Mount Mayon still under Alert Level 3, says Palace
 
Mount Mayon remains in Alert Level 3, despite lava flow activities early Sunday, a Palace official said.

"Batay sa pinakahuling ulat ng NDRRMC (National Disaster Risk Reduction Management Council), umiiral ang Alert Level 3 sa Mount Mayon na ang ibig sabihin ay ito: that magma is at the center of the volcano and that hazardous eruption is possible within weeks,” Presidential Communication Operations Office Secretary Herminio Coloma, Jr., said an interview over dzRB Radyo ng Bayan.

The NDRRMC estimated that the people in evacuation areas have now reached some 12,931 families or 57,633 persons, from two cities and five municipalities in Albay.

The Communications Secretary noted that the the total combined assistance extended by the government and non-government organization (NGO) is now at P88,773,524.

This came from the Department of Social Welfare and Development (DSWD), the Office of Civil Defense, Department of Health (DOH), Armed Forces of the Philippines (AFP), PhilHealth, Department of Education (DepEd), the Philippine Red Cross, and other NGOs.

Coloma added that members of the Cabinet are set to visit Albay to assess the situation in the evacuation centers.

These are Interior Secretary Mar Roxas, Social Secretary Dinky Soliman, Health Secretary Enrique Ona, Defense Secretary Voltaire Gazmin, along with retired Admiral Alexander Pama, the executive director of NDRRMC. PND (ag)

DOH rolls out multi-sectoral response plan versus Ebola - Palace
 
The Department of Health rolled out a multi-sectoral response plan against the Ebola virus disease, Malacañang said on Sunday, amid lingering concerns that it might enter the country.

Health Secretary Enrique Ona announced during the first National Ebola Virus Disease Summit, which was held recently in Quezon City, that this plan contains the interim guidelines for disease surveillance, notification and reporting of suspected Ebola virus disease cases; clinical management including laboratory testing from suspected cases; and infection control.

Communications Secretary Herminio Coloma, Jr., in an interview over the state-run dzRB, said the Research Institute for Tropical Medicine (RITM) in Muntinlupa City would serve as the national referral center for testing and analyzing emerging and reemerging infectious diseases using the same methods being applied by the US Centers for Disease Control and Prevention.

According to Coloma, the RITM had so far examined 18 suspected cases of Ebola, which all rendered negative results, thus making the country still free from the disease.

“Ang lahat ng mga dapat na paghandaan ay pinaghahandaan ng ating Kagawaran ng Kalusugan at pinapatatag ‘yung ating depensa diyan sa Ebola Virus Disease at sa iba pang mga infectious diseases,” Coloma said.

There are currently over 8,000 reported cases of Ebola epidemic, which started in West Africa, with about 3,879 confirmed deaths based on the October 9 figures of the World Health Organization. Countries affected include Guinea, Liberia, Nigeria, Senegal, Sierra Leone, and the United States of America. PND (hdc)

President Aquino says foreign visits necessary to build strong relations with other countries
 
President Benigno S. Aquino III said his attendance to the 7th Bali Democracy Forum is important as the country builds strong relations with its neighboring countries in the Asia Pacific region.

“Ang pagdalo natin sa Bali Democracy Forum ay patunay sa kahandaan ng Pilipino na makipagtulungan upang makamit ang mas matatag at mas maunlad na rehiyon at komunidad ng mga bansa,” the President said in his arrival speech at the Ninoy Aquino International Airport Terminal 2 on Friday.

“Patuloy po nating didiligan at pangangalagaan ang mga ipinunla nating mahusay na pakikipag-ugnayan upang anihin ng susunod na henerasyon ang isang Pilipinas na kabalikat sa kaunlaran hindi lang sa ASEAN kundi saiba’t ibang panig ng daigdig; masigasig na tagapagtaguyod ng
kapayapaan; at modelo ng matatag na demokrasya.”

The President defended his recent trips overseas, arguing these are necessary for the Philippines to forge better relations with other countries.

He added that in the global stage, the success of a country is also a boon to others, as its failure also negatively affects its neighbors.

“Bahagi mismo ng pagtupad sa ating mga hangarin ang pagpupunla ng binhi ng tiwala at pakikipagtulungan sa ating mga karatig-bansa,” he said.

For instance, when Mt. Gunung Agung in Indonesia erupted in 1963, the Philippines immediately sent paramedics and assistance to help affected communities, he said.

And last year, when Typhoon Yolanda struck Eastern Visayas, Indonesian President Susilo Bambang Yudhoyono extended his sympathies and gave around $2 million to the typhoon survivors.

Indonesia also played a role in achieving peace in Mindanao, he said, helping the Philippines during its negotiations with the Moro National Liberation Front and the Moro Islamic Liberation Front.

The ASEAN neighbor is also supportive of the Philippines’s stand in the West Philippine Sea, in fighting terrorism as well as addressing climate change.


“Kaya naman, ang ganitong uri ng ugnayan, talagang dapat pangalagaan. Ididiin ko lang po: Hindi parang kabuteng sumusulpot ang ganitong makabuluhan at matalik na relasyon sa pagitan ng mga bansa,” he said, adding, “Kailangan matanim ang pagkakaunawaan at pagdadamayan, at arugain ang binhi ng tiwala na namamagitan sa dalawa.”

National government extends P55-million assistance to Albay residents
 
The national government extended more than P55 million for Albay province through various government agencies as assistance to communities affected by Mayon volcano’s impending eruption.

In a radio interview Saturday over dzRB Radyo ng Bayan, Deputy Presidential spokesperson Abigail Valte said that national government agencies have been lending help to the province of Albay since the evacuation of affected families started.

The government relocates the people away from the six-kilometer permanent danger zone near Mayon volcano.

Valte also said government agencies as well as the local government continue to monitor the situation near the volcano.

With regards to Typhoon Ompong that brought heavy flooding in Iloilo and Zamboanga, Valte said the National Disaster Risk Reduction Management Council (NDRRMC) also continues to lend assistance to affected residents.

“Kasi nang pumasok naman po ang Typhoon Ompong ay naka-preposition na ang mga goods and medicines natin, and handa na ‘yung pagbibigay ng saklolo sa mga kababayan natin doon sa mga apektadong lugar,” she told the radio station. PND (as)

President Aquino says good bilateral relations between Philippines and Indonesia to continue
 
(BALI, Indonesia) President Benigno S. Aquino III has expressed confidence that the good relations between the Philippines and Indonesia will continue with the swearing-in of President-elect Joko “Jokowi” Widodo this month.

In an interview with the members of the Philippine media delegation here, President Aquino said the Philippines would do everything to maintain its good bilateral relations with Indonesia.

“Kaya naman tinutulungan natin na masiguradong ganoon nga ang mangyayari, na inimbita tayo para dito sa Bali Democracy Forum, at ating sinadya dahil tanda nga nang pagkilala natin sa malaking tinutulong sa atin ng Indonesia at sa napakagandang relasyon natin,” the President said.

President Aquino was here in Bali on Friday to participate in the 7th Bali Democracy Forum, which he co-chaired with outgoing Indonesian President Susilo Bambang Yudhoyono on Friday.

“Tapos ‘yung kay President-elect, 'di ba, parang natural naman siguro na lalo pa niyang habulin at paigtingin ang relasyon sa isang bansang karatig nila at kasama sa ASEAN (Association of Southeast Asian Nations),” the President said.

President Aquino cited the agreement between the Philippines and Indonesia on maritime boundary delimitation as one of the positive results of the two nations’ good bilateral relations.

The Chief Executive said President Yudhoyono’s government also helped the Philippines in protecting the welfare and safety of overseas Filipino workers during the Arab Spring in 2011.

He also acknowledged Indonesia’s overwhelming assistance in the aftermath of the devastating Typhoon Haiyan (Yolanda), as well as its participation in the Mindanao peace process.

“Gagawin ng Pilipinas lahat para mapanatili ang magandang ugnayan at kung puwede pataasin pa at patibayin pa ‘yung relasyon,” President Aquino told members of the Philippine media delegation here.

Government determined to improve country’s airports, says Palace
 
The Palace said it expects significant improvements in the country’s major airports next year as the Philippines aggressively promotes its tourism sector.

Deputy Presidential spokesperson Abigail Valte said part of it is the ongoing rehabilitation work at the Ninoy Aquino International Airport Terminal 1.

“Nakikita naman natin that the work is taking place, which is why we continue to seek the understanding of our passengers because of the inconvenience that the rehab work is causing,” Valte told dzRB Radyo ng Bayan in an interview Saturday.

Aviation authorities also transferred at least five of the international airlines from Terminal 1 to NAIA Terminal 3, she said.

With the transfer, major airlines could fully utilize NAIA Terminal 3 easing the passenger congestion at the Terminal 1. Among those transferred to Terminal 3 include Singapore Airlines, Cathay Pacific, KLM, and Delta Airlines.

“So at least the remaining airlines there, mas kakaunti na sila, mas kakaunti na ang mga pasaherong dadaan doon sa terminal na ‘yun, (Terminal 1) especially now that it’s undergoing rehabilitation,” she noted.

The government has to improve the country’s facilities as it invites more tourists to come to the Philippines, she said.

More visitors are expected to visit the Philippines next year as it hosts the Asia Pacific Economic Cooperation (APEC) meetings, Valte said.

Spain’s Madrid Fusion is also coming to the Philippines in 2015, she said.

“That was one of the agreements that the President witnessed the signing of in Madrid when he was there. So, we expect more visitors and we really have made plans also for them,” she added. PND (as)

Palace says it will participate in public hearings regarding President’s emergency powers
 
The executive branch is willing to participate in public hearing initiated by Congress regarding the President’s request for emergency powers to address the country’s energy concerns.

Some congressmen oppose the Palace’s request for emergency powers but it was reported that they want to conduct public hearings on the proposal.

In a radio interview over dzRB Radyo ng Bayan on Saturday, Deputy presidential spokesperson Abigail Valte said the Palace will gladly participate in such hearings.

“We’ve always accepted their invitations to act as resource speakers, especially now that tayo ‘yung humingi ng emergency powers,” she told the radio station.

Responding to accusations saying that the Palace is requesting emergency powers because it wants to use the Malampaya funds, Valte said it is not a logical conclusion since the use of the fund is delineated under the law.

The Aquino administration’s use of the Malampaya funds is consistent on the guideline mandated by law even before the Supreme Court issued its decision on the issue, according to the Palace official.

“So we’ve been very judicious in the use of the Malampaya funds and we will not resort to excuses just to tap it,” Valte noted.

“We have always used it in accordance with the law and the strict interpretation of it.” PND (as)

Aquino welcomes SWS survey results, thanks respondents for positive rating
 
(BALI, Indonesia) President Benigno S. Aquino III on Friday welcomed the results of the latest Social Weather Station (SWS) survey, and assured the public that his administration would continue to work hard.

The latest SWS survey, conducted from September 26 to 29 among 1,200 adults nationwide, showed President Aquino’s public satisfaction rating rebounded in the third quarter of 2014.

The survey showed 59 percent of respondents were satisfied with the President’s performance and 25 percent dissatisfied, for a “good” net rating of +34.

SWS said net satisfaction rating was up 9 points from June’s
“moderate” +25 (55 percent satisfied, 30 percent dissatisfied).

During an interview with the members of the Philippine media delegation here in Bali, President Aquino said that he is grateful to the respondents who gave him positive rating.

“Kapag tinitingnan natin ang survey, number one, sinasabi sa atin ang sentimyento noong panahon na kinuha ‘yung survey ng ating mga kababayan, at sila ang boss ko, kaya dapat pinapakinggan natin,” the President said.

President Aquino, however, said that his government would continue to work hard to achieve its goals for the benefit of the Filipino people.

“Nagpapasalamat ako doon sa nagbigay ng positive rating sa atin pero, at the same time siguro... parang tinutulak ko rin ang sarili ko at lahat ng mga miyembro ng ating Gabinete at buong gobyerno na hindi tayo dapat makuntento sa nagawa kundi maghanap pa ng paraan kung paano mas mapaganda pa ang ating ginagawa,” the President said.

In an earlier statement, Secretary Herminio Coloma Jr of the Presidential Communications Operations Office said that the strong public backing, as reflected in recent surveys, inspires the government to work harder for the benefit of the people.

“The heightened level of public satisfaction, approval and trust reported in the latest public opinion surveys of both Pulse Asia and the Social Weather Stations provides the impetus for intensified efforts by the President and the Cabinet to strengthen the infrastructure for sustained and inclusive growth,” he said.

Coloma noted that the administration is committed to plug the gaps in service delivery and address concrete challenges such as the projected energy shortfall in the summer of 2015.

The government is also determined to improve the country’s airports and other gateways to keeping its hard-earned recognition as the most favored tourist destination in the Asia-Pacific region, he added.

“Most importantly, the President is firmly committed to the
development of the Filipino people’s fullest potentials and
acknowledges that the government’s achievements are anchored upon the robust support and solidarity of the citizenry,” he said.

Indonesia bestows Adipurna Award on President Aquino
 
(BALI, Indonesia) Indonesian President Susilo Bambang Yudhoyono bestowed on President Benigno S. Aquino III the Adipurna Award in recognition of his efforts to strengthen bilateral relations with Indonesia.

President Aquino received the “Bintang Republik Indonesia Adipurna” (Star of the Republic of Indonesia), the highest honor from Indonesia, on the sidelines of the 7th Bali Democracy Forum (BDF) that he co-chaired.

In his speech after accepting the award, President Aquino thanked President Yudhoyono for the honor, saying it represents the rich, historical relations between the Philippines and Indonesia.

He said it is also “a recognition of the boundless potential of our partnership, and of our continuing task of exploring areas of cooperation and increasing our synergies in every possible manner, all for the mutual benefit of our peoples.”

“It is for these reasons that the Philippines remains committed to working towards strengthening and expanding our partnership with Indonesia,” President Aquino said in his acceptance speech.

President Aquino also affirmed the strong and deep relations between the two nations, and thanked Indonesia for its support to the Philippines, especially in times of crisis.

“Indeed, whether one looks at our languages, our histories, or our cultures, one can only find overwhelming evidence of the bonds that have tied our countries together through the years,” he said.

“It is no surprise, then, that our relations have always been characterized by solidarity and, above that, the warmth of enduring friendships,” the Chief Executive added.

President Aquino also praised outgoing President Yudhoyono for his exceptional leadership.

“As His Excellency President Yudhoyono concludes two successful terms as President, he leaves behind a more vibrant Indonesia, one that has truly taken its rightful place as an influential voice and as a leader in the world stage,” he said.

“It is a testament to the exceptional leadership of President Yudhoyono, who has nurtured in so many countries a feeling that Indonesia is a reliable and constant partner,” the President added.

President Aquino assured the Indonesian leader that the Philippines remains “fully committed to enhancing the cooperation we have forged; to deepening our friendship with our neighbors, with whom we share common beliefs, ideals, and aspirations for a more prosperous global community.”

The Adipurna Award is the highest honor given by the Indonesian government to a foreign statesman who has rendered extraordinary service to the integrity, viability and greatness of Indonesia.

Other heads of state who have received the Adipurna Award include Queen Elizabeth II of the United Kingdom, King Bhumibol Adulyadej of Thailand, and former President Lee Myung-bak of South Korea. PND (co)

President Aquino calls on Congress for immediate passage of resolution for emergency powers
 
(BALI, Indonesia) President Benigno S. Aquino III called on Congress to immediately grant him emergency powers so the government can contract additional generating capacity to address the looming power shortage next year.

During an interview with members of the Philippine media here, President Aquino said the sooner Congress grants him emergency powers, the earlier the government can prepare to solve the impending energy crisis in 2015.

“Ngayon, ang hinahabol natin kung ipapasa ninyo ipasa naman ninyo sana nang mas maaga kaysa mas matagal dahil iba na rin ang marami tayong oras para asikasuhin itong isyung ito,” the President said.

President Aquino cited the Interruptible Load Program (ILP) as one of the government’s options to avert the possible shortage of 300 megawatts during summer next year.

“Maraming mga pinaplano mula sa tinatawag na Interruptible Load Program hanggang doon sa pagkukumbinsi na magbawas tayo ng paggamit ng kuryente,” the President said.

“Pero ang hinahabol nga natin na nandiyan na lahat 'yan bago dumating ang Marso,” added the Chief Executive, who attended the 7th Bali Democracy Forum on Friday at the Bali International Convention Center.

In a letter dated September 12, President Aquino invoked Section 71 of Republic Act 9136, otherwise known as the Electric Power Industry Reform Act of 2001, in seeking emergency powers from Congress. PND (co)

President Aquino arrives in Indonesia for the 7th Bali Democracy Forum
 
(BALI, Indonesia) President Benigno S. Aquino III arrived here Thursday evening to take part in the 7th Bali Democracy Forum, an annual intergovernmental forum on the development of democracy in the Asia Pacific region.

President Aquino and his official delegation left Manila on Thursday afternoon on board chartered Philippine Airlines Flight PR 001. The President's plane touched down at Ngurah Rai International Airport at around 8:30 p.m.

The President was welcomed at the airport by Philippine Ambassador to Indonesia Maria Rosario Aguinaldo, Defense and Armed Forces Attaché Raniel Ramiro, and officials from the Indonesian government.

President Aquino's official delegation include Foreign Affairs Secretary Albert del Rosario, Cabinet Secretary Jose Rene Almendras, Presidential Spokesperson Edwin Lacierda, and Presidential Management Staff Chief Julia Abad.

On Friday, the President will join his fellow leaders in the Asia-Pacific region at the Bali Democracy Forum that will be held at the Bali International Convention Center.

President Aquino, co-chair of this year's forum with Indonesian President Susilo Bambang Yudhoyono, is also scheduled to deliver his remarks during the said event.

The forum aims to promote and foster regional and international cooperation in the field of peace and democracy through dialogue-based sharing of experiences and best practices that adhere to the principles of equality, mutual respect and understanding.

Timor Leste Prime Minister Xanana Gusmao and the Sultan of Brunei Darussalam Hassanal Bolkiah, and delegates from 51 participating countries, as well as 68 international observers, are also attending the annual event.

Also on Friday, President Aquino will receive the “Bintang Republik Indonesia Adipurna” (Star of the Republic of Indonesia) award, Indonesia's highest state medal of honor. PND (co)

Indonesian leader welcomes President Aquino, other Asia-Pacific leaders
 
(BALI, Indonesia) President Benigno S. Aquino III and fellow leaders in the Asia-Pacific region were welcomed by Indonesian President Susilo Bambang Yudhoyono at the opening session of the 7th Bali Democracy Forum here Friday morning.

President Aquino was greeted by President Yudhoyono upon his arrival at the Bali International Convention Center for the opening of this year’s forum.

President Yudhoyono officially opened the 7th Bali Democracy Forum, which carries the theme “Evolving Regional Democratic Architecture: The Challenges of Political Development, Public Participation and Socio-Economic Progress in the 21st Century.”

In his opening statement, the Indonesian leader welcomed all delegates of the forum, saying that their participation in the event reflects their “enduring dedication to the cause of democracy.”

President Aquino pays tribute to Indonesia’s Yudhoyono
 
(BALI, Indonesia) President Benigno S. Aquino III on Friday paid tribute to outgoing Indonesian President Susilo Bambang Yudhoyono, whom he considers a “big brother,” during the 7th Bali Democracy Forum here.

President Aquino said Indonesia has worked with the Philippines to address shared challenges, such as securing maritime borders, combating terrorism, and raising awareness on climate change.

“Indonesia has indeed been a true friend to my people,” the Chief Executive, co-chair of this year’s Bali Democracy Forum with President Yudhoyono, said in his remarks.

President Aquino acknowledged the role of Indonesia in the Philippines’ efforts to establish lasting peace in southern Philippines.

“They have supported us in our efforts towards establishing a just and lasting peace in Mindanao, by previously chairing key committees in the Organization of Islamic Cooperation, and conducting consultation meetings between my government and the Moro National Liberation Front, and by taking part in the International Monitoring Team in our negotiations with the Moro Islamic Liberation Front,” he said.

The President attributed the strengthening relations between the two countries to his Indonesian counterpart, whom he also sees as “an able partner.”

“A leader committed to a vision of mutual prosperity, he sought to find solutions to a longstanding concern between our two peoples, and did so while bearing in mind what is best for all parties,” he said.

With the assuring leadership of Yudhoyono, President Aquino said, the Philippines and Indonesia were able to resolve in an amicable manner the issue concerning the maritime boundaries in the Mindanao Sea and the Celebes Sea.

Last May, the Philippines and Indonesia signed an agreement that draws boundary on the overlapping exclusive economic zones in the Celebes Sea and the Mindanao Sea.

In his remarks, the Chief Executive also noted that President Yudhoyono’s commitment to the rule of law “has been crucial as we advance the peaceful and just resolution of disputes in the South China Sea.”

“Under President Yudhoyono, not only has Indonesia seen impressive reforms that have redounded to economic growth; Indonesia has likewise emerged as an influential voice in both regional and international affairs,” he said.

New SWS survey shows higher public satisfaction with President Aquino's performance, says Palace
 
Malacañang on Friday welcomed the higher public satisfaction with President Benigno S. Aquino III’s performance, as shown by the results of a new survey.

Deputy Presidential Spokesperson Abigail Valte said the Social Weather Stations (SWS) survey result proves professional naysayers and predictors wrong.

"President Aquino’s ratings remain historically high compared to the same period of other administrations," she said in a statement. "Surveys are snapshots of a political landscape at a certain time and accordingly fluctuate."

"The more accurate measure of government performance is the number of people who are empowered to take advantage of new and better opportunities," she added.

Results of the Third Quarter 2014 Social Weather Station, conducted from September 26 to 29 among 1,200 adults nationwide, had 59 percent of respondents saying they were satisfied with the President’s performance and 25 percent saying otherwise, for a “good” net rating of +34.

The survey showed that net satisfaction rose 9 points from June’s “moderate” +25 (55 percent satisfied, 30 percent dissatisfied).

Valte said that since 2010, the Aquino administration has consistently instituted good governance and transparency reforms, which have translated into tangible benefits for the people.

The administration's commitment to "tuwid na daan" has borne fruit, she said, both in boosting the country’s global reputation and in bringing about real change in people’s lives.

"We believe that these solid achievements will always result in public support for the President’s agenda of change," she said.

The Palace official credited the higher public satisfaction with the President’s performance to his continued work and that of his Cabinet.

“We trust that the public continues to see the reform agenda of the President and how we continue to push for their interests,” she said. PND (as)

Palace asks the public to help authorities foil terror attacks
 
The Palace on Friday called for increased public vigilance following the recent arrest of three suspected terrorists in Quezon City.

Initial reports from the authorities said the three were members of the Rajah Sulayman group, which appears to be plotting an attack in Metro Manila.

In a press briefing in Malacañang, Deputy Presidential Spokesperson Abigail Valte said the Armed Forces of the Philippines has yet to confirm the specific terror plot connected to the arrest of the suspects.

"However, our intelligence units are seeking to validate or verify these reports, and as such, we are asking the people to report any suspicious activities that they see to their local law enforcement, just to aid in the efforts of our authorities," Valte said.

She assured the public that security agencies are working more closely in monitoring the situation to preempt any criminal activity.

Asked if President Aquino had given the police and the military directives before he left for Indonesia on Thursday, Valte said the President is aware of the arrest of the three alleged terrorists and he is confident that the security agencies could carry out measures to protect the country's major centers.

On the security preparations for the visit of Pope Francis next year, Valte noted that contingencies are in place for the pope's visit. She however declined to give specifics.

"But we would like to assure, not just for the visit of the Pope, that our security forces are continuing to do their jobs, so that we can sleep peacefully at night," she said. PND (as)

Bali Democracy Forum manifests will of united Asian people, says President Aquino
 
The democracy forum in Bali manifests People Power, as it harnesses the resolve of the Asian people to attain a free and opportunity-laden region, President Benigno S. Aquino III said on Friday.

"What we continue to demonstrate here, I believe, is one of the many manifestations of People Power: of harnessing our united resolve towards a democratic regional community, one where our respective peoples fully enjoy the freedoms borne of democratic aspirations, where our peoples have the wherewithal to open the doors of opportunity for themselves and their fellowmen, and where, indeed, no one is left behind," the President said in his speech at the 7th Bali Democracy Forum in Bali, Indonesia.

He said he stands as a leader of a proud nation that is determined to contribute even more to the discourse on regional issues.

The President also highlighted the importance of ASEAN centrality, noting that the collective growth of the region’s citizenries may only be fulfilled in a regional context.

He recognized the steps taken by the regional bloc, saying ASEAN member countries have worked to strengthen their respective institutions, and have accorded their peoples the rights due them, allowing them to fulfill their duties as citizens.

"As democracies, we share the view that the path to sustainable progress must be one that redounds to the benefit of our Bosses, the very people from whom our mandates emanate," he said.

President Aquino further said that the current ASEAN mode of engagement considers each one as a brother in the path to mutual progress and encourages citizens to embrace the democratic way of life.

While this process requires a significant amount of time, he said, the prospects it brings are promising, and the regional partners are seeing this method bear fruit at present.

"Thus, it is incumbent upon us to continue to show our brothers and sisters in ASEAN that they chose the right path; we can do this by extending assistance to them, in every manner possible," he added. PND (as)

President Aquino champions democracy during Bali forum
 
President Benigno S. Aquino III spoke about the benefits of democracy during a forum in Indonesia, saying it empowers the people and builds just and progressive societies.

In his speech during the 7th Bali Democracy Forum on Friday, the President shunned authoritarianism, noting that governments having this system end up in chaos and ruin.

In a democracy, he said, the government is systematically attuned to the voice of the people, represents the people, and works toward the betterment of its population.

"And while consensus building, which is the foundation of such a state, may be a long and complicated process, it nonetheless presents more stable, more solid foundations for equitable advancement," he said.

Democratic institutions seek to free and enable its citizens, and the first freedom should always be from hunger, he said, quoting his late father, former senator Benigno Aquino, Jr.

This freedom empowers the citizenry to become capable of nurturing and fostering democracy, resulting in a virtuous cycle of inclusiveness, stability, and development, he added.

"Meanwhile, when a people are rendered vulnerable and their rights and freedoms are undermined, they become marginalized and more susceptible to coercion, abuse, and the temptation to acquiesce to absolutism," he said.

The President, whose family was a victim of persecution during the Marcos dictatorship, said that although authoritarian regimes get things done much faster, they are detached from the people because they do not seek public opinion.

"Naturally, such a regime, one divorced from the desires of its people, will have weak foundations," he said.

"And as we have seen in history, all authoritarian regimes, regardless of the cause of their coming to power, will at one point make political survival the end all and be all of government."

The Chief Executive said that leaders may be tempted to consider an authoritarian method, but they must realize that with the lack of consensus and consent from the people, such a mode, which offers quick, short-term gains, may be detrimental to society in the long term.

"That lack of consensus, combined with the great degree of dissatisfaction that inevitably arises, leads to instability and the eventual collapse of that particular system," he said.

President Aquino co-chaired the forum with Indonesian President Susilo Bambang Yudhoyono. He is set to return to Manila Friday evening. PND (as)

(BALI, Indonesia) Nagpugay ang Pangulong Benigno S. Aquino III sa pababa na sa tungkulin na Pangulong Susilo Bambang Yudhoyono ng Indonesia na tinawag niyang “nakatatandang kapatid” sa ginaganap na 7th Bali Democracy Forum dito.

Sinabi ng Pangulong Aquino na ang Indonesia ay kaagapay ng Pilipinas sa pagharap sa magkakatulad na pagsubok na tulad ng pangangalaga sa hanggahan sa karagatan, pagsugpo sa terorismo, at pagpukaw ng kamalayan tungkol sa pagbabago ng klima.

“Ang Indonesia ay matagal nang tunay na kaibigan ng aming mga kababayan,” sabi pa ng Pangulong Aquino na siyang ka-tagapangulo ng Bali Democracy Forum na ang Pangulong Yudhoyono naman ang pangulo.

Higit na mataas na ‘public satisfaction’ sa nagawa ng Pangulong Aquino ang lumitaw sa bagong ‘SWS survey’
 
Ikinalugod ng Malacanang ang higit na mataas na public satisfaction sa pagtupad sa tungkulin ng Pangulong Benigno S. Aquino III na lumitaw sa resulta ng bagong survey.

Pinatunayan ng resulta ng Social Weather Station (SWS) survey na mali ang mga propesyonal na “naysayers and predictors,” sabi ni Deputy Presidential Spokesperson Abigail Valte.”

“Ang ratings ng Pangulong Aquino ay nanatiling mataas kung ihahambing sa mga nagdaang administrasyon,” wika ni Valte sa isang pahayag. “Ang mga survey ay larawan ng political landscape sa isang panahon at nagbabagu-bago ito.”

“Ang higit na tamang pagsukat sa pagtupad ng pamahalaan sa gawain nito ay nasa bilang ng mga taong nagkakaroon ng pagkakataong matamo ang bago at higit na mabuting kalagayan,” dagdag pa ni Valte.

Ang resulta ng Third Quarter 2014 Social Weather Station poll survey na ginawa mula Setyembre 26 hanggang 29 sa 1,200 may sapat na gulang sa buong bansa ay nagsaad na 59 porsiyento ng mga tinanong ay nagpahayag na nasisiyahan sila sa pagtupad sa tungkulin ng Pangulo at 25 porsiyento naman ang taliwas ang pahayag, para sa “good” net rating na +34.

Lumabas din sa survey na tumaas ng 9 na puntos ang net satisfaction mula sa “moderate” noong Hunyo +25 (55 porsiyento ang nasisiyahan (satisfied) at 30 porsiyento ang hindi nasisiyahan).

Sinabi ni Valte na buhat noong 2010, ang administrsyong Aquino ay laging nagsasagawa ng reporma tungo sa mabuting pamamahala at transparency na humantong sa tunay na pagbabago sa buhay ng mga mamamayan.

“Naniniwala kami na ang matatatag na nagawang ito ay magiging dahilan upang laging suportahan ng taong bayan ang adyenda ng Pangulo tungo sa pagbabago,” pahayag pa ni Valte.

Ayon kay Valte, ang mataas na “public satisfaction” sa pagtupad ng tungkulin ng Pangulo ay bunga nang puspusang pagsisikap ng Pangulo na magtrabaho sa tulong ng Gabinete niya.

“Lubos kaming nagtitiwala na patuloy na makikita ng sambayanan ang ang adyendang reporma ng Pangulo at kung paano naming ito ipinagpapatuloy nang puspusan alang-alang sa kanilang kapakanan,” dugtong pa ni Valte. PND (as/zaf)

Nanawagan ang Palasyo sa taong bayan na tumulong sa mga alagad ng batas para biguin ang pakay ng terorista
 
Nanawagan ang Malacanang sa taong bayan na pag-ibayuhin pa ang pagiging alisto at mapagbantay matapos madakip kamakailan ang tatlong pinaghihinalaang terorista sa Lungsod ng Quezon.

Sa paunang ulat ng mga alagad ng batas, sinabing ang tatlo ay kasapi ng grupong Rajah Sulayman na lumitaw na nagbabalak sumalakay sa Metro Manila.

Sa pulong balitaan sa Malacanang Biyernes, sinabi ni Deputy Presidential Spokesperson Abigail Valte na kailangan pang kompirmahin ng Sandatahang Lakas ng Pilipinas ang balak ng terorista na may kaugnayan sa nadakip na mga pinaghihinalaan.

“Gayunman, ang ating intelligence units ay gumagawa na ng kaukulang hakbang tungkol sa mga report na ito kaya naman, hinihiling natin sa ating mga kababayan na ipaalam agad sa mga maykapangyarihan kung may mga kahina-hinalang gawain silang makita nang maagap na makakilos ang ating mga alagad ng batas,” sabi ni Valte.

Tiniyak ni Valte sa madla na kumikilos nang puspusan ang mga security agencies upang maagap na masawata ang ano mang masamang balak ng sino man.

Sinabi ni Valte na alam ng Pangulong Benigno S. Aquino III ang tungkol sa pagkadakip sa tatlong umano ay terorista bago lumisan patungong Indonesia Huwebes. Idinugtong ni Valte na nagtitiwala ang Pangulo na magagawa ng mga kinauukulang ahensiya ng pamahalaan ang mga hakbang na dapat gawin upang pangalagaan ang kaligtasan ng bansa.

Hinggil naman sa paghahanda tungkol sa gagawing pagdalaw ni Papa Francis sa lilipat na taon, sinabi ni Valte na nakaayos na ang mga kaukulang hakbang na kailangan para sa pagdalaw ni Papa Francis, subali’t tumanggi siyang banggitin pa kung anu-ano ang mga paghahandang nasabi.

“Subali’t tinitiyak naming hindi lamang sa pagdalaw ng Papa patuloy na nagsasagawa ng mga karampatang hakbang na pangkaligtasan nang lahat ang kinauukulang mga ahensiya ng pamahalaan kundi sa lahat ng saglit ay ginagampanan nila ang kanilang mga tungkulin upang tiyaking tayong lahat ay makakatulog nang mahimbing sa gabi,” pagbibigay-diin pa ni Valte. Nakabalik na po tayo matapos ang maikli ngunit makabuluhang pananatili sa Indonesia. Nagpapasalamat tayo sa ating kaibigan na si Pangulong Susilo Bambang Yudhoyono at sa mga tagapangasiwa ng Bali Democracy Forum sa kanilang mainit na pagtanggap sa ating delegasyon.

Bilang kapwa-tagapangulo sa naganap na talakayan, ginamit po natin ang pagkakataon upang magbahagi ng ating karanasan sa pagsusulong ng ating mga kolektibong adhikain. Ipinaliwanag po natin kung gaano karupok ang kapangyarihan ng isang rehimeng ang pundasyon ay dahas at pananakot, imbes na tiwala at suporta ng mamamayan. Idiniin po natin: masalimuot at mahaba ang proseso ng consensus building, pero ito ang magdadala ng tunay at malawakang transpormasyon. Malinaw po ang ating paninindigan: Imbes na gumawa ng mga solusyong pangmadalian lang, tinitiyak nating hindi na mamanahin ng mga susunod na henerasyon ang ating mga suliranin.

Malamang po bago pa tayo umalis kahapon ay naghanda na ng batikos ang mga kritiko natin at nagtatanong o itinanong na, “Bakit kailangan pang bumiyahe nang bumiyahe ng pangulo, gayong maraming kailangang asikasuhin sa loob ng bansa?” Ang sagot po natin sa kanila: Hindi po nakatira ang mga Pilipino sa ibang planeta. Napaliligiran tayo ng mga bansang matalik ang kaugnayan sa ating nakaraan, kasalukuyan, at hinaharap. Sa pandaigdigang komunidad, ang problema ng isa ay problema din ng iba; ang tagumpay ng isa ay tagumpay din ng lahat. Bahagi mismo ng pagtupad sa ating mga hangarin ang pagpupunla ng binhi ng tiwala at pakikipagtulungan sa ating mga karatig-bansa.

Matibay na halimbawa nito ang mahaba nating pakikipagkaibigan sa Indonesia. Sa panahon ng sakuna, karamay natin ang isa’t isa. Nang pumutok nga ang Mt. Gunung Agung sa Bali noong 1963, maagap ang Pilipinas sa pagpapadala ng pitong C-47 aircraft, sakay ang mga paramedic at dala ang ayuda para sa mga apektado. Nang tayo naman ang sinalanta ng bagyong Yolanda, kaagad na nagpahayag ng pakikiramay si Pangulong Yudhoyono, kasabay ng pagkakaloob ng halos dalawang milyong dolyar na kabuuang tulong para sa ating mga kababayan. Kasama rin natin ang Indonesia sa pagsusulong ng kapayapaan sa Mindanao, sa paggigiit ng makatwirang resolusyon sa usapin ng teritoryo, at maging sa pagtaguyod ng seguridad laban sa terorismo at sa kapakanan ng ating mamamayan sa harap ng global climate change.

Kaya naman, ang ganitong uri ng ugnayan, talagang dapat pangalagaan. Ididiin ko lang po: Hindi parang kabuteng sumusulpot ang ganitong makabuluhan at matalik na relasyon sa pagitan ng mga bansa. Kailangan matanim ang pagkakaunawaan at pagdadamayan, at arugain ang binhi ng tiwala na namamagitan sa dalawa.

Magkahalong lungkot at tuwa nga ang hatid sa atin ng pagtatapos ng panunungkulan ni Pangulong Yudhoyono. Sa isang banda, nalulungkot tayo dahil bababa na sa puwesto ang isang pinunong nakasama natin sa mga kinaharap nating hamon. Sa kabilang banda naman, natutuwa tayo dahil nabigyan tayo ng pagkakataong makilala ang isang pangulo at big brother na nagsisilbing inspirasyon, hindi lang sa mamamayan ng Indonesia kundi pati sa mga bansang miyembro ng ASEAN. Ang ibinigay niya sa ating parangal na “Bintang Republik Indonesia Adipurna” ay simbolo ng matibay na ugnayan ng Pilipinas at Indonesia, at ng magkaugnay na pagsusumikap ng ating mga mamamayan sa pag-abot ng ating mga pangarap.

Ang pagdalo natin sa Bali Democracy Forum ay patunay sa kahandaan ng Pilipino na makipagtulungan upang makamit ang mas matatag at mas maunlad na rehiyon at komunidad ng mga bansa. Your Excellency Susilo Bambang Yudhoyono, President of Indonesia; Your Majesty Hassanal Bolkiah, Sultan of Brunei; Your Excellency Kay Rala Xanana Gusmao, Prime Minister of Timor-Leste; Foreign Minister Marty M. Natalegawa of Indonesia; Mr. Douglas Broderick, the UN Resident Coordinator in Indonesia; members of the various delegations, ladies and gentlemen:

Once again, good morning.

Allow me to express my gratitude for the honor of co-chairing the Seventh Bali Democracy Forum with the leader we all consider our big brother, President Yudhoyono. Our gathering today provides me with an opportunity to share with you some ideas, which, I believe, resonate with the Philippines’ own narrative as a democracy.

As leaders of our respective peoples, all of us represent the shared aspirations of our countrymen: the goal of meaningful progress, the desire to live peaceful and dignified lives, and the freedom to fully realize their potentials as individuals and as members of a single community of peoples.

These are the very aspirations that have united the Filipino people in our pursuit of building a nation where human dignity and justice serve as the bedrock principles of society, where each voice is heard, and where the interest of the majority, and not of the powerful few, is the ultimate compass of government.

Might I share: In an open forum during my recent trip to the United States, I was asked by a student who hails from an ASEAN country if I missed the good old days, particularly the stability fostered by authoritarianism. As you might know, my family and I lived in exile in Boston for a good three years, and obviously, as a member of a family victimized by an authoritarian regime, I could not share the sentiment. Instead I wondered: What were good about those days? The discussion with that member of our youth gave me the impetus to reflect even more on the matter.

It can be said: In a totalitarian regime, things get done faster, whether they are right or wrong, precisely because there are no checks and balances in place. Very often, the consent and support of the governed are neither sought nor attained. Naturally, such a regime, one divorced from the desires of its people, will have weak foundations. In that kind of regime, might I point out, the opinions and wishes of the governed are only second to the objective of staying in power. And as we have seen in history, all authoritarian regimes, regardless of the cause of their coming to power, will at one point make political survival the end all and be all of government.

As leaders, all of us here have had our share of frustrations borne of the many factors that sometimes hinder the realization of our vision. This breeds the temptation to consider an authoritarian method, as this might promise immediate gains. Sitting down and reflecting on this idea, however, we realize that, with the lack of consensus and consent from the people, such a mode, which offers quick, short-term gains, may be detrimental to society in the long-run. That lack of consensus, combined with the great degree of dissatisfaction that inevitably arises, leads to instability and the eventual collapse of that particular system.

On the other hand, in a democratic state, which is the opposite of an authoritarian regime, government is systematically attuned to the voice of the people; it represents the people and works towards the betterment of its people. And while consensus building, which is the foundation of such a state, may be a long and complicated process, it nonetheless presents more stable, more solid foundations for equitable advancement.

Democratic institutions, after all, seek to free and enable its citizens, and the first freedom should always be from hunger, as my father once thought. In turn, that empowered citizenry becomes capable of nurturing and fostering democracy. This ultimately redounds to a virtuous cycle of inclusiveness, stability, and development.

Meanwhile, when a people are rendered vulnerable and their rights and freedoms are undermined, they become marginalized and more susceptible to coercion, abuse, and the temptation to acquiesce to absolutism. Coupled with an increasing population, one neglected by government, that specific populace is left in a much worse state than the generation before it. Such a condition hinders them from contributing to a nation’s growth, creating a vicious cycle of poverty, patronage, and underdevelopment.

Indeed: when consensus is sought and achieved on the basis of justice, openness, and democratic engagement, then there will be permanence, in as much as it is humanly possible. This ultimately paves the way for the creation of a truly just and progressive society.

While this path has not been without obstacles, the trials we have faced in the Philippines as a democracy have only strengthened our resolve as a people. This was nowhere more evident than in 1986, when the Filipino, after more than a couple decades of oppression under a dictator, met tanks and armed soldiers with vigilance, hope, and democratic will. The world would come to know this historic event as the EDSA People Power Revolution.

People Power was the defining democratic movement of its time. I believe it remains to be the absolute measure by which all democratic actions in our country will be judged: to respond to intimidation not with force but with peaceful determination; to chart the destiny of a nation not with an authoritarian mindset but with a consensus-seeking vision that aims to afford all opportunities to advance, and to tirelessly forge a future together despite the challenges that may arise.

It was upon this premise of hope that my mother led our people in rebuilding our government and society, in the early years after the dictatorship fell. It was also that principle that enabled our people to carry on through the “lost decade” in our country: a time when, under my predecessor, democratic institutions were compromised and weakened by a culture of transactionalism and impunity, where the very select few rode roughshod over the will and aspirations of the vast majority. It was that very belief in People Power that manifested once more in 2010, when Filipinos, after many years of neglect and misgovernance, campaigned with us and voted for an idea whose fruits we are already reaping today: and that idea was, “Where there is no corruption, there will be no poverty.”

The results speak for themselves; one only needs to look at our resurgent economy, a more empowered citizenry, and the growing confidence of the international community in the Philippines. What we have done is to bring back government to its core: to be a provider of genuine service and by so doing, empower society and enterprise; to champion what is right, fair, and democratic towards the benefit of all, and thus enable our people to participate in fulfilling the promise of our freedom.

This is why, in the Philippines, we have sought to continue to empower our people by expanding the coverage and depth of our social services and anti-poverty initiatives, so that they themselves may serve as productive catalysts in building a more equitable and more inclusive society.

All of our reforms in the domestic sphere complement our approach in building meaningful consensus with our ASEAN brothers and partners in the region. Like all of you, we share the belief that stability and cooperation are fundamental in maximizing the prospects of success brought about by democratic participation. Whether in addressing concerns on the international front, or engaging our fellow nations in a positive manner towards mutual gain, we have always advocated a democratic approach, one that upholds our conviction of advancing the rule of law and respecting one another.

As President, I believe that the most striking example of this is the strong partnership that Indonesia and the Philippines have enjoyed. Even before the establishment of our diplomatic relations in 1949, our two nations supported each other’s struggle for independence in the 1920s and 1930s. Our two peoples have always found kindred spirits in each other, perhaps owing to the fact that we share a common history and heritage as maritime peoples of Southeast Asia. It is likewise evident that, even today, our shared values fuel our drive towards equitable prosperity. We have worked, in our respective ways, towards fortifying the institutions of democracy in our countries and in our region, whether by encouraging discourse, by holding free and credible elections and open debate, and most importantly, by broadening the horizons of opportunity and relentlessly pursuing inclusive growth.

Indonesia has indeed been a true friend to my people. They have worked with us to address shared challenges, such as securing our maritime borders, combating terrorism, and raising awareness as regards climate change. They have supported us in our efforts towards establishing a just and lasting peace in Mindanao, by previously chairing key committees in the Organisation of Islamic Cooperation, and conducting consultation meetings between my government and the Moro National Liberation Front, and by taking part in the International Monitoring Team in our negotiations with the Moro Islamic Liberation Front.

The ever-strengthening relations between the Philippines and Indonesia owes much to President Yudhoyono, who has indeed been a big brother and an able partner to many of us. A leader committed to a vision of mutual prosperity, he sought to find solutions to a longstanding concern between our two peoples, and did so while bearing in mind what is best for all parties. With his assuring leadership, our two nations were able to resolve in an amicable manner the issue concerning our maritime boundaries in the Mindanao Sea and the Celebes Sea, thus moving our nations forward with an even deeper trust in each other. President Yudhoyono’s commitment to the rule of law has likewise been crucial as we advance the peaceful and just resolution of disputes in the South China Sea. Under President Yudhoyono, not only has Indonesia seen impressive reforms that have redounded to economic growth; Indonesia has likewise emerged as an influential voice in both regional and international affairs.

To those who represent the different ASEAN states here today, all of us know full well that the collective growth of our citizenries may only be fulfilled in a regional context where our shared ideals and individual beliefs are respected by our partners.

As we have always emphasized ASEAN centrality, we have likewise worked to strengthen our respective institutions, accord our peoples the rights due them, and thus allow them to fulfill their duties as citizens of our respective societies and as members of the ASEAN community. As democracies, we share the view that the path to sustainable progress must be one that redounds to the benefit of our Bosses, the very people from whom our mandates emanate.

This said, we can say that the ASEAN mode of engagement considers each one as a brother in the path to mutual progress; it is one that encourages our fellowmen to embrace the democratic way of life. While this process requires a significant amount of time, the prospects it brings are promising, and we are seeing this method bear fruit at present. Thus, it is incumbent upon us to continue to show our brothers and sisters in ASEAN that they chose the right path; we can do this by extending assistance to them, in every manner possible.

What we continue to demonstrate here, I believe, is one of the many manifestations of People Power: of harnessing our united resolve towards a democratic regional community, one where our respective peoples fully enjoy the freedoms borne of democratic aspirations, where our peoples have the wherewithal to open the doors of opportunity for themselves and their fellowmen, and where, indeed, no one is left behind.

Today, I stand as a leader of a proud nation, a country that is determined to contribute even more to the discourse at hand. On this note, I look forward to the insights that our partners will share in this forum, towards achieving our shared objectives for our peoples, our regions, and the rest of humanity.

OPENING STATEMENTS

Ebola Virus Disease

Hinggil sa inaambang panganib Ebola Virus Disease (EVD), nailatag at patuloy na pinapatatag ng Kagawaran ng Kalusugan o DOH (Department of Health) ang isang multisectoral response plan. Ayon kay Secretary (Enrique) Ona sa idinaos na first National Ebola Virus Disease Summit sa Quezon City noong makalawa, ang mga elemento ng planong ito ay ang mga sumusunod:

Una, interim guidelines for disease surveillance, notification and reporting of suspected Ebola Virus Disease cases; pangawala, clinical management including laboratory testing of specimens from suspected EVD cases; at ikatlo, infection control.

Ang Research Institute for Tropical Medicine (RITM) sa Muntinlupa City ay itinakda bilang national referral center for emerging and reemerging infectious diseases. Ang RITM ay ang magsisilbing sentro sa pagsusuri o testing at gagamitin nito ang pinakabagong paraan na subok na mula sa US Centers for Disease Control and Prevention.

Mayroon nang 18 kaso ng suspected Ebola Virus Disease na sinuri ang RITM at lahat ng ito ay negatibo ang resulta, kaya po sinasabi natin na Ebola-free ang Pilipinas. ‘Yan po ang hinggil sa Ebola Virus Disease.

Updates on Mount Mayon

Batay sa pinakahuling ulat ng NDRRMC (National Disaster Risk Reduction Management Council), umiiral ang Alert Level 3 sa Mount Mayon na ang ibig sabihin ay ito: “that magma is at the center of the volcano and that hazardous eruption is possible within weeks.”

Ayon po sa NDRRMC, mayroong kabuuang 12,931 pamilya involving 57,633 persons na apektado ng sitwasyong ito sa 40 barangay sa dalawang siyudad at limang munisipalidad sa probinsya ng Albay. Ang mga apektado ay kasalukyang nasa 48 evacuation centers.

Mayroon nang kabuuang 88,773,524 pesos na halaga ng pagtulong o assistance mula sa mga sumusunod: DSWD (Department of Social Welfare and Development), Office of Civil Defense, DOH, AFP (Armed Forces of the Philippines), PhilHealth, Department of Education, (Philippine National) Red Cross, NGOs (non-government organizations), at government organizations na naipamahagi na sa lalawigan ng Albay.

Habang nag-uusap po tayo ngayon ay nakatakdang dumalaw doon sina Kalihim Mar Roxas, Dinky Soliman, Enrique Ona, Voltaire Gazmin, at retired Admiral Alexander Pama na executive director ng NDRRMC para po subaybayan ‘yung aktuwal na sitwasyon sa mga evacuation center at tiyakin ‘yung katapatan ng pagtulong na iginagawad sa lalawigan ng Albay na kung saan ang nangunguna sa Provincial (Disaster) Risk Reduction and Management Council ay si Gobernador Joey Salceda.

PNOY VISIT TO ALBAY

Vanz Fernandez: Yes, sir. Kailan po ang schedule ng ating Pangulong Aquino para diyan dumalaw sa Albay po?

SEC. COLOMA: Wala pa pong schedule.

Ms. Fernandez: Okay, sir. May plano po ba ang ating Pangulo?

SEC. COLOMA: Aalamin natin, Vanz, at ipagbibigay-alam sa inyo kung mayroong update hinggil diyan.

SEN. SANTIAGO’S STATEMENT RE: VP BINAY

Albert Sebastian: Alright. Sir, question po mula kay Gen Kabiling, ang sabi niya: Do you agree with Senator Miriam Santiago’s statement that Vice President (Jejomar) Binay could be impeached for betraying public trust due to his refusal to answer the corruption charges against him? Do you think Binay will be given a fair shake if he appears at the Senate hearing?

SEC. COLOMA: Wala po kaming komento hinggil diyan. Sapat na po siguro ang mga inilahad ni Pangulong Aquino sa kanyang pakikipagpanayam sa mga kagawad ng media sa Bali noong makalawa. Naitanong na po ang ating Pangulo hinggil diyan at nagbahagi naman po siya ng kanyang mga opinyon hinggil sa bagay na ‘yan.

Ms. Fernandez: Sir, ayon po kay Senator Miriam Santiago, abogado po rin si Vice President Jejomar Binay so alam po niya ang lahat ng karapatan na dapat niyang isagot kung siya ay pupunta para dumalo sa Senate Blue Ribbon subcommittee. Dapat po… Kasi po nasasangkot siya sa katiwalian sa Makati City. So pabor po ba kayo sa sinabi nI Senator Miriam Santiago?

SEC. COLOMA: Iginagalang po natin ang mga pananaw ni Senador Santiago, at sa kasalukuyan, wala na po akong maidadagdag sa mga binanggit na ng Pangulo sa mga kagawad ng media hinggil diyan sa paksang ‘yan noong makalawa.

EBOLA VIRUS

Efren Montano: Tungkol po doon sa Ebola—balik po tayo—ita-tackle po ba ‘yan, ‘yung threat ng Ebola, dahil lumampas na yata sa 4,000 ‘yung world record na naapektuhan? Ita-tackle po ba ito sa WHO (World Health Organization) na event bukas sa PICC (Philippine International Convention Center) at ano po ba ‘yung significance ng naturang pagpupulong?

SEC. COLOMA: Ang pinakamainam siguro, Efren, ay hintayin natin ang magiging pahayag ng Pangulo doon sa kanyang pagdalo sa WHO regional conference bukas. Ayaw ko pong pangunahan ang sasabihin ng Pangulo dahil hindi ko pa naman po batid kung ano ang tatalakayin niya sa kanyang pulong.

Mr. Montano: Okay. At although binanggit niyo na rin at tinitiyak natin na we are ready in case magkaroon na outbreak na ipinagdarasal natin na walang mangyari nga po dito sa ating bansa.

SEC. COLOMA: Ang lahat ng mga dapat na paghandaan ay pinaghahandaan ng ating Kagawaran ng Kalusugan at pinapatatag ‘yung ating depensa diyan sa Ebola Virus Disease at sa iba pang mga infectious diseases.

Mr. Montano: Kasi especially in the case ‘nung remark ng isang opisyal ng DOH na it’s just a matter of time na magkakaroon ng isang kaso dito sa Pilipinas na sana, ipinagdarasal natin, na huwag naman.

SEC. COLOMA: Wala na akong maidadagdag diyan, Efren.

EMERGENCY POWERS

Mr. Sebastian: Alright, sir, on another topic. Mayroon pong panawagan ‘yung ilang mambabatas mula sa Makabayan bloc calling for a public hearing ukol daw po sa emergency powers na ibibigay sa Pangulong Aquino. Is the Palace agreeing to this?

SEC. COLOMA: Ipinauubaya na po namin ang bagay na ‘yan sa ating Kongreso dahil ‘yan naman po ang proseso na nararapat para sa pagresolba ng isyung ‘yan. Tumatalima lang po tayo sa batas na nagsasabing kapag mayroong pangangailangan sa dagdag na suplay ng kuryente ay maaaring dumulog ang Pangulo ng Pilipinas at hilingin sa Kongreso na magpasa ng isang joint resolution para matukoy ang bagay na ‘yan. Sa kanila pong talakayan ay nagtakda at nagdaos, at patuloy pa po silang nagdaraos ng mga pagdinig, at ipapaubaya na po natin sa kanila ang prosesong ‘yan.

Mr. Montano: In case po, may Plan B po ba ang pamahalaan, in case na… Although speculative, ano po ba ‘yung Plan B o Plan C natin para matugunan nga po ‘yung kakulangan sa kuryente next year po mga bandang (summer)?

SEC. COLOMA: Ang pinakamahalaga dito, Efren, ay ‘yung kahandaan ng pamahalaan na tumugon sa pangangailangan ng mga mamamayan at tiyakin na magkakaroon ng suplay ng kuryente sa panahon ng kritikal na pangangailangan na tinatayang magaganap sa mga buwan ng tag-init. Gagawin po ng pamahalaan ang lahat ng nararapat para sa kagalingan at kapakanan ng ating mga mamamayan.

Mr. Montano: Okay po, well said, at sana nga ‘yung affordable na presyo ng kuryente nga po.

SEC. COLOMA: Kasama na po ‘yung konsiderasyon na ito ay nasa abot-kaya ng ating mga mamamayan, ito ay makatuwiran, at hindi magkakaroon ng pagsasamantala ang sinuman na makakahadlang o makakasama sa ating mga mamamayan.

Ms. Fernandez: Sir, may statement po ba ang Palasyo regarding dito (sa) isang lawmaker na sinasabing the special powers may be granted by the Senate this month. Sir, is this true?

SEC. COLOMA: Hihintayin na lang natin, Vanz, kung ano ang magiging pasya nila sapagkat ang kinakailangan ay joint resolution. Kung magkakaroon ng resolusyon dapat ay parehong Kamara—‘yung Senado at ‘yung Camara de Representantes—ang magpapasa niyan. Dalawang Houses of Congress ang kinakailangan na magkasundo at magpasa ng resolusyon.

Ms. Fernandez: So positibo po kayo na itong mga lawmaker will grant the request?

SEC. COLOMA: Nagpahayag na po ang ating Pangulo ng kumpyansa na tutugon naman ang ating mga mambabatas at gagawin nila ang nararapat at ‘yan po ang ating paniwala.

Ms. Fernandez: Sir, ano po ang impact nito if such request is not granted?

SEC. COLOMA: Uulitin ko na lamang, Vanz. Sa lahat ng pagkakataon, titiyakin po ng pamahalaan ang kagalingan at kapakanan ng mga mamamayan para matugunan ang mahalagang pangangailangan na ‘yan.

HLI FARMERS SUING PNOY’S RELATIVES

Ms. Fernandez: Okay, sir, on another issue po tayo. Mayroon pong tiyuhin at kapatid ng ating Pangulo na kinasuhan ng Hacienda Luisita farmers. Kasi ang reklamo po nila sinasabi nitong mga magsasaka na ipinag-utos ng TADECO (Tarlac Development Corporation) na si (dating) LTO (Land Transportation Office) chief Virginia Torres, at si Police Provincial Office Secretary Senior Superintendent Alex Sintin, at si dating Tarlac City Police Chief Superintendent Bayani Lozada na sinasabi na ‘yung pagsisira sa kanilang pananim, paggiba sa kanilang kubo, pananakit, at iligal na pagdakip sa mga magsasaka kahit na Pasko noong nakaraang taon. Ano po ang update natin dito?

SEC. COLOMA: Wala po kaming update.

Ms. Fernandez: Okay, so…

SEC. COLOMA: Kasi po ‘yan naman po ay sa kanila nanggagaling, hindi naman po sa amin, at sila po lamang ang nakakaalam kung ano ang batayan nila. At makatuwiran lang po na ‘yon pong nagpaparatang ay ‘yon ang dapat na magpresenta ng pruweba. Para sa amin po, mula pa noong kampanya para sa halalan noong 2010 ay marami pong ganyang klaseng mga paratang na ipinapalipad, pero hanggang ngayon naman po ay wala namang napapatunayan at wala naman pong ipinipresentang mga kongkretong katibayan. Umiiral naman po ang proseso ng ating mga batas at mayroon naman pong mga dapat sundin na alituntunin tungkol diyan. Makatuwiran lang po siguro na sundin na lamang ang mga proseso ng batas.

Mr. Montano: So ibig sabihin po plain paninira lang po ito o paninirang puri para—

SEC. COLOMA: Nasa panig na po nila na magbigay ng kongkretong pruweba dahil po sa kasaysayan ng mga ganyang klaseng paratang at paninira ay wala pa namang nai… Wala namang naisusulong dahil tila kulang naman talaga sa kongkretong batayan.

Ms. Fernandez: Pero ipinag-utos po last November 22, 2011 na ipamahagi na po itong 4,915 ektaryang Hacienda Luisita sa 6,296 na magsasaka na sisingilin batay sa pagtaya sa halaga ng lupa noong 1989.

SEC. COLOMA: At ang kautusang ‘yan ng korte ay sinunod na po at ipinatupad na ng Department of Agrarian Reform simula pa ‘nung iginawad ang pagpapasyang ‘yon.

RECENT SWS SURVEY

Mr. Sebastian: Sir, question po mula kay Bernard Taguinod, sabi niya: Naging masaya ba si PNoy sa patuloy na suporta ng mamamayan sa kanya base sa SWS (Social Weather Stations) survey?

SEC. COLOMA: Tinanong na rin po ‘yan doon sa Bali at malinaw naman po ang kasagutan ng ating Pangulo na malugod niyang tinatanggap ito. Nagpapasalamat po siya sa ating mga mamamayan sa kanilang pagiging makatuwiran sa pagturing sa mga nagampanan ng kanyang administrasyon at patuloy pa rin ‘yung pagsusumikap ng ibayong pagpapatupad ng mga reporma. Ikinalulugod po at nagpapasalamat po ang Pangulo hinggil dito.

Mr. Montano: Okay po. Although sinabi ng Pangulo na patuloy pa rin ang kanyang pagkonsulta sa kanyang mga bosses tungkol naman sa usapin ng second term. Ano po ba ang latest sa isyung (ito)?

SEC. COLOMA: Efren, yaman din lamang at noong makalawa lamang ito tinalakay, at mismong ang Pangulo na ang nagpahayag hinggil diyan, mainam siguro na suriin po natin at pag-aralan natin ‘yung kanyang mga pahayag. Hindi naman ako pwedeng mas marunong pa hinggil sa kanya diyan sa bagay na ‘yan. At siya ay nakapagpahayag na sa isang komprehensibo at maliwanag na paraan sa aking assessment.

BANGSAMORO BASIC LAW

Mr. Montano: Okay po. ‘Yung tungkol naman po sa Bangsamoro Basic Law at binanggit nitong si Senator Bongbong Marcos na parang may nakita siyang shades of grey na tinatawag. Kampante po ba ang Palasyo na ito ay makakalusot sa Kongreso?

SEC. COLOMA: Patuloy po ‘yung ating pag-asa na sa takdang panahon ay makapagpapasa ang ating Kongreso ng Bangsamoro Basic Law na maaaring ihain sa mga mamamayan sa isang referendum o plebisito para makapagpasya at mabigyan ng pagkakataon ‘yung Bangsamoro Transitional Authority na patunayan ang kanilang kakayahan bilang paghahanda sa pagdaraos ng eleksyon para sa mga unang opisyal ng Bangsamoro Political Entity na inaasahang magaganap na kasabay ng pambansang halalan sa 2016.

JBC SHORTLIST FOR COURT OF APPEALS ASSOCIATE JUSTICE

Mr. Sebastian: Sir, on another topic. ‘Yon pong JBC (Judicial and Bar Council) nagsumite na raw po ng shortlist ng kanilang Court of Appeals Associate Justice nominees po sa Pangulo. So how soon can we expect the appointment of a new Associate Justice?

MRT TEMPORARY SHUTDOWN

Mr. Sebastian: Alright, sir. Sir, question po from Bernard Taguinod, sabi niya: Ano po ang update sa MRT (Metro Rail Transit) issue na gustong ipatigil muna ang operasyon kahit isang araw para maisaayos ang lahat ng problema?

SEC. COLOMA: Ang layunin po ng ating pamahalaan ay sa lahat ng pagkakataon ay makapaghatid ng mainam, epektibo, at ligtas na serbisyo sa ating mga mamamayan. Kaya hintayin po natin ang pahayag ni Secretary (Joseph Emilio) Abaya at ng DOTC (Department of Transportation and Communications) kung anong hakbang ang kanilang inaakalang dapat na gawin para matamo ang layuning ito.

Mr. Sebastian: Yes, sir. Pero sang-ayon po ba ang Malacañang dito sa panukalang ito?

SEC. COLOMA: Sang-ayon po kami doon sa hindi nagbabagong prinsipyo na sa lahat ng pagkakataon ang dapat na pangunahing konsiderasyon ay ang kaligtasan at kaginhawaan at kagalingan ng mga mamamayan. At kung ano man ang dapat na gawin para matamo ang layuning ito, hihintayin po ang rekomendasyon ni Secretary Abaya at ng DOTC.

Ms. Fernandez: So even malaki po ang magiging lugi nito sa isang araw na hindi pagtakbo ng MRT?

SEC. COLOMA: Uulitin ko na lamang, Vanz, na ang pangunahing layunin ay ang kaligtasan, kapakanan, at kagalingan ng mga mamamayan. ‘Yon lang po ang tinitingnan ng ating pamahalaan.

PNP INTERNAL AFFAIRS

Ms. Fernandez: Sir, on another issue po tayo. Sinabi po ng Magdalo partylist representative na si Gary Alejano nananawagan po siya sa Pangulo na maaari po bang sibilyan na lamang ang italaga for PNP (Philippine National Police) internal affairs instead na isa pong pulis. Pabor po ba rito ang Malacañang?

SEC. COLOMA: Kailangan kong maunawaan nang ganap ang kanyang panukala. Hindi ko po main[tindihan]— Hindi ko po ganap na nauunawaan kung ano ‘yung tinutukoy na posisyon. Kasi kung ang posisyon ay hinggil sa Philippine National Police, e unipormado po ang mga bumubuo ng Philippine National Police. Kung tungkol naman sa supervision ng Philippine National Police, ang batid po natin hinggil diyan ito ay isinasagawa ng National Police Commission at ng Department of Interior and Local Government. Kaya baka po dapat maunawaan kung ano talaga ‘yung partikular na tanggapan na tinutukoy. Ipagpaumanhin kung hindi ko kayang sagutin ‘yan batay lamang sa sinabi mong tanong, Vanz.

Ms. Fernandez: Yes, sir, para maiwasan po ang very high crime rate.

SEC. COLOMA: ‘Yon naman pong tungkol sa pagpapababa ng crime rate ay isinasagawa na ng ating Philippine National Police sa pangangasiwa ng Department of Interior and Local Government, quite apart doon sa binanggit mong panukala ni Representative Alejano, tinutukoy na po ‘yan ng ating pamahalaan.

IMELDA MARCOS’ PAINTINGS

Ms. Fernandez: Sir, ano po ang masasabi ninyo dito kay Ilocos Norte Representative Imelda Marcos na tila nananawagan po siya sa Sandiganbayan na ibalik na ang mga paintings po niya.

SEC. COLOMA: Mayroon po tayong umiiral na batas hinggil diyan at mayroon nga po tayong mga hukuman na magpapasya hinggil sa makatuwirang pagpapatupad ng mga batas, kaya ‘yon po siguro ang pinakamainam na maganap. Kung siya po ay mayroong usapin na nais niyang idulog, pwede naman po siyang dumulog sa ating hukuman, at hukuman na rin po ang magpapasya hinggil diyan.

PANDESAL VENDOR

Ms. Fernandez: Sir, pahabol lang po. Nakarating na po diyan sa Malacañang itong isang batang pandesal vendor na hinoldap dito po sa Caloocan City? Maaari po bang tulungan po ninyo ito o ano po ang tila magagawa ng Malacañang dito sa dumaraming crime sa ating bansa?

SEC. COLOMA: ‘Yon pong patungkol sa partikular na insidenteng ‘yan, ang nabatid po natin ay ito: Tinutulungan na po ang bata at ang kanyang pamilya ng ating Department of Social Welfare and Development. ‘Yung bata po ay isasailalim sa isang psychosocial debriefing sapagkat mayroon siyang naranasang psychological trauma doon sa pag-agaw ng kanyang mga paninda. Bukod po diyan, kung hindi pa sila kasali—‘yung pamilya po ng batang mag-aaral na nagtatrabaho—ay bibigyan po ng partisipasyon doon sa 4Ps o ‘yung Pantawid Pamilyang Pilipino Program para matiyak na sila ay natutulungan sa kanilang mga pang-araw-araw na pangangailangan.

Ms. Fernandez: Gayundin po ba sa kanyang pag-aaral?

SEC. COLOMA: Vanz, kung siya ay nag-aaral sa kasalukuyan at sa public school ito, sagot po ng pamahalaan ‘yung pag-aaral ng mga kabataang Pilipino hanggang sa high school. Wala pong tuition fee ‘yon. Ganunpaman, bibigyan siya ng karagdagan na assistance kaya nga binanggit ko na ‘yung palalahukin ‘yung kanyang pamilya, kung hindi pa kasali, doon sa Pantawid Pamilyang Pilipino Program. Kabilang diyan ‘yung conditional cash transfer na isa sa mga pangunahing layunin ay tiyakin na mananatili sa paaralan o makakatapos sa pag-aaral ang mga kabataan natin. Sila ay magkakaroon ng sapat na kalusugan; sila ay nagpapabakuna sa mga takdang panahon; kung nagdadalang-tao ang kanilang ina ay nagpa-prenatal ito; sila ay may sapat na nutrisyon at sapat na timbang. ‘Yan po ang mga component nitong Pantawid Pamilyang Pilipino Program na kung saan ay palalahukin po ang pamilya nitong kabataang ito kung hindi pa sila kasali doon.

TERRORIST GROUP RECRUITMENT

Mr. Montano: ‘Yung tungkol po doon sa pinag-uusapan natin na kabataan. ‘Yung parang may ulat diyan sa Mindanao yata (na) recruitment ng mga school children para doon sa mga terror group. Ano po ba ang latest na update ng Palasyo at ano ang ginagawa natin?

SEC. COLOMA: Lahat ng mga ganyang klaseng ulat ay minomonitor at tinututukan ng ating AFP, DND (Department of National Defense), at security authorities. Kapansin-pansin kasi, Efren, na simula nang sumiklab ‘yung kaguluhan sa Gitnang Silangan na patungkol doon sa ISIS (Islamic State of Iraq and Syria) ay kung anu-anong klaseng ulat ang ating natutunghayan hinggil diyan. Makatitiyak po ang ating mga kababayan na sa pagtanggap ng mga balitang ito agad po itong bineberipika at inaalam ng ating mga awtoridad. At nananawagan po (kami) sa mga mamamayan na patuloy na maging mapagmasid, samantalang hindi naman kinakailangang maligalig, hindi naman kinakailangang sumobra ‘yung pangangamba dahil nakatutok naman po ang ating mga awtoridad sa lahat ng mga kaganapang ‘yan.

Mr. Montano: Ibig sabihin hindi po ini-ignore o isinasantabi ng ating pamahalaan ang naturang (usapin)?

SEC. COLOMA: ‘Yon din po. Kaya lang po ay hindi rin naman dapat magtungo doon sa kabilang extreme na magpapanic po o maliligalig dahil mas importante ‘yung pagiging mahinahon at mapagmasid.

BOMB THREAT IN METRO MANILA

Mr. Montano: Opo. At kasama na rin po diyan ‘yung sinasabing bomb threat sa Metro Manila.

SEC. COLOMA: Bahagi na ‘yan ‘nung binanggit natin na masinsing pagtutok ng ating mga awtoridad at wala naman pong tine-take for granted. Wala pong complacency hinggil sa bagay na ‘yan. Kaya lang mainam din na manatiling mahinahon at mapagmasid ang ating mga mamamayan.

PARTING MESSAGE

Mr. Montano: So wala na po yatang katanungan. ‘Yung parting message po natin para sa Sunday habit ng ‘Pilipinas! Pilipinas!’ dito lamang po sa Radyo ng Bayan.

COLOMA: Siguro, Efren, isa-summarize na lang natin na sa lahat ng larangan—kung ito man ay patungkol sa kalusugan katulad ng mga pangangamba hinggil sa Ebola Virus Disease, tungkol sa mga natural disasters katulad ng pagputok ng bulkang Mayon, o tungkol naman sa mga basic needs ng mga mamamayan katulad ‘nung emergency powers na tinatalakay ngayon sa Kongreso—sa lahat po ng larangan, ang tinutukoy po ng ating Pangulo, ng Gabinete, at ng pamahalaan ay ang kapakanan at kagalingan ng ating mga mamamayan. ALAN: Yes Sir. Ang una ko pong tanong ay ano hong—dito po si Pangulong Noy ay magtutungo sa Bali, Indonesia para dito sa tinatawag po na Democracy Forum, dalawang araw na Democracy Forum, Secretary Coloma, Sir?

SEC. COLOMA: Pinaunlakan ng ating Pangulo ang paanyaya ni outgoing Indonesian President Susilo Bambang Yudhoyono sapagkat ito ay one of the last official activities na ni Pangulong Bambang na isang matibay na kaibigan ng ating bansa. Malaki po ang naitulong ng Indonesia sa maraming larangan, kasama na rin iyong hinggil doon sa pagsasa-ayos nung kasunduang pangkapayaan sa Bangsamoro at iba pang mga regional security issues. Matibay na kaibigan ng ating bansa si Pangulong Susilo Bambang Yudhoyono.

ALAN: Opo. Dito po kaya sa very busy at hectic na schedule ng Pangulo sa kanyang pagtungo sa Bali ay may pagkakataon po ba o may naka-line up po ba na makaharap din niya ang Filipino community na naroon sa Bali, Indonesia, Secretary Coloma, Sir?

SEC. COLOMA: Tutunghayan ko lang, ‘no, hindi ko pa nakikita iyong kaganapan ng kanyang schedule. Pero ito ay isang maikling pagdalaw lamang, Alan ‘no, sapagkat may whole day program bukas, kaya nga aalis ngayong hapon para doon sa whole day program bukas, at bukas din ng gabi ay nakabalik na ang ating Pangulo dito sa ating bansa.

ALAN: Ayon, okay. Sa iba pang mga updates, Sec. Sonny, ano po. Nito pong Martes ng gabi ang Pangulong Noy mismo ang nanguna sa pagsalubong nitong paglapag dito sa atin, sa Ninoy Aquino International Airport, ng pinakamalaking passenger jet, Airbus 380, at ang piloto pala noon ay isang kababayan natin, isang Pilipino, Secretary Coloma, Sir?

SEC. COLOMA: Kilala naman ang kahusayan ng ating mga piloto na nag-empleyo hindi lamang sa mga Philippine carriers, ngunit sila ay nagpapalipad din ng mga international carriers. At ang mainam na narinig natin sa binanggit ng ating—itong si Captain (Franklin) Desederio, ang kanyang sinabi ay ikinarangal niya na patunayan na ang pinakamalaking aircraft na Airbus 380 ay maaring lumapag, magmaneobra at mag-take off sa ating Manila International Airport o Ninoy Aquino International Airport. At iyon ang kanyang pahayag nung dumating ang Airbus 380 nung Tuesday night.

ALAN: Okay. At kumbaga ito’y maitututring na isang landmark na naman para sa paliparan natin kahit na may mga obserbasyon na ito ay—ang ating paliparan ay hindi ganoon kagandahan kung ikukumpara sa ibang mga airport ay malaking karangalan din, Sec, na itong pinakamalaking lumilipad na eroplano sa kasalukuyan ay magawi dito sa atin, lumapag sa Ninoy Aquino International Airport, Sir.

SEC. COLOMA: Ganoon nga, Alan, at doon sa mas malawak na pananaw, ‘no, batid natin na tinanghal ang Pilipinas bilang “Most Favored Tourist Destination.” At ang karangalang ito ay nakamit natin bagama’t marami pang kakulangan sa kondisyon ng ating airport. At kahit nga hindi pa ganap na maganda o maayos ang ating mga airport ay gustong-gusto na nilang magpunta sa Pilipinas kaya nga pinili tayong most favored destination.

ALAN: Okay. Sa ibang usapin naman po, Secretary. Although matagal na pong napapag-uusapan at kumbaga eh hangga’t maari ay inaaral pa rin, we understand, ito pong dati pang lumutang pagtataas ng pamasahe sa MRT at sa LRT. Paano po, mukhang matutuloy na rin daw, Secretary Coloma, bago matapos ang taong kasalukuyan, Sir?

SEC. COLOMA: Hintayin natin ang hakbang ng Department of Transportation and Communications hinggil diyan. Pero tama iyong binanggit mo, noon pang 2012 yata iyon ano. Iyong 2012 State of the National Address ng Pangulo ay binanggit na niya iyong pangangailangan na itaas na ang singil sa MRT dahil kailangang ilinya naman iyan doon sa actual na gastos at ang resulta kasi ng masyadong mababang singil ay parang may penalty iyan doon sa marami rin nating mga kababayan na hindi naman ni minsan ginagamit ang pasilidad na iyan. Eh kailangan din namang maging makatuwiran ang singil at iyong dagdag na pamasahe ay gagamitin naman iyan sa patuloy na pagpapahusay ng serbisyo ng LRT at ng MRT.

ALAN: But as it is sa kasalukuyan lumalabas na ang pamahalaan ay kumbaga nagsa-subsidize ng bahagi ng pamasahe ng mga MRT at LRT riders kaya ito mababa pa, Sec?

SEC. COLOMA: Ganoon nga. Hindi talaga iyon ang recovery ng actual cost. Kaya nga kapag nagkaroon naman ng subisdiya, ang nagpapasan din naman niyan ay tayo ring mga mamamayan. So, para lang naiba lang iyong paraan ng pagpasan, pero pasanin pa rin. Kaya iyan ang dapat nating maunawaan hinggil sa bagay na iyan.

ALAN: Secretary, baka meron pa ho kayong mensahe na nais ihayag sa ating mga tagasubaybay, Sec. Coloma please.

SEC. COLOMA: Binabati po natin ang ating mga kababayan sa Lungsod ng Vigan, Ilocos Sur sapagkat napiling semi-finalist o isa na sa labing-apat na siyudad na nasa kompetisyon pa para sa pitong syudad na pipiliin bilang The World’s Seven New Wonder Cities. At ito ay maari ding makadagdag sa kasikatan, karangalan at kagalingan ng ating bansa. Sapagkat ang mga napipiling bansa dito ay nagiging mas attractive sa mga turista sa buong mundo. Kaya umaasa tayo na sa final listing ay mabibilang diyan ang ating ipinagmamalaking Siyudad ng Vigan na hitik na hitik naman sa mga Heritage Sites at pinapakita ang makulay na kasaysayan ng ating bansa at ang katatagan ng lahing Pilipino.

Philippines to host back-to-back international events on humanitarian assistance and disaster response

11 October 2014 – The Philippines will play host to two international conferences on humanitarian assistance and disaster response (HADR) next week, underscoring the country’s growing role in shaping the HADR agenda on the world stage.

The Disaster Response Dialogue (DRD) is convening a global conference in Manila from October 13 to 14 on the theme “Improving trust and cooperation for more effective humanitarian responses.” The conference will be hosted by the Philippine government, in partnership with the Indian Ocean Rim Association (IORA) chaired by Australia.

The Disaster Response Dialogue, initiated in 2011 by Switzerland through its Agency for Development and Cooperation (SDC), the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Council of Voluntary Agencies (ICVA) and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), brings together governments and humanitarian organizations involved in international disaster response to improve trust and mutual cooperation. It envisions a world where national, regional and international disaster response actors work effectively together, so that affected populations receive timely and effective humanitarian assistance, on the basis of their needs and with respect to human dignity.
The DRD global conference presents a unique opportunity to gather, for the first time, governments and h
umanitarian organizations which do not have regular interactions at the international level. It is a platform on which a broad range of stakeholders involved in disaster preparedness and response can share lessons and best practices with the view towards producing a set of concrete recommendations for a more inclusive, principled and effective humanitarian action.

Immediately following the DRD global conference is the Nansen Initiative’s fourth Regional Consultation which will also be held in Manila from October 15 to 17. The Consultation is co-organized by the Philippine Government, the Nansen Initiative and the Ateneo School of Government. It will revolve around the theme “Human Mobility in the Context of Disasters and Climate Change in Southeast Asia.”

Launched in October 2012 by the Governments of Switzerland and Norway, the Nansen Initiative is a state-led, bottom-up consultative process intended to build consensus on the development of a protection agenda addressing the needs of people displaced across international borders by natural hazards, including the effects of climate change.

Participants in the Nansen Initiative’s fourth Regional Consultation include representatives from states, international organizations, non-governmental organizations, civil society, academic institutions and other key actors. The overall objectives of the consultation are to learn more about displacement and human mobility dynamics in the region, identify the region’s specific challenges related to disasters and displacement, and develop concrete, practical, policy and programmatic outcomes to enhance the region’s overall preparedness and response to these challenges.

The two events follow the country’s hosting of the ASEM Manila Conference on Disaster Risk Reduction and Management and the ASEAN High Level Conference on the Assistance for the Recovery of Yolanda-Affected Areas (ARYA) in June and August 2014, respectively. The hostings demonstrate the Philippines’ resolve to contribute to global discussions on dealing with disasters post-Haiyan.

Government peace panel chair clarifies Lake Lanao concerns

MANILA — The regulation of existing hydropower plants in Lake Lanao, a major source of power in Mindanao, will remain primarily under the concerned national government agencies, GPH peace panel chair Miriam Coronel-Ferrer clarified during the continuation of the House of Representatives Ad Hoc Committee hearings on the Bangsamoro Basic Law (BBL), or House Bill 4994 on October 8.

“However, as host community to the power plants, the local governments concerned shall continue to benefit from the resource use fees that are allocated to it,” the government negotiator said. “Moreover, there will cooperation and coordination between the two levels of governments to ensure harmonious and effective utilization of the waters.”

Lake Lanao falls within the provincial boundaries of Lanao del Sur, one of the five provinces in the current Autonomous Region in Muslim Mindanao (ARMM) and is part of the envisioned core territory of the proposed Bangsamoro political entity.

According to Section 3 of Article V of the bill, “when power generation, transmission, and distribution facilities are connected to the national transmission grid, the Central Government and the Bangsamoro Government shall cooperate and coordinate through the intergovernmental relations mechanism.”

The intergovernmental relations body is a joint national-Bangsamoro secretariat that will be put up to facilitate interaction between relevant national agencies and their Bangsamoro counterparts.

Inland water

“It is possible that power generation in the form of mini-hydropower plants and the like will be put up by private entities or a future government-owned or controlled cooperation of the Bangsamoro government,” said Coronel-Ferrer.

If these are not connected to the national transmission grid, these shall be under the regulatory powers of the Bangsamoro government, she explained.

According to Article V of the proposed Bangsamoro bill, the Bangsamoro government shall have the authority to regulate power generation, transmission and distribution that operate exclusively in the Bangsamoro and are not connected to the national transmission grid.

Coronel-Ferrer clarified, however, that there should be a distinction between Lake Lanao as an energy source and as an inland water resource.

“Lake Lanao being an inland water within the Bangsamoro, the responsibility for its protection and management properly belongs to the municipal and provincial local governments, as well as that of the regional Bangsamoro government,” she said.

The clarification was made in response to inquiries made by Mindanao Development Authority (MinDA) Chair Luwalhati Antonino, who opined that having two distinct government entities to determine the protocol on the utilization and management of this resource may prove problematic unless appropriately clarified and addressed in the final Bangsamoro legislation.

Coronel-Ferrer further explained that as a water resource, another provision in the Bangsamoro bill deals with water supplies and services, flood control and irrigation systems in the Bangsamoro. According to the provision, when these systems connect to or from outside the Bangsamoro, all concerned governance bodies shall coordinate.

“For lakes and rivers whose waters cascade down to other municipalities, the jurisdiction over these facilities shall be shared with all the relevant agencies and adjoining local governments,” said Coronel-Ferrer.

Water Protocol

Also present during the day’s deliberations—which focused on the implications of the proposed Bangsamoro entity on the matters of trade—were economist Felipe Medalla and Mindanao Business Council President, Vicente Lao.

Medalla recommended that the final draft of the Bangsamoro Basic Law should include provisions that will establish a water resource regulation board that can determine which use of the water resources (i.e. as a power source, natural resource base, et al.) should be given priority. He added that this is a matter that the current iteration of the draft law seems fully capable of supporting.

“The more these issues are proactively addressed [as early as this stage of deliberations], the better it will be for the Bangsamoro region that will be established—and the nation, as a whole,” Medalla said.

Medalla also opined that the water needs of the people living in the area may take precedence over all other uses.

Mindanao power

Lao, meanwhile, suggested that a Mindanao Power Corporation be established to ensure that control over the south’s power grid are within the hands of those who live in the region itself.

The current base-load of electricity in Mindanao comes largely from hydroelectric sources. Hydropower contributes roughly more than 700 megawatts to the overall Mindanao’s power demand of 1,300 megawatts.

The Bangsamoro Government shall promote more investments in the power sector industry in the Bangsamoro, and may eventually sell power to the national grid, according to the bill. “With this expressed intent in the bill, we can anticipate enhancement of power supply generation in Mindanao,” said Coronel-Ferrer.









DSWD, NDRRMC to send humanitarian caravan for Mayon evacuees

The Department of Social Welfare and Development (DSWD) and the National Disaster Risk Reduction & Management Council (NDRRMC) organized a caravan dubbed as Mt. Mayon Humanitarian Response Assistance Caravan this weekend, Oct. 11 and 12.

The caravan aims to provide augmentation support to the resources of the provincial government of Albay to address the needs of families who fled their homes due to the potential hazards of a volcanic eruption, and are now staying in evacuation centers.
Around 12,700 families or 55,000 individuals are currently staying in 44 evacuation centers around the province.

A fleet of 31 trucks loaded with food packs; tins of ready-to-eat food; and, pieces of blankets, malong, mats, and mosquito nets will leave the National Resource Operations Center (NROC), DSWD’s main warehouse in Pasay City, for Guinobatan, Albay before noon tomorrow, Oct. 11.

DSWD Secretary Corazon Juliano-Soliman said that the caravan is a joint effort of NDRRMC member-agencies and also in response to the appeal for support of Albay Governor Joey Salceda.

The food packs will be unloaded in Guinobatan on Sunday, October 12, to be witnessed by Sec. Soliman, Interior and Local Government Sec. Mar Roxas, Health Sec. Enrique Ona, Defense Sec. Voltaire Gazmin, and Sec. Edwin Lacierda.

The officials will also visit an evacuation center in Guinobatan to interact with the evacuees.

GSIS offers up to 40K calamity loan to members hit by Luis, Mario

Government Service Insurance System (GSIS) President and General Manager Robert G. Vergara announced that the pension fund opened its emergency loan window with a maximum credit limit of P40,000 to members affected by typhoons Luis and Mario that devastated several areas in mid-September.

Qualified to apply for emergency loan are active GSIS members who are working or residing in calamity-declared areas. So far, the areas declared under a state of calamity are Marikina, Cainta, Ilocos Norte, Ilocos Sur, Pangasinan; Meycauayan City and Calumpit in Bulacan.

“Our members often suffer the ill-effects of not just one but several calamities that visit our country during the year. To help them cope, we enhanced the terms of our emergency loan. Those who have existing emergency loan may now borrow up to P40,000,” Vergara said.

Vergara explained that the GSIS doubled the amount of the maximum credit limit for members who have existing emergency loan in order for them to take home a bigger amount. Moreover, the GSIS waived the 12- monthly amortization requirement for emergency loan renewal. For members with no emergency loan yet, they may borrow up to P20,000.

A total of 40,560 members are expected to apply for the program. The deadline of application for members in Marikina and Cainta is October 28, 2014. In Ilocos Sur, GSIS will accept applications until November 7, 2014. In the other calamity-declared areas, applications will be accepted until October 31, 2014.

The emergency loan bears a 6% interest per annum payable in 36 monthly installments. The first amortization for the loan is deducted from the borrower’s salary three months after the loan was granted.

Borrowers should not be on leave of absence without pay; have no arrears in the payment of mandatory monthly contributions; and have no loans that are declared in default.

Interested members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosks in GSIS offices, provincial capitols, city halls, selected municipal offices, large government agencies such as the Department of Education; and selected Robinsons malls. The loan is electronically credited to the borrower’s GSIS eCard.

The GSIS has allotted a total of P15 billion for the program this year. As of September, it has released almost P4 billion in emergency loan from the total budget.

Agreement establishing ASEAN+3 Macroeconomic Research Office ("AMRO Agreement") signed

The Governments of the ASEAN+3 member countries and Hong Kong Special Administrative Region signed the AMRO Agreement on 10 October 2014 in Washington D.C., USA. BSP Governor Amando M. Tetangco, Jr., attended the signing ceremony and signed for and on behalf of the Government of the Republic of the Philippines.

The AMRO Agreement will transform AMRO, which was established as a company limited in Singapore in April 2011, into an international organization. This is expected to enable AMRO to conduct objective surveillance contributing further to regional financial stability along with the strengthened Chiang Mai Initiative Multilateralization.

Gov’t invites Japanese companies to invest in PPP projects

The Philippine government has encouraged Japanese businessmen to invest in the country’s Public-Private Partnership (PPP) projects during the Philippine Economic Briefing held in Tokyo this week.

PPP Center Executive Director Cosette V. Canilao disclosed during the economic briefing that there are 16 PPP projects that can be rolled out by 2015.

“There are 16 projects that we are planning to roll out by next year”, she said.

One of these sixteen (16) projects is the Metropolitan Waterworks and Sewerage System’s New Centennial Water Supply Project that is worth PhP 18.72 Billion or USD 416 million which is now under procurement.

“The New Centennial Water Supply Project will ensure water security for the residents of Metro Manila”, Canilao said.

Metropolitan Waterworks and Sewerage System (MWSS) is currently inviting interested companies to apply for pre-qualification and bid for the project. The deadline for submission is not later than 12:00 noon, Philippine Standard Time, on November 17, 2014.

Executive Director Canilao also promoted a number of airport PPP projects specifically the operation and maintenance of the Bohol, Laguindingan, Puerto Princesa, Davao, Bacolod and Iloilo airports.

“These airport projects have an estimated cost of around USD 2,549.33 million in total and they are also included in our list of possible investment opportunities”, she said.

She also mentioned the San Fernando airport project which involves construction of an airport terminal with a mall complex in Barangay Poro, San Fernando City in La Union. The project has an indicative cost of USD 180 million.

The construction and modernization of the Davao Sasa port is also one of the PPP projects that was showcased in the forum with an estimated cost of US$388 million.

“This project will ultimately benefit the import and export industry of the country, specifically the island of Mindanao through transforming its facilities into a modern, international-standard container port”, Canilao said.

Other PPP projects that were presented in Tokyo are the Regional Prison Facilities project with an estimated cost of USD 1,115.11 million; USD 428.89-million Motor Vehicle Inspection System; USD 3,702.89 million North-South Railway Project- South Line; Mass Transit System Loop worth USD 3,000.0 million; Manila Bay-Pasig River – Laguna Lake Ferry System and the LRT line 1 Dasmarinas extension which will extend the LRT Line 1 by approximately 15 kilometers.

Canilao also noted that the government is pursuing the Batangas-Manila (BatMan) Natural Gas Pipeline project. The BatMan project involves a construction of an approximately 110-km natural gas transmission and distribution pipeline facilities from the province of Batangas to transport and supply natural gas to Batangas, Laguna, Cavite and Metro Manila.

The government assured the Japanese companies that significant reforms in the implementation of the country’s PPP program have already been put in place. And the Philippines has been consistent in rolling out PPP projects through transparent, credible and accountable processes.





PRC warns public anew of fixers

Manila, October 10, 2014 --- The Professional Regulation Commission (PRC) today cautioned applicants, prospective takers of various licensure examinations including registered professionals and members of their families against fixers out to prey on unsuspecting victims.

According to the PRC, the modus operandi of these fixers is to pose or introduce themselves as PRC officials or employees and to assure the examinee or members of their families that they can guarantee the examinee to pass the board examination or facilitate the validation of licenses in exchange for a certain amount of money. Meetings with the examinees or their families where the money is to be paid to the fixers are then conducted in a restaurant or other place outside of PRC premises.

Recently, numerous e-mails from various professionals which sought to confirm the identity of a PRC official thru the social networking site “Facebook” were reported to the Commission.

The professionals identified a certain Daryl Diguidig and Shyller Ralph Hernandez as the persons constantly transacting with their would-be victims. Diguidig and Hernandez were later confirmed to be non-PRC employees by the Commission’s Human Resource Division (HRD).

It was reported that Diguidig and Hernandez directed the professionals to submit pertinent documents and to pay a corresponding fee ranging from PhP1,500.00 to PhP2,500.00 for the validation of their PRC licenses and threatened that failure to comply with the requirements will result in the deactivation of their registration with the Commission, in addition to their liabilities for penalties and surcharges.

The PRC reiterates that it does not maintain an account on any social networking site.

Other than the PRC mobile services (PRC on-wheels) and the PRC I.D. Renewal Center at the Malls, the Commission stressed that official transactions are done at all PRC Offices (Central, Regional and Satellite) and with authorized PRC personnel ONLY. To verify the identity of a PRC official whose name may have been used by these fixers, the public is advised to check from the directory of PRC officials posted in the PRC website www.prc.gov.ph.

PRC said that in waging war against fixers, syndicates and fake professionals, it continuously networks with other government agencies for a more coordinated effort to combat their fraudulent activities. It also asks PRC clients and the general public to help in this effort by reporting questionable transactions to the Commission.

Ombudsman creates panel to hear charges vs. Purisima, et al. on WERFAST transaction

Ombudsman Conchita Carpio Morales ordered the creation of a special panel to conduct preliminary investigation and administrative adjudication of the two separate complaints filed against top officials of the Philippine National Police (PNP) for entering into an allegedly anomalous courier service contract with WERFAST Documentary Agency (WERFAST) in 2011.

The Complaint filed by the Fact-Finding Investigation Bureau of the Office of the Deputy Ombudsman for the Military and Other Law Enforcement Offices (FFIB-MOLEO) charges PNP Director General Alan Purisima with Gross Negligence/Gross Neglect of Duty, while charges of Grave Misconduct and Serious Dishonesty were hurled against Police Director Gil Meneses, former chief of the Civil Security Group (CSG), along with former officials of the Firearms Explosive Office (FEO), namely: P/CSupt. Raul Petrasanta, P/CSupt. Napoleon Estilles, P/SSupt. Allan Parreno, P/SSupt. Eduardo Acierto, P/SSupt. Melchor Reyes, P/Supt. Lenbell Fabia, P/CInsp. Sonia Calixto, P/CInsp. Nelson Bautista, P/CInsp. Ricardo Zapata and P/SInsp. Ford Tuazon.

In addition, Meneses, Petrasanta, Parreno, Acierto, Reyes, Fabia, Calixto, Bautista, Tuazon, Zapata, Estilles and WERFAST representatives Mario Juan, Salud Bautista, Enrique Valerio, Ireno Bacolod, Lorna Perena, Juliana Pasia and Marilyn Chua face a separate criminal charge of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act.

The fact-finding investigation of the case stemmed from an anonymous complaint alleging that Purisima and other PNP officials siphoned funds from the mandatory delivery fees paid by gun owners in securing their gun licenses, through the PNP entering into a Memorandum of Agreement (MOA) with WERFAST for courier services in the delivery of firearms license cards.

The MOA dated 25 May 2011 was a result of Oplan Katok aimed at creating a more effective system of monitoring legitimate gun owners.

Documents disclosed that the CSG, through Meneses, approved the accreditation of WERFAST before the company had undergone any accreditation from the FEO Accreditation Committee. Despite this, on 12 February 2013, Purisima approved the Memorandum issued by Meneses recommending the implementation of the delivery of approved firearms license cards to the accredited courier service provider. It was only on 01 April 2013 that the FEO thru Petrasanta, Parreno, Acierto, Reyes, Fabia, Calixto, Bautista, Tuazon and Zapata issued a Resolution accrediting WERFAST.

Fact-finding investigation disclosed that WERFAST was incorporated after the execution of the MOA, with a capitalization of only P65,000.00 and despite having failed to meet the requirements for accreditation such as the submission of a clearance from the PNP Directorate for Intelligence.

Records from the Bureau of Internal Revenue also revealed that WERFAST did not pay any taxes from 2011 to 2013. As per records of the Department of Science and Technology – Postal Regulation Committee, WERFAST is not accredited to engage in courier services in the country. Moreover, there were no records to show that WERFAST established an online facility for applications for renewal of firearms license.

The Complaint further alleges that due to lack of track record and logistical capability, WERFAST engaged the services of LBC wherein WERFAST “collected P190.00 for deliveries within Metro Manila and P290 [for those] outside of Metro Manila,” when “other courier services providers charge only P90.00 within Metro Manila.” Based on FEO records, 90,455 firearms license cards were issued for delivery from March 2013 to March 2014.

The five-lawyer special panel shall also hear the related Complaint-Affidavit separately filed by private citizen Glenn Gerard Ricafranca against Purisima, Estilles and WERFAST officials for Plunder, violation of Section 3(e) and (j) of the Anti-Graft and Corrupt Practices Act, and violation of the Government Procurement Reform Act.

Ricafranca also administratively charges Purisima and Estilles with Grave Abuse of Authority and violation of the Code of Conduct and Ethical Standards for Public Officials and Employees.

The FFIB-MOLEO Complaint also prayed for the preventive suspension of the police officials pending administrative proceedings, which matter shall be resolved by the special panel.

DSWD cited as first to contribute GIS maps to nat’l mapping agency

The Department of Social Welfare and Development (DSWD) was recently recognized by the National Mapping and Resource Information Authority (NAMRIA) for being the first government agency to contribute its Geographic Information Systems (GIS) maps to the latter’s geoportal.

This recognition was given during the Philippine Environmental Systems Research Institute (ESRI) GIS Conference, held recently at the EDSA Shangri-La.

The conference gathered users of ESRI, the leading GIS software brand headquartered in Redlands, California. The attendees included corporations, government agencies, and members of the academe.

Mapping to improve monitoring system

During that same conference, the Kapit-bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Service-National Community-Driven Development Program (KALAHI CIDSS-NCDDP), one of the poverty alleviation strategies of DSWD, presented how it uses geo-tagging and GIS mapping to improve its monitoring system of its sub-projects.

KALAHI CIDSS-NCDDP is the expansion into a national scale of operations of the community-driven development (CDD) approach, which was tried and proven effective by Kalahi-CIDSS. It targets the coverage of 847 of the poorest municipalities in the country.

As a CDD program, KALAHI CIDSS-NCDDP gives citizens control over decisions and resources to enable them to develop solutions to their community’s pressing problems, particularly those that are poverty-related. In most instances, these come in the form of small-scale infrastructure, such as pathways, bridges, school buildings, health stations, soil erosion or flood control sub-projects, and community production facilities like solar driers.

According to Pamela Clavio-Galenzoga, the KALAHI CIDSS-NCDDP GIS Specialist, geo-tagging the sub-projects will allow program implementers, which include the DSWD and its partner government agencies, local government units, and the community residents themselves, to closely monitor the status of their sub-projects.

First government agency

NAMRIA thanked DSWD for being the first government agency to submit its data, and encouraged the other agencies to follow the DSWD’s lead in being open about data sharing.

DSWD Secretary Corazon Juliano-Soliman acknowledged the recognition of NAMRIA, adding that DSWD’s geo-tagging mechanism was initiated to serve as a mechanism to strengthen the capacity of poor and vulnerable communities, which are what the program covers.

She also said that the submission of the GIS data sets and other geographic information to NAMRIA will also link with the Philippine Statistics Authority, which can then support the convergence of anti-poverty initiatives of the national government, as the information will be made available to other agencies. By making the data open, the gaps in development interventions can be identified and duly addressed.

“Through data and information sharing, we will be able to develop programs and policies that will best respond to the needs of Filipinos, especially those who are affected by and vulnerable to poverty,” Sec. Soliman said.

Sec. Soliman said that making the data available is also a way for KALAHI CIDSS-NCDDP to tighten its transparency and accountability mechanisms, adding that she hopes that the geo-tagging and GIS mapping technology can be used to further empower the citizenry by making them more aware of and involved in the development of their villages.

“We hope to make this technology accessible to barangays to empower them to take part in inclusive, sustainable, and community-driven development,” she said.

Foreign Direct Investments continue to post Net Inflows in July; hit US$4 billion mark in the first seven months of 2014

Foreign direct investments (FDI) continued to post net inflows for the 13th consecutive month in July 2014 amounting to US$436 million.1,2  This developed as all FDI components recorded net inflows during the month. In particular, net equity capital inflows surged to US$104 million, or by more than tenfold from US$10 million during the same month last year.  Net inflows of equity capital rose significantly in July on the back of the 87.8 percent year-on-year increase in equity capital placements (to US$120 million) vis-à-vis the 69.9 percent decline in equity capital withdrawals (to US$16 million) relative to the same period in 2013. The bulk of equity capital investments during the month—emanating largely from the United States, Sweden, the Netherlands, Taiwan and Switzerland—was channeled mainly to financial and insurance; real estate; wholesale and retail trade; transportation and storage; and agriculture, forestry, and fishing activities.  In addition, reinvestment of earnings reached US$58 million, higher by 11.5 percent from US$52 million in July last year.  Meanwhile, investments in debt instruments posted net inflows of US$274 million, lower by 43.8 percent relative to the level posted during the same month in 2013.
On a cumulative basis, net FDI inflows rose by 56.1 percent year-on-year to reach US$4 billion in January-July 2014.  This reflected continued favorable investor sentiment on the Philippine economy on the back of the country’s strong macroeconomic fundamentals.  By FDI component, net inflows of equity capital increased by 46 percent to US$866 million in January-July 2014 from US$593 million recorded during the same period last year.   Net equity capital inflows rose significantly during the first seven months of 2014 as the 74.8 decline in withdrawals (to US$372 million) outweighed the 40.2 percent decrease in placements (to US$1.2 billion).  Equity capital investments during the period—which emanated mostly from the United States, Hong Kong, Japan, Singapore, and Taiwan—were channeled mainly to activities related to financial and insurance; real estate; manufacturing; wholesale and retail trade; and transportation and storage activities.  In addition, reinvestment of earnings grew robustly by 61 percent to US$458 million during the January-July 2014 period. Finally, investments in debt instruments issued by local affiliates (or intercompany borrowings between foreign direct investors and their subsidiaries/affiliates in the Philippines) in the form of loans and debt securities increased by
58.8 percent year-on-year to US$2.7 billion during the first seven months of 2014.  This developed as parent companies abroad continued to lend funds to their local subsidiaries/affiliates to sustain existing operations and expand their businesses in the country.

BSP's "AlertoAko" launches in Manila

The Bangko Sentral ng Pilipinas (BSP) will hold the second AlertoAko, a BSP Proactive Exhibit on Financial Consumer Protection Advisories on 15 October 2014 at the Bangko Sentral ng Pilipinas head office in Manila. The AlertoAko Exhibit was first launched in BSP Cebu Regional Office on 2-4 September 2014.

The AlertoAko exhibit is a financial consumer protection campaign that primarily aims to provide financial consumers greater awareness through advisories on various financial products and services, thus empowering them to make informed financial decisions. Considering the proliferation of scams and frauds, particularly with the introduction of new technology in the delivery of financial services, AlertoAko constitutes a pro-active approach to address the need of the public to identify financial frauds/scams.

The exhibit highlights various financial scams, how to detect them and tips to avoid them, and BSP’s key advisories thereon. There are likewise interactive games and activities, audio visual presentations, and short individual lectures on Financial Products, Frauds and Scams and Consumer Protection. The target participants for this event are the students and working sector in Manila.

The AlertoAko, which is spearheaded by the BSP’s Financial Consumer Affairs Group, is open to the public from 15-17 October 2014 from 8:30 am to 5:00 pm. at the BSP Assembly Hall, Bangko Sentral ng Pilipinas, A. Mabini St., Malate, Manila.

The exhibit will be put up across the country to enable the BSP to cover more ground in teaching the citizenry to become smart financial consumers who are vigilant of financial scams and frauds.

PSA, WB embark on new natural capital accounting system

The Philippine Statistics Authority (PSA) and the World Bank (WB) are embarking on the Wealth Accounting and the Valuation of Ecosystem Services (WAVES), a environmental economic accounting system that measures natural capital.

WAVES, which is being piloted in Botswana, Colombia, Costa Rica, Madagascar, and the Philippines, is a global initiative spearheaded by the WB, UN Environment Programmne, UN Development Programme and UN Statistics Division. WAVES accounts the contributions of natural capital such as forests, wetlands and agricultural lands to the economy. Through this, it will provide detailed statistics for better management of the ecosystem and the economy ensuring sustained and long-term inclusive growth.

The Philippines, being rich in biodiversity, coastal and marine resources, minerals and other natural resources, is among the pioneers of the natural capital and environmental accounting. In the 1990s, the former National Statistical Coordination Board was one of the first statistical agencies in the world to implement the System of Environment-Economic Accounting, a complementary statistical framework to the System of National Accounts.

These past initiatives, however, have only been limitedly implemented. The Philippine WAVES project (Phil-WAVES) thus aims to augment past efforts and support the development of indicators, tools and methodologies to determine the sustainable use of the country’s key natural resources. At present, the project involves the development of ecosystem accounts for Southern Palawan and the Laguna Lake basin, as well as the compilation of the mineral resource accounts and macroeconomic indicators of sustainable development.

The Phil-WAVES project was officially launched through an inception forum held last September 18, 2014 at the Intercontinental Hotel in Makati City. PSA National Statistician Lisa Grace S. Bersales, Department of Environment and Natural Resources (DENR) Undersecretary Manuel R. Gerochi, PSA Interim Deputy National Statisticians Lina V. Castro and Romeo S. Recide led the event which was attended by various representatives from government, private sector and civil society. The forum featured presentations of World Bank Environmental Economist Stefanie Sieber, National Economic and Development Authority (NEDA) Director Mercedita A. Sombilla, Australian Bureau of Statistics statistician Thomas Walter, and PSA Interim Assistant National Statistician Raymundo J. Talento.

The discussion during the forum centered on the challenges in implementing the project and on its impact on policies for equitable and sustainable use of resources in achieving our country’s goal of inclusive and long-term economic growth.

The Phil-WAVES project is implemented in the country by the PSA in partnership with the NEDA, the Department of Budget and Management the Department of Finance and the DENR.

Customs auctions off more seized rice, earns P161 Million

The Bureau of Customs (BOC) continues to generate revenues for the government through the sale of seized smuggled rice as the Bureau earned P161.35-Million from the public auction of about 109,500 sacks of rice last October 7, Tuesday.

A total of 800,000 kgs of glutinous (malagkit) rice and 4,675,000 kgs of white rice in eight lots were sold to seven highest bidders during the public auction held at the Port of Manila. Sta. Rosa Farm won two lots while Universal Pacific Food Corp., LOM Marketing, Marulau Trading, 1st Asia Agri Industrial Corp, Veramar Rice Mill, and Evergreen Cereal Inc. each won a lot. A total of 40 bidders participated in the auction.

The glutinous rice was sold at an average price of P49 per kilogram, while the white rice was sold as an average of P26 per kilogram.

The auctioned rice represented shipment seized from Silent Royalty Marketing and Bold Bidder Marketing and General Merchandise from November to December 2013 for lack of required import permits from the National Food Authority (NFA). As the rice shipment auctioned is still subject of on-going cases, proceeds from the auction will be held in trust by the BOC.

Last week, the Bureau filed smuggling-related cases against the representative and customs brokers of Bold Bidder for the firm’s illegal importation of rice without any import permits from the National Food Authority. Bold Bidder imported over 12,800 Metric Tons of rice with market value of about P512-Million entering the country through Manila and Cebu from August to November 2013. Three of the lots auctioned are part of the seized rice from Bold Bidder.

“We are pleased with the results of the auction, which not only raised additional revenues for the Bureau but also helped declog 245 container vans from the Port of Manila. We are committed to expediting the disposition of forfeited shipments in the coming months,” said Mario Mendoza, Acting District Collector of the BOC-Port of Manila.

BOC-MICP to auction rice on Oct 17

The BOC-Manila International Container Port (MICP) Collection District will sell 36,400 sacks of white rice through a public auction on October 17, 2014, Friday, at 2:30 pm at the Ground Floor, MICP Building, North Harbor, Isla Putting Bato, Tondo, Manila.

The rice to be auctioned—consisting of 70 container vans of white rice imported by Jade Bros. Farm and Livestock arrived in the country without the required import permits from the NFA. The shipment was originally part of the lots that was lined-up for auction last September 11. It was withdrawn following the issuance of a Temporary Restraining Order (TRO) by the Court of Tax Appeals. That TRO has since lapsed.

The auction is expected to generate proceeds of P47.028-Million and will further help decongest the Manila International Container Terminal. Public viewing of merchandise and pre-bid conference for all qualified bidders will be on Thursday, October 16, 2014

National seminar on Industrial Designs and Trademarks

Roxas to Albayanos: "Hindi namin kayo iiwanan"

Interior and Local Government Sec. Mar Roxas urges Albayanos to trust the national government to lead them through the crisis they are facing now as they brace for the expected eruption of Mount Mayon.

Roxas earlier said he immediately briefed President Aquino about the needs of Albayanos after gathering data about the situation in the province. He also announced that the President already approved the immediate distribution of food for the more than 55,000 individuals now temporarily housed in about 45 evacuation centers in the province.

He said a food caravan led by the Department of Social Welfare and Development (DSWD) will leave today (Oct. 11) and is expected to arrive in Albay on Sunday. It will initially bring about 50,000 food packs which comprise 10 percent of the evacuees’ food requirement.

The Vice-chairman of the National Disaster Risk Reduction Management Council (NDRRMC) assures Albayanos that the DSWD will be able to provide for their needs, as it has shown during the September 2013 Zamboanga siege. “Mataas ang kumpiyansa natin sa kakayahan ng DSWD dahilan sa ipinakita na nila ang kanilang kakayahan noong kasagsagsan ng Zamboanga siege ( We have high regard for the DSWD’s capability which they have already shown during the height of the Zamboanga siege),” Roxas said.

He narrated that the DSWD provided three meals a day everyday for 120,000 individuals during the three-week Zamboanga siege and until six months after the crisis.

He said a system is in place to maintain order in the distribution of food packs to the evacuees. “Yung kakayahan ng DSWD, ng ating unipormadong hanay, AFP (Armed Forces of the Philippines), kapulisan, para mamaintain ang order sa pag-distribute ng pagkain ay nasa pamahalaan natin (The DSWD, AFP and the police force have the capability to maintain order in the distribution of food), Roxas said.

He said even the provincial government of Albay has devised a system for the orderly distribution of food packs from the trucks to the evacuation centers to prevent anarchy.

The DILG Chief also said the government is aiming for zero casualty, “Ang goal natin dito tulad ng bagyo ay zero casualty (Our goal here, like when we had a typhoon, is for zero casualty).”

He also assured Albayanos of continued support from the national government while they are staying in evacuation centers until after the crisis.
