-Mas mababa sa normal ang dami ng ulan sa ilang panig ng bansa ngayong buwan.
-Sa rainfall map ng PAGASA para sa buwan ng Marso, malaki ang ibinaba kumpara sa normal ang dami ng ulan sa Mindanao, ilang lugar sa Visayas at Northern Luzon kahit hindi pa nagsisimula ang tag-araw.
-Sa datos ng US National Oceanic and Atmospheric Administration, posible itong magpatuloy sa Mindanao sa mga susunod na araw ngayong Abril.
-Bukas magiging maalinsangan pa rin panahon sa malaking bahagi ng bansa dahil sa easterlies.
-Magdudulot din ito ng mahinang ulan sa Eastern Luzon partikular sa Bicol Region at Quezon bukas ng umaga.

GMA News: A United Arab Emirates court sentenced a Filipino to three months in jail for allegedly threatening to kill a woman and stealing Dh15 (roughly P181) from her last January 4. The accused 48-year old Pinoy had told police he used the Dh15 to buy food.

GMA: Nagtipun-tipon sa Plaza Miranda, Maynila ang mga magulang, kapatid at tagasuporta ni Mary Jane Velozo na nakatakdang bitayin sa Indonesia dahil sa drug smuggling. Ayon sa ina ni Mary Jane na si Celia Velozo, ilang taon na silang lumalapit sa gobyerno para matulungan sa kanyang kaso ang OFW subalit puro pangako lamang ang pamahalaan sa kanila. Pinag-aaralan na rin ng pamilya Velozo ang pagsasampa ng kaso sa recruiter ni Mary Jane dahil ito ang nagpadala ng bag na may lamang droga sa OFW.

GMA: Laking ginahawa ang naramdaman ng mga kamag-anak ng 90 OFWs mula sa Yemen matapos dumating ang mga ito sa bansa kaninang hapon. Sinalubong naman ng mga opisyal ng DOLE at OWWA ang mga umuwing OFW. Sa kabuuan ay nasa 383 na ang na-repatriate ng crisis management team ng gobyerno simula noong April 5.

DZBB: Maaaring mahanapan ng trabaho sa ibang bansa ang mga OFW na naapektuhan ng mandatory repatriation mula sa Libya at Yemen dahil sa kaguluhan doon. Ayon kay DOLE Sec. Baldoz, ang kanilang redeployment scheme ay isang workable option para sa mga OFW.

DZMM: Sinabi ni DOLE Sec. Rosalinda Baldoz na maaari nilang i-redeploy sa iba pang mga bansa ang mga OFW na puwersahang pauuwiin sa bansang Yemen at Libya.








 


President Aquino leads 73rd ‘Araw ng Kagitingan’ rites in Bataan
(PILAR, Bataan) President Benigno S. Aquino III honored war veterans during the commemoration of the 73rd Araw ng Kagitingan (Day of Valor) at the Mt. Samat Shrine here Thursday.

The President was joined by United States Ambassador Philip Goldberg and Japanese Ambassador Kazuhide Ishikawa during the wreath-laying ceremony at the Colonnade area of the shrine.

In his speech, President Aquino acknowledged the contributions made by war veterans in preserving the country's sovereignty and in defending national security.

"Sa araw pong ito, muli tayong nagtitipon upang bigyang-pugay ang kolektibong kagitingan ng mga nakipaglaban sa panahon ng digmaan. Kasabay ng paggunita sa kanilang kabayanihan, naninindigan tayo, kasama ang ating mga naging kakampi at katunggali noon, bilang nagkakaisang mga bansa sa pagtataguyod ng malawakang kapayapaan at kaunlaran sa mundo," the President said.

He said that for the veterans’ bravery, it is only fitting that their rights be protected and promoted.

"Sa mabuting pamamahala, higit pa nating pinapabuti at pinapalawak ang natatanggap ninyong mga benepisyo. Pangunahin po nating tinututukan ang paglilinis at pagsasaayos ng listahan ng mga beteranong nakatatanggap ng ayuda, sa ilalim ng Pensioner’s Revalidation Program,” he said, noting that it is only fair that legitimate veterans receive full benefits, and that no unqualified individual would ever receive a share.

He reported that the Philippine Veterans Affairs Office (PVAO) has improved the enforcement of the Validation Program through formal agreements with banks, financial institutions, local civil registrars, and other government agencies.

“Ang good news po: Ang records po ng ating mga beterano, digital na, at hindi na mano-manong inililista. Dahil po sa mga inisyatibang ito, ang validity rate ng pensioner accounts list natin nitong 2014 ay nasa 99.95 percent na. Ang perang inilaan para sa inyo, diretso na pong pumupunta sa inyo,” the President said, adding that last month, the number of pension accounts of living veterans and of dependents of injured or deceased veterans handled by the PVAO has reached 198,169.

He further said that the Veterans Memorial Medical Center and 601 other public hospitals in various parts of the country are ensuring that veterans receive health care.

Part of their efforts, he said, is the provision of daily medical subsidies for veterans when they get confined at a health facility; financial assistance for operations concerning cataracts, coronary angiogram, angioplasty, cardiac bypass, and chemotherapeutic agents; and subsidies for such medical products as orthopedic implants and prosthesis, hearing aids, and dentures.
President Aquino also noted that since July 2010, the government has been providing educational assistance to 15,571 dependents of war veterans.

"Sa ilalim ng Educational Benefits Program ng PVAO, mayroon tayong financial assistance na umaabot hanggang P36,000 kada taon para sa bawat kuwalipikadong mag-aaral. Ang pondong ipinagkaloob natin dito mula nang tayo ay manungkulan ay P305.2 milyon," he said.

"Nakikita na po natin na ang sakripisyo ng ating mga beterano, sinusuklian na ng estado," the President said.

This year's commemoration carried the theme, "Ipunla ang Kagitingan sa Kabataan, Ihanda ang Beterano ng Kinabukasan," which is a call to action that embodies the advocacy of preparing the youth to be future defenders by instilling the values of valor, patriotism and self-sacrifice by our forefathers in attaining freedom, peace and democracy. President Aquino declares 2015 as ‘Visit the Philippines Year’
President Benigno S. Aquino III has signed Proclamation No. 991, declaring 2015 as ‘Visit the Philippines Year’, as the country gears up for the hosting of this year’s Asia-Pacific Economic Cooperation (APEC) Forum.

The proclamation, which was signed by the President last March 30, stated that the APEC Forum and the Association of Southeast Asian Nations Tourism Forum in 2016 will both promote the country as a host for meetings, conventions and exhibitions in the Asia-Pacific.

Proclamation No. 991 also recognizes the need to consolidate the activities of the public and private sectors into one Calendar of Events to showcase the outstanding work of Filipinos in music and arts, lifestyle and entertainment, sports and adventure, business, and history and culture, as well as unveil the many historic treasures, natural wonders and unforgettable adventures of the country.

The proclamation acknowledges that tourism can be used to mobilize resources to enhance infrastructure and product development, generate employment and suitable investments; and serve as a platform for closer collaboration between the public and private sectors, and the international community in hosting events that attract international visitors and showcase local talents and skills.

To support the celebration of the Visit the Philippines Year (VPY) 2015, all government agencies are directed to submit to the Department of Tourism (DOT), through the Tourism Promotions Board, their lists of international and local events and activities for inclusion in the VPY 2015 Calendar of Events; and use the VPY 2015 logo in all their promotional materials.

All Philippine embassies and consular offices, as well as the Department of Trade and Industry and DOT foreign offices are instructed to ensure the publicity and dissemination of information regarding VPY 2015, while the Postmaster General shall design, print and issue a special stamp.

The private sector, especially companies involved in hotel and lodging, travel and tours, transportation, retail and souvenirs, and restaurants are encouraged to support VPY 2015 by developing relevant tour programs and packages for both foreign and local tourists; and all public and private schools and universities are encouraged to initiate projects and events related to the theme of VPY 2015.

Under the proclamation, all other government departments, bureaus, and offices, as well as all local government units are also enjoined to support and cooperate with the Department of Tourism.

With regards to funding, all concerned agencies are authorized to charge against their current appropriations all amounts necessary to implement Proclamation No. 991, subject to existing budgetary, accounting, and auditing rules and regulations. PND (jm)

President Aquino to lead 73rd Commemoration of Day of Valor
President Benigno S. Aquino III on Thursday will lead the 73rd commemoration of the Araw ng Kagitingan (Day of Valor) at the Dambana ng Kagitingan, Mt. Samat Shrine in Pilar, Bataan.

The Araw ng Kagitingan, also known as Bataan Day, is observed on the 9th day of April every year by virtue of Republic Act No. 3022 and is a holiday nationwide.

The event coincides with the yearly observance of Philippine Veterans Week to celebrate and honor the bravery of Filipino soldiers who fought in the name of freedom and patriotism during World War II.

Officials from the military will join President Aquino during the morning ceremonial rites in Bataan, along with Defense Secretary Voltaire Gazmin, US Ambassador Philip Goldberg, and Japanese Ambassador Kazuhide Ishikawa.

This year’s commemorative activities will carry the theme, “Ipunla ang Kagitingan sa Kabataan, Ihanda ang Beterano ng Kinabukasan." PND (hdc)

Halos tatlong henerasyon na ang nagdaan mula nang bumagsak ang Bataan. Matapos ang matinding labanan, napilitang sumuko sa mga Hapon ang pinagsamang hanay ng mga Pilipino at Amerikanong sundalo. Sa araw pong ito, muli tayong nagtitipon upang bigyang-pugay ang kolektibong kagitingan ng mga nakipaglaban sa mga panahong ito. Kasabay ng paggunita sa kanilang kabayanihan, naninindigan tayo, kasama ang ating mga naging kakampi at katunggali noon, bilang nagkakaisang mga bansa sa pagtataguyod ng malawakang kapayapaan at kaunlaran sa mundo.

Kaakibat naman ng paggunita natin sa Araw ng Kagitingan ang pagdiriwang ng Philippine Veterans’ Week. Sa atin pong mga beterano: Saludo ang sambayanang Pilipino sa ipinamalas ninyong tapang upang ipagtanggol ang kalayaan at itaguyod ang mas magandang kinabukasan. Marapat lang po na kayong mga nagpamalas ng malasakit sa kapwa at bansa, ay maaruga at maitaguyod ang mga karapatan.

Sa mabuting pamamahala, higit pa nating pinapabuti at pinapalawak ang natatanggap n’yong mga benepisyo. Pangunahin po nating tinututukan ang paglilinis at pagsasaayos ng listahan ng mga beteranong nakakatanggap ng ayuda, sa ilalim ng Pensioner’s Revalidation Program. Siyempre po, makatarungan lang na ang tanging makakakuha ng benepisyo ay ang mga lehitimong beterano, at walang nakikihating hindi kuwalipikado. Kaya nga po, natutuwa tayo sa pinaigting na pagpapatupad ng Philippine Veterans Affairs Office sa ating Validation Program, sa pamamagitan ng mga pormal na kasunduan sa mga katuwang na bangko, financial institutions, local civil registrars, at iba pang ahensya ng gobyerno. Ang good news po: Ang records po ng ating mga beterano, digital na, at hindi na mano-manong inililista. Dahil po sa mga inisyatibang ito, ang validity rate ng pensioner accounts list natin nitong 2014 ay nasa 99.95 percent na. Ang perang inilaan para sa inyo, diretso na pong pumupunta sa inyo. Nito ngang Marso 2015, nasa 198,169 pension accounts na ng living veterans at mga dependent ng mga yumao o may kapansanang beterano ang nasa pangangasiwa ng PVAO.

Sa pangunguna naman ng Veterans Memorial Medical Center at ng 601 pang pampublikong ospital sa buong bansa, sinisiguro nating natututukan ang kalusugan ng ating mga beterano. Kabilang dito ang pagkakaloob ng daily medical subsidy kapag na-confine sa ospital. Nariyan din ang tulong-pinansyal para sa operasyong medikal gaya ng sa cataract, coronary angiogram, angioplasty, cardiac bypass, at chemotherapeutic agents. Mula Hulyo 2010 po, 8,760 beterano at kanilang mga dependent ang nakinabang sa mga nasabing serbisyo na nagkakahalagang P81.6 miyon. Nagkakaloob din tayo ng subsidy para sa medical products tulad ng sa orthopedic implants at prosthesis, hearing aid, at dentures.

Mula Hulyo 2010, umabot naman sa 15,571 dependents ng ating mga beterano ang sinusuportahan ng estado sa kanilang pag-aaral. Sa ilalim ng Educational Benefits Program ng PVAO, mayroon tayong financial assistance na umaabot hanggang P36,000 kada taon para sa bawat kuwalipikadong mag-aaral. Ang pondong ipinagkaloob natin dito mula nang tayo ay manungkulan: P305.2 milyon.

Nakikita na po natin: Ang sakripisyo ng ating mga beterano, sinusuklian na ng estado. Kasabay nito ang patuloy ding pag-aaruga sa mga aktibo nating sundalo at pulis. Sa loob at labas ng ating bansa, ipinapamalas nila ang walang patid na husay ng ating unipormadong hanay. Sinusuong nila ang panganib na higit pa sa inasahan o napagkasunduan. Sa ngalan ng sambayanan, saludo tayo sa kagitingang ipinapamalas ng ating unipormadong hanay, at ng lahat ng Pilipinong handang manindigan, anuman ang kaharapin nilang pagsubok.

Sa paggunita natin sa Araw ng Kagitingan, nagbabalik-tanaw tayo sa aral ng nakaraan upang hindi na maulit ang mga dating kamalian, at tuluyang makarating sa dapat na paroroonan. Makalipas po ang halos tatlong henerasyon, malinaw na sa atin ang mga dahilang nagbunsod sa mga digmaang pandaigdig. Sinasabi po na sa katapusan ng Unang Digmaang Pandaigdig, ang mga nanalo ay masyadong pinaluhod ang mga natalo. Ginawa nila ang tradisyonal na pagpaparusa, hindi lamang sa mga pinuno, kundi maging sa mga ordinaryong mamamayan. Dahil nga po sa hirap ng buhay, nawalan sila ng pag-asa, at nagkaroon ng puwang sa pag-usbong ng mga pasismo at national socialism. Ito po ang nagbunsod sa Ikalawang Digmaang Pandaigdig.

Ano nga po ba ang napala natin mula sa World War II? Gaya po ng lagi nating idinidiin, napakatindi ng tinamo nating pinsala dahil sa digmaang ito. Nasa mahigit isang milyong Pilipino ang nasawi noon. Napakalaking bilang po nito, lalo na’t noong mga panahong iyon, nasa mahigit 16 na milyon lamang ang populasyon sa Pilipinas. Ayon nga po sa ulat, pumapangalawa ang Maynila sa Warsaw sa Poland sa listahan ng Allied capitals na pinakamatindi ang pinsala noong panahon ng digmaan.

Kaya naman humahanga tayo sa henerasyon ng ating mga beterano at pinuno noong Ikalawang Digmaang Pandaigdig. Matapos ang digmaan, sa halip na igiit muli ang pakikipaglaban, nagpasya silang piliin ang pagtataguyod ng kapayapaan. Pinanagot nila sa pamamagitan ng paglilitis ang mga pinuno ng mga natalong bansa, at tinulungang bumangon ang pangkalahatang lipunan.

Nanindigan ang mundo: Hindi na dapat pang maulit ang nangyaring trahedya, lalo’t wala naman talagang nagwawagi sa anumang digmaan. Alam nating miski ang mga nakaligtas at nanaig sa labanan ay kailangan ding tumindig mula sa abo ng digmaan. Dahil sa kanilang pasya, nabigyan ng pagkakataon ang dating magkalabang puwersa na maging magkasangga. Kita naman po ninyo, ang mga tinulungang bumangon noon, gaya ng bansang Alemanya at Hapon, ay sila namang tumutulong ngayon sa pagtataguyod ng pandaigdigang kapayapaan at kaunlaran.

Sa panig naman po natin: Napakarami nang nalampasang pagsubok ng Pilipinas, lalo pa’t maigting nating katuwang sa pagsulong ang Estados Unidos at Hapon, at iba pang mga bansa. Kapag sinalanta tayo ng matinding kalamidad, di po ba’t lagi silang nariyan upang sumaklolo at tugunan ang ating mga pangangailangan? Kung tutuusin, hindi na natin kailangan pang tanungin kung may darating bang ayuda mula sa kanila. Ang madalas na tanong na lang: “Kailan o gaano kabilis ba itong makakarating sa atin?” Halimbawa po nito ang agarang pagresponde ng Estados Unidos at Hapon nang hagupitin tayo ng bagyong Yolanda noong 2013. Nag-deploy ang kanilang mga gobyerno ng libo-libong personnel, gayundin ng mga barko at aircraft upang maghatid ng relief goods, at ilikas ang mga sinalanta nating kababayan. Bukod pa rito, nagkaloob sila ng tulong pinansyal para sa rehabilitasyon ng mga apektadong komunidad. Siyempre, nang sila naman ang mangailangan ng suporta, hindi rin tayo nag-atubiling tumulong sa abot ng ating makakaya.

Malinaw po: Imposible ang pag-unlad sa pagkakanya-kanya. Higit pang pagdurusa at di-pagkakaunawaan ang idudulot ng karahasan, samantalang kaunlaran naman ang bunga ng pagkakaisa. Ang aral pong ito ang lalong nagtutulak sa atin upang itaguyod ang pangmatagalang kapayapaan sa Mindanao, at isulong ang Bangsamoro Basic Law.

Isipin ninyo: Ang dating kalaban, ngayon, katuwang na natin sa pagkamit ng kapayapaang makatarungan sa lahat. Sa pagbubuklod natin upang itaguyod ang kaayusan sa Mindanao, higit nating mapapalawak ang pagkakataon para sa ating mga kababayan. Sa pamamagitan nito, wala nang mauudyok na pumanig sa mga radikal, terorista, at sa mga nagsusulong ng pansariling agenda. Dalawang henerasyon na po ang nagdusa dahil nangibabaw ang karahasan sa Mindanao. Ngayong tayo na ang narito, hindi po natin hahayaang matulad dito ang mga susunod pang salinlahi. Gaano man ito kahirap, anumang pasakit ang ating harapin, itataguyod natin ang kapayapaan dahil ito ang paraan upang makamit ang katarungan para sa lahat.

Batid po natin: Hindi biro ang mga hinaharap nating pagsubok maging sa kasalukuyan. Kabilang dito ang panganib na dulot ng pandemics, pinsalang dulot ng climate change, at ang paghahasik ng takot at karahasan ng mga terorista. Kung mabibigo tayong magkaisa, marami na namang pagkakataon ang masasayang, mga buhay na aangkinin ng kaguluhan, at mga kabuhayang mawawasak ng di-pagkakaunawaan. Ang hamon sa atin: lalong patibayin ang ating pagbubuklod at tumahak sa iisang direksyon tungo sa katuparan ng ating kolektibong mithiin.

Tandaan lang po natin: Mayroon man tayong mga pagkakaiba, iisang mundo pa rin ang ating ginagalawan. Ang lehitimong problema ng isa, problema nating lahat. Kaya naman ang sangandaang kinakaharap natin: tutulong ba tayo sa paglutas ng mga problema habang maliit pa, o magwawalang-kibo tayo at harapin ang mas malaking suliranin sa hinaharap? Naalala ko po ang sabi po ng aking ama, kapag hinayaan mong yurakan ang karapatan ng iyong kapwa, hinayaan mo na ring mayurakan ang iyong karapatan.

Ngayong tumatahak na po tayo sa tuwid na daan, unti-unti na nating nakikita ang isang kinabukasan kung saan may problema man, ay may kakayahan na tayong tugunan ang mga ito, at hindi na ito maipamana sa mga susunod sa atin. Ganito rin ang diwa ng pagkakapit-kamay at pagtahak sa iisang landas ng iba’t ibang bansa tungo sa pagkamit ng kolektibong layunin.

Hayaan ninyo po akong idiin: Tungkulin ng henerasyong ito na panatilihin ang kapayapaan at ipagpatuloy ang paghakbang tungo sa malawakang kaunlaran. Panata ng Pilipinas na tuparin ito, hindi lamang para sa mga naging biktima ng mga nagdaang digmaan at karahasan, kundi para sa kasalukuyan, at sa mga susunod pang salinlahi ng Pilipino at iba pa nating mga kapatid sa buong mundo.

SEC. COLOMA: Magandang hapon sa inyong lahat. Handa na po akong sagutin ang inyong mga katanungan.

Sandy Araneta (Manila Standard Today): Good afternoon, sir. Sir, House already --- the Congress already junked the proposal to send the 20 questions from the Makabayan bloc and also proposal to invite the President to Congress. How could the President now further explain his side kasi parang ito ‘yung one of the ways na sana to clear out several issues e since Congress already junked that proposal, paano niya ngayon mai-a-ano?

SEC. COLOMA: Iginagalang po natin ‘yung pasya ng Kamara bilang isang hiwalay at kapantay na sangay ng pamahalaan. At kinikilala din natin ‘yung kanilang kapangyarihan o prerogative na magpasya sa mosyon (motion) ng kanilang mga kasapi. At iyan na po ang naganap kaya wala na po kaming maidadagdag doon sa pahayag na ‘yan dahil iyon naman po ang aming posisyon mula pa noong umpisa hinggil sa House hearing.

Mr. Araneta: Sir, second question. Regarding doon sa kuwan --- sa surveys, there were two experts who said na mali daw ‘yung analysis ng Malakanyang regarding sa SWS at saka sa Pulse Asia kasi these are two different issues daw ‘yung sinasabi: one is trust ratings and the other one is performance?

SEC. COLOMA: Natunghayan ko ‘yung report na ‘yan tungkol doon sa hindi pagsang-ayon at mainam naman na merong hindi pagsang-ayon. Bahagi naman ‘yan ng democratic dialogue.

Ang natunghayan ko ‘yung pagsasabi na iba daw ‘yung mga tanong, iba daw ‘yung nuance ng question ng dalawang survey. Siguro tunghayan na lang natin kung ano ba talaga ‘yung question.

Ito po ‘yung question sa SWS survey. The survey question on public satisfaction with the President is phrased as follows and I quote: “Maaari po bang pakisabi ninyo kung gaano kayo nasisiyahan o hindi nasisiyahan sa pagganap ng tungkulin ni Benigno Aquino III bilang Presidente ng Pilipinas.”

And then meron mga degrees: Kayo ba ay lubos na nasisiyahan, medyo nasisiyahan, hindi tiyak kung nasisiyahan o hindi, medyo hindi nasisiyahan, lubos na hindi nasisiyahan, o wala pa kayong narinig o nabasa kahit na kailan tungkol kay Benigno Aquino III. So iyon po ang question.

In English: “Please tell me how satisfied or dissatisfied you are in the performance of Benigno Aquino III as President of the Philippines. Are you very satisfied, somewhat satisfied, undecided if satisfied or dissatisfied, somewhat dissatisfied, very dissatisfied, or you have not ever heard or read anything about Benigno Aquino III?”

O ‘yan po ang SWS ito naman po ang Pulse Asia. Ito po ay directly taken from their own reports. Narito ang pangalan, nag-mention po sila ng limang pangalan. Una, Benigno S. Aquino III; pangalawa, Jejomar C. Binay; pangatlo, Franklin M. Drilon; pang-apat, Feliciano Belmonte; panglima, Maria Lourdes Sereno.

Pero sa bawat isa ‘non ay merong complete sentence. Ibig sabihin, each of the top five officials are reckoned separately and independently of each other. Kaya pwede rin pong sabihin na ‘yung tanong nila: Narito ang pangalan, Benigno S. Aquino III, pakisabi ang inyong opinion hinggil sa pagganap nila sa kanilang tungkulin o kung singular, hinggil sa pagganap niya sa kanyang tungkulin.

In both surveys ginamit ‘yung salita exact phrase: “Hinggil sa pagganap sa tungkulin”. Nagkaiba lang doon sa --- isa ang tawag nila doon ay “satisfaction”, ‘yung SWS; sa Pulse Asia naman, “performance approval”. Sa Filipino, ‘yung isa sinasabi “nasisiyahan ba?”; ‘yung isa naman sinasabi “aprubado ba?”.

O kaya na ho ang magpasya kung talagang napakalayo nga o ibang-iba nga ba ‘yon o siguro naman napakatingkad naman ‘yung realidad na malapit ‘yung kahulugan ‘nung dalawa. Hindi naman magiging kalabisan na sabihing similar. Kayo na rin po ang magpasya.

Marisol Abduraman (GMA-7): Secretary Coloma sir, Marisol Abduraman po from GMA-7. Sir, going back to the first question, follow up lang kasi although hindi na nga ho na-invite ang President, I think they still plan to submit the 20 questions nga daw po. Instead of inviting the President, magpapadala na lang daw ho sila ng mga questions sa Malakanyang for the President to answer. Should they pursue that, sir, paano ho ito? Sasagutin na lang po ninyo ‘yung mga tanong?

SEC. COLOMA: Pareho din po ang kasagutan namin. Ito po ay pagsisiyasat nila, prerogative po nila kung paano nila pagpapasyahan ito at ang batayang prinsipyo ay ang separation of powers and mutual respect among separate and co-equal branches of government.

Celerina Monte (Manila Shimbun): Sir, follow up on that. So that means Congress could not force the President to answer those 20 questions once Congress submits it to the Office of the President?

SEC. COLOMA: Hindi po siguro mainam na pangunahan sila o magkaroon pa ng ispekulasyon dahil hindi ‘yan naaayon doon sa prinsipyo ng pagkilala at paggalang sa separation of powers.

Ms. Monte: So sir kasi ‘yon nga may sinasabi kayong separation of powers. So kung mag-submit nga (paano ko ba ire-rephrase ‘yung question)…Doon ba sa hindi pagsagot rin ng Pangulo if ever doon sa 20 questions so parang i-respeto niyo na lang kasi may separation of powers nga. Ganun po ba ‘yon?

SEC. COLOMA: Malinaw naman na ‘yung context nito ay ‘yung House inquiry. So ang sinasabi natin ay meron naman silang kaparaanan na pagpasyahan ‘yung mga kahilingan o mosyon ng kanilang mga sariling miyembro. At ginawa na nga nila ‘yon ayon doon sa dalawang ulat na nabasa ko, they have actually voted it down.

So, para sa amin, hindi na kailangang talakayin pa namin ito owing to our recognition of the principle of separation of powers. Kanila pong usapin ‘yon e, hindi naman po namin usapin ‘yon.

Reymund Tinaza (Bombo Radyo): Follow up don. Sir, doon sa naging talumpati ng Pangulo sa PNPA graduation, kanyang sinabi na ang basis ng board of inquiry ay spekulasyon dahil iyon nga hindi kinuha ‘yung panig niya doon sa imbestigasyon. So how can we correct now ‘yung pagiging speculative or ispekulasyon ‘yung basehan ng Congressional report kung hindi siya ulit sasagot? Kasi medyo ang sa mga listeners kasi parang medyo naguguluhan sila dahil una sa BOI, nagalit siya dahil hindi siya inimbitahan, hindi siya tinanong, hindi kinuha ‘yung panig. Tapos ito naman meron namang ‘yung House na atat na atat at gustong-gustong makuha ‘yung kanyang panig. So could we balance ‘yung ganung medyo contrasting position ng Pangulo?

SEC. COLOMA: Baka lang po mas mainam na mag-pokus na lang po tayo doon sa facts. Kasi ‘yon namang sa BOI, ang sinasabi lang naman po ng Pangulo, meron naman doon findings of fact na maayos naman.

Ang kanya lang sinabi, meron lang mga ilang bahagi na tila ang naging batayan ay ispekulasyon lamang. At batid din natin pagkatapos ‘non ay nagkaroon naman sila ng pag-uusap sa pagitan nina Pangulo at ni Police Director (Benjamin) Magalong at ‘yung isa pang kasapi ng BOI. At doon naman ayon mismo kay Police Director Magalong, nagkaroon din ng paglilinaw doon sa ilang mga puntos na pinag-usapan nila.

Pero ang patutunguhan din naman kasi nito, whether BOI o Senado o ‘yung sa international monitoring team, ito ay mga fact-finding inquiries, pero kung ang tinutukoy natin ay ‘yung prinsipyo ng accountability o ‘yung pagde-determine kung merong mga criminal liability, meron namang hiwalay na proseso para dito at ‘yon nga ang pinu-pursue na ng Department of Justice.

Kaya hindi naman pwedeng tukuyin lang independently and as if in isolation from each other itong mga iba’t ibang naging proseso na ng pagbatid sa naging kaganapan sa Mamasapano.

Leo Navarro (Brigada): Meron pa nga ho bang dapat sagutin pa si Pangulo or he has already said what he has to say?

SEC. COLOMA: Kung tutunghayan po natin ‘yung kanyang talumpati sa PNPA graduation noong March 26, sinabi po niya doon na sa kanyang pananaw ay ‘yung kanyang talumpating iyon ay sapat na dahil meron na namang ibang pahayag siyang nagawa at meron namang iba pang naging proseso ng pag-alam sa mga mahahalagang kaganapan.

Aurea Calica (The Philippine Star): Sir follow-up, can the House just consider the meeting that the President had with some congressmen at the Palace before?

SEC. COLOMA: Nasa pagpapasya na po nila ‘yon. Hindi po para sa akin na magsalita para sa kanila.

Ms. Calica: Sir, ‘yung sa ratings sir, are you confident na makaka-recover ‘yung ratings ni Presidente at hindi siya magtutuluy-tuloy na mag-plunge?

SEC. COLOMA: Sisikapin po at pag-iibayuhin ng Pangulo at ng Gabinete ang pagpupunyagi para maipatupad at makumpleto ang mga reporma at pagbabagong naumpisahan na, matupad ang mga ipinangako noong siya ay kandidato para sa pagka-Pangulo at matupad din ang mga pangarap at aspirasyon ng ating mga mamamayan.

Nasa kanila na pong pagpapasya kung sila ay masisiyahan o hindi masisiyahan kung aprubado ba o hindi aprubado para sa kanila.
At katulad naman po ng palagi na niyang nailahad, nagtitiwala naman ang Pangulo sa pagiging makatwiran ng ating mga mamamayan.

Ms. Navarro: Pero sir kayo mismo sir aminado ba kayo na talagang napakalaki ho ng impact nitong Mamasapano incident doon sa ano talaga ng ratings ng Pangulo?

SEC. COLOMA: Hindi naman po maikakaila ‘yan dahil nakita naman sa mga figures. Pero dapat din siguro ay unawain ito in perspective na meron namang time series na sinusunod tayo from 2010 to 2015 at pwede rin namang pagbatayan ‘yung naging karanasan ng mga nakaraang Pangulo at administrasyon dahil sa bawat panunungkulan, sa bawat administrasyon ay nagkakaroon ng iba’t ibang klaseng hamon at iba’t ibang challenges nga na masasabi.

Sinusukat ng mga mamamayan kung paano tumugon ‘yung pamahalaan at nakikita naman natin na kapag inihambing ‘yung time series na performance approval and satisfaction ratings, the ratings of President Aquino will compare favorably with that of his predecessors.

Ms. Monte: Sir, regarding the DOJ investigation, when can the public expect the result of that investigation on the Mamasapano incident?

SEC. COLOMA: Hintayin po natin sila dahil sa atin pong pagkabatid ay ginagawa nila ang nararapat. Dapat nating kilalanin na ito ay --- isinasagawa nila na ang kanilang layunin ay makapag-build-up ng kaso na kung saan ay mayroong mga kongkretong batayan and that could stand up to legal scrutiny dahil iyan ang requirements ng ating batas.

Ms. Monte: How important it is for the DOJ to immediately complete the investigation in relation to the peace process?

SEC. COLOMA: Sa aking palagay naman po ay nababatid ng ating mga opisyal at kagawad ng DOJ ‘yung importance at ‘yung urgency nitong pagsisiyasat na kanilang isinasagawa.

Ms. Monte: So may effect ba ‘yon kung sakali nga sa peace process? May nakikita ba kayo just in case kailangang matapos kaagad siya?

SEC. COLOMA: Lahat naman po nang nagaganap sa kasalukuyan ang ating tinitingnan katulad na rin ng iyong binanggit, Celerina, ay kung paano ito makakaapekto sa peace process at ang tuwirang naaapektuhan ay ‘yung deliberasyon sa Kongreso hinggil dito.

Kaya nga po isa rin sa mga hakbang na isinagawa ni Pangulong Aquino ay ‘yung pag-imbita sa mga kinatawan ng civil society na bumuo nitong konseho para makapagbigay din ng karagdagang impormasyon at karagdagang input sa ating mga mambabatas na maaaring gamitin nilang batayan sa kanilang pagpapasya hinggil sa proposed Bangsamoro Basic Law.

Vic Sumintac (DZEC): Sir, balikan ko lang po ‘yung sa survey. May mga sinasabi po ngayon ‘yung mga political analysts na makakaapekto daw doon sa endorsement power ng Presidente ‘yung patuloy na pagbagsak ng kanyang rating. Ano ang reaksyon ng Palasyo?

SEC. COLOMA: Ang pokus po ng ating Pangulo at ng pamahalaan ay hindi naman ‘yung 2016 elections ngunit ‘yung pagtupad sa mga ipinangako, ‘yung paghatid ng mas mabuting serbisyo-publiko, ‘yung pagtugon sa mga mahalagang suliranin ng ating bansa.

Pansinin natin doon sa latest survey din ng Pulse Asia, ang mga inidentify (identify) po nilang mga concerns ay tungkol sa paglikha ng mas maraming trabaho at oportunidad, pagpapalaki sa kita ng mga manggagawa, pagkontrol sa pagtaas ng presyo ng mga bilihin o inflation, paglaban sa korupsyon, pagpigil sa kriminalidad.

Napakahalaga po nitong mga usapin na ito para sa kabuhayan ng milyung-milyong Pilipino at siguro papayag naman tayo sa proposisyon na sa halip na mamulitika o tukuyin ‘yung tungkol sa 2016 elections, mas mahalaga na tukuyin muna kung paano mapapahusay ang pagtupad ng gobyerno sa mga naipangako sa lahat ng larangan na ito.

Ms. Monte: Sir, kanina sa talumpati ng Pangulo, nagbabala siya sa publiko na tingnan kung sino ‘yung mga doble-kara. Parang wina-warningan niya na mag-ingat. Paano kaya makakatulong ang Malakanyang na ma-enlighten, maliwanagan ang taumbayan kung sino kaya ‘yung doble-kara na dapat ay makilala ng publiko para hindi suportahan kung sakali sa susunod na eleksyon?

SEC. COLOMA: Maaari po kaming magpatuloy sa aming ginagawa na pagbibigay ng makatotohanan at kumpletong impormasyon sa lahat ng mga mahahalagang isyu na kinakaharap ni Juan dela Cruz at ng aming mga Boss --- ang mga mamamayang Pilipino.

Pero sa kahuli-hulihan, Celerina, ang magpapasya naman hinggil sa kung sila ay naniniwala o hindi naniniwala sa sinseridad o sa karakter ng mga nagpepresenta sa kanila ay mismo ang mga mamamayan. Ang prinsipyo ng ating Pangulo ay bigyan lamang ang mga mamamayan ng tama at kumpletong impormasyon at makakaasa tayo na sila ay magpapasya rin ng naaayon sa kanilang ikabubuti at sa ikabubuti ng ating bansa.

Alden Monzon (Business World): Sec. Coloma ‘yung sa ano lang sir advancer lang sir doon sa ASEAN Summit, three weeks or two weeks ahead. Sir may mase-share na ba kayo sir kung ano ‘yung mga topics na --- that will be brought to the table by the President? Kung ano sir ang pag-uusapan like pag-uusapan ba ‘yung situation dito sa --- situation sa South China Sea. Ano ba sir ang mga topics na dadalhin doon sir?


SEC. COLOMA: Sa mga ganyang usapin ay hinihintay natin ‘yung opisyal na paglalahad ng Department of Foreign Affairs dahil sila ‘yung tuwirang nakikipag-ugnayan sa ASEAN Secretariat at pangkaraniwan din bago umalis si Pangulo para mag-participate sa ASEAN Summit, ay nagco-conduct ng press briefing ang DFA.

Pero kung ang pagbabatayan po natin ay ‘yung mga nakaraang summit, katulad ‘nung pinakahuli na idinaos sa Nay Pyi Taw, Myanmar at iyon ding ASEAN-Korean Commemorative Summit, siguro ay patuloy pa rin nilang tatalakayin ‘yung mga hinggil sa issues of common interest lalung-lalo na, halimbawa, ‘yung patungkol sa ASEAN economic integration because this is the year of implementing ‘yung konsepto ng ASEAN economic community.

At sa aspeto naman ng seguridad, naging paksa rin naman ‘yung pagkakaisa ng mga miyembro ng ASEAN na panahon na para bigyan ng sustansiya ‘yung Declaration on the Code of Conduct hinggil doon sa maritime entitlement claims sa South China Sea at sa West Philippine Sea.

Pero pinakamainam siguro hintayin na lang natin ‘yung official briefing at iyon naman po ang magiging batayan kung ano talaga. Wala pa po tayong opisyal na impormasyon kung ano ang agenda na tatalakayin sa next ASEAN Summit.

Mr. Monzon: Pero sir would it be accurate sir if we write sir for example the two points na binanggit niyo will likely be discussed, would that be an accurate thing to say?

SEC. COLOMA: Siguro ‘pag binalikan natin ‘yung transcript ng sinabi ko ngayon ay maaaring pagbatayan o maaaring tingnan as reference ‘yung mga tinalakay nila doon sa Nay Pyi Taw noong nakaraang November ba ‘yon at ‘yung sa ASEAN-Korean Summit --- Commemorative Summit noong December of 2014 dahil ‘yon ‘yung latest meetings. Pero hindi magiging accurate na sabihing ito na ‘yung magiging agenda.

Mr. Monzon: Hindi sir more likely sir?

SEC. COLOMA: Hindi gamitin na lang ninyo ‘yung inyong pagpapasya.

Mr. Monzon: Sige sir, final question sir. Sir, ‘yung draft executive order sir na sinubmit ng Governance Commission ng GOCC tungkol sa merger ng DBP at Landbank, bakit sir hindi pa napipirmahan at ano po ba ‘yung mga contentious issues doon sir?

SEC. COLOMA: Kailangan ko munang magsaliksik dahil hindi ko pa nakikita kung ano ang nilalaman niyan. Aalamin natin kung ano ang status mula sa Governance Commission on GOCCs.

Vanz Fernandez (Police Files): Yes sir, do have any appointment sa COMELEC na?

SEC. COLOMA: Iyon pong hinggil sa mga appointments to key positions, I think ang sinabi po ni Secretary (Edwin) Lacierda kahapon ay ipapaalam naman ito sa inyo. Iyon na rin po ang sasabihin ko dahil sa akin pong pagkaalam ay wala pong further updates in the last 24 hours.

Ms. Fernandez: Sir, how about you? Did the President appoint you na being ---

SEC. COLOMA: Wala pa pong aksyon hinggil sa tanong na ‘yan.

Ms. Fernandez: Sir, will you accept if ever?

SEC. COLOMA: (laughs) Tinanong sa akin ‘yan kagabi sa isang talk show at ang aking sagot ay uulitin ko na lang dito. Sinuman ang mabanggit na tinutukoy o kino-consider para sa mahalagang posisyon ay dapat na ituring itong isang karangalan. Ngunit ang pagpapasya dito ay nasa ating Pangulo. Kaya’t iyon na lang ang ating hintayin.

Ms. Fernandez: Sir, on another issue. Itong political campaign strategist na si Malou Tiquia ng Publicist Asia, sinasabi po niya “Palace is wrong in comparing SWS and Pulse Asia”. Gusto ko lang po sir maliwanagan?

SEC. COLOMA: Kaninang ilang minuto ang nakaraan ay sinikap kong bigyan ng paliwanag ang nauna nang tanong na sa aking pakiwari ay kahawig doon sa tinanong mo ngayon.

Ms. Fernandez: Yes, sir ---

SEC. COLOMA: Kaya kung hindi ka…Kung iyong papahintulutan, uulitin ko na lang ‘yung sagot.

Hindi ang aking sinabi kanina, Vanz, maaari namang kumpirmahin ng ating mga kaibigan dito ‘yung question kasi doon sa isa na pertaining to satisfaction, ang ginamit na salita ay “nasisiyahan ba o hindi ba nasisiyahan”. Doon sa isa naman na tungkol naman sa performance approval, ang ginamit na salita “aprubado ba o hindi aprubado”.

Kaya ang tanong ikumpara na lang natin kung magkahawig ba o hindi magkahawig ‘yung salitang nasisiyahan doon sa aprubado at kayo na po ang magpasya. Sa aking pananaw, sa pangkaraniwang pagkaunawa ay halos parehong-pareho ang kahulugan ‘non.

Willard Cheng (ABS-CBN): Sir, na-appoint na ba kayo sa CSC?

SEC. COLOMA: Hindi pa. Hindi pa na-a-announce kung sino ang i-a-appoint diyan. Iyan ang kumpletong sagot.

The main reason for the “zero casualty” rate in Isabela in the wake of Typhoon Chedeng was the?deliberate, programmatic, and sustained disaster response of the Provincial Disaster Risk Reduction Management Council (PDRRMC).

This was stressed by Interior and Local Government Secretary Mar Roxas during the post-Chedeng assessment meeting held by PDRRMC-Isabela Monday afternoon wherein he lauded local officials of Isabela led by Gov. Faustiino “Bodjie” Dy for successfully executing the province’s disaster risk reduction plan.

According to Roxas, even if the typhoon, first categorized by the country’s weather bureau as a super typhoon eventually weakened and was downgraded to a tropical depression, local officials of Isabela and members of the PDRRMC did not let their guard down and performed their duties and responsibilities to the people.

He said the Province of Isabela’s disaster-preparedness set up and response to Chedeng can be a model for all provinces, as it fully observed the DILG’s minimum disaster-preparedness checklist under Oplan LISTO, the deliberate, programmatic, and sustained disaster preparedness and management plan formulated by the DILG for LGUs in response to natural calamities.

Aside from the members of the PDRRMC, also present during post-disaster meeting were Mayors Reynaldo Derije (Dinapigue), Jaime Atayde (Luna), Bernard Dy (Cauayan City), Josemarie Diaz (Ilagan City), Joseph Tan (Santiago City), Dean Anthony Domalanta (San Mariano), William Kiat (Echague), William Uy (Aurora), Gilbert Masigan (Sta. Maria), Malou Sanchez (San Guillermo), Vice Mayor Roberto Agcaoili (San Mateo), and Liga ng Barangay Region 2 President Benzi Tan Chai.

“Marahil itong Holy Week at Easter ay hindi ninyo naranasan ang pagsasama-sama ng pamilya na karaniwan nating ginagawa dahil sa banta ni Chedeng. Sa ngalan po ng ?lahat ng nakinabang sa inyong sakripisyo at pagpupuyat para po tiyakin ang kaligtasan ng taongbayan dito sa Isabela, maraming salamat po,” he said.

Before the meeting, Roxas was given a tour by Dy to a mini-exhibit prepared by the PDRRMC-Isabela to showcase the province’s search and rescue equipment and gadgetry, which impressed the DILG chief ?as “sophisticated”.

During the meeting, Dy turned over the PDRRMC’s report highlighting the actions taken before, during and after Chedeng. As early as March 30, upon receiving advisories about the typhoon from the DILG, Dy immediately convened the PDRRMC.

From then on, the PDRRMC started executing the Disaster Risk Reduction (DRR) plan, starting with alerting city and municipal LGUs, pre-positioning of search and rescue teams, pre-emptive evacuation and distribution of food packs to evacuation centers. The PDRRMC, since then until April 6, were on 24-hour monitoring of the typhoon.

Roxas said members of the PDRRMC should not feel that their efforts and preparation for Chedeng were for naught because of the weakening of the typhoon. He said the Philippines is frequented by typhoons and it can hit the country anytime soon.

“Wag po tayong manghinayang dahil po hindi nasayang ang ating paghahanda sa bagyo. Itong pagsiksikap ninyo ay magsisilbing matibay na pundasyon sa larangan ng kalamidad. Kung hindi man natin magagamit ngayon, ay magagamit po natin iyan sa susunod na pagkakataon,” he said.

Roxas said those in the Eastern Seaboards should be prepared for typhoons at all times, noting that the country is frequented by such weather disturbance that can endanger the lives of the people, particularly those living in hazard-prone areas.

“Wala man tayong control kung saan at kailan tatama ang bagyo, pero may control tayo kung paano tayo maghahanda para sa bagyo. Dapat laging ganito. Fast forward na po tayo. Wag na tayong mag-wind. Dapat deliberate, programmatic at sustained ang ating disaster risk reduction management plan at execution. Ito po ay ang whole-of-government approach na dapat natin ipatupad,” he said.

DepEd releases SHS permits to over 1,100 private schools

In gearing up for the full implementation of the K to 12 program, the Department of Education (DepEd) issued provisional permits to 1,122 private schools that will offer Senior High School (SHS) last Tuesday, March 31.

In an interview, Education Secretary Br. Armin Luistro FSC said, “DepEd is doing everything it can to make sure that all the anxieties and fears will be addressed in the next 11 or 12 months.”

After years of planning and engaging with education stakeholders, DepEd, through its field offices, has identified and mapped more than 5,800 public schools set to offer SHS along with these private schools and other institutions in 2016. DepEd estimates that 1.2M to 1.6M public school students will enroll in SHS in 2016. Of this range, approximately 0.8M to 1.1M will proceed to DepEd SHS and the remaining 0.4M to 0.5M will enroll in non-DepEd SHS. Public school students and Education Service Contracting (ESC) grantees who will enroll in a non-DepEd SHS of their choice shall receive a subsidy from the government covering school fees through the proposed SHS Voucher Program of DepEd.

In an interview, Teachers’ Dignity Coalition (TDC) national chairperson, Benjo Basas recognized the need for the educational reform, saying, “We are not against K to 12. Alam naman natin lahat na sa kasalukuyan, tayo na lang yata ang bansa na hindi nag-e-employ ng ganitong sistema, and of course in the preparation for lifelong learning ay ibibigay ito sa K to 12.” Basas, however, expressed concerns over government’s preparedness to implement the said program.

Luistro emphasized that DepEd has been preparing for this reform since 2010. On the fifth year of the K to 12 roll-out, DepEd continues to gear up for full implementation. He said, “We are building close to 30,000 classrooms at the second quarter. We will be hiring around 30,000 teachers by 2016. For all of our textbooks, as early as now, we have done a call for 2016, para wala na kaming issue.”

He added, “On this last leg, what we need is a little encouragement, support and for them to say, “Kakayanin iyan!” DepEd plants seeds and the harvest will happen in the next generation. I can only show where it’s leading.”

Normalization process need not be in BBL, GPH legal rep says

MANILA – In a press briefing held April 6, Atty. Sittie Amirah Pendatun, member of the Government of the Philippines (GPH) peace panel’s legal team, reiterated that the normalization process, part of which is the decommissioning or turnover of Moro Islamic Liberation Front’s (MILF) weapons and forces, need not be in the proposed Bangsamoro Basic Law (BBL), citing as reasons (1) constitutional requirements, (2) the power of the president to conduct peace negotiations, and (3) the nature of an organic or basic law as outlined in the 1987 Constitution.

First, according to Pendatun, the normalization process is not included in the proposed BBL due to a constitutional provision that prohibits the creation of a bill that has more than one subject. Pendatun was referring to Art. VI, Sec. 26(1) of the 1987 Constitution, which says “every bill passed by the Congress shall embrace only one subject which shall be expressed in the title thereof.”

“The BBL is really about the establishment of an autonomous region. It’s about the creation of a political entity which seeks to establish an inclusive system of governance for a multicultural segment of the Philippine population, and not about the MILF per se,” Pendatun explained.

“For this reason, the normalization is not a pertinent subject of the proposed BBL,” she added. “In fact, if we include two subjects, there’s a possibility that this will be challenged in court for non-compliance with the constitutional requirement.”

Secondly, Pendatun clarified that the normalization process, which will be jointly implemented with the MILF, does not need new legislation as it is within the power of the president to conduct peace talks.

“We believe that the current legal framework empowers the President to enter into and implement agreements on normalization, including decommissioning,” she said. “Thus there is no need for a new law.”

“The Supreme Court decided in a case that the President is the one in power to conduct peace negotiations. That is implicitly included in his powers as Chief Executive and as Commander-in-Chief,” Pendatun explained. The President as Chief Executive “has general responsibility to promote public peace,” and as Commander-in-Chief has the “specific duty to prevent and suppress rebellion and lawless violence." She added that "normalization, which includes decommissioning, is a measure to promote public peace and to prevent or suppress rebellion."

Citing jurisprudence, Pendatun noted that “the President must be given leeway to explore solutions for the implementation and to end hostilities, because the President is in a singular best position to know the grievances and also know the measures to address these grievances.”

Lastly, Pendatun explained that the Constitution already provides a guideline for the content of an organic act such as the proposed BBL.

“The Constitution itself provides the guidelines for it. We have two sections: Article X, Sec. 18 and Article X, Sec. 20,” Pendatun said. According to the Constitution, an organic act should contain the basic structure of government (executive and legislative), the creation of special courts, provisions on the conduct of a plebiscite, and the legislative powers of the proposed entity. And all of these matters are already included in the proposed BBL"

The normalization process has three main components—security, socioeconomic development, and transitional justice and reconciliation—which are aimed at fostering peace in conflict-affected communities in Mindanao, which will then allow individuals to fully pursue productive and sustainable livelihoods without fear of violence or crime.

Emphasising that voluntarily complying with general labor standards is good business practice and a boost to competitiveness and productivity, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said private sector employers should use as guide Labor Advisory No. 18, series of 2015, on the correct pay rules for workers today, 9 April, Araw ng Kagitingan, being a regular holiday.

“I urge our private sector employers to use the advisory and pay their workers correctly,” she said.

The Advisory states that if the employee did not work, he/she shall be paid 100% of his/her salary for that day [(Daily Rate + COLA) x 100%].

For the work done during a regular holiday, the employee shall be paid 200% of his/her regular salary for that day for the first eight hours [(Daily rate + COLA) x 200%).

For a work done in excess of eight hours, (overtime work), he/she shall be paid an additional 30% of his/her hourly rate on said day. (Hourly Rate of the basic daily wage x 200% x 130% x number of hours worked).

The same advisory stipulates that for work done during a regular holiday that falls on a worker’s rest, or off, day, he/she shall be paid an additional 30% of his/her daily rate of 200% [(Daily Rate + COLA) x 200%] + [30% (Daily Rate x 200)].

Finally, for a work done in excess of eight hours (overtime work) during a regular holiday that also falls on his/her day, he/she shall be paid an additional 30% of his/her hourly rate on said day. (Hourly rate of the basic daily wage x 200% x 130% x 130 x number of hours worked).

To the fresh graduates and other first time jobseekers who are about to join the job market, the Department of Labor and Employment (DOLE) has several package of information technology (IT)- based employment facilitation services that come in handy for today’s techie generation.

This was announced by Labor and Employment Secretary Rosalinda Dimapilis-Baldoz to the newly minted college graduates, adding that the DOLE has expanded the reach and accessibility of labor market information among the youth to make them be more job-ready.

“We assure the 656,284 graduates joining the labor force for the first time of a government employment facilitation assistance to help them find jobs and shorten their job search,” Baldoz said.

As one of the major job facilitation services, Secretary Baldoz said the enhanced PhilJobNet, the government’s official job portal, is now accessible through mobile phones using Android and IOS app. “It is also available free in Google Play Store. Just visit http://www.phil-job.net, and view the recent job vacancies posted by employers; match your skills with the qualifications, or if self-employed, advertise yourself as a skilled professional, all for free,” she added.

PhilJobnet is an automated job and applicant matching system, which aims to fast track jobseekers search for jobs, and employers search for applicants.

“Jobseekers can use the system to submit their applications, search job opportunities, run job matching process, and corresponding employers’ contact information. Employers on the other hand can post vacancies; search job applicants, run job-matching process, and get the list of applications and their corresponding information,” Baldoz said.

Secretary Baldoz also announced that the enhanced PhilJobnet has recorded a total of 533,853 users and 1,822,529 vacancies since it was launched on April 2014. “This March 2015, alone, it had a total of 82,244 posted vacancies,” she added.

Apart from the Internet-based PhilJobnet, there are 200 additional New Generation Job Search Kiosks deployed at DOLE Regional Offices, Commission on Higher Education Regional Offices and DepEd, including at DOLE-OSEC, Bureau of Local Employment, Labor Communications Office, National Reintegration Center for OFWs, TESDA, PRC, and National Wages and Productivity Commission. The kiosk can be used to access relevant information on job openings, hiring requirements of employers or upgrade, their skills thru the TESDA programs and Bureau of Local Employment career guides.

Secretary Baldoz also informed that the DOLE has signed up partnership agreements with other web-based job search companies to widen the young jobseekers’ access to employment opportunities such as the Career Hub, JobStreet, JobsDB, and Hallo Hallo Job, which are all linked to the PhilJobNet.

“These are reliable Internet-based job search companies used by big local and international employers in announcing their employment opportunities,” she said.

The DOLE Secretary also informed that the Bureau of Local Employment has developed career guidance materials, such Career Guide Series on Hard to Fill and Highly in-Demand Occupations, and Employment Guide for College Students and Job Seekers. “These can be accessed and downloaded at http://www.ble.dole.gov.ph/,” she said.

Baldoz also encouraged the young jobseekers to access in Youtube the DOLE Labor and Employment Education Services (LEES) learning videos to enhance their career building opportunities.

“As such, aware of this Millennial Generation’s inclination to social media and digital technology, the DOLE has tapped the power of ICT to address the job search need and guide the youth in building their career path,” Baldoz said.

The Department of Labor and Employment also regularly conducts Jobs Fair as one employment facilitation strategy to fast-track the meeting of jobseekers and employers/overseas recruitment agencies in one venue at a specific date to reduce cost, time and effort particularly on the part of the applicants.

During the Jobs Fair, applicants select vacancies suited to their qualifications and employers could interview and hire on the spot qualified workers.

“This January to March 2015, we had a total of 112 job fairs in various parts of the country. From April to December 2015, we have scheduled a total of 296 job fairs nationwide. “The news that broke out this Easter weekend involving a kasambahay being treated as a second-class person in an exclusive luxurious resort could be considered discriminatory act, but not in the context of labor laws and social legislation.

“Although the labelling of the meal as ‘yaya meal’ could hardly be considered a violation of labor laws or social legislation because the incident did not occur between an employer and employee, but between a business establishment and its guest or patron, the same sadly reflects a socio-cultural reality where some segment of our society still look down on kasambahay a grade lower than ordinary citizens.

“The Department of Labor and Employment is very much concerned that while efforts—such as the ratification of ILO Domestic Workers’ Convention, or Convention 189, and the enactment of Republic Act 10361, or the Kasambahay Law, bilateral and multilateral negotiations for the protection and welfare of domestic workers, skill upgrading, and employment facilitation to other formal work opportunities, among others—are being pursued towards giving recognition to kasambahay as members of the formal national workforce who contribute to the economic growth of our country, acts which tend to downgrade their socio-economic level and imply class segregation, like making reference to a menu as “yaya meal”, whether intentional or not, robs the kasambahay of their dignity as workers.

“DOLE appeals to the sensitivity and decency of business establishments, employers of kasambahay, and all Filipinos to refrain from acts or utterances that are disrespectful of the socio-economic status of kasambahay. We urge that we treat them with respect in the same manner that we treat other formal sector workers whose labor fuel the engines of businesses in the first place.

“We believe Filipinos should be the first to accord our kasambahay the respect they deserve pursuant to the time-honored truism, “Charity begins at home.” This is proper as we ourselves demand for decent work and fair and equal treatment for the thousands of Filipinos working overseas as household service workers. Let us remember that treating kasambahay with dignity is not a privilege they should earn, but a right they deserve.”

P286.7-M fund to continue North Triangle Relocation; Abad: Development of North Triangle to produce more jobs

As part of the National Government’s thrust to create safer communities for less-fortunate Filipinos, the Department of Budget and Management (DBM) has released P286.7 million to the National Housing Authority (NHA) for the implementation of the North Triangle Relocation Project, chargeable against the FY 2014 Supplemental Appropriations.

The North Triangle Relocation Project involves the relocation of informal settler families (ISFs) living in the North Triangle, Quezon City to pave the way for the development of the area into a new central business district. The said release will fund the relocation of 1,308 ISFS tentatively for Bagumbong, Caloocan City. Prior to this, 745 ISFs had already been relocated to San Juan del Monte City, Bulacan under the same program.

Budget Secretary Florencio “Butch” Abad said, “Providing ISFs the opportunity to live a dignified life with a home they can call their own is part of the Administration’s strategy to create inclusive growth for all Filipinos. But the development of North Triangle will also help generate more jobs for people with the creation of a new business hub in the area.”

The total cost of the project is P809.3 million, which will cover the budgetary requirements of the house and lot packages for the ISFs. Of this amount, P450 million will be funded by the National Government with the remaining balance provided by Ayala Land, Inc. This can be broken down to the following:

PDIC raises P12.2-M from public auctions

The Philippine Deposit Insurance Corporation (PDIC) successfully raised a total of P12.2 million from the sale of corporate and closed banks' properties during its two public auctions conducted on March 5 and 24, 2015 at the PDIC Office in Makati City. Of the total properties sold, one was a corporate property, while 13 were owned by closed banks.

The sale included eight real estate properties, three transportation equipment and three generator sets which yielded a premium of P3.9 million against the aggregate minimum disposal price of P8.3 million. The real estate properties sold are located in the provinces of Albay, Batangas, Camarines Sur, Marinduque, Palawan, Quezon and Rizal.

Proceeds from the sale of the corporate asset amounted to P0.4 million which will be added to the Deposit Insurance Fund, PDIC's main fund source for payment of insured deposits. Meanwhile, proceeds from the sale of closed banks' assets, which amounted to P11.8 million, will be credited to the funds held in trust for the closed banks concerned to settle claims of creditors and uninsured depositors.

The conduct of public auctions is an initiative in line with the Corporation's strategic direction to expeditiously dispose of non-financial assets. Aside from public auctions, the PDIC holds public biddings and enters into negotiated sale, as modes of asset disposal allowed under its asset disposal policy. PH exports decline on fragile global demand, lower commodity prices in February 2015

MANILA— Philippine merchandise exports recorded a 3.1-percent decline in February 2015 on account of lower sales in agro-based products, manufactures, and petroleum products, according to the National Economic and Development Authority (NEDA).

The Philippine Statistics Authority reported today that total revenue from Philippine exports reached US$4.5 billion in February 2015, down from US$4.7 billion in the same period last year.

“Majority of the major economies in East and Southeast Asia registered negative export performance in February 2015, with only PR (People’s Republic) China in the positive territory. This partly mirrors the still fragile global economy, which is particularly reflected in the country’s weak turnout of merchandise exports on the back of lower demand from the country’s major trade partners, Japan and China,” said Economic Planning Secretary Arsenio M. Balisacan.

Among major commodity items that contributed to the lower exports outturn are agro-based products and manufactures, which recorded significant declines in shipments to Japan and PR China.

During the period, total export revenues from agro-based products contracted by 20.1 percent, driven by lower earnings from fruits and vegetables, sugar products, and other agro-based products. This amounted to US$327.0 million in February 2015, lower by 20.1 percent from US$409.4 million in the same month of last year.

Earnings from exported manufactured goods also declined by 1.8 percent recording US$3.8 billion in February 2015 from US$3.9 billion in February 2014. This is due to lower receipts from wood manufactures, machinery and transport equipment, and other manufactures.

“The recorded contractions in these manufactured commodities slightly outweighed the year-on-year gains in the value of electronic products, most notably of semiconductors, garments, and chemicals,” he said.

Similarly, lower export volume and the plummeting global prices of crude oil continue to drag revenues from petroleum products, which contracted by 51.5 percent during the period.

Meanwhile, mineral products posted a 7.1 percent increase in outward sales due to higher shipments of copper metal, gold, and iron ore agglomerates.

“While this strain and moderation in Philippine exports is expected and was noted last month, now is the high time to be vigilant,” said Balisacan, who is also NEDA Director-General.

“Forward estimates of manufacturing activity for both Japan and China suggest another slowdown in March. Global commodity prices also continue to decline, potentially reducing revenues from agro-based and mineral exports in the succeeding period,” he added.

In this regard, the Cabinet official stressed the need to diligently monitor potential external shocks that can negatively affect the country’s trade performance. The government will also benefit from intensifying its efforts in expanding its market base for agro-based products.

“Further improvements in infrastructure and logistics should also continue to support the export manufacturing sector. Likewise, concerns on the stability of power supply should be addressed,” said Balisacan.

Japan remained as the top destination of Philippine-made goods accounting for 20.9 percent of total revenues from merchandise exports during the period. The USA continues to be in the second spot with 16.2 percent share, and PR China with 9.9 percent.

Free Wi-Fi pilot sites in Bohol making a difference for residents

The Free Internet Access in Public Places Project of the Information and Communications Technology (ICT) Office of the Department of Science and Technology (DOST) is making strides in providing residents in Tubigon and Talibon, Bohol, the capability to access the Internet. The two aforementioned sites were chosen to be pilot sites for the Project as they were also pilot sites for the Agency’s TV White Space initiative. These sites were instrumental in coordinating relief efforts after the Bohol earthquake in 2013.

The Tubigon Free-Wi-Fi site is currently located at the town plaza , which is accessible to residents and visitors; and provides connectivity for government offices in the area. Students are particularly pleased with having access to free Wi-Fi as it helps them with their research for school. According to Anna Mariel Palima, 18, a student from Tubigon Bohol, she uses the connectivity mainly for school research and communication with friends and family in Manila, while her Aunt, who works as a social worker, uses it to communicate with the Department of Social Welfare and Development (DSWD) via email.

The Internet connectivity at the sites use TV White Space (TVWS) technologies. TVWS refers to the unutilized television frequencies in the VHF and UHF bands. In 2010, the United States Federal Communications Commission (FCC) approved the use of TVWS for data communications. TVWS equipment can deliver 5 to 40 Mbps of data throughout a designated area that covers a maximum range of 20 kilometers. Its signals can literally pass through several concrete walls, thick foliage, and water, making it ideal for island nations such as the Philippines. TVWS will be used to connect areas that are beyond the reach of conventional means such as a fiber optic cables, microwave radio and cellular.

Leizel Galia, 28, a bakery supervisor in Tubigon Plaza, said that she uses the connectivity primarily to connect with friends and family abroad and in Manila. Both users utilize smart phones to connect to the service.

Data from the Wi-Fi Access points show that peak hours are from 12 noon to 12 midnight with as many as 80 simultaneous users.

The Free Internet Access in Public Places project of the ICT Office will further boost the benefits already being reaped from its various projects, which aim to extend the access of technology to broader users as well as bring the conveniences of modern technology to more Filipinos. Among these projects are the Tech4ED project, Rural Impact Sourcing and DigiBayanihan. Likewise, DOST projects such as Project NOAH and RX Box are also expected to benefit from improved access to Internet connectivity.

Undersecretary Louis Casambre of the DOST-ICT Office has a positive outlook on the effects of the Free Wi-Fi in Public Spaces Project. “Access to the Internet will not only provide access to information, education and communication to our citizens in rural areas it will also allow them to expand their markets for their goods and services well beyond their municipal borders, allowing for the start of a positive reinforcing cycle of socio-economic growth and development.” Casambre said.

Tubigon is the nearest seaport in Cebu City and is located at the province of Bohol, Philippines, at 51 kilometres (32 mi) from Tagbilaran. According to the 2010 census, it has a population of 44,902. Tubigon is well known for its “lambay” crabs.

Philippines hosts Asia regional community-driven development conference, showcases DSWD’s Kalahi-CIDSS

The Philippines recently served as host to delegates from 13 nations for the second Asia Regional Conference on community-driven development (CDD) in Cebu City last March 24-27, 2015.

CDD is a development approach that puts power back in the hands of the people and where citizens work hand-in-hand with government and non-government organizations to ensure that their needs are met and they become actively involved in local processes.

The activity is sponsored by the Asian Development Bank (ADB), the Australian Department of Foreign Affairs and Trade (DFAT), and the World Bank. The recently-concluded conference served as an avenue for representatives of CDD-practicing countries to examine the gains and challenges of mainstreaming the approach in local social development strategies, even in the context of disaster and conflict.

The delegates were government and non-government officials from Vietnam, Mongolia, Indonesia, India, Myanmar, Pakistan, Papua New Guinea, Timor-Leste, Laos, Solomon Islands, Thailand, Afghanistan, and Vanuatu. They discussed lessons on their respective country’s implementation of CDD, as well as constraints and innovative practices to make it more effective in addressing multi-dimensional causes of poverty and marginalization.

Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman served as one of the keynote speakers during the conference.

She discussed the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) of the DSWD. Started in 2003, it was recently scaled up into a national CDD program.

She described how the pursuance of a CDD strategy is a logical step. “In the last ten or so years, the idea of ‘citizens driving development’ has moved from the realm of “novelty” to the realm of ‘common sense’ in government development practice,” she said.

She continued, “[CDD] has given back the voice and the vote of the people by engaging them in problem-solving processes, and has fanned the spirit of community empowerment that is so alive in many parts of our country today. This is CDD’s true achievement.”

She also discussed how CDD helps promote transparency and accountability, not just in terms of finance but also in project management, as it mobilizes citizens to serve as watchdogs of their own resources.

“Because the process is known to all and the decisions are known to all, the people can engage each other as well as the duty-bearers,” she said.

Aside from discussing empowerment and transparency, DSWD Assistant Secretary Camilo Gudmalin also shared how Kalahi-CIDSS helped increase the following in the areas it covered: household income, marketing of livestock and produce, household group membership, inter-barangay trust, participation in village assemblies, and employment rates, particularly of women. These findings were revealed during the 2010 impact evaluation of Kalahi-CIDSS, conducted by the World Bank. The same study also revealed that covered areas also now have year-round access to basic services through the sub-projects implemented by the program.

According to Sec. Soliman, the gains of Kalahi-CIDSS has led to its national scale-up, which will now target the coverage of 847 poor municipalities across the country, 554 of which were affected by Typhoon Yolanda.

The government is investing more than P47 billion over a period of seven years to find locally-identified projects which will improve communities’ access to basic services and carry out post-disaster rehabilitation following the impact of the supertyphoon last November 8, 2013.

“To have been entrusted with such an amount is a humbling responsibility,” Sec. Soliman said.

Despite the accomplishments of Kalahi-CIDSS and the projected gains of its scale-up, challenges in its implementation remain, which include the resistance of some local elites to power-sharing and perceptions that CDD follows a long and cumbersome process.

She also emphasized that inter-agency coordination is necessary to ensure that complementation and not duplication will happen when community-driven projects are implemented.

Even so, she said she remains hopeful for the implementation of CDD in the country, saying, “More than the science and the art, the Philippine CDD experience is a statement of faith in people, and in their capacity to talk and engage with government and with each other, in dialogue as a community, as the foundation of true development.”

DSWD celebrates first graduation of Pantawid Pamilya high school beneficiaries

Considered as a milestone in the implementation of the Pantawid Pamilyang Pilipino Program, the Department of Social Welfare and Development (DSWD) announced that a total of 333,673 student-beneficiaries nationwide have graduated from high school this commencement season.

Of this number, 153,470 graduates are from Luzon, 74,182 from the Visayas, and 106,021 from Mindanao. In NCR, there is a total of 21,844 graduates.

To celebrate this achievement, the DSWD will hold a post-graduation event for this first batch of graduating high school student-beneficiaries. The event is dubbed as, “Pagtatapos Nyo, Tagumpay ng Pilipino.”

This will be held at the Philippine International Convention Center (PICC) on April 9 with around 4,000 high school graduates from the National Capital Region (NCR) joining the celebration. A second leg of the event will be held at the Araneta Coliseum on April 23 with around 14,000 students.

The event aims to recognize the graduating beneficiaries for their efforts to hurdle another stage in their academic life. During the event, exemplary graduates will be sharing their experiences to inspire their fellow beneficiaries to value education.

“The graduation is considered as a memorable achievement not only for the program, but also for the partner-beneficiaries who are now a step closer to a better life,” DSWD Secretary Corazon Juliano-Soliman said.

Moreover, the event will serve as a venue for the students to be linked to opportunities beyond high school, such as vocational courses and college scholarships.

“The Department’s partner-government agencies such as the Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE), Commission on Higher Education (CHED), National Youth Commission (NYC) as well as representatives of the private and business sectors have been invited to explore the possibility of graduates to avail of scholarships, internships, or part time jobs that will help them realize their dream,” Sec. Soliman added.

Pantawid Pamilya is a human development program that invests in the health and education of poor households primarily those with children aged 0-18. It provides cash grants to partner-beneficiaries who comply with the conditions of sending their children to school, bringing them to health centers for checkups, and attending the monthly Family Development Sessions (FDS).

In 2013, the DSWD expanded the coverage of Pantawid Pamilya to include the 15-18 age bracket to ensure that the children-beneficiaries will graduate from high school and have a higher rate of employability.

Moreover, Pantawid Pamilya recognizes the need to extend support to its children-beneficiaries to further pursue the rights of children and enable the program to contribute in putting an end to the intergenerational cycle of poverty.

From the more than 7,000 households registered in 2007 when the program first started, it has scaled up, reaching more than 4.4 million households as of March 2015.

Inflation slows down to 2.4 percent in March

Headline inflation eased slightly to 2.4 percent year-on-year in March from 2.5 percent in February. The March inflation reading was within the BSP’s range forecast of 2.1-2.9 percent for the month. The resulting year-to-date average inflation rate of 2.4 percent was also within the Government’s inflation range target of 3.0 percent ± 1.0 percentage point for 2015. Meanwhile, core inflation—which excludes certain volatile food and energy items to better capture underlying price pressures—rose slightly to 2.7 percent in March from 2.5 percent in the previous month. On a month-on-month seasonally-adjusted basis, inflation was steady at 0.1 percent in March.

The slightly lower inflation in March was attributed largely to slower increases in prices of food items. In particular, food inflation slowed down as a result of adequate domestic supply of key food items, particularly rice, corn, meat, milk, oils, fruits, and sugar. Conversely, non-food inflation rose due mainly to the upward adjustment in electricity rates as well as higher gasoline and diesel prices in most regions, which more than offset the reduction in the flagdown rate for taxi services.

Governor Amando M. Tetangco, Jr. said that the latest inflation reading is in line with the BSP’s assessment of a manageable inflation environment over the policy horizon. Looking ahead, the BSP will keep a close watch on price developments and the evolving inflation outlook in line with the BSP’s commitment to ensure price stability conducive to balanced and sustainable economic growth.

End-March 2015 GIR level reaches US$80.4 billion

Preliminary data showed that the country’s gross international reserves (GIR) stood at US$80.4 billion as of end-March 2015, Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr. announced today.1 This level was lower by US$0.4 billion compared to the end-February 2015 GIR of US$80.8 billion. The GIR level can cover 10.5 months’ worth of imports of goods and payments of services and income. It is also equivalent to 4.9 times the country’s short-term external debt based on original maturity and 3.9 times based on residual maturity.2

The decrease in reserves was due mainly to the payments made by the National Government (NG) for its maturing foreign exchange obligations and revaluation adjustments on the BSP’s gold holdings and foreign currency-denominated reserves. These were partially offset by the NG’s net foreign currency deposits and the BSP’s foreign exchange operations and income from investments abroad.

Net international reserves (NIR), which refer to the difference between the BSP’s GIR and total short-term liabilities, also decreased to US$80.4 billion as of end-March 2015, compared to the end-February 2015 NIR of US$80.8 billion.

Perez as Deputy National Statistician for Censuses and Technical Coordination Office and Ms. Estela T. De Guzman as Deputy National Statistician for Civil Registration and Central Support Office by President Benigno S. Aquino III on March 31, 2015.

Prior to her appointment as DNS, Ms. Estela T. De Guzman was the Interim Assistant National Statistician for Economic Sector Statistics of the Sectoral Statistics Office of the PSA.
Meanwhile, Ms. Josie B. Perez used to work in the former National Statistics Office (NSO) as Director of the Household Statistics Department before joining various international agencies such as the Food and Agriculture Organization (FAO).

PHL to tap the untapped Halal market through DTI’s initiatives

The Department of Trade and Industry (DTI) pushed for the capability of Halal market be explored in the Philippines through its hands-on participation in the 8th World Halal Conference 2015 (WHC) and 11th Malaysia International Halal Showcase (MIHAS) on 31 March to 02 April 2015 at Kuala Lumpur, Malaysia.

DTI Undersecretary Prudencio M. Reyes Jr., also the Senior Official for Brunei-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA), attended the three-day event to further study and explore the Halal Project, Philippine’s initiative under the Agribusiness Cluster of the Food and Basket pillar of BIMP-EAGA. Other DTI Officials were also present in the said event.

MIHAS is an internationally recognized exhibition of Halal products and services organized by the Malaysia External Trade Development Corporation (MATRADE) while the WHC organized by the Halal Industry Development Corporation (HDC) is a renowned annual conference hosting Halal in Unison.

Halal is an Arabic term meaning “permissible.” It most frequently refers to food that is permissible according to Islamic law, but halal encompasses non-food items such as cosmetics, banking and finance, logistics, etc.

“This is a great opportunity for the Philippines to enter the billion-dollar halal industry. Mindanao could be a potential producer of tuna, sardines, banana, coconut, fruits and most especially poultry and livestock products due to its advantage as bird flu and FMD free island in the country as well as in the BIMP-EAGA," Reyes emphasized.

He said he also belives that tapping the Halal market will improve the tourist flow in the country since they will now have access to Halal food, a major concern for many Muslim visitors.

“This initiative is our way of opening Halal products and services to our Muslim brothers and sisters in Mindanao and other parts of the country," Reyes concluded.
