Synopsis:

At 4:00 AM today, the Low Pressure Area (LPA) was estimated at 280 km east of Baler, Aurora (15.5ºN, 124.5ºE).

Forecast:  

Metro Manila, the Regions of Ilocos, Cordillera, Cagayan Valley and Central Luzon will have moderate to occasionally heavy rains and thunderstorms which may trigger flashfloods and landslide. The rest of Luzon and Mindanao will be cloudy with light to moderate rains and thunderstorms. Visayas will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

Moderate to strong winds coming from the southwest to west will prevail over Luzon and its coastal waters will be moderate to rough. Light to moderate winds blowing from the southwest will prevail over the rest of the country with slight to moderate seas

- At 4:00 PM today, the Low Pressure Area (LPA) was estimated at 550 km east of Baler, Aurora (15.5ºN, 127.3ºE).
-Metro Manila, Cagayan Valley, Central Luzon, CALABARZON, Bicol Region and Eastern Visayas will have cloudy skies with light to moderate rains and thunderstorms.
-The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
-Moderate to strong winds coming from the southwest to west will prevail over Luzon and its coastal waters will be moderate to rough.
-Light to moderate winds blowing from the southwest will prevail over the rest of the country with slight to moderate seas.

FOR: Low Pressure Area
ISSUED AT: 11:00 AM, 04 July 2014
At 10:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 270 km east northeast of Baler, Aurora (16.2˚N, 124.2˚E). It will bring moderate to occasionally heavy rains and thunderstorms in Ilocos region, Cordillera, Cagayan valley and central Luzon. Residents in these areas and local Disaster Risk Reduction Management Councils concerned are advised to take all the necessary precautionary measures against possible flashfloods and landslides.
Meanwhile, the rest of the Luzon including Metro Manila will experience light to moderate rains and thunderstorms.
The tropical storm (NEOGURI) outside the Philippine Area of Responsibility was estimated based on all available data at 1630 km east of Visayas. It has maximum sustained winds of 65 kph and gustiness up to 80 kph. It is forecast to move northwest at 20 kph.
The next updates will be incorporated in the Public Weather Forecast at 5:00 PM today and for the next advisory to be issued at 11:00 AM tomorrow.

Supreme Court acknowledged Disbursement Acceleration Program has yielded positive results: Palace
The Supreme Court (SC) acknowledged that the Disbursement Acceleration Program (DAP) has yielded positive results that enhanced the economy, but diverged in its interpretation of the Constitution on the fine details of budget execution, Malacañang said.

In a statement issued during Thursday’s press briefing, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said, “We note that the Supreme Court affirmed the authority of the President as Chief Executive to implement the Disbursement Acceleration Program as a stimulus program to achieve economic growth and as an administrative system of prioritizing spending in the execution of the national budget.”

“It is in the interpretation of the Constitution and applicable laws on the fine details of budget execution that the views of the executive and the Supreme Court diverged,” he added.

Coloma further said that according to the Supreme Court, “the implementation of the DAP yielded undeniably positive results that enhanced the economic welfare of the country.”

The Court cited such infrastructure as roads, bridges, homes for the homeless, hospitals, and classrooms as among the “visible” results of the program.

Coloma meanwhile noted that in implementing the DAP, the executive branch “exercised good faith and due diligence, in accordance with existing laws and pertinent auditing rules and procedures."

“We will review the decision further to gain a more comprehensive understanding of its ramifications and study the appropriate legal options,” the Palace official said.

The High Tribunal on Wednesday declared in a 92-page decision that the DAP has violated Section 25 (5) Article VI of the 1987 Constitution.

Among the acts violated were the cross-border transfer of savings of the Executive Branch to augment the appropriations of offices under the other branches of government; and the funding of projects, activities and programs not covered by any appropriation in the General Appropriations Act (GAA). Palace says government stepping up efforts against hoarders
Malacañang has again warned hoarders and profiteers against actions that jack up the prices of basic commodities.

"Tinitiyak po ng ating pamahalaan na seryoso ang kampanyang ito at pananagutin ang mga lumalabag sa batas," Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said during Thursday’s press briefing in Malacañang.

It was reported earlier that police raided a warehouse in Marilao, Bulacan which was operated by individuals involved in illegal rice trading.

Coloma said he was informed by Presidential Assistant for Food Security and Agricultural Modernization Secretary Francisco Pangilinan that the operation in Bulacan was part of the government’s action plan, as ordered by the President.

He also said that the President has instructed the Department of Justice, Department of Agriculture, Department of Trade and Industry and the Office of the Presidential Assistant for Food Security and Agricultural Modernization to step up efforts against hoarders and profiteers.

These operations will continue so long as there are people or groups trying to hoard goods to create an artificial increase in prices, he said.

Coloma further said that the government is continuously monitoring the prices of garlic amid reports that prices remain high despite the Department of Agriculture’s move to distribute more garlic to major markets in Metro Manila and other areas.

"Kaya nga tuloy-tuloy pa rin ang pagtutok ng ating pamahalaan sa presyo at supply ng mga pangunahing food items, at buo ang kahandaan na usigin, panagutin sila, dalhin sila sa hustisya, at patawan ng karampatang parusa kapag napatunayang sila ay lumahok sa hoarding, profiteering at cartel-like activities," he said. Palace: no politics in implementation of bottom-up budgeting
The Palace has denied politicizing the government’s bottom-up budgeting, saying the scheme is meant to address poverty at the grassroots level.

In a press briefing in Malacañang on Thursday, Presidential Communications Operations Office Secretary Herminio Coloma, Jr said the basis for the scheme is the Philippine Development Plan, which gives priority to poverty eradication and the achievement of inclusive growth.

"Batid naman natin na ang grassroot communities natin ay pinapangasiwaan ng mga local government units, kaya ang bottom-up budgeting ay isang paraan kung paano mapapalahok sa makabuluhang paraan ang ating mga lokal na pamahalaan," he said.

Coloma was addressing concerns aired by UP Professor Leonor Briones and former budget secretary Benjamin Diokno that the scheme, which focuses on anti-poverty projects being carried out by local government units (LGUs) currently under the supervision of Interior and Local Government Secretary Manuel Roxas, might be used to groom the administration’s candidate for the presidential election in 2016.

Bottom-up budgeting began during the term of the late interior and local government secretary Jesse Robredo.

“Simula noon ay nakita natin ‘yung mas masiglang pagkilos ng mga local government units, ‘yung kanilang pagtalima sa mga citizen’s charter nila, ‘yung kanilang pagtiyak na ang kanilang ipinapatupad na programa ay mayroong partikular na layunin para itaas ang kalidad ng buhay ng kanilang mga mamamayan,” Coloma said. Kinilala ng Korte Suprema ang positibong resulta ng 'Disbursement Accelaration Program' —Palasyo
Kinilala ng Kataastaasang Hukuman ang mga positibong resultang ibinunga ng Disbursement Acceleration Program (DAP) na nagsulong ng ekonomya, subali’t ang interpretasyon ng Saligang batas tungkol sa mga detalye ng pagpapatupad ng badyet ang may kaibahan, sang-ayon sa Malacanang.

Sa pahayag na binasa sa pulong balitaan ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sinabi na: “Nakita namin na kinatigan ng Korte Suprema ang kapangyarihan ng Pangulo bilang Punong Tagapagpaganap na ipatupad ang Disbursement Acceleration Program bilang pampasiglang programa upang sumulong ang ekonomya, gayundin ang pamaraang administratibo na unahin ang paggugol sa pagsasagawa ng pambansang badyet.”

“Sa interpretasyon ng Kostitusyon at mga karampatang batas tungkol sa mga detalye ng pagpapatupad ng badyet nagkaiba ng pananaw ang Ehekutibo at ang Kataastaasang Hukuman,” dugtong pa ni Coloma.

Idinagdag ni Coloma na sang-ayon sa Korte Suprema, “ang pagpapatupad ng DAP ay walang alinlangang nagbunga ng mga positibong resultang nakatulong sa kapakanang pangkabuhayan ng bansa.

Tinukoy ng Hukuman ang mga imprastrakturang tulad ng mga lansangan, tulay, mga bahay para sa walang tahanan, mga pagamutan at silid-aralan bilang mga kitang-kitang resulta ng nasabing programa.

Samantala, sinabi ni Coloma na sa pagpapatupad ng DAP, ginamit ng Sangay Ehekutibo “ang katapatan at karampatang pag-iingat, nang naaalinsunod sa mga umiiral na batas at mahahalagang tuntunin at kalakaran ng awditing.”

“Pag-aaralan namin ang pasyang ito upang higit pang maunawaan ang pasikut-sikot ng mga bagay na ito, gayundin ang mga karampatang pagpipiliang legal,” sabi pa ni Coloma.

Noong Miyerkoles, idineklara ng Kataastaasang Hukuman sa 92 pahinang pasya nito na nilabag ng DAP ang Seksiyon 25 (5) ng Artikulo V ng Kostitusyon ng 1987.

Sa mga nalabag ay kabilang ang cross-boarder transfer of savings ng Sangay Ehekutibo para dagdagan ang nakalaang halaga sa mga tanggapang nasa ibang sangay ng pamahalaan; at ang paglalaan ng pondo sa mga proyekto, gawain at mga programang hindi saklaw ng ano mang inilaang halaga ng General Appropriation Act (GAA). Sa kabuuan, napabagsak nina Captain Villamor ang isang bomber at tatlong zero fighter na itinuturing na pinakamakabagong eroplano ng bansang Hapon noong mga panahong iyon.

Malinaw sa ipinamalas nina Captain Villamor at ng kaniyang mga kasamahan ang mga prinsipyong kumakatawan sa ating buong Sandatahang Lakas: Bagaman may limitasyon sa kakayahan, dehado man sa bilang kung minsan, hindi kailanman umangal ang inyong hanay, at sinabing, “Pass muna kami diyan. Masyadong mahirap ang kalaban.”

Moderno, maaasahan, at maipagmamalaki: Ganito nga po mailalarawan ang ating Hukbong Himpapawid noong mga panahong iyon. Nakakalungkot nga pong isipin ang estado ng Air Force na ating dinatnan: Ang dating tinitingala bilang isa sa pinakamalakas na hukbong himpapawid sa Asya, tila hindi na nakaka-take-off dahil sa maraming dekada ng katiwalian, panlalamang, at kakulangan ng pansin. Tila ba sinalamin ng kalagayan ng Air Force ang malubhang estado ng ating lipunan dahil sa baluktot na pamamahala.

Minsan nga po, nabanggit sa akin ng inyong dating commander na si Larry dela Cruz na maski pambili ng flying suit ng ating mga piloto hindi pa masuportahan ng Estado. Kaya naman napipilitang bumili ang mga kasapi ng Air Force sa mga lugar tulad ng Dau sa Pampanga o Quiapo sa Maynila, at ang nakukuha pa nila ay damit para sa crewman at hindi ang wastong kasuotan. Hindi na po natin hinayaang maulit pa ito. Ngayon, hindi na kailangang mangamba ng mga kasapi ng Air Force kung saan kukuha ng uniporme para sa serbisyo. Ginagawa na ng gobyerno ang tungkulin nito sa inyo.

Malinaw po, sa tuwid na daan, ang hangad natin: Itama ang maling pamamalakad upang muli nating maabot ang matatayog na tagumpay na tatak ng ating Hukbong Himpapawid. Ito po ang nagtutulak sa atin upang isulong ang makabuluhang reporma sa ating Sandatahang Lakas. Sa apat na taong nakalipas, sinagad natin ang pagkakataon para lalong isulong ang modernisasyon sa inyong hanay. Para po sa Air Force, kabilang sa mga inisyatiba ang paglinang sa kasanayan ng mga piloto, pagpapalawak ng ating airlift capability, at pagdaragdag ng mga fixed-wing at rotary assets.

Kung dati nga po, iisa lang ang ating C-130, ngayon, mayroon na tayong tatlo na handang tumugon sa iba’t ibang sitwasyon at pagsubok. Bukod dito, lumapag na rin sa atin ang 18 basic trainer aircraft, walong Sokol combat utility helicopters, 20 upgraded na MD-520 MG helicopters, at ang apat sa binili nating 21 na UH-1 helicopters para sa inyong hanay. Inaasahan din nating dumating ang natitirang 17 units ng UH-1 helicopter ngayong taon. Dagdag pa rito, target nating bumili ng walong combat utility helicopters, dalawang long-range patrol aircraft, anim na close-air support aircraft, mga radar system, at iba pang kagamitang magpapaunlad sa inyong kakayahan.

Sa susunod na taon naman, inaasahan nating mapasakamay na ang dalawa sa 12 FA-50 lead-in fighter trainer mula sa South Korea. Target pong makumpleto ang delivery ng mga ito pagdating ng 2017. Mantakin po ninyo: Simula nang iretiro ang huli nating F-5 freedom fighter aircraft noong 2005 ay wala na tayong fighter jet na kayang tumanod para sa ating bansa. Kaya naman, sa paglapag ng sarili nating FA-50 sa ating bakuran, muli nating magagawang ipagtanggol ang ating teritoryo sa mas epektibong paraan. Kaakibat ng lahat ng ito ang pagsigurong hindi kailanman mawawala ang kakayahan nating magpalipad ng mga fighter jet, at magpatupad ng nararapat na command and control structure para sa mga operasyon nito.

Totoo po: Ang lahat ng tagumpay na ito ng ating AFP, at ang tayog ng narating ng modernisasyon ng Air Force, ay hindi magiging posible kung wala ang suporta ninyo at ng inyong mga pinuno. Noon pa man, talagang kilala na natin si Kalihim Volts Gazmin bilang marangal at maaasahang repormista. Masuwerte rin tayo na nakatrabaho natin sina Heneral Oscar Rabena at Larry dela Cruz na naging kaagapay natin sa pagpupunla ng reporma sa inyong hanay. Ngayon naman, nasasabik tayong magtulak pa ng pagbabago sa Air Force dahil alam nating maaasahan din natin si Lieutenant General Jeff Delgado.

Bilang inyong pinuno, hindi ko talaga maiwasang humanga sa paninindigan at abilidad ng inyong hanay. Saksi ako mismo sa inyong dedikasyon at kahandaang paglingkuran ang ating mamamayan. Noong Zamboanga crisis halimbawa, kinailangang ihatid ng ating tatlong C-130 ang mga personnel, kagamitan, at supply mula sa iba’t ibang bahagi ng bansa patungong Zamboanga City. Siyempre, sa harap ng kaguluhan, lalong tumaas ang inyong operational tempo, at ni minsan ‘di ko narinig na under-repair o unavailable o out ang ating mga C-130. Paano ba naman: Gabi-gabi, maingat na kinukumpuni ang ating mga eroplano ng mga serviceman na talagang subok ang husay. Ginabayan naman sila ng isang liderato na ‘di kailanman nagreklamo, at bagkus ay laging nagpakita ng kahandaan na tumugon nang mabilisan sa mga pagsubok.

Sa ginawa ninyo—hindi lang sa Zamboanga, kundi maging sa harap ng patong-patong na problema—talagang napangalagaan ninyo ang kapakanan ng ating mga kababayan. Ito mismo ang responsibilidad na nakaatang sa ating mga balikat. At tiwala nga ako: Balang-araw, ‘pag nagbalik-tanaw ang ating mga kababayan sa sandaling ito ng ating kasaysayan, kipkip ang mga oportunidad na bunga ng ating pag-aambagan, sasabihin nila: Salamat sa pagkakataong ibinigay ninyo para makapamuhay kami nang malaya at may dignidad sa isang maunlad na bansa. Walang duda: Ang positibong transpormasyong tinatamasa ng ating Sandatahang Lakas, at maging ng kalakhang lipunan, ay bunga ng matibay na paninindigan ng ating mga sundalong gawin ang tama, at protektahan ang interes ng ating mga Boss—ang taumbayan. Sa harap ng anumang hamon at peligro, hindi kayo kailanman umatras at natinag; bagkus, pinili ninyong gawin ang lahat ng inyong makakaya.

Ito po mismo ang ipinagdiriwang natin ngayong anibersaryo ng Philippine Air Force: ang propesyunalismo, katapangan, at katatagang nagsilbi ninyong sandigan upang itaguyod ang ating pambansang dangal. Ito ang mga prinsipyong kinikilala natin sa bawat unit, piloto, at kawani na ating pinarangalan ngayong umaga, at sa iba pang lingkod-bayang katuwang sa ating agenda ng reporma. Sampu ng sambayanan, narito ako upang ipaabot ang pasasalamat sa inyong di-matatawarang serbisyo sa Pilipino. Sinasabi ko po sa inyong lahat: Keep it up, PAF.

Tunay po: Dahil sa inyong pakikiambag, posible na tayong humakbang tungo sa mas matatayog na pangarap. Hindi na imposibleng magkaroon tayo ng makabagong fighter jets at mga kagamitan, at tingalain muli bilang modernong Sandatahan. Hindi na imposibleng magkaroon ng pamahalaan na totoong nagpapahalaga sa mga nagmamalasakit sa bayan. Nakakamit natin ang bawat tagumpay dahil pinili nating tahakin ang tuwid na daan tungo sa kapayapaan at higit na kaunlaran.

Kaya naman, bilang Pangulo at Commander-in-Chief, talaga pong ikinararangal kong maging pinuno ng isang bansa na gumagawa ng tama at nagpapakita sa mundo na walang hamong kayang dumaig sa diwa ng nagkakaisang lahing Pilipino.

JAKE: Opo. Sir, alam natin na kahapon ay talagang—siyempre pinag-aaralan pa natin ho ang opisyal na reaksiyon. Mayroon na po bang opisyal na reaksiyon ang Malacañang sa nangyaring desisyon ng Korte Suprema?

SEC. COLOMA: Kung maaari lang, Jake, paumanhin lang, ngayon kasi wala pa kaming natatanggap ng opisyal na kopya. Eh, hindi naman po mainam na magkumentaryo tayo na hindi ganap ang ating pag-unawa; at hindi po magiging ganap habang hindi kumpleto iyong impormasyon. Kaya mas okay po siguro, hintayin na lang natin na mabasa at maunawaan iyong buong desisyon ng Korte Suprema.

JAKE: Opo, ang sinabi po ng Presidente kahapon sa Clark, sabi niya, iyong kaniyang rason is that because of the drugs issue kay Nora, and then may binanggit siya na convicted si Nora on drugs. And iyong lawyer po ni Nora Aunor ay nagsasabi na, “She was arrested but never convicted.” So, parang lumilitaw na ika nga mali iyong impormasyon na nakarating kay Presidente. Ganun din po ba ang dating diyan sa Malacañang?

SEC. COLOMA: Linawin lang po natin ‘no. Pasensya lang, Jake, hindi naman ako abogado.

JAKE: Pareho tayo, pareho tayo.

SEC. COLOMA: (Laughs) Pero ito po iyong bunga ng aming pagsasaliksik o research: Siya ay accused of (unclear) which is possession of drugs and equipment. Nahulihan po siya ng 7.7 grams of Methamphetamine at mayroon siyang pipe – pipe ang sinabi eh, pipa – which is a device for associated with the use of drugs.

Doon sa sistema po nila, may arraignment, may indictment, siya ay nag-plead guilty. So therefore, pagkatapos ng guilty plea, ang kasunod na lang noon ay papatawan ka ng sentensiya. Wala na namang contest iyon kung guilty or not guilty kasi nag-plead guilty na siya. So iyon ang naganap, Jake, nag-plead guilty siya. At ayon sa record, dinifer (deferred) na lang iyong entry of judgment dahil pinahintulutan siyang mag-undergo ng parang community service yata and other para bang makeup work. Kumbaga sa college, sa deficiency may makeup. Parang ganun iyong nangyaring situwasyon sa kaniya.

Ganunpaman, kung gagamitin natin na pamantayan iyong sarili nating batas sa Pilipinas – this is a conceptual discussion lamang, Jake, para lang sa context – kung dito kasi sa Pilipinas, under RA 9165 or iyong Dangerous Drugs Act of 2002, any person found to be in possession of more than five grams, less than 10 grams of prohibited drugs – in this case, 7.7 so more than 5 less than 10 – ay puwedeng ma-charge under Section 11, doon nga sa possession noon; at Section 12 naman, possession of a device or equipment or instrument for the use of the prohibited drugs. So, ang kaparusahan doon sa mga mapapatunayan na lumabag sa batas kung dito po naganap, ang kaparusahan ay from 20 years and one day to life imprisonment, at mayroon pong fine na between P400,000 to P500,000.

So ibig sabihin, Jake, sa mata ng ating batas dito sa Pilipinas, iyong possession ng ganung quantum of prohibited drugs is a serious criminal offense. Kaya kung iku-contextualize natin ay hindi naman puwedeng turn a blind eye na lang doon sa pangyayaring iyon dahil sabihin na natin strictly speaking, hindi convicted, hindi naman pinatawan nang mabigat na parusa, and so on and so forth. Pero ang punto po ng ating Pangulo, iyon pong ginagawaran ng Order of the National Artists, hindi lang naman po kahusayan sa obra in the arts and letters, kung hindi iyon pong karapat-dapat bang itanghal bilang huwaran ng isang Pilipino. Iyon lang naman po ang tanong doon. And sabi nga niya, siya naman ay tagahanga ni Bb. Nora Aunor, wala naman po siyang masamang tinapay, kaya lang sa kaniyang pagtuos ng situwasyon at paggamit ng kaniyang pagpapasya bilang Pangulo ay hindi po naaayon doon sa pamantayan ng Order of the National Artists. Iyon lang naman po.

JAKE: So, ang sinasabi ninyo is that Nora Aunor pleaded guilty to a possession of drugs doon sa California during that time. That is why—

SEC. COLOMA: Iyon po ang ayon sa record, oo.

JAKE: —napunta siya sa drug diversion kasi galing sa drug court, dinala siya sa drug diversion so nag-community service siya. Iyon ang sinasabi ninyo?

SEC. COLOMA: Parang ganun, iyon ang lumalabas sa record.

JAKE: Ang sinasabi naman ng abogado, wala na raw siyang kaso ngayon pero ang sinasabi ninyo naman is that hindi siya mapupunta sa drug diversion kung hindi siya umamin muna, parang ganun ho ang dating?

SEC. COLOMA: May guilty plea siya. At tayo naman ay hindi subject to proof na iyon dahil voluntary act niya iyon ‘no. Hindi naman niya itinanggi, hindi naman niya sinabi “napilit lang ako o na-torture lang ako na gumawa ng ganiyang klaseng plea.”Pero all of this is conceptual, Jake. Hindi natin—ine-emphasize lang, hindi naman iyon ang puno’t dulo. Sinasabi lang natin iyong mismong sum total ng kaniyang … bilang Nora Aunor ay kasama na po iyong … nagkaroon po ng ganung klaseng bahid. Ayaw naman po nating maghusga sa kaniya dahil hinahangaan din po natin siya. Pero siguro dahil nga po mahalaga iyong prinsipyo na kapag ikaw ay nagpapatupad ng batas at iyon po ang tungkulin ng Pangulo – Punong Tagapagpaganap – kailangan naman po ang imahen ng tagapagpatupad ng batas ay patas. Hindi naman pupuwede na dahil sa kasikatan o … iyong bang, para bang na wipeout (unclear)

JAKE: Siguro iyong wording lang ni Presidente na ‘convicted’ kahapon was taken into direct—

SEC. COLOMA: Kaya nga po nililinaw natin.

JAKE: So dapat pala, ang sinabi ng Presidente eh naghain ka ng guilty plea sa iyong drug arrest, something like that. That would be most (unclear).
SEC. COLOMA: At ang tinutukoy nga ay iyong punto na puwede bang maging huwaran samantalang ganiyan iyong record ng kaniyang public behavior, at naaayon ba ito doon sa pamantayan na kapag ginawaran ka ng Order of the National Artists ay kinakatawan mo iyong dignidad at karangalan ng buong bansang Pilipinas.

JAKE: Okay, so klaro na po iyon. So direct to the point po ito, so wala ng pag-asa in the next two years na maging National Artists si Nora Aunor?

SEC. COLOMA: Eh iyon na po ang naging pasya ng ating Pangulo, at humihingi po ng pag-unawa sa ating mga mamamayan na sana makita nila na mayroon namang katuwiran ang ginawang pagpapasya.

MARTIN ANDANAR: Secretary, ano po ang update na sa inyo diyan sa Malacañang patungkol dito sa ‘di umano’y hazing na nangyari? Ano po ang update sa imbestigasyon, sir?

SEC. COLOMA: Masinsin na tinututukan iyan ng ating kapulisan, pangunahin iyong Manila Police District, at tinitingnan nga nila kung tumawid iyong pagkilos hinggil diyan sa hazing doon sa jurisdiction ng Pasay. Pero sa ngayon ay Manila Police ang nakatutok diyan, at ginagawa ang nararapat para panagutin iyong mga responsable para sa krimen na iyan.

MARTIN ANDANAR: Secretary, marami kasing nagsasabi na mga congressmen, nagpanukala na kailangang repasuhin na itong Anti-Hazing Law or Republic Act no. 8049. Sa palagay ninyo, Secretary, ano po ba iyong mga dapat baguhin sa batas na ito o merong ba dapat baguhin dito?

SEC. COLOMA: Sa ngayon po, sa aming palagay, mainam na (unclear) husto ng mga paaralan at ng CHEd, iyong Commission on Higher Education, dahil iyan ay sakop ng kanilang kumunidad. Dapat po ay magkaroon ng unawaan ang mga stakeholders sa isang institution of higher learning – iyon pong mga mag-aaral, iyong mga guro, iyong mga magulang at mga administrador. Kumunidad po kasi nila iyan. Ang pinag-uusapan ay paano ba sila mainam na makakabuo ng mga samahan at makikipag-ugnayan sa isa’t isa. Siguro po dapat nilang tukuyin iyan at dapat silang humantong sa isang kasunduan na hindi dapat pairalin iyong karahasan, hindi dapat gumagawa ng mga aksyon na humahantong sa krimen katulad nang naganap na hazing na kinukondena po natin.

MARTIN ANDANAR: Kayo po, Secretary Sonny Coloma, matagal po kayong naging professor ‘no. Kasi sa atin naman, sa AIM halimbawa, wala namang fraternity doon, ano. Ano bang—

SEC. COLOMA: Nag-aral din po ako sa Pamantasan ng Pilipinas na kung saan ay maraming fraternity. At nasaksihan ko naman po ‘no, marami pong fraternity ang mainam ang layunin, nakakatulong po sa lipunan, nagbibigay ambag sa mga aktibidad ng pamantasan, at exception naman po iyong mga gumagawa po ng karahasan dahil nga sa mga layunin na kanilang itinakda. Kaya para po maganap na iyan, palagay ko po ay ihiwalay na natin iyong usapan doon sa academic, eh criminal act na po iyong pinag-uusapan na iyan. Para bang nagtatago pa sila sa panangga na ito ay academic institution. Dapat po siguro, maging resolute tayo sa pagkilos laban sa mga gumagawa ng karahasan at krimen, at huwag pabayaan iyang maging (unclear) sa dangal ng isang academic institution.

MARTIN ANDANAR: Noong mga nakaraang administrasyon, sir, mayroon din pong mga namatay dahil sa hazing. Ano po ba ang—tapos after so many months, nakalimutan na iyong isyu. Ano po ba ang utos ng Pangulo? Ito’y pinapatutukan ba talaga? Ito ba’y talagang kailangan mayroon talagang managot, Secretary Sonny Coloma, sir?

SEC. COLOMA: Dahil nga po krimen iyong pagsasagawa ng karahasan na humantong sa pagkamatay, papanagutin po talaga iyong mga nagsagawa niyan. At ikinalulungkot po talaga natin iyong pagkawala ng murang buhay ng isang 17-year old na batang-batang estudyante na nag-uumpisa pa lang doon sa pagtahak niya ng kaniyang kinabukasan. Hindi po natin puwedeng pahintulutan na marami pang ganiyang buhay ang nalalagas dahil sa walang saysay na karahasan.

MARTIN: Secretary Coloma, sir, abangan na lang po namin iyong update ninyo, sir. Maraming salamat po sa inyong panahon, Sec. Mabuhay po kayo.

SEC. COLOMA: Nanawagan po tayo sa mga kinuukulan na gawin ang nararapat para matigil iyang karahasan na iyan. At pinararating po natin iyong ating pakikidalamhati sa nasawi, at sana po iyong mga nasaktan nang lubha ay maka-recover po sa kanilang kundisyon.

MARTIN ANDANAR: Sec., may pahabol pala na tanong dito, Secretary. May nagtatanong, sir, at nagsasabi na bakit daw isusulong na agad iyong pag-nominate kay Presidente sa Nobel Peace Prize eh hindi pa naman plantsado lahat nang dapat plantsahin diyan sa Bangsamoro Peace Agreement, Secretary? Ano po ang reaksiyon ninyo, sir?

SEC. COLOMA: Linawin po natin: Hindi po nagla-lobby ang OPAPP, at hindi pa isinusulong iyang lobby nilang iyan. Lumahok lang po si Secretary Deles sa Peace and Nobel Peace Forum dahil inanyayahan po ang ating Office of the Presidential Adviser on the Peace Process. Wala pong ganiyang ginagawang pag-lobby.

ALAN: Yes, sir. Sa araw na ito’y ipagdiriwang po ng Philippine Air Force ang kanilang 67th anniversary, at ang Pangulong Noy ang magiging panauhing pandangal, Secretary Coloma, sir?

SEC. COLOMA: Patungo po sa Clark airfield ang ating Pangulo sa araw na ito para pangunahan o pamunuan ang pagdiriwang ng ika-animnapu’t pitong anibersaryo ng ating Philippine Air Force. Ang Air Force po natin ay nagpapatatag at nagpapatibay ng kapasidad nito para ipagtanggol ang ating teritoryo. At sa atin pong pagdiriwang ngayong umaga ay magkakaroon ng flyby demonstration ang iba’t ibang uri ng sasakyang panghimpapawid na kasama na ngayon sa puwersa ng ating Philippine Air Force.

Makikita po natin na napahusay ang kapasidad ng ating Air Force sa pamamagitan ng AFP Modernization Program na masigasig na isinulong sa ilalim ng liderato ni Pangulong Aquino.

ALAN: Opo. Meron din pong napabalita na paglabas ng halaga mula sa DBM, mahigit sa P18 billion, bahagi po nitong binabanggit ninyo na Air Force Modernization Program, Secretary Coloma, sir?SEC. COLOMA: Ganoon nga, Alan. Patuloy ang pagbuhos natin ng resources para mapalakas ang kapasidad ng ating Philippine Air Force.

ALAN: Okay. Ang initial po, sinasabing aabot sa labindalawang mga fighter trainer jets ang agad na madaragdag sa puwersa ng ating Hukbong Panghimpapawid kung sakaling tuluyan nang mag-materialize itong pagbili ng mga bagong equipment, sir?

SEC. COLOMA: Ganoon nga, Alan

SEC. COLOMA: Patuloy po ang pagsulong ng gulong ng katarungan. At ang atin pong panawagan lamang ay manatiling mapagmasid at mapanuri ang ating mga mamamayan. Kakaumpisa pa lang naman po iyan at mahaba pa iyong lalakbayin dahil ganiyan po ang proseso ng batas – binibigyan nang sapat na pagkakataon ang bawat panig na ilahad ang kanilang usapin. ALAN: Sir, iyong isang aspeto po doon kay Senator Juan Ponce Enrile. May balita po na iwinidraw (withdrew) ng mga state prosecutors iyong naunang sinasabing panukalang amended information dito po sa plunder charges laban kay Senador Juan Ponce Enrile, may kaugnayan pa rin doon sa usapin ng PDAF, Sec. Sonny, sir?

SEC. COLOMA: Iyong mga pasyang iyan ay nasa kamay na ng Office of the Special Prosecutor. Sila po ang nagpapasya hinggil diyan. Ito pong prosecution team ay sa ilalim po ng Ombudsman na isang independent constitutional body. Kaya siguro po mas mainam, hayaan na lang po nating gawin nila iyong kanilang tungkulin. Paumpisa pa lang naman po ng paglalahad ng kaso, at marami pa pong dadaanang yugto iyan. Ang mahalaga po ay masubaybayan natin nang masinsin para maunawaan po natin ang lahat ng kaganapan.

ALAN: Okay. Secretary, sa isang usapin pa po, marami pong nag-aabang din dito ho sa batas, iyong basic law tungkol dito sa Bangsamoro. Meron ho bang nakikitang, more or less, ay petsa na kung kailan officially mai-endorse po o maisusumite sa Kongreso ito hong Bangsamoro Basic Law, Sec. Sonny, sir?

SEC. COLOMA: Sumasailalim ito sa masusing pag-aaral, Alan. At tinitiyak na ang isusumite sa Kongreso ay isang batas na tiyak na makakapasa sa lahat ng pagsusuri, lalung-lalo na sa aspeto ng pagtalima sa ating Saligang Batas o Konstitusyon. At mismong ang Pangulo na ang nagpahayag na tiyak na ito ay maihahain sa Kongreso sa tamang panahon. At nasa oras pa naman po tayo nang itinakdang timetable para ito ay maihain sa Kongreso, matalakay doon, at sana ay maipasa bago matapos ang taon. ‘Pag naipasa po ito, ito ay ihaharap sa ating mga mamamayan sa isang plebesito. At kung ito po ay magaganap sa unang bahagi ng 2015, sa first quarter po ng 2015 ay magkakaroon din naman nang sapat na pagkakataon para makapaghalal o makapagpuwesto po ng mga opisyal na masusubukan kung gaano ang kanilang kakayahan bago magdaos nang ganap na halalan ‘no, kasabay ng 2016 national elections.

Ito pong prosesong ito ay nasa loob pa rin ng ating timetable. (Unclear) po si Pangulo on schedule naman at maipapasa rin naman ito sa takdang panahon pagkatapos ng deliberasyon ng ating mga mambabatas.

ALAN: At saka, Sec. Sonny, sir, marami ho sa mga kababayan natin na ‘pag narinig iyong term na Bangsamoro ay ang unang pumapasok po sa kanilang mga isipan ay mga areas na predominantly mga kapatid nating Muslim ang naninirahan, Secretary Coloma. Mukhang base ho dito sa panukalang batas na ito eh, parang hindi po yata—pakipaliwanag po ninyo, parang hindi po yata tama iyong perception na ‘pag sinabing Bangsamoro ay mga predominantly Muslim-occupied areas doon po sa South, Sec. Sonny, sir?

SEC. COLOMA: Mahalagang punto iyan, Alan. Sa kasalukuyang terminolohiya, ang ginagamit na pangalan sa rehiyong tinutukoy natin ay Autonomous Region of Muslim Mindanao. Matingkad iyong pagsasabi na ito ay nauukol sa ating mga kapatid na nananampalataya sa Islam. Kaya dito po naman sa katagang Bangsamoro, nilinaw po iyan ng ating dating chief negotiator at ngayon naman ay Associate Justice of the Supreme Court Marvic Leonen. Ang sabi po niya, nagkaroon nang mahalagang breakthrough sa usaping pangkapayapaan o sa negosasyon sa pagitan ng Philippine government at MILF panels nang ginamit ang salitang Bangsamoro.

Ang kahulugan po ng Bangsamoro, ito ang kumakatawan sa lahat ng mga ethnic groups na kabilang po sa Mindanao. Kung ihahambing po natin sa ating sitwasyon dito sa Luzon, para pong ang binabanggit natin ay ang mga grupo ng Tagalog, Kapampangan, Batangeño, Bikolano, Ilokano, Ibanag, Aeta, ‘yan po ang mga ethic groups na nabibilang sa atin pong hanay ng mga mamamayan sa Luzon. Kapag sa Mindanao naman, nandiyan po ang mga kapatid nating Tausug, iyong mga Maranao, iyong mga Maguindanao, Badjao at tila labing-apat na ethnic groups po ito.

Kaya kapag ang salitang ginamit natin ay Bangsamoro, hindi na po tayo nagtuturing sa pananampalataya. Iyon mismong unique and authentic identity po ng mga mamamayan doon batay sa kanilang ethnic origin, iyon po ang tinutukoy. Kaya’t madaling maunawaan na ito ay mas malawak, mas malalim ang kahulugan na hindi na lamang pananampalataya ang tinutukoy.

ALAN: Okay. Well, Secretary Coloma, sir, muli salamat po sa mga updates at sa mga impormasyon mula sa inyo diyan sa Malacañang, sir.

03 July 2014 – Foreign Affairs Secretary Albert F. del Rosario visited Hanoi yesterday, July 02, to follow up on the successful visit to the Philippines of Prime Minister Nguyen Tan Dung in May 2014.

Secretary Del Rosario expressed his appreciation to the Government of Vietnam for its warm hospitality and his meetings with Deputy Prime Minister and Foreign Minister Pham Binh Minh.

The discussions between the Foreign Ministers were comprehensive, constructive and productive, and covered bilateral cooperative projects, international and regional concerns, and people-to-people ties.

On a bilateral basis, the two Ministers discussed a wide range of issues and agreed to further promote cooperation in many areas such as fisheries, ocean and maritime, defense and security, trade and investment. The Foreign Ministers also agreed to advance partnership to a higher level, including the establishment of a Joint Commission headed by the two Ministers to formulate a road map in working towards a strategic partnership.

In particular, the Foreign Ministers exchanged views on the rising tension in the South China Sea, and discussed the urgent need to address the escalating challenges through peaceful means and in accordance with international law including the United Nations Convention on the Law of the Sea (UNCLOS). The two Foreign Ministers urged that the Declaration on the Conduct of Parties in the South China Sea (DOC) be implemented in its entirety, including refraining from the use of coercive force. The two Ministers also agreed that the Code of Conduct in the South China Sea (COC) be expeditiously concluded without undue delay. In this regard, the two Ministers reaffirmed the ASEAN Joint Statement on the Developments in the South China Sea issued on the 10th of May 2014 and the ASEAN Six Point Principles on the South China Sea.

The two Foreign Ministers reaffirmed the invaluable friendship between their countries and the importance of their partnership in ASEAN.

The two sides likewise reaffirmed their common commitment to promote the rule of law and the peaceful resolution of disputes.

38 Filipino Repatriates from Libya Arrive in Manila Today

2 July 2014 – Thirty eight (38) overseas Filipino workers from Libya are scheduled to arrive in Manila today at the Ninoy Aquino International Airport.

The first five (5) OFWs will arrive at 15:20H on board flight number EY424.

One OFW will arrive at 16:35H on board flight number EK332.

The next thirteen (13) OFWs will arrive at 22:10H on board flight number EK334, while the last batch composed of nineteen (19) OFWs will arrive at 23:10H on board EY428.

This brings the total number of repatriated Filipinos from Libya to 330.

While Libya remains under Alert Level 3, the DFA urges all Filipino nationals there to contact the Philippine Embassy in Tripoli and register for voluntary repatriation.

The Bureau of Internal Revenue (BIR) today filed separate criminal complaints with the Department of Justice against two (2) delinquent corporate taxpayers, including their responsible corporate officers, for Willful Failure to Pay Taxes under the National Internal Revenue Code of 1997, as amended (Tax Code).

Charged with violating Section 255 in relation to Sections 253 and 256 of the Tax Code were E & D PARTS SUPPLY, INC. (E & D), its Chairman CIPRIANO C. UY and Treasurer MARGARET L. UY. E & D is a domestic corporation engaged in trading auto spare parts, with registered office address at 1143-B Perez St., Paco, Manila. Together with its responsible officers, E & D was assessed deficiency tax liabilities for taxable year 2006 in the sum of P30.03 million, inclusive of increments, broken down as follows: Income Tax (IT) – P22.14 million; and Value Added Tax (VAT) - P7.89 million.

Likewise charged with the same violation were HALDANE PHILIPPINES, INC. (HALDANE), its Chairman HUA CUEN UYCHIYONG and Chief Finance Officer CHERRY UYCO-ONG. HALDANE is a domestic corporation duly registered with the Securities and Exchange Commission and BIR Revenue District Office No. 33, Intramuros, with registered business office at 2339 Leon Guinto St., Malate, Manila. Together with its responsible corporate officers, HALDANE was assessed a deficiency VAT liability for taxable year 2007 in the aggregate amount of P8.92 million, inclusive of increments.

BIR records showed that the abovementioned respondents were investigated by Revenue Officers of Revenue District Office (RDO) No.34, Paco/Pandacan/Sta. Ana and RDO No. 33, Intramuros. The same respondents were issued the required Final Assessment Notices (FAN) and Formal Letters of Demand (FLD) with Details of Discrepancies but failed to protest said assessments, hence making the same final, executory, unappealable, and demandable.

The subsequent issuance of Preliminary Collection Notices/Letters, Final Notices Before Seizure, and Warrants of Distraint and/or Levy and Garnishment were ignored by the respondents, as the said tax assessments remained unpaid. The respondents’ obstinate failure and continued refusal to pay their long overdue deficiency tax assessments, despite repeated demands, constitute willful failure to pay the taxes due to the government.

The cases against E & D PARTS SUPPLY, INC., its Chairman CIPRIANO C. UY & Treasurer MARGARET L. UY , and HALDANE PHILIPPINES, INC., its Chairman HUA CUEN UYCHIYONG & Chief Finance Officer CHERRY UYCO-ONG are the 261st and 262nd, respectively, filed under the RATE program of the BIR under the leadership of Commissioner Kim S. Jacinto-Henares. These are likewise RATE cases of Revenue Region No. 6, Manila.

The Bureau of Internal Revenue (BIR) today filed a criminal complaint with the Department of Justice against DG COLD CHAIN DISTRIBUTORS, INC. (DG COLD CHAIN), together with its responsible corporate officers GREGORIO M. MENDOZA (President) and LARRY H. RODRIGUEZ (Treasurer), for willful attempt to evade or defeat payment of Income Tax (IT) and Value Added Tax (VAT), deliberate failure to file its Income Tax Return (ITR) and failure to pay tax thereon, and willful failure to supply correct and accurate information in its VAT Returns for taxable year 2006, in violation of Sections 254 and 255, in relation to Sections 253 and 256, of the National Internal Revenue Code of 1997, as amended (Tax Code).

DG COLD CHAIN is a domestic corporation registered with the BIR and the Securities and Exchange Commission (SEC) with registered business address at No. 144 Pinatubo Building, Pinatubo Street, Mandaluyong City. It is primarily engaged in the trading business and is one of the distributors of Nestle Products nationwide.

The case against DG COLD CHAIN stemmed from the issuance of a Letter Notice which was triggered by the cross matching of information/data provided by Nestle Philippines, Inc. on the declarations per VAT Returns of DG COLD CHAIN.

Based on the information and documents gathered in the course of the investigation conducted by the Regional Investigation Division of Revenue Region No. 7, Quezon City, it was discovered that DG COLD CHAIN declared with the BIR gross purchases amounting to P14.17 million. However, a Certification issued by Nestle Philippines, Inc. in reply to the Access Letter issued by the BIR showed that the total sales made by the former to DG COLD CHAIN in 2006 amounted to P133.56 million. DG COLD CHAIN, thus, underdeclared its purchases for the said year by P119.39 million or by 842.49%. BIR investigators computed the undeclared sales of the respondent corporation at P138.07 million.

DG COLD CHAIN and its responsible corporate officers were sued for a total tax liability covering taxable year 2006 amounting to P191.41 million, inclusive of increments, broken down into: Income Tax - P141.51 million; and Value Added Tax - P49.90 million.

The case against DG COLD CHAIN DISTRIBUTORS, INC., together with its responsible corporate officers GREGORIO M. MENDOZA and LARRY H. RODRIGUEZ, is the 263rd filed under the RATE program of the BIR under the leadership of Commissioner Kim S. Jacinto-Henares. It is likewise a RATE case of Revenue Region No. 7, Quezon City.

BOC busts ‘Class A’ fake designer bags and apparel

The Bureau of Customs (BOC) seized two (2) shipments of counterfeit goods worth an estimated P200-Million at the Manila International Container Port (MICP) on Thursday. The shipments included “Class A” bags and even clothing bearing faked marks from a local brand.

The first shipment, a 20-foot container van that arrived last March at MICP from China, was consigned to Bangladesh Business Corporation. It was subject of an Alert Order from the BOC’s Enforcement Group and the entire contents examined last week. While the consignee declared that the importation consisted of unbranded T-shirts, cargo short pants, leggings and plastic slippers,” physical examination revealed almost 5,000 pieces of faked apparel labeled with brands such as “Nike,” “Adidas,” “US Polo,” “Lee,” “Aeropostale” and “H&M.”

The second shipment, a 40-foot container that arrived last May at MICP from China, was consigned to NSGV Trading and was declared to contain assorted women’s blouses; polyester cotton fabric; polyester women’s pants, jackets, coats and scarves; board paper; ladies’ canvas shoes; PVC flooring; assorted plastic cases; belts and caps; and skateboards. However, the proprietor of the said firm denied ownership of the shipment, prompting customs authorities to subject the shipment to an Alert Order and subsequent 100% inspection. Physical examination found over 15,960 assorted undeclared items, many of which were counterfeit or “Class A” luxury bag models like the “Hermes Evelyne” and “Hermes Lindy; “Ralph Lauren Ricky”; “Tory Burch Ella” tote; “Prada Saffiano Lux” tote; “Celine Phantom”; “Michael Kors Selma” satchel and “Michael Kors Jet Set” tote and the “Burberry Susana” hobo tote. Also found were fake “Fitflop Fleur” sandals’ “Lacoste” wallets and tote bags; “Ray-Ban” eyewear; as well as clothing and footwear bearing local brands “Onesimus” and “Una Rosa.”

Both shipments will be subjected to seizure and forfeiture proceedings, after which the seized fake goods will be destroyed. Customs authorities have also coordinated with the Intellectual Property Office of the Philippines so alert the brand owners. The consignees and their customs brokers are also under investigation for smuggling-related cases as well as violation of Republic Act (RA) 8293, or the Intellectual Property (IP) Code of the Philippines.

“What is alarming to us is that even local brands are victims of counterfeiting which will cause more harm to our entrepreneurs, causing them to become unprofitable and unproductive, which, in the end, may threaten hundreds of jobs. In light of this growing modus operandi, Commissioner Sevilla has directed us to take the issue of the entry of goods that violate intellectual property rights more seriously. It is not about the value of the actual goods in question here, but the negative impact of counterfeit goods to legitimate businesses in the country,” said Willie Tolentino, Director of the Enforcement and Security Service of the Bureau of Customs.

From January to June 2014, the inter-agency National Committee on Intellectual Property Rights (NCIPR), which includes the Bureau of Customs, seized counterfeit products worth over P6.8-billion, up 215% year-on-year. Last April, intensified efforts against the proliferation of fake goods prompted the United States Trade Representative (USTR) to remove the Philippines from the Special 301 Watch List, an annual report of countries with weak enforcement and observance of intellectual property laws, after nearly 20 years of being on it.

M&E Unit holds midyear assessment

To track the development of Department of Agriculture’s (DA) Philippine Rural Development Program’s (PRDP) implementation, the Monitoring and Evaluation (M&E) Unit of the PRDP National Program Coordination Office (NPCO) held its mid-year assessment at the Subic Bay Venezia Hotel from June17-19, 2014.

M&E Unit Head Adamar Estrada said that there is a need to institutionalize periodic review and assessment of the program implementation to gauge progress and determine adjustments needed to steer performance towards desired results. Moreover, she reported that the number of proponents or Local Government Units availing of sub-project financing under the PRDP is fast growing, thus, continuous assessment and regular meetings are necessary.

“This assessment session is an opportunity for us to learn how program operations would be improved before officially opening PRDP nationwide this year. We will discuss factors affecting the implementation of the program and identify decisions and actions needed for more efficient operations in the next half of 2014,” added Estrada.

During the event, PRDP Deputy Program Director Arnel de Mesa reported the status of the Local and National Planning (I-PLAN), Infrastructure Development (I-BUILD), and Enterprise Development (I-REAP) components in the preparation of sub-projects.

He cited several projects for value-adding of agri-based enterprises which kicked-off under the Mindanao Rural Development Program (MRDP) and will be continued under the PRDP, including the Upgrading of Cassava Post Harvest Facilities in South Cotabato, Crumb Rubber Processing Facility in Agusan del Sur, and Drying Facility for Food Grade Banana Flour in Davao del Norte.

“Aside from generating jobs in the community, the said projects were also able to generate increase in income of participating farmers and fishers, which is DA-PRDP’s ultimate goal,” de Mesa added.

He also reminded the group that the deadline for issuance of No Objection Letter 1 (NOL1) from the World Bank is on August 31 this year.

“While we have specific allocations per cluster, per region, the NPCO will accommodate those who will submit first before the said deadline because we have to obligate our budget for this year,” de Mesa said.

He added that those who will not be able to comply before the deadline will be accommodated next year. Each Program Support Office (PSO) also presented developments and issues in their respective clusters.

M&E Unit Alternate Unit Head Jourvin Barrera consolidated all reports from the regions based on the components.

At least 20 Provincial Commodity Investment Plans (PCIP) have been formulated based on Regional Value Chain Analyses (VCA). Seven of these PCIPS with eight Global Environment Facility sites have incorporated biodiversity conservation and coastal resources co-management features, based on the report of Mr. Barrera.

He also announced that as of date the I-BUILD and I-REAP components have utilized P4.31billion and P981.98 million respectively to finance sub-projects to be approved and issued with NOL2 during the year.

DAR Turns Over Road In Leyte

KANANGA, LEYTE—Efforts to enhance the economic activity in Leyte got a big boost as the Department of Agrarian Reform (DAR) completed and turned over a 3.8-kilometer farm-to-market road in Barangay Masarayao in this municipality.

DAR Regional Director Sheila Enciso said the P21.2 million road project will connect Barangay Masarayao to the national highway which extends up to Sitio Toril.

“Roads are vital components in the department’s drive to spur rural development in agrarian reform communities,” Enciso said.

According to Enciso, some 3,000 residents in the area, where 737 are agrarian reform beneficiaries (ARBs), are expected to benefit directly from this project.

Residents from the interior barangays of Ormoc also prefer to pass by this route as they find it more comfortable traveling through this concreted road.

Present during the road turnover was Barangay Chairwoman Clarita Cuizon, who is also a farmer. Cuizon said that hauling of their products for trading becomes easier and cheaper now that their road is concreted.

“Before, the 19-kilometer ride from Masarayao to the trading center costs us P60.00. Now that the road is cemented, the public utility jeeps (PUJ) which ply the area, now charge us P40.00 only instead of the old fare of P60.00,” said Cuizon.

The farm-to-market road project was implemented under the second phase of the Agrarian Reform Community Project (ARCP).

Newly-appointed Overseas Workers Welfare Administration chief Rebecca J. Calzado has an added task: to review the Pre-Departure Orientation Seminar and its content and conduct with the end in view of eliminating PDOS providers who are not qualified to offer it.

"I have been receiving persistent complaints that some PDOS providers are allowing private banks, remittance companies, and insurance agencies to eat much time of the PDOS to promote their businesses among OFWs, with less and less time devoted to the substantial--and more important--aspects of what OFWs expect and need to do once they have been deployed to their countries of destination," said Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday.

Baldoz, who is the Chairperson of the OWWA Board of Trustees, said she wants the OWWA under Administrator Calzado to do a serious review of the PDOS, the module, the contents that we had instructed the OWWA to include, and its over-all conduct.

"I want an evaluation report in a month on how PDOS providers are implementing the OWWA's PDOS module and how many are living up to the true intent of the PDOS--as frontline learning and information providers for OFWs before they are deployed," she instructed, adding:

"We would like to see a more improved and responsive PDOS, particularly the quality of instruction and the quality of the people who conduct it."

The OWWA, she said, should regularly monitor and assess the performance of the PDOS providers, rate them accordingly, and withdraw or cancel the registration or accreditation of those who are allowing the PDOS to be used as some kind of marketing outlet by private businesses.

Baldoz recalled that the OWWA, an attached agency of the Department of Labor and Employment, had signed a memorandum of agreement with the Asian Institute of Management (AIM) on a project that will evaluate the effectiveness of the Pre-Departure Orientation Seminar (PDOS) for overseas Filipino workers.

Baldoz said she now wanted to know the result of the project and expects the OWWA to identify the factors that can enhance the PDOS, institute changes in the program and, thereby, improve further government services to OFWs and their families.

The OWWA-AIM partnership, entitled, "Harnessing the Development of International Migration: A Randomized Evaluation of Enhanced Pre-Departure Orientation Seminars for Migrants from the Philippines," is a research project that will focus on fostering the development benefits of international migration for Filipinos, including a study on the impact of PDOS for OFWs.

The evaluation study aims to (1) increase OFWs' financial literacy and (2) improve their monetary and non-monetary well-being abroad and protect them from exploitation.

The project is divided into four phases: (1) design and development of new training modules; (2) implementation of the pilot PDOS modules; (3) data collection and analysis; and (4) dissemination of the results of the study.

The study will involve interviews of 2,000 pairs of OFWs, mostly the relatively-less skilled. They will be divided into two groups, with one group receiving the standard PDOS, and the other group receiving the enhanced PDOS to be developed. The study will be for a period of three years--baseline survey upon the start of the study; follow-up survey after three months, 12 months, and 24 months after departure.

Delegates from the member-states of the Association of South East Asian Nations (ASEAN) gather today in Manila for the 4th ASEAN Labor Inspection Conference.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz announced this yesterday as the DOLE, as organizer and host of the event, prepares for the two-day conference aimed at promoting regional partnerships to strengthen the network of labor inspectorates within the ASEAN.

The ASEAN groups together the ten countries in the region, namely, Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.

The Sofitel Philippine Plaza Hotel in Pasay City will be the venue of the conference, from 3-4 July 2014.

"I am pleased to welcome in the 4th ASEAN Labor Inspection Conference the senior officials not only of the ASEAN, but also the delegates and representatives of the International Association of Labour Inspection (IALI); ASEAN Services Employees Trade Union Council (ASETUC); ASEAN Confederation of Employers (ACE); ASEAN Trade Union Council (ATUC)," said Baldoz, who expressed gratitude to the International Labour Organization (ILO) for supporting the conference under its ASEAN Triangle Project.

The labor and employment chief will deliver the keynote message to the conference, while DOLE Undersecretary Rebecca C. Chato will welcome the delegates and participants.

According to Baldoz, the conference intends to develop labor inspection guidelines for local workers as well as for the migrant-reliant sectors which will serve as a benchmark for the ASEAN member-states on how to better protect and promote the rights and welfare of local and migrant workers through labor inspection.

"It also aims to address particular challenges related to work-sector, age, and legal status of migrants and local workers,” she said.

Baldoz explained that this is consistent with the aim of International Labor Organization’s (ILO) ASEAN Triangle project to craft public goods to strengthen regional policies and enhance the capacities of ASEAN member-states on labor migration governance.

The two-day conference will be highlighted by country presentations and discussions on ASEAN Good Practices on Labor Inspection (ASEAN Models on Inspection); Training and Capacity Building for Labor Inspectors; and Identified Challenges and Solutions on Inspection and Emerging Issues (OSH Issues on Migrant Workers).

To further strengthen interest on addressing labour inspection effectiveness, enforcement of national safety and health laws, and concerns surrounding labour migration, child labour, and the agricultural sector among ASEAN member states, the 4th ASEAN Labor Inspection Conference seeks to enable ASEAN member states to continue to share information and exchange views aimed at promoting safe, fair, healthy and productive workplace conditions for both local and migrant workers in ASEAN.

It will also adopt implementation strategies on how to proceed with the Action Plan agreed upon during the 2nd ASEAN Labor Inspection Conference in Dong Nai, Vietnam in October 2012.

The first ASEAN Labor Inspection Conference was held on 13-14 October 2010 in Ha Long, Quang Ninh Province, Vietnam, while the 3rd ASEAN Labor Inspection Conference was held in Bali, Indonesia last 3-4 July 2013.

“The ASEAN Labor Inspection Conference is one of the activities initiated to address the priority areas identified under the ASEAN Labor Ministers’ Work Programme for the period 2001-2010 which was produced during the 21st ASEAN Labor Ministers’ Meeting,” Baldoz said.

GSIS announces 2014 GSIS art tilt winners

The Government Service Insurance System (GSIS) honored the winners of this year's art competition in simple ceremonies on Friday.

On its 10th year and for the first time, the competition introduced mixed media or the use of objects with traditional artist media as a new category, to further enhance creative expressions. Non-representational and sculpture rounded out the three categories in this year's tilt.

GSIS received more than 500 entries in a variety of mediums under an open theme. Entries not only came from all over the country but from Switzerland as well.

First place winners for each category received a cash prize of Php300,000; second place and third place winners received Php200,000 and Php100,000, respectively.

Five honourable mentions at Php20,000 each were also awarded for the mixed media and non-representational categories and three honourable mentions for the sculpture category.

The judging of entries was held last May 6 and 7, 2014 at the GSIS premises where distinguished artists and art enthusiasts were invited to choose the best entries.

Judges for the mixed media category included Trisha Coseteng, Camille Vergara, Raul Lebajo, Mario de Rivera and GSIS's Chief Legal Counsel Jose Tale.

Sculptors Olivia D'Aboville, Agnes Arellano and Luis Yee Jr. comprised the jury for the sculpture category; while Charito Bitanga, Norberto Carating, Vim Nadera, Nestor Vinluan, and GSIS President and General Manager Robert G. Vergara completed the panel of judges for the non-representational category.

The winners for the Mixed Media category are Sam Penaso of Quezon City for his work entitled "Nosebleed" (first place); Emmanuel John Santos of Caloocan City for his work entitled "Remember Me" (second place) and Arthur D. Lozano of Baguio City for his work entitled "Kalawang na Syudad" (third place).

For the Non-Representational Category, the panel of judges chose top three winners, Gary Custodio of Kalibo, Aklan for his work entitled "Done, Redo, Redone, Done..."; Leopoldo Aguilar Jr. of Pasig City for his work entitled "New Landscape"; and Benjamin F. Cruz of Calamba, Laguna for his work entitled "Life and Beauty".

Under the Sculpture Category, the winners included Roman Angelo R. Cruz of Angeles City, Pampanga for his work entitled "Essence of a Woman"; Pete Jimenez Jr. of Quezon City for his work entitled "Pusong Gubat, Galing sa Ugat" and Jerry R. Morada of Siniloan, Laguna for his work entitled "Water Fuel".

Since 2004, GSIS has partnered with the Art Association of the Philippines (AAP), the umbrella organization of art groups in the country, on the conduct of the art competition.

The winning entries will form part of the GSIS art collection. Visitors may view the 2014 art competition entries at the GSIS Museum until July 25, 2014.

Roxas Lauds 117 for rescue of alleged hazing victims

Interior and Local Government Secretary Mar Roxas today lauded Patrol 117 for being instrumental in the rescue of three De La Salle-College of St. Benilde students who were allegedly victims of a fraternity hazing incident in Manila.

Roxas said that with Patrol 117’s swift and decisive actions and coordination, a Manila Red Cross ambulance was immediately sent to the condominium building where the four alleged hazing victims, including one who died, were rescued and brought to the Philippine General Hospital (PGH).

Rescued were John Paul Raval, 18, of One Archers Place; Lorenze Agustin, 18, of Prime City towers in San Antonio Village, Makati; and a 17-year-old student whose name was withheld because he is a minor. The other victim, sophomore Guillo Cesar Servando, died even before he was sent to the hospital.

“Walang puwang ang karahasan sa ating lipunan lalo pa ang hazing kung saan ang biktima ay ang mga kabataan. Mabuti na lamang at mayroong emergency hotline 117 kaya agad na nasaklolohan at nadala sa ospital ang mga biktima ng insidenteng ito,” he said.

The DILG Secretary also commended the caller who took it upon himself to report the incident to Patrol 117, prompting the latter to relay the incident to Manila Red Cross which immediately sent an ambulance to the site.

“Nagpapasalamat ako sa taong tumawag sa Patrol 117 ng DILG para ireport ang insidente. Muli na naman nating napatunayan ang kahalagahan ng partisipasyon ng mamamayan sa kampanya natin kontra krimen,” he said.

Based on police reports, the four students, all from De La Salle-College of St. Benilde, were picked up at a condominium building in Manila by alleged members of Tau Gamma Phi fraternity last Saturday.

Four hours later, the four were brought back to One Archers Place along Taft Avenue in Malate, Manila by the fraternity members after undergoing initiation rites in an undisclosed place.

“Kung nahuli lang ng ilang oras ang dating ng ambulansya, malamang na binawian din ng buhay pati ang tatlo pang hazing victims dahil sa pinsalang tinamo nila sa pambubugbog,” Roxas said.

He advised the public to call emergency hotline 117 to provide any information that may lead to the arrest of those responsible for the hazing incident.

“Inaasahan ko na patuloy na tatangkilikin ng publiko ang Patrol 117 hindi lamang sa pagreport ng krimen kundi maging sa pagreport ng mga insidente sa sakuna, kalamidad o ordinaryong aksidente sa kalye,” said Roxas.

“Bawat buhay na maililigtas ay mahalaga. Kailangan ang tulong nating lahat para masigurong ligtas sa kapahamakan ang ating komunidad,” he said.

Interior and Local Government Secretary Mar Roxas today underscored the need to strengthen police-community relations to effectively fight crime and protect the people against lawless elements who are out to disrupt peace and order in the communities.

Roxas said together, the police and people in the community can win the war against crime and challenged the leadership of the Philippine National Police (PNP) to further empower the community through various programs that promote the people’s active involvement in the campaign against criminality.

Roxas, along with PNP Chief Director General Alan Purisima and Chief Supt Danilo Constantino, acting director for Police Community Relations, led the awarding ceremony to honor PNP units, personnel and individuals in police community relations highlight the 19th Police Community Relations Month Celebration at the PNP Headquarters in Quezon City on Monday.

This year’s awardees are the La Union Provincial Police, Jasaan Municipal Police Station in Misamis Oriental, and Santa Rosa City Police Station in Laguna for the police unit category; PO3 Maria Caridad Godoy, chief of the PCR section of the San Fernando City Police Office in La Union, Senior Inspector Rolando Libed, chief of Administrative & PCR of the San Pablo City Police Station in Laguna for the individual category.

Santa Rosa, Laguna Mayor Arlene Arcillas, meanwhile, was awarded as Outstanding Local Chief Executive during the same event.

In his brief message during the program, Roxas congratulated the awardees and described them as “assets to our law enforcement and peace-keeping initiatives.”

“We are proud to have you among our ranks. We hope that your example and dignified service inspires our entire police force and leads to a more peaceful, stable society that all our countrymen can benefit from,” he said.

He also commended the PNP for its theme for this year’s celebration that calls for renewed engagement between the police force and the citizenry. “Alam naman nating malaki ang maitutulong ng ating mga mamamayan para mapasa-atin ang mas mapayapa na mga komunidad,” he said.

Roxas said today, the PNP is faced with even greater challenges. “Masasabi na ang hamon at banta laban sa ating katahimikan, kaayusan, at kapayapaan ay mas malaki at mas matindi ngayon kaysa sa noong nakaraan,” he said.

He said the DILG and the PNP are doing its best to address these threats to peace and order.

The DILG chief cited the acquisition of 74,879 units of ‘Glock’ sidearms. Also, he noted that close to 1,000 PNP personnel are out in the streets, manning PNP checkpoints as part of its effort to deter crime in Metro Manila alone.

However, he said even the 146,000-strong PNP is not enough to win the war against crime and terrorism. The PNP needs the help of the people to strengthen its intelligence gathering to do it.

“Hinihikayat ko po ang ating kapulisan, ang ating non-uniformed personnel ng PNP na una, gawin natin ang ating trabaho sa mas makatotohanang paraan. Ikalawa, makipag-partner tayo sa ating mga kababayan. Sila ang ating lakas; sila ang ating boss; at nasa sa kanila din ang mahusay na pagsasagawa ng ating trabaho bilang ka-partner natin,” he said.

Ormoc City, Leyte – Javier Mayor Leonardo M. Javier, Jr., head of the League of Municipalities of the Philippines, and Leyte Governor Leopoldo Dominico Petilla both expressed their support for the implementation of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (KALAHI CIDSS-NCDDP), which was recently launched by the Department of Social Welfare and Development (DSWD).

Speaking as a partner of DSWD in the implementation of Kalahi-CIDSS, which KALAHI CIDSS-NCDDP is the expanded version of, Mayor Javier shared how his municipality was able to benefit from the project, having implemented it since 2006.

“People truly benefit from this,” he said, describing the Kalahi-CIDSS’ process of giving citizens the opportunity to decide among themselves what sub-projects will be implemented in their respective communities to respond to their needs.

Empowering

According to him, the biggest change that happened in Javier is that the people have now become empowered through Kalahi-CIDSS.

He said, “Naniniwala na ang mga tao sa sarili nila at sa kakayanan nila (People now believe in themselves and in their abilities).”

He described how even the attitudes of people in Javier changed when Kalahi-CIDSS entered the municipality.

Mayor Javier added, “Ang Kalahi-CIDSS ay may good values formation. Gumaganda ang kalooban ng mga tao(Kalahi-CIDSS has good values formation. It improves the people’s attitude),” citing how they are now cleaning theirbackyards as an example of how they are taking care of their homes and their communities.

“Meron na silang ownership. Ayaw na nilang mapahiya (They now have ownership. They do not want to be embarrassed anymore),” he explained.

Full transparency

Mayor Javier also noted Kalahi-CIDSS’ thrust for transparency, and how this has improved the dynamics between the citizens and the local government unit (LGU).

He said, “Kapag full transparency, nagkakaroon ng tiwala ang mga tao (If there is full transparency, people develop faith in the government).”

He also mentioned how Kalahi-CIDSS has led to changes in the role of the mayors in their municipalities.

He said, “There is a shift in the role: from direct implementers to development facilitators,” describing how it is now the village folks who are taking charge in the implementation of activities for the improvement of their living conditions. This, he said, allows mayors to focus on the overall development of their municipalities.

As the LMP head, he also asked other mayors to show the same level of support to KALAHI CIDSS-NCDDP.

“My request is for all the mayors to give 110% support to this program. Napakaganda kasi ng program na ito (This is a very good program),” the mayor stated.

Mayor Javier also noted how KALAHI CIDSS-NCDDP will be able to help in post-disaster recovery and rehabilitation following Typhoon Yolanda.

He said, “I am very confident in the ability of the program to help people in building back after ‘Yolanda’.”

“My wish is to implement the program in all municipalities in this country. We will adhere to our desire of reaching inclusive growth.”

Prov’l support

For his part, Governor Petilla, described how the program has helped the province and how it will be able to continue to support it following ‘Yolanda’.

He said, “Kalahi-CIDSS helps bridge the gap of poverty. Malaking bagay ito sa amin sa Leyte, lalo na at malaki angtama ng ‘Yolanda’ sa amin (This will be a big help for us in Leyte, especially because we were heavily affected by ‘Yolanda’).”

He added, “We will show full support for this. The province will always be ready as a partner.”

The governor emphasized the importance of sustaining the changes brought about by Kalahi-CIDSS, saying that these have to be strengthened and sustained to produce long-term impact.

Expansion

Kalahi-CIDSS was piloted by the national government in 2002 and launched in 2003 to alleviate poverty in poor rural communities using the community-driven development (CDD) approach. It has now been expanded to a national scale and renamed KALAHI CIDSS-NCDDP.

CDD focuses on empowering and building up the capacities of citizens and local government units so they will be able to lift their own communities out of poverty, giving them the opportunity to make informed decisions on locally identified options for development and manage resources to implement sub-projects that address the needs they have identified.

Designed to respond to the needs of the communities affected by ‘Yolanda’, 554 of KALAHI CIDSS-NCDDP’s 847 target municipalities were hit by the typhoon last November 2013.

Aside from empowering communities, KALAHI CIDSS-NCDDP also seeks to capacitate local government units and instills good governance by promoting the principles of participation, transparency, and accountability among local government officials.

KALAHI CIDSS-NCDDP works in close partnership with LGUs at the provincial, municipal, and barangay levels to ensure that the needs of the communities are responded to, while ensuring that its implementation is in line with the local development plans.

It will be implemented from 2014 to 2019.

Ombudsman set to investigate DAP transactions

OMBUDSMAN Conchita Carpio Morales is poised to create a panel of field investigators to look into the DAP transactions to see if any crime or offense has been committed by involved public officials.
“In light of the Supreme Court’s Decision on the DAP case, we are initiating an investigation into the matter,” Ombudsman Morales stated.

Under Republic Act (RA) No. 6770 (Ombudsman Act of 1989), the Ombudsman may, motu proprio (on its own) or even without a lodged complaint, initiate an investigation “any act or omission of any public officer or employee, office or agency, when such act or omission appears to be illegal, unjust, improper or inefficient."

The law also grants the Ombudsman the power to investigate any serious misconduct in office allegedly committed by impeachable officers, but only for the purpose of filing a verified complaint for impeachment, if warranted.

Vice President Jejomar C. Binay today called on the public to support President Benigno Aquino III, in the midst of impeachment calls by some sectors.

"President Aquino is our leader and has been duly elected by our people. He has the people’s mandate and we should continue supporting him as our President," he said.

Following Tuesday’s Supreme Court decision declaring parts of the Disbursement Acceleration Program (DAP) unconstitutional, Binay called for sobriety and an end to partisanship and speculation on the extent of liabilities of government officials.

“I encourage everybody to accept and respect the ruling of the Supreme Court, let the effects take its legal course and consequence and avoid speculation," he said.

The Vice President also appealed to all parties "to work together and advance the welfare of our people, which should be our overriding goal."
