TROPICAL CYCLONE ALERT: TYPHOON “#OmpongPH”
ISSUED AT 10:30 AM, 10 OCTOBER 2014
(Valid for broadcast until the next bulletin to be issued at 11 PM today)

Typhoon OMPONG has maintained its strength as it continues to move northward over the Philippine sea.

LOCATION OF EYE/CENTER: At 10:00 AM today, the eye of Typhoon “Ompong” was located based on all available data at 785 km East of Itbayat, Batanes (21.8°N, 129.3°E).

STRENGTH: Maximum sustained winds of 185 kph near the center and gustiness of up to 220 kph.

MOVEMENT: Forecast to move North at 13 kph.

FORECAST POSITIONS: Typhoon “Ompong” is expected to be at 885 km Northeast of Itbayat, Batanes by tomorrow morning and outside the Philippine Area of Responsibility (PAR) by afternoon. By Sunday morning it is expected to be at 1,090 km Northeast of Itbayat, Batanes or in the vicinity of the southern islands of Japan.

- Estimated rainfall amount is from 7.5 – 25 mm per hour (heavy – intense) within the 600 km diameter of the typhoon.

- “OMPONG” is not expected to make landfall to any part of the country. However, it is enhancing the northeasterly winds resulting to rough to very rough sea conditions over the northern and western seaboards of Northern Luzon and over the eastern seaboard of Luzon and of Visayas. Fisherfolks and those using small seacrafts are advised not to venture out over the said seaboards.

- The public and the disaster risk reduction and management council concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 11 PM today.

Synopsis:
 At 4:00 am today, the eye of Typhoon "OMPONG" {Vongfong} was located based on all available data at 788 km East of Itbayat, Batanes (21.0ºN, 129.4ºE) with maximum winds of 185 kph and gustiness of up to 220 kph. It is forecast to move North at 13 kph. Intertropical Convergence Zone (ITCZ) affecting Visayas and Mindanao.
 Forecast:  
 Visayas, Bicol Region, Zamboanga Peninsula and the province of Palawan will experience cloudy skies with light to moderate rainshowers and thunderstorms. Cagayan Valley will have cloudy skies with light to moderate rains. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
 Moderate to strong winds blowing from the northeast to northwest will prevail over Northern and Central Luzon and coming from the southwest over the rest of the country. The coastal waters throughout the archipelago will be moderate to rough.

-Bagama't nananatili sa kategoryang typhoon, bahagya nang humina ang Bagyong Ompong. Bumaba na sa 185 kph ang lakas ng hangin nito habang 220 kph naman ang pagbugso.
-Huli itong namataan 788 km silangan ng Itbayat, Batanes, at kumikilos pahilaga sa bilis na 13 kph.
-Wala pa ring direktang epekto sa bansa si Ompong, bagkus ay inaasahang mananalasa sa Okinawa, Japan.

The town of Carmona placed fourth in the overall competitiveness and economic dynamism and 9th in gov't efficiency. The town of Tanza is first in economic dynamism while the town of Silang landed 10th in infrastructure category.

PIA-4A/CAVITE: The municipal government of Carmona through the Social Welfare and Development Office recently launched the Kasanayan-Kabuhayan 2014. Trainings offered under the program includes: meat processing livelihood training (4 batches), bread and pastry production, and massage theraphy/pinoy hilot massage course. During the launching, 12 Unlad Kabuhayan pedicabs were distributed to small-scale entrepreneurs.

PIA-4A/QUEZON: About 150 students from the different secondary schools in Lucena City participated in the 2nd National Letter Writing Day sponsored by PhilPost, SM Supermalls and DepEd. Ms. Modesta Jaurigue, education program supervisor of DepEd-Lucena City, said the activity aimed to teach to the students the importance of letter writing and mailing letter by using postal services.

DZMM: Tuloy-tuloy ang koordinasyon ng DFA at OWWA mula sa Qatari government sa apat na OFW na namatay sa aksidente. Tiniyak ng OWWA na may matatanggap na benepisyo ang pamilya ng mga namatayan dahil lehitimong mga OFW ang mga nasawi. Kabilang sa mga matatanggap na benepisyo ang P200,000, scholarship at livelihood. Kaugnay nito, patuloy din na nakamonitor ang OWWA sa isang pang OFW na survivor sa aksidente.
PIA-CAR/BAGUIO CITY: During the MOA signing of the DOLE-OWWA-POEA-TESDA convergence program with the Benguet municipalities, POEA Deputy administrator for Licensing and Adjudication Atty Jesus Gabriel Domingo highlighted the importance of such partnership in bringing in the needed programs and services for OFWs and their families. Through the OFW Help Desk in each Benguet towns, he said there will be faster delivery of government programs and services, including OFW welfare case management.



 



     

                               



President Aquino arrives in Indonesia for the 7th Bali Democracy Forum

(BALI, Indonesia) President Benigno S. Aquino III arrived here Thursday evening to take part in the 7th Bali Democracy Forum, an annual intergovernmental forum on the development of democracy in the Asia Pacific region.

President Aquino and his official delegation left Manila on Thursday afternoon on board chartered Philippine Airlines Flight PR 001. The President's plane touched down at Ngurah Rai International Airport at around 8:30 p.m.

The President was welcomed at the airport by Philippine Ambassador to Indonesia Maria Rosario Aguinaldo, Defense and Armed Forces Attaché Raniel Ramiro, and officials from the Indonesian government.

President Aquino's official delegation include Foreign Affairs Secretary Albert del Rosario, Cabinet Secretary Jose Rene Almendras, Presidential Spokesperson Edwin Lacierda, and Presidential Management Staff Chief Julia Abad.

On Friday, the President will join his fellow leaders in the Asia-Pacific region at the Bali Democracy Forum that will be held at the Bali International Convention Center.

President Aquino, co-chair of this year's forum with Indonesian President Susilo Bambang Yudhoyono, is also scheduled to deliver his remarks during the said event.

The forum aims to promote and foster regional and international cooperation in the field of peace and democracy through dialogue-based sharing of experiences and best practices that adhere to the principles of equality, mutual respect and understanding.

Timor Leste Prime Minister Xanana Gusmao and the Sultan of Brunei Darussalam Hassanal Bolkiah, and delegates from 51 participating countries, as well as 68 international observers, are also attending the annual event.

Also on Friday, President Aquino will receive the “Bintang Republik Indonesia Adipurna” (Star of the Republic of Indonesia) award, Indonesia's highest state medal of honor. PND (co)


Indonesian leader welcomes President Aquino, other Asia-Pacific leaders

(BALI, Indonesia) President Benigno S. Aquino III and fellow leaders in the Asia-Pacific region were welcomed by Indonesian President Susilo Bambang Yudhoyono at the opening session of the 7th Bali Democracy Forum here Friday morning.

President Aquino was greeted by President Yudhoyono upon his arrival at the Bali International Convention Center for the opening of this year’s forum.

President Yudhoyono officially opened the 7th Bali Democracy Forum, which carries the theme “Evolving Regional Democratic Architecture: The Challenges of Political Development, Public Participation and Socio-Economic Progress in the 21st Century.”

In his opening statement, the Indonesian leader welcomed all delegates of the forum, saying that their participation in the event reflects their “enduring dedication to the cause of democracy.”

“First of all, on behalf of the government and the people of Indonesia, I am pleased to extend a warm welcome to all of you to the beautiful islands of Bali. Your continuous and active participation in this forum reflects your enduring dedication to the cause of promoting democracy,” he said.

President Yudhoyono also thanked President Aquino for his “readiness” to co-chair this year's Bali Democracy Forum.

President Aquino, who is set to arrive here Thursday evening, will deliver his remarks during this year's Bali Democracy Forum, an annual intergovernmental forum on the development of democracy in the Asia-Pacific region initiated by outgoing Indonesian President Susilo Bambang Yudhoyono in 2008.

During the forum, President Aquino is set to highlight the Philippines' recent positive political and economic developments, as well as the excellent relations between the Philippines and Indonesia.

During an interview with Radio-Television Malacañang, Philippine Ambassador to Indonesia Maria Rosario Aguinaldo stressed the importance of the President's attendance to the forum, which he will co-chair with President Yudhoyono.

The forum aims to promote and foster regional and international cooperation in the field of peace and democracy through dialogue-based sharing of experiences and best practices that adhere to the principles of equality, mutual respect and understanding.

President Aquino to be presented with 'Bintang Republik Indonesia Adipurna' award

(BALI, Indonesia) President Benigno S. Aquino III will be conferred the “Bintang Republik Indonesia Adipurna” (Star of the Republic of Indonesia) award on the sidelines of the 7th Bali Democracy Forum on Friday.

President Aquino will be the first Filipino to receive such an award in recognition of his "continued strong commitments and merits in promoting the bilateral ties between Indonesia and the Philippines in the past few years in many fields."

During an interview with Radio-Television Malacañang on Thursday, Philippine Ambassador to Indonesia Maria Rosario Aguinaldo said the award is the highest honor given by the Indonesian government to an individual who has rendered extraordinary service to the integrity, viability and greatness of Indonesia.

Other heads of state who have been conferred this award include Queen Elizabeth II of the United Kingdom, King Bhumibol Adulyadej of Thailand, and former President Lee Myung-bak of South Korea.

President Aquino is scheduled to arrive here Thursday evening to attend the international forum, which was initiated by outgoing Indonesian President Susilo Bambang Yudhoyono in 2008.

Other leaders attending the annual summit to be held at the Bali International Convention Center are Timor Leste Prime Minister Xanana Gusmao and the Sultan of Brunei Darussalam Hassanal Bolkiah.

President Aquino leaves for Indonesia to attend the 7th Bali Democracy Forum

President Benigno S. Aquino will leave for Bali, Indonesia on Thursday afternoon to attend the 7th Bali Democracy Forum, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. has said in a statement.

President Aquino's attendance at the forum is upon the invitation of Indonesian President Susilo Bambang Yudyohono, who is a close friend of the President’s and a staunch supporter of the government’s efforts to advance peace in Mindanao and promote the peaceful settlement of maritime disputes.

The President, who will join fellow leaders in the Asia-Pacific region, will serve as co-chair of the forum with President Yudyohono.

The Philippines has been an active participant in the annual intergovernmental forum on the development of democracy in the Asia-Pacific, since the forum’s inception in 2008.

The forum aims to foster dialogue-based regional and international cooperation through sharing of experiences and best practices that adhere to the principles of mutual respect and understanding.

Joining the President are Foreign Affairs Secretary Albert Del Rosario, Cabinet Secretary Jose Rene Almendras, Presidential Management Staff Secretary Julia Abad, and Presidential Spokesperson Edwin Lacierda.

Government closely watching inflation rate, says Palace

The Palace on Thursday assured that the government's economic team and the central bank are closely monitoring the country's inflation rate to control its impact on the people.

Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said such economic issues as inflation, poverty, and job creation are gut-level issues that make the people look to the government for help.

"Sikmura kasi talaga ‘yan kaya siguro nandoon na rin ang aspeto ng higher expectations among our people, how they wish government can really be more effective," Coloma told reporters during a press briefing.

"Pero doon sa aspect na ‘yan, maipupunto natin na talaga namang tinututukan ito ng ating economic management team at maging ng Bangko Sentral ng Pilipinas."

He noted that although the government has been able to reduce the inflation rate from a high of 4.9 percent to 4.4 percent, the central bank is still keeping track of inflation.

The Bangko Sentral ng Pilipinas, he said, is the lead agency in tackling inflation, having all the tools of monetary policy to regulate inflation as well as the total liquidity in the banking system and other indicators.

"Sila ay nasa posisyon para tuwirang masabat ‘yung threats of inflation at pinagtutulungan naman iyan ng ating economic management team at ng Bangko Sentral," he added.

On the people's purchasing power, Coloma said the main goal of the government is to maintain a manageable inflation rate to avoid the erosion of the consumers' purchasing power.

To address this concern, the government is monitoring and regulating the prices of commodities through the National Price Coordination Council, he said, adding that the government wants to ensure a reasonable movement of prices of basic commodities for the benefit of the consumers.

Coloma said that with regards to salary adjustments, the government is carrying out a performance-based incentive program to augment the compensation of government employees who are performing well.

He however said that it is up to private companies to share their gains with their employees, especially when these companies post higher profits under better economic conditions. PND (as)


Gov’t spends P7.1-M for President Aquino’s attendance to 7th Bali Democracy Forum

The government has set aside around P7.1 million for President Benigno S. Aquino III’s participation in the 7th Bali Democracy Forum from October 9 to 10 in Indonesia, Executive Secretary Paquito N. Ochoa Jr. said on Thursday.

President Aquino co-chairs this year’s forum, with the theme “Evolving Regional Democratic Architecture: The Challenges of Political Development, Public Participation and Socio-Economic Progress in the 21st Century,” which is expected to be attended by world leaders.

“President Aquino, as co-chair of this year’s Bali Democratic Forum, will speak at the conference to share our country’s rich experience in achieving democracy leading to the implementation of the democratic processes in our nation,” Ochoa said.

“As the son of democracy icons – the late Senator Ninoy Aquino and former President Cory Aquino – President Aquino can truly be an inspiration to other heads of states and governments and the rest of the participants,” he added.

The Chief Executive is scheduled to leave late afternoon today via a chartered flight, accompanied by Foreign Affairs Secretary Albert Del Rosario, Trade and Industry Secretary Gregory Domingo, Cabinet Secretary Jose Rene Almendras, Presidential Management Staff Chief Julia Andrea Abad, Presidential Spokesperson Edwin Lacierda and Presidential Protocol Chief Celia Anna Feria.

The annual Bali Democratic Forum is chaired by Indonesian President Susilo Bambang Yudhoyono, who will also confer to President Aquino the “Bintang Republik Indonesia Adipurna” (Star of the Republic of Indonesia), the highest decoration awarded by the Jakarta government to an individual who has contributed extraordinary service to the integrity, viability and greatness of Indonesia.

The amount earmarked for the trip covers expenses for transportation, accommodation, food, equipment and other requirements of the Chief Executive and his 47-member delegation.


Malacañang pleased with rising public trust on government efforts to fight criminality

The Palace said Thursday it is pleased with the steady increase in public trust on government efforts to combat criminality, as shown in a recent Pulse Asia survey.

Presidential Communications Operations Office Secretary Herminio Coloma, Jr. attributed the rise in public trust to the new crime reporting system the Philippine National Police (PNP) is implementing.

“Dapat siguro nating ikalugod kung nakikita natin na nagbubunga ang pagsisikap ng ating pambansang kapulisan na mahikayat o mahimok ang partisipasyon ng ating mga mamamayan,” Coloma told reporters during a press briefing in Malacañang.

“Naipunto na rin naman ito ni (Interior) Secretary Roxas at ni (PNP Chief) General (Alan) Purisima, na nag-institute tayo ng mas bago o mas modernong paraan ng reporting of crimes, na dahil dito ay dumami talaga ‘yung impormasyon ng pagre-report ng crime. Hindi ito tulad ng dati na tila pinagtatakpan ito doon sa level ng presinto,” he explained.

In Pulse Asia’s September 2014 Ulat ng Bayan survey, conducted from September 8 to 15, respondents rated the government’s effort in fighting criminality at 25 percent.

The figure showed a steady increase from 17 percent on September 13 last year; 20 percent on December 13 last year; and 23 percent on March 14 this year. It dropped to 20 percent last June 14.

Coloma noted that with the new reporting system, the government could now gauge criminality to address it properly.

“Kapag naire-report ay magkakaroon ng batayan kung paano ito babawasan, at kung mare-report ay matutunton din kung sino ang mga maaaring nagsagawa ng krimen at pwede silang panagutin,” he said.

He noted that it inspires the government to know that the people appreciate its efforts to stem criminality in the country.

“Nagsisilbing ispirasyon tuwing magkakaroon ng feedback na kinikilala ng mga mamamayan ang pagsisikap ng pamahalaan, at patuloy din nating hinihimok ang ating mga kababayan na lumahok sa kampanya laban sa krimen at laban sa korapsyon,” Coloma said. PND (ag)


President Aquino to thank Indonesia for continuously supporting the Philippines

President Benigno S. Aquino III said he will personally extend his gratitude to Indonesian President Susilo Bambang Yudhoyono for his continuing support to the Philippines especially in the Mindanao peace process and the issue on the West Philippine Sea (South China Sea).

The President left for Indonesia Thursday afternoon to attend the 7th Bali Democracy Forum. He is expected to return to Manila Friday evening.

"Gagamitin natin ang pagkakataong ito upang magbigay-pugay at magpasalamat kay Pangulong Yudhoyono," the President said in his departure speech at the Ninoy Aquino International Airport Terminal 2.

"Hindi lamang siya kapwa-pinuno sa ASEAN, isa rin siyang matalik na kaibigan."

The President said Indonesia played a major role in the past during the government's negotiation with the Moro National Liberation Front and the Moro Islamic Liberation Front.

With regards to the territorial dispute in the West Philippine Sea, President Aquino said Indonesia supports the country's position of resolving the issue through a rules based approach.

The signing of an agreement regarding maritime boundaries between the Philippines and Indonesia also highlighted strong relations between the two countries, the President noted.

"Nitong Mayo 2014 nga po, napirmahan na ang kasunduan hinggil sa maritime boundaries ng Pilipinas at Indonesia, at ng kaakibat nitong mga karapatan sa dagat," he said.

The agreement becomes a model in sealing a complicated negotiation between Indonesia and the Philippines anchored on thrust and respect, he said.

Also during his trip to Indonesia, President Aquino will receive the “Bintang Republik Indonesia Adipurna,” the highest medal of recognition in Indonesia.

"Malinaw po sa akin na ang karangalang ito ay hindi lamang pagkilala sa mga nagawa ko bilang indibidwal, kundi pati na rin sa kolektibong pakikilahok ng bawat disenteng Pilipino upang isulong ang demokrasya," he said.

"Sagisag din po ito ng mahaba at matibay nating pakikipag-ugnayan sa Indonesia: Mula pa noong panahon ng kolonyalismo, ang mamamayan ng Pilipinas at Indonesia ay nagpakita na ng pagtutulungan, pagdadamayan at pagkakaisa," he added.

He also noted that since becoming independent countries, both the Philippines and Indonesia responded shoulder to shoulder in addressing disasters, strengthening the economy, and pursuing regional peace and stability. PND (as)


President Aquino assures Albay of support with Mayon volcano's impending eruption

President Benigno S. Aquino III said he will remain at the helm of government although he is in a one-day visit to Indonesia.

The President left for Indonesia Thursday afternoon to attend the 7th Bali Democracy Forum.

In his departure message at the Ninoy Aquino International Airport Terminal 2, the President said he will particularly focus on the situation in Albay after many residents near the Mayon Volcano were evacuated to safer areas because of the volcano's impending eruption.

"Nagbigay na po ako ng direktiba kina Secretary Mar Roxas at Dinky Soliman na gawin ang kinakailangang koordinasyon upang matugunan ang pangangailangan ng ating mga kababayan," he said.

He said that based on the report of Interior and Local Government Secretary Manuel Roxas, the government is set to distribute 54,000 food packs starting Sunday this week.

The government is also ready to distribute up to 540,000 food packs to the affected families depending on the need, he said.

Based on the assessment by experts, Mayon volcano's instability could last for six months and the government must prepare to address the needs of the evacuees, the President said.

"Sa bisa po ng Section 3(J) at 22 ng Philippine Disaster Risk Reduction and Management Act of 2010, naglaan na tayo ng pondong magagamit sa pagtulong sa lokal na pamahalaan ng Albay," he said.

Although his trip to Indonesia is short, President Aquino said it is significant in forging strong relations with other countries in the region.

Bibigyan ang Pangulong Benigno Aquino ng Gawad 'Bintang Republik Indonesia Adipurna'

(BALI, Indonesia) Pagkakalooban ang Pangulong Benigno S. Aquino III ng Gawad “Bintang Republik Indonesia Adipurna” (Bituin ng Republika ng Indonesia) sa sidelines ng pagdalo niya sa 7th Bali Democracy Forum dito Biyernes.

Ang Pangulong Aquino ang kauna-unahang Pilipino na tatanggap ng naturang gawad na pagkilala sa kanyang “patuloy na matatag na paninindigan at puspusang pagsusulong ng mabuting ugnayan sa iba-ibang larangan ng Indonesia at Pilipinas sa nakalipas na mga taon.”

Masusing sinusubaybayan ng gobyerno ang ‘inflation rate’—Palasyo

Tiniyak ng Malacanang na masusing sinusubaybayan ng economic team ng pamahalaan at ng Bangko Sentral ang inflation rate upang maagapan ang ibubunga nito sa taong bayan.

Binigyang diin ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office na ang mga isyung tulad ng karalitaan, inflation at paglikha ng trabaho ang mga isyung ang pamahalaan ang inaasahan ng taong bayan na tutulong sa kanila.

“Sikmura kasi talaga iyan kaya siguro nandoon na rin ang aspeto ng malaking pag-asa ng ating mga kababayan na sa pamahalaan sila makaaasa ng tulong at ang nais nila ay maging tunay na mabisa ang gagawin ng gobyerno,” sabi ni Coloma sa mga reporter.

“Pero doon sa aspetong iyan, maipupunto natin na talaga namang tinututukan ito ng ating economic management team at maging ng Bangko Sentral ng Pilipinas,” dagdag ni Coloma.

Sinabi ni Coloma na bagaman nabawasan ng pamahalaan ang inflation rate sa 4.4 porsiyento buhat sa 4.9 porsiyento, binabantayan pa rin ng Bangko Sentral ang inflation,” dagdag pa ng Kalihim.

Ang Bangko Sentral ng Pilipinas, ayon kay Coloma, ang nangungunang ahensiya sa pagharap sa inflation dahil nasa kanila ang mga kaukulang sandata ng monetary policy upang maisaayos ang inflation, gayundin ang total liquidity sa larangan ng pagbabanko at iba pang indicators.

“Sila ay nasa kalagayan para tuwirang masabat ang mga banta ng inflation at pinagtutulungan naman iyan ng ating economic management team at ng Bangko Sentral,” dugtong ni Coloma.

Tungkol sa purchasing power o kakayahang bumili ng taong bayan, wika ni Coloma, ang pangunahing nais ng pamahalaan ay gawing abot-kaya ang inflation rate para hindi naman mabawasan nang malaki ang kakayahan ng taong bayan na makabili.

Para matugunan ang bagay na ito, dugtong ni Coloma, ang sinusubaybayan ng gobyerno at tinatakdaan ang halaga ng mga pangangailangan sa pamamagitan ng National Price Coordination Council. Binigyang diin pa ni Coloma na nais ng pamahalaan na matiyak ang makatuwirang pagtaas ng halaga ng mga pangunahing bilihin para sa kapakanan ng mamimili.

Idinugtong pa ni Coloma na tungkol sa pagdaragdag ng sahod, ang pamahalaan ay may ipinatutupad na “performance-based incentive program” para maragdagan ang kita ng mga kawani ng pamahalaan na mahusay ang paglilingkod.

Gayunman, sinabi niya na bahala ang mga pribadong kompanya na hatian ang mga kawani nila sa kanilang mga pakinabang, lalo na kung ang mga kompanyang nasabi ay malaki ang pakinabang sa ilalim ng higit na mabuting lagay ng ekonomya. PND (as/zaf)

Maikli man po ang biyahe, napakalaki po ng balik nito sa pagpapatibay ng ating ugnayan sa mga kapatid natin sa ASEAN at sa iba pang bansa sa rehiyon. Senator Drilon supports passage of PPP Act

NPLs of U/KBs rise anew

The gross non-performing loans (NPLs) of universal and commercial banks (U/KBs) stood at Php 95.19 billion at end-July this year, 0.42 percent higher than the figure recorded last June.

The BSP noted that U/KBs’ NPLs rose anew after easing to Php 94.8 billion last June from Php 96.07 billion a month earlier.

Despite the observed uptrend in gross NPLs, the NPL ratio of U/KBs remained stable. U/KBs’ NPLs comprised 2.11 percent of their total loan portfolio (TLP) of Php 4.51 trillion in July. The ratio is practically the same as the 2.10 percent last June.

Moreover, the banks’ reserves for potential credit losses continued to exceed their NPLs. Last July, the industry’s loan loss reserves represented 140 percent of its NPLs. This indicates the industry’s conservative stance in setting buffers against credit risks.

NPL levels also remained low across economic sectors. This was seen in financial intermediation; real estate, renting and business activities; manufacturing; wholesale and retail trade; and electricity, gas and water supply; which together accounted for 71 percent of the industry’s TLP during the period.
The BSP continues to assess the loan quality of U/KBs under its supervisory goal of promoting continued adherence to high credit standards. Achievement of this goal is crucial to the BSP’s broader objective of fostering financial stability.


September inflation slows down to 4.4 percent

Headline inflation eased to 4.4 percent year-on-year in September from 4.9 percent in August. The September inflation reading was within the BSP’s forecast range of 4.1-4.9 percent for the month. The resulting year-to-date average inflation rate of 4.4 percent was within the Government’s inflation target range of 4.0 percent ± 1.0 percentage point for 2014. Meanwhile, core inflation—which excludes certain food and energy items to better capture underlying price pressures—held steady at 3.4 percent in September. On a month-on-month seasonally-adjusted basis, the change in the consumer price index decelerated to 0.1 percent from 0.4 percent in August.

The lower inflation in September was attributed largely to slower increases in prices of food, electricity, and domestic petroleum products. Food inflation slowed down on adequate domestic supply of key food items, particularly rice, corn, and vegetables. Likewise, non-food inflation edged lower due mainly to the downward adjustment in electricity rates as a result of lower generation charges as well as price reductions in kerosene, LPG, diesel, and gasoline.

Officer-In-Charge Vicente S. Aquino said that the BSP will continue to closely monitor price movements and will stand ready to undertake preemptive policy action as necessary to safeguard its price and financial stability objectives.


PSA kick-starts 25th National Statistics Month Celebration

The Philippine Statistics Authority (PSA) kick-started the 25th National Statistics Month (NSM) celebration on Wednesday, October 1, 2014. This year’s NSM celebration carries the theme “NSM at 25 and Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration.

This year's NSM is an important milestone for the country's statistical system not only because the NSM celebrates its silver anniversary, but also because it highlights the first year anniversary of the Philippine Statistics Authority (PSA), which hosted the Opening Ceremony held at the Bayview Park Hotel in Manila.

The PSA was established through the Philippine Statistics Act of 2013 which merged the four major statistical agencies—the National Statistical Coordination Board (NSCB), the National Statistics Office (NSO), the Bureau of Agricultural Statistics (BAS) of the Department of Agriculture, and the Bureau of Labor and Employment Statistics (BLES) of the Department of Labor and Employment—into a single agency.

In her message during the opening ceremonies, PSA National Statistician Lisa Grace S. Bersales explained that this year’s theme reflects her vision for the PSA to be solid and responsive amidst changing landscape of the national, regional and global economy. She said that the PSA remains steadfast in meeting the increasing demand for statistical information to support evidence-based policymaking to make the country’s stellar growth more inclusive. She said the PSA needs to provide statistical support to the establishment of the ASEAN Economic Community and to the reckoning of the Millennium Development Goals in 2015.

National Economic and Development Authority Director General and Socioeconomic Planning Secretary Arsenio M. Balisacan, in his keynote speech, applauded the PSA for increasing public awareness and appreciation of statistics through the yearly celebration of the NSM. He also said that the NSM has effectively underlined the critical statistical information needs in private and public as well as in the national and local development planning priorities.

Highlights of the Opening Ceremonies

The highlights of the opening ceremonies were the ceremonial turnover of the products and services of the four merged agencies, launching of the PSA website, and the awarding ceremonies of the 24th NSM Awards and 6th NSM Media Awards.

Interim Deputy National Statisticians Lina V. Castro, Paula Monina G. Collado and Romeo S. Recide, and PSA Executive Committee member Ma. Teresa V. Peralta, who were respectively former heads of the National Statistical Coordination Board, National Statistics Office, Bureau of Agricultural Statistics and Bureau of Labor and Employment Statistics, ceremonially turned over their agency’s products and services to NS Bersales.

Likewise, NS Bersales together with Interim Assistant National Statistician Valentino O. Abuan of the Information Technology and Dissemination Services led the launching of the PSA website which is now online at http://www.psa.gov.ph.

The NSM Awards were also given out during the opening ceremonies to recognize outstanding participation in last year’s NSM celebration. The winners are the following:

The NSM through the years

The NSM is celebrated every October to instill nationwide awareness and appreciation of statistics. It was first observed in 1990 through Presidential Proclamation No. 647 Declaring the Month of October of Every Year as the National Statistics Month, issued by then President Corazon C. Aquino on September 20, 1990. The former National Statistical Coordination Board, which is now part of the PSA, has since spearheaded the NSM celebrations.

The NSM adopts a theme every year that highlights the role of statistics in a particular sector or socioeconomic issue such as local government, health, employment, education, gender and social protection, among others. The theme hopes to spur public understanding and awareness not only of statistics but also of the topic or issue that it highlights. In addition, it also provides coherence to the various NSM activities.

6-M seniors soon to have lifetime health insurance

More than six million elderly in the country will soon become lifetime members of Philippine Health Insurance Corporation (PhilHealth).

This was announced by PhilHealth President and CEO Alexander A. Padilla during forum held recently on social protection programs for the elderly, an Elderly Filipino Week activity organized by PhilHealth and the Department of Social Welfare and Development (DSWD).

The elderly beneficiaries of Philhealth’s Lifetime Member Program (LMP) will be provided coverage for life without paying the premium anymore.

“Our LMP is open to those who have made 120 monthly contributions to the National Health Insurance Program (NHIP), and have reached the age of retirement,” Padilla said, clarifying however, that those who are still gainfully employed even at age of retirement are not yet eligible under the LMP.

DSWD is supporting Senate Bill No. 712, a measure that would authorize the PhilHealth to cover all senior citizens in the country.

The Bill was approved on third and final reading in the Senate.

During the forum, DSWD, PhilHealth, Social Security System (SSS), and Government Service Insurance System (GSIS) signed a manifest for the promotion of adequate social services and protection for elderly Filipinos.

“Ang Dalaw Kalinga ay isang paraan para maipadama namin sa aming kapwa senior citizens na nasa mga center at kulungan ang aming pagmamalasakit at pagmamahal sa kanila, kaya ginagawa namin ito taon-taon (Dalaw Kalinga is one way to show our fellow senior citizens in centers and jails our concern and love for them, that’s why we do this every year),” explained Jorge Banal, an active advocate of the senior citizens’ rights and welfare.

The centers and jails visited were the National Bilibid Prison in Muntinlupa City, Correctional Institute for Women in Mandaluyong City, Hospicio de San Jose and Missionaries of Charity in Manila, Luwalhati ng Maynila in Marikina City, and Golden Reception and Action Center for the Elderly and other Special Cases (GRACES) in Quezon City.

Customs auctions off more seized rice, earns P161 Million

The Bureau of Customs (BOC) continues to generate revenues for the government through the sale of seized smuggled rice as the Bureau earned P161.35-Million from the public auction of about 109,500 sacks of rice last October 7, Tuesday.
A total of 800,000 kgs of glutinous (malagkit) rice and 4,675,000 kgs of white rice in eight lots were sold to seven highest bidders during the public auction held at the Port of Manila. Sta. Rosa Farm won two lots while Universal Pacific Food Corp., LOM Marketing, Marulau Trading, 1st Asia Agri Industrial Corp, Veramar Rice Mill, and Evergreen Cereal Inc. each won a lot. A total of 40 bidders participated in the auction.
The glutinous rice was sold at an average price of P49 per kilogram, while the white rice was sold as an average of P26 per kilogram.
The auctioned rice represented shipment seized from Silent Royalty Marketing and Bold Bidder Marketing and General Merchandise from November to December 2013 for lack of required import permits from the National Food Authority (NFA). As the rice shipment auctioned is still subject of on-going cases, proceeds from the auction will be held in trust by the BOC.
Last week, the Bureau filed smuggling-related cases against the representative and customs brokers of Bold Bidder for the firm’s illegal importation of rice without any import permits from the National Food Authority. Bold Bidder imported over 12,800 Metric Tons of rice with market value of about P512-Million entering the country through Manila and Cebu from August to November 2013. Three of the lots auctioned are part of the seized rice from Bold Bidder.
“We are pleased with the results of the auction, which not only raised additional revenues for the Bureau but also helped declog 245 container vans from the Port of Manila. We are committed to expediting the disposition of forfeited shipments in the coming months,” said Mario Mendoza, Acting District Collector of the BOC-Port of Manila.
BOC-MICP to auction rice on Oct 17
The BOC-Manila International Container Port (MICP) Collection District will sell 36,400 sacks of white rice through a public auction on October 17, 2014, Friday, at 2:30 pm at the Ground Floor, MICP Building, North Harbor, Isla Putting Bato, Tondo, Manila.
The rice to be auctioned—consisting of 70 container vans of white rice imported by Jade Bros. Farm and Livestock arrived in the country without the required import permits from the NFA. The shipment was originally part of the lots that was lined-up for auction last September 11. It was withdrawn following the issuance of a Temporary Restraining Order (TRO) by the Court of Tax Appeals. That TRO has since lapsed.
The auction is expected to generate proceeds of P47.028-Million and will further help decongest the Manila International Container Terminal. Public viewing of merchandise and pre-bid conference for all qualified bidders will be on Thursday, October 16, 2014

“The headline inflation eased to 4.4% YOY in September 2014, from a 4.9% level for the past two months. The deceleration is associated to the slower annual growth in heavily-weighted food and non-alcoholic beverage index, and lower prices in household utilities, gas and other fuels, and transportation. Core inflation remained at 3.4% since August 2014.

“The economy successfully reversed inflationary expectations through a decisive reduction in food inflation in September. This favorable development will enable the BSP to avoid further tightening of monetary policy and will enable the attainment of a higher GDP growth rate in the second semester. The DA and DTI should continue streamlining the delivery of products to the markets and should act more decisively if there are factors that constrain the process. Meanwhile, the government should implement longer-term solutions to the port and transport congestion.


DOLE's OWWA lines up social benefits for OFWs killed in car accident in Qatar

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed sincere condolences to the families of the five OFWs who were killed in a car accident in Doha, Qatar on 6 October, and said the Overseas Workers Welfare Administration (OWWA), an agency of the DOLE, have lined up appropriate assistance for their families. "The legal heirs of three of the five OFWs who were killed in a car accident near the Hamad International Airport in Doha, Qatar will receive P200,000 in death benefits because their deaths were caused by an accident. In addition, they shall receive P20,000 in funeral expenses," Baldoz said. "These are the standard social benefits for OWWA members and the agency will facilitate the delivery of these benefits to the families of the victims," she added after OWWA Administrator Rebecca Calzado reported that three of the five dead OFWs, namely, Bencris V. Rivera, Marilou B. Cal, and Joyce L. Geli are all active members of the welfare agency. Another OFW who figured in the fatal car accident, Suseth V. Rivera, who survived although mildly injured and is now recuperating at the Hamad Hospital in Doha, is also an OWWA member. She is a sister of Bencris Rivera. The wife of Bencris V. Rivera, Joycelyn T. Rivera, and her one-year old son, Arclian Zirc Torres Rivera, also died in the accident. Three of the OFWs-- Suseth V. Rivera, a nursing assistant, and Marilou B. Cal and Joyce L. Geli, who were nurses--were employed at the Specialized Medical Center in SaudiArabia and were in Qatar for a vacation. Bencris V. Rivera was an engineer at Louise Berger Company in Qatar. A report to Secretary Baldoz of Labor Attache Leopoldo de Jesus of the Philippine Overseas Labor Office in Doha declares that the six Filipino nationals were traveling in a car when they were hit by a land cruiser driven by an 18 year-old Qatari national. The car of the Filipinos exploded and burned. Baldoz immediately instructed the POLO in Doha to coordinate with the Philippine Embassy for the fast repatriation of the remains of the victims. "We will provide the families of the victims appropriate repatriation assistance, including airport assistance when the remains of the victims arrive, as well as psycho-social counselling for the families, if necessary. We will also provide their heirs livelihood assistance under the National Reintegration Program for OFWs if they so desire," she said. Baldoz also instructed Labor Attache de Jesus to make representation with the employer of Bencris Rivera in Qatar to determine the particular benefits his family can receive. He issued the same instruction to Labor Attache Rustico dela Fuente, who is based in Riyadh, Saudi Arabia. "We will monitor the developments in the repatriation of the remains of the victims," Baldoz finally said.


Roxas assures Albayanos of national government assistance

Interior and Local Government Secretary Mar Roxas expressed the national government’s readiness to provide assistance to the province of Albay in the wake of the expected eruption of Mayon Volcano.

Roxas made the statement during a meeting attended by Albay Governor Joey Salceda, Secretaries Dinky Soliman of the Dept. of Social Welfare and Development (DSWD) and Bro. Armin Luistro of Dept. of Education (DepEd), National Disaster Risk Reduction and Management Council (NDRRMC) Executive Director Alexander Pama, representatives of the Department of Health (DOH), officials of the Philippine National Police (PNP) and Bureau of Fire Protection (BFP) in Camp Crame.

Roxas also pleaded to the residents of Albay not to give up. "Do not give up because, we [in the government] will not give up on you," he said.

The Vice Chairman of the NDRRMC said the readiness of both the national and local governments to respond to disasters clearly shows that the administration of President PNoy has a disaster risk doctrine in place.

“Itong ipinapakita nating kahandaan ay hindi produkto ng isang araw na pagpupulong dahil mula pa noong Setyembre 22 ay nagsasagawa na ng briefing ang NDRRMC, Office of Civil Defense, Phivolcs, Provincial Government of Albay, DSWD, DepEd, DOH, DILG, PNP at BFP upang siguruhin ang maayos na sitwasyon ng mamamayan ng Albay (The readiness that we have shown is not the product of a one-day conference because since September 22, the NDRRMC, the Office of Civil Defense, Phivolcs, the Provincial Government of Albay, DSWD, DepEd, DOH, DILG, PNP and BFP have already been conducting briefing to ensure the safety of the people of Albay),” Roxas said.

Salceda for his part thanked the government led by President PNoy, Roxas and Soliman for the national government’s immediate response.

“Unprecedented po ito sa Albay na from last centavo and last person ay accounted for ang tulong ng national government. First time na lahat ng pangangailangan naming sa pagkain ay sinagot din ng pamahalaan (This process, where the national government’s help is accounted for from the last centavo to the last person is unprecedented in Albay. This is also the first time that all the food we need were shouldered by the government)," "Salceda said.

Roxas also assured all 55,000 Albayanos in various evacuation centers a decent meal three times a day.

"Bilang tugon sa urgent need ng mga kababayan natin magkakaroon ng food caravan ang DSWD na aalis ng Sabado tinatayang 10 porsyento ng kailangang supply ng pagkain ang inaasahang darating sa Albay (In response to the urgent need of our people the DSWD will leave on Saturday to hold a food caravan. An estimated 10 percent of their (evacuees’) food supply is expected to arrive in Albay)," Roxas said.

The DILG Chief also assured Salceda that the evacuees will be given adequate clean drinking water to safeguard their sanitation and health.

Soliman also assured the readiness of the DSWD to provide non-food assistance such as blankets and mats.

It will also provide cash-for-work program as financial support to the more than 12,000 families which will not be allowed to return to the six-kilometer danger zone around Mayon Volcano.

Roxas and Soliman also acknowledged the provincial government’s readiness to handle quickly and in an organized manner the evacuation of people to be affected by the eruption of Mayon Volcano.

BOI-approved investments from January to August generate 35,433 jobs

The Board of Investments' (BOI) approved investments reached P258.74B from January to August 2014. These investments will provide greater employment opportunities with additional 35,433 jobs at full operations, a 44-% increase from 24,637 jobs last year.

“The BOI’s Manufacturing Resurgence Program (MRP) aims to rebuild existing capacity of industries, strengthen new ones and maintain the competitiveness of industries. The robust performance of the manufacturing sector, recording a 53-% increase in investments or P7.43B, is a tangible result of these efforts. The BOI will continue to promote sectors that generate more employment opportunities and is committed to the country’s goal of inclusive growth and poverty reduction,“ Trade Undersecretary and BOI Managing Head Adrian Cristobal Jr. said.

The BOI forged in 2012 strategic partnerships with the private sector to craft sectoral roadmaps that would contain among others the industry’s vision, goals, targets, and strategies for the short, medium, and long term. BOI created Technical Working Groups (TWG) to follow-through on the implementation of these roadmaps. Early this year, the BOI convened the Industry Development Council (IDC) to support the development of the industry roadmap project. To date, some 29 industry roadmaps, at various stages of development have been submitted to the BOI. The industry roadmaps, particularly in the manufacturing sector, serve as backbone of the MRP.

Cristobal also remarked that of the investments approved by the BOI for the period, domestic sources provided 95% or P245.76B of total share while the remaining 5% or P12.97B were from foreign investment sources. “Domestic business confidence spurs growth of investments in the Manufacturing sector,” Cristobal added.

The electricity, gas, steam and air conditioning supply sectors continued to record the biggest share of the total investments with P160.33B. Other performers were construction (P34.48B), mass housing (P28.85B), accommodation and food service activities (P14.69B) and transportation and storage (P7.74B).

The biggest approved projects for the period include St. Raphael Power Generation Corporation, GNPower Kauswagan Ltd. Co., and Vertex Tollways Development Inc. St. Raphael Power Generation Corporation will build two three-megawatt (MW) coaled power fired plants in Balayan and Calaca Batangas, worth P63.17B. GNPower Kauswagan Ltd. Co. will construct a 540-MW coal-fired plant in Lanao del Norte worth P50B while Vertex Tollways Development Inc. will construct the NAIA Expressway Phase 2 worth P23.43B.

Region 4 is the preferred destination of investments from January to August 2013 with P93.6B, a 29-% increase from last year’s P72.6B in the same period. Other investment destinations include NCR (P62.6B), Region 10 (P50.1B), Region 6 (P20.7B) and Region 3 (P5.2B).

The decline in investments, down by 26% from the P350.34B of the same period last year, was attributed mainly to the larger base last year of P466B, a growth of 29% compared to 2012, and no approved big ticket energy and related projects this year reaching only to P160.33B (22 projects with total capacity of 1,396.44MW) from P296.71B (26 projects with total capacity of 3,668.90 MW) in the same period last year.

Secretary Del Rosario meets with United Nations Secretary-General Ban Ki-Moon

09 October 2014 – Foreign Affairs Secretary Albert F. del Rosario met with United Nations Secretary-General (UNSG) Ban-Ki Moon on 29 September 2014, at the sidelines of the 69th UN General Assembly held in New York City. Secretary Del Rosario conferred with the UNSG on developments in the Philippines and on key UN issues, including UN Peacekeeping Operations (PKOs), progress in the peace process and the Bangsamoro, and the Triple Action Plan (TAP) on the West Philippine Sea. The UNSG conveyed his congratulations on and continuing support for the Bangsamoro process, and pledged to work closely with the Philippines on PKOs and the TAP.


Winter Escapade 2 launched in Toronto

09 October 2014 - The Philippine Consulate General in Toronto proudly launched the 2nd Winter Escapade Tour of the Philippines (WE2) on October 03 at the public hall of the Consulate General, with around 140 guests composed of leaders and members of Filipino community and media organizations, as well representatives of travel and business groupings in Ontario. Early registrants and confirmed participants in WE2 were also present, with WE1 participants inviting others to WE2 with their testimonials.

To highlight the “It’s more fun in the Philippines” ambience during the launching night, Philippine Consul General Junever Mahilum-West and the personnel of the Consulate General welcomed the guests in summer outfits composed of colorful DFA and DTI shirts and casual jeans. The Consul General’s opening remarks underscored the success of the first Winter Escapade in January this year. She stated further that Team Philippines-Canada, composed of the Philippine Embassy in Ottawa as well as career and honorary Philippine Consulates General throughout Canada, has once again put together a very special travel itinerary to major tour destinations in the Philippines. DA partners with GK to empower rural poor, foster inclusive growth

As the country experiences robust economic growth, the government proactively works to ensure that the poor, especially those in rural areas, are not left behind. For its part, the Department of Agriculture (DA), aside from its regular programs and projects, has harnessed the social technologies of non-government organizations (NGOs) to further empower the rural poor and contribute to inclusive economic growth.

DA has recently re-affirmed its commitment to promote social entrepreneurship in farming communities with Gawad Kalinga (GK), a leading social development NGO, as a way to stimulate socio-economic prosperity. DA has collaborated with GK to put up a techno demo farm in GK’s Enchanted Farm Village University in Bulacan that aims to showcase new agricultural innovations and technologies that can be duplicated by over 3.5 million farmers, as well as agriculture enthusiasts nationwide.

DA Secretary Proceso Alcala expressed his support to GK’s advocacy on social entrepreneurship as a new platform for inclusive growth, citing that the GK model incubates agriculture-based social enterprises and provides livelihood to rural communities.

“We can replicate and mainstream GK’s social entrepreneurship technology to improve food security while empowering farming families and communities to be productive and self-sufficient,” he said.

Secretary Alcala said that the GK program can be used as model for rural economic development particularly in connecting the rural poor to the value chain—from capital, technology and market.

Farm within a farm. The recently opened one-hectare demo farm of DA within the 32-hectare GK Enchanted Farm Village University in Angat, Bulacan exhibits DA-developed farm technologies on high-value crops, livestock, poultry, organic agriculture, urban farming, and mushroom propagation, among others.

According to GK’s founder Tony Meloto, the farm village university serves as a venue to promote social responsibility and support to local farmers in the countryside, and a destination for social tourism, social education and social business.

“This farm shall be the center of GK’s social entrepreneur and agribusiness college that would be the biggest tourism attraction for Europeans in the coming years,” Meloto added. GK has made academic cooperation with 31 universities in Europe and more are expected to come in, including key schools in the United States.

Secretary Alcala, who attended the GK’s 11th Expo, Oct. 4, thanked the GK family for allowing DA to introduce the technologies it has developed to more people through the program.

Alcala also commended the GK movement for its social responsibility activities, saying that more civil society organizations should cooperate with the government in providing assistance to the other Filipinos.

“Inclusive wealth creation can be best achieved with economic innovations that encourage participation of the grassroots, as exemplified by Gawad Kalinga,” Alcala added.

After visiting the DA-sponsored farm, Alcala and GK founder Tony Meloto agreed to expand the space allotted for DA to three hectares while Alcala assured to add more crops like adlai, corn and coffee, and aquaculture to provide more ideas to people who want to venture into agriculture and earn additional income from maximizing the use of even small parcel of lands.

For the next two years, the DA farm will be co-managed by the DA and GK. It will then be transferred to the community after the said period. Aside from the farm inputs, DA will also provide technical training to GK staff and students, ensuring that they will have acquired the necessary skills before the farm is turned over to them.

DA to pilot test community level coco water processing in Camarines Sur

You walk into a local store for your usual energy fix. There, alongside popular brands, you find bottles of freshly-harvested “buko juice” being sold as a health drink. But the bigger pleasant surprise is that farmers in your area actually produced it.

Officials of the Department of Agriculture said this possibility is not far-fetched as the agency recently teamed up with the provincial government of Camarines Sur and Central Bicol State University of Agriculture to pilot test the commercial viability of community-level coco water production using the technology developed by DA-Philippine Center for Postharvest Development and Mechanization.

The extensive study – to be carried out for a period of one year under the soon-to-commence Philippine Rural Development Project with a budget of P7.3 million – aims to come up with product and machine protocols that will serve as basis for the technology’s commercialization nationwide.

It also hopes to initiate supply chain linkages between coco water consolidators and possible small-scale processors.

“Indeed, we are on-track to creating a sustainable and stable source of livelihood and income for thousands of Filipino coconut farmers,” said Agriculture Secretary Proceso Alcala. “By finding an industrial application to a by-product used to be thrown away as waste, we create new rural-based enterprises and possibilities towards progress,” he added.

The DA chief signed last week (3 October 2014) a memorandum of agreement with Governor Miguel Luis Villafuerte and CBSUA President Georgina Bordado to carry out the initiative entitled, “Cocowater Processing Technology Pilot Testing and Business Incubation Project,” during the Asenso Partners Farmers Congress of the Sorosoro Ibaba Development Cooperative at CamSur Watersports Complex Hall in Pili.

Other signatories were DA Regional Field Unit 5 Dir. Abelardo Bragas, PhilMech Dir. Rex Bingabing and DA-PRDP Director Shandy Hubilla.

As part of the agreement, DA-PhilMech will procure the components of the equipment and facilitate its assembly and installation at the DA's regional office Bicol in Pili.

The newly-designed equipment allows hygienic extraction, storage and chilling of coco water, according to PhilMech. With a capacity of around two thousand mature coconuts per day, equivalent to more or less 600 liters of coco water daily, the set-up is compact and portable enough to be transported and installed anywhere in the country, according to PhilMech.

PhilMech also takes care of the training and technical aspect of the project. The identification and mobilization of farmer groups -- who will be taught by PhilMech how to operate the equipment and eventually manage the facility – is the responsibility of the provincial government. These farmers will also supply the raw materials for the project.

Meanwhile, DA RFU 5 will oversee the day-to-day operations of the facility. It will closely coordinate with CBSUA whose main task is to spearhead the feasibility study and come up with a Good Manufacturing Practices manual.

The state university will also design and implement the marketing strategies and promotional activities during the test run.

PRDP will fund the project and serve as the over-all project coordinator. PRDP is World Bank-assisted livelihood and infrastructure initiative, which will be officially launched via a ceremony in Cebu City next month.

Most promising new export. Demand for coco water surged recently due to its growing popularity as a health drink, both here and abroad. In fact, returning from a trip to the US last year, President Aquino hailed coconut water as one of the country's most promising new export opportunities.

Key is market-creation. According to Hubilla, who heads DA-PRDP’s Luzon B cluster, coco water can be marketed as an alternative to popular sports drinks, only that it is healthier because it contains, in their natural form, essential electrolytes and minerals needed for rehydration.

And supply should not be a problem. The country can produce huge volumes of coconut water estimated at 2.4 billion liters annually, according to a briefer prepared by DA-PRDP. It was based on a conservative assumption that only half of the national coconut production of 15 billion nuts will be utilized to produce the export product

Citing data from the Philippine Coconut Authority, DA-PRDP said the Philippines exported nearly 4.49 million liters of fresh coconut water in the first quarter of 2012, up 300 percent from 1.12 million liters a year earlier, filling a surge in demand for health drink in major markets with US as the country’s top destination. DAR provides women farmers with entrepreneurial project

A total of 116 women farmers of Arakan, North Cotabato are smiling from ear-to-ear after the Department of Agrarian Reform (DAR) trained and provided them with a rag-weaving entrepreneurial project to help them augment their household income.

Provincial Agrarian Reform Program Officer Marion Abella said the project is one of DAR’s skills training program under its Program Beneficiaries Development (PBD) which seeks to enhance the capability of the women’s organizations of Barangays Allab and Kuran in Arakan.

“We want to capacitate and help empower women farmers by grooming them into entrepreneurs. That is why we are providing them with the necessary skills to give them options in generating income for their family,” said Abella.

In rag weaving entrepreneurial project, the women were taught how to weave the rags into doormats and potholders. A doormats fetches a price of P25.00 pesos per piece and a potholder P7.00.

“Our market study shows that selling these items can earn them as much as 3,000 per month. This is a big addition to every farming family’s income. The women can sell these in hospitals, schools, hotels, business establishments, and households,” Abella said.

In addition to the skills training, the DAR also provided the start-up materials for each of the women’s organization that included 60 kilos of rags, 10 doormat frames, and two potholder frames.

Abella stressed that the DAR is also committed in linking agrarian reform beneficiary organizations to various markets through its Marketing Assistance Program (MAP).

Villanueva ramps up tech-voc initiative in Caraga, northern Mindanao

Touching base with partner local government units, training institutions and industry associations in the promotion of technical vocational (tech-voc) education, Secretary Joel Villanueva vowed to bring more scholarships, greater training opportunities and a bit of entertainment with skills demonstration and basketball exhibition games featuring tech-voc graduates.

Villanueva, director general of the Technical Education and Skills Development Authority (TESDA), hit the road on October 7 for his four-day trip that would take him to the Caraga and Northern Mindanao regions.

"At each stop, we will point out the government's efforts in ensuring that every Filipino youth has the opportunity to achieve quality education that is affordable and relevant, and potential avenue for employment," he said.

In his first event on Tuesday at Robinsons Mall in Butuan City, Villanueva led in awarding scholarship vouchers to beneficiaries before motoring to the TESDA Provincial Training Center in Surigao del Norte to speak at the TVET (Technical Vocational Education and Training) Stakeholders, Trainers and Assessors Conference.

On October 8, he traveled to Cabadbaran City in Agusan del Norte and to Gingoog City in Misamis Oriental to attend the graduation rites of the Global Mindanaw Polytechnic Inc. and meet with local officials.

In the city, Villanueva joined the basketball exhibition game dubbed “Shoot for your Dreams” organized by TESDA Region X as part of its social marketing and advocacy program.

Villanueva will play anew in the exhibition match, this time, at the Xavier University in Cagayan de Oro City on October 9.

Feting women entrepreneurs who were trained to better manage their businesses under the Coke-TESDA STAR (Sari-Sari Store Training and Access to Resources) program, Villanueva will be the guest of honor during their graduation ceremony in Misamis Oriental and in Cagayan de Oro City.

Capping his Mindanao trip, Villanueva will meet with local officials of Misamis Oriental and visit the Libertad Training Center.

"The local governments of Caraga and Region X (Northern Mindanao) have been TESDA's partners for many years now in investing in the youth by making available tech-voc education through a host of programs," Villanueva said.

"The government will continue to reach out to them and support them to ensure that their initiatives for tech-voc education will go a long way," he added.

In the recent 2014 Kabalikat Awards in which TESDA recognizes its partners, the provincial government of Agusan del Norte and the municipal government of Lugait in Misamis Oriental were awarded for the local government unit category.

Northern Mindanao is mainly agricultural, but has booming industries, particularly in Cagayan de Oro and Iligan. The five provinces under it are Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental.

Caraga, meanwhile, is being envisioned to be the Fishery, Agro-Forestry, Mining and Eco-Tourism hub of the country by 2030 by developing the region's abundant resources.

"If this is the vision, then the region will need skilled workforce, and TESDA and its partner institutions and local government units are here to provide them," Villanueva said.


PDIC to pay depositors of the closed Fil-Agro Rural Bank starting October 14

The Philippine Deposit Insurance Corporation (PDIC) will service the deposit insurance claims of depositors of the closed Fil-Agro Rural Bank, Inc. on October 14 to 15, 2014 from 8:00 a.m. to 5:00 p.m.

Servicing of claims for the bank's Head Office will be conducted at the bank's premises located along McArthur Highway, Poblacion II, Marilao, Bulacan, while servicing of claims for the bank's Calumpit Branch will be conducted at its office located along McArthur Highway, Corazon, Calumpit, Bulacan. Depositors of the bank's Sta. Maria Branch should file their claims at its premises located at 033-E National Road, Cay Pombo, Sta. Maria, Bulacan. Meanwhile, the payout site for depositors of the bank's San Jose Del Monte Branch will be at its premises located in Noel Subdivision, National Road, Brgy. Muzon, City of San Jose Del Monte, Bulacan.

Depositors with valid deposit balances of P50,000 and below, with complete mailing address found in the bank records or updated through the Mailing Address Update Form, and without any outstanding obligation with the bank do not need to file claims.

Depositors whose accounts have balances of more than P50,000, and those with outstanding obligations with the closed Fil-Agro Rural Bank or with incomplete mailing address, or those who maintain the account under the name of business entities, regardless of type of account and account balance, are required to file their deposit insurance claims. The announcement on the claims settlement operations of Fil-Agro Rural Bank is posted at its Head Office and branches and in the PDIC website, www.pdic.gov.ph.

When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original copy of evidence of deposit such as Savings Passbook and Certificate of Time Deposit, and two (2) valid photo-bearing IDs with signature of the depositor. Depositors may also file their claims through mail and enclose the same set of documentary requirements.

Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement, with the Claim Form signed by the parent and the other requirements. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent.

The procedures and requirements for the filing of deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.

Depositors who are not able to file their claims during the claims settlement operations period may submit their claims either through mail to PDIC or personally at the PDIC Office, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City starting on October 27, 2014.

In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Fil-Agro Rural Bank is on September 26, 2016. After this date, PDIC as Deposit Insurer, shall no longer accept any deposit insurance claim.

The PDIC said that all valid claims will be paid. For deposits to be considered valid, it must be recorded in the bank's records and must have evidence of inflow of funds, based on the results of PDIC examination. PDIC, as Receiver, has the authority to adjust the interest rate on unpaid interests on deposits of a bank if such rate is deemed unreasonable.

Senator Drilon supports passage of PPP Act

The proposed amendment to the Build-Operate-and-Transfer (BOT) Law or Republic Act 7718 is among the priority economic legislations slated in the Senate that will help accelerate the country’s infrastructure development.

“One of the key measures that the Senate would soon start to work on to accelerate infrastructure development is the proposed amendment of the Build Operate Transfer Law,” said Senate President Franklin Drilon during the General Membership Meeting of the Management Association of the Philippines (MAP) held last September 29 at the Manila Peninsula Hotel in Makati.

The passage of key amendments of the BOT law according to Senator Drilon will create a better enabling policy environment for Public-Private Partnerships (PPP) and provide the most appropriate incentives to mobilize the private sector participation infrastructure projects and services.

“We would ensure that there is a fair and reasonable pricing mechanism and timely delivery of quality infrastructure, goods and services, as this will enable better access to market which will ultimately translate to lower cost of goods,” he emphasized.

To attract more investments from both local and foreign players, Senator Drilon added that they are setting sights on cultivating a business environment that allows investors to engage in a wider array of financial activities, to comply with reasonable and expedient regulatory requirements, and subsequently earn fair and equitable return of their investments.

Senator Drilon said that the proposed BOT law amendments would include other PPP modalities such as joint ventures, concession agreements and management contracts. It also aims to close some policy gaps such as inter-connectivity issues between two or more infrastructure projects.

He also proposed to hold a special session for Congress next year to pass at least nine laws which include the amendments to the Build Operate Transfer Law.

The PPP Center has been advocating the amendment of the BOT Law into the PPP Act in Congress, both House of Representatives and Senate, to sustain the strides gained by the Philippine PPP Program. Likewise, this will ensure that current process improvements are sustained and that PPP contracts are procured through credible, transparent and accountable processes, and will be honored in succeeding administrations.
