PIA-4A/Laguna: The Council for the Welfare of Children (CWC) has adopted the "Child-sensitive and Child-Friendly Society (CFLGA)" audit system. The CFLGA is a mandatory audits system conceptualized to ensure the realization of children's rights. A tool that assesses the local government units' performance in the delivery of social services for children and youth and identifies the results of the intervention, based on the report of the DILG 4A at the Sectoral Committee on Social Development meeting ongoing at Pagsanjan municipal hall basement 1.
PIA-4A/Laguna: The measures and mechanisms developed by the Philippine Coconut Authority (PCA) to address the scale insect infestation in Calabarzon include: integrated pest management such as leaf pruning, use of biological control agents and organic as well as systemic pesticide; provision of vegetable seeds for cash crops and intercrops as income replacement; and provision of livelihood program such that local affected farmers were employed as laborers in doing operations to combat the infestation.
 
 
PIA-4A/Laguna: The Philippine Coconut Authority (PCA) Region IV-A that the investment for the operations for 1.3 million trees for treatment of scale insect infestation are as follows: leaf pruning- 940,010 infested trees cost at P20 each for a total of P18.8M paid to barangay-based workers; trunk injection- 900,533 infested trees at P20 each for a total of P18.01M; and replacement income for 28,894 barangay-based workers for a total of P36.81M
 
PIA-4A/Laguna: Batangas province is proactive in pushing for the achievement of its provincial Millennium Development Goals (MDG) by initiating coordination among implementing agencies to monitor and take concrete actions especially among the areas needing concern. In line with this, agencies are requested to provide report on their specific initiatives to ensure the achievement of the MDGs in the province, NEDA IV-A reported at the 3rd quarterly meeting of the Sectoral Committee on Social Development (SCSD) going on today at the Pagsanjan municipal hall basement 1.
 
 
PIA-4A/Laguna: In a report presented by NEDA IV-A at the 3rd quarterly meeting of the Sectoral Committee on Social Development (SCSD) being held today at the Pagsanjan municipal hall basement 1, the Regional Development Council (RDC) IV-A has included Millennium Development Goals (MDG) as one of the parameters for the budget review/consultation requiring agencies to indicate budget allocation addressing MDG concerns. With this, there is a need for agencies to report on their actual accomplishments and how these can contribute to the achievement of the MDGs, NEDA IV-A said.

1. DA awards P15M agri-rehab for Typhoon Glenda victims in Quezon

CALAMBA CITY, Laguna, Sept. 12 (PIA) --The Department of Agriculture recently awarded P15 million worth of agricultural inputs, implements and machineries to three municipalities in Quezon as part of its continuing agriculture rehabilitation efforts to provinces damaged by Typhoon Glenda.



Agriculture Secretary Proceso Alcala recently personally turned the over the agri-rehab interventions to some 3,000 farmer-fisherfolks from Mulanay, Macalelon and Tayabas, and all other municipalitiers of the province are also being rehabilitated simultaneously.



“The Department of Agriculture is your partner in agricultural development. In times of crisis like what we experienced in typhoon Glenda, we should remain steadfast in combating its effects. We are here to give you the needed inputs for you to replenish what were taken from you by typhoon Glenda. The Department will always be on your side. Sabi nga nila, walang iwanan," Alcala said.



To date, agri-rehab for typhoon Glenda victims has already reached two provinces, Batangas and Quezon. The provinces of Laguna, Cavite and Rizal are set receive their respective agri-rehab interventions.



The municipality of Mulanay was given a total of Php4,954,152.30 agricultural inputs and its Mayor Joselito A. Ojeda thanked the DA for its support.



The municipality of Macalelon received agri inputs which include corn seeds, organic vermicasts, shallow tube wells, corn sheller, cassava granulator, assorted vegetable seeds and fruit trees, corn hammer mill and palay seeds amounting to inputs amounting to Php6,536,095.30.



A flatbed dryer, two palay sheds and one hand tractor under the counterparting scheme were also turned over to Macalelon Mayor Nelson Traje. Macalelon was also given a check amounting to 3,172,000.00 for BUB Farm to Market Road (FMR).



Acting Tayabas City Mayor Wenda de Torres received from the Secretary agricultural interventions amounting to Php2,415,000.00 which include a hand tractor, cassava granulator, corn hammer mill, 100 bags of organic vermicast, hermetic cocoon, 25,000 assorted fruit trees seedlings, shallow tube wells and assorted hybrid vegetable seeds.



The DA also distributed 200 bags of palay seeds, 200 bags of corn seeds, 100 bags of urea, nine thousand pieces of assorted planting materials and 50 kilos of assorted vegetable seeds as well as 123 packs of cabbage, carrots broccoli and pole snap beans seeds, amounting to Php1,202,550.00.



Assistant Secretary Edilberto de Luna, Asst. Sec. Orlan Calayag, Regional Executive Director Vilma M. Dimaculangan, Director Esmeralda Paz Manalang and other DA officials were with Alcala during the relief efforts. (DA-Region 4A/PIA-4A))

Ang Media Service Caravan: Breastfeeding Celebration 2014 ay pinangunahan nina Ms. Carina Z. Santiago, RNPC, Ms. Lourdes Bulante, NO III, Ms. Mary Mei Javier at Ms. Hannah Cristina Clemente, NO I, habang ang mga miyembro naman ng Communicators Network for Good Nutrition ay pinangunahan ni Ms. Janet Buelo, presidente ng CNN-IV-A at mga Public Information Officers mula sa Binan City, Batangas City, Cabuyao City, Dasmarinas City, Lucena City, Quezon Province, Laguna Province, Rizal Province, Sta. Ang lahat ng mga information officers ay nagbigay ng lectures upang maipaliwanag ang 10 na mahahalagang Nutritional Guidelines for Filipinos (NGF). Bawat lecturer ay binigyang diin ang kahalagahan ng pagkakaroon ng tamang nutrisyon sa pamamagitan ng tamang diet at pagkain ng ibat-ibang uri ng masusustansyang pagkain, kabilang na ang gulay at prutas at ang pagpapasuso sa sanggol.

Nauna rito ay ang pagpapaliwanag ni Dra. Maria Teresa Corpuz, obstetrician at gynecologist ukol sa kahalagahan ng tamang pagpapasuso sa sanggol. Base sa 10 Nutritional Guidelines for Filipinos, ang isang bagong panganak na sanggol ay dapat na pasusuhin ng kanyang ina at sa pagsapit nito sa ika- 6 na buwan ay dapat na bigyan ng complementary foods at tuloy-tuloy pa ring pasusuhin hanggang 2 taong gulang o higit pa.

Sinasabing ang mga bata na nasa edad na 2 taong gulang ay vulnerable sa malnutrition at ang breastfeeding ang pinakamainam na paraan para ma-improved ang child survival. Dapat umano na gawing tsek ang breastfeeding: tama, sapat at eksklusibo ang pagpapasuso ng isang ina sa kanyang sanggol.

Bukod sa mahahalagang impormasyon, nakinabang din ang mga buntis at nagpapasusong ina sa libreng medical and dental check-up na hatid ng mga doktor at narses mula sa City Health Office at Quezon Medical Association at ang mga buntis naman ay tumanggap ng libreng bakuna ng tetanus toxiod bilang proteksyon sa kanilang panganganak.

Sa huli ay nagkaroon ng simpleng pakontes na may simpleng papremyo mula sa NNC-IV-A at “game na game” na nag-participate ang lahat kabilang na ang mga BNS.

               5. European Commission praises Philippines for remarkable economic performance 


President Aquino thanks Spain Prime Minister Rajoy for disaster aid

MADRID, Spain) President Benigno Aquino III has expressed gratitude to Spanish Prime Minister Mariano Rajoy for consistently providing help to the Philippines in times of crisis, especially during natural disasters.

In their bilateral meeting at the Palacio de la Moncloa here on Monday, President Aquino thanked the Prime Minister and the people of Spain for the generous assistance they have extended to victims of Typhoon Yolanda.

Typhoon Yolanda (Haiyan) has caused massive damage to Central Visayas in November last year, killing over 5,000 people and leaving thousands other homeless and unemployed.

President Aquino invited the Spanish government to become part of the Philippine efforts to “build back better” typhoon-hit areas, including Tacloban in Leyte.

The Chief Executive emphasized that the country is open to development partnerships, either with the public or private sector.

The President likewise thanked Prime Minister Rajoy for the assistance his country extended when a 7.2-magnitude earthquake hit the provinces of Bohol and Cebu in October 2013.

He also expressed appreciation for Spain’s substantial donation to the victims of the standoff in Zamboanga City between government forces and the Moro National Liberation Front.

President Aquino arrives in Belgium to meet with leaders of EC and Belgium

BRUSSELS, Belgium) President Benigno Aquino III and his official delegation arrived here this afternoon for a series of meetings with leaders of the European Commission and Belgium.

President Aquino will kick off his three-day visit in Brussels with a meeting with European Commission President José Manuel Barroso to tackle various issues, including the West Philippine Sea and bilateral trade and relations.

The President is also scheduled to meet with His Majesty King Philippe of Kingdom of Belgium to seek support for the Philippines’ application for the Generalized System of Preferences Plus (GSP+) and discuss ways to combat illegal fishing, improve the welfare of seafarers. He will also update King Philippe on the progress of the ongoing peace process in Mindanao.

A meeting with members of the Filipino community from Belgium and Luxembourg to be held at the Cathedral of St. Michael and St. Gudula is in the agenda of the President while in Brussels.

There are about 6,000 Filipinos living in Belgium according to recent data of the Department of Foreign Affairs.

On his second day in Belgium, the President is also expected to meet with European Council President Herman Van Rompuy at the European Council headquarters and sit down with Belgian Prime Minister Elio Di Rupo at the latter’s official residence in the Belgian capital.

The President is also scheduled to give a keynote address during the Private-Public Partnership Infrastructure Conference and hold meetings with several multinational companies.

He will also deliver a policy speech at Egmont Institute to mark the 50th anniversary of the Philippines and European Union relations.

European Union backs Aquino administration's peace initiatives in Mindanao

BRUSSELS, Belgium) European Union Commission President Jose Manuel Barroso lauded President Benigno S. Aquino III’s initiatives to bring lasting peace in Mindanao.

“I congratulated President Aquino for his efforts to bring peace, stability and development to the Philippines of which the successful accomplishment of the Mindanao peace negotiations and signing of the Comprehensive Agreement on Bangsamoro is a good example,” said President Barroso in speech following his meeting with President Aquino at the European Commission Headquarters in Brussels.

“In particular, I have congratulated President Aquino for the submission of the draft Bangsamoro Basic Law to the Philippines Congress on the 10th of this month. This is a welcomed positive step forward in the overall effort in bringing lasting peace to people in Mindanao,” President Barroso added.

At the same time, President Barroso pledged that the EU will continue its support and assistance for the Mindanao peace plan.

“The European Union is also supporting peace and development in Mindanao, in complement to the Government's efforts, through various development projects worth 106 million euros. And I assured the President of our continued support and assistance in this effort,” President Barroso said.

The EU’s support came after Spain also backed the steps taken by President Aquino aimed at further forwarding the peace initiative in southern Philippines, during a meeting between the Chief Executive and Spanish Prime Minister Mariano Rajoy at Palacio de la Moncloa in Madrid.

During the bilateral meeting of the Philippine and Spanish leaders, President Aquino conveyed the country’s gratitude for Spain’s support for the Mindanao peace plan.

“We also value the insights on the existing Autonomous Communities in Spain gained through the study visits of our delegates to your country. This will help our government officials and legislators who will be involved in the creation of the Bangsamoro political entity,” the President said.

“We hope that Spain will continue to be our partner in the development of Mindanao,” he added.

The Comprehensive Agreement on the Bangsamoro between the Government of the Philippines and the Moro Islamic Liberation Front was signed on March 27 this year.

Aquino thanks the European Union for assistance after 'Typhoon Haiyan'

BRUSSELS, Belgium) President Benigno S. Aquino III conveyed his appreciation to the European Union for its assistance in the aftermath of Typhoon Haiyan (Yolanda).

In his meeting with European Commission President José Manuel Barroso, President Aquino reiterated the “profound appreciation of the Filipino people for the solidarity that the European Union has demonstrated.”

“The overwhelming humanitarian assistance of the European Union represents a great contribution to our national recovery and reconstruction efforts,” the President said during the joint press conference that followed his bilateral talks with President Barroso.

“Then as now, our partnership has served as a concrete reminder of what can be achieved through cooperation and positive engagement. This is the context in which President Barroso and I reaffirmed the enduring and meaningful relations between the Philippines and the European Union,” he added.

The meeting between the two leaders was held shortly after President Aquino arrived here for the second leg of his four-nation European trip. His visit marks the 50th anniversary of the establishment of the Philippine Embassy in Belgium. PND (co)

European Commission praises Philippines for remarkable economic performance

BRUSSELS, Belgium) European Commission President José Manuel Barroso congratulated President Benigno Aquino III for the remarkable economic performance of the Philippine economy under his leadership.

President Barroso conveyed his congratulations to President Aquino during their meeting held at the European Union Headquarters in the Belgian capital, and said that economic reforms must continue to further advance the competitiveness of the Philippines.

“I also congratulated the President on the remarkable economic performance of the Philippines. At the same time, economic reforms need to continue to increase the competitiveness and productivity of the country,” Barroso said.

“Europe can be a partner in this process, too. Our PCA (Partnership and Cooperation Agreement), which was signed in 2012, has allowed for an enhanced cooperation in several priority areas,” he added.

Barroso said the European Union and the Philippines are becoming more important to each other in terms of trade and investment rankings.

“Our trade exchanges in 2013 and 2014 were the largest in a decade,” he told a joint press conference.

President Barroso said the European Union is the Philippines’ third largest trading partner, as well as the largest foreign investor in the country.

European Union is also looking forward to working together with the Philippines to further strengthen trade and investment ties, he added.

Moreover, Barroso and President Aquino also discussed the European Union and Asia relations during their talks on Monday afternoon (Brussels time).

Barroso said the European Union actively supports regional integration through the ASEAN and committed to forging a strong relationship with the whole region. PND (co)

Kasama ng Pangulong Aquno ang opisyal na delegayson niya sa pagpupugay sa bantayog ni Dr. Rizal sa Avenida de las Islas Filipinas dito na kamukha ng bantayog ng pambansang bayani na nasa Rizal Park sa Maynila.

Ang kahalintulad ng Bantayog ni Rizal ay pinasinayaan noong Disyembre 5, 1996 kaugnay ng paggunita sa ika-100 taon ng kamatayan ng pambansang bayani ng Pilipinas at ng pagdiriwang ng ika-100 taon ng paglaya ng bansa mula sa Espanya.

Aquino III Linggo ang seremonyang paglagda sa Memorandum of Understanding sa pagitan ng Kagawaran ng Turismo(DOT) at ng Spanish Institute of Foreign Trade o Instiuto Espanol de Comercio Exterior (ICEX) tungkol sa pagdaraos ng “Madrid Fusion” sa Maynila sa taong darating kung saan nakatakdang dumalo ang pinakamahuhusay na mga chef at culinary experts buhat sa buong daigdig.

Sa nilagdaang MOU ng DOT at ICEX sa Intercontinental Hotel dito, ang Pilipinas ang magiging punung-abala sa tanyag sa daigdig na gastronomic gathering na kung tawagin ay Madrid Fusion sa Abril 2015 na gaganapin sa SMX Convention Center sa Lungsod ng Pasay.

Pinasalamatan ng Pangulong Aquino ang mga Pilipino sa Espanya sa pagtataguyod sa ‘Gilas Pilipinas’

(MADRID, Espanya) Nagpasalamat ang Pangulong Benigno S. Aquino III sa mga Pilipinong naninirahan sa Espanya sa pagsuporta sa “Gilas Pilipinas,” pandaigdig na koponan ng basketbol ng Pilipinas sa kadaraos lamang na FIBA World Cup.

Sinabi ng Pangulong Aquino sa komunidad ng mga Pilipino rito Linggo na bagaman hindi nakarating ang “Gilas Pilipinas” sa kasunod na yugto ng torneo, dapat ipagkapuri ng mga Pilipino ang koponan sa napakahusay at kahanga-hanga nilang paglalaro.

“Hindi nga natin napanalunan ang kampeonato, subal’t napakaraming tao ang humanga sa pambihirang husay ng ating mgamanlalarong Pilipino,” sabi ng Pangulo sa pagtitipon ng mga Pilipino rito.

Idinugtong niya na maaaring pinakamabababa ang taas ng mga manlalarong Pilipino sa FIBA, subali’t hindi naging sagwil iyon sa koponan upang maging masigasig sa pakikipaglaban sa mahuhusay at matatangkad na manlalaro ng Gresya, Arhentina, Puerto Rico at Croatia.

“Walang sino mang makapagsasabing kinapos ang ating koponan sa kanilang sigasig, pambihirang husay at giting sa bawa’t pakikibaka nila sa mas matatangkad at magagaling na mga kalaban at iyon ang ating taas-noong ipinagkakapuri,” dagdag pa ng Pangulo.

Inihayag ng Pangulo ang kagalakan niya na maging ang mga Pilipino na nasa Ibang bansa ay sakay ng eroplanong nagsadya sa Espanya upang ipakita ang suporta sa koponan ng basketbol ng Pilipinas.

Napamahal ang “Gilas Pilipinas” sa maraming manonood dahil sa ipinakitang sigasig at sigla sa paglahok sa FIBA World Cup.

Nagwagi ang koponang Pilipino sa huling laban nito na Senegal ang katunggali na nagbigay sa bansa ng kaunaunahang tagumpay sa world basketball stage pagkalipas nsng halos apat na dekada. PND((jb/zaf)

Inisa-isa ng Pangulong Aquino ang mga nagawa na sa bansa sa pakikipagpulong sa mga Pilipino sa Espanya

(MADRID, Espanya) Inisa-isa ng Pangulong Benigno S. Aquino III ang mga nagawa na ng kanyang administrasyon sa larangan ng ekonomya, turismo, edukasyon at imprastraktura nang makipagpulong siya sa komunidad ng mga Pilipno sa Colegio Nuestra Senora de las Maravillas dito Linggo.

Sa harap ng may 700 Pilipino ay ibinalita ng Pangulong Aquino ang mga nagawa ng kanyang administrasyon sa nakalipas na apat at kalahating taon ng mabuting pamamahala at transparency.

“Lahat ng mga pagbabagong nilalasap namin ngayon ay bunga ng nanumbalik na pagtitiwala ng taong bayan sa pamahalaan at sa kanilang mga sarili dahil sa parehas na sistema at mabuting pamamahala,” wika ng Pangulo.

Binanggit ng Pangulo ang patuloy na pagsulong ng ekonomya ng Pilipinas na naging daan kaya tumaas sa investment grade status ang credit ratings na ibinigay ng tatlong malalaking credit rating agencies sa kabila ng matitinding pagsubok na idinulot ng Bagyong Yolanda, ng Zamboanga siege, at malakas na paglindol sa Bohol.

“Ang Pilipinas na dati-rating tinataguriang “sick man of Asia,” ay ipinagbubunyi na ngayon bilang “Asia’s rising star and bright spot” (sumisikat na tala ng Asya at maluningning na pook) habang ang ekonomya ay lumago ng 6.4 porsiyento sa ikalawang kuwarter ng 2014 para mahigitan ang kapit-bansang Thailand at Indonesya at maging kapantay ng Malaysia,” sabi pa ng Pangulong Aquino.

“Salig sa Global Competitiveness Report ng World Economic Forum, lumundag tayo ng 32 baitang, ang pinakamataas sapul noong 2010,” dugtong pa ng Pangulo.

Sinabi rin ng Pangulo ang pag-unlad ng sektor ng turismo kaya naging posibleng matupad ang pagdating ng 10 milyong turista sa Pilipinas sa nakalipas na dalawang taon ng kanyang pamumuno hanggang sa 2016.

Ayon sa Pangulo. maaasahan na ng mga Pilipino ang karagdagang biyahe ng eroplano patungo sa Europa at sa Estados Unidos ngayong tumaas sa Category 1 status ang Pilipinas sang-ayon sa US Federal Aviation Authority.

“Ang paanyaya natin sa buong daigdig: Bukas tayo hindi lamang para sa negosyo, it’s more fun in the Philippines,” sabi ng Pangulo.

Inisa-isa rin ng Pangulo ang mga ginawang imprastraktura na tulad ng paggawa ng mga bagong malalaking lansangan, pagkukumpuni ng mga dating lansangan at puspusang paglalagay ng mga pasilidad sa trasportasyon.

Ibinalita rin ng Pangulo ang pagpapagawa at pag-aayos ng pangunahing expressways sa bansa na tulad ng Tarlac-Pangasinan-La Union Expressway (TPLEX), Subic-Clark-Tarlac North Luzon Expressway at South Luzon Expressway. At sa pagtatapos ng 2014 at sa isang taon, ang TPLEX ay paaabutin na sa Urdaneta, Pangasinan at Rosario sa La Union.

“Ang ibig sabihin nito, ang “LEX” ay magiging kabawasan sa pag-aalala ng sambayanan,” wika pa ng Pangulo.

Binanggit din ng Pangulo ang malalaking proyektong imprastraktura na tulad ng Cavite LRT extension, pag-aayos ng mga paliparan at daungan, pagpapagawa at pagpapaunlad sa Clark Green City sa Gitnang Luzon na higit na malaki pa kaysa sa Bonifacio Global City gayundin ang bus rapid transit project sa Cebu.

Binigyang diin din ng Pangulong Aquino ang pagpapagawa ng mga karagdagang silid-aralan para pagpapabuti pa ng programa sa edukasyon at pabahay para sa mga alagad ng batas (PNP) at mga kawal ng Sandatahang Lakas ng Pilipinas.

Ipinaalam din ng Pangulo na umaabot na sa 4.1 milyong maralitang Pilipino sa bansa ang natulungan sa pamamagitan ng Programang Pantawid-Pamilyang Pilipimo.

Ibinalita rin ng Pangulo sa mga Pilipino sa Espanya na ibayo ang bilang ng natulungan ng Technical Education and Skills Development Authority (TESDA), higit na dumami ang naipa-salo sa PhilHealth. Ipinagmalaki rin ng Pangulong Aquino ang pinahusay na mga pasilidad ng Kagawaran ng Agham at Teknolohiya ukol sa pagtaya ng panahon upang malaman agad ng taong bayan kung saan daraan ang mga unos at bagyo.

“Hindi na tayo umaasa ngayon sa paunti-unting pagkalinga sa sambayanan. Ang mga benepisyo para sa taong bayan ay ginagawa natin tulad nang paboritong bukambibig ng kapatid kong si Kris na,Now na!” pahayag pa ng Pangulong Aquino. PND(jb/zaf)

Walang pang natalang nasawi sa bagyong Luis, sabi ng pinuno sa Palasyo

Sa kabutihang palad, hanggang ngayong araw na ito ng Lunes na lumabas na ang Bagyong Luis sa Pook na Saklaw ng Pananagutan ng Pilipinas, wala pang natatalang nasawi sa naturang malakas na bagyo.

“Sa kabutihang palad, zero casualty, na siya nating hinahangad at nawa’y magkatotoo, kahit na patuloy pa nating tinataya ang kalagayan sa mga pook na dinaanan ng Bagyong Luis,” sabi ng Tagapagsalita ng Pangulo Edwin Lacierda sa pulong balitaan sa Malacanang Lunes.

Sinabi ni Lacierda na ang bagay na ito ay bunga ng karanasang kinapulutan ng aral ng National Disaster Risk Reduction and Management Council (NDRRMC) sa mga nagdaang mga kalamidad, gayundin naman sa higit na uminam na pagtaya ng panahon ng PAGASA.

“Dahil sa humusay na pagtaya ng panahon, mabilis at tama nating natataya agad ang landas na tatahakin ng bagyo. Dahil dito, maagap na napapatalastasan ang mga kinauukulang lokal na pamahalaan,” dagdag pa ni Lacierda.

Idinugtong ni Lacierda na ang mga LGUs ay may mga gamit na upang patalastasan agad ang taong bayan upang mailikas ang mga nasa mapapanganib na pook.

“Salig sa marami nang karanasan, batay sa istraktura ng ating NDRRMC, maagap tayong nakasasaklolo upang mabawasan ang pinsala sa bansa at higit sa lahat, ang pagkaputi ng mga buhay ng ating mga kababayan,” wika pa ni Lacierda. PND(ag/zaf)

Inanyayahan ni Aquino na magnegosyo sa Pilipinas ang mga imbestor na Kastila

(MADRID, Espanya) Hinimok ng Pangulong Benigno S. Aquino III ang mga negosyanteng Kastila na mamuhunan sa Pilipinas na dahil sa maraming nagawa ng administrasyon niya sa larangan ng ekonomya at sa totohanang pagbaka niya sa katiwalian sa bansa kaya ito ay isa nang investment haven sa Asya.

“Tulad ng magandang ipinamalas ng pagbangon ng ekonomya ng Espanya, naniniwala ako na ito ang angkop na panahon upang anyayahan kayong mamuhunan sa isang matatag na ekonomya,” sabi ng Pangulong Aquino sa Networking with the Philippine Busness Delegation na ginanap dito.

Sa paghimok sa mga imbestor, itinampok ng Pangulo ang record ng matatag na pagsulong ng ekonomya ng bansa na mula noong 2010 hanggang 2013, 6.3 porsiyento ang natalang average growth ng Pilipinas.

Idinugtong niya na ang investment grade status buhat sa Moody’s, Standard and Poor’s at Fitch Group at pati ang Global Competitiveness Report ng World Economic Forum na nagsaad na ang Pilipinas ay isa nang matatag na destinasyon ng pamumuhunan.

Maging ang ibang publikasyon at mapagkakatiwalaang mga organisasyon ay nagsabing ang Pilipinas ang “Asia’s bright spot” o dili kaya ay “Asia’s rising tiger.”

Binigyang diin ng Pangulo na ang ginawa niyang pagsisikap na sugpuin ang katiwalian na tinambalan ng pagputol sa “red tape” ang dahilan kaya naging higit na madali para sa mga negosyante na mamuhunan sa Pilipinas, habang ang mga reporma sa liberalisasyon ng mga industriya ay magbubukas ng dagdag na potensiyal na pamumuhunan.

“Ang lahat nang ito, nais naming bigyang diin, ay pasimula pa lamang. Nakatuon tayong lagi sa malawakang pag-unlad na nangangahulugang kailangang unahin namin ang pinakamalaking yaman ng bansa, ang sambayanang Pilipino,” sabi pa ng Pangulong Aquino.

Sinabi ng Pangulo na ang sambayanang Pilipino ang pinakamalaking kayamanan ng bansa kaya naman nakatuon ang administrasyon niya sa pagpapabuti ng buhay ng pinakamaralitang mamamayan ng bansa.

Ayon sa Pangulo, nagtagumpay ang pamahalaan sa pagpapabuti ng kalagayan sa buhay ng may 2.5 milyong Pilipinong maralita at nakatuon ngayon ang pamahalaan sa pagsusulong ng patakarang ilayo ang “mahirap” upang hindi masadlak sa karalitaan.

“Ang totoo, ginagamit namin ang lakas sa lakas. Kumikilos kaming pagsulong at patuloy na namumuhunan sa imprastraktura, nililinang ang mahahalagang industriya na gaya ng manufacturing at pinalalawak namin ang bilang ng mga saklaw ng serbisyong panlipunan, pangangalagang pangkalusugan at edukasyon upang higit na maraming Pilipino ang maging bahagi at makapag-ambag sa pag-angat ng ekonomya,” dugtong pa ng Pangulo.

“Matatag ang aming paninindigang patunayan sa daigdig ang mahalagang katotohanan tungkol sa aming bansa. Secretary Gregory Domingo and the members of the Cabinet present, Ambassador Carlos Salinas and Mrs. Isabelita Salinas, friends from the business sector, distinguished guests, ladies and gentlemen: Good evening.

The ties between our countries run deep. At one point in time, the Philippines was the principal trading hub for Spain in Asia. As demonstrated by the galleon trade that lasted not too long, just three centuries. One can even see our countries’ historic connections in our food, from paella to churros—which, hopefully, we will have tonight. (laughter) Most important of all, however, one can find in it the genuine feeling of kinship Filipinos feel for Spaniards and a kinship Spaniards have likewise demonstrated towards Filipinos.

For instance, we will never forget and will always be grateful for the banner saying “You Are Not Alone, Philippines” unfurled in a football match, and for the donations to typhoon Haiyan victims given by Spaniards from all walks of life, from industrialists to humble families in provincial towns.

All these mean that, as you explore opportunities in my country, you will find that you are not entering unknown territory. Instead, you have the opportunity to write a prosperous new chapter in a land where you have had a continuous and durable presence since 1521.

As the Spanish economy shows encouraging signs of recovery, I believe that this is an opportune time to invite you to invest in a resurgent economy. From 2010 to 2013, we registered an average growth of 6.3 percent GDP; compare this to our growth from 2006 to 2009, which was at 4.3 percent and primarily consumer driven.

You would also have heard of our other economic achievements: over the course of our administration, we have received something in the neighborhood of 20 positive Credit Ratings actions from agencies around the world, the most prominent of which came last year, when we were granted investment grade by Moody’s, Standard & Poor’s, and Fitch. The World Economic Forum’s Global Competitiveness Report cited the Philippines as the most improved country since 2010; and various publications and groups herald us as our region’s bright spot and as Asia’s Rising Tiger, among many other positive remarks.

All of this, we have to stress, is only the beginning. Our focus has always been on inclusive growth, which necessarily means prioritizing our greatest resource—the Filipino people. Initially, with our limited resources, we focused on helping the poorest of the poor—the poorest quintile of our population. We have succeeded in lifting around 2.5 million of our citizens above the poverty line. But we will not stop there. The goal now has shifted to ensuring that those we term the “near poor” will be pushed farther away from the poverty line, so that a sudden event, such as a single medical catastrophe or a natural disaster, will not bring them back to living below the poverty line.

Indeed, we are working to go from strength to strength. Moving forward, we continue to invest in infrastructure, to develop key industries like manufacturing, and to expand the coverage of social services, healthcare, and education, so that more Filipinos can take part and contribute to this economic resurgence. We are also cutting red tape, to make it easier for businesses to set up shop at our home, and we are pushing for needed reform to liberalize industries that will invite greater enterprise such as those in banking.

We are determined to prove to the world an important truth about our country:
In the Philippines you will find a place where the government is focused on investing on its greatest resource, its people; a nation where entrepreneurs are viewed as partners, and where everyone works to prove that, for tourists and businesses alike: Es más divertido en las Filipinas.

The potential that has brought us together tonight is no accident. It was created because the Filipino people committed to reform and are fighting to make this change permanent.

There is a movie I watch from time to time. It is the story of a gifted individual totally committed to doing what is right. I am referring to the story of El Cid starring Charlton Heston. It serves as an inspiration to pursue the hard route in order to do what is right, instead of taking the easy path that leads us to do wrong.

Tonight, I am here to bear witness to the Filipino people’s success in proving good governance is good economics. Our respective nations have faced tough economic times. Tonight, we have a shared opportunity to turn past adversity into prosperity for both our peoples. Let us embrace that opportunity to add new value to the ties between the Philippines and Spain.

Tapos ito ho yung lalapitan nyo para sa solusyon ng mga problema nyo. Unahin ko po si Secretary Procy Alcala, Kalihim ng Agrikultura—Procy, kumaway ka naman; Kalihim ng Trade and Industry, Greg Domingo; Kalihim ng Transportasyon at Komunikasyon, Jun Abaya; yung may likha ng “It’s More Fun in the Philippines,” si Mon Jimenez; Secretary Sonny Coloma ng Communications; Secretary Julia Abad ng Presidential Management Staff; at kung meron ho kayong problema na hindi nasaklaw nung mga nabanggit ko na pangalan, nandito rin po si Secretary Rene Almendras, sakop ho nya yung hindi nabanggit na mga trabaho; fellow workers in government; mga minamahal kong kababayan:  Magandang hapon po sa inyong lahat.
Siguro umpisahan ho natin ito, papasok ako ng gusaling ito sinabi sa akin ito raw ho ay pinapatakbong eskwelahan ng Christian Brothers. Alam naman po natin yung mga Christian Brothers, sila ang nagpapatakbo ng La Salle sa Pilipinas at nakikita naman po natin doon sa podium nakalagay La Salle. Kaya pala at home na at home ako dito. Galing ho ako sa Ateneo kasi. Pero pansinin po ninyo, ang kulay po ng La Salle berde, ang kulay po ng Ateneo, di ba blue? Dito po yung La Salle blue eh. Talagang pina... siguro senyas na rin yan na talagang ke-Lasalista ka o Atenista ka magkasama tayo para sa ikabubuti ng Pilipinas, kaya thank you ho mukhang magandang senyas yun.
Di ho halata isang oras lang ang tulog natin mula kahapon. Umalis ho kami ng Maynila kasi mga kulang-kulang alas diyes. Dumating ho kami ng gabi, dumating ho kami kanina ng alas siyete ng umaga. Tapos maawain ho sa akin yung mga kasama ko, sabi nila sa akin magpahinga ka muna isang oras, tapos ito na yung mga pag-aaralan mo. Meron ho kasi tayong mga walumpu’t anim na tatalakayin, mga pagpupulong at iba’t-ibang engagement dito at sakasa Amerika sa loob ng labingtatlong araw kung hindi ako nagkakamali. So, tamang-tama kayo isa sa mga una kong nakausap, kumbaga sa bateryaho ng cellphone fully charged na ho tayo.
First stop po natin ang España para sa labingtatlong araw nating pagbabiyahe. Lilibot tayo dito sa Europa bago naman tumungo sa Estados Unidos. Dahil nasa España tayo may baon tayong kaunting Español. Espanyol ho yung salita ha baka sabihin nyo yung Espanyola hindi ah, konting Espanyol, na ‘di sana mamasamain ng mga propesor ko sa Spanish. Alam nyo bago ko sabihin yung aking naalala, lahat ho kasi ng naging propesor at propesora ko sa Spanish sa Ateneo puro ho estudyante ng lola ko. So, dahil bilib na bilib sila sa lola ko dapat daw kasing galing ako ng lola ko, kaya nung pagdating ko nung unang araw pa lang, meron na akong quiz atsaka exam. Sabi ko, teka muna turuan muna nyo ako bago nyo ako i-test.
Anyway po, eto yung naalala ko. So, dapat ho sabihin ko muna sa inyo: Gracias a todos por vuestra hospitalidad y soporta. Yung Spanish ho pala malapit sa Kapampangan. Syempre ho ah. Eto ho galing kay Mon Jimenez:Es mas divertido con los Filipinos. Pag may oras pa ho tayo, sagot na ho ni Secretary Alcala ang kanyang bersyon ng Historia de un Amor. Procy meron kang ka contemporary dito, may apat na may alam yung kantang Historia de un Amor. Baka naman si Secretary Almendras sa La Vida Loca. Pero seryoso ho muna tayo.
Bagaman mahaba-haba po ang biyahe natin papunta rito, at siksik ang ating schedule, sulit naman po ang pagbisita natin. Sa mga ganitong pagtitipon kasi, nagkakaroon ako ng pagkakataon na makamusta kayo, at maipaabot sa inyo ang pasasalamat ng sambayanan para sa inyong mga ambag at sakripisyo.
Sakto nga po na finals ng FIBA World Cup ang paglapag natin dito sa España. Nakakatuwang malaman na kasama sa maraming dumayo dito sa España para sa FIBA ang ilan sa ating mga kababayan, o maraming mga kababayan, para suportahan ang Gilas Pilipinas. Pero ang mas nakakatuwa: Hindi tayo binigo ng ating mga manlalaro. Totoo, di man natin nasungkit ang kampeonato, talaga naman pong marami ang nagulat sa ipinakitang husay ng Pilipino. Para po sa isang laro na malaking bentahe ang pagiging matangkad, nakita naman po ninyo: Hindi man sobrang katangkaran ang koponan natin, talagang hindi po tayo basta-bastang kinaya nitong mga bansang napakalaki ng height advantage, at itinuturing na mga powerhouse sa larangan ng basketball. Walang makakapagsabing nagkulang sa ipinakitang sipag, husay, at puso ang mga Pilipino, kaya syempre po proud tayo dyan.
Siyempre po, kayo dito, ganyang gilas din ang ipinapakita sa araw-araw ninyong pakikipagsapalaran. Puno ng papuri ang natatanggap nating mga ulat tungkol sa mga Pilipino dito at sa iba pang mga bansang ating nabisita na. Lalo ninyong pinapatunayan sa buong mundo: Bigyan mo lang ng tamang pagkakataon ang Pilipino, tiyak, magpapamalas siya ng pambihirang sigasig at husay. Salamat po sa ambag ninyo.
At tayo naman po, pinag-iibayo pa ang sigasig, para ang mga pagkakataong dati ay bukas lamang sa ibang bansa, ay magbukas na rin sa loob ng Pilipinas. Ang balita po sa atin, halimbawa, ni Secretary Linda Baldoz ng DOLE, may mga nagsanay ng pagka-guro na dahil sa kawalan ng pagkakataon sa Pilipinas dati, ay napilitang pumasok bilang domestic worker sa ibang bansa. Ngayon po, may mahigit 150 na po sa bilang nila ang tinatapos na lang ang kanilang mga kontrata at uuwi na para ganapin ang kanilang pinagsanayan—yan po ay ang pagtuturo, at yan po ay umpisa pa lang sa mga bumabalik na nating mga kababayan dahil may pagkakataon na sa atin pong Inang Bayan. Mapapalapit na sila sa kanilang mga mahal sa buhay, mapapakinabangan pa ng ating bayan ang larangang kanilang pinagsanayan. Umaasa po tayong dadami pa ang kanilang hanay habang lalong umaangat ang ekonomiya ng bansa, at lalo ring pinagtitibay ang ating sistema ng edukasyon.
Pag-usapan naman po natin ang ekonomiya. Marami nga po sa inyo ang napilitang iwan nang pansamantala ang Pilipinas para makipagsapalaran dito sa España. Di ko po kayo masisisi: Sa mahabang panahon, nakilala ang Pilipinas bilang “Sick Man of Asia”—limitado ang oportunidad, mababa ang kompiyansa sa ekonomiya, at parang iilan lang ang nakinabang sa katiting na kaunlaran. Pero di po ba, tayo na rin ang nagpatunay sa mundo na sa sama-sama nating pagtahak sa tuwid na daan, sa pagkapit-bisig natin laban sa corrupt at mapanlamang, at sa matibay na pananalig sa Maykapal, kaya nating baguhin ang ating kapalaran? Heto na ang ekonomiya ng Pilipinas ngayon: Asia’s rising tiger, bright spot, at kung anu-ano pang papuring nakadugtong sa pangalan natin.
Sino po ba ang makakaisip na sa loob ng tatlong taon ay hihirangin tayong investment grade status ng tatlong pinakatanyag na credit rating agency sa mundo? Di pa nga po nakuntento ang isa sa kanila, at nitong Mayo lang binigyan na naman tayo ng upgrade sa ating credit ratings. Ang pag-unlad naman ng ating Gross Domestic Product para sa taong 2013, naitala na isa sa pinakamataas sa Asya—sa kabila pa ito nang pagharap natin sa patong-patong na kalamidad at trahedya. 2013 po kasi nandoon na yung earthquake sa Bohol, may Zamboanga siege, may Yolanda pa, sumingit pa yung bagyong si  Santi. Tignan niyo po ang nakamit nating tagumpay: Mula nang maupo tayo, 20 na po yung positive credit ratings actions na ang nakuha ng ating bansa, at tayo nga po’y nabigyan na ng investment grade ng mga pinakatanyag na ratings agency.
Patuloy po tayong nagsisikap para lalong mapaarangkada ang ating ekonomiya at ang kalakhang lipunan. Ang pagsisikap, natutumbasan ng positibong resulta. At para sa second quarter ng taong kasalukuyan, lumago po ng 6.4 percent ang ating ekonomiya—lamang sa Thailand at Indonesia, at kapantay naman ng Malaysia. Nitong Setyembre po: Base sa Global Competitiveness Report ng World Economic Forum, tumalon tayo ng 32 spots sa loob ng apat na taon; ito nga po ang pinakamataas na pag-angat ng isang bansa simula noong taong 2010.
Sa turismo naman po, talagang matagumpay naman ang ating sikat na sikat na tourism campaign na “It’s more fun in the Philippines.” Kamakailan lang, nanalo sa WARC-100 awards ang kampanyang ito; isa raw tayo sa pinakamahusay na ad campaign sa buong mundo. Pumangatlo tayo worldwide, at numero uno naman tayo sa Asya. Malaking dahilan nga po ang ating tourism campaign sa dumadaming bilang ng turistang bumibisita sa Pilipinas.
Ang sabi po ng aking ama noong araw: Ang unang kalayaan ay ang kalayaan mula sa gutom. Kaya ang pakay natin, bigyang-lakas ang ating mga kababayan; ihanda sila para tunay na masulit ang lumalawak na pagkakataon na dala ng umaangat nating ekonomiya. Malaki po ang ambag dito ng sektor ng turismo. Alam naman po natin, hindi kailangang sobrang aral ng ating mga kababayan para makinabang sa lumalagong sektor na ito, kaya nga po, maraming agarang nabibigyan ng trabaho sa iba’t ibang mga inisyatiba para ipakilala sa mundo ang magagandang tanawin at kaaya-ayang katangian ng ating bansa. Ang magandang balita pa po: Nang mag-umpisa tayo, ang bilang ng ating international tourists ay nasa 3.52 million kada taon; umangat na po iyan sa 4.68 million noong 2013 at syempre kung hindi nangyari yung mga dumating sa ating pinsala ay palagay ko umabot na tayo ng 5 million. Mula nga po Enero hanggang Hunyo ng taong kasalukuyan nasa 2.43 million na ang pumupunta at umaasa tayong aabot tayo sa limang milyon ngayong taon. At sa pinapakita nga pong sigasig ni Secretary Mon Jimenez at ng kanyang mga kasamahan sa DOT, hindi rin malayong maabot natin ang target nating magkaroon ng 10 million annual foreign tourist arrivals sa 2016. Umaambag din po dito ang mga upgrade at positibong hakbang sa ating aviation industry. Ngayon, direkta na muling makakabiyahe sa London ang flight ng Philippine carriers, kaya nga po marami ring mga nais pumunta sa Pilipinas ang mas nadadalian nang makakapaglakbay.
Siguro rin po nabalitaan ninyo: Noong 2013, inalis ng ICAO ang ipinataw nitong Significant Safety Concerns sa bansa—yan po ay minana natin. Sinundan naman ito ng pagpayag ng EU—yung problema po ang minana natin, yung solusyon pinabahala na sa amin—sinundan naman ito ng pagpapayag na nga ng European Union na lumipad muli ang Philippine Airlines pa-Europa. Nitong 2014, sumunod ang Cebu Pacific, kasabay naman ng pag-upgrade sa atin ng US Federal Aviation Authority back to Category 1 status. Asahan na ninyo ang mas maraming ruta patungong Europa at Estados Unidos mula sa Pilipinas. Ibig pong sabihin: Darami ang flights natin, at darami din ang mga bibisita sa bansa—na hudyat naman ng pag-usbong ng mas maraming oportunidad para sa ating mamamayan. Magandang balita nga po ito para sa mga pupunta sa APEC 2015 na sa ating bansa po gaganapin sa susunod na taon, at para na rin sa mga dadalo sa kauna-unahang Madrid Fusion Gastronomic Festival sa Timog-Silangang Asya, na gaganapin rin po sa Maynila.
Ang imbitasyon nga po natin sa mundo: Hindi lang kami more open for business, it’s more fun pa sa ating bansa. Sa mga matagal naman pong di nakakauwi sa atin, siguro pagbalik ninyo, magugulat kayo sa laki ng pagbabago. Ang dami pong bagong gusali at talagang ibang-iba na ang skyline, di lang sa Metro Manilapero pati na rin po sa Metro Cebu, sa Davao, at marami pang mga ibang lugar. Aaminin ko po sa inyo: Maliban nang kami ay ma-exile sa Boston, di naman po ako tumira sa ibang bansa. Pero ngayon po, ako mismo, para bang naliligaw na rin sa laki ng pagbabagong tinatamasa natin sa larangan ng imprastruktura, at kung minsan po nararamdaman na rin yung edad. Pag sinabi sa atin magkita tayo sa Greenbelt o sa Glorietta, ibig sabihin ho pala ng mga kasing-tanda ko Quad yun. Yung Fort Bonifacio ho kasi nung araw dinadalaw ko tatay ko doon, at siguro iisa lang ang kalsadang bumabagtas sa kabuuan ng Fort Bonifacio. Ngayon po pag pumasok ka lalabas ka ng C-5, o lalabas ka ng Buendia—marami, lalabas ka ng McKinley. In short, pag hindi mo pinlano ang ruta mo baka hindi ka na lumabas ng Fort at marami naman magagawa doon.
Pati sa larangan ng trapiko ho nagbago na. Lalo ho’ng malala ang trapiko natin ngayon. Yung atin pong sektor kasi ng Business Processing Outsourcing umaabot na po ng 500,000 ang diretsohang empleyado nitong BPO sector natin. At may mga tatlong kompanya na ang nagbebenta ng sasakyan na ang balita sa akin na pumapalo po ng mga  kalahating milyong piso, ang ammortization raw ho ay 5,000 piso kada buwan, so madali na pong bilhin ‘to. So yung kalsada ho taon ginagawa, yung pagbili ho ng kotse baka linggo lang ang pinag-uusapan. So marami ho tayong ginagawa dyan pati na yung public transportation. Mga halimbawa po, nariyan ang Aluling Bridge sa Ilocos Sur. Sandali lang naman po ginawa ito eh, pinlano ‘to 35 years ago, ngayon po bukas na sa publiko. Isa pang-halimbawa po, meron pong kalsada Ternate-Nasugbu Road, anim na kilometro lang po ito, 20 years po ginawa yan, 1994 sinimulantayo na rin po ang nagtapos.
Kung matagal na po kayong di nakakauwi sa atin, tiyak, maninibago nga kayo sa maraming mga bagong highway na nabuksan. Kunyari po yung TPLEX o Tarlac-Pangasinan-La Union Expressway, ito po’y nadadaanan na hanggang Carmen, Rosales sa Pangasinan. Kung natatandaan na po nyo kasi, panahon  ni Ginoong Marcos ipinangako sa atin ang isang highway, North Luzon Highway hanggang Carmen, Rosales, Pangasinan at yun namang South Luzon hanggang Lucena sa Quezon. Ito pong TPLEX ang magiging kaganapan niyan, aabot na po ng Urdaneta sa Pangasinan ngayong taon at matatapos po sa Rosario, La Union sa susunod na taon.
Kung babiyahe nga po kayo ng Norte mula Maynila, dire-diretsong mga malalaking kalsada ang maaaring daanan.Di baka nung araw ho nung huli niyong uwi McArthur lang ang nandyan, di ho ba? Mayron ng NLEX kokonekta sa SCTEX patungo ng TPLEX. Ibig sabihin ho nun eh“lex” ang anxiety nyo
Kaya po mas mabilis at mas maginhawa na ang biyahe papunta sa hilagang bahagi ng Luzon. Iyong mga pasimuno po nito ay nagsususmite na ng plano na paabutin na rin ang highway na ito na parang NLEX hanggang sa Laoag sa Ilocos Norte. Pero hindi pa ho aprobado iyong planong  yun. Patimog naman po, pahabain hanggang Lucena, Quezon ang South Luzon Expressway. Ang mga ito po dekada nang inambisyon. Iyang atin pong expressways na iyan at saka interconnection na 70’s pa ho ipinangako sa atin—buti naman wala pa ho akong 70 nung dumating. ‘Di ba ho tayo na rin po ang tumatapos sa mga ito—inaasahang sa susunod na taon ay madadaanan na nga po ang kabuuan ng TPLEX. Okay.
Marami pa pong ibang proyekto ang naaprubahan na at ating isinasagawa na ngayon. Yung atin pong Laoag City Bypass Link Road Project. Mayroon pong pagsasaayos ang public transportation sa Cebu naman ang ngalan ay Cebu Bus Rapid Transit Project. Iyong mga bus po ay gagawing tren ang istilo pero mas madali nating maitayo at mas magiging kapaki-pakinabang sa ating mga kababayan sa Cebu City.
Ang LRT Line 1 South Extension, ito po ay patungong Cavite para sa LRT. At Line 2 Extension Project, papunta naman po ito ng Masinag. Ang pag-upgrade sa Busuanga Airport sa Palawan, ang pagsasaayos ng iba’t ibang paliparan at daungan. Pati na rin po ang pagtatayo ng Clark Green City na magiging mas malaking Bonifacio Global City sa Gitnang Luzon. Mahaba nga po ang listahan ng mga proyekto at programa natin para sa imprastruktura, kung iisa-isahin natin baka abutin daw tayo ng Fiesta Nacional de España. Eh overnight lang ho kami dito eh.
Ang punto lang po natin dito, ‘di ba, dati simpleng baku-bakong kalsada lang kay tagal nagagawa. Sa mga matagal na pong hindi nauwi sa atin, malamang nga naalala pa ninyo na taon talaga ang bibilangin makakumpleto ng isang proyekto. Ibang-iba na po talaga ngayon, kahit saan ka lumingon makikita mo ang transpormasyon. Bahagi po ito ng malawakang nating estratehiya upang mapabilis ang daloy ng mga serbisyo, payabungin ang komersiyo at lumikha ng pagkakataon na trabaho para sa ating mga kababayan.    
Idadagdag ko lang po, nakakamtan natin ang mga bagong imprastrukturang ito na hindi… Sorry po, kulang ho yata ng sampung minuto yung tulog eh. Hindi po nauuwi sa kickback at tongpats ang pondo ng gobyerno. Isipin po ninyo iyong DPWH ‘di ba nung araw… Kung titingin ho kayo ng internet mamaya, wala ng pag-uusapan doon sa talumpati ko iyong pag-ubo na lang ang babanggitin. Anyway po, DPWH nung araw ‘di ba poster-boy ng katiwalian. Ngayon po modelo ng propesiyunalismo at episyenteng pangangasiwa. Sa katunayan mula Hulyo ng 2010 hanggang Mayo ng 2014, ang naitipid na ng ahensiya sa pamumuno ni Secretary Singson, umaabot na po sa mahigit 27 billion pesos dahil sa mahusay at tapat na pangangasiwa. Alam niyo ba iyong 27 billion pesos?
Alam po ninyo iyong ating mga kasundaluhan-kapulisan, iyong pinakamababang suweldo, ‘di ba, parang mga disi-otso mil kada buwan. Ang napupunta po raw sa renta nila sa titirahan sa mga tulad ng lugar ng National Capital Region o ng NCR umaabot between 3 to 5,000. So, sa suweldo mong P18,000, P5,000 tirahan na kaagad. Tapos iyong natira siyempre papakainin mo iyong pamilya mo, dadamitan mo. Tapos sa dulo ho niyan ‘no—buti kung may matira—at ang naihingi natin sa kanila: O huwag kayong magiging corrupt ha, pakatino kayo.
So, ano po ang ginawa natin ano? May pabahay ho tayong programa nga sa ating mga kasundaluhan at kapulisan. Ang binabayad po nila 200 piso kada buwan na lalago pag natapos ng dalawampu’t anim na taon magiging isang liboang babayaran. Baka ho may nagpapakulam sa Pilipinas sa atin ngayon. Pero pasensiya na sila habang pinagdadasal ninyo ako, hindi sila tatablan. Anyway ho, isipin ninyo ano, ngayon 3 to 5,000 ang binabayad nilang renta. Pagdating ng panahon nga ho ‘pag sumagad na—‘di ba iyong tinatawag na magba-balloon yung payments—26 years after nilang tirhan magiging P1,000 iyong sisingilin sa kanila.
Sa madaling salita po, hindi natin dinagdagan iyong suweldo nila pero dinagdagan iyong disposable income dahil 200 pesos na lang nga ho ang gagastusin sa tirahan. Mayroon na pong humigit kumulang, kung tama ang tanda ko, 50,000 housing units yan, na natapos na ng Agosto ng 2014—2014 or 2015? Basta ang punto ho niyan, noong una hindi sila makapaniwala na ganun ang mangyayari. Noong tinatayo na yung bahay nag-uunahan. Okay.Pero okay lang po yan.
So, ang punto ho nito isipin ninyo 27—ang gastos ho noon mga 4 and half billion iyong first 20,000 houses—sa P27 billion na tinipid ng DPWH, kung pabahay ang pinag-uusapan, gaano karami ang maipapatayo? Okay, paano ho ginagawa ng DPWH yun? Kung mauuwi ho kayo sa atin, dumaan kayo ng Quezon Avenue, tapos magkakaroon ng intersection sa Araneta Avenue, nagkaroon ng underpass po diyan ngayon. Para wala na iyong stop light, para tuloy-tuloy iyong daloy ng trapiko. Ang unang iniwan sa aming estimate diyan 690 million pesos para maitayo. Tinapyasan ng DPWH, palagay nila sobrang gastos naging a little over 500 million. Nung pina-bid out natin yun dahil wala nga hong tongpats at saka kickback naging P430 million iyong P690. Halimbawa po, sa ating Pantawid Pamilya Pilipino Programa, 4.1 million na pinakamahirap na pamilya ang naisalba mula sa gutom at kawalang pag-asa. Pinalawak po natin ito upang masaklaw ang mga pamilyang may mga anakna hanggang labingwalong taong gulang. Dati ho kasi grade school lang; ngayon, hanggang high school. Bakit ho natin pinaabot sa high school? Dahil may pag-aaral po kasi ang Philippine Institute of Development Study sa ilalim ng NEDA na tinatayang mas malaki ng 40 porsiyento ang kita ng mga nagtapos ng high school kung ikukumpara sa nakatungtong lang sa elementarya. Ang layunin pong lakihan ang ambag ng gobyerno upang manganak ito ng mas malaking pakinabang sa mga pamilyang benepisyaryo ng programa. Ulitin ko lang po ‘no, iyong programa simple lang ang hinihiling. Bibigyan ka ng tinatawag na stipend ng gobyerno. Ang kondisyon panatilihing mo iyong anak mo sa eskuwela. Ngayon po, panatilihin mo hindi lang sa grade school pero patapusin mo ng high school, kung saan mas malaki nga ang kikitain niya ng 40 porsiyento. Iyan po yung tinatawag nating pagpapalakas ng ating mga kababayan.
Sa Edukasyon naman po talagang nagpakitang gilas ang DepEd. Noong naupo po tayo sa puwesto ang backlog sa classroom na kailangan nating bunuin 66, 800 na classroom. Ang tinataya pong presyo niyan ng bawat classroom halos walong daang libong piso. Iyan pong kakulangan na yan ay nabura na po. Iyan nga po ang isa sa mga huling tagumpay ni Secretary Armin Luistro matapos niyang bunuin—ay si Brother Armin nga ho pala ay siyempre Christian brother iyan, taga-La Salle. Ganun talaga pag nagsama iyong Atenista at La Salista ‘eh—so, iyong 66,800 classrooms tapos na. Pinuno na rin niya iyong 61.7 millon na librong kulang at napababa iyong presyo ng mga 60 percent na lang ang binabayad natin sa dating presyo niyan. At may textbook ka, may classroom ka, sinamahan na rin po ng dalawa’t kalahating milyong upuan para sa mga pampublikong paaralan. Ngayon po, nakatuon na tayo at ang DepEd lalo na sa mas bagong pangangailangan, at sa patuloy na pagpapatupad po ng ating K to 12 Basic Education Program na magsisigurong talagang dekalidad ang edukasyon ng ating kabataan.
Nariyan din po ang mga makabuluhang programa ng TESDA. Isipin po ninyo sa isang programa na ang ngalan ay sa Training for Works Scholarship Program pa lang, mahigit 632,000 na ang nagtapos. Ipapaalala lang po natin: noong tayo po ay hindi pa naupo sa puwesto ang porsiyento ng mga graduate ng TESDA na nakakahanap ng trabaho ay 28.5 percent. Wala mang one-third. Ibang-iba na po talaga ngayon, ayon sa huling pag-aaral umabot na tayo ng 68.5 percent ng mga graduate ng TESDA noong 2012 ay may trabaho na. Ang natitira siyempre po tinutulungan ng TESDA… tinutulungan pa po ng TESDA makahanap ng empleyo. Sa kalusugan naman po, patuloy nating pinapalawak ang saklaw ng PhilHealth. Pinalawig din natin ang serbisyo para sa tinatawag na catastrophic diseases. Tuloy-tuloy din ang pagtatayo at pagsasaayos natin ng mga hospital at medical facilities para mas maraming Pilipino ang maabot at maalagaan ng estado.
Sa DOST naman po o Department of Science and Technology, dati lakas lang ng hangin ang nasusukat ng ating kagamitan at kung minsan pa ay nililigaw tayo kung saan parating ang bagyo. Dahil kung alam natin buhay ang katumbas ng tamang paghahanda naging masigasig tayo sa paga-upgrade ng ating kagamitan at kakayahan. Ngayon, hindi lang po iyong lakas nung hangin ‘pag may dumating na bagyo ang pinag-uusapan, mismong lakas ng ulan ay nagkaroon na tayo ng color code. Pati kung gaano karaming tubig nga po ang dadagsa tinukoy na rin; tinukoy at pinag-aaralan ang mga lugar na mas nasa peligrong tamaan ng sakuna. Dahil po dito sa lahat ng kanilang ginagawa, mas maaga ng nakakakuha ng babala ang ating mga kababayan at nabibigyan ng pagkakataong lumikas sa mas maayos na lugar. Siyempre po ang pakay natin wala nang manirahan sa tinatawag na danger areas. Pero malaki pong proseso yan.
Ilan lang po iyan sa mga sektor na talaga naman pong kumakatawan sa pagbabagong tinatamasa ng ating lipunan. Mahaba pa po ang listahan, sa mga may kamag-anak pong pulis at sundalo nabanggit ko na po iyong kanilang pabahay, may modernisasyon ng kanilang mga unipormadong hanay; may bago at de-kalibre na silang mga armas, sabay pa ng mga benipisyong tulad nga ng pabahay na aking nabanggit at iba pang mga kagamitan para talagang maging dalubhasa sila sa paglulutas ng krimen at sa pangangalaga sa ating kapakanan.
Sa mga dating nakatira sa ARMM, napipinto na po ang kapayapaan sa inyong rehiyon. At sa atin pong lahat na galit sa tiwala: Kayo na po ang testigo talaga po ngayon, mula sa pinakamataas na puwesto o may mga tangan sa pinakamataas na puwesto hanggang sa mga frontliner ng ating burukrasya, mayaman ka man o makapangyarihan, kung corrupt ka, talagang mananagot ka. Nakita naman po ninyo siguro iyong mga litrato ng mga nasa piitan na. Sa katunayan nga po mayronsa, hindi ba, may ilan na nga po ang nakakulong na at dumadaan sa paglilitis. Tuwing haharap po ako sa ating mga kapatid na OFW, lalo talaga akong humahanga sa kayang gawin ng Pilipino. Ang Pilipino magiting. Nakita naman ito sa ating mga peacekeepers sa Golan Heights na buong tapang at dangal na ginampanan ang kanilang tungkulin. Nakikita rin natin ito sa mga kawal nating nagbabantay sa Ayungin. Ang Pilipino mapagmalasakit. Nasukat natin ito sa harap ng sunod-sunod na sakuna na lumapag sa ating bansa. Ito po ay nakita sa bawat volunteer, kawani ng gobyerno, social worker at OFW na nagbayanihan para maiahon ang kapwa mula sa trahedya. Higit sa lahat ang Pilipino ay may paninindigan. Ipinaglalaban niya kung ano ang tama, makatuwiran, at makakabuti sa kapwa. Nakita natin ito noong 2010, at patuloy itong isinasabuhay ng bawat Pilipinong katuwang natin sa landas ng tunay na reporma.
Alam ko naman po marami sa inyo ay nandito… ay dito na umunlad ang buhay. Lahat kayo dumaan sa sari-saring sapalaran para iangat ang sarili at pamilya, dito man o doon sa ating minamahal na bayang Pilipinas. Wala naman pong makakapagsabing ang tagumpay ninyo ay galing sa talentong bigla na lang lumitaw ng dumating kayo dito. Ang nangyari po napunta kayo sa isang sitwasyon kung saan talaga makakapagpakita kayo ng inyong husay at dedikasyon. Ang atin pong ambisyon, kung anuman ang nakamit niyo rito ay makamtam din ng Pilipino sa Pilipinas. Kung anuman ang sipag na ipinapakita ng Pilipino ay matumbasan ng sapat na pagkakataon at pagkalinga ng estado. Hangad natin ang isang sistema. Kung saan ang integridad at pagpupursige ay manganganak ng ginhawa at pag-asenso. At ang pinakamaganda nga po niyan, masasabi ko sa inyo at masasabi ng buo deligasyon natin ngayon: Papunta na po diyan ang Pilipinas.
Ngayon nga po sa biyaheng ito, ibinibida natin ang transpormasyong nangyayari sa atin. Hindi po dinadaan sa tiyamba ang pagpapatuloy ng ating pag-angat. Kinakausap natin ang mga industriya at mga negosyante upang malaman ang kanilang mga kailangan, hindi lang ngayon, ngunit pati na rin sa hinaharap. Tinutukoy natin kung aling mga sektor ang magdadala ng mas malawak na pagkakataon at kabuhayan sa mga Pilipino. At iyon nga po ang talagang tinutukan natin at pinalalakas. At kinikilala po ng ating mga kaugnayan ang pagbabagong nangyayari sa Pilipinas. Isipin po ninyo, dati raw po pahirapan maghagilap ng makakapulong sa ganitong mga biyahe. Ngayon nga po nabanggit ko na sa inyo kanina, 86 ang engagements natin sa biyaheng ito, at pinipilit po nating mapaunlakan ang lahat ng gustong makipag-usap sa atin. OWWA scholar tops Geodetic Eng'r Licensure exam

OWWA scholar IVY ELAINE AGUILAR CADALZO ranked Number 1 in the Geodetic Engineer Licensure Exam held on August 19 and 20, 2014 in Manila.

A recipient of the agency’s Education for Development Scholarship Program (EDSP), Batch 6, the 21-year-old lass from Malabon City garnered a rating of 89% in the test where 179 out of 479, or 37.37% of the examinees passed the Licensure exam. The Philippine Regulations Commission (PRC) released the results on 22 August 2014.

“OWWA scholars once again proved their mettle as deserving of the educational assistance we provided to dependents of our member contributors as they continue to stay competitive in their respective field of discipline,” OWWA Administrator Rebecca J. Calzado said.

Visibly pleased with the accomplishment of Elaine, the OWWA chief added that last year, two OWWA scholars also made it to the top 5th and 6th places in the Licensure Exam for Registered Electrical Engineers given in September last year.

“I hope this becomes a matter of ‘habit’ for OWWA scholars to garner top spots in the government board exams,” the amiable OWWA chief in half-jest, said when the Cadalzo family paid her a visit at her office in Pasay City. Administrator Calzado noted that the new Engineers from the OWWA roster of EDSP graduates will serve as inspiration to other OWWA scholars to be the best in their field of specialization.

Known as ‘Ivy’ to her relatives and friends, the daughter of OFW Bonifacio O. Cadalzo and Lilia A. Cadalzo, graduated Cum Laude at the University of the Philippines in Diliman, Quezon City. Her father works as an Industrial Mechanic in Riyadh, Kingdom of Saudi Arabia. Ivy is now gainfully employed as a Research Associate in UP. The top ranked Geodetic Engineer is the first born among two siblings.

EDSP is OWWA’s competitive scholarship grant where an OFW dependent of active OWWA member can take any four-to-five year course leading to baccalaureate degree. Only the top 200 passers in the qualifying examinations administered by the Department of Science and Technology can avail of the scholarship worth P30,000 per semester.

In the past, OWWA produced several graduates who finished their course with Latin honors. In 2010, 2; in 2011, 28 scholars graduated either as Magna Cum Laude or Cum Laude; in 2012, 29 graduated either as Magna Cum Laude or Cum Laude; in 2013, there were 2 Summa Cum Laude, 7 Magna Cum Laude, and 20 Cum Laude. This year, OWWA recorded 1 Summa Cum Laude, 7 Magna Cum Laude, 32 Cum Laude, and 4 with citations, or a total of 40 academic medal awardees.

In a related story, Stanley Dalisay, an OWWA scholar who finished Medical Technology at UP, is currently in the U.S. studying at the West Point Academy. OWWA considers achievers like Dalisay not only as OWWA pride, but the pride of the entire country.


OWWA Scholarship exams sked on 21 September

All systems go for the holding of the OWWA Education for Development Scholarship Program (EDSP) and the Congressional Migrant Workers Scholarship Program (CMWSP) examinations for dependents of active OWWA member-contributors for school year 2015-2016.

OWWA Administrator Rebecca J. Calzado announced that this year, 4,388 OFW dependents applied for educational assistance through OWWA EDSP at the 17 OWWA Regional Offices and 326 hopefuls in Jeddah, Riyadh, and Al Khobar in Saudi Arabia and Manama, Bahrain. The top 200 examinees of the qualifying examinations administered by the Department of Science and Technology-Science Education Institute (DOST-SEI) will be the recipients of the OWWA’s Education for Development Scholarship Program.

The examinations will be conducted simultaneously in testing centers located in Manila, Batangas, Pangasinan, Cavite, Davao City, Laguna, NCR, Iligan City, Tagbilaran City, Naga City, Iligan City, Negros Occidental, Butuan City, Bataan, Riyadh, and Jeddah, KSA.

“Originally, OWWA had only 100 grantees for the said scholarship slots. However, the number was increased to 200 in pursuance of OWWA Board Resolution No. 012, Series of 2013. The rationale behind the increase in the number of scholars,” Calzado added, “is to give more opportunities to deserving dependents of OWWA members to have access to free education.”

OWWA scholars, under the EDSP, are provided with a maximum education assistance of P60,000 per school year with courses leading to a four-to-five year baccalaureate degree in any college or university of their choice.

Meanwhile, 352 OFW dependents of active OWWA members applied for the competitive exam under the CMWSP. The CMWSP is another baccalaureate scholarship program mandated by RA 10022 and is funded by the Philippine Charity Sweepstakes Office. Qualified applicants are entitled to P60,000 worth of scholarship per school year. The program caters to qualified OFWs and/or their immediate beneficiaries who intend to pursue courses in the field of science and technology as identified by the DOST. One hundred slots are allocated for the said educational grant.

OWWA also offers the OFW Dependents Scholarship Program for dependents of indigent OWWA members, and other short courses like Skills for Employment Scholarship Program and the Seafarer’s Upgrading Program.


Personal Remittances sustain robust ghrowth in July 2014; January-July level reaches US$15 billion

Personal remittances from overseas Filipinos (OFs) rose by 7.1 percent year-on-year to US$2.3 billion in July 2014. On a cumulative basis, personal remittances reached US$15 billion in January–July 2014, up by 6.4 percent relative to the level registered in the same period last year, the Bangko Sentral ng Pilipinas announced today.1 The continued expansion in personal remittances during the first seven months of 2014 was mainly due to the steady increase in remittance flows from both land-based workers with long-term contracts (by 5 percent) and sea-based and land-based workers with short-term contracts (by 8.4 percent).

Likewise, cash remittances from OFs coursed through banks grew by 6 percent year-on-year to US$2.1 billion in July 2014. This brought cash remittances for the period January–July 2014 to US$13.5 billion, higher by 5.8 percent than the US$12.7 billion recorded in the comparable period in 2013. In particular, cash remittances from land-based and sea-based workers rose by 5 percent (to US$10.3 billion) and 8.5 percent (to US$3.2 billion), respectively. The bulk of cash remittances (about 79 percent) came from the United States, Saudi Arabia, the United Arab Emirates, the United Kingdom, Singapore, Japan, Canada, and Hong Kong.

Remittances remained robust on the back of stable demand for skilled Filipinos abroad. Latest data from the Philippine Overseas Employment Administration (POEA) showed that for January-July 2014, job orders reached 540,037, of which 41.1 percent were processed job orders intended for service, production, and professional, technical and related employment in Saudi Arabia, the United Arab Emirates, Kuwait, Taiwan, and Qatar.

Meanwhile, the continued efforts of bank and non-bank remittance service providers to expand their international and domestic market coverage through tie-ups and establishment of remittance centers abroad provided support to the sustained flow of remittances.

PSA kicks off preparations for the 25th National Statistics Month

It’s all systems go for the 25th National Statistics Month (NSM) in October.

An annual month-long celebration that aims to instill nationwide awareness and appreciation of statistics, the NSM was first observed in October 1990 through the Presidential Proclamation No. 647 Declaring the Month of October of Every Year as the National Statistics Month, issued by then President Corazon C. Aquino on September 20, 1990. The celebrations since then were spearheaded by the former National Statistical Coordination Board, which is now part of the newly organized Philippine Statistics Authority (PSA).

The NSM adopts a theme every year that highlights the role of statistics in a particular sector or socioeconomic issue such as local government, health, employment, education, gender and social protection, among others. The theme hopes to spur public understanding and awareness not only of statistics but also of the topic or issue that it highlights. In addition, it also provides coherence to the various NSM activities.

The theme for this year is "NSM at 25 and Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration.” This theme reflects the undersigned’s vision for a solid and responsive PSA that provides appropriate information to policy and decision makers and various stakeholders who aim for better lives for the Filipino people. These qualities are important to support the preparations for the Association of Southeast Asian Nations (ASEAN) Economic Community (AEC) in 2015 which will transform the region with free movement of goods, services, investments, labor and capital flow. It underpins the crucial role of statistics in establishing a single market and production base in the region. Statistics will also be central for evidence-based policies that ensure that economic integration will have optimal benefits to the country.

Kicking off preparations for the 25th NSM, the PSA issued Memorandum Circular 01-14 which enjoins all national government agencies, local government units, academic institutions and the private sector to actively participate in and support the celebration.

The PSA, having been newly organized and as part of its first year anniversary celebration, will host the 25th NSM opening ceremonies to be held on October 1, 2014 simultaneously at the national and regional levels. The program will highlight the awarding of the 6th NSM Media Awards and the Best 2013 NSM Activities. A number of activities throughout the country will be conducted by various agencies and departments in October as part of the 25th NSM celebration.

DOF approves new tax stamps on cigarettes

In a move to combat the smuggling of tobacco products, the Department of Finance has approved the Bureau of Internal Revenue’s proposed revenue regulation mandating the affixture of internal revenue stamps on imported and locally manufactured cigarettes. The revised regulation also prescribes the use of the Internal Revenue Stamp System (IRSIS) for the ordering distribution, and monitoring of cigarettes.

BIR Commissioner Kim Henares said the said regulation is central to the government’s anti-smuggling strategy concerning tobacco products, as the stamps serve as effective tracking and audit measures ensuring due excise taxes have been paid for each product.

“This measure will strengthen our capacity to combat smuggling of tobacco products. We believe in implementing regulations with enough teeth to bite down on smugglers who are intent on depriving the nation of critical resources for greed and private gain,” said the BIR chief.

The cigarette stamping regulation will be boosted by a provision allowing the BIR to conduct a study and cause the installation of a system of Close Circuit Television Monitoring System on all production and withdrawal points in the premises of the cigarette excise taxpayer for more effective monitoring purposes.
Finance Secretary Cesar Purisima, in approving the regulation, said, “In 2013, revenues from the Sin Tax Law were 51% higher than projected. Simple governance measures like this enable the government to push harder in driving our revenue collection performance ever upwards. We are consistently looking at ways to enhance the government’s ability to raise revenues at a critical time requiring much investments to our infrastructure, services, and people.”


What is Ecozone-wide Assessment on Voluntary Compliance? DOLE’s A.O. 404 explains

 An ecozone-wide assessment on voluntary compliance is one of five compliance assessment modalities outlined under DOLE Administrative Order No. 404, Series of 2014, and Labor and Employment Secretary Rosalinda Dimapilis-Baldoz had instructed all DOLE regional directors and program managers to utilize it in combination, separately, or simultaneously with the other modalities to ensure that all target establishments for 2014 have been visited and extended assistance towards compliance with all labor laws.

“You have to coordinate with the Philippine Economic Zone Authority, (PEZA) in organizing an ecozone-wide assessment on voluntary compliance,” Baldoz said in her instruction.

In carrying out the ecozone-wide assessment, Baldoz said the DOLE will be consistent with the agreed joint enforcement of labor standards laws and occupational health and safety standards in the PEZA’s economic zones, pursuant to the Implementing Rules and Regulations of the 2006 DOLE-PEZA Memorandum of Agreement (MOA) and the corresponding regional MOA.

“All DOLE Regional Directors shall organize an ecozone-wide Assessment of locators’ voluntary compliance with all labor laws and OSH with the PEZA manager in the area,” she said.

On 18 August 2014, Baldoz issued Administrative Order. No. 404, Series of 2014, or the “Guide for Effective and Efficient Compliance Assessment under LLCS”, to improve the effectiveness and efficiency of implementing the DOLE’s new Labor Laws Compliance System (LLCS).

Under A.O. No. 404, all the 16 DOLE Regional Offices can resort to the five compliance assessment modalities---the ecozone-wide assessment of which is one---to complete their respective assessment target for 2014.

The other four assessment compliance modalities are (1) zonal assessment (2) in-house OSH assessment; (3) assessment by industry; and (4) assessment of establishments with Labor-Management Councils (LMCs) and convergence programs.

An ecozone-wide assessment can be done using the industry joint assessment process, or it can be organized differently depending on the peculiarity of the ecozone operations.

A composite team composed of the PEZA zone manager and DOLE LLCOs, shall conduct the compliance audit and, in case of deficiency, provide zone locators with technical advisory services and assistance for the immediate correction of violations and submission of action plans to effect the full compliance.

The labor chief said that if declared free of any violation after evaluation, the locator shall be immediately issued a Certificate of Compliance, and if all the locators are compliant will all labor laws, the economic zone shall be declared a compliant zone and bestowed with a marker that reads: “This Ecozone is Labor Laws Compliant and Child Labor Free”.

A.O. No. 404 specifies the criteria in determining the regional offices' assessment priorities, which regional directors and program managers may consider from the list of establishments provided by the Bureau of Working Conditions (BWC).

These establishments are those considered to be:
(1) engaged in hazardous work;
(2) employing child employees;
(3) engaged in contracting and subcontracting arrangements (Principals and contractors);
(4) Philippine-registered ships or vessels engaged in domestic shipping;
(5) employing 10 or more employees; and
(6) other priority establishments covered by issuances.

Baldoz emphasized that the DOLE regional offices and its attached offices are providing free technical assistance and services to establishments with deficiencies to ensure full compliance with all labor laws.


In Camarines Norte, DOLE provides free livelihood tools to 30 inmates

There is life even in jail. This is what the DOLE and the Bureau of Jail Management and Penology (BJMP) wanted to show when the two government agencies forged an agreement for the provision of a P180,000-worth of livelihood assistance for 30 inmates at various Camarines Norte jails. The first in DOLE history, DOLE Regional Office No. 5 Director Nathaniel Lacambra reported to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz that the DOLE Camarines Norte Field Office conceived the Kita sa Likod ng Rehas under the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) to provide inmates a source of income so that they may feed their families even behind bars. Camarines Norte Field Office head Mary Jane L. Rolda conceived the partnership with the BJMP's Labo and Daet District Jails. “For some, being locked-up in jail could be the end of the world for a person and his/her family. He/she is cut-off from everyone, even from earning an income. This DOLE livelihood initiative is to help the inmates make a living inside the jailhouse," Lacambra explained during the awarding of the livelihood starter kits at the Labo, Camarines Norte District Jail. Lacambra said 26 of the 30 inmate-beneficiaries come from the Masayang Tahanan of Labo District Jail and four from the Brgy. Nagkakaisa of Daet District Jail. Each of them received a complete set of tool kits for their respective occupations: electricians, auto mechanic, cosmetology, mason and carpentry, sewing, and food preparation. The cost of the tool kits ranges from P5,000 to P6,000 for a total grant of P179,999. Under the agreement, the DOLE will provide the funds for the inmates' livelihoods, while the BJMP will train the inmates and conduct the social preparation. Lacambra reported that one of the beneficiaries of the livelihood program is not even an inmate, but the wife of one. Eden Escalante, 44, of Tulay na Lupa, Labo, Camarines Norte, received a food preparation package on behalf of her husband Renato Escalante, 52 yrs. Kuya Ato, as Renato is known in jail, had been an inmate for about two years. He was jailed for illegal logging. “Dahil po sa sitwasyon ko kaya nakiusap po kami na kung puwede, yung asawa ko na lang ang mabigyan ng livelihood,” Kuya Ato said. When Kuya Ato started serving time, Manay Eden was left with their 6 children--five boys and a girl. The youngest of the children was 7; the eldest, 19. With the bread winner "out", Manay Eden needed to find a way to feed her family. First, she ran to family members and friends to ask for help, basically for food and money, for them to at least survive a day. “Tinutulungan naman po kami, pero siyempre nakakahiya po kung palagi na lang,” she said teary eyed. She knew that sooner or later, all the help would eventually cease and therefore, she must find a way to feed her family. She needed to earn money. She took a job as helper at the school canteen with a P2,500 monthly salary. But that was not enough. Kuya Ato said he could have claimed the livelihood assistance, but thought that with her wife outside, she could start a turo-turo (carinderia). Eden received a stove, an LPG tank, and cooking utensils from the DOLE Kabuhayan Package. The BJMP trained her on how to do business, after which she opened a small turo-turo stand in front of their house, offering lutong-bahay. Manay Eden's earnings of P150 to P200 per day, or about P4,000 to P5,000 a month had doubled her salary from being a canteen help. Aside from the income, her six children gets to enjoy "unli" food anytime of the day. “Kumikita na po ng konti tapos siguradong may pagkain pa. Parang kailan lang, ni hindi ko alam kung anong gagawin ko para mabuhay ang pamilya ko. Ngayon po, salamat sa Diyos sa pagbigay ng DOLE at ng BJMP sa tulong na ito,” Kuya Ato and Manay Eden added. It is because of this partnership program with the DOLE that Jail Inspector Freddie T. Caballero, the retired district jail warden of Labo, was commended by the Sangguniang Bayan for exemplary performance through the livelihoods he initiated for jail inmates. DOLE Bicol Assistant Regional Director Karina Perdia-Trayvilla said that Kuya Ato's and Manay Eden's story is about hope and about bringing the services of the government to those who really need them in times that all doors seemed closed. “This is what I love about working with the DOLE. BOI reaps positive feedback from investors

In ensuring sustained interface with its registered investors and creating opportunities for businesses to grow in the Philippines, the Board of Investments (BOI) established the Strategic Investors Aftercare Program (SIAP).

The SIAP is a proactive program that aims to create a high-quality, trust-based working relationship of BOI and existing investors to ensure continuing business in the country.

“We appreciate the optimistic feedback of a number of investors in the efforts of BOI’s SIAP to establish strategic and long-term business partnership with them,” Department of Trade and Industry (DTI) Undersecretary Ponciano C. Manalo Jr. said.

From January to June this year, the BOI's investor aftercare team gathered a 96.5% satisfaction rating from the 42 companies it has visited.

Manalo said that in these regular visits to registered companies, the BOI provided investors with updates on investment policies and sector developments, and conducts interactive client feedback mechanism by encouraging investor’s participation through feedback and suggestions.

“We were surprised that a program like this actually exists. We hope the BOI will be able to help more investors in the future,” 5M Star Builders Incorporated President and General Manager Rodolfo P. Derecho said in his feedback to BOI’s investors aftercare team.

“(The SIAP) gives investors a helping hand in navigating the complexities of all the miles. Kudos to the SIAP officers for their effective and efficient service,” MyIsland Corp. President Wilfredo Bacareza, Jr. also said.

Manalo said that with this confidence given to BOI’s investment aftercare team, the DTI and BOI expect that existing investors will continue to operate, expand and diversify in the Philippines. Likewise, new investors will be enticed to set up businesses in the country.

PHL and Indonesia to sign MOU to develop Seaweeds Industry

Indonesian Trade Vice Minister Bayu Krisnamurthi arrived in Manila last 11 September to witness the signing of the Memorandum of Understanding (MOU) between the countries’ lead seaweeds organizations Asosiasi Rumput Laut Indonesia and the Seaweed Industry Association of the Philippines.

“This MOU is a result of continuing discussions between the Philippines and Indonesia to expand trade relations and investment. We are forging deeper economic ties between the two countries by significantly exploring other avenues for complementation and collaboration. We have made progress in the areas of sea connectivity, and exploring mining and palm oil,” Department of Trade and Industry Undersecretary Adrian S. Cristobal Jr said.

Cristobal added that the country’s international trade strategy promotes the interests of the Philippines in the global community with the goal of generating more investments, creating meaningful employment opportunities, and providing better sources of livelihood.

Aside from the cooperation to develop the Seaweeds industry, another milestone in PH-Indonesia relations is the roll-on roll-off (RORO) service to ASEAN which will soon be available with establishment of the Davao-GenSan (Philippines)- Bitung (Indonesia) Ro-Ro route. The first ASEAN RoRo aims to further increase trade and economic activities between the two countries.

Both countries are also exploring cooperation in other areas including steel, geothermal, shipbuilding, chocolate and cacao production, and trade promotion activities in the East ASEAN Growth Area (BIMP-EAGA).

Indonesian Ambassador to the Philippines H.E. Johny J. Lumintang joined Undersecretary Cristobal and Vice Minister Bayu Krisnamurthi during the signing ceremony.

The collaborative partnership between the Asosiasi Rumput Laut Indonesia (ARLI) and the Seaweed Industry Association of the Philippines (SIAP) will include sharing of good farming practices, cultivate enhancement and marketing expansion practices. Both SIAP and ARLI envision the possibility of investments or joint ventures in seaweed farming and processing in either country. Indonesia and the Philippines are the two top sources of seaweeds in ASEAN.

Within ASEAN, the Philippines and Indonesia together account for 343 million people or more than half of 617 million total ASEAN population. Philippine companies in Indonesia are in food and food processing, personal care products, manpower services and consulting, pharmaceuticals, and energy research and exploration. In recent years Philippine franchises including Potato Corner, Gingersnaps, Penshoppe and Julie’s Bakeshop have established a foothold in Indonesia.


DILG, Church, Barangays join hands to form a "Circle of Integrity" for meaningful grassroots participation in government projects

Forming a tripartite linkage of three influential groups, His Eminence Luis Antonio G. Cardinal Tagle of the Roman Catholic Church and the leaders of, the Liga ng mga Barangay ng Pilipinas (LNB), and the Department of the Interior and Local Government (DILG) today vowed to work together for a more engaged citizenry and inter-faith participation in governance.

The tripartite partnership called Ugnayan ng mga Barangay at Simbahan or UBAS was launched this afternoon at the Archbishop’s Palace in Intramuros, Manila with the signing of a Memorandum of Agreement among His Eminence Luis Antonio G. Cardinal Tagle, LNB National President Atty. Edmund R. Abesamis, and DILG Secretary Mar Roxas.

Roxas said UBAS was conceptualized to harness community participation to monitor compliance with good governance and anti-corruption standards in project implementation and delivery of public services.

“Pinapatunayan ng UBAS ang pagkakaisa ng DILG, ng Simbahan at ng mga Barangay para isulong ang mga inisyal na reporma ng Tuwid na Daan para sa ating mga Boss, ang mga mamamayan,” said Roxas.

According to His Eminence Luis Antonio G. Cardinal Tagle, “Napapanahon ang pag lulunsad ng UBAS upang tiyakin ang iisang tugon ng simbahan at barangay upang masiguro na ang pondo ng bayan ay tunay na tumutugon sa pangangailangan ng mga mamamayan.”

The collaboration, which is referred to as a “circle of integrity” that pushes for a higher level public service, is anchored on transparency, good governance and grassroots participation. Under the agreement, the three parties shall create an enabling environment, as a pastoral companion or mutual accompaniment for a meaningful people’s participation in the implementation of DILG Projects, especially those in scaling up the practice of good governance at the local level.

They shall also monitor the proper implementation of the projects under the Grassroots Participatory Process (GPP), formerly known as Bottom Up Budgeting (BUB).

Expressing his commitment to the partnership, Abesamis said, “Sa pagpapatupad ng GPP, ang UBAS ang magsisilbing matibay na ugnayan ng Simbahan at Barangay upang palakasin ang boses ng mamamayan sa proseso ng pagpili ng mga proyektong kontra-kahirapan.”

UBAS, which will be rolled out nationwide with the local counterparts in the provinces, will also undertake other engagements or activities, such as Community-Based Disaster Risk Reduction and Management (CBDRRM), environmental protection and peace and order, as may be directly identified by the communities.


PHL Ambassador talks up financial empowerment to OFWs in South Korea

15 September 2014 - Philippine Ambassador to South Korea Raul S. Hernandez encouraged more than 200 Filipinos working in Korea participating at the Overseas Filipino Worker (OFW) Financial Literacy Seminar in Incheon on September 7. The Ambassador exhorted the Filipino community in Korea to avail of the invaluable opportunity presented by the seminar to learn more about crucial concepts in financial management and entrepreneurship to aid them in their long term financial planning.

The seminar, organized by Sister Genevieve Jabasa, Director of the Bucheon Filipino Migrants’ Community (BFMC) and Mr. Marlon S. Albao of the Global Filipino Investors (GFI), was attended by over 200 OFWs from Busan, Gimhae, Daegu, Ansan, Bucheon, Incheon and Seoul.

The Ambassador joined the company of renowned Filipino financial guru Mr. Randell Tiongson and Mr. Floi Wycoco as speakers in the seminar. Mr. Tiongson spoke on the topics of personal finance and investments while Mr. Wycoco shared his knowledge of mutual funds and the stock market.

In his talk, Ambassador Hernandez said the seminar’s aims dovetails with the Philippine government’s advocacy to promote financial literacy and entrepreneurial skills to overseas Filipino workers (OFWs) and their families through the implementation of the “Joint Migration and Development Initiative Phase II Project (JMDI 2)” in Regions I, IV-A and XII.

The Ambassador cited the proactive role of the Philippine Embassy, through the Philippine Overseas Labor Office (POLO), in promoting financial literacy and livelihood opportunities to our OFWs in partnership with various Filipino community organizations.

These projects include the Reintegration and Preparedness Program Orientation, Courses on Baking, Cake Decorating and Basic Sewing and Financial Literacy and Business Investment Opportunity Seminars.


Filipino Community in Oman hosts PHL embassy information outreach

15 September 2014 - The Filipino Catholic Community – Oman (FCCO) took the lead in hosting Philippine Embassy officials in conducting the second Post-Arrival Orientation Briefing (PAOB) at the main assembly hall in the Ruwi church compound on September 5. The PAOB is a series of information outreach activities initiated by the Philippine Embassy in Oman with Philippine Overseas Labor Office (POLO)-Oman as focal point, to supplement the pre-departure orientation seminar (PDOS) that overseas Filipino workers (OFWs) undertake when leaving for overseas deployment. The aim of the PAOB is to raise awareness on and help OFWs understand better the policies, programs, and issues that affect their lives as workers in a foreign country. In a meeting with Philippine Embassy officials recently, the NGO Migrant Forum in Asia hailed it as an example of best practice in addressing the issues and concerns of OFWs.

Attendees of about 100 OFWs considered the activity a success and found the open dialogue enlightening and empowering. Among the topics covered were Philippine/Oman regulations, consular matters, Overseas Workers Welfare Administration (OWWA) membership benefits, financial literary and reintegration programs.


DOTC awards LRT-1 Cavex PPP; Starts bid for LRT-2 O&M

 The Department of Transportation and Communications (DOTC) awarded its biggest Public-Private Partnership (PPP) project so far, the P 65-Billion Light Rail Transit Line 1 (LRT-1) Cavite Extension (Cavex) Project, to the Light Rail Manila Consortium (LRMC) yesterday, 12 September 2014.

“We are pleased to push the project forward for the sake of the riding public, especially those who live in the southern part of Metro Manila such as Pasay, Parañaque, Las Piñas, and Muntinlupa, as well as Cavite. This project will level the playing field for them, giving them convenient access to employment and educational opportunities in the metropolis,” said DOTC Secretary Jun Abaya.

LRMC now has twenty (20) days to comply with post-award requirements, including the payment of 10% of its P 9.35-Billion premium bid amount, after which the Concession Agreement may be executed by the parties.

The award is subject to the final decision of the Supreme Court (SC) with respect to the Common Station project, which will connect LRT-1, Metro Rail Transit Line 3 (MRT-3) and MRT-7 at the EDSA-North Avenue area.

The LRT-1 Cavex bid included a component for the design of the Common Station in front of Trinoma, the original site for the infrastructure project. SM Prime Holdings, Inc. is contesting this location and has obtained a Temporary Restraining Order (TRO) from the SC, in its bid to move the Common Station next to its mall, SM North EDSA, despite the National Economic Development Authority’s (NEDA) approval of the Trinoma site in 2013. Construction of the Common Station will be procured separately once the case is resolved.

LRMC may begin construction works and take over LRT-1 operations within a maximum of one (1) year from the signing of the Concession Agreement, or by October 2015. The project should be fully operational within 54 months, or by May 2019.

Bidding for LRT-2 O&M PPP Begins

Meanwhile, the DOTC today launched the tender for another PPP project with the publication of its invitation to pre-qualify and bid for the LRT-2 Operations and Maintenance (O&M) contract, pursuant to the transport agency’s thrust to modernize the country’s railways and to provide the public with convenient, safe, affordable and reliable mass transport systems.

The 13.8-kilometer long LRT-2 traverses the cities of Manila, San Juan, Quezon City, Marikina, and Pasig, and caters to around 200,000 passengers daily.

The winning bidder will take over the O&M of all 11 stations of the existing line, as well as the 4.19-kilometer LRT-2 Masinag Extension, the construction of which is scheduled to begin in January 2015. The concession period will be between 10 to 15 years.

The deadline for submission of pre-qualification documents is on 20 November 2014, while bidding for the project is scheduled for the second quarter of 2015.

“This will vastly improve LRT-2’s services, by tapping private sector efficiency and customer service orientation, similar to the LRT-1 project. Meanwhile, government will retain its role as regulator to ensure that the interests of the riding public are protected,” Abaya remarked.


DAR Cebu conducts Entrepreneurial and Business Management Training for Agrarian Cooperatives

Cebu City - The Department of Agrarian Reform (DAR) and Cooperative Development Authority (CDA) recently conducted the “Entrepreneurial and Business Management” course for the 12 agrarian cooperatives in the province.

DAR Central Visayas Assistant Regional Director, Dr. Antonio A. del Socorro said the three-day training program is part of the department’s partnership program aimed at enhancing farmers’ cooperative’ technical skills in running their day-today business transactions.

Socorro said these agrarian cooperatives are based mostly in the municipalities of Medellin, Bogo, Carcar , Liloan, Carmen , Naga City, Toledo and Barili, Cebu City.

He said that the sixth DAR-CDA mandatory training course intends to help ARB cooperatives identify the business opportunities for the members and to develop and innovate business and entrepreneurial activities.

This year, there were already five trainings conducted for the agrarian cooperatives in the province namely, Strategic Planning Course, Rules Formation, Basic Accounting for Non Accountants (BANA), Audit Management Course and Parliamentary Procedures.

Last year, DAR Cebu conducted already four training courses namely, Basic Coop Course, Coop Governance Management, Financial Management, and Leadership Values, to agrarian reform cooperatives in the province . These trainings form part of the fourteen mandatory trainings under the DAR - CDA partnership program thru “Strengthening and Capacity Building of ARB cooperatives”.


Grassroots’ role in agri policy dev’t, very important – SPJA

Agriculture Secretary Proceso J. Alcala stressed the importance of involving the grassroots for effective agriculture policy development and implementation during the “Araw ng Magsasaka” activity held at San Ildefonso, Magalang, Pampanga on September 10, 2014.

“Kayo po ang mga bossing sa sakahan at pangisdaan, kaya naman ako ay umiikot sa buong bansa upang pakinggan ang inyong mga alalahanin at ideya,” Alcala said. (You are the bosses in the agriculture and fisheries sector and I am going around the country to listen to your concerns and ideas.)

The Agri chief noted the important role of small farmers and fishers in providing first-hand information that could effectively guide decision makers in the national government.

“Your participation will enable us to craft effective policies and programs that cater to the agro-fisheries sector. In this way, you can experience more how the national government, especially DA, cares for farmers and fishers,” he said.

The agricultural policies and programs of the government are also streamlined in preparation for the ASEAN economic integration in 2015, he added.

During the activity, Alcala distributed farm machineries and materials, corn, rice, and vegetable seeds, and fruit tree seedlings to the farmers associations. Five farmers also received a carabao with plow and harrow each in the grand raffle.

Organized by the Good Samaritan Farmers Association, in cooperation with the San Ildefonso Barangay Council, the event was attended by around five hundred farmers from other associations from Magalang and Mabalacat, Pampanga, Concepcion, Tarlac, and Zambales. The activity was graced by regional DA III Regional Executive Director Dr. Andrew B. Villacorta, Pampanga State Agricultural University President Dr. Honorio M. Soriano Jr., and Magalang Municipal Mayor Romulo F. Pecson.


Glenda-stricken farmers and fisherfolks in Quezon get PhP16.27 M gov’t assistance

Farmers and fisherfolks in two towns of Quezon province devastated by recent typhoon Glenda received more than PhP16.27 million worth of rehabilitation assistance from the government.

The said amount covers the government’s interventions on the rehabilitation of the agriculture and fisheries sector in the towns of Guinayangan and Calauag.

“Kabilin-bilinan sa akin ng Pangulo, huwag mong pababayaan ang mga kababayan nating magsasaka’t mangingisda,” were Agriculture Secretary Proceso Alcala’s opening words to thousands of farmers who were present during formal turnover of various interventions which seek to revitalize the farming and fishing industry in the two towns in Quezon’s southernmost district.

“Ang Kagawaran ng Pagsasaka ay patuloy na makikipag-ugnayan sa lokal na pamahalaan upang maghatid ng tulong sa mga nasalanta ng bagyong Glenda,” Sec. Alcala said.

The farmers and fisherfolks in Guinayangan received PhP10.49 million-worth of interventions from DA, while those from Calauag received PhP5.778 million.

The bulk of the assistance is apportioned for the construction of farm to market roads under the bottoms-up participatory budgeting.

Sec. Alcala turned over the first tranche check amounting to PhP7.5 million to Guinayangan Mayor Cesar J. Isaac III, while Calauag Mayor Luisito Visorde received the first tranche check amounting to PhP3 million.

More than PhP863,000-worth of agri inteventions and implements that were raffled off for the two towns include: 8 heads of carabaos, 20 male Anglo-Nubian goats, 15 units of 8 horsepower motor engines, fishing nets, 5 motorized fishing boats (bancas), and farming implements such as drying nets, shovels, rakes, bolo, knapsack sprayers, hand tractors with trailers.

Other inputs that were distributed include: 200 bags of palay seeds (PhP240,000); 332 bags of hybrid yellow corn seeds (PhP 1.62 million); 200 bags of urea (PhP240,000); 200 bags of organic fertilizer; 135 kilograms of assorted vegetable seeds (PhP675,000); assorted fruit tree seedlings – 25,000 cacao (PhP750,000); 10,000 coffee (PhP375,000); 5,000 calamansi (PhP250,000); collapsible dryer (PhP75,000); cassava chipper (PhP120,000); 2 units shallow tube wells (PhP160,000); 2 units power sprayers (PhP30,000); 2 units rice reapers (PhP300,000); and 3,000 cassava planting materials (PhP30,000).

Supplies for the repair and construction of boats, including including marine plywood, nail, and epoxy amounting to PhP428,525 were also distributed. Fishermen who will build their own bancas will receive PhP 1,500 for their labor.

Since many fish cages were destroyed during typhoon Glenda, fisherfolks can avail of loan assistance from Land Bank of the Philippines and will receive a two year moratorium, added Sec. Alcala.

The Bureau of Fisheries and Aquatic Resources (DA-BFAR) will validate damage reports in the fisheries sector, and will provide 4 payaos or floaters so fishermen can locate areas in the sea where fish population is high.


PRC execs, contractor face raps for procurement fraud

For failing to follow procurement rules as required by Republic Act No. 9184 (Government Procurement Reform Act), the Office of the Ombudsman dismissed from the service Professional Regulation Commission (PRC) Chairman Teresita Manzala and Commissioner Alfredo Po for Grave Misconduct, Serious Dishonesty, and Conduct Prejudicial to the Best Interest of the Service. In addition, an Information for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) was filed against Manzala, Po, and Cesar Sanqui, Jr. and Mary Grace Villacorta, president and first vice president, respectively, of New San Jose Builders, Inc. (NSJBI).

Investigation shows that in the first quarter of 2012, the PRC discussed plans to relocate its Executive Offices from Manila to Quezon City pending completion of the construction of the PRC Building in Pasay City.

PRC Resolution No. 2012-700 dated 20 November 2012 authorized the Budget Division to allocate P12,200,000.00 as basic yearly rental inclusive of value added tax and common area maintenance/operating costs. In addition, P13,954,992.00 was allocated for the installation of office furniture and fixtures. The Bids and Awards Committee (BAC) was also directed to proceed with the procurement for the project.

Only NSJBI attended the 27 November 2012 pre-bid conference. On 03 December 2012, NSJBI’s bid was considered as the Lowest Calculated Bid, being the lone bidder for the project. During post qualification, the BAC found discrepancies in the bidding documents submitted by the bidder.

Earlier, however, Manzala sent a Letter of Intent (LOI) addressed to NSJBI President Cesar Sanqui, Jr. and First Vice President Mary Grace Villacorta regarding the three-year lease of office space in Victoria Towers Commercial Center at Timog Avenue, Quezon City. In reply, Villacorta formalized its acceptance of the LOI in a letter dated 16 May 2012.

Upon inspection by the Field Investigation Office (FIO) in November and December 2012, it was determined that the area was already reserved for the PRC with the transfer scheduled in January 2013. The Office of the Ombudsman ruled that “the bidding process was rigged and simulated,” and “undertaken only to make it appear that the transaction with NSJBI is valid and legal as the lease agreement was already perfected even before the bidding was held.”

In finding probable cause, Ombudsman Conchita Carpio Morales ruled that “the pieces of evidence clearly show that respondent Po was at the helm of the scheme to manipulate the procurement process and gave undue favor and preference to NSJBI,” adding that “this is not without the knowledge and consent of respondent Manzala who willingly allowed respondent Po to orchestrate his fraudulent acts.”

Ombudsman Morales further stated that “the presence of these irregularities already existing prior to the issuance of the LOI should have been easily detected by respondent Manzala had she not turned a blind eye on the red flags covering the said transaction.”

Insofar as the administrative case is concerned, the Office of the Ombudsman ruled that the PRC BAC should be held liable for Simple Neglect of Duty for failing to notice the patent flaws in the bidding process. Suspended for six months without pay are BAC officials and members: Sarah Edna Tabije, Gina Consignado, Nilo Martin, Emma Francisco, Aurora Mendoza and Lord Louis Valera.

Aside from being dismissed from service, Manzala and Po were also meted out the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, and perpetual disqualification from holding office.

It will be recalled that in May 2013, the Ombudsman found Po liable for Grave Misconduct and violation of Section 7(d) of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), and imposed upon him the penalty of dismissal from the service, in connection with the entrapment operation where he was caught receiving bribe money from the owner of the building leased by the PRC in Baguio City.

Additionally, in December 2012, the Office of the Ombudsman filed with the Sandiganbayan four (4) separate Informations, indicting Po for: (1) Direct Bribery; (2) violation of Section 3(b) of R.A. No. 3019; (3) Solicitation or Acceptance of Gifts under Section 7(d) of Republic Act No. 6713; and (4) Simple Robbery.


Idols ng TESDA - Gone to college, but still rooted in tech-voc

From technical vocational education and training (TVET), these three national winners of the 2014 search for Idols ng TESDA (Technical Education and Skills Development Authority) have scaled heights, finishing college and taking graduate studies.

But in getting into the world of work, they remain rooted in their learnings from TVET.

Twelve (12) TVET graduates emerged as winners at the regional level and were nominated to the national level of the search.

The annual award seeks to recognize hardworking individuals who have become successful in their endeavors through their participation in technical vocational education and training (TVET) programs.

Rhea Corina Mejia, who emerged the national winner, finished a meat processing training program at Lyceum in Batangas in 1997. She also took an Associate degree in Hotel and Restaurant Management, which she finished in 1999.

Mejia, who hailed from Region IV-A, now has a BS in Hotel and Restaurant Management, an MA in Business Administration, and is currently working on her Doctorate degree.

Maintaining strong TVET roots, Mejia did not stop her education and obtained National Certificates in tourism-related skills such as Bartending and Housekeeping and associated TVET Trainers Certificates. She also continued to actively participate in numerous regional and national skills competition as competitor or coach.

She is currently the Competency Assessment Center Manager and Associate Dean at the College of International Tourism and Hospitality Management both at the Lyceum of the Philippines University. Mejia has published several articles and books related to her area of expertise.

Region I's bet, Catalino Abellera, and Arnel Rubio from Region II were runners-up to Mejia in the wage-employed category at the Idol ng TESDA national level. Both took tech-voc courses in information technology, and made it to college.

Abellera first took a two-year course in Computer System Design and Programming at the La Union branch of AMA Computer Learning Center in 1999. Securing a scholarship from TESDA through the PESFA (Private Education Student Financial Assistance), he was able to earn a Bachelor of Science degree in Computer Science at Lorma College in 2003.

In 2006, he joined Lorma College as instructor, and is now the assistant head of the Skills Development Institute. He was instrumental in the registration of various TVET programs of the school.

Abellera pursued his studies, earning a Master’s degree in Information Technology. At Lorma College, he shares his skills and knowledge with students as he teaches programming and visual graphics.

Rubio started his TVET journey in 1996 when he completed a two-year Computer Science course at the Navarro Computer College in Cagayan.

After this, he expanded his skills set, taking other training programs in Food and Beverage Services and other tourism-related skills.

From being a laboratory aide and data encoder, Rubio worked his way up until he became the operations manager of the Kusina Cagayana Management Inc. and training coordinator of the Cagayan Proficiency Training Center Inc.

In 2000, he earned a Bachelor of Science degree in Commerce. To this day, he advocates TVET to his students and out-of-school youth, and extends free consultancy services to catering businesses in his community.


Aquino to highlight PPP projects during EU visit

The Philippines led by President Benigno S. Aquino III will showcase the country’s Public-Private Partnership infrastructure projects in a bid to expand its trade relations and secure investment deals with its European counterparts. The President will lead a four-nation official tour of Europethat will cover Spain, Belgium, France, and Germany.

One of the highlights during the four-nation EU official tour is the PPP Infrastructure Conference. The conference to be held in Brussels, Belgium on September 16 will promote the Philippines’ infrastructure projects under its Public-Private Partnership Program.

Among the big-ticket PPP projects to be featured in the Brussels PPP infrastructure projects conference include the USD 2.73 Billion Laguna Lakeshore Expressway Dike Project of the Department of Public Works and Highways, and the USD 542.22 Million Bulacan Bulk Water Supply project of the Metropolitan Water Works and Sewerage System. The conference will also feature transportation projects, including airports, massive transport terminals, and rail lines.

PPP Center Executive Director Cosette V. Canilao is set to present to European investors a pipeline of over fifty (50) PPP projects estimated at US$ 20 Billion or approximately EUR € 14 Billion.

“This is a huge opportunity for the Philippines to pitch our PPP Infra projects and let European investors know that we have built up a major deal flow in which they can participate in. Our investment climate is ripe for investors to bring their business to the Philippines,” Canilao pointed out.

“Our credit ratings are at an all-time high as evidenced by major international rating agencies’ successive upgrades. We made significant strides in the world competitive index. Clearly, now is the best time to invest in the Philippines,” Canilao added.

The PPP program is a flagship program of the Aquino administration. Recently, a leading provider of credit ratings, research, and risk analysis cited the accelerating PPP infrastructure projects of the present administration. Moody’s Investor Service stressed that this is despite the constraints on regulatory framework in the country.


Filipino experts tackle impact evaluation techniques in IE matters workshops

Economists from the Philippine Institute for Development Studies (PIDS) and the University of the Philippines (UP) took turns discussing techniques in impact evaluation at the IEmatters pre-conference workshops, providing development practitioners with the means to generate evidence that will influence policy.

PIDS Senior Research Fellow Aniceto Orbeta on Tuesday (Sept. 2, 2014) gave an overview of regression discontinuity and interrupted time series designs, which exploit the fact that development programs often use arbitrary rules (such as age of the beneficiary) for program placement or eligibility. Such interventions, he said, provide good quasi-experiments by comparing people affected by the rule and those who are not.

These designs avoid the ethical issues sometimes faced by methods involving randomized control trials, where treatment is withheld from otherwise eligible people. In regression discontinuity designs, control groups are not eligible, Orbeta said. Accuracy and precision are important to good measurement but there will be tradeoffs between the two, he added.

UP economist Joseph Capuno on Monday (Sept. 1, 2014) introduced propensity score matching, one of the common matching methods. Matching methods use a comparison group where the ideal comparison group is selected such that it matches the treatment group using either a comprehensive baseline survey or time invariant characteristics. Matches are selected on the basis of similarities in observed characteristics.

Stella Quimbo, also a UP economist, discussed the approach of instrumental variables to impact evaluation, which involves a non-experimental method using regressions to estimate program impact. The instrument, she explained, is a variable that is correlated with program placement but has no direct effect on the outcomes of interest.

More than 400 delegates are in Manila for the first-ever large-scale international conference on impact evaluation in Asia, co-organized by the Asian Development Bank, the International Initiative for Impact Evaluation or 3ie, and PIDS. Pre-conference workshops started Monday, Sept. 1 and will end Sept. 3. The conference proper will be from Sept. 3 to 5.

PIDS is co-organizing the conference in conjunction with the 12th Development Policy Research Month, a nationwide observance promoting evidence-based policymaking.
