Synopsis:



Intertropical Convergence Zone (ITCZ) affecting Mindanao. Meanwhile, at 4:00 AM Today, Typhoon "VONGFONG" outside the Philippine Area Of Responsibility (PAR) was located based on all available data at 1,700 km east of Northern Luzon (16.5ºN, 138.0ºE) with maximum winds of 120 kph and gustiness of up to 150 kph. It is forecast to move west northwest at 25 kph.

Forecast:  


Palawan, Western Visayas and Mindanao will experience cloudy skies with light to moderate rainshowers and thunderstorms. The Provinces of Cagayan, Apayao and Ilocos Norte will have cloudy skies with light to moderate rains. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
Moderate to strong winds blowing from the northeast will prevail over the Northern Luzon and its coastal waters will be moderate to rough. Light to moderate winds coming from the northeast to northwest will prevail over the rest of Luzon and coming from the southwest to west over the rest of the country with slight to moderate seas.

President Aquino joins Filipino Muslims in the observance of Eidul Adha

President Benigno S. Aquino III joined Filipino Muslims in the observance of the Eidul Adha celebrated on Monday.

“My warmest greetings to our Muslim brothers and sisters in the observance and celebration of the Eidul Adha, or the Feast of Sacrifice,” said President Aquino in his message posted in the Official Gazette (www.gov.ph) on Sunday.

Eidul Adha or the Feast of Sacrifice is a major festival for the Muslim faith as this honors the willingness of Abraham (Ibrahim) to sacrifice his son Ishmael (Ismail) as an act of submission to God’s command.

“This event reminds us of the virtue of sacrifice and its importance in the Islamic faith. It recounts to the faithful the story of Ibrahim and Ishmail and the lengths that they were willing to go in order to demonstrate their obedience, surrender, and trust in Allah,” the President said.

“This is a message that finds significance within all Filipinos, as we are called to make our own sacrifices for the sake of building a peaceful and prosperous society,” he added.

The President also took the opportunity to appeal to all to continue on the “straight path” to progress.

“In this time of solemn remembrance, let us all rise to the challenge of nation-building, keeping in mind that our actions have the capacity to alter the course of our country’s future. May we remain steadfast on the straight path, demonstrate integrity, passion, and excellence in our respective pursuits, and become the catalyst of positive, meaning change in our nation,” said President Aquino. Malacanang joins in the celebration of World Teacher's Day

Malacanang on Sunday joins in the celebration of World Teacher’s Day and the National Teachers’ Month and calls for everyone to give thanks to their former teachers.

“Nananawagan po ang ating kalihim ng Kagawaran ng Edukasyon, Bro. Armin Luistro, na lahat tayo ay magpasalamat sa kahit isang naging guro natin na nagbahagi ng mahalagang aral sa atin at tumulong sa paghubog ng ating pagkatao sa panahon ng ating kabataan. Ang panawagan po niya, “write, text, tweet, call”—sulatan, mag-text, mag-tweet, at tawagan natin ang kahit isa sa ating naging guro, at sabihin natin sa kanya: “Maraming salamat po, mahal na guro,” said Presidential Communication Operations Office Secretary Herminio Coloma, Jr., in a radio interview over dzRB Radyo ng Bayan.

Coloma noted that the Philippines had the longest celebration that honor teachers, as President Benigno Aquino III signed Proclamation No. 242.

“Sa buong mundo ang Pilipinas ang bansang naglaan ng pinakamahabang panahon sa pagdiriwang ng kadakilaan ng mga guro na ating kinikilala dahil sa kanilang mahalagang ambag sa paghubog ng kamalayan at katauhan ng ating mga kabataan at mamamayan,” said Coloma.

Under Proclamation No. 242, the National Teachers’ Month will be celebrated every year from September 5 to October 5.

The proclamation also states that “it is essential to revitalize the image of teaching as a vocation by increasing public awareness on the value of teachers in Philippine society and national development."

Coloma added that the Aquino administration has almost doubled the budget for education.

“Sa taong ito, aabot sa mahigit 309-bilyong piso ang gugugulin ng pamahalaan para sa sektor ng edukasyon, kumpara sa P174-billion noong 2010 bilang bahagi ng patuloy na pagsisikap na mapaunlad nang lubos ang sektor ng edukasyon na siyang susi sa paglinang ng kakayahan ng mga mamamayan, alinsunod na rin sa paniniwala ni Pangulong Aquino na ang taumbayan ang pinakamahalagang yaman ng Pilipinas,” said Coloma. Palace mourns the death of former Presidential Spokesman Jerry Barican

The Palace mourns the death of former Presidential Spokesperson Fernando “Jerry” Barican.

“We mourn the passing of former presidential spokesperson Fernando Jerry Barican, who passed away last Friday evening. We join the nation in expressing our heartfelt condolences to his family and loved ones,” said Presidential Communication Operations Office Secretary Herminio Coloma, Jr., in a radio interview over dzRB Radyo ng Bayan on Sunday.

“Tayo po ay naging mapalad na makilala at makasama si Atty. Barican bilang student activist po noong kapanahunan ng First Quarter Storm noong early 1970s sa Pamantasan ng Pilipinas (University of the Philippines), na kung saan siya ay nagsilbi rin bilang chairman ng UP Student Council,” said Coloma

Barican serves as spokesperson to former President Joseph Estrada. He was comatose at the Makati Medical Center for about a month before his death.

“Siya po ay isa rin sa mga nadetine noong panahon ng Martial Law. Siya ay nagsilbi bilang spokesperson ni dating Pangulong Joseph Ejercito Estrada at Board Member ng Development Bank of the Philippines,” Coloma added. PND (ag)


Malacanang calls for Filipinos in Hong Kong to avoid areas occupied by protesters

Malacanang calls on Filipinos in Hong Kong to avoid areas currently occupied by pro-democracy protesters as local authorities there said it will do “all necessary actions” to ensure government workers returned to work come Monday.

“Patuloy po ang ating panawagan sa ating mga kababayan na umiwas sa mga lugar na pinagdarausan ng mga kilos protesta sa Hong Kong para sa kanilang proteksyon at kaligtasan,” said Presidential Communication Operation Office Secretary Herminio Coloma, Jr., in a radio interview with dzRB Radyo ng Bayan on Sunday.

Since September 28, tens of thousands of protesters occupied the road in Admiralty (where all almost all government installations are in Hong Kong Island) and demanded Hong Kong’s Chief Executive to step down.

The protesters also occupied Hong Kong Island’s Western, Central, and Wan Chai districts, as well as Mong Kok across the Victoria Harbor.

Coloma noted that the Philippine government continues to monitor the situation in Hong Kong.
“Nakahanda ang pamahalaan na tumulong at umagapay sa ating mga kababayan kung kinakailangan. Nananatiling nakaalerto at nakamasid ang ating konsulada sa kalagayan ng mga Pilipino roon at patuloy na kaisa tayo sa mga naghahangad ng maayos at mapayapang resolusyon ng kasalukuyang kaganapan sa Hong Kong,” said Coloma.

The Philippine consulate in Hong Kong said last Saturday they are ready to extend assistance to Filipinos who might be affected by the mass actions there. The Consulate also reiterated its previous advisory for Filipinos not to participate in the protest and to avoid the centers of mass actions. PND (ag)


 



Malacanang welcomes new recognition for Philippine tourism industry

The Palace welcomes the new recognition for the Philippines after the country was chosen as best destination in Asia Pacific, which could be a major boost to the Philippines aggressive tourism campaign.

"Congratulations to our hardworking fellows from the Department of Tourism at nakuha po natin itong best destination in Asia Pacific," Deputy presidential spokesperson Abigail Valte said in an interview over dzRB Radyo ng Bayan on Saturday.

"We do not doubt that the campaign continues to spread because mainly it is true that ‘It is more fun in the Philippines.’"

Valte added that hopefully the new accolade will bring more foreign tourists from all over the globe to come to the Philippines and experience the beautiful destinations in the country.

The country bagged the “Destination of the Year” award during the 25th Annual TTG Travel Awards, according to the Department of Tourism.

The Philippines was cited as Asia-Pacific’s “Destination of the Year” for 2014 in a ceremony held in Bangkok, Thailand. This is due to the country's “proactive steps and initiatives toward the development of the travel industry.”

The Destination of the Year falls under the Outstanding Achievement Awards. Other categories include Travel Personality of the Year, Best Travel Entrepreneur, Best Marketing and Relationship Effort and Best Trade Supporter.

The TTG Travel Awards is one of the most coveted awards in the region’s travel industry, organized by the TTG Asia Media’s Travel Trade Publishing group. PND (as)


Philippine government ready to assist Filipinos in Hong Kong

The Philippine consulate in Hong Kong is ready to extend assistance to Filipinos who will be affected by the mass actions there, the Palace said on Saturday, advising Filipinos not to participate in the protest and to avoid the centers of mass actions.

In a radio interview over dzRB Radyo ng Bayan on Saturday, Deputy Presidential spokesperson Abigail Valte reiterated the call of Bernardita Catalla, the country's Consul General in Hong Kong, advising Filipinos to avoid unsafe areas to ensure their safety.

Valte said the situation in Hong Kong is becoming more tense as pro-democracy groups clash with "anti-occupy" protesters.

"We continue to coordinate and to keep our lines of communication open with the Filipino community because our consulate there in Hong Kong will be ready to render assistance should there be any instance na kailangan po ito," she said.

Valte also said that OFW may run into trouble if they join the protests since Hong Kong law will be applied to them once there's a round up.

"Hindi na po batas ng ating bansa ang umiiral doon kundi ‘yung batas ng lugar kung nasaan po sila," she said

"At lagi naman po natin silang pinapaalalahanan na sumunod din doon sa mga alituntunin, and to stay away from any acts that might get them into trouble with the law or with the authorities there."

For Filipino tourists who want to travel to Hong Kong, Valte said the Philippine government has not issued any travel advisory but she said tourists must be aware of their surroundings once they are in Hong Kong. PND (as)


National, local governments working together to ensure safety of residents near Mayon volcano

The national government is in close contact with the local government of Albay to ensure the safety of residents near the Mayon volcano, which could erupt anytime.

"Patuloy ang pakikipag-usap natin kina Governor Joey Salceda kung ano ang pwede pang maitulong ng national government," Deputy Presidential spokesperson Abigail Valte said in a radio interview over dzRB Radyo ng Bayan on Saturday.

"In fact, last week napag-usapan natin ang panawagan ni Governor Joey Salceda na humingi ng karagdagang tulong at agad namang tumugon si Secretary Dinky Soliman doon sa panawagan ni Governor Salceda."

The Armed Forces of the Philippines is also assisting the Albay government in the continuing evacuation and rescue efforts, she said.

Soldiers also continue to patrol the six-kilometer permanent danger zone, to ensure that no residents go back to their homes within the danger area.

Albay Governor Joey Salceda said some residents return to their homes within the danger zone for some reasons and authorities must warn them to avoid loss of lives in case Mayon volcano erupts.

"Kailangan patuloy po ang paninigurado na ilalabas po natin silang lahat at wala sila doon sa peligro ng danger zone," Valte said.

Mayon volcano is heading towards a major eruption, the Philippine Institute of Volcanology and Seismology (Phivolcs) said on Friday.

Phivolcs pointed out the worsening abnormal condition of the volcano, like the continuous ground deformation with an inflation of three millimeters in 10 days.

Phivolcs also reported ground swelling appearing on both the northern and southern parts of the volcano because the magma is passing through one channel and its force is even.

Also, the volume of sulfuric dioxide emission was down to 300 metric tons per day during the past 24-hour observation period from the 1,400 metric tons in the previous period.

This is because the crater of the volcano is sealed, according to Phivolcs. PND (as)


Government could takes the lead in conserving energy, says Palace

The government will gladly initiate moves to conserve power with the impending shortage of electricity during the summer next year, the Palace said on Saturday.

The Department of Energy (DOE) plans to work with private businesses to conserve electricity like setting the air conditioning systems in the malls at slightly higher temperatures.

For the public sector, it plans to cut power consumption by 10 percent.

In a radio interview over dzRB Radyo ng Bayan on Saturday, Deputy presidential spokesperson Abigail Valte said the public sector is willing to contribute to energy conservation.

"Lahat po tayong mga kawani ng gobyerno, we will be more than happy to do our share when it comes to saving electricity para hindi madagdagan ang demand pagdating po ng panahong ‘yan," she said.

"Everybody in this particular situation is really just working together to try to find a solution to the challenge that we will face come summer in 2015."

Valte also reminded government agencies about the existing power-saving regulations that they should be following.

"Perhaps it’s a good time to remind all our fellows in government that these guidelines exist and that we should all be consciously following them," Valte said.

Aside from these measures, there are also plans to carry out the Interruptible Load Program, that aims to encourage large establishments with big demands for power to generate their own electricity to lessen consumption.

The program targets malls and big businesses that consume a lot of electricity. PND (as)


Palace justifies halt of infrastructure projects in Pag-asa Island

The government can still provide services to the residents of Pag-asa Island despite the halt in the construction of infrastructure projects there, the Palace said on Saturday.

The government decided to stop the projects in the island as it filed an arbitration case in the international tribunal in connection with its claims in the West Philippine Sea (South China Sea).

Although the government stopped the projects, Deputy presidential spokesperson Abigail Valte said there are other ways to provide the island residents with government services.

The residents said they need the projects to make sure that they get the basic necessities in the island.

"Pero katulad nga po ng sinabi ni Secretary (Voltaire) Gazmin, that directive was issued sometime in the middle of 2014, at kailangan lang po nating masigurado na mame-maintain po natin," she said.

As the country files for an arbitration, it also chose a process that will ease tension in the area that is why it halted the projects.

"Ayaw po nating mag-deviate doon sa ating piniling proseso na kailangan nai-ease ang tensions at naa-avoid natin ang any incident that may be construed as ramping up tension or trying to provoke any of the claimant countries that are involved," Valte said.

"At least, for this time, we are sticking to that tack."

But Valte also clarified that the Palace believes that although it stopped the infrastructure developments in the West Philippine Sea, it does not mean a weak position on its claim.

The Philippines filed a memorial to the international arbitral tribunal this year, aimed at strengthening its claim in the West Philippine Sea.

China has until December this year to file a similar memorial at the arbitral tribunal. But the Chinese side said it won't participate in the case or make a similar filing at the tribunal.

China has been claiming almost the entirety of the West Philippines Sea, overlapping the claims by other countries or states such as the Philippines, Taiwan, Malaysia, Vietnam and Brunei. PND (as)


 



President Aquino forms National Organizing Committee for Papal visit

President Benigno S. Aquino III has directed the mobilization of government resources to ensure the smooth and orderly visit of His Holiness Pope Francis in the Philippines on January 15 to 19, 2015.

In Memorandum Circular No. 72, President Aquino ordered the creation of the Papal Visit 2015-National Organizing Committee (PV-NOC) for the state visit of the Roman Pontiff to coordinate all preparations for this occasion of great significance to the Filipino people.
“As instructed by President Aquino, all heads of the different government departments, local governments as well as the private sectors are encouraged to participate and coordinate all efforts to make sure that the visit of His Holiness in our country next year will be well organized and peaceful,” Executive Secretary Paquito N. Ochoa Jr. said on Friday.
The PV-NOC will be chaired by the Executive Secretary and vice-chaired by the Secretary of the Department of Foreign Affairs (DFA). Its members will include the Secretaries of the Departments of National Defense (DND), the Interior and Local Government (DILG), Public Works and Highways (DPWH), Health (DOH), Transportation and Communications (DOTC), Tourism (DOT), and the Presidential Communications Operations Office (PCOO); the Armed Forces Chief of Staff, National Police Chief, and Metropolitan Manila Development Authority (MMDA) Chairman.
The PV-NOC is tasked to take up all government participation and responses in connection with the visit of the Pope, and ensure efficient coordination among public and private sectors, particularly with the Central Committee of the Catholic Bishops Conference of the Philippines (CBCP); peace and order; and the traffic management plan for the transportation of persons and goods during the event.
The Central Committee of the CBCP is at the helm of managing and coordinating all religious and civil plans and activities of the Papal Visit.
MC No. 72 likewise called for the establishment of the two local Executive Committees—EXECOM-Manila and EXECOM-Leyte—in the areas of engagement of His Holiness Pope Francis. The EXECOMs will serve as the on-site full-time, day-to-day operations arms of the PV-NOC.
The EXECOM-Manila will be led by an Undersecretary in the Office of the Executive Secretary (OES). Its members will include the Undersecretaries of the DFA, DND, DILG, DPWH, DOH, DOTC, DOT, and PCOO; Chief of the Presidential Protocol Office; representatives from the OP, the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and MMDA; Manila International Airport Authority (MIAA) General Manager; Presidential Security Group (PSG) Commander; and head of the Radio-Television Malacanang.
The EXECOM-Leyte, on the other hand, will be led by an Undersecretary in the OES with members including the Regional Director of the PNP, Commander of the AFP Central Command, Regional Directors of the DOTC and DPWH, PSG Security Task Action Group Commander-Leyte, and a representative from the Radio-Television Malacanang.

Asian Games gold medalist calls on Executive Secretary Ochoa

Asian Games gold medalist Daniel Patrick Caluag met with Executive Secretary Paquito Ochoa, Jr. in a courtesy call in Malacañang on Friday afternoon.

Caluag was accompanied by Metropolitan Manila Development Authority Chairman Francis Tolentino and head of the Philippine Cycling Federation Representative Abraham Tolentino.

Also present during the event were Presidential Communications Operations Office Secretary Herminio Coloma, Jr., coaches Greg Romero and Arturo Labramonte, Ronda Pilipinas Tour organizer Cris Allyson, and Christopher John Caluag.

The Palace has hailed the victory of Caluag in the 2014 Asian Games in South Korea, which gave the country its first gold medal. The last time the Philippines won gold in the games was in 1974.

"We join the Filipino nation in celebrating the gold medal victory of Daniel Patrick Caluag in the BMX cycling event in the 2014 Incheon Games," Secretary Coloma said in a statement on Wednesday.

"With remarkable skill and talent, he has demonstrated the Filipinos’ courage and resiliency in global athletic competitions," he said.

Caluag, who is based in Kentucky in the United States, topped the Cycling BMX event and swept Heats 1 to 3 in a strong performance to finally give the Philippines its much-awaited gold medal.

Daniel Patrick finished the seeding run at the top of the group after clocking in at 35.489. He is .797 seconds ahead of his closest Japanese competitor.

Caluag will vie for the 2015 Southeast Asian Games in Singapore, as well as in the Olympic Games in Brazil in 2016. PND (as)


President Aquino duty bound to fulfill mandate from the people, says official

President Benigno S. Aquino III will continue to fulfill his duties as mandated by the people and carry out reforms he has initiated since the start of his presidency, a Palace official said.

"The President is duty-bound to fulfill his mandate from the people. He remains firmly committed to pursue the reforms aimed at achieving stable and inclusive growth for the country," Presidential Communications Operations Office Secretary Herminio Coloma Jr said in a statement on Friday.

"These reforms have been established on the platform of good governance and have gained acceptance by the vast majority of our people, as well as recognition from the international community."

The transformation of the country from being regarded as “the sick man of Asia” to being Asia’s fastest growing economy was achieved because of the people’s support for the administration’s reform agenda, he said.

Coloma said that the government will continue to invest on improving the quality of life in the country by developing the fullest potentials of its most valuable resources: the Filipino people.

Pinapanumpa ng Pangulong Aquino ang bagong kagawad ng lupon ng ULAP

Pinasumpa sa tungkulin ng Pangulong Benigno S. Aquino III ang bagong kagawad ng Pambansang Lupong Tagapagpaganap ng Union of Local Authorities ng Pilipinas (ULAP) sa simpleng seremonyang ginanap sa President’s Hall ng Palasyo ng Malacanang Huwebes.

Pinaalalahanan ng Pangulong Aquino sa mga lokal na pinuno na manatiling tapat sa kanilang sinumpaang tungkuling paglilingkuran nang ubus-kaya at marangal ang taong bayan.

Pinagbilinan din ng Pangulo ang mga pinuno ng gobyerno na ihanap ng tunay na lunas ang mga suliranin ng nasasakupan nila sa halip ng pagbibigay lamang ng pansamantalang tulong na tulad ng sa KBL o "kasal, binyag at libing."

“Paano natin mababago ang sistema ng pagtulong sa ating mga nasasakupan na karaniwang nagaganap sa mga kasalan, binyagan at kung may nakaburol? Naniniwala akong dapat natin silang pagkalooban hindi ng pansamantalang tulong kundi ang higit na mahalaga, bigyan sila ng tulong na makatutugon sa pangangailangan nila sa matagal na panahon,” wika ng Pangulong Aquino.

“Tulad ng kasabihan ng mga nakatatanda, turuan natin ang ating mga kababayan na mangisda sa halip na magbalik-balik sila para makahingi ng isda. Ang kompleto at malawakang lunas ang susi sa pagbabagong inaasam nating lahat,” dagdag pa ng Pangulo.

Binanggit ng Pangulo ang paraang sinunod ng yumaong Kalihim Jesse Robredo sa paglutas sa suliranin ng Lungsod ng Naga tungkol sa mga informal settlers.

Sinabi ng Pangulo na bukod sa pagbibigay ng palagian at disenteng pabahay, pinagkalooban pa ni Robredo ng hanapbuhay ang mga informal settlers.

“Magiging makabuluhan lamang ang ating mga pagpapakasakit na paglingkuran ang madla kung mangangahulugan ito ng palagiang makabuluhang pagbabago sa buhay ng mga kababayan natin, lalo na ang mga nangangailangan,” dugtong pa ng Pangulo.

Binigyang diin din ng Pangulo ang halaga ng magandang pagsasamahan sa trabaho ng mga pamahalaang pambansa at lokal upang maging higit na mabisa ang paglilingkod sa madla.

Sa seremonyang ito, si Gobernador Alfonso “Boy” Umali, Jr. Ng Oriental Mindoro at pangulo ng ULAP ang nag-abot sa Pangulo ng talaan ng mga nagawa ng samahan.

Kabilang sa mga pinunong nanumpa sa tungkulin sina Gobernador Arthur Defensor, Sr. ng Iloilo, tagapangulo; Alkalde Herbert Bautista ng Lungsod ng Quezon—pangalawang pangulong tagapagpaganap; Alkalde Sandy Javier, Jr. ng Javier, Leyte—pangalawang tagapangulo; at Bise Alkalde Isko Moreno ng Maynila—unang pangalawang pangulo.

Sa pambungad na talumpati ni Gob. Umali, ipinangako niya ang patuloy na pagtulong ng mga lokal na pinuno sa mga repormang ginagawa ng administrasyong Aquino.

Sinabi ni Umali na ang Seal of Good Housekeeping ay ipinagkaloob sa 80 porsiyento ng mga LGUs na nangangahulugang mayorya ng mga lokal na pinuno ay “nakahanda at may kakayahang maging transparent.”

“Nais naming magpatuloy ang mga repormang sama-sama nating sinimulan nang kaisa ang pambansang pamahalaan. Ibig naming suriin ang pagtupad namin ng tungkulin, hangad naming ang bukas na pamahalaan, pakay naming magsanib ang pribadong pangkat at civil society at hangad naming ang liderato sa pambansa at lokal na pamahalaan ay puspusang maglingkod nang tumatahak sa tuwid na daan,” dugtong pa ni Umali. Malugod na tinatanggap ng Malacanang ang saloobin ng bayan tungkol sa ‘Charter change’

Hindi namangha ang Malacanang sa kinalabasan ng Pulse Asia survey kamakailan kung saan lumitaw na mayorya ng mamamayan ay ayaw sa “Charter Change” at hindi nila suportado ang palugit pa sa termino ng Pangulo.

Sa pinakahuling Pulse Asia Survey, 62 porsiyento o mayorya ng mga tinanong ng research group ang tutol sa pagbabago sa Kostitusyon.

Sa pulong balitaan sa Malacanang Huwebes, sinabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office na hindi sila nagulat sa resulta ng survey at ito ay maluwag sa kalooban na tinatanggap nila.

“Tinatanggap namin ito nang mahinahon at walang sorpresa,” sabi ni Kalihim Coloma sa pulong balitaan na idinaos.

Kaalinsabay nito, sinabi ni Coloma na patuloy ang Pangulo sa pakikinig sa sambayanan nang ang hangarin ay maging permanente ang mga repormang ginagawa sa pamahalaan.

“Patuloy ang ginagawang pakikinig ng Pangulo sa pagpapahiwatig ng saloobin ng mga mamamayan alinsunod sa layuning patatagin ang mga reporma at gawing ganap ang transpormasyon sa ating lipunan,” pagbibigay-diin pa ni Kalihim Coloma.

Idinugtong ni Coloma na ang mga opinion survey sa madla na tulad nang ginagawa ng Pulse Asia ay kabilang sa mga kasangkapang dumarama sa damdamin ng taong bayan.

Idinugtong pa ng Kalihim na sapul sa unang araw ng panunungkulan ng Pangulong Aquino, naging patakaran na nitong alamin ang opinyon ng kanyang mga “boss” sapagka’t itinuturing niyang napakahalagang sangkap ito ng mabuting pamamahala.

Dahil ang pamahalaang na naglilingkod nang taos-puso ay palaging bukas sa ipinahihiwatig na mga saloobin ng mamamayan,” dugtong pa ni Coloma.

Kinondena ng Malacanang Huwebes ang pagpaslang sa isang peasant organizer sa Lungsod ng Tagum, Davao del Norte kamakailan at sinabing hindi tatantanan ng pulisya ang paghahanap sa may kagagawan ng katampalasanang nasabi.

“Patuloy pong tinitiyak ng ating pamahalaan ang malayang pagpapahayag at kinokondena po natin ang karahasan na isinagawa diyan na iyong nabanggit,” tugon ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa tanong ng mga reporter sa pulong balitaan sa Palasyo.

“At tiyak pong tinututukan kaagad ito ng ating mga awtoridad para matunton ang salarin at mapanagot. Wala pong puwang sa ating kasalukuyang administrasyon ang pagsasagawa ng karahasan laban sa mga mamamayan,” dagdag pa ni Kalihim Coloma.

Si Dexter Librando, ang 31 taong gulang na tagapagtatag ng Kilusang Magbubukid ng Pilipinas ay binaril at nasugatan ng mga hindi kilalang tao noong Lunes Setyembre 29, pagkatapos na daluhan ang paglulunsad ng People’s Initiative to Abolish Pork Barrel System (PIAP) sa Lungsod ng Tagum.

Ililiwanag ko lang po, bestman po ako ni Boy Umali doon po sa renewal of vows ha. [Tawanan] Hindi ho noong una siyang kinasal. [Tawanan] Baka ho may magduda ho sa edad ko.

Kailan ba ‘yon, Boy, mga two years ago yata ‘yon?

Alam niyo, noong bumiyahe ho tayo, marami, pati ‘yong media na kasama natin, nagkasakit dahil medyo mabigat daw ‘yong schedule. At ako naman po, awa ng Diyos, hindi ako tinamaan ng miski ano. Ngayon, kinakabahan ako, namamalat, baka bukas ako may trangkaso. [Tawanan]

Marami po sa ating nandito ngayon ay matagal nang nasa politika. Marami ho siguro sa inyo ay mga nauna sa akin sa politika. Malamang, kabisado na rin ninyo ang mga pasikot-sikot sa mundo ng politika, at ang mga sikretong rekado para manalo. Automatic na sa ating maging todo-sigasig para maipakilala ang kakayahan at ang ating mabubuting katangian. Kumbaga, nakuha na natin ang tamang timpla ng marketing campaign para manatili sa puwesto.

Matanong ko lang po kayo: Meron ba sa inyo rito ang nagsabi noong unang tumakbo pa lang na pananatilihin ninyo ang sistemang nagisnan? May nangako ba sa inyong kapag ibinoto tayo, walang asensong mangyayari? Palagay ko wala ho sa atin ang nagsabi nito noong tayo’y tumakbo. Sa halip, inilalatag ninyo kung paano mapapabuti ang sitwasyon ng ating mga mamamayan.

Alam kong hindi biro ang pinagdadaanan bago ninyo marating ang kinaroroonan [ninyo ngayon]. Hindi ito basta inabot lang, pinaghihirapan ito. Mayroon tayong sisikmurahing mga insulto, pambabatikos at batuhan ng putik tuwing kampanya, kung minsan lampas ng kampanya pa, at kung minsan naman bago pa ng kampanya. Maraming sakripisyo, pagod at pagtitimping kailangang bunuin. Noon nga pong nangangampanya ako sa pagka-congressman ng Tarlac, sinusuyod ko ang bawat kalsada, inaakyat ang mga dike, nagha-house-to-house sa umaga at hapon, at kaliwa’t kanang meeting naman pagdating ng gabi. Walang pagod akong nag-iikot sa kabila ng matinding init para mapalapit sa ating mga kababayan.

Mayroon nga pong biro, na marahil narinig na ninyo: Ang pormula daw po sa kampanya ay matatawag nating KBL—at hindi po Kilusang Bagong Lipunan iyon: kundi Kasal, Binyag, at Libing. Parang mula sa panganganak hanggang pagpanaw, takbuhan ka ng lahat para hingan ng tulong. Sa totoo lang, mahirap talagang tumanggi sa mga ito lalo pa’t gusto rin nating makatulong. Baka rin pagmulan pa ng sama ng loob, o isipin pa nilang hindi tayo nalalapitan.

Kahit nga po nasa puwesto na, tuloy pa rin ang ganitong mga klase ng paghingi ng pabor. Natatandaan ko po nang bagong-halal pa lang akong Congressman sa Tarlac. May lumapit sa aking konsehal at humingi ng tulong sa pag-arkila ng orkestra sa aming piyesta. Tinanong ko kung magkano, sagot po niya’y 40,000 piso daw ang babayaran bawat isa, at ‘yun na raw po ang pinakamura. Dahil ang gusto po niya dalawang orkestra ang aming kunin para meron daw relyebuhan sa pagtugtog at hindi mapagod. Samakatuwid nga ho, 80,000 piso ang kakailanganin. Ang sahod ko noon, kung ‘di ako nagkakamali ay 35,000 piso; wala pa ‘yung kaltas ng tax. Kaya sabi ko po sa kanya, doblehin man natin ang sahod ko, kukulangin pa rin sa balak niyang gastusin sa pag-arkila. At kayo po ngayon ang tatanungin ko: Paano naman popondohan ito? ‘Di po ba, sa pagpopondo sa mga ganitong panghihingi ng ating nasasakupan, saka tayo natutuksong baka gumawa ng kung ano-anong gimik?

Sa panunungkulan ko nga bilang Kinatawan ng Tarlac, minabuti kong lumapit at kumustahin ang ating mga kababayan tuwing dumadalaw ako sa iba’t ibang barangay. Sa umpisa po, ‘pag may iminungkahing proyekto sa akin, na madalas umaabot nang hindi bababa sa anim na folder kada isang barangay, o mga resolusyon ng bawat barangay, at 159 po ang barangay na sakop natin, halos pareho-pareho lang ang laman ng mga ito. Karamihan dito, gusto lang pagandahin ang kanilang barangay hall. Ang binabalik ko namang tanong sa kanila: Kapag napaganda natin ang barangay hall ninyo, ilan kaya ang makakakain diyan? Ilan ang matutulungan sa komunidad? Ilan ang aangat ang buhay kapag nagtayo tayo ng mga monumento tulad ng inyong barangay hall? Ang mungkahi ko naman: Baka mas maganda, nakiusap po ako, kung gamitin natin ang pondong mayroon tayo para sa irigasyon, sa pagpapagawa ng kalsada, o sa pagpapatayo ng mga paaralan. Sa tatlong termino ko bilang Congressman, maipagmamalaki ko sa maayos na ring kooperasyon ng ating mga nasasakupan, nandoon na nga po ang mga kapitan at ang mga konseho ng barangay, hindi bababa po sa tatlong makabuluhang proyekto ang naisakatuparan sa bawat barangay. ‘Di ko po sinasabing naubos na ang problema sa aking distrito matapos ang aking termino. Pero lahat ng bukas ang pag-iisip, makikita na may talagang nagawa tayong pagbabago sa panahon ng ating panunungkulan.

Hindi nga rin po siguro maiiwasan, na kahit nasa puwesto ka na, nariyan din ang mga kontra lang nang kontra sa inilalatag mong reporma. Sila ang mga puro batikos lang na wala namang maihaing solusyon. Kapag may hiniling sa iyong sampung bagay, at nagawa mong tuparin, sabihin na natin, ang 9.9 sa mga ito, ang mga kontra ang pilit maghahalungkat ng 0.1 at ipagsisigawang hindi mo ito nagawa.

Ngayong Pangulo na tayo, hindi naman po natin sila pag-aaksayahan ng oras. Mas nakatutok tayo sa patuloy na pagpupunla ng mga reporma at pagpitas ng mga bunga nito. Nandiyan ang mahigit apat na milyong kabahayang benepisyaryo ng Pantawid Pamilya Program, ang 20 positive credit ratings actions na nakamit natin sa ating panunungkulan, ang 2.5 milyong Pilipinong nakaalpas sa poverty line, ang 1.65 milyong nadagdag sa bilang ng mga Pilipinong nagtatrabaho mula Abril 2013 hanggang Abril 2014.

Ilan lang po ito sa mga patunay na talagang malaki na ang pagkakaiba ng sitwasyon ngayon ng Pilipinas kumpara sa ating dinatnan. Pati nga po ang ibang mga bansa, napakataas na ang kompiyansa sa atin. Noon pong bumisita tayo sa Europa kamakailan lang, isang mataas na opisyal ng prominenteng bangko sa buong mundo, ang nagsabi: Baka raw po dapat ay i-globalize natin ang piso. Ibig sabihin, magiging currency ng mundo ang piso na itini-trade sa ibang bansa. Sa totoo lang, nabigla po tayo sa mungkahing ito; sino po ba sa atin ang inisip na may magmumungkahi nito? Nang marinig nga natin ito, tinanong ko pa si Secretary Greg Domingo ng Department of Trade and Industry kasama natin doon sa pagpupulong, kung tama ba ang nadinig ko. Kailangan po ng mas malalim na pag-aaral ng ganito kalaking mga hakbang, pero malinaw naman ang mensahe ng nagmungkahi nito: Kompiyansa siya sa stabilidad ng ating ekonomiya; naniniwala siyang sulit tumaya sa Pilipinas.

Lahat po tayo rito, binigyan ng mandato ng taumbayan para pagsilbihan sila. Tayo naman, bilang mga pinuno, ay nangakong magdudulot ng pagbabago. Pero kung ang pakay mo lang ay ang manatili sa kapangyarihan, magpakulong sa siklo ng KBL, at panatilihin ang sitwasyon na dinatnan mo, ‘di ba’t parang nakikipagpalitan ka lang ng puwesto sa musical chairs?

Paano ba natin babaguhin kung saan ang pag-aabot ng panggastos sa kasal, binyag, at libing ang buod ng pagiging lingkod-bayan? Ang paniniwala ko po rito: Kailangang tugunan, hindi lang ang kasalukuyan, kundi mas mahalaga po, ang mga suliraning pangmatagalan. Sabi nga po ng nakakatanda, turuan nating mangisda ang ating mga kababayan, kaysa hayaan silang magpabalik-balik para manghingi ng isda. Kumpleto at malawakang mga solusyon ang susi sa pagbabagong inaasam natin.

Gawin po nating halimbawa ang nagawa ng pumanaw nating kasamahan na si Secretary Jesse Robredo sa Naga. Matagal pong naging problema ang pagsisiksikan ng mga maralitang tagalungsod sa Naga, at minana ito ni Jesse nang maupo siyang alkalde. Kumplikado po ang sitwasyon: Hindi madaling ilipat nang basta-basta ang mga informal settler kung wala silang pagkakakitaan sa bago nilang lilipatan. Kung walang kabuhayan sa ibang lugar, wala ka ring aasahan kundi ang pagkukumpol ng mga tao sa sentro ng kalakalan. Kaya nga po, bukod sa disente at permanenteng tahanan, naglalatag ang lokal na pamahalaan ng Naga ng mga programang pangkabuhayan at maayos na mga pasilidad sa bagong komunidad. Kaya po: ang dating mga maralitang itinuturing na hadlang sa pag-unlad, naging katuwang na sa pagtataguyod ng kaunlaran sa Naga. Ang tagumpay nga ng programang ito na pinangunahan ni Jesse ang ginagamit nating basehan para ipatupad din ang paglilikas ng informal settlers sa Kamaynilaan.

Kung nakaya pong gawin ni Jesse ang mag-isip at maglatag ng pangmatagalang solusyon sa problemang kanyang kinaharap, tinatawag rin ang bawat isa sa atin, bilang pinuno, na tumugon sa parehong paraan. Alam ko naman: Kung kaya nating ibigay, at kung naaayon sa batas, hindi po natin ipagdadamot sa ating nasasakupan, ‘di po ba? Pero gaya ng napatunayan natin sa Tarlac, alam kong mas mapapalapit tayo sa puso ng ating mga kababayan kung hindi lang pangngayon ang ating naibibigay sa kanila, kundi lalo na pati ang pangbukas, sa pamamagitan ng tunay na serbisyo, at sa pagtutok sa kapakanan nila. Sa ganitong paraan, sila mismo ang mag-aangat sa kanilang mga sarili.

Ang pinakasukatan po ng husay ng pagiging lingkod-bayan ay hindi madadaan sa galing sa pagsayaw, sa pagkakaraoke, o sa pagpapatawa. Masusukat ito sa pag-aangat sa estado ng buhay ng ating mga kababayan; at sa pagbibigay sa kanila ng lakas para panghawakan ang sarili nilang kapalaran. Magiging makabuluhan lamang ang lahat ng paghihirap sa serbisyo kung magdudulot ito ng makabuluhang pagbabago sa ating mga kababayan, lalo na sa mas nangangailangan. Kung ang isang magsasaka na kumikita lang ng sapat para sa kanyang sarili ay nananatiling isang kahig, isang tuka sa iyong panunungkulan, masasabi mo bang tinotoo mo ang panata mong magdulot ng pagbabago? Ano pang kinabukasan ang naghihintay sa kanila kung siya ay magkapamilya, kung wala naman silang aasahang reporma mula sa iyong liderato? Ang hamon po sa ating mga lingkod-bayan: gawing mas maaliwalas ang buhay ng ating mga kababayan, nang hindi na danasin pa ng kanilang mga anak ang pagdurusang ating pinagdaanan.

Sa pagtutulungan ng ULAP, ng lokal at pambansang pamahalaan, pati ng sambayanang Pilipino, patuloy nating itutok ang ating panahon sa mga proyektong tunay na naghahatid ng benepisyo sa mga Pilipino.

Sa mga kapwa ko pinuno, lagi nating tanungin ang sarili: Gaano na ba kalayo ang narating natin mula nang mag-umpisa tayo sa puwesto? Umusad ba tayo pasulong o umatras? Nanatili ba tayo o lumihis sa mandatong ipinagkaloob ng taumbayan? Isipin na lang natin ang panahon kung kailan nagretiro na tayo, at lumingon sa ating nasasakupan. ‘Di ba’t napakasarap ng pakiramdam na masabi mong, “Ang laki ng ipinagbago nitong bayan nating ito, at kasama ako sa nakiambag at nakilahok para maisakatuparan ito.”

Bilang ama ng bayan, malinaw ang tinatahak kong landas: ang gawin ang tama, at ang laging pumanig sa kung ano ang makakabuti sa aking kapwa. At habang mas marami tayong kumikilos sa iisang direksyon, mas mapapabilis pa natin ang pagbabagong tinatamasa na natin ngayon. Kapag nga po dumating ang panahon, na sabihin ng Panginoong “finished or not finished, pass your papers,” talaga pong inaasahan kong mas maunlad at mas maaliwalas na Pilipinas ang ating ipapamana sa susunod na henerasyon ng Pilipino.

ALAN: Ang una po, Sir, gusto kong i-congratulate ang PCOO sa pangunguna po ninyo sa paglulunsad nitong pinagsama-samang lakas ng mga PCOO agencies dito po sa programang Radyo Bisyon, Secretary Sonny, Sir?

SEC. COLOMA: Mainam lamang, Alan, na patuloy tayong magsikap na palawigin at palalimin ang paglilingkod ng iba’t-ibang instrumento ng Media ng Bayan sa pamamagitan ng nagkakaisang aksyon.

ALAN: Opo, opo. At kahapon nga po iyong launch ng nabanggit na programa. Sec. makikibalita ho kami na meron na hong mga initial reports na lumalabas. Of course, ang Pangulong Noy ay dadalo sa APEC Leaders’ Summit sa Beijing at ito hong ASEAN Summit naman sa Myanmar ito hong darating na buwan na ng November, Secretary Coloma, Sir?

SEC. COLOMA: Sa mga ganyang okasyon, Alan, ay hinihintay natin ang opisyal na announcement ng Department of Foreign Affairs, dahil sila ang punong-abala sa mga opisyal na functions katulad niyan. Mainam siguro na background na muna tayo ngayon dahil hinihintay pa natin iyong official announcement ng DFA hinggil diyan.

ALAN: Opo, yes Sir. Sa ibang isyu po. Kumusta po ang mga hakbang na ihinahanda ng pamahalaan natin kaugnay pa rin nitong mga nakikitang posibleng pagkakaroon ng power shortages sa mga darating na buwan, Secretary Coloma, Sir?

SEC. COLOMA: Patuloy na tinututukan ng ating Department of Energy ang sitwasyon at patuloy iyong kanilang pakikipag-ugnayan sa iba’t-ibang sektor, lalung-lalo na sa mga pribadong kumpanya na hinihimok nating lumahok doon sa voluntary interruptible load program. Meron kasi silang mga embedded na power sa kanilang mga generator sets. Ang pinag-aaralan na lamang ay kung paano magiging mas kapaki-kinabang para sa kanila iyong paggamit ng mga generator sets na ito. Dahil obviously, Alan, mas mataas ang gastos at konsumo kapag gumamit ka ng iyong sariling generating sets.

So, iyan sa mga aspeto na pinag-aaralan ng DOE para mahimok ang mas marami pang kumpanya na lumahok dito. Dahil kapag naganap iyan ay mas liliit iyong tinatayang magiging kakulangan ng supply ng kuryente at baka hindi na kinakailangang maglaan ng mas malaking halaga para dito.

ALAN: And along this line Secretary Coloma. Sir, napapag-usapan pa rin po ba iyong mga panukala, even before, na pagkalooban ng emergency powers ang Pangulong Noy may kinalaman ho dito sa energy situation, Sir?

SEC. COLOMA: Nagsimula na iyong operasyon ng batas hinggil diyan dahil sumulat na nga po ang ating Pangulo sa Kongreso at ito ay nakasaad sa Section 71 ng Electric Power Industry Reform Act o EPIRA. Sinasaad po doon na maaring hilingin ng Pangulo sa Kongreso na magsagawa ng kinakailangang hakbang kapag napansin na merong kakulangan sa supply ng kuryente. Ito po ay isinasagawa na ng naayon sa batas. Kaya iyon naman pong Kongreso natin, iyong Senado at iyong Kamara, ay nagsimula na ng kanilang mga public hearings. Ayon sa aking natunghayan sa Senado ay magtatawag din sila ng mga Technical Working Group meetings sa hanay ng mga ahensiyang sangkot dito at sa mga pribadong sector para matiyak nga kung ano iyong ilalagay nila sa batas na ipapasa ng Kongreso hinggil dito, Alan.

ALAN: Opo. Sa ibang usapin pa po, Secretary Coloma. Sir, ano pong mga latest na naiparating sa Palasyo ng ating mga LGUs, particular po diyan sa Legazpi, kaugnay ng mga patuloy na isinasagawa nilang paghahanda sa posibleng malakas na pagsabog ng bulkang Mayon, Secretary Coloma, Sir?

SEC. COLOMA: Nasa mataas na estado pa rin ang alertness o paghahanda dahil nga hindi pa naman lumilikas ang panganib at ito ay patuloy pang mino-monitor ng ating Phivolcs, at ang atin namang mga kababayan sa mga evacuation centers ay kinakalinga ng DSWD at ng panlalawigang pamahalaan ng Albay. At patuloy pa rin iyong babala sa mga residente doon na huwag papasok doon sa tinatawag na permanent danger zone para na rin sa kanilang kaligtasan.

OPENING STATEMENTS

Paggunita sa Pandaigdigang Araw ng mga Guro

Nakikiisa ang pamahalaan sa buong sambayanan sa pagbibigay pugay sa ating mga guro sa paggunita ng World Teachers’ Day at National Teachers’ Month. Ang selebrasyon na ito ay pinagtibay ni Pangulong Aquino sa pamamagitan ng Proclamation No. 242 na inilabas noong Agosto 24, 2011. Sa buong mundo ang Pilipinas ang bansang naglaan ng pinakamahabang panahon sa pagdiriwang ng kadakilaan ng mga guro na ating kinikilala dahil sa kanilang mahalagang ambag sa paghubog ng kamalayan at katauhan ng ating mga kabataan at mamamayan.

Nananawagan po ang ating kalihim ng Kagawaran ng Edukasyon, Bro. Armin Luistro, na lahat tayo ay magpasalamat sa kahit isang naging guro natin na nagbahagi ng mahalagang aral sa atin at tumulong sa paghubog ng ating pagkatao sa panahon ng ating kabataan. Ang panawagan po niya, “write, text, tweet, call”—sulatan, mag-text, mag-tweet, at tawagan natin ang kahit isa sa ating naging guro, at sabihin natin sa kanya: “Maraming salamat po, mahal na guro.”

Patuloy pong sinisikap ng pamahalaan na mapahusay at mabigyan ng karampatang suporta ang ating mga guro. Sa panukalang pambansang budget sa 2015, naglaan ang pamahalaan ng 92.3-bilyong piso para sa pagkuha ng higit sa 39,000 mga bagong guro, pagtatayo ng mga silid-aralan, at para matugunan ang pangangailangan sa kagamitan sa pagtuturo ng ating mga maestro at maestra.

Bukod dito, naglaan din ng higit sa dalawang bilyong piso ang pamahalaan para sa pagsasanay ng mga public school teachers bilang paghahanda sa malawakang pagpapatupad ng K-to-12 program. Halos doble na ang budget na inilalaan ng pamahalaan para sa sektor ng edukasyon kung ihahambing sa pagsisimula ng panunungkulan ng administrasyon ni Pangulong Aquino.

Sa taong ito, aabot sa mahigit 309-bilyong piso ang gugugulin ng pamahalaan para sa sektor ng edukasyon, kumpara sa P174-billion noong 2010 bilang bahagi ng patuloy na pagsisikap na mapaunlad nang lubos ang sektor ng edukasyon na siyang susi sa paglinang ng kakayahan ng mga mamamayan, alinsunod na rin sa paniniwala ni Pangulong Aquino na ang taumbayan ang pinakamahalagang yaman ng Pilipinas.

Passing of Mr. Jerry Barican

We mourn the passing of former presidential spokesperson Fernando Jerry Barican, who passed away last Friday evening. We join the nation in expressing our heartfelt condolences to his family and loved ones.

Tayo po ay naging mapalad na makilala at makasama si Atty. Barican bilang student activist po noong kapanahunan ng First Quarter Storm noong early 1970s sa Pamantasan ng Pilipinas (University of the Philippines), na kung saan siya ay nagsilbi rin bilang chairman ng UP Student Council.

Siya po ay isa rin sa mga nadetine noong panahon ng Martial Law. Siya ay nagsilbi bilang spokesperson ni dating Pangulong Joseph Ejercito Estrada at Board Member ng Development Bank of the Philippines.

QUESTIONS AND ANSWERS

Efren Montano: So parang follow-up lang po in connection with the World Teachers’ Day, binanggit niyo na po ‘yung mga benepisyo na hinahanda ng ating pamahalaan sa ating mga guro, at ibig sabihin suportado po natin ‘yung hangarin ni Senate Majority Leader Alan Peter Cayetano ukol dito sa additional na P10,000 support and compensation to public school teachers?

SEC. COLOMA: ‘Yan pong usapin na ‘yan ay kinakailangang isaalang-alang ang budgetary considerations dahil nandiyan na po tayo sa panahon ng pagde-deliberate sa 2015 national budget. Pumasa na po ito sa second reading sa House at kapag ganap nang naipasa ay ang Senado naman po ang may turno. Kailangan lang pong alamin natin kung ano ang mga budgetary parameters ng panukalang ‘yan.

Mr. Montano: Opo. Kasi parang ito po ay on top doon sa mga sinabi niyo pong mga perks na inihahanda ng ating pamahalaan para sa ating mga (guro), lalo na ‘yung mga public school teachers.

SEC. COLOMA: Ganoon nga, Efren. Ang aking batid ay kapag mayroong panukalang batas na mayroong budgetary considerations, katulad nga niyan, isa sa mga standard na procedure na sinusunod ng ating Kongreso ay inaalam ‘yung budgetary implications niyan, tinatanong sa ating Department of Budget and Management dahil mayroon silang patakaran na hindi sila magpapasa ng batas na hindi tiyak ‘yung pagkukunan ng pondo.

Naging karanasan na rin kasi noong nakaraan na mayroong mga ipinapasang batas ang ating Kongreso na hindi pa tiyak kung saan manggagaling ang pondo kaya nabibitin ‘yung implementasyon. Kaya sa ating pagkabatid, mayroon nang patakaran ang ating Kongreso ngayon na bago sila magpasa ng batas, tinitiyak muna ‘yong pagkukunan ng pondo para maging maayos ang implementasyon ng kanilang batas na ipapatupad.

Mr. Montano: Okay. So ‘yung binanggit po natin kanina ay lahat ‘yon may available funds na o tiyak na ‘yung (pagkukunan ng pondo)?

SEC. COLOMA: Oo, nandoon na, kasama na sa national budget for 2015 na naipasa na sa second reading sa ating Camara de Representantes.

Mr. Montano: So itong ipinapanukala ni Senator Cayetano ay kailangan ma-determine ‘yung budgetary implications po nito?

SEC. COLOMA: Aalamin natin, Efren, dahil ngayon lang po natin nabalitaan ang panukalang ‘yan. Ang sinasabi lang po natin dito, kinakailangang alamin ‘yung mga budgetary parameters ng panukalang ‘yan.

Mr. Montano: Ah, okay. Siguro bukod sa financial benefits ay makapagbuo rin tayo ng package para sa kanila namang kalusugan, at siguro seguridad, lalo na ‘pag sila ay nagsisilbi tuwing halalan.

SEC. COLOMA: Lahat naman ng aspeto ng kapakanan at kagalingan ng ating mga guro at iba pang mga empleyado ng pamahalaan ay tinutunton at tinututukan po ng ating pamahalaan.

Mr. Montano: Salamat po. At ‘yung panahon din na ito ay ipinagdiriwang din po yata natin ‘yung Elderly Week. Ano po naman ang mga programa natin para sa mga elderly?

SEC. COLOMA: Isa rin po sa mga tatak ng ugaling Pilipino ay ‘yon pong panghabangbuhay na pagmamahal, pagkalinga, at pag-aalaga natin sa ating mga nakatatanda, lalung-lalo po sa ating mga magulang at mga lolo at lola. Ito po ay isang mahalagang aspeto ng kulturang Pilipino at marami na rin naman pong mga naipasang batas para pangalagaan ang kapakanan at kagalingan ng mga elderly. At hinihimok po natin ang ating mga kababayan sa patuloy na pagpapakita ng ating paggalang at malasakit sa ating mga nakatatanda.

Mr. Montano: Okay. At isang maganda nga pong programa o panukala ay ‘yung automatic membership ng isang senior citizen sa PhilHealth coverage.

SEC. COLOMA: Kaya nga, Efren. Ang sinasabi natin ay patuloy na nagsisikap ang pamahalaan na humanap ng iba’t ibang paraan kung paano maisasakongkreto ang pagpapahalaga sa ating mga nakatatanda.

Mr. Montano: Okay, maraming salamat po, at on another issue bago po [ang] katanungan ni Ms. Vanz. May binabanggit po ang MILF (Moro Islamic Liberation Front) na the failure of the passage of the Bangsamoro (Basic) Law would only encourage the spread of ISIS (Islamic State of Iraq and Syria) dito sa ating bansa. Ano po ‘yung masasabi ng Palasyo ng Malacañang ukol dito?

SEC. COLOMA: Kaya naman po pinagtutulungan ng ating pamahalaan at ng MILF ‘yung pagkalap ng suporta, ng malawakang suporta para sa pagpapasa ‘nung Bangsamoro Basic Law. Hinihimok po natin ang ating mga kababayan na tangkilikin at itaguyod ang mga isinusulong na prinsipyo doon sa pagtatatag ng isang Bangsamoro Political Entity dahil naniniwala tayo na sa pamamagitan nito ay makapagtatatag ng isang maayos, maunlad, at masiglang kabuhayan para sa ating mga kapatid na Pilipino na sakop nitong Bangsamoro Basic Law. Kaya naaayon naman po ‘yung kanyang binanggit sa prinsipyong aking binanggit ngayon.

Vanz Fernandez: Okay, sir, back po tayo doon sa mga benepisyo na ayon po kay Senate Majority Leader Alan Peter Cayetano. Ang sabi po niya kapag naaprubahan ang panukala, ang mga guro ay tatanggap ng dagdag kompensasyon na P9,000 [bilang] support sa anyo ng allowances at iba pang remuneration mula school board’s funds, P1,000 allowance para sa medical checkup, two-year bonus para sa unpaid benefits na ipinagkaloob ng Magna Carta for Public School. So will you support this? Kasi ang sabi niya ‘yung P10,000 benepisyo sa guro ay isinusulong ngayon sa Senado.

SEC. COLOMA: Vanz, palagay ko ay nasagot ko na nang komprehensibo ang katanungan mo doon sa pagpapalitan namin ni Efren. Ulitin ko lamang na ang ating pamahalaan naman ay mayroong commitment na isulong ang kapakanan at kagalingan ng ating mga guro. Kinakailangan lang pag-aralang mabuti ang mga budgetary implications ng panukalang ‘yan dahil mayroon din tayong batid na patakaran ng Kongreso na bago magpasa ay tinitiyak na magkakaroon ng sapat na pondo kung ano mang benepisyo ang nais nilang ipagkaloob.

Ms. Fernandez: So sang-ayon naman po sa UNESCO (United Nations Organization for Education, Science and Culture), apat na milyong guro ang kailangan sa 2015 gaya ng ibang bansa na itinuturing pa rin na malaking problema ang kakulangan ng mahusay na guro, lalung-lalo na sa Pilipinas. Because base po sa policy paper ng UNESCO na inilabas ngayong linggo, this is the World Teachers’ Day na nakasaad daw na dahil sa kakapusan ng mahuhusay na guro without action, it will be impossible to get all children into school by 2030. So are you in favor of this, sa sinabi po ng UNESCO?

SEC. COLOMA: Vanz, kung nakikinig ka rin nang mabuti doon sa aking mga naunang pahayag ay nandoon na sa punto ng aking binanggit kanina ‘yan, ‘yung pagdadagdag ng mga guro na aabot sa 39,000 new teachers—kasama na ‘yan sa ating panukalang 2015 budget—at ito ang paraan ng pagtugon natin sa pangangailangan na magkaroon ng sapat na bilang ng guro para sa mga mag-aaral. Gusto rin nating matamo ‘yung tinatawag na ideal teacher-to-student ratio na, kung hindi ako nagkakamali, one is to 40 (1:40) yata ‘yon dahil ayaw nating makita ‘yung sitwasyon na nagsisiksikan sa isang classroom ang napakaraming estudyante dahil hindi naman ito mainam sa mabuting pag-aaral at pagkatuto—‘yung sobrang dami ng estudyante sa isang silid-aralan.

Mr. Montano: Kasi usually po nga sa isang classroom umaabot ng, kung minsan, hanggang 70 (mag-aaral) sa isang classroom. Malaking bagay po ‘yung binanggit ninyo kanina na mga figures at ‘yung pondo, at siguro isa pang dapat na tutukan ay ‘yung building of more classrooms, lalo sa public schools.

SEC. COLOMA: Ganoon nga rin. Kasama ‘yan doon sa ideya na kinakailangan ay sapat ang pasilidad, hindi nagsisiksikan, at nasa tamang pisikal na kondisyon. Dahil kung maaalala natin, noong nakaraan ang isa sa mga naging stop-gap solution ay nagkaroon ng three shifts ang pag-aaral ng mga mag-aaral, dahil nga sa kakulangan ng silid-aralan at kakulangan ng mga guro. Kaya naman umiiwas na tayo doon sa ganyang mga sitwasyon at sinisikap ng pamahalaan na magkaroon ng ideal physical atmosphere for learning sa pamamagitan ng sapat na silid-aralan at ‘yon ding ideal teacher-to-student ratio para mas maging epektibo ang pagturo ng mga guro at pagkatuto ng mga mag-aaral.

Mr. Montano: Okay po. At importante nga po ‘yung dalawang elemento na ‘yon, ‘yung guro at ‘yung schoolrooms, dahil lalo sa mga remote places ay ‘yung mga bata mahaba po ‘yung nilalakad bago sila makapag-aral o makapasok sa isang eskwelahan dahil na rin sa kakulangan ng classrooms at kakulangan din ng mga guro. So malaking bagay po ‘yung mga binanggit ninyong mga figure.

SEC. COLOMA: Ganoon nga, Efren. Sang-ayon tayo at ginagawa ng pamahalaan ang nararapat hinggil sa bagay na ‘yan.

Mr. Montano: Okay. Sa ibang topic po, ‘yung update po natin ukol dito sa nangyayari diyan sa protest actions diyan sa Hong Kong, ‘yung mga kalagayan ng ating OFWs (overseas Filipino workers) sa Hong Kong. Ano po ba ‘yung maiuulat natin na latest dito sa bayan?

SEC. COLOMA: Patuloy po ang ating panawagan sa ating mga kababayan na umiwas sa mga lugar na pinagdarausan ng mga kilos protesta sa Hong Kong para sa kanilang proteksyon at kaligtasan. Nakahanda ang pamahalaan na tumulong at umagapay sa ating mga kababayan kung kinakailangan. Nananatiling nakaalerto at nakamasid ang ating konsulada sa kalagayan ng mga Pilipino roon at patuloy na kaisa tayo sa mga naghahangad ng maayos at mapayapang resolusyon ng kasalukuyang kaganapan sa Hong Kong.

Mr. Montano: Okay po. May katanungan po si Bernard at ang sabi niya ay itong mga nakaraang araw lumubog ang maraming lugar sa Metro Manila dahil sa thunderstorm pa lamang at nagtatanong ang mga tao o ang ating mga mamamayan kung kailan matatapos ‘yung umano’y pagdurusa nila sa baha tuwing umuulan.

SEC. COLOMA: Tinututukoy po ng pamahalaan ang sitwasyong ‘yan at patuloy pa rin naman ‘yung pagsasagawa ng mga flood control and drainage projects. Pansinin lang po natin ‘yung naging karanasan natin nitong nakaraang linggo, thunderstorm po ‘yon e. ‘Yung thunderstorm talagang limited duration po ‘yan, dalawa hanggang tatlo, minsan hanggang apat na oras. Ang kainaman po, dahil po sa modernong teknolohiya na ginagamit ngayon ng DOST-PAGASA (Department of Science and Technology/Philippine Atmospheric, Geophysical and Astronomical Services Administration) ay nagbibigay naman po tayo ng sapat na babala at pagpapahiwatig sa ating mga kababayan para mapaghandaan po ito.

Laganap na po ‘yung mga gumagamit ng applications sa mobile (phones) po nila, ‘yung sa Project NOAH. ‘Yon pong ating DOST at PAGASA ay nagpapadala rin ng maraming alert messages at nakikiisa rin naman ang mga mass media organizations natin. Hindi po naman nagkukulang doon sa sapat na pagbababala tungkol sa pagdating ng mga thunderstorm. Hindi lang po talaga natin makokontrol o mapipigilan dahil ito po ay natural phenomena. Sana nga po hindi ito mangyayari sa oras ng paglabas sa trabaho o sa eskwela, pero ang tangi po nating magagawa ay ‘yung magbigay ng sapat na babala at magpayo sa ating mga kababayan na iwasan ‘yung mga panganib sa mga kaganapang ito. Pero patuloy po ang pag-construct at pagre-repair ng mga flood control and drainage facilities natin. Kapansin-pansin din naman na halos flashfloods po itong mga ito. Hindi naman po nabibinbin o tumatagal ang pagkakaroon ng baha.

Mr. Montano: Okay. ‘Yung tungkol po sa Mayon eruption, ano po ba ‘yung latest na maiuulat natin, ‘yung paghahanda ng ating mga kababayan?

SEC. COLOMA: Well, patuloy pong nakatutok ang ating pambansa at lokal na pamahalaan sa pamamagitan ng National Disaster Risk Reduction and Management Council at ang Provincial Disaster Risk Reduction and Management Council na pinamumunuan ni Governor Joey Salceda ng Albay. Sina Secretary Dinky Soliman po ng DSWD (Department of Social Welfare and Development) ay nakatutok doon sa lahat ng mga evacuation center. Nakapaghahatid naman po tayo ng sapat na pagkain, tubig, at gamot sa mga inilikas at mga nanunuluyan sa mga evacuation centers. At patuloy po ang ating panawagan sa ating mga kababayan na umiwas sa itinakdang permanent danger zone para sa kanilang sariling kaligtasan.

Ms. Fernandez: Okay. Sir, sinasabi po ni Archbishop (Oscar) Cruz na lumalakas daw ang panawagan nila sa pagbibitiw diumano ng ating Presidente. Kasi determinado po ang ibang grupo sa pangunguna ng Simbahang Katoliko na isulong ang pagbibitiw sa puwesto po ng ating Presidente bunsod ng kontrobersiya na kinasasangkutan daw ng administrasyong ito sa pagbulusok ng public satisfaction ratings ng Pangulo.

SEC. COLOMA: Well, determinado po ang ating Pangulo na ipagpatuloy ang kanyang paglilingkod at ipatupad ang mga repormang ipinangako sa mga mamamayan. At sa amin pong palagay ang inyong ipinahayag ay isang bahagi lamang ng opinyon ng isang sektor. Hindi po ‘yan ang sumasalamin sa opinyon ng mayorya ng ating mga mamamayan na patuloy na sumusuporta sa liderato ng ating Pangulo at patuloy na nagtitiwala sa kanyang pagiging lider ng ating bansa.

Ms. Fernandez: At ang sabi pa niya po ay [whether] it prospers or not, they will continue to protest what they believe in. The higher government should know that the National Transformation Council (NTC) is not alone on its call for the President to resign. Ito po ang pahayag din ni Archbishop Oscar Cruz. So pabor po ba kayo o ano po ang masasabi ninyo regarding sa pananalita niya?

SEC. COLOMA: Natugunan ko na, Vanz, noon pang nakaraang Biyernes sa aking pahayag sa Malacañang Press Corps na, katulad nga ng nabanggit ko, “the President is duty-bound to fulfill his mandate from the people. He remains firmly committed to pursue the reforms aimed at achieving stable ang inclusive growth for the country. These reforms have been established on the platform of good governance and have gained acceptance by the vast majority of our people, as well as recognition from the international community. The transformation of the country from being regarded as ‘the sick man of Asia’ to being Asia’s fastest-growing economy has been achieved because of the people’s robust support for the administration’s reform programs. Moving forward, the government will continue to invest on improving the quality of life and developing the fullest potentials of its most valuable resources: the Filipino people.”

Ms. Fernandez: So is it the right of Malacañang to say the President is okay and he is running the country well? And it’s hard to think that Malacañang will rejoice (on) what the NTC said?

SEC. COLOMA: Sapat na siguro, Vanz, ano. Mahaba na ‘yung aking naging pahayag at sa aking palagay ay natugunan ko na ang mga puntong inilahad mo.

Mr. Montano: Okay po. Wala na po yatang nagpapadala ng kanilang katanungan, at siyempre pa ‘yung parting message natin, at siguro maisama na rin natin ‘yung atin pong mababanggit mula sa side naman ng Palasyo ng Malacañang ukol naman po dito sa dismal performance ng ating mga atleta diyan sa Asiad na sa final medal standing ay nasa 22 po tayo sa ranking. Ano po ‘yung mababanggit natin, at siyempre pa, idiretso na po natin sa ating parting message sa Sunday habit ng ‘Pilipinas, Pilipinas!’ dito sa Radyo ng Bayan?

SEC. COLOMA: Hinggil sa nabanggit mong performance ng ating mga atleta sa Asian Games, siguro ay malinaw naman ang pagpapahiwatig niyan, Efren, na marami pa ang dapat gawin ng ating Philippine Sports Commission para mapahusay ang performance ng ating mga manlalaro. Ang paniwala po ng ating Pangulo diyan ay maaari naman siguro tayong mag-focus ng resources doon sa ilang sports na mayroon talagang competitive advantage ang mga Pilipino at maaaring magpakita ng kahusayan. At siguro rin ‘yung patuloy na pakikipagtulungan ng pamahalaan at ng pribadong sektor para madagdagan po ‘yung mga resources sa sports development ng ating bansa.

Mr. Montano: Okay. So would you say, safe to say, na ito ay isang eye-opener para sa ating mga sports officials?

SEC. COLOMA: Maraming beses na tayong napaalalahanan niyan dahil matagal-tagal na rin naman ‘yung panahon na hindi tayo nakakakita ng gold medal performance. Kaya nga dito sa kasalukuyan ay nag-iisa ‘yung ating gold medal at ito ay courtesy of Daniel Patrick Caluag na nagwagi sa BMX cycling. ‘Yung sa boxing na pangkaraniwang pinanggagalingan ng mga medalyang ginto, sa kasawiang palad ay hindi po tayo nagtamo ng gold medal, mayroon lang po yata tayong natamong silver medal. Kaya dapat lang po sigurong paghusayan pa ang ating preparasyon at ‘yung paghahanda sa ating mga atleta.

Mr. Montano: So ibig sabihin parang nalulungkot ang Palasyo o ang sambayanan ukol dito?

SEC. COLOMA: Sabihin na lang po natin na hindi po tayo nalulugod doon sa naging resulta ng Asian Games at ang tama naman po sigurong pananaw diyan ay ‘yung magkaroon ng determinasyon na pagbutihin pa para sa susunod na pagkakataon ay maging kalugod-lugod naman ang performance ng ating bansa.

Mr. Montano: Okay. So well said po ‘yan at ‘yung sa basketball ay talagang isang malaking debacle ang nangyari. So dapat ay tutukan—

SEC. COLOMA: Marami pong aral na pwede tayong… Marami po ang aral na natutunan natin at pwede po nating gamitin ang mga aral na ito sa pagpapahusay ng ating performance sa mga darating pang kompetisyon.

Mr. Montano: Okay po, lalo na ‘yung ating bansang Pilipinas ay napili nga po na best destination, so magandang boost sa tourism. At sa susunod na taon ay ang Pilipinas ay masesentro sa daigdig dahil nga po dito idaraos ‘yung APEC (Asia Pacific Economic Cooperation) Summit sa Pilipinas.

SEC. COLOMA: Sang-ayon ako sa sinabi mo, Efren.

Mr. Montano: Okay po. So ‘yung parting message na po natin dito sa Radyo ng Bayan, ‘Pilipinas, Pilipinas!’

SEC. COLOMA: Well, bukas din po siguro po ay ipapahayag na rin natin ‘yung pakikiisa natin sa ating mga kapatid na nananampalataya sa Muslim faith dahil doon po sa obserbasyon ‘nung kapistahan ng Eid’l Adha kaya nga po tayo ay nag-ukol ng isang national non-working holiday. Nakikiisa po tayo sa kanila.

Mr. Montano: So bukas ay walang pasok dahil nga po doon sa Eid’l Adha. Ito ‘yung Feast of Sacrifice.

CELY BUENO: Naku, maswerte tayo dahil ating makakasama sa ating programa, ating makakapanayam si Secretary Sonny Coloma. Secretary Coloma, magandang umaga po!

SEC. COLOMA: Magandang umaga, Cely.

CELY BUENO: Okay. Kasama ko po rito si Joel Paredes. So Secretary—

SEC. COLOMA: Good morning Joel.

JOEL PAREDES: Ito kasi—iyong balita po, natuloy pa rin ang konsultasyon ng pamahalaan sa Chacha, sa Charter change. Ano pong masasabi ninyo? Totoo po ba ‘to na—siyempre sabi may pulso na unpopular na siya basically pero tuloy pa raw ang konsultasyon?

SEC. COLOMA: Liwanagin lang natin Joel ‘no. Iyong tanong sa survey ng Pulse Asia ay kung sang-ayon o hindi sang-ayon ang tao doon sa panukala na baguhin ang Constitusyon para magkaroon ng term extension para sa Pangulo. Sa palagay ko, dapat ipunto natin na iba iyan doon sa pangkaraniwang tanong na kung ang mga mamamayan naman ay kuntento o hindi kuntento sa kaniyang performance, at kung sila ba ay may tiwala o walang tiwala sa kaniya. Para yatang hindi makatwiran na sabihin kaagad na “unpopular” ang Pangulo dahil lang doon sa tugon nila sa tanong na iyan.

CELY BUENO: Pero Sir, ito ho bang naging resulta ng—

JOEL PAREDES: Ang tingin ko po, unpopular iyong Charter change, hindi ho ang Pangulo kasi—

SEC. COLOMA: O kaya nga. Pinupunto ko lang na hiwalay iyan doon sa isyu na kung ang tao ba ay masaya o hindi masaya, o satisfied or not satisfied with the performance of the President and the administration, at doon sa kung sila ay may tiwala o walang tiwala. Dahil iyan din naman ay sinusukat periodically ng SWS at ng Pulse Asia. Baka naman masyadong drastic iyong sabihin na ito lang ang nag-iisang batayan ‘no ng pulso ng mamamayan hinggil sa Pangulo at sa administrasyon.

JOEL PAREDES: O kasi po, iyong sabi ninyo nga, iyong popularidad ng Pangulo eh alam po naman natin na may mga lumalabas eh, kahit sa social media na 70 something percent ang nagsasabi, gusto nila ng term extension ng Pangulo dahil daw sa reporma niya sa pamahalaan. Siyempre kinokontra po ng ibang mga tao, lalo ng mga tao sa oposisyon ‘no. Alam ninyo, iyon nga ho iyong lumalabas ngayon. Paano ninyo bang titignan ngayon, o ano ba talaga ang pangangailangan; ano ba iyong gusto ng tao ngayon para matignan na—ang Pangulo talaga kasi, iyong legacy naman pinag-usapan natin eh last year ‘no, legacy ng Pangulo. Ano ba dapat talagang pagtuunan na ng pansin?

SEC. COLOMA: Mahalaga Joel na binanggit mo iyong katagang “legacy”, sapagkat sa lahat ng kaniyang pagpapahayag, nililinaw naman ng Pangulo na ang pakay lang naman niya ay nais niyang ma-engage ‘no ang ating citizenry sa continuing conversation kung paano ba magiging permanente ang transpormasyon na nasimulan na sa ating lipunan. Dahil sayang naman kung ang mga repormang naipunla ay hindi magiging ganap. Gusto niyang maging involved ang ating mga mamamayan sa talakayan kung paano puwedeng pagtulungan ng mga Pilipino na maging permanente ang mga repormang nasimula na. Iyan po ang pinakamahalaga sa Pangulo.

CELY BUENO: Okay Secretary Coloma, naalala ko po noon ang sinasabi ng Pangulo, gusto niyang malaman kung ano ba iyong sentimyento, ano ang pulso ng kaniyang mga “Boss” sa usapin ng term extension. So itong naging resulta po ng Pulse Asia na kung saan sinasabing about 62% ang nag-o-oppose ng second term para kay Panguong Aquino, ito po ba’y gagawing basehan ng Malacañang para doon sa paghanap ng pulso ng taumbayan, o may sarili pa ho kayong pamamaraan na gagawin para alamin kung ano ang tunay na pulso po ng taumbayan?

SEC. COLOMA: Kinikilala natin Cely, ‘no, iyong kahalagahan ng feedback from regular public opinion survey, at patuloy namang pakikinggan ng ating Pangulo ang mga feedback na ito ‘no. Wala naman kasing time limit doon sa pakikinig ‘no. ‘Di ba’t pangunahing responsibilidad ng pinuno na malaman sa lahat ng pagkakataon kung ano ang saloobin ng kaniyang mga constituents? Kaya’t patuloy na proseso naman ang isinasagawang pagpupulso sa saloobin ng bayan.

CELY BUENO: Oo. So bukod ho sa survey, ano pa po iyong ibang pamamaraan ng Malacañang para makuha iyong tunay na pulso po ng taumbayan?

SEC. COLOMA: Mapalad tayo Cely at Joel ‘no dahil sa—o wonders of modern technology, nakakapagpahayag ng tuwirang saloobin ng mga mamamayan. Marami tayong kaparaanan ngayon, maraming mga online at social media platforms. Bukod doon ay marami ring mga case-to-case encounter ang ating Pangulo sa kaniyang pag-iikot sa buong bansa, pati sa kaniyang—tulad noon na kaniyang huling pagbibiyahe sa Europa at Estados Unidos, nakaniig din niya doon ang mga Filipino communities. At lahat ng mga pagkakataon na iyan ay mahalagang pinanggagalingan ng feedback mula sa mga mamamayan.

CELY BUENO: May balita ho ako noon na pagdating sa netizen, marami ho yata sa ating netizen ang pabor sa term extension eh, kontra naman pala ito sa resulta naman ng Pulse Asia survey.

SEC. COLOMA: Kaya nga Cely ‘no, hindi naman tayo one-sided o uni-dimensional ‘no. Kaya nga’t sinasabi natin dito na mahalagang malaman ang iba’t ibang pananaw at mahalagang maunawaan din kung ano ang nais na ipahiwatig ng mga pagpupulso na ito.

CELY BUENO: Pero hanggang kailan po iyong gagawing pagdetermina ng Malacañang sa tunay na sentimyento ng publiko? Kasi kung, let’s say lumitaw na majority eh gusto, you’re running out of time para po amyendahan po iyong ating Konstitusyon.

SEC. COLOMA: Kaya nga Cely at Joel ‘no, kung maari ko lang ulitin, iyon namang pagkuha ng feedback ng leader mula sa kaniyang pinamumunuan, ‘di ba’t mas mainam na ito ay isang continuing process? Hindi naman tayo naglilimita sa iisang isyu lamang o sa iisang pag-uusapan lamang. Sinasabi natin, ang Pangulo ay nais na patuloy na malaman ang mga saloobin ng kaniyang mga Boss.

JOEL PAREDES: Tama po iyon, tuluy-tuloy ang pagtingin ng pulso ng tao. Pero kayo po Secretary, ano po ba ang inyong candid assessment ngayon sa administrasyon? Huwag na muna…(unclear) … dahil siyempre kahit nasa Malacañang kayo, pero kayo po, personal na assessment ninyo na.

SEC. COLOMA: Ang objective assessment Joel, maari naman natin ‘tong matunghayan sa pamamagitan ng pagtingin sa konkretong riyalidad. Puwede nating hatiin iyan sa economic, sa political, social ‘no. Kung sa larangan ng ekonomiya, makikita naman natin na tuluy-tuloy iyong pag-angat ng ating kabuhayan. At tinatanghal tayo ngayon sa daigdig na isa sa pinakamabilis na lumalago ang ekonomiya sa buong Asya. At patuloy tayong binibigyan ng mataas o investment grade rating ng mga international rating agencies. Kahit po saan magpunta ang Pangulo ay tinatanghal nila ang mainam na kabuhayan sa ating bansa, ang malaking improvement sa competitiveness ng Philippine economy.

At dahil dito ay nakakapaglikha tayo ng mas marami pang pagkakataon para sa ating mga kababayan, na naipunto na nga from April of 2013 to April of 2014, nakapaglikha ang ating ekonomiya ng mahigit sa isang milyong bagong gawain – at marami dito ay high quality jobs. At marami pang nais na mamuhunan o magpalawig ng kanilang mga negosyo sa ating bansa dahil kinikilala nila iyong talento, sipag at husay ng mga manggagawang Pilipino. Kaya kung gagamit tayo ng mga objective yardstick ay malayo na ang ating narating.

Ganunpaman, kinikilala din natin na marami pang dapat gawin. Halimbawa sa larangan ng imprastruktura, marami pa po tayong dapat na iayos na airport at seaport. Kaya nga patuloy pa rin naman iyong paghimok natin sa mga investors. Marami pa pong proyekto na nasa pipeline sa infrastructure development.

JOEL PAREDES: Secretary, sabi noong mga ibang kaibigan na kasama ng Pangulo sa Europa ‘no, tuwang-tuwa daw iyong mga negosyante at iyong mga lider sa Pilipinas, kaya lang ho eh, bakit po sila natutuwa? Sabi nila, sa investment baka. Sabi noong iba, dahil daw ang dating Pangulong Cory Aquino sa Pranses ay popular. Pero hindi lang ho iyon eh, bakit kaya, ang sinasabi ninyo “gung ho” ang mga ito ‘no? Kasi sana mapaliwanag ninyo, kasi ito ho iyong tinitignan natin eh. ‘Di ba sabi ninyo, the Philippines, ang pinagmamalaki po natin iyong mga negosyante sa abroad, iyong investors ay papunta rito. Ano ho ba ang nakikita nila sa atin?

SEC. COLOMA: Ang ginagamit na salita diyan Joel ay iyong “macro-economic fundamental”. ‘Pag mainam po kasi ang takbo ng ekonomiya ay nagiging malaki ang kumpiyansa ng mga negosyante at saka namumuhunan. At kahit sino naman po ang tanungin, ang masasabi po nila ay ito: Ang malaking kaibahan na naganap sa ating bansa nitong nakaraang apat na taon ay iyong pagsasaayos ng ating pamamahala o iyong good governance. Dahil kung wala pong bilib sa integridad at katapatan sa panunungkulan ng Pangulo at ng administrasyon, eh matamlay po ang magiging attitude ng negosyo at ng kapital.

Dahil din po sa pagsunod sa mabuting pamamahala o good governance ay marami po tayong salapi na nakalap na nagbigay sa atin ng tinatawag na “fiscal space”. Dahil pinupunto nga ng Pangulo, halimbawa sa Department of Public Works and Highways pa lamang nitong kasalukuyang taon ay halos dalawampu’t pitong bilyong piso na iyong nalikom nang dahil sa mabuting pagpili ng mga proyekto at maayos na paglatag ng mga bidding procedures natin. Ang naging resulta nito, mayroon tayong fiscal space. Ibig sabihin ng fiscal space, mas marami tayong pondo na puwedeng ilaan para sa pambansang budget.

At doon naman sa pambansang budget, ang ating pinaglalaanan ay mga investment in people. Doon sa education, sa poverty reduction, iyong pagpapaaral sa hanggang high school iyong mga benepisyaryo ng Conditional Cash Transfer program, iyong mga skills development program ng TESDA at ng DOLE, at iyon ding pagbibigay natin ng universal healthcare para sa mga pinakamahihirap na Pilipino ‘no. Sa ngayon ay 82% na ng ating mga kababayan ay covered ng Philhealth; at doon sa mga pinakamahihirap na pamilya, kasama diyan iyong mga catastrophic illnesses na kinakailangan ng dialysis o chemoteraphy. Siguro ito ay isa lang sa mga—ilan lang ‘no sa mga konkretong mga natamo na natin nitong mga nakaraang—nitong nakaraang apat na taon.

JOEL PAREDES: Secretary, mukhang sinuswerte po tayo, kasi next year, siyempre darating ang Papa, tapos ‘andito ang APEC, nandito ang ASEAN. Ano man po naman ang ating ihahain para sa kanila? Ano bang plano natin?

SEC. COLOMA: Nagkaroon na tayo ng preview diyan ‘no nitong nakaraang—

JOEL PAREDES: Hindi po iyong traffic ha at iyong baha (laughs).

SEC. COLOMA: Hindi, iyong—‘di ba kailan lang ay dinaos dito iyong World Economic Forum Asia. At kailan lang, mismong ang Pangulo ng World Bank ay nagtungo dito upang magpahayag ng kaniyang paghanga na tayo ang nagse-set ng example sa aspeto ng good governance. Kaya po napakaganda ng imahe ng ating bansa, at ito ay isang malaking factor ‘no sa ating pagho-host ng APEC Economic Leaders Meeting sa darating na tao. At sa iba pong larangan, kinikilala po ang mga nagawa nating mahusay sa aspeto ng governance.

Kailan lang ay—noong habang ang Pangulo ay nasa New York, tumanggap po tayo ng award of recognition doon sa Open Government Partnership. Kung naaalala ninyo, two years ago, iniimbita ni Pangulong Barrack Obama si Pangulong Aquino as one of the few leaders na ka-partner dito sa pag-establish ng Open Government Partnership. At iyong mga programa natin, ginagawa na ngayong halimbawa sa ibang mga bansa. Ang ating programa sa budgeting ‘no, iyong ating zero-based budgeting at iyong grassroots participatory budgeting ay nakatanggap ng pagkilala mula po sa Open Government Partnership.

CELY BUENO: Okay. Secretary Coloma, so ibig sabihin, the mere fact na naging successful tayo doon sa pagho-host sa World Economic Forum, ito’y puwede nang basehan na magiging matagumpay tayo uli tayo sa pagho-host doon sa APEC Summit at sa pagdalaw ho ng Santo Papa. Pero sabi noong iba, “Naku, gaano tayo ka-prepared,” eh konting umulan lang daw ho eh baha na, tindi ng traffic. Iyon po ba’y, pagdating sa ganoong aspeto ay bahagi ho iyan ng ating preparasyon po Secretary para hindi naman ito maranasan noong ating mga bisita?

SEC. COLOMA: Pinaghahandaan nang mabuti ang mga bagay na iyan, Cely. Maging dito sa ating National Capital Region ay marami na ring naipatupad na flood control projects. At sa aspeto naman ng traffic, naipakita naman natin noong sa WEF ‘no, bagama’t ito ay mas maliit na scale na kaya naman nating mag-host ng isang major international gathering. At parati namang lumilitaw at lumulutang iyong one, hospitality po ng ating mga kababayan sa mga pagkakataong ganiyan.

CELY BUENO: Okay Secretary, may isa hong tanong sa inyo dito. Susuportahan daw ba ng Palasyo itong resolution ni Congressman Rufus Rodriguez authorizing Department of Energy to takeover power utilities during the anticipated energy crisis?

SEC. COLOMA: Eh kailangan pong pag-aralan na mabuti ang panukalang iyan. Ang nais lang po naman ng pamahalaan ay sa panahon na maaring maging kritikal ang supply ng kuryente dahil nga papasok na iyong summer months, eh matiyak na mayroong sapat na supply ng kuryente, at makakamit natin ito sa makatwiran at risonableng halaga. May implications lang po kasi ‘pag sinabi iyong takeover, minsan po ay lumilikha ito ng pangangamba, pangamba sa mga negosyante dahil maaring mabalam iyong natural na daloy ng kanilang negosyo.

Kailangan siguro ang masinsin na pagpapaliwanagan at pakikipag-ugnayan pa rin. At marami na rin naman pong mga nasa hanay ng pribadong sektor ang nagpahiwatig na sila ay handang tumulong. Mayroon pong tinatawang na embedded power. Mayroon po silang sariling kapasidad na mag-generate ng kanilang power. At mayroon na pong programa ang Department of Energy tungkol diyan, iyong Interruptible Load Program. Baka lang po kailangang suriin muli iyong pagpresyo noong kuryente at gawing mas katanggap-tanggap ito sa karamihan para ma-encourage po sila na lumahok sa programang ito.

Sinasabi ko lang ay patuloy iyong pagsisikap, patuloy po iyong pakikipag-ugnayan ng Ehekutibo at ng Kongreso, at maging iyong sa private sector po para hanapan ng mainam na solusyon iyong hinaharap nating kakulangan sa supply ng kuryente sa darating na tag-init.

CELY BUENO: Okay. Naalala ko po, sinabi ni Senator Serge Osmeña, through Interruptible Load Program, o ILP, plus iyong additional po na supply ng kuryente doon sa ilang mga bagong power plants, sapat na daw ho iyon para maibsan iyong inaasahang power crisis sa summer. Ang kailangan na lang daw po ay mag-allocate ang Malacañang ng ILP refund para doon sa mga private company na magpa-participate dito po sa ILP.

SEC. COLOMA: Eh iyon po ang isa sa mga konkretong suhestiyon na maari namang maipatupad. Kaya nga po iyong paraan natin dito ng pagharap sa problema ay sa pamamagitan ng pakikipagtulungan ng Ehekutibo sa atin pong Lehislatura. Dahil naaayon po iyan sa batas, iyong sa Electric Power Industry Reform Act o iyong EPIRA, iyon nga pong sinasabi na puwede namang pagtulungan ng Kongreso at ng Ehekutibo iyong paghahanap ng solusyon sa mga kaganapang katulad ng ating hinaharap.

CELY BUENO: At panghuli na lang po Secretary, doon sa impression ng ilan na “untouchable” daw ho si PNP Chief Director Alan Purisima dahil parang ang sabi, “Naku, dinidepensa naman ni PNoy eh.” Ang dami daw hong mga allegations laban sa ating PNP Chief.

SEC. COLOMA: Iyon pong binanggit natin kahapon ‘no sa atin pong pamamahayag, si General Purisima naman po, katulad ng lahat ng lingkod-bayan na kasalukuyang nanunungkulan ay mayroon pong pananagutan o accountability. Lahat naman po tayo ay sakop ng batas, at kinakailangang panagutan lahat ng mga aksyon habang naglilingkod sa pamahalaan.

Iyon namang sa aspeto ng mga alegasyon tungkol sa kaniyang mga assets, ito naman ay nakapaloob sa kaniyang Statement of Assets, Liabilities and Net Worth. Makikita po natin na kahit na lampas na doon sa hearing ng Senado, nagkukusang-loob po siya na mag-volunteer ng information, nagbibigay po siya ng detailed na datos, nagpapakita pa ng litrato, iniimbita pa po ang mass media doon sa umano’y mansiyon niya na sinabi naman niya ay pangkaraniwang residence lamang. Eh siguro naman po, bigyan din natin siya ng pagkilala na siya ay open, transparent at upfront doon sa pagsagot sa mga alegasyon laban sa kaniya.

JOEL PAREDES: Secretary, ‘to huling-huli na lang. Kasi kanina ho, siyempre nagrereklamo ang mga oposisyon na mambabatas tulad ni Toby Tiangco. Binabraso daw ho talaga sila ng administrasyon coalition etong sa budget. Ano po masasabi ninyo talaga dito?

SEC. COLOMA: Baka dapat po nating maintindihan kung ano ang ibig sabihin doon sa “binabraso”. Papaano po kaya ang ibig sabihin doon sa binabraso?

JOEL PAREDES: Eh sabi nga nila daw eh—anong tawag dito? Parang kahit anong mga paliwanag nila, talagang hindi raw talaga nakakalusot.

SEC. COLOMA: Eh kasi sa pagkaalam natin, Joel ‘no, mayroon pong proseso ng deliberasyon diyan sa pagpasa ng budget. Ang una pong stage niyan, iyong budget ng bawat ahensya ay tinatalakay sa level ng Committee on Appropriation. Lahat po kami ay dumaan diyan ‘no; kahit anong klase pong tanong na inihahain sa amin, sinisikap naming matugunan at maipaliwanag. Iyon na lang po eh, kasi kung tutunghayan talaga natin iyong proseso, nandoon naman po iyong proseso. Ang ginawa po nilang approval ay sa second reading. Pagkatapos po noong second reading, ipi-print po iyong kung anuman iyong panukalang batas na iyon o iyong proposed General Appropriations Act. Rerepasuhin pa po nila ulit iyon on third reading. At pagkatapos po noon, saka lang po iyon ipapasa sa Senado naman. Iyong Senado naman, ganoon din po iyong proseso. Bawat department tinatawag po, pinagpapaliwanag. Pagkatapos, dadaan din iyan sa plenaryo. So, uulitin na naman po iyong proseso na iyon, and then approval on second reading. After approval on second reading, approval on third reading.

DAR to implement P10.4M infra projects in Albay

The Department of Agrarian Reform (DAR) gave farmer-beneficiaries in the province of Albay something to look forward to with the implementation of the P10.4-million worth of infrastructure projects to boost the economic activities of farming communities in the said province.

Albay Provincial Agrarian Reform Program Officer Romulo Britanico said the projects, funded under the Grassroots Participatory Budgeting (GPB), include the construction of 100 linear meter Spillway in Bgy Aurora-White Deer, Jovellar, of 1.5-kilometer Marayag-San Isidro farm-to-market road in Libon, and of 35 linear meter concrete footbridge in Sitio Lagsingan, Rapu-Rapu. He added that the DAR would also implement coco-based processing and farming system in Guinobatan.

“Preparatory activities for these projects are now being undertaken by the DAR-Albay following the signing of the memorandum of agreement (MoA) with the concerned municipal mayors last September 10, 2014 at the DAR Albay Provincial Office,” Britanico said.

Guinobatan Mayor Ann Gemma Ongjoco thanked the DAR for extending support to her constituents. “Next year, we expect more bigger projects through DAR to sustain the development of our locality,” Mayor Ongjoco said.

Britanico said the project would benefit 10,400 farmers, of which 527 are agrarian reform beneficiaries.

The GPB, previously called Bottoms-Up Planning and Budgeting (BUB), was adopted as a strategy to identify various programs and projects addressing the development needs of poorest cities and municipalities in the country.


Cebu Pacific Makes First Landing in Kingdom of Saudi Arabia

04 October 2014 – One of the Philippines’ flag carriers, Cebu Pacific, made its first inaugural non-stop Manila – Riyadh - Manila flight on October 1. Cebu Pacific Flight Number 5J 740, a twin-engine 330-300 airbus, operated by Captain Danny Ronquillo and Captain Paul Mendoza, landed at the King Khalid International Airport at 10:30 p.m. carrying 259 passengers from Manila.

Philippine Ambassador to the Kingdom of Saudi Arabia Ezzedin H. Tago was at the airport to welcome the passengers and the crew onboard the Cebu Pacific flight, together with Cebu Pacific and Saudi immigration officials.

A ribbon-cutting ceremony was held at the Terminal 1 of the King Khalid International Airport, led by Ambassador Tago with Mr. Otham Al Zamil, Director for Operations and Fire Service and Mr. Mohammed Al-Sayegh, Chief of Flight Scheduling of King Khalid International Airport. They were assisted by Cebu Pacific Riyadh- and Manila-based officials.

Ambassador Tago noted, “The arrival of Cebu Pacific in the Kingdom is a sign of the enduring friendship between the Philippines and the Kingdom of Saudi Arabia.”

Aside from Riyadh, Cebu Pacific also made its inaugural flight at the King Fahad International Airport in Dammam, Eastern Province on October 03.


DepEd salutes Filipino teachers, celebrates World Teachers’ Day

Victorias City, Negros Occidental—Recognizing the unwavering service and commitment of more than 660,000 Filipino teachers in strengthening communities and building the nation, the Department of Education (DepEd), together with education partners, celebrated the 2014 World Teachers’ Day, October 4.

The event aimed to culminate the month-long celebration with festivities to express the education agency’s sincere gratitude for teachers’ important role in revolutionizing the educational reform efforts of the department.

Education Secretary Br. Armin Luistro FSC underscored the great responsibility of every teacher in preparing the Filipino youth to be better equipped for the world. He said, “If all the teachers in the country start to move as one, we will start the biggest revolution in education.”

He said, “If we want to transform our country, we need living heroes. Marami sa ating teachers ang bayani na.” He related the stories of Teacher Lorna and Teacher Evangeline, who both acted beyond the call of duty to protect learners in the darkest of times.

Luistro highlighted the big heart of teachers during calamities, saying that their role in disaster risk reduction management is proof of their willingness to surpass the call of duty. “Every day that you spend in your classroom is living heroism,” he added.

He commended the strength and dedication of the Filipino teachers not only in ensuring the safety of the learner but also in healing them through education. “The best lesson that a teacher teaches our children especially in the darkest of times is to smile.”

He added, “We hope to give emphasis on your efforts, our dear teachers, all throughout the country in your everyday battle inside and outside the classroom. Each day you stand in front of the students is another day of taking on the challenge of eliminating illiteracy and ignorance among the minds of the Filipino youth. As you teach them every day, you empower every learner and ignite within them the aspiration to achieve greatness—not only for themselves but also from others.”

Senate President Franklin Drilon, a proud Negrense, said, “World Teachers’ Day is our collective expression of our appreciation for your outstanding service.” He expressed his admiration for teachers who continue shaping young minds of the country. He underscored their important role in influencing the kind of citizens the country will have. “Do not underestimate your part in building this nation,” he said.

“I am a proud product of public schools. Whatever I achieved in my life, I owe to my teachers who inspired me to serve [the public],” Drilon said.

Victorias City Mayor Francis Palanca welcomed teachers from Regions VI, VII, VIII who attended the grand celebration. He expressed his gratitude, saying, “If we become successful, it’s because of you. You are our heroes.” He added that teaching is not only a profession but also a way of life.

“Walang naging mayaman sa pagiging guro pero mayaman tayo sa pagbibigay ng inspirasyon at pag-asa sa bayan,” Randy Halasan, 2014 Ramon Magsaysay awardee said in his inspirational address.

The celebration of World Teachers’ Day was attended by 7,500 teachers and administrators from Regions VI, VII, and VIII. Among the attendees were District III Negros Occidental Representative Alfredo Benitez, Negros Occidental Governor Alfredo Maranon, Metrobank President Chito Sobrepeῆa, Philippine Post Master General Josie dela Cruz, DepEd Undersecretary for External Linkages and Partnerships Mario Deriquito, Bato Balani Foundation awardees, and 2014 Metrobank Foundation Outstanding Teachers awardees.


32nd ASEAN Ministers on Energy Meeting (AMEM) and Associated Meetings

Energy Ministers called for continuous collaboration among ASEAN Member States to promote regional energy security and sustainable development. With the theme "Power Integration for ASEAN Prosperity," the Ministers stressed stronger engagement with the private sector, dialogue partners and international community to realize the energy sector’s priority objectives.

Further, the Energy Ministers from the 10 Member States noted the progress in implementing the different programme areas of the ASEAN Plan of Action on Energy Cooperation (APAEC) 2010-2015 to achieve greater regulatory convergence towards energy sector integration in realizing the ASEAN Economic Community (AEC).

The Energy Ministers look forward to the successor five (5) year APAEC for the period of 2016-2020 that would contribute to the development of post-2015 Vision for AEC with the theme "Enhancing energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability and sustainability for all."

The ASEAN was established to promote economic growth and joint prosperity in the region. The member countries include Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Myanmar, Malaysia, Philippines, Singapore, Thailand and Vietnam.

The 32nd AMEM was held in Vientiane, Lao PDR on 23 September 2014.


RTC issues warrant of arrest against Banlee C. Choa, former bank Chairman and President, for misappropriation of P748 M bank funds

The Regional Trial Court (RTC) Branch 20 of Imus, Cavite issued a warrant of arrest on September 15, 2014 against Banlee C. Choa, former Chairman and President of the closed GMA Rural Bank. Mr. Choa was charged for estafa by the Department of Justice (DOJ) based on a complaint filed by the Philippine Deposit Insurance Corporation (PDIC) before the DOJ Task Force on Financial Fraud. Choa remains at large. PDIC is requesting the public’s assistance for any information that may assist in the arrest of Mr. Choa. The public may contact the PDIC Investigation Department at the 9th Floor, SSS Bldg., 6782 Ayala Ave. corner V.A. Rufino St., Makati City or call (02) 841-4120, (02) 841-4124 or (02) 841-4125.

Based on the criminal information filed by the DOJ before the court, Choa is accused of estafa committed when he, as President/Chief Executive Officer/Chairman of GMA Rural Bank, misappropriated the funds of the bank in the amount of P748 million by creating a special division in GMA Rural Bank purposely to grant unsecured loans to corporations and other business entities owned and controlled by Choa and/or members of his immediate family, and upon receipt of the said amount through the said corporations, Choa used the same for himself or for his own benefit.

Per the complaint of PDIC filed with the DOJ, the special division of GMA Rural Bank that granted unsecured loans was referred to as the “Executive/Extension Office” and the Choa corporations involved are Tri-B Corporation, Hauskon, Landblazers and Landprimers. PDIC’s complaint likewise charged Ma. Corazon T. Choa, former GMA Rural Bank Director and director and stockholder of various Choa corporations; and the other directors and stockholders of said corporations, namely: Cherry Lynn C. Madarang, Carson T. Choa, Celine T. Choa, Cendy T. Choa, Carter T. Choa, Carvin T. Choa and Carlo T. Choa for estafa. PDIC charged Madarang and Cendy T. Choa due to their active involvement in the management of GMA Rural Bank and its Executive/Extension Office.

Meanwhile, the other respondents were officers of various Choa corporations who, according to witnesses, scrambled for various bank documents prior to the bank’s closure to hide the operations of the Executive/Extension Office. The DOJ, however, in its resolution, cleared them of the charges. PDIC has filed a Petition for Review of the decision to dismiss the charges before the Office of the Secretary of Justice.

The PDIC said that it will continue to pursue legal actions against bank officials and personnel who commit fraud or who engage in unsafe and unsound banking practices for the benefit of depositors and the creditors of closed banks, and protect the Deposit Insurance Fund, PDIC’s funding source for payment of insured deposits.

GMA Rural Bank was placed under PDIC receivership in February 2011.


PhilHealth Salutes Elderly Filipinos

IN observance of the “Linggo ng Katandaang Pilipino,” the Philippine Health Insurance Corporation (PhilHealth) is spearheading a forum on social protection programs for the elderly citizens on October 7, 2014 at the SM Megamall’s Megatrade Hall 3 in Mandaluyong City.

The first week of October is devoted for the elderly citizens of the country in accordance with Presidential Proclamation No. 470 s-1994.

The October 7 event shall feature lectures about programs implemented by PhilHealth, the Social Security System (SSS) and the Government Service Insurance System (GSIS) that target the elderly. Its highlight shall be the ceremonial signing of a manifesto by the heads of agencies that implement social security programs for the elderly under Republic Act 9994 or The Expanded Senior Citizens Act of 2010. These agencies are PhilHealth, the Department of Social Welfare and Development (DSWD), GSIS and the SSS. The manifesto aims to promote the effective provision of adequate social services and social protection to all the Filipinos, particularly the poor and the elderly.

“Through this event, we expect to further raise public awareness on our Lifetime Member Program (LMP) and the various options through which elderly Filipinos can be covered by the National Health Insurance Program,” said PhilHealth President and CEO Alexander A. Padilla

A bill seeking to grant mandatory PhilHealth coverage for all senior citizens has passed the Senate’s third reading and is expected to be ratified into law soon. “We welcome this development and we are looking forward to actively participating in the series of consultative sessions for the upcoming law’s implementing rules and regulations,” Padilla said.

As of June this year, there are about 1.45 million Lifetime Members and dependents, representing almost two (2) percent of the total membership count of PhilHealth. These members are provided with PhilHealth coverage for life, without having to pay any premium anymore.

“Our LMP is open to those who have made 120 monthly contributions to the NHIP, and have reached the age of retirement,” Padilla said, clarifying however, that those who are still gainfully employed even at age of retirement are not yet eligible under the LMP.

A team from PhilHealth will set up a booth that provides information dissemination services at the trade hall. The team will also accept applications for registration of new LMP members and updating of their Member Data Records.

The SSS and GSIS will also do the same. They will set up booths that will provide member services not only to the participating senior citizens but to mall goers as well. The Department of Trade and Industry (DTI) and the Department of Health (DOH) will also have their own information dissemination booths inside the Megatrade Hall.

The event shall be replicated in key cities of the Philippines, albeit on different dates within the month of October. PhilHealth Regional Office II is having its event on Oct 3 at Hotel Carmelita in Tuguegarao City. There will be a discussion on RA 9994 and PhilHealth coverage for the elderly.

PhilHealth’s Regional Office in Cordillera Administrative Region will hold their event on Oct 8 in Bontoc, Mt Province. There will be a ceremonial distribution of LMP ID cards, information and education campaign and provision of member registration services.

Down south, PhilHealth Regional Offices 8, 12 and CARAGA will have events in several cities across the month. There will be registration of Lifetime Members, updating of records, conduct of feedback survey, and distribution of IDs and MDRs. Giveaways and freebies will also be distributed in addition to the provision of medical services for the participants in selected locations.

On the other hand, PhilHealth Local Health Insurance Offices in the National Capital Region (NCR) and Rizal shall complement the October 7 event in Megatrade Hall by providing freebies to lolos and lolas who will register as Lifetime Members during the day.

And just as Ibrahim affirmed supreme faith in and obedience to God through his willingness to sacrifice his son, let us also affirm our solidarity in pursuing peace and progress by rejecting those who seek to sow only terror and discord in the name of religion.

We must not condone the barbaric acts of the Islamic State of Iraq and Syria (ISIS) and other extremist groups who represent a distorted view of Islam, but instead work to promote interfaith dialogue and religious tolerance.

The Feast of Sacrifice also reminds us of the virtue of charity. May our hearts always be open to share our blessings to our less fortunate brothers and sisters, especially our kababayans affected by natural calamities.


DSWD to present proposed policy on ‘near poor’

The Department of Social Welfare and Development (DSWD) will conduct the learning forum dubbed as “People at the Edge: Defining the Near Poor of the Philippines” on October 7, 2014 at the Sulo Riviera Hotel, Quezon City.

During the activity, DSWD will present the results of the study entitled, “Analysis of the Near Poor Challenge and Strategy Development Ideas” by Dr. Vicente Paqueo, an economist and public policy expert, of the Philippine Institute for Development Studies (PIDS).

One of the salient points of his study is the proposed definition and threshold of near poor.

Near poor are non-poor families that live at a knife-edge with little or no buffer against the economic shocks. They can easily become poor when faced with crisis.

The panel of reactors for this event will include Dr. Mahar Mangahas of the Social Weather Station (SWS), Dr. Ana Maria Tabunda of Pulse Asia, and Romeo Recide, the Interim Deputy National Statistician of the Philippine Statistical Authority.

The learning forum is part of the month-long celebration of the 25th National Statistics Month (NSM) with the theme, “25 and Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration”.

As the lead agency in social protection, DSWD is mandated to develop, implement, and coordinate social protection and poverty reduction programs and services for and with the poor, vulnerable, and disadvantaged.

Consistent to this mandate, DSWD, with support from the Asian Development Bank (ADB), initiated the study that will put forward a national policy on the near poor.

“This policy will allow us to define and identify members of this sector that cuts across the vulnerable and disadvantaged in the Listahanan 2nd round of assessment, and find ways how we can effectively address their concerns,” stated Secretary Corazon-Juliano Soliman, who will give the opening remarks in the said activity.

Listahanan is the DSWD’s information management system that aims to identify poor families who will be beneficiaries of social protection programs and services. With the near poor threshold, the project will be able to identify the near poor.

Social protection programs will be able to extend its assistance to keep the near poor from becoming poor.


DFA spokesperson travels to Puerto Princesa City for 2nd special Kapihan ng Mamamayan on the West Philippine Sea

04 October 2014 - The Spokesperson for the Department of Foreign Affairs (DFA) Assistant Secretary Charles C. Jose gave a briefing at the 2nd Special Kapihan ng Mamamayan on the West Philippine Sea Issue held yesterday at The Legend Hotel in Puerto Princesa City, Palawan.

The DFA, together with the Philippine Information Agency (PIA) through its regional office in Palawan, organized the Special Kapihan. Almost 30 members of the local media in Palawan as well as local government representatives were present at the briefing.

This event is the second in a series of Special Kapihans that will be held throughout the rest of the year and in 2015 to complement the DFA's nationwide campaign to raise the level of awareness and understanding of ordinary Filipinos of the West Philippine Sea Issue.
The DFA hopes that increasing the public’s awareness will translate to greater support for the Philippine Government’s policies on the issue. The first Special Kapihan was held in Olongapo City on September 12.

The DFA Spokesperson was also a guest at DZIP Radyo Palawenyo, and DYSP-GMA Super Radyo, where he discussed updates on the West Philippine Sea. He likewise made a guest appearance for the program “Boses ng Mamamayan” hosted by Mr. Jay Zabanal at ABS-CBN Palawan. He was also interviewed by several members of the local media after his briefing.

Throughout his media engagements, the DFA Spokesperson stressed the importance of the intensifying the people’s awareness and understanding of the West Philippine Sea since the Philippine Government is counting on them to “defend what is ours”. He acknowledged the vital role of public information officers and the media in disseminating information regarding the West Philippine Sea and in rallying the public for support.

He also assured them of the Philippine Government’s unwavering commitment to defend the interest of the country and to push for peaceful solutions to the West Philippine Sea issue through the rule of law.

“Gusto po naming sabihin sa ating mga kababayan natin dito sa Palawan na nasa frontline ng issue sa West Philippine Sea, alam namin na damang-dama ninyo ang tension na nangyayari po diyan. Gusto po namin kayong i-assure na ang pamahalaan ay ginagawa ang lahat ng makakaya para po bigyang resolusyon itong dispute sa West Philippine Sea sa mapayapang pamamaraan,” the Spokesperson stated.

The DFA Spokesperson acknowledged the contributions of the local government units of Palawan in exercising the country’s sovereign rights, while assuring them of the DFA’s continued support. Palawan is one of the "frontline" provinces in the country's maritime disputes in the South China Sea.

The DFA Spokesperson also took the opportunity to visit the DFA's new mall-based Regional Consular Office (RCO) in Puerto Princesa City, where he received a warm welcome from the Officer-in-Charge Liza Jane V. Estalilla and the RCO Palawan staff. The RCO Palawan is the 12th regional consular office to relocate to the mall under the Public-Private Partnership (PPP) program of the Philippine Government. It recently inaugurated its new location on September 12.

The DFA Spokesperson met with the new commander of the Western Command (WESCOM) of the Armed Forces of the Philippines, Rear Admiral Alexander S. Lopez inside the WESCOM headquarters located at Camp General Artemio G. Ricarte, Puerto Princesa City. During the meeting, both officials apprised each other on the latest developments on the West Philippine Sea issue and discussed ways to disseminate the information to the public. The AFP's Western Commmand is known as the protector of the West Philippine Sea.


DPWH cleared by MMDA to proceed with road repair

The Department of Public Works and Highways (DPWH) has secured clearance from the Metropolitan Manila Development Authority (MMDA) to undertake reblocking and road repair at national roads in Metro Manila this weekend.

Repair/rehabilitation works will start on October 3, Friday at 10 PM and will be passable to traffic by 5AM on October 6, which was earlier declared a regular holiday in observance of Eid-al-Adha.

DPWH has requested that the concrete re-blocked area be allowed to attain the three (3) days curing period in accordance with the approved design and specification of the Department. Secretary Rogelio L. Singson said that newly paved road prematurely opened or subjected to a moving load without attaining the prescribed curing period of three (3) days may result to an early deterioration of concrete pavement.

The following are roads where repair will be undertaken:

1.Along Araneta Avenue from Calamba Street to Quezon Avenue, Quezon City specifically before and after Maria Clara Street, 2nd Lane, South Bound, with length of 58.50 lineal meters (lm);

2.Along Fairview Avenue from Winston Street to Puregold, 3rd lane, southbound, with a total length of 76.30 lm;

3.Along Mindanao Avenue from Old Sauyo Road to Rosal Street, 3rd lane, southbound with a total length of 85.50 lm;

4.Along C.P. Garcia Avenue, Quezon City specifically Maginhawa Street to E. Jacinto Street, northbound, 3rd lane, with a total length of 51.15 lm; and

5.Along Congressional Avenue from April Street to Ayshire, 1st lane, westbound, with a total length of 58.50 lm.

MANILA – The Transitional Justice and Reconciliation Commission (TJRC), recently constituted by the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) peace panels, is set to be formally launched tomorrow, October 4 in Cotabato City.

The TJRC will study and recommend to the peace panels the appropriate mechanisms to address the legitimate grievances of the Bangsamoro people, historical injustices, and human rights violations and marginalization towards healing and reconciliation. The commission’s work is part of the normalization process specified in the Comprehensive Agreement on the Bangsamoro.

GPH peace panel chair Prof. Miriam Coronel-Ferrer and MILF peace panel chair Mohagher Iqbal will be attending the first public event of TJRC that will start at 9:00 a.m. tomorrow at Jehan Hall, Alnor Hotel, in Cotabato City.

“The objective of this event is to present the terms of reference for the TJRC, its mandate and conceptual approach, and engage in interactive dialogue between the Bangsamoro and the broader stakeholder community, which includes representatives from local and international organizations, multilateral agencies, academe, media, and private sector,” TJRC Chairperson Mo Bleeker said in the invitation to the event.

In September, the GPH and MILF peace panels welcomed Bleeker as the TJRC chair, and members Atty. Cecilia Jimenez (as GPH representative) and Atty. Ishak Mastura (as MILF representative). The TJRC will be joined by Jonathan Sisson as its senior adviser.

Coronel-Ferrer said that the “the TJRC will hold public events in Cotabato City and Manila to introduce themselves to the public at large as well as to begin its work with respect to the public consultations it is mandated to undertake.”

“The TJRC will recommend programs and measures that will address historical grievances and bring about the reconciliation of the different communities that have been affected by the armed conflict. Their work will be crucial in the normalization process which aims for the return to or the building of peaceful communities in Mindanao,” said Coronel-Ferrer.

Swiss ambassador to the Philippines Ivo Sieber will open the event.

Also expected to attend tomorrow are various peace stakeholders including the MILF Central Committee and Autonomous Region in Muslim Mindanao (ARMM) government agencies.


SSS to launch new contact center for OFWs

Overseas Filipino Workers (OFWs) will have easier means to benefit from the programs and services of the Social Security System (SSS) with the launching of the newly created OFW Contact Center Unit (OFW-CSU), starting October this year.

SSS Senior Vice President and International Operations Division Head Judy Frances A. See said the new unit will handle direct contact points for OFWs to allow for a more differentiated servicing and faster resolution of their SSS concerns.

For its initial operations, the OFW-CSU will provide dedicated e-mail support and local call services from 6:00 am to 10:00 pm on weekdays.

In addition, a special assistance desk will be available at the SSS main office in Diliman, Quezon City for walk-in transactions of OFWs, such as registration and issuance of SS numbers, enrollment in Flexi-fund Program, and verification of SSS records. It will also provide OFW members assistance in filing their loans, benefit claims and other SSS applications.

“We understand the unique circumstances of our Kababayan abroad, and so we continue to find ways to make the SSS more accessible to them. The creation of a specialized contact unit for OFWs will enable us to identify their distinct needs and address them accordingly. It will also help us manage the level of transactions with other member service facilities more effectively,” See explained.

See added that additional channels and service facilities have been lined up for implementation to fully complement the unit's operations.

“We will open international toll-free numbers so OFWs across the globe can call us without having charges on their end. OFW-CSU's operating hours will also be extended to 24/7 once the required systems are in place,” See said.

Other services that will be rolled out soon include online contact points that utilize VoIP and instant messaging platforms.

“This is still part of our campaign to reach out to Filipino workers here and abroad and ensure their continuing coverage under the SSS. We want not only to increase SSS membership of OFWs but also to ensure active membership. Considering the voluntary nature of their coverage, we can only achieve both by giving them a consistent good experience with our services,” See said.

The SSS reported a total of 983,262 OFW members as of June 2014. Based on the 2013 POEA Compendium of OFW Statistics, more than 1.8-million OFWs were deployed in 2013, of which 464,888 were new hires.



The Government Service Insurance System (GSIS) has released the results of the GSIS Scholarship Program (GSP) for Academic Year 2014-2015 (see list of grantees). A total of 200 scholars have been selected this school year.

The program provides an opportunity for children of low-income GSIS members to earn a college degree. The GSIS will shoulder up to P20,000 of the actual cost of tuition and miscellaneous fees of the selected scholar per semester. The scholars will also get a monthly stipend of P2,000.00.

The grantees are entitled to the following benefits on a semestral basis:
- Actual cost of tuition and miscellaneous fees, not to exceed P20,000.00; and
- Monthly stipend of P2,000.00.

The GSIS Scholars are required to submit the following documents to the nearest GSIS Office within thirty (30) days from the first day of publication of the list of qualifiers in a newspaper of general circulation:

Signed and notarized Scholarship Contract;
Duly accomplished Scholar Information Sheet;
Original or certified true copy of Scholar's birth certificate;
Original or certified true copy of Registration and Enrollment Assessment Form for 1st Semester/Term AY 2014-2015;
Original or certified true copy of Official Receipts (for reimbursement of payment for 1st Semester/Term AY 2014-2015); and
Course Curriculum.
Failure to submit said requirements within the given period shall mean forfeiture of the scholarship grant.

BSP Holds 2014 Awards Ceremony and Appreciation Lunch for Stakeholders in Davao City

In celebration of its 21st anniversary, the Bangko Sentral ng Pilipinas will hold the 2014 Awards Ceremony and Appreciation Lunch for BSP Stakeholders in Regions X, XI and Caraga that have continuously supported its statistical initiatives, information requirements, and advocacy programs. The event will be held on Tuesday, 7 October 2014 from 10:00 a.m. to 1:00 p.m. at the Crystal Ballroom, The Pinnacle Hotel and Suites, Davao City with the theme “Forging Stronger Alliances, Propelling Sustainable Growth.” Deputy Governor Diwa C. Guinigundo will lead in honoring this year’s awardees and stakeholders.

The BSP will give four awards for outstanding partners—three for the sources of information for the Report on Regional Economic Developments and one for the Financial Learning Campaign.

The Outstanding Partners for the Report on Regional Economic Developments will be awarded to the agencies or institutions that provided the BSP with information support for an effective environment scan of Regions X, XI and Caraga. Meanwhile, the Outstanding Partner in Financial Learning Campaign (FLC) will be given to the Overseas Workers Welfare Administration’s (OWWA) regional office that exhibited strong partnership with the BSP in providing financial education to overseas Filipinos and their families on the importance of using remittances to build up savings and directing these into investments in financial products and business enterprises.

This occasion is the last in a series of 11 BSP regional stakeholders’ events following the awards ceremonies held in Regions I, II, III, IV, V, VI, VII, VIII, IX and XII from 15 July to 23 September 2014. Stakeholders of the BSP in the National Capital Region were earlier recognized during the awards ceremony held last 9 July 2014 at the BSP Main Office.

This event is expected to further strengthen the partnerships between the BSP and its stakeholders, resulting in more efficient and effective means of information gathering and conduct of advocacy campaigns to achieve the BSP’s ultimate goal of safeguarding price stability and promoting a healthy financial system as well as ensuring an effective payments and settlements system in the country.


4 ex-Congressmen, Napoles, et al. indicted for PDAF scam

Ombudsman Conchita Carpio Morales found probable cause to indict former Representatives Rizalina Seachon-Lanete (Masbate), Samuel Dangwa (Benguet), Rodolfo Plaza (Agusan Del Sur) and Constantino Jaraula (Cagayan de Oro) for misusing the Priority Development Assistance Fund (PDAF) in the total amount of P244.29 million.

Likewise facing criminal indictments are Janet Lim Napoles, John Raymund De Asis, Department of Budget and Management (DBM) Undersecretary Mario Relampagos, and DBM officials Rosario Nuñez, Lalaine Paule and Marilou Bare.

Also impleaded as co-accused are officers/representatives of the Implementing Agencies (IAs): (i) Technology Resource Center (TRC) Director General Antonio Ortiz, Deputy Director General Dennis Cunanan, Department Manager Francisco Figura and Chief Accountant Marivic Jover; (ii) National Agri-Business Corporation (NABCOR) President Alan Javellana, Paralegal Victor Roman Cacal, General Services Unit Head Romulo Relevo, Bookkeeper Maria Ninez Guañizo, Chief Accountant Ma. Julie Villaralvo-Johnson, and Director for Financial Management Services Rhodora Mendoza; (iii) National Livelihood Development Corporation (NLDC) President Gondelina Amata, Division Chief Gregoria Buenaventura, Director Emmanuel Alexis Sevidal, Chief Financial Specialist Sofia Cruz and Department Manager Chita Jalandoni; and a number of officers/representatives of the non-government organizations (NGOs), namely: the Countrywide Agri and Rural Economic and Development Foundation (CARED), Masaganang Ani para sa Magsasaka Foundation Inc. (MAMFI), Philippine Social Development Foundation Inc, (PSDFI) and the Social Development Program for Farmer Foundation, Inc. (SDPFFI).

The cases stemmed from the separate complaints filed by the National Bureau of Investigation (NBI) and the Field Investigation Office (FIO).

In the Joint Resolution, Ombudsman Morales noted that “many of the names appearing on the lists as farmer-recipients were neither residents nor registered voters of the place where they were listed as beneficiaries, were fictitious or had jumbled surnames, while others were already deceased. In other words, these livelihood projects were ghost projects.”

The Commission on Audit (COA) observed that the IAs did not actually implement the PDAF-funded projects and merely released the funds to the NGOs after charging a management fee; direct releases made by the IAs to the NGOs contravened DBM regulations since they were not preceded by indorsements from the executive departments; the releases were made essentially at the behest of the sponsoring legislator; almost all the NGOs that received PDAF releases did not have track records in implementing government projects and that their addresses were dubious; the selection of NGOs and the procurement of goods did not undergo public bidding; and some suppliers denied having any transactions with the NGOs.

Ombudsman Morales also referred the cases to the Anti-Money Laundering Council for action on possible violations of the Anti-Money Laundering Act.

Rep. Seachon-Lanete, et al.

Former Representative, now Masbate Governor, Seachon-Lanete, Lanete’s Chief of Staff Jose Sumalpong, Napoles and De Asis were charged with Plunder in connection with the anomalous utilization of Rep. Lanete’s P112.29 million PDAF from 2007 to 2009.

Moreover, Rep. Lanete, Sumalpong, Napoles, Relampagos, and several others face multiple counts of violation of Section 3(e) of Republic Act (RA) No. 3019 (Anti-Graft and Corrupt Practices Act).

Lanete’s PDAF from 2007 to 2009 were issued by the DBM through 11 Special Allotment Release Orders (SAROs) and facilitated through the TRC, NLDC and NABCOR as IAs, and released to the CARED, MAMFI, PSDFI and SDPFFI.

During her term as Congressman, Lanete continuously endorsed the implementation of her PDAF-funded livelihood and agricultural projects to questionable NGOs associated with or controlled by Napoles.

The P112.29 million PDAF was anomalously used for livelihood projects, financial assistance to farmers, farm inputs and farm implements, skills training and distribution of livelihood kits in nail care, wellness, massage and candle- making. Several Memoranda of Agreement (MOA) were entered into between Lanete, TRC, NABCOR and the NGO-partners.

Field investigation conducted by Ombudsman investigators revealed that the P112.29 million PDAF was never used for the intended agricultural and livelihood projects as the documents submitted such as Disbursement Vouchers, Progress and Accomplishment Reports, Fund Utilization, Inspection and Delivery Reports, and Certificates of Acceptance were all fabricated.

The Joint Resolution stated that the “findings in the 2007-2009 COA Report jibe with the whistleblowers’ testimonies and are validated by the results of the FIO on-site field verification.”

Witnesses Benhur Luy, Marina Sula and Merlina Suñas claimed that the four foundations indorsed by Lanete were all dummies of Napoles. They described that the payoffs for the kickbacks usually took place at the JLN office in Ortigas with Sumalpong receiving the money. They added that Lanete’s commissions were sometimes deposited to her personal bank account in Metrobank Fairview branch.

The Joint Resolution stated that “Luy’s ledger indicates that from 2004 to 2010, Seachon-Lanete received total commissions or kickbacks in the amount of P108,405,000.00 which included P73,065,000.00 received from 2007 to 2009.”

Meanwhile, the charges in the Lanete case against Shyr Ann Montuya, Doreena Bazan, Susan Victorino, Wilberto De Guzman (deceased), Atty. Delfin Agcaoli Jr., Atty. Editha Talaboc and Atty. Antonio M. Santos were dismissed for insufficiency of evidence.

Rep. Plaza, et al.

Former Representative Plaza faces indictment for five counts of Malversation, and five counts of violation of Section 3(e) of R.A. No. 3019. Included as co-accused in multiple counts of Malversation and violations of Section 3(e) of R.A. No. 3019 are Plaza’s Chief of Staff Jasper Kapunan, Napoles, Relampagos, Nuñez, Paule, Bare and 21 others.

Plaza also faces two counts of Direct Bribery, while Napoles was also charged with two counts of Corruption of Public Officials and five counts of violation of Section 4(b) of R.A. No. 3019.

The PDAF of Rep. Plaza for the years 2008 and 2009 amounting to P27.5 million covered by five SAROs engaged NABCOR and NLDC as IAs with MAMFI and SDPFFI as NGO-partners in supposedly implementing projects like agricultural production packages, livelihood packages, training, livelihood kits for food processing, hair dressing, and reflexology.

Upon field verification, the FIO determined that the livelihood and agricultural production kits and packages never reached the intended beneficiaries, for either there were no projects or the goods were never delivered completely.

The Joint Resolution stated that “the mayors and municipal agriculturists, who reportedly received the livelihood assistance, kits and packages never received anything from the Office of Plaza, the IA or any of the project partners,” as “none of the mayors, vice mayors or municipal agriculturists/technologists were even aware of the projects.”

Per Luy’s records, Plaza received total commissions, rebates, or kickbacks amounting to at least P42.1 million from his PDAF-funded projects from 2004 to 2010, with payoffs usually taking place at the JLN office in Ortigas or in Plaza’s house in Alabang Hills.

Meanwhile, the charges in the Plaza case as against Agcoili, Santos, Talaboc, Victorino, Lucila Lawas-Yutok, Gina Pascual, and Lucita Solomon were dismissed for insufficiency of evidence.

Rep. Dangwa, et al.

Facing indictments for Malversation and six counts of violation of Section 3(e) of R.A. 3019 are Rep. Dangwa, Dangwa’s Chiefs of Staff Erwin Dangwa and Carlos Lozada, Napoles, Relampagos, Nuñez, Bare and Paule,

Likewise indicted for Malversation and violation of Section 3(e) of R.A. No. 3019 are Ortiz, Cunanan, Jover, Noel Macha and several others

Rep. Dangwa also faces five counts of Direct Bribery, while Napoles also faces five counts of Corruption of Public Officials and six counts of violation of Section 4(b) of R.A. No. 3019.

From 2001 to 2010 Rep. Dangwa received P54 million as PDAF released by the DBM through seven SAROs coursed through SDPFFI, CARED and Peoples Organization for Progress and Development Foundation, Inc. (POPDFI), with TRC, NLDC, and NABCOR as IAs.

Dangwa’s PDAF was anomalously used for financial assistance, grants, livelihood projects for jewelry-making, aromatic candle making, wellness and massage, farm inputs/implements and other livelihood packages.

Out of the P44 million funds released and transferred to the IAs and the Napoles NGOs, P11 million remain unliquidated by the TRC and CARED.

Similar to the cases of Lanete and Plaza, Dangwa’s PDAF was never used for the intended projects as shown by dubious and fabricated documents.

According to Luy, at least P26.7 million representing commissions, rebates or kickbacks were received directly by Dangwa or through his representatives Erwin Dangwa, Carlos Lozada and Evelyn De Leon. The whisteblowers testified that they saw Napoles hand over the money meant for Dangwa.

Meanwhile, the charges in the Dangwa case as against Montuya, Agcaoili, Victorino, Santos, Talaboc, Palama and Maureen Dimaranan were dismissed for insufficiency of evidence.

Rep. Jaraula, et al.

Charges for three counts of Malversation and three counts of violation of Section 3(e) of R.A. No. 3019 were slapped on former Representative Jaraula, Napoles, Relampagos, Ortiz, Cunanan and several others.

Jaraula was also indicted for three counts of Direct Bribery, while Napoles faces three counts of Corruption of Public Official and three counts of violation of Section 4(b) of R.A. No. 3019.

The Joint Resolution stated that Jaraula used his P50.5 million PDAF from 2004 to 2007 supposedly for financial assistance, technical assistance through video courses and printed materials, with TRC as IA and CARED as NGO-partner.

Luy stated that he recorded the rebates and commissions received by Jaraula amounting to P20.8 million, adding that there were occasions when he personally delivered the rebates to Jaraula.

The FIO submitted an Affidavit of Non-Operation dated 20 April 2007 executed by then CARED President Encarnacion stating that CARED had not conducted any business activity from the date of incorporation until 2007.

The COA special audit findings disclosed that the projects were “ghost” projects as they were never implemented in the lone district of Cagayan De Oro.

Ombudsman Morales noted that “certainly, these repeated, illegal transfers of public funds to Napoles’ control, purportedly for projects which did not exist, and just as repeated irregular disbursements thereof, present quantifiable pecuniary losses to the Government.”
