-Maaaring within 24 hours pumasok na siya sa typhoon category at Thursday ay pwedeng pumasok na ito ng PAR at papangalanang Dodong.
-Sa ating assessment, papunta ito sa Northern Luzon. Pwedeng mag-landfall ito sa Northern tip ng Northern Luzon sa Byernes or Sabado kung bibilis ang galaw niya.

Tagalog news: 'Hello Quezon, Hello World' inilunsad

LUNGSOD NG LUCENA, Mayo 5 (PIA) — Inilunsad ng pamahalaang panlalawigan sa pamamagitan ng Provincial Tourism Office  at ng SM City Lucena ang 'Hello Quezon, Hello World'  isang trade fair at eksibit kung saan tampok ang mayamang kultura at mga produkto ng lalawigan.

Sinabi ni Alberto "Jun" Bay, in charge provincial tourism officer, layunin ng naturang aktibidad na maipamalas at mai-promote ang iba't ibang likas na yaman, tradisyon, kultura, likas na pamana at festivals ng iba’t ibang bayan sa lalawigan ng Quezon.

Noong nakaraang buwan ay ipinamalas ng bayan ng Perez ang kanilang mayamang kultura sa pamamagitan ng isang cultural presentation at eksibit na isinagawa sa Event Center ng SM City Lucena.


Kaugnay nito ay pinangunahan naman ng Tourism Office ang pagpapakita ng iba’t ibang produkto at kultura sa pamamagitan ng mga sayaw ng lahi nitong nagdaang Sabado at Linggo.


Ipinabatid din ng Tourism Office ang mga naggagandahang beach resorts sa lalawigan na matatagpuan sa mga bayan ng Atimonan, Sariaya, Cagbalete Island ng Mauban. Borawan Island ng Padre Burgos at Kwebang Lampas ng Pagbilao.

Ang aktibidad na ito ay isa ring malaking pagkakataon sa mga lokal na turista maging ng mga Quezonian na hindi nakababatid sa mga magagandang beach na mayroon sa lalawigan ng Quezon at hindi na kailangan pang pumunta sa malalayong lugar.


Ayon kay Maricel Alquiros, manager ng naturang mall, suportado nila ang mga kahalintulad na aktibidad lalo pa’t malaki ang maitutulong para makilala at mai-promote ang turismo ng lalawigan.

LUNGSOD NG TANAUAN, Batangas, Mayo 6 (PIA) — Isang malaking karangalan ang natamo ng Lupong Tagapamayapa ng Barangay Darasa ng lungsod na ito matapos makakuha ng isa sa pinakamataas na puwesto sa “Lupong Tagapamayapa Incentive Awards” (LTIA) para sa taong ito. 

Ang LTIA ay isang “joint program” ng Department of Interior and Local Government (DILG) at ng Department of Justice (DOJ) na nilunsad noong 1997 sa bisa ng Executive Order No. 394 na nilagdaan ni dating pangulo Fidel V. Ramos.

Layunin nito na palakasin ang kakayahan ng mga “Lupon” sa buong kapuluan na isulong ang maayos na pamamag-itan at agarang pagre-resolba ng mga usapin o sigalot at hindi na maiaangat pa sa mga hukuman sa pamamagitan ng sistemang “Katarungang Pambarangay.”

Sa kategoryang “Component City,” pangalawa sa buong Rehiyon IV-A (CALABARZON) ang pambato ng Tanauan City matapos magtala ng 92.75 porsiyento sa pangkalahatang pamantayan na itinakda ng LTIA.

Partikular na tinukoy ng “Regional Awards Committee” ang mga naisakatuparan ng Lupon ng Darasa gaya ng: regular na buwanang pagpupulong; pagkaresolba ng 20 sa 21 kaso na naidulog sa Lupon; pakikipag-ugnayan sa mga namumuno ng mga homeowner associations (HOA); at, pagkakaroon ng computerized records.

Nanguna sa kategorya ang Lupon ng Molino III ng Bacoor City, Cavite (98.60%), ikatlong puwesto naman ang Mamatid ng Cabuyao City, Laguna (91.50%), at pang-apat ang Dalig ng Antipolo City, Rizal (86.20%).

Labindalawang Lupon mula sa rehiyon ang lumahok sa taunang parangal na ito na may apat na kategorya – “Highly Urbanized City Category,” “Component City Category,” “1st-3rd Class Municipality,” at “4th-6th Class Municipality.”

Kasabay nito, kinilala at pinapurihan ng Sangguniang Panlungsod ang mga miyembro ng Lupong Tagapamayapa ng Darasa na pinangungunahan ni Punong Barangay Wilfredo P. 2.  Tagalog news: Philippine Science High School - CALABARZON, tuloy na ang pagbubukas ngayong Hulyo

LUNGSOD NG BATANGAS, Mayo 6 (PIA) — Tiniyak ng pamunuan ng Philippine Science High School Calabarzon Region Campus na tuloy na ang pagbubukas ng klase ng unang batch nito sa Hulyo 20 para sa school year 2015-2016.

Ayon kay Dr. Larry Cabatic, executive director ng naturang Science High Scool, magkakaroon ng tatlong sections ang mahigit 90 incoming Grade 7 students nito.

Sinabi ni Cabatic na pansamantalang gagamitin ng PSHS Calabarzon ang Bahay Kaalaman sa Batangas National High school habang isinasagawa ang konstruksiyon ng pasilidad nito sa may limang ektaryang lote sa Brgy. Sampaga.

Ayon pa kay Cabatic, bagama’t may mga nakatalagang guro, office staff, security at janitorial services ang PSHS para sa Calabarzon Campus, bukas pa rin aniya ang paaralan para sa mga kwalipikdong aplikanteng taga-lungsod.  Nakatakdang gawin ang psychological at competency exam ng mga aplikante sa May 11 at 16.

Tiiniyak din nito na de kalidad na edukasyon ang ipinagkakaloob ng PSHS sa kanilang mga mag-aaral. Patunay nito ang pagiging no.1 passing rate ng mga graduates ng PSHS  main campus at mataas na passing rate ng regular campuses sa University of the Philippines entrance examination sa loob ng mahaba at  magkakasunod na taon.

Sinabi rin ni Cabatic na bukod sa libreng edukasyon, ang mga mag-aaral ay tumatanggap din ng mula P500 hanggang P4,000 monthly allowance depende sa kanilang family finacial status.

Dagdag pa nito, magtutulong ang PSHS at ang Batangas city Schools Division upang maitaas ang antas ng edukasyon sa lungsod. Hinikayat niya ang mga guro na turuan ang mga bata na mangarap at maging determinado sa pag-abot nito.

LUNGSOD NG BATANGAS, Mayo 6 (PIA) — Kamakailan ay inilunsad ng pamahalaang panlalawigan ang bagong kampanya nito na "#GOBatangas" na naglalayong mapalawak at mapaunlad ang sektor ng turismo sa lalawigan.

Layon ng "Go Batangas" na hikayatin ang mga Batangueño gayundin ang ibang lokal at dayuhang turista na bumisita sa naturang probinsya, na kilala sa Taal Lake and Volcano, world-class beaches at mga hospitable na Batangueño

Ayon kay Acting Gov. Mark Leviste, ipinagmamalaki nila ang heritage at uniqueness ng lawa at bulkang Taal. Sinabi nito na isa sa mga pangunahing layunin nila ni Gov. Vilma Santos ang mapalago, maitaguyod at pangalagaan ang ganda ng Taal bilang pangunahing tourist destination ng Batangas.

Isa din sa mga tatak ng Batangas ay ang mga magagandang baybayin nito na makikita sa mga bayan ng Calatagan, Nasugbu, San Juan at iba pang bahagi ng probinsya. 

“Patuloy na binabalik-balikan ang aming mga beach dahil sa accessibility at kalidad na hindi pahuhuli sa iba pang mga beaches sa buong daigdig,” pahayag ni Leviste.

Ipinagmalaki rin ni Leviste ang maganda at mabuting kaugaliang taglay ng mga Batangueño. Aniya, ang mga kagiliw-giliw at maasikasong mga Batangueño ay itinuturing nila na isa sa mga mahalagang aspeto sa pag-unlad ng sektor ng turismo ng naturang lalawigan.

Sa pamamagitan ng mga television at billboard ads, hinihikayat ngayon ng pamahalaang panlalawigan ang mga lokal at dayuhang turista na pumasyal sa Batangas ngayong panahon ng tag-init.

Hinihikayat din nito ang mga turista na makiisa sa kanilang kampanya at gamitin ang hashtag na '#GOBatangas' kung sakaling magbabahagi sila ng kanilang mga panandaliang karanasan sa social media. 

Nang tanungin kung may kinalaman ang proyektong ito sa kanyang kandidatura sa susunod na eleksiyon, sinabi ni Leviste na naging malikhain lamang siya sa pagbuo ng naturang slogan.

Palace thanks Peace Council for reviewing the Bangsamoro Basic Law
Malacañang has expressed its gratitude to the Peace Council for reviewing the proposed Bangsamoro Basic Law (BBL), and has called on lawmakers to give the Council’s report “due attention and consideration,” as they continue their deliberations on the draft law.

In a press briefing on Tuesday, Communications Secretary Herminio Coloma, Jr. thanked the Peace Council for “judiciously reviewing” the BBL and for consulting other stakeholders, such as Filipino Christians, Muslims, indigenous peoples, religious leaders, civil society representatives, deans of law schools, businessmen, and the framers of the 1987 Constitution.

"We note that they have prepared a comprehensive report to the Filipino people, embodying their detailed comments and recommendations, and have submitted this to Congress and to the Office of the Presidential Adviser on the Peace Process," he said.

Secretary Coloma further said the administration supports the Council’s observation that the BBL is “overwhelmingly acceptable and deserves the support of all Filipinos.”

"We note further the comment that 'the BBL should be passed, that to set it aside now would be imprudent and wasteful of previous efforts.' We trust that our lawmakers will give due attention and consideration to the Peace Council’s report in their continuing deliberations on the BBL," he added.

Asked to comment on the further delay in the BBL’s passage should legislators discuss provisions, which according to the Peace Council need refinement, Coloma said Senate President Franklin Drilon and House of Representatives Speaker Feliciano Belmonte, Jr. have already promised to do everything they could to pass the proposal before Congress goes on a break on June 11.

“At mainam na bigyan natin sila ng pagkakataon na patunayan ang kanilang paninindigan dahil sila naman ay mayroong pananagutan sa mga mamamayang Pilipino. Respetuhin po natin ang kanilang mga proseso at bigyan po natin sila ng laya at pagkakataon hinggil sa bagay na ito,” he said.

In a speech delivered last March 7 during the anniversary of the signing of the Comprehensive Agreement on the Bangsamoro, President Benigno S. Aquino III announced the formation of the Peace Council, which was tasked to dissect the BBL “in a calm and reasonable manner that will not incite anger and hopelessness.”

The President expected the Peace Council to write a report that will be made public, so that every Filipino would understand the Bangsamoro Basic Law and the peace initiatives in Mindanao. PND (as)

Palace hopes public sentiment would sway Congress to pass Bangsamoro Basic Law
The government hopes that the public sentiment favoring a peaceful resolution to the conflict in Mindanao would influence Congress to pass the Bangasamoro Basic Law (BBL), a Palace official has said.

“The sentiment shared by the respondents in the recent SWS (Social Weather Stations) survey on the importance of forging ahead with the peace process reflects the deep commitment of the Aquino administration’s aspirations for a long-term solution to end the conflict in Mindanao,” Communications Secretary Herminio Coloma, Jr. told reporters during Tuesday’s press briefing in Malacañang.

“We hope that members of Congress would consider the people’s sentiments and viewpoints as valuable inputs in their ongoing deliberations on the BBL,” he added.

The May 3 SWS survey shows 45 percent of adult Filipinos said peaceful negotiations are more effective in dealing with the Moro Islamic Liberation Front (MILF), compared to 20 percent who said military operations are more effective.

The remaining 35 percent said both peaceful negotiations and military operations are equally effective.

According to the survey, those who said peaceful negotiations are more effective decreased by 17 points from 62 percent in March 2014, while those who said they opt for a military solution to settle the conflict in Mindanao increased by 11 points from 9 percent.

Those who said military operations and peaceful negotiations are equally effective rose by 6 points from 29 percent in March 2014.

The survey was conducted last March 20 to 23, using face-to-face interviews of 1,200 adults nationwide. PND (ag)

Filipino community in Chicago looks forward to President Aquino’s visit
(CHICAGO, Illinois) Filipinos living and working here in Chicago are looking forward to President Benigno S. Aquino III’s one-day working visit on May 6.

President Aquino, who is scheduled to arrive on May 6, will meet with members of the Filipino community here before traveling to Canada for a state visit from May 7 to 9.

Doctor Ramon Lopez, president of the Philippine Medical Association in Chicago, said they were “ecstatic and grateful” when they learned that President Aquino is going to visit Chicago.

“We are all ecstatic and grateful that he is finally going to come to Chicago as President of the Philippines before his tenure ends,” Lopez said during a recent interview with Radio Television Malacañang (RTVM).

Lopez also lauded President Aquino’s accomplishments, particularly the resurgence of the Philippine economy, his campaign against corruption, as well the passage of the Reproductive Health Bill.

“Kami po ay natutuwa sa kanyang mga nagawa na sa pagkapangulo ng ating bayan,” he said.

Edilberto Ortiz, a certified public accountant (CPA) and a managing partner of E.C. Ortiz & Co., LLP, said the Filipinos here are eagerly anticipating the President’s visit.

“It is definitely a welcome news for Filipinos,” Ortiz said during a separate interview with RTVM. “We have been waiting for this for the last five years.”

Ortiz said the Filipino community here is also looking forward to hearing more from President Aquino about his administration’s plan to sustain the momentum of the country’s economic growth.

“Is this good government going to continue? We feel like we have a good government now, but is that going to be continued after his term expires in 2016? So, that’s the biggest question that we want to him to answer,” he said.

During his meeting with the members of the Filipino community, the President is expected to report the developments that the Philippines has attained under his administration.

While in Chicago, President Aquino is also scheduled to meet with Chicago Mayor Rahm Emanuel, as well as with foreign businessmen.

President Aquino’s working visit to Chicago will be his first since he assumed office in June 2010.

From Chicago, the President will proceed to Canada for a state visit from May 7 to 9, the first for a Philippine president since former President Fidel V. Ramos’ visit in 1997. PND (co)

In support of the Aquino administration’s goal to facilitate inclusive development, the Department of Budget and Management (DBM) has released P1.2 billion to the Department of Social Welfare and Development (DSWD) for the Social Pension of Indigent Senior Citizens.

Under Section 5 of Republic Act 9994 (or the Expanded Senior Citizens Act of 2010), elderly indigents can receive additional government assistance in the form of the Social Pension for Indigent Senior Citizens, which amounts to a monthly stipend of P500.

“We crafted the 2015 budget to prioritize the poor and the vulnerable, including indigent senior citizens. This release will allow us to address the basic needs of our elderly indigents, who do not otherwise have the resources to support themselves,” DBM Secretary Florencio “Butch” Abad said.

“As our economy expands, Filipinos young and old should benefit directly from our reforms. This is exactly what inclusive growth is all about,” he added.

Indigent senior citizens are defined under Republic Act 9994 as: “any elderly who is frail, sickly or with disability, and without pension or permanent source of income, compensation or financial assistance from his/her relatives to support his/her basic needs, as determined by the Department of Social Welfare and Development (DSWD) in consultation with the National Coordinating and Monitoring Board.”

The P1.2-billion release—which will benefit a total of 200,000 elderly indigents aged 65 and above—was charged against the 2015 General Appropriations Act (GAA), under the DSWD’s P5.96-billion budget for Social Pension for Indigent Senior Citizens. Through the pension fund, the Administration plans to support 939,609 indigent senior citizens this year.

Prior to the release of P1.2-billion, the DSWD was required to furnish various documents, including the special budget requests with the support of a detailed Financial Plan, a Monthly Disbursement Program (MDP), a Physical Plan, and other documentary requirements.

“It isn’t enough that the budget can support our indigent senior citizens. We also need to improve how government works so that the funds will actually go straight to the beneficiaries. In working closely with our agencies and helping them improve their budget and project plans, we can make public spending more transparent and accountable,” Abad said.

We welcome the transfer of the functions of the Presidential Assistant for Rehabilitation and Recovery (PARR) to NEDA as provided for in Memorandum Order No. 79 issued by the Office of the President. These functions are well within NEDA’s mandate as the government’s development planning and policy coordinating body. As the vice-chair for rehabilitation and recovery of the National Disaster Risk Reduction and Management Council (NDRRMC), NEDA has been involved from the start in the post-disaster operations for Typhoon Yolanda.

The transfer of PARR’s functions now enables NEDA to more directly ensure that Typhoon Yolanda recovery and rehabilitation programs and projects are aligned with the government’s results and implementation frameworks, as embodied in the two Reconstruction Assistance on Yolanda (RAY) documents: Build Back Better (2013) and Implementation for Results (2014), which in turn are aligned with the Philippine Development Plan.

We recognize the completion of the Comprehensive Rehabilitation and Recovery Program (CRRP) by erstwhile PARR Secretary Panfilo Lacson and his team as a critical first step in the government’s rehabilitation efforts. We shall build on what the PARR has done so far to implement the CRRP which was approved by the President on October 29, 2014. Specifically, we shall focus on the timely release of the budget for projects included in the CRRP. For this, we shall be working closely with the Department of Budget and Management to ensure that the requisites for responsible public financial management do not impede the efficient implementation of urgently needed rehabilitation projects.

The overall coordination, monitoring, and evaluation functions for rehabilitation and recovery will be overseen by a Project Monitoring Office (PMO) within NEDA under the Regional Development Office headed by Deputy Director-General Margarita R. Songco. The PMO will use the existing Regional Project Monitoring and Evaluation System (RPMES) in monitoring the status and progress of Typhoon Yolanda-related projects, programs, and activities (PPAs), in accordance with M.O.79.This will serve as the basis for regularly reporting on the progress of work.

We emphasize that the actual delivery of the Typhoon Yolanda-related programs and projects remains the responsibility of government implementing agencies whose work will be coordinated through the infrastructure, resettlement, social services, livelihood, and support clusters as provided for in the memorandum order. At the national level, each of these implementing agencies has already designated a senior official who shall be responsible for overseeing the implementation of PPAs in their respective agencies.

In carrying out NEDA’s responsibilities as spelled out in the memorandum order, we will regularly consult with local government units in the disaster-affected regions to ensure that PPAs are responsive to local needs. We will continue to work with our partners from the private sector, civil society, and the international development community to rebuild the economies in the affected areas and restore people’s jobs and livelihood. Taking stock of the experience in post-disaster work in the past year, we are determined to build on the gains and learn from the shortcomings. Always our focus shall be to hasten the recovery process by eliminating administrative and policy bottlenecks in the implementation of priority PPAs.

Though we are aware that full rehabilitation requires a long period of time, we recognize the urgent need for substantial progress in the typhoon-affected localities. Success in these efforts is crucial for achieving our goal of a sustainable, resilient, and inclusive growth.

MANILA – Cutbacks in the prices of food, electricity, and fuel brought headline inflation down to 2.2 percent in April 2015 from 2.4 percent in the previous month and from 4.1 percent in April 2014, according to the National Economic and Development Authority (NEDA).

“Low and stable inflation in January to April 2015, which averaged at 2.3 percent, bodes well for consumption growth. It is also within the Development Budget Coordination Committee’s inflation target range of 2.0 to 4.0 percent,” said NEDA Officer in Charge (OIC) and Deputy Director-General Emmanuel F. Esguerra.

The Philippine Statistics Authority reported that moderate inflation in the food subgroup (4.0% from 4.4%) lingered in April 2015, pulling down headline inflation. The slowdown in food inflation can be attributed to slower price adjustments in rice, meat, and fruits.

Non-food inflation also slackened in April 2015 following continued rollbacks in electricity, gas, and other fuels. Rollback in domestic petroleum prices continued following the sharp decline in international oil prices since the last quarter of 2014.

Meanwhile, core inflation, which excludes selected volatile food and energy prices, also fell to 2.5 percent from 2.7 percent in March 2015 and 2.9 percent in April 2014. Core inflation in the first four months of 2015 averaged at 2.5 percent.

Inflation in the National Capital Region (NCR) moderated to 1.5 percent in April 2015 from 1.9 percent in March 2015 and 3.3 percent in the same period a year ago. This is accounted for by slower inflation in several major commodity groups including food and non-alcoholic beverages. Outside NCR, inflation slid to 2.3 percent in April 2015 from 2.6 percent in March 2015 and 4.4 percent in April 2014.

“The peso is expected to remain relatively stable given the country’s strong external position owing to strong remittances and foreign direct investment inflows, ample international reserves, and a manageable level of external debt. Overall, these conditions are seen to contribute to stable domestic prices going forward,” the NEDA official said.

But Esguerra noted potential risks to inflation such as the current episode of mild El Niño in the country, should its adverse effects intensify.

“Regular monitoring of drought incidence in agricultural areas should be continued to ensure that appropriate policy actions are implemented without delay. Timely importation of rice to augment domestic supply should serve as a ready measure to prevent the repeat of the high rice prices witnessed in the third quarter of 2013 until 2014,” he said.

Esguerra also emphasized that it is likewise critical for the government to continue to explore a more lasting solution to further decongest Metro Manila and avoid future disruptions in the domestic supply chain. He also stressed the need to promote productivity increases in agriculture and the food processing industries.

“There should be programs to cover the use of appropriate technology to expand production capacity as well as intensification of credit programs and facilities with crop insurance,” he said.

DSWD cites support of donors, partners to center for abandoned seniors

Tanay, Rizal—Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman hopes for a continuous partnership in the years to come with the benefactors, partner non-government organizations (NGOs) and the local government unit (LGU) that have been helping Haven for the Elderly, a center for neglected and abandoned seniors.

“I am confident that we can sustain or even improve what has already been achieved in the last five years. As you can see, the smiles of our elderly residents [show that] our partners’ support and sacrifices have paid off,” Sec. Soliman said during the 5th anniversary celebration of the center on April 29.

Sec. Soliman led the awarding of plaques of appreciation to recognize the support of the center’s various donors and partners.

The LGU and the donors have been helping the center realize the completion of various amenities such as the living area, the therapy and fitness room, and the music and recreational room to provide residents a venue for unwinding and interaction.

Also, the center expanded its organic farm to provide the residents with a regular supply of fresh and organic food and a greenhouse to shield crops from excess cold or heat and unwanted pests.

“With these additional amenities, you can use the center as a venue for your outreach programs, and interact with our seniors because aside from their basic needs, they also long for love and affection,” Sec. Soliman remarked.

Sec. Soliman also acknowledged the efforts of her predecessor, former Secretary Esperanza Cabral, and former Undersecretary Celia Yangco, to build the center to become what it is today.

In 2010, Sec. Cabral initiated the relocation of the center, which was formerly known as Golden Acres.

Usec. Yangco, on the other hand, continued Sec. Cabral’s work when she became Acting Secretary of the Department.

Haven for the Elderly was acknowledged as a Center of Excellence by DSWD in 2014.

More improvements

Although the center has improved and expanded in a short period, Center Head Ricky Bunao said the center needs a budget of P29 million in 2016 for additional amenities and staff of the center.

“As of now, we are planning to construct five more cottages and hire more personnel to include 36 house parents, two social workers, five nurses, three cooks, and three maintenance workers,” said Bunao.

Also, Bunao proposed other needed amenities such as an isolation room for clients with psychotic problems and communicable diseases, multi-purpose training center, warehouse, and perimeter fence.

At present, the center is serving a total of 259 seniors who stay in 19 cottages with a 20-bed capacity.

Grateful

Lolo Abel Fuentes, 77, one of the abandoned seniors currently staying in the center, was given the chance to share his story during the anniversary celebration.

Lolo Abel narrated his struggles in life, including the time he was forced to roam the streets of Manila since he left home after a fight with his brother.

Being single, Lolo Abel had no one to go to so he begged on the streets and slept along Roxas Boulevard at night. It was when he acquired tuberculosis that concerned citizens took pity on him and brought him to the Haven for the Elderly.

“Bago ako napunta dito ay dinala ako sa ospital para ipagamot. Magmula noon bumalik ang aking masiglang pangangatawan dahil sa masustansiyang pagkain namin dito sa center (Before I came here, I was taken to the hospital for treatment. Since then, I have regained a healthy body, and I became fit because of our nutritious food at the center),” Lolo Abel said.

“Napakalungkot at napakahirap ang tumandang mag-isa pero dahil sa Haven for the Elderly, kahit papaano naibsan ang aming lungkot dahil sa mga iba’t ibang gawain na nakakapag-paunlad sa aming kasanayan kahit kami ay matanda na (It is very lonely and difficult growing old alone, but the Haven for the Elderly has helped ease our loneliness through the various activities that continue to develop our skills even if we are already old),” said Lolo Abel.

The services at the center are home-life, dietary and health, spiritual, livelihood, socio-cultural, and recreational which are meant to ensure the good health and well-being of the residents.

The GPH Negotiating Panel in talks with the Moro Islamic Liberation Front extends its heartfelt condolences to the family of Datu Antonio Kinoc, who passed away on 2 May 2015 due to liver cancer.

Datu Kinoc served as an alternate member of the MILF peace panel for several years. In 2013, he became a senior consultant to the Bangsamoro Transition Commission (BTC).

Datu Kinoc is an active advocate of the rights of indigenous peoples. A prominent member of the B'laan tribe, he co-authored the implementing rules and regulations of the landmark Indigenous Peoples' Rights Act (IPRA) in 1997. In the peace negotiations and even during the crafting of the draft Bangsamoro Basic Law, we locked horns with him but also counted on him to provide comic relief during heated debates.

A dedicated father of three young adults and a peace advocate, we fondly remember Datu Kinoc as a jolly fellow, an excellent story teller and a knowledge bank of the Mindanao lumad's customary ways of life.

Although his role in the forging of the CAB is permanently etched as a signatory to the document, it saddens us that Datu Kinoc left this world mid-stream of its implementation.

PNP implements e-CIRS to community precinct

The PNP will continue to intensify the programs and campaign against loose firearms, illegal discharge of firearms, and campaign against criminal gangs and personalities supported by the aggressive operation of ‘OPLAN LAMBAT SIBAT’ led by Department of Interior and Local Government Secretary Mar Roxas.

Included in the program is the accurate crime reporting so that the PNP would be able to identify in what areas they need to pour their resources.

Through this, the implementation of Electronic Crime Incident Reporting System (e-CIRS) reached the Police Community Precinct (PCP) of the National Capital Region Police Office to further enhance the integrated database system and upgrade the PNP’s investigative equipment to give timely, fast and reliable information of criminals and therefore enhance solution of criminal cases.

Pilot testing of the said project was conducted in Quezon City Police District yesterday (April 29) with a total number of 21 PCPs and trained more or less 20 desk officers to administer the system.

NCRPO procured almost 177 computers for e-CIRS with a total amount of 8.5M contract purchase to be used by 160 PCPs all over the Metro Manila.

PNP Officer-in-Charge PDDG Leonardo A Espina said, "The implementation of CIRS will ensure the gathering and inclusion of all crime data that are reported in the police station into the said database. The e-CIRS is very important to both reporting citizen and to us in the PNP".

The CIRS which was launched last September 2011 and serves as a more efficient electronic blotter system for recording crime incidents across the country. It does not only facilitate crime documentation and modernize data storage, but also presents a quick, fast and reliable transmission of crime information from a police station to the provincial and regional offices and to the National Headquarters.

With the installation of the CIRS designed as a stand-alone system, all police stations will now report the actual situation on the ground, which is vital in mapping out strategies for quick response and crime solution which is expected to be installed in all police stations nationwide.(PNP-PIO)

China’s Reclamation a Threat to Global Sustainable Development Goals – DFA

4 May 2015 – In a forum held on April 21 in Jakarta, Indonesia, discussing ocean issues, especially relating to Sustainable Development Goals (SDGs), the Department of Foreign Affairs (DFA), represented by Assistant Secretary for the Office of Asian and Pacific Affairs, Hon. Minda Calaguian-Cruz, said that challenges in the region to marine resources management, such as the destruction of coral reefs in the South China Sea/West Philippine Sea due to massive reclamation and its attendant economic costs, should be addressed by all parties concerned in order to realize SD Goal No. 14, which deals with oceans, seas and marine resources.

SD Goal No. 14 was set as one of the 17 goals and 169 targets which have been integrated into the United Nations Development Agenda Beyond 2015.

In his intervention, the delegate from Viet Nam also mentioned China’s reclamation activities, which were not in compliance with international law and changes the status quo in some areas and oceans, particularly the South China Sea, and which will further endanger the marine ecological system and cause geopolitical tensions.

The Philippines participated in the Side Event of the 60th Asian African Conference Commemoration (60th AACC) on Exchange of Maritime Policies, Experiences and Challenges in Managing Seas and Oceans in the Context of Implementing Sustainable Development Goals, held at the Jakarta Convention Center.

A total of 93 countries were represented in the AACC and related activites, which was held first in Indonesia’s capital, Jakarta, and later on in Bandung, to commemorate the historic Bandung Confrence of 1955, which was instrumental in forming the Non-Aligned Movement.

The forum was organized by the Coordinating Ministry for Maritime Affairs of the Republic of Indonesia. Other countries in attendance at the side event and that delivered interventions were Bangladesh, Madagascar, Singapore, Thailand, Timor Leste, as well as from representatives from the UN Food and Agriculture Organization and the United Nations Development Program.

The Philippines’ call to address China’s unilateral actions of massive reclamation in six features in the South China Sea, in contravention of the 2002 Declaration on the Conduct of Parties in the South China Sea, has now drawn the attention of the United States of America, the European Union and the G7.

The Mission aims to realize opportunities offered under the ASEAN Economic Community’s (AEC) concept of a single market and production base.

At a Business Forum/Business Matching Activity held at the Gran Melia Hotel on April 15, Philippine Ambassador to Indonesia Maria Lumen B. Isleta invited Indonesian businessmen to discover new and unique products from the Philippines as well as explore new partnerships and ventures with Philippine companies. She noted that several Philippine food companies already have well-established operations in Indonesia such as San Miguel Corporation, Universal Robina Corporation and Liwayway Manufacturing Corporation and that several other Philippine companies are interested in investing and setting up operations in Indonesia.

05 May 2015 - The Mindanao peace process was the focal point of a public briefing by Professor Miriam Coronel-Ferrer, Chair of the Government Peace Panel, in a forum hosted by Consul General Mario De Leon, Jr., held at the Kalayaan Hall last April 24. The briefing for the Filipino community was part of a three-city U.S. tour - including Washington, DC, New York and Los Angeles - that culminated in her being one of the recipients of the 2015 Hillary Clinton Award for Advancing Women in Peace and Security in a ceremony at Georgetown University.

Consul General De Leon welcomed Professor Coronel-Ferrer at the start of the briefing, which was attended by the Fil-Am Press Club and the Filipino community in New York and New Jersey.

In his remarks, the Consul General praised the tireless efforts of Professor Coronel-Ferrer and the GPH-MILF Peace Panel in bringing about the Framework Agreement and, subsequently, the Comprehensive Agreement on Bangsamoro to bring stability in Mindanao. This Agreement, if pursued to the end, will benefit countless of Mindanaoans who aspire to re-settle their land with their family without fear of disruption and loss, after having witnessed and suffered decades of unbridled conflict, he added.

He cited the achievements of Professor Coronel-Ferrer for her internationally-recognized scholarly work and advocacy for peace and conflict resolution, in becoming the Chair of the Government Peace Panel and, lately, in being awarded the 2015 Hillary Clinton Award.

During the briefing that ensued, Professor Ferrer explained that, as far as peace negotiations are concerned, a ceasefire between the Moro Islamic Liberation Front (MILF) and the Government was in place since 1997 and that it was important to preserve that ceasefire. She stated that the Department of Justice is investigating the Mamasapano killings and the axe must fall where it should. “However, Filipinos need to be reminded that over the course of the conflict, hundreds of thousands have been killed on all sides. The latest incident in Mamasapano included the death of 44 Special Action Force (SAF) men, 17 MILF and more from Bangsamoro Islamic Freedom Fighters (BIFF). I believe in attaining justice for this incident, but let’s solve the bigger issue. If we hostage the bigger peace process that’s intended to address the conflict, we are not solving anything. The conflict becomes even more intractable and then the peace process fails,” she added.

During the open forum and in response to numerous queries on the Mamasapano incident, Professor Coronel-Ferrer underscored anew that there was an existing ceasefire between Government and MILF and the last violent incident was in 2011 before Mamasapano happened.

When asked to clarify if MILF will gain independence by virtue of the Bangsamoro Basic Law (BBL), she explained that the action and presence of BIFF elements does not mean peace talks with biggest armed group, the MILF, should be discontinued. “In the case of MILF, it has 30,000 armed members. They say they are willing to live peacefully and that they are participating in our society. One foot is inside door, they are willing to enter the door to become normal citizens. They are willing to close down the MILF as an armed force, begin a regular social movement with a clear platform to serve their society, and participate in party-list elections. That’s where they are now. There is need for more trust,” she explained.

Professor Coronel-Ferrer also addressed some other misconceptions surrounding the BBL such as a separate Bangsamoro police. However, she clarified that in the draft law, the Bangsamoro police is part of the Philippine National Police.

Consul General De Leon stressed the importance of knowing the BBL in light of some misinformation hovering in social media and mainstream media read by many Filipinos. The first thing a citizen should do is to read the law in order to have an informed reaction, he added.

Professor Coronel-Ferrer lamented that prejudices get ahead of facts and that some Filipinos feel they have more entitlement than other Filipinos whose ancestors lived in those lands or have lived in their own culture. “Historical differences hinder the process. Filipinos need to have a better understanding of history, the Muslim narratives, what has made socio-cultural differences, which is recognized by the Philippine Constitution. The 1987 Constitution provided for two autonomous governments in the country, in the North in the Cordilleras, and in the South, in Muslim Mindanao,” she said.

When asked to explain the rush to pass BBL in light of the Mamasapano incident, Professor Coronel-Ferrer pointed out that the BBL is bigger than Mamasapano. She reiterated that this is a process that began years ago to address long–standing issues with the MILF. She noted that major business associations, notably the Muslim Business Council, Makati Business Club and the Philippine Chamber of Commerce and Industries, support the passage of the BBL since they see this as beneficial to the country’s development.

When asked to make a distinction between Government talks with the NDF and MILF, Professor Coronel-Ferrer clarified that in the talks with the NDF, a ceasefire happened last. This meant that both sides were fighting even as they were talking, which did not provide a good environment for the talks. On the other hand, the MILF agreed to stop the armed struggle if political reforms were to be achieved, meaning that negotiations are not just a way to achieve victory through armed struggle, she underlined.

A community member from Davao City opined that in light of the fear stoked by rumors and the media about BBL, the Philippine government should address these rumors and BBL proponents should put extra effort to convince non-Muslim Filipinos in Mindanao that BBL will not provide independence to MILF in Mindanao. She added that confidence-building measures will help Filipinos better understanding and trust for the BBL over time.

While there were animated and frank exchanges during the open forum, particularly on the Mamasapano incident and the BBL, the Filipino community attendees and the Fil-Am Press Club members expressed satisfaction that the real issues on the Mindanao peace process have been clarified by Professor Ferrer.

The National Strategy for Financial Inclusion (NSFI) consultation draft was approved by the inter-agency body last 27 April 2015 at the Bangko Sentral ng Pilipinas. The NSFI provides a framework that will enable the public and private sectors to take a coordinated, organized, and efficient approach in bringing much-needed financial services to all, especially the low income and marginalized sectors. The draft NSFI will be exposed through a series of consultations in Manila, Cebu and Davao on May 20, 26 and 29, respectively.

Ombudsman Conchita Carpio Morales ordered the dismissal from government service of Assistant City Prosecutor II Raul Desembrana of the Quezon City Prosecution Service for Grave Misconduct, Conduct Prejudicial to the Best Interest of the Service, and violation of Section 7(d) of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees).

On November 14, 2014, National Bureau of Investigation (NBI) agents arrested Desembrana, following an entrapment operation after Dr. Alexis Montes and his counsel, Atty. Ephraim Cortez, sought NBI assistance when Desembrana demanded P80,000.00 as “standard operating procedure” (SOP) in exchange for the dismissal of a complaint filed against Dr. Montes and pending with Desembrana.

In the entrapment operation conducted in a Quezon City restaurant, Desembrana was caught receiving from complainant an envelope containing the marked money consisting of four pieces of P1,000.00 placed on top of the “boodle money.”

In a 10-page Decision, the Office of the Ombudsman found that the operation conducted was a valid entrapment operation, and there was substantial evidence to hold Desembrana guilty of the administrative charges.

The Ombudsman noted that the “confluence of circumstances proves Desembrana’s motive to meet Atty. Cortez” and that instead of faithfully discharging the duties of the fiscal’s office, Desembrana “blindly followed his personal caprice and pursued his fancy of having the P80,000.00 SOP.”

The Ombudsman also stated that owing to Desembrana’s failure “to observe due care and vigilance expected of him in the discharge of his duties,” he had caused serious damage to the institution, the government and the public in general.

Aside from his dismissal from the service, Desembrana was also meted out the accessory penalties of cancellation of civil service eligibility, forfeiture of retirement benefits, perpetual disqualification from holding public office, and bar from taking civil service examinations.

Section 7(d) of R.A. No. 6713 expressly prohibits public officials and employees from soliciting or accepting, directly or indirectly, any gift, gratuity, favor, entertainment, loan or anything of monetary value from any person in the course of regular duties or in connection with any operation being regulated by, or any transaction which may be affected by the functions of their office.

Meanwhile, Desembrana is also facing a criminal indictment for Direct Bribery before the Sandiganbayan.

PDIC advises borrowers of Surigaonon Rural Banking Corporation to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Surigaonon Rural Banking Corporation reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives. Surigaonon Rural Banking Corporation was placed under the receivership of the PDIC by virtue of Monetary Board Resolution No. 634 dated April 23, 2015.

In a statement, PDIC advised borrowers of Surigaonon Rural Banking Corporation to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL - SURIGAONON RB CORPORATION. PDIC emphasized that it has not engaged any person, agent or agency to collect the loan payments for and in behalf of the bank.

To ensure proper recording of their payments, PDIC further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The PDIC emphasized that for payments to be valid, it must be supported by a machine-validated PNB Deposit/Payment Slip. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a photocopy of their deposit slips by mail to the Deputy Receiver for loans Ms. Ma. 2015 Palarong Pambansa kicks off in Tagum City

The Department of Education (DepEd) together with the provincial host Davao del Norte (DavNor) officially welcomed yesterday more than 12,000 delegates including student athletes, coaches and officials representing different regions all over the country to the opening of the country’s most-awaited sporting event - Palarong Pambansa 2015.

The surrounding setting of festivity was buzzing at the Davao del Norte Sports & Tourism Complex (DNSTC) as Palaro’s opening ceremonies started with the parade of friendship and camaraderie, followed by an exhibition of the Philippine Army paratroopers and the singing of the national anthem by The Voice Philippines Season 1 finalist, Thor Dulay.

Local Government Secretary Mar Roxas graced the event in behalf of President Benigno Simeon Aquino III. In an interview, Roxas said that sucess is not measured by merely winning the games.

"Ang tagumpay at ang kadakilaan ng isang atleta ay wala doon sa event mismo pero nasa araw araw na psgsasakripisyo, pagpupursige, para maabot nila ang excellence na nasa angking talento nila," he said.

Traditions, such as the turn-over and the hoisting of the Palarong Pambansa banner were observed elatedly.

“The dream culminates today as we open the Palarong Pambansa 2015. It is therefore an honor for us to prepare the stakes for our young athletes to make the dreams come true. In all our preparations, we have put our young athletes the centre of the Palarong Pambansa 2015. They are the reason for the existence of the National Games, thus we have spared no effort in expense to ensure their safety and convenience, so they will have the best experience that they can get here in DavNor.” said DavNor Governor Rodolfo P. Del Rosario in his welcoming speech.

The program was cut short when DepEd Secretary Br. Armin Luistro yelled “Class Dismissed!” as rain started to pour on the sports complex. Nevertheless, Palaro was declared opened and the youth of DavNor continued to showcase their many talents as the sky cleared up.

The different sports competitions will be held at several locations across the city between May 3 to 9. Events include Archery, Arnis, Athletics, Badminton, Baseball, Basketball, Boxing, Chess, Football, Gymnastics, Sepak Takraw, Softball, Swimming, Table Tennis, Taekwondo, Tennis, Volleyball, Billiards, Futsal, Wushu, Wrestling, Special Events and Beach Volleyball.

DAR distributes lands in Cebu

The Department of Agrarian Reform (DAR) recently distributed certificates of land ownership award (CLOAs) to 85 farmers in Toledo City, Cebu to improve their economic lives.

Municipal Agrarian Reform Program Officer (MARPO) Nestor Castro said the distributed landholding, covering a total of 100 hectares, is situated in Barangay Talavera in Toledo City. It was formerly owned by the Villalon Realty Corporation and was distributed under the Comprehensive Agrarian Reform Program (CARP).

The farmers are engaged in vegetable farming and production of high-value crops.

During the awarding ceremonies, Castro discussed the rights and obligations of the farmer-beneficiaries and assured them of the necessary support services to make their lands productive.

“As new landowners you also have the responsibility to pay your taxes and amortizations religiously to reciprocate the government’s good deeds to you,” Castro said.

Officials who witnessed the awarding ceremonies were Municipal Agriculture Officer Lucille Tumarong, Talavera Barangay Captain Nick Mahinog, and other DAR personnel.

PHL delegation joins APEC women to finalize strategic plan

The Philippine delegation participates in finalizing the strategic plan that would chart the efforts of the 21 Asia-Pacific Economic Cooperation (APEC) economies to promote women’s economic empowerment during the APEC Women and Economy (APEC WE) meeting in Port Moresby, Papua New Guinea.

“In APEC WE meeting’s main event or the APEC Policy Partnership on Women and the Economy (PPWE) chaired by Ms. Emmeline Verzosa, Executive Director of the Philippine Commission on Women, we expect to draft the plans and projects that empower more women to be part of supply chains, and provide women access to technology, health services, finance, and markets,” Department of Trade and Industry-Management Services Group (DTI-MSG) Undersecretary Nora K. Terrado said.

Terrado headed the delegation composed of representatives from the Department of Foreign Affairs (DFA), Department of Health (DOH), Technical Education and Skills Development Authority (TESDA), and Philippine Commission on Women (PCW). Pacita Juan, president of the Women's Business Council of the Philippines (WomenBizPH) also joined the delegation to represent the private sector. The meeting is from 02 to 05 May 2015.

Terrado noted that the strategic plan to promote women's economic empowerment is grounded along five pillars, namely, access to capital; access to markets; skills and capacity building, women’s leadership; and innovation and technology.

The meeting will also discuss the APEC women and the economy dashboard which contains indicators to measure women's advancement based on the said pillars.

Terrado also said that the Philippine delegation is set to share its experiences and successes in enhancing the enabling environment for women's entrepreneurship through the Gender Responsive Economic Actions for the Transformation of Women (GREAT Women). This program is a governance and capacity development program with technical and financial support from the Canadian government through the Canadian International Development Agency.

Terrado also noted that as the lead government agency in the country’s hosting of the APEC Women and the Economy (APEC WE) Fora this year, the DTI had earlier collaborated with a local women’s private sector organization.

The APEC WE Fora are scheduled from 16-18 September 2015 at the Philippine International Convention Center.

“With multi-sectoral collaborations and public-private partnerships and participation in various fora of APEC on Women and Economy, we intend to uphold women’s role and participation in achieving gender equality in economic development in the Asia-Pacific region which bring about concrete, measurable and actionable plans that help economically empower women especially those in the micro and small enterprises,” Terrado added.

Labor Day preliminary report: Nationwide, 11,154 jobseekers found jobs on Labor Day

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said 11,154 jobseekers found jobs on Friday, Labor Day, at the 56 job fairs held simultaneously in as many venues all over the country.

“These 11,154 jobseekers were hired on the spot (HOTS) when they visited the job fairs,” said Baldoz, after she received a report on the results of the job fairs from the Bureau of Local Employment.

“This number translates to 20.8 percent HOTS rate, which exceeded our target of 20 percent,” she added. Last year, the DOLE target for HOTS in all its job fairs was only 15 percent.

The hired-on-the-spot rate is arrived at by dividing the number of applicants hired by the number of qualified applicants.

The BLE report showed that there were 71,922 job applicants who registered for the 56 job fairs, 32,439 of whom were male and 39,483 were female.

Of the registered applicants, 53,751 were qualified and referred for outright interview. Also, 1,405 applicants were referred to the Technical Education and Skills Development Authority (TESDA) for further skills training, while 226 were referred to the appropriate DOLE region or bureau for livelihood assistance.

Region 3 has the most number of HOTS, with 2,475, followed by Region 4-A, which registered HOTS of 2,460; and Region 12, which tallied HOTS of 1,434.

In terms of percentages, however, Region 12 registered the highest HOTS with an astounding 52 percent.

Baldoz praised seven other regions that achieved the 20 percent HOTS target in the 1 May labor Day job fairs. These regions are Region 11 (36.7 percnet); Caraga 34.3 percent); Region 10 (32.1 percent); CAR (24.2 percent); Region 9 (24.1 percent); Region 3 (23.5 percent); and Region 1 (21 percent).

Baldoz also expressed satisfaction that nine out of ten HOTS were for local employment. “Based on the results, applicants were more easily accepted by local employers than by foreign employers,” she said.

The labor and employment chief emphasized that since the job fairs results were still preliminary, she expects that more applicants will be reported to have been hired this week.

“This optimism is borne out by the number of near-hires, which was a huge 45,225. Near-hires are job applicants who were almost instantly hired, but were not because they may have not brought with them a required document, or were told to come back for further interview or some tests, but basically after complying with the requirements, they will be hired,” she explained.

The BLE report showed that of the 45,225 near-hires, 40,189, or 89 percent, were for local positions, while 5,036, or 11 percent, were for overseas jobs.

“Similar to HOTS, near hires for local employment is more prominent for females (58 percent) than males (42 percent). The opposite was observed for overseas. There were more male (55.4 percent) near-hires than female (44.6 percent). Region 4-A recorded 14,686 near hires, or 32.5 percent, which is one for every three of the total near-hires recorded,” said the BLE Director Dominique R. Tutay.

In Cebu where she spent Labor Day, Baldoz conciliates KEPCO labor dispute non-stop until settlement was achieved

Unknown to many, when the nation may have been resting, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz was awake the whole night of Friday, 1 May, in Cebu conciliating and mediating the labor dispute between Korea Electric Power Corporation-Salcon Power Corporation (KEPCO-SPC) and its union, Kepco Employees Association-Workers Solidarity Network. In Cebu where she spent Labor Day festivities with President Benigno S. Aquino III, Baldoz was tasked by the President to personally mediate the dispute after the union threatened a strike, which could have debilitating effects to the Central Visayas economy. The 200-megawatt KEPCO-KSPC power complex provides power to almost all the Central Visayas grid covering the islands of Panay, Negros, Cebu, and Leyte. The marathon, 11-hour conciliation-mediation, started at 5:00 p.m. and ended the following day, also at 5:00 a.m. of 2 May, with a settlement that eliminated the threat of a strike. The dispute begun when the power company, based in Naga, Cebu, dismissed Lowell Sanchez, president of the nascent Kepco Cebu Supervisors Association, also aligned with the Workers’ Solidarity Network, for allegedly helping organize the Kepco Employees Association-Workers Solidarity Network, which the company claimed was a violation of company rules and regulations. The rank-and-file union, as well as the supervisors’ union, each filed a notice of strike as the company hedged in its position. The cooling off period of the strike bans under the Labor Code ended on 30 April and the unions could have gone on paralyzing strikes on Labor Day if Baldoz had not intervened. “The repercussion of two labor strikes in a strategic industry like power is unimaginable. In the DOLE where sustenance and maintenance of industrial peace is utmost priority, we will do the best that we can do within our ability to bridge workplace differences between workers and management in an amicable way,” said Baldoz last Friday evening. The settlement of the KEPCO-SPC labor dispute, Baldoz said, is a demonstration of the power of conciliation-mediation and social dialogue. “I highly commend the union and the management for their willingness to join the DOLE in this process which resulted to a win-win situation. The settlement agreement is good for the workers; it was good for the management. There were no losers; only winners in the settlement,” she said after the agreement was arrived at. During the night-long conciliation-mediation, Baldoz had to talk to the union officers and the management, transferring from one meeting place to another at the JCenter Mall in Mandaue City, oblivious of the night activities outside. The highlight of the settlement was the re-opening of the investigation on the charges against union president Sanchez; the continued payment of Mr. Sanchez’s salary and his other benefits pending the final outcome of the investigation; review of company rules and regulations to which the union may propose revisions within 60 days after the settlement agreement; and management’s commitment to provide the rank-and-file employees a copy of the company’s rules and regulations. “Both parties agreed that should the re-investigation committee decide not to dismiss Mr. Snachez, he will be paid his salary during his preventive suspension. Both parties also agreed that the management will carefully review and evaluate the written explanations of other union officers and members with individual charges towards a fair, just, and reasonable resolution of their cases, also within 60 days from the signing of the settlement agreement. As to Mr. Snachez’s case, he will be entitled to the assistance of a lawyer of his choice or a representative of the Workers’ Solidarity Network during the re-investigation, which should be concluded within 60 days from the signing of the settlement agreement. The Cebu Provincial government, NCMB, and Workers’ Solidarity Network will be allowed to send one observer each to the re-investigation committee to be constituted by the KEPCO-SPC president pursuant to company rules and regulations. As a result of the settlement, the two notices of strike were deemed settled. “I am happy that both parties arrived at this amicable solution,” Baldoz said, adding that the unions and management should already start building a harmonious and productive relationship from the settlements, sans animosity and ill-will. Cebu Governor Hilario ‘Junjun’ Davide was very thankful to Secretary Baldoz for helping settle the dispute. In a text message, he said: “Thank you very much, Secretary, for your intervention in the KEPCO case. The Cebuanos are grateful to you for your efforts at bringing the parties to an agreement. God bless you.” Likewise, the union and management were very appreciative of what Secretary Baldoz did to settle the dispute. “We are thankful that the President and Secretary Baldoz intervened. She didn’t go home until an agreement was signed,” said Jose Tomungha, one of the union leaders.

Sa tuwing lalabas po tayo ng Pilipinas, lagi tayong kumikilos para magpunla ng maayos na pakikipag-ugnayan sa ibang bansa. Alam nating mula sa positibong pagsasamahan umuusbong ang mas maraming oportunidad para sa lahat. Sa araw pong ito, lilipad tayo patungo sa dalawang bansang talagang malapit sa atin, at itinuturing na pangalawang tahanan ng napakaraming Pilipino: ang mga bansang Estados Unidos at Canada.

Kapwa nating kasama sa Asia-Pacific Economic Cooperation ang dalawang malaking ekonomiyang ito; at bilang host-economy ng APEC ngayong taon, layon nating isulong ang mas bukas, mas matatag, at mas positibong transpormasyon sa merkado ng Asya-Pasipiko. Kukunin natin ang pagkakataong ito, para lalong pagtibayin ang pagsisikap tungo sa nagkakaisang adhikain, gayundin ang pagkalap pa ng interes mula sa mga negosyante ng United States at Canada para lalong mapalago ang pamumuhunan sa ating bansa.

First stop po natin ang Chicago para sa isang maikli, ngunit inaasahan nating magiging matagumpay, na working visit. Makikipagpulong tayo sa mga pinuno ng malalaking kompanyang kabilang sa U.S. Chamber of Commerce at US-ASEAN Business Council. Ang U.S. nga po ang pangatlong major trading partner ng Pilipinas, at layon nating paigtingin pa ang pangangalakal na ito. Ngayong lumalago ang mga ekonomiya ng ating dalawang bansa, ihahayag natin ang kahandaang sulitin ang bawat pagkakataon kasama nila, at higit pang ipapakita na talagang more open for business na ang Pilipinas.

Makikipagkita rin po tayo sa Filipino Community sa Chicago. Ang sabi sa atin: Chicago nga raw ang may pinakamalaking populasyon ng Pilipino sa Midwest United States. Siyempre po, pasalubong natin sa kanila ang good news na bunga ng mga repormang ating ipinunla sa loob ng higit apat na taon. Ibabalita natin sa kanila: Ibang-iba na talaga ang Pilipinas, at pihadong makakamit pa natin ang matatayog na pangarap sa tuloy-tuloy na pagpanig sa mabuting pamamahala.

Sa paanyaya naman nina Governor General David Johnston at Prime Minister Stephen Harper ng Canada, isasagawa natin ang ating kauna-unahang State Visit sa kanilang bansa. Sa pagpunta doon, masasaksihan natin ang pagpirma sa ilang memorandum of understanding na magpapatibay sa ugnayan ng Pilipinas at Canada. Ipapaabot din natin ang ating pasasalamat sa suporta ng kanilang pamahalaan at mamamayan. Halimbawa lang sa kanilang naitulong ay ang pagbigay ng agarang ayuda, pagpapadala ng military personnel, at pagbibigay ng kalingang-medikal matapos manalasa ang bagyong Yolanda; ang pagdodoble sa kanilang official development assistance para sa ating bansa para sa 2014, na aabot sa 111.95 million dollars na grants; at maging ang pagtalaga nila sa atin bilang “Country of Focus” para sa iba’t ibang uri ng bilateral assistance mula sa kanila. Kaliwa’t kanan nga po ang ayudang inilatag ng Canada para sa ating bansa: mula sa tulong para sa mga local government units sa pagpapatupad ng kanilang economic development plans, paggabay sa mga local entrepreneur upang magkaroon sila ng access sa tulong-pinansyal at paglinang sa abilidad magnegosyo, at pati na rin ang iba’t ibang humanitarian assistance kung may kalamidad. Kaagapay rin natin ang Canada sa pagsusulong ng kapayapaan sa Mindanao, bilang bansang kasapi ng Independent Commission on Policing at para sa ibang uri ng tulong nila kaugnay ng pagpapaunlad sa kalagayan ng mga kapatid natin sa Bangsamoro.

Ang ganitong pagsuporta nga ang nagpapatunay sa malaking potensyal na nakikita sa ating bansa, at isa ang Canada sa mga bansang kasama natin sa pagpapayabong sa transpormasyon ng ating ekonomiya at lipunan. Halimbawa lang ang Jobstart Philippines program na ipinapatupad ng DOLE, sa tulong ng pamahalaan ng Canada. 3.6 million dollars ang inilaan nila para rito, at sa pamamagitan ng mga seminar at workshop ng programa, nagiging mas maikli ang transition period ng mga bagong graduate sa paghahanap ng trabaho. Nagbibigay din po sila ng stipend, pre-internship medical check-up, at isang taong medical insurance sa mga matatanggap na benepisyaryo.

Noong nakaraang taon naman po, hinirang nila ang ating bansa bilang “Priority Emerging Market.” Ibig-sabihin, isa sa una sa listahan ang Pilipinas para sa puhunan at mga programang mula sa Canada. Muli, vote of confidence ito para sa makabuluhang pagbabagong resulta ng pagtahak natin sa Daang Matuwid. At gaya po sa Estados Unidos, susulitin natin ang pagkakataong ipakita sa mga kilalang negosyante ng Canada, at sa mga Pilipinong makakaharap natin sa Toronto at Vancouver na talagang it’s more fun na ngayon sa ating bansa. Ang atin po: Di natin mamasamain kung maisipan ng Canada na higitan pa ang posisyon nito bilang ating 7th largest source ng turista noong 2014.

Sa ika-10 ng Mayo po ang balik natin sa Pilipinas, at tunay pong nananabik na tayo para sa lahat ng magagandang balitang iuuwi natin matapos bisitahin ang Estados Unidos at Canada. Gaya ng lagi: Isasagad natin ang lahat ng pagkakataong gawing mas abot-kamay para sa mas maraming Pilipino ang mapipintog mga bunga ng malawakang kaunlaran. Didiligan pa natin ang ating mga pinagsumikapan, at tutumbasan pa natin ng sigasig ang tiwalang ipinagkakaloob ng milyon-milyon nating kababayan. Kasabay po ng pagsulong ng interes ng ating mga Boss, ipagmamalaki din natin sa buong mundo handa ang Pilipinong higit na makiambag sa pagkamit ng kaunlaran, di lang para sa ating rehiyon at mga kaanib na bansa, kundi para na rin sa susunod na henerasyon.

CESAR: Mabuti naman po, sir.

TUNYING: Nakakauwi pa ho ba kayo sa atin sa Nueva Ecija pagkatapos po noon?

CESAR: Opo.

TUNYING: Kelan po kayo lumuwas?

CESAR: Kakauwi lang po namin kahapon dito.

TUNYING: Kahapon, kaluluwas n’yo lang po.

CESAR: Opo.

TUNYING: Nanay kumusta po?

CELIA: Mabuti po.

TUNYING: Okay. Tayo po ay nagkausap nung Biyernes doon sa opisina ng Migrante at ako po paulit-ulit ko kayong tinatanong kung hindi ba kayo magpapasalamat kay Pangulo. Pero ang klaro naman sa sinabi n’yo sa akin, kung tama po ang pagkatanda ko, si Mary Jane mismo nagpasalamat sa Pangulo, tama po ba?

CELIA: Opo.
TUNYING: Bakit po ba kasi ayaw ninyong kilalanin na iyong ginawa ng Pangulo nung, at least magkausap tayo nung Biyernes. Bakit ayaw ninyong magpasalamat sa Pangulo noon?

CELIA: Ano po kasi. Unang-una po, nakita ko po iyong kalagayan ni Mary Jane doon sa isla. Pangalawa po, hindi po nila binigyan ng interpreter na talaga pong ano, aralin pa lang po iyong ibinigay nila. Tapos po wala pong abogado, tapos po limang taon nang nakulong hindi po nila inaksyunan. Kaya po inabot ng limang taon. Tapos po limang taon din pong nalayo si Mary Jane sa kanyang mga anak. Limang taon din pong nalayo sa amin. Kaya po siguro iyon pong pagod ko po nung kararating namin nanggaling ng Indonesia, iba lang po iyong pagkakabigkas ko.

TUNYING: Opo. Pero noon pong magkausap tayo parang may galit kayo sa dibdib ninyo. Galit po ba kayo?

CELIA: Medyo po.

TUNYING: Eh ngayon po, okay na po kayo?

CELIA: Okay, okay na po.

TUNYING: Okay. Iyon po bang sinabi ninyo ay—Tatay si Nanay muna ang kakausapin ko, siya naman ang nakausap ko noon. Binabawi n’yo po ba iyong sinasabi ninyo sa Pangulo na sisingilin ninyo siya, ganoon?

CELIA: Hindi po.

TUNYING: Ganoon pa rin po ang stand ninyo.

CELIA: Ganoon pa rin po.

TUNYING: Pero doon po sa aspeto na hindi man lang daw po kayo nagpasalamat. Ang tawag po ng iba sa inyo ay walang utang na loob, ingrata. Ganoon po.

CELIA: Nagpasalamat po kaming lahat. Nandoon pa lang po kami sa Indonesia, inisa-isa po ng mga anak ko. Kami pong lahat nagpasalamat. Pinasalamatan po namin silang lahat. Lahat po ng sumuporta sa aking anak at saka si Bise Binay, si Presidente, saka po Presidente ng Indonesia. Lahat po ng sumuporta, pinasalamatan namin lahat nandoon pa lang po kami lahat sa Indonesia.

TUNYING: Opo. Eh ngayon po, baka po nanunuod ang Pangulo. Sa katunayan po nasa linya po ng telepono natin ang tagapagsalita po ng Pangulo, si Secretary Sonny Coloma. Ano po ang gusto ninyong sabihin sa Pangulo?

CELIA: Ang masasabi ko lang po, kung may nagawa ang gobyerno natin at lalung-lalo na po kay President, salamat na rin po.

TUNYING: Ito po ba ay pagpapasalamat na galing sa inyong puso?

CELIA: Opo.

TUNYING: Kumbaga ay hindi ko kayo pinipilit. Baka, hindi ko po kayo pinipilit.

CELIA: Hindi po.

TUNYING: Ano po ang damdamin ninyong mag-asawa nung—siguro may nagsabi na rin sa inyo na sa Facebook, sa Twitter at sa Instagram at sa publiko in general ay parang nagalit po sa inyo doon sa binigkas ninyong salita nung dumating po kayo doon. Tatay kayo po ano ang naramdaman ninyo na parang nagalit sa inyo iyong mga kakampi ninyo nung isang linggo.

CESAR: Oo nga po nagalit nga po sila, dahil hindi po nila alam iyong pangyayari, kaya po sila nagalit. Ngayon alam na nila, unti-unti na nilang nalalaman iyong mga pangyayari kaya unti-unti na rin po silang bumabalik sa amin.

TUNYING: Paano po ninyo nasabi iyon?

CESAR: Dahil po nababasa po namin sa Facebook, marami na rin pong nagso-sorry sa amin.

TUNYING: Sa inyo nagso-sorry iyong mga tao?

CESAR: Iyong mga hindi po nila naintindihan iyong mga kuwan, kaya nakapagbitiw ng salita itong Misis ko. Siguro sa sobrang pagod po namin at talaga pong kung maikukuwento ko po lahat ang nangyari po sa amin sa Indonesia, talaga pong bihira lang po iyong tulog namin. Kaya po nga nung umuwi po kami dito, siguro na-interview itong Misis ko, medyo naguguluhan pa iyong isip kaya po nakapagbitiw siya ng ganoon.

TUNYING: Dahil po sa pagod, kawalan ng sapat na tulog, kaya lang po nasabi lang iyong masasakit na salitang iyon.

CESAR: Opo.

TUNYING: Kayo po, Tatay. Mukhang nakapahinga na kayo, poging-pogi po kayo. Maganda po ang gupit ninyo.

CESAR: Medyo nasiyahan po ako ng kaunti.

TUNYING: Ngayon po. Tatanungin ko kayo, kasi hindi ko kayo nakausap nung Biyernes. Ano po ang masasabi ninyo sa Pangulo?

CESAR: Ah, masasabi ko po sa Pangulo natin...

TUNYING: Ginawa po niya, nakipag-usap sa Pangulo ng Indonesia, nakipag-usap sa Foreign Minister ng Indonesia at, of course, marami pang ibang tumulong. Pero sa Pangulo lang, huwag muna sa iba. Sa Pangulo lang, ano po ang gusto ninyong sabihin?

CESAR: Ang masasabi ko po sa ating mahal na Pangulo, kung may nagawa rin po siya, maraming-maraming salamat.

TUNYING: Opo, babalikan ko po kayo mamaya. Nasa linya po natin si Secretary Sonny Coloma. Secretary Coloma, umagang kay ganda po sa inyo?

SEC. COLOMA: Umagang kay ganda sa iyo, Tunying at kina Mr. and Mrs. Veloso.

TUNYING: Opo. Ano po ang—unang-una po, noon po bang narinig ng Pangulo at ng mga taga-Malacañang ang pahayag po ni Aling Celia noon pong nakaraang Biyernes, ano po ang naging reaksyon po ng Palasyo?

SEC. COLOMA: Sa Pangulo po naman ay nandoon po iyong unawa po niya, iyong patuloy pa rin na pag-reach out, ano. Dahil katulad nga po ng kanyang pahayag, mahalaga po ang buhay ni Mary Jane Veloso, mahalaga ang buhay ng bawat Pilipino, at bilang Ama ng Bayan ginagawa niya ang nararapat para matulungan po si Mary Jane at ang mga manggagawang Pilipino. Iyon lang naman po.

TUNYING: Opo. Masyado pong mabibigat iyong mga binibitawang salita ng mga netizens at sa pagkakataong ito po ay pabor sa Pangulo, at ang totoo po nga ay dito nga po kay Nanay Celia nakabuhos iyong kanilang pagkainis noon pong nakaraang araw. Sa tingin po ba ninyo, kailangan pang humingi ng pasensiya o mag-sorry nito pong pamilya sa mga nabitiwang salita laban sa Pangulo?

SEC. COLOMA: Ipapaubaya na lang po natin sa kanilang pasya, at kinikilala naman po natin na sa hirap ng kanilang pinagdaanan ay mabigat ang mga emosyon, mabigat po ang kalooban nila. Kaya lubos na po ang pag-unawa din namin sa kanilang sitwasyon at nais lang naman pong makatulong ang ating Pangulo at ng ating pamahalaan sa anumang paraan na makakabawas sa bigat ng kanilang pinapasan. At uulitin ko nga po, napakahalaga po ng buhay ni Mary Jane at ng bawat Pilipino at ito po ang nais na gampanan na tungkulin ni Pangulo: iyong pangalagaan po ang mga karapatan at ang buhay po, ang pagpapahalaga sa buhay ng bawat Pilipino.

TUNYING: So, hindi po galit ang Pangulo kila Mr. and Mrs. Veloso?

SEC. COLOMA: Hindi po. Wala pong ganoong pakiramdam ang ating Pangulo.

TUNYING: Secretary Coloma. Salamat po sa inyong oras at Umagang kay Ganda po sa inyo.
Kayo po ba ay hindi hihingi ng dispensa, tutal nakikinig po si Secretary Coloma, Nanay Celia?

CELIA: Iyon nga po. Sinabi ko nga po. Sa dinanas po namin na hirap at limang taon po kami talagang...nakulong po si Mary Jane ng limang taon, buong pamilya po nakulong ng limang taon. Tulad po ngayon, binigyan po ng pagkakataon na madugtungan ang buhay ng aking anak. Sana gawin po ng Presidente natin yong aksyon para po talagang makauwi na po si Mary Jane. At kung magagawa po niya iyon, eh tuluyan na po namin siya sigurong mapapatawad sa mga pagkukulang po niya.

TUNYING: Sa pagkukulang niya. Pero iyon pong sa nasabi ninyo, hindi po kayo magso-sorry?

CELIA: Hindi po muna siguro.

TUNYING: Hindi po muna.

CELIA: Hindi pa po muna, siguro.

TUNYING: Sige po. Kayo po, Tatay ano ang tingin ninyo?

CESAR: Ang tingin ko po ay siguro ganoon na rin po. Dahil sa limang taon po na wala po kaming nababalitaan na siya ay umaaksyon, umaksyon na lang siya nitong last two minutes na po.

TUNYING: Huling tanong ko po sa inyo. Ito po maaring naitanong na rin sa inyo. Ito po bang damdamin ninyo ay ganyan na dati pa o kayo po ba ay may nag-impluwensiya po ba sa inyo, naimpluwensiyahan po ba kayo ng abogado ninyo, ng Migrante o nang mga nakakausap ninyo dati?

CELIA: Hindi naman po. Noon pong wala pa po sa ganyang kalagayan si Mary Jane, hindi po kami ganito. Pero po mula nung nangyari ganyan, at lalo na po ay nakita ko po iyong kalagayan niya, talaga pong parang tumatag na rin po iyng kalooban namin ngayon. At saka isa pa po wala pong nagtuturo sa amin, may sarili po kaming pag-iisip.

TUNYING: Nanay Celia. Salamat po sa inyo. Tatay, salamat po sa inyong oras at sana tuluyan na pong makalaya po si Mary Jane.

CELIA: Sana nga po.

TUNYING: Mga kapamilya, nagkaproblema lang po tayo sa ating system tungkol po doon sa ating poll question. Pero alam po ninyo, dito po sa mga sumusubaybay sa atin, kabisadong, kabisado n’yo na po kami dito sa Punto por Punto at programa natin sa radyo. Madalas po nating tuligsain ang mga opisyal ng gobyern0 at hindi po ligtas dito ang Pangulong Aquino. Hindi lang po ako, kung hindi tayong lahat eh dapat magsalita, huwag magbulag-bulagan, huwag magbingi-bingihan, huwag magpipi-pipihan. Kung may mga palsong ginawa ang mga pinuno ng pamahalaan.
Ngunit hindi naman po tayo magmamaramot sa papuri o pagpapasalamat kung meron po tayong natutunghayang mabuti lalo na po sa Pangulo. Marami pong puwedeng ungkatin sa pagpapabaya ng gobyerno sa kaso ni Mary Jane Veloso, kaya nga po nasadlak siya sa ganito kalaking indulto. Pero hindi po ang paghalungkat ng kasalaman ng sinuman ang dapat po nating pag-ubusan ng lakas, kung hindi ang paraan kung paano po siya tuluyang maililigtas sapagkat temporary iyong pagpapaliban sa execution sa kanya. Dapat po ay makawala na siya ng tuluyan at mai-uwi sa kanyang pamilya.

Oo, tungkulin po ni PNoy na alagaan ang kapakanan ng bawat mamamayan, pero nangangahulugan ba ito na hindi na siya dapat pasalamatan nung siya ay gunawa ng hakbang. Kilala po nating mataas ang pride ni PNoy, ngunit nilunok po niya ito. Halos manikluhod po sa kapwa niya lider ng estado, binali po ang protocol at nakipag-usap sa Foreign Minister ng Indonesia na hindi naman niya kapantay sa puwesto, mas mababa po sa kanya. May iba pa pong gumawa ng hakbang, may mga human rights activist, may mga NGOs, andiyan po iyong Migrante at nandiyan po iyong mga kababayan natin na hindi naman kaano-ano ni Mary Jane ngunit naglaan ng panahon para po siya ipanalangin.

Matindi po ang naging galit at pagka-inis ng publiko kay Nanay Celia dahil po sa matatalim na salitang binitawan nila laban sa Pangulo. Kung anu-ano po ang itinawag sa kanya ng netizens dahil sa pagtangging magpasalamat kay PNoy. Universal rule po kasi sa tao, kahit ano lang ang mukhang mabuting ginawa sa iyo, automatic na ang pagbigkas ng salitang “salamat.” Iyon nga lang magsisindi ka ng sigarilyo, may nag-abot sa iyo ng lighter eh, katakot-takot na pasasalamat na ang binibigkas mo eh.

Narinig na po natin ang paliwanag ni Nanay Celia, hindi naman po siguro kalabisang maki-usap ako sa publiko, puwede bang patawarin n’yo na siya? Sa pagkakataong ito, hindi ko po nakita na tinanggap niya iyong pagkakamali at hindi ko po siya pipiliting mag-sorry. Pero para po sa kanila, kung meron man pong nasaktan iyong pamilya na ito, ako na lang nag magso-sorry. Puwede ba?
