PIA-4A/QUEZON: Six former NPA rebels were awarded with a total of P274,000 under the "Guns for Peace" program of the government last April 17, 2015 at the headquarters of the 74th Infantry Batallion (IB) in Mulanay, Bondoc Peninsula. Lt. Col. Consolito Yecla, 74th IB commander, said the former rebels were the most recent of the 32 former rebels in Bondoc Peninsula who sought the help of the 74th IB in returning to the mainstream society during the past two years.

Re: OFW Veloso's case
-In the case of Mary Jane Veloso, we are doing two approaches - legal and diplomatic.
-We continue to seek another judicial review on the case in Indonesia. We have yet to file the second appeal.
-We are still finalizing the schedule of VP Binay in Indonesia, arranging possible meeting with President Widodo. VP Binay will attend the Bandung Conference.
ANC: DFA spokesman Charles Jose said 1 Filipino was injured in an explosion in Yemen. The injured Filipino in Yemen was brought to the hospital and is now out of danger. He also said a total of 477 Filipinos from Yemen were already repatriated.

1. DPWH completes road rehab in Alapan Freedom Trail
  •  April 20, 2015

TRECE MARTIRES CITY, Cavite, April 20 (PIA) — The Department of Public Works and Highways (DPWH) – Cavite 1 District Engineering Office (DEO) revealed another completed road project, this time in Alapan Freedom Trail in Imus City.

In a report submitted to PIA-Cavite Information Center Office, District Engineer Oscar U. Dela Cruz explained that the concreting of Alapan Freedom Trail was one of the recently completed projects in the province this year.

“With the non-stop effort of the government to provide a better way of transportation for the commuting public, road infrastructure projects are still a main priority in different provinces around the country,” Engr. Dela Cruz said.

According to Engr. Dela Cruz, said project started last October 17, 2014 and was completed on February 23 this year. The Php16,723,823.87 road improvement in the said area will benefit commuting public and will help improve the economy and exchange of commerce.

The project was contracted by KLDS Trading and Construction under the supervision of Planning and Design Section of Cavite 1 District Engineering Office. (Ruel Francisco, PIA-Cavite/DPWH-Cavite)

APEC dialogue to discuss integration of Small, Medium Enterprises into Automotive Global Value Chains
Stakeholders in the automotive industry will gather for the 22nd Asia-Pacific Economic Cooperation (APEC) Automotive Dialogue, to be held at the Dusit Thani Hotel in Makati City from April 22 to 24 to discuss the challenges facing the industry.

The Automotive Dialogue, with the theme “Integrating SMEs (Small and Medium Enterprises) into the Automotive Global Value Chains," aims to encourage economies to move toward more integrated regional and global approaches to automotive policies.

The APEC Automotive Dialogue is an avenue for APEC member economy officials and senior industry representatives to collaborate in formulating strategies to integrate and develop the automotive sector in the Asia-Pacific region.

The biannual event will be attended by more than 100 participants from APEC member economies.

Officials and senior industry representatives of various APEC member economies will update forum participants on ongoing APEC projects.

Presentation updates on projects include “The Electric Vehicle Project” by the People’s Republic of China; “SME Integration into Global Value Chains Project” by South Korea; and “GVC-SME Integration for the Automotive Sector (GSAS) Project” by Malaysia and the Philippines.

Philippine officials who will speak at the forum include Trade Assistant Secretary for Industry Development Ceferino S. Rodolfo.

Ramon Vicente T. Kabigting, also from the Philippines, will discuss “The Role and Contribution of Parts and Components SMEs in the Development of the Automotive Industry,” while Dennis Chan of Famous Secret Precision Machining will present “Integration Experiences of Auto Parts SMEs from Developing APEC Economies”.

Dr. Hangkoo Lee, Senior Research Fellow from the Korea Institute for Industrial Economics and Trade, will present the “Integration Experiences of Auto Parts SMEs from Developed APEC Economies.” Other regional auto manufacturers will give their recommendations on how to speed up the integration process.

Mainstreaming SMEs into global and regional production networks is one of the four priorities of the Philippines as host of APEC 2015.

This recognizes SME development and capacity building as one of the pillars of the APEC economies’ collective efforts towards building more inclusive societies.

The Automotive Dialogue first met in 1999 in Indonesia and has continued to meet every year since then.

Among the APEC member economies actively participating in the dialogue are Australia, Canada, China, Indonesia, Japan, Korea, Malaysia, Mexico, the Philippines, Chinese Taipei, Thailand, Viet Nam, and the United States.

The last meeting of the APEC Automotive Dialogue was held in Shanghai, China on September 16 to 19 last year. BOI Report

Political ally’s conviction shows administration's resolve to stamp out corruption, says Palace
The guilty verdict handed down on Oriental Mindoro Governor Alfonso Umali, Jr., President Benigno S. Aquino III's political ally, proves the government’s seriousness in fighting corruption, a Palace official has said.

"People always say that under the Aquino administration, it is only its enemies that get subjected to court procedures. In this particular case, it shows that that is not the case," Deputy Presidential Spokesperson Abigail Valte said during Tuesday’s press briefing.

Umali, the treasurer of President Aquino’s Liberal Party, has been sentenced by the Sandiganbayan to up to 10 years in prison for illegally facilitating a P2.5 million loan to a ship owner in 1994. Umali is serving his third and final term as governor.

"If you are asking what the next step should be, then we leave it up to the legal team of Governor Umali to plot out his next steps. There are legal remedies available to him under the law," Valte said.
Aside from Umali, the court also found former Oriental Mindoro Representative Rodolfo Valencia and former Board Member Romualdo Bawasanta guilty of violating Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act.
Valencia and Umali were respectively governor and provincial administrator in January 1994, when the provincial government approved the irregular loan for the repair, operation, and maintenance of a privately owned passenger vessel. PND (as)

President Aquino signs law strengthening Sandiganbayan
President Benigno S. Aquino III has signed into law Republic Act 10660, which increases the number of divisions of the Sandiganbayan from five to seven.

President Aquino approved last April 16 the act strengthening the functional and structural organization of the Sandiganbayan, further amending Presidential Decree No. 1606 on the creation of the special anti-graft court.

Speaking during a press briefing at Malacañang on Tuesday, Presidential Deputy Spokesperson Abigail Valte said the new law increases the number of divisions of the anti-graft court to seven, as well as provides funding for the new divisions which shall be included in the annual national budget.

Valte said the number of justices to constitute a quorum has also been changed.

“Under the same provision, previously PD 1606 stated that three justices shall constitute a quorum for session in each division. Now, a quorum shall be constituted by two members. So, this will effectively speed things up in terms of deliberations and hearing of the cases before it,” Valte explained.

“In the old law, it says that quorum of three -- each division has three members. So, if there is one absent, they cannot do business and they cannot hear the cases that are pending before them. Of course, you cannot avoid absences in certain cases. This new amendment will allow two sitting justices to still conduct the court’s business in the absence of the third member. That will make things faster as well,” she added.

When asked if the new law would have a direct impact on high-profile cases pending at the Sandiganbayan, such as the pork barrel scam and the plunder case against former president Gloria Macapagal-Arroyo, Valte said “not in specifics but in generalities”.

“If the existing divisions can be unloaded -- because remember that the divisions handling the Napoles-related cases also have other cases to contend with. So, effectively, adding more divisions in this case for, effectively doubling the manpower of the Sandiganbayan in terms of justices, will unload some of these cases to the new divisions; and, hopefully, will help the existing justices with their work,” she said.

Valte also noted that Section 5 prescribes a new procedure for decision by majority vote and the proceedings to be conducted by the divisions “that will facilitate faster disposition of cases”. PND (jm)

SUSAN: Opo. Magandang umaga po. Secretary Coloma, welcome po sa Bantay OCW. So, Secretary, sa likod po nung lumabas mula sa Malacañang, ‘e kailan man, ano ho, hindi nagpahayag ang Malacañang sa pakikipag-usap ni Pangulong Aquino sa kanyang counterpart naman na Pangulo din ng Indonesia, may kinalaman dito kay Mary Jane Veloso?

SEC. COLOMA: Sa pagkabatid ko po ‘no, ay ginawa at patuloy na ginagawa ng ating pamahalaan ang lahat ng nararapat na hakbang para matulungan ang ating kababayan na si Mary Jane Veloso. At upang mailigtas siya sa kanyang sintensiya na dahil doon sa umano’y pagka-traffic ... drug trafficking sa Indonesia. Lahat po ng puwedeng gawin ng ating pamahalaan ay ginawa, at patuloy pa po tayong nagsisikap na matulungan siya sa pinakamainam na paraan.

SUSAN: Opo. Kung natunton na po iyong recruiter ni Veloso, nangangahulugan po ba na malaking bagay ito para po doon sa apela ng gobyerno natin sa Indonesia?

SEC. COLOMA: Sorry, Susan, hindi ko masyadong narinig iyong first part, pati iyong malaking bagay. Paki-ulit lang.

SUSAN: Kung natunton, nakita na ng pamahalaan at ng awtoridad kung sino iyong recruiter na nagpadala ng mga bagaheng iyon kay Veloso, malaki ba ang bearing nito sa second appeal na ginagawa o request natin doon sa Indonesia?

SEC. COLOMA: ‘E, sana po ay makatulong ito ‘no, dahil hindi naman po natin masyadong kabisado iyong legal details ‘no, o iyong mga usapin na nailahad hinggil sa kanyang kaso. Sa tingin lang po natin na bahagi kasi iyan doon sa modus na kung saan ay maraming nabibiktima sa ating mga kababayan. Sa katunayan nga, Susan, meron tayong isinagawang kampanya. Kung maalala mo noong 2011 yata ito ‘no, meron tatlong Pilipinong manggagawa na nasintensiyahan at binitay, nagawaran ng death sentence sa China.

SEC. COLOMA: Noong first year after that campaign, lumabas na labing-apat na kaso na lamang iyong naipaiulat. Kaya malaking bagay din talaga iyong pagiging mulat at maalam ang ating mga kababayan para hindi sila napagsasamantalahan. The Office of the Ombudsman ordered the suspension of former mayor Bernard Jonathan Remandaban of Tabango, Leyte for a period of six months and one day after he was found guilty of Conduct Prejudicial to the Best Interest of the Service.

The suspension was ordered in connection with the incident of 31 May 2007 when in his presence, Remandaban’s close-in security assaulted and threatened Hernani Delos Reyes, Jr., Officer-in-Charge of the Provincial Environment and Natural Resources Office (PENRO), when the latter refused to sign the Memorandum of Agreement concerning a reclamation project in Tabango.

A medico-legal report issued by the Eastern Visayas Regional Medical Center corroborated the extent of injuries suffered by Delos Reyes, while affidavits of two PENRO employees affirming the assault incident were also submitted.

The Decision stated that “by tolerating the assault of complainant by his close-in security, respondent lowered the bar of public service and thus rendered him administratively liable” and that “respondent’s act renders him liable for conduct prejudicial to the best interest of the service.”

The Department of the Interior and Local Government was directed to implement the suspension order.

The DOJ-Office for Competition (OFC), in partnership with the Organization for Economic Cooperation and Development! Korea Policy Center (OECD/KPC), holds the International Workshop on Fighting Bid-Rigging today until Wednesday, 22 April 2015 at the InterContinental Hotel Manila, Makati City.

"This workshop is both timely and relevant in light of OFC's thrust to go after cartelists and economic saboteurs within the context of the President's Daang Matuwid platform and anti-corruption campaign," said Justice Secretary Leila M. de Lima. "Genuine competition in the procurement process will ensure high quality of goods at competitive prices which ultimately leads to better public service," she added.

Aside from the OFC, the workshop aims to equip other competition authorities and stakeholders in the region with the necessary techniques in cartel detection and prevention through competition law enforcement.

"This activity is part of the broader OFC work in enforcing competition policy and law as an instrument towards economic development and good governance," said Assistant Secretary Geronimo L. Sy, head of the OFC.

International delegates from France, Sweden, Korea, Japan, Hong Kong, China, Malaysia, Pakistan, Indonesia, Lao PDR, Fiji, Sri Lanka, and Cambodia will be able to share experiences with participants from the Philippines, particularly from the Sandiganbayan, Office of the Ombudsman, Government Policy and Procurement Board, Commission on Audit, Department of Public Works and Highways, Department of Agriculture, Bureau of Customs, the Judiciary, among others.

The OFC also collaborated with the OECD/KPC and ASEAN Secretariat in 2012 in the Joint Workshop on Bringing Competition into Regulated Sectors which focused on competition policy and regulatory reform.

OWWA reactivates its Crisis Monitoring and Response Team for Yemen crisis

The Overseas Workers Welfare Administration (OWWA) has reactivated its Crisis Monitoring and Response Team (CMRT) to respond to the current critical situation in Yemen after the Alert Level in the area was raised to 4 due to the worsening armed-conflict there. The CMRT is a special committee of OWWA that is reactivated in times of political unrest in countries where there are affected Filipino migrant workers. The committee ensures the timely response and assistance of OWWA to the distressed and displaced workers from war-torn nations.

OWWA Administrator Rebecca J. Calzado ordered the reactivation of the CMRT to closely-monitor the status of evacuees, border-crossers and Filipinos staying at holding areas, and to coordinate with the Department of Foreign Affairs (DFA) and the Philippine Missions in the repatriation of affected OFWs in the area. It is likewise directed to identify the needs and carry out the usual services of Repatriation Assistance Division (RAD) for repatriated workers upon arrival at the airport, and provide regular and timely advisories to the public as well as maintain records of repatriated OFWs.

OWWA has already accorded 342 repatriated Filipino migrant workers from Yemen with necessary airport assistance which includes a special lane for the processing of immigration papers of Yemen repatriates, provided temporary shelter and transport services and fares for their on-ward travel to their respective provinces. OWWA is also part of the DOLE-Assist WELL which caters to the Welfare, Employment, Livelihood and Legal needs of the displaced workers.

JobStart Philippines, the pioneering collaborative project which aims to ease youth unemployment, has reached the shores of Mindanao and is now being rolled out in the island’s largest city, Davao City, and in its neighbouring urban enclave, Tagum City. Yesterday, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz flew to Davao City and joined the Hon. Karlo B. Nograles, Chairman of the House of Representatives’ Committee on Labor and Employment, to witness the signing of Memorandums of Agreement between JobStart Philippines, represented by the Bureau of Local Employment headed by Director Dominique R. Tutay, and the local chief executives (LCEs) of the two cities, Mayor Allan Rellon of Tagum City, and Atty. Dwight Howard representing Mayor Rodrigo Duterte of Davao City. These two cities have been identified as JobStart partner-implementers in Mindanao basically because of their fully-capacitated and well-established Public Employment Service Offices (PESOs)—the PESOs of Tagum and Davao are institutionalized, well-acclaimed and multi-awarded—and the willingness of their LCEs to implement the JobStart program. Also, the two cities were chosen because of their high youth unemployment rates and both have significant presence of prospective employers. In fact, 38 employers attended yesterday’s MOA signing and many of them already signified desire to sign-up for the program, the first of its kind in Southeast Asia. JobStart Philippines is supported by the Asian Development Bank (ADB) and funded by the government of Canada. Trias, Cavite; Taguig City; Quezon City; Bohol, and 11 other municipalities and cities all over the country which will run the JobStart’s full roll-out this year,” said Baldoz, who said launches are also being planned in the next month in Puerto Princesa City in Palawan and in five PESOs in the National Capital Region. “This is the only program I know that while still being piloted—JobStart’s pilot run ends yet in June—cooperators, such as employers and LGUs are already signing-up. This is very exciting,” she added. JobStart is full-cycle employment facilitation service that seeks to address youth unemployment by capacitating PESOs and helping youth beneficiaries jumpstart their careers by creating opportunities to improve their technical skills and develop their life skills necessary for success in today’s competitive workplace. “With this program, we aim to increase the youth’s employability to 80 percent or higher and also shorten their school-to-work transition from two to four years to only six months or lower,” said Baldoz. JobStart starts with the provision of career guidance through skills assessment, career and self-awareness, and career coaching. Following the assessment of a participant’s job readiness, he or she is provided with an eight-day life skills training designed to holistically hone the attitude and behavioural skills of the youth into a person well-prepared to face the challenges of the world of work. “The completion of career guidance and life skills training enables the youth to be matched in jobs available in partner-employers for the technical training of up to three months, and an application of what has been acquired and learned through internship program for also up to three months,” Baldoz said. Rep. Nograles, who had filed in February H.B. 5468, or “An Act Institutionalizing the Nationwide Implementation of JobStart Philippines Program and Providing Funds Therefor, Otherwise Known as the JobStart Act”, said he is convinced JobStart will serve as a tangible and sustainable answer towards providing inclusive development for our people through equality in employment opportunities.” “The need to provide our country’s at-risk youth with the opportunity to become productive citizens and to be able to provide them with the training to not just acquire the technical skills, but more importantly the life skills they need to build better life for themselves, is a paramount responsibility of the State,” he said. The DOLE targets some 3,200 youth beneficiaries this year for JobStart, even as it will continue to implement it in the four pilot areas. “JobStart partners with employers in providing a comprehensive and systematic approach in assisting young jobseekers, from planning their career paths all the way through acquiring the best-fit jobs,” said Baldoz. JobStart calls for employers to be selected through the signing of a memorandum of agreement. They, in turn, prepare a training plan and select from the JobStart youth participants and provide them with technical training and work experience. They receive the full cost of the technical training from the Bureau of Local Employment, the project management office. Youth participants are also paid an allowance to cover the employers’ administrative cost. In turn, employers pay the trainees an amount of at least 75 percent of the prevailing minimum wage in their region. PNP-CIDG captures 2 rebel group leaders

With the relentless manhunt operations of the Philippine National Police and as the active support role of Armed Forces of the Philippines (AFP) in internal security, two rebel leaders were arrested over the weekend.

Reports coming from Police Director Benjamin Magalong, Director of Criminal Investigation and Detection Group (CIDG) said that the combined forces of CIDG Zamboanga Del Norte, personnel of RIU9-IG, RID-PRO9, Piñan MPS and Military Intelligence Group (MIG) arrested a Local Communist Movement (LCM) leader identified as Rodrigo TAYASAN in Purok 2, Brgy. Sta. Fe, Piñan, Zamboanga del Norte.

The law enforcers served the Warrants of Arrest for Multiple Murder with 4 counts of Frustrated Murder and Damage to Government Property issued by Judge Bernadette Paredes-Encinareal of RTC 10thJudicial Region, Branch 36, Calambe, Misamis Occidental and for Murder issued by Judge Reymar Lacaya of RTC 9thJudicial Region, Branch 11, Sindangan, Zamboanga del Norte and with a monetary reward amounting to Php300,000 under the Joint Order of Department of National Defense-Department of the Interior and Local Government (DND-DILG).

Tayasan was a former executive committee member of the Sub-Section Committee of the CNN Western Mindanao Regional Party Committee (WMRPC) who became inactive in 2006 but began to be active again and served as Deputy Secretary of NG-KARA WMPRC.

“CIDG detectives together with our counterparts in AFP are dedicated to continue our service as protectors of the people, continuously hunting these criminals under the directives of DILG Secretary Mar Roxas and PNP-OIC, PDDG Leonardo A. Espina to prevent them from committing other hideous crimes to ensure the security of the public. This is also a pronouncement that we are moving forward and continuing our work after the Mamasapano incident”, Magalong said.

Over 5,800 public schools set to offer Senior HS in 2016

After years of rigorous planning and consultations with education stakeholders, the Department of Education (DepEd) has identified and mapped more than 5,800 public schools set to offer Senior High School (SHS) in 2016 nationwide as part of its continued preparations for the full implementation of the K to 12 program.

Over the last several years, division personnel field office personnel and school heads have been continuously collaborating with their respective communities, local chief executives, legislators, industry partners, civil society organizations, and other stakeholders for SHS preparations.

Factors such as the availability of buildable space and school sites, community realities, local development plans, parents’ and students’ preferences, and the current and future needs of local industries were taken into consideration in the identification and preparations to establish SHSs.

DepEd Secretary Br. Armin Luistro FSC said that one of the key objectives during the SHS planning at the local levels is each and every one who completes Junior High School (Grade 10) must have access to a Senior High School. “Wala pong munisipyo, kahit gaano kaliit, ang mawawalan ng Senior High School,” Luistro added.

Luistro cited Tiwi, Albay as one of the examples. The said municipality has three DepEd schools that will offer SHS. The second one was Daraga, Albay, where eight (8) DepEd SHS and five (5) possible private schools will offer SHS. The Cotabato division will also have as many as 59 DepEd SHS. There are also 22 private schools and two state universities and colleges (SUCs) that showed interest and capacity to offer SHS in the Cotabato division.

The education chief said, “This has been mapped all the way to the program offerings until the maximum number of students that can be accommodated—not only in the DepEd schools but also in the private schools, HEIs, and SUCs.”

Designed to ensure that basic education graduates are equipped and ready for employment, entrepreneurship, or higher learning further education and training in universities, colleges, and other institutions, the SHS program has attracted partnership interests from various industry and business groups nationwide.

21 April 2015 - The Philippines and Bangladesh signed an agreement to establish a mechanism for a periodic review of bilateral relations, a move seen to bring cooperation and collaboration between the two countries on various areas to a higher level.

Philippine Foreign Affairs Secretary Albert F. del Rosario and Bangladesh Foreign Secretary Md. Shahidul Haque signed the Memorandum of Understanding (MOU) establishing Foreign Policy Consultations between the Philippines and Bangladesh on March 25. On the same day, delegations from the Philippines and Bangladesh successfully held the first Foreign Policy Consultations.

At the inaugural meeting, both sides discussed developments in the bilateral relations of the two countries, and discussed initiatives in the areas of education, information and communications technology, fisheries, aquaculture and sports that may be pursued to further expand relations.

Both sides noted the potential to increase trade in goods and services between the two countries. Following the formation of the Philippines-Bangladesh Business Council last January 21, both countries hope to generate more activities fostering greater interaction between Filipino and Bangladeshi businessmen and to increase awareness of each country’s products. These efforts are seen to lead to an increase in bilateral trade and investments.

The Philippine and Bangladesh delegations also discussed the exchanges between their members of Parliament, education and training exchanges between their Armed Forces and invitations extended to the officers to attend military and defense-related courses in their respective defense colleges.

Both delegations also explored how the recently concluded MOU on Sports Cooperation can be implemented.

DFA Undersecretary for International Economic Relations Laura Q. Del Rosario headed the Philippine delegation, while Foreign Secretary Haque headed the Bangladeshi delegation. The Philippine delegation included representatives from the Philippine Sports Commission, Department of National Defense, and Bureau of Fisheries and Aquatic Resources.

21 April 2015 - The Philippine Embassy in Brussels registered 38 Filipino seafarers as it conducted its first ‘Akyat Barko’ outreach for the year on April 07.

The Embassy team, composed of Mr. Eric F. Rubas, Ms. Faith Bautista and Mr. Pol Sevilla, visited M/V Blue Dragon and M/V Clipper Kamoshio, which were at the time docked at the Port of Antwerp. M/V Blue Dragon has a full Filipino crew complement headed by Master Maurino Q. Llanes, who hails from Ilocos Sur . M/V Clipper Kamoshio is manned mostly by Filipinos, with Chief Mate Neil I. Asingua of Cebu as the highest ranking Filipino officer on board. The team was assisted by Fr. Jorgedy Bago, Filipino chaplain for Seafarers based at Stella Maris in Antwerp, Belgium.

Master Llanes of the Blue Dragon expressed his appreciation for the registration effort and conveyed the seafarers’ eagerness to register and vote during the next elections. All seafarers were likewise thankful that they will be able to vote anywhere in the world, especially with a lengthened voting period.

‘Akyat Barko’ is a regular activity of the Philippine Embassy to bolster its campaign for the overseas voters registration.

The Port of Antwerp is the biggest port in Belgium and the second biggest in Europe, after Rotterdam. In 2012, it handled 14,220 sea trade ships and 57,044 inland barges.

In 2013, Filipino seafarers number 460,000, 21% of the 2.2 million overseas Filipino workers (OFWs) all over the world.

The Embassy will continue its cooperation with the Stella Maris Chaplaincy in Antwerp in jointly monitoring vessels with Filipino seafarers for the purpose of conducting future overseas voters registration exercises.

The Social Security System (SSS) opens another full service branch with UMID facility in Parañaque City to cater to 338,044 employees and 3,643 employers in the area.

Located at the 3/F, Airport Global Plaza, NAIA Rd., Brgy. Tambo, Parañaque City, SSS Parañaque Tambo covers seven (7) barangays namely: Baclaran, Tambo, Don Galo, Sto. Koreans now eligible for immigrant VISAS - BI

 Manila, Philippines—Korean nationals may avail of the privileges under Section 13 and Section 13(a) of the Philippine Immigration Act, beginning May 1.

Bureau of Immigration (BI) Memorandum Circular SBM-2015-005 states that Koreans may now apply for a quota visa under Section 13 if they have investments in the Philippines or posses special qualifications. Quota visas under Section 13 admit fifty (50) immigrants of any nationality every calendar year.

Koreans who are married to Filipino citizens, with their unmarried children under 21 years old on the other hand, may also apply for a visa under Section 13(a).

“Holders of visas under Memorandum Order No. MCL-08-003 may adjust their status to either Section 13, 13(a) or any other appropriate visa type within two years,” said BI Commissioner Siegfred Mison.

The update came after confirmation from the Department of Foreign Affairs that the Korean Government now grants permanent residence status to Filipino nationals. Filipinos may now also acquire Korean citizenship through naturalization.

SSS issues warning against all delinquent employers

The Social Security System (SSS) warned all delinquent member-employers to strictly comply with Republic Act 8282 or the Social Security Act of 1997 by religiously paying the contributions and salary loan payments of their employees and remit them to SSS.

SSS Senior Vice President and Chief Legal Counsel Voltaire P. Agas issued the warning after 14 employers were convicted for violating RA 8282.

These cases were sourced from 2012-2014 records in various Regional Trial Courts (RTCs) nationwide for non-remittance of premium contributions with incurred penalties amounting to P20.2M.

“We would like to inform the public, especially the employers, that we are seriously and aggressively pursuing cases against erring employers to protect our SSS members from such violations that prevent them from enjoying the full SSS benefits due them,” Agas said.

Under Section 28(e) of the Penal Clause of RA 8282, failure or refusal of an employer to register their employees, or to deduct contributions from the employee's compensation and remit the same to the SSS, corresponds to a penalty of fine from P5,000 to P20,000 and imprisonment from six (6) years to twelve (12) years.

Based on the latest report submitted by lawyer Renato Jacinto S. Cuisia, Head of the Operations Legal Department, the latest conviction was meted out by RTC Branch 66 Presiding Judge Victor O. Concepcion last December 22, 2014.

Convicted was Fred Ventura, Operations Manager of Guardsman Security Agency and Detection Group in San Fernando City, La Union for unpaid premiums of its employees from September 2010 to March 2011.

DSWD, Smart solidify partnership for disaster management

In an effort to provide communications support to communities affected by disasters and emergencies, the Department of Social Welfare and Development (DSWD) and Smart Communications, Inc. forged a partnership today, April 21, that will extend free calls, internet use, and charging of mobile phones in DSWD operations centers, as well as in designated evacuation centers.

“In times of disasters, the need for communication is as important as the need for food. People in disaster-stricken areas need to immediately communicate with their loved ones to assure them that they are safe or to ask for help,” DSWD Secretary Corazon Juliano-Soliman said.

“Through this partnership with Smart, the Department’s visibility and capability to respond to the most urgent needs of the affected population will be enhanced,” Sec. Soliman added.

Sec. Soliman cited the important role played by information and communications technology in the aftermath of Typhoon Yolanda.

For his part, Smart Public Affairs Head Mon Isberto said, “Communications has become an important component of disaster response. We have committed to support the relief operations of the DSWD by providing the agency our host of communications solutions so that they are able to effectively deploy resources on the ground, and other services that will provide psychosocial relief to disaster-stricken communities.”

“Our libreng tawag services will help families in affected areas reconnect with their loved ones and reunite with other family members who may have been displaced by disasters. These services have become part of our post-disaster relief and response as we recognize the need of people to communicate with loved ones and family in difficult times,” added Isberto.

Both the DSWD and Smart will work closely in formulating the guidelines for the implementation of this partnership anchored on the country’s National Disaster Response Plan.

“This partnership with the DSWD will further boost our response efforts. [With DSWD as] the lead agency tasked with the national government’s disaster response, this tie-up will allow us to serve more people and ensure that our resources are deployed to areas where they are most needed,” said Isberto.

Smart, through its year-round disaster preparedness and response umbrella program #SafePH, has strengthened its internal capabilities to prepare for disasters and help in post-disaster response, including the recalibration of its network infrastructure, and training of its on-ground personnel on surviving adverse conditions.

This partnership effort will also actively promote the culture of preparedness to partner-communities, including religious organizations, schools, local government units, and even households in high-risk areas to build their capacities to prepare for, deal with the impact of, and bounce back from, disasters.

DSWD is a member of the Disaster Response Pillar under the National Disaster Risk Reduction and Management Council (NDRRMC), and is the lead agency for the Camp Coordination and Camp Management, Protection, and Food and Non-Food Clusters.

Gov't targets filling up 87,000 positions in 2015; Abad: Growing Ph economy needs skilled workforce

The Department of Budget and Management (DBM) reported that a total of P30.8 billion is allotted to fund 86,994 unfilled positions in government, contrary to the 190,000 positions reported in media recently.

The latter figure comprises the Staffing Summary of the 2015 National Expenditure Program (NEP), which shows the number of permanent positions per agency and the amount required for these positions. The 2015 NEP reported that there are 1,433,186 permanent positions in government, and that 86 percent (or 1,244,931) are filled while 188,255 are unfilled. However, of this amount, only 86,994 unfilled positions can be provided for based on the funding requirements of agencies for 2015.

Lodged under the Miscellaneous Personnel Benefits Fund (MPBF), the 2015 National Budget can provide funding for unfilled positions of select agencies, which primarily covers education and healthcare. This includes the following agencies:

Department of Education (DepEd)
State Universities and Colleges (SUCs)
Department of Interior and Local Government (DILG) – also includes the Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and Philippine National Police
Technical Skills and Development Authority (TESDA), under the Department of Labor and Employment (DOLE)
National Defense College of the Philippines, under the Department of National Defense (DND)
Philippine Science High School, under the Department of Science and Technology (DOST)

For the hiring of hospital personnel, the Department of Health (DOH) and Veterans Memorial Medical Center (VRMMC) under the DND are included in the list. Meanwhile, there is also an allotted amount for funding unfilled positions in the Autonomous Region of Muslim Mindanao (ARMM).

Budget Secretary Florencio “Butch” Abad said, “The Administration is committed to providing our people with job opportunities, especially during this period of robust growth, requiring the support of a skilled and able workforce. The National Government needs to employ more teachers, nurses, and other crucial personnel in order to maximize the delivery of social services.”

Of the total number of unfilled positions, more than half or 44,602 are for teaching and non-teaching personnel in DepEd. This is followed closely by agencies in charge of safety and security (BFP, BJMP, and PNP) under the DILG, and healthcare personnel in the DOH.

Meanwhile, P16.7 billion has been allotted for the creation of 65,204 positions, which includes various agencies such as DepEd, DOH, and DILG.

Abad said, “It’s in our best interests to fulfill the required job positions in the National Government as they serve a two-fold purpose. We give jobs in the government to Filipinos who have the appropriate work skills and we ensure that our programs are carried out by suitable personnel. In doing so, we’re able to respond to the needs of all of our countrymen.”

DTI pushes for self-certification under ATIGA

The Department of Trade and Industry’s (DTI) Export Marketing Bureau (EMB) and Bureau of International Trade Relations (BITR) recently held an information session and stakeholder consultations on self-certification under the ASEAN Trade in Goods Agreement (ATIGA) as part of its continuing advocacy to make Philippine exporters more competitive in foreign markets.

EMB Director Senen M. Perlada urged the participants to take advantage of the free trade agreements (FTA) that the Philippines entered into, and familiarize themselves with the developments to qualify for preferential tariffs provided by these FTAs.

Perlada noted that the most recent development is the self-certification system under ATIGA being implemented in some participating members of the Association of Southeast Asian Nations (ASEAN).

This scheme requires a simple declaration that the goods satisfy the ASEAN originating criteria and all other requirements. With this scheme, exporters are no longer required to present a Certificate of Origin (CO) in claiming ATIGA tariff preferences.

Perlada also noted that self-certification under the ATIGA is a matter of trust.

BITR Assistant Director Angelo Salvador M. Benedictos also said that the system is being implemented in pilot stages.

The first stage covers Brunei, Malaysia, Singapore, and Thailand, with Cambodia and Myanmar joining them soon. The second stage includes the Philippines, Indonesia, and Lao PDR, with Thailand and Viet Nam joining them in the future.

The first pilot project has 311 participating companies while the second pilot project has 15 companies, wherein three are from the Philippines. These companies are eligible for the ATIGA tariff preferences when they export to participating ASEAN member countries covered in the respective pilot projects.

Benedictos noted that the three firms from the Philippines can avail themselves of the preferential ATIGA tariff when they export to Indonesia and Lao PDR.

Bureau of Customs (BoC) Director Illie Lionel B. Gramata said that he scheme no longer requires exporters to do a face-to-face transaction with the BoC.

He also noted that in the first pilot project, the exporters, producers, and traders may be authorized as certified exporter, while in the second pilot project, it is only the exporters and manufacturers. Also, in the first pilot project, invoice declaration is allowed in the commercial invoice and other export-related documents such as bill of lading and air waybill, while in the second pilot project, it is only on the commercial invoice.

“I urge you to apply for self-certification because it has no cost to you, except for the P115 fee for documentary stamp,” Gramata said to the participants.

He added that the scheme is expected to be implemented across the ASEAN region as a commitment under the ATIGA this year.

Sacada’s daughter graduates as valedictorian

Sagay City, Negros Occidental – With only her dreams and determination as her motivation, a 17-year-old daughter of a ‘sacada’ or sugar cane worker, bested 832 other graduating students of Sagay National High School and emerged as valedictorian.

Sacadas can be found in Negros Occidental, known as the ‘sugar bowl’ of the Philippines.

Living in a remote village in the city, Arlyn Martinez narrated that every day, she has to walk for an hour or ride on a carabao borrowed by her father to get to the main road and then take a tricycle to reach the city’s public high school.

She said that she may not have lived a luxurious life, like living in a comfortable house or riding in a car just like some of her well-off classmates and schoolmates, but she is happy with her simple and poor life.

“Masaya ako dahil puno ng pagmamahalan ang aming pamilya. Pinapahalagahan ko din ang sakripisyo ng aking ama para sa aming sampung anak niya (I am happy because love abounds in our family. I also appreciate my father’s sacrifices to provide for all of us his 10 children),” she said.

Help through Pantawid Pamilya

Arlyn’s family is a beneficiary of the Pantawid Pamilyang Pilipino Program.

Pantawid Pamilya is a human development program that invests in the health and education of poor families, primarily those with children aged 0-18. It provides cash grants to partner-beneficiaries who comply with the conditions of sending their children to school, bringing them to health centers for checkups, and attending the monthly Family Development Sessions (FDS).

In 2013, the DSWD expanded the coverage of Pantawid Pamilya to include the 15-18 age bracket to ensure that the children-beneficiaries will graduate from high school, and have a higher rate of employability.

Arlyn, together with her two other siblings are covered by the program.

She said that the P500 cash grants she receives monthly as well as the P300 received by each of her two siblings helped them meet their daily expenses, such as their school allowance, school supplies, and uniform.

“Nakatulong ang programa sa akin para maging valedictorian (The program has helped me be the valedictorian of our class),” she enthused.

Proud to be a sacada’s daughter

For Arlyn, there is great pride in being a sacada’s daughter.

“Bilang karga tapas sa tubuhan, tinitiis ng aking ama ang bigat ng trabaho pero kinakaya niya, at sa gabi ay nag-aararo pa para lang matugunan ang aming mga pangangailangan (As a `karga tapas’ in the sugarcane field, my father endures gruelling manual labor, yet he even plows the farm at night to sustain the whole family’s needs),” she narrated.

Now that she finished high school, Arlyn is a step closer to her dreams of uplifting her family’s condition.

“Gaya ng pangako ko sa aking sarili, susuklian ko ang mga sakripisyo ng aking ama. Kaya po ako ay nag-aral ng mabuti (I promised myself that I will repay my father’s sacrifices. This is why I studied hard),” she said.

If given an opportunity, Arlyn wants to be an engineer or a teacher. She promised that when she gets a job and gets her first salary, she wants to buy a carabao for her father so he could finally own one and not borrow from neighbors anymore.

During her valedictory speech, Arlyn told her parents how lucky she is to have them and how thankful she is to them for making sure that she would graduate from high school. Her parents only finished elementary education.

“Sa kabila ng kahirapan, huwag tayong mawalan ng pag-asa. Ipagpatuloy nating mangarap at magsumikap dahil magbubunga rin ang ating pagpupunyagi (Despite poverty, we should not lose hope. Let us keep on dreaming and continue working hard because it will definitely pay off in the end),” Arlyn stated as she proudly stood on the stage wearing her white academe gown.

Recognizing the likes of Arlyn who graduated with honors, DSWD Secretary Corazon Juliano-Soliman stressed, “Pinatunayan ng mga benepisyaryo na nagsipagtapos ng high school sa taong ito, at ang iba ay nagkamit pa ng honors, na hindi hadlang ang kahirapan upang makamit ang tagumpay. Ang kaunting tulong mula sa gobyerno ay napayabong nila upang mapabuti ang kanilang katayuan sa buhay (Those who graduated from high school this year, others even graduating with honors, have proven that poverty is not a hindrance towards achieving success. They were able to make good use of the little help from government).”

BSP allows Unit Investment Trust Funds with unit-paying feature

In line with the thrust of the Bangko Sentral ng Pilipinas to institute reforms that will take advantage of investment opportunities while ensuring market order, both of which are expected to accrue to the investing public, the Monetary Board in its meeting held on 8 April 2015, approved the amendment of the Unit Investment Trust Fund (UITF) regulations to allow for a unit-paying feature that will provide non-guaranteed stream of income to participants.

The unit paying UITFs will invest in various income-generating securities and upon determination of the trust entity shall give out the income in its equivalent units, for automatic redemption. The income distribution shall come from cash dividends or coupon/interest earned and received from these investment outlets. However, income distributions are not guaranteed and will be determined by the trust entity in accordance with the plan rules. Further, such income distribution will decrease the net asset value of the fund, and consequently, a decline in the net asset value per unit (NAVPu) similar to the effect of dividend declaration on stock prices.

Previous to this, UITF regulations do not allow for the distribution of income to the participants, as income earned is automatically reverted back to the fund and the same may only be realized by the investors upon redemption of their participations to the UITF.

This initiative offers several advantages that will ultimately benefit the investing public and the UITF market. In particular, the unit paying UITF will enable the investor to enjoy the fruits of his investment without actually the need to redeem his actual principal investment. Also, the same is expected to expand the investment choices of the investor, thereby allowing him more opportunities for diversification.

Dasmarinas City commends Roxas for inspiring local youth

For serving as an inspiration and a role model for the honor graduates of the city of Dasmarinas, Interior and Local Government Secretary Mar Roxas received a commendation from the people of Dasmarinas City, Cavite through their Mayor Jennifer Austria-Barzaga on Friday.

Part of the commendation reads:

"It is beyond doubt that your commendable scholastic accomplishments at the Ateneo de Manila University and at the Wharton School of Economics at the University of Pennsylvania and your exemplary professional achievements as a public servant for having been a Congressman and a Senator as well as a Cabinet Secretary of three consecutive Administrations have inspired the honorees to not only be the best but to always get better."

During the 16th Gawad Karangalan ng Lungsod ng Dasmarinas held at the Ugnayang La Salle in De La Salle University-Dasmarinas, Roxas presented plaques of appreciation to 85 tertiary honor graduates in recognition of their academic excellence.

"Nasa kamay ninyo ang kagandahan, ang kabutihan, at ang magagandang development ng Dasmarinas," Roxas told the honor graduates.

In his message, Roxas also shared with more than 600 honorees, including post-graduate ones, bar and board passers, and scholars his deliberate, programmatic, and sustained approach in achieving success in all kinds of endeavor.

Deliberate means "hindi bara-bara, hindi patsamba-tsamba;" programmatic means "hindi kanya-kanya;" and sustained means "hindi ningas-cogon; hindi photo opp lang."

Gawad Karangalan ng Lungsod ng Dasmari?as started in 1999 under the administration of then Mayor Elpidio F. Barzaga, Jr. and has since given recognition to more than 12,000 Dasmarineno honor graduates.

This year, 1,330 Dasmarineno honorees received cash incentives amounting to P2.405 million in total.

"Parati po nating alalahanin na marami ang tumulong. Nariyan ang mga local officials, ang mga magulang na nagtrabaho, na nagsakripisyo para maibigay ang magandang buhay," Roxas added.

According to him, this is a way by which local government units can incentivize and encourage the youth to serve as role models for communities.

"Kung pwede, gagawin ko itong programang ito sa buong bansa," he said in his speech.

In the ceremony attended by roughly 1,500 participants, Roxas was joined by Dasmarinas City Lone District Rep. Elpidio F. Barzaga, Jr., City Mayor Jennifer Austria-Barzaga, Vice Mayor Valeriano Encabo, local DILG officials, and members of the Sangguniang Panlungsod, and the Sangguniang Panlalawigan.
