Synopsis:

At 4:00 AM today, a Low Pressure Area (LPA) was estimated at 850 KM East of Virac, Catanduanes (13.5ºN, 133.0ºE). It is embedded along the Intertropical Convergence Zone (ITCZ) affecting Visayas and Mindanao.

Forecast:  

Visayas and the Regions of Bicol, Caraga and Davao will have cloudy skies with light to moderate rains and thunderstorms. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds coming from the southwest to south will prevail over Luzon and its coastal waters will be moderate to rough. Light to moderate winds blowing from the southwest to west will prevail over the rest of the country with slight to moderate seas.




EARTHQUAKE

An EARTHQUAKE is a weak to violent shaking of the ground produced by the sudden movement of rock materials below the earth’s surface.

Do you know that about 20 earthquakes are recorded daily in the Philippines? Most of these earthquakes however, are unfelt and can only be detected by an instrument called seismograph.

Earthquakes cannot be prevented, but we can prepare for them.

Always remember these basic things to do before, during and after a strong earthquake:

BEFORE

The key to effective disaster prevention is planning:

Know the earthquake hazards in your area.

Follow structural design and engineering practices when constructing a house or building.

Evaluate the structural soundness of the buildings and houses; strengthen or retrofit if necessary.

Prepare your homes, workplace or schools:

Strap or bolt heavy furniture/cabinets to the walls.

Check the stability of hanging objects like ceiling fans and chandeliers.

Breakable items, harmful chemicals and flammable materials should be stored properly in the lowermost secured shelves.

Always turn off the gas tanks when not in use.

Familiarize yourself with the exit routes and places where fire extinguishers, first aid kits, alarms, and communication facilities are located. Learn how to use them beforehand.

Prepare a handy emergency supply kit with first aid kit, canned food and can opener, water, clothing, blanket, battery-operated radio, flashlights and extra batteries.

Conduct and participate in regular earthquake drills.

DURING

STAY CALM.

When you are INSIDE a structurally sound building or home...STAY THERE!

Do the “DUCK, COVER and HOLD”.

If possible quickly open the door for exit.

Duck under a sturdy desk or table, and hold on to it, or protect your head with your arms.

Stay away from glass windows, shelves, cabinets and other heavy objects.

Beware of falling objects. Be alert and keep your eyes open.

Provide assistance to persons with disabilities, pregnant and elderly during evacuation.

If you are OUTSIDE..move to an open area!

Stay away from trees, powerlines, posts and concrete structures.

Move away from steep slopes which may be affected by landslides.

If you are near the shore and feel an earthquake, especially if it’s too strong, move quickly to higher grounds. Tsunamis (giant sea waves) might follow.

If you are in a moving vehicle, STOP and get out! Do not attempt to cross bridges, overpasses, or flyovers which may have been damaged.

AFTER

Be prepared for aftershocks.

Once the shaking stops, take the fastest and safest way out of the building.

DON’T...

...use elevators.
...enter damaged buildings.
...use telephones unless necessary.
...PANIC.

CHECK...

yourself and others for injuries.

water and electrical lines for damages.

for spills of chemical, toxic and flammable materials.

and control fires which may spread.

If you need to evacuate from your residence, leave a message stating where you are going and bring your emergency supply kit.

Keep updated on disaster prevention instructions from battery-operated radios.

-Dalawang sama ng panahon ang namataan ng PAGASA.
-Ang isang low pressure area (LPA) ay nakapaloob sa intertropical convergence zone (ITCZ) habang ang isa pa'y nasa labas pa ng Philippine Area of Responsibility (PAR).
-Sa pagtaya, ang isang LPA ay naitala sa layong 850 kilometro silangan ng Virac, Catanduanes. Nasa loob na ng PAR.
-Habang ang isa nama'y silangan ng Mindanao, sa Pasipiko at masyado pang malayo. Posibleng sa Sabado o Linggo pa ito pumasok sa PAR.
-Ang LPA sa loob ng PAR ay mababa ang tsansa na maging bagyo, at posibleng malusaw pa. Ngunit dahil nasa karagatan pa, hindi pa rin inaalis ang posibilidad na lumakas pa rin ito.
-Magdudulot ang LPA sa ITCZ ng mahina hanggang katamtamang pag-ulan sa Bicol Region, Visayas, Davao at Caraga regions.
-Nananatiling pulo-pulong pag-ulan pa rin ang aasahan sa Metro Manila at nalalabing bahagi ng bansa.

President Aquino praises PAF members' professionalism, dedication during anniversary celebration
President Benigno S. Aquino III led the celebration of the 67th anniversary of the Philippine Air Force (PAF) in Pampanga, recognizing the professionalism and dedication to service of its uniformed men and women.

In his message during the event that was held in Clark Air Base in Pampanga on Tuesday, the President said the reforms and modernization initiatives in the Air Force have been made possible by the support of the PAF leadership.

At the same time, he praised the PAF for its role in the government’s response during such challenges as the Zamboanga siege and the devastation brought by Typhoon Yolanda last year.

"Ito po mismo ang ipinagdiriwang natin ngayong anibersaryo ng Philippine Air Force: ang propesyunalismo, katapangan, at katatagang nagsilbi ninyong sandigan upang itaguyod ang ating pambansang dangal," the President said in his message.

"Ito ang mga prinsipyong kinikilala natin sa bawat unit, piloto, at kawani na ating pinaparangalan ngayong umaga, at sa iba pang lingkod-bayang katuwang sa ating agenda ng reporma."

The President extended his gratitude to the members of the Air Force, urging them to keep up the good work.

He said that as commander in chief, he is proud to become a leader of a nation that does what is right and is always ready for any challenge.

He reported that in the past four years, the PAF has been able to aggressively push its modernization program.

Currently, the PAF has three functioning C-130 cargo planes and has acquired 18 basic trainer aircrafts.

It has also acquired Sokol combat utility helicopters and 20 upgraded MD-520 MG helicopters, has received four UH-1 helicopters, and is awaiting the delivery of 17 more UH-1 helicopters this year.

The government also targets to buy eight combat utility helicopters, two long-range patrol aircraft, six close-air support aircraft, radar systems, and other equipment that will help the capabilities of PAF personnel, the President said.

Next year, he said, the PAF will receive the first two of 12 FA-50 lead-in fighter trainer jets from South Korea that will help patrol the country's air space.

President Aquino calls on frat leaders to stop hazing in their ranks
President Benigno S. Aquino III on Tuesday appealed to leaders of fraternities to stop hazing among their ranks.

“I would like to call upon all the elders of these various fraternities, even if you had to undergo the same, isn’t it about time that you became more active in making sure that this hazing stops?" the President noted during an interview on the sidelines of the celebration of the 67th anniversary of the Philippine Air Force at Air Force City, Clark Air Base, in Angeles, Pampanga.

The President was referring to the recent death of Guillo Cesar Servando, a De La Salle-College of Saint Benilde sophomore, reportedly as a result of hazing.

He said he could not comprehend the logic behind hazing.

“To inflict such harm on people you will call brothers really escapes any logic that I can fathom,” he said.

He noted that an anti-hazing law is “already in the books” but something is lacking in terms of “enforcement that prevents us from exercising the full penalties embodied in that law.”

“I will consult with our legal experts and also the law enforcement side, as to what more can extensively be done,” said the President. PND (ag)

President Aquino says he wants to leave a legacy of good government
President Benigno S. Aquino III said he wants to leave a legacy of a reformed government that can serve as a role model for other leaders to emulate.

"If there is a singular legacy that I am leaving and sana, masanay ang kababayan natin na ito ang kaya ng gobyernong pinapatakbo nang matino," the President said in an interview in Clark Air Base, Pampanga, during the 67th anniversary of the Philippine Air Force (PAF).

The President was asked by reporters if he is confident of leaving a good legacy when he steps down from office in 2016.

He said he expects his successor to follow the template that he will be leaving behind, pick up the government platform, and sustain the momentum.

"Kung kami ang nagtanim, iba ang mag-aani, okay iyon; pero mas mataas na iyong antas na pagmumulan niya, kaya siguro naman pwedeng asahan ng taumbayan na mas malayo pa ang mararating niya," he added.

Asked about his thoughts on reaching his fourth year in office and the things he wants to accomplish in the next two years, the President said he believes his administration has accomplished a lot in addressing the needs of the country, particularly in education, infrastructure, and in defense and security.

For instance, the government last year was able to address the 66,800 classroom backlog, just in time for the implementation of the K to12 program, which will need more classrooms, teachers, and desks, he said.

In terms of infrastructure, he promised one operational connector for the NLEX and SLEX before he steps down in 2016.

He noted that the Laguindingan Airport in Mindanao will have night flying capabilities.

He also mentioned the reforms in the PAF and its ongoing modernization program.

The PAF expects more deliveries of modern aircraft, such as the fighter trainer jets from South Korea, as well as cargo planes to improve its lift capability, he added. PND (as)

No decrease in commodity prices despite abundant supply shows price manipulation, says President Aquino
President Benigno S. Aquino III said that little change in the high prices of basic commodities despite an abundance of supply in markets indicates the presence of price manipulators.

“The supply (of commodities) is abundant but the price keeps on getting jacked up. So ito ang isyu. Is somebody manipulating the prices rather than ang law of supply and demand taking such an action,” he said Tuesday during an interview on the sidelines of the celebration of the 67th anniversary of the Philippine Air Force in Angeles, Pampanga.

He said the Department of Agriculture (DA) and Department of Trade and Industry (DTI) have deployed rolling stores to distribute commodities affected by the price increase but there has been little change in prices.

“Medyo substantial ang ina-unload on the market pero hindi daw ganun ka-substantial ang effect sa price,” he said.

The President said he has tasked the DA and the DTI to do phytosanitary testing on garlic recently confiscated by the Customs Bureau.

“If it passes, and in conformity with the law, we will unload all of this confiscated garlic to again ease the pressure on prices,” he said.

The President has also instructed the DTI to enforce the Price Act, warning that violators will face heavy fines and criminal charges.

“I understand marami-rami na rin ang mga nademanda at nahuli. I’m sorry, I don’t have the figures right here with me, pero marami-rami na rin ang sinita at pinanagot doon sa mga maling pagkilos nila,” the President added.

He also noted the rise in milk and bread prices because the country imports milk and flour.

“We will be taking steps to minimize the impact of such,” he said. PND (ag)

Pinuri ng Pangulong Aquino ang propesyonalismo at katapatan sa tungkulin ng mga tauhan ng PAF
Pinuri ng Pangulong Benigno S. Aquino III ang propesyonalismo at katapatan sa tungkulin ng kalalakihan at kaabaihang tauhan ng Hukbong Panghimpapawid (PAF) ng Pilipinas sa pagdiriwang ng ika-67 anibersaryo nito na idinaos sa Pampanga.

Binigyang diin ng Pangulo na ang mga reporma at modernisasyon ng Hukbong Panghimpapawid sa Clark Air Base sa Pampanga Martes ay nagawa sa puspusang pakikiisa ng liderato ng PAF.

Kaalinsabay nito, papuri ang iniukol ng Pangulo sa napakahalagang ginampanan ng PAF sa pagharap sa mga hamon na tulad ng Zamboanga siege, gayundin sa napakalawak at malaking pinsalang idinulot ng bagyong Yolanda noong nakaraang taon.

“Ito po mismo ang ipinagdiriwang natin ngayong anibersaryo ng Philippine Air Force: ang propesyonalismo, katapangan at katatagang nagsilbi ninyong sandigan upang itaguyod ang ating pambansang dangal,” sabi ng Pangulo sa talumpati niya.

“Ito ang mga prinsipyong kinikilala ng bawa’t yunit, piloto at kawani ng ating pinararangalan ngayong umaga at sa iba pang lingkod-bayang katuwang sa ating adyenda ng reporma,” dugtong pa ng Pangulo.

Kaalinsabay ng pagpuri at pasasalamat sa mga tauhan ng Lakas na Panghimpapawid ang kahilingang ipagpatuloy nila ang matapat at walang pasubaling paglilingkod.

Sinabi ng Pangulong Aquno na bilang commander-in-chief, karangalan niyang maging lider ng isang bansang ginagawa kung ano ang tama at laging nakahandang humarap sa ano mang hamon at pagsubok.

Iniulat pa ng Pangulo na sa nakalipas na apat na taon, nagawa ng PAF ang masigasig na pagsusulong ng programa nito ukol sa modernisasyon.

Sa kasalukuyan, ang PAF ay may tatlong umaandar na C-130 cargo planes at nakabili pa ng 18 basic trainer aircrafts.

Bukod dito mayroon na rin ang PAF ng Sokol combat utility helicopters at 20 upgraded MD-520 MG helicopters, nakatanggap ng apat na UH-1 helicopters at hinihintay pa ang pagdating ng karagdagang 17 UH-1 helicopters sa taong ito.

“Balak din ng pamahalaan na bumili pa ng walong combat utility helicopters, dalawang long range patrol aircraft, radar systems, at iba pang mga kagamitang makatutulong nang malaki upang lumakas ang kakayahan ng mga tauhan ng Hukbong Panghimpapawid,” sabi pa ng Pangulong Aquino.

Binanggit din ng Pangulo na sa susunod na taon, tatanggapin na ng PAF ang una sa dalawa ng 12 FA-50 lead-in fighter trainer jets buhat sa Timog Korea na gagamitin upang patrulyahan at bantayan ang kalawakan ng bansa.

“Sisikapin ng pamahalaan na makuha buhat sa Timog Korea sa 2017 ang mga fighter jets,” dugtong pa ng Pangulong Aquino. PND (as/zaf)

Tiigilan na ang ‘hazing,’ sabi ng Pangulong Aquino sa mga lider ng ‘frat’
Nanawagan ang Pangulong Benigno S. Aquino III sa mga lider ng mga fraternities na tigilan na ang hazing.

“Ibig kong pakiusapan ang mga elders ng iba-ibang fraternities, kahit kayo man ay nakaranas nang ganoon, hindi kaya panahon nang maging higit kayong masigasig para tiyaking lulubayan na ang mga hazing?” wika ng Pangulong Aquino sa interbyu sa kanya pagkatapos ng pagdiriwang ng ika-67 anibersaryo ng Hukbong Panghimpapawid ng Pilipinas na ginanap sa Air Force City sa Clark Air Base sa Angeles, Pampanga.

Ang pahayag ng Pangulo ay kaugnay ng pagkasawi kamakailan ni Guillo Cesar Servando, sophomore sa De la Salle-College of Saint Benilde, dahil umano sa “hazing.”

Sinabi ng Pangulo na hindi niya matanto kung ano ang dahilan kaya ginagawa ang hazing.

“Ang pananakit sa kapuwa tao na tatawagin pa naman ninyong kapatid ay hindi ko malurok ang matuwid,” dugtong pa ng Pangulo.

Binanggit ng Pangulo na “nasa mga aklat na” ang batas laban sa hazing, datapuwa’t tila mandin may kulang sa larangan ng “pagpapatupad na nagiging sagka natin para lubos na mailapat ang parusang nakasaad sa nasabing batas.”

“Sasangguniin ko ang mga dalubhasa sa batas, gayundin ang panig ng mga tagapagpatupad ng batas kung ano pa ang dapat nating puspusang isagawa,” sabi pa ng Pangulong Aquino. PND (ag/zaf)

Isang nabagong pamahalaan na magsisilbing ulirang modelong maaaring sundan ng iba pang lider ang pamanang nais iwan ng Pangulong Benigno S. Aquino III.

“Kung may kaisa-isang pamanang iiwan ako at sana, masanay ang mga kababayan natin na ito ang kaya ng gobyernong pinatatakbo nang matino,” wika ng Pangulo sa panayam sa Clark Air Base sa Pampanga nang ipagdiwang ang ika-67 anibersaryo ng Lakas na Panghimpapawid ng Pilipinas (PAF).

Inusisa ng mga reporter ang Pangulo kung natitiyak niyang makapag-iiwan siya ng isang mainam na pamana pagbaba niya sa tungkulin sa 2016.

Maagap na sumagot ang Pangulo na inaasahan niyang susundan ng papalit sa kanya ang template na kanyang iiwan, ipatutupad ang plataporma ng pamahalaan at ipagpapatuloy ang mga karampatang gawain.

“Kung kami ang nagtanim, iba ang mag-aani, okey iyon. Nguni’t mas mataas na ang antas ng pagmumulan niya kaya siguro naman, puwedeng asahan ng taong bayan na mas malayo pa ang mararating niya,” dugtong ng Pangulo.

Nang tanungin kung ano ang nasa isip niya ngayong ikaapat na taon na siya sa tungkulin at kung ano ang ibig pa niyang gawin sa susunod na dalawang taon, sinabi ng Pangulo na naniniwala siyang maraming nagawa ang kanyang administrasyon upang tugunan ang mga pangangailangan ng bansa, lalo na sa larangan ng edukasyon, imprastraktura at sa tanggulan at kapanatagan.

“Halimbawa, noong isang taon, natugunan na ng pamahalaan ang kakulangang 66,800 silid-aralan nang tamang-tama sa pagsisimula ng K to 12 program na mangangailangan ng karagdagang mga silid-aralan, mga guro at upuan,” paliwanag ng Pangulong Aquino.

Sa larangan naman ng imprastraktura, sinabi ng Pangulo na ipinangako niyang magkakaroon ng isang operational connector para sa NLEX at SLEX bago siya bumaba sa tungkulin sa 2016

Malinaw sa ipinamalas nina Captain Villamor at ng kaniyang mga kasamahan ang mga prinsipyong kumakatawan sa ating buong Sandatahang Lakas: Bagaman may limitasyon sa kakayahan, dehado man sa bilang kung minsan, hindi kailanman umangal ang inyong hanay, at sinabing, “Pass muna kami diyan. Masyadong mahirap ang kalaban.”

Moderno, maaasahan, at maipagmamalaki: Ganito nga po mailalarawan ang ating Hukbong Himpapawid noong mga panahong iyon. Nakakalungkot nga pong isipin ang estado ng Air Force na ating dinatnan: Ang dating tinitingala bilang isa sa pinakamalakas na hukbong himpapawid sa Asya, tila hindi na nakaka-take-off dahil sa maraming dekada ng katiwalian, panlalamang, at kakulangan ng pansin. Tila ba sinalamin ng kalagayan ng Air Force ang malubhang estado ng ating lipunan dahil sa baluktot na pamamahala.

Minsan nga po, nabanggit sa akin ng inyong dating commander na si Larry dela Cruz na maski pambili ng flying suit ng ating mga piloto hindi pa masuportahan ng Estado. Kaya naman napipilitang bumili ang mga kasapi ng Air Force sa mga lugar tulad ng Dau sa Pampanga o Quiapo sa Maynila, at ang nakukuha pa nila ay damit para sa crewman at hindi ang wastong kasuotan. Hindi na po natin hinayaang maulit pa ito. Ngayon, hindi na kailangang mangamba ng mga kasapi ng Air Force kung saan kukuha ng uniporme para sa serbisyo. Ginagawa na ng gobyerno ang tungkulin nito sa inyo.

Malinaw po, sa tuwid na daan, ang hangad natin: Itama ang maling pamamalakad upang muli nating maabot ang matatayog na tagumpay na tatak ng ating Hukbong Himpapawid. Ito po ang nagtutulak sa atin upang isulong ang makabuluhang reporma sa ating Sandatahang Lakas. Sa apat na taong nakalipas, sinagad natin ang pagkakataon para lalong isulong ang modernisasyon sa inyong hanay. Para po sa Air Force, kabilang sa mga inisyatiba ang paglinang sa kasanayan ng mga piloto, pagpapalawak ng ating airlift capability, at pagdaragdag ng mga fixed-wing at rotary assets.

Kung dati nga po, iisa lang ang ating C-130, ngayon, mayroon na tayong tatlo na handang tumugon sa iba’t ibang sitwasyon at pagsubok. Bukod dito, lumapag na rin sa atin ang 18 basic trainer aircraft, walong Sokol combat utility helicopters, 20 upgraded na MD-520 MG helicopters, at ang apat sa binili nating 21 na UH-1 helicopters para sa inyong hanay. Inaasahan din nating dumating ang natitirang 17 units ng UH-1 helicopter ngayong taon. Dagdag pa rito, target nating bumili ng walong combat utility helicopters, dalawang long-range patrol aircraft, anim na close-air support aircraft, mga radar system, at iba pang kagamitang magpapaunlad sa inyong kakayahan.

Sa susunod na taon naman, inaasahan nating mapasakamay na ang dalawa sa 12 FA-50 lead-in fighter trainer mula sa South Korea. Target pong makumpleto ang delivery ng mga ito pagdating ng 2017. Mantakin po ninyo: Simula nang iretiro ang huli nating F-5 freedom fighter aircraft noong 2005 ay wala na tayong fighter jet na kayang tumanod para sa ating bansa. Kaya naman, sa paglapag ng sarili nating FA-50 sa ating bakuran, muli nating magagawang ipagtanggol ang ating teritoryo sa mas epektibong paraan. Kaakibat ng lahat ng ito ang pagsigurong hindi kailanman mawawala ang kakayahan nating magpalipad ng mga fighter jet, at magpatupad ng nararapat na command and control structure para sa mga operasyon nito.

Totoo po: Ang lahat ng tagumpay na ito ng ating AFP, at ang tayog ng narating ng modernisasyon ng Air Force, ay hindi magiging posible kung wala ang suporta ninyo at ng inyong mga pinuno. Noon pa man, talagang kilala na natin si Kalihim Volts Gazmin bilang marangal at maaasahang repormista. Masuwerte rin tayo na nakatrabaho natin sina Heneral Oscar Rabena at Larry dela Cruz na naging kaagapay natin sa pagpupunla ng reporma sa inyong hanay. Ngayon naman, nasasabik tayong magtulak pa ng pagbabago sa Air Force dahil alam nating maaasahan din natin si Lieutenant General Jeff Delgado.

Bilang inyong pinuno, hindi ko talaga maiwasang humanga sa paninindigan at abilidad ng inyong hanay. Saksi ako mismo sa inyong dedikasyon at kahandaang paglingkuran ang ating mamamayan. Noong Zamboanga crisis halimbawa, kinailangang ihatid ng ating tatlong C-130 ang mga personnel, kagamitan, at supply mula sa iba’t ibang bahagi ng bansa patungong Zamboanga City. Siyempre, sa harap ng kaguluhan, lalong tumaas ang inyong operational tempo, at ni minsan ‘di ko narinig na under-repair o unavailable o out ang ating mga C-130. Paano ba naman: Gabi-gabi, maingat na kinukumpuni ang ating mga eroplano ng mga serviceman na talagang subok ang husay. Ginabayan naman sila ng isang liderato na ‘di kailanman nagreklamo, at bagkus ay laging nagpakita ng kahandaan na tumugon nang mabilisan sa mga pagsubok.

Sa ginawa ninyo—hindi lang sa Zamboanga, kundi maging sa harap ng patong-patong na problema—talagang napangalagaan ninyo ang kapakanan ng ating mga kababayan. Ito mismo ang responsibilidad na nakaatang sa ating mga balikat. At tiwala nga ako: Balang-araw, ‘pag nagbalik-tanaw ang ating mga kababayan sa sandaling ito ng ating kasaysayan, kipkip ang mga oportunidad na bunga ng ating pag-aambagan, sasabihin nila: Salamat sa pagkakataong ibinigay ninyo para makapamuhay kami nang malaya at may dignidad sa isang maunlad na bansa. Walang duda: Ang positibong transpormasyong tinatamasa ng ating Sandatahang Lakas, at maging ng kalakhang lipunan, ay bunga ng matibay na paninindigan ng ating mga sundalong gawin ang tama, at protektahan ang interes ng ating mga Boss—ang taumbayan. Sa harap ng anumang hamon at peligro, hindi kayo kailanman umatras at natinag; bagkus, pinili ninyong gawin ang lahat ng inyong makakaya.

Ito po mismo ang ipinagdiriwang natin ngayong anibersaryo ng Philippine Air Force: ang propesyunalismo, katapangan, at katatagang nagsilbi ninyong sandigan upang itaguyod ang ating pambansang dangal. Ito ang mga prinsipyong kinikilala natin sa bawat unit, piloto, at kawani na ating pinarangalan ngayong umaga, at sa iba pang lingkod-bayang katuwang sa ating agenda ng reporma. Sampu ng sambayanan, narito ako upang ipaabot ang pasasalamat sa inyong di-matatawarang serbisyo sa Pilipino. Sinasabi ko po sa inyong lahat: Keep it up, PAF.

Tunay po: Dahil sa inyong pakikiambag, posible na tayong humakbang tungo sa mas matatayog na pangarap. Hindi na imposibleng magkaroon tayo ng makabagong fighter jets at mga kagamitan, at tingalain muli bilang modernong Sandatahan. Hindi na imposibleng magkaroon ng pamahalaan na totoong nagpapahalaga sa mga nagmamalasakit sa bayan. Nakakamit natin ang bawat tagumpay dahil pinili nating tahakin ang tuwid na daan tungo sa kapayapaan at higit na kaunlaran.

Kaya naman, bilang Pangulo at Commander-in-Chief, talaga pong ikinararangal kong maging pinuno ng isang bansa na gumagawa ng tama at nagpapakita sa mundo na walang hamong kayang dumaig sa diwa ng nagkakaisang lahing Pilipino.

Ombudsman dismisses DPWH-CAR Official

A ranking official of the Department of Public Works and Highways-Cordillera Administrative Region (DPWH-CAR) was dismissed from the service for acts of corruption and extortion.

In an 11-page Decision signed by Ombudsman Conchita Carpio Morales, DPWH-CAR Assistant Regional Director Daniel Domingo was found guilty of Grave Misconduct and violation of Section 7 (d) of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) for demanding and receiving money from Camia Construction in connection with the projects awarded by the DPWH.

In an affidavit executed by Jocelyn Fawas, cashier and cost engineer of Camia Construction, she stated that she came to know of Domingo’s extortion when, in six (6) transactions from January 2005 to July 2005, her employer, Engineer Vito Loyon ordered her to deposit various amounts totaling P211,000.00 to the bank accounts of Domingo. Fawas presented photocopies of deposit slips, a check deposited in the bank account of Domingo and disbursement vouchers of Camia Construction.

Domingo also acted as Chairman of the DPWH-CAR Bids and Awards Committee which awarded government projects to Camia Construction.

The Decision stated that “respondent is a public officer whose primordial duty is to serve the public with utmost sincerity, justness and honesty. Thus any act of corruption and extortion … does not only taint the name of the respondent, but public service as well.”

Section 7 of RA 6713 prohibits public officials and employees from soliciting or accepting “directly or indirectly, any gift, gratuity, favor, entertainment, loan or anything of monetary value from any person in the course of their official duties or in connection with any operation being regulated by, or any transaction which may be affected by the functions of their office.”

In addition to dismissal from the service, Domingo was meted the accessory penalties of perpetual disqualification to hold public office and forfeiture of all his retirement benefits.

The Ombudsman prosecution panel this afternoon filed separate Motions to suspend from office Sen. Ramon “Bong” Revilla Jr., Sen. Jose “Jinggoy” Estrada and Richard Cambe in the plunder cases pending with the Sandiganbayan.

Under the plunder law (Republic Act No. 7080, as amended), any public officer against whom a criminal prosecution under a valid information for plunder is pending in court shall be suspended from office.

Jurisprudence sets the period of suspension pendente lite at 90 days.

Ombudsman Conchita Carpio Morales, meanwhile, defended the prosecution panel’s earlier move to amend the Informations for plunder, stating that the amendments were a matter of form and did not change the theory of the case.

“The prosecutors were just being thorough,” Ombudsman Morales explained, citing the rule that an information may be amended as a matter of right before arraignment.

“The statements of the defense are mere speculations that are favorable to their client,” she replied when asked to comment on the opinions that the Informations appear to be weak or were hurriedly prepared.

“Given the meticulous effort that entailed the preparation of the more than 100-page Resolutions, the same effort went into the drafting of the two-page Informations,” she added.

As the country embarks on this unprecedented corruption trial against so many high-ranking public officials in conspiracy with private individuals, the Ombudsman urged the public to remain vigilant in thwarting efforts to mislead the public and continue in helping build a corruption-intolerant society.

The Department of Trade and Industry-Consumer Protection Group (DTI-CPG) has issued statements on the prices of some basic necessities and prime commodities, including processed milk, bread, and agricultural products.

CPG has also tackled other requests for SRP adjustments as well as the Malacañang Meeting with the Department of Agriculture (DA), the Philippine National Police (PNP), the National Bureau of Investigation (NBI), and Office of Food Security and Agricultural Modernization.

A. Processed Milk

The suggested retail price (SRP) adjustment for processed milk of several brands (and sizes/ volumes) – evaporated, condensed and powdered – takes effect today (Annex A).
The increases have a price range of P0.40-P4.30 or a percentage range of 0.55%-7.99%.
The manufacturers of the certain brands requested for SRP adjustments because of the increasing world prices of skimmed milk and whole milk powder, which are main ingredients for evaporated, condensed and powdered milk.
The request of SRP adjustments from manufacturers ranged from 9% to 12%.
But DTI only allowed increases within 0.55%-7.99% based on its review and evaluation of data gathered.
DTI issues a new set of SRPs for basic necessities as of 01 July 2014 (Annex B).

B. Bread

Flour prices are stable.
Flour millers have assured DTI that there’s no increase on the prices of their flour bags.
There were news reports during the weekend that with price increases on egg and sugar, bread prices will increase.
DTI emphasizes that these ingredients (egg, sugar and milk) on bread have minimal effect on bread prices.
Milk and sugar only comprise 10-12% production cost of bread.
The Department expects no increase on Pinoy pandesal and Pinoy tasty since milk and egg are not their ingredients for the production of said breads.
Pinoy pandesal stays at P22.50 per pack and Pinoy Tasty is still at P37.
DTI received messages from the community bakers this morning and they said that there are no price increases for their breads.
Bakers stressed that there are no decreases on the sizes of Pinoy pandesal and Pinoy tasty, which are 200 grams and 450 grams, respectively.

C. Other requests for SRP adjustments

DTI declined the request for increase of SRP for canned meat because prices of raw materials of these products are decreasing.
DTI also declined the request for increase of SRP for bottled water because the reasons are not justified. But there is another request from a manufacturer for an increase on SRP since the prices of the bottle cap and resin have increased. DTI is evaluating this request.
DTI further declines the request for increase of SRP for toilet soap because it needs more justification. For the meantime, the SRPs for Palmolive and Tender Care remain.

D. Agricultural products

DTI mentioned the prevailing prices of some agricultural products based on the price report of Department of Agriculture’s Philippine Statistical Authority (DA-PSA) as of 28 June 2014 (Annex C).
DTI read:

a. Egg is still at P4.50.
b. Sugar’s SRP is still P50. Its prevailing price is also at P50 with a low of P47 and a high of P53.
c. Whole chicken is at P140.
d. Liempo is at P220 per kilo.
e. NFA regular rice is P27 per kilo and at NFA well-milled is at P32 per kilo

Cooking oil’s prevailing price in lapad is at P26.

E. Malacañang Meeting with DA, DTI, PNP, NBI, and Office of Food Security and Agricultural Modernization

In a meeting last 26 June 2014, Thursday, President Aquino ordered the DA, DTI, and other departments responsible in monitoring the price and supply of products under the basic necessities and prime commodities to strictly implement the provisions of the Price Act.
He instructed PNP and NBI to assist the Departments in fully implementing the Price Act.
Particularly, he ordered against profiteering, an illegal act of price manipulation based on the Price Act.
PNoy reminded that the monitoring teams can charge traders/ retailers criminally when found violating the Price Act.
PNoy requested DTI to assist DA in proposing an SRP for garlic.
PNoy also requested DTI to assist DA in monitoring the market in the provinces on the prices of garlic, rice and other agricultural products.

Domestic liquidity growth eases further in May

Domestic liquidity (M3) grew by 28.4 percent year-on-year at end-May 2014 to reach P6.9 trillion. This increase was slower than the 32.1-percent expansion recorded in April. On a month-on-month basis, seasonally-adjusted M3 was broadly steady, following the revised 0.3-percent rise in the previous month.

Money supply continued to expand due to the sustained demand for credit in the domestic economy. Domestic claims rose by 11.8 percent in May as bank lending growth accelerated further. The bulk of bank loans during the month was channeled to utilities, real estate, renting, and business services, wholesale and retail trade, manufacturing, as well as financial services sectors. Meanwhile, public sector credit contracted by 0.2 percent as the deposits with the BSP of the National Government (NG) increased. The rise in NG deposits with the BSP in May reflected in part the proceeds from the auction of government securities as well as revenue collections from various agencies.

Net foreign assets (NFA) in peso terms increased by 5.0 percent partly on account of higher valuation of foreign assets. The value of foreign assets fetched higher during the month due to the depreciation of the peso relative to year-ago levels. In addition, the BSP’s NFA position rose slightly on the back of sustained foreign exchange inflows coming mostly from overseas Filipinos’ remittances, business process outsourcing receipts, and portfolio investments. At the same time, the NFA of banks increased as banks’ foreign assets expanded at a faster pace relative to that of their foreign liabilities. Banks’ foreign assets expanded due mainly to the growth in foreign loans and receivables. Meanwhile, banks’ foreign liabilities rose on account of higher deposits of foreign residents.

As in previous months, the strong—though decelerating—M3 growth reading in May continued to reflect the decline in the Special Deposit Account (SDA) placements of trust entities compared to their levels a year ago, in line with the BSP’s operational adjustments in the SDA facility.

The recent increase in the interest rate on the SDA facility as well as the earlier adjustments in the reserve requirement of banks are seen to help mitigate potential risks to price and financial stability that could emanate from strong liquidity growth. Going forward, the BSP stands ready to undertake further measures as necessary to ensure that liquidity dynamics stay in line with the BSP’s price and financial stability objectives.

Outstanding loans of commercial banks, net of reverse repurchase (RRP) placements with the BSP, grew by 21.1 percent in May from the previous month’s increase of 20.8 percent. Similarly, bank lending inclusive of RRPs rose at a faster pace of 19.6 percent from 19.4 percent in the previous month. On a month-on-month seasonally-adjusted basis, commercial bank lending increased by 1.3 percent for loans net of RRPs and by 0.7 percent for loans inclusive of RRPs.

Loans for production activities—which comprised about four-fifths of banks’ aggregate loan portfolio—expanded further by 19.1 percent in May from 18.9 percent in April. The expansion in production loans was driven primarily by increased lending to the following sectors: electricity, gas and water (which grew by 36.5 percent); real estate, renting, and business services (18.0 percent); wholesale and retail trade (23.1 percent); manufacturing (15.8 percent); and financial intermediation (20.2 percent). Bank lending to other sectors also rose during the month, except for mining and quarrying and public administration and defense which declined by 20.2 percent and 2.2 percent, respectively.

Similarly, loans for household consumption grew at a faster pace of 11.2 percent from 10.7 percent in the previous month, reflecting the expansion in credit card loans and auto loans.

The continued broad-based growth in bank lending suggests solid growth prospects for the domestic economy. Going forward, the BSP will take appropriate actions necessary to ensure that credit and liquidity conditions remain consistent with its price and financial stability objectives.

Preservation of historic sites and structures considered - DPWH

Public Works and Highways Secretary Rogelio L. Singson has directed the strict adherence to DPWH policy in preserving historic sites and structures in all its projects nationwide.

Secretary Singson said that these historic sites and structures are of historical value, therefore, they must be preserved.

“We have to preserve these historic sites and structures for the young generation to learn from our past,” said Secretary Singson.

“In order to avoid unnecessary delays, revisions, and alterations during the construction period, the preservation of these historical sites and structures should have been considered during the conduct of feasibility study or planning phase of the project development,” added Singson.

Pursuant to DPWH Department Order no. 243 dated 26 November 1991 signed by then Secretary Jose P. de Jesus, he reminded all DPWH Regional Directors, Project Directors, District Engineers and planning engineers to coordinate closely with the National Historical Institute, the National Museum and the National Commission on Culture and the Arts in the identification and preservation of these historical sites and monuments or any structure of historical value to avoid unwarranted demolitions or destructions.

Secretary Singson’s directive was prompted by the issue raised by concerned citizens who expressed opposition to a proposed road widening project in the town proper of Sariaya, Quezon where there are existing heritage ancestral houses.

DPWH Region IV-A Director Huillio Belleza, however, said that there is no proposed road widening within the town proper of Sariaya, particularly, along General Luna Street.

The on-going road widening activities are, however, located before and after the Sariaya town proper at Barangay Sampaloc II and Barangay Balubal, reported Belleza.

LILAS BINISAYA is a three day film festival supported by The National Commission for Culture and the Arts' Subcommision, the National Commission on Cinema . It is a competitive short film festival that also showcases Cebuano full length films, exhibits short films from all over the country and films made by foreign based Cebuano film makers.

Competition is open to all Cebuano film makers. Short films in competition should have a duration of a minimum of 7 minutes, and a maximum of 15 minutes and it should be in Cebuano language. Cebuano film maker means either the producer or the director is a bonafide resident of Cebu in the last 6 months. Deadline of submission of entries is September 15, 2014. There will be two major prizes- Best Short film Award (Prize: 15,000) and the Audience Choice Award (Prize: 5,000). The best short film will be included in the screening at the Cinema Rehiyon 7 Visayas Films selection.

The director of the winning short film will also be one of the official delegates from the Visayas, to the Cinema Rehiyon 7 Film Festival, to be held in Cebu City in February 2015. The festival also hosts workshops on film making. It will be held on November 28, 29 and 30. Venue to be announced later.

01 July 2014 - The University of the Philippines Alumni Association (UPAA) conferred on Philippine Ambassador to Italy Virgilio A. Reyes, Jr. the 2014 UPAA Distinguished Alumni Award for Public Service for demonstrating exceptional achievements and outstanding contributions in his chosen field of endeavor.

Co-awarded by the UPAA with the Ambassador in the field of public service are Securities and Exchange Commission Chair Teresita J. Herbosa and Hong Kong-based publisher and activist Atty. Daisy Mandap.

The UPAA Distinguished Alumni Awards are conferred on alumni who have demonstrated in their chosen field of endeavor exceptional achievements and outstanding contributions that bring about substantial benefits to society and distinct honor to the University. To deserve the award, all nominees, over and above the highly successful careers they may have attained, must still meet the criteria of Service Orientation, Leadership, Impact and Integrity.

Ambassador Reyes is the incumbent Philippine Ambassador Extraordinary and Plenipotentiary to the Italian Republic with concurrent jurisdiction over the Republic of Albania, Republic of San Marino and Malta.

He is also the Philippine Permanent Representative to the United Nations Food and Agriculture Organization (FAO); World Food Programme (WFP); and International Fund for Agricultural Development (IFAD). He was likewise elected member of International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM), whose tenure runs from 2013 to 2017.

The Ambassador has served the Philippine Government in various capacities in several countries. He was the Philippine Ambassador to South Africa with jurisdiction over eight other countries, 2003-2009; Minister and Consul General at the Philippine Embassy, Santiago, Chile, 1998-2000; Minister Counselor and Consul General at the Philippine Embassy in Mexico, 1997-1998; Minister Counselor and Consul General at the Philippine Embassy in Yangon, Myanmar 1994-1997; Third Secretary, then Second Secretary, later First Secretary, at the Philippine Mission to the United Nations, New York, 1983-1991.

Ambassador Reyes was chosen by the UPAA for having fully satisfied the criteria for the Distinguished Alumni Award:

Service Orientation – his work has clearly benefited other people, groups and society at large, and not merely private or personal interests;

Leadership – he has demonstrated effective and inspiring personal leadership in accomplishing the work for which he is being awarded;

Impact – his work has had a substantial impact on the public, both qualitatively and quantitatively;

Integrity – there is no serious concern about, or challenge to, his personal integrity.

Ambassador Reyes holds a Master of Arts degree in Communications from the University of the Philippines in 1978.

01 July 2014 - The Philippine Embassy in Muscat, Oman conducted a lecture on women’s health on June 26 as part of its Gender and Development (GAD) activities.

There were 28 female participants in the very informative lecture. Dr. Noreen Gay Mendoza-Oliveros, Medical Officer at the Sumail Central Prison Hospital, was the resource speaker for the seminar.

Special topics discussed included cervical and breast cancer awareness, osteoporosis, pregnancy and menopause, and sexually-transmitted diseases affecting women. A question and answer portion and an interactive discussion followed the two-hour lecture.

The participants were appreciative of the opportunity to attend the lecture and looked forward to similar GAD activities in the future.

Work on Agrarian Reform cannot be Stopped - DAR

The Department of Agrarian Reform (DAR) denounced the attempt of the Kilusan ng Magbubukid ng Pilipinas (KMP) and its allies to disrupt the work of the department.

The farmer’s organization padlocked both gates of DAR. It also locked the gates in emergency accesses at the Agricultural Training Institute (ATI) and Bureau of Animal Industry (BAI), preventing many DAR employees from reporting to work.


“The KMP can lock us out of our office, but I assure you, we will continue to do our job”, DAR Undersecretary for Legal Affairs Anthony Parungao said.

Parungao added that the Department's main delivery units are its field offices who continue to work diligently to implement the agrarian reform program.

Some 500 rallyists from the KMP staged a rally early yesterday in front of the DAR office to express their displeasure over agrarian reform and mark the end of CARPER. They then proceeded to Mendiola where they hold a rally and vigil.

The Sugar Regulatory Administration (SRA), through Sugar Orders no. 10 and 11 has ordered the reclassification of 90,000 MT of “D” sugar (for export to the World Market) to “B” sugar (for Domestic consumption) last May to bring down sugar prices that started to rise due to an increase in local demand.

As of June 25, conversion of “D” to “B” sugar has already reached 55,166.64 MT or 61.30 % of the 90,000 MT authorized by SRA for conversion.

The effect of the conversion program which is meant to augment the domestic supply can be observed By the decrease of sugar prices both in the mill gate and retail market.

As of June 15, millgate price of domestic B sugar is down to P1,635.33 from P1,746.63 high in May---before conversion; while as of June 24, prevailing retail price of refined sugar in groceries is down to P49 per 1Kilo from P50.00 per 1 Kilo on June 13, according to monitoring reports.

The suggested retail price (SRP) of refined sugar is P50.00 per Kilo. The right to convert “D” sugar to “B” must be exercised no later than July 1, 2014.

All “D” sugar with Conversion Rights not converted to “B” sugar on the said deadline shall remain as “D” and will be exported to the World Market. (DA-SRA)

The Professional Regulation Commission (PRC) announces that 238 out of 583 passed the May 2014 Dentist Licensure Examination (Written Phase) and 245 out of 249 passed the Dentist Licensure Examination (Practical Phase) given by the Board of Dentistry in Manila last June 2014.

PhilHealth Joins Inter-Agency Mission for Filipinos in Cambodia

PHNOM PENH, Cambodia---Filipinos here recently had their member data records with the Philippine Health Insurance Corporation (PhilHealth) updated, their identification cards printed and their questions on membership and benefits availment answered.

Through the 2nd Inter-Agency Mission for Filipino Nationals organized by the Philippine Embassy and the Samahan ng mga Pilipino sa Cambodia (SAMAPI), hundreds of Filipinos working here were able to avail themselves of various frontline services from government agencies at the Royal University of Phnom Penh.

Aside from PhilHealth, other government agencies that joined the Mission were Social Security System, Overseas Workers Welfare Administration, and the Department of Labor and Employment. The Philippine Embassy also processed Embassy IDs, while registration of overseas Filipinos for the 2016 presidential elections was also facilitated.

Among the services availed of by PhilHealth members during the two-day activity were verification and on-the-spot updating of their MDRs, and printing of their PhilHealth ID cards. Others sought clarification on their PhilHealth concerns such as availment of benefits if admitted overseas, declaration of live-in partner as legal dependent, posting of premium contributions, payment of premium contributions and entitlement to benefits of their legal dependents in the Philippines. Information materials addressing these concerns were also distributed.

Most of the members who visited the PhilHealth section during the Mission were either teachers or garment factory supervisors who have been working here for at least three years. Others were closed circuit television and construction supervisors, writers for a local paper, and missionaries of an international religious organization.

Ambassador Noe A. Wong, who earlier had his MDR updated and his ID printed, thanked the composite team from Manila and Singapore for providing the frontline services to the Filipino community. He mulled on the possibility of making the activity an annual undertaking to better serve the needs of the FilCom, not only here in Phnom Penh, but also from other parts of Cambodia.

Vice Consul Monika Kamille Limpo also acknowledged the support of participating government agencies since the Mission was first organized in 2013.

The Philippine Health Insurance Corporation (PhilHealth), together with the Departments of Health, and Social Welfare and Development formally sealed a partnership with the local government of Oriental Mindoro through the signing of a Memorandum of Agreement that aims to expand the Social Protection Support Initiatives (SPSI) in the said province.

SPSI is an umbrella project of the three social government agencies aimed at improving the level of well being and economic status of targeted poor families and individuals through better and coordinated delivery of social protection services using advanced information and communication systems technology.

PhilHealth President and CEO Alexander Padilla expressed his gratitude to other partner agencies including the Department of Science and Technology for their assistance through the use of Information and Communications Technology (ICT), and the local government of Oriental Mindoro for its unwavering support to make the project possible. "Ipamalita natin ang proyektong ito. Ako ay umaasa na ito ay maisasakatuparan din sa iba’t-ibang lugar sa bansa para sa kapakanan ng mahihirap nating mga kababayan, partikular na ang mga ina at sanggol," Padilla said.

Health Secretary Enrique T. Ona said that the MOA signing is a perfect example of government agency collaboration. "Only by working together we can collectively ensure that the Aquino Health Agenda is implemented meaningfully. We are not anymore interested in rhetoric without results. We are committed to taking concrete steps to further build sensible partnerships that goes beyond what we call 'one size fits all'", Ona added.

The SPSI project is composed of three programs, namely Sigurado at Garantisadong Insurance Pangkalusugan (SAGIP) of PhilHealth, Watching Over Mothers and Babies (WOMB) of the DOH, and Sustaining Interventions in Poverty Alleviation and Governance (SIPAG) of the DSWD.

SAGIP aims to register all Filipinos with PhilHealth and remind its paying members to regularly pay their premium contribution to continuously avail themselves of health care benefits. It is also a mechanism to refer inactive members to appropriate sponsorships.

WOMB on the other hand, facilitates the access to and utilization of the DOH’s maternal, neonatal and child health services at the local levels, while SIPAG enhances the capacity of local social welfare and development offices to manage cases through electronic social cage management system to assess the overall well-being of the target beneficiaries.

"This is a cross-agency collaboration and electronic data sharing to hasten the referral process between and among agencies, strengthen working relationship between the national and local agencies in helping the poor specifically the Pantawid Pamilya Program beneficiaries, and to lower maternal and neonatal mortality" said DSWD Secretary Corazon Soliman.

SPSI was initially piloted in the municipalities of Bansud, Bungabong, Bulalacao, Mansalay, Naujan and Pola in Oriental Mindoro. Under the new agreement, the project will now cover the municipalities of Calapan, Baco, Gloria, Puerto Galera, Pinamalayan, San Teodoro, Roxas, Socorro and Victoria.

A ranking official of the Department of Public Works and
Highways-Cordillera Administrative Region (DPWH-CAR) was dismissed
from the service for acts of corruption and extortion.



In an 11-page Decision signed by Ombudsman Conchita Carpio Morales,
DPWH-CAR Assistant Regional Director Daniel Domingo was found guilty
of Grave Misconduct and violation of Section 7 (d) of Republic Act
No. 6713 (Code of Conduct and Ethical Standards for Public Officials
and Employees) for demanding and receiving money from Camia
Construction in connection with the projects awarded by the DPWH.



In an affidavit executed by Jocelyn Fawas, cashier and cost engineer
of Camia Construction, she stated that she came to know of Domingo’s
extortion when, in six (6) transactions from January 2005 to July
2005, her employer, Engineer Vito Loyon ordered her to deposit
various amounts totaling P211,000.00 to the bank accounts of
Domingo. Fawas presented photocopies of deposit slips, a check
deposited in the bank account of Domingo and disbursement vouchers
of Camia Construction.



Domingo also acted as Chairman of the DPWH-CAR Bids and Awards
Committee which awarded government projects to Camia Construction.



The Decision stated that “respondent is a public officer whose
primordial duty is to serve the public with utmost sincerity,
justness and honesty. Thus any act of corruption and extortion …
does not only taint the name of the respondent, but public service
as well.”



Section 7 of RA 6713 prohibits public officials and employees from
soliciting or accepting “directly or indirectly, any gift, gratuity,
favor, entertainment, loan or anything of monetary value from any
person in the course of their official duties or in connection with
any operation being regulated by, or any transaction which may be
affected by the functions of their office.”



In addition to dismissal from the service, Domingo was meted the
accessory penalties of perpetual disqualification to hold public
office and forfeiture of all his retirement benefits.

The Ombudsman prosecution panel this afternoon filed separate
Motions to suspend from office Sen. Ramon “Bong” Revilla Jr., Sen.
Jose “Jinggoy” Estrada and Richard Cambe in the plunder cases
pending with the Sandiganbayan.



Under the plunder law (Republic Act No. 7080, as amended), any
public officer against whom a criminal prosecution under a valid
information for plunder is pending in court shall be suspended from
office.



Jurisprudence sets the period of suspension pendente lite at 90
days.



Ombudsman Conchita Carpio Morales, meanwhile, defended the
prosecution panel’s earlier move to amend the Informations for
plunder, stating that the amendments were a matter of form and did
not change the theory of the case.



“The prosecutors were just being thorough,” Ombudsman Morales
explained, citing the rule that an information may be amended as a
matter of right before arraignment.



“The statements of the defense are mere speculations that are
favorable to their client,” she replied when asked to comment on the
opinions that the Informations appear to be weak or were hurriedly
prepared.



“Given the meticulous effort that entailed the preparation of the
more than 100-page Resolutions, the same effort went into the
drafting of the two-page Informations,” she added.



As the country embarks on this unprecedented corruption trial
against so many high-ranking public officials in conspiracy with
private individuals, the Ombudsman urged the public to remain
vigilant in thwarting efforts to mislead the public and continue in
helping build a corruption-intolerant society.




DTI releases statements on prices of
basic necessities, prime commodities

The Department of Trade and Industry-Consumer Protection Group
(DTI-CPG) has issued statements on the prices of some basic
necessities and prime commodities, including processed milk, bread,
and agricultural products.



CPG has also tackled other requests for SRP adjustments as well as
the Malacañang Meeting with the Department of Agriculture (DA), the
Philippine National Police (PNP), the National Bureau of
Investigation (NBI), and Office of Food Security and Agricultural
Modernization.



A. Processed Milk



The suggested retail price (SRP) adjustment for processed milk of
several brands (and sizes/ volumes) – evaporated, condensed and
powdered – takes effect today (Annex A).

The increases have a price range of P0.40-P4.30 or a percentage
range of 0.55%-7.99%.

The manufacturers of the certain brands requested for SRP
adjustments because of the increasing world prices of skimmed milk
and whole milk powder, which are main ingredients for evaporated,
condensed and powdered milk.

The request of SRP adjustments from manufacturers ranged from 9% to
12%.

But DTI only allowed increases within 0.55%-7.99% based on its
review and evaluation of data gathered.

DTI issues a new set of SRPs for basic necessities as of 01 July
2014 (Annex B).



B. Bread



Flour prices are stable.

Flour millers have assured DTI that there’s no increase on the
prices of their flour bags.

There were news reports during the weekend that with price increases
on egg and sugar, bread prices will increase.

DTI emphasizes that these ingredients (egg, sugar and milk) on bread
have minimal effect on bread prices.

Milk and sugar only comprise 10-12% production cost of bread.

The Department expects no increase on Pinoy pandesal and Pinoy tasty
since milk and egg are not their ingredients for the production of
said breads.

Pinoy pandesal stays at P22.50 per pack and Pinoy Tasty is still at
P37.

DTI received messages from the community bakers this morning and
they said that there are no price increases for their breads.

Bakers stressed that there are no decreases on the sizes of Pinoy
pandesal and Pinoy tasty, which are 200 grams and 450 grams,
respectively.



C. Other requests for SRP adjustments



DTI declined the request for increase of SRP for canned meat because
prices of raw materials of these products are decreasing.

DTI also declined the request for increase of SRP for bottled water
because the reasons are not justified. But there is another request
from a manufacturer for an increase on SRP since the prices of the
bottle cap and resin have increased. DTI is evaluating this request.

DTI further declines the request for increase of SRP for toilet soap
because it needs more justification. For the meantime, the SRPs for
Palmolive and Tender Care remain.



D. Agricultural products



DTI mentioned the prevailing prices of some agricultural products
based on the price report of Department of Agriculture’s Philippine
Statistical Authority (DA-PSA) as of 28 June 2014 (Annex C).

DTI read:



a. Egg is still at P4.50.

b. Sugar’s SRP is still P50. Its prevailing price is also at P50
with a low of P47 and a high of P53.

c. Whole chicken is at P140.

d. Liempo is at P220 per kilo.

e. NFA regular rice is P27 per kilo and at NFA well-milled is at P32
per kilo



Cooking oil’s prevailing price in lapad is at P26.



E. Malacañang Meeting with DA, DTI, PNP, NBI, and Office of Food
Security and Agricultural Modernization



In a meeting last 26 June 2014, Thursday, President Aquino ordered
the DA, DTI, and other departments responsible in monitoring the
price and supply of products under the basic necessities and prime
commodities to strictly implement the provisions of the Price Act.

He instructed PNP and NBI to assist the Departments in fully
implementing the Price Act.

Particularly, he ordered against profiteering, an illegal act of
price manipulation based on the Price Act.

PNoy reminded that the monitoring teams can charge traders/
retailers criminally when found violating the Price Act.

PNoy requested DTI to assist DA in proposing an SRP for garlic.

PNoy also requested DTI to assist DA in monitoring the market in the
provinces on the prices of garlic, rice and other agricultural
products.




Domestic liquidity growth eases further in
May

Domestic liquidity (M3) grew by 28.4 percent year-on-year at end-May
2014 to reach P6.9 trillion. This increase was slower than the
32.1-percent expansion recorded in April. On a month-on-month basis,
seasonally-adjusted M3 was broadly steady, following the revised
0.3-percent rise in the previous month.



Money supply continued to expand due to the sustained demand for
credit in the domestic economy. Domestic claims rose by 11.8 percent
in May as bank lending growth accelerated further. The bulk of bank
loans during the month was channeled to utilities, real estate,
renting, and business services, wholesale and retail trade,
manufacturing, as well as financial services sectors. Meanwhile,
public sector credit contracted by 0.2 percent as the deposits with
the BSP of the National Government (NG) increased. The rise in NG
deposits with the BSP in May reflected in part the proceeds from the
auction of government securities as well as revenue collections from
various agencies.



Net foreign assets (NFA) in peso terms increased by 5.0 percent
partly on account of higher valuation of foreign assets. The value
of foreign assets fetched higher during the month due to the
depreciation of the peso relative to year-ago levels. In addition,
the BSP’s NFA position rose slightly on the back of sustained
foreign exchange inflows coming mostly from overseas Filipinos’
remittances, business process outsourcing receipts, and portfolio
investments. At the same time, the NFA of banks increased as banks’
foreign assets expanded at a faster pace relative to that of their
foreign liabilities. Banks’ foreign assets expanded due mainly to
the growth in foreign loans and receivables. Meanwhile, banks’
foreign liabilities rose on account of higher deposits of foreign
residents.



As in previous months, the strong—though decelerating—M3 growth
reading in May continued to reflect the decline in the Special
Deposit Account (SDA) placements of trust entities compared to their
levels a year ago, in line with the BSP’s operational adjustments in
the SDA facility.



The recent increase in the interest rate on the SDA facility as well
as the earlier adjustments in the reserve requirement of banks are
seen to help mitigate potential risks to price and financial
stability that could emanate from strong liquidity growth. Going
forward, the BSP stands ready to undertake further measures as
necessary to ensure that liquidity dynamics stay in line with the
BSP’s price and financial stability objectives.

Outstanding loans of commercial banks, net of reverse repurchase
(RRP) placements with the BSP, grew by 21.1 percent in May from the
previous month’s increase of 20.8 percent. Similarly, bank lending
inclusive of RRPs rose at a faster pace of 19.6 percent from 19.4
percent in the previous month. On a month-on-month
seasonally-adjusted basis, commercial bank lending increased by 1.3
percent for loans net of RRPs and by 0.7 percent for loans inclusive
of RRPs.



Loans for production activities—which comprised about four-fifths of
banks’ aggregate loan portfolio—expanded further by 19.1 percent in
May from 18.9 percent in April. The expansion in production loans
was driven primarily by increased lending to the following sectors:
electricity, gas and water (which grew by 36.5 percent); real
estate, renting, and business services (18.0 percent); wholesale and
retail trade (23.1 percent); manufacturing (15.8 percent); and
financial intermediation (20.2 percent). Bank lending to other
sectors also rose during the month, except for mining and quarrying
and public administration and defense which declined by 20.2 percent
and 2.2 percent, respectively.



Similarly, loans for household consumption grew at a faster pace of
11.2 percent from 10.7 percent in the previous month, reflecting the
expansion in credit card loans and auto loans.



The continued broad-based growth in bank lending suggests solid
growth prospects for the domestic economy. Going forward, the BSP
will take appropriate actions necessary to ensure that credit and
liquidity conditions remain consistent with its price and financial
stability objectives.




Preservation of historic sites and

Public Works and Highways Secretary Rogelio L. Singson has directed
the strict adherence to DPWH policy in preserving historic sites and
structures in all its projects nationwide.



Secretary Singson said that these historic sites and structures are
of historical value, therefore, they must be preserved.



“We have to preserve these historic sites and structures for the
young generation to learn from our past,” said Secretary Singson.



“In order to avoid unnecessary delays, revisions, and alterations
during the construction period, the preservation of these historical
sites and structures should have been considered during the conduct
of feasibility study or planning phase of the project development,”
added Singson.



Pursuant to DPWH Department Order no. 243 dated 26 November 1991
signed by then Secretary Jose P. de Jesus, he reminded all DPWH
Regional Directors, Project Directors, District Engineers and
planning engineers to coordinate closely with the National
Historical Institute, the National Museum and the National
Commission on Culture and the Arts in the identification and

Secretary Singson’s directive was prompted by the issue raised by
concerned citizens who expressed opposition to a proposed road
widening project in the town proper of Sariaya, Quezon where there
are existing heritage ancestral houses.



DPWH Region IV-A Director Huillio Belleza, however, said that there
is no proposed road widening within the town proper of Sariaya,
particularly, along General Luna Street.



The on-going road widening activities are, however, located before
and after the Sariaya town proper at Barangay Sampaloc II and
Barangay Balubal, reported Belleza.

LILAS BINISAYA is a three day film festival supported by The
National Commission for Culture and the Arts' Subcommision, the
National Commission on Cinema . It is a competitive short film
festival that also showcases Cebuano full length films, exhibits
short films from all over the country and films made by foreign
based Cebuano film makers.



Competition is open to all Cebuano film makers. Short films in
competition should have a duration of a minimum of 7 minutes, and a
maximum of 15 minutes and it should be in Cebuano language. Cebuano
film maker means either the producer or the director is a bonafide
resident of Cebu in the last 6 months. Deadline of submission of
entries is September 15, 2014. There will be two major prizes- Best
Short film Award (Prize: 15,000) and the Audience Choice Award
(Prize: 5,000). The best short film will be included in the
screening at the Cinema Rehiyon 7 Visayas Films selection.



The director of the winning short film will also be one of the
official delegates from the Visayas, to the Cinema Rehiyon 7 Film
Festival, to be held in Cebu City in February 2015. The festival
also hosts workshops on film making. It will be held on November 28,
29 and 30. Venue to be announced later.

The 19th Police Community Relations Month formally kicked-off today
in simple ceremonies at Camp Crame, Quezon City led by the Secretary
of Interior and Local Government Mar Roxas II as the Guest of Honor
and Speaker.



Together with the Chief PNP, Police Director General Alan La Madrid
Purisima, Secretary Roxas presented awards and recognition to
deserving PNP offices, units, personnel and private individuals who
have initiated “Best Practices” that promoted and strengthened
police-community partnership and greatly contributed to the over-all
peace and development initiatives to their respective areas of
responsibility.

(UPAA) conferred on Philippine Ambassador to Italy Virgilio A.
Reyes, Jr. the 2014 UPAA Distinguished Alumni Award for Public
Service for demonstrating exceptional achievements and outstanding
contributions in his chosen field of endeavor.



Co-awarded by the UPAA with the Ambassador in the field of public
service are Securities and Exchange Commission Chair Teresita J.
Herbosa and Hong Kong-based publisher and activist Atty. Daisy
Mandap.



The UPAA Distinguished Alumni Awards are conferred on alumni who
have demonstrated in their chosen field of endeavor exceptional
achievements and outstanding contributions that bring about
substantial benefits to society and distinct honor to the
University. Recognition is given to achievements and contributions
that impact the community in which the alumnus/alumna is or has been
active, whether this is at the local, national or international
level.



The UPAA Distinguished Alumni Awards are meant to be a cut above
those given to alumni who have achieved successful professional
careers. To deserve the award, all nominees, over and above the
highly successful careers they may have attained, must still meet
the criteria of Service Orientation, Leadership, Impact and
Integrity.



Ambassador Reyes is the incumbent Philippine Ambassador
Extraordinary and Plenipotentiary to the Italian Republic with
concurrent jurisdiction over the Republic of Albania, Republic of
San Marino and Malta.



He is also the Philippine Permanent Representative to the United
Nations Food and Agriculture Organization (FAO); World Food
Programme (WFP); and International Fund for Agricultural Development
(IFAD). He was likewise elected member of International Centre for
the Study of the Preservation and Restoration of Cultural Property
(ICCROM), whose tenure runs from 2013 to 2017.



The Ambassador has served the Philippine Government in various
capacities in several countries. He was the Philippine Ambassador to
South Africa with jurisdiction over eight other countries,
2003-2009; Minister and Consul General at the Philippine Embassy,
Santiago, Chile, 1998-2000; Minister Counselor and Consul General at
the Philippine Embassy in Mexico, 1997-1998; Minister Counselor and
Consul General at the Philippine Embassy in Yangon, Myanmar
1994-1997; Third Secretary, then Second Secretary, later First
Secretary, at the Philippine Mission to the United Nations, New
York, 1983-1991.



Ambassador Reyes was chosen by the UPAA for having fully satisfied
the criteria for the Distinguished Alumni Award:



Service Orientation – his work has clearly benefited other people,
groups and society at large, and not merely private or personal
interests;



Leadership – he has demonstrated effective and inspiring personal
leadership in accomplishing the work for which he is being awarded;



Impact – his work has had a substantial impact on the public, both
qualitatively and quantitatively;



Integrity – there is no serious concern about, or challenge to, his
personal integrity.



Ambassador Reyes holds a Master of Arts degree in Communications
from the University of the Philippines in 1978.

PHL Embassy in Muscat holds Women’s Health

01 July 2014 - The Philippine Embassy in Muscat, Oman conducted a
lecture on women’s health on June 26 as part of its Gender and
Development (GAD) activities.



There were 28 female participants in the very informative lecture.
Dr. Noreen Gay Mendoza-Oliveros, Medical Officer at the Sumail
Central Prison Hospital, was the resource speaker for the seminar.




Special topics discussed included cervical and breast cancer
awareness, osteoporosis, pregnancy and menopause, and
sexually-transmitted diseases affecting women. A question and answer
portion and an interactive discussion followed the two-hour lecture.



The participants were appreciative of the opportunity to attend the
lecture and looked forward to similar GAD activities in the future.




Work on Agrarian Reform cannot be Stopped - DAR

The Department of Agrarian Reform (DAR) denounced the attempt of the
Kilusan ng Magbubukid ng Pilipinas (KMP) and its allies to disrupt
the work of the department.



The farmer’s organization padlocked both gates of DAR. It also
locked the gates in emergency accesses at the Agricultural Training
Institute (ATI) and Bureau of Animal Industry (BAI), preventing many
DAR employees from reporting to work.





“The KMP can lock us out of our office, but I assure you, we will
continue to do our job”, DAR Undersecretary for Legal Affairs
Anthony Parungao said.



Parungao added that the Department's main delivery units are its
field offices who continue to work diligently to implement the
agrarian reform program.



Some 500 rallyists from the KMP staged a rally early yesterday in
front of the DAR office to express their displeasure over agrarian
reform and mark the end of CARPER. They then proceeded to Mendiola
where they hold a rally and vigil.




Sugar prices are going down

The Sugar Regulatory Administration (SRA), through Sugar Orders no.
10 and 11 has ordered the reclassification of 90,000 MT of “D” sugar
(for export to the World Market) to “B” sugar (for Domestic
consumption) last May to bring down sugar prices that started to
rise due to an increase in local demand.



As of June 25, conversion of “D” to “B” sugar has already reached
55,166.64 MT or 61.30 % of the 90,000 MT authorized by SRA for
conversion.



The effect of the conversion program which is meant to augment the
domestic supply can be observed By the decrease of sugar prices both
in the mill gate and retail market.



As of June 15, millgate price of domestic B sugar is down to
P1,635.33 from P1,746.63 high in May---before conversion; while as
of June 24, prevailing retail price of refined sugar in groceries is
down to P49 per 1Kilo from P50.00 per 1 Kilo on June 13, according
to monitoring reports.



The suggested retail price (SRP) of refined sugar is P50.00 per
Kilo. The right to convert “D” sugar to “B” must be exercised no
later than July 1, 2014.



All “D” sugar with Conversion Rights not converted to “B” sugar on
the said deadline shall remain as “D” and will be exported to the

The Professional Regulation Commission (PRC) announces that 238 out
of 583 passed the May 2014 Dentist Licensure Examination (Written
Phase) and 245 out of 249 passed the Dentist Licensure Examination
(Practical Phase) given by the Board of Dentistry in Manila last
June 2014.



The members of the Board of Dentistry who gave the licensure
examination are Dr. Rannier F. Reyes, Chairman; Dr. Gloria M.
Bumanlag, Dr. Steve Mark G. Gan, Dr. Melinda L. Garcia and Dr.
Dominador H. Santos Jr., Members.



The results were released in three (3) working days after the last
day of examinations.



Registration for the issuance of Professional Identification Card

Those who will register are required to bring the following: duly
accomplished Oath Form or Panunumpa ng Propesyonal, current
Community Tax Certificate (cedula), 1 piece passport size picture (colored
with white background and complete name tag), 2 sets of metered
documentary stamps and 1 short brown envelope with name and
profession and to pay the Initial Registration Fee of P600 and
Annual Registration Fee of P450 for 2014-2017. Successful examinees

PhilHealth Joins Inter-Agency Mission for
Filipinos in Cambodia

PHNOM PENH, Cambodia---Filipinos here recently had their member data
records with the Philippine Health Insurance Corporation (PhilHealth)
updated, their identification cards printed and their questions on
membership and benefits availment answered.



Through the 2nd Inter-Agency Mission for Filipino Nationals
organized by the Philippine Embassy and the Samahan ng mga Pilipino
sa Cambodia (SAMAPI), hundreds of Filipinos working here were able
to avail themselves of various frontline services from government
agencies at the Royal University of Phnom Penh.



Aside from PhilHealth, other government agencies that joined the
Mission were Social Security System, Overseas Workers Welfare
Administration, and the Department of Labor and Employment. The
Philippine Embassy also processed Embassy IDs, while registration of
overseas Filipinos for the 2016 presidential elections was also
facilitated.



Among the services availed of by PhilHealth members during the
two-day activity were verification and on-the-spot updating of their
MDRs, and printing of their PhilHealth ID cards. Others sought
clarification on their PhilHealth concerns such as availment of
benefits if admitted overseas, declaration of live-in partner as
legal dependent, posting of premium contributions, payment of
premium contributions and entitlement to benefits of their legal
dependents in the Philippines. Information materials addressing
these concerns were also distributed.



Most of the members who visited the PhilHealth section during the
Mission were either teachers or garment factory supervisors who have
been working here for at least three years. Others were closed
circuit television and construction supervisors, writers for a local
paper, and missionaries of an international religious organization.



Ambassador Noe A. Wong, who earlier had his MDR updated and his ID
printed, thanked the composite team from Manila and Singapore for
providing the frontline services to the Filipino community. He
mulled on the possibility of making the activity an annual
undertaking to better serve the needs of the FilCom, not only here
in Phnom Penh, but also from other parts of Cambodia.



Vice Consul Monika Kamille Limpo also acknowledged the support of
participating government agencies since the Mission was first
organized in 2013.

PhilHealth, DOH and DSWD converge to
deliver social protection for the poor

The Philippine Health Insurance Corporation (PhilHealth), together
with the Departments of Health, and Social Welfare and Development
formally sealed a partnership with the local government of Oriental
Mindoro through the signing of a Memorandum of Agreement that aims
to expand the Social Protection Support Initiatives (SPSI) in the
said province.



SPSI is an umbrella project of the three social government agencies
aimed at improving the level of well being and economic status of
targeted poor families and individuals through better and
coordinated delivery of social protection services using advanced
information and communication systems technology.



PhilHealth President and CEO Alexander Padilla expressed his
gratitude to other partner agencies including the Department of
Science and Technology for their assistance through the use of
Information and Communications Technology (ICT), and the local
government of Oriental Mindoro for its unwavering support to make
the project possible. "Ipamalita natin ang proyektong ito. Ako ay
umaasa na ito ay maisasakatuparan din sa iba’t-ibang lugar sa bansa
para sa kapakanan ng mahihirap nating mga kababayan, partikular na
ang mga ina at sanggol," Padilla said.



Health Secretary Enrique T. Ona said that the MOA signing is a
perfect example of government agency collaboration. "Only by working
together we can collectively ensure that the Aquino Health Agenda is
implemented meaningfully. We are not anymore interested in rhetoric
without results. We are committed to taking concrete steps to
further build sensible partnerships that goes beyond what we call
'one size fits all'", Ona added.



The SPSI project is composed of three programs, namely Sigurado at
Garantisadong Insurance Pangkalusugan (SAGIP) of PhilHealth,
Watching Over Mothers and Babies (WOMB) of the DOH, and Sustaining
Interventions in Poverty Alleviation and Governance (SIPAG) of the
DSWD.



SAGIP aims to register all Filipinos with PhilHealth and remind its
paying members to regularly pay their premium contribution to
continuously avail themselves of health care benefits. It is also a
mechanism to refer inactive members to appropriate sponsorships.



WOMB on the other hand, facilitates the access to and utilization of
the DOH’s maternal, neonatal and child health services at the local
levels, while SIPAG enhances the capacity of local social welfare
and development offices to manage cases through electronic social
cage management system to assess the overall well-being of the
target beneficiaries.



"This is a cross-agency collaboration and electronic data sharing to
hasten the referral process between and among agencies, strengthen
working relationship between the national and local agencies in
helping the poor specifically the Pantawid Pamilya Program
beneficiaries, and to lower maternal and neonatal mortality" said
DSWD Secretary Corazon Soliman.



SPSI was initially piloted in the municipalities of Bansud,
Bungabong, Bulalacao, Mansalay, Naujan and Pola in Oriental Mindoro.
Under the new agreement, the project will now cover the
municipalities of Calapan, Baco, Gloria, Puerto Galera, Pinamalayan,
San Teodoro, Roxas, Socorro and Victoria.
