Synopsis:

Southwest Monsoon affecting Luzon and Western Visayas.

Forecast:  

MIMAROPA and the provinces of Zambales, Bataan, Cavite and Batangas will have monsoon rains. Metro Manila, the rest of Luzon and Western Visayas will experience occasional rains. The rest of the country will be partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the southwest will prevail over Luzon and Visayas and coming from the south to southwest over Mindanao. The coastal waters throughout the archipelago will be moderate to rough.

-Sa pagtulak ni Typhoon Neoguri (Bagyong Florita) sa Japan, patuloy namang makakaapekto sa bansa ang hinihila nitong Habagat o Southwest Monsoon.
-Apektado ng pag-ulang dala ng Habagat ang Luzon at kanlurang Kabisayaan, partikular ang Zambales, Bataan, Cavite, Batangas, at MIMAROPA.
-Habang sa Metro Manila at nalalabing bahagi ng Luzon at kanlurang Visayas, paminsan-minsang pag-ulan naman ang babagsak.
-Dahil pa rin sa Habagat, may gale warning sa western seaboard ng Central at Southern Luzon at northern at eastern seaboards ng Luzon.
-Huwebes, inaasahang gaganda na ang panahon sa bansa.
-Sa ngayon, walang namamataang sama ng panahon ang PAGASA.

PIA-4A/QUEZON: As part of the annual deworming and supplemental feeding program for daycare pupils, the Rotary Club of Lucena North served banana cakes and fruit juices to 130 day care pupils of Purok Matahimik Day Care Center in barangay Cotta in Lucena City, Adrian de Vera of RC Lucena North said.

PIA-4A/ QUEZON: Kasalukuyang nagsasagawa ng Consumer Expectation Survey ang Philippine Statistics Authority (PSA) sa lungsod ng Lucena at sa mga bayan ng San Andres, Guinayangan, Sariaya at Tiaong, Quezon. Layunin ng survey na makapagbigay ng mabilis at regular na pagsusuri sa kondisyong pang pinansiyal ng mga mamimili, kita at gastusin gayundin sa kalagayan ng ekonomiya ng bansa.



PIA-4A/BATANGAS: Sa ilalim ng proyektong “Ilog Mo, Irog Ko” isinusulong sa bayan ng San Jose ang paglilinis ng Bayante river na matatagpuan sa barangay Pinagtungulan. Ang proyekto ay naglalayong pangalagaan ang mga likas na tubig na karaniwang tinatapunan ng dumi ng mga hayop sa naturang bayan.

PIA-4A/LAGUNA: Dr. Noel D. Passion, chief of the Local Health Support Division of the Department of Health (DoH) Region 4A said in his report that a total of 29,000 dengue cases in Calabarzon was recorded last year (2013), the highest record of dengue cases in the Philippines. Dr. Passion is one of the presenters at the Regional Disaster Risk Reduction Management Council (RDRRMC) Region 4A meeting being held today at the Laguna provincial capitol in Sta. Cruz, Laguna.
PIA-4A/QUEZON: In line with the observance of the National Disaster Consciousness Month, the provincial disaster risk reduction and management council (PDRRMC) in partnership with SMART communications Inc. launched yesterday the Smart info.board at the provincial capitol in Lucena City. PDRRM officer Dr. Henry Buzar said the smart info.board will be utilized by the PDRRM office in sending messages/ text blast of significant information, reminders or announcements specifically during emergencies it time of disasters or calamities.
PIA-4A/LAGUNA: In his update on the disaster preparedness of the provincial government of Laguna, provincial disaster risk reduction management officer Valentin Guidote said all the 674 barangays in the province were already provided with one unit of rescue vehicle, 5 ambulances are on standby at the PDRRM office, and the bidding for the purchase of amphibian vehicles and mobile purifying machines is now on the process.


PIA-4A/LAGUNA: The provincial government of Laguna is set to install CCTV cameras in strategic areas in the different cities and municipalities in the province that will be hooked-up in the operations center located in the provincial capitol to monitor the peace and order situation and in time of disaster/calamities, Laguna provincial disaster risk reduction management officer Valentin Guidote Jr reported at the PDRRMC meeting being held at the provincial capitol conference room in Sta. Cruz, Laguna.


PIA-4A/LAGUNA: Laguna provincial disaster risk reduction management officer (PDRRMO) Valentin Guidote, Jr. reported that the provincial government is soon to inaugurate their new PDRRM building complete with warehouse and evacuation center. The building is touted to be the biggest PDRRM building constructed that is fully funded by the provincial government, Guidote said.

DZMM: Itinaas na ng DFA ang crisis alert level 3 sa Afghanistan dahil sa pag-igting ng tensyon doon kasunod ng presidential elections noong Hunyo. Sa ilalim ng naturang alerto, hinihimok na ang mga Pinoy sa Afghanistan na boluntaryong umuwi ng bansa. Nananatili naman ang total ban ng gobyerno sa pagpapadala ng OFWs doon. LUNGSOD NG LUCENA, Quezon, Hulyo 4 (PIA) --Umabot sa 2.7 milyong bakawan ang muling itinanim sa pangunguna ng provincial government-environment and natural resources office (PG-ENRO) sa bahagi ng Mangrove Experimental Forest sa barangay Ibabang Palsabangon sa Pagbilao noong Hunyo 30.

Sinabi ni Gobernador  David C. Suarez, na ipinagdiriwang ang Mangrove Day sa lalawigan ng Quezon tuwing Hunyo 30 bilang tanda ng matagumpay na pagdaraos ng Quezon's 2 in 1 noong Hunyo 30, 2012. Sa araw na ito, mahigit sa 2.7 milyong bakawan ang naitanim sa loob ng isang araw.

Ipinagmalaki din ng gobernador ang pagkakasama ng Quezon’s 2 in 1 sa evaluation para sa Galing Pook Award 2014.

Bunga nito, inatasan ni Gob. Suarez ang PG-ENRO na siguraduhing sa susunod na taon na ang pagdiriwang ng Mangrove Day ay mararamdaman sa buong lalawigan at hindi lamang ng pamahalaang panlalawigan.

“Dahil yung ginawa nating pagtatanim ng 2.7M mangroves sa loob ng isang araw, yun naman ay hindi para sa pamahalaang panlalawigan lamang, ang makikinabang dito ay lahat ng coastal communities na napagtaniman natin,” sabi ng gobernador.

Sinabi naman ni Manny Calayag ng PG-ENRO, na ang proyektong ito ay bahagi ng hangarin ni Gob Suarez na maging maayos ang kinabukasan ng mga Quezonian sa ilalim ng programang Securing Quezon’s Future (Quezon PIO/RMO, PIA-Quezon)

2. Tagalog news: Lucena City, walang planong magdadadag ng singil sa real property tax

LUNGSOD NG LUCENA, Hulyo 3 (PIA) --Inihayag kamakailan ng pamahalaang lungsod na wala silang plano na magdagdag ng singil sa real property tax (RPT).

Sinabi ni Mayor Dondon Alcala na  sa halip na magtaas ng buwis ay mas mainam na pagbutihin na lang ang tax collection o magkaroon ng episyenteng pangongolekta nito para madagdagan ang kabang bayan na maaaring gamitin sa iba pang mga programa ng pamahalaang panglunsod.

Inatasan na din ng  punong lungsod ang Assesor's Office na pinangangasiwaan ni  Fernando Cabangon na mas palakasin pa ang paniningil ng buwis sa RPT sa pamamagitan ng pagpapatupad ng efficient tax collection.

Ang pahayag ay ginawa ng alkalde bilang hamon na rin kay  Cabangon kung saan matapos na maiayos ang nasabing opisina ay dapat na mapagtuunan ng pansin ngayon ang ukol sa paniningil ng buwis sa real property.

LUNGSOD NG LUCENA, Quezon, Hulyo 1 (PIA) --Malapit nang makamit ng mga residente ng barangay Mayao Parada sa lungsod na ito ang matagal nang pangarap na magkaroon ng high school building.

Sinabi ni Mayor Roderick Alcala kamakailan na sandaling panahon na lamang ng pagtitiis at tuluyan ng ihihiwalay sa compound ng elementary school ang high school sa nabanggit na barangay.

“Nabayaran na ng pamahalaang lungsod ang lupang pagtatayuan ng bagong high school building na may sukat na isang ektarya kung kaya’t sa sandaling panahon na lamang ng paghihintay ay isusunod na ang pagpapatayo ng school building,” wika ni Mayor Alcala.

1.  Tagalog news: Garbage bins, ipinamahagi sa mga iba’t ibang departamento ng pamahalaang lungsod

LUNGSOD NG BATANGAS, Hulyo 7 (PIA) -Bilang pagdiriwang ng unang taong anibersaryo sa panunungkulan ng mga elected officials sa lungsod sa pangunguna ni Mayor Eddie B. Dimacuha, nagsagawa ng ceremonial turn-over ng mga garbage bins para sa mga iba’t ibang departamento ng pamahalaang lungsod ang Community Environment and Natural Resources Office (CENR) noong Hulyo 1.

Sinabi ni City Environment officer Oliver Gonzales, na layunin nito na maipagpatuloy ang commitment ng lokal na pamahalaan na maging Luntiang Batangas at mapaigting ang kampanya sa pagpapanatili ng kalinisan at pangangalaga sa kapaligiran.

Ang naturang mga garbage bins na gagamitin sa waste segregation ay may tatlong uri; dilaw para sa mga recyclables o mga basurang maaari pang pakinabangan; berde para sa mga biodegradable o nabubulok; at itim na basurahan para sa residuals.

Inaasahan na sa pamamagitan ng mga ito ay higit na maisusulong ang pagkakaroon ng kaaya-ayang  kapaligiran  at magiging bahagi na ng pamumuhay ng bawat isang Batangueno ang tamang pagbubukod-bukod o pamamahala ng basura.

Dagdag ni Gonzales, “ang pagkakaroon ng malusog na pamayanan ay ang pagkakaroon ng malusog na mga mamamayan.”

Gagampanan ng enforcement committee ng Task Force Clean and Green ang monitoring nito.

Samantala, isa sa mga proyekto ng City Environment Office ang pagpapaluntian ng kapaligiran sa pamamagitan ng paglalagay ng mga green areas sa poblacion. Isa rito ang pagtatanim ng dwarf ficus variegata, fukien tea at eugenia myrtifolia na itinuturing na mga pollutant absorber sa island sa kahabaan ng Rizal Avenue. 2.  Tagalog news: Linggo ng mga may Kapansanan,ipagdiriwang sa lungsod ng Batangas

LUNGSOD NG BATANGAS, Hulyo 7(PIA) --Sa ikatlong pagkakataon ay napabilang ang paggunita ng Linggo ng mga may Kapansanan sa listahan ng mga gawaing inihanda ng pamahalaang lungsod ng Batangas sa selebrasyon ng Batangas City Foundation Day.

Ang unang bahagi ay gaganapin sa Huly 10 at 11 kung saan magkakaroon ng Festival of Talents of Persons with Disabilities (PWD).

Sinabi ni Atty. Ben John Maralit, pangulo ng PWD Federation sa Batangas City, na isang  play na gagampanan ng mga Special Education (SPED) students ang itatanghal na tinaguriang Balik Tanaw sa Buhay ni Ka Pule.

Tampok naman sa Abilympics na gaganapin sa Batangas city convenction center ang exhibition games ng mga PWDs na lumahok na sa Palarong Pambansa at iba pang international competitions at nagkamit ng karangalan sa wheelathon, chess,  track and field, badminton at iba pa.

Sa ikalawang bahagi ng pagdiriwang, magsasagawa ng Lakbay Aral ang grupo sa ika-18 ng Hulyo sa Luneta upang mabigyan ng pagkakataon ang mga batang may kapansanan na makapamasyal. Ito ay alinsunod na rin sa layunin ng samahan na mai-mainstream ang mga PWDs sa komunidad.

Nakatakda ring magsagawa ng Walk for a Cause sa Hulyo 20, sa ganap na alas-6 ng umaga sa Plaza Mabini patungong SM City Batangas at pabalik. May registration fee na P150, ang Walk for a Casue ay isang fund-raising activity na layong makalikom ng pondong gagamitin sa pamamahagi ng mga saklay at wheelchairs. Aanyayahan na lumahok ang mga kawani ng gobyerno, mga estudyante at mga non-government organizations.

Muli namang bubuhayin ang mga katutubong laro tulad ng sipa at patintero sa Hulyo 21 sa Batangas city sports coliseum na maaaring lumahok kahit hindi pa myembro ng PWD federation.         

Dagdag pa rito, gaganapin naman ang Social Protection Program Forum for PWD Families, Self and Enhancement Forum  sa Bahay Pag-asa sa Hulyo 22  ng umaga.  Ang mga paksang nakatakdang talakayin ay ang disability prevention; early detection, prevention ang intervention disability (EDPID) at Tuloy Aral Walang Sagabal  (TAWAG) for children with disability.

Aanyayahan ding dumalo ang mga espesyalista para sa  ibat-ibang kapansanan tulad ng hearing at visual impaired at iba pa upang habang bata ay maagapan at maiwasan ang kapansanan. Maaaring magpatingin ng libre upang malaman ang uri ng kapansanan kay Dra Marizel Dacumos sa  Bahay Pag-asa sa Hulyo 22 ng hapon.

Sa kasalukuyan, ang PWD Federation sa lungsod ay may 1,300 miyembro.

3. Tagalog news: Film Festival, tampok sa pagdiriwang ng ika-150 kaarawan ni Apolinario Mabini

LUNGSOD NG BATANGAS, Hulyo 7 (PIA) --Isang film festival na may temang "Idol Kita, Ka Pule" ang ilulunsad ng pamahalaang lungsod sa pamamagitan ng cultural affairs committee sa Hulyo 12 bilang tampok sa pagdiriwang ng ika-150 taong kaarawan ng Batanguenong bayani na si Apolinario Mabini.

Sinabi ni Eduardo Borbon, vice-chairman ng Batangas city cultural affairs committee, na layunin ng nabanggit na proyekto na maipakita ang kadakilaan at mga kabayanihang nagawa ni Mabini, maipabatid sa mga kabataan ang talambuhay ni Mabini at bilang paghahanda sa mga nais lumahok sa malalaking kompetisyon sa Maynila tulad ng Cinemalaya at iba pang film festival.

Bukas ang kumpetisyon sa lahat ng mga paaralan, grupo o komunidad sa buong lalawigan ng Batangas. Kailangang maisumite ng kalahok ang 45-minute short film in DVD format bago mag Hulyo 10. Lahat ng pelikulang kalahok ay itatanghal sa Batangas city convention center sa Hulyo 13.

Mag-iimbita ng mga huradong eksperto sa larangan ng paggawa ng pelikula at  film appreciation sa pagpili ng mga magwawagi na itinakda sa Hulyo 15 sa convention center. May gantimpalang P50,000 ang naghihintay sa magwawagi at magkakaloob din ng invdividual awards para sa best director, actor, actress at iba pa. 

Aanyayahan din ng lupon ang mga apo at ibang kamag-anak ni Mabini upang saksihan ang nabanggit na gawain.

Una rito,  magdaraos din ng exhibit tungkol sa kung "Sino si Ka Pule" bilang parangal kay Mabini sa Hulyo 7 sa lobby ng Batangas city convention center at ang kauna-unahang "Panayam Batangueniana: Apolinario Mabini."

Tatalakayin sa panayam ang naging buhay ni Mabini, naging papel sa pamahalaan, maging ang tungkol sa kanyang unang guro na naging guro din ng maraming bayaning Batangueno na si Fr Valeriano Malabanan at ang tunay na dahilan ng kanyang pagkalumpo. LEMERY, Batangas, Hulyo 4 (PIA) --Matagumpay na inilunsad kamakailan ang isang Mini Forest and Tree Park sa dating sanitary landfill sa barangay Niyogan sa bayang ito.

Mahigit 5,000 tree seedlings ang naitanim sa dating tambakan ng basura na joint project ng pamahalaang lokal at ng pamahalaang panlalawigan ng Batangas sa pamamagitan ng Provincial Government-Environment and Natural Resources Office (PG-ENRO)

Ipinagmalaki ni Mayor Charisma M. Alilio na ang environmental project na ito ay itinuturing na kauna-unahan sa buong lalawigan.

"Kaakibat ito ng iba pang programa para sa kalinisan at kaayusan ng kapaligiran at pangangalaga sa kalikasan, tulad ng “no segregation, no collection” policy para sa mga basura sa munisipalidad," wika ni Alilio.

LUNGSOD NG BATANGAS, Hulyo 4 (PIA) --Seryosong tinututukan ngayon ng Provincial Health Office (PHO) ang kalagayan ng sanitasyon sa mga bayan ng lalawigan  sa pamamagitan ng programang pamimigay ng mga kagamitan sa palikuran o basic sanitation and toilet package program.

Sa pag-aaral na isinagawa ng Community Based Monitoring Survey  (CBMS) ukol sa kalagayan ng sanitasyo, lumalabas na ilan pa ring mga tahanan sa mga malalayong barangay ang walang maayos na palikuran sa kanilang mga komunidad. Ang kawalan ng  sanitasyon ay ilan lamang sa mga dahilan ng pagkakaroon ng isyu sa kalinisan at kalusugan partikular sa mga kabataan.

Ilan sa  sakit na nakukuha mula sa maruming kapaligiran at kawalan ng malinis na suplay ng tubig at palikuran  ang cholera, diarrhea , intestinal parasite o pagkakaroon ng bulate sa tiyan .

Tugon dito ng pamahalaang panlalawigan sa pamamahala ni Gob. Vilma Santos Recto ang pamimigay ng 1,000 toilet packages na ipamamahagi sa 31 bayan  sa ilalim ng programa na may temang “ Libreng Palikuran Tungo sa Malinis na Kapaligiran at Maayos na Kalusugan.”  

Sa pagbisita ng mga kinatawan ng PHO,  dala-dala ang  may 35 hanggang 40 construction packages na nakalaan sa bawat bayan na binubuo ng 1 toilet bowl, 3 piraso ng bakal, 3 sako ng semento at 30 hollow blocks na basic tools upang makabuo ng isang maliit at maayos na toilet para sa mga napiling recipient na tahanan.

Bukod sa pamamahagi ng mga construction materials, hatid din ng mga kinatawan ng PHO ang mga information and education materials na naglalarawan ng mga basic hygiene para sa mga bata upang maiwasan ang pagkakasakit.

6. Tagalog news: Housing development tampok sa Provincial Development Council general assembly

LUNGSOD NG BATANGAS, Hulyo 4 (PIA) --Naging tampok ang talakayan sa local housing programs sa isinagawang general assembly ng Provincial Development Council (PDC) sa provincial auditorium kamakailan.

Naging pangunahing tagapagsalita si Mylene Rivera, director for regional operations ng Housing and Urban Development Coordinating Council (HUDCC) sa talakayan ukol sa mga panuntunan para sa epektibong pagpapaganap ng housing program sa lalawigan.

Ipinaliwanag ni Rivera ang mga hakbang na pagpipilian ng mga emplyeado ng gobyerno na nagnanais na magkaroon ng sariling tahanan sa pamamagitan ng affordable loans sa ilalim ng HUDCC.

Ilan sa mga panuntunan na inilatag ng HUDCC ang magiging alituntunin ng Provincial Housing Development Board (PHDB) upang matiyak ang epektibo at mabilis na maipatupad ang mga isasagawang housing program sa lalawigan.

Pinangunahan ni Governor Vilma Santos Recto ang isinagawang Provincial Development Council general assembly na ginanap sa provincial auditorium kamakailan.

Kasama ni Governor Vi sina provincial administrator, Atty. Joel Montealto, provincial Assistant for Community Development head  Jun Dijan, Provincial Planning and Development Coordinator,  Benjie Bausas sa nasabing pagpupulong upang pagtalakayan  ang Annual Investment Plan ng ibat-ibang departamento ng kapitolyo  para sa taong 2015.

Naganap din sa okasyon ang kumpirmasyon kay Mr. Guillermo Ocampo, chairperson of the Restoration of Filipino Values bilang elected geographic private sector representative sa Regional Development Council (RDC) ng Calabarzon.

Ang kompirmasyon ay sinaksihan ng ibat-ibang sektor mula sa public service, non-government organizations na kasapi ng Provincial Development Coordinating Councils na katuwang ng lalawigan sa pagsusulong ng kaunlaran sa lalawigan.

LUNGSOD NG BATANGAS, Hulyo 5 (PIA) --Bilang suporta sa  pagdiriwang ng Buwan ng Wika sa taong ito, isang resolusyon ang ipinasa ng Sangguniang Panglungsod  na nagtatakda ng paggamit ng wikang Filipino sa lahat ng tanggapan ng gobyerno, mga pribadong institusyon at establisimiento sa lungsod sa buong buwan ng Agosto.

Ang resolusyon na iniakda ni Konsehal Arrmando Lazarte ay may pamagat na “Isang Kapasyahan ng Paghikayat sa lahat ng Tanggapan ng Pamahalaan at mga Pribadong Establisimiento at Institusyon sa Lungsod ng Batangas na Makiisa sa Malawakang Pagdiriwang ng Buwan ng Wika sa Pamamagitan ng Paggamit ng Wikang Filipino sa mga Transaksyon at Komunikasyon”.

Layunin ng resolusyon na mapagyaman at malinang ang wikang pambansa sa pamamagitan ng direktang paggamit nito sa lahat ng transaksyon, pang-gobyerno man o pribado at mas palalimin ang pagka-unawa ng mga kabataan kung ano ang naging tungkulin ng wikang Filipino tungo sa pagkakamit ng kasarinlan.

Ayon sa Komisyon ng Wikang Filipino (KWF) ang tema ng pagdiriwang ng Buwan ng Wika  sa Agosto ay “Filipino: Wika ng Pagkakaisa”

Pormal na bubuksan ng KWF ang pagdiriwang ng Buwan ng Wika sa Lungsod ng Batangas sa ika-1 ng Agosto kasabay ng pagpoproklama sa lalawigan ng Batangas bilang huwaran na mangunguna sa pagpapatupad ng adhikaing ito.

Nakasaad din sa resolusyon na hinihikayat ang bawat tanggapan sa lungsod na lumikha ng islogan o kasabihan na nasusulat sa wikang Filipino na naaayon sa temang binanggit na KWF at malinaw na makikita sa kanilang opisina.

LUNGSOD NG BATANGAS, Hulyo 3 (PIA) --Sumailalim sa dalawang araw na seminar workshop on Civil Registration Procedures ang humigit kumulang sa 100 school principals, school registrars at guidance counsellors  mula sa elementary at secondary public at private schools sa Batangas City noong June 26-27 sa Teachers Conference Center.

Ang naturang pagsasanay ay hinggil sa  kahalagahan ng pagbibigay ng tamang impormasyon sa mga civil registry documents tulad ng birth certificate at maipabatid sa mga dumalo ang mga bagong batas sa pagpapatala na ipinatutupad ng Civil Registrar’s Office (CRO).

Sinabi ni Juliedin  Nohay, Statistical Coordination officer ng NSO Regional Office na ngayon ay Philippine Statistics Authority (PSA), na mahalaga ang nabanggit na gawain lalo na sa mga kawani Department of Education (DepEd) bilang isa sa mga pangunahing ahensya ng gobyerno na nangangailangan ng ganitong dokumento.

Ang birth certificate ay pangunahing requirement sa pagpapatala ng mga mag-aaral sa mga eskuwelahan.

Tinalakay din ang mga paksa tungkol sa legitimation process, foundling at mga bagong batas na ipinatutupad tulad ng Republic Act 9048 o Correction of Clerical Error at Change of First Name at RA 10172 o ang pagtatama ng mali sa kapanganakan sa buwan at araw, sa kasarian na hindi dadaan sa korte o walang court proceedings.

Bunga nito, inihahanda na ng pamahalaang lungsod ang pagpapagawa ng mga bahay ng mga biktima ng sunog at pagsasaayos ng nasunog na paaralan sa nabanggit na barangay.

Ang paggamit ng nasabing pondo ay hiniling ni Mayor Eddie B. Dimacuha sa SP na mula sa rekomendasyon ng  City Disaster Risk Reduction and Mangement Council (CDRRMO) na siyang tuwirang may hawak ng rehabilitation plan.

Base sa Section 21 ng R.A 10121, may karapatan ang isang punong lungsod na hilingin ang otorisasyon sa paggamit ng  20 porsyento ng calamity fund kung may kaukulang rekomendasyon mula sa CDRRMO at ng Sangguniang Panglungsod at kung  ideklara ang isang lugar na nasa ilalim ng state of calamity.

LUNGSOD NG BATANGAS, Hulyo 2 (PIA) --Nagdaos ng Adolescent Job Aid (AJA) training ang City Health Office (CHO) sa tulong ng United States Agency for International Development (USAID) kamakailan.

Ito ang pangalawang batch ng mga health service providers sa lungsod na sumailalim sa pagsasanay na tinuruan sa sa tamang pangangasiwa ng mga problme sa kalusugan  at risky  behaviors ng mga adolescents  at matulungan sila upang magkaroon ng isang healthy lifestyle.

Hangad ng naturang pagsasanay na makatulong sa mga kabataan na makilala ng lubusan ang sarili, makihalubilo sa komunidad at mamuhay ng ayos kasama ang pamilya.

Ang City Health Office ay mayroon ding Adolescent Health and Youth Development Program sa ilalim ng Population Commission Division na nagsasagawa ng regular trainings para sa mga kabataan.  Ito ay isang epektibong paraan para makatulong ng mga magulang na nag-nanais na mahubog ang mga kabataan lalo na ang mga naliligaw ng landas.

Sinabi ni Corazon Mercado, reproductive health program coordinator, na ilan sa mga nagiging problema ng mga kabataan kaya naliligaw ng landas ay may problema sa magulang, peer at environment. Mataas din aniya ang bilang ng teenage pregnance sa kasalukuyan.

Ang mga  adolescents ay yaong mga kabataan na nasa  pagitan ng 13 at 19 taong gulang. Ang mga pisikal at sikolohikal na mga pagbabago ay nagaganap sa  panahong ito.  Dito din nagsisimula ang pagtuklas ng mga nagbibinata at nagdadalaga at maaaring mag-eksperimento sa mga bawal na gamot at alkohol o sekswalidad.

Dumalo sa nabanggit na training ang mga nurses mula sa CHO, school health personnel at guidance counsellors  mula sa Lyceum of Philippines University, Batangas State University, University of Batangas at SBC. Pinagkalooban sila ng training manuals na magsisilbing  guide nila sa pakikitungo sa mga adolescent at makakatulong upang maging  adolescent- friendly ang kanilang mga    paaralan.

LUNGSOD NG BATANGAS, Hulyo 1 (PIA) --Sinimulan na ang paglilibot ng  safety joint inspection team (SJIT) ng pamahalaang lungsod sa mga establisyamento upang malaman kung ang mga ito ay ligtas para sa publiko at kung ang mga ito ay tumutupad sa batas.

Ang nasabing team ay binubuo ng  Bureau of Fire Protection (BFP), Office of the City Veterinarian and Agricultural Services (OCVAS), City Health Office (CHO), City Engineer’s Office (CEO) at City Environment Office (CENRO).  Hinati ang team sa dalawang grupo at maglilibot sa mga establisyamento hanggang Disyembre.

Sinabi ni Engr. Joselito B. Godoy, head ng team, na pinagsama-sama sila sa isang team  upang mapadali at mapabilis ang kanilang inspeksyon sa mga establisyimento. 

Ang Safety JIT ay naipatupad makalipas ang serye ng seminar at workshop upang magsanay sa implementasyon nito at masiguro ang kanilang kahandaan. Target ng grupo na makapag-inspection ng 10 estab sa isang araw. Tatlong araw bago ang takdang pagbisita, pinadadalhan ang mga ito ng notice of inspection upang maihanda ang mga kaukulang requirement. 

Kung maayos ang resulta ng pagsusuri, maari na silang maisyuhan ng safety certificate pagkalipas ng tatlong araw. Ito ang kanilang gagamitin sa renewal ng business registration at pagkuha ng business permit.

Ilan sa mga karaniwang paglabag ay ang kawalan ng  fire exit at  ang proper waste segregation. Binibigyan ng warning ang mga ito at sapat na panahon upang maka talima..

LUNGSOD NG BATANGAS, Hulyo 1 (PIA) --Humigit kumulang sa 200 katao ang dumalo sa ikalawang ASEAN Economic Community (AEC) Integration orientation na isinagawa kamakailan sa training center ng Office of the City Veterinarian and Agricultural Services (OCVAS). 

Sa  nabanggit na pagtitipon, ipinabatid sa mga magsasaka sa lungsod ang nakaambang pagbabago sa merkado at magiging paghahanda sa pakikipagkalakalan ng pamahalaang nasyonal sa AEC Integration sa 2015.

Sa pamamagitan nito, mabibigyan ng pagkakataon ang mga magsasaka na makapagluwas ng kanilang produkto sa ibang bansa.  Bukod sa pagpapalawak at pagpaparami ng produksyon, inaasahan din na higit na maitataas ang kalidad ng mga produkto at magiging competitive ang mga ito.

Sa pamamagitan ng AEC, mabibigyan ng pagkakataon na makipagpalitan ng kalakal (open trade) ang mga bansa sa Timog Silangang Asya na walang taripa o buwis particular sa mga agricultural products.

14. Tagalog news: Ordinansa ukol sa pagpasok ng mga imported na karne sa lungsod, ipinasa

LUNGSOD NG BATANGAS, Hulyo 1 (PIA) --Ipinasa kamakailan ng Sanguniang Panglungsod ang ordinansa na mahigpit na magbabantay sa pagpasok ng mga imported na karne sa mga merkado sa lungsod.

May titulong “An Act Regulating the Entry and Sale of Imported Meat at Local Markets in Batangas City and Providing Penalties for Violation Thereof,” ang ordinansa ay naglalayong mapangalagaan ang mga lokal na magtitinda ng karne at matiyak ang kalusugan ng mga mamimili.  

Sinabi rin ni Konsehal Julian Villena na siyang may akda ng ordinansa na layunin din ng naturang batas na salain ang pagpasok ng mga imported meat products at ipakita ang suporta sa lokal na industriya ng paghahayupan sa lungsod.

Ayon sa samahan ng mga magkakarne sa Batangas City, ang halos walang tigil na pagpasok ng mga imported na karne sa mga pamilihan at pagtitinda nito ay malaki ang epekto sa kanilang hanapbuhay. Anila, ito ay unti-unting pinapatay ang larangan ng paghahayupan sa lungsod.

Bukod dito, ang unregulated na importasyon ng karne ay nangangahulugan na hindi pagdaan sa tamang proseso ng meat control at quarantine na maaaring magdulot ng banta sa kalusugan ng mga mamimili sa lungsod

Base sa ordinansa, lahat ng importer at seller ng anumang meat products ay inaatasang kumuha ng business permits na may kaukulang sanitary at health permits. Ang bilang o quantity ng imported na karne na maaaring ibenta sa mga pamilihan sa lungsod ay magiging limitado at ibabatay sa regulasyon na ilalabas ng Department of Trade and industry. Dapat lagyan ng kaukulang pananda at hindi maaaring ihalo sa mga lokal na meat products, at kinakailangang dumaan ang mga karne sa meat inspection na awtorisado ng City Health Office o ng mga Veterinary officials.

1. Cavite provincial ICT office launches e-learning program

TRECE MARTIRES CITY, Cavite, July 3 (PIA) – The office of the Provincial Information and Communications Technology (ICT) and the Cavite ICT Council launched recently the Learning for English Application for Pinoys (LEAP) at the provincial capitol.

About 30 young trainees from various sectors in the province will participate in the 200-hour e-learning program that aims to bridge the gap between the Business Processing Outsourcing (BPO) industry and the rich pool of talents in the province by enhancing their English communication skills to produce proficient call center agents for the BPO industry in the province.

UP-Diliman Project 7 Team in collaboration with UP-Diliman Department of English and Comparative Literature, Department of Speech Communications and Theater Arts, Department of Computer Science, and Digital Signal Processing Laboratory of the  Electrical and Electronics Engineering Institute and industry consultants composed of computer scientists, electrical and electronics engineers, graphic designers, English language professors and teachers, and speech therapy researchers developed the program for the training.

Palace assures PTV-4 employees of just compensation and benefits
 
Malacañang has assured employees of state-owned television network PTV-4 that they will receive just compensation and benefits.

“Ipinaliwanag namin ito sa kanila at tiniyak na sumusunod ang ating pamahalaan sa mga umiiral na batas hinggil sa compensation and benefits of government employees,” Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma, Jr. told reporters in a press briefing on Tuesday.

Coloma said that the ongoing dialogue with PTV-4 employees is a concrete action on the part of the government to address their demands.

“Isinasagawa na iyong dialogue na iyon at iyon namang kanilang mga kahilingan ay patungkol pa doon sa nakaraang mga benepisyo na ipinangako sa kanila, na sa aming posisyon ay governed by the principle of availability of funds and the Department of Justice has already ruled on one of the benefits that they are raising,” he said.

He noted that PTV-4 was in a state of “financial hemorrhage” when the new administration took office.

“Walang pera sa kaban nito, walang pangsweldo, walang pondo, sira-sira ang mga equipment,” said Coloma.

“Kaya nagsikap tayo at natamo natin iyong pagtatatag ng bagong charter na kung saan ay nagbigay ang Kongreso ng panibagong kapitalisasyon na 5 billion pesos at isinasaayos na natin ngayon ang operasyon ng People’s Television.”

He further said that although premiums for the Government Service Insurance System (GSIS) and PhilHealth were collected from the employees under the past administration, none of them was remitted to these agencies.

“Kaya noong kami na ang namahala ay tiniyak namin na maisauli o maipanumbalik iyong kanilang GSIS at mga PhilHealth premiums,” he said, adding that the government strived to seek funds to promote the employees’ welfare.

Boosting gross domestic product a top priority, Palace official says
 
It is the administration's goal to increase the country's gross domestic product (GDP) to attain inclusive growth, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said during Tuesday’s press briefing.

Coloma was commenting on reports that the International Monetary Fund (IMF) plans to cut its 2014 growth forecast for the Philippines due to data showing a slump in government spending.

He said that despite the forecasts of such external entities as the IMF, the real challenge to the government is how to revitalize the economy and strengthen industries and services to attain high GDP growth that would in turn help the government carry out its reform programs and achieve inclusive growth.

"Kung anuman po ang pananaw nila, ang determinasyon pa rin ay buo na dapat mapalaki ang GDP growth natin at maging inclusive growth ang matamo natin mula sa pagsulong na ito," he said.

The IMF has said that reduced government spending would curtail economic activities in the country.

The government posted a budget surplus in the first five months of the year, the result of higher revenues and a marginal decline in disbursements.

The surplus came in the midst of the need to spend aggressively, especially on rehabilitation efforts in areas devastated by Typhoon Yolanda last year.

The IMF however said that the slower disbursements in the second quarter might not support economic growth.

“Ipinaliwanag namin ito sa kanila at tiniyak na sumusunod ang ating pamahalaan sa mga umiiral na batas hinggil sa pasahod at benepisyo ng mga kawani ng pamahalaan,” sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa mga reporter sa pulong balitaan sa Malacanang Martes.

Sinabi ni Coloma na kasalukuyang may pakikipag-usap sa mga kawani ng PTV-4 na tanda ng kongretong hakbang sa panig ng pamahalaan upang tugunan ang kahilingan nila.

“Isinagawa na ang pag-uusap na iyon at iyon namang kanilang mga kahilingan ay tongkol pa doon sa nakaraang mga benepisyo na ipinangako sa kanila na sa aming posisyon ay nasa ilalim ng patakwaran ng availability of funds at nagpasiya na ang Kagawaran ng Katarungan sa isa sa mga benepisyong kanilang hinihingi,” dugtong pa ni Kalihim Coloma.

Idinugtong niya na ang PTV-4 ay nasa kalagayan ng “financial hemorrhage” (walang-walang pera) nang maluklok ang kasalukuyang administrasyon sa tungkulin.

“Walang pera sa kaban nito. Walang pansuweldo, walang pondo, sira-sira ang mga kagamitan,” paliwanag pa ni Coloma.

“Kaya nagsikap tayo at natamo natin iyong pagtatatag ng bagong charter kung saan nagbigay ang Kongreso ng panibagong kapitalisasyon na limang bilyong piso at isinasaayos na natin ngayon ang operasyon ng People’s Television,” wika pa ni Coloma.

Ayon sa Kalihim, bagaman may siningil na premiums para sa Government Service Insurance System (GSIS) at PhilHealth sa mga kawani ang nakalipas na administrasyon, ni isang kusinhg ay walang ibinayad sa mga ahensiyang nasabi.

“Kaya nang kami na ang mamahala, tiniyak namin na maisauli o mapanumbalik ang premiums ng mga kawani sa GSIS at PhilHealth,” pagbibigay-diin ni Coloma.

Inuuna sa lahat ang pagsulong ng ‘gross domestic product’—Palasyo
 
Pangunahing mithiin ng administrasyon na maging malawakan ang pagsulong ng gross domestic product (GDP) ng bansa, asbi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa pulong balitaan Martes.

Sinabi ito ni Coloma dahil sa mga ulat na balak ng International Monetary Fund (IMF) na bawasan ang (2014 growth forecast) tayang pag-unlad ng Pilipinas dahil lumitaw sa mga data na bumagal ang paggugol na ginagawa ng pamahalaan.

Sinabi ni Coloma na sa kabila ng mga pagtaya ng mga panlabas na tanggapang tulad ng IMF, ang tunay na hamon sa pamahalaan ay kung paano palalakasin pang lalo ang ekonomya at mapatatatag ang mga industriya at serbisyo upang matamo ang mataas na pagsulong ng GDP na makatutulong upang maisagawa ng pamahalaan ang mga programa ukol sa reporma at nang makamtan ang malawakang pagsulong.

“Kung ano man po ang pananaw nila, ang determinasyon pa rin ay buo na dapat mapalaki ang GDP growth at maging laganap ang pag-unlad natin mula sa pagsulong na ito,”dagdag pa nI Coloma.

Sinabi ng IMF na ang pagbabawas sa paggugol ng pamahalaan ay susupil sa mga gawaing pangkabuhayan sa bansa.

Ang pamahalaan ay nagkaroon ng budget surplus sa unang limang buwan ng taon dahil sa mataas na nalikom na buwis at sa pagliit naman ng mga pinagkakagastahan.

Ang surplus o lumabis sa badyet ay naganap sa kalagitnaan ng pangangailangang gumugol pa nang malaki, lalo na sa ginagawang rehabiltiasyon sa mga pook na malubhang sinalanta ng bagyong Yolanda noong nakalipas na taon.

Gayunman, sinabi ng IMF na ang pagliit ng paggugol sa ikalawang kuwarter ay malamang hindi makatulong sa pag-unlad ng ekonomya.

Sa unang kuwarter ng taon, ang pagsulong ng GDP ay naging 5.7 porsiyento lamang buhat sa dating 6.3 porsiyento noong ikaapat na kuwarter ng 2013. PND (as/zaf)

SEC. COLOMA: Konting paglilinaw lang, Rey. Sa aking pagsuri ng transcript ng press briefing na isinagawa ni Secretary Edwin Lacierda kahapon, ito ay pagtugon lamang sa isang tanong ng reporter kung ano ang pananaw hinggil doon sa naiulat na ibang klaseng paggamit ng mga mambabatas sapagka’t nitong mga nakaraang araw, isa-isa silang nagsasalaysay kung ano iyong pondo na kanilang natanggap at kung saan ginastos. At ang pananaw naman namin, hindi naman iniisip iyong mga ganiyang proseso dahil ginagalang natin iyong pagiging pantay at hiwalay na sangay ng Lehislatura. ALEX SANTOS: Opo. Ano po ang reaksiyon po ng Malacañang with regard po dito po sa panawagan po ng Catholic Bishops’ Conference of the Philippines sa pamamagitan po ng kanilang pangulo na si Archbishop Soc Villegas, saying that PNoy should fire corrupt Cabinet members po?

SEC. COLOMA: Prinsipyo naman iyan nang mabuting pamamahala, Alex. Hindi siguro fair na iugnay iyan doon sa pagpasya ng Supreme Court hinggil sa DAP dahil wala namang sinasabi doon sa desisyon ng Supreme Court na korapsyon ang buod ng DAP. Malayung-malayo po, wala pong ganung deklarasyon. Sinabi pa nga ng Supreme Court na mainam na programa iyon para sa pagpapasigla ng ating ekonomiya at nakatulong sa pagtayo nang mahuhusay na mga imprastruktura na kapaki-pakinabang para sa mga mamamayan. At hindi na po kailangan iyong pagtukoy niyan partikular diyan sa DAP dahil hindi naman po tungkol sa korapsyon iyong DAP.

ALEX: For so long a time po, Secretary, mukhang hindi ho nagsasalita kasi po itong mga bishop po at sa panig po ng Catholic Bishops’. Eh ngayon po, mukhang vocal po sila ngayon na sa tingin po ninyo ang Palasyo ay dapat ho’y mangamba ho dito sa pananalita ho ng mga bishop natin?

SEC. COLOMA: Hindi po kami nangangamba dahil sa amin pong paninindigan ay ginagawa po namin ang tama para sa bayan. Wala pong ganiyang pangamba. At karapatan din naman po nilang maghayag ng kanilang saloobin dahil sila rin po ay bahagi ng ating bansa, sila rin ay mamamayang Pilipino, at malaya naman po silang makakapagpahayg ng kanilang saloobin.

The Office of the Ombudsman filed four criminal Informations before the Sandiganbayan against former Cebu 4th District Representative Clavel Martinez and seven others for two counts of Malversation of Public Funds (Article 217, Revised Penal Code) and two counts of violations of Section 3(e) of the Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) in connection with the misuse of P15 million of Priority Development Assistance Fund (PDAF).

Ombudsman Conchita Carpio Morales affirmed the finding of probable cause against ex-Rep. Martinez, former Mayor Celestino Martinez III, former Municipal Treasurer Rhett Minguez, Municipal Accountant Cresencio Verdida, all of Bogo, Cebu, along with executive director Alejandrita Meca, treasurer Paz Radaza, cashier-designate Julieta Quiño and bookeeper Rhodariza Kilantang, all from the Girl Scouts of the Philippines.

Case records show that on November 19, 2001, the Sangguniang Panlalawigan of Cebu passed Resolution No. 2643-2001 calling the Boy Scouts and the Girl Scouts of the Philippines – Cebu Council (BSP-CC/GSP-CC) to include in their programs the enforcement of anti-drug campaign to be funded by the 2002 PDAF allocation of Rep. Martinez who was also the President of the GSP-CC from 2000 to 2003.

The P15M PDAF was released on May 13, 2002 by the Department of Budget and Management (DBM) under Special Release Allotment Order No. ROCS-02-01767.

Reports made by GSP-CC and Commission on Audit (COA) show that while there was no Memorandum of Agreement between the local government of Bogo and the GSP-CC, the PDAF was released in two tranches of P7,500,000.00 each upon written request of Meca to Mayor Martinez, Rep. Martinez’s son.

The GSP-CC deposited the amounts immediately upon receipt and thereafter prepared the general voucher for withdrawal of the same amount, payable to cash, which was received by Rep. Martinez.

Both transactions neither appeared in the Monthly Financial Report of the GSP-CC nor were they pre-audited by the Internal Auditor.  The Allotment and Obligation Slips of Bogo were not supported by programs of work and/or documents showing the related activities of GSP.

The Office also found that “all the elements required in both charges are present and there is no denying that respondents conspired with each other through evident bad faith and gross inexcusable negligence to defraud public funds.”

It added that “Mayor Martinez III, Minguez and Verdida had utterly disregarded the proper procedure in disbursing the PDAF. It cannot be overlooked that by reason of their office and duties, they have control over and are accountable for the funds” and that “they should have demanded for the program of works and/or memorandum of agreement (MOA) showing the activities by the GSP for its anti-drug campaign program, to ensure the legitimacy of all the disbursements.”

It found that only P600,000.00 of the P15M was given to GSP-CC while the rest went to Rep. Martinez.

It added that the “release of funds to GSP-CC gave respondent Martinez unwarranted benefits, consenting and allowing her to take full control of the funds thereafter misappropriating it.

DFA issues alert level 3 for Afghanistan

08 July 2014 – The Department of Foreign Affairs has issued Alert Level 3 (voluntary repatriation phase) for Afghanistan due to the heightened tensions in that country following the conduct of the presidential elections last June 14.

Alert Level 3 is declared when violent disturbances or external aggression occurs in a limited area of a country. With this announcement, Filipinos in Afghanistan are strongly encouraged to volunteer to return to the Philippines.

The Philippine Government maintains a total ban on the deployment of Filipino workers to Afghanistan.

The DFA continues to monitor the political and security developments in Afghanistan.

33 Filipino repatriates from Syria to arrive in Manila on July 10

08 July 2014 - Thirty three (33) Filipino repatriates from Syria are scheduled to arrive on July 10 at the Ninoy Aquino International Airport Terminal 1 on board Emirates Airlines flight number EK-334 at 10:10 p.m. The tickets for this group were provided by the International Organization for Migration (IOM).

This will bring the total number of OFWs repatriated from Syria to 5,422. As of today, an estimated 2,400 Filipinos still remain in Syria.

With Alert Level 4 in effect in Syria, the DFA continues to appeal to all Filipinos there to seek immediate repatriation. For assistance, they may call the Embassy in Damascus at 00963-11-6132626, 00963-949155557, and 00963-934957926 or send an email to damascus.pe@gmail.com.

DSWD gets AU$12.2-M grant to build 468 classrooms, day care centers

Alangalang, Leyte – An additional AU$12.2 million grant was extended by the Australian Government to the Department of Social Welfare and Development (DSWD) for the construction of early childhood care facilities in the country.

Under the grant, a total of 468 classrooms and day care centers will be constructed by the DSWD through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services-National Community-Driven Development Program (KALAHI CIDSS-NCDDP).

KALAHI CIDSS-NCDDP is the expanded version of the Kalahi-CIDSS, piloted by the national government in 2002 and launched in 2003 to alleviate poverty in poor rural communities using the community-driven development (CDD) approach.

CDD focuses on empowering and building up the capacities of citizens and local government units so they will be able to lift their own communities out of poverty, giving them the opportunity to make informed decisions on locally identified options for development and manage resources to implement sub-projects that address the needs they have identified.

Approximately 117 of the target classrooms and day care centers will be constructed in ‘Yolanda’-affected areas.

DSWD Secretary Corazon Juliano-Soliman and Australian Department of Foreign Affairs and Trade (DFAT) Deputy Secretary Ewen McDonald visited this town on Wednesday where they led the launching and groundbreaking ceremonies for projects funded by the grant.

Sec. Soliman thanked the Australian Government for the additional aid which is a big help in the rehabilitation efforts in ‘Yolanda’-hit municipalities.

She urged the townsfolk to work together in building the educational facilities, citing the urgency to bring schoolchildren to classrooms and no longer stay in tents.

For his part, Dep. Sec. McDonald said, “We are committed to our strong partnership with DSWD because Australia recognizes the potential of CDD to effectively alleviate poverty.”

Sec. Soliman stated that aside from the AU$12.2 million additional grant, the Australian Government financed the construction of 626 day care centers and classrooms in communities covered by the Pantawid Pamilyang Pilipino Program, the country’s conditional cash transfer program, worth US$10 million in 2012.

Customs X-Ray machines boost revenues at NAIA

New X-Ray machines deployed at the Ninoy Aquino International Airport (NAIA) have generated incremental revenues as the Bureau of Customs (BOC) beefed-up its capability to detect highly taxable items such as jewellery, luxury watches, designer bags, undeclared foreign currencies and even prohibited drugs hidden in travellers’ luggage.

“So far, the new fixed X-Ray machines in NAIA have made significant headways in ensuring that duties and taxes are properly paid, and at the same time, prompted the seizure of undeclared, high-value items,” said JulitoDoria, Office-in-Charge of the BOC X-Ray Inspection Project.

Doria noted that BOC-NAIA alone collected revenues of P972,977.50from May to June 2014 from duties and taxes paid by airline passengers on goods detected in their luggage by X-Ray. These items include luxury watches, electronic goods of commercial quantity, assorted machine parts and jewelry.

Last May, four state-of-the-art fixed baggage NutechX-ray machines were deployed at NAIA Terminals 1, 2 and 3—the first tranche of eight (8) fixed baggage X-Ray machines purchased by the BOC early this year. Aside from NAIA, two (2) other X-Ray machines have also been deployed at the Mactan-Cebu International Airport; and one (1) each at the Clark International Airport in Pampanga and the Kalibo International Airport in Aklan. The Bureau allocated about P145-Million for the purchase of new X-Ray machines.

“The additional x-ray machines will allow us to better detect contraband goods being smuggled in by airline passengers, rather than just relying on profiling techniques. It will allow us to release luggage faster and improve the traveling experience for passengers,” Doria added.

Improving customs processes at the country’s airports is a priority project of Customs Commissioner John P. Sevilla. Last April, BOC scrapped the mandatory Customs Declaration Form for passengers arriving on international flights if they carry only goods that are duty-free and required passengers to queue at either the red or green lane for customs clearance at the airport. The Green lane is for those with “Nothing to Declare,” meaning they do not have items in their baggage that are not subject to duties and taxes, can be brought-in duty-free and are not subject to any import prohibition, regulation or restriction. On the other hand, the Red lane is for passengers who bring-in goods are subject to import duties or taxes, are above the exempted Customs limits, or are prohibited, controlled or regulated by several statues.

The Bureau plans to procure additional fixed X-Ray machines this year, aside from at least six hand-held X-Ray units and four mobile X-Ray machines. These will be deployed in international airports in the country, including those inLaoag and Davao. In tandem with the X-Ray machines, the BOC will also install close-circuit television systems (CCTV), initially at the NAIA. The acquisition of CCTVs is expected to be completed next year.

DPWH receives new mobile drainage pump from Japan

Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson receives from Japanese Ambassador to the Philippines Toshinao Urabe on Wednesday (July 9, 2014) eight (8) new mobile drainage pumps provided by the Government of Japan through the Grant Aid Program for the Project for the Improvement of Equipment for Disaster Risk Management in the Philippines.

According to Secretary Rogelio L. Singson, the procurement of mobile drainage pump utilizing part of the Grant Aid of One billion Japanese Yen (approximately 518 Million Pesos) of the Government of Japan will enable the DPWH to respond swiftly during floods usually triggered by typhoons, tropical depression, continuing heavy rains and aggravated by man-made causes such as waterways blockage by solid waste and encroachment of natural waterways.

The mobile drainage pump, mounted on a truck with a built-in standby generator set and 50 meter pump hose including accessories, has the capacity to support the flood fighting activity of DPWH by pumping flood waters from water-logged areas into river systems or drainage outfalls.

Signed two (2) years ago, the Japanese grant assistance for the project for improvement of equipment for disaster risk management, also includes the installation of Real-time Earthquake and Tsunami Monitoring Systems and a Tsunami Simulation Database to assist the Philippines’ disaster risk reduction efforts

Japan, as leading donor to the Philippines’ disaster mitigation program, shares not only the technology but the experiences and lessons learned from the past natural disasters as a disaster- prone country itself.

Roxas inspection uncovers warehouse mixing commercial rice with animal feeds

A government team inspecting warehouses suspected to be used in hoarding activities today discovered an appalling modus operandi: rice imported from Thailand are mixed with broken rice intended for animal feeds then sold to the market as premium Sinandomeng rice.

The new modus was discovered when Interior Secretary Mar Roxas, accompanied by officials of the PNP Criminal Investigation Group, Bulacan local officials, agents from the Bureau of Internal Revenue, National Food Authority and the Bureau of Customs, personally inspected the Purefeeds Corporation warehouse located at the First Industrial Center in Barangay Tikay, Malolos City, at noon today.

Roxas said the owners of Purefeeds Corp. could be held criminally liable for violations of Philippine Trade laws.

“May violation sila sa NFA, sa Bureau of Animal Industry, sa Bureau of Internal Revenue at maging sa Bureau of Customs,” the DILG chief said.

“The broken rice residue intended for animal feeds came from Vietnam and was being mixed with the Blue Diamond rice imported from Thailand, and then repacked and being sold as “Golden Bee” Premium Sinandomeng rice,” he pointed out.

Roxas said the operations of the rice mill will be temporary suspended while appropriate charges are being readied against the Purefeeds Corp, which is owned by a certain Jomerito Soliman.

The raid at the Purefeeds warehouse was the 18th operations conducted by the CIDG and NFA. Of the 18 raids, Roxas said only four were found to be engaged in illicit trading of rice.

Roxas said that under Republic Act No. 7581, or the Price Act, the PNP and other law enforcement units may be deputized to monitor and inspect warehouses for possible hoarding and diversion of NFA rice.

“Hindi natin papayagang umiral ang panloloko ng mga negosyante sa ating mga kababayan. Hindi natin sila tatantanan at hindi natin papayagan na makakain ng ganito ang ating mga mamamayan ,” Roxas said, referring to the adulterated rice.

During the inspection, the government team discovered inside the warehouse at least 32,000 sacks of assorted broken rice intended for animal feed that were imported in Vietnam and regular rice imported from Thailand.

Senior Supt. Ferdinand Divina, Bulacan PNP acting director, said two trucks loaded with 900 sacks of the adulterated rice were prevented from leaving the warehouse.

According to NFA Administrator Arthur S. Juan, they will investigate why the two trucks seized at Purefeeds warehouse bore the logo of NFA complete with license number.

The Marilao warehouse was one of the 18 warehouses inspected by the PNP-CIDG since Thursday (July 3), when Roxas directed the PNP to assist government agencies in the investigation and filing of cases against those behind the artificial increase in the prices of essential commodities such as rice, garlic, ginger, pork, chicken, and milk.

The series of inspection led to the discovery of 220,000 bags of rice found stacked in the warehouses, 80,000 of which were found to be in violation of anti-hoarding laws.

Two of the warehouses which were personally inspected by Roxas and Magalong early Sunday (July 6) morning, yielded 14,996 bags of NFA rice and 4,580 bags of commercial rice.

During inspection of Warehouse #A1 and #A2, in JY & Son Compound., Km. 23, West Service Road., Cupang, Muntinlupa City, a commercial rice milling machine believed to be used for polishing inferior quality and old stock rice was also discovered.

The Seoul International Music Competition invites talented musicians from the Philippines for the 11th edition of the contest in 2015. It was established by the Dong-A Ilbo and the Seoul Metropolitan Government, one of the most prestiguous national newspapers in Korea. The competition's aim is to promote international cultural exchanges through music, and to support talented young musicians from around the world. The competition is held annually for piano, violin in a rotating sequence.

The category for its 11th edition in 2015 is violin and will be held in Seoul, South Korea from March 18 to 29, 2015.

The Professional Regulation Commission (PRC) announces that 313 out of 623 passed the Agricultural Engineer Licensure Examination given by the Board of Agricultural Engineering in the cities of Manila, Baguio and Davao this July 2014. The result of examination with respect to one (1) examinee was withheld pending final determination of his liabilities under the rules and regulations governing licensure examination.

The members of the Board of Agricultural Engineering who gave the licensure examination are Engr. Ariodear C. Rico, Chairman; Engr. Juana T. Tapel and Engr. Felimar M. Torrizo, Members.

The results were released in three (3) working days from the last day of examination.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on July 14 & 15, 2014. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2014-2017. PDIC raises P118.01 million from sale of assets

The Philippine Deposit Insurance Corporation (PDIC) successfully raised a total of P118.01 million from the sale of closed banks and corporate assets during a public bidding on July 1, 2014 held at the PDIC office in Makati City.

The total amount raised for the 21 properties sold had a premium of P11.31 million as against the properties’ aggregate minimum disposal price of P106.70 million. Of the total properties sold, 16 were owned by closed banks, while five were corporate assets.

A total of 186 properties was bidded out during the public bidding. The properties sold were located in the cities of Caloocan, Parañaque and Pasay; Calamba, Laguna; Tuguegarao, Cagayan; and in the provinces of Camarines Norte, Cavite, Cebu, Ilocos Norte, Pampanga, Pangasinan, Quezon, Rizal, Romblon and Sorsogon.

Proceeds from the sale of closed banks properties are automatically credited to the funds held in trust for the closed banks concerned and are used to settle claims of creditors and uninsured depositors. In accordance with the law, payment to these parties is subject to the rules on concurrence and preference of credits. Meanwhile, proceeds from the sale of corporate assets are added to the Deposit Insurance Fund, PDIC’s main fund source for payment of insured deposits.

The PDIC, as Liquidator of closed banks, conducts public biddings in accordance with its strategic direction of expeditious disposal of non-financial assets. Properties not sold during the bidding are available for negotiated sale or may be bidded out again. Interested buyers are encouraged to visit the PDIC website at www.pdic.gov.ph and use the PDIC’s Property Finder for information on available inventory of assets for sale. PDIC advises borrowers of Asian Consumers Bank to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Asian Consumers Bank (A Rural Bank), Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.

In a statement, PDIC advised borrowers of the Asian Consumers Bank to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL - ASIAN CONSUMERS BANK. The Receiver cautioned borrowers that it has discontinued the engagement of the bank's collectors. PDIC has not engaged any person to collect the loans of the bank. To ensure proper recording of payments made by borrowers, it further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments. Official receipts will be issued by PDIC upon validation of payments. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a copy of their deposit slips by mail to the Deputy Receiver for loans Ms. Josefina R. Fajardo at the PDIC Office, 5th Floor, SSS Bldg., Ayala Avenue corner V.A. Rufino St., Makati City or send via e-mail to Ms. Eunice L. The Monetary Board (MB) placed the Asian Consumers Bank under the receivership of the PDIC by virtue of MB Resolution No. 981 dated June 26, 2014. As Receiver, PDIC took over the bank on June 27, 2014. Upon takeover, all bank records were gathered, verified and validated.

Asian Consumers Bank is a four-unit rural bank with Head Office located along Magsaysay Ave., Poblacion, Basista, Pangasinan. Its three branches are located in Calasiao, San Carlos City and Urdaneta, all in Pangasinan.

64 OFWs from Libya arrive in Manila

7 July 2014 - Sixty four (64) overseas Filipino workers from Libya arrived in Manila last Saturday, July 5, at the Ninoy Aquino International Airport (NAIA) Terminal 1.

The first batch composed of 20 repatriates arrived at 4:35 p.m. on board flight EK332. The second batch composed of 44 repatriates arrived at 10:10 p.m. on board flight EK334.

Representatives from the Overseas Workers Welfare Administration briefed the repatriates upon their arrival.

This brings the total number of Filipino repatriates from Libya to 394.

The DFA continues to urge our nationals in Libya who wish to return home to get in touch with the Philippine Embassy in Tripoli and avail of the voluntary repatriation offer under government expense. Their families may also call the 24-hour hotline numbers in the DFA if they have further questions and concerns.

07 July 2014 - – The Philippines joined the partner nations of the Global Initiative to Combat Nuclear Terrorism (GICNT) at its Implementation and Assessment Group Meeting that was held from July 1 to 4 at the Lotte Hotel, Seoul.

As a subscribing state to the GICNT since 2010, the Philippines was represented at the meeting by Philippine Ambassador to South Korea Raul S. Hernandez, Philippine Nuclear Research Institute (PNRI) Nuclear Safeguards and Security Section Head Julietta Seguis, Deaprtment of Foreign Affairs Desk Officer for Disarmament Affairs Merwin Valeza, and Philippine Embassy Attaché Jhoanna Jarasa.

Deputy Foreign Minister Dong-ik Shin expressed appreciation to GICNT partner nations for their collaborative efforts in “addressing the shared threat of nuclear terrorism that has no borders” citing the grave threat posed by nuclear terrorism to nuclear weapons states and non-nuclear weapons states.

Ms. Christine R. Martin, US Coordinator of the GICNT, commended the Philippines for “its active contribution towards strengthening the international nuclear security regime.”

At the meeting, the Philippines affirmed its commitment to promote and advance the work of the GICNT in the areas of detection and response, and mitigation, citing the Philippines’ contribution to strengthening global nuclear security through the hosting of the CBRN Centre of Excellence and the operation of radiation portal monitors at the ports of Manila and Cebu.

Since its inception in 2006 under the stewardship of the US and Russia, the GICNT has expanded to 85 partner nations and four observer organizations and has worked to strengthen the global capacity to prevent, detect and respond to nuclear terrorism.

Preliminary data showed that the country’s gross international reserves (GIR) rose to US$80.7 billion as of end-June 2014, Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr. announced today.1 This level was higher by US$0.5 billion than the end-May 2014 GIR of US$80.2 billion. The GIR remains ample as it can cover 11 months’ worth of imports of goods and payments of services and income. It is also equivalent to 7.7 times the country’s short-term external debt based on original maturity and 5.7 times based on residual maturity.2

The increase in reserves was due mainly to the revaluation adjustments on the BSP’s gold holdings, net foreign currency deposits by the Treasurer of the Philippines (TOP), and income from the BSP’s investments abroad. These inflows were partially offset by payments for maturing foreign exchange obligations of the National Government (NG).

Net international reserves (NIR), which refer to the difference between the BSP’s GIR and total short-term liabilities, also increased to US$80.7 billion as of end-June 2014, compared to the end-May 2014 NIR of US$80.2 billion.

Inflation edges lower to 4.4 percent in June

Headline inflation decelerated slightly to 4.4 percent year-on-year in June from 4.5 percent in May. The June inflation reading was within the BSP’s forecast range of 4.1-5.0 percent for the month. This brought the year-to-date average inflation rate to 4.2 percent, within the Government’s inflation target range of 4.0 percent ± 1.0 percentage point for 2014. Core inflation—which excludes certain food and energy items to better capture underlying price pressures—eased to 2.8 percent in June from 3.1 percent in the previous month. On a month-on-month seasonally-adjusted basis, the consumer price index increased by 0.1 percent.

The slightly lower June headline inflation reading was due largely to slower increases in prices of non-food items. In particular, the downward adjustment in electricity charges and price reductions in LPG and kerosene products more than offset the tuition fee hikes for the current school year. By contrast, food inflation increased further as most food commodities, particularly rice, meat, eggs, oils, vegetables (i.e., garlic, tomatoes, cabbage, carrots, and pechay), and sugar posted higher prices due to limited domestic supply.

Governor Amando M. Tetangco, Jr. indicated that the BSP will continue to monitor evolving price trends, particularly the prospects of second-round effects of supply-side pressures. The BSP stands ready to undertake appropriate measures as needed to safeguard its price and financial stability objectives.

OJ and SEC establishes merger control regime

To effectively set up the country's merger control regime based on existing provisions of law, the Department of Justice (DOJ) and the Securities and Exchange Commission (SEC) signed today a Memorandum of Agreement (MOA) for guidelines on merger regulation.

“Our partnership with SEC will provide a new dimension to anti-competitive mergers enforcement and enable the DOJ - Office for Competition (OFC) to help evaluate the likely impact of proposed mergers on competition,” said Secretary Leila M. De Jima.

The MOA provides for the notification of merger or consolidation applications, the timeline and procedure to assess such applications, and preparation of report, among others. In addition, it seeks to define the roles of both parties whenever applications for merger or consolidation are submitted to the SEC.

“Part of our commitment in this cooperation is the issuance of a Memorandum Circular to give notice to all entities concerned for the effective implementation of the guidelines,” said SEC Chairperson Teresita J. Herbosa.

Assistant Secretary Geronimo L. Sy, Head of the OFC, noted that this joint initiative stems from the Terms of Reference for the Working Groups adopted in 2013 where the SEC, as Co-Chair of OFC Working Group on Business and Economics, is responsible, among others, to monitor reported transactions involving mergers of corporations, acquisitions, consolidations, and other anti-competitive conduct in the market or concerned industries.

The DOJ, through the OFC, as the country's competition authority, is mandated, among others, to provide a level playing field for market players and safeguard consumer welfare.
