Magandang gabi po sa inyong lahat.
Ito na nga po yata ang pinakamahabang panahong nalayo tayo sa Pilipinas mula
nang maupo tayo sa puwesto. Sa Europa, inikot po natin ang mga bansang Espanya,
Belgium, Pransya, at Alemanya. Lumapag naman tayo ng Boston, New York at San
Francisco sa pagtungo natin sa Estados Unidos.
Labindalawang araw po tayong nawala, at talaga naman pong sinulit natin ang mga
araw na ito: 94 engagements ang atin pong dinaluhan. Kinausap natin ang mga
pinuno ng iba’t ibang bansa at institusyon upang isulong ang mas mabuting
ugnayan; nakipagpulong tayo sa mga negosyante upang imbitahin silang mamuhunan
sa ating bansa; kinita natin ang ating mga kababayan, at dinalhan sila ng
mabuting balita.
Ipinarating po natin ang pasasalamat sa mga kabalikat natin sa Europa at pati
na sa Estados Unidos. Malaki ang tulong nilang naipaabot matapos ang bagyong
Yolanda, pati na rin sa proseso ng kapayapaan sa Mindanao. Pinasalamatan din
natin sila, dahil nga po tinanggal na nila ang ban sa pagbiyahe ng ating local
carriers sa Europa. Nabigyan po tayo ng pagkakataong ipaliwanag ang ating
posisyon ukol sa West Philippine Sea; malinaw nga po sa ating pagharap sa iba’t
ibang pinuno, pati na rin sa mga think tank, na nauunawaan nila ang katuwiran
ng ating paninindigan. Ikinalulugod nga po natin ang pagpapahayag ng suporta ng
mga pinunong ating nakausap.
Sa pagdalo naman po natin sa United Nations Climate Summit, pinalakas pa natin
ang panawagan para sa sama-samang pagkilos ng mga bansa upang tugunan ang
epekto ng pagbabago sa klima. Idiniin natin doon: bawat bansa, maliit man o
malaki, ganap nang maunlad o papaunlad pa lamang, ay dapat iambag ang lahat
nang maiaambag upang harapin ang hamon ng Climate Change.
Sari-saring kasunduan din po ang nilagdaan natin. Halimbawa nito ang Cultural
Agreement at Air Service Agreement sa pagitan ng Pilipinas at ng Pransya; at
mga kasunduan para sa ugnayang pang-edukasyon.
Gaya ng lagi, bitbit din natin ang pasalubong sa anyo ng puhunan: Aabot po ng
2.35 bilyong dolyar ang halaga ng nakalap nating mga panata at tiyak na
investment, na tinataya namang lilikha ng 33,850 trabaho. Dalawampu’t dalawa
korporasyon ang nakausap natin sa iba’t ibang mga bansang nilapagan natin. Ang
sabi nga po natin sa kanila: Kung naghahanap kayo ng paglalagyan ng inyong
puhunan, bakit hindi kayo sa amin pumunta, upang makasama nating pakinabangan
ang bunga ng pag-unlad? Hindi na po natin idedetalye ang bawat isa sa kanila at
baka po mausog, pero ang masasabi ko lang po: Nagkakaisa sila sa kanilang
tiwala sa gumaganda nating ekonomiya at sistemang panlipunan. Alam nila ang
bunga ng ating mga reporma; at umaasa sila sa patuloy nating pag-angat.
Ang lahat ng kanilang puhunan, magbubunga ng mas malawak na pagkakataon para sa
ating mga kababayan. Nariyan po ang Coca-Cola: Ipinangako nila sa atin noon ang
pagpasok ng karagdagang isang bilyong dollars sa bansa bago sumapit ang taong
2015. Sa biyaheng ito, iniulat nilang naipasok na ang lahat ng puhunang ito, at
hindi pa tayo umaabot sa 2015. Ang Volkswagen din po, halimbawa, inengganyo nating
dito magtayo ng kanilang global manufacturing hub; malaking bentahe ang
lumalaki nating middle class, pati na rin ang maganda nating lokasyon at ang
husay ng ating manggagawa, at ipagpapatuloy po natin ang pang-eengganyo sa
kanila.
Sa isa nga po nating pagpupulong, isang mataas na opisyal ng prominenteng
bangko ng mundo, at hindi naman po ng Pilipinas, ang nagsabi: Baka raw po dapat
ay i-globalize natin ang piso. Ang ibig pong sabihin, kumpiyansa siya sa
stabilidad ng ating ekonomiya; naniniwala siyang sulit ang tumaya sa Pilipinas.
Nabigla po tayo sa mungkahing ito; kahit kailan po ay hindi dumapo sa isip
natin ang ganitong hakbang. Talagang kailangan ng mas malalim na pag-aaral ng
ganito kalaking mga hakbang, pero hindi po maikakaila ang sentimyentong dala ng
kanyang mungkahi: Ang dating Sick Man of Asia, ngayon, bukal na ng kumpiyansa
sa ekonomiya; Ang dating pahirapan kung mapansin, ngayon, marami nang
nag-uunahang kausapin. Napakataas na po talaga ng tingin ng mundo sa Pilipinas.
Matagal-tagal din po tayong nawala. Alam ko po, habang ibinibida natin ang
Pilipinas sa ibang bansa, habang pinagtutuunan natin ang ating mga
pangmatagalang pangangailangan ay hinagupit ng ilang mga bagyo ang Pilipinas.
Nais ko pong magpasalamat sa bawat Pilipinong nakiambag upang tugunan ang mga
pangangailangan sa panahon ng kalamidad. Hindi po nagkulang ang ating mga
kasamahan sa gobyerno sa pagtawag sa telepono, sa pagtext, at sa pakikipag-usap
sa akin habang tayo ay nasa biyahe. Tuloy-tuloy po ang pagbibigay natin ng direktiba
sa kanila upang masigurong ang bawat Pilipino ay mabibigyan ng sapat na
pagkalinga sa harap ng sakuna.
Siyempre po, ang pinakamatamis na bahagi ng ating biyahe ay ang makita ang mga
ngiti ng kapwa natin Pilipino sa ibang bansa kapag naririnig nila ang
magagandang balitang nangyayari sa Pilipinas. Inilatag po natin sa kanila ang
transpormasyong tinatamasa na ng ating bansa: mula sa pagbasag sa baluktot na
kalakaran hanggang sa pagbubukas ng pagkakataon sa ating mamamayan; mula sa
pag-arangkada ng ekonomiya hanggang sa parating pang magagandang oportunidad;
at maging sa pagtataguyod ng pangmatagalang kapayapaan.
Isipin nga po ninyo ang pinanggalingan ng ating bansa: Mula sa puntong ni hindi
man lang natin makayang mangarap, ngayon, isa-isa nang natutupad ang ating mga
pangarap. Ang dating imposible, hindi lang nagawang posible; nagiging karaniwan
na. Kung nagawa nating makarating sa kalagayan natin ngayon mula sa punto ng
kawalang pag-asa, ano pa kaya ang maaari nating marating, ngayong mas mataas at
mas mabuti na ang ating kinatatayuan? Tumuloy lang po tayo sa landas na ating
tinatahak, at tiyak po, maaabot natin ang pinakamatatayog nating adhikain para
sa Pilipinas.
Lahat nga po ng mga tagumpay na atin nang naisakatuparan sa tuwid na daan, ay
pundasyon lamang sa higit pa nating pag-unlad. Tunay nga po: ibang-iba na ang
pagkilala sa Pilipinas ngayon, at sa atin pong pakikiambag, sa atin pong
pakikisagwan sa iisang direksyon, mas lalo pa tayong igagalang at hahangaan ng
buong mundo.

SEC. COLOMA: Magandang umaga sa inyo, Efren at sa ating mga tagasubaybay.
EFREN: Ah, okay po. At iyong opening statement po natin—at welcome back home
dito kay Secretary Sonny Coloma.
SEC. COLOMA: Maraming salamat, Efren. Ang una kong pahayag ay hinggil sa
National Seafarers Day. Kaisa natin ang sambayanang Pilipino sa pagbibigay-pugay
sa mga masisipag at magigiting na Pilipinong pumapalaot sa buong daigidig sa
pagdiriwang ng National Seafarers Day. Kinikilala ang kahusayan ng mga
Pilipinong opisyal at tripulante na siyang bumubuo nang pinakamalaking
puwersa ng mga bansang kalahok sa paggawa at empleyo ng pandaigdigang
industriya maritima. Kaya nga’t noong nakipagpulong si Pangulong Aquino sa
Brussels kamakailan lang sa mga pinuno ng European Union, tiniyak niya ang
puspusang pagsisikap ng pamahalaan sa pamamagitan ng Maritime Industry
Authority o MARINA na sundin at tumupad sa mga panuntunan ng STCW o Standards
for Training Certification and Watchkeeping for Seafarers na pinapatupad ng
International Maritime Organization at European Maritime Safety Agency o
EMSA.
Ang aking ikalawang pahayag ay hinggil sa ipinahayag ng World Bank kahapon.
Malugod na tinatanggap ng pamahalaan ang pag-apruba ng World Bank Board
Executive Directors ng isang financing package na nagkakahalaga ng 141
milyong dolyar para sa pagpapatupad ng proyektong Cebu Bus Rapid Transit o
CBRP na magbibigay-daan sa pagkakaroon ng isang mabilis, maaasahan, ligtas at
climate-friendly na sistemang pangtransportasyon. Ang nasabing financial
package na kinabibilangan ng 116 na milyong dolyar mula sa World Bank at 25 milyong
dolyar mula sa Clean Technology Fund ay gugugulin upang itatag ang isang 23
kilometrong Bus Rapid Transit o BRP system sa siyudad ng Cebu na tatakbo mula
sa bayan ng Bulacao hanggang sa bayan ng Talamban. Kabilang na ang pagtatayo
ng mga transit ways, terminal, himpilan, lagakan o depot ng mga sasakyan at
iba pang mga pasilidad.
Maglalaan naman ang gobyerno nang mahigit sa 87 milyong dolyar bilang
counterpart funding upang maisakatuparan ang nasabing proyekto. Inaasahang
mahigit sa tatlundaan-libong pasahero ang makikinabang sa BRP araw-araw na
naglalayong ibsan ang polusyon, at tiyakin ang kaligtasan at ginhawa sa
pagbibiyahe ng mga residente ng Cebu. Ang BRP ay isang sistema na nagtatampok
ng pampasaherong bus na tumatakbo sa sarili at hiwalay na mga lanes, at
kayang magsakay nang higit na maraming manlalakbay kumpara sa ibang uri ng
pampublikong transportasyon.
Iyan po ang ating pahayag. Handa na po akong tumugon sa mga katanungan.
EFREN: Okay po. Bago po iyong katanungan ni Gen, itong tungkol dito sa Mayon.
Ano po ba iyong pinakamaiuulat po natin na tungkol sa Mayon Volcano?
SEC. COLOMA: Well, tinututukan po natin ang pag-monitor ng Philvolcs hinggil
sa Mayon Volcano. At nangunguna po sa pagtitiyak ng kaligtasan ng ating mga
mamamayan si Governor Joey Salceda bilang tagapangulo ng Local Disaster Risk
Reduction and Management Council. At masinsin po ang kaniyang
pakikipag-ugnayan sa mga iba’t ibang ahensiyang pambansa katulad ng NDRRMC at
Office of Civil Defense, Department of Social Welfare and Development at iba
pang ahensiya.
ALBERT: All right, Sir, question po mula kay Gen Kabiling. Ang sabi niya: Can
DOTC Secretary Abaya and PNP Chief General Purisima still efficiently perform
their respective duties despite facing corruption probe? Has the President
talked to them about the controversies?
SEC. COLOMA: Sa pagkaalam ko po ay—well, wala pa po akong impormasyon hinggil
sa pakikipagpulong ng Pangulo sa dalawang opisyal. Ang batid ko lang po ay
kasama si Secretary Abaya sa mga sumalubong sa ating Pangulo. At kasama rin
naman siya sa unang bahagi ng paglalakbay ng Pangulo sa Europa kung saan
lumahok siya nang aktibo sa pakikipagpulong ng Pangulo sa iba’t ibang pangkat
ng mga namumuhunan at nagnenegosyo sa ating pamahalaan. Sa akin pong
pagkaalam ay buo pa ang patitiwala at kumpiyansa ng Pangulo sa kaniya.
At hinggil naman kay PNP Chief Purisima, mismong ang Pangulo rin po ang
nagpahayag sa pakikipagpanayam niya sa mga kagawad ng media na nais niyang
bigyan ng pagkakataon na magpaliwang si Police Director General Purisima
hinggil sa mga isyu na lumulutang po sa kasalukuyan.
ALBERT: Sir, follow up din po ni Gen. Ang sabi niya: Pabigat na ba sila Abaya
at Purisima sa administrasyon?
SEC. COLOMA: Natugunan ko na po iyan sa aking unang sagot.
ALBERT: All right, Sir, question din mula kay Aileen Taliping. Ang question
po niya: On push to Mayor Duterte’s Presidential bid. Sabi ni Mayor Robredo
[Duterte], mas mabuti pang mamatay na lang kaysa pumasok sa Malacañang.
SEC. COLOMA: Hindi po kami lumalahok sa mga usapin na partisan politics dahil
ang focus po natin ay iyong trabaho po ng pamahalaan.
ALBERT: Okay. From Bernard Taguinod naman, sir. Ang tanong po niya: Sa tingin
ninyo po hindi naman po madadamay at maaapektuhan si PNoy sa kontrobersiyang
kinakaharap ni PNP Chief Purisima?
SEC. COLOMA: Ang Pangulo po ay nangangasiwa sa buong Executive Department.
Siya po ang Punong Tagapagpaganap. Ang kaniya pong perspektibo ay ganap at
malawak, at hindi po siya natitinag ng iba’t ibang usapin. Hinaharap po ito at
binibigyan ng makatuwirang pagtanggap at solusyon.
ALBERT: All right, okay.
EFREN: So, tungkol po kay PNP Chief Purisima. Ibig sabihin ay bibigyan ng
Pangulo ng pagkakataon itong ating Hepe ng Philippine National Police para
maipaliwanag pagdating nito dito sa bansa? At ibig sabihin ay he is holding
or deferring his judgment on Purisima?
SEC. COLOMA: Mismo po ang Pangulo ang nagsabi na niyan.
EFREN: Ah, okay. Thank you.
VANZ: Sir, sa palagay po ba ninyo ay mag-uusap na po si General Purisima at
si Pangulong Aquino, at malalaman natin kung may katotohanan po iyong
ibinibintang sa kaniya na sangkot po siya sa kaniyang mga plunder cases?
SEC. COLOMA: Pinakamainam siguro, Vanz, ay antabayanan na lang natin iyong
pagdaraos ng kanilang pagpupulong.
EFREN: Wala pang nakatakda pong araw para sa kanilang pagpupulong?
SEC. COLOMA: Wala pa tayong impormasyon hinggil diyan, Efren. Batid naman
natin dumating ang Pangulo noon lamang Huwebes ng gabi. Wala tayong
karagdagang impormasyon pa hinggil sa bagay na iyan hanggang ngayon.
VANZ: Sir, tungkol din po ito sa ating mga pulisya. Nararapat po ba na sila
ay bigyan ng tamang disiplina? Kasi ayon po kay Valenzuela City
Representative Sherwin Gatchalian na kailangan magkaroon ng disciplinary,
relief and dismissal systems and processes sa Philippine National Police kasi
hindi daw po nila nalalaman kung ano po ang nangyayari, kasi it’s unfair to
the majority of our men in uniform who serve well. Ano po ang masasabi ng
Palasyo regarding this, sa kaniya sinabi po?
SEC. COLOMA: Ang mga kagawad po ng Pambansang Kapulisan ay sumasailalim sa
sistema ng disiplina ng kanilang organisasyon. At sila rin po ay sakop ng mga
umiiral na batas hinggil sa tamang disiplina at aksyon ng lahat ng mga
lingkod bayan.
EFREN: Ah, okay po. Iyong tungkol naman po dito sa umano’y pag-iisnab ng
ating Pangulo diyan sa mga Fil-Am diyan sa San Francisco. Ano po iyong
maipapaliwang ng Palasyo ukol dito sa naturang insidente?
SEC. COLOMA: Wala pong nakatakdang pagpupulong ang Pangulo sa mga Pilipinong
naninirahan sa San Francisco. Sa napakaikling panahon na paghimpil ng
kaniyang sasakyang panghimpapawid sa San Francisco, ginugol ng Pangulo ang
panahong ito upang makipagpulong sa mga pinuno ng dalawang malaking
pandaigdigang kumpanya sa entertainment at banking na nagpahiwatig ng interes
na mamuhunan o magpalawig ng kasalukuyang partisipasyon sa masiglang
ekonomiya ng ating bansa.
EFREN: Ah, okay po. Ibig sabihin, iyong mga ganitong ulat ay bahagi lang ng
intriga laban kay Pangulo natin?
SEC. COLOMA: Wala pong batayan at wala pong katotohanan.
VANZ: Sir, dito naman po sa pagbibitiw ni NFA Chief Arthur Juan. Si National
Food Authority Chairman Arthur Juan po ang tinutukoy dito na nagbitiw. Ayon
po kay Senator [Secretary] Pangilinan – Food Security [Presidential Assistant
for Food Security and Agricultural Modernization] Francis Pangilinan – na
siya ay naniniwala na walang kinalaman ito sa mga ibinibintang sa kanya na
mga charges. Pero nakausap na po ba ito ng ating Pangulo?
SEC. COLOMA: Wala pa akong impormasyon hinggil diyan, Vanz. Ang aking batid
lamang ay iyon mismong pag-acknowledge ni Secretary Pangilinan na nagbitiw na
o nagsumite na ng pagbibitiw si NFA Administrator Juan. At sinabi nga niya na
ikinalulungkot niya iyong pagbibitiw na ito, at naniniwala siya na walang
kinalaman si Administrator Juan sa mga pinaparatang sa kaniya. Iyan po ang
ating impormasyon mula kay Secretary Pangilinan.
EFREN: Ah, okay po. Iyong tungkol naman po dito sa masasabi o pahayag ng
Palasyo ukol dito sa halos sunud-sunod na pagkatalo nitong ating team diyan
sa Asian (Games), iyong Gilas Basketball Team. May mababanggit po ba ang
Palasyo ukol dito?
SEC. COLOMA: Well, patuloy tayong umaasa at nananalangin para sa tagumpay ng
koponang Gilas Pilipinas sa kanilang laro laban sa Kazakhstan mamayang hapon
sa Asian games sa Incheon, Korea.
Ayon sa mga analysts, kailangang magwagi ang Gilas Pilipinas nang hindi
bababa sa labing-isang puntos; at umasa na tatalunin ng South Korea ang Qatar
para humantong sa triple tie, at manaig ang Pilipinas sa pamamagitan ng
quotient system. At nakikita naman po natin na puspusan ang pagsisikap ng
ating mga manlalarong Pilipino na maipagtagumpay ang ating bansa. Kaya’t
patuloy po ang ating pagtataguyod sa kanila, at umaasa tayo na magtatagumpay sila.
EFREN: Ah, okay. So, iyan po iyong ating pananalig na maipagtatagumpay nila
iyong kanilang inaasam na panalo dito sa Kazakhstan?
SEC. COLOMA: Iyon po ang pagkaunawa natin sa mga balita hinggil sa
posibilidad ng kanilang qualification sa susunod na yugto ng Asian Games
basketball tournament.
EFREN: Ah, okay po. Mabanggit ko lang po din kung papaano natin—kasi may
naibalita noong nakaraang Miyerkules na nasagasaan diyan sa may EDSA, sa may
ilalim ng MRT. Paano po natin kaya—although, ito ay isang DSWD concern, iyong
mga batang hamog na nasasagasaan, nadidisgrasya diyan sa EDSA, sa may MRT, at
isang labing-anim na taong gulang na bata ang siyang naging biktima ng
hit-and-run noong nakaraang Miyerkules ng alas-kuwatro ng madaling araw?
SEC. COLOMA: Tama ang nabanggit mo, Efren, na masusing sinusubaybayan ng
ating Kagawaran ng Social Work and Development ang kapakanan ng ating mga
kabataan. Hindi po natin nais na sila ay nasa lansangan; nais po natin ay
magkaroon sila ng mainam na masisilungan at matutulugan kapag gabi.
Sinusubaybayan po iyan ng ating DSWD, at hinihimok po ang mga kabataang
nabanggit na magpasailalim sa pangangasiwa ng DSWD. Kaya lang minsan siguro
ay hindi na talaga mapigilan at hindi po nasusubaybayan lahat. Pero iyan po
ang gawain at tungkulin ng DSWD, at pinagsisikapan nilang mailayo sa panganib
at matiyak ang kaligtasan ng ating mga kabataan.
EFREN: Opo. At kailangan ay tumulong din itong either MMDA at ang ating
kapulisan para sila nga po ay maiwas sa … away from harm’s way?
SEC. COLOMA: Ganun nga, Efren. Kalungkut-lungkot ang mga kaganapang iyan at
nais nating mailayo ang ating mga kabataan sa ganiyang panganib.
ALBERT: All right. Sir, question po mula kay Bernard. Ang tanong niya: Bakit
po kaya binibitin ng Palasyo ang paghahayag ng kanilang kandidato sa 2016
presidential elections samantalang naghahanda na ang ibang presidentiables?
SEC. COLOMA: Napakarami pang inaasikasong programang pangreporma ang ating
pamahalaan, at nais ng ating Pangulo na maipatupad ang mga repormang ito.
Nais niyang maging higit na matibay ang pundasyon ng reporma at
transpormasyon ng ating lipunan. At siya na rin mismo po ang nagsabi na mas
mahalaga sa kasalukuyan iyong pag-focus sa nation building at economic
development efforts po natin kaysa iyong mag-ukol ng panahon sa usaping
partisan politics.
Hindi pa po ngayon ang takdang panahon. Mayroon naman pong election calendar
tayo, at marami pa pong buwan at linggo ang lilipas bago po tayo humantong
diyan. Napakarami pa pong mas mataas na prayoridad ang ating Pangulo at ang
ating pambansang pamahalaan para pag-ukulan iyan ng pansin sa kasalukuyan.
VANZ: Okay, sir, from Butch Fernandez ng Business Mirror. Ang tanong po niya:
Will PNoy ask Purisima to go on leave so he could fully address charges of
unexplained wealth?
SEC. COLOMA: Uulitin ko na lamang, Vanz, dahil mismong ang Pangulo naman ang
nagsabi na nito sa mga kagawad ng media na nakapanayam niya kailan lamang:
Ang pinakamainam ay iyong matanggap niya ang paliwanag ni PNP Police Director
General Alan Purisima hinggil sa mga usaping naiharap hinggil sa kanyang
panunungkulan. Bigyan po natin ng pagkakataon na maganap po iyong
pagpapaliwanag.
ALBERT: Okay. Sir, question po from Bernard. Sabi niya: May plano ba si PNoy
na pasyalan ang mga Mayon evacuees?
SEC. COLOMA: Aalamin lang po natin. Bigyan naman po natin ng kaunting panahon
ang ating Pangulo na maisaayos iyong nais niyang maging hugis ng kanyang
schedule. Kararating lang naman po. Tiyak naman pong isa iyan sa mga
prayoridad.
Habang nandoon po kami sa Europa at Estados Unidos, araw-araw pong
tinututukan ang situwasyon at binibigyan po ng karampatang direktiba ang mga
kinauukulan. Nasa mataas na prayoridad po sa atensyon ng ating Pangulo ang
kaligtasan at kapakanan ng ating mga kababayan na nasa danger zone ng Mayon
Volcano eruption.
EFREN: Ah, okay po. So, wala na po yatang katanungan. Iyong parting message
po natin, at I’m sure ay bibigyan ng panahon ng ating Pangulo iyong pagpunta
diyan sa naturang Mayon Volcano?
SEC. COLOMA: Tama iyon, Efren, dahil kahit naman naglalakbay ang Pangulo,
talagang tinututukan niya nang masinsin ang mga kaganapan dito sa ating bansa
partikular na iyong paghagupit ng Typhoon Mario, iyong pag-ulan at pagbaha sa
kalakhang Maynila at malaking bahagi ng Luzon, at pati na rin iyong eruption
ng Mayon Volcano. Masusi po niyang sinubaybayan iyan at kinapanayam niya ang

DA Chief resumes agri-rehab efforts in Quezon

Alcala is back in Quezon province, after accompanying President Benigno S.
Aquino III on the 12-day European trip covering Spain, Belgium, France, and
Germany along with other cabinet members, to distribute interventions and
agricultural assistance to Glenda-affected farmers and fishers.
Even before the official trip abroad, Alcala extended agri-rehab assistance
to the towns of Guinayangan and Calauag also in Quezon.
On September 25, 2014, the Secretary resumed distributing assistance valued
at PhP 28 million to three towns in Quezon namely: General Nakar, Real, and
Infanta.
More than PhP 1.521 million worth of items were raffled off including 150
pcs. of drying nets, 6 units drum seeder, 15 units knapsack sprayer, 3 units
handtractor with trailer, 8 heads carabao with plow and harrow, 60 pcs.
gillnets, and 24 units of 5.5 horsepower engines.
The Agri Chief turned over to General Nakar Mayor Leovigildo R. Ruzon 150
bags yellow corn, 100 bags palay seeds, 100 bags urea, 50 bags vermicast, 54
kilos assorted vegetable seeds, 22,000 pcs assorted planting materials,
shallow tube well, flatbed dryer, vacuum pack sealer, corn grit miller, corn
sheller, tractor, fisheries paraphernalia, 2 units of 5.5 horsepower engine,
and BUB FMR (farm to market road), with a total value of PhP 10.5 million.
During the program, Alcala echoed to the farmers and fisherfolks Pres.
Aquino's instruction, "Dapat nakikinig kayo sa tao, kailangan tayong
lumapit sa tao dahil ito ang totoong serbisyo sa tao."
He also announced an upcoming special training on the Philippine Rural
Development Program (PRDP) for municipal engineers in General Nakar by the
first week of October 2014.
"An approved project under the PRDP will receive 80% counterpart from
the World Bank loan portfolio, 10% from the national government through DA,
and the remaining 10% from the proponent LGU," he said.
In every town Alcala visited, an open forum was held so the Agri Chief and
his team can hear and respond appropriately to the various issues and
concerns fielded by farmers, fisherfolks, women and youth sector, local
government officials, and indigenous groups.
DA-RFO 4A Regional Executive Director Vilma Dimaculangan disclosed that there
are more than 5,000 beneficiaries from DA's latest agri-rehab initiative.

Alcala inaugurated, on September 26, 2014, the Quezon Agri-Pinoy Trading
& Processing Center (APTPC), a 5000 square meter village type
corn-processing center in Tayabas.
The PhP 28.2 million trading center shall be managed and operated by Isa
Akong Magsasaka Foundation Inc. (IAMFI) in an interim capacity for five years
or until a federated farmers’ cooperative is organized and capacitated to do
so.
Sec. Alcala shares: "Kabilin-bilinan sa akin ni Pangulong Noynoy,
everywhere you go there should be interaction with stakeholders para may
feedback."
"Utang na loob namin ito sa inyo. Marunong makinig ang Kagawaran at ang
Kalihim sa inyo, aming mga stakeholders," he added.
The secretary stressed that all the policies that DA implements emanates from
the nationwide consultation with farmers.
The facility, once fully operational, will enable farmers to harvest even
during rainy reason while maintaining the quality of corn.Drying facilities
will eventually be added.
In 2010, the Philippines’ corn import amounted to PhP 28 billion, but by this
year the Agri-Pinoy National Corn Program reports that the country is already
98% sufficient.
The newly-opened center is expected to generate income for corn farmers as
trading facilitator and service provider. The center will facilitate the
trading of marketable corn stocks of farmers to bulk buyers who offer the
highest possible price for volume deliveries. It will also provide services
such as trading/warehousing, drying/shelling, land preparation, and trucking
to participating farmers.
The Quezon APTPC has five project components namely: trading center and
warehousing facility; postharvest facility (mechanical corn dryer/sheller);
farm machineries (motorized 4 wheel tractors); trucking services; and
agricultural extension, training, and cooperative development services.
Acting Tayabas Mayor Wenda de Torres said the inaugurated center will surely
advance agriculture programs and encourage the more than 3,000 farmer
beneficiaries to plant more corn.

DAR issues new guidelines on cancellation of registered EPs, CLOAs
and other titles issued under agrarian reform program
|

The Department of Agrarian Reform
(DAR) has issued new rules and procedures governing cancellation of
registered emancipation patents (EPs), certificates of land ownership awards
(CLOAs), and other titles issued under the agrarian reform program through
Administrative Order No. 07, Series of 2014.
Secretary Virgilio R. de los Reyes said this amendatory Administrative Order
is accordingly issued to highlight the indefeasibility of the EPs, CLOAs, and
other titles distributed under agrarian reform, emphasize due process in the
cancellation proceedings, streamline the cancellation process before the DAR
Secretary, protect the interest of the farmer beneficiaries, and improve the
access to justice of farmers before the DAR.
De los Reyes said the new administrative order applies to all cases involving
involuntary cancellation of individually registered EPs, CLOAs, and other
titles issued by the DAR under any agrarian reform program.
He cited among others the following grounds for the cancellation of EPs,
CLOAs, and other titles issued, such as retention area of the landowner;
landholding is excluded or exempted from coverage of CARP, P.D. No. 27, or
any other agrarian reform laws; defective or irregular Notices of Coverage
(NOCs); the landholding falls under the exclusive authority of the Department
of Environment and Natural Resources (DENR) or the National Commission on
Indigenous People (NCIP).
Also, erroneously-issued titles; nullification of DAR Clearance; misuse or
diversion of financial and support services extended to ARBs; misuse of the
land; material misrepresentation of the ARB's basic qualifications; premature
conversion by the ARB;
Also sale, transfer, lease, or any other form of conveyance by a beneficiary
of the right of ownership, right to use, or any other usufructuary right over
the land; deliberate and absolute non-payment of three (3) consecutive
amortizations in case of voluntary land transfer/direct payment scheme;
deliberate and absolute failure of the ARB to pay at least three (3) annual
amortizations to the Land Bank of the Philippines (LBP); willful and
deliberate neglect or abandonment of the awarded land; or Acts and
circumstances analogous to the foregoing.
De los Reyes said that verified petition for cancellation may be filed by any
party in interest with respect to the title of the land such as, but not
limited to (a) the person granted or applying for retention; (b) the person
whose land was declared exempted or excluded from the coverage of R.A. No.
6657, as amended, or of P.D. No. 27, or who is applying for such exemption or
exclusion thereunder; (c) the person whose landholding was covered under R.A.
No. 6657 or P.D. No. 27 despite the existence of a valid final and executory
Conversion Order; (d) qualified farmer-beneficiaries who have been determined
as legally entitled to the generated and issued CLOA, or persons applying for
inclusion as a farmer-beneficiary; (e) re-allocatees of the awarded land, or
persons applying for reallocation; (f) actual tillers or occupants of the
subject land who could have otherwise qualified as ARB pursuant to applicable
laws and rules, and who have been on the land prior to or at the time of
coverage; or (g) Provincial Agrarian Reform Program Officers (PARPOs) or the
Regional Directors (RDs) with respect to those cases involving any of the
grounds under Sections 4.3 to 4.15 or pursuant to a lawful Order.
He added that said rules and procedures do not apply on the following
instances: cancellation of EPs, CLOAs, or other titles on the ground of
erroneous technical descriptions that will not result in a decrease in the
number, increase in the number, or change of beneficiaries; transfer of
awarded lands to the heir/s of a deceased beneficiary; correction of
typographical errors/entries; other analogous circumstances.

leads 2014 Elderly Filipino Week

The country will pay tribute to
the older persons’ sector during the celebration of the Elderly Filipino Week
on October 1-7 to be led by the Department of Social Welfare and Development
in partnership with other government agencies, local government units (LGU),
and non-government organizations (NGO).
This year’s theme is “Ang Nakatatanda ay Yaman, Katuwang sa Pag-unlad ng
Bayan, Pangalagaan Kanilang Kapakanan”.
Presidential Proclamation No. 470 mandates the annual celebration of Elderly
Filipino Week or Linggo ng Nakatatandang Filipino every first week of October
to emphasize the important role that older persons play in nation building,
as well as raise and address issues concerning the older persons’ sector.
To mark the week-long event, the National Steering Committee chaired by DSWD
will conduct activities starting with the ‘Walk for Life’ on October 1
(Wednesday). Other activities include “Dalaw Kalinga” on October 4; Visit to
Visitorless, Indigent, Sick, Older Prisoners in National Bilibid Prisons and
Correctional Institute for Women on October 5; Forum on Social Protection for
Senior Citizens on October 7; Forum on Social Pension on October 8; Forum on
Inclusive Disaster Risk Reduction on October 11; and Painting Exhibit at SM
Megatrade, Mandaluyong City on October 1-7.
More than 2,000 participants from the different senior citizens’
organizations, other government agencies, and NGOs will join the ‘Walk for
Life” at the SM Mall of Asia, Pasay City starting at 5:30am.
Walk for Life is held annually by the Department of Health to enhance
awareness of the public on the health concerns and well-being of older
persons.
Social protection for seniors
The elderly sector comprises 6.8 % of the Philippine population. It is an
integral part of Philippine society and the State has a responsibility to
protect its members.
Republic Act (RA) 9994, or the Expanded Senior Citizens Act of 2010, provides
more benefits and privileges to older persons. They are entitled to 20%
discount on the purchase of certain goods and services, special 5% discount
on prime commodities and basic necessities, and 5% utility discount on
electric and water consumption.
Likewise, eligible indigent senior citizens are entitled to a social pension
amounting to P500 monthly. The government’s social pension program for
indigent senior citizens is being implemented by the DSWD.
DSWD also manages four residential care services located in Quezon City,
Rizal, Davao City and Zamboanga City. These residential homes take care of
older persons who are abandoned and neglected by their families.
Moreover, there are group homes for older persons that provide
community-based alternative living arrangement, and senior citizens centers
which provide recreational, educational, health and social programs designed
for the full enjoyment and benefit of senior citizens.

Pasig City — Even before the
actual family day program started, the Philippine Sports Arena (formerly ULTRA)
was roaring with fun as the close to 10,000 Pantawid Pamilyang Pilipino
Program beneficiaries who gathered today for the National Family Day and
Convergence Caravan expressed their support to the message of Kaya Ko ang
Pagbabago Campaign of the Department of Social Welfare and Development
(DSWD).
The beneficiaries gamely danced to of the Kaya Ko ang Pagbabago Campaign
jingle.
During the actual program, the roaring became even louder when DSWD Secretary
Corazon Juliano-Soliman asked the beneficiaries the question, “Kaya ba natin
ang Pagbabago” to which they shouted ‘Kayang-kayang.”
Sec. Soliman thanked the Pantawid Pamilya beneficiaries who joined the family
day saying that this is a big show of support to the program.
“Eto po ay araw ng mga batang pumapasok sa eskuwelahan, sa mga nanay at sa
mga tatay na nagsisikap para sa pagbabago (This is a special day for children
who go to school and to mothers and fathers who are doing their best to make
positive changes in their lives), “ Sec. Soliman said.
DSWD launched the campaign which had the theme “Pamilyang Pilipino para sa
Pagbabago: Tumatawid sa Kaunlaran” to recognize the efforts of the
beneficiaries to improve their lives.
It highlights the message that with proper support and right opportunities,
the poor will be able to improve their own lives.
Sec. Soliman explained, “We want our beneficiaries to be proud of their
efforts to surpass the challenges they face. We want them to claim that the
improvements in their lives are the fruits of their own hard work, and we
from the government just help them.”
“Oftentimes, we only hear of statistics or numbers of beneficiaries from
other towns. This gathering put a face to the numbers,” Sec. Soliman added.
Department of Education Secretary Armin Luistro and Department of Health
Secretary Enrique Ona also joined the families as they danced and celebrated
the family day.
Aside from the family day here, simultaneous gatherings were also held around
the country where around 5,000 beneficiaries from each region participated.
Jessel Sanga, 32, of JP Rizal, Mandaluyong said that she attended the event
to express her support for the campaign.
“Kaya po ang pagbabago. Tulad ko po, nagtitiyaga talaga akong gumising sa
umaga para maihanda ang mga bata sa pagpasok sa eskuwela (We can create
positive change in our lives. Like me, I have to be patient to wake up early
to prepare the children for school),” Jessel said.
Jessel’s three children are Pantawid Pamilya beneficiaries.

gratitude to DSWD.
“Pipilitin ko pong magtagalog para lamang masabi ko ang aming pasasalamat sa
DSWDsa magandang pagtanggap nila sa amin (I will try my best to speak in
tagalog just to express our gratitude to DSWD for their warm welcome to us),”
she said.
She added, “Salamat din po sa Pantawid Pamilya dahil ito ang naging gabay ko
sa pagkalinga sa aming mga anak. Nakatapos na po ang aming panganay at
patuloy na nag-aaral ang aming tatlo pang anak (I also thank Pantawid
Pamilya. It helped us a lot especially in sending our children to school. Our
eldest has already graduated while the three continue to attend school), “
she narrated.
“Isa lang po ang mensahe ko, kaya natin ang Pagbabago (I only have one
message, we can become instruments of change),” Gemma stressed.
Runners-up were the Victoria Family of Buli, Camarines Sur (1st); Ewican

Family of Dasmarinas, Cavite (4th).
Pantawid Pamilya is a human development program of the national government
that invests in the health and education of children 0-18 years old from
eligible poor households.
It provides cash grants of as much as P1,400 to qualified households provided
they comply with the program conditionalities of sending their children to
school, bringing them to health centers for check-up, and attending the
Family Development Sessions.
As of September 17, there are 4,211,283 registered beneficiaries of Pantawid
Pamilya.

Receives Different Kind of Humanitarian Assistance in Japan

Ambassador to Japan Manuel M. Lopez expressed his sincere appreciation for an
unusual donation to the Philippines at a ceremony held at the former
Philippine Embassy Building in Nampeidai, Shibuya on September 17. Nine tons
of emergency provisions were donated by the Chiyoda City Government in Tokyo
for distribution by the Department of Social Welfare and Development (DSWD)
in the Philippines in October 2014. The donation also included 70 disaster
preparedness kits called White Boxes for the use of Philippine Embassy
personnel in Tokyo during times of emergency. If unused, the White Boxes will
be sent to DSWD a year prior to their expiration in 2017 and replaced by
another set of White Boxes.
The donation assembled by persons with disability were sourced from disaster
preparedness supplies scheduled for disposal. Japanese companies, government
offices and schools are required to store food and supplies in preparation
for times of disaster. The Japan Emergency Food Organization (JEFO) headed by
Representative Director Kenji Kotani, assists in the assembly of emergency
supplies for city governments, schools and companies. To ensure the quality
of the supplies, inventories are updated and these emergency stockpiles are
replaced every few years though many of these provisions are set to expire in
another three to four years.
JEFO founded the White Box Activity (WBA) so that the disaster preparedness
supplies scheduled for disposal are rerouted to countries in immediate need
of humanitarian assistance. When typhoon Haiyan/Yolanda struck in 2013, the
Philippines became the first recipient of the WBA. JEFO together with WBA are
currently in discussion with IOM-Japan on the provision of emergency supplies
to Iraq.
The ceremony in Shibuya was witnessed by officials led by Mr. William
Barriga, head of the International Organization for Migration-Japan
(IOM-Japan) and included members of the Mie Prefecture Assembly, the Ministry
of Foreign Affairs (MOFA), the Chiyoda City and Minato City Governments and
the companies, Sougoh-Service Co., Ltd and Hirose Shokai Co., Ltd.

nurse at si Hector Jr., na graduating next year sa UPLB agriculture
engineering. They were two, very well brought up kids," dagdag ng

Ayon kay Roxas marapat na makarating ng personal sa mga naulila ni Laceda ang
damdamin ng estado sa isa na naman kabayanihan ng ating pulis at dahil sa
kanyang katapatan sa serbisyo ay naging mitsa ito ng kanyang buhay.
"Sinikap natin na maparating ang lubos na apresasyon ng sambayanan sa
serbisyo na ginawa ni SPO4 Laceda para maaresto ang isang salarin. Isa sa Most

"Nakikiramay din ako kay Mommy Laceda na 84 years old na at isang school

Ipinagmalaki ni Roxas na kitang kita ang values na ipinamana ng mga magulang
ng namatay na si SPO4 Laceda sa kanya, sa mga kapatid nito at ngayon ay
sariling mga anak na.
"Walo ang anak ni Mommy Laceda with two medical doctors and several
other professionals. Hector the eldest boy was an under bar law graduate who
rose up to become a well respected and much admired investigator, policeman.
Kitangkita yung values nila na ipinamana sa mga anak," pahayag pa rin ng

Internal Affairs Service (IAS) at Bureau of Internal Revenue (BIR) sa hanay
ng Philippine National Police (PNP).
“Napakahalaga ng tulong ng ating kababayan, kung meron silang napupuna na
isang pamumuhay na hindi naman naaayon o hindi tama ay ireport nila,”
panawagan ni Roxas.
Siniguro ni Roxas na mabibigyan ng sapat na proteksyon ang mga personalidad
at sibilyan na lalahok sa pamamagitan ng pagbibigay impormasyon sa mga pulis
at uniformed officials na
isasailalim sa lifestyle check.
"Aayusin lang natin ang proseso para naman hindi maging subjective ang
ating pagtugon sa mga tawag para balanse at patas sa lahat. Higit sa lahat
ayaw nating masabi na witch hunt itong gagawing lifestyle check,"
pahayag nito.
Tiniyak ni Roxas na confidential ang bawat report na ibibigay ng mamamayan
kung saan magkakaroon ng hotline at ang datos mula sa tawag ng mamamayan ay
mananatili lamang na confidential.
Ayon pa sa kalihim gagawa din ang DILG at Metro Mayors ng proseso na layung
siguruhin ang kaayusan at kaligtasan ng mga tipsters.
“Ang lahat ay ilalagay natin sa proseso para hindi naman basta may itinawag
sa atin magiging gullible na lang tayo sa pagsasagawa ng lifestyle check.
Magkakaroon din ng validation muna sa mga tips na ipapadala sa atin nang sa
ganoon ay hindi bigla na lang natatakasan tayo ng mga hinahabol natin at
kalaunan ay malilimutan na lang ang usapin,” pahayag pa rin ni Roxas.
Ipinaliwanag ng kalihim na itinakda ang pakikipag-pulong sa pagitan ng mga
Metro Manila Mayors upang magkaroon ng direktang ugnayan ang mga pinuno ng
bawat lungsod sa kampanya ng pamahalaan kontra sa kriminalidad.
“Minsan kasi iyong mga opisyal na mayroong kuwestiyonable yaman ay dawit din
sa iligal na aktibidad. Na kaya nila nakuha ang yaman nila dahilan sa iligal
na gawain,” dagdag nito.
Hinimok naman ng kalihim ang mamamayan na huwag panghinaan ng loob sa pulisya
at sa halip ay patuloy na magtiwala sa mga ito.
Sinabi pa ni Roxas na isang porsyento lamang ng 150,000 puwersa ng PNP ang
sangkot sa iligal na aktibidad at mas malaking bilang pa din ng mga pulis ang
tapat sa kanilang sinumpaang serbisyo.
Ipinaliwanag pa ni Roxas na hiningi nito ang pakikipag-ugnayan sa Metro
Mayors para magkaroon ng maayos na proseso at hindi prosesong pabor lang sa
nagpapatupad kundi para sa lahat.
“Kaya magtulungan po tayo. Seryoso po kami. Wala kaming sasantuhin o
sisinuhin,” pagtatapos nito.

to Join Multilateral International Tax Cooperation
Convention

OECD Convention on Mutual
Administrative Assistance in Tax Matters to Enhance Tax Compliance
The Philippines has become the 68th signatory to the OECD Convention on
Mutual Administrative Assistance in Tax Matters (MAC). Bureau of Internal
Revenue (BIR) Commissioner Kim Jacinto Henares, granted special authority
from the Office of the President, signed the agreement in Paris last Friday.
The MAC, jointly developed by the Organization for Economic Cooperation and
Development (OECD) and the Council of Europe, is a multilateral agreement
promoting international cooperation for effective implementation of national
tax laws. An amending protocol, entered into force in 2011, aims to help
developing countries secure the benefits of the new cooperative tax
environment, including a multilateral approach for the automatic exchange of
information.
Before signing the agreement, BIR Commissioner Kim Henares said, “We highly
look forward to becoming a party to the convention. As the Philippines
continues to grow, the government continues to look for ways to increase
revenues to support this growth and ensure that critical investments in
infrastructure and social services for our people are amply funded.”
Signing the agreement gives the Philippines an efficient and expeditious way
of increasing our tax treaty network from 28 to 59 treaty partners, saving
time, financial, and human resources spent on negotiating and updating
bilateral tax treaties, which usually take five to ten years to complete. To
enter into force, the Convention must now be ratified by the Philippines.
The agreement also grants the country a valuable tool for fighting tax
evasion and improves international compliance of taxpayers, allowing the BIR
to obtain jurisdiction over non-resident taxpayers who have tax liabilities
in the Philippines. Being a party offers the Philippines several forms of assistance,
including automatic exchange of information, assistance in recovery, service
of documents, and the freezing of assets.
The MAC, according to the BIR, will directly impact at least 7 Run After Tax
Evaders (RATE) cases estimated to amount in the hundreds of millions of
pesos. “Every tool we use to enhance our country’s revenue generating
capacity is a weapon we take to the fight for every Filipino’s right to have
quality public goods and services,” Henares added.
The Philippines formally expressed interest in becoming a party to the
amended convention last 10 October 2013. The MAC is currently in force in 22
countries while the protocol or amended convention is in force in 28
countries.

Hiring 32 Project Managers to Fast-track E-Government

Manila, Philippines - The
Department of Science and Technology-Information and Communications
Technology Office (DOST-ICT Office) is hiring 32 project managers to
fast-track the implementation of several medium to large scale eGovernment
projects inline with the eGovernment Masterplan (eGMP) and the Medium Term
ICT Harmonization Initiative (MITHI).
eGovernment allows for more efficient, transparent and effective governance
and delivery of public services through the use of ICT. With eGovernment,
more government services will be available online and will minimise the tedious
need to queue for government services that usually take hours of citizen's
valuable time.
Among the essential e-government projects to be implemented by these Project
Managers are those under the Integrated Government Philippines (iGovPhil)
project, which aims to interconnect government agencies and automate
processes for faster and more efficient public service. The project itself is
composed of interconnected projects that include infrastructure, systems and
applications, and shared services. At least 10 of these projects are either
complete or nearing completion. These are the fiber optic network, data
centers, cloud computing, government email, public key infrastructure, forms
generator, online
payment system, document and record management system, government web
hosting, and project tracking and management.
Among the IT projects in the pipeline outside iGovPhil are the Government
Integrated Financial Management Information System (GIFMIS), the National
Payroll System, and the Human Resources Asset Management and Procurement.
These Project Managers shall form part of the corps of Chief Information
Officers (CIOs) who will be deployed in frontline Government agencies
managing vital eGovernment services.
Applicants need to have minimum of three years experience in managing medium
to large scale ICT projects in the public or private sector. They must also
be willing to be assigned to government agencies other than the DOST- ICT

Labor and Employment Secretary
Rosalinda Dimapilis-Baldoz yesterday expressed relief over the report of the
Philippine Overseas Labor Office in Israel assuring the DOLE Secretary that
there is no reported case of the two viral illnesses, MERS-CoV and Ebola
virus, in Israel. “It is a relief to know that Israel is MERS-CoV- and Ebola
virus-free, so our OFWs there are safe," Baldoz said, citing the report
of Labor Attache Rodolfo Gabasan who is based in Tel Aviv. Labor Attache
Gabasan's report was prompted by a suspicion of an Ebola virus case emerging
after a Nigerian health worker with high fever was admitted to a hospital and
was tested by Israeli medical officials for a possible case of the virus.
According to Gabasan, doctors have placed the health worker under quarantine
as a precaution. Soon, however, the Israel Health Ministry issued a bulletin
dismissing a possible case of Ebola after the test turned out to be negative
and she was discharged thereafter. Baldoz commended the POLO for the report
and said the prompt issuance of information and coordination between the DOLE
and the POLO is a correct protective step on behalf of OFWs. She said: “I
wish to make it known that the DOLE continues to work with its POLOs and
other government agencies and stakeholders in monitoring and implementing
preventive measures for our OFWs and other Filipinos abroad for possible
health concerns on the MERS-CoV and Ebola viruses.” As a preventive measure,
the DOLE had established a Daily Monitoring System where all POLOs were
required to submit information on returning OFWs to the Philippines and on
overseas employment certificates (OECs) issued at the Posts since March 2014.
The DOLE also sent advisories on precautionary measures on how to prevent the
spread of the virus. As of 11 June 2014, the World Health Organization (WHO)
has recorded 699 laboratory-confirmed cases of MERS-CoV worldwide, including
at least 209 deaths. The organization also reported 6,263 probable,
confirmed, and suspected cases of Ebola as of 24 September 2014, wherein five
countries were affected. To assure OFWs of protection from MERS-CoV and Ebola
virus, as well as other emerging diseases, President Benigno S. Aquino III
had signed on 26 May this year Executive Order No. 168 creating the
inter-agency task force for the management of emerging infectious diseases (EID)
in the country. The DOLE is a member of the task force. One of the objectives
of the inter-agency task force is to educate the public on EID and its
prevention, control, and management to promote positive health behaviors, and
to address public fear and anxiety through the conduct of a nationwide
awareness campaign. "The DOLE, as a member of the task force, is doing
its share of establishing preparedness and efficient response to assess,
monitor, contain, control, and prevent any potential outbreak of potential
epidemic in the country," Baldoz said. Lastly, Baldoz reminded anew
vacationing OFWs in Israel to observe proper hygiene and be alert of symptoms
of the two diseases, despite confirmed report dismissing possible cases of
the viruses in the country.

Ombudsman Conchita Carpio Morales
affirmed the finding of probable cause to indict Mayor Jose Alba, Jr. of
Mambusao, Capiz for refusing to act on the Performance Evaluation Report of a
municipal budget officer.
In a five-page Order, Ombudsman Morales maintained the criminal charge for
violating Section 3(e) of Republic Act (R.A.) No. 3019 (Anti Graft and
Corrupt Practices Act), and dismissed the criminal charge for violating
Section 3(f) of R.A. 3019.
The Order narrates that sometime in 2005, Alba proposed to increase the
salary only for rank-and-file personnel c for the period 01 April to 31
December 2005. Upon checking with the Department of Budget and Management
(DBM), Municipal Budget Officer Alma Moises remarked that said increase being
applicable only to rank-and-file was a violation of Section 13(c) of R.A.
6758 (An Act Prescribing A Revised Compensation And Position Classification System
In The Government) and Joint Civil Service Commission (CSC) and DBM circulars
which provide that salary increase shall be granted to all deserving
officials and employees of the government based on length of service and
merit.
Despite being apprised of the guidelines, Alba insisted on implementing the
salary increase and directed Moises to prepare the budget for the funding.
For fear of being cited for insubordination, Moises complied with the same.
The sanggunian bayan, however, disapproved the proposal.
Blaming Moises for said disapproval, Alba relieved her as municipal budget
officer and detailed her to the office of the mayor. He filed an
administrative case against her questioning her competence, qualification and
efficiency. He likewise refused to act on Moises’s Performance Evaluation
Sheet (PES) for the periods January to June 30, 2005 and Performance Target
for July 1 to December 31, 2005.
The CSC Regional Office No. VI declared her reassignment to the office of the
mayor as constitutive of constructive dismissal and ordered her
reinstatement, which order Alba ignored on account of the appeal he filed
with the CSC Central Office.
“The filing by respondent of an administrative case against the complainant,
absent any proof that the latter was preventively suspended, does not justify
the withholding of her benefits. Complainant during the pendency of the
administrative case against her is still presumed innocent,” the Order
stated.
Section 3(e) of R.A. No. 3019 prohibits public officials from performing
official duties with manifest partiality, evident bad faith or gross
negligible neglect, thereby causing undue injury to any party, including the
Government.

CebPac launches Peace-o fare for Peace Month

MANILA – As the observance of
September as National Peace Consciousness Month or Peace Month comes to a
close, Cebu Pacific Air, Inc. (CebPac) launches its Peace-O fare to all its
domestic and international destinations.
With a promotions tag "Bringing everyone together during the month of
peace!" the initiative is in line with the Office of the Presidential
Adviser on the Peace Process' I Am for Peace campaign, which aims to promote
peace consciousness amongst all Filipinos.

Local government units (LGUs) and
institutions that are partners of the Technical Education and Skills
Development Authority (TESDA) are crucial in molding the youth to be skilled
and competent graduates that the agency envisions them to be.
They provide support to TESDA's programs and projects related to workforce
development such as training, assessment, scholarships, donations and
provision of technical assistance in skills competitions, standards and
curriculum development.
Once a year, TESDA honors those who gave it a little more push to help
further technical vocational education in the country, make it within reach,
especially of the poor, and use it to produce graduates with relevant skills.
For 2014, the Philippine-Nippon Technical College of Region XI emerged as the
national winner for the Kabalikat Award Institutional Category, while
declared winners for the LGU partner category were the Municipal Government
of Masinloc, Zambales (Region III) and City Government of Candon, Ilocos Sur
(Region I).
Phil-Nippon was established in Davao del Sur in 2007 as a satellite office of
its main branch in Calamba, Laguna. Originally, it served largely as an orientation
venue for scholars before they start their training at the school’s main
site. Due to the demand, however, the Davao del Sur branch soon began to
offer full language courses, which gave the students the necessary competency
in Japanese Language.
It currently offers four Japanese courses and a short 160-hour Factory Words
course. The school is affiliated with 160 companies in Japan as potential
employers of their graduates. From 2011 to 2013, it has placed around 600
beneficiaries as interns in Japan, while another 61 of their 2014 graduates
are awaiting deployment.
Today, Phil-Nippon Davao continues to train and develop young professionals,
who wish to learn and improve their talent and skills and to become
intern-workers in Japan.
For 11 years, the City of Candon has been a partner of TESDA, promoting and
supporting tech-voc and other related activities. From 2011-2013, more than
960 individuals were trained under various tech-voc programs with more than
1,300 assessed. During the same period, it donated more than P13 million for
different tech-voc activities, and allotted P420,000 for promotion and
advocacy activities.
Aside from training, the city government has also provided such assistance in
the conduct of job fairs, livelihood programs and career guidance to its
constituents.
A fourth class city in Ilocos Sur, Candon is also known as the tobacco
capital of the Philippines, being the largest producer of Virginia tobacco in
the country.
Masinloc in Zambales has been a TESDA partner since 2007, and puts in
practice its mission to “harness resources in partnership with the
community."
From 2011 to 2013, the municipal government donated more than P27 million to
support its training and tech-voc advocacy. During this period, more than
5,100 Masinloqueños were trained under its scholarship programs, with about
390 assessed. These were in skills training programs like Welding,
Dressmaking and Hair Cutting. Livelihood training programs provided included
Candle Making, Flower Making and other similar handicraft skills.
Placement assistance to their beneficiaries includes career guidance and
employment coaching services. Further job placement assistance is ensured by
the municipality’s linkages with industry partners.
Awarded regional winners for the Institution Category were Temasek
Foundation, Singapore (Central Office); Manantan Institute of Science and
Technology (Region I); KRYZ Culinary Arts and Restaurant Services Institute
Inc. (Region VI); Phil-Nippon Technical College Inc. (Region XI); AMA-CLC of
Agusan del Sur (Caraga Region); Tarlac School of Arts and Trades Inc (Region
III); Cebu Science of Welding and Skills Technology Inc. (Region VII);
Kananga-EDC Institute of Technology (Region VIII); Lyceum of the Philippines
University - Batangas (Region IV-A); Holy Trinity College of General Santos
City (Region XII); and, Paradigm Colleges of Science and Technology (Region
IV-B).
For the LGU Category, the following were the regional winners: Provincial
government of Rizal (Region IV-A); Provincial government of Agusan del Norte
(Caraga region); City government of Muntinlupa (NCR); City government of
Baguio (CAR); City government of Candon, Ilocos Sur (Region I); Municipal
government of Gonzaga, Cagayan (Region II); Municipal government of Masinloc,
