Synopsis:
At 4:00 AM today, the eye of Typhoon "LUIS"
was located based on all available data at 100 km West Northwest of
Laoag City (18.4ºN, 119.7ºE) with maximum sustained winds of 120 kph and
gustiness of up to 150 kph. It is forecast to move West Northwest at 30
kph.
Forecast:
The provinces of Ilocos Norte, Apayao,
Abra, Kalinga, Mt. Province, Ilocos Sur and Cagayan including Babuyan
and Calayan group of islands will experience stormy weather with rough
to very rough seas. The provinces of Isabela, Benguet, Ifugao, Nueva
Vizcaya, Pangasinan, La Union and Batanes group of islands will have
rains with gusty winds. Metro Manila and the rest of Luzon will
experience monsoon rains which may trigger flasfloods and landslides.
Visayas and Mindanao will be partly cloudy to cloudy with isolated
rainshowers or thunderstorms.

Nagpunung-abala ang
Malacanang Biyernes sa Agenda-Setting with Dialogue Partners na tinagurian ng
Pangulong Benigno S. Aquino III bilang pagtitipon ng mga lakas ng reporma.
Binanggit ng Pangulong Aquino sa talumpati niya ang malaking nagawa na ng administrasyon niya sa paglalatag ng mga reporma lalo na sa larangan ng edukasyon, imprastraktura at kagalingang panlipunan. “Noong tayo’y kinukumbinsing tumakbo, ang mungkahi, umpisahan lamang natin ang pagbabago, ayos na. Ngayon, napakalayo na po talaga ng narating natin mula nang magsimula tayo. Talaga pong lampas-lampas pa ito sa ating mga unang inasam,” wika ng Pangulo sa tinatayang 400 panauhing binubuo ng mga kagawad ng Kongreso at ng Gabinete, mga kapanalig sa kowalisyon, mga lider at kinatawan ng iba-ibang civil society organizations at pangkat ng mga mangangalakal. Sinabi ng Pangulo na sa mga nagawang ito ng kanyang administrasyon, ang malaking katanungang kinakaharap niya ay kung sino ang magpapatuloy ng mga reporma sa pamahalaan na inilatag at ginawa niya. “Kaya nga po, sa mga nagtatanong kung sino ang magpapatuloy, baka naman po nagkakamali tayo ng tanong. Baka hindi talaga ‘sino’ ang dapat nating hanapin—dahil walang ibang sagot sa tanong na iyan kundi 'tayong lahat ang magpapatuloy nito',” pagbibigay-diin ng Pangulo. Inisa-isa pagkatapos ng Pangulo ang mga isyung kinakaharap ng pamahalaan na tulad ng malamang mangyaring kakulangan sa koryente, ang port congestion sa Maynila, ang dapat gawing pag-aayos sa light railway system, at ang kalagayan ng katahimikan at kaayusang pambayan—at ang mga hakbang na ginawa ng administrasyon upang malutas ang mga ito. “Ang mga hakbang ukol sa mga isyung tinukoy ko ang magpapatunay: sagad na sagad pa rin ang tutok natin sa kapakanan ng ating mga Boss. Hindi tayo lilihis sa tuwid na landas. Ang tuon natin ay hindi pulitika, kundi resulta; hindi pag-iingay, kundi kongkretong tugon sa mga suliranin ng ating mga Boss. Hindi ambisyon, kundi serbisyong pampubliko at tunay na pag-mamahal sa ating bansa,” dagdag pa ng Pangulo. Pinilantik din ng Pangulo ang mga naninira sa administrasyon niya at sinabing dapat tumulong ang mga ito sa pamahalaan upang malubos ang pagbabago ng bansa. “Ang problema po, tuloy ang pagkontra nila habang tayo’y nagtatanim. Pero tiyak ko po, pagdating ng panahon na aanihin na ang mga bunga nito, sila pa ang mangunguna sa pagpapapel,” wika ng Pangulo. Nanawagan ang Pangulo sa mga dumalo sa pagtitipon na ipagpatuloy ang pagmamalasakit na makagawa ng pagbabago o reporma. “Kailangan lamang po talagang araw-araw nating pag-ibayuhin ang pagsisikap. Kailangan nating doblehin ang pagkayod. Kailangan nating idiin sa taong bayan na itong tuwid na landas, itong adyenda ng reporma at ng tapat at mabuting pamamahala, ito lamang ang tanging paraan para magpatuloy ang ating paglalakbay tungo sa katuparan ng ating mga pangarap,” madamdaming pahayag ng Pangulo. Samantala, sa sinabi naman ni Speaker Feliciano Belmonte, Jr. ng Kapulungan ng mga Kinatawan na ang pagtitipong ito ay isang pagkakataon para sa kanila na alagatain ang kalagayan ng bansa sa susunod na dalawang taon, gayundin ang pagkakaisa at pagtatagumpay sa kanilang mga adhikaing isinusulong na matamo. Sa panig naman niya, sinabi ng Pangulong Franklin Drilon ng Senado na ang kanilang misyon sa susunod na dalawang taon ay sinupin ang mga repormang matiyagang ginawa ng Pangulo upang mapangalagaan ito at mapanatili kahit lampas na ang 2016. “Titiyakin namin na ang susunod na liderato ay magpapatuloy ng mga repormang ito upang ang kanilang mga bunga ay malasap ng saling-lahing ito at ng mga susunod na saling-lahing isisilang pa lamang,” mariing wika ni Drilon. “Sa pamumuno ni Heneral Purisima, ang nag-imbestiga, tumugis at nakadakip sa mga salarin na ngayon ay kinasuhan na, kapuwa po sila pulis. Dagdag pa po diyan ang sari-sari pang mga krimen na nalulutas, kasama na ang mga high-profile na pagpaslang.Tanong ko po: Makatuwiran po bang pagbitiwin sa puwesto si Heneral Purisima na namumuno sa mga pulis na gumagawa sa trabaho nila nang mahusay?” wika ng Pangulo sa talumpati niya sa Agenda-Setting with Dialogue Partners na idinaos sa Malacanang Biyernes. Binigyang diin ng Pangulo na naniniwala siyang malaki at mahahalagang pagbabago ang nagawa ni Heneral Purisima sa pulisya. “Ang totoo po, napakalaki na nang ipinagbago ng imahe ng atin pong kapulisan. Dala po ito ng traspormasyong nangyari sa kanilang hanay—hindi lamang sa larangan ng kagamitan o pag-aaruga sa ating mga pulis, kundi pati na rin sa kulturang nagsisimula nang mamayani sa sistema,” dugtong pa ng Pangulo. Pinuri rin ng Pangulo si Purisima sa walang pagod na pagsisikap ng mga pulis na malutas ang mga krimen na malayung-malayo sa paraan ng paglutas ng krimen ng nakalipas na panahon. “Dati, natukoy lamang ang suspek sa krimen, tila okey na. Ngayon, talagang hindi tinatantanan ng kinauukulan ang kaso hangga’t walang nadarakip. Kung dati, dinaraan sa tsamba o sa ‘sana’ ang paglutas sa krimen, ngayon mas sistematiko at siyentipiko na ang pangangasiwa kung saang lugar at kung aling krimen ang dapat tutukan,” dagdag ng Pangulo. Kabilang sa high-profile cases na sinisiyasat ng PNP ay ang pagpaslang kay Enzo Pastor, race car driver, na dalawa nang pinaghihinalaan ang nadakip; ang pagpatay kay Alkalde Ernesto Balolong ng Urbiztondo, Pangasinan na dalawa sa tatlong pinaghihinalaan ang nahuli na; at ang pagpatay kay Richard King, may-ari ng hotel chain, na tatlong pinaghihinalaan ang nahuli na. Binanggit din ng Pangulo ang pagkadakip kay Heneral Jovito Palparan, kay Benito Tiamzon, tagapangulo ng Partido Komunista ng Pilipinas-New People’s Army, at sa maybahay nito. Binigyang diin ng Pangulo na pinatutunayan ng mga pinakahuling istatistika na nabawasan nang malaki ng PNP ang mga patayan sa National Capital Region. “Kitang-kita rin po ang pagbabago ng mga numero. Sa pinakahuling datos, ang dating 31 kaso ng pagpatay linggu-linggo sa National Capital Region ay bumaba na sa 20 na lamang sa isang linggo,” mariing wika ng Pangulo. Nagpahayag ng pagkalungkot ang Pangulo sa hindi pagbibigay mandin ng pansin ng media sa mga nagawang ito ng PNP. “Nakadidismaya nga po kung minsan, dahil nakikita natin na kapag may krimeng nangyari, headline sa diyaryo. Kapag naman nalutas ang krimen, kailangang hanapin ang kapirasong ulat sa pahina 20. Benigno S. Aquino III ang pangako ng administrasyon niya na pagbubutihin ang
serbisyo ng Metro Rail Transit (MRT) system para maging maginhawa sa mga tao
ang pagbibiyahe sa Metro Manila.
Sa talumpati sa Agenda-Setting with Dialogue Partners na idinaos sa Malacanang Biyernes, sinabi ng Pangulo na nakatuon ang programa ng pamahalaan sa ginagawang pagpapahusay ng serbisyo ng light rail system. “Sa ngayon nga po, gumugulong na ang proseso para sa isang malawakan at sistematikong pagsasaayos ng MRT system,” wika ng Pangulo at idinugtong na inaasahan ng pamahalaan ang pagdating ng 48 mga bagong bagon sa Setyembre ng lilipat na taon. Ayon sa Pangulo, ang Automatic Fare Collection System (ACES) ng MRT na magiging 50 porsiyento nang tapos sa susunod na taon ay makatutulong para mabawasan ang oras ng mga pasahero sa pagkuha ng tiket. Lalakihan din, sabi ng Pangulo, ang mga lugar na pilahan sa pagkuha ng tiket at aayusin ding mabuti ang mga daambakal ng mga tren para matiyak ang kaligtasan ng mga pasahero. “Aayusin din pati ang oiler system dahil mas malakas ang konsumo ng koryente ng mga ito. Pati ang bagong signal system ay pabubutihin upang maging mas madalas ang paglapag sa istasyon ng mga tren at mas ligtas ang biyahe ng mga ito,” sabi pa ng Pangulo. Sinabi ng Pangulo na ang ibig sabihin nito, mas maraming makasasakay araw-araw at mababawasan ang pagsisiksikan sa mga tren. Binigyang diin ng Pangulo na malaon na niyang nais makitang nagagawa ang mga pagbabagong ito, subali’t ang pagsasagawa ng mga pag-aaral kung paano mapabubuti ang serbisyo ng light railway system at paghanap ng pondo para rito ay nagtagal dahil mula sa apat hanggang anim na buwan ang procurement process lamang. “Maunawaan po sana nang lahat na kailangan ang panahon para ipatupad ang lahat nang ito, na kapag natapos naman ay magbibigay sa atin nang mas maayos na sistema ng pampublkong trasportasyon na inaasahan nating magpapaluwag din sa mga kalsada dahil mas kakaunti na ang pipiliing magdala ng sariling sasakyan,” dugtong pa ng Pangulo. Noong Abril, lumagda ang pamahalaan ng concession agreement sa Metro Pacific Investment Corporation at sa Ayala Corporation para sa P1.72 bilyong single ticketing project para sa MRT at Light Rail Transit (LRT). Ang proyektong ito ay nasa ilalim ng sistemang public-private partnership (PPP). Sinabi naman ni Kalihim Joseph Emilio Abaya ng Trasportasyon na ang proyektong PPP ay inaasahang lubusang maipatutupad sa Setyembre ng taong darating. Ang ACFS ay isang tap-and-go ticketing scheme para sa MRT at LRT ay naglalayong mapaginhawa ang biyahe ng mga pasahero sa pamamagitan ng higit na maikling pilahan at maayos na paglipat-lipat sa mga tren. Ito ang binigyang diin ng Pangulong Aquino sa talumpati sa Agenda-Setting with Dialogue Partners na ginanap sa Rizal Hall ng Malacanang Biyernes kung saan binanggit niya na maraming text messages siyang natanggap na nagsasabing katungkulan niyang tiyaking magpapatuloy ang reporma sa bansa. Binigyang diin ng Pangulo na naniniwala siyang pananagutan ng buong bansa na tiyaking magpapatuloy ang mga pagbabagong ito. “Kaya nga po sa mga nagtatanong kung sino ang magpapatuloy, baka po naman nagkakamali tayo ng tanong: baka hindi talaga “sino” ang dapat nating hanapin dahil walang ibang sagot sa tanong na iyan kundi ‘tayong lahat ang magpapatuloy nito',” sabi ng Pangulo. Sinabi ng Pangulo na ang misyon ng administrasyon ay ipatupad nang puspusan ang mga reporma sa pamahalaan upang ipakita sa mga Boss na ang tanging paraan upang matamo ng bansa ang mga mithiin nito ay walang iba kundi ang pagtahak sa tuwid na daan. “Lalo pa nating pag-ibayuhin ang pagsisikap. Huwag po tayong makuntento sa ating nararating. Siguruhin natin na ang narating natin ay hindi na maglalaho pa at bagkus ay lalong lalawak at lalalim,” pagbibigay-diin ng Pangulo. Una nang sinabi ng Pangulo na nang maluklok siya sa puwesto noong 2010, ang bansa ay nakagumon sa katiwalian at laganap ang kawalang pag-asa sa mga Pilipino. “Habang ipinatutupad ng pamahalaan ang mga reporma, ang bansa ay nagtagumpay sa mga larangan ng edukasyon, kalusugan, pangangalagang panlipunan, kaunlaran ng imprastraktura, kapayapaan at kaayusang pambayan, paglikha ng mga trabaho at marami pang iba,” ayon sa Pangulo. “Kung dati, manhid na ang mga Pilipino at wala nang ganang makilahok sa paghubog ng lipunan, ngayon po ay talagang buhay ang ating demokrasya,” dagdag ng Pangulo. Mula ngayong gabi hanggang sa ika-24 ng Setyembre, lalabas po tayo ng bansa para bumiyahe sa Europa at Estados Unidos. Sa Espanya po ang una nating lapag, na susundan ng Belgium, France, at Germany. Pagkatapos, tutulak naman tayo sa Amerika, partikular na sa Boston, New York, at San Francisco. Mahaba-haba po ang biyahe nating ito—aabot po sa ating talaan 86 ang ating magiging engagements; pero pihado naman tayo, magiging mahaba rin ang listahan ng maiuuwi nating good news at tagumpay para sa bansa, at para sa ating mga Boss, ang minamahal nating taumbayan. Nasa labas man tayo ng Pilipinas, sisiguruhin nating nakatutok pa rin tayo sa lahat ng mga nangyayari sa kalakhang bansa. Nariyan po ang ating Gabinete na tuloy-tuloy ang pagpapatupad ng tungkulin para pagsilbihan ang ating mga kababayan. Ibabahagi natin sa kanila kung paanong ang bansang dating laging naiiwan sa kaunlaran, ay kinikilala na ngayon at hinahangaan; kung paanong sa mabuting pamamahala, bumuti ang ating ekonomiya. Kasama ang kanilang mga pinuno, uupuan natin ang mga usapin ukol sa kalakalan, seguridad, at kapayapaan; pati na rin ang pagpapaigting sa ugnayan ng ating mamamayan tungo sa pangmatagalang kaunlaran ng ating mga bansa. Magandang pagkakataon nga po ang biyaheng ito para mapatibay ang relasyon ng Pilipinas sa ibang bansa. Di po ba, sa isang pamilya, hindi maiiwasang magkaroon ng di-pagkakaunawaan? Ang mahalaga po ay harapin ito at pag-usapan upang ang anumang bahagyang gusot, ay hindi na lumaki pa. Isang halimbawa po nito ang pagtalakay natin sa usapin kaugnay sa ating seafarers, partikular na ang naging pagsusuri ng European Maritime Safety Agency o EMSA sa antas ng kanilang kasanayan. Sa pakikipagdiyalogo sa mga pinuno ng kanilang bansa, ilalatag natin ang mga ginagawa nating hakbang upang masigurong nasasanay at naihahanda ang ating mga marino alinsunod sa 1978 Convention on Standards of Training, Certification and Watchkeeping. Ipapaabot rin natin sa mga awtoridad sa Europa na kaisa nila tayo sa pagpuksa sa ilegal na pangingisda. Kumikilos na po tayo upang tugunan ang mga agam-agam ng European Union ukol sa pangangasiwa sa pangingisda sa bansa. Sampu ng ating kasamahan sa Economic Development Cluster, makikipag-usap din tayo sa mga negosyante sa Europa at Amerika. Ihahayag natin sa kanilang hindi na lamang kilala ang Pilipinas bilang destinasyon ng mga turista, kundi pati na rin ng nagnanais magpalago ng kanilang pamumuhunan. Taas-noo, idedetalye natin ang ating mga pagsisikap para gawing mas maaliwalas ang pagnenegosyo dito. Ilan lang po sa mga ibibida natin ay ang mga umuusbong na oportunidad sa industriya ng manufacturing, IT-BPO, enerhiya, at sa mga isinusulong nating proyekto sa ilalim ng Public-Private Partnership. Haharap din po tayo sa mga kilalang media mula sa iba’t ibang bansa, para maihayag nang husto ang nangyayaring malawakang pagbabago dito sa atin. Sa pamamagitan nito, inaasahan nating higit pa tayong mapansin ng mundo, na siyang makakatulong sa pagpapalawak ng pagkakataon sa ating bayan. Kung matatandaan rin po ninyo, bumuhos ang tulong at suporta ng international community sa atin matapos tayong hagupitin ng bagyong Yolanda. Kaya naman lulubusin po natin ang pagkakataong ito upang taos-pusong pasalamatan ang mga bansang sumaklolo, nagbukas-palad, at nagmalasakit sa atin sa oras ng pangangailangan. Gayundin, ilalatag natin sa kanila ang kongkreto nating mga plano para sa pagbangon at rehabilitasyon ng mga apektadong komunidad. Kaugnay nito, dadalo rin tayo sa UN Climate Summit 2014 sa New York. Bilang isang bansang madalas na hinahagupit ng sakuna, mananawagan tayo sa pagkilos ng buong mundo upang epektibong maki-angkop sa pagbabago sa klima. Dadagdag po tayo sa mga boses na nagtataguyod ng kahalagahan ng ugnayan sa isa’t isa ukol sa usaping climate change. At siyempre, hindi naman mawawala ang lagi nating inaabangang bahagi ng ating paglalakbay—ang kumustahin ang mga Filipino Community. Aalamin po natin doon ang kanilang sitwasyon; ire-report sa kanila ang kaliwa’t kanang good news sa ating bansa; at ipapaliwanag ang mga isyu at problemang atin pong hinaharap. Hangad nating sa kanilang pag-uwi sa bansa, ay sila na mismo ang magsabing: “Ibang-iba na talaga ang Pilipinas; kaya ko nang itaguyod ang pangarap at kinabukasan ng aking pamilya sa sariling bayan.” Kung tutuusin nga po, di hamak na mas maginhawa’t magaan sa atin kung sa telepono na lang dadaanin ang bawat pakikipag-usap sa ibang bansa. Pero alam naman po natin: Iba talaga kapag ang kausap ay kaharap mismo—nagiging direkta ang ugnayan, at mas nagiging malalim at makabuluhan ang anumang usapan. Maliwanag po: Sa Europa man o Estados Unidos, papatunayan natin ang kahandaan ng Pilipinas na makiambag sa pagsusulong ng kaunlaran, di lang sa ating rehiyon, kundi sa mas malawak na komunidad ng mga bansa. Sa dami ng ating dadaluhang pagpupulong, sa haba man ng ating magiging biyahe, iisa ang bitbit nating agenda: ang humanap ng paraan upang mapalawak pa ang saklaw ng benepisyong naihahatid natin sa ating mga kababayan, at mas maging abot-kamay ang ating pag-asenso. Sa ika-25 po ng Setyembre ang balik natin dito sa Pilipinas. Paalis pa lang po ako, pero nananabik na rin tayo sa pag-uwi—bitbit ang mga panibagong oportunidad sa pag-asenso ng mas marami pa nating kababayang Pilipino. Sa atin pong mga Boss: Tuloy lang tayo sa pagkayod, tuloy lang tayo sa pagtutulungan. Sama-sama nating patunayan sa ating mga sarili, sa ating kapwa, at sa buong mundo ang tayog ng tagumpay na kayang abutin ng Pilipino. Magandang gabi po. Maraming salamat po sa inyo. |

Magandang umaga po sa inyong lahat. Alam po ninyo, hindi madalas ang mga pangyayaring ganito, na talaga namang nagtitipon ang puwersa ng reporma sa loob ng iisang bulwagan. Para na rin itong reunion: Napakarami sa inyo, matagal nang lumalaban para sa tama at makatwiran. Kung maaalala po ninyo, noong mga panahong pasimula pa lang ang yugtong ito ng ating kasaysayan, sunod-sunod ang alegasyon ng katiwalian. Nagkaroon ng fertilizer scam, ng NBN-ZTE deal, ng alegasyon ng pandaraya sa halalan, at napakarami pang ibang kalokohan. Namanhid na ang taumbayan; marami ang halos sumuko na sa kanilang gobyerno dahil parang napakaimposible nga namang buwagin ang maling sistema, kung ang mismong nasa tuktok ang promotor nito. ‘Di po ba, nang nalalapit na ang halalan noong 2010, biglang pumalo ang ekonomiya—dahil nagkaroon ng potensyal ng pagbabago sa ating lipunan? Tinawag nga po tayo ng taumbayan, at tumugon tayo—at sa pag-upo natin sa puwesto, lalo pang luminaw ang bigat ng ating responsibilidad. Naalala ko nga po ang biro tungkol sa aking ina nang manungkulan siya matapos ang diktadurya. Para daw po siyang inatasang magluto ng sinigang, at ang dinatnan niyang sangkap ay tubig at asin lang. Hindi po nalalayo ang pakiramdam ko nang tayo naman ang magsimulang manungkulan; siguro po ay nadagdagan lang ng kalamansi ang sangkap na binigay sa atin. Pero sa kabila po nito, nagsikap tayo, nagkaisa tayo, at siguradong ang mga taong kayang manimbang nang patas ay hindi maikakailang malayo na ang ating narating. Wala naman po sigurong makakapagsabing itong sinigang natin ay nagkukulang sa lasa. Nito nga pong mga nakaraang taon, ang mga suliraning tila imposibleng matugunan, hindi lang natin natugunan; nalampasan pa natin ang inaasahan. Halimbawa po, ang backlog po sa mga silid-aralan. Nang dumating tayo—alam na po ninyo ‘to—66,800 ang kailangang punan; sa inisyal nating kalkulasyon, 8,000 lang kada taon ang puwedeng pondohan. Sa imprastruktura naman po: Napakaraming proyektong matagal nang nabinbin; tayo na po ang tumapos nito. Ang Aluling Bridge po sa Ilocos Sur, 1978 pa naisip—tayo na po ang nagbukas nitong nakaraang taon. Ang Ternate-Nasugbu Road, 1994 pa sinimulan; ngayon, buong-buo na rin iyang nadadaanan. Ang paborito po ni Senator Drilon, ang Jalaur River Multi-Purpose Project sa Iloilo, na pinlano sa taong isinilang ako, nasa Phase 2 na po mula pa noong 2013. Ang Skyway Stage 3 naman po na panahon pa ng diktador pinangako, sa wakas po nitong Enero, sinimulan na rin ang konstruksyon. Ang mga ito, inambisyon ng iba, pinangako ng iba, at tayo na nga po ang tumupad. Mayroon ho kayang kongresista o LGU na makakapagsabing napag-iwanan sila sa imprastruktura? Maliban na lang sa mga sadyang nagbubulag-bulagan—may makakapagsabi bang binalewala sila ng pambansang gobyerno pagdating sa pagpapatayo ng mga kalsada, tulay, o mga proyektong tutulong sa pagpapabilis ng daloy ng produkto at serbisyo sa kanilang mga nasasakupan? Isa pa pong halimbawa: Noon pong nagsimula tayo, ito pong Pantawid Pamilyang Pilipino Program, na ayon sa iba’t ibang pag-aaral ay may potensyal na tapusin ang siklo ng kahirapan, ay sumasaklaw lang ng halos 800,000 na kabahayan. Ngayon po, ang natutulungan nito, umabot na sa mahigit apat na milyon na kabahayan, at pinalawak pa natin para ang mga benepisyaryo ay makakapagpatapos na rin ng kanilang mga anak sa high school. Simple lang ang konsepto ng Pantawid Pamilya: Bigyang-insentibo ang mga pamilya na panatilihing malusog at nasa paaralan ang kabataan, upang pagtanda nila ay may kakayahan silang maging produktibong bahagi ng ating work force. At mas lalo lang pong lilinaw ang positibong epekto nito habang tumatagal. Alam po niyo, hindi po ito parang instant coffee na pagkatimpla mo ay agad at buong-buo nang malalasahan. Siyempre, kailangang makapagtapos ng pag-aaral ng bata bago sila makapagtrabaho at makiambag sa pag-ahon ng kanilang pamilya sa kahirapan. Kaya nga po kung minsan, natatawa na lang tayo sa mga nagpapaulan ng batikos sa programang ito: Kung mayroon silang alam na magic, na bukas mismo, ‘pag ininom itong tabletang ito, automatic na tatanda nang puno ng kaalaman ang kabataan at makakapaghanapbuhay na, bakit po hindi nila ipaalam sa atin nang makatulong naman sila? Ibinalita nga po sa atin ni Secretary Linda Baldoz ng DOLE: Dati raw, sa kawalan ng oportunidad dito sa Pilipinas, ang mga nagsanay para maging guro ay bumibiyahe sa ibang bansa para magtrabaho bilang domestic helper. May mga ulat na raw pong nahihirapan nang maghanap ng Pilipinong domestic helper ang mga dayuhan, dahil bukod sa mas kumakaunti na ang lumalabas ng Pilipinas para sa trabahong iyon, mayroon na ring mga kasambahay sa ibang bansa na umuuwi na para ipagpatuloy ang karera nila sa pagtuturo. Kung maalala rin po ninyo: Nagkaroon ng panahong napakahirap maging taas-noo kung Pilipino ka, na para bang ang naging branding natin sa buong mundo ay ang katiwalian, at ang pagkakaroon ng nasayang na potensyal at pagkakataon. ‘Di po ba, ngayon, kapag sinabing Pilipinas, tayo ang patunay na ang mabuting pamamahala ay nagbubunsod ng maunlad na ekonomiya? Ngayon, kapag nagsalita tayo sa ibang bansa, pinakikinggan tayo para malaman nila kung paano nating nagawang umangat sa lalong madaling panahon, habang masalimuot ang pandaigdigang ekonomiya. Ngayon, nakikiambag na tayo sa diskurso ng kapayapaan, ng paghahari ng batas sa karagatan, ng climate change, at ng malawakang kaunlarang nagmumula sa mabuting pamamahala. Dito po sa usapin ng ating peacekeeping contingent sa Golan Heights, kung makikita naman po ninyo, napakalayo sa atin pero minabuti nating tumulong. Alam naman po natin na kapag lumaki pa ang gulo sa Gitnang Silangan, apektado ang presyo ng krudo, at pati naman po tayo ay madadamay dito. Matagal din po tayong humiling na mapayagang bigyan o pahintulutang magdala ng mas malakas na armas ang ating mga sundalo doon dahil nag-iba na po kasi ang sitwasyon, at dumami ang mga puwersang nagtutunggalian sa lugar na inatasan tayong bantayan. Hindi man po tayo napayagan sa karamihan ng ating hiling, nakita naman po ninyo: Lahat ng Pilipinong sundalo doon, mula sa pinakabagong private hanggang sa colonel natin, nagpakita ng abilidad at husay sa kanilang tungkulin. Nang maipit, gumawa ng plano, kumilos, at nailigtas nga po nila ang isa’t isa sa panganib. [Palakpakan] ‘Di ba ganyan din po ang ipinakitang husay ng ating mga sundalo sa Zamboanga? Sa 197 na hostages doon, 195 ang nailigtas nila, at ang dalawang namatay ay napaslang hindi dahil sa crossfire ng rescue, kundi dahil pinaslang sila ng mga tumatakas na masasamang elemento. Ang mga tagumpay pong ito, kinaya natin; bakit hindi kinaya ng iba? Hindi lang natin ginawa ang dapat gawin; nilagpasan pa natin ito. Hindi lang po natin ginawang posible ang imposible; ginawa pa nating normal at maaasahan ang mga tagumpay. Kung dati, manhid na ang Pilipino at wala nang ganang makilahok sa paghubog ng lipunan, ngayon po ay talagang buhay na buhay ang ating demokrasya. Talaga naman pong hindi nauubos ang mga ipinaparating sa atin ang kanilang mga tinig, dahil alam nilang naririnig natin sila, at mayroon na silang gobyernong nakikinig at kumikilos sa mga mungkahi nilang maayos. ‘Di rin po ba: Noong tayo’y kinukumbinsing tumakbo, ang mungkahi, umpisahan lang natin ang pagbabago, ayos na. Malinaw naman po sa ating mayroon nang mga pumopostura para sa halalan ng 2016. Parati po akong tinatanong: Paano natin masisigurong magpapatuloy ang tuwid na daan? Ngayon nga po, nakakatanggap na rin tayo ng mga text at mga pasabi: Obligasyon ko raw pong hanapin ang papalit sa akin, pati na rin ang paghahanda sa kanya. Tungkulin kong siguruhin ang pagtutuloy ng lahat ng ating sinimulan. Mayroon din pong nagsasabing ang pinakasiguradong paraan para magpatuloy tayo sa tuwid na landas, ay ako na raw po mismo ang magpatuloy sa pamumuno. Hindi ko naman po puwedeng balewalain ang mga mungkahi ng mga taong bukas ang isip, at talagang may sinserong kagustuhang makabuti sa kapwa. Siyempre, malakas po ang epekto sa akin ng opinyon ng mga walang tigil na dumadamay at nadadamay sa hirap at panganib ng aking katungkulan. Noong huling taon, kung naalala po ninyo: Nagkaroon ng gulo sa Zamboanga, lindol sa Cebu at Bohol, dumating pa si Santi, at humagupit si Yolanda. May nagmamalasakit nga pong nagsabi: Hindi lang sunod-sunod ang problema mo, patong-patong pa. Halos buong buhay ko po, naging kabahagi ako ng maraming sapalaran. Labindalawang taong gulang ako nang ideklara ang Batas Militar; mula noon, talaga pong bawat sandaling gising ako, nakikilahok na tayo sa pagpapapanday ng paraan para malutas ang mga suliraning ating kinakaharap. Siyempre po, sa tinatahak nating landas ngayon, kargo rin ng konsensya ko ang lahat ng nasasaktan o nadadamay; pati na ang lahat ng isinantabi ang personal na pangarap, dahil nanawagan ako sa kanilang tumulong muna sa ating agenda ng transpormasyon. Kapag napapaisip nga po ako dito, ang lalong nagiging malinaw sa akin: Anumang desisyon ko ay hindi magmumula sa personal na pagnanais. Pangunahin sa akin ang ikabubuti ng lahat, hindi ngayon lang, kundi pati na sa lahat ng susunod na salinlahi ng Pilipino. [Palakpakan] At kung iyon nga po ang ating pinanggalingan, malinaw rin na hindi nakasalalay sa iisang tao o grupo lang ang ating pagpapatuloy. Kaya nga po, sa mga nagtatanong kung sino ang magpapatuloy: Baka naman po nagkakamali tayo ng tanong; baka hindi talaga “sino” ang dapat nating hanapin—dahil walang ibang sagot sa tanong na iyan kundi “tayong lahat ang magpapatuloy nito.” [Palakpakan] Ang misyon nga po natin: Isagad ang magagawang pagbabago sa kasalukuyan, para makita ng ating mga Boss na ang tanging daan tungo sa ating mga adhikain ay ang pagsunod sa tuwid na landas. Lalo pa nating pag-ibayuhin ang pagsisikap; huwag po tayong makuntento sa ating narating; siguruhin natin na ang nararating natin ay hindi na maglalaho pa, at bagkus ay lalong lalawak at lalong lalalim. Hayaan po ninyong ilatag ko ang ilang isyung pinagtutuunan natin ng pansin at binibigyan ng solusyon, kasama na rin ang mga direktiba ko upang matugunan ito sa lalong madaling panahon. Una po: Sa isyu ng enerhiya. Kung hindi tayo kikilos ngayon, may posibilidad na magkulang ang ating supply ng enerhiya sa Luzon sa darating na tag-araw. Kaya nga po, para masigurong may sapat na kakayahan ang inyong gobyerno upang tugunan ang suliraning ito, nakikipag-ugnayan tayo sa Senado at Kamara de Representantes para sa pagpapasa ng isang Joint Resolution, ayon na rin sa nakasaad sa Section 71 ng EPIRA, upang bigyan tayo ng awtoridad na kumontrata ng dagdag na generation capacity. Sa ngayon po, lahat ng iskema para masiguradong mapipigilan ang brownout ay itinutulak natin. Ang katuwiran po natin: Sakali ngang magkaroon ng pagkukulang sa kuryente, maganda nang tiyak na may pagkukunan tayo nito, kaysa aasa na lang tayo na, sana may makunan tayo kapag nagkakaproblema. Mayroon na rin pong ulat ma may mga nalugi dahil nabulok o malapit nang mabulok ang kanilang inangkat; napapaisip na rin daw po ang ilang negosyante kung itutuloy ang pag-angkat, dahil hindi nila matiyak kung kailan ito mailalabas sa daungan. Paalala ko na rin lang po: Malapit na ang Pasko, at inaasahang darami ang kargamentong darating sa Port of Manila. Ang tugon natin: Mas pinalakas na pakikipag-ugnayan sa mga LGU ng Maynila at buong National Capital Region; mas malakas na panawagan na ipatupad ang mga napagkasunduan; at mas maigiting na implementasyon ng mga hakbang para ma-decongest ang ating pier, tulad ng pagpataw ng penalty na di-bababa sa 5,000 piso kada araw simula sa Oktubre 1 para sa mga kargamentong pasado naman na sa Customs pero higit sa limang araw na natengga sa pantalan. Inatasan natin si Cabinet Secretary Rene Almendras na tutukan ang isyung ito. Mainit na usapin din po, lalo na sa mga taga-Maynila, itong isyu ng trapiko. Dumarami po ang nagkakaroon ng kakayahang bumili ng sariling sasakyan; hinahabol po natin ang pagpapagawa ng supisyenteng kalsada, pero alam po nating hindi ito sapat. Kailangan ding pagbutihin ang sistema ng pampublikong transportasyon. Kaya po para sa ating ikatlong isyu: Tiningnan po natin ang ugat ng problema sa MRT. Taong 1999 po nang magawa ito; ang dapat nangyari, ayon na rin sa kanilang plano, kada walong taon, magkakaroon ng isang general overhaul para siguruhing maayos pa rin ang takbo ng tren. Noong 2006, ang ginawa po pala ng mga nangangasiwa, medyo overhaul lang, kapalit ng general overhaul. Ang masakit pa nga po, ang datos tungkol sa mga dapat ipaayos at inayos, bungi-bungi o nawawala; kaya po panibagong pagsusuri pa ang kailangan para matukoy ang mga dapat trabahuhin. Sa ngayon nga po: Gumugulong na ang proseso para sa isang malawakan at sistematikong pagsasaayos ng MRT system. Alam naman ninyong may paparating nang dagdag na 48 na bagon ng tren. Bawat tren, mas maraming bagon ang mahahatak. Siyempre po, ia-upgrade din ang power system dahil mas malakas ang konsumo sa kuryente ng mga ito. Aayusin din ang bagong signal system, upang maging mas madalas ang paglapag sa istasyon ng mga tren at mas ligtas ang biyahe nitong mga tren na ito. Ang ibig sabihin, mas maraming makakasakay araw-araw at maiibsan ang pagsisiksikan sa mga tren. Sabay-sabay po nating ginagawa ang mga ito, kasama ang iba pang pangangailangan tulad ng Automatic Fare Collection System, para mabawasan ang panahong inilalagi ng pasahero sa pila; sa susunod na taon po, ang pangako sa atin, kalahati nito, 50 percent po, ay gumagana na diyan sa Automatic Fare Collection System. Ikaapat: Pag-usapan po natin ang isyu ng peace and order. Nabalitaan na naman po ninyo na ang ilang mga personalidad na pinaghahanap ng batas ay nahuli na, at ngayon ay nag-aabang sa piitan para humarap sa mga kasong nakasampa sa kanila. Sa kaso ni Enzo Pastor, dalawang suspek na ang naaresto; sa kaso ni Mayor Ernesto Balolong, dalawa sa tatlong suspek na rin ang nadakip; sa pagpaslang sa hotel chain owner na si Richard King, nahuli na ang tatlong suspek, habang pinaghahanap ang natitirang isa. Idagdag na rin po natin: Nakapiit na rin po sina General Jovito Palparan, at ang mag-asawang Tiamzon na lider ng NPA. Kitang-kita rin po ang pagbabago sa mga numero: Sa pinakahuling datos, ang dating 31 kaso ng homicide kada linggo sa National Capital Region, bumaba na sa 20 kada linggo. Nakakadismaya nga po kung minsan, dahil nakikita natin na kapag may krimeng nangyari, headline sa diyaryo; kapag naman nalutas ang krimen, kailangang hanapin ang kapirasong ulat sa page 20. Hindi naman kalabisang hilingin na maging balanse sa pagbabalita ukol sa krimen, ‘di po ba? Dahil hindi nabibigyang-pansin ang solusyon, hindi maiwasan na may ilang kababayang mag-isip na ang gulo naman sa Pilipinas. Nakakadagdag pa nga po sa agam-agam ang sadyang pagpapakalat ng mga balitang wala namang basehan. Baka kayo po’y nakatanggap ng kumalat na text, mga dalawang linggo na po siguro sa araw na ito, na ang sabi daw ay may isang estudyante ng isang prestihiyosong paaralan na naging biktima ng kidnapping. Hindi pa po sila nakuntento, dahil pagkatapos ng pagkalat ng text na iyan, sa kasunod na linggo, may isang text na namang pinakalat, na nagsabing pinaslang na raw ang kinidnap [kidnap] na bata. Sa pamumuno ni General Purisima, ang nag-imbestiga, tumugis, at nakadakip sa mga salarin na ngayon ay kinasuhan na, kapwa po nila pulis. Dagdag pa po diyan ang sari-sari pang mga krimen na nalulutas, kasama na ang mga high-profile na pagpapaslang. Tanong ko po: Makatuwiran po bang pagbitiwin sa puwesto si General Purisima na namumuno sa mga pulis na ginagawa nang mahusay ang kanilang trabaho? Ang totoo po, napakalaki na ng ipinagbago ng imahen ng atin pong kapulisan. Dala po ito ng transpormasyong nangyari sa kanilang hanay—hindi lang sa larangan ng kagamitan o sa pag-aaruga sa ating mga pulis, kundi pati na rin sa kulturang nagsisimula nang mamayani sa sistema. Dati, natukoy lang ang suspek sa krimen, tila okay na. Ngayon, talagang hindi tinatantanan ng kinauukulan ang kaso hangga’t walang nadadakip. Kung dati, dinadaan sa tsamba o “sana” ang paglutas ng krimen, ngayon, mas sistematiko at siyentipiko na ang pangangasiwa kung saang mga lugar at kung aling mga krimen ang dapat tutukan. Iyan nga po ang dinala ni Secretary Mar Roxas sa PNP: Ang pagsipat, nakabase sa datos at estadistika, kaya ang resulta, mas maaasahan. Ang balita ko nga po ay mayroon pa ring mga gustong manatili sa dating pabugso-bugso at ala-tsambang sistema, dahil hindi sila masisingil ng kanilang mga deliverables. Ang atas ko kay Secretary Mar: Palalimin pa ang kaalaman mula sa mga datos na nakakalap, at palawakin ang saklaw ng mga programang nagtatagumpay. Kung maganda ang resulta, ‘di ba’t mas lalong dapat doblehin ang pagsisikap, para lalo pa itong gumanda? Ang mga hakbang ukol sa mga isyung tinukoy ko ang magpapatunay: Sagad na sagad pa rin ang tutok natin sa kapakanan ng ating mga Boss. Hindi tayo lilihis sa tuwid na landas; ang tuon natin: Hindi pulitika, kundi resulta; hindi pag-iingay, kundi kongkretong tugon sa mga suliranin ng ating mga Boss; hindi ambisyon, kundi serbisyong pampubliko at tunay na pagmamahal sa ating bansa. [Palakpakan] Bukod po dito, hinihiling ko ang inyong pagpapaalala sa ating mga kababayan ng mga mabubuting dulot ng tuwid na daan. At kahit kailan, hindi po tayo naniniwala na ang tamang pamamahala ay politics of addition lang—na kahit ba kasalungat mo ng prinsipyo, kung maisusulong ang ambisyon mo, ay kakampihan mo na. Alam ko pong nasa isip na ng ilan sa atin ang halalan sa 2016. Darating po ang panahon para sa pagpili natin ng kandidatong magpapatuloy ng ating tuwid na landas. Sana po, hindi po ako ang kandidatong iyan. [Tawanan] At siyempre po, ang mga kontra sa atin, magtutulak ng sarili nilang kandidato. Sa kanila nga po, na hindi natin kasama ngayon dahil kontra ang prinsipyo nila sa atin, ‘di ba’t natural lang din na kokontra sila sa lahat ng nagawa natin? Tutol po sila sa mahigit apat na milyon na kabahayang natutulungan ng Pantawid Pamilya. Tutol sila na lumalawak ang saklaw ng PhilHealth, at dumadami ang mga sakit na puwedeng ipagamot dito. Tutol sila sa 6.2 million na mga nakatapos sa mga kurso ng TESDA mula nang tayo po’y naupo sa puwesto. Tutol sila sa halos 2.5 million na kababayan nating naitawid sa poverty line. Tutol sila sa mahigit 12,000 kilometrong kalsadang naipagawa o naipaayos. Tutol sila sa makabagong kagamitan at ibayong pag-aaruga sa ating unipormadong hanay. Tutol sila na nakakabiyahe na muli sa Europa at mas marami pang biyahe sa Amerika ang ating mga airlines. Tutol sila sa isang DOST na talagang mayroon nang direktang pakinabang sa pagliligtas ng mga Pilipino mula sa sakuna. Tutol sila sa sunod-sunod nating pag-angat sa sari-saring talaan, dahil sa umaangat nating ekonomiya. Tutol sila sa napipintong kapayapaan sa Bangsamoro. Tutol sila sa lahat ng pinagsikapan natin upang mapaganda ang buhay ng Pilipino. Kung sabihin naman nila, sang-ayon sila sa mga ito at pakay din nilang arugain ang ating mga Boss, ang magiging tanong ko po sa kanila: Bakit hindi namin kayo nakasama? Kung sang-ayon kayo, bakit pinipili ninyong sumalungat sa aming ipinaglalaban, kaysa sumama na lang kayo’t makiambag sa positibong transpormasyon ng lipunan? Sa atin naman pong mga nandito, ipapaalala ko lang po: Hindi natin naabot ang puntong ito sa pagiging Juan Tamad, na minasdan lang ang bunga at inabangan itong mahulog sa kanyang bibig. Nakamtan natin ang mga tagumpay dahil nagsikap tayo, at sumagwan tayo sa iisang direksyon. Buong-buo pa rin po ang paninindigan ko: The Filipino is worth dying for, worth living for, and definitely worth fighting for. Opening Statement:
ON MRT SERVICE IMPROVEMENTS President Aquino directed Transportation Secretary Joseph Emilio Abaya to take all necessary measures to ensure the safety and reliability of the mass transport services provided by MRT 3 and LRT lines 1 and 2. In a meeting in Malacañang yesterday, Secretary Abaya informed the President that the scheduled delivery of 48 brand new coaches starting in September 2015 will increase the capacity of MRT 3 by 66 percent and improve headway (or the gap between trains) to 2.5 minutes. Meantime, the following maintenance and improvement projects will be implemented. - Train overhaul and general repair for 28 cars with a budget of PhP 1.156 billion; - Upgrading of the power substations and ancillary systems at an estimated cost of PhP 870 million; - Upgrading of signaling system and computer software with a budget of PhP 184.7 million; - Upgrading of radio communication system at an estimated cost of PhP 110 million; - Replacement of old rail tracks with a budget of PhP 119.5 million; - Replacement of traction motors with a budget of PhP 94.5 million; and - Upgrading and replacement of elevators and escalators, especially for the benefit of persons with disability, senior citizens and pregnant women with a budget of PhP 50 million Procurement of these goods and services are either ongoing or will commence next month. According to DOTC (Department of Transportation and Communications), most of these will be fully implemented in 2015. Secretary Abaya also reported on the ongoing procurement process for a new maintenance service provider that will render service for the next three years. ON UPDATES REGARDING GARLIC INDUSTRY President Aquino directed Secretary Proceso Alcala and Secretary Francis Pangilinan to coordinate closely with the Department of Justice (DOJ) in the further prosecution of those involved in garlic hoarding and price manipulation. He also instructed Secretary Gregory Domingo to work closely with the two Secretaries to ensure faster response to unusual increases in the prices of rice and other commodities through the National Price Coordinating Council. These directives were issued after a meeting yesterday afternoon. During the meeting, Secretary Leila De Lima and Assistant Secretary Geronimo Sy of the DOJ-Office for Competition briefed the President and other members of the Cabinet on the results of the DOJ and NBI investigation on garlic prices and supply. According to Secretary De Lima, the NBI shall pursue the leads and gather further evidence to prosecute the personalities who are involved in garlic hoarding and price manipulation including officials from the Department of Agriculture and the Bureau of Plant Industry who may have been in collusion with them. Will this affect the current flow of the --- I mean, current operations of the train? Kumbaga will the commuters have to bear with some sacrifices muna habang inaayos itong mga cars na ito?? SEC. Meron po bang moves to maybe blacklist the previous maintenance companies considering na medyo marami ‘yung naging breakdown of late? SEC. COLOMA: Aalamin po natin kung ano ang rekomendasyon ng DOTC hinggil diyan. Ang aking tinalakay ay ‘yung lamang tinalakay sa pagpupulong kahapon; at ang focus ‘non ay ‘yung service improvement programs. Hindi tinalakay ang bagay na ‘yan. ON HIGH GARLIC PRICES Andreo Calonzo (GMA News Online): Sir natalakay din po ba ‘yung recommendation ng DOJ na i-abolish na ‘yung National Garlic Action Team kasi irrelevant daw po ito at hindi naman nakatulong doon sa problema? SEC. COLOMA: Ang aking mga binanggit ‘yon ang mga naging kongkretong direktiba doon sa katapusan ng pagpupulong. Iyong ibang mga bagay pa ay patuloy pa rin ang pag-aaral dito at inatasan ang mga natukoy na mga ahensiya na makipag-koordinasyon sa isa’t isa. ON EMERGENCY POWERS Roices Naguit (TV5): Sir hingi lang po kami ng clarification doon sa naging talumpati ni Pangulo kanina. He said kasi na hihingi siya ng --- sa Kongreso ng isang joint resolution para po magkaroon siya ng authority to contract --- or for the government to contract additional power source dahil po doon sa nakaambang krisis sa 2015. Ito na po ba Sec. ‘yung nakalagay doon sa SONA Technical Report na emergency powers na kakailanganin ng Pangulo para po masolusyunan ‘yung problema sa 2015? SEC. COLOMA: Ang batayan po ng pahayag ng Pangulo ay mismong ‘yung batas na EPIRA. Ms. Naguit: So ibig sabihin po? SEC. COLOMA: Ibig sabihin ‘pag binasa ‘yung batas, ‘yon ang nakasaad na ‘yon ay pwede niyang gawin para tumukoy o tumugon sa pangangailangan ng kuryente. Ms. Naguit: Sir ito po, sir sorry, kailangan lang talaga namin ng categorical answer --- SEC. COLOMA: Kaya nga ang aking tugon: ‘yon ay nakabatay sa EPIRA. Ang emergency power --- Electric Power Industry Reform Act o EPIRA, ‘yon ang batayan ng kanyang pahayag. Ms. Naguit: Sir how soon po kaya ‘yung magiging request ng Pangulo? Paano po ito mangyayari, I mean magkakaroon ba ng formal letter or meeting? Pwede nyo po ba kaming bigyan ng konting detalye?? SEC. COLOMA: Hihilingin ito sa Kongreso. Maaaring magkaroon ng pormal na komunikasyon o maaaring ipahayag ito ng mga mambabatas mismo sa floor ng Kamara o ng Senado dahil ganun naman ang paraan ng pag-introduce ng resolusyon. Ms. Andolong: Hi sir. Sir, you talked about EPIRA and I assume that the President is invoking Section 71, which says that upon determination of imminent shortage, he can ask for that joint resolution. That section is --- ang title niya “Electric Power Crisis” provision. So can we categorically say that in seeking that joint resolution the President is declaring or saying that meron po tayong energy crisis? SEC. COLOMA: Malinaw naman ang nakasaad sa batas at ‘yon mismo ang ginamit ng Pangulo bilang batayan. The law stated in very clear terms that the President may do what he said he will do in order to address a shortage in supply. At ‘yung konteksto naman niyan, malinaw na ring naipaliwanag ni Secretary Petilla noong nakaraan. May tinutukoy lang tayong specific period, estimated to occur sometime between March and May next year, during the summer months, where there is an expected peak demand and where there will be a possible shortfall in the supply; and government would like to be proactive in being able to address the projected shortage. Ms. Andolong: Sir, Secretary Petilla earlier said that baka too late na daw po ‘yung December to start contracting. When would the Palace want to start? ASAP po ba sana na ma-grant ‘yung authority? SEC. COLOMA: Tama ang iyong sinabi. Joyce Pañares (The Manila Standard Today): Sir just to push the question a little. In his speech, the President did not use the terms “emergency power” and neither did he invoke Section 71 categorically. Are there provisions in EPIRA that would allow him to seek authority to contract these additional capacities without having to resort to emergency powers? Is that what he’s saying, sir? SEC. COLOMA: Malinaw ang kanyang sinabi at kasasabi ko lamang dito na ang batayan sa batas ay ‘yung binanggit natin dito na section ng EPIRA??? Ms. Pañares: So, it’s really Section 71, sir? SEC. COLOMA: Kung hahanapin natin sa batas, ‘yon ang specific provision ng batas at ‘yon ang batayan ng pahayag ng Pangulo. Mr. Calonzo: Sir, doon naman po sa pag-i-invoke ‘nung EPIRA provision. How confident is the Palace and the President na makuha niya po ‘yung suporta ng Kongreso dito given na may report po na ‘yung joint congressional power committee po mismo ay ayaw po na bigyan siya ng mga ganitong klaseng powers? SEC. COLOMA: Kaya nga ito po ang kanyang pahayag: “To be more efficient and impactful in our efforts, very soon, we will formally ask Congress for a joint resolution that will authorize the national government to contract an additional generating capacity to address the 300-megawatt projected deficit, and, on top of that, to have sufficient regulating reserves equivalent to four percent of peak demand, for another 300 megawatts.” At dinagdag pa niya: “The Department of Energy will also continue to solicit participation for ILP (Interruptible Load Program) until next year. Let me assure our partners from the private sector: Government intervention will be focused solely on addressing the projected shortage. We have no plans of intervening to distort the market or complicate the situation even further.” Unawain po natin ito. Unang-una, nagiging proactive po ang ating pambansang pamahalaan. Number two, contingent pa doon sa actual na severity ng summer months na magde-determine din ng quantity of demand for electricity doon sa panahong ‘yon. Pangatlo, meron pa namang ibang opsyon at isa nga diyan ‘yung interruptible load program na pwedeng boluntaryong gumamit ang private sector ng available reserve generating capacity. Nangangahulugan lamang na gagamitin pa rin ang iba’t ibang mga opsyon. Hindi naman nagfo-focus lamang doon sa sinabi ng Pangulo na hinihiling sa Kongreso at ito naman ay para bang naniniguro lang na meron tayong pampupuno doon sa maaaring kakulangan dahil hindi naman kagyat ito. Hindi ito parang off the shelf item na doon mismo sa panahon ng pangangailangan kukunin ‘yon. Kailangan talaga ng proactive response para mapaghandaan. So kung tinitingnan natin ‘yung Marso na nasa Setyembre pa lang tayo ngayon, meron pang six months. Maaaring doon sa six months na ‘yon ay makahanap pa ng ibang mga opsyon at doon sa aktwal na panahon na, maaaring hindi naman ganoon karami ‘yung magiging shortage. Pero mainam na na ngayon pa sigurado na tayo na kung magaganap nga ‘yung kakulangan na ‘yon, mayroon ng tiyak na pampuno doon sa kakulangan. Hindi na tayo magugulat o maliligalig na magkakaroon ng power interruption o rotating brownouts. Di ba’t mas mainam na nakapaghanda na tayo? At dito sa paghahandang ito, kasama ang iba’t ibang sektor. Wala pong nagtutunggalian dito, walang nag-aaway dito. Ang hinihiling po dito ay ‘yung kooperasyon, pakikipag-ugnayan ng lahat ng sektor—ehekutibo, lehislatura, private sector, at mga mamamayan din na maaari ding magsagawa ng energy conservation efforts. Kaya tulong-tulong po tayo para matukoy po ang sitwasyong nabanggit. ON PETER WALLACE’S COLUMN/FDI Ms. Pañares: Sir, on another issue lang po. Economic analyst Peter Wallace said that the trips of the President did not bear fruit in terms of foreign direct investment. He said in his column today that parang mababa pa rin ‘yung FDI level ng Philippines compared to what has been promised during the previous trips of the President. Parang hindi daw po nagma-match ‘yung actual na pumapasok na FDI as opposed to ‘yung ipinangako sa kanya during his trips. SEC. COLOMA: Meron tayong ulat hinggil diyan na ginagawa ng Pangulo pagkatapos ng kanyang mga pagbiyahe sa ibang bansa at meron din naman tayong mga follow up reports. Ayon kay Secretary (Florencio) Abad ng DBM (Department of Budget and Management), kumpleto na ang funding para sa Zamboanga rehabilitation. Si General Manager Chito Cruz ay kasama sa pagmarka ng unang anibersaryo ng Zamboanga—pagsisimula ng Zamboanga seige noong isang taon. At meron silang i-inaugurate ngayong araw na mga bagong permanent housing facilities. Nagtakda na ang NHA, ano, ng timeline para dito. At ayon sa pinakahuling ulat, tinatayang—maaari nilang makumpleto ‘yung kanilang mga tinatayong permanent housing by December of this year at ‘yon ay ayon sa kanilang timetable. COLOMA: That’s why Mayor Climaco clarified to me via text message last night that the funds—she confirms as Secretary Abad has declared—that the funds are available and have been released, especially for permanent housing, so wala namang delay sa pagre-release ng pondo, lalung-lalo na ‘yung sa permanent housing dahil ito ang pinakamahalagang pangangailangan. Meron lang ilang proyekto na hindi pa napopondo—hindi pa naiaayos ‘yung pag-release ng pondo at ito ay para sa rehabilitation ng sports complex. Ms. Naguit: Sir, sorry, clarification. Meron po bang point person na itinalaga si Pangulo dito sa Zamboanga kasi kung sa 'Yolanda'-devastated areas si Secretary (Panfilo) Lacson, dito po ba sa Zamboanga, sino po ba talaga ‘yung nag-aasikaso ‘nung mga dapat gawin doon? SEC. COLOMA: Sa aking pagkabatid ang overall na in-charge dito ay si Secretary Rogelio Singson ng DPWH. Ngunit ‘yung tungkol sa housing, mismong si NHA General Manager Chito Cruz ang tumututok sa sitwasyon. Kaya nga’t ngayon ay nandoon din siya para sumama doon sa pagpasinaya ng mga bagong tayong permanent housing units. Andreo Calonzo (GMA News Online): Sir, but can we know where the delays are coming from? Ano po ‘yung nagco-cause ‘nung delays na ito, especially po ‘yung paglilipat ‘nung mga victims po nitong Zamboanga seige doon sa mga permanent houses po? SEC. COLOMA: Ang tugon po sa atin ni Chairman—ni General Manager Chito Cruz ay nasa takdang oras naman o panahon ‘yung kanilang pagtatayo ng mga permanent housing. Kaya nga lang dahil sa dami ng mga pamilya na dapat na mailipat sa permanent housing, hindi naman kinaya na doon sa loob lamang ng isang taon mula noong nag-umpisa ang krisis na ito ay makumpleto na. Kaya wala namang undue delay na tinutukoy. Ang sinasabi lang ay ginagawa ang lahat ng nararapat para mailipat na ang ating mga pamilyang apektado mula sa temporary to permanent housing. Mr. Calonzo: Tapos sir ‘yung—nabasa ko po kasi sa Al Jazeera na parang ‘yung mga nandoon sa Grandstand, nagkakasakit tapos walang sapat na CR. Paano… Ano po ba ‘yung ginagawa ng local government para at least maging bearable man lang ‘yung conditions nitong mga internally displaced people na ito? SEC. COLOMA: Tinututukan ‘yan ng Department of Social Welfare and Development, katuwang na ang city governemt of Zamboanga headed by Mayor Climaco, at ang iba pang mga—ng DSWD, ano, at saka ‘yung private humanitarian agencies, katulad ng Red Cross. Pinagtutulungan naman ‘yan na mapanatili ‘yung quality of health ‘nung ating mga kababayan diyan. May mga challenges lamang dahil nga bukod doon sa kanilang pagiging displaced, ay dinalaw din ng ulan, ng mga monsoon rains kaya nga nagkaroon ‘nung—sa ilang instances yata may mga flooding situations din. Kaya pinagtutulungan naman ito ng national and local government. ON MANHUNT VS MISUARI Mr. Calonzo: Sir, last na lang po. On the defense front, ano na po ‘yung status ‘nung manhunt kay Nur Misuari? Meron po kasing report late last month na nagpakita po siya sa Sulu? SEC. COLOMA: Patuloy siyang tinutugis ng ating mga awtoridad para ma-serve ‘yung warrant of arrest laban sa kanya. ON TRAFFIC CONGESTION Kristine Sabillo (Inquirer Online): Sir, may we know if the President was... Yesterday, he mentioned he wanted to view the video of the traffic problem to see ‘yung real cause. So nakita na po ba niya yesterday and what were his comments??? SEC. COLOMA: I have no update on that. What I know is that he gets regular updates from (Metro Manila Development Authority) Chairman (Francis) Tolentino and Secretary (Rene Jose) Almendras, especially because the relief from the port congestion, which spills over to a traffic congestion concern, is very important to the President. So, he’s been getting regular updates. Hindi ko lang batid kung nagkaroon na siya ng sapat na panahon mula kahapon. Kahapon lang naman ng hapon siya nakabalik mula Davao para panoorin mismo ‘yung relevant CCTV footage that would give more insight into the causes of the traffic congestion, but suffice it so say that the Cabinet cluster has already done what is needed, and this is why the congestion problem that was experienced last Friday at NLEX (North Luzon Expressway) going into the Metro Manila area and into the Port of Manila has already been addressed; and there is no such traffic buildup in that area anymore. Ano po ‘yung paliwanag ng DSWD sa mga relief goods like ‘yung ilang sako ng bigas na nabulok lang para sa mga evacuees sa Tacloban at Leyte. Meron na po bang nakarating sa inyo na impormasyon? SEC. COLOMA: Ang aking update dito ay tungkol sa paliwanag ni (DSWD) Secretary (Dinky) Soliman hinggil sa disbursement of local and foreign cash donations na tinanggap ng DSWD. At meron din kasing mga katanungan over the weekend on certain audit findings, at ang paliwanag ni Secretary Soliman ay madali namang maunawaan. Meron kasing time difference between the audit and the execution of projects. Ang sabi niya doon sa panahon na ginanap ‘yung audit, ang ginagamit na pondo ng DSWD ay ‘yung mga appropriated funds from the GAA (General Appropriations Act) na pwedeng gamitin sa calamities katulad ng 'Yolanda.' that incident on EDSA last September 1. It turned out that it was a case of
robbery with abduction and the perpetrators allegedly were policemen, so
understandably the public is alarmed regarding this. So, from your end, can
you say that the public can still trust the PNP (Philippine National Police)
considering that a number of policemen were allegedly behind this incident?
SEC. COLOMA: Well, let us consider first of all, that there are 125,000 officers and men of the Philippine National Police. At iilan ‘yung sangkot dito. Kung hindi ako nagkakamali meron nang siyam na police officers from the La Loma police station that have been identified. Nahuli na o naaresto ‘yung kanilang deputy commander. Natukoy na ‘yung kanilang partisipasyon, na ipaliwanag ‘yung mga findings hinggil doon sa partikular na insidente. At ang patakaran namang pinapairal dito ay ‘yung zero tolerance laban sa mga tinaguriang “rogue cops.” Maalala din natin ‘yung mga nakaraang insidente na agad namang inaksyunan ng pamunuan ng kapulisan at marami namang isinagawang programa following ‘yung mga high-profile crimes para malutas ang mga ito. Now that this thing happened last September 1, do you consider this as a major blow regarding that effort to transform the image of the PNP? SEC. COLOMA: What would be a major blow is if there is no effort on the part of its leadership to clean up its ranks. What would be a major blow is if there would be a situation where the PNP is not doing its duty. And from what I have just discussed, the PNP is definitely on the ball and it’s doing its job, given the challenges of a large number of people to be covered and given the deficiencies in manpower and equipment that it’s still trying to address. Mr. Esguerra: Sir, can you still say that those so-called 'rogue cops' simply represent a very small minority in the... population of the PNP?? SEC. COLOMA: Yes, they form a very small proportion of the total strength of the PNP. Weng Dela Fuente (NET25): Sir, just a follow up. COLOMA: Well, the preparations have to do with seeing to it that the document to be transmitted or to be conveyed by the President to the Senate President and to the Speaker of the House faithfully represents the agreement between the Philippine government and the MILF (Moro Islamic Liberation Front). But just to respond directly to the question that you texted earlier: “The meeting between the President and Chairman Murad resulted in the clarification and resolution of issues pertaining to the details of the implementation of the peace agreement that are embodied in the draft law.” Ms. Dizon: Pero sir, so ibig sabihin this third meeting was—kumbaga... It was necessary for the two to meet para finally magkaroon na tayo ng agreed version? SEC. COLOMA: There is a sense of urgency because of the timeframe and both leaders deemed it important that this draft Bangsamoro Basic Law be completed. That’s why they took the opportunity to meet face-to-face together with the other significant participants in this process from the Philippine and the MILF panels. And as I said, the meeting was able to clarify and resolve issues pertaining to the details because while the agreement was already framed previously in the framework and then in the comprehensive agreement, the basic law provides the enabling or implementation details. And all of the concerns were sufficiently resolved to the satisfaction of both sides throughout that process culminating in the meeting between the President and Chairman (Al Haj) Murad last week and the actual conveyance or transmittal of the draft law tomorrow, the scheduled [date]. Ms. Dizon: Sir, ano po daw ‘yung mga issues that they had to thresh out between the two of them? SEC. COLOMA: Walang nabanggit ang Pangulo hinggil diyan. Thank you. -------------- Climate Change Commission Secretary Mary Ann Lucille Sering: OPENING STATEMENT: Magandang hapon po. Sa mga Bisaya, maayong hapon sa inyong tanan. I am here tasked to present at least a rundown on what we expect to happen... (United Nations) Secretary-General Ban Ki-moon personally invited our President to attend this very important summit. This was planned even before Yolanda, but after Yolanda, we know that the importance of the Philippines in this international discussions. And what will happen is that there is an expectation, a very big expectation among—especially all emerging economies and developed countries—that there will be an agreement by next year. This is based on an agreement in Durban two years ago wherein they agreed—the global community agreed that after Copenhagen, kung saan ikinonsider (consider) na failure ‘yung talks, ay inaasahan na sana hindi mangyari ulit ito kaya ngayon palang, ganito palang kaaga ay nag-uumpisa na po lahat at pinangungunahan po ni Secretary-General Ban Ki-moon kung paano po talaga tayo makakarating next year at anong klaseng agreement ang kaya nating pagkasunduan lahat-lahat, kasama na rin po ang mga umuusbong na bansa tulad ng Tsina, India, South Africa at Brazil. So, primarily, this will happen in September 23. It’s just a one-day event pero around that very high-level event, marami pong mga side events kung saan po ang mga malalaking negosyante ay inaasahan din pong dadalo. Ito pong summit na ito ay hindi kasama sa climate negotiations kung saan nangyayari taun-taon. This is separate pero the intention po of the summit is to somehow, for our leaders, to global leaders, give the direction kung ano ang magiging mukha ‘nung agreement next year. Bakit po natin nasasabi na napakaimportante nito? Kasi meron lang po itong... Hindi lang po pang-disaster ang impact ng usaping climate change, nandoon na rin po ang usaping pang-ekonomiya. Kaya ang itinutulak po talaga ng United Nations ngayon at patungo sa susunod na taon ay para tugunan kung ano ang sinasabi ng siyensya na 'pag patuloy po tayo nag-e-emit ng greenhouse gas ay baka marating na po natin o lumagpas pa tayo doon sa tinatawag na two degrees. Ngayon po kasi ay halos nasa .8 degree na po tayo at ngayon pa lang ay nakikita na natin na dumadami na po ang mga bagyo; may mga lugar na po na kung saan mas humahaba pa ‘yung tag-init; at iyon po ‘yung mga impact na ‘yon na hindi pa masyado nating natututukan ng pansin. Masyado ho tayong na-focus po sa mga bagyo kaya itong mga usapin po na ito ay gusto po natin na tugunan, na bawasan sana ‘yung greenhouse gas. Isa po sa inaasahan nating sasabihin ng ating Pangulo kung siya ay tutungo na doon sa summit ay ipakita sa buong mundo that ganunpaman, kahit tayo ay tinatamaan nitong mga ganitong sakuna ay patuloy tayong nagtutulak ng mga polisiya para tugunan ang pagbabago ng klima. Isa po diyan ‘yung mga renewable energy law na ipinasa na natin since 2008. At kamakailan lang ang Pangulo ay nag-launch ng solar farm at ang Pilipinas po ang unang-unang bansa sa Southeast Asia na nagkaroon ng People Survival Fund Board kung saan naglaan ng specialized funding to allow local government to access technical support kasi alam po natin na ang ating mga local government ay may kakulangan po sa technical expertise. Iyon po ang gusto nating iangat at sabihin doon na maliban dito sa ating vulnerability, meron na po tayong ginagawa. At inaasahan po na sa latest po ay baka ang Pangulo ng US ay dumalo rin at inaasahan rin ‘yung mga leaders galing sa Tsina, India, Brazil ay baka dumalo rin. So sa akin ngang sinabi earlier, this is not part of the negotiation process but is really intended to show and... Ano ba ang mangyayari? At kung ayaw lang kasi nating mangyari ulit ‘yung nangyari sa 2009 dahil ‘pag hindi pa tayo nagkasundo next year, baka magkaroon po ng failure ‘yung multilateral process mismo, ‘yung UN Convention Multilateral Process. So this is an attempt to really save the multilateral process as the only mode, right now, where we feel would be the right way to deliver the reduction of greenhouse gases. Iyon lang po at kung meron po kayong mga tanong specific I will be willing to answer these questions. QUESTIONS AND ANSWERS Ryan Chua (ABS-CBN): Ma’am, developing countries like the Philippines have been pushing for this loss and damage mechanism. Is the President expected to raise this issue at the UN summit? SEC. SERING: What we are expecting the President if he will... On his visit would be, to go around that the Philippines is very progressive in our policies. It will definitely include a push for more adaptation support moving towards loss and damage, but we need to be able also to identify how much are we talking about in determining the loss and the damage. So nandoon na ho tayo sa usapin na ganoon. Other things that we would also—would like to show and—show leadership is that despite our vulnerabilities, we are very, very proactive with our policies and we hope to continue this kind in discussion moving forward and I hope other countries, not just developed but also developing countries that are emerging economies, should also show leadership in climate change. Mr. Rosales: Good afternoon, Ma’am. Meron na po ba tayong mga figures kung magkano ‘yung naitala natin doon sa epekto 'nung climate change since ‘nung gumawa tayo 'nung adoption sa paglaban dito sa pagbabago ng klima? SEC. SERING: Ang global estimate is that iba-iba ang lumalabas na estimates depende kung sino ang gumagawa ‘nung estimate. Actually, ang pinag-uusapan ngayon under the Green Climate Fund, kung saan ang Pilipinas ay naging co-chair, inaasahan na sana tuparin na po ng mga developed countries ‘yung kanilang pledge na magbigay ng almost 100 billion by 2020. At in between now until 2020, meron ho silang tinatawag na mga ‘fast-start’ financing pero sa ngayon po ay hindi nakikita ‘yung inaasahan nating amount. But ‘yung sinasabi nga natin sa developing countries, mukhang ‘yung 100 billion kung patuloy na tumindi pa ‘yung mga bagyo at kasing lakas pa ni ‘Yolanda’ o sana naman hindi na lumakas pa ng ‘Yolanda’ ay maaaring kukulangain ‘yon. So ngayon, napakahirap pong magbigay ng estimate. Mr. Rosales: Wala kayong ballpark figure kung magkano? SEC. SERING: Kung sa Pilipinas lang kasi hindi mo rin directly mapi-pinpoint kung climate change siya or merong ibang factors na ico-consider doon kaya mahirap din sa Pilipinas magbigay ng ballpark figure kasi baka mas maliit ‘yung ating estimates. Mr. Rosales: Okay. Since ‘yung Philippines po isa sa mga nagpo-produce ng carbon emmission na napakaliit kumpara doon sa mga mauunlad na bansa like China and US, hihimukin ba ng Pangulo ‘yung maunlad na bansa na bawasan naman ‘yung kanilang carbon emission? SEC. SERING: Dapat po kasi 95 percent na po ng scientist ang nagkaroon ng consensus na ‘yung pagtaas po ng temperatura ay really human-induced since 1950s. So isa sa itutulak natin ay dapat bawasan na po ito at kung hangga’t maaari bawasan na ‘yung concentration nitong tinatawag na mga gases na greenhouse gases na siyang tinuturong dahilan dahil may correlation sa pagtaas ng temperatura doon sa pagbabago ng klima. So ‘yon… Kailangan nating tugunan kung anong sinasabi ng siyensya at sana po, makinig po ang ating mga kaibigan sa iba’t ibang bansa sa buong mundo dahil hindi lang ho ito problema ng Pilipinas. Maaaring nauna lang tayo ngayon pero sa susunod po na mga panahon marahil ay sila rin ay tatamaan kaya ngayon pa lang umpisahan na nating tugunan ito. Mr. Calonzo: Ma’am, bakit po mahalaga na si Pangulong Aquino mismo ‘yung pupunta doon sa summit na ‘yon sa New York? SEC. SERING: Ito po kasi ang talagang nais ni Secretary General Ban Ki-moon na iangat ‘yung usapin ng climate change at that level. Kasi po 20 years na nagne-negotiate ang buong mundo at that lower level at parang patuloy pa rin na nagne-negotiate hanggang ngayon. So gusto natin na—gusto ni Secretary Ban Ki-moon na kung sino po ‘yung final decision-maker, siya na po ang tumungo doon para mapaiksi ‘yung process moving towards global agreement that is expected in Paris next year. Mr. Tinaza: Ma’am, magandang hapon. Sa reyalidad po kasi parang lumalabas kasi na parang lip-service lang naman ‘yung binibitawang commitment ng mga superpowers like US and China kasi tayo naman… The question is how could the Philippines, small as it is and powerless compared to that of the US, can convince them to cut their gas emissions considering na halos lahat sila nagkakaisa na—and even ‘yung Republicans they’re opposing the existence of the global warming? SEC. SERING: Alam kung titingnan mo na rin, marami na ring lumalabas kasi na mga news sa mga nangyayari sa kanilang mga lugar. Hindi na rin… Ang United States, hindi na rin sila—part na rin sila doon sa problema kaya ganoon na rin lang ang tulak ni Pangulong (Barack) Obama na hanggang ngayon umiikot siya at for the first time, narinig natin sa bansang Amerika na tugunan na talaga ang climate change, na ganoon na siya kaimportante. Paano natin ico-convince? Ang nangyayari sa atin marahil ay hindi ganoon kasapat para ma-encourage sila on their domestic level pero nangyayari na sa India, nangyayari sa China, nangyayari na rin sa United States. So this is the kind of experience that (is) bringing everybody together to finally make a solution on how to reduce the impacts of climate change. Their own experience is actually egging them on to make that decision. Mr. Tinaza: Actually, President Obama ordered to the—their plans to cut 30 percent of their emission by 2030. Do you think that could be realized or can we hold on to that commitment of Obama? SEC. SERING: Kaya nga ho importante ‘yung next year na agreement kasi magkakaroon siya ng legal implication na kung ang bawat bansa ay magbibigay ng numero at kung paano nila maiibsan, or paano i-reduce ‘yung greenhouse gas, ilalagay natin ito sa global agreeement para magkaroon pa ng ngipin, para singilin ang mga bansang ito na nagsasabing gagawin nila ang dapat nilang gawin para mag-contribute in solving climate change. Kaya ganoon po kaimportante mula this negotiation in Lima, Peru, after New York kung saan ang New York summit ang parang mag-ga-guide on Lima and going towards next year dahil kung hindi pa po talaga magkakaroon ng kasunduan kaya ganoon na rin lang kaseryoso itong usapin na ito dahil napakalaki po ng implikasyon sa atin dahil hindi man tayo major emitter, napaka-vulnerable naman po natin dahil sa ating lokasyon. Ms. dela Fuente: Good afternoon, Ma’am. Ma’am, locally, ano po ‘yung challenges na hinaharap po natin doon sa campaign natin on climate change adaptation at saka ‘yung sabi niyo nga, may mga areas pa din dito sa atin na vulnerable pa rin? SEC. SERING: Tamang pagpaplano base sa siyensya. Marami pa po kasi sa ating mga local government ang masasabi nating kakulangan sa kapasidad para magplano doon sa mga sumusunod na mga banta o hamon ng pagbabago ng klima. Sa simpleng salita, ano po ba ‘yung mga tools na available na na pwedeng gamitin na ng mga local government? Naibababa na ba ito? In short, awareness. Kailangan pa rin natin paigtingin ‘yung awarenes, lalo na sa local government. Alam natin na ang nagyari sa atin na mga nakaraang sakuna, kailangan natin palakasin pa ang role ng local government na siya talaga ‘yung frontliners sa pagtugon, hindi lang doon sa disater na short-term kundi ‘yung long-term planning. ‘peace’ projects turned over to Zambo farmers
|
THE Department of Agrarian Reform
(DAR) has sown the “seeds of peace” when it turned over 25 “peace” projects
to 25 agrarian reform beneficiaries’ organizations (ARBOs) aimed at spurring
rural development and promoting lasting peace and order in Zamboanga del Sur.
DAR-Western Mindanao Regional Director Julita Ragandang said 1,896 farmer-beneficiaries, comprising 6,088 households with an estimated 34,000 population, would directly benefit from the projects, which included water systems, post-harvest facilities, solar and stilt dryers, farm implements and a number of cattle heads for fattening, among others. Ragandang said the projects represent the initial offering out of the 166 projects that are being implemented under the Payapa at Masaganang Pamayanan (Pamana), which is being carried out by the DAR under the direct supervision of the Office of the Presidential Adviser on the Peace Process (OPAPP). They serve as DAR’s legacy to the public under the Pamana Phase 1 project in agrarian reform areas,” Ragandang said. web pamana03Provincial Agrarian Reform Officer II Arturo Soria said the finished project were turned over to the barangay chairmen of the 25 villages in Dinas town where the 25 ARBOs are operating. Soria said among the projects that were turned over to the barangay chairmen were multi-purpose buildings for barangays Bacawan, Benuatan, Nian, Guinicolalay, Don Jose, Songayan, Pisaan and Lower Dipaya; water systems for Barangays Kinakap, Ignacio Garrata, Legarda Uno, Dos and Tres and Dimaya Proper. Soria added that a number of cattles for fattening were distributed for farmers in Dongos; six mud boats and a hand tractor for East Migpulao; tire path for Poblacion; solar dryer for Sumpotan and Sambulawan, stilt dryer for Locuban; and, water systems for Sagacad, Legarda Uno, Old Mirapao and Nangka. “Sangko sa langit ang akong kalipay sa mga ekwipo nga among nadawat (I am highly overjoyed for the farm equipments that we received),” barangay chairman Mosnain Diwa said during the simple turnover ceremonies. The search for the truth behind
the viral photo of an incident that appears to be abduction, kidnapping or
hold-up that was captured and posted by a netizen thru the social media is
finally over, when the victims, Ustadz Samanodin Abdul Gafur, legal age,
construction employee and Camal Mama y Macaraob, legal age, driver both
native of Barangay Bato Bato, Maguing, Lanao Del Sur showed up at about
5:30pm of September 6, 2014 at EPD Headquarters and claimed that they were
the victims of Robbery (Hold-up) at about 2:45pm on September 1, 2014 along
Epifanio Delos Santos Avenue (EDSA) Southbound, Barangay Wack Wack,
Mandaluyong City.
Thru the efforts of the Special Investigation Task Group organized by PSSUPT ABELARDO P VILLACORTA, District Director, Eastern Police District in line with the PNP Operation Lambat, the plate number of the Light Blue Honda Civic with plate number ZJB 149, was found out to be owned by a certain Marco Polo Estrera, a dismissed Police Officer and the Silver Gray Toyota Hi-Ace with conduction sticker YF9767 used by the suspects was identified to be owned by PCI JOSEPH DE VERA of La Loma Police Station, QCPD. During the conduct of investigation, the victims stated that: the suspects took from the victims TWO MILLION PESOS (Php 2,000,000.00) wrapped in a plastic and placed in an envelope intended for payment of heavy equipment to be purchased at Subic Bay Metropolitan Authority (SBMA) for the road construction project in Mindanao by a certain Engineer Cariong Malik. Afterwards, they were brought by the suspects at La Loma Police Station in Quezon City, and the ATM cards of the both victims were taken and forced to reveal the PIN numbers of their ATM cards, wherein Thirty Thousand Pesos (Php 30,000.00) were withdrawn from the account of Camal Mama, while Thirty Three Thousand Peso (Php 33,000.00) were taken from the account of Samanodin Abdulgafur to include his Fifty Six Thousand Pesos (Php 56,000.00) cash money. They were also detained at La Loma Police Station for more or less seven (7) hours and were released at around 9:00pm pf the same day together with the white Fortuner. Several Pictures of La Loma Police Station Personnel were shown to the said victims were pinpointed and positively identified PCI JOSEPH DE VERA, SPO1 Ramil S Hachero, PO2 Ebonn R Decatoria, PO2 Weavin B Masa, and Former PINSP MARCO POLO ARANAS ESTRERA. With the said development, after taking down the formal statement of the complainants, “EPD SITIG Wack-Wack” teams were immediately formed by DD, EPD and led the follow-up operation at La Loma Police Station. At around 12:01 in the morning of September 7, 2014, the teams arrived at La Loma Police Station 1 wherein PDIR CARMELO ESPINA VALMORIA, RD, NCRPO together with his staff was conducting inspection. PCSUPT VILLACORTA immediately informed him about the operation and eventually conducted a closed-door interview with the suspect.During the interview, PCINSP DE VERA admitted his participation in the robbery incident together with his cohorts namely: PSINSP OLIVER M VILLANUEVA, PINSP MARCO POLO ARANAS ESTRERA, SPO1 Ramil S Hachero, PO2 Ebonn O Decatoria, PO2 Weavin B Masa, PO2 Jerome C Datinguinoo, PO2 Mark L Depaz, and PO2 Jonathan Rodriguez, all personnel of La Loma, Police Station 1. but remains buoyant for the year ahead

Consumer Outlook
Consumer sentiment weakened in Q3 2014 based on the Consumer Expectations Survey that was conducted by the Bangko Sentral ng Pilipinas during the period 1 – 12 July 2014. The overall confidence index (CI) decreased to -26.3 percent from -17.3 percent in Q2 2014. This CI indicates that the number of pessimists increased and continued to exceed the number of optimists in Q3 2014. The CI is computed as the percentage of households that answered in the affirmative less the percentage of households that answered in the negative with respect to their views on a given indicator. Respondents cited the following reasons for their bearish outlook during the current quarter: (a) rising prices of basic commodities; (b) political concerns such as issues about the Priority Development Assistance Fund (PDAF) and Disbursement Acceleration Program (DAP)); (c) higher household expenses; and (d) concerns over income, employment opportunities and the business environment. For the next quarter (Q4 2014), consumer sentiment declined slightly from a neutral outlook of 0 percent to -1 percent in the current quarter’s survey as respondents anticipated higher prices of commodities and expressed concerns over the utilization of government funds. Consumer outlook for the next 12 months was likewise less favorable but remained positive. The overall consumer confidence is measured using three indicators–economic condition of the country, family financial situation and family income. For the current quarter and the year ahead, consumer outlook on the economic condition of the country registered the biggest decline across income groups as respondents’ sentiments were affected by higher commodity prices and the political noise. With regard to family finances and income, consumer outlook declined for the current quarter but improved for the next quarter across income groups in anticipation of good harvests, business upturns and additional benefits during the Christmas season (e.g., holiday bonuses and 13th month pay). For the year ahead, consumer outlook on all three indicators continued to be positive across income groups, except for the outlook on the country’s economy by the low-income group, which reverted to negative territory after posting positive CIs for the past eight quarters. The favorable outlook was driven by households that expect more jobs, improvement in the peace and order situation, and more investors in the country. On buying sentiment, respondents’ spending outlook on basic goods and services held broadly steady at 42.2 percent in Q4 2014 (from 41.6 percent in the previous quarter). The sustained spending outlook could be due to respondents’ more upbeat sentiment on family finances and income in the next quarter. Across commodity groups, more respondents expected an increase in expenditures on food, fuel, communication, restaurants and cafés, and personal care and effects while fewer respondents anticipated an increase in expenditures on clothing and footwear as well as on education. Meanwhile, the spending outlook was steady for house rent, water, electricity, medical care, and transportation. Respondents considered the current quarter as a favorable time to buy big-ticket items. The percentage of respondents that said so recorded an all-time high level at 24.9 percent. The outlook on buying conditions for real estate was the most optimistic, posting a record high of 32.6 percent since Q1 2007. Meanwhile, a stable outlook was observed for buying conditions for consumer durables and motor vehicles. Similarly, buying intentions of respondents for all big-ticket items for the year ahead remained broadly unchanged at 9.3 percent. Saving Behavior Consistent with the less favorable outlook in Q3 2014, the number of households with outstanding savings declined to 26.9 percent compared to 30.3 percent in the previous quarter. Households with outstanding savings decreased among the middle-income group, remained steady for the low-income group, and increased for the high-income group. According to respondents, they save money for the following reasons: (a) for emergencies, (b) retirement, (c) health and hospitalization, (d) education, and (e) business capital and investment. Two-thirds (66.7 percent) of household savers have bank deposit accounts while 23.3 percent kept their savings at home and 10 percent put their money in cooperatives, paluwagan and other credit/loan associations. Although the number of households with outstanding savings decreased, the percentage of respondents who reported that they could set aside money for savings during the current quarter was broadly stable at 34.9 percent (from 35.7 percent in Q2 2014). Moreover, the proportion of those that could save 10 percent or more of their monthly gross family income was almost unchanged at 35.6 percent (from 36.3 percent in Q2 2014). Expectations on Selected Economic Indicators Respondents anticipated inflation to remain steady at 6.1 percent reflecting their outlook of a stable inflation for the year ahead. This indicates that inflationary expectations are likely to remain well-anchored in the next 12 months as the number of respondents with views of higher inflation was almost unchanged compared to a quarter ago. Meanwhile, more respondents expected interest rates to increase as the CI edged higher for this quarter’s survey. Respondents are of the view that the peso would continue to depreciate against the US dollar in the next 12 months, although fewer respondents have indicated so compared to the previous quarter survey. Meanwhile, more respondents expected unemployment to rise over the next 12 months as the CI increased to 59 percent from 54.5 percent in the last quarter’s survey. Expenditures of Overseas Filipino Workers (OFWs) Of the 592 households included in the survey that received OFW remittances in Q3 2014, 95.9 percent used the remittances that they received to purchase food. More than two-thirds (67.1 percent) of the OFW households allocated part of their remittances for education, 56.3 percent for medical expenses and 42.7 percent for debt payments. The percentage of OFW households that utilized their remittances for savings remained strong at 39.7 percent, albeit lower than the 46.6 percent recorded in Q2 2014. Similarly, those that allocated their remittances for investment and for the purchase of consumer durables and house decreased. Meanwhile, those that apportioned part of their remittances to purchase cars/motor vehicles remained steady. About the survey The Q3 2014 CES was conducted during the period 1 – 12 July 2014. The CES samples were drawn from the Philippine Statistics Authority-National Statistics Office’s (PSA-NSO) Master Sample List of Households, which is considered a representative sample of households nationwide. The CES sample households were generated using a stratified multi-stage probability sampling scheme. It has a total sample size of 6,106 households, of which 3,031 (49.6 percent) were from NCR and 3,075 (50.4 percent) from AONCR. Of the total sample size, 5,948 households responded to the survey equivalent to a response rate of 97.4 percent (from 97.5 percent in the last quarter’s survey). This consists of 2,967 households or 97.9 percent (from 97.9 percent) in NCR and 2,981 households or 96.9 percent (from 97 percent) in AONCR. Idols ng TESDA - Gone to college, but
still rooted in tech-voc

From technical vocational
education and training (TVET), these three national winners of the 2014
search for Idols ng TESDA (Technical Education and Skills Development
Authority) have scaled heights, finishing college and taking graduate
studies.
But in getting into the world of work, they remain rooted in their learnings from TVET. Twelve (12) TVET graduates emerged as winners at the regional level and were nominated to the national level of the search. The annual award seeks to recognize hardworking individuals who have become successful in their endeavors through their participation in technical vocational education and training (TVET) programs. Rhea Corina Mejia, who emerged the national winner, finished a meat processing training program at Lyceum in Batangas in 1997. She also took an Associate degree in Hotel and Restaurant Management, which she finished in 1999. Mejia, who hailed from Region IV-A, now has a BS in Hotel and Restaurant Management, an MA in Business Administration, and is currently working on her Doctorate degree. Maintaining strong TVET roots, Mejia did not stop her education and obtained National Certificates in tourism-related skills such as Bartending and Housekeeping and associated TVET Trainers Certificates. She also continued to actively participate in numerous regional and national skills competition as competitor or coach. She is currently the Competency Assessment Center Manager and Associate Dean at the College of International Tourism and Hospitality Management both at the Lyceum of the Philippines University. Mejia has published several articles and books related to her area of expertise. Region I's bet, Catalino Abellera, and Arnel Rubio from Region II were runners-up to Mejia in the wage-employed category at the Idol ng TESDA national level. Both took tech-voc courses in information technology, and made it to college. Abellera first took a two-year course in Computer System Design and Programming at the La Union branch of AMA Computer Learning Center in 1999. Securing a scholarship from TESDA through the PESFA (Private Education Student Financial Assistance), he was able to earn a Bachelor of Science degree in Computer Science at Lorma College in 2003. In 2006, he joined Lorma College as instructor, and is now the assistant head of the Skills Development Institute. He was instrumental in the registration of various TVET programs of the school. Abellera pursued his studies, earning a Master’s degree in Information Technology. At Lorma College, he shares his skills and knowledge with students as he teaches programming and visual graphics. Rubio started his TVET journey in 1996 when he completed a two-year Computer Science course at the Navarro Computer College in Cagayan. After this, he expanded his skills set, taking other training programs in Food and Beverage Services and other tourism-related skills. From being a laboratory aide and data encoder, Rubio worked his way up until he became the operations manager of the Kusina Cagayana Management Inc. and training coordinator of the Cagayan Proficiency Training Center Inc. In 2000, he earned a Bachelor of Science degree in Commerce. To this day, he advocates TVET to his students and out-of-school youth, and extends free consultancy services to catering businesses in his community. |

execs, contractor face raps for procurement fraud

For failing to follow procurement
rules as required by Republic Act No. 9184 (Government Procurement Reform
Act), the Office of the Ombudsman dismissed from the service Professional
Regulation Commission (PRC) Chairman Teresita Manzala and Commissioner
Alfredo Po for Grave Misconduct, Serious Dishonesty, and Conduct Prejudicial
to the Best Interest of the Service. In addition, an Information for
violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices
Act) was filed against Manzala, Po, and Cesar Sanqui, Jr. and Mary Grace
Villacorta, president and first vice president, respectively, of New San Jose
Builders, Inc. (NSJBI).
Investigation shows that in the first quarter of 2012, the PRC discussed plans to relocate its Executive Offices from Manila to Quezon City pending completion of the construction of the PRC Building in Pasay City. PRC Resolution No. 2012-700 dated 20 November 2012 authorized the Budget Division to allocate P12,200,000.00 as basic yearly rental inclusive of value added tax and common area maintenance/operating costs. In addition, P13,954,992.00 was allocated for the installation of office furniture and fixtures. The Bids and Awards Committee (BAC) was also directed to proceed with the procurement for the project. Only NSJBI attended the 27 November 2012 pre-bid conference. On 03 December 2012, NSJBI’s bid was considered as the Lowest Calculated Bid, being the lone bidder for the project. During post qualification, the BAC found discrepancies in the bidding documents submitted by the bidder. Earlier, however, Manzala sent a Letter of Intent (LOI) addressed to NSJBI President Cesar Sanqui, Jr. and First Vice President Mary Grace Villacorta regarding the three-year lease of office space in Victoria Towers Commercial Center at Timog Avenue, Quezon City. In reply, Villacorta formalized its acceptance of the LOI in a letter dated 16 May 2012. Upon inspection by the Field Investigation Office (FIO) in November and December 2012, it was determined that the area was already reserved for the PRC with the transfer scheduled in January 2013. The Office of the Ombudsman ruled that “the bidding process was rigged and simulated,” and “undertaken only to make it appear that the transaction with NSJBI is valid and legal as the lease agreement was already perfected even before the bidding was held.” In finding probable cause, Ombudsman Conchita Carpio Morales ruled that “the pieces of evidence clearly show that respondent Po was at the helm of the scheme to manipulate the procurement process and gave undue favor and preference to NSJBI,” adding that “this is not without the knowledge and consent of respondent Manzala who willingly allowed respondent Po to orchestrate his fraudulent acts.” Ombudsman Morales further stated that “the presence of these irregularities already existing prior to the issuance of the LOI should have been easily detected by respondent Manzala had she not turned a blind eye on the red flags covering the said transaction.” Insofar as the administrative case is concerned, the Office of the Ombudsman ruled that the PRC BAC should be held liable for Simple Neglect of Duty for failing to notice the patent flaws in the bidding process. Suspended for six months without pay are BAC officials and members: Sarah Edna Tabije, Gina Consignado, Nilo Martin, Emma Francisco, Aurora Mendoza and Lord Louis Valera. Aside from being dismissed from service, Manzala and Po were also meted out the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, and perpetual disqualification from holding office. It will be recalled that in May 2013, the Ombudsman found Po liable for Grave Misconduct and violation of Section 7(d) of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), and imposed upon him the penalty of dismissal from the service, in connection with the entrapment operation where he was caught receiving bribe money from the owner of the building leased by the PRC in Baguio City. Additionally, in December 2012, the Office of the Ombudsman filed with the Sandiganbayan four (4) separate Informations, indicting Po for: (1) Direct Bribery; (2) violation of Section 3(b) of R.A. No. 3019; (3) Solicitation or Acceptance of Gifts under Section 7(d) of Republic Act No. 6713; and (4) Simple Robbery. |

fast-track the implementation of several medium to large scale eGovernment
projects inline with the eGovernment Masterplan (eGMP) and the Medium Term
ICT Harmonization Initiative (MITHI).
eGovernment allows for more efficient, transparent and effective governance and delivery of public services through the use of ICT. With eGovernment, more government services will be available online and will minimise the tedious need to queue for government services that usually take hours of citizen's valuable time. Among the essential e-government projects to be implemented by these Project Managers are those under the Integrated Government Philippines (iGovPhil) project, which aims to interconnect government agencies and automate processes for faster and more efficient public service. The project itself is composed of interconnected projects that include infrastructure, systems and applications, and shared services. At least 10 of these projects are either complete or nearing completion. These are the fiber optic network, data centers, cloud computing, government email, public key infrastructure, forms generator, online payment system, document and record management system, government web hosting, and project tracking and management. Among the IT projects in the pipeline outside iGovPhil are the Government Integrated Financial Management Information System (GIFMIS), the National Payroll System, and the Human Resources Asset Management and Procurement. These Project Managers shall form part of the corps of Chief Information Officers (CIOs) who will be deployed in frontline Government agencies managing vital eGovernment services. Applicants need to have minimum of three years experience in managing medium to large scale ICT projects in the public or private sector. Monetary Board hikes Policy Rates anew by
25 basis points

At its meeting today, the Monetary
Board decided to increase the BSP's key policy rates by 25 basis points to
4.0 percent for the overnight borrowing or reverse repurchase (RRP) facility
and 6.0 percent for the overnight lending or repurchase (RP) facility. The
interest rates on term RRPs, RPs, and special deposit accounts (SDA) were

unchanged.
The Monetary Board’s decision is based on the assessment that the inflation target, particularly for 2015, remains at risk. Latest baseline forecasts have shifted closer toward the higher end of the target range of 3±1 percent for 2015, indicating elevated inflation pressures. Moreover, inflation expectations are seen to be settling near the upper end of the inflation target range, particularly for 2015. At the same time, the balance of risks to the inflation outlook continues to lean toward the upside, with price pressures emanating from the possible further increases in food prices as a result of tight domestic supply conditions, as well as from pending petitions for adjustments in utility rates and potential power shortages. Given these considerations, the Monetary Board deemed it necessary to respond with stronger policy action to rein in inflation expectations further and preempt potential second-round effects even as previous monetary responses continue to work their way through the economy. The Monetary Board believes that the continued favorable prospects for domestic demand—as evidenced by the stronger GDP growth in the second quarter—allow some scope for a further adjustment in policy rates. Going forward, the BSP remains prepared to take appropriate policy actions as necessary to ensure the achievement of its price and financial stability objectives. |
DPWH shortens work duration on
construction projects

“Let the contractor follow our
shortened schedule.”
This was the marching order given by Secretary Rogelio L. Singson to the 16 Regional Directors of the Department of Public Works and Highways (DPWH) in a regular meeting held at the DPWH Head Office. Singson said that the DPWH implementing units in the Regional and District Offices may also order contractors to shorter project durations whenever possible to ensure timely completion of projects, especially in populated and urban areas. “As we are about to enter the last quarter of the year, we have to tighten our project management and reduce the number of calendar days with additional resources of contractors especially for projects in highly urbanized areas, added Singson. In 2012, Secretary Singson through Department Order 44 implemented standardized construction duration of various categories of projects/works depending on cost. The standardized durations for the corresponding categories of works is the maximum prescribed days. Construction works beyond allowable period must be subject to approval of the DPWH Bureau of Construction. The Secretary has also reminded the Regional Directors to strictly follow the approved specifications and design standard in the concreting of farm-to-market roads nationwide. In areas where the average daily traffic is less than 200, DPWH constructs minimum pavement width of 4.0 meter for two lanes and 5.0 meters for two lanes for 200 to 400 average daily traffic. The minimum concrete pavement thickness is 150 millimeter (6 inches). |
PSA celebrates First Anniversary

The Philippine Statistics
Authority (PSA) celebrates today the first anniversary of its founding and
signing into law of the Philippine Statistics Act of 2013.
The Philippine Statistics Act of 2013 was signed into law by President Benigno S. Aquino III on September 12, 2013. The Act created the PSA which merged the former National Statistics Office, National Statistical Coordination Board, Bureau of Agricultural Statistics and Bureau of Labor and Employment Statistics into one organization. To mark this milestone, the PSA hosted a simple celebration themed “PSA: Working Together as One.” Simultaneously observed at the national and regional levels, the celebration included hanging of streamers and organizing a thanksgiving program in PSA offices across the country. A tree planting activity was also conducted as a symbolic commemoration of PSA’s establishment and as a support to sustainable development. Socioeconomic Planning Secretary Arsenio M. Balisacan and National Statistician Lisa Grace S. Bersales led the thanksgiving program and tree planting activities which was held today at 6:00 a.m. at PSA Complex, East Avenue, Quezon City. The event was also attended by key PSA officials including Interim Deputy National Statisticians Lina V. Castro, Paula Monina G. Collado and PSA Execom Member Ma. Teresa V. Peralta. In her message, Dr. Bersales enumerated PSA’s milestones for its first year which include the endorsement by the Department of Budget and Management (DBM) to Congress of the 2015 PSA budget and the submission to DBM of the proposed organizational and staffing structure. She also enumerated the major PSA outputs which are relevant to its stakeholders. She thanked the staff and reiterated her confidence in them for actualizing her vision of a solid and responsive PSA. The Bureau of Internal Revenue
(BIR) today filed separate criminal complaints with the Department of Justice
against two (2) delinquent taxpayers – one individual and one corporate
(including its responsible corporate officer) - for Willful Failure to Pay
Taxes under the NationalInternal Revenue Code of 1997, as amended (Tax Code).
Charged for violating Section 255 of the Tax Code was CHRISTOPHER JOHN JUNIO CORONEL (CORONEL). He is the sole proprietor of EQUIPDENT TRADING. His primary business is the retail of dental equipment with registered address at No. 10B CDC Paang Bundok, Quezon City. CORONEL was sued for deficiency tax liabilities for taxable year 2007 in the aggregate amount of P12.9 million, inclusive of increments,consisting of P7.3 million in Income Tax (IT) and P5.6 million in Value Added Tax (VAT). Likewise charged for violating Section 255 in relation to Sections 253 and 256 of the Tax Code were ALTERNATIVE BEVERAGES CO., INC. (ALTERNATIVE BEVERAGES) and its responsible corporate officer – President ALFREDO RAMON M. HERRERA. ALTERNATIVE BEVERAGES is a domestic corporation with registered business address at 3/F 102 E. Rodriguez Jr. Avenue, Brgy. Ugong, Pasig City. It is engaged in the business of manufacturing of goods such as bottled water, isotonic drinks, juices, and energy drinks. ALTERNATIVE BEVERAGES and its responsible corporate officer were assessed deficiency tax liabilities for taxable year 2006 in the sum of P28.7 million, inclusive of increments, broken down as follows: IT - P20.5 million; VAT - P7.7 million; and Expanded Withholding Tax (EWT) – P0.50 million. BIR Quezon City records of investigation showed that the abovementioned respondents were served the corresponding Letter Notices (LN), Letters of Authority (LOA), Preliminary Assessment Notices (PAN), Final Assessment Notices (FAN) and Formal Letters of Demand (FLD) with Details of Discrepancies but failed to protest said assessments, hence making the same final, executory, and demandable. The subsequent issuance of Preliminary Collection Letters, Warrants of Distraint and/or Levy, Warrants of Garnishment, and Demands Before Suit were ignored by the respondents, as the said tax assessments remained unpaid. The respondents’ obstinate failure and continued refusal to pay their long overdue deficiency tax assessments, despite repeated demands, constitute willful failure to pay the taxes due to the government. The cases against CHRISTOPHER JOHN JUNIO CORONEL, and ALTERNATIVE BEVERAGES CO., INC. & its responsible corporate officer are the 284th and 285th, respectively, filed under the RATE program of the BIR under the leadership of Commissioner Kim S. to facilitate employment creation

Secretary Rosalinda Dimapilis-Baldoz yesterday expressed optimism that the
employment gains as shown by the 2014 July Labor Force Survey of the
Philippine Statistics Authority will be sustained through the last quarter of
the year and the rest of the term of the Aquino III administration, and
pledged to work harder to facilitate employment creation.
"I am elated by the result of this official survey on employment by the Philippine Statistics Authority. I can now see signs of job-led growth in the horizon. The growth in employment of 1.061 million new employed persons in the 2014 July LFS follows the 1.654 million new employed persons in the 2014 April LFS and the 606,000 new employed persons in the 2014 January LFS," said Baldoz in a media release. The 2014 July LFS showed a 93.3 percent employment rate, which means 38.451 million Filipinos have jobs in July this year compared to 37.490 million, or a rate of 92.7 percent, in 2013 July. "Correspondingly, the 6.7 unemployment rate shown by the 2014 July survey round, down from the 7.3 percent unemployment in 2013 July, almost approximates the country's GDP growth for the second quarter of 2014," said Baldoz. The labor and employment chief said the result of the 2014 July LFS, the third survey round this year, indicates a continuing uptrend in the labor market which began in April this year. "There is an upward momentum in the performance of the labor market," she observed. Baldoz also noted the continuing decline in under-employment. "I am pleased about the decrease of number of underemployed Filipinos. From 19.2 percent in 2014 July, underemployment has gone down to 18.3 percent in 2014 July. This meant a reduction of 119,000 in the number of unemployed persons from 7.169 million a year ago to 7.050 in July this year," she said. In the July 2014 LFS, the employment growth was exhibited mostly by the growth in private sector wage employment, with the number of wage and salary workers rising from 21.799 million in 2013 July to 22.444 million in 2014 July. "Of this 22.444 million, 17.222 million were wage and salary workers in the private sector. Baldoz also observed that employment growth was broad-based, with all three major sectors showing increased number of employment. Employment in services and industry employment led the three sectors, growing by 3.9 percent (+772,000) and 3.9 percent (228,000), respectively. Employment in agriculture followed, with an increase of 0.5 percent (+61,000). With the overall improvements in the employment situation, Baldoz pledged that the DOLE under her leadership will intensify some more its efforts to facilitate employment and enhance the employability of more Filipino workers and the productivity of productivity and competitiveness of business establishments, particularly the micro, small, and medium enterprises which account for 99 percent of all businesses and 61 percent of total employment in the country. “In convergence with other government agencies, we will not rest in delivering up-to-date and relevant labor market information to our workers, in enhancing their skills to increase their employability, and in providing free technical assistance, programs, and services to SMEs to improve productivity," she said. "We shall also continue to promote awareness on labor standards and occupational safety and health to foster a culture of voluntary compliance with all labor laws, and to sustain industrial peace that will attract more job-generating investments," she added. |

Rosalinda Dimapilis-Baldoz yesterday enumerated the gains that Mindanao has
achieved from the conduct of the Mindanao Occupational Safety and Health
Summit, saying there is now a robustly growing occupational safety and health
culture in the country, particularly in Mindanao. "We have had many
gains from this event--voluntary codes of good practices in the mining, wood,
ecotourism and plantation industries; strengthened occupational safety and
health networks; increase in the number of OSH advocates; and, consequently,
more trained safety officers," Baldoz said in her keynote speech at the
5th Mindanao OSH, held at the Almont Inland Resort in Butuan City. Close to
300 OSH advocates from various industries, OSH experts from all over
Mindanao, and officials of DOLE agencies, notably of the DOLE regional
office, Occupational Safety and Health Center, Bureau of Working Conditions,
National Wages and Productivity Commission, gathered at the biennial event,
aimed primarily as a venue to share best OSH practices, researches,
innovations, and strategies to address emerging workplace hazards faced by
Filipino workers. Six Mindanao regions were represented in the Summit, which
also saw the participation of DOLE Undersecretary Rebecca Chato, internal
affairs and labor relations cluster. “Sustaining OSH in Mindanao: Towards
Workplace Excellence” is the theme of the Summit, which is being hosted by
the DOLE Caraga for the first time. Baldoz said the presence of a large
number of Summit participants underscore the vitality of OSH in Mindanao and
in the efficiency and success of its industries. "In this gathering, I
hope you will discuss how to sustain the productivity of Mindanao industries,
especially in the face of climate change and the rapidly evolving
technological and labor landscape that poses a multitude of challenges to all
of us. These challenges require innovative responses," Baldoz said. The
two-day Summit featured discussions on best practices on safety and health in
the mining, wood and oil industries, transport (public safety and risk
reduction management), and health services, moderated by DOLE Regional Office
No. 11 Regional Director Joffrey M. Suyao. The speakers were as follows: on
mining, Engr. Reagan Ogoy, safety officer of SRMI Mining Co.; on wood and oil
industry, Bayani Isagani Melchor; on transport, Jayson Patawaran; and on
medical services, Dr. Lucita O. Tagudin, Nurse/HRD Officer, Department of
Health. Baldoz said events like the Summit "perfectly compliment the
work we are doing at the DOLE for the utmost protection of our workers.” The
highlight of her keynote address was her emphasis on the new Labor Laws Compliance
System, a combination of developmental and regulatory approaches that seeks
to foster a culture of voluntary compliance with labor laws. Under the new
LLCS, the DOLE has hired and trained 372 new Labor Laws Compliance Officers
to assess the compliance of establishments and to assist them in correcting
any violations and gaps they are found to have. "The new LLCS is now
slowly changing the landscape of labor law compliance in the country. The
program has proven to be successful in Mindanao. Just yesterday, 157
companies received Certificates of Compliance (COC) on both General Labor
Standards and OSH, while 63 companies received the Child Labor-Free
Certificates. In the past several weeks, more than 200 COCs were also given
in Regions 10, 11 and 12," she said. According to Baldoz, as part of the
DOLE’s commitment to strengthening worker protection programs on OSH, the
Employees Compensation Commission and the Occupational Safety and Health
Center are shoring up their manpower and other resources in Mindanao and in
other parts of the country to bring focal persons who will provide technical
and advocacy assistance on matters relating to worker protection and
compensation. "This will facilitate the goal of Zero Accident to be
realized in the Philippines," she said. Some of the organizations

economic ties with Pakistan

The Department of Trade and
Industry (DTI) recently received a six-member Pakistani business delegation
that intends to explore business opportunities in the Philippines and
strengthen economic ties between the Philippines and Pakistan.
“The Philippines and Pakistan are similar. We have almost same population size. We are looking at strong economic growth, import and export, and industrial opportunities. One of our major focus is to get strong manufacturing growth,” DTI Undersecretary Ponciano C. Manalo Jr. said during the delegation’s courtesy call on him. The Pakistani delegation is led by Federation of Pakistan Chambers of Commerce and Industry (FPCCI) President Zakaria Usman. The delegation is a combination of possible investors, buyers and sellers from various sectors such as manufacturing, renewable energy, petrochemicals, financial services, textiles, ceramics, garments, food, and shipping. Usman said that they are here to work together with the government and the private sector to enhance bilateral relations and increase business for both countries. In 2013, total trade between the two countries only stood at USD 90.34M. Pakistan ranks as the Philippines’ 49th trading partner. Commercial Counsellor John Paul B. Iñigo said various undertakings are currently being made to enhance the business relationship between the two countries. These include Pakistani businessmen’s participation in the October 2014 Manila FAME, a proposed Autonomous Region of Muslim Mindanao’s (ARMM) delegation to visit Pakistan to present investment opportunities in Mindanao, and a proposed Philippine Franchising Association’s (PFA) participation in the Expo Pakistan 2014/2015. Manalo said that at this early phase in strengthening two countries’ trade relations, low hanging fruits such as the import and exports of food can be considered. Usman also expressed strong interest to sign a free trade agreement (FTA) with the Association of Southeast Asian Nations (ASEAN), and will make a study on this agreement. Earlier in the delegation’s visit, the FPCCI signed an agreement with Philippine Chamber of Commerce and Industry (PCCI) to set up a joint business council to carry out systematically business promotional activities in trade, investment, technology transfer, services and others. The council is also expected to provide regular and recognized forum for discussion and promotion of these activities between businessmen and industries of the two countries. The DTI also organized a business forum for the Pakistani delegation that included presentations on the Philippine business climate and investment opportunities by the Board of Investments, tourism investment opportunities by the Department of Tourism (DOT), presentation on the Zamboanga Economic Zone by ZamboEcoZone Authority. During this briefing, Usman emphasized that it was important to keep in touch for the benefit of both countries. He also said that he intends go back to the Philippines with another business delegation. The FPCCI was established in 1950 and is a private umbrella trade organization composed of 48 Chambers of Commerce and Industry in Pakistan. It has links to more than 100 trade association in the country and has 1000 sub-committees. |
Decommissioning of MILF forces an executive
function, need not be part of BBL –peace execs

MANILA – The decommissioning of
Moro Islamic Liberation Front (MILF) forces and weapons is a program that
will be implemented jointly with the MILF, simultaneous with legislating the
new law on the Bangsamoro. It doesn't have to be put in the Bangsamoro Basic
Law (BBL), explained Government of the Philippines (GPH) peace panel chair
Prof. Miriam Coronel-Ferrer.
“The decommissioning of the MILF is part of the Annex on Normalization of the Comprehensive Agreement on the Bangsamoro (CAB),” Coronel-Ferrer underscored. "The MILF signed this document and so they are obligated to see this through with the help of the government and the Independent Decommissioning Body (IDB) that we will set up very soon." The IDB will be made up of three foreign experts and four Filipinos. It will validate the inventory of weapons and combatants that the MILF will submit and institute the needed procedures for turning in the weapons. Norway, Turkey and Brunei have been invited by the government and MILF panels to nominate the foreign experts who would sit in the IDB. "The process would be gradual and phased, and commensurate with the developments in the legislative process of passing the BBL," said the government negotiator. Full decommissioning of the weapons and combatants of the MILF will happen after the creation of the Bangsamoro and the creation of the police force in the region. "High-powered and crew-served weapons will be turned in to the IDB. However, members of the MILF may legalize the small arms in their possession through a registration process that conforms with the national firearm law. There is no need for a special law for the decommissioning,” explained Coronel-Ferrer. Presidential Adviser on the Peace Process Teresita Quintos Deles issued a similar clarification. “The normalization process doesn’t have to be in the law, except for the setting up of the police force for the Bangsamoro. The normalization process is an executive action that doesn’t need new legislation” she said. The normalization process—composed of three main components, namely security, socioeconomic development, and transitional justice and reconciliation—aims to return conflict-affected communities in Mindanao to a peaceful life wherein people could pursue sustainable livelihoods free from fear of violence and crime. The security aspect of normalization includes policing, gradual decommissioning of MILF forces and weapons, redeployment of the Armed Forces of the Philippines (AFP) from or within the conflict-affected areas, and the disbandment of private armed groups. Coronel-Ferrer clarified that the creation of the police force for the future Bangsamoro region is what can be found in the draft BBL because that needs to be legislated. According to the proposed BBL, the Bangsamoro police “shall be organized, maintained, supervised and utilized for the primary purpose of law enforcement and maintenance of peace and order in the Bangsamoro. It shall be part of the Philippine National Police.” President Benigno S. Aquino III submitted the proposed BBL to leaders of Congress in a ceremony Wednesday, September 10, at Malacañan Palace. Normalization, decommissioning mechanisms To implement the Normalization Annex, the GPH and the MILF created committees assigned to undertake specific roles. Aside from the IDB, there are three other bodies. The Joint Normalization Committee (JNC) will coordinate the different normalization processes and mechanisms. The Joint Peace and Security Committee (JPSC) will create and administer the joint peace and security teams that will be fielded in different communities to help keep the peace in the area. The Transitional Justice and Reconciliation Commission (TJRC) will undertake a study and recommend to the panels the appropriate mechanisms for transitional justice and reconciliation. Coronel-Ferrer said the CAB is an agreement which provides “clear mechanisms and benchmarks that will allow the MILF to transform itself with dignity from being an armed group into an unarmed political, social and economic actor in their communities.” The BBL is the legal translation of the CAB signed between the GPH and MILF on March 27, 2014, thereby successfully concluding 17 years of peace negotiations and bringing the parties towards implementation. “The CAB and the BBL aim to establish genuine autonomy in the south that respects the diversity of the people in the area, the basic rights of all, and ensure collective security and prosperity,” Coronel-Ferrer said. |
