Visayas will experience cloudy skies

BATANGAS CITY,October 16 (PIA) -- Thousands of participants
are expected to take part in the Ala Eh! Fun Run 2014, the
opening salvo of the Provincial Government of Batangas’ 2014
Ala Eh! Festival on Dec. 1.
In partnership with the Heritage Town of Taal, the race boasts
P5,000, P2,500 and P1,500 cash prizes and medals for the top
three finishers in the five-kilometer category, and P3,000,
P1,500 and P1,000 cash prizes and medals for the top three
runners in the three-kilometer category.
The said fun run will start and finish at the Taal Municipal
Plaza that fronts the historic Basilica de San Martin de Tours.
Registration fee is
P150.00 that includes a race singlet. Finisher shirts will also be given to the first 50 runners who will complete the race.
Local officials, led by Batangas Governor Vilma Santos Recto and
Taal Mayor Michael Montenegro are expected to join the said
event.

LUNGSOD NG BATANGAS, Okt. 16 (PIA) -- Muling naglingkod ang mga
piling miyembro ng Boy Scouts of the Philippines (BSP)-Batangas
City Council sa iba’t ibang tanggapan ng pamahalaang lungsod ng
Batangas bilang counterpart ng mga city officials at department
heads kaugnay ng pagdiriwang ng City Boy Officials Week.
Layunin ng programang ito na mahasa ang leadership qualities ng
mga boy scouts at mabigyan sila ng pagkakataong makita ang paraan
ng pamamalakad ng mga namumuno sa lokal na pamahalaan gayundin
kung paano nagbibigay ang mga ito ng serbisyo sa publiko.
Lubos ang kagalakan ni Roldan Gabayeron, 15-taong gulang at
Grade-9 student sa Batangas National High School na siyang napili
upang gumanap na City Boy Mayor.
Ayon kay Gabayeron, pangarap niya na maging isang public servant
sa hinaharap upang makatulong na masolusyunan ang problema sa
kahirapan.
Dagdag pa nito, bagamat kinakabahan, lubos ang kanyang kasiyahan
sa pagkakapili sa kanya upang gumanap bilang City Boy Mayor.
Malaking karangalan aniya ang pagkakapili sa kanya kung kaya’t
gagawin niya ang lahat ng kanyang makakaya upang magampanan ng
maayos ang mga responsibilidad at tungkulin na ibibigay
sa kanya.
Isa si Gabayeron sa mahigit 30 na Grade-8 at 9 boy scouts na
dumalo sa Council Scout Youth Forum noong September 19-21 sa
Marian Learning Center and Science Highschool.
Ang mga City Boy Scout Officials ay pormal na ipinakilala sa
publiko pagkatapos ng flag ceremony noong October 13 sa
Amphitheater ng Plaza Mabini.
Kaugnay ng programang ito ay inilunsad rin ng BSP-Batangas City
Council ang Information Board na kaloob ng Smart Communications
at Winnable Marketing para sa proyektong "text blast".
Sa pamamagitan nito, maibabahagi sa may 500 school coordinators
ang mga mahahalagang anunsyo at advisory sa lungsod.
Ilan naman sa mga resolusyon na isinulong ng mga City Boy
Councilors sa special session na isinagawa noong Okt. 16 ay
ang mga usapin tungkol sa early teenage pregnancy at ang
pagka-cutting classes ng mga kabataan at mahigpit na pagpapatupad

ANTIPOLO CITY, Rizal (PIA) -- The Provincial Government of Rizal
assured local farmers that government interventions are in
place for the implementation of ASEAN Free Trade Agreement next
year.
This was emphasized by Gov. Nini Ynares in her message during the
farmers’ forum held recently.
In her message, Ynares motivated local farmers from the fear of
being unable to compete with other ASEAN countries with more
advance farming technologies. She said that the government
interventions are now in place for the implementation of the said
agreement next year.
Ynares added that the implementation is an opportune time to
showcase the best of the city's agricultural products and take
pride over it.
AFTA is being implemented in most of ASEAN’s member states such
as Brunei, Indonesia, Malaysia, Philippines, Singapore, Thailand
and Vietnam. Laos and Myanmar.
AFTA aims to increase ASEAN’s competitiveness in global markets
by reducing tariffs on trade between member states; attracting
more direct foreign investment into the region; and increasing

Ipinapakita ng mga numerong ito, ‘di lamang ang lawak ng teritoryong kailangan ninyong ipatrolya, kundi ang lawak din ng inyong serbisyo bilang mga unipormadong kawani ng gobyerno: Ang pagpapanatili sa seguridad at kaligtasan ng katubigan sa Pilipinas, tungo sa mas payapa at mas maunlad na bansa. Sa inyo nakasalalay ang kaligtasan ng ating karagatan mula sa anumang banta ng pagkasira. Kayo rin ang nagsasagawa ng mga operasyon laban sa smugglers, human traffickers, poachers, at iba pang masasamang-loob na lumalabag o mangangahas na lumabag sa batas-pandagat ng ating bansa. Sa tuwing may sakuna, nagsisilbi kayong salbabida nina Juan at Juana dela Cruz: buong-loob ninyong sinusuong ang peligro, para lamang maisalba at mailayo sa disgrasya ang ating mga kababayan. Totoo nga po: Sinasalamin ng pagpapakitang-gilas ninyong mga Tanod Baybayin ang pagkakaroon ninyo ng mahusay na liderato, sa ilalim ni Vice Admiral Rodolfo Isorena. Siyempre, nariyan din kayong mga kawani na buong-pusong nakikilahok sa isinusulong nating malawakang reporma, ‘di lamang sa inyong hanay, kundi maging sa kalakhang lipunan. Binabati ko po ang mga pinarangalan nating mga indibidwal at organisasyon sa araw na ito, na talaga naman pong nagpakita ng ibayong sigasig sa pagtutupad ng tungkulin. Nawa’y patuloy kayong maging huwaran sa inyong mga kasamahan sa pagtitimon sa Philippine Coast Guard sa pampang ng mas matatag at maunlad na kinabukasan. Isandaan at labintatlong taon na nga po ang Philippine Coast Guard; at sa paglipas ng panahon, nagbabagong-anyo rin ang mga kinakaharap nating hamon. Dala nga po ng climate change, nakikita nating dumadalas at lumalakas ang mga bagyo. Alam din natin ang komplikadong sitwasyon sa kanlurang bahagi ng ating bansa. At habang nag-iiba ang mga pangyayari sa tubig, kailangan ding bumagay ng ating mga pamamaraan para tugunan ang mga ito. Dito, makikita natin ang husay ng ating Coast Guard. Batid nating hindi lang paisa-isa ang problema; alam nating anumang masalimuot na sitwasyon ay ‘di kakayaning tugunan lamang ng iisang ahensya. ‘Di naman puwedeng ang galaw ng kaliwang kamay ay hindi nalalaman ng kanan. Kaya naman, para mas maging matibay at komprehensibo ang ating mga kilos, natutuwa akong makitang nakikipag-ugnayan ang Coast Guard sa iba’t ibang ahensya tulad ng Bureau of Fisheries and Aquatic Resources upang hangga’t maaari, ay walang makalusot na anumang insidenteng maaaring magtaas ng tensyon sa ating West Philippine Sea at sa ating kalakhang karagatan. Malinaw po: Kabilang ang Coast Guard sa mga frontliner na nagbabantay sa ating baybaying-dagat. Kaya naman, sa pagdating ng mga panibagong pagsubok sa inyong hanay, kailangan din nating makasabay sa pagpapaunlad ng inyong kakayahan, para hindi tayo napapag-iwanan. Ang masasabi ko naman sa inyo: Kung anong sigasig at dedikasyon ang ipinapamalas ninyo sa serbisyo, sinusuklian ito ng sapat na pagkilala at pag-aruga ng inyong gobyerno. Iyan po ang batayang prinsipyo ng isinusulong nating modernisasyon ng inyong mga kagamitan at pagpapaunlad ng inyong kakayahan. Ano po ba ang mga halimbawa ng inisyatibang ito? Nariyan po ang nabanggit nang dagdag na 40 rubber boats at 300 aluminum boats na katuwang na ninyo sa pagmamanman at pagpapatrolya sa karagatan, at sa mas epektibong search and rescue operations. Ang sabi rin po sa atin ng DOTC, sampung bagong 40-meter Multi-Role Responsive Vessels mula sa Japan ang maglalayag sa ating karagatan. Ito po ang projected delivery schedule ng mga ito: Darating ang unang sasakyang-pandagat na ito sa Oktubre ng 2015, susunod ang dalawa sa Marso ng 2016, at dalawa pa sa Setyembre ng parehong taon. Pagdating ng Abril ng 2017, mayroon pang tatlo, at ang huling dalawa naman ay darating sa Oktubre ng 2017. At dahil batid ko ang sigasig ng butihing kalihim, Jun Abaya, hindi po ako magugulat kung mapapaaga pa ang pagdating ng sampung barko. Bahagi po ito ng ating Maritime Safety Capability Improvement Project. Napirmahan na po ang loan agreement nito noong Disyembre ng 2013, na nagkakahalagang P9.27 bilyon. Bukod pa ito sa target nating pagbili ng dalawang medium helicopters na makukuha natin sa 2015. Gayundin, nasimulan na ang konstruksyon ng target nating 113 na parola. Plano nga pong dagdagan pa ito ng 109 na parola oras na makakuha tayo ng loteng pagtatayuan, alinsunod na rin sa pamantayan ng International Association of Lighthouse Authorities. Kaugnay nito, excited na nga rin po tayo, dahil ang dinig ko, pagdating ng Abril ng 2015, matatapos na ang ating National Coast Watch Center. Ito po ang inaasahan nating magiging sentro ng ugnayan ng iba’t ibang ahensya para sa mas epektibong pagmamatyag sa ating karagatan. Ang lahat po ng mga inisyatibang ito, nakaangkla sa iisang prinsipyo: Ang pagiging handa sa anumang problema o tensyong maaaring maganap sa ating karagatan. Umaga man o gabi, umulan man o umaraw, anumang pagkakataon, dapat mulat tayo at alerto sa anumang nakaambang banta o peligro. Dapat nagagabayan ang ating mamamayan at kayong mga coast guard sa tamang mga patakaran sa pagharap sa anumang sitwasyon na maaaring pagmulan ng tensyon. Iyan po ang kakayahang ating pinauunlad, dahil alam nating malaki ang epekto nito sa pagsusulong ng kaayusan at kaunlaran sa kalakhang Pilipinas. Malinaw po ang direksyon kung saan natin itinitimon ang Pilipinas: Isang bansang malaya sa gulo at peligro; isang bansang maunlad at mapayapa, na binubuo ng mga Pilpinong nabibigyang-lakas para mapasakamay ang masagana’t masiglang buhay, ‘di lamang ngayon, kundi sa mga susunod pang henerasyon. Kaya naman, sa bawat pagsagwan tungo sa katuparan ng misyong ito, samahan ninyo ako. Sulitin natin ang bawat sandali at pagkakataong maialay ang ating oras, lakas, at husay para sa kapwa at bayan, nang sa wakas ay marating na natin ang Pilipinas na matagal na nating inaasam. Maligayang anibersaryo sa lahat ng bumubuo ng Philippine Coast Guard, at maraming salamat po sa inyong lahat. |

OPENING STATEMENTS Leyte Landing’s 70th Anniversary Bukas, ika-20 ng Oktubre, mangunguna si Pangulong Aquino sa paggunita ng ika-70 anibersaryo ng pagdaong sa Palo, Leyte ng mga allied forces sa pangunguna ni Heneral Douglas McArthur. Ito ang naging hudyat ng paglaya ng Pilipinas sa kamay ng mga mananakop. Naging katuwang ng mga puwersang Amerikano ang Royal Australian Navy na ginawaran ng isang memorial na pasisinayaan bukas. Ayon sa National Historical Commission of the Philippines, magsisimula ang programa sa pagtataas ng watawat at wreath-laying rites na pangungunahan ni Pangulong Aquino. Kasama ng Pangulo ang mga ambassador ng iba’t ibang bansa kabilang na sina Philip Goldberg ng Estados Unidos, Bill Tweddell ng Australia, at Asif Ahmad ng United Kingdom. Lalahok din ang mga kinatawan ng Canada, New Zealand, at Japan. Pormal na ibibigay ni Postmaster General Maria Josefina de la Cruz ng PhilPost kay Pangulong Aquino ang commemorative coin and stamp para sa okasyon. Ebola Virus Disease Alinsunod sa direktiba ng Pangulo, pinaiigting ng DOH (Department of Health) ang patuloy na paglatag ng matibay at matatag na depensa laban sa Ebola virus disease (EVD). Nakatakdang magsagawa ng pagsasanay ang Kagawaran ng Kalusugan (DOH) katuwang ang World Health Organization (WHO) ng specialized training programs para sa mga health worker kung paano mabisang alamin, mabigyang lunas ang mga kaso ng EVD, at mapigilan ang posibleng pagkalat dito sa bansa. Ang naturang pagsasanay ay bahagi ng preparedness plan ng DOH laban sa Ebola virus disease na naglalaman ng mga panuntunan hinggil sa case detection and reporting, outbreak management and response, surveillance at points of entry, case management, interagency coordination, planning, and resource allocation. Ang mga hakbang na isinasagawa ng DOH ay nakaayon sa komprehensibong istratehiya ng WHO. Ang mga elemento ng istratehiyang ito ay ang mga sumusunod: infection prevention control, contact tracing, case management, surveillance, laboratory capacity, safe burial, public awareness and community engagement, and national legislation and regulation to support country readiness. Ang lahat ng ito ay kasunod ng isinagawang ika-65 pagpupulong ng WHO regional committee sa Pilipinas kung saan naging tagapangulo ang Pilipinas. COLOMA: Lalong pinaiigting ng DOH, Efren, ang paglatag ng matibay at matatag na depensa laban sa Ebola virus disease dahil batid natin ang mataas na mortality rate nito at ang panganib na dulot ng epidemyang ito. Ang tanong po niya: Is there a need to revisit VFA (Visiting Forces Agreement) and EDCA (Enhanced Defense Cooperation Agreement) in (the wake) of clamor by various groups arising from the murder of transgender Jeff Laude? SEC. COLOMA: Pansinin po natin na ang pagkakaroon ng Visiting Forces Agreement ay bahagi ng pangkalahatang istratehiya sa tanggulang pambansa ng Pilipinas na kasunod din ‘nung pagkakaroon natin ng Mutual Defense Treaty. Kaya po nagkaroon ng Visiting Forces Agreement ay natapos na ‘yung pagkakaroon ng US military bases sa Pilipinas, kaya kailangan ng bagong mga patakaran hinggil sa occasional po na pagdalaw ng US military forces at sa pagganap ng mga joint military exercises sa pagitan ng US at Philippine Armed Forces. Kaya dapat po ‘yung mas malaking larawan ang nakikita natin diyan. Kung ang tutukuyin naman ay ‘yung mga partikular na probisyon, nagkakaisa naman po ang dalawang bansa—Pilipinas at Estados Unidos—hinggil sa kahalagahan ng masinsing pakikipag-ugnayan bilang pagtiyak na iiral ang katarungan. Kaya ‘yan po ang ating binibigyan ng atensyon sa kasalukuyan, ‘yung pagsunod sa mga proseso ng batas dahil po ayon na rin sa DFA, ang mayroong hurisdiksyon sa kaso ay ang Republika ng Pilipinas at mga batas ng ating republika ang paiiralin. North America investments roadshow promotes PH PPP projects |

The country’s public-private partnership (PPP) projects are
currently being pitched to investors in the North America PPP
investments road show. The event, initiated by the PPP Center with
the Philippine Consulates and Embassies in Canada and USA, showcases
more than fifty (50) PPP projects in the pipeline with an indicative
cost of $20.82 billion. PPP Center Executive Director Cosette V. Canilao leads the North America investment roadshow in Montreal and Toronto, Canada and New York and Washington D.C., United States of America. The road show kicked off in Toronto, Canada last October 14. Executive Director Canilao meets with fund managers, pension funds and potential investors. After Canada, the investments road show continues in New York and Washington DC. In New York, Canilao has encouraged international companies to invest in the Philippines’ Public-Private Partnership projects in a forum attended by over 40 potential investors. The forum was organized by the PPP Center in cooperation with Philippine General Consulate. The investments road show will end in Washington DC today where Executive Director Canilao is set to present in the Forum on PH Infrastructure organized by CGLA at the Philippine Embassy. The presentation will feature transportation projects, including airports, massive transport terminals, and rail lines, and highlighted the Regional Prisons Facilities Project as well as the Batangas-Manila Natural Gas Pipeline. The Philippines has been encouraging foreign companies to invest in the country’s PPP projects especially now that there is a steady deal flow of investment opportunities in the infrastructure sector and the country’s credit ratings are at an all-time high as evidenced by major international rating agencies’ successive upgrades. In the past months, the country’s PPP projects were pitched to investors in Europe during President Aquino’s official tour, in Singapore at Infrastructure and PPP, Opportunities Seminar-Roadshow and at the Philippine Economic Briefing in Japan. This forms part of the Center’s thrust to encourage more international players in the Philippine PPP Program. |

DA-PRDP develops web-based MIS for faster data sharing |

For a faster and more efficient reporting and data sharing within
the Department of Agriculture, the DA-Philippine Rural Development
Project (PRDP) has developed a web-based management information
system (MIS) for use of concerned DA family agencies. Pre-testing of the web-based MIS has already been conducted in regions IV-A, 8, and Cordillera Administrative Region (CAR) by a team from PRDP along with the DA’s Management Information Division (MID) to get feedback from the targeted users as well as gather additional information to further improve the system. The initiative was started after Undersecretary for Operations and PRDP Director Emerson Palad saw the problem in submission of data from the regions to the Central Office. “The DA Regional Field Units (RFUs) need to submit multiple reports of the same information to various offices in Central Office, such as the Operations and Planning Service, and even the Office of the Secretary,” added Palad. PRDP Deputy Project Director Arnel de Mesa said the system which is developed by a team from PRDP aims to allow regions, bureaus, and attached agencies to submit their targets and accomplishment reports to various offices within the agency through the Internet. “This way, data submission within the agency is more efficient, faster, and less prone to mistakes,” added De Mesa. He also said that the data will be accessible within the DA, and may eventually be available to the public. The group, composed of Monitoring and Evaluation and Geo-mapping and Governance Units of the PRDP and MID, was tasked to develop the system and pre-test to various regions, bureaus and attached agencies within DA to gather feedback and suggestions from the prospective users. DA-RFU 8 Director Bernadette San Juan sees the necessity for the technology especially with the continuous rehabilitation efforts in Tacloban after it was hit by typhoon Yolanda late last year. “We particularly need this technology especially in gathering and collaborating data relative to targets and accomplishments we made so far in respect to Yolanda rehabilitation.” CAR Director Marilyn Sta. Catalina is also optimistic in utilizing the said technology. She said that data which will be collected using the web-based MIS can be used for analysis, stressing the importance of submitting reliable information from the regions. Data will be encoded by regional offices, which will then be processed and posted by the system on the Web. This way, the data can be accessed by DA officials and employees anytime, and anywhere with Internet connection. De Mesa, who advocated for the web-based MIS stressed the need for pre-testing before utilizing the new tool. The PRDP team has also pre-tested the system to DA attached bureaus and agencies including Agricultural Training Institute, Bureau of Fisheries and Aquatic Resources, and Bureau of Soils and Water Management, which are the first to express their interest to participate in the web-based MIS. After the completion of the system, the team has now started training in different clusters scheduled as follows: Mindanao (October 7-9), Luzon A&B (October 13-17), and Visayas (October 20-22). De Mesa said that the said web-based system is a milestone in the PRDP, which has already introduced transparency initiatives through technology like geo-tagging and geo-mapping. |

CITY OF SAN FERNANDO, Pampanga—The Giant Lantern Festival here is
gearing for its first international exhibition next year, organizers
said Wednesday. “Countries with existing tie-up or where our giant lanterns had been displayed for public viewing will be invited to join in the event,” said Ching Pangilinan, head of the City of San Fernando Tourism Office. The iconic “parol” has been shipped to the US, China, Europe and around South East Asia for display as installation art, she said to explain the concept of the native lantern going global. Inspiration is also drawn from traditional practice of holding the world’s longest Christmas celebration that starts from Misa de Gallo or dawn masses to Christmas Day, extending to New Year’s Eve before formally closing on the Feast of Three Kings on January 6. Pangilinan said the organizers have began scouting a site to accommodate the event in a province that has hosted world-caliber events such as hot air balloons, aviation and automotive trade shows. Engr. Marni Castro, one of the prime movers of the 106th Giant Lantern Festival, said the committee would be looking at the infrastructure, marketing and other promotional linkages to tap local and foreign visitors. “We will seek the support of DOT (Department of Tourism),” she said during the launching of 60 days countdown board for this year’s Giant Lantern Festival in rites held at the Robinsons Starmalls. According to Castro, 10 villages have signed up for the competition—Barangays Del Pilar, San Jose, Telabastagan, Sto. Niño, Sta. Lucia, San Nicolas, Dolores, San Juan, Del Carmen, and Calulut. The City government has allotted P1.5 million for this yearly event as subsidy to participating villages. Each participant will receive P150,000. Meanwhile, the Giant Lantern Festival won the first runner-up in the 10th Pearl Award as among best tourism festival event in the Philippines. The award was given by the Association of Tourism Officers in the Philippine and DOT. |

MANILA – The National Economic and Development Authority (NEDA)
Board approved 12 new infrastructure projects in a meeting today
chaired by President Benigno S. Aquino III. These projects include the Flood Risk Management Project for Cagayan De Oro River; Sen. Gil Puyat Avenue/Makati Avenue-Paseo de Roxas Vehicles Underpass Project; Metro Manila Interchange Construction Project, Phase VI; Restoration of Damaged Bridges in Bohol; Operations, Maintenance and Development Project of the Iloilo, Bacolod, Davao, and Puerto Princesa airports; Regional Prison Facilities through Public-Private Partnership Project; Davao Sasa Port Modernization Project; Fisheries, Coastal Resources and Livelihood Project; and Project Convergence on Value Chain Enhancement for Growth and Empowerment “These approved projects will significantly contribute to the infrastructure investment needed to sustain growth and make it inclusive. The projects will allow Filipinos to have more access to social and economic opportunities. The transportation and port projects will improve the mobility of people and the efficiency of the flow of goods and services. Also, some of these projects will instill or enhance resiliency of many areas against climate-related risks and disasters,” according to Economic Planning Secretary Arsenio M. Balisacan. Meanwhile, the project to construct and maintain regional prison facilities proposed by the Department of Justice will accommodate 26,000 inmates, as part of the government’s goal to decongest and upgrade prison facilities. Also approved by the NEDA Board was the loan validity, downscaling of scope and reallocation of project costs, in effect reducing the total cost of the ongoing Laguindingan Airport Development Project. The 18-month loan extension for its Air Navigation System and Support Facilities was moved to January 10, 2016 from July 10, 2014. The cost reallocation effectively decreased the total cost to PhP7.70 billion from PhP7.85 billion. The approval, however, was conditioned on a change in specifications to be confirmed by the DPWH. Moreover, the NEDA Board approved the Department of Public Works and Highways’ (DPWH) request that the Laguna Lakeshore Expressway-Dike Project may proceed under a hybrid contractual arrangement pursuant to Section 2.9 of the Revised Implementing Rules and Regulations of the Build-Operate-Transfer Law. The Board also amended the approval on the requirement of a Department of Justice opinion regarding the delineation of the jurisdictions of Laguna Lake Development Authority and the Philippine Reclamation Authority over the reclaimed land of the project areas. Following are the details of the approved new projects (costs may vary depending on bidding outcomes): 1. Flood Risk Management Project for Cagayan De Oro River Estimated total cost: PhP8.55 billion Proponent: DPWH Description/Objectives: The project is aimed at strengthening the resilience of the communities along the Cagayan de Oro River stretch, from the Macalajar Bay to the Pelaez Bridge, to climate change and other hazards by mitigating flood risk in the in the area. Estimated implementation period: 2016-2021, with construction supervision commencing in October 2015 and ending in March 2022 Proposed mode of financing: Official Development Assistance 2. Sen. Gil Puyat Avenue/Makati Avenue-Paseo de Roxas Vehicles Underpass Project Estimated total cost: PhP1.27 billion (excluding PhP11.87 million detailed engineering cost financed by Ayala Land, Inc.) Proponent: DPWH Description/Objectives: The project is aimed to facilitate uninterrupted traffic flow along Sen. Gil Puyat Avenue passing through intersections with Makati Avenue and Paseo de Roxas. This will involve the construction of a four-lane vehicle underpass, with two lanes per direction, along the innermost lanes of Sen. Gil Puyat Avenue passing under the intersections of Makati Avenue and Paseo de Roxas. Estimated implementation schedule: 2014-2016 Proposed mode of financing: Locally-funded 3. Metro Manila Interchange Construction Project, Phase VI Estimated total cost: PhP4.01 billion Proponent: DPWH Description/Objectives: The project is aimed at alleviating serious traffic congestion through the construction of three grade-separated interchanges at certain major road intersections in Metro Manila thereby enhancing transport capacity and efficiency. These three include EDSA/ North Avenue / West Avenue / Mindanao Avenue Interchange, Circumferential Road 5 (C5) / Greenmeadows / Calle Industria / Eastwood Interchange, and EDSA / Roosevelt Avenue / Congressional Avenue Interchange. Estimated implementation schedule: Over a period of four years starting 2015 Proposed mode of financing: Official Development Assistance 4. Restoration of Damaged Bridges along the Bohol Circumferential Road through the Mega Bridges for Urban and Rural Development (MBURD) and the Tulay ng Pangulo Para sa Kaunlarang Pang-Agraryo and Road Upgrading and Preservation Project. Estimated total cost: PhP0.81 billion Proponent: DPWH and DAR Description/Objectives: The project is aimed at reconstructing and replacing a total of 14 bridges, which were severely damaged due to the earthquake along the Bohol Circumferential Road under ongoing ODA-assisted roads and bridges projects. These include nine (9) under the DPWH’s JICA-assisted RUPP, three (3) under the DPWH’s Mega Bridges for Urban and Rural Development (MBURD) project, and two (2) under the DAR’s Tulay ng Pangulo para sa Kaunlarang Pang-agraryo (TPKP). Estimated implementation schedule: RUPP: 2011-2020; MBURD: Until October 2016; TPKP: Until August 2014 Proposed mode of financing: Official Development Assistance Estimated implementation schedule: Over a period of four years starting 2015 5. Iloilo Airport Operations, Maintenance and Development Project Estimated total cost: PhP30.40 billion for three phases, of which the Board approved Phase 1 Proponent: Department of Transportation and Communications (DOTC) Description/Objectives: This project involves the Operations and Maintenance of the Iloilo Airport. It also provides additional facilities and other necessary improvements to enhance safety, security, access, passenger and cargo movement efficiency, and operational efficiency at the airport excluding Air Navigation Control, Air Navigation Services and their associated services. Estimated implementation schedule: Concession period is 30-35 years; Start of construction is in January 2016 Proposed mode of financing: Public-Private Partnership 6. Bacolod Airport Operations, Maintenance and Development Project Estimated total cost: PhP20.26 billion for three phases, of which the Board approved Phase 1 Proponent: DOTC Description/Objectives: This project involves the Operations and Maintenance of the Bacolod Airport. Regional Prison Facilities through Public-Private Partnership Project Estimated total cost: PhP50.18 billion Proponent: Department of Justice Description/Objectives: The project will involve the financing, construction and maintenance of a new prison facility through a PPP arrangement, which will have the capacity to accommodate 26,000 inmates with facilities for both men and women, ranging from minimum to maximum security. Custodial and rehabilitation services are excluded from the scope of the PPP arrangement. This includes the construction of new quay wall and terminal, procurement, installation and operation of 5 Ship-to-Shore gantry (gooseneck-type) cranes, 14 Rubber Tyred Gantries, 2 reach stackers, 30 terminal tractors, 35 container trailers, 10 empty container handlers, and other auxiliary equipment. Fisheries, Coastal Resources and Livelihood Project Estimated total cost: PhP1.86 billion Proponent: DA Description/Objectives: The project is aimed at adopting sustainable management of fishery and coastal resources in fishing communities to increase overall stocks. Also, it is aimed to promote the engagement of fisherfolk in diversified livelihood activities. This project includes Coastal Resource Management, Livelihood Development, and Project Management and Coordination. Project Convergence on Value Chain Enhancement for Growth and Empowerment (Project ConVERGE) Estimated total cost: PhP2.28 billion Proponent: DAR Description/Objectives: The project is aimed at implementing participatory value-chain development that will improve and sustain profitability of small holder farmers. It is intended to enable agrarian reform beneficiaries and other small farmers in ten provinces of Regions IX, X, and CARAGA to become highly-productive and competitive entrepreneurs. The provinces were chosen based on poverty incidence, presence of organized ARC clusters, agricultural and agribusiness development potential and availability of basic rural infrastructures and support services. Salutations. A peaceful afternoon to us all. Assamalaykum. First, thank you for inviting me to join you in the launch of the Basilan Development Program. Indeed, as your invitation says, this is about rebuilding peace and prosperity in a place, in a province, that has long been severely torn by the tragedies of violent armed conflict but which continues to hold great promise in its amazing natural resources – including its pristine beaches and robust forests- as well as in its amazing people. I have been to Basilan in both good times and bad, and I think we can say that in Basilan, you will see the power of the tenacity of hope. And so it is a good place to be doing this program. I am inspired as well by the collective desire of the members of the Einsenhower Fellows Association of the Philippines to join hands with ARMM Regional Governor Mujiv Hataman, togeteher with the Local Chief Executives of Basilan, in bringing peace and development to the sunrise province of Basilan. It may seem that the sun has set, but it now rises again. With this program, you are creating a template for other provinces and localities in conflict zones to follow, not just in Mindanao, but also in other parts of our country which are emerging from protracted armed conflict. This intervention comes in the midst of significant progress happening in the Bangsamoro peace process. At this time, we take determined steps to build a Bangsamoro that will bring the just and lasting peace and progress as envisioned under the Comprehensive Agreement on the Bangsamoro or CAB. You will of course remember when this milestone agreement was signed in March of this year. Many things have happened since then and we are now at the initial stages of the implementation of the CAB. Just last month, on September 10, the draft Bangsamoro Basic Law was formally turned over by the President to the two houses of Congress which have both responded with the promise of immediate action and full attention on the proposed law to ensure its proper and timely enactment. In the Senate, the draft BBL has been filed as Senate Bill 2408 and, in the House of Representatives, as House Bill 4994. True to their word, both houses have already begun their task of conducting hearings and consultations among the various stakeholders of the Bangsamoro that brings forth the detailed scrutiny of this draft law at all levels. I have just come, in fact, from the second public hearing on the BBL being conducted by the House of Representatives Ad Hoc Committee on the Bangsamoro chaired by Rep. Rufus Rodriguez. They are holding their third hearing this afternoon, and a fourth hearing tomorrow, and in another two weeks time, will hold another round of hearings at the Batasan and then going to the provinces. The Senate, on the other hand, through the tandem of the Committee on Local Government chaired by Sen. Bongbong Marcos, and the Committee on Peace, Reconciliation and Unity chaired by Sen. TG Guingona, are already in Cotabato City for their two-day public consultations. These are all but the beginning of the long list of consultations and hearings that the two houses have planned in line with the passage of the BBL. Why the extraordinary importance, you may ask, that is being accorded now to the BBL – such that committees from both house are now working hard at it even during their recess? The BBL shall entrench the Bangsamoro that is expected to usher in shared security and shared prosperity not just in its core territory but, more importantly, to the rest of the country and, from there, with our best hopes, radiating to our ASEAN neighbors and the rest of the world. The vision of President Aquino, himself our chief architect for peace and progress, is that if we sustain the momentum for peace, by 2016, the MILF will have shed its identity as a military force, and transformed itself into a political entity, casting its stake in democracy by vying for seats in the first elections in the Bangsamoro in 2016. The Bangsamoro shall form a perimeter of vigilance against the spread of extremism; it shall act as a bridge of moderation among the great faiths of the various constituencies in ASEAN. From this shared security, we shall enhance the era of prosperity that is dawning upon our region, and harness its energies towards creating a regime of opportunity and inclusivity where no one is left behind. As the Bangsamoro matures, it shall serve as the gateway to trade, investment, and cultural exchanges within the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) and its environs—igniting a virtuous cycle of security, development, and equitable progress for the peoples of the entire region. And this is where you come in. Through the efforts that you are now investing in the province of Basilan, you are helping transform this vision into a reality. I laud your efforts to bring in the much needed development interventions -- such as developing value chain-based enterprises, bringing skills-based employment and entrepreneurship opportunities and investing in the youth of Basilan. I also appreciate your efforts to improve the province's governance standards as well as health and education which are of course the foundations of peaceful and resilient communities. The launching of the Basilan Development Plan with experienced, highly credible, and sincere private sector partners for its implementation, represents a complementary roadmap for economic growth and development in Basilan, especially as the government and the MILF moves forward with the normalization component of the Comprehensive Agreement on the Bangsamoro. Normalization is the process through which communities affected by the decades-long armed conflict in Mindanao can return to a peaceful life and pursue sustainable livelihoods free from fear of violence and crime. It has three main components: 1) security which includes the transition of the MILF's Bangsamoro Islamic Armed Forces (BIAF) to a peaceful civilian life by putting their weapons beyond use as well as the disbandment of private armed groups which include kidnap-for-ransom gangs and other criminal elements, among others; 2) socio-economic development for rehabilitation, reconstruction, and development of the Bangsamoro; and 3) transitional justice that involves the redress of unresolved legitimate grievances. At this point, the peace panels of the government and the MILF have firmed up the composition of the bodies that will undertake the normalization process. In fact, just this Saturday, the Transitional Justice and Reconciliation Commission held its first public event in Cotabato City. The other bodies – the Joint Normalization Committee, which will coordinate the different normalization processes and mechanisms, and the Independent Decommissioning Body, which will oversee the process of decommissioning of MILF forces and weapons, are preparing to roll out their tasks. As this happens, we are set to unveil the Bangsamoro Development Plan through the Philippine Development Forum slated next month, on November 5 and 6 in Davao City. This plan will serve as the blueprint for peace and development in the Bangsamoro as this is an articulation of the collective aspiration of the Bangsamoro to decide their own destiny as a people. The Bangsamoro Development Plan will be both a short-term guide covering the transition phase from mid 2015 until 2016 elections as well as a medium-term guide that will identify priority programs upon the establishment of the Bangsamoro Regional Government in 2016. The Bangsamoro Development Plan is an attempt to unite the Bangsamoro towards a common goal. We are counting on the commitments made by partners here to contribute to the attainment of what the Bangsamoro Development Plan refers to as a “peace economy” in a peaceful and progressive region. The Basilan Development Program can be a perfect fit within this scheme of things. It truly is an opportune time for government and the private sector to work together in ensuring that this time around, just and lasting peace will indeed prosper and uplift the lives of the people who have long suffered from the decades-old conflict. Let me thank you for doing what you can for Basilan, for doing your share in building a better and brighter future for the Bangsamoro. Governor Mujiv Hataman, being the progressive-minded and reformist leader of ARMM and one of EFAP’s own, will make sure that all the requisite principles of good governance shall be followed, so that the seeds of economic development and social justice that you plant today, will flourish into a forest of new dreams and fresh hopes for the youth of Basilan. Ombudsman Conchita Carpio Morales ordered the filing of
plunder charges against Representative Edgar Valdez of the
Association of Philippine Electric Cooperatives (APEC), Janet Lim
Napoles and John Raymund De Asis in relation to the misuse of
Priority Development Assistance Fund (PDAF) amounting to P95 million
from 2007 to 2009. The P95 million PDAF was released through 16 Special Allotment Release Orders (SAROs) coursed through the National Agribusiness Corporation (NABCOR), Zamboanga del Norte Agricultural College Rubber Estate Corporation (ZREC), National Livelihood Development Corporation (NLDC) and the Technology Resource Center (TRC) as Implementing Agencies (IAs), using the Social Development Program for Farmers Foundation, Inc. (SDPFFI), Masaganang Ani Para sa Magsasaka Foundation, Inc. (MAMFI), and the Philippine Social Development Foundation Incorporated (PSDFI) as NGO-partners. In a Joint Resolution approved on 14 October 2014, Ombudsman Morales also found probable cause for seven counts of violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) against Valdez, Napoles, De Asis, Department of Budget and Management (DBM) officials Mario Relampagos, Rosario Nuñez, Lalaine Paule and Marilou Bare; ZREC representatives Salvador Salacup and Eduardo Nolasco; NABCOR officials Alan Javellana, Romulo Relevo, Ma. Julie Villaralvo-Johnson, Maria Ninez Guañizo, Victor Roman Cacal, Rhodora Mendoza; TRC officials Antonio Ortiz, Dennis Cunanan, Maria Rosalinda Lacsamana, Consuelo Lilian Espiritu, Marivic Jover; NLDC officials Gondelina Amata, Emmanuel Alexis Sevidal, Gregoria Buenaventura, Ofelia Ordoñez, Sofia Cruz, Chita Jalandoni; SDPFI representatives Noel Macha; MAMFI representatives Theresita Samson, Eulogio Rodriguez, Margarita Guadinez; and PSDFI representatives Evelyn De Leon and Roy Bongalo. The Joint Resolution found that during the term of Valdez, he continuously endorsed the implementation of his PDAF-funded livelihood and agricultural products to Napoles-controlled NGOs. From 2007 to 2009, MAMFI received P15 million while PSDFI received P18.9 million, and SDPFFI received P46 million. The funds were supposed to be used for livelihood projects, farm inputs and farm implements, agricultural starter kits, technology transfer training via video courses and printed materials, vegetable seeds, gardening packages, knapsack sprayers, concentrated fertilizers, and other tools and equipment. It stated that the PDAF of Valdez was never used for the intended projects as these were considered “ghost” projects, with fabricated documents submitted for its liquidation. The mayors and municipal agriculturists reported that they never received anything from the office of Valdez, or from any of the project partners. In fact, many of the names appearing on the lists as farmer-recipients were neither residents nor registered voters of the municipalities. In his sworn testimony, Benhur Luy testified that Valdez received kickbacks and commissions amounting to P57,787,500.00 from 2004 to 2010 with the payoffs usually made at the JLN office in Ortigas. Whistleblowers Marina Sula and Merlina Suñas claimed that they often heard Napoles call Valdez by his code name “kuryente.” In approving the Joint Resolution, Ombudsman Morales stated that Valdez showed “a pattern – a combination or a series of overt or criminal acts – directed towards a common purpose or goal which is to enable him to amass, accumulate or acquire ill-gotten wealth.” Meanwhile, the criminal charges against notaries public Editha Talaboc, Delfin Agcaoili, Jr., Joel Gordola, Antonio Santos, and accountants Lucita Solomon, Susan Victorino and SDPFFI incorporator Doreena Bazan were dismissed for insufficiency of evidence. A copy of the Joint Resolution was also forwarded to the Anti-Money Laundering Council for its appropriate action on possible violations of the Anti-Money Laundering Act. With the issuance of this Joint Resolution, the Office of the Ombudsman has completed the resolution of the first batch of criminal complaints filed by the National Bureau of Investigation and Field Investigation Office. |

“Butch” Abad today said that the Aquino administration will continue
to intensify its campaign for budget openness, as the Cabinet
Cluster on Good Governance and Anti-Corruption kicks off the two-day
Good Governance Dialogues in Cebu City this week. The Dialogues, which will be held from October 16-17 at the Crown Regency Hotel and Towers, is a regional forum that will spotlight the Administration’s open government and budget reform agenda. The event will bring together around 200 participants from the government, civil society, private sector, academe, development and aid organizations, and other people’s groups, with the aim of facilitating discussions that will promote greater transparency, accountability, and openness in the budget process. The Cebu run of the Good Governance Dialogues represents the series’ Visayas leg, and will focus on gathering stakeholders from Regions VI, VII, VIII, and other nearby areas. “Engaging Filipinos in the budget process takes more than just a couple of meetings and group discussions. We need to continue these conversations so that more Filipinos can become our active partners in governance and budget reform,” Abad said. “The Good Governance Dialogues are a great way to connect with our peers and colleagues from various sectors. There’s so much that we’ve already accomplished in making the budget more participatory, but we still need the perspective of our stakeholders to make sure we don’t lose sight of our governance and development goals,” he continued. The Visayas run of the Good Governance Dialogues comes in the wake of the Philippines’ success in the Open Government Partnership Summit in New York, where the country bagged the Gold Award for the Aquino administration’s Grassroots Participatory Budgeting (GPB) program. “While we’ve installed several crucial reforms in the expenditure process, the GPB’s citizen-centric nature is what makes the program so groundbreaking. For the first time, communities were able to work with civil society groups and local governments to determine how the budget can respond to their needs. The result is an expenditure program that truly supports the people on the ground,” Abad said. “We’re very happy that the international community recognizes the GPB as a pioneering effort towards participatory budgeting. It’s only right that we strengthen that same spirit of budget openness and citizen empowerment through fruitful dialogue with our partners and stakeholders,” he added. The Good Governance Dialogues in Cebu was organized by the Good Governance Cluster—where the DBM serves as Secretariat—in partnership with the Union of Local Authorities in the Philippines (ULAP) and the International Center for Innovation, Transformation and Excellence in Governance (INCITEGov). Whale Shark Capital Donsol to have better road access by 2016 |

The Department of Public Works and Highways (DPWH) is currently
working on two tourism road projects that will further boost the
tourism potential of Donsol Sorsogon, the “Whale Shark Capital of
the world”. DPWH Secretary Rogelio L. Singson said the implementation of tourism road projects heading to Donsol, which has a combined cost of P1.4 billion is expected to be finished in the year 2016. The road project is part of the DPWH convergence program with the Department of Tourism (DOT) under the DOT Tourism Master Plan to provide access to designated tourism destination. In progress since 2012 is the upgrading of P769.2 million Pioduran-Donsol-Sta. Cruz Road, which involves the improvement of 26.5 kilometers road starting from Barangay Brororan, Donsol, province of Sorsogon to junction of Ligao-Pioduran Road at the Poblacion of Pioduran, Albay; and construction of 2 bridges with a total length of 59.10 lineal meters. The other on-going project which commenced in 2013 is the P700 million road improvement of 24.9-kilometer Guinobatan-Jovelar-Donsol Road. Singson said these two (2) road projects were designed having 6.7 meters pavement width and thickness of 230 milimeters of concrete. When completed, the Pioduran-Donsol-Sta. Cruz Road and Guinobatan-Jovelar-Donsol Road would facilitate growth to the already booming tourism of Sorsogon, enabling tourists to travel with ease. Aside from the whale shark sanctuary in Donsol, the province of Sorsogon also attracts tourists with its pristine beaches, unexplored caves, waterfalls and natural parks. |

On October 16, 2014 at about 9:23 PM, operatives of the
Anti-Kidnapping Group and Abra Criminal Investigation and Detection
Group (CIDG) arrested Reccinte Padillo @Teng, leader of the “Padillo
KFRG” at the Pinecrest 1, Newport Residential Resort, Pasay City by
virtue of WOA issued by Hon. Judge Bernelito R. Fernandez of RTC
Branch 97, Quezon City for Kidnapping-for-Ransom docketed under
Criminal Case No. R-QZN-13-02485. Mr. PADILLO is included in the AKG list of Top Most Wanted Kidnapper for 2014 for his involvement in the kidnapping of businesswoman Sally Chua last July 5, 2013 in Quezon City. Ms. Chua, while in captivity was transported to Davao City by her kidnappers, where she was rescued by AKG operatives and Davao City PNP. Also arrested during the operation were his live-in partner, Yasmin Cruz; and, driver/bodyguard, Ivan Estrella who both have a standing warrant of arrest for the crime of Large Scale Estafa docketed under Criminal Case No. R-QZN-13-02485-CR. |

Philippines, Viet Nam commit to promoting peace and stability in South China Sea |

17 October 2014 - The Philippines and Viet Nam assured each other of
continued cooperation towards maintaining peace and stability in the
South China Sea and promoting the importance of the rule of law in
addressing maritime disputes in the region. Foreign Affairs Secretary Albert F. del Rosario met yesterday, October 16, Deputy Prime Minister and Foreign Affairs Pham Binh Minh of Viet Nam at the fringes of Asia Europe Meeting (ASEM) 10th Summit, which sees 51 heads of states and governments, ministers and senior officials of 51 Asian and European countries, ASEAN and the European Union converge in the northern Italian city of Milan. Both officials expressed concern on the escalation of tension in the South China Sea. Both countries will work together to bring the issue to the Leaders of Europe and Asia during the Retreat session slated for today, October 17. They committed to urge other ASEM partners to support the effective implementation of the 2002 ASEAN-China Declaration on the Conduct of Parties in the South China Sea (DOC) and the expeditious conclusion of the Code of Conduct (COC). “These activities [referring to unilateral actions in the South China Sea] are in contravention of the UN Convention on the Law of the Sea (UNCLOS) and are contrary to the 2002 ASEAN-China Declaration on the Conduct of Parties in the South China Sea”, remarked Secretary del Rosario who represented President Benigno Aquino III in this Asia-Europe Summit held every two years. The Secretary underscored that the core issue in the dispute is China’s so-called “nine-dash line” position, an expansive claim of “indisputable sovereignty” over nearly the entire South China Sea. He referred to the EU Council President’s recent encouragement for the Philippines to pursue its maritime disputes with China and defend Philippine position in accordance with the rule of law. Minister Pham Binh Minh noted that maritime security is mentioned in the ASEM Chair’s Statement despite China’s strong opposition. He commended the Philippine government in actively pursuing the issue in all international fora. |

PHL Consulate General in Toronto joins culture days at Port Dover |

17 October 2014 - The Philippine Consulate General in Toronto,
represented by its Cultural Officer Janet Hizon, participated in
Norfolk County Public Library’s Culture Days on September 26. The
event is a Canada-wide celebration being held in all libraries and
other organizations to celebrate the cultures of different
countries. Culture Days celebration increases awareness,
appreciation, accessibility and participation of Canadians in the
arts and in the cultural life of various communities. Ms. Zynara B. Gaerlan, a Filipino-Canadian librarian of Norfolk County Public Library promoted Philippine culture during the celebration of Culture Days in Port Dover, Norfolk County. In cooperation with the Filipino community in the area, Ms. Gaerlan organized a mini-exhibit of Philippine paintings, handicrafts, and food products. The Consulate General and the Philippine Artists Group (PAG) lent their paintings to the event. The paintings of Ms. Nelia Tonido, PAG president; Maestro Romi Mananquil, PAG founder and former president; Philippine Consul General Junever Mahilum-West, PAG honorary member; and other PAG members were displayed in the exhibit held from September 26 to 27. Video and slide presentations were prepared by Ms. Gaerlan for guests, students and locals. A brief info-session with grade school students of Lakewood Elementary School was also held in which Cultural Officer Janet Hizon talked about the Philippines -- its geography, history, language, culture, ethnicity, and identity. Filipino delicacies such as pancit, lumpia, puto, and cassava were served to the guests. Culture Days offered a great opportunity for the guests to explore as well as appreciate the rich and dynamic cultural identity of the Filipino community in the Norfolk County area, which may have been previously unknown to them. |

Series of regional government-CSO fora kicks off in Manila |

(Manila, Philippines, October 15, 2014) As part of government
efforts to promote good governance, the Good Governance and
Anti-Corruption Cluster, led by the Department of Budget and
Management (DBM), recently kicked off a series of regional fora on
good governance, open government and the national budget. The Good Governance Dialogues is being organized by the Governance Cluster in partnership with the Union of Local Authorities in the Philippines (ULAP) and the International Center for Innovation, Transformation and Excellence in Governance (INCITEGov), and with the support of the US Agency for International Development-Facilitating Public Investment (USAID-FPI). The Manila leg converged local chief executives and representatives from various civil society organizations (CSO) from Metro Manila, Regions III, IV-A, IV-B and V to discuss the national budget and open government initiatives. The two-day forum was opened by DBM officials led by Secretary Florencio “Butch” Abad, who discussed national government’s efforts to reform the budget process. This was followed by a presentation on budget priorities for 2015, as well as breakout sessions on Zero-Based Budgeting (ZBB) studies in the afternoon. One of the reforms introduced by the Aquino government, ZBB is an innovative approach to budgeting that involves evaluating previous expenditures to ensure that programs and projects are responsive and relevant, and produce the most impact. The second day devoted to “talakayan” sessions, which were moderated by media veteran Howie Severino. The first session on open government was participated in by DBM Undersecretary Richard Moya, Department of Interior and Local Government Undersecretary Austere Panadero, Commission on Audit Chairperson Maria Gracia Pulido-Tan, Professor Solita “Winnie” Monsod, and Makati Business Club Executive Director Peter Angelo Perfecto. The second session had local government chief executives sharing best practices on how to meaningfully engage CSOs in local governance. The two-day event concluded with a workshop that brought together local government officials and CSO representatives by region to develop a co-created commitment plan which localized the Philippine government’s Open Government Partnership (OGP) commitments. The activity consolidated many ongoing and proposed partnerships between CSOs and LGUs and signified the strengthening of this brand of inclusive governance at the local level. “DBM has led a significant number of reforms that build the enabling environment for multi-stakeholder partnerships around the national budget like Budget Partnership Agreements, Bottom-up-Budgeting, and Open Data. We will continue to open these platforms for dialogues and constructive engagement as a firm commitment to open governance as a pillar of good government,” said DBM Assistant Secretary Maxine Tanya Hamada. “USAID’s programs in the Philippines focus on accelerating and sustaining broad-based and inclusive economic growth, among other thrusts. We see the value in institutionalizing participatory governance through programs and that makes the government accessible from the grassroots. At the Good Governance Dialogies, we witnessed how productive government and CSOs can be through meaningful engagement. We are happy to be part of this initiative,” USAID-FPI said in a statement. The next leg of the Good Governance Dialogues, slated on October 16 to 17, 2014 in Cebu City, will tackle the economics of good governance. The Department of Public Works and Highways (DPWH) will continue to
undertake road reblocking and repairs starting tomorrow night, 10
p.m. until October 20, at the following areas: Southbound along Araneta Avenue from Maria Clara Street to Quezon Avenue, 2nd lane along Fairview Avenue from Fairlane Street to Camaro Street, 2nd lane along Mindanao Avenue (2nd lane) along E. Rodriguez Jr. Avenue / C-5 between Mercury Avenue and Richmond Avenue (2nd lane) Northbound along C.P. Garcia Avenue, Quezon City, University Avenue to Maginhawa Street (2nd lane) Westbound / Eastbound along Congressional Avenue (westbound and eastbound) along Congressional Avenue Extension (2nd lane, westbound and eastbound) According to Neomi Recio, head of the MMDA Traffic Engineering Center, the areas are recommended by DPWH - National Capital Region Director Reynaldo Tagudando. All affected roads will be fully passable by 5 a.m. on Monday. Motorists are advised to avoid the said areas and use alternate routes instead. |
