GMA News: A senior citizen died while some 5,000 people were sent into a panic after text messages circulated in two towns in Quezon province Tuesday night that a tsunami threatened the areas.The PDRRMC assured the residents there is no tsunami. PHIVOLCS also confirmed it is impossible to have a tsunami alert at this time in any part of the country.

Government taking a proactive stand on impending power shortage, Palace says
 
The government is taking a proactive stand in anticipating an impending power shortage in the summer of 2015, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said on Tuesday. “The Department of Energy (DOE) anticipates that between March and May of 2015, there could be a possible shortfall of 200 megawatts. On account of which, Secretary Jericho Petilla is proposing an additional capacity of 200 to 300 (megawatts), making a total of 400 to 500 megawatts in new capacity in Luzon and parts of the Visayas,” Coloma said during a press briefing.
Energy Secretary Petilla is proposing that President Benigno S. Aquino III be given emergency powers to address the impending shortage in power supply.

“Ang nililinaw niya (Petilla) ay nagiging proactive lamang siya at ang Department of Energy sa paghahain ng impormasyon na maaaring magkaroon ng shortfall sa summer months na even for a brief period ay hindi ito dapat magdulot ng ligalig sa ating mga mamamayan,” Coloma explained.

Under the existing Electric Power Industry Reform Act (EPIRA) or Republic Act No. 9136, the private sector has the primary responsibility for providing new generation capacity, and the government may step in only if there is an emergency.

“Hence, he (Petilla) says, there is a need for the government to study at this point whether this course of action is warranted way ahead of the projected time of shortfall,” Coloma said.

The Communications Secretary attributed the impending power shortage to “dynamic” factors, such as an increase in demand for electricity due to economic growth, as well as the “unscheduled breakdowns” of old power plants.

He also noted that the shortfall might be incurred despite the construction of several power plants, which will be operational by the second half of 2015.

Giving the President emergency powers to address the impending power crisis is just one of the options, Coloma said.

“Kaya naman naipanukala niya (Petilla) na ngayon pa lang, habang maaga, pag-aralan na ito para masuri kung ano ang iba’t ibang opsyon,” he added. PND (ag)

Philippine government working hard to repatriate Filipinos from Libya
 
The Palace said the government is doing everything to help overseas Filipinos workers (OFWs) who want to leave Libya because of the worsening security situation there.

"Ginagawa ng Department of Foreign Affairs ang lahat ng makakayanan nito. Nagpadala na o nagtalaga na ng rapid response teams at pinagtutulungan ito ng lahat ng embahada ng Pilipinas sa Gitnang Silangan," Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said in a press briefing in Malacañang on Tuesday.

Among the major complaints of OFWs in Libya is safety during travel, with many fearing being kidnapped or taken hostage.

Coloma said the government recognizes the concerns of OFWs in Libya, and that is why it is working hard to bring them out of harm’s way.

Due to the grave security situation there, the Department of Foreign Affairs has issued Alert Level No. 4, according to Coloma.

The Palace official said the Philippine government had faced a similar situation before, when it hired a ship to ferry Filipino workers from a conflict area in the Middle East.

Embassy officials face mounting challenges in bringing OFWs from conflict zones because they have to transport them to safe areas by land, he said, noting that arranging for transportation is very difficult in danger zones.

The Philippine government is also working with other governments to evacuate OFWs in Libya, he said.

Coloma said that Philippine embassies normally have 25 to 30 personnel and they could hardly accommodate the repatriation of 13,000 Filipinos in Libya.

"Kaya humihingi po tayo ng tulong sa iba’t ibang mga bansa, katulad ng Indonesia na meron ding mga nationals sa mga lugar na ‘yan, para mabawasan ang panganib sa ating mga mamamayan."

Last week, the United Nations said it was evacuating its remaining staff from Libya because of the deteriorating security situation in the country.

The Libyan government has indicated that it is considering calling for international forces to help re-establish security after deadly clashes closed Tripoli airport. Attacks have severed air links with the outside world.

Liberals and Islamist militias have been fighting for control in Libya since the overthrow of Libyan dictator Muammar Gaddafi in 2011. PND (as)

President Aquino to tackle social welfare, peace and security in his State of the Nation Address on Monday
 
President Benigno S. Aquino III's State of the Nation Address (SONA) on Monday will focus on what is being done by the government to improve the condition of Filipinos, a Palace official has said.

"Katulad din po ng dati, nais niyang malaman at maunawaan ng mga mamamayan kung ano ang mga ginagawa ng kanilang Pangulo at pamahalaan sa iba’t ibang larangan," Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said in a press briefing on Tuesday.

The President's upcoming SONA is in line with the administration's Philippine Development Plan, he said.

He will tackle such issues as livelihood, social welfare and social protection, security and peace and order, good governance and anti-corruption, as well as climate change mitigation and adaptation.

President Aquino will particularly focus on climate issues because of the devastation caused by Typhoon ‘Yolanda’ and the earthquake in Bohol and Cebu, Coloma said.

"Kaya’t iyan ang maaaring maging tema ng nilalaman ng talumpati ng Pangulo na katulad noong mga nakaraang SONA ay naglalayung ipaalam kay Juan dela Cruz ang mga ginagawa ng pamahalaan para sa kanyang kapakanan," he added.

As in the past, the President thinks of the concept of his SONA, does the outline of his speech, and lists the points he wants to convey to the people, Coloma said. PND (as)

Government might consider proposal for Bataan Nuclear Power Plant conversion, Palace says
 
The government will look into proposals to convert the Bataan Nuclear Power Plant (BNPP) into a natural gas-powered facility to ease the country's growing demand for energy, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said Tuesday.

"Mainam na pag-aralan ang panukalang iyan, kung ito ay posible at kapaki-pakinabang," Coloma said when asked if the government is willing to consider a proposal in Congress to convert the mothballed nuclear plant into a gas-fired plant.

The suggestion to convert the BNPP has been raised before, he said, adding that there is a need to reassess a previous study to know if the proposal is viable for the government and interested investors.

Proponents of the conversion of the BNPP have said that operating the plant would be easy because the country has natural gas in Palawan.

Instead of spending P26 million annually on the plant’s maintenance, the government could convert it to produce 1,800 megawatts of power, they said.

“Ito ay naimungkahi ng ibang mga private investors, at dahil sa mga kadahilanang ito ay napapanahon na bigyan ito muli ng masusing pag-aaral,” Coloma said.

A South Korean firm has also reportedly shown interest in converting the BNPP into a coal-powered plant. PND (as)

Ginagawa ng pamahalaan ang karampatang mga hakbang tungkol sa inaasahang kakapusan sa koryente sa tag-araw ng 2015, sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office Martes.

“Tinataya ng Kagawaran ng Enerhiya na sa pagitan ng Marso at Mayo ng 2015 ay malamang kulangin ng 200 megawatts. Dahil dito, iminungkahi na ni Kalihim Jericho Petilla ang pagdaragdag ng 200 hanggang 300 megawatts na koryente upang umabot sa 400 hanggang 500 megawatts na siyang bagong kapasidad sa Luzon at ilang bahagi ng Kabisayaan,” pahayag ni Coloma sa pulong balitaan sa Malacanang.

Iminungkahi rin ni Kalihim Petilla na bigyan ang Pangulong Benigno S. Aquino III ng emergency powers upang matugunan ang namimintong kakapusan sa koryente.

“Ang nililinaw niya (Petilla) ay nagiging proactive lamang siya at ang Kagawaran ng Enerhiya sa pagsasaad na maaaring kapusin ang koryente sa mga buwan ng tag-araw kaya dapat nang gawin ang kaukulang hakbang para hindi ito magdulot ng ligalig sa ating mga mamamayan,” dugtong pa ni Coloma.

Sa ilalim ng umiiral na Electric Power Industry Reform Act (EPIRA) o Batas ng Republika Blg. 9136, ang pribadong sektor ang may pangunahing pananagutang magkaloob ng bagong generation capacity at maaari lamang kumilos ang pamahalaan kung pangkagipitan na ang kalagayan.

“Dahil dito, sinabi ni Petilla na kailangang masusing pag-aralan ng pamahalaan sa panahong ito pa lamang kung ang hakbang na ito ay dapat nang gawin agad kahit malayo pa ang inaasahang kakapusan sa koryente,” paliwanag ni Coloma.

Ayon sa Kalihim ng Komunikasyon, ang namimintong kakapusan sa koryente ay bunga ng higit na malakas na gamit ng koryente dahil sa pagsulong ng ekonomya, gayundin naman ang mga unscheduled breakdowns ng mga luma nang planta ng koryente.

Idinagdag pa ng Kalihim na sa kabila ng kostruksiyon ng mga bagong planta ng koryente na bubuksan na sa ikalawang bahagi ng 2015, malamang kapusin pa rin ng koryente.

“Ang pagbibigay sa Pangulo ng pangkagipitang kapangyarihan upang agad matugunan ang namimintong krisis sa koryente ay isa lamang sa inaakalang angkop gawin,” wika ni Coloma.

“Kaya naman, naipanukala niya (Petilla) na ngayon pa lamang, habang maaga pa, pag-aralan na ito para masuri kung ano ang iba’t ibang opsyon ,” sabi ni Coloma. PND(ag/zaf)

Puspusan ang pagsisikap ng gobyernong Pilipino para mapauwi ang mga Pilipino sa Libya
 
Ginagawa ng pamahalaan ang lahat upang tulungan ang mga overseas Filipino workers (OFWs) na lisanin na ang Libya dahil sa lumulubhang kalagayang kaguluhan doon.

“Ginagawa ng Kagawaran ng Ugnayang Panlabas ang lahat ng makakaya nito. Nagpadala na o nagtalaga na ng rapid response teams at pinagtutulungan ito ng lahat ng embahada ng Pilipinas sa Gitnang Silangan,” sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office.

Ang isa sa pangunahing idinaraing ng mga OFWs sa Libya ay ang kawalang katiyakan ng kaligtasan nila at pangambang makidnap o gawing bihag.

Dahil sa maligalig na kalagayan doon, itinaas na ng Kagawaran ng Ugnayang Panlabas ang Alert Level No. 4, ayon pa kay Coloma.

Inihayag pa ni Coloma na ganito rin ang hinaharap na kalagayan ng pamahalaang Pilipino nang umarkila sila ng bapor upang sunduin ang mga manggagawang Pilipino nang magkaroon ng kaguluhan noon sa Gitnang Silangan.

Nahaharap ang mga pinuno ng embahada sa mga pagsubok sa pagpapauwi sa mga OFWs na nasa mapapanganib na pook dahil kailangang dalhin sila sa mga ligtas na dako subali’t lubha namang mapanganib at mahirap kumuha ng masasakyan ng mga dadalhin sa pook na walang kaguluhan.

Sinabi pa ni Coloma na ang mga embahada ng Pilipinas ay may mga tauhan na 25 hanggang 30 lamang at talagang mahihirapan silang pauwiin ang may 13,000 Pilipino sa Libya.

“Kaya humihingi po tayo ng tulong sa iba’t ibang mga bansa, katulad ng Indonesya na mayroon ding mga kababayan sa mga lugar na iyan para mabawasan ang panganib sa ating mga mamamayan,” sabi ni Coloma.

Noong nakalipas na linggo, sinabi ng Bansang Magkakaanib na ililikas na nila ang kalahati ng kanilang mga nalalabing tauhan sa Libya sapagka’t lalong lumalala ang seguridad doon.

Ipinahiwatig ng pamahalaan ng Libya na ibig na nilang humingi ng tulong sa “international forces” para manumbalik ang kapanatagan pagkaraan ng madudugong labanan ang nagpasara sa Paliparan ng Tripoli.

Ang mga kawal, kasama na ang mga Islam, ay nakikipaglaban para makontol ang Libya sapul nang mapabagsak sa kapangyarihan ang diktador ng Libya na si Muammar Gaddah noon taon pang 2011. PND(as/zaf)

Puspusang tatalakayin ng Pangulong Benigno S. Aquino III sa State of the Nation Address (SONA) sa Lunes kung ano ang ginagawa ng pamahalaan upang mapabuti ang buhay ng sambayanang Pilipino, alinsunod sa pinuno ng Palasyo.

“Katulad din po nang dati, nais niyang malaman at maunawaan ng mga mamamayan kung ano ang mga ginagawa ng kanilang Pangulo at pamahalaan sa iba’t ibang larangan,” sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa pulong balitaan sa Malacanang Martes.

“Ang nalalapit na SONA ng Pangulo ay naaalinsunod sa Philippine Development Plan ng administrasyon,” sabi ni Coloma.

Lilinawin niya ang mga isyung tulad ng kabuhayan, kagalingan at pangangalagang panlipunan, kapanatagan at kaayusang pambayan, mabuting pamamahala at digma sa katiwalian, gayundin ang mga hakbang na ginagawa sa climate change mitigation and adaptation.

Sinabi ni Coloma na isa sa bibigyang diin ng Pangulong Aquino ay ang tungkol sa isyu ng klima dahil sa malaking pinsalang ibinunga ng Bagyong “Yolanda” at ng napakalakas na lindol sa Bohol at Cebu.

“Kaya’t iyan ang maaaring maging tema ng nilalaman ng talumpati ng Pangulo na katulad noong mga nakaraang SONA ay naglalayong ipaalam kay Juan dela Cruz ang mga ginagawa ng pamahalaan para sa kanyang kapakanan,” paliwanag ni Coloma.

“Tulad nang nakaraang na taon, ang Pangulo ang nag-iisip ng laman ng kanyang SONA, ginagawa ang balangkas ng talumpati niya at inililista ang mga bagay na ibig niyang ipabatid sa sambayanan,” pahayag pa ni Coloma. PND (as/zaf)

Susuriin ng pamahalaan ang mga mungkahing gawing natural gas-powered facility ang Bataan Nuclear Power Plant (BNPP), sang-ayon kay Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office Martes.

“Mainam na pag-aralan ang panukalang iyan kung ito ay posible at kapaki-pakinabang,” sabi ni Coloma nang usisain kung handa ang pamahalaan na isaalang-alang ang mungkahi sa Kongreso na gawing gas-fired plant ang hindi pinakikinabangang nuclear plant.

Ang mungkahing ito tungkol sa BNPP ay nasabi na noon pa, sabi ni Coloma at idinagdag na kailangang puspusang suriin ang dating pag-aaral na ginawa upang malaman kung ang panukalang ito ay angkop isagawa ng pamahalaan at ng mga imbestor.

Alinsunod sa nagsusulong ng kombersiyon ng BNPP, magiging madali ang pagpapatakbo ng planta sapagka’t ang bansa ay may mina ng ‘natural gas’ sa Palawan.

Sa halip na gumugol ng P20 milyon taun–taon sa pangangalaga sa planta, mapapakinabangan ito ng pamahalaan para makalikha ng 1,800 megawatts ng koryente.

“Ito ay naimungkahi ng ibang pribadong imbestor at dahil nga rito kaya napapanahong bigyan ito nang muling masusing pag-aaral,” dagdag pa ni Coloma.

Isang taga-Timog Korea ang sinasabing nagbabalak kung bibigyan siya ng pagkakataon,na ang BNPP ay gawing coal-powered plant. PND (as/zaf)

Tinuro po sa akin ng aking ama, na ‘pag nagtatalumpati, may kausap, tignan daw po sa mata. Pero talagang napakalawak po ng ating kailangang titigan ngayon lalo na po ‘yong mga nasa taas ng balconahe. Sana po ay sa kasuluk-sulukan ay nagkakaintindihan pa rin tayo. Salamat po.

Binabati po natin ang lahat ng bumubuo ng Iglesia ni Cristo, sa pangunguna ng inyong Tagapamahalang Pangkalahatan na si Ka Eduardo Manalo. Binabati ko po kayo sa nalalapit ninyong ika-100 anibersaryo. Narito nga po tayo ngayon upang saksihan ang makasaysayan ninyong pagdiriwang, na lalong nagbibigay-kulay sa inyong sentenaryo: ang paglulunsad ng Ciudad de Victoria. Angkop nga po ang pangalan ng lugar na ito—na may kahulugang “Lungsod ng Tagumpay”—lalo pa’t sinasalamin nito ang mga nakamit na tagumpay ng Iglesia sa nagdaang siglo. Mula po sa pagkakatatag ng Kagalang-galang Felix Manalo, hanggang sa patuloy na paglago ng inyo pong kongregasyon, tinitingala ang Iglesia ni Cristo, hindi lang sa ating bansa, kundi maging sa iba’t ibang panig ng daigdig.

Talaga naman pong ikinalulugod ko ang pagkakataong maging bahagi ng pagtitipong ito. Personal nga po nating sinusuportahan ang isang institusyong tulad ng Iglesia sa maalab na paghubog ng inyong mga miyembro bilang mga tapat na alagad ng ating Panginoon. [Applause] Nagsisilbi po kayong tulay upang mapalalim pa ang pananampalataya ng inyong mga kasapi, at maigting ninyong ginagabayan ang buhay ispiritwal ng napakarami nating kababayan.

Lubos po din tayong humahanga sa matibay ninyong pagsasamahan sa Iglesia bilang isang pamilya at komunidad.  Malinaw po sa akin: Hindi natatapos sa loob ng kapilya ang inyong pagbubuklod at pananampalataya. Hindi kayo nakukuntento sa pangangasiwa sa araw ng pagsamba; dinadalaw din ninyo ang inyong mga kaanib upang personal silang kamustahin , at aktibo po silang hikayatin na makilahok sa mga gawain ng komunidad. Sa paraang ito, nababatid ninyo ang kanilang kalagayan at ang mga suliraning nakakaapekto sa kanilang kilos at pasya; nagagabayan n’yo sila upang mapatibay ang kanilang ugnayan sa kapwa, at ang pananalig sa Panginoon.

Tunay pong isinasabuhay ninyo ang mga dakilang aral ni Hesukristo. Ayon nga po sa Aklat ni Juan, Kabanata 13, Bersikulo 34 hanggang 35, nang magbigay ng bagong utos si Hesus sa kanyang mga alagad, sabi po: Mag-ibigan kayo. Kung paanong inibig ko kayo, gayon din naman, mag-ibigan kayo. Kung kayo’y mag-ibigan, makikilala ng lahat na kayo’y mga alagad ko.

Nakasaad naman po sa Aklat ni Mateo, Kabanata 25, Bersikulo 40. Alam ho n’yo po, napapag-isip ako, bakit mag nag-quo-quote po ako sa bible , maski matagal ko nang kasamahan parang, nabibigla ho. Anyway po, nakasulat nga po: Anuman ang ginawa ninyo sa isa sa pinakahamak na kapatid ko, ginawa ninyo ito sa akin.

Kongkretong patunay nga po ang paglulunsad ng Ciudad de Victoria sa diwa ng pagkakaisang nangingibabaw sa Iglesia ni Cristo. Naipatayo ito mula sa buong-pusong paghahandog ng inyong mga kasapi, kaakibat ang hangaring makatulong sa mabubuting gawain at misyon ng Iglesia. Patunay din po ito sa tayog ng mithiing kayang maabot ng mga Pilipino, at sa kakayahan nating makipagsabayan sa buong mundo.

Nandito nga po tayo sa strukturang inaabangan na ng lahat—ang Philippine Arena, na kikilalaning pinakamalaking dome arena sa buong mundo. Tunay nga pong pambihira: Sa kapasidad na kasya ang 55,000 katao, higit raw sa doble ang laki nito kaysa Staples Center sa Los Angeles, California.

Pero batid nating itinayo ang strukturang ito, hindi para makipagpaligsahan. Ipinagawa ito para sa banal at dakilang layuning noon pa man ay pinangarap na ni Ka Eraño Manalo ang magtaguyod ng espasyo upang maglingkod at ibahagi ang biyaya ng Panginoon sa lokal at pandaigdigang komunidad.

Bukod sa Philippine Arena, nasasabik din tayo sa uusbong ditong iba pang pasilidad na maghahatid ng benepisyo, hindi lang para sa mga kaanib ng kongregasyon, kundi pati na rin sa lahat ng ating kababayan. Taos-puso po tayong nagpapasalamat sa Iglesia ni Cristo sa pagmamalasakit ninyo sa ating kapwa; tunay pong ipinapamalas po ninyo ito, hindi lang sa salita, kundi sa gawa. Maraming salamat po sa pagiging kabalikat ng ating administrasyon sa pagsusulong ng mabuting pamamahala.

Sa pag-aambagan nga po ng sambayanang Pilipino, nagbukal ang tinatamasa nating malawakang transpormasyon sa ating lipunan. At sa trabaho po nating ito ng pagsusulong ng reporma, hindi maiiwasan na mayroon tayong makakaaway. Mayroon pong iilan na anuman ang gawin ko, gaya ng pagdalo rito, ay maghahanap pa rin ng puwedeng ibatikos. Paalala ko lang sa kanila: Kung kapwa ko Kristiyano, tungkulin nating magmahalan sa ngalan ng Panginoon, sa halip na maghasik ng agam-agam at ‘di-pagkakaunawaan. Bilang mga tagasunod ng Panginoon, lagi sana tayong magtulungan sa pagtataguyod ng ikabubuti ng lahat; lagi sana tayong maging bukal ng pag-asa at paglingap sa ating kapwa, lalo na sa mas nangangailangan.

Muli po, maligayang pagdiriwang po sa Iglesia ni Cristo. Nawa’y patuloy kayong maghatid ng positibong ambag at mabuting impluwensiya sa sambayanang Pilipino; pagpalain pa sana kayo ng Diyos ng marami pang biyaya at tagumpay hanggang sa susunod na daantaon.
