Forecast:

-As of 7:00am, nasa layong 645km east northeast ng Aparri, Cagayan o kaya 600km east of Basco, Batanes ang bagyong Florita.
-Taglay nito ang malakas na hangin na umaabot ng 185kph at may pagbugso na umaabot ng 220kph.
-Kumikilos ito sa northwest na direksyon sa bilis na 24kph.
-Sa kinikilos niya ngayon ay walang chance na mag-landfall ito sa anumang parte ng ating bansa.
-Malayo ang present location niya sa kalupaan nito.
-Bagama’t malayo ang distansya niya sa lupa ay pag-iibayuhin niya ang Habagat na nagpapaulan sa Metro Manila, Western Visayas, MIMAROPA, Zambales, Bataan, Cavite, Laguna at Batangas.

-Kaninang 4:00am, ang bagyong Florita ay namataan 670km east northeast ng Aparri, Cagayan. May lakas ito ng hangin na 185kph at pagbugso na 220kph.

-Mataas na ang tracking nito at sa Martes ay maaaring lumabas na ito ng PAR. Wala nang chance na tumama pa ito sa alinmang bahagi ng bansa.

Government rejects request for price increase of some food manufacturers
 
Malacanang said on Sunday that the government has rejected the request of some manufacturers to increase their respective suggested retail prices (SRP).

Presidential Communication Operations Office Secretary Hermino Coloma, Jr., said the Department of Trade and Industry (DTI) has declined the request of some manufacturers’ petition for price increase.

“Tinanggihan (ng DTI) ang hiling ng mga taga-gawa at nagbebenta ng karneng de lata o canned meat, bottled water, at sabong panligo na itaas ang kani-kanilang SRP sa dahilan ng kawalan ng karampatang katuwiran o basehan sa pagtataas. Nananatiling matatag ang mga presyo ng mga nasabing produkto sa merkado,” Coloma said in a press briefing over radio station dzRB Radyo ng Bayan on Sunday.

Only manufactured goods has suggested retail prices.

The Communications Secretary also assured the public that there will be no price hike in the prices of flours.

“Nangako ang mga panadero na wala ring magiging pagtaas sa presyo ng tinapay tulad ng Pinoy Pandesal at Pinoy Tasty,” Coloma told reporters.

He said the government continues to monitor the prices of other agriculture products, which according to DTI will retain its current prices this week. This covers the prices of eggs, sugar, poultry, pork, and even NFA rice.

On the other hand, prices of processed milk are expected go up as the prices of skimmed milk and whole powdered milk in the world market increased.

“Ngunit ang pagtaas na ito ay nilimitahan lamang sa pagitan ng 40 sentimos hanggang P4.30 sa kabila ng hiling ng mga gumagawa ng mga naturang produkto na itaas ang suggested retail price (SRP),” said Coloma.

Among the inter-government agencies that monitor the prices are the DTI, Department of Agriculture, Philippine National Police, National Bureau of Investigation, and the Presidential Assistant on Food Security and Agriculture Modernization.

“Nananawagan at hinihimok po natin ang ating mga mamamayan na isuplong at iulat sa DTI at sa ating mga law enforcement agencies ang sinumang magtangkang magpataw ng labis na presyo o nakikilahok sa mga gawaing pang-aabuso sa merkado (at) pang-iipit ng supply ng mga produkto upang kagyat na mahuli at masampahan ng kaukulang kaso,” Coloma said. Government confiscates 4,000 metric tons of NFA rice from private trading company
 
The government’s effort in battling overpricing, manipulation and cartel-like activities has led to the confiscation of an estimated 4,000 metric tons of rice, a Palace official said on Sunday.

Presidential Communication Operations Office Secretary Herminio Coloma, Jr., said the Philippine National Police – Criminal Investigation and Detection Group (PNP-CIDG) has seized this much from three out of 12 warehouses they investigated.

“Tatlong bodega ang natagpuang may paglabag sa batas dahil hindi makapagpakita ng dokumento ang mga tinuring na rice traders at ang mga ito ay ipinadlock (padlock) na ng CIDG,” said Coloma in a press briefing over radio station dzRB Radyo ng Bayan.

“Ayon sa ulat ni NFA (National Food Authority) Administrator Arthur Juan, mula lamang sa tatlong bodega na siniyasat, may natagpuang 80,076 na bags ng bigas na kung tig-50 kilo ang laman, may kabuuang humigit-kumulang 4,000 metrikong toneladang bigas,” Coloma added.

In a similar development, Coloma said Presidential Assistant for Food Security and Agriculture Modernization Secretary Francis Pangilinan reported that the Malolos Prosecutor’s Office has filed a case against a rice trading company.

The company was found violating Presidential Decree No. 4, for diversion of price and facing price manipulation charges under the Price Act, where they can face five to 15 years imprisonment.

Coloma also said NFA Administrator Juan reported that NFA-Bulacan Provincial Manager and NFA-Region III Director were both tasked to explain how NFA rice found its way to the hands of a private company when it should only be traded by cooperatives.

“Pinapatunayan lang nitong pagkilos ng ating pamahalaan na totoo ang hinala na meron talagang mga nagsasamantala at nagsasagawa ng mga paglabag sa batas na hoarding at pag-manipula ng presyo. Kaya ngayong nabulabog na sila, at nahulihan na ng konkretong ebidensya ang ilan sa kanila, at nasampahan na rin ng ng kaso ng ating pamahalaan, inaasahan nating luluwag na ang supply sa merkado,” said Coloma. Government to continue working to improve lives of Filipinos, says Palace
 
Malacanang said the government will continue to work to improve the lives of Filipinos by carrying out programs that expand assistance to sectors vital to national development.

In a statement on Saturday, Deputy presidential spokesperson Abigail Valte mentioned the inflation rate released by the Philippine Statistics Authority (PSA).

The PSA released the inflation rates for June 2014, indicating that inflation has been pegged at 4.4 percent, down from 4.5 percent last month, while core inflation also went down to 2.8 percent from 3.1 percent.

Valte said that according to the National Economic and Development Authority (NEDA), inflation rates slowed down due to decelerating growth in prices of non-food items.

The current rates support a manageable and within-target outlook for the rest of year.

"In line with our development goals, an Inter-Agency Committee (IAC) has been created to oversee electrification programs and projects involving distribution utilities in the country," she said.

"Composed of representatives from relevant agencies, the Committee has the responsibility to ensure the security and sustainability of electrification programs within the country."

The President issued the Memorandum Circular No. 65 last month outlining the creation of the interagency committee.

The Palace official said these reforms are part of the holistic strategy of the Aquino administration aimed at assisting important sectors in the country for them to contribute to national growth. PND (as)

Palace calls for public vigilance following surrender of Enrile
 
The Palace asked for public vigilance as the country starts its quest for justice in connection with the P10 billion pork barrel scam involving lawmakers.

"Yesterday, we again witnessed another development in the pork barrel case, as Senator Juan Ponce Enrile surrendered to authorities after the Sandiganbayan issued a warrant of arrest against him for plunder and graft," Deputy Presidential spokesperson Abigail Valte said in a statement on Saturday.

"As the nation closely follows this important episode in the pursuit of truth, we continue to ask the public to remain vigilant as the Sandiganbayan works to fulfill its mandate: to follow the appropriate processes in the service of justice."

Senator Juan Ponce Enrile, one of the three senators accused of pocketing multimillion in pork barrel funds, surrendered to police authorities in Camp Crame Friday after an arrest order was issued against him by the Sandiganbayan.

Enrile is facing plunder and graft charges for allegedly pocketing P172.8 million in kickbacks from businesswoman Janet Lim-Napoles, the alleged mastermind behind the pork barrel scam.

The arrest order is for the plunder charge, a non-bailable offense.

Other senators facing similar raps include Senators Ramon “Bong” Revilla Jr. and Jose “Jinggoy” Estrada. They have surrendered as well after arrest warrants were served by the Sandigangbayan and have since been detained at the PNP Custodial Center. PND (as)

Malacanang hopes DAP issue won't affect administration's legislative agenda
 
Malacanang hopes that the Disbursement Acceleration Program (DAP) issue will not affect the executive branch's legislative agenda as Congress opens next month.

In a radio interview over dzRB Radyo ng Bayan on Saturday, Deputy Presidential spokesperson Abigail Valte said that the Palace expects that controversies surrounding DAP will not affect the President's priority legislations.

These measures, she said are important, as the President carves his legacy in the two remaining years in office as chief executive.

"Umaasa po tayo na hindi makaabala o makatagal ito sa mga priority pieces of legislation na gusto po nating itulak," Valte said.

Among these measures she said is the 2015 national budget. The Aquino administration was able to push the country's budget on time, avoiding re-enacted budgets.

Another important measure is the Bangsamoro Basic Law, which could be among the President's legacies when he steps down from power; that is to finally achieve a lasting peace in Mindanao.

The President vowed to ensure the conduct of a democratic and orderly election in Mindanao in 2016.

The Supreme Court ruled this week, that the DAP, used to stimulate the economy by the administration, is unconstitutional. PND (as)

Malacanang warns public of heavy rains brought about by coming typhoon
 
The Palace asked the public to keep monitoring the weather and to take the necessary precautions as a storm near Luzon May bring heavy rains that could result to flooding.

"We appeal to everyone to keep monitoring the weather and to take the necessary precautions para hindi po tayo maperwisyo kung sakaling lumakas po ang mga pag-ulan," Deputy Presidential spokesperson Abigail Valte said in a radio interview over dzRB Radyo ng Bayan on Saturday.

"Nagbigay na rin po ng warning ang ating PAGASA at ang NDRRMC doon sa mga lugar na posibleng maapektuhan nitong pagpasok na bagyong ito; at sinabihan na po sila to take the necessary precautions against landslides and flooding."

The PAGASA said a tropical depression, which remains outside the Philippine Area of Responsibility, is now a tropical storm. The storm will enter the country's PAR on Sunday, Valte said quoting a PAGASA forecast.

Although the storm will not make landfall, it may enhance Habagat that will result to more rains in Luzon and Visayas area.

PAGASA earlier reported that it will be a cloudy Saturday, July 5, for parts of the country. Bicol region, Mimaropa, and the Visayas will experience cloudy skies with light to moderate rains and thunderstorms.

A typhoon with international name Neoguri was also spotted 1,410 km east northeast of Virac, Catanduanes as of 4am Saturday.

Malacañang announces new appointments
 
The Palace on Friday announced the appointment of new officials in different government agencies.

In a press briefing in Malacañang, Deputy Presidential Spokesperson Abigail Valte said the President has appointed Antonio Ariel Inton, Jr. as member of the Land Transportation Franchising and Regulatory Board (LTFRB), replacing lawyer Al A. Pareño, who has moved to the Commission on Elections.

The President also appointed Peter Angelo V. Perfecto and Rex Victor O. Cruz as members of the People’s Survival Fund Board under the Climate Change Commission.

The President designated Alexander T. Gonzales as Director IV of the Department of National Defense, and Florencio Padernal as member of the Board of Directors of the National Irrigation Administration (NIA), replacing Claro V. Maranan. PND (as)

Palace asks Filipinos to serve country with utmost dedication, self-sacrifice
 
The Palace encouraged Filipinos to serve the nation with integrity, solidarity, and sincere sacrifice as the country celebrated Republic Day on Friday (July 4).

"Today, we celebrate 68 years since the restoration of our nation’s independence, marking our country’s return to becoming a full member of the wider family of nations," Deputy Presidential Spokesperson Abigail Valte said in a statement.

"As President Aquino has always reminded us: it has been the task of every subsequent generation, since our liberation from foreign occupation to this day, to turn the political reality of independence into a living reality for every Filipino family—to work hand-in-hand in ending the vicious cycle of poverty and injustice, and, in turn, usher in an era of hope, opportunity, and shared advancement."

Valte said that over the past six decades since the restoration of the republic, the government has tried to realize the promise of nationhood, going through four constitutions, witnessing 11 presidencies, and constantly striving to empower its people.

The Palace official urged all Filipinos to take time to re-consecrate themselves in service to the nation based on the principles of integrity, solidarity, and sincere sacrifice.

The Philippine Republic Day, also known as Filipino-American Friendship Day, commemorates the official recognition of Philippine independence by the United States.

The Philippines was a US territory from 1898 to 1946. Between 1941 and 1946, during the Japanese occupation, it remained a US territory with a government in exile, headed by Manuel Quezon.

Kinilala ng Kataastaasang Hukuman ang mga positibong resultang ibinunga ng Disbursement Acceleration Program (DAP) na nagsulong ng ekonomya, subali’t ang interpretasyon ng Saligang batas tungkol sa mga detalye ng pagpapatupad ng badyet ang may kaibahan, sang-ayon sa Malacanang.

Sa pahayag na binasa sa pulong balitaan ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sinabi na: “Nakita namin na kinatigan ng Korte Suprema ang kapangyarihan ng Pangulo bilang Punong Tagapagpaganap na ipatupad ang Disbursement Acceleration Program bilang pampasiglang programa upang sumulong ang ekonomya, gayundin ang pamaraang administratibo na unahin ang paggugol sa pagsasagawa ng pambansang badyet.”

“Sa interpretasyon ng Kostitusyon at mga karampatang batas tungkol sa mga detalye ng pagpapatupad ng badyet nagkaiba ng pananaw ang Ehekutibo at ang Kataastaasang Hukuman,” dugtong pa ni Coloma.

Idinagdag ni Coloma na sang-ayon sa Korte Suprema, “ang pagpapatupad ng DAP ay walang alinlangang nagbunga ng mga positibong resultang nakatulong sa kapakanang pangkabuhayan ng bansa.

Tinukoy ng Hukuman ang mga imprastrakturang tulad ng mga lansangan, tulay, mga bahay para sa walang tahanan, mga pagamutan at silid-aralan bilang mga kitang-kitang resulta ng nasabing programa.

Samantala, sinabi ni Coloma na sa pagpapatupad ng DAP, ginamit ng Sangay Ehekutibo “ang katapatan at karampatang pag-iingat, nang naaalinsunod sa mga umiiral na batas at mahahalagang tuntunin at kalakaran ng awditing.”

“Pag-aaralan namin ang pasyang ito upang higit pang maunawaan ang pasikut-sikot ng mga bagay na ito, gayundin ang mga karampatang pagpipiliang legal,” sabi pa ni Coloma.

Noong Miyerkoles, idineklara ng Kataastaasang Hukuman sa 92 pahinang pasya nito na nilabag ng DAP ang Seksiyon 25 (5) ng Artikulo V ng Kostitusyon ng 1987.

Sa mga nalabag ay kabilang ang cross-boarder transfer of savings ng Sangay Ehekutibo para dagdagan ang nakalaang halaga sa mga tanggapang nasa ibang sangay ng pamahalaan; at ang paglalaan ng pondo sa mga proyekto, gawain at mga programang hindi saklaw ng ano mang inilaang halaga ng General Appropriation Act (GAA). Talagang magandang umaga po sa inyong lahat.

Makulay at talagang kahanga-hanga ang kasaysayan ng ating Hukbong Himpapawid. Baguhan man sa larangan ng aerial warfare noong unang bahagi ng Ikalawang Digmaang Pandaigdig, at salat man sa eroplano at kagamitan para makipagsabayan sa mga hukbong himpapawid ng ibang bansa, hindi nga nagpadaig ang mga unang pilotong Pilipino.

May isang kuwento tungkol sa inyong hukbo mula sa panahong iyon: Tinarget [target] ng kalabang puwersa ang kalakhang Maynila, at kasama sa mga lugar na layon nilang atakihin ay ang Zablan Field sa noo’y Camp Murphy, at iba pang airfield sa mga karatig-bayan. Gamit ang mga Boeing P-26A, tinaguriang “Peashooters,” na sa panahon nga pong iyon ay napag-iwanan na rin bilang eroplanong pandigma, at wala mang sapat na kasanayan bilang mga fighter pilot, buong-galing at tapang na nilabanan ng ating mga piloto ang ‘di hamak na mas moderno at mas lamang na hukbo ng bansang Hapon. Isa nga sa mga humarap sa kalaban noong ika-10 ng Disyembre 1941 ang squadron leader na si Captain Jess o Jesus Villamor. Nalagasan man ng eroplano’t tauhan, muling lumaban ang grupo ni Kapitan Villamor noong ika-12 ng Disyembre. Sa kabuuan, napabagsak nina Captain Villamor ang isang bomber at tatlong zero fighter na itinuturing na pinakamakabagong eroplano ng bansang Hapon noong mga panahong iyon.

Malinaw sa ipinamalas nina Captain Villamor at ng kaniyang mga kasamahan ang mga prinsipyong kumakatawan sa ating buong Sandatahang Lakas: Bagaman may limitasyon sa kakayahan, dehado man sa bilang kung minsan, hindi kailanman umangal ang inyong hanay, at sinabing, “Pass muna kami diyan. Masyadong mahirap ang kalaban.”

Mula sa pagkakatatag ninyo, hanggang sa mga panahong kinikilala kayo bilang isa sa pinakamalakas na puwersa sa rehiyon, kitang-kita ang natatangi ninyong ambag—hindi lang sa pagtatanggol sa karapatan ng ating mamamayan, kundi maging sa pagtataguyod ng estabilidad at kapayapaan, at sa paghahatid ng tulong sa ibang panig ng mundo.

Mula sa pagpapakitang-gilas bilang foreign contingent sa mga digmaan sa Korea hanggang Vietnam, mula sa pagbibigay-suporta sa tanyag na Congo Mission at Bali Mission, ang ating Hukbong Himpapawid ang itinuring na pamantayan ng bilis, puwersa, at husay sa bahaging ito ng daigdig. ‘Di po ba’t nakilala rin ang ating Aerial Precision Team na tinawag na Blue Diamonds, na talaga naman pong hinangaan para sa kanilang husay sa acrobatic at tactical flying?

Moderno, maaasahan, at maipagmamalaki: Ganito nga po mailalarawan ang ating Hukbong Himpapawid noong mga panahong iyon. Nakakalungkot nga pong isipin ang estado ng Air Force na ating dinatnan: Ang dating tinitingala bilang isa sa pinakamalakas na hukbong himpapawid sa Asya, tila hindi na nakaka-take-off dahil sa maraming dekada ng katiwalian, panlalamang, at kakulangan ng pansin. Tila ba sinalamin ng kalagayan ng Air Force ang malubhang estado ng ating lipunan dahil sa baluktot na pamamahala.

Minsan nga po, nabanggit sa akin ng inyong dating commander na si Larry dela Cruz na maski pambili ng flying suit ng ating mga piloto hindi pa masuportahan ng Estado. Kaya naman napipilitang bumili ang mga kasapi ng Air Force sa mga lugar tulad ng Dau sa Pampanga o Quiapo sa Maynila, at ang nakukuha pa nila ay damit para sa crewman at hindi ang wastong kasuotan. Hindi na po natin hinayaang maulit pa ito. Ngayon, hindi na kailangang mangamba ng mga kasapi ng Air Force kung saan kukuha ng uniporme para sa serbisyo. Ginagawa na ng gobyerno ang tungkulin nito sa inyo.

Malinaw po, sa tuwid na daan, ang hangad natin: Itama ang maling pamamalakad upang muli nating maabot ang matatayog na tagumpay na tatak ng ating Hukbong Himpapawid. Ito po ang nagtutulak sa atin upang isulong ang makabuluhang reporma sa ating Sandatahang Lakas. Sa apat na taong nakalipas, sinagad natin ang pagkakataon para lalong isulong ang modernisasyon sa inyong hanay. Kung dati nga po, iisa lang ang ating C-130, ngayon, mayroon na tayong tatlo na handang tumugon sa iba’t ibang sitwasyon at pagsubok. Bukod dito, lumapag na rin sa atin ang 18 basic trainer aircraft, walong Sokol combat utility helicopters, 20 upgraded na MD-520 MG helicopters, at ang apat sa binili nating 21 na UH-1 helicopters para sa inyong hanay. Inaasahan din nating dumating ang natitirang 17 units ng UH-1 helicopter ngayong taon. Dagdag pa rito, target nating bumili ng walong combat utility helicopters, dalawang long-range patrol aircraft, anim na close-air support aircraft, mga radar system, at iba pang kagamitang magpapaunlad sa inyong kakayahan.

Sa susunod na taon naman, inaasahan nating mapasakamay na ang dalawa sa 12 FA-50 lead-in fighter trainer mula sa South Korea. Target pong makumpleto ang delivery ng mga ito pagdating ng 2017. Mantakin po ninyo: Simula nang iretiro ang huli nating F-5 freedom fighter aircraft noong 2005 ay wala na tayong fighter jet na kayang tumanod para sa ating bansa. Kaya naman, sa paglapag ng sarili nating FA-50 sa ating bakuran, muli nating magagawang ipagtanggol ang ating teritoryo sa mas epektibong paraan. Kaakibat ng lahat ng ito ang pagsigurong hindi kailanman mawawala ang kakayahan nating magpalipad ng mga fighter jet, at magpatupad ng nararapat na command and control structure para sa mga operasyon nito.

Totoo po: Ang lahat ng tagumpay na ito ng ating AFP, at ang tayog ng narating ng modernisasyon ng Air Force, ay hindi magiging posible kung wala ang suporta ninyo at ng inyong mga pinuno. Noon pa man, talagang kilala na natin si Kalihim Volts Gazmin bilang marangal at maaasahang repormista. Masuwerte rin tayo na nakatrabaho natin sina Heneral Oscar Rabena at Larry dela Cruz na naging kaagapay natin sa pagpupunla ng reporma sa inyong hanay. Ngayon naman, nasasabik tayong magtulak pa ng pagbabago sa Air Force dahil alam nating maaasahan din natin si Lieutenant General Jeff Delgado.

Bilang inyong pinuno, hindi ko talaga maiwasang humanga sa paninindigan at abilidad ng inyong hanay. Saksi ako mismo sa inyong dedikasyon at kahandaang paglingkuran ang ating mamamayan. Noong Zamboanga crisis halimbawa, kinailangang ihatid ng ating tatlong C-130 ang mga personnel, kagamitan, at supply mula sa iba’t ibang bahagi ng bansa patungong Zamboanga City. Siyempre, sa harap ng kaguluhan, lalong tumaas ang inyong operational tempo, at ni minsan ‘di ko narinig na under-repair o unavailable o out ang ating mga C-130. Paano ba naman: Gabi-gabi, maingat na kinukumpuni ang ating mga eroplano ng mga serviceman na talagang subok ang husay. Ginabayan naman sila ng isang liderato na ‘di kailanman nagreklamo, at bagkus ay laging nagpakita ng kahandaan na tumugon nang mabilisan sa mga pagsubok.

Sa ginawa ninyo—hindi lang sa Zamboanga, kundi maging sa harap ng patong-patong na problema—talagang napangalagaan ninyo ang kapakanan ng ating mga kababayan. Ito mismo ang responsibilidad na nakaatang sa ating mga balikat. At tiwala nga ako: Balang-araw, ‘pag nagbalik-tanaw ang ating mga kababayan sa sandaling ito ng ating kasaysayan, kipkip ang mga oportunidad na bunga ng ating pag-aambagan, sasabihin nila: Salamat sa pagkakataong ibinigay ninyo para makapamuhay kami nang malaya at may dignidad sa isang maunlad na bansa. Walang duda: Ang positibong transpormasyong tinatamasa ng ating Sandatahang Lakas, at maging ng kalakhang lipunan, ay bunga ng matibay na paninindigan ng ating mga sundalong gawin ang tama, at protektahan ang interes ng ating mga Boss—ang taumbayan. Sa harap ng anumang hamon at peligro, hindi kayo kailanman umatras at natinag; bagkus, pinili ninyong gawin ang lahat ng inyong makakaya.

Ito po mismo ang ipinagdiriwang natin ngayong anibersaryo ng Philippine Air Force: ang propesyunalismo, katapangan, at katatagang nagsilbi ninyong sandigan upang itaguyod ang ating pambansang dangal. Ito ang mga prinsipyong kinikilala natin sa bawat unit, piloto, at kawani na ating pinarangalan ngayong umaga, at sa iba pang lingkod-bayang katuwang sa ating agenda ng reporma. Sampu ng sambayanan, narito ako upang ipaabot ang pasasalamat sa inyong di-matatawarang serbisyo sa Pilipino. Sinasabi ko po sa inyong lahat: Keep it up, PAF.

Tunay po: Dahil sa inyong pakikiambag, posible na tayong humakbang tungo sa mas matatayog na pangarap. Hindi na imposibleng magkaroon tayo ng makabagong fighter jets at mga kagamitan, at tingalain muli bilang modernong Sandatahan. Hindi na imposibleng magkaroon ng pamahalaan na totoong nagpapahalaga sa mga nagmamalasakit sa bayan. Nakakamit natin ang bawat tagumpay dahil pinili nating tahakin ang tuwid na daan tungo sa kapayapaan at higit na kaunlaran.

Kaya naman, bilang Pangulo at Commander-in-Chief, talaga pong ikinararangal kong maging pinuno ng isang bansa na gumagawa ng tama at nagpapakita sa mundo na walang hamong kayang dumaig sa diwa ng nagkakaisang lahing Pilipino.

Maraming salamat po, at maligayang anibersaryo sa lahat.

OPENING STATEMENT

Ang aking pahayag, Efren at Vanz, ay hinggil sa pagbabantay sa presyo at supply ng bigas at pangunahing pagkain sa mga pamilihan.

Alinsunod sa atas ng Pangulo, patuloy na pinaiigting ng pamahalaan ang pagpapatag sa supply at presyo ng mga pangunahing bilihin sa mga pamilihan, at ang pagtugis sa mga indibidwal at grupong nagmamalabis sa presyuhan at nangiipit sa maayos na daloy ng mga produkto.

Iniulat ni Kalihim (Francis) Pangilinan na nagsampa na ng kaso sa Malolos Prosecutor’s Office laban sa isang rice trading company dahil sa umano’y paglabag sa PD (Presidential Decree) No. 4 hinggil sa diversion of price at sa Price Act hinggil sa price manipulation na kung saan ang parusa ay mula lima hanggang 15 taong pagkabilanggo.

Sa 12 lugar na pinuntahan ng mga kagawad ng PNP-CIDG (Philippine National Police-Criminal Investigation and Detection Group), tatlong bodega ang natagpuang may paglabag sa batas dahil hindi makapagpakita ng dokumento ang mga tinuring na rice traders at ang mga ito ay ipinadlock (padlock) na ng CIDG.

Ayon sa ulat ni NFA (National Food Authority) Administrator Arthur Juan, mula lamang sa tatlong bodega na siniyasat, may natagpuang 80,076 na bags ng bigas na kung tig-50 kilo ang laman, may kabuuang humigit-kumulang 4,000 metrikong toneladang bigas na irerekomendang kumpiskahin.

Ayon pa rin kay Kalihim Pangilinan, pinagpapaliwanag ni Administrator Juan ang NFA-Bulacan provincial manager at ang NFA-Region III director kung paano napasakamay ng mga pribadong mangangalakal ang bigas ng NFA na nakalaan para sa mga kooperatiba.

Samantala, nagpatupad ng tatlong pisong bawas presyo sa kada kilo ng commercial rice sa Metro Manila simula ngayong Linggo ng umaga, partikular itong ipinapatupad sa CAMANAVA area sakop ang mga lungsod ng Caloocan, Malabon, Navotas, at Valenzuela.

Ayon sa Kagawaran ng Kalakalan at Industriya o DTI (Department of Trade and Industry), patuloy nitong binabantayan ang galaw ng presyo sa mga pamilihan katuwang ang Department of Agriculture, PNP, NBI (National Bureau of Investigation), at ang tanggapan ni Kalihim Pangilinan (Office of the Presidential Assistant on Food Security and Agricultural Modernization).

Ayon sa DTI, walang naging pagbabago sa presyo ng harina at wala ring inaasahang magiging pagtaas sa mga susunod na araw. Bunga nito, nangako ang mga panadero na wala ring magiging pagtaas sa presyo ng tinapay tulad ng Pinoy Pandesal at Pinoy Tasty.

Samantala, nagkaroon ng bahagyang pagtaas sa halaga ng processed na gatas bunga ng pag-akyat din ng presyo sa pandaigdigang pamilihan ng skimmed milk at whole powdered milk na siyang mga pangunahing sangkap sa paggawa ng evaporated, condensed, at powdered na gatas. Ngunit ang pagtaas na ito ay nilimitahan lamang sa pagitan ng 40 sentimos hanggang P4.30 sa kabila ng hiling ng mga gumagawa ng mga naturang produkto na itaas ang suggested retail price (SRP).

Ayon pa rin sa DTI, tinanggihan nito ang hiling ng mga taga-gawa at nagbebenta ng karneng de lata o canned meat, bottled water, at sabong panligo na itaas ang kani-kanilang SRP sa dahilan ng kawalan ng karampatang katuwiran o basehan sa pagtataas. Nananatiling matatag ang mga presyo ng mga nasabing produkto sa merkado.

Sa mga produktong pang-agrikultura naman, walang naitalang pagbabago sa halaga ng itlog, asukal, manok, mantika, baboy, at maging NFA rice. Sa datos ng DTI, ang mga presyo (nito) nitong nakaraang linggo ay nanatili sa dating lebel.

Nananawagan at hinihimok po natin ang ating mga mamamayan na isuplong at iulat sa DTI at sa ating mga law enforcement agencies ang sinumang magtangkang magpataw ng labis na presyo o nakikilahok sa mga gawaing nang-aabuso sa merkado (at) [nang-iipit] ng supply ng mga produkto upang kagyat na mahuli at masampahan ng kaukulang kaso.

Hanggang diyan na lamang po ang aking pahayag. Handa na po akong sumagot sa mga katanungan.

QUESTIONS AND ANSWERS

Vanz Fernandez: Sir, sa pagtaas po ng mga presyo na ito, hindi po ba tayo magbubuo ng isang Task Force Bantay sa Presyo?

SEC. COLOMA: Meron na tayong National Price Coordinating Council, Vanz, na pinamumunuan ng Secretary of DTI at sangkot ‘yung iba pang mga ahensyang binanggit ko kanina. Merong batas hinggil diyan. Ginagawa na nila ang kanilang tungkulin kagaya ng aking kauulat pa lamang.

Efren Montano: Okay po. Ibig sabihin tuloy-tuloy na po itong close monitoring at ‘yung crackdown, particularly hoarding po, ‘yung nadiskubre natin na na-hoard na mga bigas po?

SEC. COLOMA: Ganoon nga, Efren. Idagdag ko lang, sa 12 lugar na pinuntahan ng mga kagawad ng PNP-CIDG, tatlong bodega ang natagpuang may paglabag sa batas dahil hindi makapagpakita ng dokumento ang mga tinuring na rice traders kaya ito ay ipina-padlock na ng CIDG.

Mr. Montano: So ibig sabihin umaasa po tayo na ang presyo ng bigas dahil dito sa naturang mga operasyon ay inaasahang bababa, although may binanggit na kayo na tatlong piso ‘yung pagbaba dito sa karamihan sa Metro Manila?

SEC. COLOMA: Pinapatunayan lang ‘nung naging resulta ng pagkilos ng ating pamahalaan na totoo ‘yung hinala na meron talagang mga nagsasamantala at nagsagawa ng mga labag sa batas na hoarding at pag-manipula ng presyo. Kaya ngayong nabulabog na sila, at nahulihan na ng kongkretong ebidensya ang ilan sa kanila, at nasampahan na rin ng—nag-umpisa na sa pagsampa ng kaso ang ating pamahalaan, inaasahan nating luluwag na ‘yung supply sa merkado, Efren.

Mr. Montano: Okay po at sana mabuwag na rin nang tuluyan itong rice cartel. Ito na siguro ‘yung bahagi ng rice cartel na matagal na nating nagiging problema po.

SEC. COLOMA: Kaya nga pinaiigting ang pagkilos ng ating mga law enforcement agencies para mapigil, masabat ang mga iligal na aktibidad ng mga nagsasamantala, Efren.

Mr. Montano: Ah, okay. Thank you po.

Ms. Fernandez: Sir, from Gen Kabiling po, on another issue. What is the status of the Palace’s review on the draft Bangsamoro Basic Law (BBL)?

SEC. COLOMA: Patuloy pa ring nagsasagawa ng komprehensibong pag-aaral at masusing pag-analisa ng Bangsamoro Basic Law ang legal team ng Office of the President sa pakikipag-ugnayan sa Bangsamoro Transitory Commission. Tinitiyak na lahat ng posibleng itanong at ihaing usapin ng mga mambabatas ay matutugan nang ganap at ang panukalang batas ay makakapasa sa dalawang kamara ng Kongreso.

Ms. Fernandez: Ang follow up niya po, sir: Did the Palace return the draft to the Bangsamoro (Transitory) Commission with many revisions?

SEC. COLOMA: Wala po kaming impormasyon hinggil diyan. Ang sinasabi lang po natin ay ito: We are cognizant of the intricacies attendant to the drafting of the Bangsamoro Basic Law. The review by the Office of the President revealed that there is a need for fine-tuning certain provisions from the draft law. This is to ensure that possible questions and issues are addressed adequately and that the draft law will pass congressional scrutiny. Patuloy po ang masinsin na pakikipag-ugnayan ng Tanggapan ng Pangulo sa Bangsamoro Transitory Commission para tiyakin na ang ihaharap na panukalang batas ay magiging katanggap-tanggap at maisasabatas sa ating Kongreso.

Ms. Fernandez: Follow up din po niya, sir. Has the President met with (Moro Islamic Liberation Front chairman Al-Haj) Murad (Ebrahim) again about the BBL?

SEC. COLOMA: Wala po tayong impormasyon hinggil diyan. Ang mahalaga po ay ‘yung commitment ng magkabilang panig sa pinakamataas na antas—si Pangulong Aquino, sa panig ng pamahalaang republika at si Chairman Murad sa panig ng MILF—na pareho pong mayroong commitment na dalhin ang usaping pangkapayapaan sa kongklusyong hinahangad at ‘yon ay ‘yung pagtatatag nitong Bangsamoro Political Entity.

Ms. Fernandez: Okay, sir, on another issue po tayo from Butch Fernandez ng Business Mirror. Has the Palace abandoned plans to file a motion for reconsideration of 13-0 Supreme Court ruling outlawing the DAP (Disbursement Acceleration Program)?

SEC. COLOMA: Kasalukuyan pang pinag-aaralan ang mga opsyon na tatahakin ng pamahalaan hinggil diyan. Meron pa namang sapat na panahon para kumilos at gumawa ng karampatang aksyon hinggil sa iba’t ibang legal options.

Ms. Fernandez: Okay, sir.

Albert Sebastian: Sir, good afternoon po, question po mula kay Bernard Taguinod. Ang sabi niya: Sinisigurado niyo ba sa taumbayan na hahabulin din ang naglustay sa DAP kung sakaling mapatunayan na pinagkakitaan lang ang programa?

SEC. COLOMA: Ang tinitiyak natin ay sa lahat ng pagkilos ng pamahalaan ay tumalima tayo sa batas. Kung mayroong matutuklasan na hindi pagtalima sa batas na magiging bunga ng regular na auditing ng Commission on Audit at iba pang pagsisiyasat ay ipapatupad ang mga itinadhana ng batas.

Mr. Sebastian: Alright. Another question po from Bernard, sabi niya: Tiwala po ba ang Palasyo na hindi magte-take off ang impeachment dahil ang mga coalition leader sa Kongreso ay nagpahayag na haharangin ang impeachment complaint laban kay PNoy?

SEC. COLOMA: Napakinggan na po natin ang lahat ng pahayag ng mga kinatawan na nagbigay na ng pahayag. Ang sinasabi lang po natin dito ay ‘yung pagkilala na may karapatan ang mga miyembro ng Kamara na maghain ng mga petisyon o mosyon hinggil sa impeachment. ‘Yan po ay nasasaad sa batas. Kinikilala po natin ‘yung kanilang karapatan.

Mr. Sebastian: Sir, follow up pa po from Bernard, sabi niya: Ang sinabi ni Bayan Muna Representative Neri Javier Colmenares hindi raw in good faith ang DAP. Kasi noong panahon ni Gloria si PNoy daw ang nagsabi noon kay ex-President GMA na hindi pwedeng gastusin ang savings na hindi dumaan sa Congress.

SEC. COLOMA: Ilagay lang natin sa tamang sa konteksto. Itinanong na ‘yan sa Pangulo at sinagot niya ‘yan noong Hunyo ika-lima (June 5) noong nagkaroon ng chance interview ang mga mamamahayag pagkatapos ng talumpati ng Pangulo sa Diamond Hotel—doon sa Asia Europe Meeting (ASEM) Conference on Disaster Risk Reduction and Management.

Tinanong na ‘yan ng isang kagawad ng Malacanang Press Corps, kung hindi ako nagkakamali, si Ginoong RG Cruz. At ang sagot ng Pangulo ay ibang-iba ang konteksto ng pinag-uusapan, sapagkat ang konteksto na dating umiiral ay ‘yung sunod-sunod na reenactment ng pambansang budget ‘nung nakaraang administrasyon. At dahil dito, may mga tapos nang proyekto na patuloy pa ring pinopondohan at maaaring gastusan pa rin ng gobyerno dahil nga nakapaloob pa rin sa reenacted budget.

‘Yon po ang konteksto ng isinagawang aksyon ‘nung dating Senador Noynoy Aquino. Ibang-iba po ang dahilan sa pagtatatag ng Disbursement Acceleration Program (DAP). Kaya kung maaari lang po ay linawin natin ang mga batayan, dahil baka ‘pag pinagsama ‘yung hindi pareho, ang resulta po ay kalituhan sa ating mga mamamayan.

Mr. Sebastian: Alright. Sir, kumusta po ‘yung efforts natin para makuha ‘yun pong mga nakalabas sa bansa na akusado rin doon sa pork barrel scam gaya po nitong si Pauline Labayen po? Ano po ang mga measures na ginagawa natin para po—or how sure are we na maibabalik po sila rito para po harapin ‘yung kanilang mga kaso?

SEC. COLOMA: Gagawin po ang lahat ng hakbang nang naaayon sa batas.

Mr. Montano: On another topic, Secretary. How is the Palace responding to calls for revisiting the Anti-Hazing Law para matiyak nga po ‘yung stricter enforcement? Saka (is there) any new marching order to our authorities on this dahil ito nga pong Public Attorney’s Office ay nais na itong ating mga opisyales sa ating mga eskwelahan ay maging liable sa latest hazing violence incident po?

EC. COLOMA: Nagsalita na po ang Pangulo diyan ‘nung siya ay kinapanayam ng mga mamamahayag noong pagkatapos ng Philippine Air Force 67th anniversary sa Clark noong nakaraang Martes at ang sinabi po niya ay mahigpit na kinokondena ng pamahalaan ang naganap na pinakahuling insidente na nagresulta sa pagkamatay ni Ginoong Julius Servando. Gagawin po ng mga law enforcement agencies ang nararapat para panagutin po ang mga lumabag sa batas at ipapatupad po ang batas sapagkat meron na tayong Anti-Hazing Law or Republic Act 8049 na naisabatas noon pang 1995.

Kung meron pong hakbang sa Kongreso para amyendahan ang nasabing batas, handa po ang pamahalaan—sa pamamagitan ng ating Kagawaran ng Katarungan at iba pang mga ahensya—na tumulong at makipag-ugnayan para palakasin pa ang batas na ‘yan at huwag nang maulit ang karahasan at pagkamatay ng mga batang ma-e-engganyong sumama sa mga organisasyon na nagsasagawa ng hazing na laban sa batas. At tinatawagan din po ang mga kinauukulang law enforcement agencies na paigtingin pa ang isinasagawang imbestigasyon para ang mga sangkot sa paglabag sa batas ay mapanagot at magawaran ng katarungan.

Mr. Montano: So sang-ayon po ang Palasyo na ‘yun pong may culpability, itong mga school officials, ay maging liable din sila sa mga naturang hazing violence?

SEC. COLOMA: Nakasaad din po ‘yon sa batas, Efren, doon sa Section 4, Paragraph 8-E ng Anti-Hazing Law or Republic Act 8049. Sinasabi doon—and I quote—“the school authorities including faculty members who consent to the hazing, or who have actual howledge thereof, but failed to take any action to prevent the same from occurring shall be punished as accomplices for the acts of hazing committed by the perpetrators.” ‘Yon po ang isinasaad ng batas.

Mr. Montano: Okay po, on another topic naman po. Will the Palace block any special treatment being accorded to Senator Juan Ponce Enrile dahil nga po sa kalagayan ng kanyang kalusugan at ‘yung kanyang edad po?

SEC. COLOMA: Walang kakaibang pagtrato kay Senador Juan Ponce Enrile. Isinasaalang-alang ng estado ang estado ng kanyang kalusugan, partikular na ang kapansanan (niya) sa mata, na nangangailangan ng kagyat na pagsuri ng espesyalistang manggagamot at ang kanyang edad na 90-taong gulang. Tumatalima sa mga kautusan ng Sandiganbayan ang PNP bilang pagtupad sa kanilang tungkulin hinggil sa kanyang pagkadetine habang dinidinig ang mga kaso laban sa kanya.

Mr. Sebastian: Sir, on another topic. Kumusta na po ‘yung sitwasyon po diyan sa Davao bunsod na rin po ng terror alert na ipinalabas ng pamahalaan? Are we still—naka-heightened alert pa rin po ba ang mga awtoridad?

SEC. COLOMA: Wala naman pong exception report na ibinigay ang ating Armed Forces of the Philippines. Patuloy naman po nilang ginagawa ang kanilang tungkulin. Patuloy ang kanilang masusing pagmamasid para pangalagaan ang kaligtasan ng ating mga mamamayan.

Ms. Fernandez: Sir, regarding dito sa 40,000 evacuees sa Zamboanga City. Kasi patuloy pa rin silang nagdurusa na until now ay nananawagan sa gobyerno na bigyan daw sila ng pansin at umaasa (sila) sa tulong ng gobyerno at pribadong sektor para makaraos sa araw-araw. Ito po ay ayon sa International Committee of the Red Cross. Ano po ang masasabi po natin dito?

SEC. COLOMA: Patuloy pong kinakalinga ang ating mga kapatid na naapektuhan ng standoff sa Zamboanga City siege na naganap noong nakaraang taon. Ang pangunahing ahensya diyan ng pamahalaan po sa bagay na ‘yan ay ang Department of Social Welfare and Development na patuloy na sumusubaybay sa kalagayan ng ating mga mamamayan na nandoon pa sa evacuation centers at hindi pa nare-restore ‘yung kanilang normal na pamumuhay. Nakikipag-ugnayan din po sa local government units, sa pangunguna ni Mayor Isabelle ‘Beng’ Climaco-Salazar, at ginagawa po ang nararapat. Kung meron naman pong pagkukulang ay handa namang gumawa ng karampatang pagpapahusay ng serbisyo ang ating pamahalaan sa pakikipag-ugnayan na rin sa Red Cross at iba pang mga volunteer organization.

Ms. Fernandez: Okay, sir.

Mr. Montano: ‘Yung tungkol naman po—although ito ay dapat DOH (Department of Health) na—can we ask the DOH, ito nga pong Palasyo at itong ating mga awtoridad, para ma-address ‘yung problema tungkol dito sa paglalako nitong tinatawag na junk or recycled foods na commonly called as ‘yun bang ‘pagpag’ na parang nire-recycle nila ‘yung pagkain galing sa mga restaurant?

SEC. COLOMA: Tinatawagan po natin ang mga kaukulang ahensya ng pamahalaan na beripikahin at siyasatin ang mga establisyimentong umano’y naglalako ng mga junk or recycled food items dahil ‘yan pong mga food items na ‘yan ay naghaharap or nagbibigay panganib sa kalusugan ng ating mga mamamayan kaya’t kinakailangang itigil na ang pagsasagawa ng bagay na ‘yan. Meron po tayong umiiral na batas, Republic Act No. 10611 o Food Safety Act of 2013 na naging batas noong Hunyo 2013, at meron din pong umiiral na Presidential Decree No. 856 or the Code on Sanitation of the Philippines. Ayon po sa mga batas na ito, ang mga local government units ang mayroong kapangyarihan na bigyan ng permit ang mga food establishment kaya dapat nilang tiyakin na ang mga establishment na ito ay sumusunod sa safety, health, and hygiene requirements at kung may paglabag ay kinakailangang usigin at panagutin ang mga lumabag sa batas.

Mr. Montano: Although ‘yung naturan nga pong paglalako ng naturang recycled foods ay nakakatulong sa livelihood ng ating mga kababayan, ito nga po ay mapanganib naman sa kanilang mga customer, ‘yung mga bumibili po o tumatangkilik ng naturang mga pagkain.

SEC. COLOMA: Hindi naman po pwedeng isakripisyo ang kalusugan at kapakanan ng ating mga mamamayan para sa paghahanapbuhay o sa [kinikita] o [tinutubo ng] mga nagsasagawa niyan. Basta po bawal sa batas ay hindi dapat pairalin.

Ms. Fernandez: Okay, sir. Kinondena po ng isang human rights (advocate), partikular po ni Pastor Gil Sediarin ng Karapatan-Southern Tagalog, na sinasabi ng grupo na ito (na) ang Bureau of Jail Management and Penology kaugnay sa ipinatatayo nitong state-of-the-art detention facility sa Camp Bagong Diwa sa Taguig City na (kung saan) planong ikulong ang tinaguriang high-risk na bilanggo kasi daw po ay sinasabing pinapaboran daw po diumano ng ating pamahalaang Aquino ang hindi patas na pagtrato sa mga preso…

SEC. COLOMA: Kailangan po nating beripikahin ang impormasyon na ‘yan at kailangan din po nating isaisip at isaalang-alang na ang mga ahensya po ng pamahalaan ay ginagampanan ‘yung kanilang tungkulin na ayon sa kanilang pag-unawa ay siyang itinatadhana ng batas. Kung meron pong mga mamamayan na nakitang hindi tama ito ay ipagbigay-alam lamang po sa mga awtoridad at sisiyasatin naman po ‘yan. At wala naman pong kagustuhan na lumabag sa batas o magbigay ng hindi patas na pagtrato, ano, dahil ang prinsipyo po ng katarungan sa ating bansa ay ‘yung pantay-pantay na pagtrato sa lahat ng mga mamamayan.

Mr. Montano: ‘Yung tungkol naman po dito sa mga—itong sila Senator Jinggoy (Estrada) at Senator Bong (Revilla). ‘Yung PNP daw po ay parang nabibigatan na dito sa mga tinatawag na high-profile and high-maintenance detainees. Ano po ba ‘yung mababanggit natin dito?

SEC. COLOMA: Basta po ginagampanan lang ng PNP ang tungkulin nito nang naaayon sa utos ng hukuman.

Mr. Sebastian: Alright. Sir, in connection po diyan, nagko-complain po ang media na parang may news blackout po ukol doon kay Senador Enrile na hindi raw po nagre-release ng mugshot ang PNP.

SEC. COLOMA: Ire-refer na lang po natin ‘yan sa Public Information Office ng PNP na sa pagkabatid namin ay sinisikap ang lahat para matulungan ang ating mga mamamahayag sa pagganap sa kanilang tungkulin. Wala naman pong sinasadyang gawing mahirap ‘yung kanilang pagganap ng kanilang tungkulin at pinaiiral din po nila ang probisyon ng batas na tumatalima din po, ano, doon sa mga requirements ng batas hinggil sa karapatan ng mga akusado.

Mr. Montano: Wala na po yatang mga katanungan, so ‘yung ating parting message, saka paalala na rin siguro doon sa ating mga kababayan tungkol dito sa hanging habagat at ‘yung nararanasan nating malakas na pag-ulan.

SEC. COLOMA: Ayon po sa pinakahuling ulat ng DOST-PAGASA (Department of Science and Technology-Philippine Atmospheric, Geophysical, Astronomical Services Administration), kaninang ika-11 ng umaga ang bagyong ‘Florita’ ay tinatayang nasa 990-kilometro mula sa silangan ng Tuguegarao City na may pinakamalakas na hanging aabot sa hanggang 210-kilometro bawat oras. Ito ay gumagalaw sa direksyong kanluran-hilaga-kanluran (west-north-west).

Dahil dito, lumalakas ang southwest monsoon o habagat at naghahatid ng ulan, kulog, at kidlat sa Bicol Region, Mimaropa, at Visayas. Pinaiiwas at pinag-iingat ang mga mangingisda at naglalayag sa karagatan dahil sa pagiging mapanganib ng paglalakbay sa silangang baybayin ng Luzon at Visayas. Tinatayang nasa layong 530-kilometro sa silangan ng Basco, Batanes bukas ng umaga at sa Martes ng umaga 530-kilometro mula sa hilagang silangan ng Basco, Batanes o nasa labas ng Philippine Area of Responsibility (PAR).

Ayon po sa projection ng Project NOAH ng DOST-PAGASA, kung magpapatuloy ang kasalukuyang pagkilos nitong si bagyong ‘Florita’ ay maaaring palarin po tayo na ni hindi ito papasok sa Philippine Area of Responsibility at bagkus lalampas pa. Ganunpaman ay pinag-iingat po ang ating mga mamamayan. Pinaghahanda rin ang mga kaukulang disaster risk reduction and management councils sa pambansa, pang-rehiyon, panlalawigan at pang-lokal na antas para maging sapat ang kanilang kahandaan sa ano mang maaaring maganap. Ms. Fernandez: Sir, pahabol lang po. ‘Yung World Health Organization po sinasabi na tatlong bansa ang kikilalanin na patuloy sa panganib ng tuberculosis. Kailangan daw po itong masugpo until 2016 kasi kailangan daw maging masigasig ang ating hakbang tulad po ng mga nasa kulungan na dapat mabigyan ng immune system. Will you support this para sa kapakanan ng mamamayan natin?

SEC. COLOMA: Lahat po ng naaayon sa kaginhawaan, kabutihan, at kapakinabangan ng ating mga mamamayan, lalong-lalo na kung ito ay may epekto sa kanilang kalusugan ay sinusuportahan ng ating pamahalaan at gagawin po ang lahat ng nararapat para itaguyod ang kalusugan ng mga mamamayan saan man sila naroroon.

Mr. Montano: Okay po, thank you po. BENJIE/DZBB: Whether 175 billion or a certain amount from that money, wala pa ring mananagot dahil nga lumabas na unconstitutional.

SEC. LACIERDA: Let’s wait for a decision of the Supreme Court. The question is, does it speak of liability? We don’t know that because we don’t have a copy of the decision, Benjie. That handicaps us from answering fully the issues on liability that you are—your question. Resource persons can speculate; members of the legal community can speculate as to liability, but until such time that the Supreme Court issues the full resolution, we won’t be able to know exactly was there any discussion on liability or not. What we have, a discussion based on the dispositive portion is the unconstitutionality of certain acts on the DAP.

NIKKO DIZON: Sir, a lawyer whom I looked up just texted and said that actually oo nga, when you say unconstitutional, it is not necessarily illegal, and it is for other courts to decide whether someone is liable for this, or ganoon sir iyong tema exactly ng mga tanong namin kanina. Given that sir, at the very least, wala man lang ba ngang parang—is this a learning experience for the administration or, at least, the legal team na, as you said sir, EO 1, nasabi na unconstitutional, RH—well, and then DAP.

SEC. LACIERDA: Well, for instance in the Truth Commission, it’s like the court telling us “don’t do it again,” so we did not form another Truth Commission. In the DAP, for instance, again, it’s hard for us to say, “Are we going to file a motion for reconsideration?” We’ll take a look first, and maybe, you will determine our actions in the next few weeks as soon as we received the copy of the decision.

NICO DIZON: Yes sir. Given that the President has defended DAP so vigorously, is he taking this personally, the decision of the Supreme Court?

SEC. LACIERDA: The President hasn’t seen the entire decision yet eh, so… well, let’s wait for the entire decision.

REYMUND/BOMBO RADYO: Same question with my katokayo sir. Taking off from your argument, iyong sinasabi nga you did that all in good faith, with integrity and faithfulness. Ang nagdidiin kay Gloria Arroyo now is her marginal note doon sa PCSO fund alleged misuse para sa OFW na mabibitay; also, her call to a certain Comelec official on election sabotage case; also, iyong pirma naman ng mga senators now in jail dahil for various scams. Taking off from your argument sir, would it be fair to say na kung sila ay nagsabi rin na they did just in good faith, so palayain na natin sila?

SEC. LACIERDA: You know, there are some cases where practices have been going on that are later challenged and deemed as unconstitutional. In cases where, for instance, when the court says—and this is from a jurisprudence— in cases where the court says it is in good faith, it tells the people don’t do it again. But again… but it does not necessarily mean someone committed a crime.

REYMUND/BOMBO RADYO: At hindi naman po kayo lang iyong may karapatan na magsabi na… kahit na, “We did it in good faith,” okay na. I mean, the point is hindi lang naman kayo iyong may karapatan at hindi kayo iyong parang mayroon lang kapangyarihan na gawin isang bagay na sa tingin namin na medyo mali na ay tama pa rin.

SEC. LACIERDA: Iyon po ay magiging—hintayin na lang natin iyong decision ng Supreme Court. Kung mayroong ganoong klaseng—they discussed that also.

CHARMAINE DEOGRACIAS/NHK: Yeah, after the cross border disbursement, cross border relations naman tayo sir. Sir, on the Japanese Cabinet’s approval of the change, the amendment of the interpretation of the law of Japan adopting a collective self defense, we’d like to get the Palace’s reaction or statement on this.

SEC. LACIERDA: In the meeting of the President with Prime Minister Shinzo Abe, he supports the idea of Japan revisiting their constitution for the simple reason that if it can help Japan meets its treaty obligations or international obligations, then the better for it. In fact, there was a discussion on, for instance, if Japan was part of a convoy, and an ally was attacked in that convoy, under their present constitution, they are not allowed to assist or help that party that was attacked. In the case also of the peacekeeping troops, Japan used to have peacekeepers also. The same constitutional interpretation would have prevented Japanese peacekeepers to help another country’s peacekeepers if those peacekeepers were attacked. So the basis for our support is enable Japan to meet its international obligations. And for that particular reason, we certainly support the idea of Japan revisiting their constitution.

CHARMAINE/NHK: Sir, what role does the Philippines expect Japan will play now in regional security, given the tensions in the South China Sea which Japan also has stakes in?

SEC. LACIERDA: I think everyone who has a stake in regional stability would certainly support any action that would move towards promoting peace in the region. Clearly, our belief is that Japan will, by revisiting its constitution, enable it to meet its international obligations; that is to, in the case of South China Sea, to promote and to ensure peace and stability in the region.

CHARMAINE/NHK: Sir, the Philippines has strategic partnerships with only two countries, Japan and the United States. From the Philippine perspective, what is the impact of this to the security partnership that we have with Japan? Can we now readily call on Japan to aid us?

SEC. LACIERDA: I think we’re looking into that arrangement. We don’t have yet one because primarily of the limitations in the Japanese Constitution. There have been discussions, but for instance, Japan will be assisting us in the acquisition of patrol vessels. So, you will see assistance coming from Japan as well, and these are at the level of being discussed with. And so far as the patrol vessels, we are looking into it right now.

CHARMAINE/NHK: Sir, when the President had a meeting with Prime Minister Abe recently, did the Philippines or did the President ask Japan’s help in the context of collective self defense, should there be an untoward, or when the situation at the South China Sea go out of hand?

SEC. LACIERDA: There was no discussion to that effect. There were only a discussion on, for instance, how the Philippines approach the situation in the South China Sea. He mentioned the 3-tiered approach of the Philippines: the immediate, intermediate and the final approaches. By the way, those are in Official Gazette. It spells out how the Philippines should—our resorting to international mechanisms. At the same time, Japan also mentioned the importance of the rule of law. So both countries agree on the primacy of the rule of law in promoting peace and stability in the South China Sea.

CHARMAINE/NHK: Sir, this change will enable Japan to extend military assistance to allies, given that we have a strategic partnership with them. Is the Philippines tapping Japan on a certain military aid, for example?

SEC. LACIERDA: Right now, Japan’s Cabinet is still discussing, I think on the—I think they’ve approved very recently, but we don’t have the specific details yet, so I cannot speak for Japan, in that case.

IVY/SOLAR NEWS: Sir on another issue. Has Malacanang replied to the letter of San Miguel to reverse disqualification from bidding on CALAX?

SEC. LACIERDA: We have no update yet. We’ll let you know.

RG/ABS-CBN: Sir, I understand that there was a protest of the employees of the People’s Television Network. Apparently, among their grievances are there’s no salary increase for the last 8 years, and the remittance of their contributions to the GSIS have not been done regularly, and retirees are also not getting their incentive package. They’re asking for the President’s help. What is your response to them?

SEC. LACIERDA: May I defer to Secretary Coloma? I think he was interviewed this morning. I don’t have the transcript, but I can give you the answers. Again, but Secretary Coloma asks for understanding. They are currently addressing the situation.

NATASHA GUTIERREZ/RAPPLER: Hi sir, on other issue. The President last week said he was hoping to meet with MILF Chief Murad this week, or, at least, you know, with their side. And he also said that he was gonna use all of Sunday to read the BBL draft. Can we get a feedback?

SEC. LACIERDA: The meeting has not taken place yet. But yes, he did go through the draft BBL.

NATASHA/RAPPLER: Any comments?

SEC. LACIERDA: There were some discussions with OPAPP, but I don’t have the details on the discussions with OPAPP.

NATASHA/RAPPLER: So it hasn’t happened, but is there a meeting scheduled for this week?

SEC. LACIERDA: I have not been informed yet, but as soon as there is, we will let you know.

BENJIE/DZBB: Sir, on the National Disaster Risk Reduction and Management Council, there were I think about 150 employees, hindi raw po na-renew iyong kanilang contract. Is Malacanang aware of this? Kasi sir, they are concentrated more on relief operations and also operations dahil nga, because of what we call… iyong magiging problema natin dahil may bagyo or anything.

SEC. LACIERDA: Can we get back to you on that? I will ask Executive Director Alex Pama on that point. We don’t have the details yet.

TERESA/GMA7: Sir sorry, on a different topic. Can you brief us about iyong bottom up budgeting? Kasi I think there was an article saying na it’s a new scheme na parang papalit na doon sa PDAF. There are concerns na baka magaya din daw ito na kwestiyunin ng mga anti-pork crusaders.

SEC. LACIERDA: It’s not a new scheme. There were a number of columns that tried to depict BUB in a bad light. It’s participatory governance budgeting. All the projects of BUB, by the way, are found in the GAA, in the… nasa budget po silang lahat. I can show you the projects. Essentially what you do is you engage sa civil society organizations or individuals in the community. You ask them to an assembly, and they identify, together with the local government, what are the projects that will benefit you. There is a process of going through it. The local government council is—the municipal councils are involved in the process of identifying together with the CSOs kung ano iyong mga projects that are worthwhile. Then it goes up and then it passes through—eventually aabot iyan sa—kung na-approve sa local level, aakyat iyan sa DBM as one of the budgets proposed. So, it’s been ongoing since 2013 yata or 2012. Let me check lang.

TERESA/GMA7: It’s not a resurrection of the PDAF?

SEC. LACIERDA: No. Definitely it’s way, way before. It’s grassroots participatory. You engage the civil society, engage the people and the community, what do you think are the projects that are worthwhile that we need to? So you have rural health units, you’ve got water facilities being built. These are based on the needs of the community by engaging the citizens on the local level.   

REYMUND/BOMBO RADYO: Sir, bagamat nagsalita na ang Pangulo, meron lang kasing paglilinaw ‘yung abogado ni Madam Nora Aunor kahapon na hindi naman daw convicted, as mentioned by the President, si Nora Aunor doon sa U.S. Hindi ba parang ill advised or misinformed ang Pangulo dahil sa issue ng drug use or drug abuse conviction?

SEC. LACIERDA: I think—you know, it’s—by the way Noranian ako (laughs). I think si Miss Nora Aunor pleaded guilty, kaya—because she pleaded guilty, nag-deferred entry of judgment. Sa batas ng Amerika, meron ganoong proseso na, hindi tulad sa atin sa Pilipinas. ‘Pag dito nangyari iyan, pag nag-plead ka guilty, may karampatang parusa na. Sa Amerika, nag-plead siya ng guilty, tapos nagkaroon ng deferred entry of judgment provided that you undergo rehab. Iyon po iyong nangyari sa situation ni Miss Nora Aunor. But, I think the overall purpose really of the President is ‘yung sinabi niya kahapon. What is the message I’m saying? if on one hand I am against drug use, and this will happen? So naging… ang ano niya, there are—I suppose iba iyong pananaw niya sa iba.

REYMUND/BOMBO RADYO: Naiintindihan po namin iyong prerogative of the President and also ‘yung basehan nga niya po at iyong kaniyang dahilan. Pero, ano po iyong reaksyon niyo sa mga sinabi ng mga Noranians naman na wala naman daw sa kanila ay naging addict dahil sa pag-idolize kay Nora, at the same time, hindi ba parang mensahe nito ay parang, kung ikaw ay addict at ikaw ay nalubog at nadapa, wala ka nang karapatan bumangon at makamit iyong ganoong titulo?

SEC. LACIERDA: I think let’s just leave it at that (laughs). The prerogative has been exercised, so—

VANZ FERNANDEZ/DZRJ: Sir, Will the Palace ask prosecutors to speed filing versus admin lawmakers also named in COA findings, have misused their PDAF to erase fears of selective justice?

SEC. LACIERDA: We have to ask DOJ for that. I know that they are preparing, evaluating a lot of affidavits, a lot of cases so I don’t know the processes inside involved. But certainly they’re looking into the cases and that COA report.

04 July 2014 - The Filipino-American community in New Jersey celebrated ties to their heritage and new home on two events celebrated after Philippine Independence Day and before the 4th of July.

The Philippine American Friendship Committee (PAFCOM) held the annual PAFCOM Parade last June 22 in Jersey City. It is the biggest festival of the Filipino community in New Jersey (NJ). New Jersey Mayor Steven Fulop, along with the NJ City Council led by Council President Rolando Lavarro, and Hudson County Freeholder and Honorary Grand Marshall Bill O’Dea joined in the festivities beginning with an interfaith service in the morning, followed by a parade along Claremont Avenue in the West Side and culminated in an all-day street fair in Lincoln Park.

Philippine Consul General Mario De Leon, Jr. graced the occasion and addressed the community, highlighted the recent updates in Philippine-US relations, citing the visit of President Barack Obama to the Philippines in April. He mentioned developments such as the signing of the Enhanced Defense Cooperation Agreement, the upgrade of the Philippines to a Category 1 aviation safety status, and the removal of the Philippines in the US’ Copyright Protection Enforcement Watch List. He acknowledged PAFCOM President Mario Garcia and Grand Marshalls Dr. Edgar and Mrs. Mary Jane Lerias for keeping the Filipino-American tradition alive and leading the community in uplifting the presence of Filipinos in New Jersey.

The Bayanihan Club of Union led by President Ruben Amarante organized a flag-raising ceremony on June 29 in front of the Municipal Hall of Union Township. Philippine Consul General De Leon joined the Filipino community along with Deputy Mayor Manuel Figueiredo, Assemblyman for Bergen County Joe Cryan, and Union County Councilman Joseph Florio in a symbolic event that included a handover of a Proclamation honoring the celebration of Philippine Independence in Union County.

In his speech, Philippine Consul General De Leon acknowledged the big role of the Filipino community of Union during the relief efforts post-Haiyan/Yolanda and thanked Assemblyman Cryan for his initiative in fund-raising projects in his area.

Filipinos form the third largest Asian ethnic group in the state of New Jersey, numbering at around 110,650 as of the 2010 census. New Jersey has the biggest Filipino community under the jurisdiction of the Philippine Consulate General in New York.

The Department of Agrarian Reform (DAR) recently awarded P238,291.46 worth of indemnity checks to forty three (43) ARBs in the province of Quirino to safeguard their crops from any disasters.


Acting Provincial Agrarian Reform Program Officer II (PARPO II) Engr. Arthur E. Faeldon said the insurance, implemented under the Agrarian Reform Beneficiary-Agrarian Insurance Program (ARB-AIP), was given to farmer-beneficiaries who were affected by drought last cropping season.

“We are happy that you are secured. The additional expense for the insurance of your farms and yourself won’t be too much of a burden if at the end of the day you will benefit from it,” Faeldon said to the farmers.pic2newsjuly

Faeldon added that although they are insured, they should be very vigilant in protecting their farms because the climate is becoming more unpredictable nowadays.

On the other hand, Diffun Mayor Marlo Guillermo said the farmers are lucky to have this government program as they don’t have to worry about the loss brought by the disasters, particularly the drought.

“Through this insurance, you can plant all day and sleep well during the night,” Guillermo said.

The ARB-AIP subsidized 100% of the ARB’s premium for rice, corn, high value crops and livestock insurance, which has a built-in insurance for accident and death for ARBs and members of their households.

The DAR-AIP was launched in 2013 by the DAR and the Philippine Crop Insurance Corporation (PCIC) to provide ARBs crop insurance protection against crop losses caused by natural disasters, pest infestation and plant diseases.

DBM: DAP funding amounted to P136.75-B from 2011-2012

The Department of Budget and Management (DBM) clarified that the recently reported total of P352.7 billion made at the disposal of the Executive branch through the Disbursement Acceleration Program (DAP) in just two years is grossly inaccurate.

DBM records as of December 31, 2013 show that only a total of P136.75 billion—P65.59 billion under the 2011 National Budget (R.A. 10147) and P71.16 billion under the 2012 National Budget (R.A. 10155)—was made available to fund high-impact priority projects under the DAP for the mentioned years. And the total amount actually used from this available fund, which was P114.58 billion, is even much lower than the P352.7 billion reported.

The DBM also corrected the reported P133 billion-worth of overall savings allotted for DAP for 2011 to 2012, as DBM records reflect overall savings of only P119.11 billion comprised of P52.35 billion and P66.76 billion for the 2011 and 2012 Budgets, respectively. Of this amount, it must be noted that only a total of P19.69 billion were pooled through National Budget Circular No. 541 which only pertains to unobligated allotments withdrawn from different National Government Agencies.

Furthermore, it should be clarified that the reported P219.73 billion generated from unprogrammed funds for the two years was just a projection. Only P17.64 billion was actually released for DAP-funded projects according to DBM records.

The inaccuracy in the reported figure for the unprogrammed funds may be a misinterpretation of what was presented in the General Appropriations Act (GAA) as projections versus what was available and what was actually used.

For the record, windfall revenues for 2011 and 2012 only amounted to P18.3 billion and P13.92 billion, respectively, for a total of P32.22 billion. That was the total available fund, not P219.73 billion which was the projection in the 2011 and 2012 GAAs. Of the P32.22 billion, only P17.64 billion of unprogrammed funds were released and utilized for DAP-funded projects.

As the country observes the National Disaster Consciousness Month this July, the Department of Environment and Natural Resources (DENR) is calling on all local government units (LGUs) to revisit the geohazard maps distributed by the national government and use them as guide for disaster preparedness.

Environment Secretary Ramon J. P. Paje said the LGUs should take a look at the geohazard maps prepared by the DENR’s Mines and Geosciences Bureau (MGB) and take note of areas declared as highly susceptible for flooding and landslide, especially now that the rainy season has begun.

“Let us not react after the disaster has come and gone. Let us act now and prevent the possible destruction it can cause on lives and property,” Paje said.

The environment chief said the LGUs can use the maps as guide for strategic decisions such as those on land zoning and in determining sites for relocation and communities during natural disasters.

The MGB has already completed and distributed some 85,000 copies of geohazard maps showing landslide and flood-prone areas on a scale of 1:50,000 to LGUs nationwide.

A more detailed mapping of cities and municipalities, at a scale of 1:10,000, is to be completed within the year, while the three-dimensional (3D) version is also already in the pipeline.

Meanwhile, Paje called on the public to make a “more conscious and collective effort” to adopt a lifestyle that would reverse environmental degradation and mitigate the negative impacts of disasters.

“Efforts can be small and personal, such as minding where you throw your trash, patronizing eco-friendly goods and services, and not wasting water and energy. They can also be on a larger scale like organizing community cleanups or participating in tree planting activities under the National Greening Program,” Paje said.

“What counts the most is that efforts are sustained or done regularly, and not ningas-kugon.”

The DENR head pointed out that most of the damage caused by disasters “result from human activities that show blatant disregard for the environment.”

While natural phenomenon is uncontrollable, Paje warned that “our thinning forests, the unsustainable conversion and use of land, and pollution that clogs our waterways and kills our rivers and seas indeed aggravate the impacts of disasters on lives and property, especially when they lead to erosion and flooding.”

“What is worse is that climate change makes extreme weather events as the new normal, so we can expect the hazards and risks to increase, too,” he added.

The National Disaster Consciousness Month has been celebrated every year since 1999 by virtue of Executive Order No. 137. This year’s theme, “Ligtas na Bayan, Maunlad na Pamayanan,” focuses on safeguarding communities from adverse effects of natural disasters to promote sustainable development.

BOC busts ‘Class A’ fake designer bags and apparel

The Bureau of Customs (BOC) seized two (2) shipments of counterfeit goods with an estimated value of over P556-Million at the Manila International Container Port (MICP) on Thursday. The shipments included “Class A” bags and even clothing bearing faked marks from a local brand.

The first shipment, a 20-foot container van that arrived last March at MICP from China, was consigned to Bangladesh Business Corporation. It was subject of an Alert Order from the BOC’s Enforcement Group and the entire contents examined last week. While the consignee declared that the importation consisted of unbranded T-shirts, cargo short pants, leggings and plastic slippers,” physical examination revealed almost 5,000 pieces of faked apparel labeled with brands such as “Nike,” “Adidas,” “US Polo,” “Lee,” “Aeropostale” and “H&M.”

The second shipment, a 40-foot container that arrived last May at MICP from China, was consigned to NSGV Trading and was declared to contain assorted women’s blouses; polyester cotton fabric; polyester women’s pants, jackets, coats and scarves; board paper; ladies’ canvas shoes; PVC flooring; assorted plastic cases; belts and caps; and skateboards. However, the proprietor of the said firm denied ownership of the shipment, prompting customs authorities to subject the shipment to an Alert Order and subsequent 100% inspection. Physical examination found over 15,960 assorted undeclared items, many of which were counterfeit or “Class A” luxury bag models like the “Hermes Evelyne” and “Hermes Lindy; “Ralph Lauren Ricky”; “Tory Burch Ella” tote; “Prada Saffiano Lux” tote; “Celine Phantom”; “Michael Kors Selma” satchel and “Michael Kors Jet Set” tote and the “Burberry Susana” hobo tote. Also found were fake “Fitflop Fleur” sandals’ “Lacoste” wallets and tote bags; “Ray-Ban” eyewear; as well as clothing and footwear bearing local brands “Onesimus” and “Una Rosa.”

Both shipments will be subjected to seizure and forfeiture proceedings, after which the seized fake goods will be destroyed. Customs authorities have also coordinated with the Intellectual Property Office of the Philippines so alert the brand owners. The consignees and their customs brokers are also under investigation for smuggling-related cases as well as violation of Republic Act (RA) 8293, or the Intellectual Property (IP) Code of the Philippines.

“What is alarming to us is that even local brands are victims of counterfeiting which will cause more harm to our entrepreneurs, causing them to become unprofitable and unproductive, which, in the end, may threaten hundreds of jobs. In light of this growing modus operandi, Commissioner Sevilla has directed us to take the issue of the entry of goods that violate intellectual property rights more seriously. It is not about the value of the actual goods in question here, but the negative impact of counterfeit goods to legitimate businesses in the country,” said Willie Tolentino, Director of the Enforcement and Security Service of the Bureau of Customs.

From January to June 2014, the inter-agency National Committee on Intellectual Property Rights (NCIPR), which includes the Bureau of Customs, seized counterfeit products worth over P6.8-billion, up 215% year-on-year. Last April, intensified efforts against the proliferation of fake goods prompted the United States Trade Representative (USTR) to remove the Philippines from the Special 301 Watch List, an annual report of countries with weak enforcement and observance of intellectual property laws, after nearly 20 years of being on it.

440-KM farm-to-market roads completed - DPWH

The Department of Public Works and Highways has completed the construction of 440.14 kilometers of Farm-to-Market Roads (FMRs) costing P2.36 billion.

Under the Department of Agrarian Reform (DAR) Agrarian Reform Infrastructure Support Project Phase 3 (ARISP-III), DPWH implemented the construction of 126 FMR projects that aim to benefit hundreds of agricultural communities from across the country.

In Region 1, 17 farm-to-market roads with total length of 54.46 kilometers were completed at a cost of P296 million. This includes the improvement of 13.5-kilometer Lichauco-Evangelista Road and construction of vented spillway along Evangelista-Panganiban Road in Pangasinan.

In CAR, 8 projects or a combined 41.83 kilometers of roads, were accomplished in the amount of P232 million. One of the major FMRs completed in the Cordillera is the construction and improvement of the 16-kilometer Bugnay-Buscalan-Butbut Road with bridge and spillway in the municipality of Tinglayan in Kalinga province.

DPWH also completed 36.63 kilometers of FMRs in Region 2 in the amount of P137 million. A total of 12 FMRs were constructed, including the improvement of 7.8-kilometer San Antonio-Mapalad-Bautista FMR with 22 linear meters bridge in Isabela.

In Central Luzon, 19 projects having total road length of 49.54 kilometers, at a cost of P224 million were completed. It includes the improvement of 6.7-kilometer portion of San Ildefonso (Sitio Mapiña) Road in Pampanga.

For Regions 4A and 4B, 34.58-kilometers and 19 kilometers of FMRs were completed costing P200 million and P138 million, respectively. The longest FMRs accomplished in these 2 regions are the construction of 7.59-kilometer Barangay Jaybanga-Barangay Nagtaluntong Road in Jaybanga and Apar, Lobo, Batangas and improvement of JPR Tiondonan-JPR Mendoza Proper Road in Jofel, Palawan.

Agrarian communities of Region 5 on the other hand now utilize the 5 FMRs with total length of 17.74 kilometers costing P83 million. This includes the improvement of 4.76-kilometer Matoog-toog-Pambuhan Road in Pambuhan, Mercedes, Catanduanes.

DPWH also finished constructing a total of 17 FMRs in Region 6 with combined road length of 59.32 kilometers; 5 in Region 7 with 19.12 kilometers; and 3 road projects in Region 8 with 5.9 kilometers length, with a total cost of P497 million.

Additionally, DPWH completed 49.27 kilometers of farm to market roads from the 11 projects in Region 10, amounting to P243 million.

In Regions 11, 12, 13, the department finished implementing: 7 projects with span of 21.46 kilometers, 2 projects with 5.89 kilometers; and 8 projects with 25.36 kilometers of FMRs respectively.

With the completed projects, DPWH now has accomplished 85 percent of the needed road projects for the Agrarian Reform Infrastructure Support Project Phase 3 which is expected to be completed within the year 2014.

To date, only 25 farm-to-market road projects remain under construction, with 12 under pre-construction, and 12 others under pre-engineering activities.

Upon completion, FMRs will provide access to agricultural goods to the market, as well as support for the establishment of agri-business enterprises by promoting linkages between and among the 175 agrarian reform communities in 54 provinces.

“The competition aims to showcase the musical creativity of state workers, promote Filipino culture and arts, and inculcate in the minds of public servants a culture of excellence in public service,” said CSC Chairman Francisco T. Duque III.

Grand prize winners will receive PHP150,000 cash prize and plaque. First, second, and third runners-up will receive plaques and PHP100,000, PHP70,000, and PHP50,000, respectively.

Special awards await the best conductor and best arrangement of competition song. Best Regional Entry will receive a plaque, while non-winning finalists will each receive PHP20,000 and certificate.

Interested choral groups should submit the following: registration form; list of singers, conductor, and accompanist; photocopy of agency ID of each singer showing his/her photo and signature; and an audio-video recording in .avi or .mpg format.

Requirements should be submitted by July 25, 5 p.m. to the designated regional centers, namely, CSC Regional Office (RO) No. 3 in Pampanga for Luzon participants, CSC RO6 in Iloilo for Visayas participants, CSC RO11 in Davao City for Mindanao participants, and CSC National Capital Region for Metro Manila participants.

Participating groups should have 20 to 30 members, inclusive of one conductor and one accompanist. All singers must be government employees but the conductor and accompanist need not be employees of the government.

All singers of a choir must belong to one government agency only. Any misrepresentation shall be a basis for disqualification.

Adjudication of choirs shall be conducted in two stages: regional and final. Selection of finalists shall be based on a choir’s general performance quality as captured in the audio-video recording to be submitted.

The choirs with the top scores in each of the four regional clusters will be declared finalists. There will be at least one finalist but not more than three finalists per regional cluster.

Finalists shall be notified by email on or before Aug. 8.

The grand finals will be held at the Cultural Center of the Philippines on Sept. 30.

The Government Choral Competition is one of the events lined up for the 114th Philippine Civil Service Anniversary on September, with the theme “Tapat na Serbisyo Alay Ko Dahil Lingkod Bayani Ako.”

POEA halts deployment of newly-hired OFWs to three African countries due to Ebola outbreak Labor and Employment Secretary and Philippine Overseas Employment Administration (POEA) Governing Board Chairman Rosalinda Dimapilis-Baldoz yesterday announced that the Board has declared a suspension on the processing and deployment of newly-hired overseas Filipino workers (OFWs) bound for Guinea, Liberia, and Sierra Leone by virtue of Governing Board Resolution No. 14, Series of 2014, after the Department of Foreign Affairs (DFA) raised the Crisis Alert Level to Alert Level 2 (Restriction Phase) following the spread of an extremely contagious disease, the Ebola Virus Disease (EVD) in the said countries. “Under such circumstance, we will only allow the deployment of returning OFWs with existing employment contracts or a group of OFWs under special circumstances to go back to their host country,” Baldoz explained. POEA records show that from January 2012 to May 2014, there are 880 OFWs in Guinea, 632 in Liberia, and 1,979 in Sierra Leone. To date, no Filipino has been afflicted with the disease. Meanwhile, International Manpower Corp., a local recruitment agency notified the Overseas Workers Welfare Administration (OWWA) that its foreign principal, ISU Engineering and Construction Co. Ltd, has imposed an immediate repatriation of its employees working in a jobsite in Sierra Leon for the workers’ safety and as a precautionary measure. There are 20 OFWs who are employed at the said jobsite. “OWWA has already provided the Department of Health’s (DOH) Bureau of Quarantine of the names and the flight details of the 20 OFWs from Sierra Leone so they could be subjected to the quarantine protocols,” Baldoz said. In his letter to Secretary Baldoz, Foreign Affairs Secretary Albert F. Romulo said that as of 30 June 2014, total reported cases of the disease reached 600 including 400 deaths bringing the mortality rate to about 66.6 percent across Guinea, Sierra Leone, and Liberia. He added that an official of the Medicins Sans Frontieres (MSF) announced on 20 June 2014 that the EVD outbreak in West Africa is “out of control”. “This is the biggest outbreak of the Ebola virus, both in terms of numbers and geographic coverage since the virus was first identified in 1976, so much so that the World Health Organization (WHO) called for drastic action to contain the spread of deadly Ebola in South Africa,” DFA Secretary Del Rosario said in his letter. The Inter-Agency Task Force for the Management of Emerging Infectious Diseases in the Philippines has been tapped to immediately activate systems and measures to mitigate the risk of exposure of Filipinos in the affected areas, and prevent and minimize the spread of the disease in the country, as specified in Executive Order No. 168, Series of 2014. EVD is an extremely contagious disease which can be spread from close contact with the bodily fluids of an infected organism—both human and animal. There is no known available cure for the disease. The incubation period for EVD is 2-21 days and the virus becomes contagious when the affected person already exhibits symptoms. “I urged OFWs in the said countries to limit their non-essential movements, avoid public places to prevent their exposure to the disease. It will also be wise for them to prepare for the eventuality of evacuation. The DOLE is working closely with the DFA in ensuring the safety and well-being of OFWs in those countries,” Baldoz said. GPBP Project brings potable water to poor Barangay in Quezon Province

Access to safe and potable drinking water remains to be one of the issues that need to be addressed as several poor towns and barangays in the country still rely on open wells and springs for their water needs. According to the National Anti-Poverty Commission (NAPC), more than 400 towns and barangays nationwide are “waterless” or less than 50 percent of the households have access to safe water.

Take the case of Barangay Anahawan, a remote and isolated barangay, 15 kilometers away from the town center of Calauag in Quezon province. Water has always been a problem for the residents of Anahawan. For almost six decades, they had to endure one kilometer of walking on rough, unpaved road or using their carabao-drawn cart to fetch water from a spring.

“Ang pangunahing problema namin noon pa man ay ang kawalan ng tubig dito sa aming barangay. Kailangan pang maglakad ng mahigit sa isang kilometro ang mga tao mula sa kanilang mga kabahayan para lang makakuha ng tubig,” said Danilo P. Dapula, the barangay captain of Anahawan.

Evelyn M. Ingente, a 49- year old swine grower, who is a long-time resident of the barangay, shared the barangay captain’s sentiments. “Matagal na po akong residente dito at problema nga po namin ang pagkukuhaan ng tubig na maiinom. Nangarap po kami na balang araw, kami ay tutulungan ng gobyerno na magkaroon ng maayos na water system.”

Their ordeal becomes even more difficult during stormy weather because the road gets muddy and it becomes harder for them to carry the loaded containers back into their homes. There were also reports of a high incidence of water-borne and sanitation-related diseases among the residents from the barangay health workers.

A local group of women, mostly mothers, the 4K or Kababaihan, Kabalikat, Kapitbisig para sa Kaunlaran, does not want to take the problem sitting down. They knew that something must be done and they had to take the lead.

In 2012, this dynamic group of women heard of the Bottom-Up Budgeting (BUB) Process, now known as the Grassroots Participatory Budgeting Process (GPBP). GPBP is a novel approach being employed by the government wherein the poorest local government units in the country will work with civil society organizations and local communities to draft their own projects, and not contend with the ones “imposed” them. This is a far cry from the usual practice of top to bottom practice, with national leaders and officials exclusively deciding where public funds should be allocated.

Through GPBP, the local government units themselves will determine their needs and they will have the say on which programs should be suited for their locality. National government agencies will use the inputs from local leaders as starting point in crafting their budget.

4K actively participated in the People’s Assembly where its members and other stakeholders proposed various projects needed in their areas. 4K brought up the water issue in Brgy. Anahawan and proposed a P1.2-million budget for 15 communal faucets within the barangay.

They did not expect much about their proposal; they just went through the process with high hopes that this time, something might really happen. To their surprise and relief, their proposal was approved and budgeted under the Sagana at Ligtas na Tubig para sa Lahat program of the Department of the Interior and Local Government (DILG).

Now, Anahawan residents no longer have to walk three or more kilometers just to fetch water. Thanks to 4K and GPBP, clean and potable water is now within their reach with the installation of 15 communal faucets strategically installed near their homes.

03 July 2014 – Foreign Affairs Secretary Albert F. del Rosario visited Hanoi yesterday, July 02, to follow up on the successful visit to the Philippines of Prime Minister Nguyen Tan Dung in May 2014.

Secretary Del Rosario expressed his appreciation to the Government of Vietnam for its warm hospitality and his meetings with Deputy Prime Minister and Foreign Minister Pham Binh Minh.

The discussions between the Foreign Ministers were comprehensive, constructive and productive, and covered bilateral cooperative projects, international and regional concerns, and people-to-people ties.

On a bilateral basis, the two Ministers discussed a wide range of issues and agreed to further promote cooperation in many areas such as fisheries, ocean and maritime, defense and security, trade and investment. The Foreign Ministers also agreed to advance partnership to a higher level, including the establishment of a Joint Commission headed by the two Ministers to formulate a road map in working towards a strategic partnership.

In particular, the Foreign Ministers exchanged views on the rising tension in the South China Sea, and discussed the urgent need to address the escalating challenges through peaceful means and in accordance with international law including the United Nations Convention on the Law of the Sea (UNCLOS). The two Foreign Ministers urged that the Declaration on the Conduct of Parties in the South China Sea (DOC) be implemented in its entirety, including refraining from the use of coercive force. The two Ministers also agreed that the Code of Conduct in the South China Sea (COC) be expeditiously concluded without undue delay. In this regard, the two Ministers reaffirmed the ASEAN Joint Statement on the Developments in the South China Sea issued on the 10th of May 2014 and the ASEAN Six Point Principles on the South China Sea.

The two Foreign Ministers reaffirmed the invaluable friendship between their countries and the importance of their partnership in ASEAN.

The two sides likewise reaffirmed their common commitment to promote the rule of law and the peaceful resolution of disputes.

04 July 2014 – Philippine Ambassador to Mexico Catalino R. Dilem, Jr. representing President Benigno S. Aquino III as his Special Envoy, accompanied by Administrative Officer Bernardo Bagalay as member of the Philippine delegation, attended the inauguration of the new Panamanian President Juan Carlos Varela Rodriguez in ceremonies held at the Estadio Rommel Fernandez on July 1.

A day before the inauguration ceremony, Ambassador Dilem presented to former Panamanian Minister of Foreign Affairs Francisco Alvarez de Soto the letter of President Aquino designating him as his Special Envoy. The ceremony was held at the Salon Gran Arcon of the Sheraton Hotel.

The inauguration ceremony commenced at 1:00 p.m. as the President of the National Assembly, Adolfo Valderama declared the session open. After the speech delivered by Mr. Valderama, Vice President Isabel Saint Malo de Alvarado was sworn into office. Then President Varela was sworn into office as the 60th President of the Republic of Panama. Mr. Valderama placed the presidential band on the President symbolizing authority and the transfer of power to the new President.

In the President’s inaugural speech, he promised to improve the standard of living of Panamanians. In his first official act as President, he issued an executive decree setting price control on 22 basic commodities. He also promised to improve government service specially in the delivery of public transportation and security services and vowed to eliminate corruption in all levels of government.

After the ceremony, representatives of the international community were given the opportunity to convey their greetings to the new Chief Executive in ceremonies held at the Casa Amarillo of the Office of the President. Ambassador Dilem extended to President Varela the greetings and best wishes of President Aquino as the former embarked on a new mission for his country.

MANILA—Inflation rate slowed to 4.4 percent in June 2014 from 4.5 percent in May, supporting a manageable and within-target outlook for the year, according to the National Economic and Development Authority (NEDA).

“NEDA expects that the country’s headline inflation rate for full year 2014 will average around 4.4 percent, still within the Development Budget Coordination Committee’s full year target of 3.0 to 5.0 percent,” said Economic Planning Secretary Arsenio M. Balisacan.

Decelerating growth in prices of non-food items tempered the inflation rate in June 2014. However, faster growth in food prices pushed up the rate at the higher end of the target.

“One of the main reasons for the high price of food is the rather sharp increases in rice prices in June 2014 as supply tightness persisted in the market,” the Cabinet official said.

But despite the outlook of manageable and within-target inflation growth for 2014, there are risks along the way such as weather disturbances, pests and diseases, pending petitions for adjustments in utility rates, and the still elevated growth of domestic liquidity.

“In the short term, the interventions can focus on ensuring supply adequacy by allowing sufficient levels of imports to augment local production of rice and other key commodities. The truck ban policy also needs to be reviewed, along with other measures needed to improve the efficiency of distribution systems,” said Balisacan, who is also NEDA Director-General.

Also, given the increasing probability of El Nino beginning the third quarter of 2014, Balisacan reiterates the need to intensify government programs to curb the adverse impact of a prolonged dry spell.

“In the medium term, implementation of programs to increase the productivity of agriculture and the food processing industries need to be accelerated. The wider use of appropriate technology, especially in production areas vulnerable to drought and floods, also needs to be encouraged,” he said.

In line with this, Balisacan said that Public-Private Partnership programs may be considered to put up cold chain systems.

“The concept of using cold chain technologies in the agriculture sector should be done on a gradual basis, from some selected operations and for the whole distribution chain,” he said.

Meanwhile, aside from headline inflation, core inflation which nets out fuel and certain food items also decreased to 2.8 percent in June 2014, lower compared to 3.1 percent in May 2014. For the first six months in 2014, core inflation averaged at 3.0 percent.

Also, inflation rate in the National Capital Region (NCR) decreased to 3.6 percent in June 2014, slower than the year-on-year rate of 3.8 percent in May 2014. In Areas Outside NCR, inflation rate remained stable at 4.7 percent in June 2014, the same level in May 2014.

Modern, Safe, Efficient Features Will Help Curb Colorum Operations, Transport Strikes

Among the many transportation modernization projects of the Department of Transportation and Communications (DOTC) is the Bus Rapid Transit (BRT) system, which aims to deliver a fast, convenient, and cost-effective commuting option to residents of Cebu and Manila.

“BRT systems around the world have been successful in mobilizing masses of people in dense urban settings, getting them to their destinations reliably through fixed schedules, efficiently through segregated lanes and priority passage, comfortably and safely through modern, well-equipped buses, and affordably through relatively lower capital costs and maintenance expenditures,” said DOTC Secretary Jun Abaya.

“BRTs are game-changers. They are as effective as rail systems in terms of moving people around quickly and efficiently, but are much cheaper to build and are faster to develop. Since they will be granted as concessions, their riders will not be at the mercy of ‘colorum’ vehicles or transport strikes. They will be spared from unnecessary disruptions and unsafe traveling conditions,” Abaya noted.

The BRT concept began in Curitiba, Brazil in 1974, but the “BRT” name and the system’s popularity did not come until it was introduced in Bogota, Colombia in 2000. Currently, there are over two hundred (200) BRT systems either operating or being built worldwide.

5 Key Components

There are at least five (5) generally-accepted components for a BRT system:

Modern buses with technical specifications designed precisely for the system, such as bus floors with the same height as station platforms as these would save time for boarding and alighting;
A segregated lane or “busway,” which only BRT buses my ply;
BRT stations at locations identified to be most suited for riders;
Continuously-operating services programmed to meet passenger demands; and
Intelligent transport systems or information technologies which ensure the efficient operations of the system, such as automatic signaling which control traffic lights to ensure that the BRT buses are not impeded during trips.

The Country’s First BRTs

After obtaining the National Economic Development Authority’s approval last May to construct the country’s first BRT system in Cebu, the DOTC is now proposing a Manila BRT to serve the Quezon Circle-Manila City Hall route. Both these projects are made possible with a grant and technical expertise provided by the World Bank.

The DOTC is now studying other possible BRT locations in Metro Manila, in a bid to provide commuters with a modern, safe, convenient, and efficient mass transit bus system which current transport schemes are unable to offer.

SSS increases presence in Batanes, reaches out to Ivatans with new Service Office

 As part of the Social Security System's (SSS) ongoing initiatives to provide universal social protection regardless of geographical location, even workers from far-flung island provinces such as Batanes are now placed within SSS' reach through its expanding network of offices and partnerships.

SSS President and Chief Executive Officer Emilio de Quiros, Jr., Batanes Governor Vicente Gato and Basco Mayor Demetrius Paul Narag led local and SSS officials during the soft launch of the Batanes Service Office held on May 28.

“The SSS, in partnership with the local government, has increased its presence in Batanes --- the country's northernmost province --- by setting up an SSS Service Office at the Provincial Capitol Building in Basco. It is the first-ever SSS office established in this island province,” said Josie Magana, SSS Vice President for Luzon Operations.

“The Ivatans used to wait for the monthly visit of the field representative from the SSS Tuguegarao branch in Cagayan province to transact with SSS. The faster but much pricier alternative is taking a flight to Tuguegarao City since only cargo ships ply the route between Batanes and Cagayan. These barriers to SSS are effectively addressed by having a Service Office right in their own province,” Magana explained.

The Batanes Service Office (SO) is open on Mondays to Fridays from 8 a.m. to 5 p.m. Its services include issuance of social security numbers and SSS forms; receipt and processing of salary loan applications, and compliance with the Annual Confirmation of Pensioners program; SSS Web assistance; and verification of membership records and application status. The Batanes SO also handles requests for correction and updating of member and employer data, accepts maternity notifications, and receives collection lists, among other services. Meanwhile, SSS contributions and loan payments continue to be accepted at the Philippine National Bank and Land Bank of the Philippines branches in the province.

The SSS currently has over 400 registered members in Batanes. So far, the number of SSS-coverable members in the province is estimated at 8,000, most of whom are farmers and fishermen. With its increasing popularity and accessibility as a tourist destination, opportunities for local employment are seen to expand, further highlighting the importance of SSS presence in Batanes.

“Economic prospects are getting brighter for Batanes, with access to its natural tourist attractions enjoying a boost from the rising frequency of flights to the province. Its provincial government also actively supports local livelihood projects, which contribute to a booming cottage industry,” Magana shared.

The SSS also inked agreements with the local government units (LGUs) of Batanes, Basco and Sabtang on May 28 and 29 for the implementation of the e-AlkanSSSya program for the benefit of the LGUs' more than 700 job order (JO) and contractual workers who are excluded from Government Service Insurance System (GSIS) coverage.

The e-AlkanSSSya, as its name suggests, is an offshoot of the AlkanSSSya program created to make active SSS membership affordable for informal sector workers, who often shy away from paying contributions due to limited incomes and the needed effort to remit premiums to SSS collection facilities. The savings are stored in the AlkanSSSya unit, with personal “piggy banks” assigned to each worker.

“Under the e-AlkanSSSya, the LGU generates a monthly check representing the workers' contributions gathered thru automatic salary deduction. In both programs, the association or LGU assumes the task of collecting and remitting the payments to the SSS for proper posting in the workers' individual SSS accounts,” Magana noted.

De Quiros, together with a panel of SSS officials, conducted an SSS Stakeholders Forum at the Human Resource Training Center (HRTC) in Basco on May 28, and another at the HRTC of Sabtang municipality on May 29. The SSS also held a meeting and dialogue on May 28 for about 300 employers from the Batanes Chamber of Commerce, as requested by the association.

BI to implement cashless transactions

To facilitate public service and boost the convenience of foreigners who are transacting official business at the Bureau of Immigration (BI) offices, various fees and dues may soon be paid through the use of automated teller machine (ATM) card or prepaid card.

The “cashless payment” is made possible with the signing of a memorandum of agreement (MOA) by the BI officials and the Land Bank of the Philippines (LBP) on the establishment of point-of-sale (POS) terminals at the BI offices.

The POS terminals will honor ATM and debit cards under the Bancnet network and other compatible systems such as Megalink and Expressnet.

Immigration Commissioner Siegfred B. Mison said the Memorandum of Agreement with LBP was formalized in June.

The POS terminals will be set up at the BI offices at Magallanes Drive, Intramuros, Manila and Cebu offices within the next two weeks.

The use of ATM/debit card to pay fees and dues in various transactions marks another remarkable innovation under Mison, who has found more ways than one to cut red tape and bribery.

“We have decided that we can take advantage of the available technology and, consequently, the usual exchange of cash and the age old practice of bribery or grease money is eliminated, once and for all,” Mison pointed out.

The BI chief said the ATM payments on site will speed up transactions like foreigners’ annual reporting, visa extensions and applications, among others.

The Bureau of Immigration disclosed yesterday that a resolution has been signed by the board of commissioners finding Korean Kang Tae Sik as a deportable foreign national for his previous criminal conviction in court.

BI Spokesperson Atty. Elaine Tan said the ruling of the BI board of commissioners dated June 26, was based on the conviction of Kang for violation of Batas Pambansa Blg. 22, or the bouncing check law.

Based on the Supreme Court ruling, Tan said, violation of BP 22 is a crime involving moral turpitude and under 37 (a) (3) of the immigration law, a foreign national who is convicted of a crime involving moral turpitude is subject for deportation.

However, Kang can file a motion for reconsideration to the board of commissioners within three days from promulgation. “As per the revised rules on deportation proceedings, a convicted foreigner can also appeal to the Secretary of Justice and to the Office of the President within 30 days.”
