SYNOPSIS: At 4:00 Am today, the center of Tropical Storm “INDAY” was estimated based on all available data at 580 km northeast of Basco, Batanes (22.7ºn, 127.8ºe) with maximum sustained winds of 75 kph and gustiness of up to 90 kph. It is forecast to move north northwest at 17 kph.

Forecast: Metro Manila, Central Luzon, CALABARZON, Bicol Region, Cagayan Valley and western Visayas will experience occasional rains. MIMAROPA will have cloudy skies with light to moderate rainshowers and thunderstorms. The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the southwest will prevail over Luzon and Visayas and coming from the south to southwest over Mindanao. The coastal waters throughout the archipelago will be moderate to rough.

PIA-4A/LAGUNA: San Pablo City Mayor Loreto S. Amante has instructed the city disaster risk reduction management council (CDRMC) to sustain the information awareness and education drive through earthquake and fire drills in the different schools in the city in accordance with city Ordinance No. 2013-07.

PIA-4A/LAGUNA: The Philhealth Region 4A through its accreditation section has granted multiple accreditation to 41 facilities in Calabarzon: 23 in Quezon, 10 in Laguna and eight in Cavite. Most of these facilities have 3-in-1 or 4-in-1 accreditation. Among these facilities, the Tayabas city health office stands out with its 5-in-1 accreditation, thus it can serve Philhealth members needing TSeKap, maternity care, TB DOTS, animal bite and malaria treatments.
PIA-4A/LAGUNA: San Pablo City Mayor Loreto S. Amante has ordered the city disaster risk reduction and management council (CDRRMC) to make sure that an action officer will man the CDRRMC headquarter even during weekends and holidays to respond to any emergencies in times of calamities. The mayor ordered that the action officer or person manning the CDRRMC headquarter must relay any information immediately to him.

PIA-4A/LAGUNA: To facilitate the accrediitation of facilities and reduce administrative costs, both for the organization and its stakeholders, Philhealth has implemented the application for multiple accreditation of facilities. The new scheme aims to simplify the process of accreditation by allowing a single application form to be utilized by the facility that intends to to provide the TSeKaP, maternity care, animal bite, directly oberved treatment short course (DOTS), and outpatient Malaria packages. Multiple accredited facilities will alread be able to provide the different services in a single location.
PIA-4A/LAGUNA: The Rehabilitation and Recovery Committee of the Regional Disaster Risk Reduction & Management Council 4A chaired by RDC 4A secretary and NEDA 4A officer-in-charge Luis G. Banua will hold a meeting this afternoon (1-5pm) at RDC conference room, Barangay Real, Calamba City to discuss among others: validation of background and description of the disaster event; presentation of agency rehabilitation & recovery plan; and LGU priority projects for inclusion in the agency rehabilitation and recovery plan. Aside from NEDA 4A, other committee members include: DOST IV-A, DOTC-LTO, DPWH IV-A, HLURB STR, NIA IV-A, PIA IV-A, SOLCOM, TESDA , GSIS, and SSS.

PIA-4A/LAGUNA: About 45 participants of the season-long training of trainers (SL-TOT) on integrated crop management for vegetables under the auspices of the Department of Agriculture – Agricultural Training Institute (DA-ATI) CALABARZON recently conducted scientific visit to various vegetable project sites in Caraga Region. The activity aimed to enhance the skills and knowledge of the participants from the learnings they experienced in the farming practices of various vegetable farms in the region. The participants also visited ATI Region 13 projects such as Sloping Agricultural Land Integrating Organic Technology (SALIOT), as well as vegetable integrated farms serving as learning sites of ATI Region 13 in Agusan del Sur and Surigao del Sur.


PIA-4A/LAGUNA: In celebration of the 2014 National Science & Technology Week, Dr. Reynaldo V. Ebora, director of BIOTECH-UPLB was awarded the Dioscoro L. Umali Medal for Outstanding Science Administrator. Based on UPLB website: uplb.edu.ph, the award is in recognition of Dr. Ebora’s outstanding contributions as science administrator at the National Institute of Molecular Biology and Biotechnology (BIOTECH), UP where he brought the institution at the forefront of biotechnology research in the Philippines. While serving his stint at the institute, he led the commercialization and technology transfer of BIOTECH products and services, including the biofertilizer products which provided 9 million income in the last 3 years and are being used by the Department of Agriculture in its organic farming program all over the country.

PIA-4A/QUEZON: The Provincial Development Council (PDC) is currently conducting a meeting at Bulwagang Kalilayan, Lucena City. Main agenda include typhoon "Glenda aftermath: damage assessment and needs analysis and rebuilding plans for affected municipalities/cities. Municipal mayors, municipal disaster risk reduction and management officers and provincial board members are in attendance.
PIA-4A/QUEZON: DOST-Quezon provincial office is currently accepting applications for 2015 DOST-SEI undergraduate science and technology scholarship . This program is open to poor but deserving high school graduating students or included in the top 5 percent of the graduating class. Deadline for submission of application form is on August 22 while the qualifying examinations will be on September 21, 2014 at the following testing centers: SLSU Lucban, Quezon: PNU Lopez, Quezon: SLSU Infanta campus and MSEUF- Catanauan campus.

PIA-4A/LAGUNA: About 24 rice agricultural extension workers (AEWs) from Calabarzon completed Phase 1 and 2 of the refresher course on rice production and post-production technologies held July 21-25 at City of Springs Resort Hotel, Los Baños. The training aimed to enhance the knowledge and skills of rice agricultural extension workers and acquaint them with rice production and post-production technology updates.

PIA-4A/BATANGAS: The Agricultural Training Institute (ATI) 4A under the Department of Agriculture (DA) launched recently the 3rd climate field school (CFS) in Barangay Matingain, Lemery. The FFS sessions that will be attended by first time farmer field school (FFS) farmer participants of said barangay, will be held every Friday for 22 weeks.

PIA-4A/CAVITE: The Cavite Prov'l Police Office recently conducted the first Cavite Barangay Peace Keeping Action Team Disaster Preparedness Drill Competition at Panamitan Beach Resort in Puerto Azul, Ternate in line with the observance of National Disaster Consciousness Month and 19th Police Community Relation month this July. The activity aims to improve skills, capabilities, proficiency and awareness of PNP personnel as well as the Barangay Peace Action Teams (BATs) from different cities and municipalities in the province.

TRECE MARTIRES CITY, CAVITE, July 31 (PIA) -- A total of 98 informal settler families originally residing in Estero Tripa de Gallina in Barangay 156, Pasay City was warmly welcomed last  July 25 by national and local officials in their new homes in Barangay Hugo Perez, this city.



During the short program at the Golden Horizon Housing Project, Department of Interior and Local Government (DILG) Region IV-A Director Josefina Castilla-Go reiterated the message of Secretary Mar Roxas that the Aquino administration is determined to relocate informal settler families to safer and better communities. These communities are under the so called DILG’s “Oplan Likas” or Lumikas para Iwas sa Kalamidad at Sakit.



On the other hand, Christopher Galpa, executive assistant of Trece Martires City Mayor Melandres De Sagun sid the 98 families will now be called “Treceños”. He reminded them the city government is strictly implementing anti-illegal gambling and illegal drugs.



The initial batch of 20 families formally received their respective keys were they were given the opportunity to see for themselves the actual unit complete with water and electricity.



The package of support to be received by informal settler families under the program include housing unit - in the case of Estero Tripa de Gallina, P240,000 worth,  in which the P35,000 will be subsidized by the government with one-year moratorium.



Between the 2nd to the 4th year of their stay, the beneficiaries will only pay P200 a month after which their amortization will increase to P1,330 a month until they are fully paid.  The cost of the housing units are payable in 30 years.



The National Housing Authority shall finance the acquisition of developed resettlement lots through the Community Initiative Approach (CIA) which is the Golden Horizon Housing Project from the HG III Construction Development Corporation, the developer/owner of the said project. Palace welcomes Vatican’s announcement of Pope Francis’ visit to Manila
Malacañang is looking forward to His Holiness Pope Francis’ four-day trip to the Philippines next year, which reportedly includes a visit to areas devastated by super typhoon "Yolanda," as well as the University of Santo Tomas.“The government joins the Filipino people in welcoming the Vatican’s announcement confirming that His Holiness Pope Francis will make an Apostolic Visit to the Philippines on January 15 to 19, 2015,” Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said in a statement released Tuesday evening.
He said President Benigno S. Aquino III is calling on all concerned government offices and the citizenry to work closely with the papal visit committee in ensuring the success of Pope Francis’ Apostolic Visit.
Executive Secretary Paquito Ochoa, Jr. has also been designated by the President as the government’s lead point person for the papal visit.
Coloma said Pope Francis’ first visit to the country marks the 20th anniversary of the celebration of World Youth Day in Manila that was presided over by one of his predecessors and recently canonized St. John Paul II.
“Filipinos will most certainly accord to Pope Francis the warmth of their hospitality and manifest the fervor of their faith as they welcome the first Pontiff from South America,” Coloma said.
The Philippines is considered as the third largest Roman Catholic country in the world, after Brazil and Mexico. More than 80 percent of the country’s population practices the faith, according to the National Statistics Office. PND (hdc)

Communications Secretary Coloma welcomes Filipino-American tourists to Malacañang
Presidential Communications Operations Office Secretary Herminio Coloma, Jr. warmly welcomed the participants of this year’s 9th Ambassadors, Consuls General and Tourism Directors’ Tour (ACGTDT) at Malacañang Palace’s Heroes Hall on Wednesday.

Accompanied by Foreign Affairs Secretary Albert del Rosario, Secretary Coloma received the 264 ACGTDT delegates, all from the United States.

“Every Filipino who travels, or lives and works overseas, feels a deep sense of longing to come home and revisit the homeland. With as much enthusiasm and excitement as migrant Filipinos have aspired to explore and excel abroad, they are similarly filled with anticipation for rekindling friendships and re-creating the warmth of hearth and home,” he said in his brief welcome remarks.

Coloma shared his experience working inside the official workplace and residence of the President of the Philippines and how other people, including US President Barack Obama, were impressed by the grandeur of Malacañang.

The Palace tour is the highlight of the ACGTDT, which was conceptualized by Secretary del Rosario in 2005.

In his speech, Secretary del Rosario expressed gratitude as the program continues to achieve its objectives in “strengthening family ties, renewing friendships, building business partnerships, and leading to personal discoveries."

He underscored the ambassadors’ tour’s contribution to the tourism sector in sustaining the country’s socio-economic growth.

“Your tourism dollars have a multiplier effect on local businesses as revenues are generated by a number of supporting industries, including hotels, restaurants, and transportation, among others,” he said.

He noted that reforms are being undertaken by the government to further enhance the tourism industry.

“Much needed infrastructure is being prioritized, shortage of hotel rooms is being addressed, and aviation and industry taxes are being studied to make our tourism industry more competitive,” he said.

Del Rosario also gave a brief overview of the deepening and broadening relations of the Philippines and the United States, citing the recent visits of key US officials, among them President Obama, Secretary of State John Kerry, Defense Secretary Chuck Hagel, and Secretary of Commerce Penny Pritzker.

He also mentioned that the US’ $40-million grant under the Global Security Contingency Fund aims to further build the capacities of the Philippine Coast Guard and Philippine National Police in terms of maritime security and counter-terrorism.

He reiterated that the recently signed Philippine-US Enhanced Defense Cooperation Agreement will bring greater advantage to the country in strengthening alliances, advancing defense capabilities, and increasing readiness in times of disaster.

He further noted that the Philippines’ economic partnership with the United States is “on an upward trajectory,” citing the Philippines’ upgrade to Category 1 status by the US Federal Aviation Administration and removal from the Special 301 Watch List.

Secretary del Rosario meanwhile disclosed that bilateral and multi-stakeholder consultations are being conducted to learn how joining Trans-Pacific Partnership would benefit the country.

He expressed hope that the delegates would have a deeper understanding of their roots and heritage by visiting the Philippines.

“The ACGTDT is an important program that significantly contributes to the deepening of our already robust relations. As both our countries march towards a future full of both opportunities and challenges, our partnership, whether economic, political, or people-to-people, must remain strong, steady and steadfast,” he said.

The ACGTDT, a joint project of all the Philippine Foreign Service Posts in the United States and Canada, aims to encourage Filipino-Americans to visit the Philippines as part of the country’s intensified tourism campaign.

The tour is led by ranking Philippine officials in North America and is participated by professional and business groups. Only the US is taking part in this year’s tour as Canada launched a separate tour last January 17 to 24.

The basic tour package consists of a three-day, four-night stay in Manila and other nearby destinations, a tour of Malacañang Palace, and a wreath-laying ceremony at the Rizal Monument.

Participants are also given welcome and farewell dinners as well as options to avail of tour packages to other top tourist destinations in the country, such as Boracay, Cebu, Palawan, and Bohol. PND (jb)

Palace: No restiveness in the armed forces
Malacañang on Wednesday dismissed rumors of a coup plot against the government, assuring that there is no restiveness among members of the military.

“There are no reports of restiveness among the rank and file of the Armed Forces of the Philippines (AFP),” Presidential Spokesperson Edwin Lacierda told members of the Malacañang Press Corps in a press briefing at the Palace.

Lacierda said the Palace is convinced that there is no reason for the military rank and file to join any destabilization plot.

“The reason for the lack of interest is primarily the reforms that the Aquino administration has already implemented with respect to the armed forces. We have provided mission essential equipment to the people on the ground. We have provided housing units. We have modernized the AFP,” he said.

“These are the measures that we have implemented in order to strengthen our Armed Forces. And the rank and file realize and do recognize and appreciate the efforts of the Aquino administration in this respect.”

Senator Antonio Trillanes IV has said that retired generals affiliated with former President Gloria Macapagal-Arroyo are plotting a coup against President Benigno S. Aquino III.

“Senator (Antonio) Trillanes is free to express his opinion and we respect him for that. We respect his opinion,” said Lacierda, noting that the senator spoke of retired generals.

“He did not speak of men and women in active service. We will let the retired generals speak for themselves, not for us. Suffice it to say that we, in the government, and especially the men and women in active service, are committed to the duly constituted authority. There is no question or issue as to any restiveness in the military,” he added.

He further said that AFP Spokesman Lieutenant Colonel Demy Zagala has issued a statement on Wednesday morning that there is no truth to the coup rumors.

Malacañang says release of four policemen could lead to peace talks with communist rebels
The Palace on Wednesday welcomed the release of four policemen who were abducted by communist rebels in Surigao del Norte, saying the act is a “groundbreaking event” that could lead to the resumption of peace negotiations with the National Democratic Front (NDF).

“This is a welcome development on the part of the NDF to release these four policemen. Certainly, we hope this is a groundbreaking event where the Communist Party of the Philippines -- National People’s Army -- National Democratic Front (CPP/NPA/NDF) would look forward to resuming the peace process without any condition,” Presidential Spokesperson Edwin Lacierda said during a press briefing.

Lacierda reiterated that the government is always prepared to sit down with them.

“We are always there. We are hopeful that this thing would move forward the peace table with respect to the left,” he added.

The policemen, who were abducted when rebels raided their police station in Alegria, Surigao del Norte last July 10, were released at dawn on Tuesday in a remote village in Kitcharao, Agusan del Norte. PND (ag)

Government survey shows 2.5 million Filipinos out of poverty level, Palace official says
An annual poverty indicator survey conducted by the National Economic Development Authority (NEDA) shows that 2.5 million Filipinos have been moved out of the poverty level, a Palace official said on Wednesday.

“We have government statistics to buttress that and we do so with confidence,” Presidential Spokesperson Edwin Lacierda said during the daily press briefing in Malacañang.

Lacierda was commenting on the survey on self-rated poverty and hunger, conducted by the Social Weather Stations (SWS), which said that fewer Filipino families went hungry in the second quarter even as more claimed to be poor.

“We have no problem with that. We respect that survey,” he said, noting however that the result of the SWS survey fluctuates as it is done on a quarterly basis.

The government, on the other hand, has a formula for computing poverty incidence, he said.

“We take into consideration the number of families, their salary below the poverty income level threshold, over the number of families that are part of that,” he explained.

“So there has been a three percent decrease in poverty, insofar as the annual poverty incidence survey is concerned,” he said. PND (ag)

Nalugod ang Palasyo sa pahayag ng Batikano na dadalawin ni Pope Francis ang Maynila
Malugod na inaasam ng Malacanang ang gagawing apat na araw na pagdalaw ng Kanyang Kabanalan Papa Francis sa Pilipinas sa darating na taon, na ayon sa ulat ay kabilang sa mga sasadyain ay ang mga oook na malubhang sinalanta ng napakalakas na bagyong "Yolanda," gayundin ang Pamantasan ng Santo Tomas.

“Ang pamahalaan ay kaisa ng sambayanang Pilipino sa malugod na pagtanggap sa pahayag ng Batikano na magsasagawa nga ng Apostolic Visit sa Pilipinas ang Kanyang Kabanalan Papa Francis sa ika-15 hanggang ika-19 ng Enero 2015,” wika ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa isang pahayag Martes ng gabi.

Sinabi ni Kalihim Coloma na pinakilos na ng Pangulong Benigno S. Aquino III ang mga kina-uukulang mga tanggapan ng pamahalaan at hiniling sa sambayanan na puspusang makipag-tulungan sa Papal Visit Committee upang tiyakin ang tagumpay ng pagdalaw ni Papa Francis.

Itinalaga ng Pangulong Aquino si Kalihim Tagapagpaganap Paquito N. Ochoa, Jr. bilang lead point person ng pamahalaan kaugnay ng pagdalaw ng Papa.
Ayon kay Coloma, ang kauna-unahang pagdalaw ni Papa Francis sa bansa ay natapat sa ika-20 anibersaryo ng pagdiriwang ng World Youth Day sa Maynila na ang namuno ay ang isa sa mga sinundan niya at kamakailan ay idineklarang Santo, St. John Paul II.
“Tiyak na si Papa Francis ay masigla at bukas-bisig na tatanggapin ng mga Pilipino upang ipadama ang ating katutubong kagandahang-loob at sigla at alab ng kanilang pananalig sa pagsalubong sa kauna-unahang Papa buhat sa Timog Amerika,” dagdag pa ni Coloma.

Tinanggap ni Kalihim Coloma sa Malacanang ang mga turistang Pilipino-Amerikano
Masiglang tinanggap ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office ang mga kalahok sa 9th Ambassadors, Consuls General and Tourism Directors Tour (ACGTDT) sa Heroes’ Hall ng Palasyo ng Malacanang Miyerkoles.

Kasama ni Kalihim Coloma si Kalihim Albert del Rosario ng Ugnayang Panlabas sa pagtanggap sa 264 mga delegado ng ACGTDT na pawang galing sa Estados Unidos.

“Bawa’t Pilipino na naglalakbay o kaya ay naninirahan at nagtatrabaho sa ibayong dagat ay nakadarama ng hangaring makauwi upang madalaw ang lupang tinubuan. Tulad ng pananabik at kasiyahan ng mga migranteng Pilipino na nangarap makatungo at magpakitang kakayahan sa ibang bansa, sila man ay nananabik na sariwain ang pagkakaibigan at madamang muli ang init ng pagtanggap sa bayang pinagmulan,” wika ni Coloma sa maikling pangungusap bilang pagtanggap sa ACGTDT.

Isinalaysay ni Coloma ang kanyang karanasan sa pagtatrabaho sa loob ng opisyal na tanggapan at tahanan ng Pangulo ng Pilipinas at kung paanong ang ibang tao, kabilang na ang Pangulong Barack Obama ng Estados Unidos ay humanga sa ganda at gara ng Malacanang.

Ang paglilibot sa Palasyo ang tampok ng ACGTDT na ang nagpanukala noong 2005 ay si Kalihim Del Rosario.

Sa kanyang talumpati, nagpasalamat naman si Kalihim Del Rosario sa pagpapatuloy ng programang ito na ang pakay “ay sariwain ang pagkakaibigan, itatag ang balikatan sa kalakal at pagtuklas ng mga bagay na pansarili.”

Binigyang diin ni Del Rosario ang malaking ambag ng paglalakbay ng mga embahador sa sektor ng turismo para magpatuloy ang kaunlarang panlipunan-pangkabuhayan ng bansa.

“Malaking bagay ang nagagawa ng inyong dolar sa lokal na mga negosyo dahil kumikita ang maraming industriyang tulad ng mga otel, restawran at mga trasportasyon,” sabi pa ni Kalihim Del Rosario.

Sinabi ni Del Rosario na ang mga repormang isinagawa ng pamahalaan ay lalo pang magsusulong ng industriya ng turismo.

“Inuuna ang kailangang-kailangang mga imprastraktura, tinutugunan na ang kakulangan sa mga kuwarto sa mga otel at pinag-aaralan na rin ang tungkol sa mga buwis sa industriya at sa aviation sa kapakanan ng industriya ng turismo,” dugtong pa ni Del Rosario.

Binanggit ni Del Rosario ang higit pang mabuting samahan ng Pilipinas at Estados Unidos at ang pagdalaw sa bansa hindi pa gaanong nagluluwat nina Pangulong Barack Obama, Kalihim ng Estado John Kerry, Kalihim Chuck Hagel ng Tanggulang Bansa ng Estados Unidos at Kalihim Penny Pritzker ng Kalakal.

Tinukoy rin ng Kalihim ang $40 milyong grant ng Security Contingency Fund para mapalakas ang kakayahan ng Philippine Coast Guard at ng Pambansang Pulisya sa pangangalaga sa karagatan at pagbaka sa terorismo.

Inulit ni Del Rosario na ang kalalagda lamang na Philippine-US Enhanced Defense Cooperation Agreement na lalong magpapatibay ng magandang samahan ng dalawang bansa at isusulong ang kakayahang pantanggulan at kahandaan ng bansa sa mga kalamidad.

Inihayag din ng Kalihim ang kasalukuyang konsultasyong ginagawa upang mabatid kung paano makikinabang ang Pilipinas sa pagsapi sa Trans-Pacific Partnership.

Nagpahayag ng pag-asa si Del Rosario na lubos na mauunawaan ng mga delegado ang kanilang pinagmulan at kamanahan sa pamamagitan ng pagdalaw na ito sa Pilipinas.

“Mahalagang programa ang ACGTDT na malaki ang itutulong para lalo pang gumanda ang napakainam nang relasyon natin. Habang ang dalawang bansa ay patuloy sa pagtahak sa kinabukasang tigib ng pagkakataon at hamon, ang ating samahan, maging sa larangan man ng ekonomya, pulitika, o tao-sa-tao ay dapat manatiling matatag, walang pagbabago at ibayo pang gaganda,” sabi ng Kalihim ng Ugnayang Panlabas.

Ang ACGTDT ay pinagsanib na proyekto ng Philippine Foreign Service Post sa Estados Unidos at Canada upang mahimok ang mga Pilipino-Amerikano na dumalaw sa Pilipinas bilang bahagi ng masigasig na kampanya ng bansa ukol sa turismo.

Ang biyaheng ito ay pinangungunahan ng matataas na pinuno ng Pilipinas sa Hilagang Amerika at nilalahukan ng mga pangkat ng propesyonal at mangangalakal. Tanging ang Estados Unidos ang lumahok sa paglalakbay sa taong ito sapagka’t ang Canada naman ay nagtakda ng hiwalay na biyahe sa Enero 17 hanggang 24.

Ang basic tour package ay tatlong araw at apat na gabing pamamalagi sa Maynila at mga mga kalapit na pook, pagtungo sa Malacanang at pag-aalay ng bulaklak sa bantayog ni Dr. Jose Rizal sa Luneta.

Walang ligalig sa sandatahang lakas ayon sa Palasyo
Isinaisang tabi ng Malacanang Miyerkoles ang umano ay balak na “coup” laban sa pamahalaan at tiniyak na hindi nagkakaroon ng ‘ligalig’ sa Sandatahang Lakas ng Bansa (AFP).

“Walang ano mang report ng pagkabalisa ng mga tauhan ng Sandatahang Lakas ng Pilipinas,” sabi ng Tagapagsalita ng Pangulo Edwin Lacierda sa Malacanang Press Corps sa pulong balitaang idinaos sa Malacanang.

Sinabi ni Lacierda na naniniwala ang Palasyo na walang dahilan para ang mga tauhan ng militar ay sumama sa ano mang destabilization plot.

“Ang dahilan sa kawalan ng interes ay dahil sa mga repormang ipinatupad na ng administrasyong Aquino sa ating Sandatahang Lakas. Binigyan nang sapat na mga kagamitan ang mga tauhang nasa larangan. Pinagkalooban sila ng mga pabahay. Ginawa ang modernisasyon ng AFP, “ paliwanag ni Lacierda.

“Ito ang mga hakbang na ginawa na upang palakasin ang ating Sandatahang Lakas. At nalalaman ng mga tauhan ang bagay na ito. Kinikilala at pinahahalagahan nila ang malasakit at pagsisikap ng administrasyong Aquino tungkol sa bagay na ito,” dugtong ni Lacierda.

Si Senador Antonio Trillanes IV ang nagsabing ang mga retiradong heneral na malapit sa dating Pangulong Gloria Macapagal-Arroyo ang umano ay nagbabalak ng “coup” laban sa Pangulong Benigno S. Aquino III.

“Malaya si Senador (Antonio) Trillanes na ipahayag ang kanyang kuru-kuro at iginagalang namin ang kanyang opinyon,” pahayag ni Lacierda.

“Hindi niya sinabi ang mga lalaki at babaeng nasa aktibong serbisyo. Pababayaan namin ang mga retiradong heneral na magsalita tungkol sa bagay na ito, hindi kami. Sapat nang sabihing kami sa pamahalaan, lalo na ang mga kawal na lalaki at babae, ay nanumpang kilalanin ang may kapangyarihang mga pinuno. Walang ano mang pagkabalisang nagaganap sa militar,” sabi ni Lacierda.

Idinugtong pa ni Lacierda na nagsalita na si Tenyente Koronel Demy Zagala, Tagapagsalita ng Sandatahang Lakas ng Pilipinas, umaga ng Miyerkoles na walang katotohanan ang mga sali-salitaan tungkol sa “coup.”

“Walang ano mang pagkabalisa sa hanay ng Sandatahang Lakas,” ulit ni Lacierda.

Nagalak ang Malacanang sa pagpapalaya ng mga rebeldeng komunista sa apat na pulis
Nagpasalamat ang Malacanang sa pagpapalayang ginawa sa apat na pulis na binihag ng mga rebeldeng komunista sa Surigao del Norte kamakailan at sinabing ang bagay na ito ay “mahalagang bagay” na maaaring humantong sa panunumbalik ng usapang pangkapayapaan sa National Democratic Front (NDF).

“Mainam ang ginawang ito ng NDF na palayain ang apat na pulis. Umaasa kami na magiging daan ito para ang Partido Komunista ng Pilipinas-New People’s Army-National Democratic Front (CPP-NPA-NDF) ay magsikap na ipagpatuloy ang proseso ng kapayapaan nang walang ano mang kondisyon at pasubali,” sabi pa ni Lacierda.
Inulit ni Lacierda na ang pamahalaan ay laging nakahandang makipag-usap sa kanila.
“Ganyang lagi ang hangad namin. Umaasa kami na ang bagay na ito ay magiging daan patungo sa usapang pangkapayapaan sa mga makakaliwa,” dugtong pa ni Lacierda.

2.5 milyong Pilipino na ang nakaahon sa karalitaan, ayon sa ‘survey’ ng pamahalaan
Dalawa at kalahating milyon nang Pilipino ang naiahon sa karalitaan batay sa isang taunang poverty indicator survey na ginawa ng National Economic Development Authority (NEDA), alinsunod sa Tagapagsalita ng Pangulo.

“Mayroon kaming istatistika ng gobyerno tungkol sa bagay na ito at ginagawa namin ito nang walang alinlangan,” sabi ng Tagapagsalita ng Pangulo Edwin Lacierda sa pulong balitaan sa Malacanang Miyerkoles.

Ang tinutukoy ni Lacierda ay ang survey on self-rated poverty and hunger na isinagawa ng Social Weather Stations (SWS) na nagsaad na iilan nang pamilyang Pilipino ang nakaranas ng gutom sa ikalawang kuwarter, bagaman marami pa rin ang nagsabing maralita sila.

“Walang kaming problema sa bagay na iyan. Iginagalang namin ang survey na iyan,” wika pa ni Lacierda at idinugtong na ang resulta ng SWS survey ay baba-taas sapagka’t ginagawa ito tuwing ikaapat na buwan.

Sa kabilang dako, ang pamahalaan naman ay may pormulang sinusunod para tuusin ang kalagayan ng karalitaan, ayon kay Lacierda.

“Isinasaalang-alang ng survey ang bilang ng mga pamilya, ang kanilang suweldo na mababa sa poverty income level threshold, kaysa sa bilang ng pamilya na bahagi niyan,” dagdag pa ni Lacierda.

“Kaya nabawasan ng tatlong porsiyento ang karalitaan sa ganang taunang poverty incidence survey,” pagbibigay-diin pa ni Lacierda. PND (ag/zaf)

Noon, sa sitwasyon natin: Para bang kahibangan ang mangarap. May burukrasyang walang saysay, patung-patong ang tongpats, at bumubukol ang korupsyon sa sistema. Naturingan tayong “Sick Man of Asia.” Ang ekonomiya natin, matamlay; ang industriya, manipis. Walang kumpiyansang mamuhunan sa atin pong bansa. Ang resulta: kakarampot ang trabahong nalilikha. Dinatnan nating tigang sa pag-asa ang mamamayang Pilipino. Marami sa atin ang sumuko at napilitang makipagsapalaran sa ibang bansa. Nakayuko na lamang nating tinanggap: Talagang wala tayong maaasahan sa ating pamahalaan at lipunan.


Nalugmok nga po ang Pilipinas dahil sa labis na pamumulitika. Naglaho ang pananalig natin sa isa’t isa, humina ang kumpiyansa sa atin ng mundo, at ang pinakamasakit: Nawalan tayo ng tiwala sa ating mga sarili.


Sa puntong ito natin sinimulan ang pagtahak sa tuwid na daan.

Bilang ama ng bayan, nakaatang sa aking balikat, hindi lang ang mga suliraning ating dinatnan at mga lumilitaw sa kasalukuyan—obligasyon ko ring paghandaan ang kinabukasan. Sa bawat sandali, kailangan kong isaalang-alang ang interes at punto-de-bista ng lahat. Isipin na lang po ninyo: Para kang nanonood ng 200 channel sa telebisyon nang sabay-sabay. Kailangan, alam mo, hindi lang ang kasalukuyang nagaganap, kundi ang pinanggalingan at paroroonan ng nilalaman ng bawat channel. Bawal malito, at kailangan, may tugon ka sa anumang tanong, suhestyon, at kritisismo—at dapat sagutin mo ito, bago pa iharap sa iyo. Hindi po madali ang trabahong ito, at tao lang po ako, na kung minsan, nagkakaroon ng agam-agam.


Ngunit buo ang aking loob dahil malinaw ang aking pangunahing layunin: Ang ibalik ang gobyerno sa dapat nitong tuon—ang paglingkuran ang taumbayan sa lahat ng panahon.


Di po ba’t may kasabihan tayo: Bigyan mo ng isda ang tao, at mapapakain mo siya ng isang araw. Turuan mo siyang mangisda, at habambuhay niyang mapapakain ang sarili niya. Halimbawa nito ang TESDA. Sa Training-for-Work Scholarship Program, nag-ambag ang DAP ng 1.6 billion pesos. Nakapagpatapos po ito ng 223,615 benepisyaryo. 66 percent nito—o katumbas ng 146,731 graduates—ang nagtatrabaho na ngayon. Iyon naman pong 34 percent na natitira, tinutulungan na rin ng TESDA na makahanap ng trabaho. Tingnan po ninyo: Lahat po ng mga TESDA scholar, nakalista ang pangalan at iba pang datos, na puwede ninyong kumpirmahin.

Kung hahatiin natin nandyan po yata ang listahan sa bilang ng graduates ang naipagkaloob na pondo, pumapatak ng 7,155 piso ang naipuhunan ng pamahalaan para sa training ng bawat scholar. Sa BPO sector, mababa na ang kitang 18,000 piso kada buwan. Kada taon, kikita siya ng 234,000 piso. Ibigay man ang maximum tax deduction, ang magiging income tax niya kada taon: 7,900 piso. Ibig sabihin, ang pinuhunan ng estadong 7,155 piso, sa unang taon pa lang, nabawi na, may sobra pa. Ito, at ang lahat ng ibinuwis ng ating scholar hanggang magretiro siya, ay magbibigay naman sa kanyang kababayan ng parehong pagkakataon. Ito po ang mabuting pamamahala: May tama pong intensyon, pamamaraan, at resulta. Lahat panalo.

Nasimulan na rin po natin ang Expanded Conditional Cash Transfer Program nitong Hunyo 2014, na may pondong 12.3 billion pesos. Ngayon, suportado na rin ng estado hanggang umabot ng 18 taong gulang ang benepisyaryo.May magtatanong bakit? Batay po kasi sa pag-aaral ng Philippine Institute for Development Studies, 40 porsyento ang dagdag na sinasahod ng high school graduate, kumpara sa grade school lang ang natapos.


Namumuhunan po tayo sa pinakamahalagang yaman ng bansa: ang taumbayan. Pinapatunayan ito ng datos ng NEDA. Ayon sa kanila, ang 27.9 percent na poverty incidence natin sa unang semestre ng 2012, bumaba patungong 24.9 percent sa kaparehong panahon noong 2013. Ang 3 percentage points pong ito ay katumbas ng halos 2.5 milyon na Pilipinong naka-alpas na sa poverty line. Totoo namang dapat pagtuunan ng masusing pansin ang pinakamahihirap sa lipunan. Pero hindi tayo titigil diyan: Ngayong nadagdagan ang kakayahan natin, sinisikap nating hindi na manumbalik sa ilalim ng poverty line ang lahat ng nakaalpas na.


Dumating po tayo sa lipunang parang isang sirang bahay na hindi natin malisan. Ang malala pa dito, halos wala tayong kagamitan at materyales para ayusin ang sira. Nitong mga nakaraang taon, sa pakikiambag ng bawat mapagkapwang Pilipino, nabubuo na natin ang mga kagamitan at materyales na ito—tulad po ng budget na tanging nakatuon sa pangangailangan ng mamamayan, at apat na sunud-sunod na taon na nating naipapasa sa tamang oras. Kasama nito ang mga batas na nagpapabilis ng pagdating ng pakinabang sa ating mga Boss.

Dito po—sa isang patas na sistema—nagsimula ang panunumbalik ng sigla ng ating ekonomiya. Nakatipid tayo dahil sa maayos na pangangasiwa ng pondo. Napapalawak natin ang saklaw ng mga serbisyo nang hindi nagtataas ng buwis, maliban sa Sin Tax Reform na layuning ibsan ang bisyo sa lipunan.


Nagtrabaho tayo para magkaroon ng kakayahang tustusan ang mga proyektong ipinapatupad, ipinatutupad, at ipatutupad pa natin. Pinaigting natin ang pangongolekta ng buwis: mula sa koleksyong 1.094 trillion pesos noong 2010, naitaas natin ito sa 1.536 trillion noong 2013. Inayos natin ang pamamahala ng ating mga utang. Ang resulta: Bumaba ang ating debt to GDP ratio; ang perang dating dapat ibabayad sa interes, napupunta na sa social services. Pati ang mga obligasyong karamihan ay minana lang, natugunan din natin. Halimbawa po nito: 1993 o panahon pa ni Pangulong Ramos nang itinakda ang obligasyong i-recapitalize ang Bangko Sentral ng Pilipinas sa halagang 50 bilyong piso para magawa niya ang kanyang tungkulin. Ang napondohan ni Presidente na 10 bilyong piso, at hindi na nadagdagan ito. 40 bilyon ang kakulangang iniwan sa atin; nabayaran na po natin ito.

Pinaghirapan natin ang pondong mayroon tayo ngayon, kaya’t hindi po natin maaatim na waldasin lang ito. Kung pipili nga ng tamang pinuno ang ating mga Boss, malalagpasan pa ng susunod ang ating mga nagawa, dahil malaki na ang naibawas natin sa problema, at mas matayog na ang kanilang pagmumulan.


Bakit po mas matayog? Nitong 2013, sa unang pagkakataon, nagkamit tayo ng investment grade status mula sa Moody's, sa Fitch, at Standard and Poor's—ang tatlong pinakatanyag na credit rating agency sa mundo. Sa pagsusuri nila ng ating macroeconomic fundamentals at governance, nabawasan ang riskong itinatala, kaya tumingkad ang kumpiyansa ng mga namumuhunan. Hindi pa nga po nakuntento ang Standard and Poor's: Nitong Mayo lang, panibagong upgrade na naman ang ibinigay nila sa atin. Ang hatid po nito: Dahil nga investment grade na tayo, mas murang mahihiram ng gobyerno ang pondo para sa mga programa at proyekto, mas maraming naaakit na mamuhunan sa ating bansa, at mas mabilis na natatamasa ng Pilipino ang benepisyo.


Kung susumahin naman po ang lahat ng puhunang pumasok sa Philippine Economic Zone Authority simula nang itatag ito noong 1995, makikitang 42 porsyento ang pumasok sa apat na taon ng ating panunungkulan. Ang natitirang 58 percent, inabot ng 15 taon ang ibang mga administrasyon para bunuin. Kumpiyansa po tayo: bago tayo bumaba sa puwesto, papantayan o hihigitan pa natin ang halagang ito. Kay Director General Lilia de Lima: Salamat sa nagawa mo na, at gagawin pa, sa pagkamit ng tagumpay na ito.


Talagang pa-take-off na ang ating ekonomiya at bansa, at inaabot na natin ang mas matatayog pang mithiin. Minana natin ang tila grounded na aviation industry: napatawan tayo ng significant safety concerns ng International Civil Aviation Organization o ICAO, nabigyan ng downgrade ng United States Federal Aviation Administration, at nilagyan ng restriction ng European Union ang ating mga local carrier.

Nitong 2013, inalis na nga po ng ICAO ang significant safety concerns sa Pilipinas. Sa parehong taon, sinundan ito ng pagpayag ng European Union na muling lumipad ang Philippine Airlines patungong Europa, kaya direkta nang makakabiyahe ang Pilipino mula Maynila po hanggang London. Malamang nga po, pasunod na ang Cebu Pacific dahil nabigyan na rin sila ng pahintulot ng EU ngayong 2014. Ngayong taon din, inupgrade ng United States Federal Aviation Administration ang Pilipinas balik sa Category 1. Dahil dito, maaari nang dumagdag ang mga ruta papunta sa Estados Unidos. Sa larangan ng turismo at pangangalakal, malaki ang itinulong ng pagdami ng flight ng ating airlines tungo sa mga bansang kasapi ng EU at Estados Unidos.


Dumarating sa atin ang mga ulat na sa dami ng gustong bumisitang negosyante at turista sa ating bansa, kulang na ang mga biyahe papunta rito. Magandang balita nga po ang mga upgrade: Dadami ang biyahe, kaya't matutugunan ang suliraning ito. At sa patuloy na pagtutulungan ng CAAP at ng ating mga local carriers, pihadong mas marami pa tayong maaakit na turista at negosyante sa mga susunod na taon. Panalo ang mga umaasa sa sektor ng turismo, panalo ang sambayanang Pilipino. Mabuting pamamahala po ang ugat ng mga tagumpay na ito. Nagpapasalamat nga tayo kina Director General William Hotchkiss, sa CAAP, at sa ating mga local carrier para sa inyong pagsusumikap


Talagang nasa sentro ng pandaigdigang entablado ang Pilipinas. Nito lang pong nakaraang Mayo, nagpakitang-gilas tayo sa tagumpay ng pagdaraos ng World Economic Forum on East Asia sa ating bansa. Ihahayag natin sa gaganaping APEC Summit dito sa susunod na taon ang kaunlarang nakakamit natin at ang pagkakataong hatid ho para sa lahat. Wala pong duda: More open for business na nga po ang Pilipinas.

Bukod nga po sa maaliwalas na pagnenegosyo, isinusulong din natin ang maayos na relasyon ng ating mga manggagawa at mga kompanya.

Isipin po ninyo: Mula 2010, nananatiling mababa sa sampu kada taon ang bilang ng mga strike ayon sa National Conciliation and Mediation Board. Isa po itong positibong bunga ng itinataguyod nating Single Entry Approach o SEnA ng DOLE, kung saan dumadaan sa 30-day conciliation-mediation ang mga nakahaing labor cases. Ang maganda nga po: sa 150 notices of strike and lockout noong 2013, isa lang ang natuloy na welga. Ito ang pinakamababa sa kasaysayan ng DOLE. Maraming salamat po Linda Baldos, sa pamilya ng DOLE.


Batid rin natin: Para magpatuloy ang pag-angat ng ekonomiya at pagbukas ng pagkakataon, kailangan ng imprastruktura. Ito ang aakit sa mga negosyante, magpapabilis sa daloy ng produkto at serbisyo, at sisigurong kaya nating makipagsabayan sa iba pang merkado sa daigdig.


Napakalaki po talaga ng pagbabago: Lampas doble na ang budget para sa imprastruktura, mula 200.3 billion pesos noong 2011, naging 404.3 billion pesos ngayong 2014. Paalala ko lang po: Hindi po tayo nagdagdag ng buwis maliban sa Sin Tax Reform na nakatugon sa kalusugan, habang napanatili din ang ating allowable deficit, at patuloy na bumababa ang ating debt to GDP ratio. Malaki po ang epekto nito, dahil hindi lang lumaki ang pondo: binawasan pa natin ang mga tagas sa sistema, kaya natitiyak nating mas sulit ang bawat pisong ginagastos ng estado.

Sa pamumuno ni Secretary Babes Singson ng DPWH: Bawal ang tongpats, bawal ang bukol. Tinapalan na ang mga butas sa lumang sistema, at pinatag ang proseso sa ahensya. Isang simpleng halimbawa po nito ang pagtatanggal ng Letter of Intent sa bidding process. Noon po kasi, ginagamit ito bilang kasangkapan sa kuntsabahan—kapag nalaman kung sinu-sino ang bidders ng proyekto, binibigyan ng puwang ang sabwatan. Isa pa po: Ang mga dokumentong hinihiling mula sa bidders: lima na lang, mula sa dating 20. Mas mabilis ang proseso, at mas kaunti ang pagkakataong manghingi ng pampadulas suhol. Ang resulta: Halos 28 bilyong piso ang naisalbang pondo, at napapaaga ang pagpapatupad ng mga susunod na proyekto. Kaya naman kay Sec. Babes at sa bumubuo ng DPWH: muli, maraming salamat sa inyong lahat.

Hanep po talaga: Kasabay ng mga natipid ng DPWH, ang nailatag, napapaayos, napapalawak, o naipagawa nilang kalsada mula nang maupo tayo, umabot na sa 12,184 kilometro. Nung nakita ko nga po ang report na ito ay inisip ko kung paano ipaliwanag ang 12,184 kilometro na ito. Isipin ninyo: katumbas ito ng apat na kalsadang nag-uugnay sa Laoag hanggang Zamboanga City. National roads lang po ito; wala pa rito ang mga local farm-to-market roads o tourism roads.

Sa Public-Private Partnership program naman po: Mula Disyembre 2011 hanggang nitong Hunyo, nakapag-award at nakalagda na ng pitong PPP projects ang inyong pamahalaan; ang halaga nito: tinatayang 62.6 billion pesos. Sa apat na taon natin sa tuwid na daan, nalampasan na natin ang pinagsamang anim lamang na aprubadong solicited PPP projects mula sa nakaraang tatlong administrasyon.

Ang laki na po talaga ng pinagkaiba ng noon sa ngayon. Sabi nga ni Secretary Cesar Purisima, dati, hindi makaakit ang Pilipinas ng mga namumuhunan. Noon, gobyerno pa mismo ang nag-aalay ng kaliwa’t kanang insentibo, tulad ng pagbibigay ng commercial development rights, subsidy, at iba pang garantiya. Ngayon, baliktad na ang sitwasyon. Matindi ang kompetisyon ng mga nag-uunahang kompanya; handa silang magbayad para makuha ang pribilehiyong itayo ang imprastrukturang kailangan natin. Halimbawa po: Sa Mactan-Cebu International Airport Passenger Terminal Building, may premium ang gobyerno na umabot sa mahigit 14 bilyong piso; sa NAIA Expressway Project Phase 2, nakakuha ang gobyerno ng prima na 11 bilyong piso. Muli: Mabuting pamamahala ang ugat ng lahat ng ito.

Tingnan naman natin ang TPLEX. Dahil sa kalsadang ito, maginhawa na ang biyaheng Tarlac hanggang Rosales sa Pangasinan. Ayon po sa kanila, ang bahagi hanggang Urdaneta, makukumpleto na bago matapos ang 2014. Sa susunod na taon, aabot na raw ang daang ito hanggang sa dulo sa Rosario sa La Union.

Ang mga imprastrukturang matagal nang ipinako sa pangako, atin na rin pong isinasakongkreto. Ang Aluling Bridge, na 1978 pa po binuo ang konsepto, bukas na sa publiko. Ang Metro Manila Skyway Stage 3, na bahagi ng Metro Manila Expressway na proyekto pa noong dekada sitenta, inilunsad na natin noong Enero. Sa mga dumadaan ng Osmeña Highway, nakikita naman po ninyo kung gaano kabilis itayo ang mga haligi para dito. Ang Ternate-Nasugbu Road, na noon pang 1994 sinimulang ilatag ang plano—100 percent complete na rin ngayon. Ang Basilan Circumferential Road, na year 2000 pang under construction, malapit na rin pong matapos. Ilan lang po ito sa mga imprastrukturang wala tayong planong ipamana bilang problema; sa halip, ngayon, nagsisimula na itong mapakinabangan ng ating mga Boss.

Muli, dahil sa mabuting pamamahala, mas may kakayahan na tayong tugunan, maging ang mga problemang paparating pa lang. Halimbawa po: sa tubig. Alam nating habang lumalago ang populasyon at umaangat ang ekonomiya, mas maraming tubig ang kakailanganin sa mga susunod na taon. Ayon nga po sa pag-aaral, maaaring magkaroon ng kakulangan ng tubig sa Metro Manila pagdating ng 2021. Hindi na po natin hihintayin ang tagtuyot: Ang mga solusyong talagang pinag-aralan ng mga dalubhasa, inaprubahan na po natin—ang Kaliwa Dam Project sa Quezon, at ang pag-aayos ng mga linya ng Angat Dam. Magandang solusyon po ito kaysa kumuha ng tubig mula sa mga aquifer sa ilalim ng lupa, na mas madaling pasukin or magbibigay ng daan para pasukin ng tubig-alat. Isa pa, kung sa mga aquifer lang tayo nakasalalay, mas mapapabilis ang paglubog ng lupa—na siya namang nagiging dahilan ng pagbaha.

Kasabay po ng mga dam para sa Metro Manila at mga karatig-bayan ang suporta natin sa mga taga-lalawigan. Aprubado na rin ang Water District Development Sector Project, sa ilalim ng LWUA – Local Water Utilities Administration.

Siguro po, narinig na rin ninyo ang pinakamalaki nating PPP project—ang Laguna Lakeshore Expressway Dike—na bubuksan na rin ang bidding bago matapos ang 2014. Napakaraming benepisyong maidudulot nito. Una, mababawasan ang pagbaha. Ngayon po, pag pumalo ng 12.5 meters ang taas ng tubig sa lawa, tiyak, babahain na ang mga komunidad sa paligid nito. Ang solusyon: dikeng may taas na higit sa 15 metro. Ikalawa pong pakinabang: Malilinis ang tubig sa Laguna Lake. Ang ikatlo po: Bawas trapik. Sa ibabaw ng dike, magkakaroon ng expressway, na babagtas sa Los Baños hanggang Taguig. Pag natapos ang C-6 road na kokonekta sa San Jose Del Monte, may isa na naman tayong paraan upang makatawid ng Kamaynilaan nang hindi na kakailanganing dumaan sa EDSA. Sa pakikituwang ng pribadong sektor, ang obligasyon natin dito ay right of way lang; porsyento ng lupang mare-reclaim ang ipapambayad sa mananalong bidder. Dahil dito, makukuha natin ang ating mga pangangailangan, habang mababawasan din ang ating gastusin.


Ilang halimbawa lang po iyan ng mga proyektong nakapila na para magdala ng benepisyo sa ating mga Boss. Marami pang iba: Aprubado na rin ng NEDA Board ang Laoag City Bypass Link Road Project; ang Cebu Bus Rapid Transit Project; at ang LRT Line 1 South Extension and Line 2 East Extension. Sa mga taga-Palawan naman: Maliban sa mga proyekto sa Puerto Princesa Airport, abangan na rin ninyo ang Busuanga Airport. Naka-go signal na rin po ang pagpapatayo ng phase one ng modernong Clark Green City sa Capas, Tarlac. Pihadong magsisilbing sentro ng komersyo at industriya, hindi lang sa Gitnang Luzon, kundi sa kalakhang bansa. Sa dulo po, ang ambisyon natin sa Clark Green City—maging di hamak itong mas malawak na Bonifacio Global City. Ang dating liblib, magiging hitik sa oportunidad.


Sa mabuting pamamahala, nanunumbalik ang tiwala ng merkado, ng mundo, at ng taumbayan sa ating gobyerno. Nagbubunsod ito ng isang siklo: Dahil nakikita ang resulta ng agenda ng reporma, nakikiambag ang bawat isa sa ating mga Boss. Talagang hindi nag-iisa ang gobyerno sa pagsusulong ng malawakan at makabuluhang reporma. Totoo nga po: Kayo ang aming lakas.

Kaya nga po mga Boss: Salamat sa inyong tiwala at pakikiisa, na lalong naging mahalaga sa mga panahong sinalubong tayo ng sunud-sunod na trahedya.


Noong Setyembre 2013, sinugod ng masasamang elemento ang Zamboanga: Ginawang human shield ang mga kababayan nating namumuhay nang mapayapa, at sinunog pa ang kanilang mga tahanan. Nasubukan ang galing ng ating unipormadong hanay. Pinakamasalimuot sa larangan ng bakbakan ang tinatawag na urban combat—ngunit 195 ang nailigtas natin, sa 197 kataong naipit sa putukan. Saludo tayo sa ating mga kapatid sa unipormadong hanay: Nagtagumpay ang sambayanan dahil sa inyong sakripisyo.


Inatasan po natin si Secretary Singson na pangasiwaan ang rehabilitasyon ng imprastrukturang nasira sa Zamboanga. Pangunahin sa mga pangangailangan: mabigyan ng tahanan ang mga kababayan nating nasunugan. Ito po mismo ang isinasagawa natin sa ilalim ng Zamboanga City Roadmap to Recovery and Reconstruction. Pagpasok nga po ng Agosto, magsisimula nang lumipat ang mga apektadong pamilya sa mga permanenteng bahay sa Martha Drive Subdivision. Kabuuang 7,176 na kabahayan sa iba't ibang lugar ang target nating makumpleto sa Hunyo ng susunod na taon. Humihingi po kami ng pang-unawa. Maraming problemang kinailangan munang lutasin ukol sa pagkuha ng lupang lilipatan. Tinitiyak din nating ang mga tahanang ito ay sumasang-ayon sa pangangailangan ng kanilang relihiyon at kultura, kaya't hindi pangkaraniwan ang mga ito. Sa 1,661 pamilya namang gustong sila mismo ang magkumpuni ng sariling tahanan, 30,000 pisong halaga ng Home Materials Assistance ang ipinapamahagi na.


3.5 billion pesos po ang nakahanda para sa pagpapaayos ng imprastruktura, pagbili ng mga lote, pagpapatayo ng mga permanenteng tahanan, at iba pang suporta sa Zamboanga. 2.57 billion pesos dito, nai-release na sa NHA at DPWH.


Ilang linggo naman po matapos ang krisis sa Zamboanga, niyanig ng lindol ang Central Visayas; pinakamalaki ang pinsala sa Bohol. Dito natin nakita ang maaaring maabot ng sambayanang nagkakaisa sa pagresponde sa sakuna. Isang linggo matapos ang lindol, may kuryente na sa Tagbilaran at sa lahat ng munisipalidad ng Bohol.

Ngayon nga po, bawat isa sa 25 na kritikal na tulay at kalsadang nasira ng lindol, nadadaanan na. May kabuuang 3.583 billion pesos nang nai-release para sa rehabilitasyon ng Bohol at Cebu. Kasama na rito ang 2.49 billion pesos na ipinagkaloob ng DILG sa lokal na gobyerno, para sa pagpapagawa ng mga palengke, civic center, tulay, water systems, munisipyo at iba pong istrukturang pampamahalaan.

Bago naman po matapos ang 2013, dumating naman si Yolanda— ang pinakamalakas na bagyo sa kasaysayan. 1.47 milyong pamilya ang talagang naapektuhan, at 44 sa ating 81 probinsya ang tinamaan. Sa Eastern Visayas, kung saan pinakamalakas ang pinsalang nadulot, napakaraming kinailangan ng agarang lingap.


Sa sobrang lakas ng bagyo, naparalisa ang maraming LGU dahil sila mismo ang tinamaan. Natangay po pati ang ating prepositioned relief goods, kaya't talagang kinailangang manggaling sa ibang lugar ang tulong. Lalo pang naging mabigat ang pagdadala ng ayuda, dahil bagsak ang imprastruktura: Walang kuryente, hindi madaanan ang kalsada, at halos lahat ng truck at heavy equipment na kailangan ng ating first responder ang nasira sa pinakaapektadong lugar. Wala ring gasolina, walang komunikasyon.


Kinailangan po talaga ng pambihirang pagkakaisa para ipaabot ang tulong sa mga apektadong pamilya, kalingahin ang mga naulila't sugatan, siguruhing walang mangyayaring outbreak ng sakit, at marami pang ibang tungkulin. Halimbawa lang po sa pagkain. Hindi lang bigas at de-lata ang kinailangang intindihin: kailangan din ng mga repacking center, ng maraming truck, pati na ng mga barkong magtatawid ng ayuda sa mga apektadong probinsya. Pagdating doon ng relief goods, kailangang malinis na ang kalsadang dadaanan, at mapagasolinahan ang mga truck nang makabalik sila sa pinanggalingan, upang muling makapagkarga ng ating mga food pack.

Hindi nagpatumpik-tumpik sa pagresponde ang inyong gobyerno. Nagmadali tayong linisin unang-una ang airport, kaya sa loob ng 24 oras matapos ang bagyo, nakapasok na ang tatlo nating C130 na may dalang ayuda. Sa mismong araw ding iyon, nakapagtayo tayo ng communications hub para maging mas mabilis ang daloy ng impormasyon. Sa ikalawang araw, dumating na ang Rapid Health Assessment teams ng DOH; ang dagdag na sundalo, pulis, at BFP personnel mula sa ibang probinsya; pati na mga kawani ng DSWD na nanguna sa relief operations— sa distribution centers man sa Eastern Visayas, o sa maraming repacking centers na agad na nagbukas sa buong bansa.


Sa loob lang ng dalawang araw, napagana na ang Leyte water district; sa ikatlong araw naman, bumukas ang unang gasolinahan. Agad na nilinis ang pangunahing mga kalsada. Pagsapit ng ika-22 ng Nobyembre o dalawang linggo matapos ang bagyo, naipamahagi na ang ika-isang milyong food pack sa mga nasalanta; na-clear na ang 35,162 cubic meters ng debris sa mga kalsadang dadaanan ng mga relief; at nalinis at nadadaanan na muli ang 3,426 kilometers ng National Roads—kasalukuyan po naman nating kinukumpuni ang 108.8 kilometrong napinsalang daanan, tulay, approaches, at landslide prone areas. Pagsapit nga po ng Pasko noong 2013, may kuryente na sa lahat ng munisipalidad na tinamaan ng sakuna.


Kumbaga po sa Emergency Room, ibinuhos ng estado ang lahat ng kanyang kapangyarihan upang agad na mai-stabilize ang pasyente. Nagpapasalamat tayo sa mga kasapi sa ating Gabinete, na talaga naman pong nanguna sa pagresponde sa mga apektadong komunidad. Sina Sec. Cesar Purisima at Sec. Joel Villanueva ng TESDA, na namuno sa logistics at nag-organisa sa mga repacking center, nagmistula po silang dalawang warehouse operator. Si Sec. Greg Domingo ng DTI, naging head purchasing agent ng bansa, habang si Sec. Linda Baldoz naman ng DOLE ay minabuting maging call center operator para sa lahat ng gusto or nag-alok ng tulong. Salamat din kina Sec. Jun Abaya ng DOTC, na naging dispatcher ng ating transportasyon; kay Sec. Dinky Soliman na talagang pinatunayan ang pagiging punong relief worker ng bansa; at kina Sec. Mar Roxas ng DILG at Sec. Volts Gazmin ng DND, na nagbigay ng marching orders sa ating unipormadong hanay mula sa frontline ng sakuna. Muli po, salamat sa ating Gabinete.

Marahil nga po, sa kahandaan nating makiambag sa abot ng ating makakaya, na siyang ipinapamalas ng ating OFWs, peacekeepers at iba pang Pilipino sa labas ng bansa, nang tayo naman ang nangailangan, nakita ng mundong karapat-dapat din tayong tulungan. Salamat sa inyo, at sa lahat ng Pilipinong nag-alay ng dalangin at suporta, dito man o sa ibang panig ng mundo.


Hindi po natigil ang trabaho natin. Nagsagawa tayo ng livelihood interventions, upang maging mas mabilis ang pagbangon ng mga nasalanta nating kababayan. Ngayong Hulyo nga po, 221,897 trabaho na ang nalikha matapos tayong magkaloob ng bangka, kagamitan sa pangingisda at pagtatanim, mga binhi, at livestock. Kasama na rin po dito ang mga sinuwelduhan nating naging kabahagi ng cash for work program.


Tanggap naman po siguro ng lahat na malaki ang problemang dala ni Yolanda. Ayon nga po sa international standards, kapag nangyari ang ganitong klaseng sakuna, isang taon ang inaabot bago matapos ang relief at mag-umpisa ang rehabilitasyon ng isang bansa. Pero sa loob lang ng 8 buwan, idineklara ng United Nations na nasa yugto na tayo ng rehabilitation. Si Ginoong Yuri Afanasiev ng United Nations Development Programme na nga po ang nagsabi, and I quote: "We have never seen a recovery happen so quickly. And many of us have been in many different disasters."


Mahabang panahon ang bubunuin para tuluyang makabangon sa mabibigat na sakuna. Sa Haiti, dalawang taon na ang nakalipas mula ng lindol, at marami pa rin ang nasa evacuation center. Ang mga kapatid natin sa Indonesia, inabot ng walong taon para maka-recover sa tsunami sa Aceh. Mismong sa Amerika nga po, sinasabing walong taon ang inabot para makabalik sa dati matapos humagupit si Hurricane Katrina.

Hindi pa po tapos ang ating trabaho. Marami pang bahay na kailangang ipatayo; marami pang mga kababayan natin ang kailangang ibangong muli; patuloy pa rin ang pag-build back better para sa mga hinagupit ni Yolanda.

Kaya nga po: Ngayong Hulyo, isinumite na sa atin, at nilagdaan na rin natin, ang LGU Rehabilitation and Recovery Plan para sa Cebu, Iloilo, Samar, Eastern Samar, Leyte, at Tacloban City. Pumasa po ito sa masusing pagsusuri ng mga cluster ng Gabinete; laman nito ang mga pangangailangan ng ating mga kababayan, ayon na rin sa isinasagawang malawakang post-disaster needs assessment. Nabuo po ang planong ito sa maigting na pagsisikap ni Secretary Ping Lacson, na inatasan nga nating tumutok sa mga hamong iniwan ni Yolanda. Umaasa po ako sa pakikiisa ng Kongreso, dahil malaking halaga ang kailangan, upang tuluyan nang maibangon ang ating mga kababayan.

Alalahanin po natin: Nasa Diyos nga raw po ang awa; nasa tao ang gawa. Ito rin ang parehong ideya sa likod ng ating mga hakbang para sa disaster preparedness. Binigyang-lakas natin ang mga LGU na siyang mga frontliner tuwing bagyo, at ibang sakuna gamit ang moderno at malawakang forecasting system.

Sa DREAM-LiDAR project sa ilalim ng Project NOAH, halimbawa, napapadali ang pagtukoy kung saan ang mga lugar na pinaka-babahain. Nakamapa na po ang 19 sa target nating 20 river systems para matukoy kung ano ang mga lugar na agad naapektuhan tuwing bumubuhos ang ulan.

Dahil mas eksakto na ang pagtukoy natin kung kailan at saan tatama ang epekto ng bagyo, ngayon po, napapaaga ang paghahanda at pagbibigay babala ng ating mga LGUs. Maaga na ring naililikas ang kanilang mamamayan. Kung ang maayos na forecasting, tatambalan pa natin ng mahusay na LGU, talaga naman pong maraming buhay ang maililigtas. Sa Albay na hinagupit kamakailan ng Bagyong Glenda, walang naitalang pumanaw dahil sa bagyo, salamat sa mabuting pamamahala ni Governor Joey Salceda. At kung kaya itong gawin ng isang probinsya na siya ngang parang natawag na nga po na highway ng mga bagyo, bakit naman tayo magdududa na kaya ito ng lahat?

Pag-usapan naman natin ang seguridad. Mulat po tayo sa mga hamon sa bansa, at alam din nating mahal ang kailangan nating mga kagamitan. Ngayon po, ikinalulugod kong iulat sa inyo: Tuluy-tuloy ang modernisasyon ng AFP. Nakuha na natin ang brand new na 8 Sokol Combat Utility Helicopters, tatlong AgustaWestland-109 helicopters, at ang kauna-unahang landing craft utility ship na ginawa dito mismo sa ating bansa, ang BRP Tagbanua. Dumating na rin po ang apat na refurbished UH-1 helicopters at 2 navy cutters. Nito namang nakaraang Mayo, pinasinayaan na rin natin ang state-of-the-art Command Center ng Naval Forces West sa Palawan.

Sa susunod na taon, lalapag na ang 2 sa 12 na FA-50 lead-in fighter trainer jets na binili natin. Ang natitira naman po, inaasahan nating maidedeliver bago matapos ang 2017. Sino nga ba naman ang naghahanap ng sakit ng ulo, lalo pa't walang garantiya ng tagumpay? May mga ipinagpaliban ang kanilang promotion. May mga nagpahiwatig din ng agam-agam dahil sa takot na balikan sila ng mga sindikato. Pero sa huli, tumugon sila sa ating panawagang maglingkod. Marapat lang na personal kong pasalamatan ang lahat ng kawaning ito, sa pangunguna na nga ni Commissioner Sunny Sevilla.

Pinapatunayan po natin: Sa paninindigan at pagkakaisa, kayang linisin kahit pa ang isang institusyong napakahabang panahon nang dinungisan ng katiwalian. Patunay po rito ang good news na natatanggap natin: Mula Enero hanggang Abril 2014, umangat ng 22 porsyento ang cash collections ng Customs kumpara sa parehong panahon noong nakalipas na taon. Ang kabuuan nilang koleksiyon sa unang apat na buwan ng taon: 117 billion pesos.

Pero ang lupang nakatala na dinatnan natin ngayon ay nasa 2.9 million hectares dahilsa patung-patong na pag-angkin ng lupa. Nagtataka nga po si Governor Mujiv Hataman ng ARMM at tinanong nga sa akin minsan: Paano kaya nanganganak ang lupa?


Wala po tayong balak na ipasa ang mga suliraning ito sa susunod sa atin, para pag-ugatan lang ng panibagong mga problema at ng lalong pagkaudlot ng repormang agraryo.


Sa 2015, makalipas ng 102 taon, matatapos na rin ang Cadastral Survey. Ngayong taon, ihahain din nating muli sa Kongreso ang panukalang batas para i-extend ang paghahain ng Notice of Coverage, na hindi agad natapos nang husto dahil nga sa mga problemang kinailangan muna nating solusyonan. Oras na maihain ang panukalang batas, umaasa tayong maipapasa ito sa lalong madaling panahon.


Kung tiwala nga po ang pag-uusapan, dapat ding isama ang Bangsamoro. Matapos ang mahabang panahon ng hidwaan at napupurnadang negosasyon, naibalik na natin ang tiwala. Pruweba po nito: Noong nakaraang Marso, nilagdaan na ang Comprehensive Agreement on the Bangsamoro.


Pero simula pa lang ito ng ating pag-usad sa landas ng malawakang pag-unlad sa Mindanao. Wala pong makakatangging napag-iwanan ang ARMM. Gusto po nating bigyan ng pantay na pagkakataon ang lahat ng Pilipino, kaya nga dapat may boost up, para naman maka-catch up ang ating mga kababayang nasa laylayan. Halimbawa, sa budget na iminumungkahi natin para sa 2015, 5.17 billion pesos mula sa budget ng DPWH ay nakalaan para sa imprastraktura ng ARMM.

Kasalukuyan na po nating pinapanday ang panukalang Bangsamoro Basic Law. Humihingi po tayo ng pang-unawa sa ating Kongreso ukol rito. Mahalaga pong maging masusi ang paghimay natin ng bawat probisyong ilalatag. Sa abot ng ating makakaya, isusulong natin ang isang panukalang batas na makatuwiran, makatarungan, at katanggap-tanggap sa lahat.

Kung maisasabatas nga po ang Bangsamoro Basic Law bago matapos ang taon at maisasagawa ang kinakailangang plebesito, mabibigyan ng isa't kalahating taon ang Bangsamoro Transition Authority para ipakita ang positibong pagbabago. Kung maaantala naman ito, natural pong iikli rin ang panahon para mapatunayan na tama nga ang landas ng kapayapaang tinatahak natin.

Napakarami na nga po nating narating dahil sa tiwala—at wala tayong balak basagin ang tiwalang ito. Ang gobyerno ninyo ngayon: mayroong isang salita. Hindi ko na po iisa-isahin ang mga natupad nating panata sa tuwid na daan; baka masabihan lang tayong nagbubuhat ng sariling bangko. Pero mahirap din namang hindi tayo magbanggit, dahil malamang nag-aabang na ang mga magsasabing wala tayong ginawa. Kaya samahan ninyo na lang akong magbigay ng ilang halimbawa: Trabaho’t pagkakataon para sa napakaraming Pilipino, nalikha at patuloy pang nililikha. Sa katunayan, mula Abril 2013 hanggang Abril ng 2014: nasa 1.65 million ang nadagdag sa bilang ng mga Pilipinong nagtatrabaho.Minanang kakulangan sa aklat, upuan, at silid-aralan, napuno na; habang ang mga panibagong pangangailangan dahil sa K to 12, pinupunuan na rin. 1:1 police-to-pistol ratio, meron na rin po. Ngayon nga po: Ang problemang dinatnan, nasolusyonan. Ang nandiyan, tinutugunan. At ang problemang parating pa lang, pinaghahandaan na rin. Naniniwala ako: Kung mananatili ang inyong tiwala, masusolusyonan natin ang mga ito.

Tingnan po natin ang sitwasyon sa enerhiya. Ginagawa na po natin ang lahat para siguruhing natutugunan ang lumalagong pangangailangan ng bansa. Sa kabila nito, meron pong mga pangyayaring talagang hindi natin inaasahan, na maaaring magbunsod ng problema sa susunod na taon. Kung sa ating mga kabahayan nga, lalakas ang gamit natin ng electric fan o aircon dahil sa init ng panahon, lalo naman po sa mga industriya at negosyo. Hindi ito kasing-simple ng pagpunta sa tindahan at pagsabing, "Pabili nga po ng 600 megawatt generator, at paki-install na rin bukas."

Ang habol natin: kumpletong paghahanda para hindi tayo maparalisa sakaling mangyari ang worst-case scenario. Dapat, kahit sa susunod na taon pa uusbong ang problema, meron na tayong pinaplanong solusyon para dito. Nito ding Pebrero, inaprubahan ng NFA Council ang pag-angkat natin ng karagdagang 800,000 metriko tonelada bilang pagpuno sa ating buffer stocking requirement, at 360,750 metric tons na nito ang dumating ngayong Hulyo; pagdating ng Setyembre, makakarating na ang kabuuan. Naaprubahan na rin ngayong Hulyo ang agarang importasyon ng 500,000 metriko tonelada ng bigas sa pamamagitan ng open bidding. May standby authority rin ang NFA na mag-angkat ng karagdagan pang 500,000 metriko tonelada, bilang paghahanda sa magiging epekto ng kalamidad sa ani at sa presyo ng bigas.

Kapag dumating ang karagdagan nating inaangkat, mapupuwersa na ngayong magbenta ang mga hoarder ng bigas na nakatago sa kanilang mga kamalig. Sa mga hoarder na ito: Kung gusto ninyong makipagmatigasan, okay lang, subukan ninyo ang estado. Tandaan lang ninyo: Anim na buwan lang ang itatagal bago mabulok ang stock sa mga warehouse ninyo. Siguradong malulugi kayo kapag nalunod na ang merkado sa dagdag na bigas. Kumikilos kayo kontra sa mga Pilipino; kami naman, isinusulong ang interes ng bawat Pilipino. Tingnan natin kung sino ang mananalo.

Bukod po sa pag-iimbestiga sa mga diumano'y nagtago ng NFA rice, sinisiyasat na rin natin ang lahat ng mga pwedeng nagkutsabahan sa mga ahensya. Iniimbestigahan na ang mga empleyadong pinagdududahan upang makasuhan at mapakulong ang mga may sala sa lalong madaling panahon.

Mula 2011 hanggang Mayo ng 2014, naipamahagi na natin ang kabuuang 4,628 production machineries, 11,362 post-production machineries, at 105 rice mills sa iba't ibang farmer's associations. Sa tulong po nito, nabawasan ang nasasayang sa ani ng ating mga magsasaka. Bukod rito, pinapaunlad natin ang mga patubig, nagpapagawa tayo ng farm-to-market roads, at nagsusulong ng training programs upang masagad ang kanilang kita.

Pag-usapan naman po natin ang budget. Ang Ehekutibo, nagmumungkahi ng mga proyekto at programa; inaaprubahan naman ito ng Kongreso. Kailangan nga lang po nating itigil ang ilan, para makasiguradong sumusunod tayosa naging desisyon ng Korte Suprema ukol sa Disbursement Acceleration Program o DAP. Alam ko pong kaisa kayong mga nasa bulwagang ito sa paniniwalang hindi dapat ipagkait ang benepisyo sa ating mamamayan, at dapat nga itong makarating sa kanila sa lalong madaling panahon.

Kaya nga po: Ipinapanukala namin ang pagpasa ng supplemental budget para sa 2014, upang hindi naman maantala ang ating mga programa at proyekto. Kasabay po nito, nananawagan din tayo sa pakikiisa ng Kongreso, upang maipasa ang isang Joint Resolution na maglilinaw sa mga depinisyon at kaisipang tila pinagtatalunan pa—at iba pang mga usaping kayo lang sa lehislatura, bilang mga nagsulat ng batas, ang makakapaglinaw.

Sa unang araw po ng trabaho matapos ang SONA, ihahain natin sa Kongreso ang panukalang 2.606 trillion pesos na 2015 National Budget. Gaya ng lagi, binuo ito kasama ang mamamayan, gamit ang stratehiyang naglalaan ng pondo kung saan lamang ito tunay na maghahatid ng benepisyo. Umaasa po tayo sa pakikiisa ng ating mga mambabatas na pagtibayin ito, bilang pangunahing instrumento sa paglikha ng pagkakataon para sa sambayanang Pilipino.

Mga kababayan: Siya po, at ang marami pang benepisyaryong tulad niya, ang natatabunan sa tuwing umiingay ang orkestra ng negatibismo sa balita. Itong maiingay na ito, sadyang isinasara ang isip at namumuhay sa sariling mundo at riyalidad. Naalala ko po ang isang matandang babaeng nakausap ko dati sa kampanya. Ang sabi niya sa akin, "Noy, mag-iingat ka. Marami kang makakabangga." Totoo ang kanyang babala. Pero buo ang loob kong kaharapin ang mga nakakabanggang ito, dahil alam ko: iilan lamang sila, at di hamak na napakarami natin. Mas malakas po tayong mga handang makisagwan tungo sa pagbabago. Magtatagumpay tayo sa labang ito, dahil tayo ang nasa tama. Nangarap tayo, nagsimula tayo, nagsikap tayo, nakabuwelo tayo, at ngayon, umaarangkada na nga po ang Pilipino. Lalong magiging sulit ang pagod at sakripisyo natin kung itong nasimulan natin ay itutuloy ninyo.

Kayo ang haharap sa sangandaan; kayo ang magpapasya kung magtutuloy ang pagbabago. Tandaan na lang po natin, ito ang aking ikalimang SONA; isa na lamang ang natitira. Sa 2016, pipili kayo ng bagong pinuno ng ating bayan. Ang sa akin lang po: Para ipagpatuloy at mas mapabilis pa ang pagbabagong tinatamasa ng ating lipunan, iisa lang ang batayan sa pagpili ng papalit sa akin: Sino ang wala ni katiting na dudang magpapatuloy sa transpormasyong ating isinasakatuparan?

Kayo po ang Boss, kayo ang lakas, kayo ang gumagawa ng pagbabago—kaya kayo rin ang magpapatuloy nito. Nasasainyo kung paanong isusulat sa kasaysayan ang mga panahong ito. Maaari itong maalala bilang tuktok ng ating tagumpay, bilang magandang simulaing nasayang lang. Pero mas maganda pong di hamak kung maalala ang mga nagawa natin bilang simula pa lang ng ating mahabang paglalakbay tungo sa katuparan ng mas matatayog pang pangarap.

Noong minungkahi po ng ilang mga grupo na ako'y tumakbo, ang sabi nila sa akin noon, hindi namin inaasahan na lutasin mo lahat ng problema ng ating bansa sa loob ng anim na taon. Pero simulan mo na sana. Nakita naman ninyo kung saan tayo nanggaling, at nakita naman ninyong lampas-lampas pa sa ating mga pinangarap noong simula ang tinatamasa natin ngayon.

Pinapanday na natin ang sistema kung saan talagang patas ang laban; kung saan ang sumusunod sa patakaran ay nakakarating sa nais niyang paroonan; kung saan may tunay na kumpetisyong nagbubukal ng pagkakataon at malawakang kaunlaran; kung saan ang lahat ay may kakahayang panghawakan ang sariling kapalaran.

Abot-kamay na ang isang lipunang kayang sumalo sa mga nasa laylayan; kung saan ang bawat isa ay kumikilala sa kanyang tungkulin sa kapwa at sa bayan; kung saan tuloy-tuloy at walang-hanggan ang pakikiambag at sama-samang pag-angat ng sambayanan.
Papalapit na po talaga tayo sa minimithi nating kinabukasan, kung saan naghahari ang katarungan, at tunay pong walang maiiwan.

Ito ang resulta ng reporma, at ito ang ipinaglaban natin, at patuloy pang ipinaglalaban: Hindi ang pagpapanatili ng nakasanayan, kundi ang pagbabago ng sistema para makinabang ang lahat.


Mga Boss: Binigyan ninyo ako ng pagkakataong pamunuan ang transpormasyon. Kung hinindian ko ang hamon na iniharap niyo sa akin, para ko na ring sinabi na tutulong akong pahabain ang inyong pagdurusa, at hindi maaatim ng konsensiya ko iyon. Kung tinalikuran ko ang pagkakataon, parang tinalikuran ko na rin ang aking ama't ina, at ang lahat ng inialay nila para sa atin; hindi po mangyayari iyon. Sa paghakbang sa tuwid na daan, pinili ninyo ang mabuti at ang tama; tumotoo kayo sa akin—at ako naman po ay tumotoo sa inyo.


Ang transpormasyong tinatamasa natin ngayon, ay magagawa nating permanente sa gabay ng Panginoon, hangga't buo ang ating pananalig at tiwala. At hangga't nagsisilbi tayong lakas ng isa’t isa, patuloy nating mapapatunayan na, “the Filipino is worth dying for,” “the Filipino is worth living for,” at idadagdag ko naman po: “The Filipino is definitely worth fighting for.”


Alam po ni Vice President na noong 1987, nagkasama kami, may kudeta, na-ambush po tayo doon, at tapos noon ay pangalawang buhay ko na po ito. Hindi natin maiiwasang mag-isip sa mga binubunggo natin, may araw kayang pagsampa ng entablado ay ito na ba huling araw, may magtatagumpay bang maglagay ng bomba; magtatagumpay ba iyong mga maiitim na balak ng atin pong mga katunggaling gusto tayong ibalik sa maling kalakalan. At kung dumating nga ang panahon pong iyon at natapos na po iyong ating pangalawang buhay, masasabi ko ho bang sa lahat po nang inaabot natin, ako po masasabi ko kuntento na ako. Kuntento na po ako dahil panatag ang kalooban ko na kung ako po’y mawala na dito, marami po ang magpapatuloy ng ating tinahak na; baka iyon lang po talaga ang papel ko, na umpisahan ito. 

 

Nandiyan po ang mga taong katulad ni Cardinal Chito Tagle, at ni Ka Eduardo Manalo, at tulad ni Brother Eddie Villanueva, Father Catalino Arevalo’t Father Jeff Villarin, Salvatier – sila po sa sektor na relihiyoso, itutuloy nila ang ating sinimulan. Meron pong Aris Alip ng CARD na magtutuloy sa kaniyang ambag pamamagitan ng micro finance. Nandiyan po ang isang Alice Murphy at ang kaniyang mga kasamahan sa Urban Poor Associates na talagang tutuluyan ang pangangalaga sa atin pong mga informal settlers.


Nandiyan po ang ating mga sundalo at kapulisan na talagang araw-araw naman po pinipilit gawin ang tama, tulad ng ating bagong Chief of Staff, ang ating mga service commanders, mga sundalong light reaction battalion at mga JASIG. Iyon pong mga pulitiko may duda ba na dadalhin tayo ni Senate President Franklin Drilon at ni Speaker Belmonte sa tamang landas? Naging pribilehiyo ko rin ho makipagtrabaho at makipag-ugnayan sa isang Gov. Alfredo Marañon ng Negros Occidental, hindi ko po kapartido pero sa palagay ko naman po kasama rin niya ako sa fans club sa tama niyang pamamalakad sa Negros. 

 

Meron rin tayong mga humahangad na bago o mas bata sa aking pulitiko – ayaw ko naman pong sabihing makaluma na akong pulitiko sa pagtukoy sa mas bata – mga taong tulad ni Mayor Patrick Mabilog at Mayor Len Alonte. Meron din naman mga sektor na sabihin nating cultured katulad ni Noel Cabangon at ni Ogie Alcasid na hindi pansarili lang ang iniintindi. Gabi-gabi po, bago ako matulog, “Thank you, nakalagpas pa ako ng isang araw.” Kung sabi nga noong bata kami, “Finished or not finished, pass your paper,” ay dumating na sa akin. Palagay ko naman, nararamdaman kung anong pagbabagong karapatan ng bawat Pilipinong mangyari.


Mga Boss, kayo ang gumawa ng transpormasyong ating tinatamasa. Kayo ang susi ng pagpapatuloy ng lahat ng positibong pagbabagong naaabot natin. Buong-buo ang tiwala ko: Nasa eksena man ako o wala, tutungo ang Pilipino sa tama niyang kalalagyan. Kaya hanggang dito na lang po ako. Magandang hapon sa lahat.

ARLYN: (Recording cut) … sinasabi ng Pangulo merong dalawang pahiwatig, lalo na noong nag-react iyong mga kapatid niya na gusto nilang mabuhay pa nang matagal ang Pangulo. Una; may karamdaman po siya?

SEC. COLOMA: Walo po, wala po siyang karamdaman.

ARLYN: Wala po, wala. Ikalawa; may banta po ba sa buhay niya?

SEC. COLOMA: Meron pong mga ulat na ganiyan pero sa pagkaalam naman po namin ay wala naman pong seryosong threat na katulad nang nabanggit ninyo.

ARLYN: Iyong threat po na iyon ay galing saang puwersa? Kaliwa? Mga political forces? Ano po ang, kumbaga, nature ng report?

SEC. COLOMA: Anyway, ang konteksto yata nang pinag-uusapan, Arlyn at Jake, iyong kung paano siya humantong doon sa sinabi niya. Ang masasabi ko na tuwiran ay walang kinalaman iyang mga espekulasyon na iyan doon sa kaniyang pagbigkas ng mga maramdaming pangungusap.

Kung tutunghayan natin iyong transcript ng kaniyang talumpati, ang kaniyang binanggit, ‘no, – this is in the prepared text – ay iyong hinggil sa pagtalima sa prinsipyo ng kaniyang mga yumaong magulang. This was before na parang nag-choke ang Pangulo ‘no at naging emosyonal siya. Iyon ang pinakamalapit na pangungusap doon sa pangyayaring iyon.

So, ang naalala ko, noong naghahanda siya ng pagtatalumpati at tinatalakay niya ‘no, merong mga ilang miyembro ng Gabinete na kausap niya nung naghahanda siya, kung paano pinakamainam tatapusin ang talumpati. Nabanggit niya iyon na talaga nararamdaman niya iyong pangangailangan na tuparin niya ‘no iyong sinabi ng kaniyang mga magulang at iyong napaka-intent ‘no ng kaniyang commitment na ma-fulfill iyong kaniyang tungkulin, especially doon sa aspect na he feels that he was given a new lease on life dahil nga doon sa ambush noong 1987.

So, iyon iyong magkarugtong, iyong … magkarugtong iyon, magkasunod iyon, iyong reference to his parents at iyong philosophy and legacy nila at iyong new lease on life that he believed was providential. Pinagkaloob sa kaniya iyong bagong pagkakataon at dapat ay maging makabuluhan iyon.

JAKE: Secretary, noong Lunes po iyon, so nagkausap na ho ba ulit kayo ng Presidente and talked about this na puwede ninyong i-release sa publiko?

SEC. COLOMA: Anong ibig sabihin “can talk about this”?

JAKE: Ibig sabihin, nagkausap na ba kayo ni Pangulo magmula noong Monday, after the speech?

SEC. COLOMA: Ang huli po ay noong after—after the speech ay nagkausap po kami…

JAKE: Ano po ang sabi niya?

SEC. COLOMA: … nagkaroon po nang konting salu-salo. He invited members of the Cabinet at saka iyong speech writing team niya, nag post-SONA dinner po doon sa Malacañang.

JAKE: At meron kayong puwedeng sabihin sa publiko, sa mga highlights po noon?

SEC. COLOMA: Nagpasalamat lang naman siya doon sa mga tumulong dahil ilang gabi rin ng puyatan iyon. (Laughs)

JAKE: (Laughs) Kasama na kayo roon.

SEC. COLOMA: Oo. Iyon ang mahalaga doon, Arlyn at Jake, iyong mindset niya talaga ay para iparating sa mga Pilipino kung gaano niya nararamdaman iyong imperative to do his duty and to finish all the things that he has started.

JAKE: Pero, Secretary, was he happy or contented with the way it turned out?

SEC. COLOMA: Sa palagay ko—well, unang-una; he felt relieved, ‘no, na tapos na... (Laughs)

ARLYN: (Laugh)…Na natapos na. The longest SONA.

SEC. COLOMA: …at kung magbabalik-tanaw tayo, magkakasunod kasi iyan, two weeks ago lang iyong talumpati niya tungkol sa DAP. And he also spent weeks of analyzing the situation at kung paano niya ipi-frame iyong sasabihin niya doon. Back-to-back kasi iyan na medyo intense iyong pag-iisip.

ARLYN: Secretary, kaninong desisyon iyong tono ng kaniyang speech ay hindi na combative? Iyon ang napansin ng lahat, ‘di ba. Sabi nga nila, “You want a statesman, ayan, ganyan ang statesman.”

SEC. COLOMA: Sa kaniya mismo iyon, kasi si Pangulo naman ang nag-iisip. He is 100% the author of kung ano ang narinig ninyo. Salita niya mismo iyon. Kasi ang ginagawa lang naman niya, bini-verbalize niya iyong mga gusto niyang sabihin, and then the speech writers simply take note of what he is saying. Tapos pagbalik, sasabihin niya: “Hindi yata ganyan ang gusto ko, ganito na lang.”

So, siya talaga iyon, salita niya iyong mga ginagamit na pangungusap doon. Even the tone of speaking, ayaw niyang masyadong seryoso o masyadong mabigat. Nasa kaniya iyon, iyong whether to put it … gawing tanong instead of a declarative sentence. Sa kaniya lahat iyong nuances of speech and communication na iyon, kaya sarili niyang pasya iyon.

ARLYN: Nanggagaling sa puso, ‘no. Secretary, gusto ko lang balikan iyong sabi ninyo iyong konteksto kung paano siya dumating doon sa pag-choke niya at talagang nangilid ang luha ng Pangulo ‘no.

Pero may portion na sinabi siya roon – at sabi ninyo naman meron talagang banta – iyong sabi: “Hindi natin alam kung kailan, pag susunod na pagtuntong sa entablado ay magtagumpay sila.” So, what do you think the threat?

SEC. COLOMA: Siguro iyong sense of fatalism na rin, na in reality, sabi naman niya, iisa lang naman ang buhay ko. They can try o baka magtagumpay sila o hindi. He was just thinking aloud ‘no, iyong sinabi niya. Pero kahit ano pa naman iyon, gagawin ko pa rin iyong nararapat, kailangan ko pa ring gawin iyong aking tungkulin. So, iyon iyong kaniyang ano—at saka iyong ang kadugtong naman noon, anyway, kung humantong man doon sa ganun ‘no, kung magbuwis ako ng buhay, marami namang puwedeng magpatuloy. Iyon naman ang segue noon, at binanggit niya iyong pangalan ng mga tao sa kaniyang pananaw [ay] ipagpapatuloy iyong nasimulan.

JAKE: Anyway, Secretary, alam ninyo marami akong kausap na negosyante sa Tuesday Club kahapon. Siyempre sinasabi nila, maganda raw iyong talumpati ng Pangulo. Pero some businessmen are saying na— I don’t know kung tama rin iyong pananaw ninyo—that there is a certain degree na, ika nga, dapat daw ipaliwanag kung talagang totoo ba iyong mga rumors na iyan? Because they wanted the President to continue and they wanted a stable presidency until 2016. Parang ganoon po ang dating nila.

SEC. COLOMA: Most determined po ang Pangulo na tapusin lahat iyan. Makikita naman natin sa mga Cabinet meeting, napaka-intent ng kaniyang scrutiny ng mga projects. Ayaw niya niyong haphazard ang preparation, iyong analysis na hindi kumpleto. Sabi niya: “Tiyakin natin tama ito. Kahit sino ang makakita ang trabaho natin, hindi masasabing hindi pinakamahusay na produkto itong ating ginawa.”

So, he’s very intent in his desire na matapos lahat ng mga programa at makapaglatag nang malakas na pundasyon para sa kinabukasan. Very, very conscious siya doon.

Sabi ko nga, iyang mga thoughts na ganiyan ‘no, iyong mga health reason, mga ganoon, those are baseless speculations. Parang hindi lang nila naunawaan iyong konteksto kung saan nanggaling iyong expression of sentiments niya at that point of the speech.

JAKE: Okay, Secretary Sonny Coloma, maraming salamat po sa inyo.

President Benigno S. Aquino III—through the Department of Budget and Management (DBM)—today submitted the government’s proposed P2.606-trillion 2015 National Budget to Congress, in fulfillment of the Administration’s commitment to further facilitate rapid, inclusive, and sustainable growth in the country.
The Administration’s proposed expenditure program for 2015 is 15.1 percent higher from the current year’s P2.265-trillion budget, representing 18.4 percent of the country’s Gross Domestic Product and reflecting the jump in the Administration’s growth assumption of 7.0-8.0 percent for 2015.
“Our proposed spending program is an expression of the President’s unerring commitment to bring inclusive socio-economic development to the people. In 2011, we started our budget reform agenda from the jump-off point of good governance, with the end goal of lifting more Filipinos out of poverty.
“It has been four years since President Aquino assumed his position, and the 2015 proposed Budget—aptly themed Kaunlaran Para sa Lahat—shows the progression of our priorities. Now that we’ve set many of the critical foundations of good governance, we’re working harder at bringing inclusive growth to the country through transparent, accountable, and participatory budgeting,” Budget and Management Secretary Florencio “Butch” Abad said.
According to Abad, the 2015 Budget takes off from the achievements that the Administration has so far recorded over the last four years, including various fiscal reform accomplishments, as well as several groundbreaking investments in social protection and economic services.
“The Philippines was once considered the weak man of Asia, so to speak. By now, however, we’ve earned quite a reputation as one of the region’s most promising economies, given the expansion of our GDP and our unprecedented governance gains.
“This time around, the challenge is for us to make public spending even more efficient and effective, especially in the wake of the previous year’s calamities. Thousands of Filipinos are still recovering from the effects of Super Typhoon Yolanda and other disasters that struck the country in 2013, and this budget—in line with the Administration’s Philippine Development Plan—will carefully account for these communities’ needs. No one should be left behind; this principle is the driving force of our 2015 expenditure program,” Abad said.
ALLOCATION BY SECTOR
Social services continue to take the lion’s share of the proposed 2015 budget, attesting to the Administration’s continuing pursuit of its antipoverty goals. Social protection and welfare services—which include the provision of basic education and universal health care—account for 37.1 percent of the proposed expenditure program, with P967.9 billion now devoted to the sector.
This amount is 15 percent higher than the P841.8 billion that currently supports social services under the 2014 National Budget, and will allow the Administration to strengthen its K-12 program, as well as the Universal Health and Conditional Cash Transfer programs.
Economic services are still a major mover in the President’s inclusive growth campaign, with the 2015 proposed budget directing P700.2 billion towards this sector. This comprises 4.9 percent of the country’s GDP and accounts for 27 percent of the expenditure program for the next fiscal year.  At least P339.4 billion in funds will go towards various infrastructure programs, including the construction of national roads and integrated transport systems nationwide.

Focused and comprehensive reintegration services await repatriate OFWs under DOLE’s Assist WELL Program

 The Department of Labor and Employment (DOLE) has set up a package of comprehensive reintegration assistance and services under its Assist WELL Program to ensure that returning overseas Filipino workers (OFW) who voluntarily sign up for repatriation, or those who are compelled to go home under mandatory repatriation due to crises or emergency situations, are successfully reintegrated in the mainstream of Philippine society.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz gave this assurance yesterday, saying agencies and offices of the DOLE concerned with local and overseas employment and provision of welfare services for OFWs have converged and now implement the Assist WELL Program that will best address the Welfare, Employment, Legal, and Livelihood needs of repatriated OFWs.

“It is true that many OFWs are hesitant to come home even if the country where they work are in the middle of crisis, or are experiencing political conflict because of their apprehension of being dislocated. The Assist WELL Program aims to address this concern,” Baldoz said.

"Thus, I assure our OFW repatriates from countries experiencing crisis situations or emergencies, such as Libya, Syria, Afghanistan, and Iraq, Kenya, of a safe and smooth return. The government, through the DOLE, is here to assist you," she added.

A component of the National Reintegration Program for OFWs, the DOLE adopted the Assist WELL Program to ensure the successful reintegration of OFWs repatriated from crisis or emergency situations, pursuant to relevant alert level systems of the national government.

Secretary Baldoz established the program under DOLE Department Order No. 139, Series of 2014.

Relative to Welfare Assistance, the OWWA, as head of Assist WELL Program’s welfare assistance committee, provides airport assistance; temporary shelter and accommodation; transport assistance to residence; emergency medical assistance; and stress debriefing.

On employment assistance, the employment assistance committee provides job placement/referral for local employment or overseas employment; and competency assessment and certification for repatriated workers who wish to confirm whether they possess the competencies required in a preferred workplace. This committee is headed by no less than DOLE Undersecretary Reydeluz Conferido.

Undersecretary Ciriaco Lagunzad heads the livelihood assistance committee which provides entrepreneurial development training; livelihood skills training; hands-on business mentoring and support; and business loan assistance.

There are three programs that repatriated workers can avail under livelihood. These are the P2-B Reintegration Loan Fund for OWWA members; Balik-Pinay, Balik-Hanapbuhay for distressed OFWs; and the P10-K Livelihood Assistance for non-documented workers.

Lastly, the legal assistance committee, headed by POEA Administrator Hans Leo J. Cacdac, provides legal advice; conciliation proceedings to afford repatriated workers and their recruitment agencies a venue to discuss the possibility of amicable settlement; assistance in the preparation and filing of complaints for illegal recruitment, recruitment violation, and disciplinary action cases; and counselling during preliminary investigation and hearings of criminal cases for illegal recruitment.

“All concerned DOLE implementing agencies have been directed to allocate and commit funds for the implementation of the Assist WELL Program,” Baldoz said.

A Steering Committee, which is chaired by Baldoz herself, oversees the implementation of the Assist WELL Program. It is composed of DOLE Undersecretary Reydeluz D. Conferido, Employment Assistance Committee; Undersecretary Ciriaco A. Lagunzad, Livelihood Assistance Committee; Undersecretary Rebecca C. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday commended the DOLE Regional Office No. 1 for its pro-active stance in providing emergency employment, and thus, immediate income support to, 511 unemployed workers through the Tulong Panghanapbuhay sa ating Disadvantaged/ Displaced Workers, or TUPAD, a component of the DOLE Livelihood and Emergency Employment Program, or DILEEP. The TUPAD is a community-based (municipality/barangay) package of assistance that provides emergency employment for displaced workers; those who were self-employed and have lost their livelihood, including farmers and fishermen, due to natural or man-made disasters, and the underemployed and the unemployed poor. Under the TUPAD, worker-beneficiaries work for a minimum of 10 days, but not to exceed 30 days, depending on the nature of the emergency work. Citing the report of Regional Director Grace Ursua, Secretary Baldoz said the DOLE Regional Office has allocated P2,496,453 in TUPAD funds for the emergency employment of the 511 workers who were identified by partner local government units as unemployed due to lack of necessary skills, and have difficulty in landing in jobs. "The money will be used to pay for the salaries, micro-insurance premium, personal protective equipment (PPE) of the beneficiaries who will be engaged in community projects such as eco-tourism, repair and/or improvement of common public facilities, de-clogging of canals, debris clearing, basic repair of public infrastructure, repair and/or rehabilitation of farm-to-market roads and similar facilities, tree planting, seedling preparation, and other similar activities," Director Ursua said in her report. Ursua said the 511 unemployed workers come from the City of San Fernando in La Union, with 69 worker-beneficiaries, and the towns of San Juan, with eight workers; Agoo, 183; Santol, 11; and Sudipen, 240. Last week, Director Ursua turned over a check amounting to P858,655 to Agoo Mayor Sandra Eriguel for the salaries, PPEs, and micro-insurance of the town's 183 TUPAD beneficiaries. La Union 2nd District Representative Eufranio “Franny” Eriguel attended the check hand-over ceremony, together with Delia Chan, officer-in-charge of the DOLE-La Union Field Office; Gloria Joycelyn Aberin, Agoo Public Employment Service Office Manager and Janet Mendoza, Labor and Employment Officer III. “Our emergency employment program provides income opportunities to vulnerable workers while giving them better access to social protection and long-term employment,” Baldoz said. Apart from the emergency employment, the TUPAD also provides for the conduct of Basic Orientation on Safety and Health prior to engagement in any project. It also provides for skills training cum production for self-employment, or skills training for wage employment.

In its bid to provide accessible and quality frontline services, the Office of the Ombudsman entered into a Memorandum of Agreement with SM Mart, Inc., making its Ombudsman clearance application services available in SM business service centers nationwide.
Ombudsman Conchita Carpio Morales and SM President Consuelo Monasterio signed the MOA last 25 July 2014 at the SM North EDSA Activity Center.

SM currently operates a chain of nationwide business service centers and bills payment collection counters which can serve as alternate receiving and payment counters to augment OMB’s regional and central offices.

An Ombudsman Clearance is an official document certifying that a person has no criminal, administrative or forfeiture case pending with the Office of the Ombudsman. If there appears to be such pending case against the applicant, the Office shall instead issue a Certification of pending case/s.

Paper applications in the Ombudsman offices in Quezon City, Cebu, Iloilo, Tacloban, Cagayan de Oro and Davao City may still be availed of, in addition to online applications that may be lodged at www.ombudsman.gov.ph.

PDIC signs cross-border partnership agreement with Korean counterpart

The Philippine Deposit Insurance Corporation (PDIC) and the Korea Deposit Insurance Corporation (KDIC) signed a memorandum of understanding (MOU) to foster cross-border cooperation between the two deposit insurance agencies. The MOU was signed by PDIC President Valentin A. Araneta and KDIC Chairman and President Joo Hyun Kim on July 23, 2014 at the Peninsula Manila in Makati City.

The MOU on cross-border cooperation is part of the initiative of the two deposit insurance agencies to address and mitigate systemic risks in the global financial system. The signing of mutual cooperation between the two agencies is in response to the increasing need for international cooperation among financial safety net players to help monitor and address cross-border issues. The enhanced cooperation is expected to benefit the depositing public from both jurisdictions.

The partnership also aims to further enhance the compliance of both the PDIC and KDIC with the Core Principles for Effective Deposit Insurance Systems formulated by the International Association of Deposit Insurers (IADI), specifically the Core Principle on cross-border issues. Both the PDIC and KDIC are members of the IADI.

The MOU provides for exchange of information, technical inquiries, mutual support through exchange of experts and staff; and the conduct of bilateral meetings.

PDIC President Valentin A. Araneta said that the MOU signing with KDIC symbolizes the longstanding spirit of cooperation, assistance and friendship between the PDIC and the KDIC. This partnership is "a very substantial evidence of KDIC's commitment to share its expertise and technology with PDIC," President Araneta said.

For his part, KDIC Chairman and President Joo Hyun Kim cited the complexity and interconnected nature of the global financial system. "Increasing globalization makes cooperation among countries indispensable. In this regard, the signing of the MOU between our two organizations is very timely and meaningful. The MOU with PDIC is particularly more meaningful for us as the PDIC is one of the most respectable deposit insurers in the world with its 51 years of history." President Joo Hyun Kim also said that this MOU signals further progress in the strengthening of the mutual cooperation between Korea and the Philippines which he hopes will extend to further areas.

The PDIC and the KDIC place utmost importance on sharing their mutual knowledge and experiences in order to enhance the effectiveness of their respective deposit insurance systems. Both agencies are frontrunners in the implementation of deposit insurance system improvements. The KDIC was named the "Deposit Insurance Organization of the Year 2012" by the IADI and PDIC won the award for the year 2013.

Legazpi City: More than half of the total employees in PhilHealth Regional Office (PRO) V recently took a quick break from the Friday and Monday routines to take part in the Fire Drill organized by the Management Services Division through the Administrative Section.

Administrative Officer Reginaldo S. Bernardo, the lead coordinator of the drill, recognizes that it is the PRO’s primary responsibility to keep the office safe and secure, and to protect employees and clients against disasters. Thus, the Fire Drill was aimed towards training the employees to be pro-active in fire protection, detection, as well as evacuation.

The fire drill was conducted in coordination with the Bureau of Fire Protection. Resource speakers discussed fire prevention and building evacuation techniques in case of fire or other emergencies. Fire Officers Norman Andes and Blessie Dianne M. Balquin also demonstrated how to put out a fire using a fire extinguisher.

During the fire drill, employees were asked to evacuate the building in an orderly manner, given a reasonable time frame. Some employees were tasked to do the warnings and head counts to make sure that no one is left behind in case of emergencies, while the security guards and male employees were asked to contain fire manually, using the extinguisher.

The fire drill was a success. It taught PRO V employees the basic know- how in case of fire or other disasters requiring immediate evacuation, thereby achieving the activity tagline: Don’t Sit Still, Do the Drill.

After 12 days of intense negotiations initiated by NDF-Mindanao spokesperson Jorge Madlos and marked by goodwill and a spirit of compromise between the GPH and the NDF, the New People’s Army safely released this afternoon the four captive policemen they had abducted when they attacked a police outpost in a remote area in Surigao del Norte earlier this month. The four PNP personnel were picked up in a mountainous barangay in Agusan del Norte by a group of multi-religious leaders who served as third-party negotiators for the release of the captives. They were joined by Gov. Angel Amante of Agusan del Norte and other local government executives.

For the purpose of the release, the AFP and the NPA agreed to separately issue a Suspension of Military Offensives (SOMO) to their respective forces for a period of five days starting at noon last Sunday, July 27, and ending at noon on Friday, August 1. The released captives were received by DILG Secretary Mar Roxas who immediately escorted them to their waiting families.

We are grateful to all the local leaders and sectors without whose goodwill and cooperation the success of this important undertaking would not have been possible. The outburst of intense relief and joy at the reunion of the freed young officers with their families, all with very young children, was the immediate and heartfelt reward for everyone's efforts.

In releasing the captive policemen, the NPA announced that they had taken this action as a goodwill gesture to promote the peace negotiations. We welcome this message from the NPA.

In the face of the difficult challenges that have confronted this particular peace table, the government has remained firm in its commitment to pursue a peaceful resolution to this long drawn-out armed conflict. We reiterate our openness and serious intent to pursue peace negotiations with the CPP/NPA/NDF on the basis of a time-bound and doable agenda. We believe that our people deserve nothing less from the two parties than that they resume peace talks which can offer a clear roadmap to a just and doable political settlement.

The goodwill resulting from the successful release of the four police officers constitutes a potential building block for the resumption of peace negotiations between the two parties. This joint undertaking has shown that we can work together and resolve issues peacefully, starting with small, positive steps like this one. We invite the rebels to come to the table to find common solutions to our problems in peaceful dialogue, as Filipinos first and foremost.

Aquino pushes for reasonable, just, acceptable Bangsamoro Law

MANILA – President Benigno Simeon Aquino III affirmed that he will aggressively push for the enactment of the Bangsamoro Basic Law that will formalize and implement the provisions of the historic Comprehensive Agreement on the Bangsamoro (CAB) that the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) signed in March 2014.

“Sa abot ng ating makakaya, isusulong natin ang isang panukalang batas na makatuwiran, makatarungan, at katanggap-tanggap sa lahat (To the best of our ability, we will push for a draft bill that will be reasonable, just, and acceptable to all),” Aquino said during his fifth State of the Nation Address (SONA) today delivered before a joint Congress at the Batasang Pambansa.

The President emphasized government’s strong commitment to see the process through towards the establishment of the Bangsamoro political entity. “Napakarami na nga po nating narating dahil sa tiwala – at wala tayong balak basagin ang tiwalang ito. Ang gobyerno niyo ngayon: may isang salita (We have already achieved a lot because of trust – and we will never betray this trust. Your government will keep its word.),” Aquino said.

In keeping with this, the President called on Congress to ensure the law’s swift passage to be able to entrench the Bangsamoro Transition Authority as early as possible in 2015.

Currently, both panels are hard at work in its due diligence efforts in combing through the proposed law. “Mahalagang maging masusi ang paghimay natin ng bawat probisyong ilalatag (It is important to be thorough in checking all the provisions that will be included),” Aquino said.

Next Steps Forward

In a separate release today, government chief negotiator Miriam Coronel-Ferrer related that the government and MILF peace panels are finding good solutions to the sticky issues on the draft BBL.

“We met over the weekend and made progress on two important articles pertaining to fiscal autonomy and the structure of the Bangsamoro government,” Coronel-Ferrer said. The Parties will resume discussions on the proposed law after the celebration of Eid’l Fitr.

Meanwhile, Presidential Adviser on the Peace Process Teresita Quintos Deles appealed to the public to continue to support the peace process in spite of the snags in the crafting of the Bangsamoro Basic Law.

“There are difficulties that lie ahead and I am sure that there will indeed be many more but let us not lose hope. Keep the faith and work with us in bringing to fruition real peace and development in the Bangsamoro,” Deles said.

UNICEF’s unconditional cash grants to benefit Pantawid Pamilya families in E. Visayas

MANILA, 30 July 2014—The United Nations Children’s Fund (UNICEF), through the Department of Social Welfare and Development (DSWD), will extend financial assistance to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in Eastern Samar who were worst affected by super Typhoon Haiyan/Yolanda.

UNICEF’s Unconditional Cash Transfer (UCT) program will benefit 5,801 4Ps households in Eastern Samar, namely the municipalities of Guiuan, Hernani, Mercedes, Balangkayan and Salcedo. The identified beneficiaries come from vulnerable households who are unable to meet their food and essential non-food needs.

Through a Memorandum of Agreement signed by UNICEF and DSWD, each household beneficiary will receive P4,400 monthly, on top of the regular cash grant provided by the 4Ps. The cash distribution will run concurrently with 4Ps pay-outs. The additional cash grant will cover six months starting July until December 2014.

The UNICEF-DSWD partnership expands from the 10,000 households currently supported by UNICEF’s UCT programme in Leyte. Implemented with UNICEF partner, Action Contre La Faim (ACF), it provides a similar cash grant over six months.

“The unconditional transfer of cash to carefully selected families allows them to take a step back from the decisions they have to make after Haiyan/Yolanda, given their loss of property, savings and livelihoods, said Lotta Sylwander, UNICEF Philippines Representative.

The UCT programme in Leyte shows that with very low household incomes, half of the transfers are being spent on food, while the rest are spent on shelter, health care, education and savings.

“These efforts complement the recovery efforts of the 4Ps toward improving the country’s human capital by keeping poor children in school, and giving them medical assistance, while extending immediate financial support to their families,” Sylwander said.

“Eight months after Haiyan/Yolanda, we continue to receive support from our partners whose mandate involves empowering children and families. We are grateful to UNICEF for extending assistance to 4Ps beneficiaries in selected areas in Eastern Samar. With our strong partnership with UNICEF, we can significantly contribute to positive changes in the lives of our beneficiaries,” said DSWD Secretary Corazon Juliano-Soliman.

Through the UCT program, UNICEF supports the 4Ps in its current recovery phase activities and remains committed in its work to advance the welfare of children.

“Through our collaboration with DSWD, we demonstrate our commitment to reach more children and families in the most direct way possible, including advancing their rights to determine and fulfill their immediate recovery needs,” said Lotta Sylwander, UNICEF Philippines Representative.

Interior and Local Government Secretary Mar Roxas on Tuesday personally pinned the Medalya ng Sugatang Magiting to two police officers who were wounded while defending the municipal police station of Alegria in Surigao del Norte from a New People’s Army (NPA) attack last July 10.

Roxas handed the awards in a ceremony held at the Kitcharao Elementary School in Agusan del Norte, which served as government command center for the release of four other policemen held captive by the NPA after the Alegria raid.

The DILG chief was accompanied by Director General Alan Purisima, Philippine National Police Chief Director, when he pinned the Medalya ng Sugatang Magiting to PO2 Romero B. Dagsa and PO2 Reuben C. Salino, both detailed at the Alegria municipal police station.

“Hindi matatawaran ang katapangang ipinakita ninyo sa paggampan sa tungkulin. Magsilbi sana kayong huwaran sa mga kasama ninyo sa PNP,” Roxas told the two policemen cited for gallantry.

“Ipinakita ninyo rin na handa ang ating mga pulis na itaya ang kanilang buhay para sa kapakanan ng ating mamamayan,” he added.

After the awarding ceremony, Roxas personally received PO3 Vic Calubag Concon, PO1 Rey O’niel Morales, PO1 Joen B. Zabala and PO1 Edito F. Roquino, who were freed on that same day by the National Democratic Front-North Eastern Mindanao Region (NDF-NEMR) after 19 days in captivity.

The NPA rebels released the four policemen unharmed around 5:30 p.m. Tuesday to a team of local officials led by Agusan del Norte Gov. Angel Amante, who fetched the officers in the mountain barangay of Hinabangan in Kitcharao town.

The police officers were later reunited with their wives who were waiting with Roxas, Purisima and Presidential Peace Adviser Ging Deles at the government command center in Kitcharao Elementary School, located about seven kilometers from the release site.

The police officers were later taken to a government hospital for medical check-up.

Negotiations for the release of the four police officers scored a major breakthrough last week after the National Democratic Front-Northeastern Mindanao sought the intercession of Roxas to break an impase in ongoing talks to secure the policemen's freedom.

The Local Crisis Committee led by Surigao del Norte Gov. Sol Matugas had began negotiating with the NDF-NEMR for the policemen's freedom immediately after the rebel raid on Alegria.

Initially, the NDFP-NEMR demanded that government security forces declare a 10 day-ceasefire (SOMO/SOPO) in Surigao City and 14 municipalities in the mainland of Surigao del Norte as preconditions for the policemen's release.

After a series of negotiations with the local crisis committee, the NDFP reduced the ceasefire period to six days covering only six municipalities in the mainland of Surigao del Norte.

Last Saturday, July 26, the NDFP-NEMR informed Sec. Roxas through an emissary that the NPA units holding the four policemen as hostages are amenable in releasing their captives if government security forces will agree on a five-day ceasefire covering the towns of Placer, Bacuag, Tubod, Gigaquit, Alegria and Claver, in Surigao del Norte; and the towns of Kitcharao, Jabonga and Santiago, in Agusan del Norte.

Last Sunday, July 27, Roxas announced that the military and the police have agreed to meet the rebels' precondition to pave the way for the safe release of the four police officers.

The DILG chief's announcement prompted the NDF-NEMR to issue a corresponding ceasefire order, which led to the eventual release of the four policemen.

After 19 days in captivity, four police officers under the custody of the New People's Army were freed by their captors and turned over to government upon the intercession of Interior and Local Government Secretary Mar Roxas.

The DILG Secretary flew to Agusan del Norte with Presidential Peace Adviser Ging Deles and PNP chief Director General Alan Purisima to ensure the safe release of PO3 Vic Calubag Concon, PO1 Rey O’niel Morales, PO1 Joen B. Zabala and PO1 Edito F. Roquino.

The four police officers were held captive by the NPA after a rebel raid on the Alegria municipal police station in Surigao del Norte last July 10. Two NPA rebels were killed during the raid, while two other police officers were wounded.

Roxas also cited the efforts of peace advocates and civil society organizations, who helped the Local Crisis Committee in the initial stages of negotiations with the NDF-NEMR.

"Nagpapasalamat din ako sa civil society organizations at third party facilitators na nakipagtulungan sa ating mga LGU officials para mabilis na maresolbahan ang krisis na ito," the DILG chief said.

"Sa pagtutulungan nating lahat, naipakita natin na posibleng makamit ang kapayapaan kung sama-sama tayong magsusulong nito," he added.

The NSTW which opened on 24 July 2014 and will run until 28 July 2014 at Halls 1 to 4 of the SMX Convention Center, Pasay City, is organized by the Department of Science and Technology – Technology Application and Promotion Institute (DOST-TAPI). The theme of this year’s NSTW is “Philippines: A Science Nation Meeting Global Challenges.”

The event showcases technologies in the fields of agricultural productivity, enterprise development, industry competitiveness, IT Business Process Management, quality healthcare, education, Science and Technology Disaster Preparedness, and good governance.

Recognizing the importance of good governance and transparency in the energy sector, the DOE under the leadership of Secretary Carlos Jericho L. Petilla, initiated the Kuryente and WattMatters websites to better inform the public about the dynamics in the power industry and to guide them on how to manage their own electricity consumption.

Kuryente seeks to answer the perennial question on everybody’s mind in terms of electricity, “magkano ba ang kuryente mo?” The site enables users to search information on electricity prices in various areas in the Philippines. It also gives them a background profile of electric cooperatives and distribution utilities and an overview of the energy industry as a whole.

WattMatters, on the other hand, guides consumers in buying energy-efficient appliances. It features a database of different home appliances to enable consumers to compare the energy efficiency of these products and obtain the best value for their money when purchasing appliances. Users can also estimate their monthly electricity consumption through the appliance calculator and at the same time, learn various energy saving tips to reduce their bills.

For convenience, both websites are also available as apps for Android devices.

With these websites, the DOE hopes that people will be more knowledgeable and will be more vigilant in terms of energy pricing and usage.

In fact, it is only now in the history of the agency that we are going to build classrooms in preparation for FUTURE requirements. We are also hiring teachers at unprecedented levels that position our schools to provide quality education. The continued roll-out of the K to 12 curriculum sets the foundation for lasting reform of the Philippine educational system.

President Aquino recognizes the gains of DepEd and the hard work of our teachers by showing the real fruits of our labors – students who graduate with a better future and an increased hope in our country. The stories of Mark Escora (TESDA graduate), Jonnalyn Navarossa (TESDA graduate), and Maria Cecilia Fruelda (DepED ALS graduate) are the result of an education system and a reforming bureaucracy that refuse to give up on the Filipino learner. These graduates represent the perseverance and commitment of our teachers and administrators who lead the fight against ignorance and despair in the most difficult circumstances. We will leave no Filipino child behind.

The President continues to be bound by his social contract to the Filipino people. We will persevere to restore people’s faith in government by pursuing much-needed reforms. We call on everyone to rally together and to move forward collectively in building our nation. Indeed, the Filipino is worth fighting for.

BIR reminds importers and customs brokers of the July 31 accreditation deadline

The Bureau of Internal Revenue (BIR) is reminding once again all importers and customs brokers that July 31, 2014 is the deadline for them to comply with accreditation requirements of the tax agency.

The deadline for compliance was first extended to June 30, 2014. Now, importers and customs brokers have until the end of the month to apply for accreditation with the BIR, a requirement they have to comply with before they are accredited by and allowed to transact with the Bureau of Customs (BOC).

Failure on their part to comply with the accreditation requirements will lead to the cancellation of their existing BOC accreditation effective August 1, 2014, or the date of the expiration the said accreditation, whichever comes first.

The BIR previously issued Revenue Memorandum Order Nos. 10-2014 and 22-2014 to set the guidelines, policies and procedures in the accreditation of Importers and Customs Brokers before they can be accredited by the BOC.

“There will be no more extension of the new deadline,” said Commissioner of Internal Revenue Kim S. Jacinto-Henares.

Commissioner Henares called on all importers and customs brokers to immediately comply with the BIR’s accreditation requirements, which have been simplified and made easier.

She said: “We believe we have given them enough time to comply with our accreditation requirements since this is already the second deadline extension given to them. This is part of our reform program and good governance initiatives and we call on all concerned to be part of this process.”

In celebration of its 21st anniversary, the Bangko Sentral Pilipinas will hold the 2014 Awards Ceremony and Appreciation Lunch for BSP Stakeholders in Region I and Cordillera Administrative Region (CAR) that have continuously supported its statistical initiatives, information requirements, and advocacy programs. The event will be held on Tuesday, 5 August 2014 from 10:00 a.m. to 1:00 p.m. at the Convention Hall, BSP La Union Regional Office, San Fernando City, La Union, with the theme “Forging Stronger Alliances, Propelling Sustainable Growth.” Monetary Board Member Felipe M. Medalla will lead in honoring this year’s awardees and stakeholders.

The BSP will give seven awards for outstanding partners—two for the Business Expectations Survey (BES), one for the Cross Border Transaction Survey, two for information source for the Report on Regional Economic Developments, one for the Local Government Unit (LGU) supporting the Credit Surety Fund (CSF) and one for the Currency Programs of the BSP.

The Outstanding Respondent among Large and Medium Firms and the Outstanding Respondent among Small Firms will be conferred to the BES respondents that have participated regularly in the survey by providing timely, complete, accurate and consistent responses. The awardees were selected from among the country’s top corporations in Region I. The Outstanding Respondent for Inter-Company Accounts was selected from the respondents of the CBTS based on their timeliness of submission, internal consistency, accuracy and completeness of details provided in all of the monthly surveys conducted in 2013. The Outstanding Partners for the Report on Regional Economic Developments will be awarded to the agencies or institutions that provided the BSP with information support for an effective environment scan of Region l and CAR. The Outstanding LGU supporting the CSF will be granted to the LGU that promoted the CSF and helped in the advancement of micro, small and medium enterprises (MSMes) under its jurisdiction. Meanwhile, the Outstanding Regional Partner in Currency Programs will be given to the agency or institution that supported the BSP’s currency programs and advocacies in the region such as the clean note policy and coin recirculation.

This occasion is the third leg of the BSP’s regional stakeholders’ events which will be held from July to September 2014 in 11 areas outside the National Capital Region (AONCR) to honor stakeholders in various award categories. Stakeholders of the BSP in the National Capital Region were earlier recognized during the awards ceremony held last 9 July 2014 at the BSP Main Office.

This event is expected to further strengthen the partnerships between the BSP and its stakeholders, resulting in more efficient and effective means of information gathering and conduct of advocacy campaigns to achieve the BSP’s ultimate goal of safeguarding price stability and promoting a healthy financial system as well as ensuring an effective payments and settlements system in the country.

“Since President Aquino assumed his position in 2010, the country has broken ground with several achievements that few imagined we could accomplish. In just four years, the Philippines has outshone its neighbors in the region as one of Asia’s best-performing economies, surpassing global expectations and pushing increased investor confidence towards the country’s growing market.

“We’re not just looking at the rapid expansion of the economy, where GDP growth levels climbed as high as 7.2 percent last year. We’re also talking about the upsurge in the Philippines’ GDP per capita, which rose from just USD1,832 in 2009 to USD2,765 in 2013. This has translated to a population with greater buying power and more resources to spend on themselves and their families.

“Just as encouraging is the fact that poverty incidence has decreased to 19.1 percent in the first semester of 2013, registering a three-point drop from year-on-year levels in 2012. The fact that we’ve managed to cut down poverty rates in just one year is actually remarkable, given that poverty incidence in the country remained unchanged for years.

“We’re likewise seeing a significant improvement in the quality of jobs now available to our growing workforce. SC enjoins Malabon RTC’s TRO against “Hulbot-Hulbot” fishing

The Supreme Court (SC) issued a Temporary Restraining Order (TRO) against a court order issued by the Malabon Regional Trial Court (RTC) prohibiting the implementation of Fisheries Administrative Order No. 246, which bans the use of Danish Seine and Modified Danish Seine, locally known as “hulbot-hulbot,” in the Philippine waters.

In a resolution filed on July 7, the Highest Court granted the petition made by the Department of Agriculture (DA) and the Bureau of Fisheries and Aquatic Resources (BFAR) on the issuance of a court order on April 14 by the Malabon RTC preventing said agencies from enforcing FAO 246.

“We are pleased with the Supreme Court’s Order as this upholds the implementation of FAO 246 which is a result of the consensus by multi-sector policy-making body in response to the clamor of concerned stakeholders, who rallied against the destruction hulbot-hulbot is bringing to our marine resources,” BFAR national director Asis G. Perez said.

Danish Seine is an active fishing gear which consists of a conical net with a pair of wings, the ends of which are connected to a rope embedded with buri , plastic strips, sinkers or other similar materials to serve as scaring or herding device hauled through a mechanical winch or by manpower.

However, it was found out that the use of hulbot-hulbot contributes to the destruction of marine habitats and other fishery resources which violates section 92 of Republic Act 8550, also known as the Fisheries Code of the Philippines, which reiterates the prohibition of the use of any fishing gears that destroy coral reefs, seagrass beds, and other fishery marine life habitats.

Fisherfolk groups and associations expressed positively of the Order made by the Supreme Court. Gilberto Entoma, a representative for the small-scale fisheries sector in the National Fisheries and Aquatic Resources Management Council (NFARMC), said that the move serves not only the interest of small-scale fisheries but also the interest of the fisheries sector in general.

Likewise, non-government organizations (NGOs) advocating reforms for fisheries management are hopeful that the TRO will soon turn into a decision that would curtail the use of hulbot-hulbot in the country by not impeding its full enforcement. Meanwhile, BFAR continues to promote environment-friendly fishing methods and gears such as ringnet, bagnet, purse seine, paaling, tuna handline, hook and line, longline and gillnet as they pose no harm to the aquatic environment and thus, sustainable. The approval of Republic Act 10644: An Act Promoting Job Generation and Inclusive Growth through the Development of Micro, Small and Medium Enterprises or the “Go Negosyo Act” authored by Senator Paolo Benigno "Bam" Aquino is seen to bring government services closer to small businesses through the establishment of Negosyo Centers in all provinces, cities, and municipalities.

With the Go Negosyo Act, the DTI, with the support of LGUs and other government agencies, expects to further boost its assistance to micro, small and medium enterprises (MSMEs) to grow and flourish, and intensify the promotion of entrepreneurship in the country.

The Negosyo Centers shall be responsible for promoting ease of doing business and facilitating access to services for micro, small, and medium enterprises (MSMEs). Aside from facilitating business registration through the Philippine Business Registry System, the Centers shall provide assistance to MSMEs in the availment of technology transfer, production and management training programs, and marketing assistance of the DTI, Department of Science and Technology (DOST), University of the Philippines – Institute for Small-Scale Industries (UPISSI), Cooperative Development Authority (CDA), Technical Education and Skill Development Authority (TESDA) and other agencies concerned.

The MSMEs account for more than 99% of all establishments in the country, which comprise 66% of the total employment in the private sector.

DOLE's PRC re-schedules licensure examinations for teachers, physicians, and sanitary engineers

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday announced that the Professional Regulation Commission (PRC), an attached agency of the DOLE, has rescheduled the Board Licensure Examinations for Professional Teachers (BLEPT), Physicians (BLEP), and Sanitary Engineers (BLESE) which were originally scheduled in July and August 2014.

Baldoz said PRC Chairman Teresita Manzala, in a report, informed her that the professional regulatory boards for teachers, medicine, and sanitary engineering recommended the rescheduling of the licensure examinations to give way to the centennial anniversary celebration of the Iglesia ni Cristo (INC) which coincides with the BLEPT on 27 July 2014.

"The PRC had issued Commission Resolution No.838, Series of 2014, which underlined the need to reschedule the licensure examinations that will be affected by the INC Centennial Celebration," Baldoz said, adding that she had directed the PRC to disseminate the information on the new schedules as widely as possible to make applicants aware about them.

The new dates of exams and their corresponding deadlines for filing of application are as follows:

For Professional Teachers, the examinations will be 17 August 2014, with the deadline for the filing of application to take the examinations on 14 June 2014.

For Physicians, the examinations, which were originally scheduled on 16, 17, 23, 24 August, has been moved to 23, 24, 30, 31 August 2014, with the deadline to file the application on 1 August 2014.

For Sanitary Engineers, the examinations, which were originally scheduled on 12, 13, 14 August, has been re-scheduled for 26, 27, 28 August 2014, with the deadline on 6 August 2014.

Kasambahay contract now available in 12 different local dialects

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, whose instructions to effect smooth implementation of the rules and regulations governing Republic Act No. 10361, otherwise known as An Act Instituting Policies for the Protection and Welfare of Domestic Workers, or more commonly known as Batas Kasambahay, yesterday said the DOLE has caused the translation of the Service and Recruitment contracts for Public Recruitment and Placement Agencies (PRPA) under the Kasambahay Law into 12 local languages.

"Yes, the Service and Recruitments contracts for PRPAs under the Kasambahay Law has been translated into 12 local languages for easy understanding," she said in a statement.

“User-friendly documents, such as these contracts, written in plain and easily-understandable language, could cultivate a healthy and dynamic relationship between the employer and employee,” she added.

The labor and employment chief observed that the only difference between these translated contracts and those legalistically drafted is enforcement. She explained that as more kasambahay and employers become aware of their rights, they are spared from the hassle--saves them time, money, and effort--of ensuring that the legal force and the rights sought to be protected are intact.

According to Baldoz, the Bureau of Local Employment had caused the translation of both the service and recruitment contracts into Bicolano; Cebuano; Chavacano; Hiligaynon; Ilokano; Kapampangan; Maguindanawon; Meranao; Pangasinense; Filipino (Tagalog); Tausug; and Waray.

"The translation is one of the BLE's initiatives under its Labor Market Information dissemination mandate, while the formulation and drafting of the contracts was the initiative of the Bureau of Working Conditions, another DOLE bureau.

“The service contract for kasambahay is a binding covenant that sets the balance for the protection of both employer and household service workers (HSWs). It guarantees a system that affords both parties their own rights when they recruit or hire household service workers (HSWs), and when they accept a job offer from a potential employer,” Baldoz said.

“In effect, the contract puts on record all transactions between both parties. Thus, creating an effective mechanism to back-track on agreements and facilitate the necessary redemption for the aggrieved party,” Baldoz explained.

Among the contents of the contract are the following responsibilities of the PRPAs, to wit: (a) ensure that the kasambahay is qualified as required by the employer; (b) secure the best terms and conditions of employment for the kasambahay; (c) ensure that the employment agreement between the kasambahay and the employer stipulates the terms and conditions of employment and all the benefits in accordance with this IRR; (d) provide pre-employment orientation debriefing to the kasambahay and the employer about their rights and responsibilities; and (e) ensure that the kasambahay is not charged or required to pay any recruitment or placement fees.

The contract also directs PRPAs to undertake the following in facilitating the employment of HSWs: (a) keep copies of employment contracts and agreements pertaining to recruited kasambahay which shall be made available during inspections, or whenever required by the DOLE or local government officials; (b) assist the kasambahay in filing complaints and grievances against employers; (c) cooperate with government agencies in rescue operations involving abused or exploited kasambahay; and (d) assume joint and solidary liability with the employer for payment of wages, wage-related and other benefits, including monthly contribution for SSS, PhilHealth, and Pag-IBIG membership.

“The PRPAs are also tasked to facilitate the replacement of kasambahay within one month from the day he/she reported for work. The agency must grant the employer a qualified replacement at no additional cost to the employer,” Baldoz explained, adding:

“The employer shall be entitled to a refund of 75 percent of the fees paid to the private employment agency, if the latter failed to provide a qualified replacement after the lapse of one month from receipt of request for replacement.”

The Kasambahay Law is a landmark piece of labor and social legislation that recognizes for the first-time domestic workers as similar to those in the formal sector. It is expected to benefit at least 1.9 million domestic workers, such as househelp, nannies, laundrywomen, cooks and others.

The law fulfills the country’s obligation to enact a national legislation in compliance with the International Labor Organization’s Convention 189 which sets new international standards for the protection of household helpers.

PHL Embassy in Wellington Continues Active Engagement with Christchurch Authorities, Filipino Workers

30 July 2014 - With the influx of Filipino workers involved in the rebuilding and reconstruction of Christchurch, the Philippine Embassy in Wellington, New Zealand continues to engage and collaborate closely with the relevant authorities, as well as with the Filipino workers currently staying and working in Christchurch and other support groups and stakeholders in promoting their interests, resolving their concerns, issues and problems and working for their welfare and well-being.

Philippine Ambassador to New Zealand Virginia H. Benavidez, accompanied by Third Secretary and Vice Consul Glenn Joseph Obach, went to Christchurch on July 22 following previous visits to look into the reports gathered by the Embassy on the situation and status of Filipino workers in Christchurch.

Following the meetings earlier this year and last year, Ambassador Benavidez, together with Philippine Honorary Consul to Christchurch Peter Wait and Vice Consul Obach, met again with Immigration New Zealand (INZ) and Labour Inspectorate officials in Christchurch. INZ officials present at this meeting were INZ Area Manager Janine Parsons, INZ Immigration Manager Sue Jackson, INZ Immigration Area Manager for the Central and Southern regions Dave Campbell. Labour Inspectorate officials Kim Baldwin, John Taylor, and Haley O’Donnell were also present.

Discussions focused on the continuing action and possible steps that can be undertaken by relevant authorities both in New Zealand and in the Philippines to address concerns and resolve problems related to employment, visa status and workers’ rights. INZ and Labour Inspectorate officials stressed the crucial importance of immediate and close coordination with them to address the concerns of the Filipino workers. The Philippine Embassy reiterated its deep appreciation for the New Zealand authorities’ continuing action, assistance, understanding and cooperation.

A day prior to the meeting, Ambassador Benavidez had talks with the Philippine Overseas Employment Administration (POEA) to stress the urgency and importance of cooperative arrangements and possible government-to-government agreement on the recruitment and deployment of Filipino workers to New Zealand.

While in Christchurch, Ambassador Benavidez was also able to meet Mr. Paul Brown, Principal at Lexington Legal, who is an employment lawyer. Mr. Brown has now been drawn into immigration and recruitment laws as well, because of his recent involvement in uplifting the conditions of Filipino workers in Christchurch.

Ambassador Benavidez likewise met with Ms. Lana Hart, Skilled Migrant Business Services Adviser at the Canterbury Employers’ Chamber of Commerce (CECC). While talking about the current plight of the Filipino workers, Ambassador Benavidez and Ms. Hart also discussed ethical pathways and business models that will address the concerns of migrant workers in general and be in line with New Zealand and Philippines laws, rules and regulations.

In the evening, Ambassador Benavidez also had the opportunity to interact with two Filipino workers, Mr. Dennis Melchor and Mr. Ramil Austria, and Mr. Robert Prima, Human Resources Manager at Lexington Legal. The following day in Auckland, another Filipino worker from Christchurch, Mr. Reynaldo Lugtu, also met with Ambassador Benavidez and Philippine Honorary Consul General in Auckland Atty. Paulo Garcia. Ambassador Benavidez reiterated and assured them of the utmost concern, continuing support and immediate action of the Philippine Embassy as it continually opens the doors for Filipino workers to have access to valuable information and assistance from the appropriate local authorities and the Philippine Embassy and relevant agencies such as the POEA, Overseas Workers Welfare Administration (OWWA), Department of Labor and Employment (DOLE) and others. An advisory from the Philippine Embassy will be issued soon to provide all Filipino workers in New Zealand the necessary information, contact persons and contact details that will help them to make sure their rights and well-being are safeguarded while they are in New Zealand.

The Philippine Embassy has always shared with the Filipino community the Philippine Government’s concern for the welfare and well-being of Filipinos overseas, as mandated by the third major pillar of Philippine foreign policy.
