Synopsis:
At 4:00 AM today, the center of Tropical Depression "AGATON" was estimated based on all available data at 230 km southeast of Hinatuan, Surigao Del Sur or 230 km east of Davao City (7.0°N 127.9°E) with maximum winds of 55 kph near the center and it is forecast to move West Southwest at 5 kph. Northeast Monsoon affecting Luzon.
Forecast:
Davao region and the provinces of Agusan Del Sur and Surigao Del Sur will have rains with gusty winds with moderate to rough seas. Northern Mindanao and the rest of Caraga will experience cloudy skies with moderate to occasionally heavy rains and thunderstorms which may trigger flashfloods and landslides. Visayas and the rest of Mindanao will be cloudy with light to moderate rains and thunderstorms. Cagayan Valley, Bicol Region and Palawan will have cloudy skies with light rains. Metro Manila and the rest of Luzon will be partly cloudy to cloudy with isolated light rains.

Moderate to strong winds blowing from the northeast will prevail over Luzon and Visayas and coming from the northeast to northwest over Mindanao. The coastal waters throughout the archipelago will be moderate to rough.

1. PIA Regional Watch

PIA-4A/QUEZON: The Tayabas City Disaster Risk Reduction Management Office conducted relief and rescue operation training to the auxillary members of city disaster group. The training aimed to teach procedures in relief and rescue operation during and after the occurence of calamity.




PIA-4A/QUEZON: The provincial government of Quezon distributed health coupons to 286 barangay captains in the province to defray medicines and hospitalization of indigent persons. The barangay captains have recieved P25,000 each worth of health coupon for distribution to the needy in their respective barangays.

GMA: In demand ngayong taon ang iba't ibang trabaho abroad, ayon sa POEA. Patuloy daw ang mataas na demand para sa caregivers sa Israel habang ang Iraq ay kailangan ng 7,000 nurses. Bukod naman sa hotel and tourism, marami ring trabaho sa construction, energy at healthcare sa Saudi Arabia at UAE. Mangangailangan din daw ng may isang milyong manggagawa mula sa construction, hotel at health care sectors ang Qatar.

Provincial gov’t offices receive ISO certification

TRECE MARTIRES CITY, Cavite, Jan. 9 (PIA) – Twenty provincial offices have passed the ISO 9001:2008 certificate of registration from the international certifying body for their excellence in quality management system.

The awarding of ISO 9001:2008 certificate of registration held Monday, January 6, at the provincial gymnasium during the first flag-raising ceremony for the year 2014.

The newly ISO certified offices are the following:  Provincial Administrator for Internal Affairs, Provincial Accounting Office, Provincial Budget Office, Provincial Engineer’s Office, Provincial Health Office, Cavite Office Of Public Safety,  Provincial Information Office, Provincial Planning and Development Office, Provincial Social Welfare and Development Office, Office of the Provincial Agriculturist, Provincial Cooperative Livelihood and Entrepreneurial Development Office, Provincial Environment and Natural Resources Office, Provincial Jail, Provincial Legal Office, Provincial Veterinary Office, Provincial Population Office, Provincial Housing Development and Management Office, Provincial Youth and Sports Development Office, Provincial Tourism Office and Cavite Quality Management Office.

Governor Jonvic Remulla reminded the employees of the provincial government to live the ISO culture and exert all efforts to maintain the certification and constantly improve service delivery to constituents.

ISO 9001:2008 is a set of standards and requirements for the development of a quality management system commonly applied by private corporations and organizations to help ensure that the needs and expectations of customers are adequately and consistently met. These standards also enable organizations to develop mechanisms for continual improvement of products and services.

The province adopted the principle of instituting quality management system particularly in the four core offices of the provincial government (which was ISO certified almost two years ago) namely the Treasury, Assessor’s Office, Sangguniang Panlalawigan and the Office of the Provincial Governor together with three support offices – the Human Resource management Office, Information Technology Division and the General Services Office.

The Anglo Japanese American (AJA) Registrars granted the Certificate of Attestation to the Provincial Government last May 3, 2012. Later, Cavite was awarded as the first ISO 9001:2008 certified provincial government in the Philippines and in South East Asia on June 12, 2012.

The event was attended by the members of Sangguniang Panlalawigan led by Vice Gov. Jolo Revilla, Dir. Josefina Castilla-Go, regional director of DILG Region IV, Dir. Fernando Mendoza, assistant regional director of the Civil Service Commission Region IV-A, harity Arevalo, field director Region IV-A, Paul Bagatsing of AJA Registrar’s Inc., Jesus Barrera, quality management representative, division and department heads and employees of the provincial capitol. No measles outbreak in Calabarzon

CALAMBA CITY, Laguna, Jan 13 (PIA) --While the Department of Health (DOH) declared measles outbreak in some cities of the National Capital Region (NCR) early this month, there was no reported occurrence of outbreak in Calabarzon as of this time.

But Calabarzon was not spared from the rising cases of measles in the Philippines. Last year, the total number of laboratory-confirmed measles cases in the region was 458, which was 288 percent higher compared with the 159 confirmed cases in 2012.

Dr. Nestor F. Santiago, Jr., regional director, DOH - Regional Health Office (DOH-RHO) 4A, said there was an increase in measles cases last 2013 in three provinces in the region, namely: Laguna, 259; Batangas, 88; and Cavite, 57. The cities with the highest number of measles cases were: 1) Sta. Rosa City, 119; 2) Lipa City, 42; and 3) Bacoor City, 23.

Since May 2013, the health workers in these areas have already conducted outbreak response immunization for children 6 months to 59 months old to complete the 2 doses of measles vaccination and ensure increase in the immunization coverage.

Dr. Santiago stressed that significant activities have already been undertaken by the DOH-RHO 4A, in coordination with the local government units, such as: massive information dissemination campaign; delivery of Measles vaccines (MV) and Measles, Mumps, Rubella Vaccines (MMRV) to different provinces to ensure availability of logistics; surveillance of all reported cases; and inventory of cold chain facilities.

Moreover, he said, health advisories have also been sent to local government units, to remind them to mobilize their respective local health workers to conduct catch-up and follow-up immunization of drop-outs and missed children, to ensure high immunization coverage. (MTYMalubag, DOH RHO4A/PIA4A)

1. Pres. Aquino leads groundbreaking of San Gabriel Power Plant in Batangas
Tuesday 14th of January 2014 
BATANGAS CITY, January 14 (PIA) --President Benigno S. Aquino III led the groundbreaking of First Gen Corp.'s San Gabriel Power Plant in barangay Sta. Rita, this city at about 10:00 o'clock this morning. 
Upon arrival the President was accompanied by Energy Secretary Carlos Jericho Petilla,Batangas Governor Vilma santos Recto, and other government officials. 
In his speech, Pres. Aquino emphasized his gratitude to First Gen for putting up one of the soon-to-be major natural gas plant in the country that aside from ensuring a steady supply of energy, the said plant will make more efficient use of fossil fuels. 
The 414 megawatt power plant which is expected to go on commercial operation in 2016 will sell electricity to Luzon grid which is expected to increase energy demand from 10,294 MW to 11,000 MW. 
Last December 16, 2013, First Gen, through First Nat-Gas Power corporation(FNPC), signed an equipment supply contract with Siemens AG and a construction services contract with Siemens, Inc., for the engineering, design, procurement, construction and completion of the 414 MW San Gabriel Combined Cycle Natural Gas-Fired Power Plant.
 San Gabriel’s first unit will initially utilize Malampaya gas. It is planned in the future that the project, along with the other two additional planned units, will operate on regasified liquefied natural gas.  The San Gabriel Project is intended to be financed through an export credit agency-covered loan and the proceeds of First Gen’s recent US$300-million Reg-S bond offering.  It has an estimated project cost of US$600 million.
 The project will utilize the SCC6-8000H gas turbine technology, Siemens’ most advanced and efficient gas turbine, which has been proven to achieve more than 60 per cent combined-cycle efficiency.
 Aside from an efficient gas turbine technology, the San Gabriel Project will enjoy operations and maintenance synergies with the adjacent 1,000-MW Santa Rita and 500-MW San Lorenzo Combined Cycle Natural Gas-Fired Power Plants. Siemens was also the contractor for the Santa Rita and San Lorenzo power plants, which are effectively owned 100 per cent by First Gen.  (PIA-Batangas)

ANTIPOLO CITY, Rizal, January 10 (PIA) --The Antipolo City Business and Permits and Licensing Office is currently implementing its annual Business One-Stop Shop (BOSS) activity helping local entrepreneurs fast track their business registration processing.

Requirements for new applications are SEC/DTI registration, barangay business clearance, community tax certificate/corporate tax certificate, contract of lease (TCT), 3R photos of the applicant, zoning clearance, environmental permit to operate, sanitary permit, fire clearance, homeowner’s endorsement (if applicable), authorization letters (if sending a representative) and other national agency clearances depending on the nature of the business.

Renewal of businesses have similar requirements together with the old mayor’s permit complete with attachments and the previous year’s audited gross sales report.

ANTIPOLO CITY, Rizal, January 16 (PIA) --The Department of Agrarian Reform-Rizal together with the Pinugay Agrarian Reform Beneficiaries Multi-Purpose Cooperatve, Antipolo City and Baras LGUs have launched the first Community Managed Potable Water Supply, Sanitation and Hygiene (CPWASH) Facility in Rizal Province through a MOA signing at Pinugay, Rizal.

Provincial Agrarian Reform Program Officer I James Arthur Dubongco, Pinugay ARB-MPC Chairman Teofilo Gallardo Jr. , Barangay San Jose, Antipolo Chairman Felicito Garcia and Barangay Pinugay, Baras Kagawad Rhodora Rey signed the agreement supporting the construction of the said CPWASH within the locale.

Funding for the CPWASH facilities will be coursed by DAR through the Pinugay ARB MPC inclusive of filter systems as well as bio gas digesters for local communities. Upon signing the MOA, DAR-Rizal will find suitable sources of water to install the facilities. The assembled facilities may then be replicated by municipalities who wish to pattern their own CPWASH facilities after the technology provided by DAR. The agency eyes the construction of the CPWASH facilities on February 3-11.

Pinugay is a community along the borders of the City of Antipolo and Municipality of Baras which has been subject to boundary disputes. However, both the DAR and the LGUs reiterate that the CPWASH is a community based project and does not focus on a particular LGU which it exclusively serves. DAR-Rizal also stated that it may also cater to nearby municipalities of Teresa and Tanay, Rizal other than the two signatories of the MOA.

Also present during the signing were representatives from the Rizal Provincial Government, Antipolo City, Baras, DAR-Rizal, Philippine Center for Water and Sanitation, Pinugay ARB-MPC and Antipolo City Mayor Jun Ynares III. Palace: National Day of Prayer for victims of recent calamities, not for recalling EDSA-2
The National Day of Prayer to be held on Monday is for victims of recent calamities and not for recalling the EDSA-2 revolt that catapulted former Vice President Gloria Arroyo to the presidency in 2001, Malacañang maintained Sunday.

Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said the date of the prayer and the anniversary of EDSA-2 are coincidental.

"Malinaw na wala talagang kinalaman sa pagtatakda sa araw ng panalangin. Nagkataon na yan ang petsang napili sa okasyon (Clearly, there is no connection between the day of prayer and EDSA-2. The date of the prayer was purely coincidental)," Coloma said on state-run dzRB Radyo ng Bayan.

On Monday, President Benigno S. Aquino III is to lead the nation in offering prayers for the victims of last year's tragedies.

These include the failed Zamboanga City siege in September, the magnitude-7.2 quake in Central Visayas in October, and super typhoon Yolanda (Haiyan) in November.

Coloma said different religious groups as well as victims of the three tragedies will be represented in Monday's prayer at the Palace.

National and local government officials as well as victims and survivors of the recent calamities are also invited to the event, he added.

Palace cites safety reasons in barring of sea trips in Tropical Depression 'Agaton'-affected areas
Malacañang on Sunday sought understanding from Filipinos stranded in areas affected by Tropical Depression "Agaton" (Lingling), saying the Coast Guard has barred vessels from leaving port in those places for safety reasons.

Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said they continue to monitor situation reports from areas affected by Agaton.

"Ang mga kababayan natin na nagbabalak bumiyahe sa sasakyang pandagat ay pinigilan at naghihintay sa daungan. Ayaw natin malagay sila sa panganib (People planning trips via seacraft are not allowed to travel if the area is affected by Agaton. We do not want them to be in danger)," Coloma said on state-run dzRB Radyo ng Bayan.

"Ang patakaran ng Philippine Coast Guard, sa Signal No. 1 ay hindi pinapayagang magpalaot ang sasakyang pandagat (The Coast Guard's policy is to bar sea trips in areas under Storm Signal No. 1)," he added.

The Philippine Coast Guard said that as of 8 a.m. Sunday, some 7,325 passengers were stranded in Central and Eastern Visayas, Bicol, and Northern Mindanao.

It also barred 50 vessels, 606 rolling cargoes and 23 motor bancas in the affected ports from sailing. PND (jl)

Palace hopeful on next round of talks between government, MILF
Malacañang on Sunday expressed optimism the upcoming next round of peace talks between the government and the Moro Islamic Liberation Front will finally address the contentious issues blocking the way to a final peace agreement.

Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said the government is hopeful both sides will reach an agreement to finally end the conflict.

"Maaring ito na ang huling yugto ng negosasyon sa pagitan ng pamahalaan at ng MILF (It could be the final round of talks between the government and the MILF)," Coloma said on state-run dzRB Radyo ng Bayan.

He said a final agreement would be a big boost to democracy and peace especially in Mindanao.

Last December, the Office of the Presidential Adviser on the Peace Process said it and the MILF will aim to finalize the remaining Annex on Normalization, as well as an addendum on the Bangsamoro waters.

It said the Annex on Normalization will concretize the vision for a post-conflict Bangsamoro.

Also, the government aims to work closely with the Transition Commission and Congress to ensure the smooth passage of the Bangsamoro Basic Law. PND (jl)

Palace: Government commitment vs child exploitation anchored on solid legal basis
The government has solid legal basis in fulfilling its commitment to protect children from exploitation, including that by child pornography syndicates, Malacañang said Sunday.

Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said this includes the 1987 Constitution and international treaties signed by the Philippines.

"Ang commitment ng bansang Pilipinas sa pagkalinga at pagbibigay proteksyon sa mga bata ay matagal nang naitakda sa ating Konstitusyon sa pagtalima natin sa mga pamantayan ng United Nations at iba pang pandaigdigang organisasyon at sa mga pambansang batas na naipasa ng ating Kongreso (The Philippines' commitment to protect children from exploitation is mandated by our Constitution and by our compliance with the standards of the United Nations and other international organizations as well as laws passed by our Congress)," Coloma said on state-run dzRB Radyo ng Bayan.

He cited Act No. 1670, the first child welfare-related law, which was passed on July 8, 1907.

Also, he said the country has a Child and Youth Welfare Code that became law in 1974.

The Philippines also ratified the United Nations Convention on the Rights of Children in 1990, he added.

"Sa atin pong mga batas, pinapahalagahan ang responsibilidad ng mga magulang at ang papel na ginagampanan ng pamilya at tahanan, komunidad, simbahan, at ng pamahalaan (In our laws, we value the responsibility of parents and the roles of the family, the home, the community, the Church, and government)," Coloma said.

He added the protection extends to all children, including dependents, those that are neglected, and those with disabilities.

Coloma added the government has set up an Inter-Agency Council Against Trafficking (IACAT) headed by the Vice President, with the Department of Justice as the lead agency.

He added the Philippine National Police set up units to combat transnational and cyber crimes, while the Criminal Investigation and Detection Group is going after cyber-pornography rings in Metro Manila, Angeles City, Cagayan de Oro City, and Cebu.

"Ang child pornography at child abuse ay sakop ng mandato ng IACAT sapagka't ang mga krimeng ito ay isinasagawa sa pamamagitan ng pagsasamantala sa mga batang ginagawang instrumento ng kalakal (Child pornography and child abuse fall under the mandates of IACAT because these offenses exploit children and make them tools of trade)," he said.

Meanwhile, Coloma called on citizens to support the government fight against child pornography and exploitation.

"Huwag po nating payagang sila ay mapariwara at mapagsamantalahan ng mga kriminal at ng mga sindikato (Let us not allow our children to be exploited by these criminal syndicates)," he said. PND (jl)

Palace: Aquino administration to sustain good governance measures amid encouraging feedback from traders
Malacañang on Sunday vowed to maintain its policy of good governance, after a recent Social Weather Stations survey showed the reforms the Aquino administration put in place were taking effect.

Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said good governance is one of the five pillars of the Philippine Development Plan.

"Buo ang paninindigan ng gobyerno at ng lahat ng ahensya nito na maipagpatuloy ang mga nasimulang reporma upang higit pang mapahusay ang paglilingkod sa mamamayan at magawang pang-matagalang pamantayan ng serbisyo publiko ang mabuting pamamahala (The government and its agencies are committed to continue the reforms they started to improve service to our people and to make good governance long-term)," he said on state-run dzRB Radyo ng Bayan.

He cited the results of the 2013 SWS survey of 951 enterprises in key cities, where he said government efforts to fight corruption were starting to show results.

In the survey, he said the number of traders who said they were asked to pay bribes or fees continued to go down, from 60 and 50 percent in 2009 at 2012 respectively to 44 percent in 2013.

He also said that while there was an increase in the number of traders who claimed seeing "a lot" of corruption in the public sector in 2013, the 56 percent is the second lowest since 2000.

Also, Coloma said confidence of traders in government remains high, with more traders saying the national government is promoting a good business climate compared to 2012.

He added business expectations for the next two years are excellent/good, reaching a record-high 76 percent in 2013 compared to 74 percent in 2012. PND (jl)

Palace reaffirms stand against unjustified power rate hikes
Malacañang on Sunday reaffirmed the Aquino administration's stand against unjustified power rate hikes, amid reported plans of militant groups to stage a blackout protest this Tuesday.

Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. also said President Benigno S. Aquino III and the government continue to keep tabs on the issue.

"Patuloy ang pagsusubaybay ng Pangulo at ng pamahalaan sa isyung ito at patuloy ang determinasyon huwag pairalin ang hindi makatuwirang singil sa kuryente (The President and the government will continue to monitor developments on this issue. They remain determined not to allow an unjustified rate adjustment)," Coloma said on state-run dzRB Radyo ng Bayan.

Some groups earlier announced plans to hold a blackout protest on Jan. 21, the day the Supreme Court is to hold oral arguments on the rate adjustments.

Meanwhile, Coloma said the government will respect the views of some groups reportedly planning protest actions against the administration.

But he said the government is willing to listen to such groups if they have concrete suggestions related to the grievances they will raise. PND (jl)




Parents who push children into child sex abuse can be held liable, Palace warns
Malacañang on Saturday warned that parents who push or allow their children into child sex can be prosecuted for doing so.Presidential spokesman Edwin Lacierda said the Department of Social Welfare and Development can also take actions to protect minors from such abuse.
"Paalala sa magulang, they can be prosecuted for doing that. may batas tayo riyan (A reminder to parents: they can be prosecuted for doing that)," Lacierda said on state-run Radyo ng Bayan.
He added it is "not acceptable" that parents rear their children to be a source of such income instead of shaping them to become upright citizens.
In the meantime, Lacierda said the appropriate agencies are expected to work closely together against cybersex, including coordinating with tourist establishments.
According to him, the tourism industry is a concern for the government because it has to protect minors while avoiding a negative connotation to the Department of Tourism's slogan that "it's more fun in the Philippines."
"Ang emphasis ni DOT Secretary Ramon Jimenez na 'it's more fun in the Philippines,' it's fun in a positive way ... We don't want to be identified as a haven where tourists can engage in activities that are ... illegal and will affect our minors," he added.
Meanwhile, Lacierda said stakeholders may have to meet anew to thresh out concerns about requiring owners of prepaid SIM cards to register, amid reports the Philippine National Police appealed for the passage of such a measure.
The PNP had said such a measure would help it better address cybercrimes, including offenses against children.
He said that while law enforcement wants the move to curb crimes where perpetrators use disposable SIM cards, there could be privacy issues.
"It's a very ticklish issue that has to be discussed properly," he said. PND (jl)

Palace welcomes China's willingness to dialogue with Phl on fishery row
Malacañang on Saturday welcomed China's willingness to dialogue and meet halfway on fishing rules in the disputed West Philippine Sea (South China Sea).But presidential spokesman Edwin Lacierda pointed out it was the Philippines thwas had set the tone for discussion by seeking clarification from China on Beijing's fishery rules.
"Certainly maganda mag-dialogue. Tayo ang nauna (We made the first move), we asked them, we wanted to seek clarification," Lacierda said on state-run dzRB Radyo ng Bayan.
He said Manila is not surprised that China is willing to dialogue on the matter, since the Philippines had sought clarification.
Besides, he said the Philippines is talking about international waters and its exclusive economic zone.
"We're precisely talking about internationalk waters, about our EEZ. That's why there was a need for clarification. It's not surprising they want to dialogue with us," he said.
Earlier, the Philippines had said it will defy the so-called rules, with government vessels escorting Philippine fishing boats to protect them if needed.
But Chinese Foreign Ministry spokesman Hong Lei was quoted in news reports as saying China is resolute in defending its sovereignty, though it will "put forth efforts to resolve the relevant issue through dialogue and consultations." PND (jl)

Palace: Government remains open to talks with communist rebels but will protect citizens from NPA attacks
Malacañang on Saturday maintained the government is open to peace talks with communist rebels, but will continue to protect citizens from the rebels' attacks. Presidential spokesman Edwin Lacierda said the peace talks could not push through since the rebels had been making difficult demands.
"Insofar as pursuing peace negotiations, we've always been open.
This has been our statement for so long, pero may hinihingi silang condition na we cannot comply with because these were conditions which they themselves created (We've always been open but they have been seeking conditions we cannot comply with because these are conditions they themselves created)," Lacierda said on state-run dzRB Radyo ng Bayan.
He cited the demand of the rebels to confirm the list of peace consultants covered by the Joint Agreement on Safety and Immunity Guarantees (JASIG).
But he said the supposed list was in a floppy disk whose contents cannot be accessed.
In the meantime, he said that while the talks have yet to resume, the Armed Forces of the Philippines will continue to defend citizens from rebels' attacks.
"Habang ayaw nila lumapit sa negotiating table, may obligasyon ang estado, ang AFP, na ipagtanggol ang ating kababayan. The mandate of the AFP is to protect and defend our countrymen so yan pa rin ang ating gagawin (So long as the rebels don't want to return to the negotiating table, the state through the AFP has an obligation to defend our citizens. Palace welcomes improved investment climate ranking of the Philippines
Malacañang on Saturday welcomed reports that the Philippines ranked second in a survey on improved investment climate, but added there still is room for improvement. Presidential spokesman Edwin Lacierda said the government will continue to implement reforms that will improve the investment climate.
"That's certainly welcome news for us. We've engendered to create a culture for investment to be welcomed," Lacierda said on state-run dzRB Radyo ng Bayan.
He was referring to the Philippines' showing in the survey by The Economist Corporate Network (ECN).
Such news is "certainly gtratifying" since the government has been taking steps to further improve the investment climate in the country, though it can still do more.
"We hope to become the first and we are doing a number of steps moving toward that. We started with open data, we're finding ways on how to improve our services to the public and improve the investment climate," he said.
He also noted Trade Secretary Gregory Domingo will do roadshow presentations in other countries to promote trade and investment for the Philippines.
Domingo is also going to Davos, Switzerland this week to represent the Philippines in the World Economic Forum, he added. PND (jl)

President Aquino declares January 18 as special non-working day in the City of Santa Rosa, Laguna in celebration of its 222nd Foundation
President Benigno S. Aquino III has declared January 18, which falls on a Saturday, as a special (non-working) day in the city of Santa Rosa, Laguna in celebration of the the 222nd its Foundation Day.

The Chief Executive issued the declaration through Proclamation No. 701 signed by Executive Secretary Paquito N. Ochoa Jr. on January 7 to give the people of Santa Rosa the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

Santa Rosas historical past can be traced to 1571 when Spanish Conquistador Juan de Salcedo while exploring the Laguna Lake region, discovered the town of Biñan which was annexed as a barrio to Tabuco (now the town of Cabuyao).

In 1688, Biñan, together with Barrio Bukol (now Santa Rosa) was separated from Cabuyao.

Barrio Bukol became an independent municipality on January 18, 1792. The town was named after Saint Rosa of Lima, Peru. PND (js)

President Aquino creates committee to speed up completion of the Metro Manila Skyway Stage 3 Project
President Benigno S. Aquino III created the Metro Manila Skyway Stage 3 Project Coordinating Committee to accelerate the completion of the project to decongest Epifanio de los Santos Avenue (EDSA) and the major roads in Metro Manila.

The Chief Executive formed the committee by virtue of Memorandum Order No. 66 signed by Executive Secretary Paquito N. Ochoa Jr. on January 6.

Under the Philippine Development Plan 2011-2016, the government aims to accelerate the provision of safe, efficient, reliable, cost-effective, and sustainable infrastructure.

"One of the major thematic areas in transport set as the primary focus of both public and private investment is the decongestion of Metro Manila," the President said

The Skyway Stage 3 Project is projected to decongest Epifanio de los Santos Avenue and major roads in Metro Manila.

President Aquino emphasized the need to create a Coordinating Committee to ensure the fastest possible completion of the construction of the Project, and coordinate the various government agencies, local government units and private entities concerned.

The President said a representative from the Office of the Executive Secretary will chair the committee.

Representatives from the Department of Transportation and Communications – Toll Regulatory Board, Department of Public Works and Highways, Department of Environment and Natural Resources, Department of Energy, Office of the Solicitor General, National Power Corporation, National Transmission Corporation, Metropolitan Manila Sewerage System, National Telecommunications Commission, National Housing Authority, Housing and Urban Development Coordinating Council, Presidential Commission for the Urban Poor, Commission on Human Rights and Metro Manila Development Authority as members of the committee.

The Chairperson may call upon any department, bureau, office, agency, or instrumentality of the government, including Government-Owned or -Controlled Corporations, local government units, non-government organizations and the private sector for assistance as the circumstances and exigencies may require.

The committee shall act as the coordinating body between the various government agencies, local government units and private sector to facilitate the completion of the construction of the project. It shall identify bottlenecks and measures to address them.

It shall identify specific ways, and perform every act necessary and expedient to facilitate the completion of the construction of the project within the accelerated schedule.

The committee shall establish a Secretariat to service its technical and administrative requirements which shall be composed of personnel detailed to the Committee from member agencies with the Committee Chairperson determining the number desired and duration of their assignment.

It shall perform such other functions and activities as may be necessary to carry out the provisions of this Order, or as the President may direct.

The Committee shall cease to exist upon the completion of the construction of the project.

The member-agencies of the Committee are authorized to charge against their current appropriations such amounts as may be necessary for the implementation of this Order.

Additional funds and possible fund sources as may be necessary for the implementation of this Order shall be identified and provided for by the Department of Budget and Management subject to the approval of the President.

The Committee shall submit a report to the Office of the President (OP) on the status of the implementation of the Project within 30 days from the date of effectivity of this Order, and every quarter thereafter.

No increase in compensation to Government Owned or Controlled Corporations officers and employees
The Governance Commission for Government Owned or Controlled Corporations (GCG) has not approved any increase in compensation, bonuses, allowances and other benefits for government owned or controlled corporations (GOCCs) directors, officers and rank-and-file employees, GCG Chairman Cesar L. Villanueva said.

Villanueva issued the statement during the regular press briefing in Malacanang on Friday following reports that the Commission on Audit (COA) has ordered officials and employees of 31 GOCCs to reimburse the government in the amount of some P2.3 billion equivalent to the sum of alleged excessive bonuses and allowances paid to them in 2012.

The COA's findings showed GOCCs paid "bonus(es), allowances, and benefits to the board of directors and employees without or in excess of legal basis or proper authority."

"Apart from putting into effect the Performance-Based Bonus or PBB for officers and employees, which was directed by the President Benigno S. Aquino III himself under Executive Order 80 in 2012; and the grant of Performance-Based Incentives or PBI for Appointive Directors pursuant to the President’s EO 24 issued in 2011 and he emphasized this: “GCG has not granted nor authorized much less has it recommended to the President any increase in the rates of compensation, bonuses, allowances and other benefits within the GOCC sector,” Villanueva said.

"In fact, it (GCG) has consistently denied various applications made for such increase in rates including those that resulted from collective bargaining process. Such position of the GCG is, in fact, in line with the moratorium dictated by the President under Executive Order 7," Villanueva stressed.

Villanueva said the GCG had actually reviewed the COA reports released in September, 2013. The GCG has subsequently directed the GOCCs mentioned by the COA to submit a concrete response within 24 hours.

"Therefore, the bulk of the COA-reported unauthorized allowances, bonuses and benefits amounting to P2.313 billion granted to 30 GOCCs relate to practices or existing rates that were carried over from the previous administration, and were therefore inherited by the GOCC Governing Boards appointed by the current administration," Villanueva said.

"When the GCG was constituted in October 2011, the work that it had to undertake in this area was to sort out the legal issues involved as the claim of employees for non- diminution of benefits granted was an issue that had to be resolved," Villanueva said. PND (js)

President Aquino monitoring flood situation in Mindanao, says official
President Benigno S. Aquino III instructed government agencies to ensure that communities affected by the floods in the Agusan region get the assistance they need, a Palace official said on Friday.

“Primarily, his directive was to ensure that they get the proper help,” Deputy presidential spokesperson Abigail Valte said in a press briefing in Malacanang Friday.

Valte said the President issued the instruction even at the time that the low pressure area in the region has not yet been upgraded into a typhoon.

Forecasters said the LPA turned into Tropical Depression Agaton Friday.

“Noong LPA palang, nagbibigay na si Pangulong ng directives sa NDRRMC to work very closely with the local DRRMCs, to make sure that the proper technical assistance is rendered when it is requested,” Valte said.

It was reported that many people have fled from the rising floodwaters along the banks of the Agusan River on Mindanao in the past 24 hours.

The evacuees temporarily sought shelter in schools and government buildings in the Agusan region, reports said.

Weather forecasters had earlier reported that the LPA will become a full-pledged tropical storm and is expected to cause the heavier-than-usual rains over Mindanao.

The bad weather has already disrupted local aviation and shipping schedules, with several dozen domestic flights cancelled over the past week with ferries and a cargo vessel reported to have run aground in Cebu and Bohol this week. PND (as)

Palace: Fighting Metro crimes need public cooperation
Malacanang asked the public to help law enforcers maintain peace and order in Metro Manila in the midst of the rising number of victims falling prey to motorcycle-riding criminals.

The National Capital Region Police Office has instructed all its police units to conduct round-the-clock checkpoints to deter would-be criminals using motorbikes.

“Tulungan ninyo kami sa pagbabantay, siguraduhin po natin na magtutuluy-tuloy iyong kanilang (police) mga paggalaw,” Deputy presidential spokesperson Abigail Valte said in a press briefing in Malacanang on Friday.

And as a result of the recent crimes that happened in Quezon City, some police commanders were relieved from their posts because of their inability to address the problem, she said.

Idineklara ng Pangulong Aquino na pista opisyal ang Enero 18 sa Lungsod ng Sta. Rosa, Laguna dahil sa ika-222 taon ng pagkatatag nito
Idineklara ng Pangulong Benigno S. Aquino III ang Enero 18, natapat sa araw ng Sabado, bilang pista opisyal sa Lungsod ng Santa Rosa, Laguna dahil sa ika-222 taon ng pagkatatag ng naturang lungsod.

Inilagda ng Pangulo ang deklarasyon sa pamamagitan ng Proklamasyon Blg. 701 na nilagdaan ni Kalihim Tagapagpaganap Paquito N. Ochoa, Jr. noong Enero 7 upang bigyan ng pagkakataon ang mga mamamayan ng Santa Rosa na makapagdiwang at makalahok sa mga programa at seremonyang gaganapin.

Ang bayan ng Santa Rosa ay natatag noong 1571 nang si Juan de Salcedo, Konkistador na Espanyol, ay nagsusuri sa rehiyong nakapalibot sa Look ng Laguna at matuklasan ang bayan ng Binan na noon ay isang nayong karugtong ng Tabuko na ngayon ay siya namang bayan ng Cabuyao.

Noong 1688, ang Binan, gayundin ang Baryo Bukol (Santa Rosa ngayon) ay inihiwalay sa Cabuyao.

Naging hiwalay na bayan ang Baryo Bukol noong Enero 18, 1782. Ang bayang buhat sa Baryo Bukol ay isinunod sa pangalan ni Santa Rosa ng Lima, Peru. PND (js/zaf)

Lumikha ang Pangulong Aquino ng lupon para mapabilis ang pagbubuo ng ‘Metro Manila Skyway Stage 3 Project’
Nilikha ng Pangulong Benigno S. Aquino III ang Metro Manila Skyway Stage 3 Project Coordinating Committee para mapabilis ang pagtapos sa naturang proyekto nang lumuwag ang daloy ng mga sasakyan sa Epifanio de los Santos Avenue (EDSA) at iba pang pangunahing mga lansangan sa Metro Manila.

Ang lupon ay nilikha sa pamamagitan ng Memorandum Order No. 66 na nilagdaan ni Kalihim Tagapagpaganap Paquito N. Ochoa, Jr. noong Enero 6.

Sa ilalim ng Philippine Development Plan 2011-2016, nais ng pamahalaan na mapabilis ang paggawa ng ligtas, maasahan, maayos, angkop ang halaga at mahusay na imprastraktura.

“Isa sa pangunahing proyektong dapat magawa agad at pagtuunan ng pamumuhunan ng publiko at pribado man kung paano mababawasan ang gitgitan ng mga sasakyan sa Metro Manila,” wika ng Pangulo.

Ang Skyway Stage 3 Project ay gagawin para mabawasan ang problema sa trapiko sa Epifanio de los Santos Avenue at iba pang pangunahing lansangan ng Metro Manila.

Dahil dito, sinabi ng Pangulo kaya niya nilikha ang Coordinating Committee upang matiyak na matatapos sa lalong madaling panahon ang proyekto sa pamamagitan ng pag-uugnayan ng mga ahensiya ng pamahalaan, mga lokal na pamahalaan at mga pribadong kompanya.

Magiging tagapangulo ng lupong ito, ayon sa Pangulo, ay magmumula sa Tanggapan ng Kalihim Tagapagpaganap na magkakaroon ng karapatang mag-atas sa alinmang kagawaran, kawanihan, tanggapan ng gobyerno, kabilang ang mga korporasyong pagmamay-ari o kontrolado ng gobyerno, lokal na pamahalaan, non–government organizations at pribadong sektor upang tumulong kung kinakailangan.

Mga kagawad ng Coordinating Committee ang mga kinatawan ng Kagawaran ng Trasportasyon at Komunikasyon—Toll Regulatory Board, Kagawaran ng Pagawaing Bayan at Pambansang Lansangan, Kagawaran ng Kapaligiran at Likas na Kayamanan, Kagawaran ng Enerhiya, Tanggapan ng Prokurador Heneral, National Power Corporation, National Transmission Corporation, Metropolitan Manila Sewerage System, National Telecommunications Commission, National Housing Authority, Housing and Urban Development Coordinating Council, Presidential Commission for the Urban Poor, Komisyon ng Karapatang Pantao at Metro Manila Development Authority.

Ang Lupong ito ang mag-uugnay sa mga ahensiya at sangay ng pamahalaan sa isang dako at ng pribadong sektor sa kabilang dako para lunasan ang ano mang problemang sagabal sa pagkayari agad ng proyekto.

Lilikha ng Secretariat ang Lupon para sa pangangailangang teknikal at administratibo na bubuuin ng mga tauhan ng iba-ibang ahensiya na ang Tagapangulo ng Lupon ang magpapasiya kung ilan at kung gaano katagal matatalaga rito.

Pinahihintulutan ang mga kasaping ahensiya ng Lupon na kumuha ng karampatang halaga sa kanilang current appropriations para ipatupad ang utos na ito. Ang dagdag na pondong kailangan ay tutukuyin at ilalaan ng Kagawaran ng Badyet salig sa pagpapatibay ng Pangulo.

Mag-uulat ang Lupon sa Tanggapan ng Pangulo sa katayuan ng Proyekto sa loob ng 30 araw matapos magkabisa ang utos na ito at tuwing ikaapat na buwan pagkaraan. Magkakabisa agad ang utos na ito. PND (js/zaf)

Salamat po. Maupo ho tayong lahat.

Muli, magandang umaga po sa inyong lahat.

Bago ako sumampa dito sa podium, mula sa ating choir na napakasigla, kayo rin napakasigla n’yo. Parang, napapag-isip akong tumambay muna kami ni Asec Delantar dito para sumigla rin kami.

Huli ho tayong nagkasama-sama sa ganitong pagdiriwang noong ika-60 anibersaryo ng DSWD. Siyempre hindi ko puwedeng palampasin ang pagkakataon na batiin kayo sa pagiging “senior citizen” [laughter] ng inyong ahensiya noong 2011. Ngayon naman po, sa dami ng pagsubok na hinarap natin na kayo ang isa sa mga kadamay, lalong importanteng personal kong itanong sa inyo: Kumusta naman ho kayo?

Hindi naman ho siguro naka-Red Bull lang ‘yung ating choir kanina kaya full of energy.

Alam po ninyo, hanga ako sa inyong mga kawani ng DSWD. Sa sitwasyon ko po kasi, may mga araw na patung-patong na mabigat na suliranin ang kailangan kong harapin; may mga araw rin namang dinaratnan tayo ng naparaming good news na puwede nating ipagmalaki. So may araw na mabigat, may araw na sobrang gaan ng pakiramdam. Ang ibig ko pong sabihin, hindi palaging masamang balita ang natatanggap ko. Sa DSWD, alam ko na para sa marami sa inyo, halos buong-araw, araw-araw, syempre problema ang kaharap ninyo. Nandiyan ang mga tinamaan ng sakuna; ang may dinadalang karamdaman; ang mga biktima ng karahasan. Almusal, tanghalian, hanggang hapunan, at kung minsan ho, pati sa midnight snack mayroon—suliranin ng ating mga kababayan ang parang ulam na ninyo. At hindi lang ito katulad ng suliraning hinarap natin dati, kung saan iilang barangay lang ang kailangan ninyong tutukan. Nitong nagdaang 2013, hinarap natin ang problema sa Zamboanga. Tapos nito, lumindol naman sa Central Visayas. Di nagtagal, sinalanta naman ng bagyong Yolanda ang 44 na probinsya sa buong bansa. Sumingit pa ho si Santi at kanyang monsoon rains. Siyempre, wala pa sa listahang ito ang mga sakuna o hamong hindi masyadong naging laman ng balita—ang pagtugon sa mga tinamaan ng flash floods sa iba pang liblib na lugar, o ang mga batang kailangan ng kalinga. Sa patung-patong na hamon na hinakaharap ng ating mga kababayan, umabot na nga po sa milyun-milyon ang mga pamilyang kinakailangan ninyong pakainin, gamutin, at arugain.

Ibayong kapasidad para magmalasakit ang hinihingi sa inyong mga kawani ng DSWD. Hindi lahat ng tao, kayang gawin ang ginagawa ninyo. Kapag panahon ng kalamidad, marami sa inyo ang ni hindi makaupo dahil sa mga kailangang gawin. Pati ho ang ating butihing kalihim, kung minsan nagme-meeting po kami nakapikit na siya. [Laughter] Pero tumatango naman at sumasagot naman sa tamang oras. [Laughter] Minsan lang ho nagpa-pause ako at hinihintay ko lang hong dumilat naman po. Kahit ilang segundo lang ng delay sa relief goods at gamot, alam ninyong hindi ninyo mapapatawad ang sarili dahil madaming nagugutom, nauuhaw, nagkakasakit, natatakot, o nalulungkot. Bukod dito, alam ko na habang nagpapatulo kayo ng pawis, luha, at minsan dugo para makatulong sa nangangailangan, may ilan tayong kababayan—at talagang mangilan-ngilan lang naman—na kung magsalita ay akala mo wala na tayong kayang gawing tama. Nabalitaan ko nga na noong relief operations para sa bagyong Yolanda, marami sa inyo ang tumatangging umidlip man lang sandali dahil natatakot na makunan ng larawan at masabihang hindi ginagawa ang trabaho.

Naalala ko tuloy ang nangyari kay Secretary Petilla, na katuwang rin natin sa paglilingkod sa mamamayang Pilipino. Noong tinantiya ng Department of Energy kung gaano katagal maibabalik ang kuryente sa 320 na mga lugar na tinamaan ng bagyong Yolanda, ang kanila pong kalkulasyon anim na buwan para maibalik ang kuryente. Pero pinangako niya na bago mag-Pasko, napailawan na lahat nang ito. Nag-Pasko nga po, o ‘yung bisperas ng Pasko, at may at may ilaw na sa 317 na bayan. Ibig sabihin po kulang ng tatlo. ‘Yong tatlo naihabol nang 14 na oras lang ang delay. Sa kabila nito, meron pang nagsasabing dapat siyang mag-resign. Six months naging 40 days and 14 hours. At sobrang pagkakamali raw po ‘yung plus 14.

Matuwid at marangal na tao si Secretary Petilla kaya nagpasya siyang isumite ang kanyang resignation. Ang sagot ko sa kanya, kalokohan naman yata ‘yan. Maraming makikinabang sa nagawa niya at mababalewala ang kanyang husay kung magbibitiw siya. Kumbaga sa paaralan, lampas 99 percent na po ang nagawa niya, at sabi po ng mga kritiko niya, bagsak siya. Siguro ho kung itong mga kritikong to ang nagpapatakbo ng isang paaralan swerte na silang tumakbo ng isang taon dahil walang pumapasa sa kanilang paaralan. Dahil, di ho ba, noong nag-aaral tayo—‘yung 91 ang tanda ko A. ‘Yong 99-point-ganyan–e di siyempre A rin, wala naman pong A+. ‘Pag A na grado mo, bagsak ka. Wala sigurong karapatang magturo iyang mga iyan.

Hindi naman po kalabisang sabihin na kung minsan, kulang sa konsuwelo ang trabaho ninyo, sana ho kung minsan lang. Madalas, mas marami ang batikos kaysa pasasalamat, mas mahaba ang listahan ng reklamo kaysa papuri. Sa kabila nito, natutuwa ako, nabibilib ako, na wala akong nababalitaang isa man sa inyo na nagwagayway ng puting bandila para sabihing sumusuko na kami. [Applause] Wala po akong narinig na nagsasabing, “Mr. President, hindi ko na kaya, aalis na po ako.” At hindi po ibig sabihin niyan puwede itong araw na ito. [Laughter] Marami kayong hinarap na trahedya at pasakit pero nananatili kayong tagapagsulong ng pagbangon ng mga kapwa ninyo Pilipino. Dahil diyan, personal kong pinasasalamatan ngayon ang bawat isa sa inyo sa tapang at dedikasyong ipinakita ninyo habang ginagampanan ang inyong tungkulin. Talaga naman po, sa ngalan ng sambayanan, maraming, maraming salamat po sa inyong lahat.

Hayaan ninyong espesyal kong banggitin sina G. Danny Franco Bitara at Bb. Noemi Mongaya, na nalagay sa bingit ng kamatayan habang isinasabuhay ang misyon at layunin ng Department of Social Welfare and Development. Kayo ang ehemplo ng mga tunay na tagapaglingkod ng mamamayang Pilipino. Mamaya rin po, kapag pinarangalan na ang iba pang pinakamahuhusay na tagapaglingkod ng DSWD, ganito po ang pakiusap ko: palakpakan natin sila nang malakas. Iparamdam natin sa kanila ang pagpapahalaga at paghangang nararapat sa kanila.

Mayroon nga po akong naisip habang pinagmuni-munihan ko ang pangalan ng inyong ahensiya. Department of Social Welfare AND Development, may diin po sa “and.” Hindi lang pangangalaga sa kapakanan o welfare ng mamamayan ang mandato ng ahensiyang ito. Mayroon ding pagbabago, mayroon ding pag-unlad. Development. Kaya mayroon ding pag-asa.

Sa tulong ninyo at ng mga programa ng DSWD, naisasakatuparan natin ang mandatong ibinigay ng taumbayan. Halos apat na milyong kabahayan na ang nabigyan ng pagkakataon para sa mas magandang bukas sa ilalim ng Pantawid Pamilya, na pinalawak ang sakop nitong 2013 para mas marami pa ang matulungan. 334,158 na kabahayan naman ang naging bahagi ng Sustainable Livelihood Program. Sustainable: ibig pong sabihin, pangmatagalan, hindi lang pang-photo-op. Para sa mga senior citizen, 1.53 bilyong pesos ang naipagkaloob na pensyon sa mga lolo at lolang matagal nang nalugmok sa laylayan ng lipunan. 2.85 bilyon naman ang nagugol na para sa Supplemental Feeding Program ng 1.45 milyon na kabataan. Sa iba’t ibang kategorya ng Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social Services o KALAHI-CIDSS—sana ho mas maiksi lang ‘yong pangalan pero ganoon kahaba naman ang benpisyo–nasa 3,541 kabuuang bilang ng proyekto na ang nabigyan ng ayuda. Tinatayang 841,000 po ang kabahayang makikinabang o makikingabang dito. Ang maganda, iyong mga komunidad mismo ang pumili ng proyektong pagkakalooban ng pondo; bahagi sila ng pagpapasya, kaya alam rin nating bahagi sila ng pangangalaga at pagsigurong magtatagumpay ang bawat proyekto.

Sana po huwag kayong magsawa na makipagtulungan sa akin upang maibalik ang pagtitiwalang ipinagkaloob ng mamamayang Pilipino. Sa husay ng trabaho ninyo dito, nararamdaman kong magiging mas malawak, mas mabilis, mas pangmatagalan pa ang magagawa nating pagkalinga at pagpapaunlad sa kalagayan ng ating mga kababayan—ang ating mga boss—kahit na gaano pa ito kahirap. Sa huli, ang isang tao o institusyon ay hindi tinitingnan sa bilang ng taon na itinagal niya sa mundo, kundi sa kung gaano karami ang kanyang natulungan; sa kung gaano karami ang nabago niyang buhay; sa kung gaano kalalim ang naging positibong ambag niya sa lipunan; at sa kung gaano karami ang nabigyan niya ng pag-asa. Inaanyayahan ko kayong lahat dito sa DSWD, tara, ipagpatuloy natin ang pagbibigay ng lahat ng ating makakaya. Malayo na ang ating narating, at alam kong sa patuloy ninyong pakikiambag, lalo pang malayo ang ating mararating.

SEC. COLOMA: Magandang hapon sa inyong lahat. Ang akin pong unang pahayag na hinggil sa Isang Bansa, Isang Panalangin. Bukas, sa ganap ng ika-5 ng hapon, pangungunahan ni Pangulong Aquino ang Isang Bansa, Isang Panalangin upang 1)gunitain ang mga buhay na nawala sa mga kalamidad noong nakaraang taon: 2)pasalamatan ang Poong Maykapal para sa lakas at katatagang iginawad niya sa bansa; at 3)humiling ng banal na pagpapatnubay sa ating kolektibong pagkilos tungo sa isang higit na maaliwalas na kinabukasan.

Kasama ng Pangulo ang mga kinatawan ng iba’t ibang apektadong komunidad na pininsala ng Zamboanga standoff, lindol sa Bohol, at ang Bagyong Yolanda. Kasama rin sa pagdarasal ang mga kinatawan ng iba’t ibang samahang pananampalataya, tulad ni Luis Antonio Cardinal Tagle; Police Supt. Imam Ebra Moxsir ng Imam Council of the Philippines; Commissioner Zenaida Pawid ng National Commission of Indigenous Peoples, Isaias Samson ng Iglesia ni Kristo; at Bishop Jonel Milan ng Philippine Council of Evangelical Churches.

Inaanyayahan sa nasabing okasyon na idaraos sa Malacañang ang mga pinuno at miyembro ng Kongreso, mga opisyal ng pamahalaan at mga kinatawan mula sa civil society at iba pang samahang pang-relihiyon at pananampalataya.

Muli po naming inaanyahan ang lahat ng mga mamamayan na makiisa sa Pangulo at buong bayan sa pananalangin sa kani-kanilang tahanan, komunidad, tanggapan at lugar mong hanapbuhay, o sa mga simbahan o bahay sambahan.

Ang ikalawa kong pahayag ay hinggil sa proteksyon at pagkalinga sa mga bata. Sa pagbuwag ng mga sindikatong nagsasamantala sa mga bata, na i-focus ang atensyon ng mundo sa patuloy na pagkakaroon ng mga pugad ng pangaabuso sa pamamagitan ng mga malalaswang palabas sa Internet at iba’t ibang aspeto ng child pornography at cybercrime sa Pilipinas. Ang commitment ng bansang Pilipinas sa pagkalinga at pagbibigay proteksyon sa mga bata ay matagal nang naitakda sa ating konsitutusyon, sa pagtalima natin sa mga pamantayan ng United Nations at iba pang pandaigdigang organisasyon, at mga pambansang batas na naipasa ng ating Kongreso. Ang unang batas natin para sa kapakanan ng mga bata ay naipasa noon pang Hunyo 8, 1907. Mayroon din po tayong umiiral na Child and Youth and Welfare Code, na naging batas noong 1974. Niratipika ng Pilipinas sa United Nations Convention on the Rights of Children noong 1990.

Sa ating pong mga batas, pinapahalagahan ang responsibilidad ng mga magulang, at ang papel na ginagampanan ng pamilya at tahanan, komunidad, simbahan at pamahalaan. Kinikilala din ang mga espesyal na kategorya ng mga bata: dependent, neglected and abandoned; iyong may mga physical o mental na kapansanan; at iyong mga hindi pa labinwalong taong gulang.

Sa ilalim ng Aquino Administration, itinatag ang Inter-Agency Council Against Trafficking, o IACAT, na binubuo ng iba’t ibang tanggapan at ahensya. Ang taga-pangulo nito ay ang pangalawang pangulo ng Pilipinas, at ang lead agency ay ang Kagawaran ng Katarungan, o DOJ. Ang child pornography at child abuse ay sakop ng mandato ng IACAT, sapagkat ang mga krimen na ito ay sinasagawa sa pamamagitan ng pagsasamantala sa mga batang ginagawang instrumento ng negosyo o kalakal.
Sa aspeto ng law enforcement, nagtatag din ang Philippine National Police ng Anti-Transnational and Cybercrime Division, Criminal Investigation and Detection Group, na kasalukuyan tumututok sa mga pinaghihinalaang pugad ng cyber-pornography sa Metro Manila, Angeles City, Cagayan de Oro City at lalawigan ng Cebu.

Ayon sa ulat ng Asian Inter-Parliamentary Assembly Caucus na idinaos sa Maynila noong 2011,” The Philippine government has a solid policy framework of child welfare protection, and its implementation is carefully evaluated and monitored periodically to ensure the realization of the country’s goal towards attaining a holistic and sustained protection, and advancement of the welfare and protection of children, not only for this generation, but for the next generations to come”.

Nananawagan ang ating pamahalaan sa lahat ng mga mamamayan, tayo po ay magtulungan sa pagkalinga sa ating mga anak at kabataan. Huwag po nating payagan sila ay mapariwara at mapagsamantalahan ng mga kriminal at sindikato.

Ang ikatlo ko pong pahayag ay hinggil sa pagtataguyod ng mabuting pamamahala. Patuloy ang pagtataguyod ng pamahalaan na mabuting pamamahala, na itinuturing na isa sa limang haligi ng Philippine Development Plan. Buo ang paninindigan ng gobyerno at ng lahat ng ahensiya nito na maipagpatuloy ang mga nasimulang reporma upang higit pang mapahusay ang paglilingkod sa mamamayan, at magawang pangmatagalang pamantayan ng serbisyo publiko ang mabuting pamamahala.

Sa ipinalabas na ulat ng Social Weather Station tungkol sa survey on enterprises, na isinagawa mula Hulyo hanggang Nobyembre 2013, at nilahukan ng 951 kompanya, lumalabas na nagbubunga na ang mga pagkilos at programa ng pamahalaan upang mabawasan o ganap na masupil ang katiwalian. Ayon sa survey, patuloy na bumababa ang bilang ng mga negosyanteng nagsasabing sila ay hiningan ng suhol o lagay ng sinumang tauhan o ahensiya ng pamahalaan. Mula 60%, at 50% noong 2009 at 2012, ang bilang na ito ay nabawasan ng 6% nitong 2013, at naitala sa 44% na lamang.

Bagaman sa ipinakita sa SWS survey na may pagtaas ng bilang ng mga nagsasabing marami ang katiwalian sa publikong sektor, mula sa pinakamababang antas nito na 43% noong 2012, at 66% naman nitong 2013, sinasabi rin ng SWS survey na ito na ang 66% na naitala noong 2013 ay maituturing pa rin na pangalawang pinakamababa na antas simula ng taong 2000. Kung kaya’t sa kabila ng pagbabago sa pagwari sa katiwalian sa pamahalaan, nanatiling mataas ang kompiyansa ng mga negosyante sa kakayahan ng gobyerno na maisaayos ang lipunan. Sa katunayan, tumaas ang bilang ng mga estudyanteng nagsasabing itinataguyod ng pamahalaang pambansa ang maayos na business climate o kalagayan sa pagne-negosyo, na ang 70%, mula 64% noong 2012. Dagdag pa rito, tumaas ng dalawang pursiyento ang antas ng pangkalahatang mithiin o business expectation ng mga negosyante, mula 74% noong 2012, patungong 76% nitong nagdaang 2013.

Ang mga numerong ito ay higit na nakapagpatibay sa … (unclear)…ng mamamayan na lubos ang pagganap ng pamahalaan sa tungkulin nitong ipalaganap at ipagtibay ang mga prinsipyo ng mabuting pamamahala tungo sa mas matatag na pampublikong institutusyon. Diyan po nagwawakas ang aking mga pahayag, at handa na po akong makinig at tumugon sa inyong mga katanungan.

Kung maaalala po natin simula noong maganap iyang sinasabi nilang event na iyan noong 2001, ni minsan po ay hindi iyan inobserbahan mismo noong nakaraang administrasyon. SEC. COLOMA: Pinadala ko na po sa mga kagawad ng Malacañan Press Corps ang paliwanag hinggil diyan ni Assistant Secretary Eric Tayag ng Department of Health. Uulitin ko po ang kanyang paliwanag. Ang advisory po nito ay ginawa ng ating Food and Drug Administration dahil nga po doon sa nabunyag na pagre-recall noong naturang mga produktong iyan sa bansang Japan. SEC. COLOMA: Sa mga pagdinig pong iyan ay isinasagawa para sa layuning makapagbuo po ang ating mga mambabatas ng lehislasyon o mga batas na magpapalakas sa pagpapatupad ng mga tamang patakaran at pamantayan sa iba’t ibang isyu na may pambansang kahalagahan. Iyon pong rice ay isa po sa pinakamahalagang pagkain ng mga Pilipino, at kung mapapalakas po natin iyong sistema ng pangangasiwa para tiyakin po ay hindi nagaganap ang mga anomalya. Hinggil dito ay umaasa po tayo na malaki ang magiging ambag nito sa pagpapahusay ng pangangasiwa ng ating bansa.

Kaya iyan po ang maaaring maging benepisyo. Pero dahil po iyan ay kaganapan sa Senado, ayaw naman po nating pangunahan, at hindi tayo manghihimasok sa responsibilidad ng ating mga mambabatas.

KA EFREN: So, ibig sabihin po, welcome sa Palasyo iyong naturang pagdinig sa Senado para na rin malinawan, dahil kung sino ba iyong David Tan, at iyong unang lumitaw diyan sa NBI, ay pinapasinungalingan na siya nga itong David Tan na hinahanap ng mga awtoridad?

SEC. COLOMA: Dahil nga po sinisiyasat din iyan ng ating NBI at Department of Justice, kung makakakuha po ng karagdagang impormasyon makakatulong din po sa pagsisiyasat ng mga ahensiya ng sangay ng ehekutibo.

KA EFREN: Okay. So, balikan ko lang po iyong National Day of Prayer. Kumbidado po ba ang ating bise presidente sa naturang special event diyan sa Palasyo na idaraos sa alas-singko po ng hapon?

SEC. COLOMA: Opo. Kumbidado po lahat ng mga lider ng ating bansa.

KA EFREN: Kabilang po diyan iyong mga nasa oposisyon at iyong present o incumbent alkalde diyan sa Lungsod ng Maynila?

SEC. COLOMA: Ang alam ko po ay imbitado rin lahat ng mga alkalde, dahil itong binanggit kanina, ay sinabi ko na sa aking pagkaalam imbitado lahat ng mga alkalde ng Metro Manila, lalong lalo na po dahil isa sa mga pakay ng ating panalangin ay pananalangin hinggil po sa nakaraang kalamidad. Batid naman po natin iyong pakikiisa ng mga alkalde ng Metro Manila doon sa kanilang mga katuwang sa Eastern Visayas at sa Central Visayas, at tumulong po sila at kasalukuyan pa rin tumutulong sa kanilang rehabilitation efforts.

Ang alam ko po sila ay naglabas na ng circular sa lahat ng mga … (unclear) … nila sa telebisyon at sa radio. Pero iyon pong pagbibigay nila ng coverage ay purely optional at voluntary po sa kanilang bahagi. Hindi po natin itutuon yung air time nila; merely optional at voluntary po ang coverage ng private media. Pero iyon pong sa ating government media, tiyak pong mayroon tayong live coverage

VANGE: Okay, po sir, on another issue po. Kay Tanding ko from Bernard Taguinod, interesado ba ang Malakanyang na malaman ang mga koneksiyn ni David Tan?

SEC.COLOMA: Ang interest nga po ng pamahalaan ay sakop po ng kasalukuyang dapat na isinasagawa ng ating Department of Justice sa pamamagitan ng NBI. At katulad po ng lahat ng mga usapin na humahaharap dito ay gusto po natin na magkaroon ng mga konkretong batayan at ebidensiya para po magawaran ng katarungan ang isyung kinakaharap po natin.

ALBERT: Yes, sir this week po magmi-meet po ulit ang GRP Panel at ang MILF panel sa Kuala Lumpur, Malaysia. Is the Palace optimistic na mare-resolve na rin iyong ilang mga contentious issues na pag-uusapan po?

SEC. COLOMA: Iyan po ang huling yugto ng negosasyon sa pagitan ng GRP at MILF. At siyempre po ay katulad po nung dati, sa simula’t sapul po ay nandoon po ang pag-asa at determinasyon ng ating pamahalaan na humantong ang mga usapang ito sa kasunduan dahil malaki po ang magiging ambag nito sa pag-unlad ng ating buong bansa.

KA EFREN: Iyong latest directive po ng ating Pangulo tungkol naman dito sa masamang panahon diyan sa Visayas at Mindanao, Ginoong Kalihim?

SEC. COLOMA: Masinsin po ang pagtutok ng mga sangkot na ahensiya. Namo-monitor ko po iyong mga situation report, ang lahat ng mga provincial offices ng ating Philippine Information Agency. Ayon po doon sa report, marami po sa mga kababayan natin nagbabalak na bumiyahe ‘no, sa mga sasakyang pang-dagat ay pinigilan po, at sila ay naghihintay ngayon sa mga daungan, sapagka’t ayaw po natin na malagay sila sa panganib. Dahil sa patakaran po ng ating Philippine Coast Guard, kahit na signal no. 1 po ay hindi na pinapalayag at hindi na pinapayagang magpalaot ang mga sasakyang pang-dagat. Ano po ang masasabi ng Malakanyang po dito?

SEC. COLOMA: Mismong ang Pangulong Aquino po, sa pakikipagpanayam sa media noong nakaraang Linggo, ay nagpahayag na muli ‘no, ng determinasyon ng ating pamahalaan na patuloy na pangalagaan ang kapakanan ng mga mamamayan, at huwag pahintulutan ang hindi makatuwirang pagsingil sa kuryente. ALBERT: Sir, may lumabas po na ulat na nagre-release na raw iyong Department of Budget ng mga pondo para po sa Yolanda rehabilitation, and kamusta na po iyong ano naman, are we expecting a report from the DPWH tungkol po doon sa mga bunkhouses daw po na mga overpriced?

SEC. COLOMA: Patuloy naman po ang paggawa ng mga bunkhouses dahil nga po kailangan na ilipat na ang mga kababayan nating naapektuhan ng kalamidad mula sa mga tent, evacuation centers, at mabigyan po sila ng temporary shelter habang malapit na pong umpisahan iyong pagpapagawa ng mga permanent shelter. Iyon naman pong hinggil sa paratang na mayroong overpricing, ilang beses na po natin naiulat dito na ito ay sinisiyasat pa, at hinihintay lang po natin ang resulta ng pagsisisyasat. Hindi naman po nakakaapekto iyon doon sa patuloy na pagpapatayo sa mga temporary shelter para po sa mga apektadong komunidad.

KA EFREN: Although naitalaga na si dating Senador Panfilo Lacson bilang rehab czar, .ay isa yatang senador na nais siyang maitalaga diyan bilang anti-drug czar, itong si Ping Lacson. Ano po ang masasabi ng Palasyo rito?

SEC. COLOMA: Mahalaga po iyong ibinigay sa kanyang pananagutan at responsibilidad, at iyan po ay pinagtutuunan niya ng pansin. At mainam po siguro kung hindi po mawalan ng focus, at doon na lang po magsentro ang kanyang atensiyon. Kung anu’t ano pa man po ay hindi ko po nais na pangunahan ang ating Pangulo dahil siya lang naman po ang may kapangyarihan na gumawa pa ng ibang klaseng designasyon.

KA EFREN: Ibig sabihin, ano po ba ang masasabi ng Palasyo tungkol dito sa kampanya ng PDEA laban sa droga, lalo na at nakapasok na nga daw itong Mexican triad at itong African drug syndicates?

SEC. COLOMA: Siyempre po mahigpit ang direktiba sa PDEA, sa Philippine National Police, at sa lahat po ng mga ahensiya ng pamahalaan katulad ng Bureau of Immigration ‘no, na kinikilatis po lahat ng mga taong pumapasok sa ating bansa, na gawin ang nararapat para pigilin ang pagpasok ng mga kriminal na elemento sa ating bansa, lalong lalo na kung ang kanilang krimen ay iyon pong pangangalakal ng droga sapagkat lubos po itong mapanira ng ating lipunan.

VANGE: Sir, regarding po dito na sa isang newspaper na sinasabing there are thirty-five Pinays rescued as Taiwan busts human smuggling ring. Will Malacañang help these thirty-five Pinays na nasangkot, na na-bust sa isang human smuggling ring?

KA EFREN: Parang nailigtas ano?

VANGE: Oo, nailigtas sir.

KA EFREN: Naligtas sila sa human smuggling?

SEC. COLOMA: Lahat po ng nararapat na hakbang para matulungan po sila ay handang tulungan, isinasagawa po ng ating pamahalaan. Kung sila po ay illegal na dinala doon, ay kailangan po ay maibalik po sila sa ating bansa. At kung sila naman ay pinagsamantalahan, kailangan din pong mabigyan ng katarungan ang ginawa laban sa kanila. At handa pong makipagtulungan ang ating pamahalaan sa ibang bansa. Kaya nga po sa aking paunang pahayag kanina, binanggit ko na iyong top level priority ng ating pamahalaan sa pamamagitan ng paglikha nung Inter-Agency Council Against Trafficking. Iyan po ay sakop din nung trafficking na krimen ‘no, na isinasaalang-alang nitong IACAT.

KA EFREN: So, wala na po yatang mga katanungan. So, para sa inyong parting message, mga pang-huling pahayag, nasa inyo pong pagkakataon para sa Sunday habit dito lamang sa Radyo ng Bayan po, Pillipinas, Pilipinas.

SEC. COLOMA: Uulitin ko na lang po iyong panawagan na makiisa po tayong lahat kung saan man tayo naroroon bukas. At maari po tayong makiisa doon sa pagdaraos ng “Isang Bansa, Isang Panalangin”, at sa atin pong sariling mga tahanan, sa lugar po nga ating paghahanap-buhay, maging sa atin pong mga simbahan. Ang diwa po nito ay upang alalahanin ang buhay ng ating mga kababayang nasawi sa mga nakaraang kalamidad. At humihingi po tayo ng tulong at biyaya sa Maykapal na basbasan po ang ating bansa, at sa atin pong pagnanasa at determinasyon na makapagtatag ng isang mas maaliwalas na kinabukasan. Batay naman po sa lahat ng pag-aaral o opinion surverys, napakataas po ng bilang ng mga mamamayan na sumusuporta o nagtitiwala sa ating Pangulo, aabot po ito sa halos 75% sa kanilang performance approval at trust ratings. 18 January 2014 - The Hainan fisheries law is only one of the unilateral measures by China to force a change in the regional status quo in order to advance its nine-dash line position of undisputed sovereignty over nearly the entire South China Sea.

The nine-dash line claim is in gross violation of international law. It is the core issue that must be singularly and fully addressed. To this end, we reiterate our invitation to China to join us in arbitration as we intend to proceed with or without China for a final disposition.

In 2011, we had proposed to China that we should proceed with moving forward with our major bilateral agenda while abstracting the contentious issues and dealing with them separately. This became the content of a signed declaration between the Philippine and Chinese presidents then. We are hopeful for adherence to that agreement.

SSS cuts UMID processing time, cites steps for claiming RTS cards

The Social Security System (SSS) has cut down the processing time of members' identification cards to 10 working days, enabling it to eliminate its production backlog and bring the total number of SSS-issued IDs under the Unified Multi-purpose Identification System (UMID) to over three million so far.

The 10-working day processing time starts from the date of application up to the date the UMID card package is released to the Philippine Postal Corporation (PhilPost) for delivery to the member's mailing address.

“UMID production entails much more than printing a member's photo and personal details on a plastic card. The system uses biometric technology to confirm a person's identity and prevent issuance of multiple UMID cards that may be used to defraud SSS of undeserved benefits and services,” SSS said.

UMID applications start with the data capture, or the enrollment of biometric information – such as fingerprints, photo and signature – and encoding of the applicant's name, address, parents' names and other demographic data. To ensure that only one UMID card will be issued to an individual, the member's fingerprints are compared with other fingerprints in the database during the centralized biometric data matching process. This is done overnight, after the applications are received at the branches.

Applications with a fingerprint match are immediately investigated by SSS, while those passing the uniqueness check are assigned a Common Reference Number (CRN), and then sent for card printing and personalization of the contactless smartchip, which takes three working days.

To ensure good quality, each printed card undergoes visual inspection within one to two working days, depending on the volume of cards, and then forwarded for card packaging, a one-day process that also includes the readability check and data verification of the smartchip. Afterwards, the UMID card package is sent to PhilPost for delivery via registered mail as the final step. Mailing takes five to seven working days for addresses in Metro Manila, seven to 10 working days for outside Metro Manila, and 10 to 20 working days for remote areas.

For applicants still waiting for their UMID card after two months, it is likely that their UMID application was rejected due to a previously issued card with the same fingerprint but different SSS number --- which indicates a fraudulent application using multiple identities.

“Another, and more common, possibility is that their UMID card was declared as RTS (return-to-sender) and sent back to the SSS by PhilPost after three unsuccessful mailing attempts. RTS cards are caused by the change in the member's mailing address or the lack of people to claim the card during the time of delivery,” SSS said.

Members can claim their RTS card at the SSS branch where they had applied for the UMID. To check their UMID card status, members can check the list found in the SSS Website (www.sss.gov.ph), email sss_id@sss.gov.ph, contact the SSS Call Center (920-6446 to 55), or call the concerned SSS office, using the SSS Branch Directory uploaded at the SSS Website as reference.

Members claiming their UMID cards must present one primary ID or document such as government-issued IDs, birth or baptismal certificate, or company ID. Two secondary IDs and documents, one of which bearing the member's photo, can also be used in claiming the card.

“A representative can also claim the UMID card on behalf of the member by showing a letter of authorization. The letter must be signed by the member and mention the IDs and documents of both the SSS member and representative that will be presented while claiming the UMID card. SSS' identification requirements for the representative are the same as those for members,” SSS said.

7 in 10 graduates of Cash for Training Program now employed

Seven out of 10 youth, who are beneficiaries of the Cash for Training Program (C4TP), have either found employment or have started their own livelihood.

The C4TP, a joint initiative of the Technical Education and Skills Development Authority (TESDA) and the Department of Social Welfare and Development (DSWD), had a total of 61,114 graduates in the first year of their project in 2013.

Of this, 39,518 or 65 percent are now salaried employees or are self-employed.

"The C4TP has been an access point for young people to acquire basic skills. These skills are based on what employers are looking for and those that will equip them to jump-start their own business," Secretary Joel Villanueva, TESDA director general said.

C4TP targeted the disadvantaged youth by giving them free training and helping them find work.

DWSD poured in P1.3 billion for the program, while TESDA, through its 123 administered schools and training centers and partner public and private tech-voc institutions, conducted the skills training and provided post-training assistance to the beneficiaries.

The beneficiaries were selected nationwide, with each of the 17 regions having between 3,000 to 4,600 scholars. The total target was 65,730 individuals.

A total of 64,282 were enrolled or 97.8 percent of the target. Of those enrolled, 95 percent or 61,114 completed their training.

Among the popular courses taken by the trainees were Computer Hardware Servicing; Auto Servicing/ Driving; Shielded Metal Arc Welding; Housekeeping; Food and Beverage Services; Commercial Cooking; and Electrical Installation and Maintenance.

"Many young people are stuck in a situation in which they cannot get a job because they lack training. Meanwhile, they cannot get the necessary skills training because they don't have the resources to avail of one," Villanueva said.

"TESDA initiatives in linkage with other government agencies, such as the Cash for Training Program, help the youth get out of this situation and push them to be productive members of society," he added.

C4TP had two components in its implementation: training for wage employment and training for self-employment. The DSWD took charge of selecting and profiling the youth qualified as beneficiaries.

Each received a scholarship voucher for free training and competency assessment, allowance for transportation expenses during the training, and a tool kit and livelihood assistance for those who were under the training for self-employment category.

Scholars who were categorized under the training for wage employment underwent training, and after graduation were assisted through job bridging activities to help match their skills with the specific job demand in the market.

Bangko Sentral records show that registered investments surged to US$28.4 billion, the highest recorded since 1999, outpacing the US$18.5 billion recorded in 2012 by 53.7 percent.

This may be attributed to the following: (i) the country’s sound macro-economic fundamentals; (ii) sustained high growth in the first three quarters; (iii) the investment grade ratings given to the Philippines by three (3) international rating agencies (Fitch Ratings, Standard & Poor’s, and Moody’s Investor Service) which helped sustain investor confidence in the Philippines; and (iv) the Eurozone and United States crises which diverted funds to emerging economies.

There was a steady stream of investment inflows of more than US$2.0 billion a month (except in the ghost month of August, believed to be unlucky for business, and in December due to the announcement of the forthcoming tapering of the United States quantitative easing program). Investments for the year consisted of PSE-listed securities (74.7 percent), Peso GS (23.0 percent), Peso time deposits
(2.0 percent) and Peso-denominated debt instruments (0.3 percent). For PSE-listed securities, major beneficiaries of funds were: holding firms; banks; property companies; food, beverage and tobacco companies; and telecommunication firms.

Total outflows for the year amounted to US$24.2 billion compared to US$14.6 billion in 2012. Outflows accelerated from March until June and in November, with the highest level recorded at US$2.8 billion in June, reflecting the knee-jerk reaction of investors to the string of news on the possible tapering of the US quantitative easing program starting in late May 2013.

The top five (5) investor countries in 2013 are the United Kingdom, the United States, Singapore, Luxembourg, and Hong Kong, with combined share to total at 83.5 percent.

Registration of inward foreign investments with the Bangko Sentral ng Pilipinas (BSP) is voluntary. It entitles the investor or his representative to buy foreign exchange from authorized agent banks and/or their subsidiary/affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment.

QC Court convicts woman for Money Laundering Act

Justice Secretary Leila M. De Lima hailed the decision rendered by the Quezon City Regional Trial Court (QC-RTC) sentencing a woman, who was previously convicted of kidnap-for-ransom, for violation of Republic Act No. 9160, otherwise known as Anti-Money Laundering Act Of 2001, as amended, and commended Senior Assistant State Prosecutor (SASP) Merba A. Waga for successfully securing the court's conviction.

QC-RTC Branch 93 Presiding Judge Arthur O. Malabaguio found the accused guilty beyond reasonable doubt, and meted out the penalty of eight (8) years imprisonment and payment of a fine of Five Hundred Thousand Pesos (P500,000.00) to Acuatin for violation of Sec. 4 par. (a) of RA 9160, in relation to Sec. 3 par (i) sub-par. (1) of the same Act.

The case stemmed from the filing of Information on 26 November 2007 by then Assistant City Prosecutor (ACP) Merba Waga against Acuatin and Joseph Randy Mendoza for violation of the Anti-Money Laundering Act, which was an offshoot of the kidnap-for-ransom case of a 15-year-old minor.

Records showed that, on or about 23 July 2002, and dates subsequent thereto, accused Acuatin and Mendoza, knowing that the amount of P250,000.00 involves or relates to a portion of the proceeds of an unlawful activity, i.e., the kidnapping of the minor, transacted the amount, whereby Acuatin, upon the instruction of Mendoza, deposited the said amount to her ATM account with the Philippine National Bank, making it appear that the same originated from legitimate sources, to the damage and prejudice of the victim and her family.

During the pendency of the Anti-Money Laundering case, accused Acuatin and Mendoza were convicted in the kidnap-for- ransom case, and were committed to the Correctional Institution for Women in Mandaluyong City and the New Bilibid Prison in Muntinlupa City, respectively, both to suffer the penalty of Reclusion Perpetua.

On 05 November 2013, a Public Attorney's Office (PAO) lawyer manifested Acuatin's willingness to enter a guilty plea to the offense of Money Laundering and, on 05 December 2013, Acuatin voluntarily entered a plea of guilty.

"This demonstrates our firm resolve to render justice to all," the Secretary said.

During the last quarter of 2013, a new province (Davao Occidental) was established with the ratification of its creation through a plebiscite on October 28, 2013. The establishment of Davao Occidental out of the province of Davao del Sur was pursuant to Republic Act No. 10360 dated July 23, 2012. The newly created province which now carries the province code 86 and assigned the new code 118600000 shall be composed of the municipalities of Don Marcelino, Jose Abad Santos, Malita, Santa Maria and Sarangani. The newly transferred municipalities and their respective barangays will be assigned new codes under the new province, and their previous codes when they were under the province of Davao del Sur will be deleted in the Philippine Standard Geographic Code (PSGC) masterlist. The new codes will be: Don Marcelino (118601000 from 112416000), Jose Abad Santos (118602000 from 112405000), Malita (118603000 from 112409000), Santa Maria (118604000 from 112413000) and Sarangani (118605000 from 112415000).Likewise, during the period, the municipality of San Pedro in the province of Laguna in Region IV-A (CALABARZON) was converted into a Component City to be known as City of San Pedro pursuant to Republic Act No. 10420 and ratified through a plebiscite conducted by the COMELEC on December 28, 2013. Per PSGC Guidelines, the conversion of municipalities into cities does not result to change in codes, hence, the City of San Pedro retains the code, 043425000.

POEA speeds up processing through Balik-Manggagawa on-line; over 500-K OFWs to benefit

 Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed optimism that the usual long queue of overseas Filipino workers (OFWs) at the Philippine Overseas Employment Administration (POEA) counters waiting for the processing of their overseas employment certificates will soon be a thing of the past.

Baldoz, citing a report from POEA Administrator Hans Leo J. Cacdac, said the Balik Manggagawa (BM) on-line is expected to make transactions more convenient for vacationing OFWs who are returning to the same employers.

With an operational BM online, OFWs returning to the same employer can log on to the POEA website where they can fill out forms and submit the document for processing. If the name of the employer indicated in the form matches the name of the employer in the POEA database, the system will readily approve the returning OFW’s “new record”.

“The balik manggagawa needs only to proceed to pay the fees electronically and print out the OEC either at the comfort of their homes or wherever they are conducting the on-line transaction,” Baldoz explained.

The OEC print-out containing a special bar code will be presented to the immigration officer at the airport upon departure. As soon as the immigration officer opens the POEA database and finds the balik-manggagawa’s “new record”, the OFW will be cleared for exit.

According to Cacdac, around 70 percent, or approximately 500,000 returning OFWs are expected to benefit from the BM on-line initiative.

Baldoz said the appointment system (personal processing at the POEA Central Office) will only apply to the following:

• Returning OFWs who are changing employers (match could not be found in the POEA database)
• OFWs who have not passed through POEA (e.g. visit visa holders or ASEAN tourists)
• Household service workers

“However,” she added, “OFWs still have the option of not going through the appointment system at the POEA Central Office and instead secure their OECs from our Philippine Overseas Labor Offices (POLOs) or POEA regional and satellite offices.”

“The BM on-line system not only speeds up the process of securing OECs, but more significantly, it provides convenience to our vacationing OFWs. Very soon, our workers will be able to accomplish this transaction from any location where there is online connection,” the labor and employment chief said.

“This will also provide timely updating of the OFW and employer database of POEA,” she added.

She just showed the world that a Filipino worker is truly talented and can excel at whatever he or she sets her mind into. Larapan Bridge connecting Kauswagan and Linamon towns in Lanao del Norte has not been restored yet making it impassable until today (January 16, 2014). The Larapan Bridge at Brgy. Napo, Lanao del Norte collapsed when hit at about 8:30 p.m. by rampaging flood waters last January 13, 2014. DPWH Region 10 Director Evelyn Barroso ordered the immediate construction of temporary bridge using bailey panels which started yesterday and will be completed within seven (7) days. The bridge which is targeted to be opened to traffic on Tuesday, January 21, 2014 will be opened for light vehicles only. We are appealing the support and understanding of the public for this inconvenience.

DOE, GAD partners empower community through biogas project

The Department of Energy (DOE), in partnership with the Mariano Marcos State University (MMSU) and the provincial government of Ilocos Sur, completes the upgrade of a biogas facility in Vigan, Ilocos Sur as an alternative source of energy and as part of its Gender and Development (GAD) program.

The Project Team led by DOE-GAD Focal Point System Chair Undersecretary Loreta G. Ayson and BNEK Rev. Mother Mary Celeste Nidea, OSB (center, 6th and 7th from left, respectively) receives an award from the Friedrich Naumann Foundation for Freedom (FNFF) Freedom Project 2012 for the biogas facility in a community in Vigan, Ilocos Sur.

This is one of the highlights of the “Gender Mainstreaming and Sensitivity Holistic Advocacy for Renewable Energy Development (GMA-SHARED)” Project, which the DOE-GAD Focal Point System, led by Usec. Loreta G. Ayson, CESO I, and MMSU- Affiliated Renewable Energy Center (AREC) implemented from May 2010 to June 2013.

The proponents of the project upgraded the existing 32 -cubic meter biogas digester to 200 cubic meters benefitting the Benedictine Nuns of the Eucharistic King (BNEK), a monastery of 100 nuns nestled in a five-hectare farming community in Vigan.

"We are continuously and aggressively looking for alternative and viable sources of energy that will benefit our communities. We are also encouraging local communities to be involved in the fulfilment of this cause," Energy Secretary Carlos Jericho Petilla said.

Biogas is produced from the fermentation of wastes, such as manure, which releases methane that is highly combustible and renewable. The said biogas digester can produce around 81 cubic meters of biogas per day or an equivalent of 3 tanks of 11.5 kg liquefied petroleum gas (LPG) a day (90 LPG tanks a month).

BNEK utilizes the produced biogas for cooking and heating and for most of its electricity requirements through a biogas-fuelled generator. The generated electricity is also shared with the Benedictine Sisters of Eucharistic King (BSEK), a neighbouring monastery.

The communities also see their adoption of the biogas technology as a potential solution to the waste management challenges of handling a pig farm.

Recognizing the valuable contribution of this project to the community, the Friedrich Naumann Foundation for Freedom (FNFF) Freedom Project 2012 Award honored BNEK’s entry: “Biogas for Cooking and Power Generation: A Renewable Energy Advocacy Partnership Project” as the 2nd runner-up among 21 entries.

The FNFF, which is a German-based international non-government organization, initiated the awards in 2011 that recognizes initiatives that promote freedom and empowerment.

Apart from the set-up of the biogas facility, DOE and MMSU achieved 20 other outputs through the Gender Mapping and Sensitivity Holistic Advocacy for Renewable Energy Development program. The partnership project significantly contributed to GAD knowledge management through publication of books as a result of its research activities, namely: Women & Wind, Water, Fire & Sun, Gender Map of the Renewable Energy Sector in Northern Philippines, Improved Biomass Cookstove: sourcebook for Gender-Sensitive Household Energy Management, and the Community-based Renewable Energy Systems Profiles; conduct of trainings (i.e., Sustaining Community-based Micro-Hydro Systems, Business in Biomass Waste: Prospects in the Biogas Energy Sector, Gender Mapping Foundation for Genuine Gender-Sensitive Renewable Energy Programs and Projects, among others).

MMSU also equipped the community with a 1,200W solar water pumping system for farm demonstration and 5 units of Micro-Hydro System-operated rice mills and other electric and electronic devices. A more robust replication of this gender mainstreaming project in other AREC’s nationwide is planned for 2014 onwards in pursuit of the DOE-GAD’s goal of advocating gender sensitivity and renewable energy.

Denmark to re-open its Embassy in the Philippines

17 January 2014- The Government of the Kingdom of Denmark has announced from Copenhagen its plan to re-open the Danish Embassy in Manila this August which previously ceased its operations in 2002. Denmark will open three other embassies as part of the larger restructuring program of the Danish Foreign Service.

This message was relayed yesterday by Ambassador Nicolai Ruge, Denmark’s non-resident Ambassador to the Philippines based in Kuala Lumpur, to Department of Foreign Affairs’ Assistant Secretary for European Affairs Maria Zeneida Angara Collinson.

The re-opening of the Danish Embassy provides recognition of the vast potential for bilateral cooperation in many fields between the Philippines and Denmark.

Established in 1946, Philippines-Denmark bilateral relations are very cordial and enjoy strong relations in the maritime sector. Over 5,000 Filipino seafarers work on board Danish- managed, -operated or -owned vessels. There are over 10,500 Filipinos based in Denmark with most of them working as au pairs or in the service industry. Bilateral trade with Denmark in 2012 registered at US$107 million.

17 January 2014 – In the shadow of world-renowned British landmarks Big Ben and Nelson’s Column, more than a hundred Filipinos braved the winter cold to publicly express heartfelt thanks to the people and government of the United Kingdom (UK) for their assistance in the wake of Typhoon Yolanda (Haiyan).

Last January 12, over a dozen UK based-Filipino organizations came together in historic Trafalgar Square and staged a Thanksgiving Rally to show their gratitude and appreciation for all the British support towards the typhoon victims in the Philippines.

The rally’s overall chairman, Mr. Renato Lucero of Guian, Samar, addressed the gathering and emotionally recounted the devastating effects of the typhoon, as well as the heartening response of the international community, particularly the UK, to the subsequent appeal for help.

“Within a short span of time, it became obvious that the people of the United Kingdom and its Government showed unprecedented generosity in the amount of financial and material help raised and given” Mr. Lucero said.

“The magnanimity and munificence of the British heart and soul echoed amongst the volunteers,” he further stated.

In his remarks, Philippine Ambassador to the United Kingdom Enrique A. Manalo likewise cited the significant British contribution to the critical rescue and relief operations.

“During this difficult time, we did not stand alone”, Ambassador Manalo said. “In an unprecedented manner, the UK Government and the British people manifested their solidarity with the Filipino people through their generosity and valuable support for the relief and rehabilitation efforts in the affected areas.”

Members of the Filipino community presented a Thank You Letter to Mr. Matthew Warnock-Parkes of the Disaster Emergency Committee (DEC), the umbrella UK organization coordinating British charity assistance to the typhoon-ravaged areas. The letter thanked the UK government and people for having, among others, “opened your arms and hearts to us without hesitation and without condition; resolutely stood by us throughout this difficult time; (and) encouraged and empowered us to move on knowing we are not alone.”

The thanksgiving rally also staged a moment of silence and floral offering for the typhoon victims. The event concluded with the gathering linking arms and singing “If We Hold On Together.”

According to the Philippine government’s Foreign Aid Transparency Hub (FAiTH), the UK government has pledged USD$954,000.00 in cash and USD$95,400,000.00 in non-cash assistance. The DEC’s Philippine Typhoon Appeal has also raised £86,000,000.00 (approximately USD $140,437,366), and its different partners and member organizations have helped over 1.6 million Filipinos.

The Philippine Embassy in London has likewise been informed of numerous meaningful acts of assistance by the British public, including no-uniform days in schools, cake sales in care homes for the elderly, Christmas parties transformed into fund-raising events, prayers and retiring collections in churches and mosques, and Christmas cards for children in Tacloban hand-made by children in the UK.

“We are moved by all these expressions of support and sympathy, and we draw inspiration from them as we face the more difficult task of rehabilitation and reconstruction” said Ambassador Manalo.

DBP signs P383.5-M loan with Marikina Doctors Hospital

In line with its mission towards improving social services in the country, state-owned Development Bank of the Philippines (DBP) has granted a P383.5-million term loan to the Marikina Doctors Hospital and Medical Center, Inc. (MDHMCI) to partially finance the construction of a 10-storey hospital building in Pasig City, acquisition of hospital equipment, and permanent working capital requirements.

The new hospital will provide Level 2 hospital services to residents of Pasig City and nearby cities like Marikina and Taguig. To be built along Evangelista Street in Santolan, Pasig City, the medical facility will have 100 beds, and will improve the bed-to-population ratio of the city from 1:554 to 1:531.

Specialty centers including a Cancer Center, Dermatology Center, Diabetes Center, Dialysis Center, ENT Center, Ophthalmology Center, Orthopedic Center, Reproductive and Fertility Center, Wellness Center, and Urology Center will be made available to the public. Marikina Doctors will serve as the referral hospital of other nearby lower level health facilities such as rural health units and barangay health stations in the area, thus contributing to the rationalized hospital referral system of Pasig City.

MDHMCI was incorporated in 2011 by a group of entrepreneurs from the medical and non-medical fields. The founding members of the company come from several successful tertiary hospitals in Metro Manila with a combined 10 years of experience in hospital and financial management.

Manila, January 17, 2014 – The Professional Regulation Commission and the Professional Regulatory Board of Electrical Engineering announces the amendment of Commission Resolution No.2013-782 by issuing Board of Electrical Engineering Resolution No. 01 series of 2014, making the City of Manila as the sole and exclusive venue for the conduct of the 2014 oral examinations/interviews of applicants for registration as Professional Electrical Engineers.

“In order to conform with the provision of R.A. 7920, otherwise known as the New Electrical Engineering Law, there is a need to amend the dates and venues assigned to the Oral Examinations/Interviews of applicants for registration as Professional Electrical Engineers, as indicated in Resolution No.2013-782”, the Board said.

Section 15, Article III of R.A. 7920 provides that, “The Board shall schedule interview/oral examination of every applicant for registration as Professional Electrical Engineer only at the office of the Commission”.

Facility for project preparation guarantees robust PPP pipeline

Developing a robust pipeline of viable PPP projects using the PPP Center’s Project Development and Monitoring Facility (PDMF) assures the sustainability and dynamism of the country’s Public-Private Partnership program. Through this facility, projects are given the due diligence necessary in project structuring and transaction work.

The PDMF, through its roster of expert transaction advisors and consultants, has successfully built up its portfolio of PPP projects generating 22 signed consulting contracts with seven different implementing agencies (IAs).

Add to this number are four (4) more contracts that are set to be tendered and another one currently undergoing consultant selection. This brings the number of PDMF funded projects to 27 whose feasibility studies are prepared with the appropriate transaction advisory support and guidance from internationally recognized experts on PPPs.

Working with Development Partners

The PDMF is a revolving pool of funds from the Philippine Government and the Government of Australia under a Capacity Building Technical Assistance project from the Asian Development Bank (ADB). The PDMF is meant to help enhance the investment environment for Public-Private Partnership (PPP) and develop a robust pipeline of viable and well-prepared PPP infrastructure projects.

Under the PDMF guidelines, the PPP Center will commission technical advisors for the IAs who will avail of the Facility. The Center keeps a panel of PPP experts from both international and local consulting firms. In procuring these consultants, the Center employs ADB’s rigorously competitive and transparent procurement guidelines

The PDMF Committee,which is made up of senior level representatives from the NEDA, DOF, DBM and the PPP Center, approves all PDMF applications. The Committee sets the policy guidance to manage prudently the PDMF. For each PDMF-approved project, a Special Bids and Awards Committee (SBAC) and a Project Study Committee (PSC) are created to oversee the procurement of specific project consulting teams and the review of their outputs, respectively

According to PPP Center’s Executive Director Cosette V. Canilao, the portfolio of PPP projects continue to grow because of the PDMF. “One of the reasons why the PPP program is successful is the substantial roster of feasible PPP projects developed through our PDMF. The wide range of projects attracts investors who have varied interests and expertise.”
Positive response

The implementing agencies (IAs) value the guaranteed access to a panel of internationally recognized consortia of consulting firms since it enhances the quality and credibility of PPP projects for tendering. There is recognition that sound project preparation is important for encouraging greater private sector participation in the country’s PPP Program.

According to the ADB, oversight agencies appreciate the PDMF because it makes available a transparent support mechanism through which development partners can direct their assistance in PPP project preparation and monitoring.

Given the considerable interest that the PDMF has generated among IAs, the PPP Center has already expanded its panel of advisors retained under indefinite delivery contracts. From an initial consortia of nine (9) of international and national consulting firms in 2011, the panel has expanded to 15 members in 2012.

To further improve its technical dimension and facilitate upgrading in terms of the capability, expertise, and experience of the panel members, panel restructuring is currently being undertaken by the PPP Center. It is expected that the new panel of project preparation and transaction support consultants will be available by May 2014.
