ABS-CBN: Asahan ang mainit na maalinsangang panahon pa rin sa buong bansa dahil sa easterlies pero asaha din ang isolated rains at thunderstorms sa hapon. Ang tropical storm na binabantayan ng PAGASA ay nananatili sa labas ng PAR at huling namataan sa layong 1,495 silangan ng Mindanao. Bahagya itong lumakas at may taglay na hangin na 85kph malapit sa gitna at pagbugso na 100kph. Tinatahak nito ang direksyon na west northwest sa bilis na 9kph. Posible itong pumasok ng PAR sa Huwebes ng umaga at tatawaging Dodong. Ang Eastern Luzon ang posibleng tumbukin nito sa Sabado o Linggo pero pwede ring mag-recurve at hindi na tumama sa lupa.



ABS-CBN: Huling namataan ang isang tropical storm na may international name na "Noul" sa layong 1,570 kms sa silangan ng Mindanao. Mabagal ang pagkilos nito sa 9kph sa direksyong Northwest. Posibleng pumasok sa PAR sa Huwebes ang bagyong papangalanang "Dodong" na ngayon ay may lakas ng hangin na aabot sa 75kph at pagbugso na 90kph. Makakaipon pa ng lakas ito habang nasa karagatan at posibleneg maging typhoon pagpasok sa bansa. Dalawang scenario ang tinitingnan ng PAGASA: tatama ito sa eastern Luzon, tatawid ng lupa, at lalabas sa West Philippine Sea o kaya naman ay lalapit sa lupa at mag-re-recurve pa-Norte pero magdadala pa rin ng ulan. Hindi pa rin nakakaapekto sa ngayon si Noul. Mga localized thunderstorm ang mararanasan sa Metro Manila sa mga susunod na araw. Bagaman may pulo-pulong pag-ulan, asahan ang init sa Metro Manila na aabot nang 35°C. Ang heat index naman sa Metro Manila ay tinatayang aabot sa 39.9°C, sa Tuguegarao ay 41°C, sa Laoag ay 38.3°C, at sa Bacolod ay 37.9°C.

-Lalong lumakas ang bagyong posibleng pumasok sa PAR. Huling namataan ang tropical storm na may international name na "Noul" sa layong 1,570 km silangan ng Mindanao.

-Sa forecast track ng PAGASA, posibleng Huwebes ng umaga ito pumasok ng PAR bilang isang typhoon at papangalanang "Dodong."
-Sa ngayon, wala pa itong epekto sa bansa.

DZRH: Inaprubahan ng House Committee on Overseas Workers Affairs ang panukala na isalin sa wikang Filipino ang mga kontratang pipirmahan ng mga OFW na layong mas maintindihan ng mga nagnanais magtrabaho sa ibang bansa ang kasunduan sa pagitan nila at ng kanilang employer.
DZBB: Makikipagpulong na ang DOJ sa NBI, PDEA, at PNP para pag-usapan ang tungkol sa West African syndicate na bumibiktima sa mga Pinoy para maging tagabitbit ng ilegal na droga sa ibang bansa kasunod na rin ng kaso ni Mary Jane Veloso. Bautista appointed as Commission on Elections chair
Malacañang on Monday announced the appointment of Atty. J. Andres D. Bautista as the new chairman of the Commission on Elections (Comelec).

In a statement, Deputy Presidential Spokesperson Abigail Valte said the appointment papers of Bautista and two others were signed by President Benigno S. Aquino III on April 28.

Bautista, who chairs the Presidential Commission on Good Government (PCGG), will take over the post vacated by Sixto Brillantes, Jr., who retired last February.

Rowena Amelia V. Guanzon and Sheriff M. Abas were also named as Comelec commissioners, replacing Lucenito Tagle and Elias R. Yusoph, respectively.

All three will serve until February 2, 2022.

Bautista, 51, finished his law degree at the Ateneo de Manila University in 1990 as class valedictorian and earned a Master of Law degree from Harvard Law School in the US in 1993.

Born in Quezon City, Bautista was a former dean of the Far Eastern University's Institute of Law. He was a candidate for Supreme Court chief justice in 2012.

Bautista served as president and chief executive officer of Shangri-La Properties from 2006 to 2010, prior to his appointment as PCGG chairman. PND (jm)

MILF members responsible for death of 44 police commandos will still face criminal charges, says Palace
Even if the Moro Islamic Liberation Front (MILF) assisted in neutralizing terrorist Abdul Basit Usman, its members who were deemed responsible for the death of 44 police commandos last January will still face criminal charges, Communications Secretary Herminio Coloma, Jr. said on Monday.

“Malinaw naman ang nakasaad sa ulat nina Secretary (Leila) de Lima at ng Department of Justice (DOJ). Batay sa kanilang ginawang pag-aaral at case buildup ay nagkaroon sila ng findings hinggil doon sa kung sino ang naging responsable sa pagkamatay ng mga tropa ng PNP-SAF (Philippine National Police-Special Action Force) at hindi naman nababago o napapalitan ang mga kongklusyon na ito. Patuloy pa rin namang ipapatupad ang ating mga batas,” Secretary Coloma said during a press briefing in Malacañang.

He was responding to a question on whether MILF members will still be held liable for the death of 44 members of the police’s elite force last January 25, even if the group was instrumental in Usman’s killing on Sunday (May 3).

The DOJ has recommended the filing of criminal charges against 90 members of the MILF, Bangsamoro Islamic Freedom Fighters, and private armed groups over the death of the 44 SAF members, who were on an operation to arrest high-value terrorist targets Zulkifli Bin Hir, alias Abu Marwan, and Usman. Marwan was killed on site, while Usman was able to escape.

According to reports, Usman was killed by members of the MILF 118th Base Command in a shootout in Sitio Takeneken, Barangay Muti, Guindulungan, Maguindanao at 10 a.m. on Sunday. PND (ag)

State pension fund Government Service Insurance System (GSIS) announced this year's allocation of 20 of the 200 slots in the GSIS Scholarship Program (GSP) for qualified dependents of persons with disabilities (PWDs), indigenous people (IPs), and solo or single parents.

The enhanced GSP's guidelines alloting 10 percent of the total program grantees for those belonging to special sectors were issued in support of the national government's effort to raise the number of college graduates in the country.

According to GSIS President and General Manager Robert G. Vergara, deserving and underprivileged dependents of PWDs, IPs, and single parents defined under Republic Act 8972 (Solo Parents Welfare Act of 2000) now have the chance to fulfill their dream of earning a college degree from schools that provide quality education.

Under the program, GSIS shoulders up to P20,000 of the scholars' actual cost of tuition and miscellaneous fees per semester. They also get a monthly stipend of P2,000.

GSP is open to all active GSIS members at the time of application; have paid premium contributions for the last six months; have a permanent status in government service for at least three years; have a salary grade of 24 or below, or its equivalent job level; and whose dependents are incoming college freshmen accepted in any four- or five-year course, or in priority courses identified by the Commission on Higher Education (CHED).

The application period is from May 4 to June 11, 2015. Application forms may be obtained from any GSIS branch office or downloaded from the GSIS website, www.gsis.gov.ph.

Launched in 1998, GSP has been the part of the pension fund's corporate social responsibility.

4 May 2015 – Asia-Pacific Economic Cooperation (APEC) Senior Officials, in partnership with the APEC Business Advisory Council (ABAC) of the Philippines and the Pacific Economic Cooperation Council (PECC), will hold the next round of Public-Private Dialogue on Services (PPD) at Shangri-La's Boracay Resort & Spa on May 17 at the sidelines of the Second APEC Senior Officials’ Meeting (SOM2).

The PPD in Boracay is the second in the series of dialogues on services in 2015 envisioned to guide APEC’s public and private stakeholders in pursuing the services agenda of APEC through collaboration and best practice exchanges.

With the services industry in the Philippines currently employing 1.052 million Filipinos and the services sector as the largest contributor to Philippine growth figures at 56.7% of gross domestic product in the 4th quarter of 2014 according to NEDA figures, discussion on ways to boost the services sector growth is a priority of the Philippines as it plays host to APEC 2015.

In recent years, discussions on services have primarily centered on the business process outsourcing industry. To cover the other critical sectors to services growth, the second 2015 PPD will feature experts, service providers, and consumers from across the Asia-Pacific as well as from international organizations such as the International Trade Centre, the World Bank and the Organization for Economic Development Cooperation, to share developments, challenges and opportunities in manufacturing, environment, and agriculture-related services. Topics include logistics, transportation, supply chain connectivity, professional services such as engineering and architecture, urban and environmental planning, waste management, energy, and water, noise and air pollution.

The upcoming PPD follows from the services dialogue held at the sidelines of First APEC Senior Officials’ Meeting in Clark, Pampanga in February, which covered Information Technology and Business Process Management (IT-BPM), Creative Industries, and Research and Development Services. The two PPDs will lead up to the first Regional Conference of Services Coalitions and Service Industries at the margins of the Third Senior Officials’ Meeting in September in Cebu, as well as the crafting of an APEC Services Cooperation Framework, a Philippine initiative to guide priorities for collaboration on an APEC strategy for services competitiveness.

Cagayan de Oro City — Rene Liboon Principe, Jr. and his family almost drowned to death when Tropical Storm Sendong inundated Northern Mindanao on December 16, 2011.

The Principe family, a beneficiary of Pantawid Pamilyang Pilipino Program, was among the families affected by the flash flood brought about by heavy rains.

Rene Jr.’s father, Rene Sr., woke them up when the water was knee-high inside their house in Zone 4, Pasil, Barangay Kauswagan, which is along the city’s main river. The water eventually reached roof gutter level. The Principe family witnessed how the raging flood water rushed down the village.

The flood destroyed their house and left knee-deep mud.

They hurriedly went to an evacuation center established by the Department of Social Welfare and Development (DSWD) some five kilometers away from their house.

Rene Jr. recalled that life inside an evacuation center was hard, considering the cramped space and long lines for food and non-food supplies.


Resiliency

Rene Jr. was a freshman student of the Regional Science High School when ‘Sendong’ devastated Northern Mindanao. ‘Sendong’ submerged all of Rene Jr.’s books and other school supplies.

But he did not let the unfortunate event get in the way of achieving his dreams. He continued to excel in his classes.

The cash grants provided by Pantawid Pamilya and other interventions from DSWD as well as the donations of local and international humanitarian organizations have helped Rene and his family return to normalcy after those trying times.


Focus on achieving dream

Rene Jr., youngest among the five Principe siblings, did not stop working to realize his dream in life, which is to become an astronaut someday.

Impossible as his dream may seem, Rene Jr. said he does his best to become a spaceman.

He has been a consistent honor student since his elementary years. This year, he graduated from high school as top one of his class. All throughout his high school years, he was a scholar of the Department of Science and Technology (DOST).

Being a top achiever, Rene Jr. received various offers for scholarships from private universities in the city.

However, he opted to continue his college studies at the University of the Philippines (UP) in Diliman, Quezon City where he will take up Bachelor of Science in Physics. He will continue to be a scholar of DOST while in UP.

Thankful

“Nagpapasalamat ako sa DSWD sa pagtulong sa mga mahihirap na kagaya namin. Natugunan namin ang mga pangangailangan ko sa paaralan lalo na ‘yung mga laboratory requirements dahil sa Pantawid Pamilya. Kaya namin ang pagbabago dahil alam namin na may kaagapay kami mula sa gobyerno (I would like to thank DSWD for helping poor families like us. I was able to comply with all the projects and buy laboratory requirements because of Pantawid Pamilya. We know we can achieve change with the help of the government),” Rene Jr. said.

“Nagpapasalamat din ako kay Pangulong Aquino sa patuloy na pagpapatupad ng programa sa kabila ng mga batikos (I also thank President Aquino for implementing the program despite the criticisms),” he added.

Rene Jr. appealed to critics to look at the fruits of the Aquino administration’s projects.

Pantawid Pamilya is a human development program that invests in the health and education of poor families, primarily those with children aged 0-18. It provides cash grants to partner-beneficiaries who comply with the conditions of sending their children to school, bringing them to health centers for checkups, and attending the monthly Family Development Sessions (FDS).

In 2013, the DSWD expanded the coverage of the program to include the 15-18 age bracket to ensure that the children-beneficiaries will graduate from high school, and have a higher rate of employability.

DSWD Secretary Corazon Juliano-Soliman commended the many Pantawid Pamilya student-beneficiaries who graduated with honors like Rene Jr., saying that not even poverty or typhoons like ‘Sendong’ can undermine the determination of the young beneficiaries to pursue their dreams.

Bank lending slows down in March

Outstanding loans of commercial banks, net of reverse repurchase (RRP) placements with the BSP, rose by 13.7 percent in March, slower than the 15.2 percent growth recorded in February. Similarly, bank lending inclusive of RRPs grew by 13.2 percent in March from 14.6 percent in the previous month. On a month-on-month seasonally-adjusted basis, commercial bank lending increased by 0.1 percent for loans net of RRPs and by 0.2 percent for loans inclusive of RRPs.

Loans for production activities—which comprised more than 80.0 percent of banks’ aggregate loan portfolio—grew by 13.3 percent in March from 14.5 percent in February. The growth in production loans was driven primarily by lending to the following sectors: real estate, renting, and business services (10.1 percent); manufacturing (11.4 percent); wholesale and retail trade (12.6 percent); electricity, gas and water (14.2 percent); and financial intermediation (19.3 percent). Bank lending to other sectors also increased during the month except for public administration and defense, which declined by 2.3 percent.

Loans for household consumption expanded by 18.8 percent in March from 21.1 percent in February amid continued growth in credit card loans, auto loans and other types of loans (i.e., salary loans and personal loans).

Going forward, the BSP will continue to ensure that credit and liquidity conditions remain supportive of overall economic growth in a manner consistent with the BSP's price and financial stability objectives.

The International Organization for Standardization (ISO), the Philippines’ National Standards Body (NSB), and the Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) met last week in Manila to discuss the country’s standardization programs and activities.

DTI-Consumer Protection Group (CPG) Undersecretary Victorio Mario A. Dimagiba welcomed ISO’s Secretary General Rob Steele, in a meeting last 22 April 2015 in Crimson Hotel in Alabang, Muntinlupa City.

Dimagiba reported, “The DTI was honored to meet with ISO’s Mr. Steele, who underscored the relevant role of BPS as the country’s National Standards Body in ensuring that ISO’s international standards are being used and are referred to in developing and finalizing the Philippine National Standards."

“The ISO also underscored that it is important for the PNS to be harmonized to ISO international standards to promote competitiveness and trade facilitation among the Philippine industries,” he recounted.

In the meeting, the DTI reiterated its commitment to actively participate in the ISO’s Policy Development Committee and in the ISO Technical Committee meetings and activities. Currently, the BPS joins the discussions of the ISO Committee on Conformity Assessment (CASCO), the ISO Committee on Consumer Policy (COPOLCO), and the ISO Committee on Developing Country Matters (DEVCO).

To date, the BPS is a member to 131 ISO Technical Committees with the participating (P) and observer (O) status on various products and systems including information technology; telecomunications and information exchange; software and systems engineering; office equipment; school supplies; ferrous metal pipes and metal fittings; paper, board, and pulps; road vehicles; motorcycles and mopes; equipment for fire protection and fire fighting; food products; fruits and vegetables, buildings and civil engineering works; plastics; cement and lime; medical gas systems; air quality; water quality; quality management and quality assurance; quality systems; road traffic safety management systems; forensic sciences, etc.

Moreover, the DTI forwarded its interest to heighten its participation in the standardization activities of the committees on coconut, cocoa, food products, and bamboo and rattan, emphasizing on the need for product specifications of the Philippines’ micro, small and medium enterprises (MSME).

“We are pleased with the BPS’ involvement in ISO programs and activities but still, we urge the BPS to maximize its partnership with ISO to equip the Philippine industries with international standards that are now bases of entry to the global market," Steele emphasized.

ISO had a dialogue with the ASEAN member-states who were in Manila for the 43rd Meeting of the ASEAN Consultative Committee on Standards and Quality (ACCSQ) and its Related Meetings last 20-24 April 2015.

13th National Convention on Statistics to be held in October 2016

The Philippine Statistical System (PSS), spearheaded by the Philippine Statistics Authority (PSA), is now on-board in the preparations for the conduct of the 13th National Convention on Statistics (NCS) in October 2016. This triennial event aims to: (a) provide a forum for exchanging ideas and experiences in the field of statistics and for discussing recent statistical developments and prevailing issues and problems of the PSS; and (b) elicit the cooperation and support of statisticians and professionals in related fields from the government, academe and private sector towards a more responsive statistical system.

The last NCS was conducted in October 2013 where a total of 1,237 participants from the government, private sectors and academe participated. It showcased 112 papers from 47 invited paper sessions, 3 plenary sessions, 3 panel discussions, 3 contributed paper sessions, and poster sessions. Highly attended sessions were on progress of society, governance statistics, insurance statistics, econometrics and statistical modeling including time series analysis.

Government agencies such as Department of Tourism, Department of Health, Department of Social Welfare and Development, Department of Labor and Employment, Department of National Defense, Department of Science and Technology and the former National Statistics Office (now part of the PSA) sponsored invited paper sessions on tourism, risk management and social protection, poverty, labor and employment, peace, justice and security, science and technology, information and communications technology, and administrative-based data, respectively. In addition, private sectors and development partners like ABS-CBN and Partnership in Statistics for Development in the 21st Century (PARIS21) sponsored plenary session papers on inclusive growth and social media, respectively.

Coinciding with the 12th NCS were the: 1) 13th Faculty-Student Conference, arranged by UP Diliman School of Statistics and UP Los Baños Institute of Statistics, and 2) Statistical Information Management Exhibition (SIMEx) highlighting the latest products, facilities and services on information management.

Come October 2016, the 13th NCS will once again gather statisticians, statistical practitioners, and data users to discuss and share recent advances in statistics such as data revolution, concepts designed to improve statistics in the country, as well as opinions and recommendations to further improve the capacity of the PSS.

As the lead institution in the conduct of the 13th NCS, the PSA is now calling on practitioners, theoreticians and researchers in the statistical and related fields to take part in the convention. Guidelines on the sessions, topics, and the format of the papers will soon be disseminated and posted on the PSA website (http://www.nap.psa.gov.ph).

More workers prefer to work here than abroad: More women apply for local employment; men dominate overseas employment applicants

In last Friday’s Labor Day job fairs, conducted in 56 venues all over the country, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said women accounted for the bulk of registrants for job vacancies in the local labor market, while men preferred overseas jobs.

“There were 71,922 registered applicants for the Labor Day job fairs. There were more female registrants, 54.9 percent, or 39,485, than male registrants who accounted for 45.1 percent, or 32,437; and women, more than men, preferred jobs in the local labor market,” said Baldoz in a press release after the Bureau of Local Employment submitted an initial report on the results of the 1 May nationwide job fairs.

“If this is an indication, it shows our women are staying—rather than leaving—the country, which is good,” observed Baldoz.

Of the registered applicants, 19,408 were in Region 4-A; 12,147 were from Region 3; and 8,842 were from Region 11.

The BLE, headed by Director Dominique R. Tutay, reported that an overwhelming 79.22 percent of registered women applicants would like to work in the country rather than abroad and 55.3 percent of them did, indeed, applied for local jobs.

On the other hand, registered men applicants who expressed preference to work abroad reached 55.3 percent of whom 51 percent did apply for vacant overseas jobs.

Baldoz also noted from the BLE report that for this year’s Labor Day job fairs, about three out of four registered applicants (74.74 percent) were qualified or were referred for outright job interview.

“One of five applicants, or 19.3 percent, was a qualified overseas applicant, while the remaining four applicants, or 80.7 percent, were qualified local jobseekers. Again, more females, 58.1 percent, were qualified for local employment than males, 41.9 percent, but conversely, more males, 52.9 percent, were qualified for overseas positions,” said Baldoz.

She also said the region with the highest number of qualified applicants were Region 4-A (12,487); Region 3 (10,525); and Region 11 (3,774).

She qualified, though, that preliminary estimates show that Region 7 posted a higher number of qualified applicants, but this is still being validated.

The BLE further reported that the number of interviewed applicants exceeded the number of those who were qualified.

“This indicates that a good number of applicants applied for numerous positions during the job fairs,” Baldoz said, adding:

“Almost eighty percent interviewees were aiming for local positions, while the remaining 20.7 percent were aspiring for overseas jobs. Again, women (59.2 percent) tended to get interviewed more for local positions than the men 40.8 percent. For overseas, it was the other way around as more males (54.3 percent) were interviewed than their female counterpart (45.7 percent).

The top three regions with the most number of interviewees were Region 3 (14,221); NCR (10,452); and Region 6 (7,929),” Baldoz said.

Baldoz expressed satisfaction on these data, saying that the share of women in wage employment in the non-agricultural sector is one of the indicators in the Philippines’ Millennium Development Goals, specifically on promoting gender equality and empowering women.

“That women seemed to participate more in the labor market is a boost to our pursuit of our MDGs on gender equality and empowering our women,” the woman leader of the DOLE finally said.

Elsewhere around the country, the PNP monitored two separate gun-related incidents during the same period today.

Reports culled by the PNP NOC disclosed that an unidentified gunman shot dead Ronnel Villarosa in Brgy. Pantay Bata, Tanauan City at 10:45 AM today.

At almost the same time, Julia Isagon Dela Peña, while inside their terrace waiting for visitors in Sta. Cruz, Laguna was hit by a stray bullet fired by an unidentified suspect. She was brought to hospital for treatment.

DAR raises the value of farmers’ products in Ilocos Norte

The Department of Agrarian Reform (DAR) is pushing the farmers in Ilocos Norte to raise the quality of their agricultural products, saying that producing better products means generating greater income.

Provincial Agrarian Reform Officer Vic M. Ines said the DAR picked three farmers’ cooperatives to develop their agricultural products under the “Up-Valuing of Agrarian Reform Beneficiaries (ARB) Product” project of the department.

“The agri-products are: rice coffee of the Bagnos Multi-Purpose Cooperative (MPC), rice crispies of the Camguidan MPC and sugarcane vinegar of the Malampa MPC,” Ines said.

Ines said the project is in coordination with the Umic International Inc., the Department of Trade and Industry (DTI), and the Provincial Government of Ilocos Norte.

“The three institutions will provide the necessary trainings and knowledge transfer to address the needs of the farmers’ cooperatives on the production, processing, and marketing of their agricultural products,” Ines said. He added that the products would also be subjected to product label designing and branding.

At the product assessment held recently, Umic representatives stressed that the keys to the success of value-adding are careful business planning and adherence to legal and technical regulations to be able to market quality and reasonably priced products.

TESDA to award best tech-voc stories on videos on May 12

The Technical Education and Skills Development Authority (TESDA) is ready to announce the winners of the Tatak TESDA Video Making Contest Year 2.

Technical vocational students and schools with the best video entries to the contest will be feted to the awarding ceremony on May 12 starting at 3 p.m. at the Philippine International Convention Center (PICC) in Pasay City.

The contest, which is on its second year, had drawn hundreds of entries which captured their TESDA experience and showed how tech-voc has transformed their lives. This year's theme is "Mga Kwento ng Tagumpay at Masayang Pagbabago".

There will be winners for the individual category and the school category for the Best in Story, Best in Video, People's Choice Award and the Tatak TESDA Grand Winner.

Cash prizes and scholarship vouchers await the winners in both categories.

TESDA Director General Joel Villanueva thanked all tech-voc students and schools who exerted extra time and creativity in taking part in the contest.

"The journey to tech-voc education is long and hard, but hats off to our entry senders for showing us in three minutes that it is fruitful in the end," he said.

Villanueva, together with TESDA officials, will lead in awarding the prizes to the winners.

The awarding ceremony is also expected to be a celebration of singing and dancing and show off of skills featuring students from various tech-voc institutions and celebrity guests.

The contest was open to schools offering tech-voc courses and their graduates.

The entries for either the individual or school category were in the form of a two to three-minute video, taken at the workplace, and then uploaded in Facebook or Youtube.

The link was submitted along with the official entry through the email to the TESDA Provincial Office and copy furnished the Office of the Director General through tataktesda@gmail.com.

PDIC advises borrowers of Rural Bank of Labrador (Pangasinan) to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Labrador (Pangasinan), Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives. Rural Bank of Labrador was placed under the receivership of the PDIC by virtue of Monetary Board Resolution No. 596 dated April 16, 2015.

In a statement, PDIC advised borrowers of Rural Bank of Labrador to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL - RURAL BANK OF LABRADOR (PANGASINAN). PDIC emphasized that it has not engaged any person, agent or agency to collect the loan payments for and in behalf of the bank.

To ensure proper recording of their payments, PDIC further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The PDIC emphasized that for payments to be valid, it must be supported by a machine-validated PNB Deposit/Payment Slip. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a photocopy of their deposit slips by mail to the Deputy Receiver for loans Ms. Josefina R. BBL means meaningful Bangsamoro autonomy, not power for any group -- OPAPP

ZAMBOANGA CITY – The proposed Bangsamoro Basic Law (BBL) is designed to address the clamor for a genuine autonomy in Mindanao, and not as an appeasement to any revolutionary group.

“The BBL is not for MILF (Moro Islamic Liberation Front) alone. BBL should be equated with meaningful autonomy, which is to capture the articulation not only of the Moro fronts but the Muslims in Southern Philippines,” said Jose Lorena, Undersecretary for Bangsamoro Affairs of the Office of the Presidential Adviser on the Peace Process.

“I would like to underscore that the Bangsamoro Basic Law, in what form it may be passed should be intended to build meaningful and effective institutions in order to make autonomy efficient and effective in addressing the aspirations of the Bangsamoro people for good governance,” he added.

Lorena gave a solidarity message in behalf of Sec. Teresita Quintos Deles and served as a panel discussant on the historical perspective and context of the Bangsamoro peace process, during the launching of the “Pro-POLITICS for Peace,” which aims to provide a platform for the various stakeholders particularly the local government units (LGU)s from Basilan-Sulu-Tawi-Tawi region to articulate interest and at the same time capacitate them “on the concept of autonomy within the broader peace process”.

It was conducted back-to-back with the forum “Politics and Governance for Peace: Opportunities and Challenges” in Zamboanga City on Wednesday, April 29, 2015. Both events were conducted by the Institute for Autonomy and Governance (IAG), in partnership with other organizations and funded by the Australian government.

Lorena said the Bangsamoro peace process should be understood under the “parens patriae” concept – “meaning the government as the parent of the entire constituency of the Republic of the Philippines.”

“It is not a negotiation with the MNLF (Moro National Liberation Front), neither it is a negotiation with the MILF (Moro Islamic Liberation Front). It is the recognition of the just causes of the Muslims in southern Philippines for meaningful autonomy, and therefore it should be inclusive,” he said.

The Bangsamoro rebellion started in 1970s at the height of Martial Law. The MNLF initially led the rebellion, and followed by the MILF, whose stronghold is in Central Mindanao. Both organizations had signed separate peace deals with the government.

Lorena explained the context of the draft BBL, saying that the gains of previous peace agreements have been incorporated in the draft bill.

“I would correct the impression that the law that we are crafting loses sight of the historical past because if you look into the draft law, there is the linking of the powers achieved in the 1996 Final Peace Agreement to the present agreement,” he said.

“Any law that will be crafted now would not be for the MILF, neither will it be for the MNLF, that is why the MILF and MNLF have always said that they are the vanguards of the Muslim people and therefore the representatives of the Bangsamoro people,” he continued.

The current Bangsamoro peace process, he said, is now on the legislative process. “Under that context, we should look into two perspectives: the perspective of negotiation, and the perspective of legislation,” he explained.

“Negotiation is really a power vested in the executive, but legislation to make the resolution in a negotiated settlement permanent is to be legislated and the power of legislation is the power of Congress, because it will become an institutional policy for the governance of Southern Philippines,” he added.

Agusan Del Norte execs face graft raps for bid fraud

The Office of the Ombudsman ordered the filing of an Information before the Sandiganbayan for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) against Buenavista, Agusan Del Sur ex-Mayor Percianita Racho for the fraudulent procurement of various construction materials for the installation of fire hydrants in the municipality. Likewise impleaded are Municipal Accountant Svette Quimzon, Municipal Treasurer Ricardo Bagasbas, Bids and Awards Committee (BAC) Chairman Francisco Racho, Jr., BAC Vice-Chairman Maribeth Ancajas, BAC members Leonardo Usi, Emelita Espina and Doria Vapor.

The graft charges concern the award of the contract to Karl-Ray Merchandise which tendered a bid of P196,265.00 even if the approved budget for the contract was only P135,000.00. An Audit Observation Memorandum was issued by the Commission of Audit (COA) stating that aside from the price quotations being higher than the approved budget, the bidders also failed to submit the eligibility requirements as mandated under Republic Act No. 9184 (Government Procurement Reform Act). The COA further stated that there being no qualified bidder, the BAC should have declared a failure of bidding as the BAC was under no obligation to award the project to a supplier which offered the lowest bid price if the same exceeded the approved budget.

Aside from facing criminal indictment before the Sandiganbayan, the Office of the Ombudsman also found the respondents guilty of Grave Misconduct and meted out the penalty of dismissal from the service including all the accessory penalties. The Joint Resolution added that in the event that dismissal from the service can no longer be enforced due to separation from the service, it shall be converted to a fine equivalent to their respective salaries for one year.

Bank Lending Slows Down in March

Outstanding loans of commercial banks, net of reverse repurchase (RRP) placements with the BSP, rose by 13.7 percent in March, slower than the 15.2 percent growth recorded in February. Similarly, bank lending inclusive of RRPs grew by 13.2 percent in March from 14.6 percent in the previous month. On a month-on-month seasonally-adjusted basis, commercial bank lending increased by 0.1 percent for loans net of RRPs and by 0.2 percent for loans inclusive of RRPs.

Loans for production activities—which comprised more than 80.0 percent of banks’ aggregate loan portfolio—grew by 13.3 percent in March from 14.5 percent in February. The growth in production loans was driven primarily by lending to the following sectors: real estate, renting, and business services (10.1 percent); manufacturing (11.4 percent); wholesale and retail trade (12.6 percent); electricity, gas and water (14.2 percent); and financial intermediation (19.3 percent). Bank lending to other sectors also increased during the month except for public administration and defense, which declined by 2.3 percent.

Loans for household consumption expanded by 18.8 percent in March from 21.1 percent in February amid continued growth in credit card loans, auto loans and other types of loans (i.e., salary loans and personal loans).

Going forward, the BSP will continue to ensure that credit and liquidity conditions remain supportive of overall economic growth in a manner consistent with the BSP's price and financial stability objectives.

Sabi nga po sa atin ni Secretary Arsi Balisacan ng NEDA, nagtala tayo ng 6.3 percent average GDP growth kada taon mula noong nagumpisa tayo noong 2010—ang pinakamabilis na paglago ng ating ekonomiya sa loob ng nakaraang 40 taon. Ang target naman po natin: Palaguin pa ang ekonomiya ng pito hanggang walong porsiyento ngayong taon. Ayon sa ating economic managers, kapag naabot natin ito, ang resulting six-year average ang magiging pinakamabilis na paglago ng ating ekonomiya simula po noog taong 1955, o sa loob ng nakalipas na 60 taon.

Ibig sabihin po noon, noong nag-asawa po ang aking Nanay at Tatay noong 1954, isang taon pa ang tumakbo noong huli tayong nakaranas ng ganitong pagbulusok ng ekonomiya.

Ano po ba ang ibig-sabihin nito kay Juan at Juana dela Cruz? Dahil sa maunlad na ekonomiya, lalong lalakas ang kompiyansa ng mga investor na mamuhunan sa bansa. Sa pag-usbong ng mga bagong negosyo, dadami ang malilikhang trabaho; lalawak ang oportunidad sa pag-asenso ng mas maraming pinaghandaang Pilipino. Ang epekto nito: Lalaki ang buwis na makokolekta ng inyong pamahalaan, na magsisilbi na namang pondo para sa dagdag na imprastruktura, at sa pagpapaunlad ng mga serbisyong panlipunan. Ito po ang tinatawag nating “virtuous cycle.” Ulitin ko lang po: ang taongbayan ang gumawa nito; taongbayan ang magpapatuloy nito.

Alam po natin: Masusulit lamang ang mga bumubukas na pagkakataon kung may sapat na kasanayan ang Pilipinong punuan ang mga trabahong nalilikha. Kaya nga po, kabilang din sa ating stratehiya ang paglinang sa kakayahan ng ating mga Boss. Bukod sa patuloy nating pagpapaunlad sa sektor ng edukasyon, special mention po ang TESDA, sa pamumuno po ng nakakatanda nating kasamahan na si Joel Villanueva, [palakpakan] na talaga namang tutok na tutok sa pagsigurong ang mga Pilipinong handang magbanat ng buto ay may tamang skillset upang makahanap ng mga in-demand na trabaho.

Isipin po ninyo, mula nang pumasok tayo hanggang sa huling pagtatala noong Disyembre ng 2014, nakapagpatapos na ang Technical Vocational Education and Training ng TESDA ng mahigit 7.15 milyong kurso. Ayon po sa pag-aaral na isinagawa, 65.3 percent sa mga ito ang nakakahanap ng trabaho sa loob ng anim na buwan. Mayroon din pong STAR Program ang TESDA, kung saan nakipag-ambagan sila sa mga lokal na pamahalaan at sa pribadong sektor, upang bigyan ng training ang mga may-ari ng sari-sari store at karinderya, at mapaunlad ang kanilang negosyo. Nabanggit sa akin ni Secretary Joel: Ang isa raw pong benepisyaryo na humahalimbawa sa napakaraming mga kasamahan nito, may sari-sari store. Dati raw po kada araw, kumikita ng 800 piso. Ngayon dahil sa pagdaan sa STAR, umaabot na sa 4,000 piso kada araw ang kita nitong tindahang ito. Dahil nga po sa STAR program, napalaki ng limang beses ang kanyang kita. At upang masagad ang paglago ng puhunan, ginagabayan din ang mga benepisyaryo sa kung ano ang puwede nilang gawin sa dagdag na kita upang hindi ito masayang lamang. Isipin po ninyo, pati po mga konsepto tulad ng inventory control at product mix na madalas ay sa mga tanyag na business school lang natututunan, itinuturo din ng programa sa mga may-ari ng sari-sari store.

Sa ngayon po, 34,252 benepisyaryo na ang natulungan ng inisyatibang ito. Hinahamon nga po tayo na damihan pa lalo ang mga benepisyaryo; sisipatin po natin kung ano ang magagawa natin ukol dito, dahil siyempre naman po, may mga limitasyon din ang budget ng ating mga ahensya.

Nakita naman po ninyo: Buong-buo ang tutok natin sa lahat ng aspeto upang masagad ang benepisyo ng transpormasyong tinatamasa ng ating bayan. Sa ganitong sistema, kung saan lahat nag-aambagan, lahat din ay nakikinabang. Ganyan din ang batayang prinsipyo ng ating pagbibigay-lakas sa sektor ng manggagawa. Sa pangunguna ni Secretary Linda Baldoz, nakikita natin ang kanyang tutok: Hindi po siya sanay sa sisihan, kundi sa ambagan; hindi sa panghihimasok, kundi sa disente at matinong usapan; hindi sa kung ano ang mga dapat pagtalunan, kundi sa kung ano ang ating mapapagkasunduan tungo sa ikabubuti ng lahat. Sa ilalim ni Secretary Linda, nagkaroon ng mga mekanismo ng SEnA o Single Entry Approach, at ng SPeED o Speedy and Efficient Delivery of Labor Justice. Kung dati po, inaabot ng isang taon bago maresolba ang mga alitan, ngayon, agaran na itong natutugunan. Hindi nga po bababa sa 77 porsiyento o 80,830 na nagmula sa 104,698 mga request for assistance ang naresolba ng DOLE sa average na 17 araw mula Oktubre 2010 hanggang Disyembre 2014. At sigurado po ako na patuloy ang pagsisikap ni Secretary Linda at ng DOLE na pataasin pa ang numerong ito, at mas gawing maaliwalas ang ugnayan ng ating mga manggagawa at negosyante. Hindi na po nakakagulat, na noong 2013, iisa lang ang unyon ng manggagawang nag-strike sa buong Pilipinas; ito po ang pinakamababa sa kasaysayan ng DOLE. [Palakpakan] Hayaan n’yo na rin po akong kumatok sa kahoy, baka mausog pa ‘yong itong taong ito. [Tawanan]

Noong nakaraang administrasyon po, nasa talaan, 259 na strike ang isinagawa sa kanilang panunukulan. Sa kasalukuyang administrasyon, mula po noong 2010, ang suma-total ng nag-strike: 12 lamang po. Palagay ko naman, matibay itong pruweba sa kahusayan ni Secretary Linda Baldoz. [Palakpakan]

Umaasa po ako na magtutuloy pa ang ganitong klaseng positibong ugnayan sa pagitan ng manggagawa at ng nag-eempleyo sa kanila, na gawa na rin ng aktibong pagtutok ng Department of Labor and Employment sa kanilang sektor. Kung magpapatuloy po ang kalakaran kung saan mabilis at makatarungang natutugunan ang mga isyu ng bawat panig, tiyak ko po, mananatiling nasa low-single digit ang bilang ng mga nagsa-strike kada taon, kundi man talagang zero strikes na ang ating maabot.

Ganitong klaseng stabilidad nga po ang pinagsisikapan nating itaguyod upang magpatuloy ang siklo ng lumalagong ekonomiya at malawakang kaunlaran sa ating bansa. Ngayong isa-isa na nating tinatamasa ang positibong resulta ng ating pagsisikap, nasa mga kamay na muli nating sulitin ang bawat pagkakataong lumalapag sa atin; nasa kamay natin kung paano ito lalong palalawakin; nasa kamay natin kung patuloy nating didiligan ang positibong pagbabagong ating ipinunla, upang ang mga bunga nito’y mapitas at mapakinabangan din ng mga susunod na salinlahi. Kung itutuloy natin ang pagtahak sa Daang Matuwid, kung pipiliin natin ang nararapat na pinuno sa susunod na halalan, pihadong maipagpapatuloy at mahihigitan pa natin ang ating mga napagtagumpayan. Nawa’y panghawakan natin ang bawat oportunidad na ito, nang sa gayon ay maiangat natin, hindi lang ang sarili at pamilya, kundi maging ang ating kapwa at ang buong bansa. Ito na nga po ang hinihintay nating panahon; tangan na natin ang pagkakataon. Kaya dapat po: Dungan ta sa pagkab-ot sa atong mga pangandoy. [Palakpakan]

At sa pagtatapos po: Alam ho n’yo, talagang aminin ko na ho sa inyo na may mga araw na pagod na pagod na ho tayo. Galing tayong ASEAN, tapos tutungo ho tayo sa Canada sa susunod na linggo para magpasalamat sa lahat ng naitulong sa atin. Isa rin ho sila sa mga unang tumulong sa atin noong tumama ang Yolanda. Kanina po, doon sa JobStart na program, meron rin silang tinutulong para sa ating mga kababayang high school ang naitapos para magkaroon ng mga magagandang trabaho.

Ngayon po, noong ako po’y bata, kadalasan nakikita natin ang mga karatula nakalagay, “No Vacancy.” Tama ho ba? Parang wala hong umaamin na kasing tanda ko dito. [Tawanan] Ngayon ho, parang madalas ang nire-report sa atin ni Joel—kahapon po may nakausap na naman tayo—sabi nila sa akin, ‘yong mga engineer at electrician para sa refrigeration and airconditioning, wala na raw silang makuhang trabahador. Noong napunta naman po ako sa Bicol State University, yung Accounting graduates naman raw po ang nahihirapan na silang kunin. ‘Yung accounting student raw ho, kinukuha na ngayon ng mga kumpanyang tulad ng SGV. Third year pa lang sa kurso nilang four years, mayroon pang review na fifth year, ‘di ho ba? So talagang malayo-layo na ho mula noon pa noong [inaudible]. Siguro dapat trabahuin natin ‘yung skillset lalo, para meron tayong empleyadong makakasamantala sa oportunidad na dumarating.

Dito naman po sa larangan ng semento, alam naman po ninyo ngayon talagang ginagawang imprastruktura ng gobyerno at ng pribadong sektor. Isa ho sa talagang inaasam-asam kong maumpisahan man lang po namin, ‘yung tinatawag na nautical highway. Sa kasalukuyan galing Luzon papuntang Mindanao inaabot ng dalawa’t kalahati hanggang tatlong araw ang biyahe. Meron hong pinakitang bagong ruta, kakailanganin na bagong kalsada at bagong daungan nitong roll-on roll-off na vessels na tatahak sa gitna ng Pilipinas. Ang lalabas po nito, ‘yung dalawang araw at kalahati o hanggang tatlong araw na biyahe, magiging 15 oras na lang. At ‘pag ganoong kadali ang biyahe, siyempre lalaki ang negosyo ng bawat isa. [Palakpakan]

Ngayon po, sa kumpiyansa ng mga kumpanya tulad ng CEMEX na namuhunan sa atin, o so pihado may cemento tayo para sa lahat ng imprastrakturang ito. [Palakpakan] Pero aaminin ko ho sa inyo, hindi ba dapat masasabi natin, tiyak na lahat ‘to? Ang problema naman raw ho, kung minsan—actually, kung minsan, madalas—tawag nila yung aggregates. Tinawagan ko ho si Babes Singson: “Ano ba ang aggregates?” Sabi niya sa akin, basically, buhangin at saka graba. Sabi ko, “Paano tayo nawalan ng buhangin sa Pilipinas, at saka graba sa Pilipinas?” Pero ang punto nga ho noon, iyong mga dating nagi-invest dito, hindi sila naniwala na ganitong bubulusok ang ekonomiya, na atrasado pero humahabol na ngayon.

Bottomline po, ano? Eto nga ‘yung hinahabol natin na nag-aambagan tayo, binibigyan lahat ng oportunidad. Kanina po, galak na galak na isang miyembrong kababaihan, high school lang raw po ang natapos, single mother pa siya, nagpapasalamat na ang ganda raw ho ng trabahong napasukan niya, sa pagtutulong ng DOLE at saka ng TESDA. Dati, parang puro problema nalang tinitingnan niya kada gising niya. Ngayon, napaka maaliwalas po ‘yung kanyang hinarap sa akin, dahil talagang naniniwala siya maganda ang hinaharap.

Ulitin ko lang po: Kayo ang gumawa nito, kayo magpapatuloy ito.
