Synopsis:

At 4:00 AM today, the eye of Typhoon "OMPONG" {VONGFONG} was located based on all available data at 940 km East Southeast of Calayan,Cagayan (18.9ºN, 130.4ºE) with maximum winds of 215 kph and gustiness of up to 250 kph. It is forecast to move North Northwest at 9 kph. Intertropical Convergence Zone (ITCZ) affecting Mindanao.

Forecast:  

Metro Manila, MIMAROPA, CALABARZON, Bicol Region, Visayas and Mindanao will experience cloudy skies with light to moderate rainshowers and thunderstorms. Cagayan Valley, CAR and the provinces of Ilocos will have cloudy skies with light to moderate rains. The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the northeast to northwest will prevail over Luzon and from the west to southwest over the rest of the country. The coastal waters over the entire archipelago will be moderate to rough.

-Kaninang 4AM, huling namataan ang Bagyong Ompong sa layong 940km silangan timog-silangan ng Calayan, Cagayan.
-Ayon sa PAGASA, taglay nito ang lakas ng hangin na 215kph at pagbugso na umaabot sa 250kph. Kumikilos ito pahilaga hilagang-kanluran sa bilis na 9kph.
-Hindi inaasahang tatama sa lupa ang Typhoon Ompong na itinuturing na super typhoon. Inaasahang mananatili ito sa PAR hanggang weekend.

President Aquino welcomes biggest commercial airplane at NAIA

President Benigno S. Aquino III welcomed the arrival of the world’s biggest passenger airline as it landed at the Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City on Tuesday night.

Emirates Airbus A380 Flight EK 334 touched down at the NAIA runway at 10:10 p.m. after flying non-stop from the Dubai International Airport since 9:20 a.m. (Manila time).

After taxiing at the runway, the Airbus was given a water cannon salute.

The Airbus A380 is a double-deck, wide-body, four-engine jet airliner. It has a seating capacity of 525 people in a typical three-class configuration or up to 853 people in an all-economy class configuration.

Flight EK 334 was piloted by Captain Franklyn Desiderio, the first Filipino to fly the Airbus A380.

The President, together with Emirates' Divisional Senior Vice President Barry Brown, met and greeted Desiderio and the more than 300 passengers of Flight EK334 as they passed through the NAIA immigration area.

In a written statement, Brown said, "Bringing our flagship A380 to Manila is a fantastic way to celebrate our move to the new international terminal and also our commitment to the Philippines."

During the event, the President was accompanied by Transportation and Communications Secretary Joseph Emilio Abaya, Manila International Airport Authority (MIAA) General Manager Jose Angel Honrado, Ret. Lt. Gen. William Hotchskiss III, and NAIA Terminal 3 Manager Octovio Lina. PND (ag)

President Aquino inspects NAIA Terminal 3

President Benigno S. Aquino III on Tuesday night conducted an inspection of the Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City.

The President arrived at NAIA Terminal 3 at 9:50 p.m. and was welcomed by Transportation and Communications Secretary Joseph Emilio Abaya, Manila International Airport Authority (MIAA) General Manager Jose Angel Honrado, and Emirates Divisional Senior Vice President Barry Brown.

Upon his arrival, he proceeded to the travelers' lounge, where he was briefed by Secretary Abaya and Honrado on the status of the terminal transfer of five foreign airlines from NAIA Terminal 1 to Terminal 3.

The Emirates, Delta Airlines, KLM Royal Dutch Airlines, Singapore Airlines and Cathay Pacific have moved their operations from Terminal 1 to Terminal 3.

From the lounge, he witnessed the water cannon salute given to the Emirates Airbus A380, the world’s biggest passenger airline, as it touched down at the NAIA runway at 10:10 p.m. on Tuesday.

After the ceremony, the President proceeded to the immigration area to greet the passengers of Emirates Airbus 380 Flight EK 335, as well as passengers bound for Dubai, the United Arab Emirates who were scheduled to depart at 1:45 a.m. on Wednesday (October 8).

He also inspected the conveyor at the lower level of NAIA Terminal 3.

During the inspection, he was accompanied by Cabinet Secretary Jose Rene Almendras, Civil Aviation Authority of the Philippines Director General Ret. Lt. Gen. William Hotchkiss III, and NAIA Terminal 3 Manager Octavio Lina.

Palace wants fair public benefits in raising  MRT, LRT fares, Spokesman says

The government is balancing everyone's interest in considering a raise in the fares of the Metro Rail Transit (MRT) and the Light Rail Transit (LRT) before the end of the year, a Palace official said Wednesday.

The Palace will wait for the decision of transportation officials on when to adjust the MRT and LRT fares, Presidential Spokesperson Edwin Lacierda said during a press briefing in Malacañang.

It has been reported that the Department of Transportation and Communications (DOTC) plans to raise train fares before Christmas.

The plan, proposed four years ago, is being opposed by some groups, who say that the current fare must be retained, given the substandard services of the railway transport systems.

Secretary Lacierda said that the DOTC has long considered adjusting the rates of the MRT and LRT, noting that President Aquino even mentioned it in his previous public pronouncements.

"Remember the statement of the President dati, na the taxes are being used to subsidize only a portion, taxes collected all over the country, we used a part of that to subsidize the MRT ridership," he said.

"So, you’ve got taxes collected from Cebu, Visayas, Mindanao or from the balance of Luzon who don’t enjoy that," he explained.

Lacierda said the government recognizes the need to realign everything so that the taxes collected should equally go back to the people through subsidies that support poverty alleviation, intervention or other social programs.

"We are balancing the interest. We are balancing the use of the money collected from our countrymen and we believe that the taxes collected should be applied equitably to all our countrymen," he said.

Once the fare rate is adjusted, a one-way ride on LRT-1 from Baclaran to Roosevelt will cost P29, while a one-way trip on LRT-2 from Santolan to Recto will be P24, a media report said.

A trip on MRT-3 between North Avenue and Taft Avenue will cost P28.

Currently, a ride on the MRT ranges from P10 to P15, while a ride on LRT-1 and LRT-2 costs from P12 to P15 and P20, respectively.

With the fare adjustment, the government aims to reduce its subsidy for the mass transport systems to P10 billion from P12 billion. PND (as)

Palace asks for more patience as it addresses Metro flooding, traffic congestion

Malacañang has asked for more patience from the public as it continues to address concerns on flooding and traffic congestions in Metro Manila.

Presidential Spokesperson Edwin Lacierda said Wednesday that amid criticisms, the government is not sitting idly in searching for solutions to these problems.

However, fixing these problems could not be done overnight, Secretary Lacierda said, adding that the good thing is that the government is working and it is determined to address these concerns.

"The government is addressing all these problems, the government is doing a number of road improvement projects designed also to alleviate flooding in the long term," he said during the daily press briefing.

He noted that the government is carrying out projects to put bigger culverts and other road improvements in the city.

"It does not come immediately because it will take some time to really improve all these systems, but we are there now," he said.

"Again, as in any infrastructure project, it will take some time to finish it but once we finish all these, it will better our system, our waterways. It will minimize the flooding in the areas concerned."

The government is implementing these infrastructure projects to minimize the inconveniences of floods and heavy traffic to the public in the future, he said. PND (as)

Malacañang has no plan to create an anti-graft body, official says

Amid calls for a lifestyle check on several ranking officials, the government sees no need to create a new Presidential Anti-Graft Commission, a Palace official said on Wednesday.
"I think our Office of the Ombudsman has shown to be independent. So, their mandate is to conduct all these measures necessary to ensure good governance and ethical practice among public officials," Presidential Spokesperson Edwin Lacierda said during a press briefing in Malacañang.
"They are performing their duties very well, so, we will leave it at that; and plus the fact that it is better for an independent body to conduct this lifestyle check, so as not to accuse anyone of favoritism or protection," said Lacierda.
President Benigno S. Aquino III abolished the Presidential Anti-Graft Commission (PAGC) through Executive Order No. 13 signed in November 2010.
There have been calls for Vice President Jejomar Binay and Philippine National Police Chief General Alan Purisima to undergo a lifestyle check following probes into their alleged questionable wealth. PND (ag)

Sinalubong ng Pangulong Benigno S. Aquino III ang pinakamalaking pamasaherong eroplano sa daigdig nang lumapag ito sa Ninoy Aquino International Airport (NAIA) Terminal 3 sa Lungsod ng Pasay Martes ng gabi.

Lumapag sa NAIA runway ang Emirates Airbus A380 Flight EK 334 ganap na ika-10:10 ng gabi matapos ang non-stop na paglipad buhat sa Dubai International Airport sapul ng ika-9:20 ng umaga, oras sa Maynila.

Ang Airbus ay sinalubong ng water cannon salute sa runway.

Ang Airbus A380 ay double deck na malapad ang katawan, apat ang makina na eroplanong jet. Kabuuang 525 ang seating capacity nito sa isang karaniwang three-class configuration o 853 katao sa all-economy class configuration.

Ang pilotong si Kapitan Franklyn Desiderio, isang Pilipino na kauna-unahang nakapagpalipad ng isang Airbus A380.

Kasama ng Pangulong Aquino si Divisional Senior Vice President Barry Brown ng Emirates na sumalubong at bumati kay Kapitan Desiderio at sa mahigit na 300 pasahero ng Flight EK334 habang dumaraan ang mga ito sa NAIA immigration area.

Sa kanyang pahayag, sinabi ni Brown na “Ang pagdadala ng aming flagship A380 sa Maynila ay isang kahanga-hangang paraan ng pagdiriwang ng aming pagpunta sa bagong international terminal at bahagi rin ng pangako sa Pilipinas.”

Nag-ispeksiyon ang Pangulong Benigno S. Aquino III sa Ninoy Aquino International Airport (NAIA) Terminal 3 sa Lungsod ng Pasay Martes ng gabi.

Ganap na ika-9:50 ng gabi nang dumating ang Pangulo sa NAIA Terminal 3 at sinalubong nina Kalihim Joseph Emilio Abaya ng Trasportasyon at Komunikasyon, Pangkalahatang Tagapamahalang Jose Angel Honrado ng Manila International Airport Authority (MIAA) at Emirates Divisional Senior Vice President Barry Brown.

Tumuloy agad ang Pangulo sa travelers’ lounge ng NAIA kung saan iniulat sa kanya nina Kalihim Abaya at Honrado ang kalagayan ng inilipat na limang dayuhang kompanya ng eroplano sa Terminal 3 buhat sa NAIA Terminal 1.

Ang mga lumipat sa Terminal 3 buhat sa Terminal 1 ay ang The Emirates, Delta Airlines, KLM Royal Dutch Airlines, Singapore Airlines at Cathay Pacific Airlines.

Alam niyo, noong bumiyahe ho tayo, marami, pati ‘yong media na kasama natin, nagkasakit dahil medyo mabigat daw ‘yong schedule. At ako naman po, awa ng Diyos, hindi ako tinamaan ng miski ano. Ngayon, kinakabahan ako, namamalat, baka bukas ako may trangkaso. [Tawanan]

Marami po sa ating nandito ngayon ay matagal nang nasa politika. Marami ho siguro sa inyo ay mga nauna sa akin sa politika. Malamang, kabisado na rin ninyo ang mga pasikot-sikot sa mundo ng politika, at ang mga sikretong rekado para manalo. Automatic na sa ating maging todo-sigasig para maipakilala ang kakayahan at ang ating mabubuting katangian. Kumbaga, nakuha na natin ang tamang timpla ng marketing campaign para manatili sa puwesto.

Matanong ko lang po kayo: Meron ba sa inyo rito ang nagsabi noong unang tumakbo pa lang na pananatilihin ninyo ang sistemang nagisnan? May nangako ba sa inyong kapag ibinoto tayo, walang asensong mangyayari? Palagay ko wala ho sa atin ang nagsabi nito noong tayo’y tumakbo. Sa halip, inilalatag ninyo kung paano mapapabuti ang sitwasyon ng ating mga mamamayan.

Alam kong hindi biro ang pinagdadaanan bago ninyo marating ang kinaroroonan [ninyo ngayon]. Hindi ito basta inabot lang, pinaghihirapan ito. Mayroon tayong sisikmurahing mga insulto, pambabatikos at batuhan ng putik tuwing kampanya, kung minsan lampas ng kampanya pa, at kung minsan naman bago pa ng kampanya. Maraming sakripisyo, pagod at pagtitimping kailangang bunuin. Noon nga pong nangangampanya ako sa pagka-congressman ng Tarlac, sinusuyod ko ang bawat kalsada, inaakyat ang mga dike, nagha-house-to-house sa umaga at hapon, at kaliwa’t kanang meeting naman pagdating ng gabi. Walang pagod akong nag-iikot sa kabila ng matinding init para mapalapit sa ating mga kababayan.

Mayroon nga pong biro, na marahil narinig na ninyo: Ang pormula daw po sa kampanya ay matatawag nating KBL—at hindi po Kilusang Bagong Lipunan iyon: kundi Kasal, Binyag, at Libing. Parang mula sa panganganak hanggang pagpanaw, takbuhan ka ng lahat para hingan ng tulong. Sa totoo lang, mahirap talagang tumanggi sa mga ito lalo pa’t gusto rin nating makatulong. Baka rin pagmulan pa ng sama ng loob, o isipin pa nilang hindi tayo nalalapitan.

Kahit nga po nasa puwesto na, tuloy pa rin ang ganitong mga klase ng paghingi ng pabor. Natatandaan ko po nang bagong-halal pa lang akong Congressman sa Tarlac. May lumapit sa aking konsehal at humingi ng tulong sa pag-arkila ng orkestra sa aming piyesta. Tinanong ko kung magkano, sagot po niya’y 40,000 piso daw ang babayaran bawat isa, at ‘yun na raw po ang pinakamura. Dahil ang gusto po niya dalawang orkestra ang aming kunin para meron daw relyebuhan sa pagtugtog at hindi mapagod. Samakatuwid nga ho, 80,000 piso ang kakailanganin. Ang sahod ko noon, kung ‘di ako nagkakamali ay 35,000 piso; wala pa ‘yung kaltas ng tax. Kaya sabi ko po sa kanya, doblehin man natin ang sahod ko, kukulangin pa rin sa balak niyang gastusin sa pag-arkila. At kayo po ngayon ang tatanungin ko: Paano naman popondohan ito? ‘Di po ba, sa pagpopondo sa mga ganitong panghihingi ng ating nasasakupan, saka tayo natutuksong baka gumawa ng kung ano-anong gimik?

Sa panunungkulan ko nga bilang Kinatawan ng Tarlac, minabuti kong lumapit at kumustahin ang ating mga kababayan tuwing dumadalaw ako sa iba’t ibang barangay. Sa umpisa po, ‘pag may iminungkahing proyekto sa akin, na madalas umaabot nang hindi bababa sa anim na folder kada isang barangay, o mga resolusyon ng bawat barangay, at 159 po ang barangay na sakop natin, halos pareho-pareho lang ang laman ng mga ito. Karamihan dito, gusto lang pagandahin ang kanilang barangay hall. Ang binabalik ko namang tanong sa kanila: Kapag napaganda natin ang barangay hall ninyo, ilan kaya ang makakakain diyan? Ilan ang matutulungan sa komunidad? Ilan ang aangat ang buhay kapag nagtayo tayo ng mga monumento tulad ng inyong barangay hall? Ang mungkahi ko naman: Baka mas maganda, nakiusap po ako, kung gamitin natin ang pondong mayroon tayo para sa irigasyon, sa pagpapagawa ng kalsada, o sa pagpapatayo ng mga paaralan. Sa tatlong termino ko bilang Congressman, maipagmamalaki ko sa maayos na ring kooperasyon ng ating mga nasasakupan, nandoon na nga po ang mga kapitan at ang mga konseho ng barangay, hindi bababa po sa tatlong makabuluhang proyekto ang naisakatuparan sa bawat barangay. ‘Di ko po sinasabing naubos na ang problema sa aking distrito matapos ang aking termino. Pero lahat ng bukas ang pag-iisip, makikita na may talagang nagawa tayong pagbabago sa panahon ng ating panunungkulan.

Hindi nga rin po siguro maiiwasan, na kahit nasa puwesto ka na, nariyan din ang mga kontra lang nang kontra sa inilalatag mong reporma. Sila ang mga puro batikos lang na wala namang maihaing solusyon. Kapag may hiniling sa iyong sampung bagay, at nagawa mong tuparin, sabihin na natin, ang 9.9 sa mga ito, ang mga kontra ang pilit maghahalungkat ng 0.1 at ipagsisigawang hindi mo ito nagawa.

Ngayong Pangulo na tayo, hindi naman po natin sila pag-aaksayahan ng oras. Mas nakatutok tayo sa patuloy na pagpupunla ng mga reporma at pagpitas ng mga bunga nito. Nandiyan ang mahigit apat na milyong kabahayang benepisyaryo ng Pantawid Pamilya Program, ang 20 positive credit ratings actions na nakamit natin sa ating panunungkulan, ang 2.5 milyong Pilipinong nakaalpas sa poverty line, ang 1.65 milyong nadagdag sa bilang ng mga Pilipinong nagtatrabaho mula Abril 2013 hanggang Abril 2014.

Ilan lang po ito sa mga patunay na talagang malaki na ang pagkakaiba ng sitwasyon ngayon ng Pilipinas kumpara sa ating dinatnan. Pati nga po ang ibang mga bansa, napakataas na ang kompiyansa sa atin. Noon pong bumisita tayo sa Europa kamakailan lang, isang mataas na opisyal ng prominenteng bangko sa buong mundo, ang nagsabi: Baka raw po dapat ay i-globalize natin ang piso. Ibig sabihin, magiging currency ng mundo ang piso na itini-trade sa ibang bansa. Sa totoo lang, nabigla po tayo sa mungkahing ito; sino po ba sa atin ang inisip na may magmumungkahi nito? Nang marinig nga natin ito, tinanong ko pa si Secretary Greg Domingo ng Department of Trade and Industry kasama natin doon sa pagpupulong, kung tama ba ang nadinig ko. Kailangan po ng mas malalim na pag-aaral ng ganito kalaking mga hakbang, pero malinaw naman ang mensahe ng nagmungkahi nito: Kompiyansa siya sa stabilidad ng ating ekonomiya; naniniwala siyang sulit tumaya sa Pilipinas.

Lahat po tayo rito, binigyan ng mandato ng taumbayan para pagsilbihan sila. Tayo naman, bilang mga pinuno, ay nangakong magdudulot ng pagbabago. Pero kung ang pakay mo lang ay ang manatili sa kapangyarihan, magpakulong sa siklo ng KBL, at panatilihin ang sitwasyon na dinatnan mo, ‘di ba’t parang nakikipagpalitan ka lang ng puwesto sa musical chairs?

Paano ba natin babaguhin kung saan ang pag-aabot ng panggastos sa kasal, binyag, at libing ang buod ng pagiging lingkod-bayan? Ang paniniwala ko po rito: Kailangang tugunan, hindi lang ang kasalukuyan, kundi mas mahalaga po, ang mga suliraning pangmatagalan. Sabi nga po ng nakakatanda, turuan nating mangisda ang ating mga kababayan, kaysa hayaan silang magpabalik-balik para manghingi ng isda. Kumpleto at malawakang mga solusyon ang susi sa pagbabagong inaasam natin.

Gawin po nating halimbawa ang nagawa ng pumanaw nating kasamahan na si Secretary Jesse Robredo sa Naga. Matagal pong naging problema ang pagsisiksikan ng mga maralitang tagalungsod sa Naga, at minana ito ni Jesse nang maupo siyang alkalde. Kumplikado po ang sitwasyon: Hindi madaling ilipat nang basta-basta ang mga informal settler kung wala silang pagkakakitaan sa bago nilang lilipatan. Kung walang kabuhayan sa ibang lugar, wala ka ring aasahan kundi ang pagkukumpol ng mga tao sa sentro ng kalakalan. Kaya nga po, bukod sa disente at permanenteng tahanan, naglalatag ang lokal na pamahalaan ng Naga ng mga programang pangkabuhayan at maayos na mga pasilidad sa bagong komunidad. Kaya po: ang dating mga maralitang itinuturing na hadlang sa pag-unlad, naging katuwang na sa pagtataguyod ng kaunlaran sa Naga. Ang tagumpay nga ng programang ito na pinangunahan ni Jesse ang ginagamit nating basehan para ipatupad din ang paglilikas ng informal settlers sa Kamaynilaan.

Kung nakaya pong gawin ni Jesse ang mag-isip at maglatag ng pangmatagalang solusyon sa problemang kanyang kinaharap, tinatawag rin ang bawat isa sa atin, bilang pinuno, na tumugon sa parehong paraan. Alam ko naman: Kung kaya nating ibigay, at kung naaayon sa batas, hindi po natin ipagdadamot sa ating nasasakupan, ‘di po ba? Pero gaya ng napatunayan natin sa Tarlac, alam kong mas mapapalapit tayo sa puso ng ating mga kababayan kung hindi lang pangngayon ang ating naibibigay sa kanila, kundi lalo na pati ang pangbukas, sa pamamagitan ng tunay na serbisyo, at sa pagtutok sa kapakanan nila. Sa ganitong paraan, sila mismo ang mag-aangat sa kanilang mga sarili.

Ang pinakasukatan po ng husay ng pagiging lingkod-bayan ay hindi madadaan sa galing sa pagsayaw, sa pagkakaraoke, o sa pagpapatawa. Masusukat ito sa pag-aangat sa estado ng buhay ng ating mga kababayan; at sa pagbibigay sa kanila ng lakas para panghawakan ang sarili nilang kapalaran. Magiging makabuluhan lamang ang lahat ng paghihirap sa serbisyo kung magdudulot ito ng makabuluhang pagbabago sa ating mga kababayan, lalo na sa mas nangangailangan. Kung ang isang magsasaka na kumikita lang ng sapat para sa kanyang sarili ay nananatiling isang kahig, isang tuka sa iyong panunungkulan, masasabi mo bang tinotoo mo ang panata mong magdulot ng pagbabago? Ano pang kinabukasan ang naghihintay sa kanila kung siya ay magkapamilya, kung wala naman silang aasahang reporma mula sa iyong liderato? Ang hamon po sa ating mga lingkod-bayan: gawing mas maaliwalas ang buhay ng ating mga kababayan, nang hindi na danasin pa ng kanilang mga anak ang pagdurusang ating pinagdaanan.

Sa pagtutulungan ng ULAP, ng lokal at pambansang pamahalaan, pati ng sambayanang Pilipino, patuloy nating itutok ang ating panahon sa mga proyektong tunay na naghahatid ng benepisyo sa mga Pilipino.

Sa mga kapwa ko pinuno, lagi nating tanungin ang sarili: Gaano na ba kalayo ang narating natin mula nang mag-umpisa tayo sa puwesto? Umusad ba tayo pasulong o umatras? Nanatili ba tayo o lumihis sa mandatong ipinagkaloob ng taumbayan? Isipin na lang natin ang panahon kung kailan nagretiro na tayo, at lumingon sa ating nasasakupan. ‘Di ba’t napakasarap ng pakiramdam na masabi mong, “Ang laki ng ipinagbago nitong bayan nating ito, at kasama ako sa nakiambag at nakilahok para maisakatuparan ito.”

Bilang ama ng bayan, malinaw ang tinatahak kong landas: ang gawin ang tama, at ang laging pumanig sa kung ano ang makakabuti sa aking kapwa. At habang mas marami tayong kumikilos sa iisang direksyon, mas mapapabilis pa natin ang pagbabagong tinatamasa na natin ngayon. Kapag nga po dumating ang panahon, na sabihin ng Panginoong “finished or not finished, pass your papers,” talaga pong inaasahan kong mas maunlad at mas maaliwalas na Pilipinas ang ating ipapamana sa susunod na henerasyon ng Pilipino.

SEC. COLOMA: Magandang umaga, Alan.

ALAN: Yes Sir. Ang una ko pong tanong ay ano hong—dito po si Pangulong Noy ay magtutungo sa Bali, Indonesia para dito sa tinatawag po na Democracy Forum, dalawang araw na Democracy Forum, Secretary Coloma, Sir?

SEC. COLOMA: Pinaunlakan ng ating Pangulo ang paanyaya ni outgoing Indonesian President Susilo Bambang Yudhoyono sapagkat ito ay one of the last official activities na ni Pangulong Bambang na isang matibay na kaibigan ng ating bansa. Malaki po ang naitulong ng Indonesia sa maraming larangan, kasama na rin iyong hinggil doon sa pagsasa-ayos nung kasunduang pangkapayaan sa Bangsamoro at iba pang mga regional security issues. Matibay na kaibigan ng ating bansa si Pangulong Susilo Bambang Yudhoyono.

ALAN: Opo. Dito po kaya sa very busy at hectic na schedule ng Pangulo sa kanyang pagtungo sa Bali ay may pagkakataon po ba o may naka-line up po ba na makaharap din niya ang Filipino community na naroon sa Bali, Indonesia, Secretary Coloma, Sir?

SEC. COLOMA: Tutunghayan ko lang, ‘no, hindi ko pa nakikita iyong kaganapan ng kanyang schedule. Pero ito ay isang maikling pagdalaw lamang, Alan ‘no, sapagkat may whole day program bukas, kaya nga aalis ngayong hapon para doon sa whole day program bukas, at bukas din ng gabi ay nakabalik na ang ating Pangulo dito sa ating bansa.

ALAN: Ayon, okay. Sa iba pang mga updates, Sec. Sonny, ano po. Nito pong Martes ng gabi ang Pangulong Noy mismo ang nanguna sa pagsalubong nitong paglapag dito sa atin, sa Ninoy Aquino International Airport, ng pinakamalaking passenger jet, Airbus 380, at ang piloto pala noon ay isang kababayan natin, isang Pilipino, Secretary Coloma, Sir?

SEC. COLOMA: Kilala naman ang kahusayan ng ating mga piloto na nag-empleyo hindi lamang sa mga Philippine carriers, ngunit sila ay nagpapalipad din ng mga international carriers. At ang mainam na narinig natin sa binanggit ng ating—itong si Captain (Franklin) Desederio, ang kanyang sinabi ay ikinarangal niya na patunayan na ang pinakamalaking aircraft na Airbus 380 ay maaring lumapag, magmaneobra at mag-take off sa ating Manila International Airport o Ninoy Aquino International Airport. At iyon ang kanyang pahayag nung dumating ang Airbus 380 nung Tuesday night.

ALAN: Okay. At kumbaga ito’y maitututring na isang landmark na naman para sa paliparan natin kahit na may mga obserbasyon na ito ay—ang ating paliparan ay hindi ganoon kagandahan kung ikukumpara sa ibang mga airport ay malaking karangalan din, Sec, na itong pinakamalaking lumilipad na eroplano sa kasalukuyan ay magawi dito sa atin, lumapag sa Ninoy Aquino International Airport, Sir.

SEC. At kahit nga hindi pa ganap na maganda o maayos ang ating mga airport ay gustong-gusto na nilang magpunta sa Pilipinas kaya nga pinili tayong most favored destination.

ALAN: Okay. Sa ibang usapin naman po, Secretary. Although matagal na pong napapag-uusapan at kumbaga eh hangga’t maari ay inaaral pa rin, we understand, ito pong dati pang lumutang pagtataas ng pamasahe sa MRT at sa LRT. Paano po, mukhang matutuloy na rin daw, Secretary Coloma, bago matapos ang taong kasalukuyan, Sir?

SEC. COLOMA: Hintayin natin ang hakbang ng Department of Transportation and Communications hinggil diyan. Pero tama iyong binanggit mo, noon pang 2012 yata iyon ano. Iyong 2012 State of the National Address ng Pangulo ay binanggit na niya iyong pangangailangan na itaas na ang singil sa MRT dahil kailangang ilinya naman iyan doon sa actual na gastos at ang resulta kasi ng masyadong mababang singil ay parang may penalty iyan doon sa marami rin nating mga kababayan na hindi naman ni minsan ginagamit ang pasilidad na iyan. Eh kailangan din namang maging makatuwiran ang singil at iyong dagdag na pamasahe ay gagamitin naman iyan sa patuloy na pagpapahusay ng serbisyo ng LRT at ng MRT.

ALAN: But as it is sa kasalukuyan lumalabas na ang pamahalaan ay kumbaga nagsa-subsidize ng bahagi ng pamasahe ng mga MRT at LRT riders kaya ito mababa pa, Sec?

SEC. COLOMA: Ganoon nga. Hindi talaga iyon ang recovery ng actual cost. Kaya nga kapag nagkaroon naman ng subisdiya, ang nagpapasan din naman niyan ay tayo ring mga mamamayan. So, para lang naiba lang iyong paraan ng pagpasan, pero pasanin pa rin. Kaya iyan ang dapat nating maunawaan hinggil sa bagay na iyan.

ALAN: Secretary, baka meron pa ho kayong mensahe na nais ihayag sa ating mga tagasubaybay, Sec. Coloma please.

SEC. COLOMA: Binabati po natin ang ating mga kababayan sa Lungsod ng Vigan, Ilocos Sur sapagkat napiling semi-finalist o isa na sa labing-apat na siyudad na nasa kompetisyon pa para sa pitong syudad na pipiliin bilang The World’s Seven New Wonder Cities. At ito ay maari ding makadagdag sa kasikatan, karangalan at kagalingan ng ating bansa. Sapagkat ang mga napipiling bansa dito ay nagiging mas attractive sa mga turista sa buong mundo. Kaya umaasa tayo na sa final listing ay mabibilang diyan ang ating ipinagmamalaking Siyudad ng Vigan na hitik na hitik naman sa mga Heritage Sites at pinapakita ang makulay na kasaysayan ng ating bansa at ang katatagan ng lahing Pilipino.

ANGELO PALMONES: Opo. Kasama natin si Karen.

KAREN: Good morning po Secretary.

ANGELO PALMONES: Unang una, nadagdagan pa daw itong mga bishop na humihirit na mag-resign ang Pangulo, ‘no, bahagi daw ng moral recovery ng bansa. At ang sinasabi ho ninyo, eh, napawalang saysay na itong ganitong klase ng panawagan dahil sa resulta ho ng survey na nagsasabing mas mataas pa rin iyong acceptance ho ng Pangulo? Was that your reaction?

SEC. COLOMA: Lilinawin ko lang po ano. Iyong una kasi nilang punto ay kinakailangang mag-resign. Ang tuwirang tugon po natin doon: mayroon pong mandato ang ating Pangulo, hinalal siya ng mga mamamayan at tutuparin niya nang ganap ang kanyang mandato na maglingkod sa termino na pinagkaloob sa kanya ng ating batas. Pangalawa po, kung mayroon silang sinasabing batayan na dapat magbitiw ang Pangulo at pinapabulaanan naman po ito ng majority sentiments ng mga mamamayan na nagpahayag ng kanilang performance approval at nang pagtitiwala o trust sa liderato ng ating Pangulo. Kaya’t kailangan po sigurong timbangin kung sino po ang nasa katuwiran at sino ang wala.

ANGELO PALMONES: Opo. With this development, are you going to reach out or ang Palasyo ho ba, eh, ire-reach out ito pong mga Obispo natin para malaman ano ba iyong mga sentimyento ho nila?

SEC. COLOMA: Bukas naman po ang ating Pangulo at ang ating administrasyon sa lahat ng sector ng lipunan na nais makipagtalakayan at makipagdiyalogo. Basta bukas po iyong isipan nila at maayos naman po ang kanilang pagpapaliwanag sa mga saloobin, eh, welcome naman po iyong ganyang proseso sa ating pamahalaan.

ANGELO PALMONES: Pero hindi ho manggagaling sa inyo iyong imbitasyon o kaya eh iyong request for a dialogue, hindi ho manggagaling sa Palasyo?

SEC. COLOMA: Sabihin na lang po natin na laging bukas naman po at kailan man po ay hindi naging sarado. Kaya lang po kung titingnan din naman natin iyong kanilang mga sinasabi eh tila palaban po sila at wala po sa katuwiran sa mga—iyung kanilang mga pahayag. Eh mahirap naman po kasing magkaroon ng mainam na pag-uusap kung hindi po bukas ang magkabilang panig at kung hindi po nagkakaroon ng common ground upon which to start, ‘no. Halimbawa po, mayroon po silang seryosong paratang na wala daw pong legitimacy yung mga nahalal na opisyal na sa 2013 election ay dahil daw po may anomalya daw doon sa eleksiyon. Eh para naman po mahirap unawain iyan samantalang ang lumahok po diyan napakataas po ng voter’s turnout, more than 70% at ang mga mamamayan naman po ay hindi nagpapahayag ng pagtutol sa naging resulta ng halalan, pagkatapos sila po ay biglang magsasabi na may anomalya daw, tila daw niluto lamang nang Commission on Election at isa rin po iyan sa kanilang batayan sa pagsasabing wala daw pong legitimacy ang ating pamahalaan. Eh paano naman po magiging makatuwiran o kapani-paniwala iyong kanilang sinasabi kapag iyan po ang basic premise.

ANGELO PALMONES: Okay. Anyway, sige hintayin natin silang mag-request, Secretary.

Pero, kahapon ho kasi, Secretary, nagkaproblema na naman iyong MRT, hindi kaya uminit ang ulo ng Pangulo dito sa development na ito? Dahil baka lalong hindi mapagbigyan iyong hinihinging increase ng MRT at saka ng LRT dahil dito sa development na ito.

SEC. COLOMA: Liwanagin din natin ‘Kong’, ‘no, kasi yung pong problema niyan ay nauugat doon sa mga depekto sa maintenance system at sa maintenance agreement, isa po iyon. Pero iyong mas basic po, mas fundamental na problemang kinakaharap natin ay iyong katotohanan na over capacity po talaga ang ating MRT dahil lumululan po at nagseserbisyo sa 350,000 na commuters araw-araw na far in excess of its capacity na 200,ooo lamang po. Kaya iyon po talaga ang basic problem na dapat nating tukuyin habang inaantay pa po iyong delivery ng mga dagdag na bagon na naka-schedule pa po sa darating na taon.

ANGELO PALMONES: Oho, pero so far, wala siyang naging reaksiyon doon sa nangyari kahapon, hah?

SEC. COLOMA: Araw-araw naman po ay tinutukan ng Pangulo iyan at tinitiyak na kung mayroong aberya o mayroong nangyaring deviation from the expected service level ay tinutukoy kaagad at binibigyan ng kagyat na atensiyon para sa kapakanan at kaligtasan ng ating mga mamamayan.

ANGELO PALMONES: Hindi naman naitanong si Secretary Jun Abaya na, “kaya mo pa ba?” Totoo ho iyon, Secretary, may dialogue bang ganun na tinanong daw si General Purisima na “kaya mo pa ba?”

SEC. COLOMA: Ah, wala po akong ganung impormasyon.

KAREN: Yes, Secretary Sonny Coloma.

SEC. COLOMA: Yes, Karen.

KAREN: Opo, kasi ang mga misis ng tahanan namomoroblema po tungkol po sa increase nanaman daw po naka-amba o nag-increase na sa singil po ng kuryente po, this October ay almost 60% daw po ang idadagdag sa singil sa kuryente. Ano po ang magiging hakbang ng Malacañang tungkol po dito? Lalo na at malapit na pong mag-Pasko at alam naman po natin na hindi po masaya ang Christmas kapag ka mataas po ang singil ng kuryente.

SEC. COLOMA: Tinututukan po ng ating Energy Regulatory Commission at Department of Energy iyong naging batayan doon sa pagtaya ng generation charge na siyang ginagamit na batayan sa pag—sa computation ng overall charge para sa mga end users po ng ating kuryente. At ang siyentipikong sinusunod diyan ay dapat ito ay makatuwiran at wala pong pagmamalabis o pagsasamantala sa bahagi ng mga nagbibigay ng serbisyo. Kaya ito po ay patuloy na inaalam ng ating pamahalaan. At kung maalala natin iyong naging karanasan doon sa nagkaroon ng shutdown iyong Malampaya at tumaas ng lubos o mataas iyong—0 biglang nagtaas iyong presyo ng kuryente, nirepaso po ito ng ating Energy Regulatory Commission at binago po nila iyong batayan ng pagsingil sa kuryente. Kaya kung mayroon pong napansin na ganiyan makatitiyak po tayo na pag-aaralan, susuriin po iyan, kung makatuwiran at naayon po sa batas.

ANGELO PALMONES: Okay, ayan. Secretary siguro sa mga susunod na pagkakataon tawag kami ulit. Pero last question na lang ho namin. Naimbitahan na ba kayo doon sa garden sa Rosario, Batangas?

SEC. COLOMA: Wala po akong alam na “garden.”

TUNYING: Atty. Malou kumusta po kayo. Umagang kay ganda po sa inyo.

ATTY. TIQUIA: Umagang kay ganda sa iyo.

TUNYING: Opo. At makakapiling po naman naman natin sa linya ng telepono ang atin pong paborito, kaibigan, Presidential Communication Secretary Herminio “Sonny” Coloma, Jr.

Secretary Coloma umagang kay ganda po sa inyo.

ATTY. TIQUIA: Umagang kay ganda Tunying sa iyo at sa ating kaibigang si Malou.

TUNYING: Atty. Malou, kayo na po ang uunahin ko. Kayo po bilang matagal na ring nag-oobserba dito po sa kaso na ito. Ano po ang reaksyon ninyo sa nakita nating ari-arian na ipinakita po sa media ni General Purisima doon sa San Leonardo, Nueva Ecija; ito po ba ay nakatulong sa kanyang depensa o lalo pang nakapagdiin sa kanya?

ATTY. TIQUIA: Sa tingin ko welcome iyong ipinakita niya sa media, nagpunta doon sa media. Malaking bagay na nakita ng taumbayan kung ano ang itsura nung ari-arian niya, pero hindi naman kumpleto iyong pag-o-open up. Kunwari, hindi napuntahan iyong poultry farm yata na kasama rin yata doon sa ektarya ng lupain. Sana iyong effort na pagpapahayag, pagpapakita ginawa ng kabuuan para nakita ng tao, isang beses lang, “Ah totoo naman pala, puwede naman pa lang ma-explain.” Kasi hangga’t hindi mo pinapakita iyong kabuuan may pagdududa ka pa rin.

TUNYING: Kung sabagay ang pagkaka-alam ko po iyong poultry naman sa ibang lugar, ito po ay San Leonardo, iyong poultry po ay sa Cabanatuan. Kaya po siguro hinahanap ninyo iyon.

ATTY. TIQUIA: Ah okay.

TUNYING: Pero doon po sa uri ng bahay, kasi ang pinag-uusapan dito nung mga nakaraang araw, hindi ito mansion ito ay ordinaryong bahay. Ano po ang reaksyon?

ATTY. TIQUIA: Sa tingin ko maka-qualify mo iyong mansion. Kasi iyong ordinaryong bahay sa Pilipinas, iyong nipa hut or sementado na dalawang bedrooms. So, kung titingnan mo iyong kabuuan nung kanyang properties, hindi nga siya Forbes Park, pero hindi naman siya Tondo. So, hindi rin naman siya middle income; kasi kapag pumunta ka sa middle income houses hindi mo makikita ang mga iyan. So, masasabi mong puwedeng mansion doon sa definition na pag nilagay mo sa probinsya o kinompare mo sa mga bahay dito sa Metro Manila, mansion iyon.

TUNYING: Kung sabagay po, kagabi po ay na-interview ko ang isang miyembro ng United Architects of the Philippines. Ang sabi niya naman, hindi ito mansion, pero ito ay “villa.”

ATTY. TIQUIA: Oo, iyan. Oo, tama iyan siguro.

TUNYING: At hindi po ito ordinaryo. Pero ang isa po bang—well in fairness naman kay General Purisima, siya po naman ay hindi ordinaryong empleyado ng gobyerno, tingin ninyo, he can afford naman ho siguro na nakapagpatayo ng ganito. Ano ang tingin ninyo?

ATTY. TIQUIA: Kailangang kasing establish muna iyon sa SALN niya, kung saan nanggaling iyong mga pondo na pinagpatayo iyong bahay. Alam mo, Tunying, meron tayong tinatawag na Ethical Standards Law 6713 na doon clearly dinifine, ano ang regalo, ano ang puwedeng regalong tanggapin, ano ang conflict of interest na kailangan mong i-disclose. Ano iyong kailangan mong lagyan ng eksplanasyon sa iyong SALN, dahil iyon ang requirement ng batas. So, kung sa batas dini-define doon na bawal ang tumanggap ng regalo, bawal ang loan na tumanggap; discount is a benefit to you, kailangan mong i-disclose iyon.

Secretary Coloma ang lagi pong naipipintas sa pamahalaan dito ay para daw pong idine-depensa ng gobyerno ang baluktot. Ano po ba talaga ang stand ng Pangulo in so far as General Purisima’s case is concerned?

SEC. COLOMA: Nung dumating po ang Pangulo mula sa paglalakbay ay ipinatawag po si General Purisima dahil nga po sa mga nalathalang paratang laban sa kanya at iyong kanyang hindi pagdalo sa hearing ng Senate committee na pinamumunuan ni Senator Grace Poe. Kaya naman po nung siya ay nakipagkita sa Pangulo, hiningan po siya ng paliwanag hinggil sa mga isyung lumutang laban sa kanya at iyan po ang ginawa ng Pangulo. Humingi po ng paliwanag kay General Purisma para po maalam kung ano po iyong estado nung mga paratang laban sa kanya.

TUNYING: Iyon po bang—halimbawa po iyong sa bahay po, actually hindi naman po ito tirahan niya talaga, rest house lang po ito, pahingahan o puntahan tuwing weekend siguro. Dito po ba ay kumbinsido kayo sa kanya pong explanation?

SEC. COLOMA: Ang batayang prinsipyo natin dito, Tunying, katulad ng inilahad ni Malou, ay iyong kahalagahan na kung ano iyong dineklara mo sa iyong Statement of Assets Liability and Networth na ito ay makatotohanan at mapapatunayan na ito ay galing sa mga lawful sources at ito ay puwedeng panindigan batay nga sa iyong katayuan bilang isang opisyal. Iyan lang naman po ang importante, iyong prinsipyo ng accountability of public officials at iyon din po ang ang pamantayan ng ating Pangulo. Wala pong exempted doon sa “principle of accountability.”

TUNYING: Huli na lang po. Doon po sa mga nagdududa, sapagkat bago pa gawin ang lifestyle check ay may binanggit na po ang Pangulo, actually, sa America po niya binanggit na ang pagkakakilala niya kay General Purisima: hindi matakaw, hindi maluho, pero lumalabas po itong mga properties na ito, may diskuwentong mahigit dalawang milyon sa isang purchase na isang SUV.

Ano po ang garantiyang kaya ninyong bitawan sa mga mamamayan na ang proseso po ay hindi pakikialaman ng Pangulo, hindi lang po sa lifestyle check sa DILG kung hindi pati po sa Ombudsman, kahit kaibigan po niya ng matagal itong is General Purisima? Go ahead po.

SEC. COLOMA: Eh mismo pong ang ating Ombudsman, si Justice Morales, ay nagdeklara na na kanilang isinagawa iyong karampatang lifestyle check. At batid naman po natin meron na ring nagsampa ng formal complaint sa Office of the Ombudsman at talaga naman pong kinikilala po at ginagalang ng Ehukitibo ang pagiging independiyente ng ating Ombudsman kaya makatitiyak po ang mga mamamayan na hindi po hahadlangan ang mga prosesong legal.

Atty. Malou hindi po iilang beses nating narinig ang depensa po ng Pangulo kay General Purisima. Paano po ito makaka-apekto sa mga gumugulong na proseso?

ATTY. TIQUIA: Napakahalaga kasing maging neutral ang Pangulo, dahil appointee mo iyon. So, kung ako, sana mas magandang himukin niya na i-make public iyong SALN, i-make public ang kanyang tax declaration sa lupa, pagbabayad ng amelyar at sa kanyang income. Iyon kasi iyong hingi ng bayan, lalo na sa FOI. Kung tayo ay may FOI hindi natin hihingin sa gobyerno itong mga ito, magiging public. Ang media magkakaroon ng ngipin to really go after anomalies.

So, napakahalaga na makitaan natin ang Pangulo na maging neutral ditto sa bagay-bagay na ito, kasi nahusgahan na eh. Tama iyong sinabi mo nasa Amerika pa lang siya, hindi na pa niya nakakausap, meron na siyang sinabi na “ang pagka-alam ko.” So, based on a relationship na—they really went several years ago, napakahalaga na makitang neutral siya sa proseso.

TUNYING: Ano po ba ang gusto ninyong maging ending dito?

ATTY. TIQUIA: Ang akin maging accountable si General Purisima. Kasi iyong position ng Chief PNP napakataas iyan. Ikaw ang—you lead people, you lead an organization, ikaw ang in-charge sa peace and order ng bansa. Napakahalaga na makitaan ka na malinis ka, accountable ka sa iyong ginawa at hindi ka tumatanggap ng discount o meron kang maja-justify na “ah, oo ito naman palang pinagpatayo ay galing sa kita ng several years ago.” Madali iyon eh, iyong “discount” ang nahihirapan ako.

TUNYING: Medyo mabigat po iyon. Dahil almost P4 million, P3.5 million daw iyong Prado. Tapos nakuha niya ng P1.5.

Kayo naman ay sumama sa kanya, tiningnan ninyo iyong bahay. Wala namang pagbatikos, ang nangyari ay nakita lamang natin na iyong aerial shot ay pareho sa ground shot.

Mr. President hindi po kami kalaban. Ang totoo po kami ang inyong kakampi na nagpapa-alala po sa inyo, sapagkat kami po ay bomoto sa inyo nung 2010 elections.

Kay General Purisima naman: Huwag ka nang magpalusot, Sir. Pinahihirapan mo pa ang Pangulo. Bitaw na, huli ka na.

Inflation eases to 4.4 percent in September 2014

MANILA – Slower increases in the prices of food, electricity, and petroleum eased inflation to 4.4 percent in September 2014, according to the National Economic and Development Authority (NEDA).

“Moderate food inflation, lower electricity charges and the roll-back in global and local petroleum prices contributed to the slower overall inflation in this period,” said NEDA Officer-in-Charge (OIC) and Deputy Director-General Emmanuel F. Esguerra.

Food inflation slid to 7.4 percent in September 2014 from 8.3 percent in the previous month. Lower price increases in rice (10.7% from 13.2%), corn (8.3% from 9.1%) and vegetables (9.8% from 15.0%) backed this slowdown.

The Dubai crude oil’s international price also declined, which pulled down local petroleum prices in September 2014. The generation charge of MERALCO rose by only 0.4 percent in September 2014. “This was much lower when compared to the almost 12 percent annual increase reported in the previous month. Generation and transmission charges declined, with the improved availability of generation plants in operation and with less forced outages,” the NEDA official said.

Meanwhile, inflation rate also stood at 4.4 percent year-to-date, which is still within the Development Budget Coordination Committee (DBCC)’s inflation target of 3.0 to 5.0 percent for 2014.

“This slowdown appears to be geographically broad-based, as sluggish annual growths in inflation were recorded in the National Captal Region (NCR) and in areas outside of NCR in September 2014,” said Esguerra.

NCR’s inflation rate went down to 3.5 percent in September 2014 from 4.4 percent in August 2014. Also, 13 out of the 16 regions outside of NCR recorded slower year-on-year price increases. This resulted in a lower overall inflation of 4.7 percent for these regions in September 2014, from the 5.0 percent in the previous month.

Overall, NEDA still expects that the country’s inflation rate for full-year 2014 will still be within the DBCC full year target of 3.0 to 5.0 percent.

“Notwithstanding upward pressures on prices, the general market inflation expectations remain well-anchored, as policies remain supportive of manageable inflation rate” said Esguerra.

Ombudsman indicts Polillo ex-mayor, 2 others for graft

The Office of the Ombudsman indicted the former mayor, treasurer, and assessor of Polillo, Quezon for the illegal purchase of a parcel of swamp land in 2005 using public funds.

In an 11-page Order, Ombudsman Conchita Carpio Morales affirmed the filing of criminal charges before the Sandiganbayan against former Mayor Isarme Bosque, Municipal Treasurer Carmelita Marasigan, and Municipal Assessor Samson Ayapana for violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (R.A. No. 3019).

Records show that Bosque entered into a deed of sale without authority from the Sangguniang Bayan for the purchase of 3.3 hectares of land in Barangay Libjo without conducting a feasibility study on the suitability of the project site, and no ocular inspection was conducted prior to acquisition.

The lot with an assessed value of P24,870.00 was bought for P411,000.00.

The Sangguniang Bayan enacted Appropriation Ordinance No. 02-2005 providing for a supplemental budget of P500,000.00 for capital outlay to cover the purchase of a lot to be used for low-cost housing, municipal cemetery, and a municipal dumpsite.

The Inspection Report by the Community Environment and Natural Resources Office of Real, Quezon determined, however, that out of the 3.3 hectares, only one hectare may be used for low-cost housing and the rest may only be used for fish pond or agricultural plantation purposes.

The Certification issued by the Deputy Zoning Administrator of the municipality also showed that based on the existing zoning ordinance, the purchased lot is within the agricultural, forest/shore easement zone of the municipality.

Section 3(e) of R.A. No. 3019 punishes a public officer who, in the discharge of his official functions, act with manifest partiality, evident bad faith, or gross inexcusable negligence causing undue injury to any party, including the government, or giving any private party unwarranted benefits, advantage, or preference.

BFP official charged with extortion

 The Office of the Ombudsman ordered the filing of criminal charges against Senior Fire Officer II Carlos Francisco of the Bureau of Fire Protection (BFP) for Robbery (Extortion) and violation of Section 3(b) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act).

SFO2 Francisco was nabbed in an entrapment operation conducted by agents of the National Bureau Investigation on 26 September 2014 upon complaint of Carne Fresca, Inc. (CFI).

Records of the inquest proceedings reveal that CFI applied for a business permit that required, among others, a Fire Safety Inspection Certification (FSIC) from the BFP San Lazaro station. On 05 June 2014, Francisco conducted an ocular inspection of the CFI establishment and recommended that CFI provide six units of fire extinguishers, three units of illuminated exit signs, and payment of processing fee. Francisco also required that the fire extinguishers be bought from a preferred supplier, NEMRAC Trading, which sells a unit of fire extinguisher at P6,500.00, as compared to those sold by Mark Vent Enterprises at only P4,500.00 per unit.

Upon learning that the fire extinguishers and illuminated exit signs were bought from Mark Vent, Francisco was quoted as saying “Bakit dyan ka kumuha eh may kumisyon ako kay NEMRAC? Di pwede yan. Kung gusto mo, ikaw na bahala sa kumisyon ko para wala na tayong problema,”asking for P10,000.00 in exchange. CFI was able to haggle for a lower price of P4,000.00 in exchange for the issuance of the FSIC.

Section 3 (b) of R.A. No. 3019 prohibits public officials from directly or indirectly requesting or receiving any gift, present, share, percentage, or benefit, for himself or for any other person, in connection with any contract or transaction, wherein the public officer in his official capacity has to intervene under the law.

Pending administrative proceedings for the charge of Grave Misconduct, SF02 Francisco was preventively suspended for six months without pay.

BSP honors its stakeholders in Davao City

Stakeholders of the Bangko Sentral ng Pilipinas (BSP) in Regions X, XI and Caraga were feted during the Awards Ceremony and Appreciation Lunch held at the Crystal Ballroom, The Pinnacle Hotel and Suites, Davao City on 7 October 2014. Lawmakers, finance execs back budget plans, fiscal autonomy for Bangsamoro

MANILA – Legislators and Cabinet officials in the finance sector expressed firm support to the provisions of the proposed Bangsamoro Basic Law or House Bill 4994 on funding and revenues for the future Bangsamoro region so that it can exercise fiscal autonomy as envisioned in the Comprehensive Agreement on the Bangsamoro, catch-up in development, and boost the country’s economy.‎

“That is why we are pursuing this Bangsamoro Basic Law because we believe that we will save more if there’s peace and we will generate more if there’s peace,” underscored Bureau of Internal Revenue (BIR) Commissioner Kim Jacinto-Henares during Tuesday's hearing of the Ad Hoc Committee on the Bangsamoro at the House of Representatives. Said hearing was the third in ‎a series of marathon meetings on the BBL.

Department of Budget Management (DBM) Secretary Florencio Abad, on his part, conveyed that while resource persons from various government agencies are invited by Congress in reviewing the Bangsamoro bill, the proposed law which is “submitted by the executive (to Congress for passage) is the national government’s position”.

Abad shared that the DBM was consulted, and it concurred on the “possibility and reasonableness” of providing “annual block grants” for the future Bangsamoro region. Under the draft BBL, the annual block grant for the Bangsamoro will be automatically appropriated. For the budget year immediately following the year the BBL takes effect, the amount of the annual block grant shall be equivalent to four percent (4%) of the net national internal revenue collection of the BIR, less the internal revenue allotment of local government units.

According to Abad, the 2015 budget proposed for the Autonomous Region in Muslim Mindanao (ARMM) is about P 24.3 billion, while the future annual block grant for the proposed Bangsamoro government according to the 4 percent calculation will amount to P 27 billion.

On the part of the lawmakers, Maguindanao 1st District and Cotabato City Representative Bai Sandra Sema said that there can be improved revenue collections in the autonomous region when there is peace in Mindanao. “How much is going (to be gained) let’s say for peace in Mindanao? I think we can relate it to that,” she said.

Likewise, Cagayan de Oro Representative Rufus Rodriguez, who chairs the Ad Hoc Committee on the Bangsamoro said that “we are giving more fiscal autonomy to them because we are really putting up a Bangsamoro entity with more powers than ARMM had. There is a new dawn, new hopes being tried here.”

Rodriguez and Partylist Rep. Silvestre Bello III of 1-BAP shared support to the devolution of powers for fiscal autonomy of the future Bangsamoro. According to Rodriguez, “justice is relative for some sectors and the justice being defined now is giving affirmative action for those neglected for so long.”

Revenues of the Bangsamoro

Meanwhile, University of the Philippines Prof. Leonor M. Briones also expressed support to giving fiscal autonomy for the future Bangsamoro. However, she also urged clear understanding on the financial aspect of the Bangsamoro bill, specifically on the grants or budget calculations for the future autonomous region.

According to the Bangsamoro bill, the sources of revenue of the Bangsamoro government shall include among others, taxes including additional taxes beyond those already devolved to the ARMM such as capital gains tax, donor’s tax, estate tax, and documentary stamp tax provided all elements are in the Bangsamoro area; fees and charges; annual block grant; loans, whether foreign or domestic, which the Bangsamoro Government is authorized to contract.

The Bangsamoro will also have a share in the government revenues derived from the exploration, development, and utilization of natural resources through the following shares: 100 percent of revenues for non-metallic minerals; 75 percent for metallic minerals; and 50 percent for fossil fuels and uranium. Other sources of revenues include: Bangsamoro Government bills, bonds, notes, debentures; Overseas Development Assistance; grants and donations; and share in the GOCCs operating in the Bangamoro. Moreover, a Special Development Fund (SDF) will also be established for the rehabilitation of the region which has been affected by conflict.

Presidential Adviser on the Peace Process Teresita Quintos Deles, Government of the Philippines (GPH) Peace Panel Chair Prof. Miriam Coronel-Ferrer, and panel member Senen Bacani also joined the third ad hoc committee hearing as resource persons on the Bangsamoro bill.

Coronel-Ferrer shared that the GPH Panel ensured consultations with the Cabinet during the negotiations with the Moro Islamic Liberation Front for the Comprehensive Agreement on the Bangsamoro (CAB) and during the drafting by the Bangsamoro Transition Commission of the BBL. She said they were “very much on the loop during the cabinet meetings that were held with reference to the progress of the different provisions of the agreement.”

Bacani stressed that “No less than the framers of the 1987 Philippine Constitution under Article 10 sought to strengthen local autonomy by making available resources to the local government units' funds to finance their programs and projects.” He added that “the privileges already enjoyed by the local government units within the Bangsamoro under existing laws shall not be diminished” including their internal revenue allotment (IRA) from the national government. Meanwhile, the annual block grants to the Bangsamoro region “are similar to the IRA being granted to the local government units.”

Auditing of Bangsamoro

Auditing, conduct of elections, and welfare of civil servants in the current ARMM regional government were also tackled during the hearing on Tuesday afternoon with officials from constitutional commissions in attendance, namely from the Commission on Audit (COA), Commission on Elections (COMELEC), and the Commission on Civil Service (CSC).

Rep. Rodriguez affirmed that “no provision of this Bangsamoro bill can oust powers” of constitutional commissions. “There will be no diminution of powers, not even a single inch,” he said.

He posited that while the Bangsamoro will create its Bangsamoro auditing body, the powers of COA will “reign supreme” and “there is just a layer (of auditing) because we are devolving powers.”

DFA holds Seminar-Workshop on Administrative Justice

08 October 2014 - A Seminar-Workshop on Administrative Justice (SWAJ), spearheaded by the Office of the Undersecretary for Administration (OUA) – Board of Foreign Service Administration (BFSA) Secretariat, was held from October 1 to 2 at the Bulwagang Apolinario Mabini, Department of Foreign Affairs, Pasay City.

Resource persons from the Civil Service Commission (CSC) and the Department of Justice (DOJ) gave lectures to forty (40) participants from various offices of the DFA. Atty. Cielito A. Martinez, Chief of the Legal Services Division of CSC-NCR, discussed the Revised Rules on Administrative Cases in the Civil Services (RRACCS), Administrative Rules on Sexual Harassment Cases and updates in administrative jurisprudence. Atty. Richard Anthony D. Fadullon, Senior Deputy State Prosecutor of the DOJ lectured on investigation procedures, evidence appreciation and administrative procedures in the DOJ. Senior Special Assistant and Board Secretary, Noel Servigon, discussed the DFA Rules of Procedure in Administrative Cases, suppletory to the RRACCS.

The seminar was concluded with a moot court activity, with the participants taking their respective roles as complainant, respondent and hearing officer.

DFA Undersecretary for Administration, Linglingay F. Lacanlale, in her message delivered during the closing ceremony, emphasized the significance of enhancing the knowledge and skills of personnel who shall perform investigation, prosecution and adjudication duties for administrative cases in the Department, in conformity with updated rules of procedures and jurisprudence.

08 October 2014 - With the support of the Department of Tourism’s New York Office, the Philippine Embassy in Ottawa showed off Philippine tourist destinations as well as an assortment of Philippine crafts and food products at the First Ottawa International Expo (OIE) – International Food and Drink Soirée on October 4 at the Ottawa Convention Centre.

Organized by Events by Starfish, the Expo spotlighted food, beverage and crafts from Asia, Latin America, the Middle East, the Mediterranean, the Caribbean, Africa and Europe.

Smartly put together, the Philippine booth displayed iconic images of Bohol, Palawan, Davao, Boracay, Cebu and Batangas and non-stop movie clips of other fun attractions of the Philippines in full view of over 2,000 Canadian visitors who flocked to the Expo. The Expo also presented an opportunity for the Embassy to market Winter Escapade 2, a customized visitor package targeting Filipinos and tourists from Canada and the United States. Riding on the success of the maiden tour in January 2014, the next Winter Escapade will bring participants to Dumaguete, Siquijor or Apo Island, Bohol, Cebu and Makati over eight days and seven nights from January 30 to February 06, 2015.

Dressing up the Philippine booth were finely-made shell craft, jewelry, baskets, woodcraft, tapestries and other traditional woven fabrics from the Cagayan Valley, Iloilo and Cotabato and other provinces in Mindanao.

Throughout the soirée, more than a thousand visitors lined up at the Philippine booth to sample Philippine tropical fruit juices, bar snacks, dried mangoes and candies as well as turonitos which the Philippine Embassy sourced from local stores with a view to stimulating demand for Philippine processed foods beyond an ethnic market.

Lively entertainment at the Expo featured the Tinikling presented by the Philippine Dance Troupe of Ottawa. Philippine-born deejay David Deez played music from all over the world, including some hits from his native country.

Philippine Ambassador to Canada Petronila P. Garcia, initiated Philippine Embassy participation in the event. “The response to our tourism and trade offerings at the First Ottawa International Expo has been overwhelmingly positive. Our Canadian visitors simply kept coming back for more of our food and fruit juices. Many were sufficiently informed and visibly enticed by our displays and samples to the extent of considering the Philippines as their next holiday destination. After this evening’s Expo, I am confident that the fruits of our Philippine tourism and trade promotion in Canada will continue to multiply by word of mouth,” Ambassador Garcia enthused.

Php33.2 million worth ARCCESS Projects in Region 7

The Department of Agrarian Reform (DAR) recently implemented Php 33.2 miilion worth of projects with Professional Service Providers (PSPs) for the benefits of agrarian reform beneficiaries organizations (ARBOs) in Central Visayas.

This developed after the signing of the memorandum of agreement between the DAR and the PSPs on Agri-Extension Services (AES), Business Management Services (BMS) and Progress and Process Monitoring (PPM) under the Department’s Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) program.

Director Leonidas challenged the service providers “to improve the lives of our beneficiaries”. He explained that under ARCCESS projects, partnership would help ARCCESS beneficiaries undertake and manage effectively their agri-enterprises.

DAR provides support services that will help the ARBs become viable entrepreneurs. The BDS is the capability building and technical assistance component that will help ARBs enterprises, and in their farm management and business operations.

Region 7 Director Stephen M. Leonidas said the projects is under the ARCCESS program with contract price of Php 4.156 million to provide Agri-Extension Services for the six leading ARBOs in Bohol and Php 4.625 million for the 17 other ARBOs in Negros Oriental.

Leonidas said Siliman University would provide business development services with contract price of Php 6.93 million for 17 ARBOs in Negros Oriental and First Consolidated Cooperative Along Seaboards in Tañon Strait (FCCT) as service provider with Php 3.51 million contract price for six ARBOs in Bohol and Php 4.74 million for nine ARBOs in Cebu.

Leonidas added that Infoshare Management would implement the Progress and Process Monitoring (PPM) projects systems with a contract price of Php 1.698 million for 6 sub-projects for 6 lead ARBOs in Bohol.

The All -Asian Centre for Enterprise Development Inc. (ASCEND Inc.) with a contract price of Php 2.52 million for 8 sub-projects for 9 lead ARBOs in Cebu and Ateneo de Davao thru its Institute for Socio Economic Development Initiatives (ISEDI) for a contract price Php 4.052 million for 12 sub-projects for 17 ARBOs in Negros Oriental and Php.963 million for 3 sub-projects for 10 lead ARBOs in Siquijor.

Being an archipelago advantageous in preventing spread of livestock disease -DA

The Department of Agriculture said today that the Philippines' being divided to more than 7,000 islands is an advantage in controlling livestock diseases.

"Ano advantage ng island by island? Halimbawa magkaroon ka ng sakit sa isang island, pwede mong ma-control yun. 'Yung iba free sa disease. Sa ibang bansang one mass of land, pag may nagkasakit na hayop, malaki ang tendency na madamay lahat (What is the advantage of being separated by islands? If disease is prevalent in one, you can control it and spare the other islands. Contagion is more likely in countries with a single land mass)," Agriculture Undersecretary for livestock Jose Reano said.

According to Reano, agriculture is the strength of the Philippines.

"Without agriculture, wala tayong maipagmamalaki. Industry-wise, maliit pa tayo. Pero agriculture, we can supply," he said. He echoed what Agriculture Secretary Proceso said, that we are foot and mouth disease free without vaccination, that's why we can export our pork.

He reiterated that we are also avian flu free, enabling us to export our chicken.

“This is how blessed the Philippines is. We only need to harness these blessings,” Reano added.

The undersecretary also underlined the importance of food safety, saying that we should not only be careful with what we eat, but also think of the safety of what the future generations will consume. “

In any country, the best thing to do is protect your people through the food they eat because that might become a problem in the years to come,” Reano said.

The undersecretary also underlined the importance of a being ready and having a good plan.

"We are on the right track, hindi tayo namamali. Ang agriculture setup natin, sa livestock, mayroon tayong genetic reproductive plan, nutrition plan, health plan, product and byproduct development plan, for all animals. Naka-setup ang livestock natin at agriculture for the future," he said.

PhilHealth salutes elderly Filipinos

IN observance of the “Linggo ng Katandaang Pilipino,” the Philippine Health Insurance Corporation (PhilHealth) is spearheading a forum on social protection programs for the elderly citizens on October 7, 2014 at the SM Megamall’s Megatrade Hall 3 in Mandaluyong City.

The first week of October is devoted for the elderly citizens of the country in accordance with Presidential Proclamation No. 470 s-1994.

The October 7 event shall feature lectures about programs implemented by PhilHealth, the Social Security System (SSS) and the Government Service Insurance System (GSIS) that target the elderly. Its highlight shall be the ceremonial signing of a manifesto by the heads of agencies that implement social security programs for the elderly under Republic Act 9994 or The Expanded Senior Citizens Act of 2010. These agencies are PhilHealth, the Department of Social Welfare and Development (DSWD), GSIS and the SSS. The manifesto aims to promote the effective provision of adequate social services and social protection to all the Filipinos, particularly the poor and the elderly.

“Through this event, we expect to further raise public awareness on our Lifetime Member Program (LMP) and the various options through which elderly Filipinos can be covered by the National Health Insurance Program,” said PhilHealth President and CEO Alexander A. Padilla

A bill seeking to grant mandatory PhilHealth coverage for all senior citizens has passed the Senate’s third reading and is expected to be ratified into law soon. “We welcome this development and we are looking forward to actively participating in the series of consultative sessions for the upcoming law’s implementing rules and regulations,” Padilla said.

As of June this year, there are about 1.45 million Lifetime Members and dependents, representing almost two (2) percent of the total membership count of PhilHealth. These members are provided with PhilHealth coverage for life, without having to pay any premium anymore.

“Our LMP is open to those who have made 120 monthly contributions to the NHIP, and have reached the age of retirement,” Padilla said, clarifying however, that those who are still gainfully employed even at age of retirement are not yet eligible under the LMP.

A team from PhilHealth will set up a booth that provides information dissemination services at the trade hall. The team will also accept applications for registration of new LMP members and updating of their Member Data Records.

The SSS and GSIS will also do the same. They will set up booths that will provide member services not only to the participating senior citizens but to mall goers as well. The Department of Trade and Industry (DTI) and the Department of Health (DOH) will also have their own information dissemination booths inside the Megatrade Hall.

The event shall be replicated in key cities of the Philippines, albeit on different dates within the month of October. PhilHealth Regional Office II is having its event on Oct 3 at Hotel Carmelita in Tuguegarao City. There will be a discussion on RA 9994 and PhilHealth coverage for the elderly.

PhilHealth’s Regional Office in Cordillera Administrative Region will hold their event on Oct 8 in Bontoc, Mt Province. There will be a ceremonial distribution of LMP ID cards, information and education campaign and provision of member registration services.

Down south, PhilHealth Regional Offices 8, 12 and CARAGA will have events in several cities across the month. There will be registration of Lifetime Members, updating of records, conduct of feedback survey, and distribution of IDs and MDRs. Giveaways and freebies will also be distributed in addition to the provision of medical services for the participants in selected locations.

On the other hand, PhilHealth Local Health Insurance Offices in the National Capital Region (NCR) and Rizal shall complement the October 7 event in Megatrade Hall by providing freebies to lolos and lolas who will register as Lifetime Members during the day.

Kasambahay gets P 324,290 in unpaid salaries thru SENA

A ‘kasambahay’ recovered P324,290 in unpaid salaries following the successful effort of the Regional Conciliation and Mediation Branch–National Capital Region to resolve her complaint, NCMB Executive Director Reynaldo R. Ubaldo reported to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz. In his report, Ubaldo said Nena Zabaldica received the equivalent of four years’ salary when she and her employer agreed to settle on 30 July 2014 before NCMB-NCR Conciliator-Mediator Hacelfeo Cuares. “Through conciliation, Mr. Cuares was able to formulate a mutually-acceptable solution to the complaint of Ms. Zabaldica,” Ubaldo said, adding that the compromise agreement was a win-win solution for both the complainant and her former employer. “Both parties were spared of the inconveniences that go with litigation, which were most likely had they resorted to the courts to decide on their dispute,” Ubaldo added. Zabaldica filed her request for assistance (RFA) with the NCMB-NCR on 22 July 2014, alleging her employer, Hyun Euy Seong, a Korean national, had not paid her salary from 15 July 2010 to 22 July 2014. Seong admitted to the offense, but argued that the ‘kasambahay’ left her job and failed to return on the date that she was supposed to come back. But Zabaldica countered she did come back, only to find out that she had been replaced. She then filed the request for assistance to recover unpaid salaries from the employer. Cuares succeeded in working out a compromise agreement between the parties, by getting Seong to pay Zabaldica the amount of P324,290 representing her unpaid salaries for four years. The amount, though, was reduced to P173,227 after deducting some P151,163 in cash advances and loans she obtained from the employer. Zabaldica was more than happy to receive her claims and indicated that she was no longer interested in pursuing a civil/criminal case against her former employer. Batas Kasambahay or Republic Act 10361 and its implementing rules and regulations imposes the administrative penalty of P10,000 to not more than P40,000 for unlawful acts committed by employers, without prejudice to the filing of appropriate civil and/or criminal action by the aggrieved party. The said law likewise provides for mechanisms of settlement of disputes through the 30-day mandatory conciliation under the Single Entry Approach.
