Forecast:

The regions of Cagayan Valley, Cordillera and Ilocos will experience cloudy skies with light to moderate rains and thunderstorms. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

LUNGSOD NG LUCENA, Abril 1 (PIA) — Tinatayang mahigit 5, 000 mga mangrove propagule o bakawan ang itinanim ng Clean and Green Team kasama ang City Agriculturist Office sa baybaying ilog ng baranggay Cota ng lungsod na ito. 



Nakilahok din sa naturang programa ang iba't-ibang sektor sa lungsod kabilang ang mga TODA, Urban Poor Associations at Parents Teachers Association Federations.



Nakiisa rin ang mga reservist ng Armed Forces of the Philippines, mga kawani ng lokal na pamahalaan gayundin ang sangguniang panlungsod.



Ayon kay City Administrator Anacleto Alcala Jr., ang pagtatanim ng mga bakawan sa tabing ilog ay kaugnay ng Twin Reivers Resucitation na programa ng pamahalaang panlungsod na naglalayong maproteksyunan ang lungsod sa anumang uri ng kalamidad.



Dagdag pa nito na ang nasabing programa ay bahagi ng Kalikasan Festival ng lungsod na naglalayong maipalaganap ang kahalagaan ng pangangalaga sa kapaligiran.

LUNGSOD NG LUCENA, Quezon, Abril 1 (PIA) — Mahigit 8,000 kababaihan na miyembro ng Kalipunan ng Liping Pilipina (KALIPI) mula sa iba't ibang bayan ng lalawigan ang nagtipon-tipon kamakailan bilang pagdiriwang ng Buwan ng Kababaihan.



Ang panlalawigang pagdiriwang na may temang “Babaeng Quezonian, Kaisa sa Pagtataguyod ng Pamilya at Lipunan” ay pinangunahan ni Unang Ginang Anna Villaraza-Suarez.
 

Sa kanyang mensahe, sinabi ni Suarez na bilang mga ina ng tahanan ay walang sandali na hindi nila inilaan sa pamilya ang kanilang sarili at panahon kaya marapat lamang na bigyan ng araw ang mga sarili bilang isang ina at bilang isang babae.
 

“Ang pagmamahal sa pamilya ang inspirasyon namin ni Gov. Jay-Jay Suarez sa pagpaplano at pagpapatupad ng mga programa at polisiya para sa ating lalawigan. Kasama ninyo kami sa pagbibigay ng maayos na kalusugan, magandang edukasyon, ligtas na kapaligiran at pamilyang punong-puno ng pagmamahal sa mga anak sapagkat ang ating mga programa ay palagi nakasentro sa pamilyang Quezonian,” pahayag ng Unang Ginang.
 

Iniulat din ng Unang Ginang ang mga programang ipinatutupad ng pamahalaang panlalawigan.



Kabilang sa mga programang ito ang supplementary feeding program sa mga Day Care Children, pamamahagi ng mga Salter Weighing Scale at Height Board sa mga Barangay Health Center, Gulayan sa Bakuran, pagpapalakas sa mga Barangay Nutrition Scholars at serbisyong ipinagkakaloob ng Quezon Women’s Health Center.



Ilan naman sa mga programang inilaan para sa edukasyon ang pagpapagawa ng mga karagdagang Day Care Centers, pamamahagi ng mga innovative instructional materials at mga scholarships sa ilalim ng Serbisyong Suarez Scholars.
 

Kasabay ng naturang pagdiriwang, pormal ding inilunsad ng Unang Ginang ang "Food Cart Ni Juana," ang pinakabagong livelihood project para sa kababaihan ng lalawigan na naglalayong magbigay ng karagdagang pagkakakitaan.



Ang mga mapapagkalooban ng food cart ay sasailalim sa entrepreneurship at marketing training, business management, product development at good manufacturing practices training.

1. DTI to hold EU GSP+ info campaigns in Calabarzon

CALAMBA CITY, Laguna, April 2 (PIA) — The Department of Trade and Industry (DTI) will conduct information sessions regarding the European Union’s Generalized System of Preferences Plus (EU GSP+) to enable more businesses in the region to understand and how to benefit from the scheme.

The EU GSP+ allows beneficiary countries to export more than 6,000 products to the 28-member EU trade bloc at zero tariff for 10 years.


Assistant Secretary Ceferino S. Rodolfo of the DTI’s Industry Development Group said that Philippine businesses must be assisted so they would know the rules of origin requirements and to hurdle other barriers such as product standards.
 

According to the DTI, the Philippines is the only country in Southeast Asia to qualify for the EU GSP+ scheme.
 

Key Philippine products to benefit from the EU GSP+ are animal and vegetable fats and oils; chemicals; coconut and marine products; footwear; furniture; garments; headwear; prepared food; processed fruit; textiles; and umbrellas.

2.  30K Pantawid Pamilya child-beneficiaries graduate from high school

CALAMBA CITY, Laguna, April 2 (PIA) — At least 30, 000 children-beneficiaries of the Pantawid Pamilyang Pilipino Program all over the Calabarzon (Cavite, Laguna, Batangas & Rizal) region graduated from high school this end of the school year.

The newly graduated students belong to the first set of children-beneficiaries of the program supported for their high school education. 

Of the total graduates, more than 9,000 are from Batangas, 4,000 from Cavite, 10,000 from Quezon, 4,000 from Laguna and at least 3,000 are from Rizal. 

At least 70, 000 children-beneficiaries, meanwhile, graduated from elementary. The said graduates will be supported by the program until they finish high school or reach at least 18 years old. 

According to the Department of Social Welfare and Development (DSWD), the Pantawid Pamilya Pilipino Program, expanded its coverage last year to support children until they reach 18 years old or until they finish high school.

A cash grant of P500 is given mothly to each beneficiary enrolled in high school while elementary beneficiaries receive a P300 cash grant monthly.

The said expansion, according to DSWD, also supports the Department of Education’s K+12 curriculum and acknowledges that high school graduates have better opportunities in terms of employment and helping their respective families.

3.  Batangas eyed as production site of Taiwan-based electronics manufacturer

CALAMBA CITY, Laguna, April 1 (PIA) — Taiwan-based electronics company New Kinpo Group (NKG) said its newest factory in the Philippines will serve as the main production base for its consumer electronic products such as calculators and keyboards.

NKG's Chief Executive Officer Simon Shen said that the group invested Php 1.4-B (USD 31.5-M) last year to build the new factory in Malvar, Batangas which started operations last month under the Kinpo Electronics Inc.—one of NKG's subsidiaries.

Shen added that the group is already planning for expansion this year that will eventually employ 4,000 to 6,000 workers.

NKG and its subsidiaries produces consumer electronic products such as calculators, printers, 3D printers, external hard disc drives, modems, and motherboards for HP, Toshiba, Western Digital, and Casio brands.

The Taiwan-based company is also engaged in the manufacture of ight-emitting diode (LED) lighting and smart grid solutions through AcBel Polytech Inc. It also manufacture handsets, printers, and liquid crystal display (LCD) televisions through another subsidiary, CalComp Electronics and Communications Corporation.

4.  DTI pushes Competition Law to balance opportunities for MSMEs

CALAMBA CITY, Laguna, April 1 (PIA) — Department of Trade and Industry (DTI) Secretary Gregory L. Domingo has called for the speedy ratification of the Competition Law containing penalty stipulations based on the size of the erring company.

House Bill No. 5286 is now on second reading at the House of Representatives, while its counterpart bill in the Senate has already been approved on third reading.

Domingo said the past measures liberalizing key economic sectors need to be reinforced by policies that safeguard competitive conditions.

“A competition law will level the playing field especially for micro, small, and medium firms that are at a disadvantage in the market place in reference to competing with the big firms. There is a need to provide equal opportunities to all to promote entrepreneurial spirit, encourage private investments, and facilitate technology transfer,” Domingo said.

The proposed measures in both Houses of Congress will create an independent commission tasked to implement the competition law.

“The mandate of the DTI is two-edged: to promote business and at the same time regulate it. A competition law will add coherence and balance to the market,” he said.

“Making penalties proportional to the size of the erring firm will ensure that it will curb uncompetitive practices and at the same time will secure that it is not become confiscatory to the point of killing and discouraging small businesses,” he added.. (Charlie S. Dajao/DTI Calabarzon, DTI-KMIS)

Bandang alas-11 ng umaga nang duamating si Aquino sa pantalan at malugod siyang tinanggap nina Batangas Port General Manager Atty. Leopoldo Biscocho , MARINA Administrator Maximo Mejia Jr. at Batangas City mayor Eduardo Dimacuha.

Unang ininspeksyon ng Pangulo ang passengers help desk saka ito tumuloy sa ticketing booths, passenger baggage screening counters at passengers waiting lounge.

Isinagawa din nito ang pag-inspeksyon sa isang outrigger banca na nakahimpil sa may pantalan upang siguruhin na sumusunod ito sa tamang proseso lalo na ang kaligtasan ng mga pasahero.

Parehong isinagawa ang inspeksyon sa passenger terminal 2 at 3 bago tumuloy ang Pangulo sa tatlong bagong gawang ramps sa harap ng passenger terminal 1.

Aniya, natutuwa siya sa paghahanda ng Batangas Port sa pagdating ng Semana Santa at wala siyang anumang napansin na maaaring punahin sapagkat "satisfied" siya sa paghahandang ginawa dito.

2.  Tagalog news: Most Innovative School Project, kinalala sa Batangas City

LUNGSOD NG BATANGAS, Abril 1 (PIA) — Tinanghal bilang "Most Innovative Environmental School Project" para sa taong ito ang proyektong DAGHIT (Dagsa man kung turingan, Hindi naghadlang, Ito’y may kapakinabangan din) ng paaralang elementarya ng Parang Cueva dahilan upang makamit nila ang premyong P75, 000 at Gintong Pangarap Trophy.

Sinabi ni Froilan Grate, Pangulo ng Mother Earth Foundation (MEF), unanimous ang naging desisyon ng mga evaluators sa pagpili sa naturang eskwelahan.  

Naiiba aniya ang proyektong DAGHIT dahil natugunan nito ang problema ng kanilang baranggay ukol sa mga basura.

“Ito rin  ay sustainable at malaki ang impact sa komunidad kung kaya’t ginawa itong ehemplo ng mga residente ng barangay kung saan ginawa nilang kapaki-pakinabang ang mga basurang naanod ng bagyo at iba pang kalat na matatagpuan sa tabing dagat,” pahayag ni Grate.

Dagdag pa nito na sa lungsod lamang na ito mayroon ganitong proyekto. Patunay aniya ito ng magandang ugnayan ng pamahalaang lokal at ng Department of Education.

Samantala, nakuha naman ng Tabangao Elementary School ang ikalawang pwesto sa proyekto nitong The Green Battle habang ikatlong pwesto naman ang Kapit Bisig Kabataang Eco-Builders Para sa Kalikasan na proyekto ng Bolbok Elementary School.

Sinabi ni Imelda Fulgencoi ng Nicolette's Bag & Fashion, isa sa mga tagapagsanay ng nasabing seminar, magandang gawing negosyo ang buri palm sapagkat maliit na puhunan lamang ang kailangan sa pagsisimula nito.
 


Ilan sa mga itinuro ni Fulgencio ay ang bag making pattern making, designing, assembling, pagpili ng tamang materyales gayundin ang epektibong pamamaraan ng pagbebenta nito.


Mayaman aniya ang bansa sa ibat-ibang natural resources kung kayat ang kailangan lamang ay magsaliksik sa mga produktong maaring gamitin. Ang buri ay matatagpuan sa island barangays ng naturang lungsod.

Hinimok ni Mayor Jun Ynares ang mga aakyat deboto na pangalagaan nila ang kani-kanilang basura habang sila ay naglalakad patungo sa naturang pilgrimage.

“Hinihingi ko po kooperasyon ng publiko na mapanatili ang kaayusan at kalinisan habang ginugunita natin ang Mahal na Araw,” pahayag ni Ynares.

Tinatayang milyong katao ang inaaasahang tutungo sa simbahan ng Antipolo.

Kaugnay nito, hinimok din ng lokal na pamahalaan ang mga aakyat na mga deboto na magdala ng reusable bags kung saan maari nilang ilagay ang kanilang mga basura.

Base sa rekord, ang mga upos ng sigarilyo, food packaging materials, plastic bags, bote ng sofdrinks, cups at straws ang kadalasang mga basura na itinatapon ng mga sumasama sa “Alay-Lakad” noong mga nakalipas na taon.

Malacanang welcomes US' support in pushing West Philippine Sea claim
The Palace welcomed the support from the US after an American navy official said the US military is ready to respond to threats by China in the Asia Pacific region.

“Lahat naman po ng nag-aalay ng suporta ay malugod nating tinatanggap at napatunayan na po sa mga nakaraang pagkakataon na ang Estados Unidos ay isa sa mga kaibigang bansa ng Pilipinas na nagbibigay ng kongkretong suporta at nakita po natin ito noong tayo ay dumaan doon sa mga hamon ng Typhoon Haiyan o ‘Yolanda’ at ng iba pang mga naunang kalamidad,” Presidential Communications Operations Office Secretary Herminio Coloma Jr said in a radio interview Sunday.

Asked to comment whether the Philippine government considers China’s building of structures in the West Philippine Sea a threat, Coloma insisted that all claimants must observe the status quo until maritime entitlements are resolved.

The country’s position is the crafting of a binding Code of Conduct in West Philippine Sea to ease the tension in the contested territory, Coloma told dzRB Radyo ng Bayan.

“Sa bahagi ng lahat ng mga bansang mayroong maritime entitlement claims sa South China Sea o West Philippine Sea, ang panawagan natin ay dapat na magkaroon muna ng malinaw at maipatutupad na Code of Conduct,” he said.

China’s so-called reclamation activities that lead to the constructions of permanent structures are contrary to the Philippines’s basic principle, he added.

“Dahil hindi pa naman nareresolba ang mga maritime entitlement claims, hindi dapat na nagkakaroon ng mga ganyang aktibidad, at malinaw din po ang ating pahayag na ang posisyon ng Pilipinas ay para sa mapayapa at diplomatikong pagturing sa mga usaping katulad ng inyong nabanggit.”

Admiral Harry Harris of the US Pacific Fleet said his country is prepared to respond to threats against the security and stability of the Asia-Pacific region in the face of China’s undisputed land reclamation in the West Philippine Sea.

He said the US will act on threats against its national interests as well as its allies from a position of strength.

China claims most of the sea and its coral reefs, rocks and sandbars competing with other claimants such as the Philippines, Vietnam, Malaysia, Brunei and Taiwan.

Aside from pushing for an enforceable Code of Conduct, the Philippines has filed an arbitration case in the international tribunal. China opposed the move saying it will not participate in the arbitration being spearheaded by the Philippines. PND (as)

Philippines backs United Nations iniative in raising safety awareness against disasters
Malacanang said it supports a United Nations initiative raising awareness on disasters to make vulnerable communities much safer.

UN Secretary General Ban Ki-Moon and United Nations Office for Disaster Risk Reduction head, Margareta Wahlström, have urged disaster-prone countries like the Philippines to make "disaster risk reduction" a household word.

In a radio interview on Sunday, Presidential Communications Operations Office Secretary Herminio Coloma said such an initiative is already being done by the Aquino administration.

Disaster risk reduction has been the priority of the Aquino government and has incorporated it in the pillars of its Philippine Development Plan.

“Kaya nga po hanggang sa pinakamataas na antas ng pamamahala, mayroon po tayong climate change Cabinet cluster na binubuklod lahat ng mga ahensya na mayroong responsibilidad para harapin ‘yung mga hamon ng climate change mitigation and adaptation,” Coloma told dzRB Radyo ng Bayan.

Among the government agencies involved in the initiative include the Department of Environment and Natural Resources, and the Climate Change Commission.

The President heads the Climate Change Commission and is being supported by Secretary Lucille Sering, its vice chairperson.

“At sa loob po ng administrasyon ni Pangulong Aquino ay nakapaglatag na po tayo ng pambansang istratehiya para harapin ang mga hamon ng climate change adaptation at mitigation, at ito po ang pinanggagalingan ng mga programa sa disaster risk reduction and management ng ating bansa,” Coloma explained.

The government has also implemented the National Disaster Risk Reduction and Management Act of 2010, he said noting that the Aquino government is the first administration to implement such law.

One of the law’s provisions is the conduct of review of government initiatives after five years with a main objective of creating a national organization and infrastructure for disaster risk reduction, Coloma stressed.

The President heads the hierarchy of responders from national to local levels to get everyone involved, according to Coloma.

The objective is to inculcate a culture of safety to communities and make them more disaster-resilient during calamities, he noted. PND (as)

'War crime' Designations for media killings must be studied, says Palace
Designating media killing as war crime must be studied thoroughly the Palace said on Sunday underscoring it has not changed its resolve in protecting journalists.

“Sa pagiging ‘war crime' ng media killing...ay kailangan po sigurong isailalim pa ito sa masusing pag-aaral,” Presidential Communications Operations Office Secretary Herminio Coloma Jr said in a radio interview.

“Hindi naman po ito makukuha lamang sa isang pagturing lang, dapat po siguro ay mas malalim na pagturing,” he said over dzRB Radyo ng Bayan.

Coloma reiterated that the Aquino government adheres to the principle of recognizing press freedom and will do everything to ensure the safety of journalists in doing their jobs.

The Palace official condemns all attacks against media practitioners acknowledging the importance of the life of every individual.

“Mahalaga po ang buhay ng bawat mamamahayag at nais pong magbigay ng proteksyon ang ating pamahalaan sa paggamit ng kalayaan ng pamamahayag,” he said.

And whenever an attack is committed against media men, Coloma said the government will swiftly respond to it to ensure that perpetrators are brought to justice.

The National Press Club of the Philippines said it welcomes the proposal of Associated Press president Gary Pruitt to classify the killing of journalists and media workers as "a war crime." PND (as)

President Aquino calls on people to be one in building a peaceful country
President Benigno S. Aquino III joined the celebration of Easter on Sunday, calling on the people to be one in building a country that is peaceful, full of opportunities, free from corruption, and devoted to God.

In his Easter message, President Aquino reminded that strong faith and choosing to do what is right help people in their daily struggles in life.

“Katulad ito ng pinagdaanan ng ating bayan: Sa mahabang panahon, nagpasasa ang iilan sa butas-butas na sistema, walang tiwala ang mamamayan sa kanilang pamahalaan, at mababa ang pagtingin ng mundo sa ating bansa. Subalit hindi nagpatalo ang sambayanan. Pinagsama-sama nila ang kanilang tinig, at nagpasyang tahakin ang tuwid na landas,” the President said.

He attributed the resurgence in the economy, which has led to the country’s transformation from being the Sick Man of Asia to Asia’s Rising Tiger, to the people’s trust and support.

“Narating natin ang lahat ng ito dahil sa inyong suporta at pagtitiwala. At habang nananatili kayong tagapagbigay ng lakas, maaabot natin ang mas matatayog pang pangarap,” he said.

He however warned that there are those who would seek to discredit the administration, despite its numerous successes.

"Asahan na rin ninyo: Habang papalapit ang eleksiyon ay dodoble kayod ang mga gustong maghasik ng pagdududa at sirain ang tiwala natin sa isa't isa," he said.

The President further noted that the country is at the crossroads regarding the talks to bring lasting peace in Mindanao.

“Magpapadala ba tayo sa galit at takot, o pipiliin nating tapusin ang siklo ng kahirapan at karahasan sa Mindanao?” he asked.

He said that so long as the people continue to trust the government and shun corruption, they could make the country’s transformation permanent.

“Sa pagbubunyi natin sa pagbabalik ni Kristo, at sa pag-alala natin sa mga nakamit nating tagumpay, magkakaroon tayo ng lakas na ituloy ang ating laban. President Aquino inspects Batangas Port as Holy Week break begins
President Benigno S. Aquino III inspected the Batangas Port Passenger Terminal on Wednesday as the Holy Week vacation began.

President Aquino arrived at the pier at about 11 a.m. and was received by Batangas Port General Manager Leopoldo Biscocho and MARINA Administrator Maximo Mejia, Jr.

Upon arrival, the President inspected the passenger’s help desk, before proceeding to the ticketing booths, passenger and baggage screening counters, and passenger’s waiting lounge.

He then inspected an outrigger banca docked in the pier berth located in front of the passenger’s waiting lounge. He also boarded and inspected a RORO vessel docked at the port.

The President toured both passenger terminals 1 and 2.

In an interview granted to the press following the inspection, the President expressed his satisfaction over the preparations being done by port officials and employees.

“So far, wala akong nakikitang dapat bigyan ng dagdag na pansin,” he said.

He said he was particularly satisfied with the complete set of life vest he saw at the outrigger banca and the equipment of the Fastcat ferry.

“Iyong Fastcat, nakaka-impress naman ang kanilang equipment, tapos ang investments na gagawin, a fleet eventually of 30 that looked to be very modern. The passengers were all smiling. Nobody approached me with any complaint,” he said.

Meanwhile, the President said that all concerned government agencies have also been preparing for the onslaught of Typhoon Chedeng, which is projected to enter the Philippine Area of Responsibility on Wednesday night.

He said National Disaster Risk Reduction and Management Council Chief Alexander Pama is on top of the situation.

“He (Pama) is a self-starter. Hindi na kailangang sabihin kung ano ang kailangan niyang gawin. I'm sure he already has the answers to questions that I am still formulating,” he said. PND (jb)

President Aquino says he will monitor Typhoon ‘Chedeng’ from Bahay Pangarap
President Benigno S. Aquino III said he will check the progress of Typhoon Chedeng, as it enters the country’s area of responsibility on Wednesday night or early Thursday.

In an interview in Batangas City on Wednesday, the President said he would probably stay at Bahay Pangarap in Manila late this week if the typhoon hits the country.

"But if there is something that needs my attention, then I will be at the NDRRMC (National Disaster Risk Reduction and Management Council) at Camp Aguinaldo," he told reporters when asked where he would be monitoring the typhoon.

President Aquino assured that other concerned government agencies, among them, the Department of Public Works and Highways (DPWH) and the Department of Transportation and Communications (DOTC), are closely watching Typhoon Chedeng and are ready to be mobilized once the typhoon strikes.

The DOTC is keeping an eye on ships leaving the ports, he said, adding that the department will prevent them from sailing once Public Storm Warning Signal Number 1 is declared anywhere in the country.

The President further reported that the Department of Social Welfare and Development (DSWD) has begun prepositioning food packages and relief goods, especially for Isabela and Quirino.

"The DPWH, I'm sure, will also preposition equipment, for instance, kung tatamaan ang Cagayan Valley, baka the eye will pass the area,” he said, noting that Public Works and Highways Secretary Rogelio Singson and other Cabinet members need not be pushed to do their jobs.

As for Cabinet members who are planning to take their vacation, the President said he hopes they would think twice and instead double their efforts in making the necessary preparations as the country gears up for the typhoon.

On the likelihood of Typhoon Chedeng becoming a super typhoon, the President said he got word from Science and Technology Secretary Mario Montejo that it is almost a super typhoon but it is expected to weaken before entering the Philippine Area of Responsibility and making landfall between Aurora and Isabela, which is expected on Saturday.

President Aquino said Secretary Montejo has not yet recommended that a meeting be called regarding the government's response and preparations, noting that the regular NDRRMC meeting would suffice at the moment.

He said the DOST chief assured him that he would get updates on the status of the typhoon. PND (as)

President Aquino makes rounds of seaport, airport, bus terminals
President Benigno S. Aquino III made the rounds of seaport, airport and bus terminals on Wednesday to ensure safe travel as Filipinos trooped to the provinces for the Holy Week break.

After inspecting the Batangas Port Passenger Terminal on Wednesday morning, the President proceeded to the Ninoy Aquino International Airport (NAIA) Terminals 1 and 3 to assess preparations for the influx of people as well as ongoing renovation works in the airport.

Arriving at NAIA Terminal 3 at about 1:51 p.m., President Aquino was met by Director General of the Civil Aviation Authority of the Philippines retired Lt. Gen. William Hotchkiss III, Manila International Airport Authority General Manager Jose Angel Honrado, and NAIA Terminal 3 Manager Engineer Octavio Lina.

Also there at the terminal’s departure area were the mascot of the Philippine National Police (PNP) and reigning Mister International Philippines, Police Officer 2 Mariano Flormata, Jr. of the PNP’s Aviation Security Group.

As he was being briefed by Honrado, the President inspected Cebu Pacific Air’s check-in counters for departing passengers, as well as the X-ray machine at the final security check at the departure area.

President Aquino proceeded to the Dignitaries' Lounge, where he viewed the runway, and the adjacent Presidential Lounge. Both rooms were newly constructed.

The President then proceeded to NAIA Terminal 1’s departure area at about 2 p.m., inspecting the X-ray machine areas, check-in and immigration counters, the arrival area, and the conveyor system.

He was accompanied by Transportation and Communications Secretary Joseph Emilio Abaya, Public Works and Highways Secretary Rogelio Singson, Manila International Airport Authority General Manager Jose Angel Honrado, and Metropolitan Manila Development Authority Chairman Francis Tolentino.

When asked by members of the Malacañang Press Corps if he was satisfied with the preparations made by both Terminals 1 and 3 for the Holy Week exodus, the President said more could be done.

"Hindi ko puwede sabihin satisfied ako. Siyempre, we are imperfect beings, we can always strive for perfection," he said.

Asked to comment on the ongoing work at Terminal 1, the President said there was a commitment to complete the renovation work in May or June.

He said destroying the entire building and building a new one would have taken several years.

"We need it for APEC (Asia-Pacific Economic Cooperation), especially this year, tapos ‘yung Pope’s visit," the President said, adding that a new terminal would be a big help in boosting tourist arrivals from 5 million last year to 10 million next year, as planned.

From the airport, the President Aquino continued his inspection, visiting the JAM Liner bus terminal along EDSA in Kamuning, Quezon City, where he was welcomed by JAM Liner Operations Manager Jose Aguilo and Terminal Manager Noel Tionco.

Aguilo and Tionco informed the President of the bus company’s iBus technology.

According to the JAM Liner website, the iBus is an advanced passenger information technology with a Global Positioning System (GPS) that provides passengers helpful information on their travel, including up-to-the-minute news, entertainment, and WiFi connectivity.

President Aquino inspected two buses equipped with the new technology installed by the Land Transportation Franchising and Regulatory Board and then proceeded to the ticketing office and passenger’s waiting lounge. He also spoke to some passengers at the terminal. PND (ag/as/jm)

President Aquino urges vehicle owners to follow policy on use of license plates
President Benigno S. Aquino III has vowed to implement the law on the use of license plates, advising car dealers and owners to release and attach the plates to vehicles to avoid being apprehended.

In an interview in Batangas City on Wednesday, the President said the government has already been able to remedy the concerns on the license plate backlog.

"Pero 'yung backlog, ginawang dahilan para hindi kunin ng mga dealers 'yung plaka sa LTO (Land Transportation Office). Kapag hindi kinuha 'yung plaka, ‘registered no plate available’ ang ilalagay, exempted sa ating odd-even scheme," he said.

The implementation of the government policy on car plates is a way of reminding private car owners to attach their plates on their vehicles, he said.

The President noted that two weeks ago, vehicle dealers finally got the plates from the LTO, so there is no reason for car owners not to have new plates on their cars.

"So wala nang dahilan na dapat hindi mo ikabit 'yung ‎plaka mo. Siguro kung lahat may sakripisyo doon sa odd-even scheme, kasama ka rin naman dapat doon sa nagsasakripisyo," he said.

Motorcycle owners are likewise covered by the government's strict policy on license plates, he said, adding there is also a huge backlog on motorcycle plates.

Transportation and Communications Secreatry Joseph Emilio Abaya clarified that it is not a "no plate, no travel" policy but a "no registration, no travel" one.

“We are just bringing back the enforcement of the law‎. No unregistered vehicle should be plying our streets," Abaya told reporters who accompanied the President during his inspection of NAIA Terminal 1. PND (as)

Ngayong araw, ipinagdiriwang natin ang tagumpay ng dakilang pag-ibig ng ating Panginoon laban sa kamatayan at kasalanan. Tinatawag natin itong Pasko ng Pagkabuhay: Sa pagkamatay at muling pagbangon ni Kristo, natubos ang ating mga kasalanan, at nagbukas para sa atin ang pintuan ng langit.

Ipinapaalala nito na anuman ang sakripisyo at pasakit na ating pagdaanan, kung mananatiling matibay ang ating pananampalataya, at patuloy nating pipiliin ang tama, mapapasaatin ang buhay na walang hanggan.

Katulad ito ng pinagdaanan ng ating bayan: Sa mahabang panahon, nagpasasa ang iilan sa butas-butas na sistema, walang tiwala ang mamamayan sa kanilang pamahalaan, at mababa ang pagtingin ng mundo sa ating bansa.

Tuwing Semana Santa, hinihimok tayong pagnilayan ang walang-hanggang pagmamahal ng Panginoon, ang pagmamahal na dumaig sa pang-aalipusta, nagwaksi ng tukso, at di-inalintana ang pagdurusa, upang isalba sa kasalanan ang sanlibutan.

Isipin po ninyo: Sa kabila ng lubos na kapangyarihang iligtas ang sarili sa kapahamakan,pinili ni Hesukristong magpakumbaba bilang tao, at ialay ang sariling buhay. Pinasan niya ang matinding kalbaryo upang maging bukal ng kaligtasan, at ilapit tayo sa Kaharian ng Diyos-Ama. Ayon nga po sa Aklat ni San Juan, Kapitulo 3, Bersikulo 16: “Gayon na lamang ang pag-ibig ng Diyos sa sanlibutan, kaya ibinigay niya ang Kanyang bugtong na Anak, upang ang sinumang sumasampalataya sa Kanya ay hindi mapahamak, kundi magkaroon ng buhay na walang hanggan.”

Ito nga po ang nagsisilbi nating gabay sa pagtataguyod ng bansang nakatuon hindi lang sa kapakanan ng mga Pilipino ngayon kundi maging ng mga susunod pang henerasyon. Tinatawag tayong gawin ang lahat ng ating makakaya, upang maipamana ang isang lipunan na inuuna ang interes ng nakakarami bago ang sarili.

Gaya ng iniwang aral sa atin ni Santo Papa Francisco nang bumisita siya sa ating bansa, nakikita ang bakas ng presensya ng Panginoon sa pag-aalay ng habag at malasakit sa kapwa, lalo na sa mas nangangailangan. Makakaasa po kayo: Sa tuwid na daan, maigting nating sinusulong ang pagtatakwil sa anumang anyo ng katiwalian upang ihatid ang agarang benepisyo sa ating mga kababayan.

Ang hamon nga sa atin bilang mga tagasunod ni Hesukristo: Tumotoo tayo hindi lang sa salita, kung hindi sa gawa. Sa patuloy nating ambagan at pagkakaisa, sa gabay at pagmamahal ng Panginoon, tiyak na pagpapalain tayo ng kinabukasang tunay na makabuluhan sa bawat isa.

PRESIDENT AQUINO: Well, 'yung parang ina-advise ako ng spiritual adviser ko and others na religious community na nakausap natin to have time --- 'yung tinatawag na quiet time.

So far wala pa tayong quiet time. Siyempre 'yung headlines kaninang umaga does not induce one to have quiet moments ano. Pero at the end of the day, siguro pagmumuni-munihan ko 'yung 'di ba, some quarters have this intense hate that they have continuously exhibited. Siguro, I'll concentrate on praying for them.

Ni-lift po namin 'yan, sinuspend, and then we admitted that we had a backlog. May pagkukulang ang gobyerno so karapat-dapat lang na hindi ma-harass ang ating mga mamamayan. So, ngayon parang ni-reiterate lang lalo na sa private na sasakyan, nandyan na 'yung mga plaka nyo, kunin at ang pagkaintindi ko two weeks ago, biglang finally pinagkukukuha na 'nung mga dealer 'yung plaka. So wala nang dahilan na dapat hindi mo ikabit 'yung ?plaka mo. Siguro kung lahat may sakripisyo doon sa odd-even, kasama ka rin naman dapat doon sa nagsasakripisyo.

PRESIDENT AQUINO: Sorry, may dinagdag lang. Merong mga dealer na hindi nag-register 'nung kanilang mga sasakyan na ibinenta. Kung naalala niyo 'yung insidente 'nung Maserati?? ‘Yung kinaladkad 'yung MMDA na enforcer? Hindi ba lumabas e pinatakbo sa kalsada at walang pakialam na mag-rehistro. So ibinabalik lang natin sa tama. Ang trabaho ng Executive ipatupad 'yung batas.

Ms. Dela Fuente: So will actions be taken against these dealers po?

PRESIDENT AQUINO: I'm sure the actions are already being taken.

Ms. Dela Fuente: But for the long weekend sir, will there be considerations for those car owners na hindi pa po nakuha or sabihin na natin hindi pa na-release 'nung ---

PRESIDENT AQUINO: Well, 'yung pinag-uusapan namin kanina? kung pwedeng mabawasan 'yung abala lalo na kung sa atin nagmula 'yung problema. Pero sa tingin nga ng DOTC at LTO, mukhang natapos na nga 'yung backlog sa mga license plates.

So kung saka-sakali man, hindi porke't wala kang plaka pwede ka nang arestuhin 'di ba? Kapag ipinakita mong...Kung wala kang plaka, may OR at may CR ka ng rehistro mo, ?e hindi ka dapat molestiyahin na.

Ngayon ang tinatanong ko sa kanila paano naman 'yung tao na baka bumiyahe ng Norte kunyari Baguio, baka ilang beses masita? So ifa-finetune nila 'yung kanilang mga proseso para hindi maabala nga 'yung talaga namang nag-rehistro.

Pero siguro obligasyon naman namin na 'yung mga tao talagang hindi nag-rehistro, hindi lang naman kotse, pati motorsiklo e. Iyong motorsiklo ang laki rin ng backlog ang pagkaintidi ko sa pagre-rehistro, ay may obligasyon na 'di ba 'yung registration iyon ang pruweba na dumaan ka doon sa pagsusuri at sinertify (certify) na maayos ka rin sa paggamit ng ating mga kalsada.

So wala akong nakitang kasing batas na nage-exempt doon sa ?obligasyon mo na dumaan dito sa mga proseso.

Sabi niya: "Mr. President, Typhoon Chedeng's strength is almost super typhoon status but it is expected to weaken before entering the Philippine Area of Responsibility and making landfall between Aurora and Isabela, which is expected on Saturday. We will text regularly the weather update. If I may, sir, I would not yet recommend for you to convene a meeting. Sir, I believe the regular NDRRMC meeting would suffice. We'll regularly give update especially if conditions worsen than expected."

So ang reply ko sa kanya: "Please keep me posted especially as developments happen especially if they worsen."

So mabalik ko lang si Alex Pama is a very proactive guy. You can see naman the status of the Navy that --- all the improvements under his watch. He has already proven himself in the series of typhoons that have come since he has been appointed NDRRMC chief.

So, he has not even texted me today. Meaning, there is no problem that he can't handle. So, every department is expected to be prepared. DPWH is presently with me, DOTC is of course monitoring the weather lalo na dito may mga ships ano.

Kapag nag-storn signal number one, ni-raise na 'yan anywhere in the country, prevented na 'yung ships from sailing. 'Yung DSWD I'm sure has already prepositioned especially for Isabela and Quirino.

DPWH, I'm sure will also preposition equipment, for instance, kung tatamaan 'yung Cagayan Valley baka the eye will pass, Secretary Babes Singson, is again, and the other members of the Cabinet are --- normally are not --- we don't need to push them to do their jobs.

SEC. COLOMA: Kasipagan at pagpupunyagi - iyan ang tugon ni Pangulong Aquino at ng Gabinete sa pagpapahayag ng saloobin ng aming mga “Boss”, ang sambayanang Pilipino, sa pamamagitan ng mga pinakahuling public opinion surveys, Howie.

HOWIE: So, sa tingin ninyo ano kaya ang mga dahilan ng pagbaba ng kanyang satisfaction ratings?

SEC. COLOMA: Malaking bahagi nito ay hinggil doon sa naganap sa Mamasapano, Maguindanao noong Enero 25, Howie.

HOWIE: Pero naniniwala ba kayo na talagang bumaba ang ratings ng bawat ng Pangulo kapag halos patapos na iyong kanyang termino?

SEC. COLOMA: Kung tutunghayan iyong mga nakaraang karanasan, sa nakaraang administrasyon, ganyan nga ang lumalabas na pattern. Pero ang batid din natin, Howie, na ang mga ratings ay naka-ugnay sa mga headlines at sa mga nilalathala sa media na binabasa at inuunawa ng ating mga mamamayan. Kaya sa aming paningin ito ay media related sa malaking bahagi.

HOWIE: So gaano po ba kahalaga para sa Palasyo ang mga survey na ito?

SEC. COLOMA: Nagbibigay ito ng feedback para malaman ang saloobin ng mga mamamayan. At batay diyan sa feedback na iyan nalalaman namin kung saang mga areas dapat na dagdagan ang atensyon o baka meron namang na-o-overlooked at bigyan ng pansin para matugunan ang pangangailangan ng ating mga mamamayan.

Nais ko lang idagdag, Howie, na kahit naman bumaba iyong ratings ng Pangulo, mataas pa rin naman, ayon na rin sa iyong naiulat iyong bilang, mas mataas pa rin iyong bilang na nais siyang manatili sa kanyang puwesto, naniniwala pa rin sa kanyang liderato at nahihigitan nito iyong mga nagsasabing dissatisfied sila or that they prefer that he resign. At malaki ding porsyento ang undecided o ambivalent. Kaya para sa amin magandang pagkakataon ito na mag-reach out sa kanila, magpaliwanag at mapaunawa sa kanila ang mga ginagawa ng pamahalaan para sa kanilang kapakanan.

HOWIE: Nabanggit ninyo na may malaking factor dito sa survey results iyong Mamasapano, ano. Bilang isang uri ng feedback, pinag-iisipan ninyo kung ano pa iyong kulang niyang gawin para tumugon dito sa isyu na ito?

SEC. COLOMA: Mapapansin din, Howie, ‘no na may tatlong linggong pagitan iyong dalawang kilalang public opinion surveys. At itong pinakahuli, mas mataas ang naitalang satisfaction rating ng Pangulo. Kaya’t umaasa kami na sa pamamagitan ng pagpapaliwanag, pagpapalaganap ng tama at makatotohanang impormasyon ay lalong magpapaunawa sa mga mamamayan ang panig ng pamahalaan.

HOWIE: Sinasabi po ng ilang analysts na may epekto ang imahe ng Pangulo sa kanyang posibleng i-endorso para sa election 2016. Ano po ang masasabi ninyo rito?

SEC. COLOMA: Wala naman po kaming mindset hinggil diyan. Ang pokus ay tungkol pa rin sa mga reporma na dapat isagawa. Ang masasabi lang namin ay patuloy pa rin iyong determinasyon at commitment ni Pangulo na isalin hanggang sa susunod na mga administrasyon iyong prinsipyo ng mabuting pamamahala at iyong pagpapalakas sa ating mga pampublikong institusyon dahil mahalaga ito sa kinabukasan ng ating bansa. Hindi po natitinag iyong determinasyon na iyan. It goes beyond endorsement power. Ang mas mahalaga ay kung paano maipagpapatuloy at kung paano magiging permanante ang transpormasyon na naumpisahan na sa ilalim ng administrasyon ni Pangulong Aquino.

OPENING STATEMENT

President Aquino’s Easter Message and ‘Chedeng’ Updates

Bumabati po tayo sa ating mga tagapakinig at sa lahat ng mga kagawad ng Malacañang Press Corps ng isang maligayang Pasko ng Pagkabuhay sa inyong lahat. Ayon na rin po sa mensahe ni Pangulong Aquino—at ito po ang kanyang sinabi—“sa pagbubunyi natin sa pagbabalik ni Kristo at sa pag-alala natin sa mga nakamit nating tagumpay, magkakaroon tayo ng lakas na ituloy ang ating laban. Sama-sama nating pandayin ang isang Pilipinas na mas mapayapa at hitik sa oportunidad, tunay na malaya sa katiwalian, at higit na malapit sa ating Panginoon.” ‘Yan po ang buod ng Easter message ni Pangulong Aquino.

At habang ipinagdiriwang po natin ito, nais ko rin pong ulitin ‘yung pasasalamat na nabanggit na ni Usec. Alexander Pama, executive director ng National Disaster Risk Reduction and Management Council, na pasasalamat din sa mga mamamayan at sa mga kagawad ng mass media sa pakikiisa sa paghahatid ng impormasyon patungkol sa bagyong ‘Chedeng’ na kaninang umaga ayon sa PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) ay nag-landfall sa Dinapigue, Isabela, at ayon din sa PAGASA ay nagdadala ngayon ng pag-ulan, ngunit mukha namang humina at maaaring malusaw nang tuluyan mula sa isang tropical depression patungo sa pagiging low pressure area hanggang ito ay lumabas nang ganap sa Philippine area of responsibility.

QUESTIONS AND ANSWERS

Mr. Sebastian: Sir, in relation din, ‘yung nagkaroon po ng malawakang brownout daw sa Mindanao kaninang madaling araw. So ano po kaya ang update natin?

SEC. COLOMA: Ayon po sa namonitor nating pahayag ni Secretary Jericho Petilla ay naibalik na ang power. Ito ay tumagal nang humigit-kumulang pitong oras simula ala-una ng madaling araw hanggang lampas alas-siete ng umaga, at ayon po sa ulat ng DOE (Department of Energy) ay naibalik na ang supply ng kuryente, at ang kanilang hinala na bineberipika sa pamamagitan ng pag-aaral ay teknikal ang sanhi at hindi naman security lapse o security problem. Kaya ito po ay inaalam ng DOE sa kasalukuyan.

Mr. Sebastian: Alright. Okay, sir, may question tayo galing kay Jerry Esplanada. Ang tanong niya: Both United Nations Secretary General Ban Ki-Moon ang United Nations Office for Disaster Risk Reduction head, Margareta Wahlström, have urged disaster-prone countries like the Philippines to make disaster risk reduction (DRR) as a household word. Ang tanong niya: Is it doable? Are DRR programs among the government priorities? Any DRR-related messages to Pinoys living in disaster-prone areas?

SEC. COLOMA: Unang-una po, talaga namang mahalagang prayoridad ng pamahalaan ang disaster risk reduction. Isa po ito sa haligi o batayang programa ng Philippine Development Plan. Kaya nga po hanggang sa pinakamataas na antas ng pamamahala, mayroon po tayong climate change Cabinet cluster na binubuklod lahat ng mga ahensya na mayroong responsibilidad para harapin ‘yung mga hamon ng climate change mitigation and adaptation.

Mayroon po tayong DENR (Department of Environment and Natural Resources), si Secretary (Ramon) Paje ang tagapangulo ng Cabinet cluster na ‘yan; mayroon din tayong national Climate Change Commission, ayon sa batas po mismong ang Pangulo ang tagapangulo nito, at mayroon po tayong vice chairperson, si Secretary Lucille Sering. At sa loob po ng administrasyon ni Pangulong Aquino ay nakapaglatag na po tayo ng pambansang istratehiya para harapin ang mga hamon ng climate change adaptation at mitigation, at ito po ‘yung pinanggagalingan ng mga programa sa disaster risk reduction at management ng ating bansa.

Mayroon din po tayong ipinatupad nitong mga nakaraang limang taon ng administrasyon na National Disaster Risk Reduction and Management Act of 2010. Ang Aquino administration po ang unang-unang nagpatupad ng bagong batas na ito na isinabatas noong Mayo 2010. At kung maaalala natin, mayroon nga po itong sunset provision na after five years kinakailangan ay magkaroon ng review sa mga natamo nang layunin nito, at isa sa mahalagang layunin ay ‘yung paglalatag ng pambansang organisasyon at imprastruktura for disaster risk reduction.

Dati po kasi ang nagsasagawa nito ay ‘yung Office of Civil Defense ng Department of National Defense. Ayon po sa batas, dapat ay mayroong pambansa, pang-rehiyon, panlalawigan, panlungsod at pambayang disaster risk reduction and management councils. Kaya simula po sa pinakamataas na antas sa national level, bumababa ito sa bawat isang rehiyon, bawat isa sa 82 lalawigan, at bawat isa sa mahigit sa 1,600 na munisipalidad, bukod pa po sa mga siyudad o ‘yung mga chartered cities ng ating bansa.

At sa bawat antas, ang tagapangulo ay ‘yung pinakamataas na opisyal—halimbawa, sa isang bayan ‘yung mayor mismo, ‘yung local government executive ang siyang namumuno rito—at ang layunin ng ganitong sistema ay para maisapuso, maisadiwa, at maisagawa ng mga mamamayan mismo ‘yung pagpapatupad ng mga prinsipyo ng disaster risk reduction and management. Isa po sa prinsipyo nito ‘yung mismong direktang apektado ng mga kalamidad, sila rin ang first responder, sila rin ‘yung magbabagong-tatag, sila rin ‘yung kinakailangang maging disaster resilient. At dahil dito, kinakailangan ngang maunawaan nila at isagawa nila ‘yung mga prinsipyo na magtataguyod ng isang kultura ng pagiging ligtas at pagiging maalam at pagiging disaster-resilient ng ating mga mamamayan at the grassroots and community levels.

Mr. Sebastian: Sir, quick reaction lang, may pahayag ang United States. Sabi nila they are ready to respond to threats in the Asia Pacific region amid ‘yun pong ginagawang pangha-harass ng China po.

SEC. COLOMA: Pakiulit lang po kung sino ‘yung… Hindi masyadong malinaw, maliwanag…

Mr. Sebastian: Yes, sir. Ang Estados Unidos po ay nagbigay ng pahayag that they are ready to respond to threats in the Asia Pacific region, sir.

SEC. COLOMA: Lahat naman po ng nag-aalay ng suporta ay malugod nating tinatanggap at napatunayan na po sa mga nakaraang pagkakataon na ang Estados Unidos ay isa sa mga kaibigang bansa ng Pilipinas na nagbibigay ng kongkretong suporta at nakita po natin ito noong tayo ay dumaan doon sa mga hamon ng Typhoon Haiyan o ‘Yolanda’ at ng iba pang mga naunang kalamidad.

Mr. Montano: Sige po. The National Press Club of the Philippines said it welcomes the proposal of Associated Press president Gary Pruitt to classify the killing of journalists and media workers as a ‘war crime.’ Ano po ‘yung quick reaction natin dito o ng Palasyo ng Malacañang?

SEC. COLOMA: Para po sa ating pamahalaan, ang buhay po ng bawat Pilipino ay mahalaga. Mahalaga po ang buhay ng bawat mamamahayag at nais pong magbigay ng proteksyon ang ating pamahalaan sa paggamit ng kalayaan ng pamamahayag. Kaya patuloy pong sinisikap na magkaroon po tayo ng isang environment na kung saan ay mapapangalagaan ang karapatang ito, at kung magkaroon nga po ng karahasan na sa ibang pagkakataon ay humahantong sa pagpaslang sa mga mamamahayag, ay agad pong kumikilos ang ating pamahalaan at binibigyan po ito ng atensyon para magawaran ng katarungan.

‘Yon pong pagiging ‘war crime,’ kailangan po sigurong isailalim pa ito sa masusing pag-aaral. Hindi naman po (ito) makukuha lamang sa isang pagturing lang, dapat po siguro ay mas malalim na pagturing. Basta po ang prinsipyo natin ay malinaw na kinikilala natin ‘yung kahalagahan ng kalayaan sa pamamahayag at handa po tayong magtaguyod ng mga hakbang na patungo sa mas matibay na proteksyon na maigagawad sa mga lehitimo at propesyunal na mamamahayag na gumagamit ng kalayaang ito.

Mr. Sebastian: Alright, sir, question po galing kay Alexis Romero ng Philippine Star. Ang sabi niya, considering the US statement po of support, does the Philippines consider China’s building of structures a threat in the region?

SEC. COLOMA: Sorry lang, ano, building of? Hindi ko masyadong narinig ‘yung huling bahagi.

Mr. Sebastian: ‘Yung building of structures daw po. (Is) the building of structures a threat in the region? Does the Philippines consider it?

SEC. COLOMA: Kasama na po ‘yan sa ating mga naunang pahayag na, unang-una nga, doon sa mga nauna pa nating—nauna nang pahayag ni Pangulong Aquino at Secretary of Foreign Affairs, doon po sa pangangailangan ng Code of Conduct sa bahagi ng lahat ng mga bansang mayroong maritime entitlement claims sa South China Sea o West Philippine Sea, ang panawagan natin ay dapat na magkaroon muna ng malinaw at maipapatupad na Code of Conduct. At ‘yung pagtatayo ng mga so-called reclamation activities kung saan ito ay humahantong sa pagtatayo ng imprastruktura ay taliwas doon sa itinataguyod nating prinsipyo. Dahil hindi pa naman nareresolba ‘yung mga maritime entitlement claims, hindi dapat na nagkakaroon ng mga ganyang aktibidad, at malinaw din po ang ating pahayag na ang posisyon ng Pilipinas ay para sa mapayapa at diplomatikong pagturing sa mga usaping katulad ng inyong nabanggit.

Mr. Sebastian: Alright. Sir, any latest updates po doon sa appointments?

Intensifying its efforts in the preparations for Typhoon Chedeng, the Department of Social Welfare and Development (DSWD) is also focusing its attention on providing emergency telecommunications support in areas that will be hit by the typhoon.

“In times of disasters, the need for communication is as important as the need for food. People in disaster-stricken areas need to immediately communicate with their loved ones to assure them that they are safe or to ask for help,” DSWD Secretary Corazon Juliano-Soliman said.

To ensure the smooth flow of communication during these crucial times, staff of the DSWD’s Information Management Bureau (IMB) will be deployed to critical areas when necessary.

“In the aftermath of Typhoon ‘Yolanda,’ our IMB team provided the much-needed emergency telecommunications in the various DSWD relief hubs,” Sec. Soliman added.

In preparing for ‘Chedeng’, the Response Cluster under the National Disaster Risk Reduction and Management Council (NDRRMC) has partnered with telecommunication companies such as the Philippine Long Distance Telecommunications (PLDT) and SMART, which provided five landlines, two mobile phones, one wireless router and three pocket wifi at the Operations Center at Camp Aguinaldo. The two companies have also committed to provide communications van ready to be deployed to affected areas.

The Response Cluster also cited that there is a need to provide Very High Frequency and High Frequency Radio equipment to ensure that communications with the hard-to-reach areas like Maconacon in Isabela and Divilacan, Dilasag, and Dilapigue in Aurora is not cut.

Normalization process key deterrent to ISIS-like radicalism in South, says DDR expert

MANILA — An international expert on disarmament, demobilization and reintegration or DDR underscored the importance of ensuring that combatants learn to ease their way out of the culture and context of conflict and for the government to deliver its commitments for normalization so that a conflict resolution program such as the ongoing peace process in Mindanao would be successful.

DDR expert Stavros "Aki" Stavrou, in a forum with actors involved in the Bangsamoro peace process, stressed that a successful normalization process is the best deterrent to radicalization that is now spreading in the ISIS (Islamic State of Iraq and the Levant) areas in the Middle East and Central Asia.

Stavrou pointed out that "the real question is whether ex-combatants have indeed become ex-combatants—that you have taken those people out of the culture and context of conflict."

Providing stability and sustainability to these ex-combatants are important in ensuring they would not be enticed to return to armed radicalism.

"If you are able to attract the most number of combatants possible in the process, then you are in a good position to prevent ISIS-like elements from emerging. But if you don't deliver, you will definitely see resistance," Stavrou said.

The communities also must be involved in the normalization process by ensuring they are sensitive to acting immediately on or preventing a situation that would make ex-combatants return to their old ways. "You need to sensitize both the ex-combatants and the communities properly. You cannot have situations wherein ex-combatants are being taken advantage of again."

"The normalization phase is the time to plant the seeds of development. However, this can only happen when we treat our partners from across the negotiating table with the same respect we'd afford ourselves," said Stavrou.

Aside from the political and socio-economic aspects of normalization, Stavrou maintained that psycho-social interventions were equally important. "The psycho-social component of conflict lingers the most. You need to institute programs to address that in order to put an end to the cycle of conflict and violence,” he added.

The Philippine government has been engaged in a peace process with the Moro Islamic Liberation Front (MILF) for more than 17 years. A milestone was reached a year ago with the signing of the Comprehensive Agreement on the Bangsamoro (CAB) that served as basis in the drafting of the proposed Bangsamoro Basic Law (BBL).

Parallel to the roadmap toward the establishment of the Bangsamoro government that will replace the Autonomous Region of Muslim Mindanao (ARMM) is the normalization process which aims, among others, to decommission MILF weapons and allow the group's combatants to return to peaceful and productive civilian lives.

Stavrou provided a rundown of essentials for the normalization process to succeed such as guiding principles, core elements, organizational characteristics and implementation structures as well as possible funding modalities.

Currently working as a senior social development specialist at the World Bank, Stavrou has been at the forefront of reintegration programs with ex-combatants for more than 15 years. He oversaw and implemented normalization-like initiatives in Iraq, Eritrea, Sierra Leone, and Sudan among other countries.

Earlier, government peace negotiator Miriam Coronel-Ferrer ‎said that "by forging a peace agreement with the government, the MILF has committed to renounce violence and terrorism as an ideology and way of life."

"The full implementation of the Comprehensive Agreement on the Bangsamoro will ensure that the leaders and followers of the MILF will desist from going the way of the ISIS," she added.

‎The normalization process, including the decommissioning of MILF forces and weapons, shall be implemented by the executive branch and will coincide with and shall be commensurate to the implementation of all the agreements of the Parties.

DSWD urges public to continue preps even as ‘Chedeng’ weakens

The Department of Social Welfare and Development (DSWD) appeals to the public to continue monitoring and preparing for Typhoon Chedeng despite weather reports indicating that it has weakened.

“We ask the public, especially, those in areas along the typhoon path to continue preparing. Even if it is not a super typhoon, ‘Chedeng’ is still expected to cause damage due to heavy rains and wind,” DSWD Secretary Corazon Juliano-Soliman said.

In a press briefing at the National Disaster Risk Reduction and Management Council (NDRRMC) this morning, it was reported that Typhoon Chedeng can cause massive floods and damages to the agriculture and infrastructure sectors.

“It is highly advisable that the people act with extreme caution, especially in areas that are expected to be hardest-hit like the provinces of Isabela and Aurora,” Sec. Soliman added.

DSWD disaster teams along the typhoon path remain on 24/7 duty to assist local government units (LGUs) implement pre-emptive evacuation plans.

The prepositioning of goods to cities and municipalities continues, especially in coastal and hard-to-reach areas. This is part of the strengthened government initiatives for any calamity or disaster that may hit the country.

In Ilocos Region, DSWD-Field Office I prepositioned around 28,000 family food packs to the different cities/municipalities in the provinces of Pangasinan, Ilocos Sur, and Ilocos Norte.

In Cagayan Valley, DSWD-Field Office II prepositioned 14,215 food packs to Cagayan, Isabela, Quirino, and Nueva Vizcaya. It also sent relief goods for stockpiling to coastal municipalities of Maconacon, Divilican, and Palanan in Isabela.

In Central Luzon, DSWD-Field Office III prepositioned 3,180 family food packs to cities/municipalities of Aurora and Pampanga.

In Southern Luzon, DSWD-Field Office IV-A provided a total of 4,000 food packs for the cities/municipalities of Laguna, Rizal, and Batangas.

The DSWD-Field Office in the Cordillera Administrative Region (CAR) prepositioned 2,000 food packs each to Kalinga and Abra, while DSWD-Field Office V provided 1,200 food packs to Catanduanes.

Other DSWD-Field Offices are also on standby and ready to provide manpower and resource augmentation to areas that will be affected. Volunteers have already been tapped and are ready for deployment.

DSWD intensifies preps for ‘Chedeng’s’ landfall

Disaster teams in all Field Offices of the Department of Social Welfare and Development (DSWD) along Typhoon Chedeng’s path are ready to assist local government units (LGUs) in relief operations and management of evacuation centers once the typhoon makes landfall on Sunday.

“I have instructed all Field Offices along Typhoon Chedeng’s path to intensify their preparations to ensure the safety and well-being of families that will be affected,” DSWD Secretary Corazon Juliano-Soliman said.

DSWD-Field Offices have also coordinated with the Department of National Defense (DND) and Armed Forces of the Philippines (AFP) for the provision of additional transportation assets to ensure the speedy movement of relief augmentation to areas that will be hit by the typhoon.

In the Cordillera Administrative Region (CAR), the DSWD-Field Office also activated help desks in bus terminals to assist those who may be stranded.

In Bicol Region, the DSWD-Field Office reported that they have 13,000 sacks of NFA rice, 5,000 Family Kits, and P50,000 worth of canned goods ready for repacking.

The Field Offices also continue to preposition family food packs and other relief supplies at the city and municipal levels.
At the national level, DSWD has been closely coordinating and working 24/7 with the Disaster Response Cluster under the National Disaster Risk Reduction Council (NDRRMC) to monitor the typhoon, as well as prepare for its landfall.

The Cluster is composed of the DSWD, DND, Department of Interior and Local Government (DILG), Department of Health (DOH), Department of Science and Technology (DOST), and the Philippine Red Cross, among others.

Under the Cluster, DSWD leads the Camp Coordination and Camp Management, Protection, and Food and Non-Food Clusters.

According to the Disaster Response Cluster, there will be some 5,619,221 families that may be affected by ‘Chedeng’ in Regions I, II, III, IV-A, IV-B, V, VIII, CAR, and the National Capital Region (NCR).

In preparation, the Department already prepositioned 309,121 family food packs amounting to P106.6 million.

It also has transferred stand by funds amounting to P19.72 million to Field Offices I, II, III, IV-A, IV-B, V, VIII, NCR and CAR for the purchase of emergency relief supplies. Likewise, the Department has an available Quick Response Fund (QRF) worth P913,751,855.

Additional QRF of P18 million has been sub-alloted to Field Offices I, II, III, IV A and B, V, VIII and CAR.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz commended the National Conciliation and Mediation Board-NCR for averting an impending strike at the Maynilad Water Services, Inc., following successful efforts to resolve the parties’ bargaining deadlock dispute as reported by NCMB Executive Director Reynaldo R. Ubaldo.

The Maynilad Water Supervisors Association is an independent union, which represents for collective bargaining purposes a total of 312 supervisory employees in the company. It is headed by its union president, Reynaldo Fumar.

Records show that the union filed a Notice of Strike with the NCMB-NCR alleging unfair labor practice specifically bargaining in bad faith and negotiation deadlock on 8 January 2015.

On 13 March, after a series of conciliation-mediation conferences facilitated by the NMCB-NCR, the parties concluded their two-year Collective Bargaining Agreement with an estimate package of P52 million benefitting the union members.

Baldoz lauded the NCMB-NCR, particularly Conciliator-Mediator Paciano Murro, Jr. for his diligent effort in resolving the case amicably.

She said resolution of the labor issues as a "win-win solution," stressing the importance of "harmonious relations at the plant level" for "employee productivity and enterprise growth."

Maynilad Water Services, Inc. is the water and wastewater services provider for the 17 cities and municipalities that comprise the West Zone of the Metropolitan Manila area. It is an agent and contractor of the Metropolitan Waterworks and Sewerage System (MWSS); and has exclusive concession by the Philippine Government to operate, maintain and invest in the water and sewerage systems.

The company, located at MWSS Building, Katipunan St., Balara, Quezon City, is headed by its president, Victorico Vargas. It has about 2,067 employees.

Even with the slight weakening of Typhoon Chedeng, the Department of Social Welfare and Development (DSWD) along with other member-agencies of the National Disaster Risk Reduction and Management Council (NDRRMC) remain on full alert over the possible effects of the typhoon.

In a press briefing at Camp Aguinaldo this morning, Assistant Secretary Vilma Cabrera, DSWD’s focal person for disaster response, reported that the different members of the Response Cluster of NDRRMC have been activated and are ready to respond to any situation that ‘Chedeng’ might bring.

She added that all the members of the response cluster were able to provide orders or directives to their regional, provincial, and municipal teams to get ready and coordinate with the local government teams.

For instance, she said that monitoring teams were deployed in airports, ports and terminals to provide immediate aid to people who will be stranded.

She further stated that in case Typhoon Chedeng’s impact becomes huge, the Department will implement the ‘twin region’ scheme wherein DSWD-Field Offices not affected by the typhoon will provide manpower and resource augmentation to those directly hit.

The Department of Social Welfare and Development (DSWD) continues to preposition relief supplies and rice packs at the provincial, municipal and city levels to ensure the faster delivery of aid to families that will be affected by Typhoon Chedeng.

“We have enough stockpile of relief goods to augment the resources of local government units (LGU) along the typhoon path as well as standby funds to purchase emergency relief supplies,” DSWD Secretary Corazon Juliano-Soliman assured.

As part of government preparations, DSWD has prepositioned 300,790 family food packs worth P105.73 million in all the Field Offices along the typhoon path, including some 98,147 packs at the National Resource Operations Center (NROC) in Pasay City. It has also earmarked a standby funds amounting to P19.72 million.

Likewise, a stockpile of food and non-food items worth P170.46 million is available for distribution to affected LGUs.

At least nine regions, namely: I, II, III, IVA, IVB, V, VIII, Cordillera Administrative Region (CAR) and the National Capital Region (NCR) will be hit by ‘Chedeng’, which is forecasted to be making a landfall in the eastern coast of Samar, Quezon or in Isabela by late Saturday (April 4) to early Sunday (April 5).

“To ensure immediate relief distribution to affected LGUs, data generation, as well as management of evacuation centers, the DSWD field offices along the path of the typhoon have activated their Quick Response and Disaster Teams which will operate 24/7,” Sec. Soliman said.

With DSWD as head of the Camp Management Cluster under the National Disaster Risk Reduction Council (NDRRMC), the Department continues to coordinate with the LGUs in the conduct of pre-emptive evacuation and setting up of evacuation centers.

The DSWD has also activated a pool of volunteers for cash/food-for-work for repacking and prepositioning of family food packs.

In response to the President’s invitation to gather other responsible and respected leaders to spearhead a National Peace Summit to deliberate on and discuss the Bangsamoro Basic Law (BBL), we, the original five (5) convenors, have agreed to accept the challenge to look into the provisions with collective views and recommendations, educate ourselves and our constituencies in the process.

In line with this, we have also agreed to expand our current composition to include other co-convenors who, like us, are pro-peace and pro-dialogue; the names of which will be announced after the Holy Week. Moreover, we have also agreed to invite experts and resource persons, as deemed necessary.

We would like to emphasize that we are not a pressure group or a political movement; but rather, we are a group that would like to provide an avenue for dialogue between independent-minded citizens who believe in the importance of understanding the BBL and to discuss its implications for peace and development in our country at a fair and reasonable manner. We have no intentions to go beyond our self-imposed task of helping ourselves and our fellow citizens understand the importance of the peace issues at hand.

To make this a more meaningful dialogue, we have also agreed to consolidate all the output of our consultations, discussions, learnings, and insights in a report that we will share with our fellow countrymen, the President, the legislature, and the judiciary, who we believe are critical stakeholders for peace.

We have also agreed that as an independent body and a private sector-led activity, resources from the private sector and development partners shall support our efforts.

Related to this, we have also agreed to form a secretariat that will be tasked to put together the appropriate plan, timetable, system for publicity, security detailing, program mechanics, statements, venue, and printing of final summit report. More details of which will be announced after the Holy Week.

PNP activates disaster response plan for "Chedeng"

The Philippine National Police has drawn up its own disaster preparedness plan ahead of the expected entry of Typhoon Chedeng into the Philippine Area of Responsibility today.

Upon the direction of DILG Secretary Mar Roxas, PNP Officer-in-Charge, Police Deputy Director General Leonardo A Espina ordered the activation of Letter of Instruction “Saklolo”, an updated and enhanced plan of action of the PNP on disaster preparedness and response management in support to other concerned agencies.

Oplan “Saklolo” prescribes the support strategy, operational concept, and scheme of implementation to accomplish the PNP’s support mission in times of disaster and calamity situations.

“We are activating our Disaster Response Plan ahead of time to allow concerned units time to prepare their equipment and resources, and to organize and train their personnel for the mission at hand, “ Espina said.

According to PNP Spokesperson, Chief Superintendent Generoso R Cerbo Jr., the PNP Special Action Force, Maritime Group and Regional Public Safety Battalions have Search and Rescue Units capable of rapid deployment and quick response to disaster emergencies.

These units, including Police Regional Offices along the path of Typhoon Chedeng have been instructed to undertake precautionary measures and other disaster response operations such as forward deployment and pre-positioning of Search and Rescue (SAR) assets, Cerbo explained. (PNP-PIO)

In anticipation of Typhoon Chedeng's landfall, Interior and Local Government Secretary Mar Roxas urged officials of the Philippine National Police (PNP) and of local government units (LGUs) to ensure the safety not only of their local constituents, but also of tourists visiting various destinations this Holy Week.

"We should be able to consider the travelers as well in our preparations kapag mag-landfall," Roxas said.

Since this morning, thousands of both Filipino and foreign tourists have been traveling to tourist destinations in Luzon, which will most likely be affected by typhoon Chedeng.

According to PAGASA, these areas include the provinces of Aurora, Quezon or Isabela, and parts of CAR such as Baguio City in Benguet. Although typhoon gained strength in the past hours, it is expected to weaken before making its first landfall.

"Lumakas man o humina si Chedeng, ang mahalaga: maging handa at listo tayo, " Roxas said.

Because of these developments, Roxas reminded travelers to be extra careful in their journeys to and from their destinations.

"Listo lang po lagi tayo, and should you need any assistance, the whole of government is at your service," he said.

Thailand Deputy Prime Minister and Minister of Foreign Affairs to Undertake First Official Visit to the Philippines

01 April 2015 - General Tanasak Patimapragorn, Deputy Prime Minister and Minister of Foreign Affairs of the Kingdom of Thailand, will undertake his first official visit to the Philippines from April 06 to 07.

General Patimapragorn will meet Foreign Affairs Secretary Albert F. del Rosario to discuss the progress of bilateral relations between the Philippines and Thailand. The two ministers will also discuss issues of mutual concern in the fields of economy, trade and investments, agriculture, education, defense, technical cooperation, as well as relevant developments in the region.

General Patimapragorn served as the Supreme Commander of the Royal Thai Armed Forces. He was appointed Minister of Foreign Affairs in September 2014. The is his first visit to the Philippines as Deputy Prime Minister and Foreign Minister.

Thailand is one of the Philippines’ longstanding friends and closest partners in the region, with engagement and cooperation in various areas spanning 67 years. Formal bilateral relations between the Philippines and Thailand were established with the signing of the Treaty of Friendship on 14 June 1949.

National Committee on Illegal Entrants Launches NCIE Legal Handbook

01 April 2015 – The National Committee on Illegal Entrants (NCIE) formally presented the NCIE Legal Handbook to its Chairman, Department of Foreign Affairs (DFA) Secretary Albert F. del Rosario, on March 27, thereby officially launching it for use by the NCIE, as well as by the Regional Committees and Provincial Committees on Illegal Entrants (RCIEs and PCIEs) all over the country. The NCIE delegation was headed by Office of Consular Affairs (OCA) Assistant Secretary Wilfredo C. Santos who personally presented the NCIE Legal Handbook to the Secretary.

The NCIE was established through the promulgation of Executive Order No. 236, s. 1995, and was given the task to serve as an inter-agency coordinative committee, composed of 13 government agencies, mandated to facilitate the expeditious resolution of cases of illegal entry into Philippine territory, particularly that of foreign vessels. The NCIE is chaired by the DFA, with the Department of Justice (DOJ) as Vice-Chair, and the Department of National Defense (DND) and the Department of Interior and Local Government (DILG) as Co-Vice Chairs.

The NCIE decided to have a Legal Handbook printed covering the legal bases of the NCIE and all applicable laws necessary for the prosecution of illegal entrants in order to ensure that members of the NCIE, RCIEs, and PCIEs, particularly those directly involved in the apprehension and investigation of illegal entrants have information about the pertinent laws and regulations to facilitate effective disposition of such cases.

Further editions of the NCIE Legal Handbook shall be printed once the need for such arises.

Filipinos Rescued at Sea Visit Philippine Embassy in Tokyo

01 April 2015 - Five Filipino fishermen from Itbayat, Batanes, who were rescued at sea, met with Philippine Ambassador to Japan Manuel M. Lopez on March 31. Their rescue, stay in Japan and return to the Philippines were the result of an active cooperation between the Philippine Embassy in Tokyo, US Navy and the US Embassy in Tokyo, and the Japanese Ministry of Foreign Affairs.

Glenford Gutierrez Villa, Jonas Salamagos Manzo, Joseph Castillejos, James Cano Bata, and Froilan Ibanes Libaton floated at sea for four days and three nights before they were rescued by the USS Blue Ridge, a US 7th Fleet flagship vessel, on March 25. They arrived in Yokohama on March 30 and turned over by US officials to the Philippine Embassy in Tokyo.

The five fishermen said that their boat’s motor broke on their return to Itbayat.

They drifted with the current, pounded by gigantic waves and a strong wind until their rescue. USS Blue Ridge was on patrol in the Philippine Sea when it spotted a small boat with an orange flag. The fishermen’s boat, named the Oxangu Hulk, was not moving and the stranded fishermen were spotted waving a white T-shirt and a flashlight. The fishermen were found without food and malnourished, suffering from hypothermia and dehydration. Onboard the USS Blue Ridge, the five Filipinos were provided first aid, showers and a change of clothes.

Upon docking in Yokohama, the US Navy transferred the Filipino fishermen to the care of Philippine Embassy officials. After clearing Japanese Immigration, the stranded Filipinos experienced their first meal and their first night on land after their rescue. They underwent further medical tests to ensure that they continue to be in good health and they were provided additional clothing as protection from the cold spring weather. While in Tokyo, they also took the opportunity to experience Hanami or cherry blossom season and visit the Franciscan Chapel, a Catholic church in Roppongi, for thanksgiving.

The five fishermen were issued travel documents and departed Japan yesterday afternoon to return to Batanes, where they were awaited by their families.

LTO Releases List of Dealers' Transactions in NCR

Manila, Philippines — The Land Transportation Office (LTO) has submitted to the Department of Transportation and Communications (DOTC) its list of dealerships, rebuilders, and importers in the National Capital Region (NCR) and their corresponding transactions with the LTO from January to March 27 this year, revealing that license plates for new motor vehicles became available upon issuance of registration documents as early as February 13th.
"We are opening this list to the public in order to help new vehicle owners identify where their plates may be. According to the LTO, all license plates for new vehicles whose original registrations were applied for at the NCR Regional Office have been released to the dealers as of March 19," said DOTC Secretary Jun Abaya.
The list covers four-wheeled vehicles only. It indicates the license plates' series — or the 3 letters forming their alphanumeric combination — to also help indicate to the new motor vehicle owners when their plates were claimed by their dealers from the LTO.

LTO Reminders to New Motor Vehicle Owners
"We advise new motor vehicle owners who have yet to received their license plates to ask their dealers to furnish them with proof of registration application. We've received reports that some dealers have taken months to even start the application process, so this will help the public monitor whether they are getting the services they paid for," said Assistant Secretary Alfonso Tan, Jr., chief of the LTO.
For more assuarance, they can even ask their dealers for copies of their: (1) Certificate of Stock Reported (CSR), (2) Sales Invoice, (3) Certificate of Insurance Cover, and (4) Philippine National Police Clearance, because these are the supporting documents needed to start the registration process. Without these supporting documents, the dealer could not have started the process yet.
To calm concerns of the public that some traffic enforcers may abuse their authority by apprhending new motor vehicle owners who have begun the registration process but have not received their license plates through the fault of their dealers, the LTO also clarifies that only vehicles without valid license plates may be apprehended.
"If you have valid license plates, whether the new black-and-white series or any of the older green-and-white designs, you will not be apprehended for possible violation of the No Registration-No Travel policy," Tan explained.

Contest Apprehension within 5 Days if Fault is Due to Dealer
The applicable penalties for a violation of the No Registration-No Travel rule under Joint Administrative Order 2014-01 include a P 10,000.00 fine for driving an unregistered vehicle, which is assessed against the vehicle owner, and a P 1,000.00 fine assessed against the driver.
If the driver is able to present a Certificate of Registration (CR) and an Official Receipt (OR) of the vehicle to prove that it has been registered, the driver will be fined only P 5,000.00 for failure to attach plates.
In these latter cases, however, for vehicle owners who believe that the fault is due to their dealers' delay, the LTO advises them to contest the apprehension by filing a written protest within five (5) days from apprehension. This will allow the LTO to look into the potential fault of the dealer and take appropriate action, if warranted.
The LTO may impose fines, or suspend or even revoke the accreditation of erring dealerships.

Reminders for Those Within the 7-Day Registration Process
For new motor vehicles that are within the allowed 7-day registration process, the driver must present the Certificate of Stock Reported (CSR), Sales Invoice dated within seven (7) days prior to the apprehension, and a Certificate of Insurance Cover dated on or after the date of Sales Invoice. If such documents are presented, no penalties will be meted out.
However, should the date of the Sales Invoice exceed thirty-seven (37) days on the date of apprehension, the motor vehicle will be impounded by the LTO.
Since the LTO implemented Administrative Order (AO) No. AVT-2014-24 in February 2014, the new one-stop registration process has eliminated unnecessary delays and cut down processing time down to seven (7) days, from previous three to four (3-4) weeks.

President Aquino inspects Batangas Port as Holy Week break begins
President Benigno S. Aquino III inspected the Batangas Port Passenger Terminal on Wednesday as the Holy Week vacation began.

President Aquino arrived at the pier at about 11 a.m. and was received by Batangas Port General Manager Leopoldo Biscocho and MARINA Administrator Maximo Mejia, Jr.

Upon arrival, the President inspected the passenger’s help desk, before proceeding to the ticketing booths, passenger and baggage screening counters, and passenger’s waiting lounge.

He then inspected an outrigger banca docked in the pier berth located in front of the passenger’s waiting lounge. He also boarded and inspected a RORO vessel docked at the port.

The President toured both passenger terminals 1 and 2.

In an interview granted to the press following the inspection, the President expressed his satisfaction over the preparations being done by port officials and employees.

“So far, wala akong nakikitang dapat bigyan ng dagdag na pansin,” he said.

He said he was particularly satisfied with the complete set of life vest he saw at the outrigger banca and the equipment of the Fastcat ferry.

“Iyong Fastcat, nakaka-impress naman ang kanilang equipment, tapos ang investments na gagawin, a fleet eventually of 30 that looked to be very modern. The passengers were all smiling. Nobody approached me with any complaint,” he said.

Meanwhile, the President said that all concerned government agencies have also been preparing for the onslaught of Typhoon Chedeng, which is projected to enter the Philippine Area of Responsibility on Wednesday night.

He said National Disaster Risk Reduction and Management Council Chief Alexander Pama is on top of the situation.

“He (Pama) is a self-starter. Hindi na kailangang sabihin kung ano ang kailangan niyang gawin. I'm sure he already has the answers to questions that I am still formulating,” he said. PND (jb)

President Aquino says he will monitor Typhoon ‘Chedeng’ from Bahay Pangarap
President Benigno S. Aquino III said he will check the progress of Typhoon Chedeng, as it enters the country’s area of responsibility on Wednesday night or early Thursday.

In an interview in Batangas City on Wednesday, the President said he would probably stay at Bahay Pangarap in Manila late this week if the typhoon hits the country.

"But if there is something that needs my attention, then I will be at the NDRRMC (National Disaster Risk Reduction and Management Council) at Camp Aguinaldo," he told reporters when asked where he would be monitoring the typhoon.

President Aquino assured that other concerned government agencies, among them, the Department of Public Works and Highways (DPWH) and the Department of Transportation and Communications (DOTC), are closely watching Typhoon Chedeng and are ready to be mobilized once the typhoon strikes.

The DOTC is keeping an eye on ships leaving the ports, he said, adding that the department will prevent them from sailing once Public Storm Warning Signal Number 1 is declared anywhere in the country.

The President further reported that the Department of Social Welfare and Development (DSWD) has begun prepositioning food packages and relief goods, especially for Isabela and Quirino.

"The DPWH, I'm sure, will also preposition equipment, for instance, kung tatamaan ang Cagayan Valley, baka the eye will pass the area,” he said, noting that Public Works and Highways Secretary Rogelio Singson and other Cabinet members need not be pushed to do their jobs.

As for Cabinet members who are planning to take their vacation, the President said he hopes they would think twice and instead double their efforts in making the necessary preparations as the country gears up for the typhoon.

On the likelihood of Typhoon Chedeng becoming a super typhoon, the President said he got word from Science and Technology Secretary Mario Montejo that it is almost a super typhoon but it is expected to weaken before entering the Philippine Area of Responsibility and making landfall between Aurora and Isabela, which is expected on Saturday.

President Aquino said Secretary Montejo has not yet recommended that a meeting be called regarding the government's response and preparations, noting that the regular NDRRMC meeting would suffice at the moment.

He said the DOST chief assured him that he would get updates on the status of the typhoon. PND (as)

President Aquino makes rounds of seaport, airport, bus terminals
President Benigno S. Aquino III made the rounds of seaport, airport and bus terminals on Wednesday to ensure safe travel as Filipinos trooped to the provinces for the Holy Week break.

After inspecting the Batangas Port Passenger Terminal on Wednesday morning, the President proceeded to the Ninoy Aquino International Airport (NAIA) Terminals 1 and 3 to assess preparations for the influx of people as well as ongoing renovation works in the airport.

Arriving at NAIA Terminal 3 at about 1:51 p.m., President Aquino was met by Director General of the Civil Aviation Authority of the Philippines retired Lt. Gen. William Hotchkiss III, Manila International Airport Authority General Manager Jose Angel Honrado, and NAIA Terminal 3 Manager Engineer Octavio Lina.

Also there at the terminal’s departure area were the mascot of the Philippine National Police (PNP) and reigning Mister International Philippines, Police Officer 2 Mariano Flormata, Jr. of the PNP’s Aviation Security Group.

As he was being briefed by Honrado, the President inspected Cebu Pacific Air’s check-in counters for departing passengers, as well as the X-ray machine at the final security check at the departure area.

President Aquino proceeded to the Dignitaries' Lounge, where he viewed the runway, and the adjacent Presidential Lounge. Both rooms were newly constructed.

The President then proceeded to NAIA Terminal 1’s departure area at about 2 p.m., inspecting the X-ray machine areas, check-in and immigration counters, the arrival area, and the conveyor system.

He was accompanied by Transportation and Communications Secretary Joseph Emilio Abaya, Public Works and Highways Secretary Rogelio Singson, Manila International Airport Authority General Manager Jose Angel Honrado, and Metropolitan Manila Development Authority Chairman Francis Tolentino.

When asked by members of the Malacañang Press Corps if he was satisfied with the preparations made by both Terminals 1 and 3 for the Holy Week exodus, the President said more could be done.

"Hindi ko puwede sabihin satisfied ako. Siyempre, we are imperfect beings, we can always strive for perfection," he said.

Asked to comment on the ongoing work at Terminal 1, the President said there was a commitment to complete the renovation work in May or June.

He said destroying the entire building and building a new one would have taken several years.

"We need it for APEC (Asia-Pacific Economic Cooperation), especially this year, tapos ‘yung Pope’s visit," the President said, adding that a new terminal would be a big help in boosting tourist arrivals from 5 million last year to 10 million next year, as planned.

From the airport, the President Aquino continued his inspection, visiting the JAM Liner bus terminal along EDSA in Kamuning, Quezon City, where he was welcomed by JAM Liner Operations Manager Jose Aguilo and Terminal Manager Noel Tionco.

Aguilo and Tionco informed the President of the bus company’s iBus technology.

According to the JAM Liner website, the iBus is an advanced passenger information technology with a Global Positioning System (GPS) that provides passengers helpful information on their travel, including up-to-the-minute news, entertainment, and WiFi connectivity.

President Aquino inspected two buses equipped with the new technology installed by the Land Transportation Franchising and Regulatory Board and then proceeded to the ticketing office and passenger’s waiting lounge. He also spoke to some passengers at the terminal. PND (ag/as/jm)

President Aquino urges vehicle owners to follow policy on use of license plates
President Benigno S. Aquino III has vowed to implement the law on the use of license plates, advising car dealers and owners to release and attach the plates to vehicles to avoid being apprehended.

In an interview in Batangas City on Wednesday, the President said the government has already been able to remedy the concerns on the license plate backlog.

"Pero 'yung backlog, ginawang dahilan para hindi kunin ng mga dealers 'yung plaka sa LTO (Land Transportation Office). Kapag hindi kinuha 'yung plaka, ‘registered no plate available’ ang ilalagay, exempted sa ating odd-even scheme," he said.

The implementation of the government policy on car plates is a way of reminding private car owners to attach their plates on their vehicles, he said.

The President noted that two weeks ago, vehicle dealers finally got the plates from the LTO, so there is no reason for car owners not to have new plates on their cars.

"So wala nang dahilan na dapat hindi mo ikabit 'yung ‎plaka mo. Siguro kung lahat may sakripisyo doon sa odd-even scheme, kasama ka rin naman dapat doon sa nagsasakripisyo," he said.

Motorcycle owners are likewise covered by the government's strict policy on license plates, he said, adding there is also a huge backlog on motorcycle plates.

Transportation and Communications Secreatry Joseph Emilio Abaya clarified that it is not a "no plate, no travel" policy but a "no registration, no travel" one.

“We are just bringing back the enforcement of the law‎. No unregistered vehicle should be plying our streets," Abaya told reporters who accompanied the President during his inspection of NAIA Terminal 1. PND (as)

Concerned government agencies closely monitoring 'Typhoon Chedeng'
The National Disaster Risk Reduction and Management Council (NDRRMC) and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) are on top of the situation as they anticipate the entry of Typhoon Chedeng into the Philippine area of responsibility on Wednesday, a Palace official has said.The NDRRMC and PAGASA will provide timely warnings, Presidential Spokesman Edwin Lacierda said during a press briefing in Malacañang on Tuesday.
The NDRRMC has already informed all the departments and agencies involved about the incoming storm, Lacierda said, adding that each agency already knows what to do.
He noted that preparations are underway on the part of concerned local government units and the Department of Social Welfare and Development, which is responsible for the prepositioning of relief goods.
"Lahat po ‘yan ay hinahanda naman," Lacierda said.
The Palace official assured the public that government response to the storm has begun with the scientific monitoring of the typhoon's path.
“Napatunayan naman ng PAGASA na maganda ang kanilang batting average sa pag-forecast ng typhoon path. So we will be able to anticipate and prepare for the incoming storm,” he said.
According to PAGASA, Typhoon Chedeng is expected to enter the Philippine area of responsibility (PAR) on Wednesday.
‘Chedeng’ was spotted on Monday 2,240 kilometers (km) east of Mindanao and was packing maximum sustained winds of 140 km per hour (kph) near the center and gusts of up to 170 kph. The typhoon was moving west at 23 kph.
The effects of the typhoon will not be immediately felt once it enters the PAR, PAGASA said, adding that rains may be felt in parts of Luzon and Visayas starting next week. PND (as)

Palace: National Peace Council is independent
Malacañang on Tuesday guaranteed the independence of the National Peace Council formed by President Benigno S. Aquino III to discuss the proposed Bangsamoro Basic Law (BBL).

Presidential Spokesman Edwin Lacierda said during the daily press briefing that the council members are “chosen men and women of integrity and independence” who can look at the draft BBL with “fresh eyes” because they were never part of the peace negotiations between the government and the Moro Islamic Liberation Front (MILF) in the crafting of the proposed law.

“Having no active involvement in the negotiations, other than a genuine interest in the peace process — as all of us have a genuine interest in the peace process — they were chosen to guide deliberations on the peace summit,” Lacierda explained.

President Aquino announced the creation of the National Peace Council during a speech on March 27, the first anniversary of the signing of the Comprehensive Agreement on the Bangsamoro.

The President invited Manila Archbishop Luis Antonio Cardinal Tagle, businessman Jaime Zobel de Ayala, former Chief Justice Hilario Davide, former Ambassador to the Holy See and Malta Howard Dee, and Bai Rohaniza Sumndad-Usman, founder of the non-profit organization Teach Peace, Build Peace Movement, to gather other responsible and respected leaders to spearhead a National Peace Summit.

Lacierda further said that the administration did not impose anything on the leaders tapped to head the council.

"We have not imposed anything on them but they are mindful of the importance of the peace process, as manifested by this particular bill that is before Congress now. How they will look at it, how they will decide on it, how they will deliberate or discourse upon the Bangsamoro Basic Law is entirely their own,” he added.

“For those who fear that they are not independent, we can categorically assure you that this National Peace Summit is a conclave of men and women who genuinely seek peace and would like the peace process to push forward. How they look at the Bangsamoro Basic Law, we would leave it to their own independent observations,” Lacierda said. PND (jm)
