

“Ngayon, meron na pong sasakyan na dalawa, na pwedeng ‘yung isa, magresponde sa north, ‘yung isa, magresponde sa south, or alternately.”

In addition, the presence of new patrol jeeps can help boost Camiguin’s tourism efforts by assuring visitors that the province is a safe haven with a capable, well-supported police force.

Cayat expressed his gratitude to Secretary of the Interior and Local Government Mar Roxas, who flew to Camiguin to personally turn over the patrol jeeps to the province’s mayors, for his continuous support of the island’s anti-crime operations.

“Secretary Mar Roxas, on behalf of the officers and men of the Camiguin Police Provincial Office, maraming salamat po sa pagbibigay ng patrol cars sa amin,” Cayat said. “Rest assured po na gagamitin namin ito sa pag-i-improve ng aming police operations through police response and strategic mobile patrols na alinsunod po sa unang naituro ninyo sa amin sa Lambat Sibat managing operations. Salamat po.”

Secretary of the Interior and Local Government Mar Roxas flew to La Union on Tuesday (July 7) morning with Secretary of Social Welfare Dinky Soliman to ensure that government services are properly delivered and residents are on safe ground after 12 coastal towns in the province were pummeled by the heavy rains brought about by tropical storm Egay, forcing the provincial government to declare a state of calamity.

“We were sent to make sure everything is in place especially in the delivery of services to the affected residents here in La Union,” Roxas said during a City Disaster Risk Reduction Management Council briefing at the San Fernando City Hall, which was attended by mayors and local government unit leaders.

The areas affected by “Egay” were San Fernando City and the municipalities of Bangar, Luna, Balaoan, Santo Tomas, Rosario, Agoo, Caba, Aringay, Bauang, San Juan, and Bacnotan.

Secretary Roxas sent a team of policemen to Barangay Mindoro, located on an islet in Bangar that is accessible only by boat, since none of it residents there can be contacted.

Roxas directed the Philippine National Police personnel to check the condition of the estimated 200 families in the barangay and to deliver food packs from the Department of Social Welfare and Development (DSWD).

He added that he will coordinate with the Department of Public Works and Highways (DPWH) to make sure all roads and bridges in La Union are passable to enable the speedy delivery of food packs, medicines and other supplies to the local residents.

After the provincial briefing, Roxas and Soliman personally delivered 30,000 food packs to affected residents during an inspection at the San Fernando North Central School, which was inundated by a flash flood last Saturday when the creek in Barangay Cabaroan overflowed during the height of the storm.

Roxas also congratulated the local government units (LGUs) because La Union sustained zero casualties from Egay despite the floods and heavy rains that overwhelmed the province.

“Kung ang isang komunidad ay alisto, hindi nalilito, at ginagawa ang mga protocol natin sa Operation Listo ay naiiwasan natin ang kapahamakan at nailalayo natin ang ating mga kababayan sa peligro,” Roxas said. “Sa kabila ng matinding pagbaha ay naiwasan o nabawasan natin ang sakuna at mas marami ang naligtas sa bantang kapahamakan ng bagyo.”

The DILG chief likewise promised that the needs of the LGUs, particularly the rehabilitation and repair of damaged health centers, barangay halls, municipal halls and other government installations, will be addressed.

“Asahan po ninyo na ang pamahalaang nasyunal ay nandito, masasandalan po ninyo maaasahan po ninyo hindi po namin kayo makakalimutan hindi po namin kayo pababayaan,” Roxas assured the LGUs in La Union.

The Philippine National Police has activated Implan “Saklolo” (Policing During Disaster) to ensure availability of PNP personnel and resources for disaster incident management operations in areas threatened by Tropical Cyclone “Falcon”.

At the same time, the PNP Critical Incident Management Committee (CIMC) chaired by PNP Deputy Chief for Operations, Police Deputy Director General Marcelo P Garbo Jr. was convened to draw-up disaster response plans and mitigating actions.

According to Chief Superintendent Wilfredo Franco, Officer-in-Charge of the Directorate for Police Community Relations and Chairman of the Sub-Committee on Disaster Management, Implan “Saklolo” supports the government’s disaster risk reduction and management efforts in accordance with the PNP Critical Incident Management Operational Procedures (CIMOP).

Franco said all Police Regional Offices in areas that are expected to experience extreme weather conditions brought by Tropical Cyclone Falcon have been alerted to muster preposition equipment and personnel in areas prone to flash floods, landslides, and storm surge.

These police units were instructed to coordinate closely with NDRRMC and Local government units for possible enforcement of forced evacuation in high-risk communities.

Forum held at the Marzon Hotel in Kalibo, Aklan on June 29 is part of the three-day regional visit of SSS officials in the region. The forum is held regularly to get feedback from members and employers.

Philippines starts arguments for its Arbitration Case vs. China in The Hague

08 July 2015 – The high-powered Philippine team for the UNCLOS arbitration case currently being heard by an arbitral tribunal in The Hague has begun presenting the arguments for the Philippine position, with emphasis on the tribunal’s proper jurisdiction to hear and decide the case.

The first to speak for the Philippines on the first day of the oral arguments was Solicitor General Florin Hilbay, who introduced the case and presented the order of speakers for the Philippines. He was followed by DFA Secretary Albert del Rosario, who explained the reason for the Philippines’ decision to seek arbitration in the current maritime dispute with China and made an impassioned plea for the tribunal to recognize its jurisdiction because of the importance of the case, not only to the region but to the entire world, and its impact on the application of the rule of law in maritime disputes.

Following the DFA Secretary was the chief counsel for the Philippines, Mr. Paul Reichler of the US-based Foley Hoag law firm, who presented the justification for the tribunal’s jurisdiction over the Philippine claims under UNCLOS. He was followed by other foreign legal experts, who explained how the Philippine claims did not raise questions of sovereignty over land or raise questions of maritime delimitation. Issues of sovereignty and maritime delimitation are beyond the scope of the Tribunal’s jurisdiction to hear the current case, but do not form part of the Philippine claims.

For the second day of the oral arguments, the Philippines’ lawyers will further explain how the Philippine case did not fall under the specific UNCLOS exemptions which would preclude the tribunal from hearing the case. They also will present strong arguments regarding the strength of the Philippines’ environmental and fishing claims against China. The Philippine legal team is expected to summarize the Philippines’ case and reply to questions to be raised by the tribunal before the oral arguments conclude on July 13. END

MMDA’s institute of Traffic Management holds 1st Commencement Exercise

The Institute of Traffic Management (ITM) of the Metropolitan Manila Development Authority (MMDA) held its first-ever commencement exercise at the MMFF Cinema in Makati City today.

32 MMDA traffic constables completed the Basic Traffic Management Course which was conducted for 57 days at the ITM.

MMDA Chairman Francis Tolentino said this first batch of graduates will justify the establishment of the ITM which aims to provide continuous quality and excellent traffic management education for traffic personnel not only in Metro Manila but in other areas in the country.

“A huge responsibility lies on the shoulders of this first batch of graduates, as they need to show positive changes once they get back on the road to perform their duties,” Tolentino said.

The Basic Traffic Management Course covers topics such as fundamentals of traffic management, traffic direction, control, and supervision, traffic law enforcement, basics of road safety, traffic accident investigation, road incident management, traffic engineering, and administrative rules and regulations.

According to the MMDA chief, traffic enforcers from other parts of the country and various Metro Manila cities are also scheduled to undergo traffic management courses.

MMDA opened the ITM April this year. Aimed to be the country’s premiere training institution in traffic management, ITM have the authority to grant degrees and issue certificates of training competency to government and non-government personnel involved in traffic management, traffic law enforcement and traffic accident investigations after they have successfully completed training programs and courses.

Following the approval of the P3.002-trillion proposed National Budget by President Benigno S. Aquino III and the members of the Aquino Cabinet, Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad said that they are gearing up for the government’s 2016 spending plan, which is double the Aquino administration’s P1.541-trillion budget in 2010.

The proposed budget for 2016—which is 15.2 percent higher than the P2.606-trillion 2015 national budget—is the Aquino administration’s blueprint for greater inclusive growth and reform expansion in the country.

“With this proposed budget, we can build on our reform successes over the last five years, as well as take on the challenges in our bid for inclusive development. This is a sizeable budget proposal, however, so our focus now is to help our agencies make optimal use of their allocations. This includes enhancing their capacities for budget planning, procurement, and project implementation, all of which are key to the prompt delivery of public services and the continuing growth of our economy,” Abad said.

“Overall, the proposed 2016 Budget will play an instrumental role in empowering our citizens, be it through antipoverty programs, our good governance campaign, or our broader socio-economic development strategy. In proposing this budget, we continue to hew to the principle ofDaang Matuwid, where leadership is fully expressed as transparent, accountable, and participatory,” Abad added.

Based on the Budget Priorities Framework for 2016, programs and projects that support the Aquino Administration’s goal of rapid, inclusive, and sustainable growth were given high importance in the proposed budget. These include programs and projects that focus on basic education, road and transport infrastructure, territorial defense, peace and order, health and social protection, food security and environmental integrity, and the improvement of the country’s business climate.

Likewise, government expenditures under the proposed budget is expected to increase to 19.5 percent of the gross domestic product (GDP). This is a larger share of the economy than the 2015 and 2010 budgets, which respectively comprised 18.7 percent and 16.4 percent of GDP.

Personnel Services will continue to corner the largest share of this budget with 27.6 percent, followed by Infrastructure and other Capital Outlays with 21.8 percent. Meanwhile, Maintenance and Other Operating Expenditures (MOOE) will have a share of 17.1 percent.

A quarter of the proposed budget—almost 28 percent or P837.9 billion—will be shared between the departments of Education (DepEd) and Public Works and Highways (DPWH). The DepEd will receive a budget of P436.5 billion, while the DPWH will receive P401.4 billion, an increase of 15.6 percent and 32.0 percent, respectively.

The proposed budget also has fiscal space amounting to P580.9 billion, which will be allocated for new programs or projects and the expansion of existing projects for 2016. This is double the fiscal space in the 2015 National Budget of P287.3 billion.

“We’ve shown that in the last five years, good governance—especially in the management of public funds—leads to better government performance and real benefits for our people. As such, the proposed 2016 National Budget will continue to support good governance beyond 2016 to create sustainable prosperity for all,” Abad said.

Ombudsman affirms graft charges against former DPWH exec

 The former director of the legal services of the Department of Public Works and Highways (DPWH), Atty. Oscar Abundo, faces indictment before the Sandiganbayan for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) in connection with Abundo’s participation in causing partial payment of P24,299,458.34 for the expropriation of a piece of land that included right of way for two national highways (Lots 41 and 43, respectively) and despite his knowledge of some defects in the Special Allotment Release Order (SARO).

The case stemmed from the sale of five-sixth of Lots 41 and 43 located in Makar, General Santos City, Cotabato by the heirs of Mohamad Bin Abdurasak to the DPWH in 2001-2002. Upon post-audit, the Commission on Audit (COA) opined that the sellers had no right to claim compensation because Lots 41 and 43 were allegedly owned by the Republic of the Philippines. The audit also reported that “the DPWH paid the second installment of the claim despite the discrepancy in the name of the project as stated in Department of Budget and Management’s SARO” because the document mistakenly referred to the right-of-way claim for the Davao City-Bukidnon Road instead of the General Santos City-Koronadal Road.

Investigation revealed that Abundo proposed the payment scheme for the sale of Lots 41 and 43 and that he instructed the Regional Director (RD) of DPWH Region XI to prepare the Deed of Sale. It was also found out that he purposely did not make any effort to correct the defective SARO to ensure that the funds would not be reverted at the end of 2001. Instead, when the RD returned the voucher covered by Sub-Allotment Advice No. 2176, Abundo instructed him to retain the amount. He further instructed the Chief Accountant to issue a Certificate of Availability of Funds to cover the P24.29M partial payment.

Ombudsman Conchita Carpio Morales ruled that Abundo had “the obligation to scrutinize all the documents that were submitted to his office for evaluation.”

The Resolution stated that Abundo did not take any step to correct the mistake in the SARO and “as a result of his action and inaction, he caused payment that otherwise should not have been made yet, thus prematurely giving the heirs unwarranted benefit, advantage or preference.” It underscored the fact that Abundo’s actions “bespeak of bad faith and manifest partiality considering that he had full knowledge of the reasons for the return of the voucher by the DPWH Region XI Director.”

Section 3(e) of R.A. No. 3019 penalizes any public official who by his official functions create undue injury to the government through manifest partiality, evident bad faith and gross inexcusable negligence.

The charges against District Engineer Tito Valdez, Chief Accountant Teresita de Vera and Jovina Abdurasak, the representative of the heirs, were dismissed for lack of sufficient evidence.

Ex-Quezon mayor faces indictment for anomalous coop project

 The Office of the Ombudsman filed charges for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) against former mayor Sebastian Serrano of Catanauan, Quezon and two others on account of the anomalous utilization of the loan granted to the Catanauan Farmers Arrowroot Planters Multi-Purpose Cooperative (Cooperative) for the “One Town, One Product (OTOP), One Million Peso Loan Program.”

The case involves the P1M loan released in 2003 by the Office of the President (OP) to the municipality of Catanauan from which fund Serrano endorsed the Arrowroot Production Project for the benefit of the farmers of two barangays under a Memorandum of Agreement (MOA) between Serrano and Cooperative officers, spouses Gerardo and Zenaida Mendenilla. Serrano failed to account for the funds despite repeated demand letters from the OP.

Investigation disclosed that the listed members of the Cooperative did not have any knowledge of the existence of the Cooperative, and that their signatures on the documents were either spurious or falsified. They also attested that no board meeting transpired, contrary to the representations made by Serrano in the project proposal that he submitted to the OP.

In finding utter disregard of the requirements of the OTOP Program, the Office stated that the Cooperative was not registered with theCooperative Development Authority at the time it was endorsed as the beneficiary of the OTOP Program. It was also established that Serrano recommended the Cooperative as beneficiary despite the fact that it did not have at least one year profitable experience in livelihood and/or SME operation, no good credit standing, insufficient manpower with proven/tested technology to implement the project, and no established internal control, accounting and documentation system.

The Resolution stated that the evidence established that respondents conspired in the scheme to ensure that the Cooperative would end up getting the loan grant, and its failure to repay the loan resulted in damage and injury to the government.

Section 3(e) of R.A. No. 3019 penalizes any public official who, by his official functions, causes undue injury to the government through manifest partiality, evident bad faith and gross inexcusable negligence. It covers private individuals who collude or conspire with public officials.

The charges against Municipal Budget Officer Rebecca Florida and Municipal Treasurer Lourdes Vilma Averia were dismissed due to insufficiency of evidence.

June 2015 inflation plunges to lowest level in two decades

MANILA – Sufficient supply of food and moderate price pressures in energy and oil rates tamed inflation to its new lowest level in two decades, according to the National Economic and Development Authority (NEDA).

The Philippine Statistics Authority reported today that headline inflation rate plunged further to 1.2 percent in June 2015 from 1.6 percent in the previous month and 4.4 percent in June 2014.

“The June 2015 inflation rate is now the lowest, covering the monthly inflation series from 1995 to June 2015 using the current base year 2006. The figure was also below the market expectation of 1.5 percent and very well within the inflation target range of 2.0 to 4.0 percent set by the government for 2015,” said NEDA Officer in Charge (OIC) and Deputy Director-General Emmanuel F. Esguerra.

Headline inflation in the food subgroup eased in June 2015, (2.1% from 3.2%) following slower price adjustments in rice, meat, vegetables, and fruits.

“Aside from the steady and sufficient supply of food, inflation benefitted from reduced electricity prices due to lower fuel costs. The double-digit year-on-year decline in the prices of unleaded gasoline, diesel, kerosene, liquefied petroleum gas or LPG, and the decline in Meralco rates affected key oil and electricity-related commodities and services in the current month,” the NEDA official said.
On the other hand, non-food commodities reflected slight price increments as inflation partially increased to 0.4 percent in June 2015 from 0.3 percent in May 2015.

Meanwhile, core inflation, which excludes selected volatile food and energy prices, declined to 2.0 percent from 2.2 percent in May 2015 and 2.8 percent in June 2014. It averaged at 2.3 percent in the first six months of 2015.

“The slackening of the core inflation provides less pressure for interest rates to increase, and this bodes well for household consumption and further supports economic expansion moving forward,” said Esguerra.

The slowdown of inflation appears to be geographically broad-based as the price index in the National Capital Region dipped to 0.6 percent in June 2015 from 0.7 percent in May 2015 and 3.6 percent in the same period a year ago. Likewise, all regions except the Cordillera Administrative Region registered slower year-on-year price increases, thus, resulting in a tempered overall inflation of 1.4 percent in June 2015 from 1.8 percent in May 2015 and 4.7 percent same period a year ago.

“It is also worth noting that except for the Philippines, inflation in the ASEAN-5, which includes Indonesia, Malaysia, Singapore, and Thailand, generally posted upward adjustments in May and June 2015,” said Esguerra.

But he added that the government will remain cautious against any upside inflation risk, such as that arising from the occurrence of typhoons in the second half, which could be intensified by the prolonged El Niño.

“Efforts to monitor drought incidence in agricultural areas should be sustained to ensure that suitable policy actions are realized without delay. Timely importation of rice to augment domestic supply should serve as a ready measure to prevent the repeat of the high rice prices witnessed in the third quarter of 2013 until 2014 as these occurrences adversely affect the well-being of the citizenry,” Esguerra explained.

Esguerra is OIC of NEDA while Economic Planning Secretary Arsenio M. Balisacan is on official business abroad from July 3-12, 2015.

Relief ops in ‘Egay’-hit areas continue

A total of ₱1,493,649.50 worth of relief supplies has been provided as of July 7, 4 am, to families affected by Tropical Storm Egay.

This came from the combined resources of the Department of Social Welfare and Development (DSWD) which provided ₱812,512.50 worth of disaster relief while local government units (LGUs) extended ₱681,137.

As of press time, a total of 11,751 families or 48,307 persons coming from 243 barangays in 30 cities and municipalities were affected. Of this number, some 139 families or 414 persons are still staying in three evacuation centers.

In Region I which was the hardest hit, a total of 11,509 families or 47,359 persons were affected by the tropical storm. A total of 109 families or 354 persons are still staying in the lone evacuation center in the region.

Based on initial reports gathered by DSWD disaster teams at the regional level, a total of 94 houses were totally damaged and 90 were partially damaged in Region I and in the Cordillera Administrative Region (CAR).

DSWD disaster teams continue to assist LGUs in relief operations and management of evacuation centers. They will also start their rapid assessment to determine the extent of the disaster and to identify other social services that may be needed by the affected families.

DSWD assists bereaved families, survivors of Ormoc sea tragedy

Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman assured the survivors and the families of the victims of the Ormoc City sea mishap of continuing assistance as they go through this difficult situation.

On July 3, DSWD-Field Office (FO) VIII Assistant Regional Director for Operations Resty Macuto visited the survivors and the bereaved families of those who perished when MV Nirvana Motorboat capsized on July 2 on its way to Camotes Island in Cebu Province.

Around 20 DSWD staff joined Asst. Dir. Macuto during the visit where they assisted in the conduct of psychosocial counseling to the survivors and to the bereaved families. They, together with the local government of Ormoc City, also distributed 500 family food packs, 100 sacks of clothing, and 25 boxes of cereal drinks.

Likewise, DSWD-FO VIII will pay the hospital bills of the eleven survivors and the two others who are now in critical condition.

To date, the DSWD has already paid P18,670 for hospital fees.

DSWD-FO VIII is now coordinating with DSWD-FO VII for the continuing assistance to the survivors and to the bereaved families who are mostly from Camotes Island.

BSP brings "Money Matters for Kids" exhibit to Davao City

The Bangko Sentral ng Pilipinas (BSP) opens its 6th Money Matters for Kids (MMK) Exhibit at the BSP Davao Regional Office on 7 July 2015. This is the first time that the Exhibit is brought to Mindanao after it was launched in 2011.

The MMK is an interactive exhibit on financial literacy designed to provide young children aged 12 and below with a fun way of learning the concepts of money, saving, wise spending and sharing. Children are also taught the importance of saving for the future. BSP’s financial literacy focus on children is grounded on studies that show those who began savings habits as children display better attitudes towards saving than those who did not save in their childhood.

This exhibit is a component program of the BSP’s integrated Economic and Financial Learning Program (EFLP) that aims to empower financial consumers to make informed financial decisions and improve their financial well-being. After five (5) runs, the MMK Exhibit reached a total of 23,496 children and adult exhibit viewers.

Atty. Prudence Angelita A. Kasala, Director of the BSP’s Financial Consumer Protection Department (FCPD) and Atty. Thelma C. Pantig, Acting Director of the BSP Davao Regional Office, lead the ribbon-cutting ceremony to formally open the Exhibit.

During the opening ceremony, Elementary school pupils from Palma Gil Elementary School are the special guests to view the interactive exhibit which features hands-on tools that encourage kids to play and study while exploring money-related themes. The Exhibit will give them a chance to play the roles of bank managers and tellers and to know the concept of deposits and withdrawals through a make-believe bank and a mock-up Automated Teller Machine (ATM). It also educates them on how to budget and to differentiate between needs and wants in addition to distinguishing between genuine and fake banknotes.

The MMK Exhibit, initiated by the BSP’s FCPD, is open to the public from 7 to 17 July 2015 including Saturdays and Sundays from 8:30 a.m. to 5:00 p.m. at the BSP Davao Regional Office, Quirino Avenue, Davao City.

BSP identifies domestic systemically important Banks

The Bangko Sentral ng Pilipinas (BSP) has completed its determination of domestic systemically important banks (D-SIBs). Following the framework released in October 2014, banks were classified depending on the extent of their systemic importance using pre-defined indicators for (a) size, (b) interconnectedness, (c) substitutability and market reliance as a financial market infrastructure as well as (d) complexity.

The D-SIBs framework is in line with the initiatives pursued under the Basel 3 reform agenda. D-SIBs are characterized as banks whose distress or disorderly failure would cause significant disruptions to the wider financial system and economy.

The BSP noted that it will update the list of D-SIBs every year and each bank will be individually notified of their classification. Those identified as D-SIBs will be required to maintain additional Common Equity Tier 1 (CET1) of between 150 and 250 basis points of the bank’s Risk-Weighted Assets. The higher capital requirements, however, will be staggered beginning January 2017 until the same are fully in place by January 2019.

D-SIBs must also meet higher supervisory expectations. For example, in the annual submission of their ICAAP document (Internal Capital Adequacy Assessment Process), D-SIBS must have in place acceptable recovery plans which will be carried out in the event of breaches in capital requirements.

BSP Governor Amando M. Tetangco, Jr. noted that “the higher bar for D-SIBs in terms of capital requirement and supervisory expectations serves to strengthen the system by lowering the probability of systemic bank failures”.

The Governor reiterated that the banking system remains in a strong position and that the D-SIBs guidelines are “pro-active measures to sustain such strength”. He added that the higher minimum CET1 threshold would not be disruptive since “our internal simulations affirm that a reasonable earnings retention program would be sufficient to bring the capital level of D-SIBs within the required threshold”.
