LUNGSOD NG SAN PABLO, Laguna, Abril 7 (PIA) — Bilang dating manager ng Public Employment Services Office o PESO ng lungsod na ito, hinihikayat ngayon ni Mayor Loreto S. Amante ang mga bagong nagsipagtapos ng high school na magsikap na maipagpatuloy ang kanilang pag-aaral, na kung maaari ay sa larangan ng technical and vocational courses.

Ito ay dahilan ng patuloy na paglaki ng pangangailangan ng technical workers, hindi lamang dito sa Pilipinas, kundi maging sa ibang mga bansa.

Sa mga training center na may kapahintulutan ng Technical Education and Skills Development Authority (TESDA), nabanggit ni Mayor Amben Amante, na maaaring matutunan ang mga tamang kamalayan sa agrikultura, tulad ng holticulture o tamang pagtatanim at pangangasiwa ng pataniman ng mga halamang ornamental, at namumunga; pagpapalaisdaan, kasama na ang pagpaparami ng isda sa artipisyal na kapaligiran o backyard pond; at maging ang bartending at iba pang hotel and restaurant-related careers.


Mayroon ding mga pagsasanay na may kaugnayan sa pagtatamo ng kamalayan at kasanayan sa mga gawaing kaugnay ng industriya ng turismo; metal craft; konstruksiyon at; health and wellness programs.

2.  Tagalog news: Mga alagang hayop, proteksiyunan laban sa matinding sikat ng araw

LUNGSOD NG SAN PABLO, Laguna, Abril 7, (PIA) —  Pinaaalalahanan ng Office of the City Veterinarian ang mga may alagang hayop, maging ito ay kalabaw, baka, kabayo, kambing na proteksiyunan ang mga ito laban sa matinding sikat ng araw, o hayaang ito ay makapanganlong sa lilim ng mga punong kahoy, sapagka’t hayop man ay apektado ng matinding init na maaaring magresulta sa heatstroke.
 

Ayon kay City Veterinarian Fara Jayne C. Orsolino, ang kritikal na oras kung hindi umuulan at matindi ang sikat ng araw ay mula sa ika-10:00 ng umaga hanggang ika-3:00 ng hapon, at  dapat na ang mga alagaing hayop ay pinaiinum ng sapat na tubig, at dapat ding pinapaliguan.

Nabanggit ni Dr. Orsolino na kung papaanong ang Office of the City Veterinarian ay may imbentaryo ng mga gamot para sa mga alagaing hayop na nabababad sa tubig bunga ng patuloy na pag-ulan, si Mayor Loreto S. Amante  ay pinapaghanda rin ng mga gamot ang kanilang tanggapan para sa mga hayop na kinapitan ng sakit bunga naman ng lubhang pagkabilad sa araw.

Dagdag pa ni Dr. Orsolino na patuloy ang pagbabakuna ng aso, kaya ang mga may alagang aso na mahigit na sa tatlong buwang gulang ay magkusa ng dalhin ito sa kanilang tanggapan para mabakunahan, at malapatan ng kaukulang lunas kung napapansin na ito ay may karamdaman. President Aquino inaugurates P772.9-million Lullutan Bridge that would boost Isabela's agricultural sector
(ILAGAN CITY, Isabela) President Benigno S. Aquino III on Tuesday inaugurated the P772.9-million bridge in Barangay Lullutan, Ilagan City, Isabela province.

In a project briefing during the inauguration, Public Works and Highways Secretary Rogelio Singson said the bridge used to be a spillway that was destroyed by a typhoon some 20 years ago.

Secretary Singson apologized for the one-year delay in the construction of the 500-meter Lullutan Bridge, explaining that the government ran into a number of problems while building it.

Noting that the Department of Public Works and Highways (DPWH) has allocated P8.1 billion for Isabela from 2011 to 2015, he said the government will continue to improve Isabela's national roads and construct more farm-to-market roads in the province.

The bridge, considered as one of the longest bridges to cross the Cagayan River, connects Barangay Camalagui 1 and Barangay Lullutan, both in Ilagan.

With the absence of a bridge after the spillway was destroyed in 1995, residents have been using barges to transport their agricultural products to markets in Ilagan.

The Lullutan Bridge, with a loading capacity of 20 tons, is made of 14-span structural steel girders with reinforced concrete slab supported by 13 piers, with two concrete column pedestals resting on group bored pile foundation. It also features Portland Cement Concrete Pavement approaches, measuring 1.175 kilometers.

The bridge was completed last January 21 under Package II-A of the DPWH.

Officials expect the bridge to open up new opportunities for Isabela, particularly its agricultural sector.

Also during the inauguration, President Aquino led the granting of financial assistance to 73 boatmen (bangkeros) displaced by the construction of the Lullutan Bridge.

Each bangkero, who used to ferry people and goods when the bridge was not yet completed, received P20,000 from the President.

Also present at the event were Isabela Governor Faustino Dy III, Isabela District 1 Representative Rodolfo Albano III, and Ilagan City Mayor Jose Marie Diaz. PND (as)

President Aquino vows to continue improving Isabela's infrastructure
(ILAGAN CITY, Isabela) The inauguration of the P772.9-million Lullutan Bridge is just the start of the government scheme to improve the infrastructure of the Cagayan Valley region, President Benigno S. Aquino III said on Tuesday.“Bahagi lamang ang Lullutan Bridge sa malawakan nating inisyatiba na paunlarin ang imprastruktura sa Isabela at sa buong bansa,” President Aquino said in his speech during the event.
He noted that since 2011, the government has released P11.9 billion for the development of Isabela's infrastructure and irrigation projects.
Among these projects, he said, are the ongoing construction of the Cabagan-Sta. Maria Bridge that will connect Isabela and other municipalities in the Cordillera Administrative Region; and the repair and widening of the Maharlika Highway, National Road 1 or Asian Highway 26.
"Tuloy-tuloy din po ang konstruksiyon natin ng kalsadang magkokonekta sa Daang Maharlika at sa Santiago-Tuguegarao Road sa Santiago City," he added.
Also part of the government initiative are 59.56 kilometers (km) of farm-to-market roads in the province that have been built and repaired, he said.
“Oras matapos natin ang dagdag pang 15.91 na kilometrong farm-to-market roads dito sa inyo, aabot sa halos 20,000 ang farmer beneficiaries ng probinsiya,” the President said.
He further reported that the government has completed 161 irrigation projects in Isabela, and is working to finish 32 more irrigation projects that would water 146,625 hectares of farmlands and benefit 90,950 farmers.
“Idagdag na rin ninyo diyan ang sinimulan nating Pasa Small Reservoir Irrigation Project. ‘Pag nakumpleto ito sa 2016, inaasahang tataas sa 9,996 metric tons mula sa 555 metric tons ang annual rice production ng Ilagan,” he stated.
Summing up the infrastructure projects in the entire Cagayan Valley region, the President said the government has already begun developing 25.4 km of the first section of the alternate route for Dalton Pass and is studying the extension of the North-South Railway Project that will traverse Isabela as well as the Ilocos and Cordillera regions.
President Aquino said the government aims to increase the budget allocation for national infrastructure development from the present four percent of the gross domestic product (GDP) to five percent next year.
"Dahil nga pinili ng sambayanan ang tuwid na daan, ang mga pangarap na dating nakatiwangwang, isa-isa na pong nating naisasakatuparan. Mula sa pagiging ‘Sick Man of Asia’, ‘Asia’s Rising Tiger’ na ang ating bansa," he said. PND (as)

President Aquino expects Filipinos to choose new leader who adheres to 'daang matuwid'
(ILAGAN CITY, Isabela) President Benigno S. Aquino III said Tuesday he is confident that the Filipino people will choose a new leader who will continue the "righteous path" that he championed when he ran for office five years ago.Speaking during the inauguration of the Lullutan Bridge here, the President credited the Filipino people for bringing about change in the country.
“Kayo ang aking mga Boss; kayo ang sambayanang Pilipino na aking pinaglilingkuran; kayo po ang gumawa ng pagbabago. Kayo po ang naging susi para sa transpormasyong tinatamasa na natin ngayon. Binigyan po ninyo ako ng mandato, at sabay-sabay po nating nakikita ang positibong bunga ng lahat ng ating pinagsikapan," he told his audience.
He noted that if the people are pleased with the country’s transformation, then they must continue supporting good governance.
Addressing the frequently asked question on who would pursue the reforms he has begun once he leaves office, the President said he believes that the people would continue building the nation.
"Mga Boss, bilib ako sa inyo. Kayo ang magpapatuloy nito, at alam kong hindi kayo magpapa-bola sa mga nagprepresentang kakampi natin, pero klaro namang doble-kara," he noted.
"Tiwala akong marunong tumanaw ang Pilipino sa nakaraan, nang hindi na maulit pa ang mga naging kamalian noon, at sa gayon ay marating natin ang nais nating patunguhan."
In his remaining 450 days in office, he said he is more determined to continue pushing for national development.
“Bilang inyong Pangulo, tunay pong pribilehiyo ko na paglingkuran ang sambayanan. Sa patnubay at pagmamahal ng Panginoon, at sa matibay ninyong suporta, sigurado akong walang anumang pagsubok ang di natin kayang lagpasan,” President Aquino said. PND (as)

Lower food prices pull down inflation to 2.4 percent in March 2015

MANILA – Lower food prices, primarily rice and meat, pulled down headline inflation to 2.4 percent in March 2015 from 2.5 percent in the previous month and from 3.9 percent in March 2014, according to the National Economic and Development Authority (NEDA).

“The easing annual growth rate of rice prices was supported by favorable total rice stocks inventory. Food inflation could have been lower if not for the relatively higher prices of vegetables and fish, which is due in part to the likely shift in consumers’ preferences given the onset of the Lenten season,” said Economic Planning Secretary Arsenio M. Balisacan.

He added that the slower upward adjustments in food prices also benefited from the firm commitment of local bread producers to cut down the prices of bread as transportation and production costs declined due to cheaper fuel.

Meanwhile, inflation among non-food items rose slightly to 0.9 percent in March 2015 from 0.6 percent in the previous month, mainly due to softer declines in the price indices of electricity, gas and other fuels price and operation of personal transport equipment.

On the other hand, core inflation, which excludes selected volatile food and energy prices, inched up to 2.7 percent in March 2015 from 2.5 percent in February 2015, albeit slower compared to the 2.8 percent registered in the same period a year ago. It averaged at 2.5 percent in January to March 2015.

Overall, headline inflation for the first three months of 2015 averaged 2.4 percent, which is still within the inflation target range of 2.0 to 4.0 percent set by the NEDA Board Development Budget Coordination Committee for 2015.

“Inflation remained low and stable in the first three months of the year in line with expectations over the policy horizon, which is likely to support consumption growth,” said Balisacan, who is also NEDA Director-General.

Balisacan noted that a relatively stable peso, given the country’s strong external position on the back of strong remittances, rising BPO (Business Process Outsourcing) earnings and FDI (Foreign Direct Investment) inflows, ample international reserves, and a manageable level of external debt contribute to stable domestic prices.

“The continuing decline in international oil prices is also a positive development for the country considering our dependence on imported oil,” he added.

Inflation in the National Capital Region (NCR) decelerated to 1.9 percent in March 2015 from 2.2 percent in February 2015 and 2.9 percent in the same period a year ago. This is accounted for by slower inflation in several major commodity groups including food and non-alcoholic beverages. Outside NCR, inflation remained stable at 2.6 percent, slower than the 4.2 percent recorded in the previous year.

“Our overall inflation outlook remains well- anchored as policies continue to be supportive of a stable inflation rate. While the current episode of mild El Niño and power woes still pose risks to inflation, the continuing efforts to ensure that appropriate policy actions are implemented are expected to temper inflationary pressures over the near to medium term,” said Balisacan.

The forum was organized by Touchstone Ventures, a Swiss investment company which visited the Philippines on 12-16 November 2014 together with a Swiss business delegation led by Ambassador Baja to explore the diverse business opportunities in the Philippines.

The investment forum seeks to convince more Swiss and European capitalists to invest in Southeast Asia, i.e. ASEAN.

Ambassador Baja said that “ASEAN is thinking globally and the countries that comprise the region are preparing together to achieve economic integration in 2015 and beyond.”

Thailand Deputy Prime Minister and Foreign Minister Calls on Secretary of Foreign Affairs in First Official Visit to PHL

07 April 2015 – Secretary of Foreign Affairs Albert F. del Rosario received His Excellency General Tanasak Patimapragorn, Deputy Prime Minister and Minister of Foreign Affairs of Thailand, on 6-7 April 2015 as part of his introductory visit to ASEAN member countries. The two Foreign Ministers had frank, candid, productive and in-depth discussions on bilateral as well as international issues of mutual interest.

On Bilateral Cooperation

The two Foreign Ministers recalled the long history of friendship between the Philippines and Thailand and expressed satisfaction with the level of cooperation in the fields of trade, investment, defense, agriculture and technical cooperation. They likewise highlighted the warm relations between the two peoples and noted that people-to-people relations further enhance the already excellent Philippines-Thailand relations.

Secretary of Foreign Affairs del Rosario conveyed the Philippines’ deep appreciation to the Thai Royal Family, the Royal Thai Government and the private sector for their humanitarian support for the victims of Typhoon Hagupit (Ruby). He also expressed gratitude to Her Royal Highness Princess Maha Chakri Sirindhorn for including three (3) Philippine schools in the Collaboration Project on Children and Youth Development under the Her Royal Highness’ Royal Patronage.

In order to further deepen the collaboration between the two countries, the two Foreign Ministers expressed their commitment to strengthen existing bilateral mechanisms such as the Joint Commission for Bilateral Cooperation (JCBC), the Joint Commission for Military Cooperation (JCMC) and the Joint Trade Commission (JTC). Both sides agreed to convene these mechanisms within the year.

Deputy Prime Minister and Minister of Foreign Affairs Tanasak extended an invitation to Secretary of Foreign Affairs del Rosario to visit Thailand for the 6th Joint Commission for Bilateral Cooperation (JCBC) Meeting, which is scheduled to be held in the second half of 2015.

Both sides agreed to explore cooperation in (1) education through non-traditional teaching methods including the use of ICT, (2) combatting illicit trafficking in narcotic drugs, and (3) agriculture.

The two Foreign Ministers looked forward to the implementation of the Joint Partnership Program which supports capacity building for women entrepreneurship in Cambodia, Laos, Myanmar, Viet Nam, Bhutan, Bangladesh, Nepal, and Timor-Leste.

On Regional and International Cooperation

The two Foreign Ministers reaffirmed their commitment to continue cooperation towards the forging of an ASEAN Community and upholding the centrality of ASEAN in the evolving regional architecture.

Secretary of Foreign Affairs del Rosario expressed satisfaction for Thailand’s pro-active co-chairmanship of the ASEAN-China Senior Officials Meeting and Joint Working Group Meeting on the Implementation of the Declaration of the Conduct of Parties in the South China Sea. He also updated Deputy Prime Minister and Minister of Foreign Affairs Tanasak on the developments in the West Philippine Sea and the case before the Arbitral Tribunal.

The two Foreign Ministers noted developments in the Middle East and expressed their commitment to cooperate in the evacuation of their nationals from Yemen. They agreed to further strengthen coordination between their Foreign Ministries to ensure the safety and well-being of their nationals in strife-torn countries in the Middle East.

Deputy Prime Minister and Minister of Foreign Affairs Tanasak expressed his appreciation to Secretary del Rosario for the warm hospitality and excellent arrangements provided to him and his delegation during the visit to the Philippines.

Christian church network declares support to Bangsamoro

MANILA – The Philippine Council of Evangelical Churches (PCEC) in a forum held yesterday in Quezon City reiterated its support for the proposed Bangsamoro Basic Law (BBL) in its current form and called on Congress for its immediate passage.‎

“It is our desire that peace, justice, and righteousness will reign not only in Mindanao but across the country and the world,” announced PCEC National Director Designate Bishop Noel Pantoja. He added that their network has been praying for the success of the Bangsamoro peace process.

The PCEC is a network of denominations, churches, mission groups, and para-church organizations nationwide established in 1964. It is currently composed of more or less thirty-two thousand ecclesiastical groups and is known to support progressive measures such as the reproductive health law and the freedom of information bill.

Pantoja shared that they believe some sectors in society used the Mamasapano incident last January 25 to forward their personal politics and agenda. “We reject all irresponsible conjectures that use Mamasapano to forward their selfish agendas. We call for justice and support all investigations. We also support the all-out peace movement being put forward.”

Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Teresita Quintos Deles and Moro Islamic Liberation Front (MILF) Negotiating Panel Chair Mohagher Iqbal, who were present at the event, echoed the message of Pantoja.

“If we are unable to mend the fault lines among our people, then our way toward the future will be most definitely difficult. We may have different religions but only one God. I hope all faiths and their leaders can help guide us all to become one people,” beseeched Deles. Iqbal added the “the MILF assures all, in sha Allah, that no one in the Bangsamoro will be discriminated against based on religion.”

Pantoja also pledged that the PCEC will continue its support and active participation in the peace process.

The abduction of Naga Mayor Gemma Adana of Zamboanga Sibugay is now the subject of intensive police operation.

Our police are exerting all efforts to determine the whereabouts of the mayor and rescue her safely in coordination with other law enforcement authorities and the military.

According to reports reaching DILG, Mayor Adana was abducted by five men in her residence in Taytay Manubo in Naga Monday night.

She was with her friends when the suspects armed with short firearms barged in and forcibly took the mayor. The group sped off towards the sea onboard two motorized bancas.

The provincial government of Zamboanga Sibugay will be convening the crisis managemment committee today to address the situation.

We are urging all LGUs in the surrounding areas to be on alert for the kidnap group and coordinate any useful leads with the authorities.

DILG chief on Mamasapano: Time to move forward

Interior and Local Government Secretary Mar Roxas said he is one with the legislators and families of the SAF 44 in seeking justice for the fallen elite policemen who perished in the Mamasapano incident.

As the House of Representatives resumes its hearings on the Mamasapano incident today (April 7), Roxas said it is also time for the nation to move on and institute reforms to prevent the same tragic mistake to ever happen again.

“Ako, kasama ng mga pamilya ng SAF 44, ng mga kagalang-galang na miyembro ng kumite na ito, at ng buong sambayanang Pilipino, ay humihingi ng hustisya,” Roxas said.

The DILG chief said his desire to know the truth is one of the reasons why he created the Board of Inquiry (BOI) to issue a comprehensive report regarding the circumstances surrounding the Mamasapano case.

Based on the BOI report, 392 members of the Special Action Force participated in the operation to arrest Marwan. The operation succeeded in killing Marwan, but at the cost of 44 SAF commandos killed.

As chair of the National Police Commission, Sec. Roxas already offered benefits to the families of the SAF 44 and gave posthumous awards and recognitions to the fallen heroes.

“The SAF 44 received posthumous commendations and promotions, and those who were wounded also received the decorations, benefits, and help they deserved,” Roxas pointed out.

In the Philippine National Police, Roxas said ongoing reforms are continually being instituted to level up the capability of policemen and prevent lapses in the enforcement of their duties.

The FSI Board named training rooms 558-559 as the Special Envoy Carlos Chan Room. Special Envoy Chan’s contribution to the Institute, amounting to Php 3 million, will be used to further upgrade the classrooms, library, and offices as well as purchase computers, printers, audio visual equipment, webcasting equipment, student desks and chairs, and foreign language training materials.

During the presentation at the Department of Foreign Affairs (DFA), Secretary Del Rosario thanked Mr. Chan for his generosity. The Secretary also commended the FSI for its efforts in establishing linkages and securing contributions from friends of the Institute.

DFA Undersecretary for Migrant Workers Affairs Jesus I. PNP opens annual summer sports training program

The Philippine National Police through the Headquarters Support Service (HSS) announced that the annual PNP Summer Sports Training Program formally opens today April 7, 2015 at the PNP Gymnasium.

The sports training being offered are arnis, aikido, basketball, boxing, ballroom dancing, badminton, chess, karate-do, judo, lawn tennis, muai-thai, swimming, table tennis, and taekwondo.

All PNP personnel, Non-Uniformed Personnel (NUP’s), PNP dependents and other civilians who are duly sponsored or endorsed by PNP personnel could take part in the said program that is designed to promote their overall well-being through enhancing their physical and mental skills. Camaraderie, discipline and other positive values are also expected to be acquired through active participation in the aforementioned sports.

DA to create TWG as it hopes to forge MOU with Cambodian counterpart soon

The Department of Agriculture is forming a technical working group that will study and flesh out the details of a soon-to-be signed memorandum of understanding for cooperation with the Kingdom of Cambodia’s Ministry of Agriculture, Forestry and Fisheries, Agriculture Secretary Proceso Alcala today said.

Alcala, who recently met with his Cambodian counterpart, Minister Ouk Rabun, in Phnom Penh, Cambodia, said that the TWG is the first step on DA’s part to facilitate the MOU, which would promote technical cooperation and information exchange in food and agriculture. The MOU is expected to be signed within the year.

“Creating more robust alliances with our counterparts in Cambodia and other Southeast Asian neighbors is high on the Department of Agriculture’s agenda, as it both timely and necessary towards achieving national food security and inclusive socio-economic progress in an era of an integrated ASEAN community,” he said. “After all, agriculture remains a key pillar of Philippine economy, as in much of Southeast Asia,” Alcala added.

The ASEAN economic integration, which is to be fully carried out by yearend, is projected to offer tremendous opportunities for increased agri-fishery trade and investments. Taken as one, ASEAN is a market of over 600 million consumers with a combined GDP of nearly US$3 trillion according to official statistics.

Alcala explained it is the job of the Department to provide and facilitate the needed resources, policies and linkages to turn these bright prospects into reality.

He said his meeting with Rabun allowed both of them to re-affirm their shared commitment to push for closer relations.

Alcala likewise reiterated DA’s invitation to the Cambodian official to take part in the 37th gathering of ASEAN Ministers on Agriculture and Forestry (AMAF) in Manila on 7-12 September 2015.

Held annually, this year’s AMAF meeting is expected to take stock of developments about the preparation of ASEAN members for the regional economic integration in terms of enhanced food security and trade.

Climate change and other pressing issues, as well the need to come up with strategies for stronger partnerships with dialogue partners, international organizations and private sectors, are also expected to be discussed.

The DA chief was accompanied in his call to Rabun by other Agriculture officials that included Assistant Secretary for Planning & Project Development Orlan Calayag, International Affairs Division officer-in-charge Ma. Araceli Albarece, and Special Agriculture Representative Ms Ana GM Abejuela.

Also present were officials of the Philippine Embassy in Cambodia, including Chargé d’ Affaires Myca Magnolia Fischer, Third Secretary and Vice Consul Monika Kamille Limpo, and Attaché Freddie Ta-a.

DPWH Chief warns bidders - disclose only the facts

Public Works and Highways Secretary Rogelio L. Singson issued a policy directive calling the attention of contractors who are prospective bidders for DPWH infrastructure contracts to disclose all their ongoing and completed projects with the government and private entities.

“I noticed that some contractors or bidders do not disclose complete information of their ongoing projects. In some instances, their submitted documents for eligibility do not have information on ongoing contracts particularly those with the private entities,” Secretary Singson said.

Secretary Singson further clarified that ongoing contract, including contracts awarded but not yet started are those contracts within the DPWH; outside the DPWH like national government agencies, government-owned and controlled corporations, and local government units; and private entities.

In his policy directive in DPWH Department Order 36 series of 2015 entitled “Disclosure of Ongoing Contracts by Prospective Bidders for Infrastructure Contracts” pursuant to Section 23.1 (iii) of the Implementing Rules and Regulations of Republic Act No. 9184, every prospective bidder for a DPWH infrastructure contract shall submit as part of its Technical Documents for eligibility a statement of all of its ongoing and completed government and private contracts.

It includes contracts awarded but not yet started, if any, whether or not similar in nature and complexity to the contract to be bid, within the period provided in the Bidding Documents. The statement shall disclose litigation history of the bidder’s ongoing contracts with the government and private entities.

Non-compliance with the Order shall make the concerned bidders liable to the penalties under Section 65.3 and to the administrative sanctions under Section 69 of RA 9184-IRR.

Singson has directed all heads of DPWH procuring entities to strictly enforce and monitor compliance to said Department Order or face penalties of reprimand for the 1st offense; suspension for 1-30 days for the 2nd offense; and dismissal for the 3rd offense as prescribed for violation of reasonable office rules and regulations in Section 52, C(3) of August 31, 1999 Civil Service Resolution No. 991936 known as the “Uniform Rules on Administrative Cases in the Civil Service”.

As summer vacation commences, the preparation of the Department of Education (DepEd) for the 58th Palarong Pambansa is now in full swing. Included in these preparations are the trainings of student-athletes conducted by their respective coaches and the Physical Education & School Sports (PESS) unit from various DepEd regional offices.

More than the selection of this year’s provincial host and the composition of the 2015 Palarong Pambansa committees, honing student athletes’ skills are the most essential and vital part of Palarong Pambansa, since its results are reflective of the growth of the country’s sports development program.

So how does DepEd exactly prepare student athletes for Palaro?

Students who display exemplary skills in the Physical Education curriculum through the school intramurals, are chosen by their school heads to compete in the district athletic meets where champions are delegated to the division athletic meets. The cream of the crop are then brought to the regional athletic meets where the National Screening & Accreditation Committee (NSAC) will evaluate, verify and accredit eligible athletes for the Palarong Pambansa at least two (2) months before the much-awaited national event.

Education Assistant Secretary and Palarong Pambansa Secretary General, Atty. Tonisito M.C. Umali Esq. said present rules state that athletes to be presented to the NSAC are chosen by both their coaches and DepEd officials.

“Iba-iba ang rules sa bawat region. Meaning yung ibang region, 100% from the winning team yung pinapadala and yung iba 90% or 80% yung core galing doon sa winning team. Yung 20% kukunin nila sa iba't ibang schools from other provinces at ito yung mga mahuhusay na manlalaro sa rehiyon.” Umali explained.

Aside from these athletic meets, the Sports Track curriculum included in DepEd’s K to 12 basic education program, is another tool in preparing student-athletes for Palaro as well as their academic development should they wish to pursue a career in the athletic industry. School year 2016-2017 marks the implementation of Senior High School nationwide, where the said specialized track offers subjects like fundamentals in coaching, fitness testing and basic exercise programming.

Pulse Asia Research, Inc. has released the results of its latest nationwide survey, which shows Filipinos’ approval on the government’s efforts in stopping environmental destruction and abuse.

The survey was conducted on March 1-7, 2015 among 1,200 respondents. Of these, 48 per cent approved the national administration’s environmental performance, while 22 per cent gave disapproval marks, for a net approval rating of +26.

The government’s environmental performance had the second highest ranking among 12 national issues, next only to the administration’s response to the needs of those affected by calamities.

Court gives due course to petition for liquidation of Export and Industry Bank

The Regional Trial Court (RTC) of Makati City Branch 149, after finding the petition for assistance in the liquidation of the closed Export and Industry Bank (EIB) of the Philippine Deposit Insurance Corporation (PDIC) "sufficient in form and substance and conformably with pertinent law", has issued an order directing those who may have claims against the assets of the bank to file their claims with the PDIC. The order from Presiding Judge Cesar O. Untalan established RTC Makati City Branch 149 as the liquidation court for the closed EIB. The initial hearing for EIB's liquidation was set on April 14, 2015 at 8:30 a.m.

Pursuant to the court order, all uninsured depositors and creditors of EIB are directed to file their respective claims at the PDIC Office located at the 5/F SSS Building, 6782 Ayala Avenue corner V.A. Rufino St., Makati City. Claims may be filed from Monday to Friday, 8:00 a.m. to 5:00 p.m.

EIB is a 50-unit commercial bank that was ordered closed by virtue of Monetary Board (MB) Resolution No. 686 dated April 26, 2012 and placed under receivership by the PDIC. After the failure of two public biddings for the rehabilitation of the bank, the Monetary Board, in its Resolution No. 571 issued on April 4, 2013, directed PDIC to proceed with the liquidation of EIB.

EIB has total estimated insured deposits (EID) of P2.3 billion involving 44,229 accounts. As of February 28, 2015, the PDIC had paid EIB depositors P2.2 billion in valid deposit insurance claims involving 37,763 accounts or 96% of the total EID.

Manila, Philippines--- The Bureau of Immigration (BI) reminded Filipinos who are traveling overseas under an employment visa to secure the necessary Overseas Employment Certificate (OEC) from the Philippine Overseas Employment Administration (POEA) prior to departure to ensure a worry-free travel.

“The BI implements the Guidelines on departure formalities issued by the Inter Agency Council Against Trafficking (IACAT). Under Part II of the guidelines, Overseas Filipino Workers (OFW) must possess an Overseas Employment Certificate (OEC) upon departure”, said BI spokesperson Elaine Tan.

The statement was made following the complaints aired by the internet gaming community on the deferred departure of members of the Philippine Dota team 2, Rave, last Saturday.

Tan said that the three passengers traveling under Filipino passports carried Korean E-6 visas, which is a working visa issued for those who are seeking to make profit through entertainment, sports, and the like.


“We are coordinating with the POEA to make the process easier for the public, so as not to cause any inconvenience to the travelers. Right now, we must implement the guidelines”, said Tan.

Ngayon, kung sa akin ho, pakitanong na lang po siguro ang mga nauna sa akin kung bakit nga 20 taon ang inabot [Kinausap si Secretary Babes Singson: Babes, nag-umpisa tayo dito 2011, tama?]. Siyempre, pinaliwanag na po kung bakit natagalan. Hindi po kasali siyempre doon sa tatanungin natin ang aking ina, dahil 1995 po si Rosing, nanay ko po natapos ang termino 1992. Sayang nga po dahil kung napagtuunan lang agad ng pansin ang halaga ng proyektong ito, ilang daang libo ho kaya sa mga kababayan natin ang noon pa lang ay guminhawa na ang paghahanapbuhay at paglalakbay? Hindi rin naman po kalabisang sabihin na di-hamak na mas mura sana ang gastos kung ipinagawa na ito noong 1995 pa lang. Maliwanag po: sa tuwid na daan, isinusulong natin ang tinatawag na justice, at hindi ho “just-tiis.”

Ito nga pong Lullutan bridge ang isa sa mga kongkretong patunay na hindi po natin pinapabayaan ang Isabela. Dahil hindi po ako sinuportahan ni Rodito noon, number 2 lang po ako. [Tawanan] Pero number 1 kayo sa akin. [Tawanan at palakpakan] Sa pagtakbo ko raw ho, susuportahan niya ako. Alam ko na term-out na ako eh. [Tawanan] Hindi ko po maatim na magpatuloy ang inyong pasakit kaya naman itinaguyod natin ang bagong tulay na ito.

Ang report nga po sa atin, di-bababa sa apat na munisipyo o mahigit 200 barangay ang makikinabang sa bagong Lullutan bridge. Sa pangunguna nga po ni Secretary Babes at ng DPWH, sinigurado natin na mahusay at matibay ang kalidad ng tulay na ito. Gaya ng lagi, isinulong natin ang tinatawag na 5Rs para rito: right project, right quality, right people, right time, at the right cost. [Palakpakan]

Di po biro ang pagpapagawa ng kalahating kilometrong tulay na ito. Ang pondong inilaan: P772.92 million. Isipin po ninyo: 6.5 porsiyento na lang po ng National Budget ang itinira nang tayo’y mag-umpisang manungkulan noong June 30, 2010, para patakbuhin ang bansa sa nalalabing anim na buwan ng taon. Pero kita naman po ninyo, pagsapit ng June 9, 2011, wala pa man tayong isang taon sa puwesto ay nakaipon na tayo nang kaunti at nakabuwelo, kaya’t pinasimulan natin agad ang pagpapatayo ng Lullutan Bridge.

Alam po ninyo, di nag-iisa ang naging sitwasyon ninyo dito sa Lullutan: ‘yung napako na lang sa tinatawag na “sweet talk” ang inisyatibang magpapagaan sana sa kabuhayan ng ating mga mamamayan. Marami po tayong minanang proyekto na deka-dekada ang binilang mula nang planuhin at bago maisakatuparan. Sample po, nariyan ang Ternate-Nasugbu Road na nakongkreto sa Cavite, Batangas. Anim na kilometro lang ang haba ng kalsadang ‘to, pero inabot pa nang halos 20 taon bago ito nakumpleto. Binuksan po natin ‘yan noong 2013. Nariyan din ang Aluling Bridge sa Ilocos Sur na 1978 pa lang po, pinlano na; tayo na rin po ang nagtapos niyan. Nariyan din ang sisimulan na nating SLEX Toll Road 4 Project–ang magkokonekta po sa Southern Luzon Expressway hanggang Lucena. Ang proyekto pong ito, panahon pa ni Ginoong Marcos ipinangako, administrasyon naman ni dating Pangulong Ramos nang aprubahan, at sa atin pong panunungkulan nasimulan na o masisimulan na. [Palakpakan]

Bahagi lamang ang Lullutan bridge sa malawakan nating inisyatiba na paunlarin ang imprastruktura sa Isabela at sa buong bansa. Mula 2011, ang nailaan nating pondo sa imprastruktura sa inyong pong lalawigan, mula sa DPWH, sa National Irrigation, at iba pa: mahigit P11.96 billion na po. Sa probinsiya lang po n’yo ‘yan. Nandito pa naman si Manny na nasa Cagayan, baka ikukuwenta niya kung magkano napunta sa Cagayan. [Tawanan] Ongoing na ang construction–dito na ho tayo tutungtong sa Cabagan–ng Cabagan-Sta. Maria bridge na mag-uugnay sa Isabela sa ibang bayan sa Cordillera Administrative Region. Mapapabilis po ng proyektong ito ang pagbiyahe sa inyong probinsiya. Excited nga po akong matapos ito, para makatikim na rin ako ng totoong Pancit Cabagan. [Palakpakan] Noong kampanya po kasi, medyo nakadalaw tayo sa Cabagan, at siguro isang linggong binibida sa aming, “‘Pag natikman n’yo ‘yung Pancit Cabagan, babalik-balikan n’yo.” Dumating kami sa lugar, hindi naman inaasahan, medyo nahuli kami sa pagdating, mga tatlong oras ho yata kami nahuli dumating. Pagdating ng pancit, tuyong-tuyo. Pero malasang-malasa. Siguro mga anim na buwan bago ko natuklasan ‘yung Pancit Cabagan pala may sarsa. [Tawanan] Tinanong ko kung galing kay Rodito Albano ba ‘to. Kako, tuyo ‘yung Pancit Cabagan. Ayon na nga po, paulit-ulit na palang ininit dahil naatraso kami sa pagpunta, kaya ang dating masarsa naging tuyot. [Tawanan] Babalikan ho natin ‘yung pagtutuyot naman mamaya.

Nariyan din ang pagsasaayos at pagpapalawak natin ng Daang Maharlika, National Road 1 o Asian Highway 26. Tuloy-tuloy din po ang konstruksiyon natin ng kalsadang magkokonekta sa Daang Maharlika at sa Santiago-Tuguegarao Road sa Santiago City.

Kabilang din po sa ating inisyatiba ang 59.56 kilometers na farm-to-market roads na ating nagawa at nakumpuni sa buong Isabela. Oras matapos natin ang dagdag pang 15.91 na kilometrong farm-to-market roads dito sa inyo, aabot sa halos 20,000 ang farmer beneficiaries ng probinsiya. Siyempre, ito naman po sa natutuyo: Ang sagot natin diyan, nariyan din ang 161 irrigation projects na nakumpleto na natin sa inyong lalawigan. [Palakpakan] Bukod dito, may 32 irrigation projects pa tayong target na tapusin, at oras na makumpleto ito ay aabot po sa 146,625 na ektarya ang mabibigyan ng patubig. Higit sa 90,950 na magsasaka sa buong Isabela ang matutulungan nito. Idagdag na rin ninyo diyan ang sinimulan nating Pasa Small Reservoir Irrigation Project. ‘Pag nakumpleto ito sa 2016, inaasahang tataas sa 9,996 metric tons mula sa 555 metric tons ang annual rice production ng Ilagan. Iyon po ang report sa atin ng NIA. [Palakpakan] Isipin ho n’yo, 500 magiging halos 10,000. Ewan ko lang kung bakit ganoon ang report: 9,996–kinulang pa ng four tons. Pero sa galing po ng ating mayor, palagay ko, siya na’ng bahala magpuno ng four tons na ‘yan. [Tawanan]

Kung imprastruktura sa buong Cagayan Valley naman po ang ating pag-uusapan, inilalatag na natin ang humigit-kumulang 25.4 kilometers ng paunang mga seksiyon ng alternatibong ruta para sa Dalton Pass, kasabay ng patuloy na pagtukoy sa alignment ng nalalabing “tunnel” section nito. [Palakpakan] Batid po nating vulnerable sa landslide at lindol ang Dalton Pass. Ang sabi din sa atin ni Secretary Babes, kung magkaaberya at masara ang daanan, mahigit 18 oras pa ang aabutin patungong Maynila, dahil iikot pa tayo sa Ilocos Norte, Ilocos Sur, at iba pang mga bayan. Pinag-aaralan din natin ang posibleng pag-extend sa North-South Railway Project, na tatagos po sa Isabela patungong Norte. [Palakpakan] Kayo po ang mga boss ko, kaya ko lang hong umpisahan ‘yan. Di ko ho kayang tapusin. Pero ayun nga ho, ‘yung unang parte ho ay Malolos hanggang Calamba. Siyempre, sabi ko, ‘wag n’yong kalimutan na taga-Central Luzon ako, baka puwede pong paabutin n’yo naman ng lampas Bulacan. At tutal nandoon na kayo, lumampas na rin tayo, pumunta na tayo ng Region 1 at Region 2–sama na natin ang Cordillera. [Palakpakan] Pero batid naman po ng marami na noong kada dalaw po natin dito sa Isabela sa Cagayan, parang ‘pag ‘yung panahon ng medyo matayog ‘yung ating taniman, talagang berdeng-berde at saka talagang punong-puno ‘yong Cagayan River. Pero nabisita ko na rin kayo ‘pag may El Niño na talagang brown lahat at si river ay parang alaala na lang. Tapos, ‘yung ating mga magsasaka, kung sino ang makakadayo dito sa malayong lugar at magbibigay ng presyo, nagdidikta ng presyo. So ‘pag meron tayong tren, maparami natin ‘yung kalsada, maparami ‘yung merkado n’yo, di-hamak giginhawa lalo ang magsasaka. [Palakpakan]

At siguro naman po pati ‘yung mga mamimili, mas maraming pagbibilhan. May kompetisyon na mapapaganda rin ang presyo n’yan.

Ito nga po ang mga proyektong nakumpleto at tinatapos na natin sa ilalim ng mabuting pamamahala. Makakaasa naman po kayo na sa nalalabing panahon ng ating termino, mas marami pa tayong magagawang imprastruktura dahil mas malaki pa ang ibubuhos nating pondo sa sektor na ito. Kung sa ngayon po, dahil napakaganda ng ating ekonomiya ay nasa four percent ng GDP natin ang budget para sa imprastruktura; sa susunod na taon, five percent ng ating inaasahang mas malaki pang GDP ang target nating ilaan para sa infrastructure spending.

Dahil nga pinili ng sambayanan ang tuwid na daan, ang mga pangarap na dating nakatiwangwang, isa-isa na pong nating naisasakatuparan. Mula sa pagiging Sick Man of Asia, “Asia’s Rising Tiger” na ang ating bansa. [Palakpakan] Dahil nga po sa mas maunlad na ekonomiya, mas may kakayahan na tayong tugunan ang pangangailangan ng iba pang sektor. Nabura na natin po ang minana nating backlog na 66,800 classrooms, at natugunan na rin natin ang minana nating kakulangan sa libro at upuan. Pinupunan na rin natin ngayon ang panibagong pangangailangan na bunga ng reporma natin sa ating basic education system o ‘yung K-12 na sistema.

Kung noong 2010 nga, halos 800,000 kabahayan lang ang sakop ng Pantawid Pamilyang Pilipino Program; ngayon, ngayon higit na po sa apat na milyong kabahayan na ang ating natutulungan. [Palakpakan] Sabi po sa atin, dito po sa Isabela, nitong Pebrero lang, umabot na sa higit 47,800 ang households na saklaw ng Pantawid Pamilya Pilipino Program. [Palakpakan] Dahil magaling po ang governor n’yo, ang target natin kasing tulungan: 44,844. Kaya, lumampas po sa target, ang ating mga natutulungan, naging 47,000. [Palakpakan]

Coverage naman natin para sa Philhealth sa buong bansa, nasa 87 percent na, higit po sa 1.24 million sa nakikinabang ng PhilHealth program ay mga taga-Isabela. ‘Yan po, pinagtulungan naman po ni Governor and Vice Governor Tonypet. Sunod dito ho, kasama namin sa tarpaulin. [Tawanan] Hindi, sa budget ho sila nag-approve. [Tawanan]

Hindi n’yo ako masisisi ‘pag napunta ako sa distritong ito, “Anong oras ba tayo aalis?”

Mahaba nga ho ang listahan ng ating narating dahil sa kolektibong pag-aambagan. Kung iisa-isahin natin ito ay baka abutin pa tayo rito ng pista ng inyong lalawigan. [Tawanan] At baka bigyan na naman tayo ni Rodito ng tuyong Pancit Cabagan. [Tawanan] Pero malasa naman, maski walang sarsa. [Tawanan] Pasensiya na po, ‘yung pancit ho, mga limang noodle lang natikman ko dahil malakas kumain ‘yung mga kasama ko. May naglabas ng pakwan, ang ganda ho, nasa bowl, punong-puno. Noong pakuha na ho ako ng tinidor sa pakwan, may lumapit, “Puwede ba ho magpa-picture?” Siyempre, nangangampanya pa tayo, sabi ko “Puwede!” [Tawanan] ‘Yung isa, naging dalawa, naging tatlo, hanggang lahat ng tao doon sa lugar nagpakuha ng litrato. Pagdating ko ho doon sa pakwan, isang piraso lang ang naiwan. [Tawanan] Pero sabi ho ng nagbigay sa akin, “Para sa inyo ho ‘to.” Paborito ko pa naman ho. Nahiya ‘yung mga nauna sa akin, nagtira naman talaga sila ng isa–parang kasama naman ho ako sa kainan. [Tawanan]

Kaya lang, alam ho n’yo ‘yung pakwan, parang masyadong pinutol ‘yung parteng puti. So kalahati puti, kalahati pula. [Tawanan] Sabi sa akin, “Kumusta ho ‘yung pakwan?” “Aba, malutong!” [Tawanan] Pero ‘yung berde ho, tatanggi na ako–kung ‘yung berde ang ibibigay sa akin. [Tawanan]

Marami ho talaga akong alaala dito pero nawawala tayo sa usapin natin ngayon.

Isipin po ninyo: Kung dati, ang madalas pong itanong, “Ano ba namang maaasahan sa gobyerno?” Ngayon, may makakapagsabi pa bang hindi nagde-deliver ang inyong pamahalaan, maski isang lugar sa Pilipinas?

Malinaw po ang estilo ng ating pamamahala sa tuwid na daan: pagsilbihan ang lahat ng ating mga kababayan. Nagawa nga po natin ang lahat ng pagpapaunlad ng imprastruktura at pagpapalawak sa benepisyong hatid ng ating serbisyong panlipunan nang hindi nagdaragdag ng buwis, maliban po doon sa Sin Tax. [Palakpakan] Kapartido man po natin o hindi, basta’t makatwiran, ay tinutugunan po natin ang pangangailangan. Mayroon nga po tayong mga pinuno, na hindi man po natin kasama sa LP ay nagpapaabot ng kanilang pasasalamat sa naihatid na serbisyo sa kani-kanilang mga distrito at lalawigan, tulad ni Ana Go. Ana, nabasa ko dati, thank you very much. [Palakpakan]

Alam n’yo kasi minsan, napapakinggan ko ‘yung kritiko ko, parang wala na akong nagawang tama eh. Kaya pati kami, hindi n’yo kapartido, napupuri kayo, siyempre nakakabawi-bawi naman maski papaano. Ngayon, basta nakita ko si Rodito, di na ako aasa nung pansit na maayos saka pakwan. [Tawanan] Madali maabot iyong ating mga inaasam-asam.

Ididiin ko lang po: Siyempre, kayo ang aking mga Boss; kayo ang sambayanang Pilipino na aking pinaglilingkuran; [palakpakan] kayo po ang gumawa ng pagbabago. Kayo po ang nagiging susi para sa transpormasyong tinatamasa na natin ngayon. Binigyan po ninyo ako ng mandato, at sabay-sabay po nating nakikita ang positibong bunga ng lahat ng ating pinagsumikapan. Ang akin nga po, Boss: Kung gusto ninyo ang nakikita ninyong pagbabago, hindi ba’t makatwiran lang na pumanig pa rin tayo sa tuwid na pamamahala?

At babalik po ako sa laging tinatanong sa akin: Sino ba ang magtutuloy ng lahat ng ito ‘pag wala na kayo? Sabi ko sa kanila, mga Boss, bilib ako sa inyo. Kayo ang magpapatuloy nito, at alam kong hindi kayo magpapabola sa mga nagprepresentang kakampi natin, pero klaro namang doblekara. Kung di-hamak na mas mabuting kalagayan ang maipapamana natin sa mga paparating na henerasyon ng Pilipino, talaga naman pong sulit ang ating pagsisikap, at ang lahat ng pang-aalipusta, intriga, at pagyurak na ating kinaharap bilang Pangulo.

450 araw na lang po ang natitira sa ating administrasyon. Pero lalong tumitibay ang aking paninindigan: Sabi nga po ng aking [ina], “The Filipino is worth living for.” So I say, “the Filipino is not only worth living for and worth dying for,” kung hindi talaga “the Filipino is worth fighting for.” [Palakpakan] Bilang inyong Pangulo po, tunay pong pribilehiyo ko na paglingkuran ang sambayanan. Sa patnubay at pagmamahal ng Panginoon, at sa matibay ninyong suporta, sigurado akong walang anumang pagsubok ang di natin kayang lagpasan.

SEC. COLOMA: Ipinapakita lang po siguro niyan iyong kanilang ambivalence ‘no at palagay ko po ay apektado sila doon sa mga matitingkad na usapin katulad doon sa Mamasapano, ‘no. Pero sa palagay po namin dapat lang ang tingnan natin iyong mas malaking larawan, the bigger picture. WINNIE: In other word, Sonny, itong rating na ito is only for the moment, puwedeng tumaas iyan, puwedeng bumaba, hindi ba?

SEC. COLOMA: Ganoon naman po ang character ng mga rating na iyan ano. Meron pong tinatatawag na ebb and flow, ‘no. May low tide, may high tide.

WINNIE: Ito ang pinaka-low tide niya.

SEC. COLOMA: Kasama na po iyan sa trabaho. Kailangan po patuloy pa rin iyong pokus ng pagtupad sa mga naipangako.

RHEA: Tita, parang sinasabi ni Sec. talagang naging emosyonal ang tao dito sa Mamasapano incident, iyon ang medyo naging malaki iyong effect ‘no. Sinasabi n’yo rin po na media related itong resultang ito. Ano po ang naging basehan ninyo, Sec. Coloma?

SEC. COLOMA: Ang sinasabi lang diyan, Rhea, na influential ang ating mass media. Nire-report nila, nalalaman mula sa kanila ng ating mga mamamayan. Meron din tayong social media. Kinakailangan ay maipaunawa at maipaliwanag sa mga mamamayan ang mga isyu.

RHEA: (overlap) Sec. are you saying media is not being fair with the President?

SEC. COLOMA: Para sila ay makapagbuo ng tamang pasya.

RHEA: Sec. are you saying media is not being fair po sa ginagawa po ng Pangulo?

SEC. COLOMA: Siguro naman po ay sinisikap ng lahat na maging fair, na maging makatotohanan. Minsan lang may mga pressure ‘no. Pero sa kabuuan kinikilala namin na napakahalaga ng papel na ginagampanan ng mass media sa pagbibigay ng impormasyon sa ating mga mamamayan.

WINNIE: Well you know, for example, the rest of Luzon and NCR pinakababa ang satisfaction rating kay President. Pero sila ang pinakamataas na ayaw magbitaw si Presidente. Talagang, you know, I’d like to find out what the basis of this is eh. Iyong sabi niya—maybe it’s because the people when they decide whether they want him to resign. They look at his entire record. Ngayon itong March 23 to 25 na survey eh, ngayon lang iyon. So, I think on the whole, they are still very satisfied with the President. Iyong his performance as a whole. Itong satisfaction rating nila only for March.

RHEA: Yes. Tita, you are saying a while ago na hindi pa ito dapat nakaka-apekto sa endorsement power ng Pangulo, masyadong malayo. Ang Malacañang ho ba ay bothered ho sa ganitong resulta, Sec. Coloma?

SEC. COLOMA: Ang focus naman namin, Rhea, ay iyong serbisyo publiko, iyong reporma. Malayong malayo pa sa aming isipan iyong partisan politics, dahil trabaho muna tayo. At isa pa, dito sa SWS at doon din sa naunang survey ng Pulse Asia significant din iyong undecided. Doon nga sa Pulse Asia, mas malaki pa - 39% iyong undecided kaysa doon sa hindi aprubado na 38%. Sa aming palagay ito ay magandang pagkakataon - sa pamamagitan ng ibayong pagpupunyagi at pagpapahusay ng serbisyo publiko, sisikapin maging karapat-dapat sa patuloy na pagtitiwala at pagtangkilik ng mga mamamayan.

WINNIE: Okay, last question, Secretary Coloma ha. Who is the President going to endorse, do you think?

SEC. COLOMA: Hindi pa po niya tinutukoy dahil para sa kanya po ay hindi ito ang tamang panahon.

ALAN: Sec, we understand na after the Holy Week ang schedule ng Pangulo ay magiging very busy nanaman at magtutungo po siya sa norte para sa inagurasyon ng isang napakahalagang piece of infrastructure nanaman po, Secretary Coloma, sir.

SEC. COLOMA: Tutungo si Pangulong Aquino sa Ilagan, Isabela para sa inagurasyon ng isang mahalagang tulay na mag-uugnay sa national highway doon at magiging mahalagang improvement doon sa imprastruktura at ito ay makakatulong sa pagpapabilis ng economic development ng Cagayan Valley, Alan.

ALAN: Ayun. And of course, kapag ganitong may mga infrastructure projects, Sec. Sonny, na pinupondohan ng buwis ng ating mga mamamayan, we understand na may panawagan din ang Palasyo sa lahat ng mga taxpayers na huwag mag-declare ng mga maling income at magbayad ng tamang buwis considering na papalapit na ho iyong deadline para sa filing ng mga returns, Sec. Coloma, sir.

SEC. COLOMA: Ganoon nga, Alan, dahil napakahalaga ng binabayad na buwis ng mga mamamayan, ito ang pinanggagalingan ng pagpopondo sa mga mahalagang proyekto - mga imprastruktura, iyong sa pagpapabuti ng kabuhayan ng ating mga mamamayan, at sa pagpapalaganap ng turismo - para umunlad pa ang ating bansa. Iyan pong tax collections, iyan po ang pinanggagalingan ng pondo ng bayan at kailangan pong mapanatili natin, kung hindi mapataas pa ang ating tax revenues.

Ito po dapat kasi ay sumasabay sa paglago ng Gross Domestic Product, at iyan ang sinisikap ng ating pamahalaan na mapataas ang nakakalap na pondo mula sa buwis na binabayad ng mga mamamayan.

ALAN: Opo. Secretary Coloma, sa ibang usapin po. Noong Sunday nagkaroon ng blackout sa malaking bahagi po ng Mindanao and we understand na-restore naman kaagad. But the Department of Energy ay patuloy po sa pag-alam kung ano ho ang pinakapuno’t-dulo, Sec. Sonny, ano ho. Meron na ho bang mga latest na impormasyon na naiparating sa Palasyo galing po sa Department of Energy, sir?

SEC. COLOMA: May iba’t iba tayong ulat na natunghayan, Alan. Pero siguro mas mainam hintayin na lang muna iyong official report mismo ng Department of Energy. Hindi ko pa natutunghayan ito ‘no. Ang sabi nga ni Pangulong Aquino, “No power is the most expensive power,” kasi marami pong nasasayang na oportunidad para sa pagsulong ng ating ekonomiya at nababalam iyong progreso ng ating bansa kapag hindi maasahan at hindi tuluy-tuloy iyong supply ng kuryente.

ERWIN: Sir, ano ho ang reaksyon. We heard na tinatanggap daw po ng Malacañang ito at kayo na rin mismo ang nagsabi, ibig lang sabihin na naintindihan daw po talaga ng taumbayan itong sitwasyon na ito, iyong mga pahayag po ni Pangulong Aquino, Sec. Pero meron po bang gagawing adjustments ngayon ang Malacañang, kayo ho diyan, sir. Para medyo makabawi naman po dito sa medyo patuloy na pagbaba ng rating po ng Pangulong Aquino, Sec. Sonny?

SEC. COLOMA: Erwin, ang aming tugon diyan ay ito: ibayong determinasyon, kasipagan at pagpupunyagi. Dahil kinikilala namin iyong pagpapahayag ng saloobin ng aming mga “Boss,” ang sambayanang Pilipino sa pamamagitan ng mga pinakahuling public opinion surveys. Sa aming tingin malinaw ang pagpapahayag ng mga mamamayan ng kanilang saloobin - hindi sila nasisiyahan sa mga kaganapan kasunod noong nangyari sa Mamasapano na kung saan ay nasawi ang apatnapu’t na pulis na miyembro ng PNP-SAF - na tinuturing nating bayani - labinpitong kasapi ng MILF at ng ilang mga civilian pa nating kababayan. Bukod sa usapin ng Mamasapano, patuloy pa ring tutukuyin ng pamahalaan ang iba pang mahalagang usapin at pangangailangan ng ating mga mamamayan tulad ng paglikha ng mas maraming trabaho at oportunidad, pagpapalaki sa kita ng mga manggagawa, pag-control sa pagtaas ng presyo ng mga bilihin o inflation, paglaban sa corruption at pagpigil sa kriminalidad.
Iyon po ang aming pananaw, iyong ibayo lang po pagsisikap, iyong pagpapabuti ng serbisyong publiko at iyong pagtupad sa mga naipangako sa ating mga mamamayan.

ERWIN: Sa palagay ninyo, sir, na makaka-recover pa, makakabawi pa po ang Pangulo? Kasi nga po ay sinasabi nga po ng ilan, na lalo na po iyong sa kabila, ang oposisyon na may ilang buwan na lamang at bababa na ang Pangulo thereby or entonces ay this makes him a lame duck leader, Sec. Sonny. Ano hong masasabi n’yo po rito, Sec?

SEC. COLOMA: Wala po kaming konseptong ganoon ‘no. Dahil meron pong sinumpaang tungkulin ang Pangulo na maglingkod sa loob ng anim na taon, susulitin po iyon ‘no, sa bawat araw ay gagawin ang pinakamahusay na puwedeng magawa para mapaglingkuran ang ating mga mamamayan.
