Synopsis:

At 4:00 AM today, Tropical Depression "LUIS" was estimated based on all available data at 1,050 km East of Virac, Catanduanes (14.0ºN, 135.0ºE) with maximum winds of 45 kph. It is forecast to move West Northwest at 30 kph.

Forecast:  

Visayas, Mindanao and Bicol Region will experience cloudy skies with light to moderate rainshowers and thunderstorms. Metro Manila and the rest of Luzon will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening.

Moderate to occasionally strong winds blowing from the southwest to west will prevail over Southern Luzon, Visayas and Mindanao and the coastal waters along these areas will be moderate to occasionally rough. Elsewhere, winds will be light to moderate coming from southwest to south with slight to moderate seas.

President Aquino leads launch of 420-megawatt power plant project

President Benigno S. Aquino III on Thursday led the ceremonial launch of the 420-megawatt Pagbilao III Power Plant project, signaling the start of the 37-month construction of the plant in Barangay Ibabang Polo, Pagbilao, Quezon province.

“This (project) is absolutely necessary to ensure a steady supply of the power that Filipinos need day in, and day out, even as we seek to diversify the energy mix by bringing in other power sources,” President Aquino said in his speech during the event, held in Fairmont Hotel in Makati City.

The President said that apart from supplying additional coal power, the construction of the plant would create 2,000 jobs, which will have a multiplier effect in the community.

“So, to TeaM Energy Corporation and Aboitiz Power Corporation, thank you for your continuing confidence in the Philippines,” he said, referring to the Japanese and Filipino companies that have teamed up to construct the power plant.

President of the Tokyo Electric Power Company (TEPCO), which is a partner of TeaM Energy, Naomi Hirose said they were investing in the Philippines due to President Aquino’s good governance, the country’s Triple “B” credit rating, and economic growth.

“This investment of close to $1 billion will be equipped with the latest, reliable environmental technologies, such as state-of-the-art flue gas desulfurizer. This will ensure strict adherence to the country’s environmental laws and regulations,” Hirose said.

Meanwhile, Aboitiz Power Corporation Chief Executive Officer Erramon Aboitiz said his company initiated the project because it believes that “the Electric Power Industry Reform Act (EPIRA) is working.”

The EPIRA Law or RA 9136 is designed to reduce electricity rates and improve the delivery of power supply to end-users by encouraging greater competition and efficiency in the power industry.

Also present during the launch were Energy Secretary Jericho Petilla; Aboitiz Equity Ventures Chairman Jon Ramon Aboitiz; Vice Chairman of Marubeni Corporation, the other partner of TeaM Energy, Mamoru Sekiyama; and Fairmont Hotel General Manager David Bachelor. PNA (ag)


President Aquino receives Temasek officials during courtesy call in Malacañang

President Benigno S. Aquino III received officials of Temasek, a Singapore-based investment company, during a courtesy call in Malacañang Palace on Thursday.

The Temasek officials who called on President Aquino included Temasek International Pte. Ltd. president Then Kiat Lee; Temasek Foundation chief executive officer Benedict Cheong; managing director Jeffrey Chua; and director Eddy Jetjiwarat.

Finance Secretary Cesar Purisima and Trade Secretary Gregory Domingo were also present.

Temasek's portfolio is mainly concentrated in Asia and Singapore, covering a broad spectrum of industries.

The Temasek Foundation, set up by the company, is a philanthropic organization that seeks to build a more prosperous, stable and connected Asia through building human and social capital.

Working with expertise institutions from Singapore and the region, the foundation supports training programs that build capabilities in health care, education, public administration and disaster response, as well as programs that promote positive networks of cooperation across Asia. PND (as)


Government to prosecute garlic hoarders, Palace official says

President Benigno S. Aquino III has directed two Cabinet Secretaries to coordinate with the Department of Justice (DOJ) to build up cases against those involved in garlic hoarding and price manipulation.

In a press briefing in Malacañang on Thursday, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said the instruction was directed at Agriculture Secretary Proceso Alcala and Presidential Assistant on Food Security and Agricultural Modernization Secretary Francis Pangilinan.

“He also instructed (Trade and Industry) Secretary Gregory Domingo to work closely with the two Secretaries to ensure faster response to unusual increases in the prices of rice and other commodities through the National Price Coordinating Council,” said Coloma.

The directives came after Justice Secretary Leila De Lima and DOJ Assistant Secretary Geronimo Sy briefed the President and other members of the Cabinet on Wednesday, regarding the result of the probe on garlic supply and prices conducted by the DOJ and the National Bureau of Investigation.

“According to Secretary De Lima, the NBI shall pursue the leads and gather further evidence to prosecute the personalities involved in garlic hoarding and price manipulation, including officials of the Department of Agriculture and the Bureau of Plant Industry, who may have been in collusion with them,” Coloma said. New MRT 3 coaches to start arriving in September 2015, Palace says

The Palace announced on Thursday that 48 brand new coaches for MRT 3 will arrive starting September next year to improve the services of the light railway system.

The delivery of the new coaches will increase MRT 3’s capacity by 66 percent and improve headway -- the gap between trains-- to 2.5 minutes, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. told reporters during a press briefing in Malacañang.

He said Transportation and Communications Secretary Joseph Emilio Abaya informed President Aquino of the delivery of the coaches during a meeting at the Palace on Wednesday.

Coloma further said that aside from the delivery of the new coaches, the government will also carry out maintenance and improvement projects for the light railway system.

These include train overhaul and general repair of 28 cars amounting to P1.156 billion; upgrade of the power substations and ancillary systems for P870 million; upgrade of signaling system and computer software for P184.7 million;

Improvement of radio communication system for P110 million; replacement of old rail tracks for P119.5 million; replacement of traction motors for P94.5 million; and upgrade and replacement of elevators and escalators for the benefit of persons with disability, senior citizens and pregnant women for P50 million.

The procurement of these equipment and services are either ongoing or will start next month, Coloma said, noting that most of the projects will be fully implemented in 2015, according to the Department of Transportation and Communications.

Abaya also reported on the ongoing selection process for a new maintenance service provider that will service the light railway system in the next three years, Coloma added. PND (as)


President Aquino still has confidence in Social Welfare Secretary Dinky Soliman, Palace official says

President Benigno S. Aquino III still has confidence in Social Welfare Secretary Dinky Soliman, the Palace said on Thursday.

“Patuloy ang pagtitiwala ni Pangulong Aquino kay Secretary Soliman dahil sa kanyang dedikasyon sa tungkulin at kasipagan,” Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang.

Coloma was responding to calls for the President to dismiss Soliman over reports that Family Food Packs meant for survivors of Typhoon Yolanda had been lost to spoilage due to improper handling.

He noted that the government understands the frustration felt by the victims of Typhoon Yolanda.

“Unawain lang po natin na libu-libo ang mga taong apektado at kung mayroong iilan na magpapahayag ng hindi pagiging kuntento sa mga serbisyo, mauunawaan po natin ‘yan, dahil batid din natin na malawak at naging malalim ang pinsala at hindi naman nagpapanggap ang pamahalaan na solusyunan na itong isandaang porsyento,” he said.

He said the status of international donations to the typhoon victims could be verified at the Foreign Aid Transparency Hub (FAiTH) website. PND (ag)


President Aquino to ask Congress to allow government to address power deficit

President Benigno S. Aquino III said Thursday he will ask Congress to authorize the government to contract an additional power generating capacity to meet the 300-megawatt power shortage projected for next year.

“To be more efficient and impactful in our efforts, very soon, we will formally ask Congress for a joint resolution that will authorize the national government to contract an additional generating capacity to address the 300-megawatt projected deficit, on top of that, to have sufficient regulating reserves equivalent to four percent of peak demand, for another 300 megawatts,” the President said during the launch of the 420-megawatt Pagbilao III Power Plant project in Fairmont Hotel in Makati City.

The ceremonial launch signaled the start of the 37-month construction of the plant in Barangay Ibabang Polo, Pagbilao, Quezon province.

In his speech, the President said his administration has always underscored the importance of reforms in the energy sector.

He noted that growing demand, brought about by the country’s economic resurgence and changes in personal lifestyle, is only one of the challenges faced by the energy sector.

“Forced power plant outages have been observed to rise, especially in the summer months, coinciding with the periods of peak demand. This situation results in quite thin reserves, particularly in Luzon,” he said, adding that these outages are the result of ambient temperatures on the operation of thermal plants; low water supply for hydropower plants; and turbine and part issues of other power plants.

“And there are the many other factors that affect our power supply adversely: weather phenomena such as El Niño and the typhoons that visit our country every year; the de-rating of plants due to unforeseen problems; and delays in the construction of power plants; and various legal challenges to the setting up these power plants are also part of the problem mix,” he said.

He further said that many power plants are still running beyond their maximum age.

The President however assured that the government is on top of the situation.

“We are keeping tabs on all the factors involved, and I am very much aware that government cannot be complacent in addressing these issues,” he said, adding that the Department of Energy has intensified its coordination and consultation with consumers, industry stakeholders, and other agencies in trying to find solutions.

The President also guaranteed that the government would not interfere in the current provisions that allow competitiveness in the electricity sector under the Electric Power Industry Reform Act (EPIRA).

“Government intervention will be focused solely on addressing the projected shortage. We have no plans of intervening to distort the market or complicate the situation even further,” he said.

Under the EPIRA or RA 9136, the government encourages competition among power suppliers to reduce electricity rates and improve the delivery of power supply to end-users.

During Thursday’s press briefing in Malacañang, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said the joint resolution is only one of the government’s options in addressing the possible electricity shortage.

“Hindi naman nagfo-focus lamang doon sa sinabi ng Pangulo na hinihiling sa Kongreso at ito naman ay para bang naniniguro lang na meron tayong pampupuno doon sa maaaring kakulangan dahil hindi naman kagyat ito,” Coloma said, adding that the Department of Energy will also continue to solicit participation in the Interruptible Load Program. Philippines supports U.S. strategy against Islamic State, Palace says

Malacañang said it supports the United States' newly announced strategy to defeat the Islamic State of Iraq and Syria (ISIS).

During Thursday’s press briefing at the Palace, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said the Philippines is behind US President Barack Obama's plan to fight terror.

"In principle lang po," he told reporters about the nature of the country's support. "Iyong posisyon kasi ng Pilipinas ay ‘yung paglaban din sa mga acts of terror, saan man ito magaganap."

He cited as an example the September 11 attack in the US 13 years ago, which was condemned by many countries across the world.

"Kaya’t ang tinutukoy na acts of terror ay kinokondena hindi lamang ng Estados Unidos pero ng Pilipinas at ng lahat ng mga bansang pinapahalagahan ang buhay at ang katahimikan at kaayusan sa ating bansa at sa daigdig," he said.

Obama on September 10 outlined his strategy to destroy the ISIS through a systematic campaign of air strikes and increased support for allied ground forces fighting the militants.

Prior to Obama's announcement, he rallied the support of other allies, especially those from European countries to work together in annihilating ISIS.

US officials are also working to forge a strong alliance with Mideast countries to defeat the terror organization. PND (as)
 


                        
                      



Mainam nang paglagakan ngayon ng negosyo ang Pilipinas, sabi ng Pangulo sa mga imbestor

Tiniyak ng Pangulong Benigno S. Aquino III sa mga mangangalakal na ang Pilipinas ay bukas sa pagnenegosyo at puspusang sisikapin ng administrasyon niya na mabawasan ang regulatory risk sa mga imbestor.

Sa pagsasalita sa mga kalahok sa ASEAN Business Awards Philippines na idinaos sa Lungsod ng Makati Martes, sinabi ng Pangulo na nagsagawa ang administrasyon niya ng mahahalagang reporma sa nakalipas na ilang taon upang ang bansa ay maging higit na kahali-halina sa pagnenegosyo sa kabila man ng kawalang katiyakan sa daigdig.

“Malinaw ang mensahe namin sa mga imbestor: Ang Pilipinas ay muli na namang bukas para sa negosyo,” sabi ng Pangulong Aquino.

“Ginawa naming parehas ang larangan at tinitiyak namin sa mga imbestor na habang hinaharap nila ang mga commercial risk na laging kaakibat ng pagnenegosyo, ginagawa namang lahat ng aming pamahalaan ang lahat para mabawasan ang masalimuot na mga regulasyon,” wika pa ng Pangulo.

Sinabi ng Pangulo na masalimuot ang burukrasya nang manungkulan ang administrasyon niya noong 2010, subali’t sa pamamagitan ng mga repormang inilunsad ng pamahalaan, gumaan ang pagpaparehistro ng mga imbestor ng kanilang mga negosyo.

“Itinatag ng pamahalaan ang Philippine Business Registry na siyang binigyan ng tungkuling tipunin ang mga irerehistrong negosyo na nasa iba-ibang ahensiya upang isang tanggapan na lamang ang humawak nito at maalis ang red tape,” pagbibigay-diin ng Pangulo.

Ginawang halimbawa ng Pangulo ang Kagawaran ng Pagawaing Bayan at Pambansang Lansangan (DPWH) na nasa ilalim ni Kalihim Rogelio Singson na sa halip ng dating 20 dokumento ang hinihingi sa lalahok sa subasta ay ginawa na lamang lima, kaya naging mabilis ngayon ang proseso ng pagsusubasta.

“Sa pamamagitan ng paglalagay ng bara sa tagas sa sistema ng DPWH, nakatipid ng halos P28 bilyon ang ahensiya sa pagtatayo, pagkukumpuni at pag-aayos ng mga imprastraktura ng bansa,” dagdag ng Pangulo.

Binigyang diin ng Pangulo na dahil sa mga repormang ito, ang ekonomya ng Pilipinas ay lumago ng 7.2 porsiyento noong isang taon at ang bansa ay naging isa sa best performing economies sa Asya.

Iniulat din ng Pangulo na sa ikalawang kuwarter ng taong ito, bagaman nadarama pa ng ilang sektor ang tindi ng iniwang pinsala ng mga kalamidad noong huling yugto ng 2013 ay lumago pa ng 6.4 porsiyento ang Gross Domestic Product (GDP).

Ayon sa Pangulo, kinilala ng pandaigdig na komunidad ang pagbalikwas ng bansa sa pamamagitan ng pagpapahayag ng credit rating agencies sa buong mundo na kabuuang 20 positive credit rating actions ang nakuha ng Pilipinas sa nakalipas na apat na taon.

Kabilang sa mahalagang upgrades (pagtaas) noong isang taon ang buhat sa Moody’s, Fitch at Standard & Poor’s na nagdeklarang investment grade ang Pilipinas.

Nagpatuloy ang Pilipinas sa pag-akyat sa global competitiveness ranking na ang pinakahuli ay ang pagtalon ng bansa sa ika-52 puwesto sa 2014 Global Competitiveness Report ng World Economic Forum o pag-angat ng 33 puwesto mula sa ika-85 puwesto noong 2010.

“Ang lahat nang ito ay bunga ng pananalig natin sa ating mga mamamayan at sa mga pagsisikap nating mailuklok sila sa global spotlight. Ang pagbabagong sigla ng Pilipinas ay bunga ng pagsisikap na matamo ang tagumpay sa harap ng matitinding hamon at pagsubok,” dagdag pa ng Pangulo.

Idinugtong ng Pangulo na habang palapit ang ASEAN Integration sa taong 2015, tapat ang pananalig niya na kaya ng bansa na makipagsabayan sa mga kapit-bansa habang kinakaharap ang panibagong kaganapan sa patuloy na globalized world (nagbabagong daigdig).

“Ang mga nominado at tumanggap ng gawad dito ngayon ang siyang titiyak na sa panahon ng globalisasyon, ang Pilipinas ay hindi magpapatangay lamang sa agos, kundi bagkus magpapakita ng pambihirang kakayahan,” sabi ng Pangulong Aquino.

“Kayong lahat na narito ngayon ang mga nilikhang sa darating na mga taon ay siyang magpa-palaganap ng ating mensahe sa daigdig na ang mga Pilipino ay tunay na world class,” dugtong ng Pangulo.

Sinabi ng Pangulo na habang sinasalubong ng bansa ang pinagsanib na Timog Silangang Asya, lahat ng mga kompanya sa buong Pilipinas ay pumapasok na nang kusa sa isang pandaigdig na kompetisyon o paligsahan.

Binigyang diin ng Pangulo na inaasahan niyang hindi masisiyahan na lamang ang mga tumanggap ng gawad sa kanilang natamong tagumpay at sa halip ay magiging ispirasyon ito upang lalo pang sikaping maakyat ang rurok ng tagumpay.

“Umaasa rin ako na ang mga kompanya sa lahat ng sulok ng ating kapuluan ay susunod sa pamantayan ng mga nominado at ng mga nagwagi ngayon upang ipakita ng ating mga kababayan na sa rehiyon ng Timog Silangang Asya at ang buong daigdig, ang pambihirang kakayahan at talinong nananalaytay sa ugat ng bawa’t Pilipino,” pagbibigay-diin ng Pangulo.

Ang ASEAN Business Awards Philippines ang katapat ng regional ASEAN Business Awards na itinatag ng ASEAN Business Advisory Council upang kilalanin at parangalan ang mga negosyong nakatulong nang malaki sa pampurok na pag-unlad.

Mula nang ilunsad ito noong 2007, ang taunang paggagawad ay kinikilala nang mahigit na 60 kompanya sa rehiyon na nagpakita ng pambihirang kakayahan sa mga kategoryang katulad ng paglago, hanapbuhay, pagbabago at corporate social responsibility. PND (as/zaf)


Hiniling ng Pangulong Aquino sa Kongreso na pagtibayin agad ang panukalang ‘Bangsamoro Law’

Hiniling ng Pangulong Benigno S. Aquino III sa Kongreso Miyerkoles na pagtibayin agad ang panukalang Bangsamoro Basic Law upang magkaroon nang sapat na panahon ang Muslim Mindanao na makapaghanda para pamahalaan ang sarili nila.

Sa talumpati sa ceremonial turnover ng draft Bangsamoro Basic Law sa Malacanang, kinilala ng Pangulo na bagaman kailangan pang masusing pag-aralan ng Kongreso ang panukalang batas, mahalagang mapagtibay ito sa lalong madaling panahon.

“Sa atin naman pong Kongreso: nauunawaan namin na kailangan ninyong suriin nang mabuti ang panukalang batas na ito. Ang hiling lamang namin, maipasa po sana ito sa lalong madaling panahon. Sa ganitong paraan po, mabibigyan nang sapat na oras ang ating mga kapatid na Muslim na makapaghanda at tuluyang mapalago ang ating ipinunlang pagbuo sa pamamahala ng Bangsamoro,” wika ng Pangulo.

Sinabi pa ng Pangulo na kailangang tulungan ng mga mamamayan ng Luzon at Kabisayaan ang kanilang mga kapatid na Muslim na napag-iwan sa larangan ng kasaganaan at pag-unlad.

“Kaya naman gusto nating bigyan nang pantay na pagkakataon ang lahat, lalung-lalo na ang mga nasa laylayan upang mabigyan sila ng kakayahang makapag-ambag sa pag-angat ng bansa,” sabi ng Pangulo.

Nanawagan ang Pangulo sa lahat ng Pilipino na igalang ang paniniwala at mga karapatan ng mga katutubong mamamayan ng bansa at sikaping maunawaan at malaman ang kasaysayan at kultura ng Mindanao sa halip na magpalaganap ng mga negatibong balita at walang mga batayang palagay tungkol sa rehiyon.

“Katulad ng mga tao saanmang sulok ng bansa, pangarap ng mga Muslim na Pilipino na makitang nakapagtapos ng pag-aaral ang kanilang mga anak at mamuhay nang walang takot at agam-agam,” pahayag pa ng Pangulo.
“Dapat nating patibayin pa ang pagtitiwala ng mga Pilipino sa isa’t isa sa pamamagitan ng pagpapatibay agad sa panukalang Bangsamoro Basic Law,” sabi pa ng Pangulo.
“Huwag ( na nating hayaan) ang pagkakataong magbigay ng panibagong bukas sa Lupa ng Pangako. Hinihimok ko kayong makiambag tungo sa katuparan nito,” dugtong ng Pangulo.
Nagpasalamat ang Pangulo sa pagkakaisa ng mga lider at kasapi ng Moro Islamic Liberation Front (MILF) sa pamumuno ni Chairman Al Haj Murad Ebrahim at Mohagher Iqbal.
Pinasalamatan din nag Pangulo ang mga kagawad ng peace panel ng pamahalaan sa pangunguna ni Teresita Deles, Tagapayong Pangkapayapaan ng Pangulo at Tagapangulong Miriam Coronel-Ferrer ng Bangsamoro Transition Commission at ang iba pang “stakeholders.”
Pinahalagahan din ng Pangulong Aquino ang kontribusyon ng mga kagawad ng Gabinete at ang mga kabalikat na mga dayuhang tumulong upang mabalangkas ang kasunduan ukol sa kapayapaan.
Binanggit ng Pangulo na pagtungo niya sa Europa sa Sabado ng gabi, ibabalita niya sa mga lider ng Europa ang nagawa ng Pilipinas tungo sa kapayapaan ng Mindanao.
“Ikukuwento ko sa kanila kung paanong sa pamamagitan ng pagtitiwala at pagtutulungan ay nakarating tayo sa kinalalagyan natin ngayon,” sabi ng Pangulo.

“Ibabahagi ko sa kanila na bagama’t hindi pa ganap ang ating tagumpay, buo ang ating loob na magpapatuloy ang ating pagsisikap tungo sa isang mas maunlad at mas mapayapang Pilipinas,” pahayag pa ng Pangulo.
Nakatakdang umalis ang Pangulo Sabado ng gabi para sa pagdalaw sa mga bansang Espanya, Belgium, Pransiya at Alemanya bago tumuloy sa Estados Unidos. PND (as/zad)


Pagtitibayin ng Kongreso ang ‘Bangsamoro Basic Law’ sa unang kuwarter ng 2015

Sa unang kuwarter ng taong 2015 hangad nilang pagtibayin ang panukalang Bangsamoro Basic Law, alinsunod kay Pangulong Franklin Drilon ng Senado Miyerkoles.

“Binibigyan namin ang aming mga sarili ng hanggang sa unang kuwarter ng susunod na taon,” ito ang sagot ni Drilon nang tanungin ng mga reporter kung kailan mapagtitibay ng Senado ang nasabing panukalang batas.

Sa ceremonial turnover ng draft Bangsamoro Basic Law, hiniling ng Pangulong Benigno S. Aquino III sa Kongreso na pagtibayin sa madaling panahon ang nasabing panukalang batas upang mabigyan nang sapat na panahon ang Muslim Mindanao na makapaghanda para sa pamumuno sa kanilang rehiyon.

Sinabi naman ni Drilon na sa pagpapatibay nila ng panukalang batas sa unang kuwarter ng susunod na taon ay mabibigyan nang sapat na panahon ang rehiyon na magdaos ng plebisito at ang pagtatayo ng Transition Commission bago ganapin ang halalan sa 2016.

Ang panukalang batas ng Bangsamoro ay bipartisan ang suporta sa Senado, sabi ni Drilon at binanggit ang pagdalo nina Senador Tito Sotto, lider ng minorya sa Senado, si Senador Ferdinand “Bongbong” Marcos, tagapangulo ng Lupon ng Pamahalaang Lokal sa Senado at Senador TG Guingona ng Peace and Unification sa seremonya sa Malacanang Miyekoles.

Ayon kay Drilon, ang panukalang batas na ito ay itataguyod ng mayorya at minorya at makakabilang din sa mga awtor nito ang iba pa nilang kasamahang Senador.

“Agad naming idaraos ang mga pagdinig sa susunod na linggo. Hihilingin namin kina Senador Bongbong at Senador TG na magtakda na ng mga pagdinig ng lupon sa susunod na linggo,” dugtong pa ni Drilon na nagpahayag ng pagtitiwala na mapagtitibay ang batas ng Bangsamoro.

“Ang masusi naming susuriin ay kung ang Bangsamoro Basic Law ay naaalinsunod sa apat na sulok ng ating Kostitusyon” dagdag pa ni Drilon.

Sinabi ng Pangulo ng Senado na natutuwa siya na tiniyak ng Pangulo na ang panukalang batas na ito ay naaayon sa mga tadhanain at hanggahan ng Kostitusyon.

Tiniyak din ni Drilon na igagalang nila ang mga karapatan at mga pangarap ng mga Muslim na Pilipino.

Kapag napagtibay ang bagong batas na ito, ang Organic Law na lumikha ng Autonomous Region in Muslim Mindanao ay mapawawalang bisa na. PND (as/zaf)

Good morning.

This is certainly one of the most unique events I have ever attended. As President, I have joined countless groundbreaking and launching ceremonies on-site. In this instance, however, we launched Pagbilao III—the third unit of Pagbilao Power Plant—by pressing a button, more than a hundred miles away from the site itself. [Laughter] This begins the more-than-three-year countdown until the project is completed in November of 2017.

Pagbilao III is a strategic investment—not only in infrastructure and equipment, but also and more importantly in the future of the Filipino people and our country. The 400 megawatts that this project will bring, once it begins operations, represents a significant addition in the form of baseload power. This is absolutely necessary to ensure a steady supply of the power that Filipinos need day in, and day out, even as we seek to diversify the energy mix by bringing in other power sources.

But the additional production capacity is just one among the things that our country can look forward to because of this project. I am told that, during the construction of this project, you will be creating jobs for 2,000 men and women, which will naturally have a significant multiplier effect on the local community. So, to TeaM Energy Corporation and Aboitiz Power Corporation, thank you for your continuing confidence in the Philippines.

I make it a point to attend these kinds of events precisely to underscore the importance that my administration has always given to reforming the country’s energy sector—which, as we all know, has faced a series of problems for quite some time.Growing demand is only one of the challenges that our energy sector must contend with. This increase in demand is due, in part, for instance, to the change in personal lifestyle that progress brings.I can still remember a time when, to entertain ourselves, people like Monchu and Tony would just need a guitar, lamplight or even moonlight, and each other’s companionship to entertain themselves. Rey Umali remembers that time also. [Laughter] Over time, however, karaoke machines were developed, and now, there are media players that can be connected through Bluetooth speakers, and can download any song on demand. In my younger days, television only had a limited number of channels—all of which signed off rather early in the late evening portion. Now, we have cable TV, with hundreds of channels from all over the world that anyone can surf through 24 hours a day, 7 days a week.And of course, nowadays, everyone seems to be attached to their smartphones, tablets, and laptops—where you can stream events and movies, or even place video calls to people half a world away. All of these gadgets naturally require power.

Of course, the increase in demand for power is also brought about by the Philippines’ economic resurgence. The simple fact is that the economy grew under our watch. For example, from 2006 to 2009, average growth was pegged at 4.3 percent. From 2010-2013, the average went up to 6.3 percent. The Business Process Management sector remains one of our strongest-growing sectors—and, given their facilities and equipment needs, they are also a strong consumer of energy. Manufacturing has bounced back, growing by 10.3 percent in 2013, and by 10.8 percent in the second quarter of 2014. Employment has steadily increased, with 1.06 million net employment generated from July 2013 to July 2014.

On top of all these positive developments: the Philippines is set to hit a demographic sweet spot by next year, which means that the majority of our population will be of working age. And this I understand will persist for something like 30 years. Add to that the fact that more and more investors are coming to the Philippines and setting up shop here. Indeed, the economy will continue growing—and so too will the demand for power grow.

The energy sector must be up to the task. The good news is:We have already made gains in this regard. From July 2010 to June 2014, 1,799.52 megawatts from new and recommissioned plants were added to the supply—allowing for a total dependable capacity of 15,466 megawatts as of June. Peak demand in 2014 is estimated at 11,943 megawatts.

At a casual glance, it might seem as if we are in a good position. However, as those of you—or most of you—here may know, the entire power situation is exponentially more complicated. Forced power-plant outages have been observed to rise especially in the summer months, coinciding with the periods of peak demand. This situation results in quite thin reserves, particularly in Luzon. Of course, these outagesare unannounced andsudden, brought about by the effects of ambient temperatures on the operation of thermal plants; low water supply for hydropower plants; and turbine and part issues of other existing power plants. And there are the many other factors that affect our power supply adversely: weather phenomena such as El Niño and the typhoons that visit our country every year; the de-rating of plants due to unforeseen problems; and delays in the construction of power plants; and various legal challenges to the setting up these power plants are also part of the problem mix.

On top of this, part of our current supply comes from plants running beyond their maximum age—for instance, Agus 6 in Mindanao, which was originally designed to have only a 30-year lifespan, has now been running for more than twice as long. Not to mention, the effect of climate change that has largely impaired its production capacity. And this is only one of the factors that have made the power situation in Mindanao challenging. Their ten-year exemption from the EPIRA law also made it difficult for investors to come in, since they knew they would be competing with the artificiallylow prices of government owned plants.

More recently comes the news that these challenges may extend to Luzon as well, with a possible shortage of up to 300 megawatts next summer.I am told that the worst case scenario even involves a shortage of around a 1000 megawatts.Let me assure you: we are keeping tabs on all the factors involved, and I am very much aware that government cannot be complacent in addressing these issues. After all, should there be a shortage, it is our people who will bear the brunt of the burden—and no amount of excuses or explanations will be able to temper the anger of the public.

This is why our Department of Energy has intensified its coordination and consultation with consumers, industry stakeholders, and other agencies in its pursuit of solutions. Part of their efforts include the Interruptible Load Program or ILP, which allows significant end-users to disconnect from the grid, use their own generators, and receive compensation, as approved by the ERC. But this is a voluntary program, and private companies will have their own, valid reasons to choose to participate or not in this venture.We have generated 142 megawatts through the ILP—but effectively dependable output is only 71 megawatts, based on historical performance. And of course 71 megawatts is significant, but is obviously still very far from addressing even the best case scenario of having a minimum power deficiency by next year.

To be more efficient and impactful in our efforts, very soon, we will formally ask Congress for a joint resolution, that will authorize the national government to contract an additional generating capacity to address the 300-megawatt projected deficit, and, on top of that, to have sufficient regulating reserves equivalent to four percent of peak demand, for another 300 megawatts. The Department of Energy will also continue to solicit participation for ILP until next year. Let me assure our partners from the private sector: Government intervention will be focused solely on addressing the projected shortage. We have no plans of intervening to distort the market or complicate the situation even further.

After all, we know that it is only through the government and the private sector working together that the Philippine energy sector can realize its full potential—that together, we can find solutions now, and address existing issues once and for all. We need power to continue our resurgence. We need projects like Pagbilao III to sustain the momentum of the Philippines—to power our homes, our industries, and our economy well into a brighter future.

SEC. COLOMA: Ganoon nga, Alan. At nagbigay naman ng pagtiyak ang mga lider ng Kongreso ng kanilang buong pagsuporta para maipasa nang agaran ang Bangsamoro Basic Law.

ALAN: Opo. At dito po sa panukalang batas na ito, kumbaga ay mabubuo iyong—ito ho iyong Bangsamoro na papalit sa kasalukuyang Autonomous Region in Muslim Mindanao, Secretary Coloma, sir, hindi po ba?

SEC. COLOMA: Ganoon nga, Alan. Ang magaganap ay ito: Pagkatapos maipasa ang batas ng Kongreso, ihaharap ito sa mga mamamayan ng Mindanao – doon sa mga sakop nitong Bangsamoro – at sila ay magpapasya sa isang plebesito. At kapag inaprubahan nila ito – na atin naming inaasahan – mag-e-exit na iyong kasalukuyang Autonomous Region in Muslim Mindanao, at ang hahalili na istruktura ay iyong Bangsamoro Transitional Authority. At ang mga bubuo nitong Bangsamoro Transitional Authority ay maglilingkod ng humigit-kumulang isang tao hanggang dumating iyong pagdaraos ng 2016 national election na kung saan idaraos na rin iyong kauna-unahang halalan para sa bubuo ng Bangsamoro Political Entity. Iyan ang buong kaganapan ng proseso ng kapayapaan.

ALAN: Opo. So ito pong Bangsamoro Transitional Authority na bubuuin, saan-saan pong sektor po magmumula ang mga magiging miyembro nitong lupon na ito, Secretary Coloma, sir?

SEC. COLOMA: Mula din sa hanay ng mga stakeholders sa lugar ng Bangsamoro, Alan.

ALAN: Okay, so lahat ng mga sektor ay magiging represented dito sa bubuuing transition group o transition authority o commission na ito, Secretary?

SEC. COLOMA: Habang tinatalakay natin ito ‘no, maaaring ipunto natin ang isang mahalagang bagay. Mapapansin natin na ang ginamit na salita ay Bangsamoro at hindi na iyong Muslim Mindanao. Sapagka’t ang tinutukoy talaga sa konsepto ng awtonomiya ay hindi lamang iyong ating mga kapatid na nananampalataya sa Islam o ang ating mga kapatid na Muslim. Ang bumubuo ng Bangsamoro ay maraming … kung hindi ako nagkakamali, labing-apat na ethnic groups diyan sa Kamindanaon, kabilang na ang mga Tausug, ang mga Maguindanao, ang mga Yakan at iba’t iba pa—mga Badjao. Humigit-kumulang labing-apat na indigenous or ethnic groups ang bumubuo niyan, Alan, iyan po iyong Bangsamoro. Kaya hindi po ito nililimitahan ng paraan ng pananampalataya. Kaya napakahalagang pagbabago itong konsepto ng Bangsamoro.

ALAN: So kumbaga, hindi ginamit iyong salitang Muslim, particularly, to cover also itong mga ethnic groups na nabanggit ho ninyo na—

SEC. COLOMA: Mas malawak iyong sakop kung tutuusin dahil ang tinutukoy na ay iyong—Bangsa kasi nation ‘no. Iyong nation is composed of ethnic groups; iyong mga components niyan ay mas malawak kaysa doon sa datihang klasipikasyon.

ALAN: Okay. And base ho dito sa pahayag ni Majority Leader Congressman Neptali Gonzales, meron daw pong nakatakdang pagpupulong ang mga mambabatas with the President para dito sa mabilis na pagsasabatas ng panukalang ito tomorrow, Sec. Sonny, sir?

SEC. COLOMA: Mahalaga kasi dito, Alan, iyong ganap na pag-unawa at pag-intindi sa mga mahahalagang probisyon. Kaya bahagi ito ng konsultasyon, dayalogo at pagpapaliwanag para lahat ng mga may taya o stakeholder groups – at ang ating mga mambabatas ay napakahalagang stakeholder group dito – ay papasok sa deliberasyon na merong ganap na pag-unawa sa iba’t ibang mahalagang probisyon ng Bangsamoro Basic Law. Iyan ang layunin nang binanggit ni Majority Leader Boyet Gonzales.

ALAN: Sa ibang usapin naman po, Secretary Coloma, sir. Dito sa usapin ng port congestion. Meron pong naging assessment si Trade Secretary Gregory Domingo na posible raw na umabot hanggang 2015 itong paglutas sa port congestion dito sa Port of Manila, Secretary Coloma, sir?

SEC. COLOMA: Ang pahayag ni Secretary Domingo ay positive naman—positive iyon, Alan. Kaya niya sinabi iyon, ang kanyang pinagbabatayan ay iyong paglago ng ekonomiya. Siyempre kapag lumago ang ekonomiya, sisigla ang komersyo, dadami ang pangangailangan ng negosyo at kalakal, dadami rin iyong cargo na papasok sa ating bansa; at iyan ang magbubunsod ng additional demand for port facilities. Iyan po ang ibig sabihin noon. Huwag po nating pakahulugan na negatibo; positibo po iyon.

Ang kailangan lang, sa pag-unawa niyan, maglalaan na po tayo ng dagdag na espasyo, ng dagdag na paglalagyan ng mga warehouse, cargo – iyong tinatawag nating supply chain o ng logistic facility. Iyan po ang kahulugan. Positibung-positibo po iyang deklarasyon na iyan ni Secretary Domingo.

ALAN: Lalo na ho ngayong papalapit ang Pasko, talagang mas expected ho na lalago ang trade dahil maraming papasok na goods dito sa atin sa Pilipinas for the Christmas season, Secretary.

SEC. COLOMA: Ganoon nga. At doon na nga sa mas malaking larawan o big picture na inaanalisa ni Secretary Domingo, kung magpapatuloy kasi ang ating kasalukuyang rate of growth na nasa 6.5 to 7.5 – iyon ang range na ating tinatamo – sa maikling panahon, halos dodoble iyong laki ng ating ekonomiya.

ALAN: Ayun, okay.

SAEC. COLOMA: Kaya hindi po biru-biro iyan, dapat pong paghandaan na natin sa pamamagitan nang pagtatatag ng mga karagdagang pasilidad. Kaya nga po sa kasalukuyan, maging iyong Port of Batangas at iyong Subic ay ginagamit na nang husto. Iyong Port of Batangas ay more than 90% utilized na, at iyong Subic ay napupuno na rin.

At sa dokumento ng kalakal, nilalagay na iyong Subic at Batangas bilang Manila Port 2, Manila Port 3 dahil doon sa kasulatan ng mga kalakal, Alan, nilalagay doon kung saang pantalan iyong landing. At dati ay nakalagay palagi, halimbawa, Kaohsiung-Manila, Hong Kong-Manila, Singapore-Manila, kaya hindi ganoon kadaling i-divert sa ibang pantalan. Pero dahil itinalaga na iyong Subic at Batangas na Manila Ports din iyon ay meron ng ibang option ang mga magpapadala ng cargo, at matutugunan naman iyong karagdagang volume ng imports na pumapasok sa ating bansa.

ALAN: Nabanggit ninyo iyong Batangas is already 90% utilized.

SEC. COLOMA: Iyon po iyong huling ulat na ipinaalam sa atin.

ALAN: So ibig sabihin, malaking volume na dapat sana dito sa Port of Manila ang destination ay nadala na roon sa Batangas Port.

SEC. COLOMA: Ganoon nga, Alan. Ayon sa pag-analisa rin, doon sa total volume na pumapasok na cargo, limampung porsyento ang dini-distribute dito sa loob ng Kalakhang Maynila. At iyong the rest of the 50%, pinaghatian na po iyan ng CALABARZON na kasama na nga iyong Batangas, at iyong patungo namang hilaga na Bulacan, Pampanga, Central Luzon. Iyon po ang pagkakahati ng mga kargo na tinatanggap sa Port of Manila.

ALAN: Opo, I see, I see, okay. Well, Secretary Coloma muli, sir, salamat po nang marami for the updates from the Palace.

DSWD preps for monsoon rains

With monsoon rains forecasted by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) to affect Metro Manila, the Cordillera Region, Northern, Southern, and Central Luzon, the Department of Social Welfare and Development (DSWD) continues to closely coordinate with its Field Offices (FOs) in these areas to prepare for the needed relief supplies.

To date, concerned DSWD FOs have prepositioned 334,673 family food packs.

They also have P76.6 million standby funds to purchase emergency relief supplies when needed.

According to DSWD Secretary Corazon Juliano-Soliman, the preparations being undertaken by the Department especially in the last quarter of the year also serve as precautionary measures in light of climate change where bigger and stronger disasters are occurring.

It could be recalled that in the previous years, the strongest typhoons struck the country during the last quarter.

The Secretary said that DSWD FOs have adequate stockpile of commodities and standby funds for relief operations.

Meanwhile, due to continuous heavy rains in Tulunan, North Cotabato, a flashflood incident occurred on September 6, 2014.

A total of 658 families or 3,290 persons were affected in 12 barangays namely: Brgy. Minapan, Bagumbayan, Tambac, Sibsib, La Esperanza, New Culasi, F.Cajelo, Maybula, Damawato, New Panay, Galidan, Bual according to the MSWDO of Tulunan.

The affected families were initially assisted by the LGU.

DSWD- FO XII is in close coordination with the MSWDO of Tulunan for further validation and assessment.


Philippine Statistics Authority conducts the 2013 Survey on Information and Communication Technology

In September 2014, the Philippine Statistics Authority (PSA) will conduct the 2013 Survey on Information and Communication Technology (SICT), a rider to the 2013 Annual Survey of Philippine Business and Industry (ASPBI). It aims to collect and generate information on the availability, distribution and access/utilization of ICT resources among 10,000 establishments covering various industries in the country (e.g., manufacturing, information and communication, wholesale and retail trade, etc.). Major data items to be collected from the establishments include ICT resources, network channels, internet connections, uses of ICT resources in the operations, use of Internet for other processes, website, e-commerce activities via Internet, e-commerce activities via computer networks other than the Internet, use of mobile phones in selling and other business operations, purchase and disposal of ICT equipment, and general information about the establishment.

By utilizing the 2013 ASPBI List of Sample Establishments, establishments to be covered in the survey will be determined separately by industry and based on employment size. To facilitate the data collection towards more timely release of survey results, respondents have the options to accomplish the survey form online at https://sict.psa.gov.ph or complete manually the questionnaire to be distributed from September to October this year.

The survey, which has been conducted periodically, was first done jointly by the National Statistics Office and the Information Technology and E-Commerce Council (ITECC) under the Office of the President as a rider to the 2002 ASPBI. The survey has been conducted thereafter covering years 2008, 2009 and 2010.

Preliminary results of the 2010 SICT focusing on the information economy (IE) industry, which comprises ICT and content and media subsectors, revealed that nine in every 10 establishments in the IE reported access to the Internet in 2010. IE referred to industries engaged in the production and trading of ICT products as well as those which primarily used ICT in providing products and services. Among the regions, National Capital Region (NCR) registered the largest percentage of IE-driven establishments with Internet access in 2010 at 94.8 percent, followed by Region V (Bicol) with 91.5 percent and Region IV-A (CALABARZON) with 91.4 percent. Region II (Cagayan Valley), Autonomous Region of Muslim Mindanao (ARMM) and Region IV-B (MIMAROPA), on the other hand, recorded the least percentages of establishments in the IE with Internet access at 61.3 percent, 71.4opercent and 77.4 percent, respectively. About 43.4 percent of IE-driven establishments had websites, whereas 21.7 percent indicated e-commerce activities via Internet in 2010. One-third of the establishments also noted that Internet was particularly useful in financial accounting and auditing activities (31.0 percent), staff training (29.3 percent), and making online payments to government corporations (32.1 percent). More than half of the establishments indicated that Internet was used for obtaining information from government organizations (78.0 percent), completing and submission of business-related forms (50.4opercent), and accessing/sharing information within the establishment (55.9 percent).

The Bangko Sentral ng Pilipinas (BSP) also conducted a related survey, the 2012 Survey of IT-BPO Services to provide information on the valuation of revenues, exports, and equity capital investments as well as employment and compensation in the contact centers, transcription, animation, software development/publishing and other BPO establishments operating in the Philippines. In 2012, the local IT-BPO services industry revenues recorded 11.4 percent growth, with contact centers accounting for 56.4 percent of the total industry revenues amounting to US$ 13.4 billion. During the same year, Europe recorded 41.2opercent of the US$ 7.0 billion-worth of foreign direct investments to the industry. On the average, an employee in the IT-BPO services industry received an annual compensation of US$ 8,849 in 2012. The highest mean annual compensation per employee in 2012 amounting to US$ 17,383 was recorded in the software development establishments in the industry.

The renewal of the clearance of the conduct of the 2013 SICT has been granted on August 26, 2014 under the Statistical Survey Review and Clearance System (SSRCS), a mechanism to ensure that statistical censuses and surveys sponsored or conducted by government agencies conform to prescribed statistical standards and that data generated from them are statistically reliable, comparable and consistent. Confidentiality of information gathered from establishments by the PSA is ensured under the Republic Act No. 10625 (Philippine Statistical Act of 2013).

The total cost of the survey is estimated at PhP 5.16 million or PhP 5,160.20 per respondent, covering for printing, supplies and travelling expenses of the enumerators. Tables on the key ICT indicators at the national and regional levels will be released in October 2015.

Establishments are enjoined to participate in the nationwide survey undertaking.


ECC recognizes parental duties of separated partners as basis for EC claims

 Employees’ Compensation Commission’s Executive Director Stella Z. Banawis yesterday reported to Secretary Rosalinda Dimapilis-Baldoz that the ECC has recently ruled in favor of a deceased member who has been exercising his parental duties over his children from a former marriage before he met his death in an accident on his way to work.

At dawn of 8 April last year, 40-year old Mindanao Trucking Corporation’stank truck driver Jeremias D. Joven left his former residence in Talisay, Gingoog City, to report for work in Cagayan de Oro City after visiting his children from his first marriage.

At around 7:30 in the morning, Joven’s vehicle collided with another vehicle at National Highway Zone 2, Cugman, Cagayan de Oro City. He died due to severe head injuries.

The victim’s common-law wife, Rochelle V. Cabanada, filed an Employees’ Compensation (EC) claim for death benefits at the Cagayan de Oro Branch of the Social Security System, but her claim was denied because the documents she submitted stated that the residence of Joven is in Magting, Mambajao, Camiguin, yet he came from Gingoog City at the time of the fatal accident.

Cabanada sought reconsideration of her EC claim. But the SSS sustained the denial because Joven did not come from his residence in Camiguin, where his live-in partner lives, but from his previous residence in Gingoog City when he met the fatal accident.

On appeal, the ECC ruled partial reversal of the SSS decision. According to the ECC, Joven’s act of continuously visiting his children at Talisay, Gingoog City cannot be considered a diversion from his usual route.

“While the deceased had maintained an illicit relationship with the appellant, as the father of the children by his legal wife, the deceased was just complying with his obligations as a father to them. His act of visiting his children in Talisay, Gingoog City from time to time to see their conditions, to give support, financially or otherwise, or just to exercise parental authority over them, cannot be denied to him. Nor it should be considered a fault to prejudice the right of his beneficiaries under the law,” the ECC said.

Furthermore, the SSS claimed residence of the deceased in Mambajao, Camiguin cannot be considered a residence both in fact and in law as it is a place maintained by relationship which is not recognized under Philippine law, and there is nothing from the records of the case that would show that deceased marriage with his first wife had been legally dissolved.

However, appellant Cabanada is not considered as a qualified beneficiary under the law and thus, cannot file or receive benefits under the Presidential Decree No. 626. The ECC decision ordered the SSS to determine Joven’s qualified beneficiaries under PD 626.

Nevertheless, the funeral expenses Cabanada has paid for Joven’s wake can be enforced in a proper proceeding as a claim against the estate of the deceased.

“Injuries or death of workers in the course of their performance of duties truly disheartens us, that is why we study cases like these meticulously so that, as much as possible, we can give our members, or their qualified dependents, the right and sufficient amount of benefits under the law,” Executive Director Banawis said.


Baldoz praises Therma Marine, Inc. for labor laws and OSH compliance; for not employing child labor

Nasipit, Agusan del Norte--Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, together with Undersecretary Rebecca Chato, DOLE's internal affairs and labor relations cluster head, yesterday boarded a vessel of Therma Marine, Inc., a wholly-owned subsidiary and power barge operator of energy giant Aboitiz Power Corporation, for an on-site awarding of a DOLE Certificate of Compliance (CoC) after the company was found to have been compliant with general labor laws (GLS) and occupational safety and health standards (OSHS). Therma Marine, Inc. owns and operates two power barges producing 200 MW of electricity, one in this Agusan del Norte town, and another in Maco, Compostela Valley. The barges supply power to 23 electric cooperatives and distribution utilities to add to the supply provided by state-owned National Power Corporation in Mindanao. Its power barge in Nasipit employs 54 workers, four of whom are female. Jan Risager, Therma Marine, Inc. vice president, welcomed Secretary Baldoz and party in the Nasipit power plant and accompanied them to a guided tour of the power vessel. At the control room, the Therma Marine official explained to Baldoz the company's operation. Regarded as expert in diesel-fired, floating power barge operation, maintenance, and management, Therma Marine, said Risager, prides itself of its safety, efficiency, and environment-friendly operation. "We also exercise our corporate social responsibility by giving back part of what we earn not only to the community where we operate, but also to communities that our electricity benefits," said plant manager Engr. Fernan Bernabe, who is also the plant's OSH practitioner. Baldoz expressed her appreciation of Therma Marine's compliance with all general labor laws and occupational safety and health standards, including its non-employment of child laborers, saying the company should be a model for other companies in the Caraga region. In handing out Therma Marine's three Certificates of Compliance--one each for General Labor Standards, Occupational Safety and Health, and Child Labor-Free Establishment, Baldoz said: "Now, you can hang these certificates in your walls as a part of your proud record of being a responsible corporate citizen that attends to the general well-being and welfare of your workers who are your greatest resource." Therma Marine, Inc. underwent a joint assessment with the assistance of Labor Laws Compliance Officer Lilian M. Solis of the DOLE Caraga Regional Office. She had worked closely with the company's safety officer, Jonathan Valledor; Safety, Security, and Environment Manager Lito Palacio; and Barge Safety Officer Joudemil Omega. Baldoz was in Nasipit as part of her visit to Butuan City to witness the awarding of COC to some 157 establishments found to have been compliant with general labor laws (GLS) and occupational safety and health standards (OSHS) and Child Labor-Free Certificates to 63 other establishments after a joint assessment under the new Labor Laws Compliance System (LLCS). Therma Marine's power barge was built in the Sasebo Shipyard in Japan in 1993 and was transported to Nasipit, Agusan del Sur in January 1994. It was acquired by Aboitiz Power Corporation from the National Power Corporation in 2010.


Singson leads oathtaking program for DPWH project managers

 “Prove that you deserve your appointment as Project Manager (PM) of the Department of Public Works and Highways (DPWH)”.

Secretary Rogelio L. Singson, in administering the oath of office of some 30 individuals appointed to the position of PM-1, PM-2, and PM-3, challenged them to perform their sworn duties and responsibilities as public servants with particular emphasis on accountability for their actions.

The DPWH Secretary also reminded them that the oath of office symbolizes pledge to the Philippine government and, more importantly, to the Filipino people—that public resources will be utilized prudently for general public benefits and not for selected few individuals.

“I just hope that those appointed PMs who passed a rigid selection and screening process taking into consideration the qualifications with regards to educational achievements, specialized trainings, work experiences, and performance ratings are truly men and women of moral values and dedicated to help us in our effort to transform and professionalize the DPWH organization to restore public trust”, added Singson.

From a pool of Department’s Project Managers under the direct supervision of DPWH Undersecretary Rafael C. Yabut, a Project Manager, depending upon expertise, experience, rank and magnitude of Project Management Office (PMO) projects, is assigned to ensure the effective implementation of major foreign assisted projects.

Meanwhile, 111 DPWH engineers have also passed the DPWH Field Managerial Competency Examination administered by the Civil Service Commission on June 29, 2014 as part of the efforts to professionalize the organization.

A total of 109 are qualified for promotion in the second level position while two (2) eligibles are to handle third level managerial position in the Department.

As one of the largest organization in the executive branch, the DPWH has embarked on implementing promotional examination as one of the basis in measuring merit for promotion and assignment of technical personnel.


DPWH seeks concurrence of city of Manila before the start of Anda circle removal

The Department of Public Works and Highways – National Capital Region has sought the concurrence of the City of Manila and the National Historical Commission before it proceeds for the removal of the rotunda along Bonifacio Drive.

In a letter to Manila Mayor Joseph Ejercito Estrada, DPWH NCR Regional Director Reynaldo Tagudando requested for the concurrence of the City Government of Manila before proceeding with project implementation including the relocation of Anda monument inside the rotunda located along Bonifacio Drive to Maestranza Park in Intramuros, Manila.

Tagundando also said that the proposal to transfer the Anda monument was approved by Tourism Secretary Ramon R. Jimenez, Jr. in a memorandum dated January 25, 2013. Also contained in the said Memorandum is the non-objection to the transfer of the monument by Dr. Maria Serena I. Diokno, Chair of the National Historical Commission.

The removal of the Anda circle was planned since last year (2013) to ease the worsening traffic condition in the area due to the presence of trucks coming to and going inside the Manila South Harbor, Manila North HarBor including the Manila International Container Terminal.

Scope of work on the projects includes the removal of the rotunda and replace it with concrete pavement and the establishment of a signalized traffic system by installing traffic lights. The project is expected to ease the traffic gridlock being experienced daily in that particular area.

More than 25,000 civil servants together with their family and friends joined R.A.C.E. to Serve Fun Run IV, Sept. 6 at the SM Mall of Asia grounds. The fun run, organized by the Civil Service Commission, opened the 114th Philippine Civil Service Anniversary (PCSA) with the theme “Tapat na Serbisyo Alay Ko Dahil Lingkod Bayani Ako.” Held September every year, the Civil Service Month commemorates the birth of the civil service in the Philippines, as well as celebrates the heroism of the country’s state workers.


Legislators move beyond partisan politics, vow for swift passage of Bangsamoro Law

MANILA — As President Benigno S. Aquino III led the submission of the proposed Bangsamoro Basic Law (BBL) to leaders of Congress, solons in the majority and minority blocs expressed the importance of unity and moving beyond partisan politics for Congress to take on its monumental role to pass a law that is key for achieving peace in southern Philippines.

Senators Ferdinand Marcos, Jr., Nancy Binay, and Vicente Sotto III expressed their commitment to the enactment of the draft BBL, asserting confidence that the process will be spared from unnecessary distractions and delays rooted in politics.

“This is an opportunity for us to find a true and lasting peace and nobody will want to squander such an opportunity,” said Marcos in an interview with the press following the ceremonial handover of the draft BBL to Congress staged in Malacañang.

Binay, for her part, acknowledged the draft measure as “a significant step towards our pursuit of lasting peace in Mindanao.”

Sotto commented that the Bangsamoro proposal is “very promising” and will be key to achieving sustainable development in Mindanao once the island’s issues are settled.

The draft BBL was officially turned over by President Benigno S. Aquino III to Congress in a simple ceremony staged in Malacañan Palace. Once passed into law and ratified through a plebiscite, it will install and operationalize a parliamentary form of government that will replace what is currently the Autonomous Region in Muslim Mindanao (ARMM).

Going beyond political differences

Marcos, who heads the Senate Committee on Local Government, acknowledged that political differences will create inevitable bumps along the way, in light of existing regional, tribal politics in the south. However, he insisted that the success of the Bangsamoro bill will be hinged in a bipartisan process that will take into account all possible perspectives and positions.

“The Bangsamoro law will seek to acknowledge the differences in cultures, religions, and laws [in the region],” Marcos clarified.

“[Our work is to find out] how to incorporate those differences into the larger system of government of the Republic of the Philippines.”

To this end, Marcos said that he will ensure that hearings on the proposed basic law will be held in Manila and in the ARMM alike.

“It would not be right if the Bangsamoro law will be reviewed in light of concerns and opinions voiced out in Manila alone,” he said.

“My approach to this process is simple: We will allow everyone who wants to say something or has an opinion that is valid and reasonable a venue to make their case.”

Noting the tight timeline left for legislators to pass the Bangsamoro bill into law, Marcos pointed out that the process will be urgent, yet deliberate.

“We must take full advantage of this chance. We must get this right, so we will examine every aspect of it to make sure that, in the end, it will contribute to a true and lasting peace that will benefit our entire country.”

Historic opportunity for peace

Senate President Franklin Drilon also emphasized the historic role and opportunity to help achieve peace in southern Philippines through the passage of the BBL.

“To all of us, we should not let this historic opportunity to pass without achieving the purpose of peace. This may not come again if we don’t take advantage of this opportunity. We will respect the Philippine Constitution (in passing the BBL), but let us also be conscious of the aspirations of our people in Mindanao.”

As a manifestation of the unity of lawmakers for peace, Drilon said that the minority in the Senate will co-sponsor the BBL. Same with Drilon, Speaker Feliciano Belmonte Jr. had earlier given his support for the swift passage of the BBL as a top priority measure in this administration.

Present during the ceremony were members of the Senate, House of Representatives; Cabinet; Bangsamoro Transition Commission (BTC) Chair Mohagher Iqbal and commissioners; Presidential Adviser on the Peace Process Teresita Quintos Deles; GPH peace panel chair Miriam Coronel-Ferrer, and peace panel member Yasmin Busran-Lao.

Bangsamoro law, a triumph for all Filipinos

Aquino referred to the transmittal of the draft BBL as a triumph for all Filipinos. He said that through the proposed BBL, “we have taken yet another step towards a more peaceful and more progressive Mindanao.”

“Now that we have a proposed bill, I fully believe that it is in accordance with our Constitution and with the principles of our framework agreement, and that it reflects our shared efforts towards growth that leaves no one behind,” Aquino said.

Aquino assured that whether Moros, Lumads, or Christians, “the BBL was crafted to be fair, just, and acceptable to all.”

Deles in a statement said that the transmittal of the BBL to Congress is a turning point in our national quest for peace. She said she “expects and look forward to vigorous public discussions of the provisions of the BBL.”

Coronel-Ferrer in her statement said “We trust that our esteemed lawmakers, cognizant of the historic import of this process, would view the submitted draft with open hearts and minds, and would take on the monumental responsibility of bringing forth the Bangsamoro with seriousness of purpose and urgency.”

Iqbal, for his part, said that he is “happy with the results” of the engagements between the BTC and the Office of the President to arrive at a mutually acceptable draft BBL. He said that “there is no other option for the MILF and for government but to move forward” in the peace process.


APEC National Secretariat gears up for APEC 2015

11 September 2014 - In preparation for the Philippines’ APEC Hosting in 2015, the Department of Foreign Affairs’ Office of the Undersecretary for International Economic Relations (OUIER), as the APEC National Secretariat, attended the Third Senior Officials’ Meeting and Related Meetings (SOM 3) from August 06 to 21 in Beijing, China. Two earlier meetings were held on 15-28 February 2014 (SOM 1) in Ningbo and 05-15 May 2014 (SOM 2) in Qingdao.

The Senior Officials’ Meeting or SOM is the main policy-making body within APEC. The SOM receives and implements directives emanating from the APEC Economic Leaders. Proposals for APEC Ministers and the ongoing programs of the various APEC Committees and technical working groups are discussed at the SOM.

In SOM 3, the Senior Official for the Philippines led the Philippine delegation in the 55 related meetings and workshops on various topics such as trade and investment, product standards, trade security, structural reform, urbanization and the internet economy.

This year, the Philippines also served as the Chair of SOM Steering Committee on Economic and Technical Cooperation (SCE).

Under the Philippines’ chairmanship, the SCE re-assessed the future direction of economic and technical cooperation in APEC. Operationally, this translates into linking medium-term priorities to capacity-building initiatives, longer-term programs, and the development of a system which evaluates the effectiveness of APEC’s capacity-building programs.

In November, the Philippines will participate in the Concluding Senior Officials’ Meeting (CSOM), which will then be followed by the joint Trade and Foreign Affairs Ministerial Meeting. APEC 2014 will culminate in the APEC Economic Leaders’ Meeting (AELM), drawing China’s APEC Host Year to a close.

Part of the Philippines’ task as Host Economy in 2015 is to carry forward the initiatives of the APEC Leaders in Beijing under the APEC 2014 theme Shaping the Future through Asia-Pacific Partnership and priorities: (1) Advancing regional economic integration; (2) Promoting innovative development, economic reform and growth; and (3) Strengthening comprehensive connectivity and infrastructure development.

The first Philippines-hosted APEC meeting is the Informal Senior Officials Meeting (ISOM) in December 2014 in Legazpi City.


PHL Ombudsman meets with Filipino community in London

11 September 2014 - The Philippine Embassy in London recently hosted its third edition of the Kapihan sa Pasuguan at the Embassy Reception Hall last on September 5, with the Honorable Conchita Carpio Morales as its special guest speaker.

The Ombudsman, who was in the United Kingdom upon the invitation of the British Embassy in Manila to attend the 32nd Cambridge International Symposium on Economic Crime, took the opportunity to meet with some members of the Filipino community in London, including UK-based Filipino media and update them on the programs and priorities of her office.

In his welcome remarks, Philippine Ambassador to the Court of St. James Enrique A. Manalo stated that when President Aquino took office in 2010, he laid out an ambitious reform agenda anchored on the platform of good governance and summarized as “kung walang corrupt, walang mahirap.” He said that the Ombudsman’s role is to advance this campaign of good government

Focusing on the topic, “Nurturing the Gains of Good Governance and Anti-Corruption toward Nation Building and People Empowerment,” the Ombudsman discussed gains, challenges and plans of the Office of the Ombudsman under her stewardship, including her strategies to strengthen the prime institution tasked to promote good governance and integrity in public service.

An open forum followed, wherein she candidly shared her views to the audience on combating corruption in the Philippines and its impact on nation-building and people empowerment.

The forum provided valuable insights to the Filipino community in London on the work of the Office of the Ombudsman in combating graft and corruption in the Philippines.


Php 50 million worth of projects for Camarines Norte

CAMARINES NORTE – The Department of Agrarian Reform (DAR) has recently turned over 50 million worth of projects to local government units of Mercedes and Sta. Elena, Camarines Norte.

DAR Region 5 Director Luis B. Bueno, Jr. said the projects include concreting of 4.484 kilometers farm-to-market road worth Php 26 million, Potable Water Supply Level II worth Php 4 million for ARC PAMAHIMA in Mercedes and Concreting of Junction National Road to Rizal-Poblacion-San Lorenzo FMR costing Php 15 million and construction of Sta. Elena Farmers Multi-Purpose Cooperative (SEFMPC) Post Harvest Facilities (PHF) worth Php 6 Million in ARC Rizal & Poblacion in Sta. Elena.

Bueno said the projects were funded by the Agrarian Reform Infrastructure Support Projects Phase III (ARISP 3).

He added that FMR projects are vital in maximizing the economic potentials of agrarian reform communities (ARCs) because farmers’ produce would find its way easily to the market center.

The post-harvest facility, on the other hand helps in enhancing farm productivity, ensuring food security and easing poverty.

The PHF has warehouse capacity of 3,500 cavans, 49sqm coop office and 450sqm solar dryer. It will house the common service facilities granted to the SEFMPC through the Agrarian Reform Community Connectivity & Economic Support Services (ARCCESS) program of DAR.

Bueno added that the Potable Water Supply level II project seeks to serve 250 households, including 189 agrarian reform beneficiaries, and aims to reduce the high incidence of diarrhea and other water-borne diseases.

For ARC Rizal/Poblacion, 4.2 km road concreting will benefit 400 agrarian reform beneficiaries and 16,000 residents of the ARC and its adjoining barangays of San Lorenzo and Salvacion and can extend to the residents of the neighboring town of Capalonga. The usual travel time of 15 minutes for 1 kilometer is projected to decrease by at least a quarter of the time after the construction of this road.


TESDA gives Saudi tech-voc experts cutting edge training

International partners have affirmed the Philippines anew as their prime hub in the region for technical vocational education and training (TVET), given the government's capacity to serve this sector.

The Technical and Vocational Training Corporation (TVTC) of Saudi Arabia has sent the 1st batch composed of 38 from a total delegation of 78 TVTC trainers to undergo a two-week training on the TAG and Gas Welding and Plasma Cutting; Maintaining Mobile and Smart Cell Phones; and Hygienic Food under the Technical Education and Skills Development Authority (TESDA) from September 8 to 19. The training of the remaining 40 participants on Optical Fibre Installation; and Refrigeration and Air-conditioning Controlling Systems will be on October 13-24.

The training aims to level-off to global developments and technological advancement the competencies of the TVTC trainers. The programs include study tours to related companies and institutions.

The participants will also be given a glimpse of the country's beautiful sceneries and appreciation of socio-cultural practices and traditions.

Lectures, group activities, practical exercises will be among the methodologies that will be used to carry out the training. Except for those in Hygienic Food, the TVTC trainers would be assessed vis-a-vis the Philippine competency standards at the end of the program.

"We intend to give the trainees a unique training opportunity by exposing them to tech-voc TESDA style," TESDA Director General Joel Villanueva said.

"The Philippines is a training hub in the region where quality can be trusted," he added.

TESDA has been extending training services to the government of the Kingdom of Saudi Arabia since 2006 under a technical cooperation agreement.

Among its past projects included the training programs for 473 trainers, deans and principals/administrators. In May 2014, the KSA through the TVTC again invited TESDA to submit a proposal for training of trainers in different technology areas. TESDA submitted its proposal in June, and was favored over other proponents.


FDI Net Inflows continue to rise in June 2014; First semester level reaches US$3.6 billion

Foreign direct investments (FDI) posted net inflows amounting to US$588 million in June 2014, a turnaround from the US$26 million net outflows registered in the same period last year. This developed as increases were registered across FDI major components.1,2 In particular, investments in debt instruments rose by more than four-fold to US$459 million from US$108 million in the same period last year. This resulted on account of higher lending of parent companies abroad to their local affiliates to fund existing operations and business expansion plans in the country. Equity capital transactions which reversed to net inflows of US$54 million from net outflows of US$192 million a year ago, also helped boost FDI level in June 2014. The bulk of these equity capital investments—emanating mainly from the United States, Singapore, Japan, Hong Kong, and Germany—was channeled mainly to real estate; manufacturing; transportation and storage; mining and quarrying; and administrative and support service activities. Furthermore, reinvestment of earnings increased from US$59 million to US$75 million.

On a cumulative basis, net inflows surged by 76.9 percent to US$3.6 billion for the first six months of the year from US$2 billion in the previous year, which continued to reflect strong investor confidence in the country’s solid macroeconomic fundamentals. The increase in FDI during the period was brought about by the large increments in all FDI major components. Investments of parent companies abroad in debt instruments issued by local affiliates (or intercompany borrowings) reached US$2.4 billion from US$1.2 billion a year ago. Equity capital also posted net inflows of US$762 million, 30.7 percent higher than the year-ago level of US$583 million, as placements of US$1.1 billion more than compensated for the US$356 million withdrawals. Equity capital investments—which emanated largely from the United States, Hong Kong, Singapore, Japan, and the United Kingdom—were channeled largely to activities related to financial and insurance; real estate; manufacturing; wholesale and retail trade; and transportation and storage activities. Meanwhile, reinvestment of earnings increased by 72.2 percent to US$400 million from US$232 million last year.

2 BSP statistics on FDI covers actual investment inflows, which could be in the form of equity capital, reinvestment of earnings, and borrowings between affiliates. In contrast to investment data from other government sources, the BSP’s FDI data include investments where ownership by the foreign enterprise is at least 10 percent. Meanwhile, FDI data of Investment Promotion Agencies (IPAs) do not make use of the 10 percent threshold and include borrowings from foreign sources that are non-affiliates of the domestic company. Furthermore, the BSP’s FDI data are presented in net terms (i.e., equity capital placements less withdrawals), while the IPAs’ FDI do not account for equity withdrawals.


Adoptive couple becomes advocates of legal adoption

On their fifth year of marriage, Michael Dennis and Cecil Sucgang of Paranaque City were faced by their inability to conceive a child.

Dennis was diagnosed with “azoospermia”, a medical condition of a man not having any measurable level of sperm.

The diagnosis came as quite a shock to everyone, especially to Dennis, who expected to have a perfect family with children.

The couple learned to overcome the pain by supporting each other, as well as leaning on the support of their respective families and relatives.

Dennis admitted that at first he has negative feelings about adoption.

“I never thought that I will undergo the adoption process. I feel ashamed not having a child,” he confessed before officials and employees of the Department of Social Welfare and Development (DSWD) during the flag raising ceremony at the Central Office on Monday.

Thinking and feeling that there was something lacking in their married life, they gradually accepted the reality and considered adoption to be the logical choice for them.

In September 2009, the couple was assessed by the social worker as capable of adopting a child. They were matched to their preferred female child whom they named Cyrille.

Dennis was working in Singapore when he heard the good news that they were finally matched with a child. He cried when he first saw the picture of baby Cyrille sent by his wife.

“That was the most beautiful picture I saw,” Dennis narrated.

Excited to be with Cyrille, Dennis did not finish his work contract in Singapore and flew home to the Philippines.

“When I first met my five-month old child at the airport, I was very happy, and it entirely changed my negative feelings about adoption,” Dennis continued.

On June 22, 2011, the court issued the Certificate of Finality of their adoption.

Today, the couple is very active in the adoption support group in the National Capital Region. They are often invited to give inspirational talks to prospective adoptive parents.

Cyrille is now in school, a very pretty and smart child.

The couple decided it is already the right time for them to have another child, this time a baby boy who needs a caring and loving family. They are now preparing for their second adoption.

“In our own little ways, we can bring positive change to other people’s lives, especially to abandoned children who need the love and care of a family,” Dennis enthused

Legal Adoption

Adoption is a socio-legal process of providing a permanent family to a child whose parents have voluntarily or involuntarily relinquished parental authority over the child.

Adoption is for children who cannot be reared by their biological parents and who need and can benefit from new and permanent family ties.

It provides the same mutual rights and obligations that exist between children and their biological parents. It comprises of social work and other professional services that are required in the placement of children in adoptive families.

In 2010, a year after Republic Act 9523 otherwise known as “An Act Requiring Certification of the DSWD to Declare a Child Legally Available for Adoption as a Prerequisite for Adoption Proceedings” was enacted, DSWD’s Adoption Resource and Referral Office (ARRO) received numerous applications from prospective adoptive parents.

From 2010 to the first semester of 2014, DSWD facilitated the processing of domestic adoption cases leading to the permanent placement of 414 children for adoption.


OWWA-RWO5 provides 10 thousand cash assistance to Libya repatriates

Repatriates from Libya received ten thousand cash through the Financial Relief Assistance Program of the Overseas Workers Welfare Administration (OWWA). The repatriates are OFWs who arrived in the country since July 20 after Alert Level 4 has been hoisted by the Department of Foreign Affairs with the heightened security threats due to political turmoil in Libya.

OWWA-Regional Welfare Office 5 released a total of 1.52M cash assistance to 152 OFWs, out of of the 276 Bicolanos deployed in Libya. Many of the Bicolanos displaced by Libya crisis were from Camarines Sur. The OWWA continues to monitor the repatriation efforts as an estimated 3,000 repatriates already arrived in the country while 10,000 OFWs are still in Libya.

Labor Secretary Rosalinda Dimapilis-Baldoz immediately directed the implementation of the Assist WELL Program (Welfare, Employment, Livelihood and Legal Assistance) where 2,736 Libya repatriates were assisted. Most of the repatriates asked for assistance in redeployment overseas, transportation fare in going to home provinces and in setting-up of livelihood under the OWWA Balik-Pinas, Balik-Hanapbuhay program as temporary source of income. Other assistance were for scholarship or training, legal assistance, temporary accommodation, medical assistance, and stress debriefing/counseling.
