INTERAKSYON: At least 1,288 Filipinos abroad have been convicted for drug-related charges, including 41 on death row, an official of DFA reported to the House's committee on dangerous drugs Wednesday. Noel Fernandez of the Office of the Migrant Workers Affairs, said aside from Mary Jane Veloso, who was granted a stay of execution by Indonesia last month, there are 21 other Filipino death convicts in China, 18 in Malaysia, and one in Saudi Arabia. Fernandez said the remaining 1,247 Filipinos are serving jail sentences.

All set for the annual Wagayway festival

 IMUS CITY, Cavite, May 26 (PIA) -- All are set for the much-awaited celebration of the 117th anniversary of the "Unang Wagayway ng Watawat" on Thursday, May 28 to be held at the Dambana ng Pambansang Watawat in Miguel Santo of Barangay Alapan II here.

The city government including the city council and partner organizations already finalized the preparations and activities for the week-long festivity. Security, peace and order measures are now also in place as thousands of Imuseños, local and foreign tourists are expected to join this annual celebration.

In relation to this, members of the technical working group headed by Executive Director Ludovico Badoy, Executive Director III of the National Historical Commission of the Philippines (NHCP) conducted a final briefing and inspection this morning at the site and were satisfied with the preparations being done by the local and national agencies concerned.

Interior and Local Government Secretary Mar Roxas is expected to grace the annual celebration.

Gender mainstreaming in the context of ASEAN integration, focus of this year’s Calabarzon GAD Convention

LOS BAÑOS, Laguna, May 27 (PIA) -- The 5th Calabarzon Regional Gender and Development (GAD) Convention kicked off today at the Splash Oasis Resort here with more than 200 participating advocates and focal persons from various regional line agencies, government units, state universities and colleges, and private institutions.

Themed "Challenges on Mainstreaming Gender and Development in the Context of ASEAN (Association of Southeast Asian Nation) Integration," the convention happening until Friday, May 29, aims to understand how mainstreaming gender would situate within the economic integration framework.

It also targets to create an avenue where GAD advocates, focal persons, and other stakeholders can exchange ideas leading towards the improvement of the implementation of their respective gender and development projects and programs.

In his message, Director Luis G. Banua of the National Economic Development Authority (NEDA) Region IV-A said that ASEAN Integration offers opportunities that the country can work on for its benefits.

He reiterated that the full implementation of the integration may pose challenges in achieving the goal for greater gender equity and women empowerment amid the country’s compliance to its commitment to the regional economic convergence.

Thus, it must be ensured that “the fulfillment of the requirements of the integration should not be compromising the gains of the country from the gender and development initiatives,” Banua added.

Experts from different government agencies and private institutions were invited to facilitate and discuss challenges of gender mainstreaming in various aspects and context settings.

Search for the Outstanding GAD Implementer
The opening ceremony also coincided with the launching of the Search for Outstanding GAD Implementer which aims to recognize efforts of regional government agencies and instrumentalities in the implementation of gender mainstreaming in their regular programs and projects.

The said pursuit is included in the strategic plans and mandate of the Regional Development Council to strengthen GAD focal point system encouraging government institutions in the region to fully implement GAD plans and programs.

It is in line with the GADtimpala Awards given by the Philippine Commission on Women at the national level.

The 5th Calabarzon Regional GAD Convention was organized by the Regional Development Council in partnership with the League of Population Officers and Workers of the Philippines Laguna Chapter and the Laguna Association of Planning and Development Coordinators. (FSC, PIA-4A)

Calabarzon RDC launches Search for Outstanding GAD Implementer

 LOS BAÑOS, Laguna, May 27 (PIA) -- The Regional Development Council launched the Search for the Outstanding GAD (Gender and Development) Implementer during the opening of the 5th Calabarzon Regional GAD Convention, Wednesday, May 27 at the Splash Oasis Resort here.

With the strengthening of the GAD Focal Point System (GFPS) and gender mainstreaming efforts in the Calabarzon (Cavite, Laguna, Batangas, Rizal & Quezon) region, the Search for the Outstanding GAD Implementer was conceptualized as part of the incentives and awards system of the Regional Development Council.

It is in line with the GADtimpala Awards given by the Philippine Commission on Women at the national level.

The Search aims to recognize the outstanding performance of the government agencies and instrumentalities in upholding the rights of women and in mainstreaming and implementing various GAD initiatives in the region,

It is open to all regional government agencies including attached agencies and bureaus, state universities and colleges, government-owned and controlled corporations and the local government units in the Calabarzon region.

Nominees vying for the award will be assessed using the following: a) policies; b) people; c) enabling mechanisms; d) programs, projects and activities and; e) replication.

LUNGSOD NG BATANGAS, Mayo 27 (PIA) -- Inaprubahan na ng Sangguniang Panlalawigan ang ordinansa hinggil sa P1 bilyon loan agreement sa pagitan ng pamahalaang lungsod ng Batangas at ng Land Bank of the Philippines na gagamitin sa konstruksiyon ng ikatlong tulay at iba pang mahahalagang imprastraktura sa.

Sa ginanap na committee hearing kamakailan, sinabi ni Ariel Reyes, assistant provincial legal officer, wala aniya silang nakitang legal impediment sa kanilang isinagawang pag-aaral sa nabanggit na mga ordinansa.

Dagdag pa nito na ang gawain lamang ng Sangguniang Panlalawigan ay tingnan kung dumaan ang nabanggit na loan agreement sa tamang proseso, kagaya ng three-reading rule, majority voting at iba pang legislative procedures.

Kung may makita silang mali, saka pa lamang sila pwedeng makialam at baguhin ang nilalaman ng ordinansa. Bunga nito, pinagtibay ng komite ang naturang loan.

Binigyang diin naman ni Board Member Caloy Bolilia, Chairman ng Committee on Appropriations, na wala aniya silang karapatan na busisiin kung saan gagastusin ng lokal na pamahalaan ang nabanggit na halaga. Naniniwala aniya sila na hindi gagawa ng aksyon ang sangguniang panlungsod na makakasama sa kanilang nasasakupan.

Ipinabatid din ni  Bolilia na inimbitahan nila sina  Councilor Kristine Balmes at Vice Mayor Emilio “Jun” Berberabe, Jr. upang magbigay ng kanilang opinyon hinggil sa usapin ng loan agreement.

Nagpadala naman ng sulat si Balmes na hindi siya makakadalo sa pagpupulong bunga ng naunang kumpormiso samantalang si Berberabe naman ay nasa ibang bansa.

Philippines wants tensions to ease in China-U.S. row over West Philippine Sea
The Philippines wants tensions to ease between China and the United States after an American spy plane recently flew over disputed areas in the West Philippine Sea, Malacañang said on Tuesday.

“Hindi naman tayo tuwiran sangkot diyan sa usapin na yan. Pero ang nais naman natin ay huwag ito lumawig, bagkus ay humupa ang tensyon. Kaya nga't ang ating pokus pa rin ay sa mapayapa at ma-diplomatikong pananaw,” Communications Secretary Herminio Coloma, Jr. told reporters during a press briefing when asked to comment on Beijing’s move to file a formal complaint with the US over the incident.
“Para sa atin, ang mahalaga pa rin ay ang interes ng ating bansa. Ayon din sa Pangulo, gagawin natin ang lahat ng magagawa within our resource capabilities at patuloy pa rin naman tayong tatalima doon sa dalawang lines of action -- 'yung tinatawag niyang two-track approach: one track is arbitration; the other one is ASEAN centrality na kung saan ang focus ay doon sa pagbubuo ng isang legally binding Code of Conduct,” Secretary Coloma explained.

China, the Philippines, Brunei, Malaysia, Vietnam and Taiwan have overlapping claims over the sea, which is believed to have rich deposits of oil and gas, and where trillions of dollars worth of the world’s cargoes pass every year.

Friction in the region has increased over China’s massive reclamation work, which the country is determined to finish, according to the Chinese state-owned newspaper The Global Times.

Washington meanwhile has said it would continue air and sea patrols in the area amid concerns that China might impose air and sea restrictions in the sea once the construction of the artificial islands is completed.

The Philippines has filed a memorial before the International Tribunal on the Law of the Sea against China and has called on fellow leaders of the Association of Southeast Asian Nations to help forge a legally binding Code of Conduct of Parties in the South China Sea. PND (ag)

Palace welcomes survey showing high optimism among Filipinos
Malacañang has welcomed the results of a recent survey showing high optimism among Filipinos in the past year and in the future.

"Ikinagagalak natin na sa kabila ng maraming hamon ay nananatiling positibo ang pananaw ng ating mga mamamayan tungkol sa kanilang kinabukasan," Communication Secretary Herminio Coloma, Jr. said during a press briefing at the Palace on Tuesday.

"Kaya siguro masasabi natin na anuman ang background ng mga kaganapan, ang kanilang basic outlook ay positive at kapag ang nasa isipan ng mga mamamayan ay positibo, ang ganoong pananaw ay makakatulong sa pagkakaroon ng mga positibong aksyon kung saan sila ay mas gaganahang magtrabaho at magpursigi para sa isang mas magandang kinabukasan. Ang ultimate na benepisyaryo niyan ay ang kabutihan ng buong bansa," he added.
A Social Weather Stations (SWS) survey, conducted last March 20 to 23, showed that more Filipinos have become optimistic about the quality of their lives in the past year, and expect it to get better in the next 12 months.
The SWS said the net personal optimism score among Filipinos of all socioeconomic classes was “very high” after it reached a record-breaking +37.
This means 42 percent were optimistic that the quality of their lives would improve, while only five percent said it would be worse.
This survey result was higher than the previous record of +36 in June 2010 when President Benigno S. Aquino III started his term.
The data was also two notches up from the +35 recorded in December last year.

The SWS survey further showed that 32 percent of the 1,200 respondents felt that their lives improved over the past 12 months, higher than the 28 percent who thought otherwise, yielding a +6 net score.
According to the SWS, this was the highest in 28 years since March 1987 when the country recorded a “high” +11.
This figure was also a significant improvement from the –1 recorded in December last year. PND (as)

President Benigno S. Aquino III inducted into office 50 new generals and flag officers of the Armed Forces of the Philippines (AFP) in Malacañang Palace’s Rizal Hall on Wednesday.

Also present during the oath-taking ceremony at 10 a.m. were AFP Chief General Gregorio Catapang, Presidential Adviser on Military Affairs Secretary Danilo Cortez, and Defense Undersecretary Honorio Azcueta.

The new officers were led by Western Luzon Command Commander Vice Admiral Alexander Lopez, who was designated Balikatan director this year; Central Luzon Command Commander Lt. General Nicanor Vivar; and Eastern Mindanao Commander Lt. Gen. Aurelio Baladad.

President Aquino appoints members of National Anti-Poverty Commission
Malacañang on Wednesday announced the appointment of 12 members of the National Anti-Poverty Commission (NAPC).Deputy Presidential Spokesperson Abigail Valte said the appointment papers of the NAPC members were signed by President Benigno S. Aquino III last May 5.
Appointed were Jocelyn Rosemarie Cris Garcia, representing persons with disabilities; Rosalina Funtanares, representing workers in the informal sector; Celia Matea Flor, representing women; Eduardo Mora, representing farmers and landless rural workers; Deonato Mokudef, representing the indigenous cultural communities and indigenous peoples; Josh Cezar Serilo, representing children; Salvacion Basiano, representing senior citizens; Noel Cano, representing the urban poor; Edwin Bustillos, representing workers in the formal sector and migrant workers; Ruperto Aleroza, representing artisanal fisherfolk; Paul Richard Paraguya, representing non-government organizations; and Gadwin Handumon, representing cooperatives.
The NAPC is committed to reduce poverty by institutionalizing basic sector participation in governance and coordinating the poverty reduction effort of the government and the private sector. APEC ministers agree to endorse action agenda for small businesses
Asia-Pacific Economic Cooperation (APEC) ministers who recently met in Boracay, Aklan, have agreed to endorse the Boracay Action Agenda to globalize micro, small and medium enterprises (MSMEs) to the APEC leaders during the 2016 APEC summit in Peru, Trade Secretary Gregory Domingo said on Wednesday.

"This is a feat for the chairmanship of the Philippines to support the integration of MSMEs in the global value chain," Secretary Domingo said during a press conference held at the Board of Investments (BOI).

He noted that as the proponent of the Boracay Action Agenda, the Philippines recognizes that for all the APEC member economies to gain from international trade, a big gap must be addressed.

Global Value Chains (GVCs) primarily benefit medium enterprises, while the large majority of smaller firms – the micro and small enterprises -- are left behind, Domingo said.

"These micro and small enterprises are ready to export and will do so given the chance and given the right environment," he added.

"Micro enterprises, in particular, generally lack the capacity and the scale to successfully plug into global value chains and directly participate in cross-border trade."

He said that the lack of transparency and cumbersome rules and regulations hamper the ability of these smaller businesses to seize present market opportunities.

Domingo stressed that without the full participation of micro and small enterprises, growth cannot be truly inclusive and progress in trade liberalization would be difficult to achieve.

Without proper intervention, preferential trade agreements might be viewed as threats by domestic MSMEs that could face increased competition from large foreign enterprises, he added.

"At the same time, our preferential trade agreement may not provide MSMEs effective market access to foreign markets with its complex and cumbersome rules."

The Boracay Action Agenda, crafted during the Ministers Responsible for Trade (MRT) meeting last May 23 to 24, covers trade facilitation, trade finance, e-commerce, and institutional support.

APEC Ministers have agreed to work toward a common goal of growing dynamic, global MSMEs by widening and deepening their involvement in international markets and global value chains to attain regional economic growth and prosperity.


All the ministers agreed for a more coordinated action within the APEC and with the APEC Business Advisory Council (ABAC).

At the same time, Domingo said they will cooperate with international organizations and forums, especially those that are giving MSMEs greater emphasis, to link the APEC’s work to global efforts. PND (as)

Education Department planning to build temporary learning centers for students of schools along fault line
The Department of Education is planning to put up temporary learning centers for students of schools situated along the West Valley Fault, a Palace official said on Wednesday.

“Education Secretary (Armin) Luistro was saying that they will not allow any student to use buildings that have not been cleared by the DPWH (Department of Public Works and Highways),” Presidential Deputy Spokesperson Abigail Valte said during a press briefing in Malacañang.

Valte said that once the department gets a better picture of the problem, it could either transfer the students to other schools or house them in temporary learning centers until safer structures are built.

She noted that there is enough time to build the temporary learning centers but not for the permanent structures.

“For the permanent construction, hindi sapat ang panahon because classes will open on June 1. Pero doon sa mga temporary learning centers natin, oo, may panahon pa tayo diyan dahil nag-anticipate na naman ang Department of Education para dito sa darating na pasukan,” she said.

The Department of Education has recently asked its engineers to check the structural integrity of school buildings situated along the West Valley Fault.

Philippine volcanology experts have warned that a magnitude 7.2 earthquake could occur once the fault moves.

Malacañang wants essence of autonomy in Bangsamoro draft law preserved
A Palace official on Wednesday said the essence of autonomy in the draft Bangsamoro Basic Law (BBL) should be preserved.Deputy Presidential Spokesperson Abigail Valte was reacting to the report of the Senate committee on constitutional amendment and revision of codes, stating that the BBL should be “substantially revised” to overcome legal scrutiny at the Supreme Court.
Twelve senators, led by committee chairperson, Miriam Defensor-Santiago, have signed the report that was submitted to Ferdinand “Bongbong” Marcos, Jr., who chairs the Senate committee on local government discussing the proposed measure.
"We have always been of the position that we want the essence of autonomy preserved. We feel that it is a viable vehicle to achieve just and lasting peace in Mindanao, and we are strongly supportive of measures that would keep the spirit of autonomy in that particular piece of legislation. Whether it is a setback, we would have to gauge what that particular concept or provision would be,” Valte said during the daily press briefing.
The Palace official also recognized the challenges facing the draft BBL, which was passed by the House of Representatives ad hoc committee last week.
"We are not alien to challenges, especially when it comes to the process that we have been undergoing for the BBL. And, as the President said, he is waiting for word, should it be required that he meet with the senators to flesh out positions when it comes to the BBL,” she said.
"We have always said that we recognize the independence of both Houses of Congress, and that they can propose amendments to any piece of legislation that we work with them. So, at this point, we look forward to the opportunity to continually discuss the administration’s position on the BBL with the senators,” she added.
President Benigno S. Aquino III had a meeting with the House ad hoc committee members prior to the passage of the bill and earlier this week, the President also expressed his willingness to meet up with the senators to explain the draft law on the Bangsamoro.

When asked if a dialogue with the President would convince the senators to change their mind, Valte said, “We are optimistic that the President can aptly put forth the position of the government when it comes to the BBL.”

The senators who signed the committee report were Santiago, Marcos, Aquilino “Koko” Pimentel III, Vicente “Tito” Sotto III, Sonny Angara, Teofisto Guingona III, Gringo Honasan, Lito Lapid, Cynthia Villar, Jose “Jinggoy” Estrada, Ralph Recto and Alan Peter Cayetano.
Those who did not sign were Antonio Trillanes IV, who is out of the country, and detained Senator Juan Ponce Enrile, who, according to his staff, has not studied the matter fully. PND (jm)

 The Office of the Ombudsman ordered the dismissal of General Manager Segundino Buniel of the Cantilan Water District (CWD) for unliquidated cash advances amounting to P1,323,556.27.

Based on the audit conducted by the Commission on Audit (COA), Buniel’s cash advances from his various official travels remained unliquidated for eight years in violation of COA Circular No. 2007-02 and Section 89 of Presidential Decree No. 1445. Despite several demand letters given by the COA, Buniel refused to liquidate the cash advances and insisted that the unliquidated funds be offset against his uncollected Representation and Transportation Allowances.

Aside from dismissal from the service, the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, and perpetual disqualification from re-employment in the government service were imposed.

The Resolution stated that “it is incumbent upon respondent to liquidate every cash advance drawn as soon as the purpose for which it was given has been served” as “he is considered to have custody or control of public funds, for which he is accountable by reason of his office.” It added that respondent’s failure to settle his accountability is indicative of [his] systematic plan to deprive his office of its much needed resources and “the fact that he acknowledged his accountability and offered to settle the liability, through salary deductions, is already an implied admission of his guilt.”

Meanwhile, the Office of the Ombudsman directed the Chairman of the Board of Directors of CWD to implement the dismissal, with a directive to convert it into a fine equivalent to Buniel’s one year salary in case the dismissal can no longer be implemented due to his separation from the service.

“Walang karapatan ang sino man na paglaruan ang isang bata. Ang sinumang gagawa nito maski mga sariling magulang ay maaring maparusahan sa ilalim ng batas (No one has the right to treat a child like a toy. Whoever does this can be punished under the law).”

This was the stern warning of Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman amid the circulation of photos over social media showing a child being treated like a puppy, naked and with a leash around the neck.

“Kahit nagbibiruan lang, masamang biro. Hindi alam ng bata na binibiro siya (Even if it was made in jest, it was done in bad taste. The child does not know that it is just a joke),” Sec. Soliman said.

“It is a clear case of child abuse and the perpetrator is liable under the Violence against Women and Children (VAWC) Act and under Republic Act 7610 or the Anti-Child Abuse Law,” Sec. Soliman emphasized.

Sec. Soliman said that in cases like this, the most important thing is to get the custody of the child. She added that whoever is behind the photo has no right to take care of a child.

Whereabouts located

This morning, Sec. Soliman received a report from DSWD-Field Office III that they have already located the whereabouts of the mother of the child.

Sec. Soliman has already instructed for the rescue and temporary custody of the child.

She added that the child will undergo psychosocial assessments while DSWD will evaluate the mother to determine her capacity to take care of her child.

Senior abuse

Aside from this child abuse case, Sec. Soliman also condemned the case of a man hitting his mother in a bus station. The video of the incident has also gone viral on social media.

It was evident that the video was taken by somebody who was also waiting at the bus station.

She added that DSWD is also doing its best to trace those involved in this video so that appropriate action can be done. The perpetrators must realize their responsibilities.

Sec. Soliman said, “Again, I appeal to the public to interfere when you witness violence happening. Get involved and help stop violence like what happened to the senior citizen. If you are afraid, report to a security guard or to a nearby barangay station.”

Sec. Soliman also mentioned that Quezon City has Ordinance 2307 or the “Citizen’s Arrest Ordinance of Quezon City” that says ordinary citizens can now arrest criminals and other law-breakers.

U/KBs remained well-capitalized at end-2014

The capital adequacy ratios (CARs) of universal and commercial banks (U/KBs) stood at 15.23 percent and 16.19 percent on solo and consolidated bases at end-2014. These figures are well-above the BSP regulatory threshold of 10.0 percent and international minimum of 8.0 percent.

The industry’s capital structure remains primarily composed of high quality Common Equity Tier 1 (CET 1). At end-2014, the U/KBs’ CET 1 comprised 12.54 percent and 13.60 percent of their risk weighted assets (RWAs) on solo and consolidated bases. The banks’ Tier 1 ratio, on the other hand, stood at 12.74 percent and 13.75 percent on solo and consolidated bases.

The CAR figures slid from 16.32 percent on solo and 16.99 percent on consolidated bases posted at the end of third quarter last year. The decline reflected the new treatment of “bank capital” applicable to foreign bank branches (FBBs) as required under Republic Act 10641, or “An Act Allowing Full Entry of Foreign Banks in the Philippines”. This law became effective in the last quarter of 2014.

The new framework for FBBs provides that bank capital should mainly consist of Permanently Assigned Capital (PAC) and derecognizes the “Net Due To” account from regulatory capital.
Meanwhile, the RWAs of the U/KB industry rose by 6.75 percent quarter-on-quarter at end-2014 due to a Php 357.21 billion increase in loans to the corporate sector.

As part of its overall thrust to promote financial stability, the BSP continues to ensure that bank’s risk exposures are backed by high quality capital base. The latest CAR figures indicate that U/KBs operating in the Philippines maintain sufficient buffer against their risk-taking activities when compared to regulatory standards.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday lauded the DOLE Call Center Action Officers for helping provide the right information about the new wage order for the National Capital Region as provided for in Wage Order No. NCR-19.
The DOLE Call Center served in March 2015 a total of 931 clients who wanted to know more about the new minimum wage for private sector workers in the National Capital Region.


“The DOLE Call Center’s task is vital to the Department of Labor and Employment’s information dissemination campaign to raise public awareness and understanding, and to educate workers and employers about voluntarily complying with the new wage order in the National Capital Region,” Baldoz said.

Baldoz, citing a report of Director Nicon F. Fameronag of the Labor Communications Office which supervises the DOLE Call Center, said majority or 63.1 percent of the queries addressed by the DOLE Call Center focused on the effectively date of the wage order, while 30.6 percent inquired about its implementing guidelines, and 6.2 percent asked about the minimum wage law exemption and wage distortion formula that will be used by companies.

Director Fameronag said the Call Center received a total of 5,292 calls and 5,876 queries in March 2015.

He said a big number of queries also centered on the pay rule for the Lenten holidays on April 2, 3 and 4, and for Araw ng Kagitingan on April 9, which totalled to 626.

As its response to callers clamouring for across-the-wage board increase, the DOLE Call Center echoed the Department’s core messages on the setting of minimum wages.

The Call Center’s Action Officers informed callers about Wage Order No. NCR-19, approved on 6 March 2015, and was published in the Philippine Star on 20 March 2015. It took effect 15 days after its publication, specifically, on 4 April 2015.

The new wage order mandates a P15/day basic wage increase, bringing the basic wage in Metro Manila to P466. In addition, it also retains the P15 per day cost-of-living allowance, or a total of P481 new minimum wage rate. On the other hand, workers in the agriculture sector, private hospitals with bed capacity of 100 or less, retail/service establishments employing 15 workers or less, and manufacturing establishments employing less than 10 workers will receive P429 basic wage, and P15 cost-of-living allowance, or a total of new minimum wage rate of P444.

The Call Center’s information drive through client assistance forms part of its wide range of frontline services for the Department of Labor and Employment.

The Call Center clients were also advised to file complaints for non-compliance with the new Wage Order at the DOLE-NCR Office or its Field Offices with corresponding telephone numbers: Quezon City – 4973002, Manila – 3029269, Makati/Pasay – 336-5062, PAPAMAMARISAN –6615042, MUNTAPARLAS – 8086165, and, CAMANAVA – 362-3187.

DOLE Regional Office No. 7 Director Exequiel Sarcauga, together with Danao Mayor Natividad Gonzaga, last week braved a heavy downpour on a bumpy, craggy, and jagged road going to Danao, 95 kilometers away from Tagbilaran City, in Bohol to personally meet Mrs. Proserpina Cempron and award her P72,000 worth of DOLE assistance for her backyard piggery. Accompanied by the staff of the DOLE Bohol Field Office, Director Sarcauga, when he arrived at Mrs. Cempron’s house, said the travel was worth it. “Mrs. Cempron is the mother of slain Special Action Force (SAF) officer, PO1 Romeo Cempron Jr., who was among the 44 SAF members who perished in the Mamasapano incident,” said Sarcauga in a report to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz. “We visited the widow to deliver on our commitment to assist the families of the 44 so they will have additional source of income, now that their breadwinners are gone,” Sarcauga added. Mrs. Proserpina, according to Director Sarcauga, is very dynamic and proud as she showed to the DOLE team the photos and awards of her son as a SAF member. “The Cempron house is unique. On its walls and pillars are numerous shrapnel that serve as decoration. “In their group, it was my son who was in charge to operate and use the machine gun. Every time he comes home, he would personally decorate the house with discarded shrapnel,” the mother said. A few meters away from the house leading down a slope is a newly-constructed pig pen, constructed with a portion of the P72, 000 livelihood assistance that the DOLE had awarded to Mrs. Cempron. Part of the award was the 12 piglets and eight sacks of feeds that the DOLE Bohol Field Office, headed by officer-in-charge German Guidaben, delivered the day before. “We want Mrs. Cempron to take care of the 12 piglets well so they will grow and command a good price, and in turn earn her a good income,” Director Sarcauga said, adding that he already gave instructions to the Bohol Field Office facilitate the supply of feeds for the piglets. Officer-in-charge Guidaben said he had already one staff make an arrangement with an agri-supply store. “We will be paying for the feeds in advance and all Mrs. Cempron has to do is get the feeds from the store when needed,” he said. Mrs. Cemron was profuse with thanks to the DOLE for the help it extended to her. “I will do my best to do justice to this livelihood and make sure this will go a long way in perpetuating the memory of my son. Even if he is gone, his memories will stay,” she said. On the part of Mayor Gonzaga, he gave instruction to her municipal agriculturist to help monitor the piggery project and to give Mrs. Cempron the necessary assistance she needs. In a related development, Sarcauga recalled that last 13 May, he personally turned over the DOLE’s livelihood assistance to Mrs. Michelle D. Candano, wife of slain SAF member PO1 Windel L. Candano, and the slain police officer’s parents, in Dumanjug, Cebu. On 16 February 2015, the Employees Compensation Commission, an attached agency of the DOLE, facilitated the prompt processing of the EC claims of the families of the slain PNP-SAF members, Mrs. Candano and Dr. Christine Cempron, wife of the late PO1 Cempron Jr. Each received P20, 000 in checks representing the funeral benefits from the ECC, in coordination with the Government Service Insurance System. MPCALA Holdings Inc. of infrastructure conglomerate Metro Pacific Investments Corporation offered the highest bid premium of P27.3 Billion for the Cavite-Laguna Expressway (CALAX) Project, beating by P5.1 Billion the P22.2 Billion offer of San Miguel Holdings Corporation.

DPWH Private Partnership Project Special Bids and Awards Committee (SBAC) Chairman Undersecretary Rafael C. Yabut described the premium offer of MPCALA Holdings as best deal for the government considering that the minimum bid for CALAX was at P20.1 Billion.

Yabut said that following today’s (May 26, 2015) opening of financial proposal for CALAX project, the SBAC Technical Working Group will immediately review and evaluate the financial proposals of MPCALA Holdings Inc. to determine compliance with the requirements as the SBAC intends to immediately submit recommendation for contract award to DPWH Secretary Rogelio L. Singson.

The winning bidder is expected to receive the Notice of Award by June 4 while contract signing will set in motion by early July 2015.

Upon completion of the detailed engineering design to be prepared by the concessionaire between July 2015 to July 2016, actual construction work will commence and expected to be completed by July 2020 or four (4) years construction duration.

DTI-R03 releases SRP for school supplies

In time for the upcoming school opening, the Department of Trade and Industry Regional Office III (DTI-R03) has released the Suggested Retail Price (SRP) guide table for school supplies such as pencils, ballpens, notebooks, and pad paper. The latest SRP dated 07 May 2015 is posted in the different offices of DTI in the region and can be downloaded from the Bantay Presyo section of the DTI Website.

The SRP table is regularly disseminated by DTI-R03 and is intended to guide consumers, traders, and retailers in Central Luzon on the prices of school supplies. The SRP table was arranged from lowest priced product to the most expensive so that consumers can easily compare the prices and make informed choices when buying school supplies.

In an interview with GMA News over the weekend, DTI Undersecretary Victor Dimagiba noted that consumers now have more options in buying more affordable school supplies. Compared to last year, the increase in prices is only from two to 13% or an additional average of P0.25 to P2.50 only. Under the new SRP, he said that consumers can buy a pencil for as low as P3.75 pesos while an ordinary notebook can be bought for as low as P10.

DTI-R03 Director Judith P. Angeles said that the agency will continue to monitor the price of school supplies in the market through the different provincial offices of DTI in Central Luzon and through its Consumer Protection Division. She advised buyers to look for quality school supplies in registered business establishments rather than buying from illegal vendors whose products may be of inferior quality. In addition, Director Angeles suggested that parents should buy school supplies for their children early to avoid the hassles of haggling in overcrowded bookstores and shops.

The Philippine initiative to put the interests of micro, small and medium enterprises (MSMEs) “front and center” of global and regional trade has made significant progress following the conclusion of the 2nd APEC Senior Officials’ Meeting (SOM2) and Related Meetings held from 10 to 21 May.

Called “The Boracay Action Agenda to Globalize MSMEs,” the Philippine proposal calls for a host of specific, concrete and practical interventions that APEC economies can implement to provide MSMEs wider opportunities to integrate into global or regional trade, either through global value chains (GVCs) or as direct exporters of finished goods and services.

“There is widespread support for the Boracay Action Agenda in APEC. It is consistent with our collective vision to strengthen the foundation for balanced, sustained and inclusive growth in the Asia-Pacific region,“ Department of Trade and Industry-Industry Development Group (IDG) Undersecretary Adrian S. Cristobal Jr. said. “APEC Senior Officials and their technical teams are working hard to ensure that the Action Agenda will be supported by all members of APEC,” he added.

For 10 days, Senior Officials from the 21 APEC member economies discussed existing commitments and deliverables on trade, investments, and economic and technical cooperation. Throughout the meetings, the Philippines seized the opportunity to press for greater participation of MSMEs by building on each technical working group’s key priorities and emphasizing vast opportunities for these enterprises in increasingly open and integrated markets, and in providing vital support and complementation to larger enterprises.

It can be recalled that during the Informal Senior Officials Meeting held in November last year, the Philippines announced that one of its priorities will focus on MSME participation in regional and global markets. Subsequently, during the first Senior Officials Meeting (SOM1) in Clark in February, the Philippines presented proposals to support the mainstreaming of artisanal micro and small enterprises in international trade where it obtained the commitment from the Senior Officials to work towards the adoption of initiatives in the action agenda.

"The Senior Officials of the member economies support the objectives and goals of the action agenda, and we are working closely with all economies to refine the initiatives and programs to carry this through," DTI Assistant Secretary Ceferino S. Rodolfo added.

As a result of the Philippines’ continuous efforts, various working groups such as the Tourism Working Group (TWG) and the Policy Partnership in Science & Technology and Innovation (PPSTI), have agreed to pursue policies and initiatives in support of MSMEs. The country is collaborating with Australia, Canada, Korea, and Malaysia to develop the work stream on MSMEs in the automotive GVCs.

Roxas vows completion of all Salintubig Projects in Bulacan

With a mission to provide safe and sufficient water for all, Secretary of the Interior and Local Government Mar Roxas assured Bulakenyos that the national government will not stop working until all Sagana at Ligtas na Tubig Para sa Lahat (SALINTUBIG) projects in Dona Remedios Trinidad, Bulacan, are completed.

"Sunod-sunod na ito. Dito, may mapagkukunan sila ng tubig, ‘Yung iba sa upland ay magtutusok tayo ng well," Roxas said in an interview.

It has long been one of the challenges for the municipal government of Dona Remedios Trinidad (DRT) to provide its constituents with adequate supply of potable water given that the town is located in the uplands.

During Roxas' visit on May 26 (Tuesday), he inspected the first SALINTUBIG project in DRT located in Sitio Abo, Brgy. Pulong, where the residents used to trail rocky terrains before they could reach the nearest source of clean water.

It was under his watch when this SALINTUBIG project in the municipality was completed. Adding to that, DILG is constructing another P7-million water provision project, which will benefit 1,360 more households.

"Kung dati-rati ay babangon ka nang maaga para lang pumunta sa balon upang mag-igib ng tubig na di sigurado kung malinis. Ngayon, pagbukas ng gripo ay mayroon nang tubig," Roxas told the residents of Sitio Abo.

BBL gives due recognition to Sultanates, royal houses

MANILA – Putri Bai Marieta Nor-aisha Mindalano Adam of the Maharadjah Tabunaway Descendants Council of the Philippines, one of the resource persons present at the Senate committee hearing on the draft Bangsamoro Basic Law last Monday, May 25, maintained that the BBL gives due recognition to the Sultanates and royal houses.

In the position paper she presented at the hearing, Adam cited Article IX Sec. 19 of the original draft of the BBL, which deals with the preservation of Bangsamoro cultural heritage, saying that “this is a commendable provision in the BBL which gives recognition on the existence of Sultanates and Royal Houses in the proposed Bangsamoro.”

“There are other related provisions in the BBL which are substantially related to the historical and cultural…recognition of the existence of the Sultanates and Royal Houses, including indigenous peoples in the Bangsamoro,” Adam added.

Article IX Sec. 19 of the original draft provides for the creation of a Bangsamoro Commission “to preserve the history, culture, arts, tradition and the rich cultural heritage of the Sultanates, such as the Sultanates of Sulu, Maguindanao, and Buayan, and the Royal Houses of the Maranaos and the indigenous peoples of the Bangsamoro.” This was retained under Article VIII Sec. 19 of the draft approved by the House Ad Hoc Committee.

Datu Alexander Mama-o, speaking on behalf of Sultan Ali Manding of the Royal Sultanate of Bayang, also expressed support for the proposed law, saying that “the position of the Royal Sultanate of Bayang is a resounding yes for the passage of [the] BBL.”

Sulu Sultanate's issues

Meanwhile, the government peace panel said that they met several times with representatives of the Sulu Sultanate. ‎

“Two weeks ago [on May 17], other members of our panel, Secretary Yasmin Busran-Lao and former Agriculture Secretary Senen Bacani met with [Sulu Sultanate spokesman] Mr. Idjirani and…one of the relatives of the late Sultan Kiram III,” Panel chief Miriam Coronel-Ferrer related in a TV interview. “I was in Pigcawayan in another consultation at that time but I understand from what they said that they clarified many of the things that are in the BBL (Bangsamoro Basic Law).”

“For instance, they did point out that nothing in the BBL changes the name of the Sulu Sea. This is one misinformation that has been going around a lot in different fora. [There is] no change in the name of the Sulu Sea. Sulu Sea is still Sulu Sea,” Ferrer emphasized. In addition to this recent consultation, the chief negotiator also related that as early as 2011, she as member of the peace panel, which was then headed by now Supreme Court Associate Justice Marvic Leonen, met with the Sulu Sultanate regarding their concerns on the peace process, which was considered in the crafting of the peace agreements that was eventually translated to the BBL as its legal iteration.

“Way back in 2011, I personally met with the three brothers, the Kiram brothers, two of whom are unfortunately not anymore with us. They have died in recent years,” Ferrer recalled. “And one of the concrete agreements there was precisely to be able to recognize their customary role within their respective society.”

“[This] is not only with regard to the Sultanate of Sulu but also for the other royal houses, and you will find these provisions in the BBL—the matter of respect for customary practices, their specific role for instance in alternative dispute resolution which has been their historical role within their communities,” Ferrer explained.

“[The Sultanates and royal houses] are the social force in their respective community and that is why the BBL also recognizes their particular role within…the area of responsibility or the traditional sovereignty that they have over different areas of Mindanao,” Ferrer explained.

Several heads of sultanates and royal houses were recently invited to a Senate hearing and consultation by the Committee on Local Government, where they aired concerns and recommendations on the bill.

Article 6 Sec. 7 of the bill approved by the House of Representatives Ad Hoc Committee on the BBL provides for the creation of a Council of Leaders, which will “consist of the Chief Minister, provincial governors, mayors of chartered cities, one representative each from the Sultanates of Sulu, Maguindanao, and Lanao, and representatives from the non-Moro indigenous communities, women, settler communities, and other sectors,” and will serve to “advise the Chief Minister on matters of governance in the Bangsamoro Autonomous Region.”

Another concern raised by the sultanates is in relation to the claim to Sabah, as the issue is not tackled in the BBL.

“That is definitely not within the purview of the peace negotiations. Even the MNLF (Moro National Liberation Front) agreement did not have anything to do with the Sabah claim, neither the 1976 Tripoli Agreement nor the 1996 Final Peace Agreement,” Ferrer pointed out.

“The agreement has to do with the institution of the autonomous government within certain territories and does not address the matter of the claim to Sabah, neither does it diminish it nor does it have any capacity to resolve the problem,” she added.

26 May 2015 - The Department of Foreign Affairs, in coordination with the National Council for United Nations Peace Operations (NCUNPO) and the United Nations Information Center, hosted the 2015 Philippine Commemoration of the International Day of UN Peacekeepers today at the DFA Building in Roxas Boulevard.

Acting Secretary of Foreign Affairs Evan Garcia, United Nations Resident Coordinator ad interim Terence Jones, and high-ranking officials of the Armed Forces of the Philippines, Philippine National Police and the Bureau of Jail Management and Penology led the inauguration of an exhibit featuring the history of Philippine involvement in UN peacekeeping from 1964 up to the present day.

They were later joined by members of the diplomatic corps, government, military and law enforcement officials at the opening ceremonies in Bulwagang Apolinario Mabini, where Acting Secretary Garcia delivered the keynote speech and Mr. Jones conveyed the message of UN Secretary-General Ban Ki Moon. Both officials hailed the sacrifices made by the valiant blue helmets, and called for action in helping face the new realities and challenges of modern UN peacekeeping.

The event was highlighted by awarding ceremonies for military, police, corrections and civilian personnel for their exemplary service to the cause of peacekeeping. National Council for UN Peace Operations (NCUNPO) Awards were handed out to Col. Roberto Ancan (Chief of the AFP Peacekeeping Operations Center), PSupt. Distinguished speakers at the Forum included Assistant Secretary Jesus R. S. Domingo of DFA-Office of the United Nations and International Organizations (UNIO), and pioneering leaders Defense Undersecretary Natalio Ecarma III (MGen. Ret.), the first Filipino Head of Mission and Force Commander of the United Nations Disengagement Observer Force (UNDOF) in the Golan Heights, and Police Director Wilfredo Franco, Former Senior Team Leader of the Standing Police Capacity of the UN Logistics Base (UNLB) in Brindisi, Italy.

The International Day of United Nations Peacekeepers is celebrated around the world every 29th day of May in memory of the UN peacekeepers who have lost their lives in the cause of peace, as well as a tribute to all the men and women who have served and continue to serve in UN Peacekeeping operations for their high level of professionalism, dedication and courage. The Philippine observance of the event was made official by Proclamation No. 1755, series of 2009.

The article highlighted the growing bilateral relations of Oman and the Philippines as well as the recent milestones which included the opening of the Oman embassy in Manila, launching of direct flights by Oman Air and the signing of a memorandum of agreement between the chambers of commerce and industry of both countries.

The publication was also an opportunity for the Embassy to inform the business community in Oman of the growth and investment opportunities in the Philippines which may be explored and other possible areas of cooperation between Oman and the Philippines.

MARIKINA CITY –To ensure the smooth opening of classes, President Benigno S. Aquino III and Education Secretary Br. Armin Luistro FSC inspected classrooms and learning materials at Marikina Elementary School (MES) in time for the reactivation of Oplan Balik Eskwela on Monday.

Aquino said that over 46,000 public schools all over the country conducted Brigada Eskwela and Oplan Balik Eskwela, which promote partnerships between government agencies and stakeholders from different sectors. He lauded the Brigada Eskwela and Oplan Balik Eskwela (OBE) initiatives of the Department, which he referred to as “kongkretong manipestasyon ng bayanihan” (concrete manifestation of bayanihan).

“Dito po, kitang-kita ko ang tunay na laman ng puso ng mga disenteng Pilipino: Handang magkaisa, handang magtrabaho para sa kanyang kapwa, lalung-lalo na nga po sa kabataan; handang makiambag tungo sa positibo,” he added. Aquino also thanked the volunteers of the said projects all over the country for the time, effort and resources they shared.

Aquino added, “Kaya naman sigurado po tayo na sa pag-aambagan ng gobyerno at komunidad, mahuhubog natin ang kinabukasang tunay na kapaki-pakinabang sa mas nakakarami.”

He added, “Sa pagsasama-sama natin, nakikita ko ang sigasig na kailangan upang isulong ang edukasyon sa ating bansa. Alam naman po natin na edukasyon ang pangunahing haligi ng ating agenda ng malawakang kaunlaran para sa ating bansa.”

Aquino said that the government continues to address incremental needs for continued delivery of educational services to Filipino learners.

“Tinutugunan din natin ang mga dagdag na pangangailangan dahil sa K to 12 Program, na nirereporma ang ating sistemang pang-edukasyon para masigurong pag-graduate ng high school ng kabataan ay may sapat na silang dunong upang maging produktibong bahagi ng lipunan.”

He said that the K to 12 Program equips all high school graduates with 21st century skills and competencies that would prepare them for employment, business, or higher education. “Ito pong pagtutok natin sa edukasyon ay bahagi rin ng malawakang istratehiya upang bigyang-lakas ang ating mga Boss,” he added.

PNP steps up support for Agrarian Reform in Bondoc Peninsula

THE Philippine National Police (PNP), in a recent directive, stepped up its clear and firm support for the successful implementation of the Comprehensive Agrarian Reform Program (CARP) when it committed round-the-clock security for farmer-beneficiaries of a vast landholding in the Bondoc Peninsula.

The order, dated May 20, 2015, was issued by the PNP main Headquarters through Police Director Cornejo Marquez, amidst the continuing harassment and obstruction of the CARP process by the former landowners and workers of the Matias Hacienda in Barangays Butanguiad and Don Juan Vercelos in San Francisco, Quezon province.

The harassment and obstruction activities were meant to prevent the installation of the farmer-beneficiaries to the landholdings covered by their respective certificates of land ownership award (CLOAs).

While DAR was able to install 26 farmer-beneficiaries last May 15 and 16, the farmers were forced to leave their awarded farmlots due to threats and harassments from the employees of the Matias family.

There were also bulls in the area, which the Matias’ employees threatened to let loose to attack and gore the farmers. The entry point has been gated and fenced with concrete materials.

Prior to the installation, the farmer-beneficiaries reported and complained that some of the Matias employees resorted to the theft of the copra produce, the destruction of the flowers of the coconuts, the destruction of farming implements and other hostile acts inimical to the CARP implementers and beneficiaries.

The obstruction and harassment activities are criminal offenses under Philippine laws, thus, giving the PNP the authority to arrest anyone who will obstruct CARP.

Police Dir. Marquez ordered the Southern Tagalog Regional and Quezon Provincial Police Offices “to immediately establish a police detachment” inside the 1,716-hectare Matias Hacienda to complete the peaceful and orderly installation of farmer-beneficiaries.

Marquez also directed Quezon provincial director, Sr. Supt. Romy Ylagan, and his deputy, Sr. Supt. Vilmore Manzano, “to provide the farmer-beneficiairies security escorts to and from their farms, conduct regular patrols and implement other appropriate interventions to ensure/maintain peace and order in the area.”

The order for police assistance and security is expected to last indefinitely or until such time when farmer-beneficiaries can freely till their farms peacefully and enjoy the fruits of their labor without fear of being harassed and intimidated by the Matias family and their workers/employees.

Youth take active role in tech-voc

More than 1,500 youth leaders made a show of force in a convention that focused on employment opportunities through technical vocational education and training (TVET).

At the 1st TVET Youth Leaders Convention organized by the Technical Education and Skills Development Authority (TESDA) and the National Youth Commission (NYC) for the CaLaBaRZon region on May 26, the youth came out with fresh ideas and initiatives about how TVET can take them to the path of decent and stable jobs.

"Young people are not only following the lead and becoming positive contributors, they are taking charge of their future," TESDA Director General Joel Villanueva said.

The student leaders of various youth groups from the different institutions in Cavite, Laguna, Batangas, Rizal and Quezon (CaLaBaRZon) crafted policy recommendations that would boost the youth participation in TVET.

On May 13, a pre-convention workshop was conducted attended by 15 student leaders from each province to identify a policy plan that was presented during the general convention.

"It's bad enough to be young and uneducated. It's worse to be educated yet unemployed," Villanueva said.

To solve the problem of the youth's lack of education and unemployment, the government and the private sector are more and more looking to technical vocation education and training.

"Quality tech-voc is accessible and relevant and can get one easily into the workforce," he said.

"The young people themselves acknowledge this, and want to have a say on how the country's TVET program is being charted for them," Villanueva added.

The convention, held at the Batangas Convention Center in Batangas City, did not only draw student leaders, but heads from tech-voc institutions, local executives, including Batangas Representative Mark Llandro Mendoza, NYC commissioner for Luzon Percival Cerdana, TV5 Actor Mark Neumann.

Luisita Dela Cruz and Carlos Flores, TESDA officials for Region IV, also attended the convention.

As part of the forum on success stories with TVET, celebrity chef Pablo "Boy" Logro gave a talk on how he started from humble beginnings into a fruitful career through the tech-voc path.

Villanueva and Logro then faced off in a skills showdown to the audience's delight.

Villanueva is a certified barista, while Logro is also a tech-voc graduate and one of TESDA's career ambassadors.

PDIC urges depositors to file deposit insurance claims in closed banks before expiry date; Insured depositors have 2 years from date of closure to file their claims

The Philippine Deposit Insurance Corporation (PDIC) urged depositors of the closed Rural Bank of Padre Burgos (Southern Leyte), Rural Bank of Lobo (Batangas) and Fil-Agro Rural Bank (Bulacan) to file their deposit insurance claims before the expiry period. The PDIC Charter (Republic Act 3591, As Amended) provides that depositors have until two years from bank closure to file their deposit insurance claims with the PDIC either through mail or personally during business hours at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City. The PDIC reiterated that all valid claims will be paid.

In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Rural Bank of Padre Burgos is on September 15, 2016; September 19, 2016 for Rural Bank of Lobo; and September 26, 2016 for Fil-Agro Rural Bank. PDIC made the call after it concluded the onsite claims settlement operations for the three closed banks more than six months ago.

The PDIC shall no longer accept any deposit insurance claims filed after the said dates. Depositors may, however, still file their claims against the closed banks through PDIC as liquidator. Payment of claims will depend on the sufficiency of the assets of the closed banks and shall be subject to the approval of the Liquidation Court.

Rural Bank of Padre Burgos, Rural Bank of Lobo and Fil-Agro Rural Bank were ordered closed by the Monetary Board (MB) and placed under PDIC receivership during the third quarter of 2014.

The PDIC reported that as of March 31, 2015, it had paid P23.2 million for Rural Bank of Padre Burgos, P115.7 million for Rural Bank of Lobo, and P47.3 million for Fil-Agro Rural Bank, or an aggregate of P186.2 million in deposit insurance claims to depositors of the three closed banks involving a total of 6,428 accounts. Estimated deposit insurance claims collectively amounting to P163.2 million for 1,355 accounts have not been filed by depositors of Rural Bank of Padre Burgos (61 accounts), Rural Bank of Lobo (490 accounts), and Fil-Agro Rural Bank (804 accounts).

Depositors of said closed banks are advised to present the general requirements for filing deposit insurance claims, such as their accomplished Claim Forms, original evidence of deposit and two (2) valid photo-bearing IDs with signature of the depositor, to the PDIC representatives. Depositors may also file their claims through mail and enclose the same set of required documents. The PDIC will not accept claims which are incomplete or lacking in requirements.

The PDIC also reminded depositors who have been notified of deficiencies in the documents submitted to support their deposit insurance claims to comply with the requirements to facilitate release of their claims.

In addition to the general requirements, depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney of the depositor or parent of a minor depositor.

The procedures and requirements for the filing of deposit insurance claims are posted in the PDIC website,www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website

DOJ sets new PQ submission date for prison PPP

The Department of Justice (DOJ) moved the submission date of pre-qualification (PQ) documents for the first prison public-private partnership project in the country.

Prospective bidders are given until June 11 to submit their PQ documents for the Regional Prison Facilities through PPP project. Interested investors can still purchase the bid documents of the Php 50.2 billion ppp project.

Last February 27, the government released its invitation to pre-qualify and bid for the prison project.

As of May, there are three prospective bidders for the project: Megawide, DM Consunji, Inc., and San Miguel Corporation.

The Regional Prison Facilities will entail the design, financing, construction, and maintenance of the modern prison facilities that will be constructed at Fort Magsaysay, Nueva Ecija. It will accommodate 26,880 inmates, including staff housing and administrative buildings, areas for rehabilitation (sports, work and religious activity), and will be installed with high security equipment.

A number of supporting accommodation and building-related services may be outsourced as part of the PPP agreement, such as laundry, waste treatment and disposal, sewage water treatment and power generation.
