President Aquino to visit Europe from September 13 to 20

President Benigno Aquino III is embarking on a four-nation official tour of Europe from September 13 to 20, his first to the region since he assumed office in 2010, to pitch for investments and support for the Philippine position to resolve the conflict in the West Philippine Sea.

In a press briefing in Malacañang on Monday, Foreign Affairs Assistant Secretary Maria Zeneida Angara-Collinson discussed in detail the President’s schedule in Europe, where he is set to meet with leaders of Spain, Belgium, France and Germany before heading to the United States to attend the United Nations Global Climate Change Summit.

According to Collinson, the Chief Executive, accompanied by his official delegation, will depart on September 13 for Spain via a chartered flight, his first stop of the eight-day European trip.

In all of his visits to these nations, the President will also discuss with his counterparts common issues that include the Philippines’ Generalized System of Preferences or the GSP+ application, the illegal and unregulated fishing, the Standard of Training Certification and Watchkeeping for Seafarers (STCWS) and the latest developments in the comprehensive peace agreement on the Bangsamoro.

In the Spanish capital of Madrid, President Aquino is scheduled to meet Prime Minister Mariano Rajoy and His Majesty King Felipe VI to thank Spain for keeping the Philippines—its only partner in Asia in its Official Development Assistance program—a priority country.

The President is also expected to meet with the Filipino community in all four countries. According to Collinson, there are about 700,000 Filipinos in Europe, of whom 44,000 live in Spain, 6,600 in Belgium, 46,000 in France and 20,000 in Germany.

The President’s next visit is the Belgian capital of Brussels where he will sit down with European Commission President José Manuel Barroso, European Council President Herman Van Rompuy, who was the former Prime Minister of Belgium, His Majesty King Philippe and Prime Minister Elio Di Rupo.

The European Union (EU) is the Philippines’ number one source of foreign direct investments and one of the major sources of tourists as well, Collinson said.

The EU, she added, has also been a strong supporter of the Philippine position in the West Philippine Sea.

According to Collinson, President Aquino will again invite King Philippe to visit the Philippines, as well as the Belgian Economic Mission to explore investment potentials.

One of the highlights of the Chief Executive’s trip to Belgium is a policy speech at the Egmont Institute in time for the 50th anniversary of the Philippine-EU relations. “It will center on the enduring partnership of the Philippines and the European Union based on shared values of democracy rule of law,” Collinson said.

In Paris, the President will meet separately with French leaders President François Hollande and Prime Minister Manuel Valls to discuss bilateral issues, including the reactivation of the joint economic committee. He will also witness the signing of the Philippines-France Defense Cooperation Agreement and the air services agreement, and deliver a policy speech at a forum organized by the French Institute for International Relations.

In his last leg of the four-nation European tour, the President will have a meeting with German Chancellor Angela Merkel and another with Federal President Joachim Gauck. He is also scheduled to receive German Foreign Minister Frank-Walter Steinmeier in a courtesy call.

Germany is the country’s number one trading partner in Europe and ninth overall among the trading partners of the Philippines, currently home to 200 German companies engaged in service-oriented industries, trading and manufacturing.

“We are looking at the signing of a Social Security Agreement and an agreement to establish the Philippine-German Chamber of Commerce and Industry. We are also looking at cooperation in technical vocational education and training,” Collinson said.

She added that the Philippines will also discuss ways on how to increase the deployment of Filipino health care professionals to Germany.

The government aims to deploy 500 nurses in Germany, and hopefully 200 by the end of the year, but so far only 25 nurses are employed since most of the applicants are having a hard time passing German language proficiency.

Aside from nurses, President Aquino is also expected to discuss with his counterparts the Philippine-German Maritime Cooperation to increase employment opportunities for Filipino seafarers.

The President will also deliver a policy speech at a forum organized by the Körber-Stiftung and the Asia Pacific association while in Germany. PND (jb)


President Aquino to discuss trade, West Philippine Sea with European leaders

President Benigno S. Aquino III is set to meet with leaders of four European countries next week to discuss bilateral trade relations and the ongoing dispute of the Philippines with China over the West Philippine Sea, among other issues.

During his eight-day trip to Europe, the President will meet with several leaders, including Spain’s King Felipe VI and Prime Minister Mariano Rajoy, Belgium's King Philippe, German Chancellor Angela Merkel, and French President François Hollande, Department of Foreign Affairs (DFA) Assistant SecretaryZeneida Angara-Collinson said during a press briefing on Monday.

President Aquino will also hold talks with European Commission President Jose Manuel Barroso and European Council President Herman Van Rompuy when he visits Brussels.

Collinson said the President will seek continued support from the European leaders regarding the country’s position on the West Philippine Sea.

She noted that the European government has been a “strong supporter” of the Philippines’ protest against China in settling territorial disputes over the disputed Spratly Islands.

“The European position on the West Philippine Sea is that they have supported us in terms of peaceful resolution of conflict; resolution of conflict within the framework of international law, which includes UNCLOS (United Nations Convention on the Law of the Sea),” she said.

“They have also supported us in terms of freedom of navigation, maritime security. Basically, this visit will also introduce to these countries the 'triple action plan', which is the short-, medium- and long-term roadmap of the Philippines to seek resolution of the West Philippine Sea/South China Sea issue,” she added.

Collinson said it is important for President Aquino to apprise world leaders about what is happening in the West Philippine Sea.

President Aquino is also expected to lure more foreign investors during his visit to the four countries.

"This visit is very important because we have a good story to tell. It is a story that if told directly to the heads of these countries, will act as a spur for them to look at the Philippines, keep the Philippines in mind, and appreciate the potential of further engagements in trade, investments, and tourism with this country," said Collinson.

President Aquino will also inform the European leaders of the latest developments on the Comprehensive Agreement on the Bangsamoro, which the Chief Executive is set to hand over to Congress on Wednesday.

President Aquino will leave for Europe on Saturday. This is his first official visit to Europe since he assumed presidency in 2010.

President Aquino to seek European investment

President Benigno S. Aquino III’s upcoming visit to four European countries aims to attract more trade and investment, an official of the Department of Foreign Affairs said Monday.

Foreign Affairs Assistant Secretary for European Affairs Maria Zeneida Angara-Collinson said President Aquino would also seek the European countries’ continued support for the Philippines’ position in the West Philippine Sea (WPS).

The President is scheduled to travel to Spain, Belgium, France, and Germany from September 13 to 20.

During a press briefing in Malacañang on Monday afternoon, Assistant Secretary Collinson underscored the importance of the President’s visit to the four European countries.

“First of all, Europe is a very important region in the world. We must remember that the President is in his fourth year in office and he has not once visited Europe. Europe is our partner, not only in trade and investment,” she said.

“But most importantly, it is our partner in the political field when it comes to values, promotion of democracy, rule of law, support for the Philippine position in the West Philippine Sea. Europe is right there with us,” she added.

Collinson said the President’s visit to Europe is a way of recognizing the importance of this region.

“It’s about time. But also, we are expecting the visit to stimulate trade and investment,” she said.

The Philippines is expected to seek investments in areas ranging from tourism to specific products, such as information technology, according to the Foreign Affairs official.

Collinson further said that President Aquino would introduce to the EU the Philippines’ ‘Triple Action Plan’ to address the escalating tensions in the WPS.

“The European position on the West Philippine Sea is that they have supported us in terms of peaceful resolution of conflict—resolution of conflict within the framework of international law, which includes UNCLOS (United Nations Convention on the Law of the Sea.). And when we say that, it includes arbitration,” she said.

“They have also supported us in terms of freedom of navigation, maritime security. Basically, this visit will also introduce to these countries the 'Triple Action Plan', which is the short-, medium- and long-term roadmap of the Philippines to seek resolution of the West Philippine Sea/South China Sea issue,” she added.

Moreover, Collinson said, President Aquino would also assure its European partners that the Philippines is undertaking measures to combat Illegal, Unreported and Unregulated Fishing (IUUF).

“President Aquino will go there and assure these countries he’s visiting that the Philippines is serious about combating IUUF, and that we’re undertaking measures,” she said.

Collinson said no sanction has so far been imposed on the Philippines. PND (co)


Government aims to increase Filipino workers in Germany

President Benigno S. Aquino III will meet with German Chancellor Angela Merkel and President Joachim Gauck to look into ways to increase the deployment of Filipino workers in Germany.

Speaking to reporters in Malacañang on Monday, Foreign Affairs Assistant Secretary for European Concerns Maria Zeneida Angara Collinson said President Aquino is set to sign various agreements with Germany when he embarks on his eight-day trip to Europe late this week.

“We are looking at the signing of a social security agreement, also an agreement to establish the Philippine-German Chamber of Commerce and Industry. We are also looking at a cooperation in technical vocational education and training,” Collinson said.

“We will promote the triple win project, which is essentially based on a previous agreement with Germany on health care professionals,” she added.

The government aims to deploy 500 nurses to Germany. So far, only 25 Filipino nurses are working in Germany, as most applicants have a difficult time passing the German language proficiency exam.

The government is eyeing to send 200 nurses in Germany by the end of the year.

Aside from nurses, President Aquino is also expected to discuss with his counterparts the Philippine-German Maritime Cooperation to increase employment opportunities for Filipino seafarers.

Germany is the country’s number one trading partner in Europe and ninth overall among the Philippines’ trading partners.

Collinson said there are about 200 German companies in the country, which focus on service-oriented industries, trading and manufacturing.

There has been a 6 percent increase in German tourists who came to the Philippines in 2012.

Palace: Government has sufficient funds to rebuild Zamboanga City, could finish housing projects by December

The Palace said the government has enough funds to rehabilitate Zamboanga City and it could complete permanent housing for the informal settlers within the year.

In a press briefing in Malacañang on Tuesday, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said the National Housing Authority (NHA) has a timetable for the completion of the housing projects in Zamboanga City.

The city on Monday marked the first year anniversary of the devastating siege carried out by the Moro National Liberation Front-Misuari faction.

Secretary Coloma said that the NHA was slated to inaugurate new permanent housing facilities in the city on Tuesday.

"Ayon sa pinakahuling ulat, tinatayang maaari nilang makumpleto ang kanilang mga tinatayong permanent housing by December of this year at ito ay ayon sa kanilang timetable," he said.

"Kaya ginagawa ng pamahalaan ang lahat ng nararapat para matukoy ang mga pangangailangan ng ating mga kababayan."

Citing a report from the Department of Budget and Management, Coloma said the department has already released the entire funding requirement for the rehabilitation of Zamboanga City.

He said that although the President did not designate a point person for the city’s rehabilitation, as what he did for the victims of Typhoon Yolanda in Eastern Visayas, several government agencies work together to rebuild the city.

Public Works and Highways Secretary Rogelio Singson is the overseer of the Zamboanga City rehabilitation and he is being supported by other agencies, such as the National Housing Authority.

Regarding the families living at the Zamboanga City Grandstand, several agencies and organizations are working together to address their needs.

These include the Department of Social Welfare and Development, the city government, and the Red Cross, Coloma said. PND (as)


Government transparent enough in releasing rehabilitation funding reports, says Palace

Malacañang on Tuesday appealed to the public for patience with the release of audit reports on the government’s relief and rehabilitation efforts in areas devastated by calamities.

Commenting on questions regarding certain audit findings, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said during a press briefing that Social Welfare Secretary Dinky Soliman has explained the time difference between conducting the audit and carrying out the project.

Secretary Coloma said that at the time of the audit, the Department of Social Welfare and Development (DSWD) was using funds the General Appropriations Act has allotted for calamities.

When those funds ran out, the DSWD began using funds from other sources, he said.

"Ang hihilingin lang natin dito ay ang pag-unawa na kapag mayroong naipahayag na mga audit findings, meron namang proseso para ipaliwanag ito ng mga tinutukoy na ahensiya at hindi naman pinapabayaan ang pag-uulat sa napapanahong paraan," he said.

On the proposal to extend P70,000 to every family affected by Typhoon Yolanda to enable them to start a new life, Coloma said the government thinks this form of assistance is not the best way to help them.

"Makailang beses na itong ipinunto ng iba’t ibang pangkat at naalala ko na dito mismo ay sinagot ‘yan ni (Presidential Assistant for Rehabilitation and Recovery) Secretary (Panfilo) Lacson na hindi ito ang pinakamainam na paraan para tugunan ang sitwasyon," he told reporters.

The Palace also made an assurance that the government will continue assisting families affected by Typhoon Yolanda.

"Kaya’t ginagawa ng pamahalaan lahat ng mga nararapat para isagawa ang rehabilitation at ang build back more resilient communities doon sa mga naapektuhang lugar," he added.

The government, he said, has thoroughly assessed the situation and is implementing the Comprehensive Master Plan on Relief and Rehabilitation. PND (as)


Palace says ongoing reform in national police aims to cleanse its ranks of rogue officers

The Palace on Tuesday affirmed that there are serious efforts within the Philippine National Police (PNP) to cleanse its ranks of rogue cops.

In a press briefing in Malacañang on Tuesday, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said this small number of rogue police officers should not tarnish the image of the entire police organization.

"They form a very small proportion of the total strength of the PNP," Coloma said.

Nine police officers, seven of whom are members of the La Loma Police station, have been linked to a recent robbery and illegal detention case. Two of them have been arrested.

Asked by reporters if he thinks the September 1 incident along EDSA is a major blow to the 125,000-member police organization, Coloma said it would be a major setback if there is no effort on the part of the PNP leadership to clean up its ranks.

"What would be a major blow is if there would be a situation where the PNP is not doing its duty," he said.

The PNP is doing its job, given the challenges of a large number of people to be covered and given the shortage in manpower and equipment that it is still trying to address, he said.

Despite the incident, the police is working to gain the trust of the public, Coloma said, stressing the importance of police and community coordination to fight crimes.

To make the PNP more efficient, the government is working to increase its members, buy more weapons and equipment, and go after loose firearms, he said. PND (as)


President Aquino, Murad met to iron out details of draft Bangsamoro Law, says Palace

President Benigno S. Aquino III and Moro Islamic Liberation Front (MILF) Chairman Al Haj Murad met last week to clarify and resolve issues in the draft Bangsamoro Basic Law, which will be submitted to Congress on Wednesday.

"The meeting between the President and Chairman Murad resulted in the clarification and resolution of issues pertaining to the details of the implementation of the peace agreement that are embodied in the draft law," Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said during Tuesday’s press briefing.

Both leaders deemed it urgent and important that this draft Bangsamoro law be completed, Coloma said.

“That is why they took the opportunity to meet face-to-face, together with the other significant participants in this process from the Philippine and the MILF panels,” he said, noting that the draft law faithfully represents the agreement between the Philippine government and the MILF.

The Palace is making the preparations for the transmittal of the document to the Senate President and to the Speaker of the House of Representatives, Coloma said.

The draft was scheduled to be submitted to Congress last May, but it was delayed due of some differences from both sides.

Once it is passed by Congress, the President said he would aggressively push for the conduct of a fair and democratic poll in the region for the election of its leaders in 2016. PND (as)


President Aquino to underscore Philippine initiatives in addressing climate change during Climate Summit in New York

President Benigno S. Aquino III will highlight the country's vulnerability to weather disturbances as well as the Philippine government's initiatives in addressing climate change when he attends the Climate Summit 2014 in New York on September 23.

The President will join other leaders during the one-day summit to show that while the country is hit by devastating natural calamities as a result of changing weather, the Philippines is also doing several initiatives to mitigate climate change, Climate Change Commission Secretary Lucille Sering told reporters on Tuesday.

Among those to be highlighted by the President are the country's passage of the renewable energy law in 2008, and the adoption of bus rapid transport that considers alternative modes of transportation and the use of electric vehicles.

Sering said there are different proposals in Congress relating to the adoption of laws on energy efficiency.

The Philippines is among the countries in Southeast Asia to have a windmill, she said, noting that recently, the President also launched a solar farm in the country.

The Philippines is also the first country in Southeast Asia to have the People Survival Fund Board, which has allocated special funds to help local governments access technical support to address their lack of technical expertise.

"Iyon po ang gusto nating iangat at sabihin doon na maliban dito sa ating vulnerability, meron na po tayong ginagawa," she said.

"At inaasahan po na sa latest po ay baka ang Pangulo ng US ay dumalo rin at inaasahan rin ang mga leaders galing sa Tsina, India, Brazil ay baka dumalo rin," she added.

The Climate Summit 2014, organized by UN Secretary General Ban Ki-moon, is not part of the climate negotiations held annually, Sering said, adding that the summit intends to give global leaders direction for a meaningful global agreement on climate change next year. PND (as)

Apat na bansa sa Europa ang sasadyain ng Pangulong Benigno S. Aquino III sa ika-13 hanggang ika-20 ng Setyembre upang umakit ng mamumuhunan at suporta sa paninindigan ng Pilipinas sa paglutas sa sigalot tungkol sa West Philippine Sea.

Ito ang inihayag ni Katulong na Kalihim Maria Zenaida Angara-Collinson ng Ugnayang Panlabas nang talakayin ang kauna-unahang pagtungo ng Pangulong Aquino sa Europa sapul nang maging Pangulo ng bansa.

Nakatakdang makipagpulong ang Pangulo sa mga lider ng Espanya, Belgium, Pransiya at Alemanya bago tumungo sa Estados Unidos para daluhan ang United Nations Global Climate Change Summit na gaganapin doon.

Kasama ng Pangulong Aquino ang opisyal na delegasyon pag-alis sa Setyembre 13 papunta sa Espanya na siyang unang bansang dadalawin niya sa walong araw na paglalakbay sa Europa.

Sa Madrid na ulung-lungsod ng Espanya nakatakdang makapulong ng Pangulong Aquino sina Punong Ministro Mariano Rajoy at ang Kanyang Kamahalan Haring Felipe VI upang magpasalamat sa Espanya sa pagpapanatili na ang bansa ang tanging kabalikat sa Asya sa mga ibinibigay nitong Official Development Assistance program.

Inaasahan ding makakaniig ng Pangulo ang mga Pilipino sa apat na bansang pupuntahan nito, na ayon kay Collinson ay umaabot sa halos 700,000 Pilipino ang nasa Europa. Sa bilang na ito ay 44,000 ang naninirahan sa Espanya, 6,600 sa Belgium, 46,000 sa Pransiya at 20,000 naman sa Alemanya.

Pagkagaling sa Espanya, sa Brussels, ulung-lungsod ng Belgium dadalaw ang Pangulo kung saan makakapulong niya ang Pangulong Jose Manuel Barroso ng European Commision; Pangulong Herman Van Rompuy ng European Council,na dating Punong Ministro ng Belgium, ang Kanyang Kamahalan Haring Philippe at Punong Ministro Elio Di Rupo.

Ang European Union ang nangunguna sa paglalagay ng tuwirang puhunang dayuhan sa Pilipinas at isa sa pangunahing pinagmumulan ng mga turistang nagtutungo sa bansa, ayon pa kay Collinson ay masigasig na tagapagtaguyod ng paninindigan ng Pilipinas tungkol sa West Philippine Sea.

Sinabi pa ni Collinson na aanyayahan uli ng Pangulong Aquino si Haring Philippe na dumalaw sa Pilipinas, gayundin ang Belgian Economic Mission para pag-aralan ang posibleng pamumuhunan sa bansa.

Isa sa tampok ng pagtungo ng Pangulong Aquino sa Belgium ang gagawing pagtatalumpati sa Eugmont Institute kaugnay ng ika-50 anibersaryo ng pagkatatag ng ugnayang Pilipinas-EU na nakasalig sa magkatulad na pagpapahalaga sa pamamayani ng batas na diwa ng demokrasya.

Sa Paris, makikipagpulong nang hiwalay ang Pangulo kina Pangulong Francois Hollande at Punong Ministro Manuel Valls tungkol sa mahahalagang isyu na tulad ng muling pagbuhay sa pinagsanib na lupong pangkabuhayan. Sasaksihan din ng Pangulo ang paglagda sa Philippines-France Defense Cooperaton Agreement at Air Services Agreement. Nakatakda ring magtalumpati ang Pangulo sa pagtitipon ng French Institute for International Relations.

Ang Alemanya ang pinakahuling bansa ng Europa na dadalawin ng Pangulong Aquino kung saan makakapulong niya si German Chancellor Angela Merkel. Pagkatapos ay makakapulong din ng Pangulo si Federal President Joachim Gauck. Nakatakda ring magbigay-galang sa Pangulong Aquino si Ministro Frank Walter Steinmeier ng Ugnayang Panlabas ng Alemanya.

Ang Alemanya ang nangungunang kabalikat sa kalakalan ng Pilipinas sa Europa at pansiyam sa pangkalahatang mga kakalakalan ng Pilipinas na kasalukuyang tahanan ng 200 kompanyang Aleman na nasa larangan ng service-oriented industries, manufacturing at kalakalan.

“Inaasahan naming malalagdaan ang Social Security Agreement at ang kasunduan sa pagtatatag ng Philippine-German Chamber of Commerce and Industry, gayundin ang pagtutulungan sa pagtuturo at pagsasanay sa kaalamang teknikal at panghanap-buhay,” sabi ni Collinson.

Idinugtong ni Collinson na pag-uusapan din kung paano madaragdagan ang mga propesyonal na Pilipino sa larangang pangkalusugan sa Alemanya.

Pakay ng pamahalaan na makagpadala ng 500nars sa Alemanya at inaasahang 200 sa pagtatapos ng taong ito. Sa kasalukuyan, 25 nars lamang ang natanggap na magtrabaho sa bansang nasabi dahil karamihan sa mga aplikante ay nahihirapang makapasa sa pagkabihasa sa wikang Aleman.

Bukod sa mga nars, inaasahan ding pakikipag-usapan ng Pangulong Aquino sa mga pinuno ng Alemanya ang tungkol sa Philippine-German Maritime Cooperationpara madagdagan ang pagkakataong matanggap doon ang mga magdaragat na Pilipino.

Pakikipag-usapan ng Pangulong Aquino sa mga lider ng Europa ang tungkol sa kalakalan, at ang ‘West Philippine Sea’

Nakatakdang makipagpulong ang Pangulong Benigno S. Aquino III sa mga lider ng apat na bansang Europeo sa susunod na linggo tungkol sa ugnayang kalakalan at sa kasalukuyang gusot ng Pilipinas at Tsina sa West Philippine Sea.

Sa walong araw na pagdalaw sa Europa, ang makakapulong ng Pangulong Aquino ay ang Haring Felipe VI ng Espanya at Punong Ministro Mariano Rajoy, Haring Philppe ng Belgium, German Chancellor Angela Merkel at Pangulong Francois Hollande ng Pransiya, sabi ni Pangalawang Kalihim Zenaida Angara-Collinson ng Ugnayang Panlabas Lunes.

Makikipag-usap din ang Pangulo kay Pangulong Jose Manuel Barroso ng European Commission at Pangulong Herman Van Rompuy ng European Council pagtungo niya sa Brussels.

Ayon kay Collinson, hihingan ng suporta ng Pangulo ang mga lider ng Europa kaugnay ng paninindigan ng bansa tungkol sa West Philippine Sea.

Sinabi ni Collinson na ang pamahalaang Europeo ay masigasig na tagapagtaguyod ng protesta ng Pilipinas laban sa Tsina hinggil sa sigalot sa pinag-aagawang Spratly lslands.

Idinugtong ni Collinson na ang paninindigan ng Europa ay pagkatig sa Pilipinas na lutasin sa maayos na paraan ang sigalot nang salig sa mga batas na pandaigdig na tulad ng United Nations Convention on the Law of the Sea.

“Sinuportahan nila tayo sa larangan ng kalayaan sa nabigasyon, kapanatagang maritima. Ang pagdalaw ng Pangulo ay magiging daan para ipaalam sa mga naturang bansa ang triple action plan na short, -medium and long-term roadmap ng Pilipinas para malutas ang isyu ng West Philippine Sea / South China Sea,” sabi pa ni Collinson.

Binigyang diin ni Collinson na mahalagang maipabatid ng Pangulong Aquino sa mga lider ng daigdig kung ano ang nangyayari sa West Philippine Sea.

Sa pagdalaw sa apat na bansang Europeo ng Pangulong Aquino ay sisikapin niyang makaakit ng mga mamumuhunan ng apat na naturang bansa sa Pilipinas.

“Napakahalaga ng pagdalaw na ito upang ipabatid lalo na sa mga puno ng mga bansang ito na laging isaisip na ang Pilipinas ay mahalagang potensiyal tungkol sa kalakalan, pamumuhunan at turismo sa ating bayan,” sabi ni Collinson.

Ipababatid ng Pangulong Aquino sa mga lider ng Europa ang pinakahuling pangyayari tungkol sa Malawakang Kasunduan sa Bangsamoro na nakatakdang ibigay ng Pangulo sa Kongreso sa Miyerkoles.

Sabado nakatakdang umalis ang Pangulo patungong Europa. Ito ang kanyang kaunaunahang opisyal na pagdalaw sa Europa sapul nang manungkulan siyang Pangulo noong 2010.

Sisikapin ng Pangulong Aquino na makaakit ng mga puhunang Europeo

Pangunahing pakay ng gagawing pagdalaw ng Pangulong Benigno S. Aquino III sa mga bansang Europeona makaakit ng karagdagang kalakalan at pamumuhunan ayon sa isang pinuno ng Kagawaran ng Ugnayang Panlabas Lunes.

Sinabi ni Katulong na Kalihim Maria Zeneida Angara-Collinson ng Ugnayang Panlabas ng Pilipinas para sa European Affairs, na sisikapin din ng Pangulong Aquino na magpatuloy ang suporta ng mga bansang Europeo sa paninindigan ng Pilipinas sa West Philippine Sea.

Nakatakdang magtungo ang Pangulong Aquino sa Espanya, Belgium, Pransiya at Alemanya mula sa ika-13 hanggang ika-20 ng Setyembre.

Sa pulong balitaan sa Malacanang Lunes ng hapon binigyang diin ni Katulong na Kalihim Collinson ang halaga ng pagdalaw na ito ng Pangulo sa apat na bansang Europeo.

“Una sa lahat, napakahalagang rehiyon sa daigdig ang Europa. Dapat nating alalahanin na apat na taon na sa tungkulin ang Pangulong Aquino at ni minsan ay hindi pa siya nakapunta sa Europa. Ang Europa ay kabalikat natin, hindi lamang sa kalakalan at pamumuhunan,” sabi pa ni Collinson.

Binigyang diin ni Collinson na ang Europa ay kabalikat natin sa larangang pampulitika na pagsusulong ng demokrasya, pamamayani ng batas at pagsuporta nila sa panindigan ng Pilipinas tungkol sa West Philippine Sea.

Sinabi ni Collinson na ang pagdalaw ng Pangulo sa Europa ay pagkilala sa halaga ng nasabing rehiyon at inaasahan nating magpapasiglang lalo ito ng kalakalan at pamumuhunan sa ating bansa.

Sisikapin ng Pangulo na makaakit pa ng karagdagang pamumuhunan mula sa turismo hanggang sa information technology, sabi pa ng Pangalawang Kalihim.

Ayon kay Collinson, ipakikilala ng Pangulong Aquino sa European Union ang Triple Action Plan ng Pilipinas para matugunan ang umiigting na tensiyon sa West Philippine Sea.

Ipinaliwanag ni Collinson na kinatigan ng mga bansang Europeo ang mapayapang paglutas sa gusot sa West Philippine Sea alinsunod sa mga batas-pandaigdig na tulad ng United Nations Convention on the Law of the Sea (UNCLOS).

“Sinuportahan nila tayo sa larangan ng kalayaan sa nabigasyon, kapanatagang maritima at ang pagdalaw na ito ng Pangulo ay magpapakilala sa naturang mga bansa ng Triple Action Plan na short, -medium at long-term road map ng Pilipinas sa hinahangad na kalutasan ng isyu ng West Philippine Sea / South China Sea,” paliwanag pa ni Collinson.

Hangad ng pamahalaan na dumami ang manggagawang Pilipino sa Alemanya

Pakikipag-usapan ng Pangulong Benigno S. Aquino III kay German Chancellor Angela Merkel at sa Pangulong Joachim Gauck na humanap ng paraan upang maragdagan ang mga manggagawang Pilipino na nagtatrabaho sa Alemanya.

Sa panayam ng mga reporter sa Malacanang Lunes, sinabi ni Katulong na Kalihim Para sa European Concerns Maria Zeneida Angara-Collinson na nakatakdang lumagda ang Pangulong Aquino sa mga kasunduan sa Alemanya kaugnay ng walong araw na biyahe niya sa Europa sa linggong ito.

“Inaasahan naming malalagdaan ang kasunduan sa social security para maitatag ang Philippine-German Chamber of Commerceand Industry, gayundin ang pagtutulungan sa technical vocational education and training,” wika ni Collinson.

Sinabi ni Collinson na isusulong ang tatlong proyektong ito salig sa una nang kasunduan sa Alemanya hinggil sa health care professionals.

Nakapagpadala na ang gobyerno ng 500 nars sa Alemanya, nguni’t 25 lamang na nars na Pilipino ang nagtatrabaho roon dahil ang karamihan sa mga aplikante ay nahihirapang makapasa sa pagsasalita ng wikang Aleman.

Hangad ng pamahalaan na makapagpadala ng 200 nars sa Alemanya sa taong ito.

Bukod sa mga nars, inaasahan ding pakikipag-usapan ng Pangulo sa mga pinunong Aleman ang tungkol sa Philippine-German Marine Cooperation upang maragdagan ang mga pagkakataong makapagtrabaho roon ang mga magdaragat (seafarers) na Pilipino.

Ang Alemanya ay nangungunang kabalikat ng Pilipinas sa kalakalan sa buong Europa at pansiyam sa pangkalahatang kakalakalan ng Pilipinas.

Ayon kay Collinson, may 200 kompanyang Aleman ang nasa bansa na nakatuon sa service-oriented industries, manufacturing at kalakalan.

Tumaas ng 6 porsiyento ang bilang ng mga turistang Aleman na dumalaw sa Pilipinas noong taong 2012.

Ilalabas ng gobyerno ang ‘rehabilitation funding reports’—Palasyo

Nanawagan ang Malacanang sa publiko na antabayanan ang paglalabas ng audit reports ng mga ginawa ng pamahalaan na pagtulong at rehabilitasyon sa mga pook na malubhang sinalanta ng mga kalamidad.

Ito ang tugon ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa pulong balitaan at binanggit na ipinaliwanag ni Kalihim Dinky Soliman ng Kagalingang Panlipunan at Kaunlaran (DSWD) ang tungkol sa pagsasagawa ng awdit at ang pagsasaka-tuparan ng proyekto.

Sinabi ni Kalihim Coloma na sa panahon ng awdit, ang ginagamit ng Kagawaran ng Kagalingang Panlipunan ay mga pondong buhat sa General Appropriations Act na nakalaan para sa mga kalamidad.

“Nang maubos ang pondo, sinimulan nang gamitin ng DSWD ang pondong sa iba galing,” sabi ni Coloma.

“Ang hihilingin lamang natin dito ay ang pag-unawa na kapag mayroong naipahayag na mga audit findings, mayroon namang proseso para ipaliwanag ito ng mga tinutukoy na ahensiya at hindi naman pinababayaan ang pag-uulat sa napapanahong paraan,” paliwanag ni Coloma.

Tungkol sa mungkahing bigyan ng tig-P70,000 ang bawa’t pamilyang apektrado ng Bagyong Yolanda upang makapagsimula ang mga ito ng bagong buhay, sinabi ni Coloma na ipinalalagay ng pamahalaan na ang ganitong uri ng pagtulong ay hindi siyang pinakamainam na paraan para tulungan sila.

“Makailang beses na itong ipinunto ng iba’t ibang pangkat at naaalaala ko na dito mismo ay sinagot iyan ni (Presidential Assistant for Rehabilitation and Recovery) Kalihim (Panfilo) Lacson na hindi ito ang pinakamainam na paraan para tugunan ang sitwasyon,” sabi ni Coloma sa mga reporter.

Tiniyak din ng Palasyo na ipagpapatuloy ng pamahalaan ang pagtulong sa mga pamilyang apektado ng Bagyong Yolanda.

“Kaya ginagawa ng pamahalaan ang lahat ng nararapat para isagawa ang rehabilitasyon at muling maitatag ang isang higit na matibay na komunidad doon sa mga naapektuhang mga lugar,” dugtong pa ng Kalihim.

Alinsunod kay Coloma, ang pamahalaan ay puspusang nagsagawa ng pagtaya sa kalagayan at ipinatutupad na ang Comprehensive Master Plan on Relief and Rehabilitation. PND(as/zaf)


Ginagawa nang kasalukuyan ang reporma sa ‘national police’ upang malinis ang hanay ng mga tauhan nito, sabi ng Palasyo

Inamin ng Malacanang Martes na may masusi at puspusng pagsisikap na kasalukuyang ginagawa sa Pambansang Pulisya ng Pilipinas (PNP) sa hangaring linisin ang hanay ng mga pulis.

Sa pulong balitaan sa Malacanang Martes, sinabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Opertions Office na ang maliit na bilang ng tiwaling alagad ng batas ay hindi dapat makasira sa buong organisasyon ng mga pulis.

“Maliit na bahagi lamang sila ng kabuuang lakas ng PNP,” sabi ni Kalihim Coloma.

Siyam na tauhan ng pulisya, pito sa kanila ay nakatalaga sa himpilan ng pulisya sa La Loma, Lungsod ng Quezon, ang nasangkot kamakailan sa pagnanakaw at ilegal na pagpigil. Dalawa sa siyam na sangkot na pulis ang nadakip na.

Nang tanungin ng mga reporter kung sa palagay niya ang nangyari noong Setyembre 1 sa EDSA ay matinding dagok sa 125,000 tauhan ng Pambansang Pulisya, sinabi ni Coloma na matinding dagok ito kung hindi magsisikap ang liderato ng PNP na linising mabuti ang hanay nila.

“Ang matinding dagok ay kung hindi gagampanan ng PNP ang katungkulan nila,” wika ni Kalihim Coloma.

Idinugtong ni Coloma na ginagawa ng PNP ang katungkulan nito sa harap ng matinding hamon na kinakaharap at dahil pa rin sa kakulangan nila nang sapat na tauhan at mga kagamitan upang gawin ang lahat matugunan lamang ang dapat nilang gawin.

Sa kabila ng nasabing pangyayari, pinagsisikapan ng pulisya na manumbalik ang tiwala ng bayan sa kanila, wika pa ni Coloma at binigyang diin ang halaga ng pagtutulungan ng pulisya at ng sambayanan sa pagbaka sa krimen.

Sinabi ni Coloma na upang higit na magampanan ng PNP ang tungkulin nito, ginagawa ng pamahalaan ang lahat para maragdagan ang mga pulis, bumili ng dagdag na mga sandata at kagamitan, at samsamin ang lahat ng walang pahintulot na sandata o loose firearms. PND (as/zaf)


Nagpulong ang Pangulong Aquino at si Chairman Murad ng MILF para ayusin ang ilang detalye sa ‘draft Bangsamoro Law'

Nagpulong ang Pangulong Benigno S. Aquino III at si Chairman Al Haj Murad ng Moro Islamic Liberation Front (MILF) noong nakaraang linggo upang linawin at lutasin ang mga isyung nasa draft Bangsamoro Basic Law na ihaharap sa Kongreso Miyerkoles.

“Ang pulong sa pagitan ng Pangulo at ni Chairman Murad ay nagbunga ng pagliwanag at pagkalutas sa mga isyu na may kinalaman sa detalye ng pagpapatupad ng kasunduang pangkapayapaang nakasaad sa draft Bangsamoro law,” paliwanag ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa pulong balitaan sa Malacanang Martes.

Sinabi ni Coloma na minarapat ng dalawang lider na mag-usap upang mabuo ang draft Bangsamoro Law.

“Ito ang dahilan kaya sinamantala nila ang pagkakataon para magharap, kasama ang iba pang mahahalagang kalahok sa prosesong ito mula sa pangkat ng Pilipinas at ng MILF,” dugtong pa ni Coloma at sinabing ang draft Bangsamoro law ay matapat na kumakatawan sa kasunduan sa pagitan ng pamahalaan ng Pilipinas at ng MILF.

Ayon kay Coloma, naghahanda na ang Palasyo para sa gagawing pagpapadala ng dokumento sa Pangulo ng Senado at sa Speaker ng Kapulungan ng mga Kinatawan.

Ang draft ay nakatakdang iharap sa Kongreso noon pang Mayo, subali’t nabalam dahil sa ilang hindi pagkakaunawaan ng dalawang panig.

Sa sandaling mapagtibay ng Kongreso, sinabi ng Pangulo na puspusan niyang isusulong ang pagdaraos ng isang parehas at demokratikong halalan sa rehiyon para maihalal na ang mga lider nito sa 2016. PND(as/zaf)

If there is a common denominator among history’s greatest success stories, it is that they happened not just through sheer luck, but through overcoming challenge and adversity. In an ever-changing world, those who have imprinted their names in our history books are the ones who proved that success is always a frame of mind—that if we believe in our capacities, and if we work hard, then we can do more than cope with the impact of external shocks; we can use it to our advantage.

If I may give an example: Back in 2010, the global economy was in flux. Countries and companies alike were in a constant state of uncertainty; citizens in certain areas around the world were protesting the growing inequality in their regions. Here, when our administration stepped into office, we found a bureaucracy in shambles—a result of an entrenched system of patronage and corruption. Despite the circumstances, we did not lose faith. We knew that we had a winning hand in the Filipino people, who are some of the most hardworking, creative, and loyal people in the world; and that all we had to do was give them an opportunity to shine.

This was the idea behind all our reform efforts—to create a regime of opportunities in our country, and to empower our people to fully utilize their skills and talents, and regain authorship of the next chapters of their lives. To do this, we had to foster a business climate that was more conducive to investors, and we did just that. For instance, we made sure that registering a business in the Philippines did not involve constant navigation through a maze or mazes of bureaucracy. We set up the Philippine Business Registry, which gathered the business registration processes of several different agencies into a single shop. Now, a process that formerly took from four to five days can be done in 30 minutes—with the added benefit of minimizing the opportunities for corruption.

The Department of Public Works and Highways, under the able leadership of Secretary Babes Singson, is another good example of reform. They optimized the bidding process, cutting down the required bidding documents from 20 to just 5. Simply by plugging the leaks in their system, their agency has saved nearly P28 billion, on the way to building, upgrading, and improving our infrastructure, like the 12,184 kilometers of national roads—which, if they were put together, is equivalent to four roads connecting Laoag to Zamboanga City.

Our message to investors is clear: The Philippines is once again open for business. We have leveled the playing field, and are giving the investors the assurances that matter—that as they deal with the commercial risk that naturally comes with enterprise, our government will do its utmost to minimize regulatory risk.

The results of our reforms have been stark. Last year, our economy grew by 7.2 percent, making us one of the best performing economies in Asia. In the second quarter of this year, with some sectors still feeling the effects of the spate of disasters we had late 2013, our GDP has grown by 6.4 percent. Naturally, the international community has recognized our turnaround. All in all, credit rating agencies from all over the world have announced a total of 20 positive credit ratings actions for the Philippines in the past four years—with the most significant upgrades coming last year, when Moody’s, Fitch, and Standard & Poor’s declared us investment grade. On top of this, we have consistently climbed global competitiveness ranking, with the latest development being our leap to 52nd place on the World Economic Forum’s 2014 Global Competitiveness Report—this is a 33 place jump from our ranking of 85th in 2010.

All this was a result of our belief in our people, and in our efforts to put them in the global spotlight. The resurgence of the Philippines is a result of striving for success in the face of challenge.

As we welcome ASEAN Integration in 2015, our country—and our companies—will face another new development in this increasingly globalized world. We expect competition to increase, putting more pressure on businesses to provide even better products and services to the people. Some have begun wondering: Can we keep up with increased competition from the region? We find the answer in events such as this. The nominees and awardees here today are those who will ensure that in the era of globalization, the Philippines will not merely stay afloat, the Philippines will excel. All of you here today are the individuals who, in the coming years, will carry our message to the world that the Philippines works, and that the Filipino is world class.

Ladies and gentlemen, we have reached a point in our history where the world is finally taking notice of our abilities and our potential—and this is not just in terms of business or economics. In fact, one of the most prominent recent examples of this is a small group of Filipinos who, just last week, managed to inspire the entire Philippine nation. I am sure you have heard of them: They go by the name of Gilas Pilipinas. [Applause] They took on the world in the FIBA Basketball World Cup in Spain. They raised our hopes; they raised our collective heart rates in their close games; and perhaps most important of all, their hard work and passion served as yet another reminder that, in the global milieu, the Filipino can excel.

As we welcome an integrated Southeast Asia, your companies, and all companies around the Philippines, are entering a global competition of their own. I am hopeful that those of you here do not rest on their laurels—that this recognition of your excellence only further inspires you to pursue even greater heights. REY: Good morning, Secretary.

SEC. COLOMA: Good morning, Rey at Alex, sa inyo at sa ating mga tagasubaybay.

REY: Secretary, katutunghay lang po namin dito sa balita hinggil po rito sa naging statement po ng Korte Suprema na may kaugnayan po roon sa P62 billion asset and power sector asset liabilities na garnishment po na gagamitin po doon sa limang libong terminated employees po ng National Power Corporation. Siguro nakarating na rin po sa inyo itong kaalaman na ito, ano po?

SEC. COLOMA: Ang batid natin diyan, Rey at Alex, ay ito: Pinahayag ng Supreme Court na ipinatigil ng Korte Suprema ang garnishment order na nauna nang inilabas ng isang lower court. At mainam naman ito dahil nga malawak at malalim ang implikasyon ng pagpapatupad ng garnishment laban doon sa pamahalaan. At sa aking natunghayan, pinapalista sa kinauukulan iyong pangalan ng mga empleyadong dapat na bigyan ng benefits dahil nga doon sa kasong isinampa nila at nadesisyunan sa kanilang pabor. Dahil noong nag-umpisa iyan, Rey, kulang sa dalawampung empleyado lamang ang nagpetisyon—I think, 16 or 18 employees.

REY: Ngayon nadagdagan na ho?

SEC. COLOMA: Oo. Pero sa desisyon, kung lalahatin ay 20,000 yata iyong maaapektuhan kaya napakalaki ng halagang total benefits na kailangan, at aabot ito sa P61 o P62 billion.
REY: So ngayon ay meron na hong “hope” ang nabanggit na mga empleyado na makakamit na rin nila finally itong kanilang matagal nang hinihintay?

SEC. COLOMA: Meron nga, Rey, ‘no. Kaya lang, ang pinupunto lang ng ating pamahalaan ay isaalang-alang din iyong mas malaking pambansang interes dahil nga hindi biru-biro iyong pag-implement kung iyong buong halaga na P62 billion ang igagawad o ia-award. Kaya maaaring ito ay pagkakataon para repasuhin kung paano ipapatupad iyong pagpapasya in favor doon sa mga empleyado.

REY: How true rin, Secretary, na kung saka-sakaling gamitin ang buong halagang ito para po sa benepisyo ng mga empleyado ay maaari raw mabangkarote ang Napocor, at maaaring hindi na magpatuloy sa kanilang operasyon?

SEC. COLOMA: Matagal na pong bangkarote iyong National Power Corporation kaya nga po nag-liquidate na ng karamihan ng mga assets nito, maliban na lang doon sa mga power plants sa Mindanao. At hindi lang po iyon, merong tinatawag na cross-default provision diyan. Parang kung iyong pamahalaan [ay] hindi makakabayad sa mga pagkakautang nito dahil nga diyan sa dagdag na obligasyon na iyan, maaapektuhan din iyong ibang pagkakautang natin sa ibang larangan. Kaya dapat talagang pag-aralan nang mainam para maging katanggap-tanggap ang pagpapatupad ng resolusyon ng korte.

ALEX: Opo. Secretary, dito ho tayo, dumako po tayo sa isyu po nang kinasasangkutan po ng ilan pong mga kawani ho ng PNP. Ano po ba ho ang marching orders po ng ating Pangulo dahil po mukhang nakakaladkad na po ang pangalan po ng PNP?

SEC. COLOMA: Iyon nga po ‘no, binanggit na rin ni Kalihim Mar Roxas na napakalaking offense, parang mortal sin po talaga para sa isang kasapi ng kapulisan na sa halip na maging tagalutas ng krimen ay iyong masasangkot pa sa krimen. Kaya sinabi ko rin po kahapon na zero tolerance po ang patakaran ng pamahalaan diyan. Hindi po talaga pinapahintulutan iyong ganyang maling gawain.

ALEX: Sa nakalipas pong mga araw na involvement po ng mga pulis dito po sa crimes ay may panawagan po ang VACC – ito po iyong anti-crime group. Ano pong tugon po ng ating Pangulo tungkol po dito sa panawagan na tanggalin na po ang hepe ho ng PNP?

SEC. COLOMA: Ilagay lang po natin sa tamang perspektibo. Lampas po ‘no sa 130,000 ang kagawad ng Philippine National Police. Out of the 130,000, meron po ritong iilan-ilan na masasangkot sa ganyang tiwaling asal. Huwag din po nating kalimutan na merong daan-daan o libu-libo ding mga pulis na araw-araw ay tapat na ginagampanan iyong kanilang tungkulin at iyong iba nga ay nag-aalay din ng buhay nila, sinasangga nila iyong kanilang katawan sa pagtupad sa kanilang tungkulin. Ilagay lang po natin sa tamang perspektibo.

Wala naman pong magkakaila din na iyon pong mga so-called “high profile crimes” ay tinugunan kaagad at nalutas na rin. Ang hindi na lang po nadadakip ay sina Ginoong Ecleo at iyong Reyes Brothers. Ito naman pong mga nakaraang “high-profile crimes” ay nasolusyunan na ng PNP. Patuloy pong tinutugis ang iba pang mga salarin sa iba’t ibang krimen. Ngayon po nagkaroon ng concerted campaign against loose firearms, iyong “Oplan Katok” po natin na sinisigurado na ang mga may hawak ng armas ay mga lisensiyado at mga tamang indibidwal. Kaya marami na rin po tayong natamong gains o tagumpay. Hindi naman po dapat sirain iyong buong larawan dahil po sa maling gawain ng iilan.

ALEX: So, patuloy pa rin po ang tiwala ho ng Pangulo kay General Purisima po, sir?

SEC. COLOMA: Patuloy po.

REY: Secretary, madako naman po tayo dito sa kaganapan sa Senado. Hindi naman kaila sa inyo ang patuloy na hearing na isinasakatuparan po doon sa alleged na overpriced na parking lot annex for Makati. Ngayon ay may panawagan na hindi lang daw dapat isentro sa oposisyon, kung hindi pati na raw iyong kaalyado ng administrasyon na pinaniniwalaan nilang meron ding kinasasangkutang ganitong klase ng mga overpriced. Reaksyon po ng Malacañang?

SEC. COLOMA: Kung ang pag-uusapan pong larangan ay Kongreso, Senado man o Kamara, iyan po ay larangan ng mga mambabatas, at ginagalang po ng Ehekutibo ang Lehislatura bilang pantay at hiwalay na sangay. Kaya may laya po sila na mag-initiate ng anumang imbestigasyon, kahit pa po impeachment complaint, dahil tungkulin po nila at naaayon po sa kanilang mga kapangyarihan sa ilalim ng ating Saligang Batas.

Lahat po ng mamamayan, lahat po ng sektor, mga civil society organizations, meron po silang tungkulin na isuplong at paratangan ang mga lingkod-bayan na gumawa ng mali kung meron po silang nakita at kung meron pong natuklasan. Wala po kaming iniiwasan; bukas at hayag ang pamamahala ni Pangulong Aquino. Wala pong ikinukubli at handa pong ipagtanggol ang aming records sa paglilingkod. Baka po mas magiging makatuwiran kung iyong mga nagsasalita po ng ganyan ay maglahad na lang ng konkretong batayan at huwag nang daanin lamang sa salitang walang kahulugan.

REY: Nangangahulugan, regardless kaalyado o hindi kaalyado, walang sasantuhin dito?

SEC. COLOMA: Wala naman po talagang sinasanto dahil ang sa batas po natin ay may piring ang katarungan.

ALEX: Okay, Secretary, panghuli siguro. Dahil Miyerkules ngayon, ngayon yata po dadalhin po ng Malacañang ang draft po ng Bangsamoro Basic Law. Optimistic naman po kayo, Secretary, na ito po ay madaliang bubusisihin po ng ating mga mambabatas?

SEC. COLOMA: Umaasa po tayo na ang ating mga mambabatas ay makikiisa sa ating layunin na magtatag ng kapayaapan at progreso sa Kamindanaoan, at matupad na iyong matagal na sinasabing unfulfilled promise.

Noong bata pa po tayo, ang bansag po sa Mindanao ay “The Land of Promise” at talaga naman pong “The Land of Opportunity” din po iyan. At kung matutuloy po at magaganap sa kabuuan itong proseso ng kapayapaan, malaki po ang posibilidad na maipagtagumpay natin ang ating mga layunin para sa ating mga kapatid sa Mindanao, at ito ay hahantong din sa kabutihan ng buong bansa.

ALEX: Well said.

REY: Kasama ba kayo, Secretary, sa Pangulo sa pagtulak po niya sa ibayong dagat?

SEC. COLOMA: Tila kasama po tayo. Sana ay kasama din si Ginoong Rey Langit, parating nagpapasaya sa ating delegasyon saanman ito maparoon. (Laughs)

Ombudsman indicts former city mayor, 6 others in fertilizer fund scam

The Office of the Ombudsman found probable cause to indict a former mayor of Marawi City, Lanao del Sur and six private individuals implicated in the anomalous expenditure of public funds intended for the Farm Inputs and Farm Implements Program (FIFIP) of the Department of Agriculture (DA).

In a 17-page Resolution, Ombudsman Conchita Carpio Morales ordered the filing of an Information against former Mayor Omar Ali and private respondents Jaime Paule, Marilyn Araos, Marites Aytona, Leonicia Llarena, Minda Bombase and Joselito Flordeliza, President of the National Organization for Agricultural Enhancement and Productivity Incorporated (NOAEPI) for violation of Section 3(e) in relation to Section 3(g) of the Anti-Graft and Corrupt Practices Act.

According to the Resolution, a Memorandum of Agreement (MOA) was entered into between Mayor Ali, NOAEPI President Flordeliza and DA Regional Field Unit X (DA-RFU X) Director Rufo Chan, Jr. on 06 May 2004.

Under the MOA, NOAEPI received the amount of P1,999,500.00 from DA-RFU X in two tranches to cover the payment for 1,333 bottles of liquid organic fertilizer priced at P1,500.00 per bottle bought from Feshan Philippines, Inc.

The Resolution found that Paule, Araos, Aytona, Llarena, and Bombase conspired with Flordeliza and Ali in diverting the fund received by NOAEPI and Feshan.

Findings made by the Commission on Audit (COA) reveal that NOAEPI was awarded the contract even if the NGO’s total equity is only P468,868.40 and that no List of Farmer Beneficiaries or Distribution List was submitted to support the liquidation. COA findings also determined that the fertilizers were overpriced as its actual price is only P150.00 per bottle and not P1,500.00.

The Resolution also cited that Mayor Ali “failed to monitor and ascertain the status of the project, the proper utilization of the fund, and the receipt of the fertilizers by the farmer beneficiaries,” resulting to injury to the City of Marawi.

In approving the Resolution, Ombudsman Conchita Carpio Morales said that “in the performance of his official duty, Ali acted with manifest partiality, evident bad faith or gross inexcusable negligence, and gave unwarranted benefit to NOAEPI, and entered into a contract that is gross and manifestly disadvantageous to the government.”

Section 3(e) of R.A. No. 3019 provides that it shall be unlawful for any public officer or private person in conspiracy with them, to perform his official duty or in relation to his public position, to act with manifest partiality, evident bad faith or gross inexcusable neglect, thereby causing undue injury to the Government or any private party, or to give any unwarranted benefits, advantage or preference.

Meanwhile, the charges against City Administrator Nasser Sampaco, Municipal Treasurer Anggay Abdullah, Municipal Accountant Potre Taurak, State Auditor Pundug Laguindab, and Deonilla Gregorio and Redentor Antolin, both from Feshan Philippines, Inc. were dismissed for lack of probable cause, while the complaint for Malversation of Public Funds was dismissed for lack of merit.


Tuguegarao City mayor, administrator dismissed

For issuing a special permit to operate a baratilyo and ordering the closure of three city streets without prior legislative approval by the Sangguniang Panlungsod, the mayor and city administrator of Tuguegarao City were meted out the penalty of dismissal from the service.

In a Decision issued by the Office of the Ombudsman, Mayor Jefferson Soriano and City Administrator Ronald Brillantes were found guilty of Grave Misconduct and were also criminally charged with two counts of violation of Section 3(e) of R.A. No. 3019 (Anti-Graft and Corrupt Practices Act).

The Decision narrates that on 18 July 2013, Soriano sent a letter-request to the Sangguniang Panlungsod for authority to conduct a baratilyo as part of the city’s fiesta celebration and to close portions of the Gomez, Del Rosario, and Gonzaga streets for such purpose from August to September 2013. However, a week earlier, Soriano and Brillantes issued a special permit to businesswoman Vicky Medina to exclusively conduct carnival and baratilyo operation. It was also established that city roads were closed without the Sanggunian’s approval.

In approving the findings, Ombudsman Conchita Carpio Morales said that“by issuing the Special Permit to Medina on 11 July 2013, respondents deliberately pre-empted, if not circumvented, the will of the local legislative body and granted a privilege to a private party without the benefit of negotiations, and without taking into account the safety, operation, and financial conditions that the Sangguniang Panlungsod was able to lay down through a City Resolution only on 31 July 2013.”

Ombudsman Morales emphasized that the “law prohibits the mere giving of unwarranted benefit… The mere fostering of an uneven playing field in the conferment of a public privilege is, in itself, injurious to public interest.”

Insofar as the road closure is concerned, the Ombudsman said that “the City Mayor has no plenary authority to unilaterally cause the closure of local roads” as such closure of local roads, even on a temporary basis, must bear legislative, and not simply executive fiat.”

Section 3(e) of R.A. No. 3019 provides that it shall be unlawful for any public officer or private person in conspiracy with them, to perform his official duty or in relation to his public position, to act with manifest partiality, evident bad faith, or gross inexcusable neglect, thereby causing undue injury to the Government, or any private party, or to give unwarranted benefits, advantage, or preference.

In addition to dismissal from the service, Soriano and Brillantes face the accessory penalties of cancellation of civil service eligibility, forfeiture of retirement benefits, perpetual disqualification from holding public office, and bar from taking civil service examinations.


BSP honors its stakeholders in Zamboanga City

Deputy Governor Vicente S. Aquino led the awards ceremony for stakeholders of the Bangko Sentral ng Pilipinas (BSP) in Region IX during the annual appreciation lunch held at the Multi-Purpose Room, BSP Zamboanga New Generation Building, Zamboanga City on 9 September 2014.

Universal Canning, Incorporated (UCI) was chosen as the Outstanding Respondent among Large and Medium Firms for the Business Expectations Survey (BES) in Region IX. UCI is one of the largest and most dynamic marine industrial conglomerates in the Philippines.

A.L. Gonzales and Sons, Inc. was also recognized as the Outstanding Respondent among Small Firms in Region IX. The company is a distributor of liquefied petroleum gas (LPG) products and retailer of household appliances in Zamboanga City.

The Outstanding Partner for the Report on Regional Economic Developments was awarded to the Philippine Statistics Authority (PSA)-National Statistical Coordination Board (NSCB), Zamboanga City. Meanwhile, the Zamboanga City Bankers & Financiers Association received the award for Outstanding Regional Partner in Currency Programs of the BSP.

Through this annual event, the BSP gives recognition to BES respondents as well as to public and private institutions that have provided strong support for the BSP’s various statistical undertakings, information requirements, and advocacy programs. The event attests to the successful alliances that have helped the BSP maintain price and financial stability and ensure an effective payments and settlements system. Stakeholders of the BSP in the National Capital Region were earlier recognized during the awards ceremony at the BSP Main Office on 9 July 2014. This year’s stakeholders’ awards marks the fifth time that the BSP has held its annual stakeholder’s awards in Region IX and is the eighth in a series of 11 regional events for this year.


One year after: Zamboanga City rises from the ashes of armed of conflict

Zamboanga City – One year after the armed conflict between the military and the Moro National Liberation Front (MNLF)-Misuari faction here, new communities have risen in various areas established by the government as transitional and permanent resettlement sites for families who lost their homes.

In Barangay Tulungatong, a transitional site, for instance, where 412 families have already transferred, is now a busy community. Around 25 bunkhouses with 300 rooms were built here by the Department of Social Welfare and Development (DSWD) and partners.

Internally displaced Sama-Badjaos who used to occupy the Cawa-Cawa Boulevard are now in transitional and permanent shelters, re-establishing their community.

Now, the area is free from family-evacuees and the local government unit (LGU) is cleaning up the area.

In Buggoc, 54 families have recently transferred to the single-detached transitional houses. More families are expected to transfer upon completion of some 163 units by October 2014.

Rogelio Olbido’s family was among the first to call the shelter in the area, their new home.

Rogelio, 72, said “Nasa ligtas na bahay na po kami (We are now in a safe house).”

DSWD said that around 1,906 families have transferred to transitional shelters/bunkhouses which are now serving as temporary homes to the displaced families while waiting for their permanent houses.

Rising from the ravages of conflict, the internally displaced persons (IDPs) have transformed these empty sites into a thriving community, showcasing rows of homes with neat, small gardens planted with vegetables, flowers and ornamental plants; sari-sari stores, children playing, families doing their laundry or going about their household chores, and neighbors chatting animatedly.

With the help of the government and partner humanitarian organizations, the survivors of the siege have found renewed hope in these transitional sites.

Some permanent shelters have already been constructed, such as the Martha Permanent Shelter, now with 44 families

Teresa Maru, shared “Masaya na ang buhay naming dito sa Martha shelter (We are happy here at the Martha permanent shelter).”

This was affirmed by Lilia Fuentebella, 74. “Salamat sa pabahay na ito na tulong ng gobyerno. Nabago po ang buhay namin (Thanks to this housing provided by government, our lives have changed).”

DSWD Secretary Corazon Juliano-Soliman said that all displaced families, especially those still living in the Zamboanga Grandstand, will be transferred to safer homes by year end.

“The goal is to close all evacuation centers and move all families to shelters. Our target is that by December 15, the Grandstand will be empty as the families there will have already been given temporary or permanent shelters,” she pointed out.

The Secretary however calls for a ” real durable solution” to the problem.

“While we have shelter as the temporary answer to the problem of internal displacement, the real durable solution to all this is peace in Zamboanga and in the country,” Sec. Soliman explained.

Response

The course of the armed conflict affected a total of 23,794 families in 14 barangays such as Arena Blanco, Cabatangan, Calarian, Canelar, Kasanyangan, Mampang, Mariki, Rio Hondo, San Roque, Sta. Barbara, Sta Catalina, Talon-Talon, and Zone IV.

Massive destruction was recorded in eight out of the 14 barangays, which were the location of the actual conflict.

These were Arena Blanco, Kasanyangan, Mampang, Mariki, Rio Hondo, Barbara, Sta. Catalina and Talon-Talon.

More than 20,000 families were displaced due to the prolonged fighting which left 10,160 houses totally destroyed. The massive destruction of properties and businesses created a setback in the entire socioeconomic status of the Zamboangueños.

As soon as the armed conflict ensued, the local government led by Mayor Beng Climaco and the national government wasted no time in responding to the urgent needs of the affected families.

Evacuation centers were immediately established to accommodate the displaced families. DSWD provided food assistance to the most vulnerable displaced families, including psycho-social interventions.

Based on the record, DSWD provided a total of 553,120 food packs to evacuees which amounted to more than P264 million.

Likewise, the Department provided non-food items such as mats, malong, hygiene kits which cost P7,696,558.50

Recognizing the needs of the IDPs for livelihood, DSWD also implemented the cash-for-work program which benefited 466 individuals amounting to P3.8 million for two-months-worth of work.

In partnership with DSWD, the World Food Programme (WFP) also provided food-for-work, distributing to 18,000 IDPs a total of 18,000 bags of rice to amounting to P22.5 million.

To address the psycho-social needs of the evacuees especially the children, DSWD conducted counseling, and art and play therapy sessions. Stress debriefing was also conducted to IDPs in evacuation centers.

Road to recovery

With “Build Back Better Zamboanga” as the working goal, the national government, the LGU, and civil society organizations continued to converge their services to achieve this.

Sec. Soliman said that the way to recovery is to enable the IDPs to regain their productive capacity.

Providing an opportunity to earn is also a key component towards rebuilding the IDP’s lives, the Department strengthened its livelihood program for the affected families.

Not far away from the Buggoc Transitory shelter where the Sama-Badjaos have transferred, they are now seen fixing things in their boats ready to go out into the sea to catch fish.

Likewise, DSWD provided 2,483 families with livelihood assistance amounting to P20,173,880 to start their own sources of livelihood.

Complementing the livelihood assistance are DSWD’s other programs and services for the IDPs such as the Pantawid Pamilyang Pilipino Program, Sustainable Livelihood Program, Supplementary Feeding Program, and Social Pension for Indigent Senior Citizens, among others.

Sec. Soliman is confident that with the continued convergence of services, building back a better Zamboanga is not far behind, prompting her to express her dream for the city.

“My vision for the city is the Vinta – colorful and sailing away to a brighter future in Zamboanga.”


DOLE provides free healthcare services to employees through Health and Wellness Program

DOLE provides free healthcare services to employees through Health and Wellness Program

The onslaught of disease outbreak in many countries today should prompt us at the DOLE to intensify our own Health and Wellness Program. Having a healthy workforce will enable us to serve our clients better.

Thus said Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday as she bared that the Human Resource and Development Service has partnered with several pharmaceutical companies to deliver quality healthcare services to DOLE employees.

Last month, Baldoz said the HRDS has set into motion a preventive healthcare scheme that provides DOLE employees with free access to quality healthcare services.

"This program covers preventive health care, health education, and in-house medical services. The DOLE provided three free healthcare services--influenza vaccination, awareness campaign on Vitamin D deficiency, and medical check-up (blood glucose screening, body mass index determination and body fat analysis, and body temperature and blood pressure check)--in cooperation with several pharmaceutical companies last month," Baldoz said.

“We adhere to and believe in the adage that prevention is always better than cure,” she added.

According to the HRDS, 135 officials and employees availed of the free influenza vaccination, given once a year to help prevent the communicable influenza virus, in August.

The DOLE has also partnered with Procast, Incorporated, an agency accredited by UNILAB, in the activity, “D’ Na!”, an awareness campaign on Vitamin D deficiency which involved blood testing and a healthcare lecture on 5 August . A total of 100 employees availed the service and many of them were found to have insufficient Vitamin D.

To address the deficiency without too much spending, Procast doctors advised DOLE employees to sunlight exposure between 10 a.m. and 3 p.m. every day. Taking Vitamin D supplement on a daily basis was advised as an alternative.

Another sponsor, Omron Asia Pacific Ltd. PTE, offered free blood glucose screening (FBS), body mass index determination and body fat analysis, body temperature and blood pressure check, also last month. The results were immediately released to 86 employees who registered to avail of the service.

Baldoz said these healthcare services were in addition to the existing preventive health and wellness program of DOLE, made available free of charge without the need to provide healthcare cards or insurance. In order to avail of the services the employees will have to present their ID for purposes of validation and documentation.

“The purpose of the program is to help our officials and employees nurture good health. We will be sacrificing a lot if we get sick. We strongly believe that health is, indeed, our wealth," said Assistant Secretary and concurrent HRDS Director Katherine B. Brimon, who supervised the activities.

She expressed the hope that the free healthcare services will make officials and employees alike feel that the DOLE really cares for their welfare and that it intends to keep a healthy workforce to enable them to deliver quality service to clients.

Baldoz said the DOLE's Health and Wellness Program is in line with the overarching goal of President Benigno Aquino, III agenda "to invest in our country’s top resource, our human resource, to provide a healthy and competitive workforce that will promote inclusive growth".

 “Changes in the labor market happen so fast that career guidance coaches and advocates must continually learn what is happening in the market to be able to cope.” This was the heart of the message of DOLE Regional Office No. 1 Director Grace Ursua at the opening of Capability Training for Regional Network of Guidance Counselors and Coaches/Advocates of Region 1, held at the end of August in Bauang, La Union. The training, organized by the Regional Network of Guidance Counselors and Coaches of Region 1, sought to enhance the capacities of guidance counselors and advocates in the delivery of Labor Market Information programs and services to address the structural job-skills mismatch. "The capability training is aligned with the Presidential directive to DOLE, DepEd, CHED and TESDA to jointly address the jobs-skills mismatch, review the education and training curriculum to suit industry needs, and guide the course and career choices of students," said Director Ursua. A total of 83 participants, composed of representatives of the Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority, Overseas Workers Welfare Administration, DOLE regional and field staff, and members of the Regional Network of Guidance Counselors and Coaches of Region 1, joined the training. Baldoz commended the DOLE regional office and the Regional Network of Guidance Counselors and Coaches of Region 1 under the leadership of its President, Melita Catungal, for putting together the event. "Your unremitting efforts of ensuring that our existing labor market information is put to good use is commendable. I am grateful to you for helping the DOLE generate broader support for career guidance as a strategy to enhance the employability of graduates and shorten their transition from school to work,” she said. According to Baldoz, addressing the jobs-skills mismatch, reviewing the education and training curriculum to suit industry needs, and guiding the course and career choices of students is a convergent commitment under the HRDPR Cluster, and career guidance coaches and advocates, by working with the government, will hasten the work of achieving the national goal of massive employment. Ursua said the training is most timely for the participants as they have a role to play in providing reliable inputs towards the review of education and training curriculum, the intensified implementation of career guidance for students and the optimized utilization of the Philjobnet,” she said. The DOLE updated the participants on developments in the implementation of R. A. 10533 (Enhanced Basic Education), more popularly known as the K to 12; on the best practices gathered during the Career Guidance Week 2014; and on the scholarship programs of CHED, OWWA, and TESDA. Marivic Reyes, the Career Ambassador for Region I, presented vocational-technical career options, while Jennifer Lynn Junio, a trainer from Genpact Services, Manila, discussed job prospects and recruitment process in the BPO industry. The training also included a discussion on the Skilled Occupational Shortage List (SOSL), a list of hard-to-fill occupations; where there is proven shortage of skills; and which skills potentially could be open to foreign skilled workers. The SOSL was to serve as a signal for academe and training institutions to produce the required skills and as basis to restrict deployment of highly critical skills.

Kasabay nito pinapurihan ni Roxas ang matagumpay na operasyon at implementasyon ng National Capital Regional Police Office (NCRPO) Command sa pangunguna ni Police Director Gen. Carmelo Valmoria at ng Eastern Police District sa Oplan Lambat na nagresulta sa pagkaka-aresto nitong aktibong opisyal ng PNP.

“Binabati natin ang NCRPO at EPD sa matagumpay na implementasyon ng Oplan Lambat. Tinitiyak din natin na tuloy-tuloy itong pagtugis ng ating kapulisan sa apat na suspek na kasama nila sa grupo,” paniniyak ng kalihim.

Ito ang reaksyon ng kalihim matapos na ihayag ni Valmoria sa pulong balitaan sa Camp Crame ngayong hapon ang pagkaka-dakip sa tiwaling pulis.

Sinabi ng kalihim na nakikita nito na maliit na porsyento lang ang mga pulis na gumagawa ng katiwalian at mas malaking bilang ng kapulisan ang tapat sa serbisyo.

“Maraming pulis ang ilang beses ng nagsakripisyo ng sarili nilang buhay para tugunan ang banta ng kriminalidad sa ating mga kababayan. Marami sa kanila ang gumagawa ng tama sa kanilang trabaho. Madami sa kanila ang isinasakripisyo ang personal na kaayusan para makatulong sa komunidad kaya hindi tama na maputikan at madungisan ang lahat ng unipormadong pulis,” paliwanag ni Roxas.

“Iyong mga pulis na nakikita ng tao na akala lahat sila ay masasamang loob ay iilan lamang ang mga ito. Mas maraming bilang o daang-libo ang gumagawa ng tama kaya dapat na mawala itong mga tiwali sa serbisyo para hindi nadadamay ang mga matitinong operatiba ng PNP,” pahayag nito.

Tinukoy ng kalihim ang maka-ilang ulit nitong inihayag ang kanyang panuntunan sa regular command conference na ginagawa mismo sa PNP National Headquarter sa Camp Crame na walang dapat na kinikilala sa pagpapatupad ng batas at hindi mahalaga kung sino ang tatamaan nito kahit pa ito ay kakilala dahil ang krimen ay krimen na dapat panagutan sa batas.

Inirekumenda natin ang mas mataas na reward na ibibigay ng gobyerno kung may pulis na dawit sa kaso dahil nanghihinayang tayo na itong mga operatiba natin na nanumpang magbibigay proteksyon sa ating mga kababayan ay sila rin mismo ang maaaring gumawa ng karahasan.

“Ang mga kapulisan ay nanumpa na proteksyunan ang taong bayan. Binigyan sila ng tsapa, baril at tamang kaalaman kaya kung sila pa ang gagawa ng karahasan o krimen dapat talaga silang parusahan at papanagutin sa batas,” paglilinaw pa rin ni Roxas.

“Dahil dito kaya inaprubahan ng Pangulo ang rekomendasyon na taasan natin ang reward kung ang salarin ay pulis ng sa ganun ay magsilbing mensahe ito sa kapulisan,” paglilinaw ng kalihim.

Kaugnay nito pinasalamatan ng kalihim ang pakikiisa ng publiko na naging daan para matukoy ang mga taong sangkot sa krimen sa Edsa-Mandaluyong noong nakaraang linggo.


AKG, PAOCC operatives capture wanted kidnapper

After long years of hiding finally wanted kidnapper Martin Lico Jr y Bungalo was arrested by joint operatives of PNP AKG and Presidential Anti-Organized Crime Commission (PAOCC) at around 8:45PM of Sept 7, 2014 at Rhonavile Townhomes, Gate 1, F. Santos Ave., Las Pinas City by virtue of warrant of arrest issued by Hon. Judge Marie Claire Victoria Mabutas-Sordan, RTC, 4th Judicial Region, Br 95, Antipolo City, for the crime of Kidnapping for Ransom docketed under CC#13-45906.

According to PSSUPT Renato A. Gumban, Director of AKG arrested person who also carries the Aliases "ROMEO BULURAN", "BOGART", "ALDREEN DAAT", SGT. MUTIA, ROMEO HERNANI and "PAUL" was involved in the kidnapping and murder of a wealthy businessman Jose Saribong and his driver in Antipolo City in year 2012, he was also implicated in at least three other cases of Kidnap for Ransom here in Metro Manila.

He is also an escaped prisoner of the Davao Prison and Penal Farm on Feb 5,1994 for a crime of Homicide. He was a former member of the ALFEREZ organized crime group and a sub-leader of the Ozamis robbery hold-up and kidnap for ransom group operating in Manila and nearby provinces and in Mindanao.

He is also facing cases of robbery filed by the Quezon City Police District for his involvement in the December 16, 2013 heist of Jewelry shops at SM, North EDSA and in 2008 Bank Robbery of LandBank Branch in Timog, Quezon City. Also in IBANK Robbery at Amorsolo, Makati City.

Philippines affirms support to disaster risk reduction during 6th Asian Ministerial Conference

09 September 2014 - The Philippines affirmed its commitment to disaster risk reduction during the 6th Asian Ministerial Conference on Disaster Risk Reduction (DRR) held in Bangkok on August 28. Led by Department of National Defense Undersecretary Eduardo G. Batac, the Philippine delegation supported the Conference’s Joint Statement of Ministers and Heads of Delegation (Bangkok Declaration) and the Asia Pacific Input Document for the Post-2015 Framework for DRR (HFA2), among others. The Conference is a biennial conference in the Asia region to ensure political and stakeholder’s commitments towards Disaster Risk Reduction (DRR).

The other members of the Philippine delegation were Department of Foreign Affairs (DFA) Assistant Secretary Zeneida Angara Collinson, DFA Assistant Secretary Jesus R.S. Domingo, DFA Assistant Director Angella Gilberto L. Alfafara, Second Secretary Princess Tomas-Tayao, Principal Assistant Flaureen Dacanay, and Ms. Pilar Binuya of the Philippine Embassy. Ms. Lenie D. Alegre, Chief, National Disaster Risk Reduction Management Service of the National Disaster Risk Reduction and Management Council co-headed the delegation.

Representative Rufus Rodriguez of the second district of Cagayan de Oro City attended the parliamentarians session of the Conference.

Brunei Darussalam deploys 11th batch of peace monitors to IMT in Mindanao

09 September 2014 - Brunei Darussalam deployed the 11th batch of peace monitors to the International Monitoring Team (IMT) in Mindanao in support of the on-going peace process between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF). The contingent is composed of seven military personnel and one police officer.

Philippine Ambassador to Brunei Darussalam Nestor Z. Ochoa, together with the Defense and Armed Forces Attaché Colonel Carlos B. Cepe PAF (GSC), attended the send-off ceremony on September 5 at Rimba Air Base, Gadong.

The ceremony was graced by the Deputy Minister of Defense, Dato Paduka Haji Mustappa bin Haji Sirat, as the Guest of Honor who attached the IMT armbands to each of the contingent members. The event was also attended by the Commander, Royal Brunei Armed Forces, Major General Dato Paduka Seri Mohd Tawih bin Abdullah, Police Commissioner Dato Paduka Seri Awang Bahrin bin Mohd Noor, members of the Defence Executive Committee, Service Commanders and Commandants, Directors and other senior officers of MINDEF, Royal Brunei Armed Forces and the Royal Brunei Police Force, as well as families of the departing personnel.

The contingent is led by Lt. Col. Haji Huzaimi bin Pehin Datu Harimau Padang Major General (Ret) Dato Paduka Seri Haji Husin, and composed of the following: Major (U) Pg Muhd Mujib bin Pg Haji Umar Ariffin, Major Mohd Azmi bin Mohd Taib, Captain Mohd Asmafahmi Hazmin bin Haji Mohd Sultan, Captain Abdul Aziz bin Haji Razali, ASP Haji Mohd Termizi bin Dr Haji Mohd Yusop, WO2 Saiful Bahri bin Haji Latif and WO2 Pg Hashim bin Pg Abdul Rahman.

Dato Mustappa stated that Brunei remains committed to the peacekeeping process through the IMT framework, adding that the Sultanate is ready to deepen its involvement following the invitation to be part of the Independent Decommissioning Body (IDB) to help in the disarming of MILF units.

“On the whole, we have indicated positively our readiness to support the framework agreement and the peace process,” he commented.

Since the deployment of the first contingent in Mindanao on 10 October 2004, a total of 124 military and police personnel from Brunei Darussalam have served in the IMT.


Negros Occidental farmers receive land from DAR

The Department of Agrarian Reform (DAR) recently distributed 252 Certificates of Land Ownership Awards (CLOAs) covering 388.6 hectares of agricultural land in Negros Occidental.

The farmers received their CLOAs and took their oath as agrarian reform beneficiaries (ARBs) of the Comprehensive Agrarian Reform Program (CARP) before Municipal Trial Court Judge Phoebe Gargantiel-Balbin at the Barangay Hall of Barangay Dancalan in Ilog town.

Out of the 252 ARBs, 64 came from Cauayan A, 64 from Cauayan B, 48 from Candoni and 78 from the Municipality of Ilog.

Municipal Agrarian Reform Office Marilou Tubesa congratulated the new landowners and encouraged them to take good care of their lands and make them more productive.

In her speech, Tubesa informed the farmer-beneficiaries of the 3 A’s in agrarian reform—Acceptance, Accessibility and Accountability—to remind them of their responsibilities as new owners of their awarded lands.


DA chief spearheads agri rehab launch in Quezon

After the launching activities in Sorsogon, Camarines Sur and Albay, Department of Agriculture (DA) Secretary Proceso J. Alcala led the ceremonial distribution of post-typhoon Glenda assistance to farmers and fishers under the department’s Agriculture Rehabilitation Program in Mulanay, Macalelon and Tayabas, Quezon on September 6, 2014.

Banana and coconut farmer Rowena P. Manalo, 43 of Sta. Rosa, Mulanay, Quezon said that up to now, they are still recovering from the onslaught of typhoon Glenda, which damaged their crops.

“With my husband’s meager income as tricycle driver, and two children to feed and send to school, life has been very difficult for us after the typhoon,” said Manalo, “but thanks to DA’s assistance, we can now have something to start on again.”

Vilma M. Dimaculangan, Regional Executive Director of DA Regional Field Office IV-A (DA-CALABARZON) said that the seeds and equipment given to the three local government units (LGUs) will be needed to replace what were lost after the typhoon, and help the farmers recover from the damages.

She urged the recipients to maximize, care for and share to other farmers and fishers the seed and equipment assistance they received.

“The distribution of the vegetable seeds, banana suckers and fruit tree seedlings will be useful in maintaining the green of Mulanay, as expressed in your tagline ‘Happy berde, Mulanay’,” she said to the Mulanay audience.

Among the assistance awarded to the three LGUs were cassava chipper, cassava grater, corn hammer mill, corn sheller, vermicast, hybrid yellow corn seeds, vegetable seeds, banana suckers, coffee and fruit tree seedlings, and urea fertilizer for the farmers; and plywood, nail and epoxy glue for the fisherfolk.

In recognition of the attendance of the farmers and fishers to the activity, which also served as forum with the Secretary, 10 units fishing boat engine, two motorized bancas, 50 gill nets, 50 training bags, five knapsack sprayer, 10 sets of spades and rakes, two units power sprayer, one hand tractor with trailer, 50 pieces drying nets, one unit rice reaper, two buffalo with plow and suyod, 20 piglets, and tilapia and carpa fingerlings for freshwater fishermen were raffled out.

Secretary Alcala said that the rice reaper will tested and DA will add more units if the proves to be useful.

Certificates of Award for the installation of flat-bed dryer and construction of palay shed were also given to farmers and fisherfolks associations. The first tranches of checks for the construction of P1.5M- and P3.170M-worth FMRs in Mulanay and Macalelon, respectively were also awarded to the local chief executives.

Mulanay Mayor Joselito “Tito” A. Ojeda thanked DA’s continuous assistance to the municipality.

“As instructed by Secretary Alcala, farm-to- market roads should be concrete. It is now being experienced by the 52,000 residents of Mulanay,” he said.

He added that the construction of the road to the oldest grave site in the Philippines with initial P20M funds from DA, and the P150M in the pipeline for the road to the “Long Beach” of Mulanay are indications of the strong support of DA to the farmers and fisherfolk of their town.

Municipal Mayor Nelson R. Trate of Macalelon and Acting City Mayor Wanda Saberona de Torres of Tayabas also expressed their gratitude to DA for the post-disaster support, saying that it is not usual for a cabinet secretary to visit small LGUs like them.

Harmonize DA-LGU efforts, involve farmers, fishers

Secretary Alcala in his message encouraged farmers and fishers who have lost properties to typhoon to report to the municipal agricultural office for validation and assessment. With this, the office will not have to guess on the extent of damage or who the beneficiaries of rehabilitation programs should be.

“PNoy’s instruction is for me to visit typhoon victims and to focus on small fishers and farmers,” he said “but as farmers, you need to coordinate with your local agriculture office to help them assess damages and identify immediate needs.”

The Secretary has been doing rounds in the typhoon-stricken areas to listen to the plight of small farmers and fishers.

“We have done this similar activity in other parts of the country. We want to listen to voices from the grassroots—especially from small farmers and fishers,” he said.

In the open forum, Secretary Alcala stressed that site validation is necessary to assess needs on projects like FMRs or water impounding systems.

“Projects on construction and repair of FMRs or water impounding systems will be based on evaluation and point system-based prioritization of needs. Supply chain analysis is also used,” he said.

With regard to farm machineries, Secretary Alcala said that DA is willing to provide more farm machineries as long as this is based on validation to satisfy Commission on Audit requirements, or is really needed for expansion.

“Let us harmonize validation activities to save on resources and there is a need to actively involve barangays in the evaluation and identification of projects for transparency and accountability,” he said.

The agriculture chief added that after proper validation, DA can include the project funds under the 2015 regular budget or implemented under the Philippine Rural Development Program (PRDP), an income-enhancing initiative for rural communities that will institutionalize several reforms introduced by the Aquino Administration in the agro-fisheries sector.

Secretary Alcala noted, however, that World Bank-funded PRDP also aims to monitor programs to link products to the market, not just provide livelihood and infrastructure to farmers and fishers.

“Improving the market for agricultural products is ensured in the PRDP. The Philippines is the first to implement PRDP, hence the rest of the countries will be looking at us as a model,” he said. (Jan Dacumos/AFID)
