President Aquino declares January 20 as a special non-working day in the City of Pagadian in celebration of Pasalamat Festival
 
President Benigno S. Aquino III has declared January 20, which falls on a Monday, as a special (non-working) day in the city of Pagadian, Zamboanga del Sur in celebration of the “Pasalamat Festival 2014.″

The Chief Executive issued the declaration through Proclamation No. 700 signed by Executive Secretary Paquito N. Ochoa Jr. on January 2 to give the people of Pagadian City the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

The city fiesta is celebrated every third Sunday of January in honor of its patron saint, the Holy Child Jesus (Sto. Niño).

The annual event is officially called the Pasalamat Festival which is highlighted with a fluvial parade (regatta), trade exhibits, the Mutya ng Pagadian beauty pageant, carnival shows and a civic military parade. PND (js)

Palace one with Cardinal Tagle's call for working for rehabilitation of calamity areas, fighting corruption
 
Malacañang on Thursday said it is one with Manila Archbishop Luis Antonio Cardinal Tagle's call to work for the rehabilitation of areas hit by calamities and eradicating corruption.

Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. also said the Aquino administration joins the Catholic faith in celebrating the feast of the Black Nazarene, one of the country's strongest shows of faith.

"We are one with the Filipino people and the entire Catholic community in praying and working for the rehabilitation of calamity areas while remaining vigilant in eradicating corruption and institutionalizing reforms through good governance," he said in a statement.

Earlier Thursday, Tagle took a dig against corruption during his homily at a Mass marking the Feast of the Black Nazarene at the Quirino Grandstand.

Tagle also called on Filipinos not to forget the victims of calamities including those in past years.

Such calamities are aside from the recent ones such as the magnitude-7.2 Bohol quake and super typhoon Yolanda (Haiyan).

Meanwhile, Coloma said the administration affirms Tagle's call to exercise faith and manifest love of God in thought and in deed.

"We affirm the call of Cardinal Tagle that as Christians, we should exercise our faith and manifest our love of God both in thought and in deed. As he said, 'Ang hindi nakakalimot sa Diyos, hindi nakakalimot sa kapwa,'" he said. PND (jl)

New Pakistan envoy presents credentials to President Aquino
 
New Pakistan Ambassador to the Philippines Safdar Hayat on Thursday formally presented his credentials to President Benigno S. Aquino III in Malacañang.

The new envoy called on the President at the Music Room of the Palace Thursday afternoon.

His call came a day before the President's attendance at the New Year Vin D'Honneur to hosted by the President on Friday morning.

At Friday's Vin D'Honneur, the President is expected to deliver his New Year message and offer a toast to the heads of state and government as represented by their ambassadors.

Papal Nuncio Archbishop Guiseppe Pinto, the dean of the Diplomatic Corps, is also expected to deliver his response. PND (jl)

DOH on top of tackling spread of measles in the country, says Palace
 
The health department is doing everything to control the spread of measles in the country especially in highly populated areas, a Palace official said on Thursday.

“Ginagawa po ng Department of Health (DOH) ang lahat ng nararapat para ma-control po ang pagkalat ng sakit na ito; mapangalagaan ang kalusugan, lalong-lalo na ng mga kabataang unang naaapektuhan nito,” Communications Secretary Herminio Coloma said in a press briefing in Malacanang on Thursday.

“At nagbigay lang po ng impormasyon si Secretary Ona na hindi lang naman po dito sa Pilipinas nagkaroon ng ganyang karanasan, sa iba pang mga bansa tulad ng Pakistan, maging sa several parts of the US ay nakakaranas din ng increase in the incidence of measles.”

An outbreak is the occurrence of cases of the disease in excess of what would normally be expected in a defined community, geographical area or season, according to the World Health Organization (WHO).

There is no specific treatment for measles and recovery may take two to three weeks, WHO said. Complications of measles however may result in blindness, diarrhea, pneumonia, encephalitis and ear infection. Vaccine is available for children to prevent them from being infected.

Among the symptoms of measles include eye redness, coughs and colds, high fever, rashes on the ears, face, neck, and the whole body, and difficulty of breathing, the health department said.

Health officials said they are looking at a possible new strain of measles that caused the cases of the disease in Metro Manila.

Measles is a highly contagious viral disease transmitted through droplets from the nose, mouth or throat of infected persons. PND (as)

Govt to protect consumers from unnecessary power rate hikes
 
Malacanang made an assurance on Thursday that the government is determined to protect the interest of the consumers particularly on the possible power rate hike.

Consumer groups worry that the Manila Electric Co. (Meralco) may charge even higher once the temporary restraining order issued by the Supreme Court is lifted

“Ang ating pamahalaan ay determinado na pangalagaan ang kapakanan ng mga mamamayan at protektahan sila mula sa pagsasamantala ng market power o ano mang aksyon na hindi makatwiran o makatarungan,” Communications Secretary Herminio “Sonny” Coloma Jr. said in a press briefing in Malacanang on Thursday.

Coloma said that the President knows his obligation of protecting the people’s interest particularly on unnecessary burdens like power rate increases.

“He is the Chief Executive responsible for the welfare of the citizenry, and we regard this matter as a significant issue involving the citizen’s welfare. So we will do what is possible in order to protect the welfare of the citizens in this matter.”

The Supreme Court issued last month a 60-day halt order on the P4.15 per kilowatt-hour increase by Meralco.

The high court’s order is aimed at stopping both the Energy Regulatory Commission (ERC) and Meralco from implementing the power rate increase.
Oral arguments have been scheduled for January 21, 2014.

The rate adjustment was implemented by Meralco for the December billing. Meralco earlier announced the rate increase, which was to be imposed in three tranches, as a result of the scheduled shutdown of the Malampaya gas plant.

Because of the shutdown, Meralco bought more expensive electricity from the Wholesale Electricity Spot Market (WESM) to cover for the deficit needed in its jurisdiction.

On Thursday, the high court told the Department of Energy and the ERC to send their comments on the controversial electricity rate increase not later than January 17, and to attend the January 21 oral argument. PND (as)

President Aquino convenes Cabinet Secretaries to speed up post-Yolanda rehabilitation program
 
President Benigno S. Aquino III convened on Thursday the members of the Cabinet to ensure that the post-‘Yolanda’ rehabilitation program is on track and to speed up its implementation, Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said.

The Communications Secretary said during the regular press briefing in Malacanang that the Cabinet Secretaries had updated the Chief Executive of the progress of the works of their respective departments.

Presidential Adviser for Rehabilitation and Recovery Secretary Panfilo Lacson had pointed out during the Cabinet meeting the need for speeding up the clearing of debris in Tacloban City, so that rebuilding efforts can proceed unimpeded, and to minimize citizen’s exposure to health and safety hazards, Coloma said.

"Environment Secretary (Ramon) Paje said that there are 30 shredders available for immediate shipment to the calamity area. This will be used to crush the debris for proper disposal and possible recycling. The possible redeployment of the Metropolitan Manila Development Authority rescue battalion to Tacloban will also be considered," he said.

Coloma said the President directed Interior and Local Government Secretary Manuel Roxas and Public Works and Highways Secretary Rogelio Singson to implement the rebuilding program for destroyed local government facilities including town halls, public markets, and civic centers.

The rebuilding program which was approved last December is estimated to cost 4-billion pesos, Coloma said.

According to Singson 832 school sites have already been cleared for rebuilding of destroyed school buildings, Coloma said.

"The Department of Public Works and Highways is awaiting Japan International Cooperation Agency the proposed design for upgraded school facilities that will be disaster-resilient. He said that the design is being expected before the end of this month," Coloma stressed.

"Health Secretary (Enrique) Ona reported on efforts of the Department of Health to monitor and check the spread of “chikungunya,” a mosquito-borne disease resulting in body pains, but is considered less dangerous than dengue. Massive fogging operations are being conducted in ‘Yolanda’-affected areas," he said.

Coloma said Justice Secretary Leila de Lima presented to the Chief Executive the National Bureau of Investigation’s report on the identification and burial of typhoon victims in Tacloban City.

"This is for Tacloban City alone. A total of 2,249 bodies were recovered. Out of this number, 448 have been processed and buried in permanent burial sites, one of the memorial parks, while 1,801 have been buried in temporary burial sites in Barangay Vasper and at Sitio Suhi in Tacloban City—Sitio Suhi, Barangay San Isidro, Tacloban City—and will be exhumed for further identification processes," he said.

The President directed Department Budget and Management to provide additional funds to complete the cadaver identification and burial process at the soonest possible time.

"Science Secretary Mario Montejo reported that the Department of Science and Technology (DOST) is nearing completion of simulation studies on effects of possible storm surge occurrences similar to those that were brought about by typhoon ‘Yolanda’," he said.

He said Montejo was directed by the President to submit the report by end of January. The DOST will also submit a report on simulation studies of flood-prone areas along the country’s 18 major river systems.

Coloma said Paje reported that the Department of Environment and Natural Resources (DENR) has completed the mapping of ‘Yolanda’-affected areas where the government would implement a 40-meter no-build zone.

The President directed the DENR and the DILG to coordinate with the Department of Tourism in addressing specific concerns pertaining to the rebuilding of tourism facilities along the coastlines such as the Jetty port in Palompon, Leyte, which generates significant tourism revenues, Coloma stressed.

"Secretary (Joseph Emilio) Abaya reported that Department of Transportation’s and Communications is awaiting submission of a JICA study by the end of this month on the renovation of Tacloban Airport which was completely destroyed by typhoon Yolanda.

The President directed the DBM to submit recommendations on the possibility of extending financial assistance to national government employees affected by typhoon ‘Yolanda’ similar to assistance given to those affected by typhoons Pablo and Sendong.

"Budget Secretary (Florencio) Abad also asked Cabinet members to submit recommendations on realignment of department and agency budgets for the purpose of addressing the effects of typhoon ‘Yolanda’ and other natural calamities that arose during the last quarter of the year and were not considered in the preparation of the 2014 budget," he said. Inilagda ng Pangulong Aquino ang deklarasyon sa pamamagitan ng Proklamasyon Blg. 700 na nilagdaan ni Kalihim Tagapagpaganap Paquito N. Ochoa, Jr. noong Enero 2 upang bigyan ng pagkakataon ang mga mamamayan ng Lungsod ng Pagadian na maipagdiwang at malahukan nang puspusan ang pagdiriwang na nasabi.

Ipinagdiriwang ang pista ng lungsod tuwing ikatlong araw ng Linggo ng Enero sa karangalan ng patrong Santo Nino (Banal na Sanggol).

Sinabi ni Kalihim Herminio “Sonny” Coloma, Jr. ng Presidential Communications Operations Office, na ang administrasyong Aquino ay nakikiisa sa Simbahang Katolika sa pagdiriwang ng pista ng Mahal na Patrong Nazareno, na isa sa pinakadakilang na pagpapamalas ng pananalig ng bansa.

“Kaisa kami ng sambayanang Pilipino at ng mga Katolika sa pananalangin at pagsisikap na maibangong muli ang mga pook na sinalanta ng kalamidad habang patuloy ring puspusan at walang puknat ang pagsisikap na pawiin ang katiwalian at maisakatuparan ang mga reporma sa pamamagitan ng wastong pamamahala,” sabi ni Coloma sa isang pahayag.

Sa misa Huwebes na kaarawan ng Pista ng Mahal na Poong Nazareno na idinaos sa Quirino Grandstand, binanggit ni Kardinal Tagle na dapat bakahin ang katiwaiian.

Nanawagan din ang Kardinal sa sambayanang Pilipino na huwag kalilimutan ang mga biktima ng kalamidad, kabilang ang sa nakalipas na mga taon.

Ang mga nasabing kalamidad, bukod pa sa mga naganap noong isang taon lamang gaya na 7.2 lakas ng lindol sa Bohol at ang napakalakas na bagyong Yolanda ang tinutukoy ng Kardinal.

Samantala, sinabi ni Coloma na ang administrasyon ay kaisa sa panawagan ni Kardinal Tagle na ipamalas ang pananalig at pag-ibig sa Maykapal sa isip at sa gawa.

“Kaisa kami ng panawagan ni Kardinal Tagle na bilang mga Kristiyano, dapat nating isagawa ang ating pananalig at ipakita ang ating pagmamahal sa Maykapal sa isip at paggawa man. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday urged all employers in the country’s private sector to promote workers’ welfare and protection by observing the proper pay rules and other core labor standards during the Chinese New Year on 31 January 2014 which is a special (non-working) day in the Philippines.

President Benigno S. Aquino III declared the day a special (non-working) under Proclamation No. 655, Series of 2013, Declaring the Regular Holidays, Special (Non-Working) Days, and Special Holiday (For All Schools) For the Year 2014, which he issued on 25 September 2013.

“On 31 January 2014, Chinese nationals all over the world will celebrate Spring Festival, popularly known as the Chinese New Year, which is one of the most revered and festive events celebrated not only in China, but also in the Philippines, by both Chinese-Filipinos and ordinary Filipinos. The joint celebration is a manifestation of our solidarity with Chinese-Filipinos who have been part of our country in many respects,” said Baldoz.

Thus, the labor and employment chief reiterated that proper observance of the pay rules on this day is a decent work standard that encourages productive and efficient workers, adding that voluntary compliance with labor laws, including correct wage payment during holidays, promotes workplace excellence and redounds to the competitiveness of business and the country’s industries.

Pursuant to Labor Advisory No. 14, Series of 2013, which Baldoz issued on 20 December 2013, the proper pay rules to be observed for the special non-working holiday on 31 January 2014 are as follows:

(a) If the employee did not work, the “no-work, no-pay” principle shall apply unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day;
(b) If the employee reports for work, he shall be paid an additional 30 percent of his daily rate on the first eight hours of work. The standard computation for this is as follows: [(Daily rate x 130 percent) + COLA)];
(c) For work done in excess of eight hours (overtime work), he shall be paid an additional 30 percent of his hourly rate on said day. (Hourly rate of the basic daily wage x 130 percent x 130 percent x number of hours worked);
(d) For work done during a special day that also falls on an employee's rest day, he be paid an additional 50 percent of his daily rate on the first eight hours of work. [(Daily rate x 150 percent) + COLA]; and
(e) For work done in excess of eight hours (overtime work) during a special day that also falls on an employee's rest day, he shall be paid an additional 30 percent of his hourly rate on said day. (Hourly rate of the basic daily wage x 150 percent x 130 percent x number of hours worked).

In Region 8, Baldoz says 15,859 workers displaced by Typhoon Yolanda benefitted from DOLE’s P52.07M emergency employment program as of 31 December 2013 Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said that 15,859 workers displaced by typhoon Yolanda have benefitted from the Department’s emergency employment program (EEP) in Region 8. “Through the emergency employment program, 15, 859 workers, representing their disaster-stricken families, were able to rebuild their lives, with better access to social protection and sustainable income sources. They are now more prepared for the medium- to long –term to attain recovery and sustainability,” said Baldoz. The labor and employment chief, citing the terminal report of Regional Director Exequiel Sarcauga of DOLE Regional Office No. 8, said the DOLE regional office had already paid P53,095,510 to 15,859 workers who were displaced by Typhoon Yolanda. According to Sarcauga, the number of workers in Leyte Province who benefitted from the DOLE’s EEP were as follows: Alang-Alang, 1,467; Burauen, 30; Dulag, 1,080; Jaro, 1,379; Leyte, Leyte, 900; Ormoc City, 1,196; Sta. Fe, 714; and Tacloban City, 3,452. In the Province of Samar, Basey, 958 workers have been benefitted from the EEP. In Eastern Samar, workers in the following towns benefitted from the EEP: Balangiga, 390; Giporlos, 1,228; Guiuan, 816; Lawaan, 480; Mercedes, 480; Quinapondan, 920; and Salcedo, 80. Baldoz said the worker-beneficiaries were paid P260 a day, the minimum wage in those provinces, for a total of P3,900 for a minimum of 15 days. “Just how helpful the EEP was as an immediate post-disaster assistance strategy was demonstrated by the workers in the remote town of Balangiga who wept tears of joy upon receiving their EEP salaries. They could not believe that the government was paying them P260 per day, having been used to receiving much less than that for work in previous government projects,” Baldoz explained. Workers employed under the DOLE’s EEP were engaged for repairing and restoring damaged infrastructure or rehabilitating basic service facilities, including, but not limited to, rural works, such as the clearing of canals and waterways and clean-up of public spaces. Director Sarcauga also reported that in coordination with the International Labor Organization (ILO), 1,516 worker-beneficiaries were enrolled in the social protection services of PhilHealth, Pag-IBIG, and Social Security Service. In Tacloban City, 888 worker-beneficiaries were enrolled with PhilHealth, Pag-IBIG, and SSS amounting to P1,408,368. About 627 worker-beneficiaries in Palo, Leyte were registered with the said social protection services which amounted to P994, 422. A worker in Ormoc City was also provided with the said social protection services amounting to P1,586.

DSWD’s Kalahi-CIDSS launches database system to track progress of projects

The Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) of the Department of Social Welfare and Development (DSWD) recently held a soft launch of its Project Information Management System (PIMS) in Quezon City.

The PIMS will serve as a database system for the project staff, from the national to the regional levels, to upload, access, and analyze data.

Aside from data storage, the system can also be used for map production, geo-tagging application, and spatial analysis. It also has web and Short Message Service (SMS) applications.

According to DSWD Secretary Corazon Juliano-Soliman, PIMS will help make project implementation more efficient, as the information is now integrated for all units at different levels – from the national down to the barangay.

Through Kalahi-CIDSS, the poorest villages in the country are able to identify their primary needs and implement projects that respond to their problems. These include school buildings, day care centers, and livelihood trainings, among others.

The geo-tagging feature of PIMS can be used by the staff to tag the location of the small infrastructure projects. The progress of the projects currently being constructed can also be followed using this system.

This feature of PIMS, according to Sec. Soliman, will help ensure transparency.

She said, “The PIMS helps ensure the integrity of the project by making the data transparent at all levels. Since more eyes will now be looking into the progress of the projects the possibility of committing fraud is minimized even more”.

She added that through PIMS, Kalahi-CIDSS implementers will now be able to better track the progress of the projects, allowing them to better respond to issues and concerns that may be flagged by any of the staff.

Kalahi-CIDSS is one of the main poverty alleviation programs of the DSWD, along with the Pantawid Pamilyang Pilipino Program and the Sustainable Livelihood Program.

It utilizes the community-driven d

evelopment (CDD) strategy to develop the capacities of residents and local government units of the poorest municipalities in the country so they will be able to lift their communities from poverty.

After 10 years of CDD implementation, Kalahi-CIDSS is now preparing to scale up its operations into the National Community-Driven Development Program (NCDDP), which will cover more municipalities all over the Philippines.

The NCDDP will be implemented by DSWD along with other national government agencies.

The Department of Social Welfare and Development (DSWD) clarified that it has already accounted for the 7,782 household beneficiaries allegedly missing from the list of validated and registered beneficiaries cited in the Commission on Audit (COA) 2012 Consolidated Audit Report on Official Development Assistance Programs and Projects.

As early as January last year, DSWD has already sent a letter to COA responding to its recommendations on how to address the findings.

Upon double-checking of the list of the National Household Targeting System for Poverty Reduction (NHTS-PR), it was found out that 7,762 beneficiaries from the Audit Report were on the list.

In its January 24, 2013 letter, DSWD explained that the records of the remaining 20 beneficiaries were found to be part of the data that were corrupted for one week in June 2009 and for one day in December 2009.

To account for the list, the DSWD retrieved the Household Assessment Forms and updated the records.

The alleged non-existing beneficiaries were found to be from Regions III, (384 households), IV-A, (1,800), IV-B (1,499), V (1,549), VII (749), and XI, (1,801).

To prevent the corruption of data from being repeated, DSWD has installed a replication mechanism of the database where all households encoded are automatically copied in another file. Thus, even if one gets corrupted, a copy always remains intact.

DSWD Secretary Corazon Juliano-Soliman stressed, “Corresponding sanctions will be taken against concerned officials or employees if verified to be negligent in allowing the unauthorized inclusion of household-beneficiaries.”

She gave her assurance that beneficiaries of the program are the poorest households as determined by the use of the Proxy Means Test.

“We are continuously implementing corrective measures and validating procedures,” the Secretary continued.

Unliquidated account

DSWD further clarified that the total unliquidated balance from the cash grants disbursed from 2008 to 2012 is P3.18 billion as of December 2012 and not P18 billion as cited in the article of one daily broadsheet.

Of this amount, only P1.38 billion remains unliquidated as of December 31, 2013.

DSWD explained that the process of liquidation requires the submission of documentation of cash-pay-outs from the Landbank and will be a continuing activity as long as there are payouts.

Sec. Soliman cited that “gathering of documents from the workers is one challenge for [DSWD] since Pantawid Pamilya areas include very hard to reach far-flung barangays and island-barangays.”

She also added that DSWD has several conduits and their reports are also vital in the liquidation process.

DSWD is already taking appropriate steps that will expedite the full liquidation of cash grants. These include the conduct of liquidation workshops in all Field Offices every after the bi-monthly cash grants payout. During the workshops, all supporting documents for liquidation will be gathered.

A monthly reconciliation between records of the National Office Liquidation Team and the Regional Liquidation Team is likewise being done.

The Liquidation Team from the Central Office also provides technical assistance to its regional counterparts to ensure immediate liquidation.

U/KBs sustained robust capitalization

Capital adequacy ratios (CARs) of universal and commercial banks (U/KBs) collectively stood at 17.98 percent on solo basis and 19.24 percent on consolidated basis as of end-June 2013. These high ratios are still driven by the industry’s Tier 1 capital, the highest quality among instruments eligible as bank capital. As a percentage of risk weighted assets (RWA), the Tier 1 ratios stood strongly at 16.46 percent and 16.75 percent on solo and consolidated basis, respectively.

The sustained strength of the industry’s CARs resulted from the faster growth pace of qualifying capital vis-à-vis that of RWA. On a quarter-on-quarter basis, qualifying capital grew by 1.18 percent on solo basis and 2.12 percent on a consolidated basis mainly due to profitable operations of banks in the second quarter of 2013 as well as the issuances of additional common stocks.

Despite the expansion in the industry’s total assets from P7,272.9 billion to P7,709.6 billion, the industry’s RWA decreased by 0.12 percent on solo basis mainly due to the reduction in the risk weight/capital charge of Philippine sovereign issues denominated in foreign currencies from 100 percent to 50 percent. This reduction in risk weight/capital charge is a direct result of the credit rating upgrade of the Philippines into investment grade. Likewise, RWA increased slightly by 0.22 percent on a consolidated basis. Without the change in risk weight/capital charge of Philippine sovereign issues denominated in foreign currencies, the industry’s RWA would have increased by 2.70 percent on solo basis.

The industry’s CAR figures indicate U/KBs’ continued efforts to maintain robust capitalization. A strong capital position promotes financial stability by providing individual banks and the industry with an adequate buffer against unexpected losses that may arise during times of stress.

National Government achieves P1 billion surplus for November 2013

The National Government posted a budget surplus of P1 billion for November 2013, reversing the expected deficit of P20.5 billion for the month. This brings the year-to-date fiscal deficit at P111.5 billion, well within the P173.2 billion program. Netting out interest payments, the primary surplus was recorded at P19.1 billion for November 2013, yielding a January-November 2013 primary surplus of P185.2 billion compared to P155.2 billion in 2012.

Finance Secretary Cesar Purisima said the increased fiscal space in November was especially encouraging given that the national government had to invest for recovery efforts in the aftermath of Typhoon Yolanda.

“This is an example of how our economic strength translated directly to resiliency in service of our affected countrymen,” Purisima said.

January to November revenues increase by 11% over 2012

Total revenues for November reached P165 billion, a second monthly collection peak after April’s total of P190 billion, and representing an improvement of 6% year-on-year. January to November 2013 total collections amounted to P1.566 trillion, an 11% increase over the same period in 2012.

Both BIR and BOC collections have gained double-digit year-on-year growth rates last November 2013. BIR revenues of P126.5 billion for the month reflected a 14% increase over the same month in 2012. Amidst ongoing Customs reform initiatives, BOC collections amounted to P28.2 billion, a 19% growth over 2012.

The Bureau of Treasury exceeded its program collection over the January to November period by 44%, raking in P75.5 billion.

January to November expenditures grow 9% year-on-year

Total November expenditures stood at P164 billion, bringing year-to-date figures at P1.677 trillion, a 9% growth over comparable expenditures in 2012.

Due to the net issuance of fixed rate treasury bonds for the year, interest payments for November inched 2% above program. However, year-to-date interest payments of P296.7 billion remain below the government’s cap of P302.8 billion, reflecting interest savings of P6.1 billion.

The national government continues to show progress in reducing interest payments as a share of national expenditures. January to November 2013 payments narrowed down to 17.7% of the government’s total disbursements, versus 18.4% in the same period in 2012.­

Customs invite public to audit import transactions online

The Bureau of Customs began the year anew with reform initiatives in an unprecedented transparency initiative inviting the public to analyze actual import transactions through Customs. Data on importation for December 2013 is now available and posted in the new and improved BOC website and in the Customs ng Bayan website, an information portal to be fully launched mid-January. BOC has also contributed data to be published in the National Open Data website (www.data.gov.ph), to be launched on January 16th.

Purisima added: “By opening the books of one of the most corrupt government agencies and uploading publicly available information in the Customs Ng Bayan website, the Filipino people can actively join in our fight against widespread smuggling and corruption in Customs by analyzing for themselves actual import information and identifying fraudulent and questionable transactions.”

DPWH improves way to Ilocos Region

 Level of quality and safety of national roads leading to Ilocos Region continues to improve with the Department of Public Works and Highways (DPWH) able to increase total length of paved highway to 1,576 kilometers.

In his report to DPWH Secretary Rogelio L. Singson, DPWH Region 1 Director Melanio C. Briosos said that the paving of 31 kilometers of national roads in 2013 has reduced the unpaved roads in Northern Luzon to 47 kilometers which is included in budget priorities and will be completed between 2014 to 2016. Also completed are national bridges with a total length of 366 lineal meters.

DPWH Region 1 together with its ten (10) District Engineering Offices work hand-in-hand in the implementation of 853 projects consisting of roads, bridges, flood control and drainage, and public buildings worth P5.190 Billion in CY 2013 and attained the completion of 611 projects or accomplishment rate of 77 percent.

Notable major projects completed is the 180 lineal meter Aluling Bridge constructed along Cervantes – Bontoc Road crossing the Abra River connecting the towns of Cervantes, Ilocos Sur and Tadian, Mountain Province. The bridge provides faster and safer movement of people and goods between Region I and the Cordillera Administrative Region, reducing travel time from one hour to thirty minutes.

Aluling Bridge bridge was completed on March 25, 2013 and formally inaugurated on August 15, 2013. It was originally started sometime in 1978 and funded on staggered basis but the works accomplished were subsequently damaged by rampaging flood water in the 1990’s.

The Lingayen-Binmaley Road project which provides an alternate route bypassing the busy town proper of Binmaley and Lingayen for motorists heading to eastern and western Pangasinan known for beaches was also completed with no less than President Benigno S. Aquino formally opening to vehicular traffic.

With the right project, right cost, right quality principle in project implementation, the widening of Agoo-Aringay Road Section of the Manila North Road (MNR) not only improves vehicular traffic flow but also addresses flooding problem in the area. The project was also completed four (4) months ahead of schedule and generated fund savings of P3.7million which was utilized in the construction of sidewalk with railings along the Elementary School located within the area for the safety of school children.

In support to the national tourism development program, completed are the construction construction/widening/upgrading/rehabilitation of Maoini-Baduang-Saud Road leading to beaches of Pagudpud, Ilocos Norte and the access road to distinctive white limestone formation known as Kapurpurawan Rock Formation along the coast of Burgos, Ilocos Norte. The improvement of Manila North Road, Bantay-San Ildefonso-Section in Ilocos Sur was also completed

Two (2) more projects nearing completion to provide access to declared tourism destinations in Pangasinan include Bangrin Mangrove Road with an accomplishment of 99%, and Napudot Access Road with a 92% accomplishment.

Zambo City officials hail Roxas for altruism, leadership during MNLF standoff

 MANILA, Philippines The Sangguniang Panlungsod (SP) of Zamboanga City has cited Interior and Local Government Secretary Mar Roxas for his “altruistic contribution” and concern for Zamboanguenos during the standoff between government forces and the Misuari faction of the Moro National Liberation Front (MNLF) last year.

Resolution No. 960 titled, “A Resolution Expressing Sincerest Thanks and Gratitude to the Honorable Manuel ‘Mar’ Araneta Roxas II for his Altruistic Contribution and Concern over the Welfare of the People of the City of Zamboanga during the MNLF Bloody Standoff” was unanimously passed by the city council during its regular session held last November 6, 2013.

Those who signed the resolution were Vice Mayor Cesar Iturralde; SP Floor Leader Roel Natividad; Assistant Floor Leader Charlie Mariano; and Councilors Melchor Rey Sadain, Rogelio Valesco Jr., Cesar Jimenez Jr., Luis Biel III, Josephine Pareja, Myra Paz Abubakar, Rodolfo Bayot, Benjamin Guingona IV, Miguel Alavar III, Eduardo Saavedra Jr., Percival Ramos, Rommel Angan, Vincent Paul Elago, Abdurahman Nuo and Joanna Mari Mas.

Zamboanga City Mayor Maria Isabelle Climaco, who furnished the DILG a copy of the resolution, expressed her deep appreciation to the DILG chief for his support during the Zamboanga City crisis.

“On a personal note, and in behalf of the entire officialdom of the City Government of Zamboanga and its people, allow me to convey my sincere gratitude for your altruistic contribution and invaluable services,” Climaco said in her letter to Secretary Roxas.
The City Council, in their resolution, lauded the efforts of Roxas who stayed for 23 days in Zamboanga City to help oversee the government operations against more than 500 heavily-armed MNLF fighters who took hostage about 200 hostages’ last September.“Honorable DILG Secretary Mar Roxas II never left Zamboanga City until and after everybody has been safe and everything has been in order,” the SP resolution stated.

Roxas, President Aquino’s designated alter ego in crisis management, rushed to Zamboanga City with Defense Secretary Voltaire Gazmin on the first day that the Misuari forces tried to seize the City Hall and raise the MNLF flag in the government center.

During the 23-day siege, the MNLF gunmen also seized civilian hostages and used them as human shields to thwart off soldiers and policemen who were deployed to restore peace and order in the city. The standoff prompted the evacuation of 118,819 Zamboanga residents, most of whom were rendered homeless after the Misuari forces burned their communities to repel government forces out to rescue civilian hostages.

The City Council, in their resolution, credited Roxas for the successful release of 195 hostages and the return to government control of seven coastal barangays namely Mampang, Talon-Talon, Kasanyangan, Mariki, Rio Hondo, Sta. Catalina and Sta. Barbara.

More than 200 MNLF fighters involved in the attack were arrested and are now detained at Camp Bagong Diwa, Taguig City facing possible life sentences for rebellion.

09 January 2014 – Foreign Affairs Secretary Albert F. del Rosario welcomed today Norwegian Foreign Minister Børge Brende in his first visit to the Philippines. The three-day visit, from January 07 to 09, nine weeks after Minister Brende assumed his position as Norway’s Foreign Minister, highlights the strength of Philippines-Norway relations – from political and economic cooperation, to people-to-people exchanges.

Secretary del Rosario thanked Minister Brende for Norway’s substantial support of US$41.3 million to typhoon-related relief efforts in Central Philippines and for Norway’s keen interest in the Philippines’ recovery and reconstruction efforts to build back better and establish climate-resilient communities.

We are deeply moved by the Norwegian Government’s immediate response, which ranged from financial assistance and relief goods, to the deployment of volunteers and an “Experts on Mission,” Secretary del Rosario said.

Minister Brende himself visited some of the affected areas on 08 January to gain insights on how Norwegian assistance has been utilized and to see how Norway could further contribute to theReconstruction Assistance on Yolanda (RAY) program. Norway will not only encourage other European partners to meet the US$ 788 million UN appeal which now stands at 42%, but also consider helping further the fisherfolks and farmers affected by Typhoon Yolanda.

The two ministers discussed Norway’s participation in the country’s peace processes, given that Norway is the Third-Party Facilitator in the peace talks between the Philippine Government and CPP-NPA-NDF on the one hand, and also a member of the International Monitoring Team (IMT) in the Mindanao Peace Process, on the other.

The ministers likewise welcomed their mutually beneficial maritime cooperation. Norwegian-owned, operated or maintained vessels employ some 21,000 Filipino seafarers. The Norwegian Shipowners Association has maintained a state-of-the-art Maritime Training Center in Taguig and plans to expand further its training facilities. Norway has shared its technical expertise to ensure thatthe Philippines complies with the Convention on the Standards of Training, Certification and Watchkeeping (STCW).


Minister Brende’s visit served as a fitting backdrop to the holding of the 1st Philippines-Norway Bilateral Consultations last January 08. Office of European Affairs Assistant Secretary Maria Zeneida Angara Collinson co-chaired the meeting together with Mr. Tore Hattrem, Director General of the Regional Development Office in Norway's Ministry of Foreign Affairs. The consultations covered current, bilateral, regional and multilateral issues of common concern.

Aside from the peace process and maritime cooperation, the Bilateral Consultations also provided an opportunity to discuss cooperation in other areas such as trade and investment, labor, education, renewable energy and disaster management.

“Norway wants to do more strategic investments that can unlock growth and more on the PPPs,” Foreign Minister Brende confirmed during the meeting today with Secretary del Rosario.

With its current demographic challenges, Norway has agreed to explore the possibility of establishing a mechanism for the systematic employment of Filipino healthcare workers. Norway has also committed to participate actively in the Asia-Europe Meeting (ASEM) Disaster Risk Reduction and Management Conference to be held in Manila in September this year. In the regional and multilateral arena, developments in ASEAN, ASEM and the Arctic Council were discussed. The Philippines and Norway agreed on the importance of preserving freedom of navigation, maritime security and the peaceful settlement of disputes in accordance with international law, specifically UNCLOS.

Before concluding his working visit to the Philippines, Foreign Minister Brende will call on President Benigno S. Aquino III this afternoon where further strengthening of cooperation between the Philippines and Norway is expected to be discussed.

Phl Embassy brings consular services to Bonn, Germany

09 January 2014 – A team from the Philippine Embassy in Berlin, composed of Ms. Generosa Balocating, Mrs. Melinda Hernais, Mr. Ruben Atienza, Ms. Lia Sale and Mr. Mel Francisco, conducted a one-day mobile consular outreach program in Bonn on 21 December 2013.

This has been the first consular outreach program since the Bonn extension office closed in November 2008. It was held at Philair International Travel Agency conveniently located in the city center.

The consular team facilitated a total of 65 e-Passport applications and 23 other services that included filing of civil registry forms and notarials. In addition to these consular services, the team also provided basic consultation services to overseas Filipinos staying at the State of North Rhine-Westphalia.

Philair owner and Managing Director Elda Falcon and staff Jacqueline Espiritu were on hand to give full support to the outreach program. Refreshments and other services, such as the provision of stamps and photocopying services were also made available to the applicants.

The mobile outreach is part of the Embassy’s efforts to bring its consular services closer to Filipinos residing in different parts of Germany.

Reflects renewed market confidence on bid process
The Government Service Insurance System (GSIS) stands to earn more than Php566 million following the unprecedented sale of two of its prime Metro Manila properties last December 2013.

The Philcomcen building in Ortigas with a book value of only Php234 million was sold to the Filinvest Land Inc. with a bid of  Php771.5 million while Cul Transit in Quezon City, with a book value of only Php50 million, was sold to Global 360 Development Corporation who bidded Php78 million for the 2,076 square meter property.

"The results are overwhelming. We were able to sell them at rates way beyond our asking price through a transparent bidding process," GSIS President and General Manager Robert G. Vergara said.

Along with Philcomcen and Cul Transit, other GSIS acquired assets that were put on the sale block in November 2013, included Polymedic 1 and 2 in Mandaluyong City as well as LA’O and the former Jai Alai in Manila.

Nine bidders, including real estate developers submitted offers for the six properties.

Vergara said it was the perfect time to dispose the assets given the real estate property boom in the country.

"Our efforts to level the playing field for buyers of our properties have paid off," President and General Manager Robert Vergara said as he assessed the public auction.

"This milestone bodes well for auctions that we will be holding in the future," Vergara said, adding "this will positively impact on the financial standing of the institution."

Based on unaudited figures, the total assets of GSIS for the first 11 months of 2013, Â stood at Php784.1 billion, up by 8% from the Php726 billion posted in 2012.

Members of the Government Service Insurance System who did not meet the December 31, 2013 application deadline for the housing loan restructuring program may still apply until June 30, 2014 after it was extended by the pension fund.

The program is open to borrowers whose accounts are current or up-to-date; whose deeds of conditional sale were cancelled but which are not yet sold; and whose accounts are under foreclosure.

Buyers of rights and heirs of deceased borrowers who meet the eligibility criteria are also qualified to apply under the program.

However, borrowers whose properties were auctioned and who were already issued a certificate of sheriff sale are no longer qualified.

Under the program, GSIS will condone all unpaid penalties and surcharges and grant extended payment terms to qualified applicants.

By restructuring, the auction of the properties under the foreclosable Real Estate Loan accounts may be postponed and the cancellation of the Deed of Conditional Sale (DCS) accounts that have not yet been sold may be withdrawn.

An incentive also awaits borrowers who intend to pay their arrears in full. Those with arrearages of not more than six months will get 100% discount on unpaid interest, penalties and surcharges. While accounts with arrearages of more than six months will get discounts based on their payment history.

In addition, members with current accounts may benefit from lower monthly amortizations through longer payment periods.

For the convenience of members, GSIS is implementing a by-appointment-only policy. This aims to avoid unnecessary waste of the members' valuable time and ensure they are properly attended to.

DAR allots P1.26 billion for 2014 land acquisition, distribution

A TOTAL of P1.26 billion was allotted by the Department of Agrarian Reform (DAR) for the acquisition and distribution (LAD) of private agricultural lands under the Comprehensive Agrarian Reform Program (CARP) this year.

Of the total, P852 million was allotted for some 240,707 hectares of land to be acquired and subsequently distributed to qualified farmer-beneficiaries, Agrarian Reform Undersecretary for Legal Affairs Anthony Parungao said.

Also within the year, the DAR is pipelining around 60,706 hectares for distribution in 2015 and for which the agency has allotted P412 million

On top of the 2014 budgeted LAD target, the DAR is also set to distribute approximately 24,000 hectares, representing 15 percent of the 160,000 budgeted LAD target last year which the agency failed to accomplish.

Agrarian Reform Secretary Virgilio de los Reyes promised that 2014 will be a better year in implementing the CARP, saying most of the DAR’s targeted land had been issued notices of coverage before the end of 2013.

The notices of coverage issued by the DAR include the 358 hectares owned by the Tarlac Development Corp. (Tadeco), a company of President Aquino’s family.

As of January 2014, the DAR has accomplished 88.8 percent of the 5.4 million hectares of its CARP scope, leaving its LAD balance at approximately 734,355 hectares.

Even with the successful distribution of the DAR’s budgeted LAD target for 2014, the DAR is still faced with the challenge of distributing the remaining balance of 493,648 hectares.

Also, the DAR is set to release within the month a new guideline for LAD to step up the process.

Under the proposed guideline, the number of documents required by the Land Bank of the Philippines (LandBank) in the conduct of joint field investigation with the DAR of the property being covered, as well as in land valuation, will be reduced.

The conduct of joint field investigation with the DAR and the land valuation of the property being covered by the CARP take at least eight-and-a-half months.

Also, the new guideline being drafted by the DAR will further streamline the LAD process so as to shorten the time spent for the process.

Parungao said they plan to put in place one joint DAR-LandBank review of claim folders to ensure completeness and appropriateness of documents prior to submission to LandBank for valuation.

Also, a new Web-based computerized LAD database will be put in place next month to simplify the work at the field level and make it easier for the DAR Central Office to monitor the progress of work at all levels.

The DAR has been the subject of criticisms by agrarian-reform advocates and leaders of militant farmers’ organizations for its snail-paced dismal performance, citing the case of Hacienda Luisita, the distribution of which was only completed late last year. The distribution was ordered by the Supreme Court in its final and executory ruling on April 24, 2012, after almost a decade of legal battle put up by the Cojuangco-Aquino family in an attempt to avert a 2004 Presidential Agrarian Reform Council decision that canceled the stock-distribution scheme, which was implemented for Hacienda Luisita since 1989.

The CLOA distribution, covering a total of 4,009 hectares portion of the vast sugar estate formerly owned by the family of President Aquino, benefitted 6,212 qualified farmer-beneficiaries, who got approximately 6,000 square meters each.

Hacienda Luisita was the biggest landholding ever to be distributed by the DAR in the history of the CARP, which was started in 1987 during the presidency of President Corazon Aquino, the President’s mother.

However, despite the CLOAs having been distributed by the DAR, the farmer-beneficiaries are still waiting to be installed in their assigned farm lots.

The DAR has yet to complete the land survey for purpose of monumenting or putting up markings, called mojons, in preparation for the installation of the farmer-beneficiaries.

The land survey cannot be done until the sugar canes planted in some areas have been harvested. The harvest period of sugarcane is between November and February. (by Jonathan L. Maguya, 7 Jan 2014)

DA to undertake short - and long-term solutions to veggie frosting in Benguet

Agriculture officials believe the recent frost incidence in one of the country’s major vegetable bowls has negligible impact on the supply in Metro Manila since it only affected a small portion of Benguet’s vast production area. Yet, they are not taking chances and are out to boost the resilience of farmers against what they call a “natural occurrence.”

Noting that vegetable frosting happens regularly in the province, the Department of Agriculture announced on Monday it is set to carry out both short- and long-term measures to help farmers cope better with the frost.

“Sabi nga po ng iba, 50 years nang problema ‘yan, so hindi na po tayo papayag na matapos ang termino ng Pangulong Aquino na hindi natin ‘yan nabibigyan ng permanenteng solusyon,” Agriculture Secretary Proceso said after meeting with other DA officials to review their rehabilitation and sustainability plan for the affected vegetable farmers.

Within this week, DA will deliver its initial assistance to affected farmers in Benguet’s three barangays – Barangay Paoay, Atok and Barangay Madaymen in Kibungan – that include 10 units of power sprayers; 20 rolls of rubber hose; 50 pieces of plastic drums; and 10 rolls of plastic sheets to be used in making rain-shelters. An info-caravan will also be conducted by Friday or Saturday to help educate around 100 farmers about frosting and urgent measures that could be done to prevent, if not totally eliminate, huge damages on crops. Several kilos of replacement seeds will also be provided. The DA regional field office in the Cordillera Administrative Region said around 500 farmers will benefit from the initial help.

Agriculture officials say timely adoption of mitigating methods could greatly reduce losses. For instance, Cordillera farmers would usually sprinkle water at the plants at the onset of frosting to save leaves from wilting. Many of them have also learned to adjust their planting calendar so as to harvest early and avoid a frost season. The recent frost was first noted on December 30, when temperature dropped to a near-icy 9°C.

As a long-term solution, water-impounding facilities will be constructed strategically in frost-prone areas, with some enhancements in the design. Secretary Alcala said the modified design would allow farmers to pump water into farms situated in more elevated areas where frosting normally occurs. DA will also establish additional rain-shelters and greenhouses so that farmers can grow and harvest crops even during rainy and cold seasons.

These interventions will be in addition to what DA had already delivered or established in Benguet, which include P2.4-million water impounding facility, a greenhouse and several units of power sprayers in Atok, usually the most affected area. The provincial government has also been provided with seeds last year, DA said.

“Actually, we have been proactive in our actions,” said Secretary Alcala. “These [immediate solutions] have already been incorporated in our 2014 programming prepared a year ago. So now, it is just a matter of hastening, or in some cases, expanding the scope of its implementation.”

In a statement released before the weekend, DA assured Metro Manila consumers that vegetable frosting in Benguet will not lead to a shortage of upland vegetables as it affected merely three hectares of potato and cabbage farms in Barangay Paoay, Atok and Barangay Madaymen in Kibungan, Benguet. Of the total affected areas, only one-fourth hectare was totally damaged. The provincial government estimates Benguet has 25,000 hectares of vegetable farms.

DA is now closely monitoring the occurrence of frosting in the three barangays, as well as other farming communities in Benguet. In case a need for additional supply arises, it also works to prepare alternative sources of upland vegetables for Metro Manila, notably Nueva Vizcaya and Quirino. (McBien Garcia/DA)
