Synopsis:
At 4:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 60 km North of Butuan City (9.4°N 125.3°E). Northeast Monsoon affecting Northern and Central Luzon.
Forecast:
Mindanao and the regions of Bicol, Eastern and Central Visayas will experience cloudy skies with moderate to occasionally heavy rainshowers and thunderstorms which may trigger flashfloods and landslides. Calabarzon, Mimaropa and the rest of Visayas will have cloudy skies with light to moderate rainshowers and thunderstorms. Metro Manila and the rest of Luzon will be cloudy with isolated light rains.

Moderate to strong winds blowing from the northeast will prevail over Luzon and Visayas and coming from the northeast to northwest over Mindanao. The coastal waters throughout the archipelago will be moderate to rough.

PIA-4A: After the speech, the President granted the request for media interview. Local issues like the under-utilized Batangas port and fuel prices are much higher in Batangas compared to other areas in the region were raised and properly addressed by the President. Also asked were issues relative to energy power and emergency power. The activity ended after the interview and the President left the area at 11:25am.

No measles outbreak in Calabarzon

CALAMBA CITY, Laguna, Jan 13 (PIA) --While the Department of Health (DOH) declared measles outbreak in some cities of the National Capital Region (NCR) early this month, there was no reported occurrence of outbreak in Calabarzon as of this time.

But Calabarzon was not spared from the rising cases of measles in the Philippines. Last year, the total number of laboratory-confirmed measles cases in the region was 458, which was 288 percent higher compared with the 159 confirmed cases in 2012.

Dr. Nestor F. Santiago, Jr., regional director, DOH - Regional Health Office (DOH-RHO) 4A, said there was an increase in measles cases last 2013 in three provinces in the region, namely: Laguna, 259; Batangas, 88; and Cavite, 57. The cities with the highest number of measles cases were: 1) Sta. Rosa City, 119; 2) Lipa City, 42; and 3) Bacoor City, 23.

Since May 2013, the health workers in these areas have already conducted outbreak response immunization for children 6 months to 59 months old to complete the 2 doses of measles vaccination and ensure increase in the immunization coverage.

Dr. Santiago stressed that significant activities have already been undertaken by the DOH-RHO 4A, in coordination with the local government units, such as: massive information dissemination campaign; delivery of Measles vaccines (MV) and Measles, Mumps, Rubella Vaccines (MMRV) to different provinces to ensure availability of logistics; surveillance of all reported cases; and inventory of cold chain facilities.

Moreover, he said, health advisories have also been sent to local government units, to remind them to mobilize their respective local health workers to conduct catch-up and follow-up immunization of drop-outs and missed children, to ensure high immunization coverage. Aquino to lead groundbreaking of First Gen’s Power Plant in Batangas
 
President Benigno S. Aquino III will lead the groundbreaking Tuesday morning of First Gen Corp.’s San Gabriel Power Plant in Sta. Rita, Batangas. The 1,000-megawatt San Gabriel gas-fired project was expected to begin construction last year. Proponents eye to complete the project in the 2014/2015 timeframe.

The Lopez-owned First Gen Corp. was incorporated in December 1998 as the primary holding company for the power generation and energy-related businesses of the Lopez Group through First Philippine Holdings Corporation (FPH).

Last year, First Gen had 15 power generation plants that were predominantly contracted for sale under long-term power purchase agreements or other energy sales agreements. First Gen’s power generation portfolio utilizes indigenous fuel such as natural gas, water and geothermal steam.

The company accounts for 17 percent of the country’s total installed power generation capacity. It ranked 33rd in gross revenues and 34th in net income among BusinessWorld’s Top 1,000 Corporations in the Philippines in 2012.

First Gen’s Management System complies with standards set by the International Organization Standards (ISO) of Geneva.

Among those who are expected to join the President Tuesday will be Energy Sec. Coloma underscores significance of switching from analog to digital broadcasting
 
President Benigno S. Aquino III has emphasized that the adoption of the Integrated Services Digital Broadcasting - Terrestrial (ISDB-T) system is aligned with the government’s objective of preventing casualty in times of calamities and disasters, Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said on Monday.

Coloma said during the meeting with Japanese Minister of Internal Affairs and Communications Yoshitaka Shindo at the Edsa Shangri-la Hotel in Mandaluyong City that the Chief Executive has already given the go-signal to the National Telecommunications Commission (NTC) to begin the groundwork for the adoption of ISDB-T system.

The adoption of ISDB-T was part of the agenda during President Aquino's meeting with members of his Cabinet on Monday, Coloma said. The new system is the most advanced international standard on digital terrestrial television broadcasting format originally developed in Japan.

The ISDB-T started in Japan in December 2003 and in Brazil in December 2007. The number of the country which has adopted its standard is gradually increasing with the recognition of its technological advantage.

Coloma said the presidential directive will pave the way for the phase out of analogue transmission in approximately two to three years to deliver better TV signals to every household across the country.

"The introduction of ISDB-T is timely for the disaster-resilient Philippines. The country experiences more than 20 typhoons every year," the Communications Secretary said.

"The breakdown of the communications system during the aftermath of super-typhoon Yolanda caused a bit of delay in responding to the needs of the people," Coloma said.

Coloma said the Philippines is joining other Asean member countries in switching over from analog to digital broadcasting.

"The evolution of TV broadcasting is one of the significant aspects of connectivity for the Asean Economic Community regional integration that is envisioned to be fully attained by 2015," he said.

Coloma said the NTC ascertained the compatibility of the ISDB-T system with mobile devices since there are approximately 90 million mobile phonesubscribers.

Shindo, for his part, expressed his government's heartfelt gratitude to the Philippines for adopting the ISDB-T which would suit the country’s requirements and would be most beneficial for the majority of the population.

He said ISDB-T has built-in early warning system to enable people with TV sets, mobile phones and other hand-held gadgets with TV receivers to receive early warning announcements and advisories from the National Disaster and Risk Reduction Management Council and Philippine Atmospheric, Geophysical and Astronomical Services.

It also has a built-in mobile transmission that can send early warnings to mobile phone users in the country at the shortest possible time, Coloma said.

These features are very much applicable to the Philippines since it has the same situation as Japan in terms of natural calamities.

Shindo said ISDB-T also brings new business opportunity for broadcasting companies.

Joining Shindo during the meeting were Japanese Vice Minister for Policy Coordination (International Affairs) Masahiro Yoshizaki, Japanese Ambassador to the Philippines Toshinao Urabe, and Japanese Telecommunications and Broadcasting companies officials.

Ladies and gentlemen, good morning.

It is a pleasure and a privilege to have this opportunity to join you in this concerted effort to address agriculture issues in the context of climate change. This two-day event serves as a venue to discuss issues concerning the impact of climate change and the state of our environment and natural resources. Your presence signals your active participation in examining current agriculture policies to determine what needs to be maintained, improved and developed to protect our agricultural resources and use them in a sustainable way.

Under the umbrella program of the CGIAR Research Program on Climate Change, Agriculture and Food Security, the International Food Policy Research Institute (IFPRI) partnered with the National Economic Development Authority (NEDA) to undertake the project titled Addressing the Impacts of Climate Change in the Philippine Agriculture Sector. This project aims to establish an innovative set of data models and scenarios on climate change. These models and scenarios touch on critical development issues such as food security and agriculture growth, thus, contributing valuable inputs to the national development planning process.

As outlined in the 2011-2016 Philippine Development Plan (PDP), the country’s economic blueprint, the government plays an active role in achieving food security and self-sufficiency in staples. In the Food Staples Self-Sufficiency Program (FSSP), the government through the Department of Agriculture intends to increase areas suitable to palay production as a primary strategy in achieving 100-percent rice self-sufficiency by 2014 and beyond.

However, the changing climate that partially contributed to the deteriorating condition of our environment and natural resources blurs our prospects of attaining food security. Agriculture, which serves as the country’s backbone in achieving food security and a major contributor to the economy, is highly vulnerable to the effects of inclement weather and other climate-related phenomena. In fact, partial data show that in 2013, 74 percent of estimated damages of natural disasters in the country were in the Agriculture sector. For instance, super typhoon Yolanda, internationally known as typhoon Haiyan, damaged about 600,000 hectares of agricultural lands, with an estimated 1.1 million metric tons of crops lost. These losses and damages are expected to continue to reflect in forgone production of the early 2014 crop season.

While we hope that similar events will no longer occur, we expect these extreme events and unpredictable phenomena to become the “new normal.” We cannot stop them from happening but we can at least be ready to mitigate their negative impact. We need to make full use of relevant data sets, models and scenarios in our development planning and decision-making processes towards making our agriculture sector more resilient to the changing climate. This is what this project is all about.

We are all here today to provide information, feedback, and comments on this project so we improve and strengthen our strategies moving forward. It is expected that at the end of this workshop, our partnership framework will have been established, the detailed roles and responsibilities identified, and timelines agreed upon.

We need to act fast to provide the enabling mechanisms and instruments that would allow everyone to participate in enhancing the country’s resilience to climate and disaster risks. Every delayed response entails cost and forgone opportunities that may further derail us from achieving our development goals.

I encourage you to view this project as a critical tool in attaining food security. As the PDP puts it, we need to bring about a scenario “when all people, at all times, have physical and economic access to sufficient, safe and nutritious food that meets their dietary needs and food preferences for an active and healthy life”.

On this note, I would like to assure you that we, in NEDA, are committed to making this project worthwhile, and even life-saving. We hope that the output will be useful in ensuring that our plans and policies are aligned with our goals of providing adequate food and securing people and their livelihoods amid continuing threats of disasters.

LPA rendered CARAGA roads impassable

Incessant moderate to heavy rains due to a low pressure area over the weekend has rendered some roads in CARAGA (Region 13) and Davao Region (Region 11) as impassable.

The Department of Public Works and Highways-Caraga (DPWH-13 has reported landslides, road slips, and floods in different parts of the region particularly along the national highways, which were rendered temporarily closed to public traffic.

Among those rendered not passable due to major landslides are: NRJ Cuevas-Bislig Road, Asuncion_San Isidro-Laak-Veruela Road, SDCR-Nurcia Section, Jct. Gamut-San Miguel-Bayugan Road, Payasan-Los Arcos and SDCR-Mahayahay, Bislig City.

Secretary Rogelio L. Singson ordered the conduct of immediate clearing operations by the DPWH Regional and District Engineering Offices with jurisdiction to landslide affected areas to clear the roads from debris and render it safely passable to all types of vehicles.

On the other hand, flooded carriageways are still covered with at least 0.3 meters of water. Badly hit was National Road Junction (NRJ) Cuevas-Bislig Road, Sta. Maria Section that is submerged in water with at least 1.50 meters depth. Other roads closed due to flood are: NRJ Barobo-Agusan del Sur Bdry. Road 1.2 meters, SDCR-San Vicente Barobo Section 1.0m, NRJ Awa-Lianga Road, Anibongan Section 1.0 m, along Agusan-Davao Road, Bunawan Brook 1.0 m and near Solibao Bridge .8 meters depth.

As of 8 a.m., traffic along NRJ Cuevas-Bislig Road is diverted to Trento-San Francisco-Barobo Road as it is still not passable while Jct. Gamut-San Miguel Bayugan Road, NRJ Barobo-Agusan del Sur Bdry. and SDCR-San Vicente, Barobo are already passable to all types of vehicles.

Meanwhile, DPWH maintenance personnel are still on full alert status for other possible effects of the LPA as cloudy weather is still being observed.

DepEd issues guidelines on anti-measles campaign

PASIG CITY— In response to the increase in the number of individuals contracting measles, the Department of Education (DepEd) has issued DepEd Memo No. 03 s.2014 on Thursday regarding the implementation of the anti-measles campaign in public schools. Following the advisory of the Department of Health (DOH), DepEd has ordered the Schools Division Superintendents (SDSs) and the Regional Directors (RDs) to oversee the smooth execution of the campaign.

School heads have been instructed to send home students exhibiting flu-like symptoms to rest and recuperate.

The DepEd is also asking schools to disseminate information about measles and immunization procedures as well as report identified cases to concerned local health units. They have also been advised to coordinate with the local government health units for the complete vaccination of children.

The systematic relay of information regarding students' and teachers' state of health is expected to be operationalized through the Preventive Alert System in Schools (PASS). Under the system, school principals must conduct, monitor, and maintain records of students and personnel’s daily health inspection. Pertinent information must be relayed to the SDS and to the DepEd central office for review and appropriate action.

Authorities recommend addressing any signs of measles at the onset. Measles are rapidly transmitted through air or direct contact, and when ignored it can cause diarrhea, dehydration, pneumonia, encephalitis, blindness, and deafness. It is especially hazardous for very young and undernourished children.

PASIG CITY—The Department of Education (DepEd) received one thousand sacks of rice donated by the Philippine Disaster Recovery Foundation (PDRF) in support of DepEd’s school-based feeding program in areas devastated by Super typhoon Yolanda. Both parties signed a Memorandum of Agreement clarifying details of said donation.

The rice will be distributed across the affected areas for the implementation of a month-long emergency feeding program for school children. Region 8 will receive the largest bulk with 400 sacks; Region 6 follows at 300; Northern Cebu will receive 200 sacks, while Northern Palawan will receive 100 sacks. The distribution has been set according to the needs as determined by DepEd regional offices.

Education Secretary Br. Armin Luistro says that the 1,000 sacks of rice are very helpful because not only will it fulfill the first few components of the school-based feeding program, it will also boost the attendance of school children. “In most schools, the attendance during the first week of class resumption was at 30%, by the succeeding weeks, though, we started to see an increase. When you give children something extra, like school kits and feeding programs, we motivate them to go back to school. We go over 80%.”

Luistro also brought PDRF up to speed with the ongoing progress of the rehabilitation of public schools: “We opened classes mostly in temporary learning spaces; the construction for that was very quick because we used indigenous materials. We are still looking into suitable locations within the area to build permanent classrooms on; we already have the budget for that and we hope to begin construction by March. What we would need help with is in terms of classroom repairs.”

An approximate of 26,000-27,000 students are expected to be benefited by this program. PDRF will procure the one thousand sacks of rice from the National Food Authority (NFA) in behalf of DepEd; the delivery, distribution, and execution of the school-based feeding program will then commence immediately after.

The labor and employment chief especially praised the cooperation of the companies and the media in making possible the generation and dissemination of the inputs and results of three important BLES surveys, specifically the Occupational Wages Survey, the BLES Integrated Survey (BITS), and the Labor Turnover Survey.

One of the Bureau’s periodic surveys, the BLES’s Labor Turnover Survey, aims to generate quarterly data on labor turnover (accession and separation rates). The result of this survey provides useful indicators of labor market activity in the Philippines’s economy, for the purpose of generating labor market signals as sound basis in planning, policy formulation and decision-making.

On the other hand, the BLES Integrated Survey generates data every two years on the employment of specific groups of workers, occupational shortages and surpluses, the training of workers, recruitment and hiring practices for entry-level jobs, occupational safety and health practices, the employees’ compensation program, and occupational injuries and diseases. The result of this survey is used in the formulation of policies and programs on employment, conditions of work and industrial relations.

Finally, the Occupational Wages Survey aims to generate statistics for wage and salary administration and for wage determination in collective bargaining negotiations, which serve as useful economic indicators and inputs to wage, income, productivity and price policies, wage fixing and collective bargaining.

Baldoz thanked the establishments and the media reporters for their “support to the DOLE and the BLES in these undertakings, emphasizing: “I believe this entailed extra effort on the part of the officials and employees of the respondent establishments.”

“Indeed, your painstaking efforts are lauded, as you have been loyal partners of the BLES. We cannot over-emphasize the significance of the data you supplied as these have provided valuable inputs to the policies and programs of the government in responding to the needs of the workers and employers alike.”

Finally, Baldoz said that on the part of the media, they deserve all the accolades as they continue to disseminate and spread effectively the BLES Survey results for the benefit of industry including its workers and establishments, the users of labor and employment statistics, and the Filipino public.

On her part, BLES Director Peralta expressed the Bureau’s gratitude and appreciation to the companies and the media for their participation and continuous commitment making possible the accomplishment of the BLES surveys.

DOLE’s NCMB settles notice of strike at steel firm; 163 jobs preserved

The National Conciliation and Mediation Board-National Capital Region has settled through conciliation, a dispute between the CAPASCO Labor Union WRM Division (CLUWD) and the management of Cathay Pacific Steel Corporation (CAPASCO), resulting to an economic package of P4.5 million under a collective Bargaining Agreement (CBA) for three years effective 1 May 2013 to 30 April 2016, Secretary of Labor and Employment Rosalinda Dimapilis-Baldoz said yesterday.

Citing a report of NCMB-NCR Director Amorsolo U. Aglibut, Baldoz said the union and CAPASCO management, represented by Antonio P. Arrobio, Vice President for Corporate Affairs and Human Resources, arrived at a settlement of their dispute, a Notice of Strike, after NCMB-NCR Conciliator-Mediator Estelita S. Bautista held a series of conciliation conferences to bridge the differences between both parties.

“The settlement of the notice of strike preserved the jobs of not only the 82 union members, but the rest of the company’s 163 employees. I commend both parties for their openness and flexibility towards amicable settlement,” said Baldoz.

The case arose when Francisco Cargagente, the union president of CLUWD filed a notice of strike against CAPASCO on 4 November 2013, on the ground of a CBA Deadlock.

Barely a month after the initial conference, Director Aglibut said the parties agreed to settle on the following terms: (1) A wage increase for this year amounting to P23 per day which shall be effective 1 May 2013; a wage increase for 2014 of P22 effective on 1 May 2014; and a wage increase for 2015 of P21 per day effective on 1 May 2015; and (2) A signing bonus amounting to P3,000 per employee.

“I am pleased that the NCMB and its corps of experienced conciliator-mediators remains steadfast in providing efficient services in labor conflict resolution and management, as they do play a crucial role in preserving harmonious labor-management environment,” said Baldoz.

Cathay Pacific Steel Corporation is located at P. Dela Cruz St., San Bartolome, Novaliches, Quezon City. It is engaged in steel manufacturing.

On the other hand, the CLUWD is the exclusive bargaining agent of 82 union members.

DA to Undertake Short - and Long-Term Solutions to Veggie Frosting in Benguet

Agriculture officials believe the recent frost incidence in one of the country’s major vegetable bowls has negligible impact on the supply in Metro Manila since it only affected a small portion of Benguet’s vast production area. Yet, they are not taking chances and are out to boost the resilience of farmers against what they call a “natural occurrence.”

Noting that vegetable frosting happens regularly in the province, the Department of Agriculture announced on Monday it is set to carry out both short- and long-term measures to help farmers cope better with the frost.

“Sabi nga po ng iba, 50 years nang problema ‘yan, so hindi na po tayo papayag na matapos ang termino ng Pangulong Aquino na hindi natin ‘yan nabibigyan ng permanenteng solusyon,” Agriculture Secretary Proceso said after meeting with other DA officials to review their rehabilitation and sustainability plan for the affected vegetable farmers.

Within this week, DA will deliver its initial assistance to affected farmers in Benguet’s three barangays – Barangay Paoay, Atok and Barangay Madaymen in Kibungan – that include 10 units of power sprayers; 20 rolls of rubber hose; 50 pieces of plastic drums; and 10 rolls of plastic sheets to be used in making rain-shelters. An info-caravan will also be conducted by Friday or Saturday to help educate around 100 farmers about frosting and urgent measures that could be done to prevent, if not totally eliminate, huge damages on crops. Several kilos of replacement seeds will also be provided. The DA regional field office in the Cordillera Administrative Region said around 500 farmers will benefit from the initial help.

Agriculture officials say timely adoption of mitigating methods could greatly reduce losses. For instance, Cordillera farmers would usually sprinkle water at the plants at the onset of frosting to save leaves from wilting. Many of them have also learned to adjust their planting calendar so as to harvest early and avoid a frost season. The recent frost was first noted on December 30, when temperature dropped to a near-icy 9°C.

As a long-term solution, water-impounding facilities will be constructed strategically in frost-prone areas, with some enhancements in the design. Secretary Alcala said the modified design would allow farmers to pump water into farms situated in more elevated areas where frosting normally occurs. DA will also establish additional rain-shelters and greenhouses so that farmers can grow and harvest crops even during rainy and cold seasons.

These interventions will be in addition to what DA had already delivered or established in Benguet, which include P2.4-million water impounding facility, a greenhouse and several units of power sprayers in Atok, usually the most affected area. The provincial government has also been provided with seeds last year, DA said.

“Actually, we have been proactive in our actions,” said Secretary Alcala. “These [immediate solutions] have already been incorporated in our 2014 programming prepared a year ago. So now, it is just a matter of hastening, or in some cases, expanding the scope of its implementation.”

In a statement released before the weekend, DA assured Metro Manila consumers that vegetable frosting in Benguet will not lead to a shortage of upland vegetables as it affected merely three hectares of potato and cabbage farms in Barangay Paoay, Atok and Barangay Madaymen in Kibungan, Benguet. Of the total affected areas, only one-fourth hectare was totally damaged. The provincial government estimates Benguet has 25,000 hectares of vegetable farms.

DA is now closely monitoring the occurrence of frosting in the three barangays, as well as other farming communities in Benguet. In case a need for additional supply arises, it also works to prepare alternative sources of upland vegetables for Metro Manila, notably Nueva Vizcaya and Quirino. (McBien Garcia/DA)

YEARENDER: DAR completes distribution of Hacienda Luisita

MANILA, Philippines - The Department of Agrarian Reform (DAR) met its target of completing land distribution in Hacienda Luisita before the year 2013 ended.

The DAR had successfully distributed Certificates of Land Ownership Award (CLOAS) to farmer-beneficiaries in Barangay Mapalacsiao, Tarlac City – the last of 10 barangays in the sugar estate. Some 663 of 745 farmworker-beneficiaries have received certified true copies of their CLOAs.

“The distribution was done on schedule despite the damage caused by Typhoon Santi to the area, including many of the barangay covered courts where the CLOA distribution activities were previously held,” Agrarian Reform Secretary Virgilio de los Reyes said.

Data from DAR showed that 5,718 CLOAs have been distributed to farmworker-beneficiaries out of a total of 6,189.

The DAR said the CLOAs are being registered with the Registry of Deeds.

They are also awaiting the signing of farmworker-beneficiaries of the Application to Purchase and Farmers Undertaking (APFU).

The DAR continues to seek out the farmworker-beneficiaries who have yet to claim their Lot Allocation Certificates (LACs) or file their APFUs.

A good number of farmworker-beneficiaries are either working abroad or living outside of Tarlac.

They were unable to claim their LACs or sign and file their APFUs, which will certify the farmworker-beneficiaries’ commitment to pay monthly amortization to the lands awarded to them.

“These figures are going up as farmworker-beneficiaries who were not able to receive their CLOAs during the scheduled distribution activities in the barangays have actually been going to the DAR provincial office to get their certified true copies,” De los Reyes said.

He said following the distribution of certified true copies of the CLOAs, the DAR is preparing to install the farmworker-beneficiaries in their lots.

“What comes next is the setting of the boundaries for the farm lot of each beneficiary by putting monuments or boundary stones (muhon) as soon as the land has been cleared of standing crop,” he said.

Agrarian Reform Undersecretary for Legal Affairs Anthony Parungao said the setting up of boundaries has started in a number of barangays in the sugar estate since early November.

“We hope to finish this by first quarter of 2014,” he said.

This is ongoing in barangays Pando, Motrico, Parang and Mapalacsiao.

Parungao said under the law, agrarian reform beneficiaries have to pay amortizations for their CARP (Comprehensive Agrarian Reform Program)-awarded land for a period of 30 years.

“In the meantime, the owner’s duplicate copy of the CLOAs will be held by the Land Bank of the Philippines,” he said.

Parungao said the certified true copies of their CLOAs constitute proof of ownership of their CARP-awarded farmlands, he added.

The awarded land cannot be converted to uses other than agricultural within five years and cannot be sold within 10 years from the time of awarding.

Last Sept. 30, the DAR began the distribution of CLOAs to 600 farmworker-beneficiaries in Barangay Pando, Concepcion, Tarlac. In the subsequent weeks, certified true copies of CLOAs were distributed to farmworker-beneficiaries in Barangay Motrico in La Paz town; Lourdes, Bantog, Cutcut, Asturias, Balete in Tarlac City; and barangays Parang, Pando, and Mabilog in the town of Concepcion.

A total of 6,212 farmworkers have been identified as qualified agrarian reform beneficiaries in Hacienda Luisita.

Each beneficiary is allotted 6,600 square meters of farm lot, more or less, out of the 4,099 hectares earmarked for distribution.

Immediately after the identification of farmer-beneficiaries, a DAR-accredited private survey conducted the subdivision survey on a total of 5,149 hectares in Hacienda Luisita.

Of the area surveyed, 500 hectares of the converted area and 80.51 hectares covered by SCTEX were exempted from distribution based on the Supreme Court’s final decision in the Hacienda Luisita case.

An additional 468.49 hectares were used as residential areas, canals, roads, firebreaks, a cemetery, buffer zones, lagoons, fishponds, eroded areas, and legal easements were excluded from distribution to qualified beneficiaries.

Agrarian reform officials said these will still be covered under the Comprehensive Agrarian Reform Program for common use of qualified beneficiaries

Last July, DAR completed the screening and identification of more than 6,000 beneficiaries in Hacienda Luisita, making the cut in the final master list of qualified farmworker-beneficiaries.

In a final resolution on April 22, 2012, the Supreme Court upheld the 2006 decision of the DAR to distribute the vast landholding to farm workers who agreed with the Tarlac Development Corp. to own shares of stock in Hacienda Luisita Inc. instead of lands under a stock distribution agreement.

Based on the Supreme Court decision, Hacienda Luisita should be distributed to those farmworkers who are qualified to be beneficiaries under the CARP in 1989 – the time of approval of the Stock Distribution Plan, which the Presidential Agrarian Reform Council eventually revoked.

Despite completion of land distribution, Parungao said a lot still has to be done following the distribution of CLOAs to farmworker-beneficiaries.

“We would also have to make sure they are able to avail of support services that will help them cultivate their farm lots properly.”

The DAR has reported possibly completing distributing the bulk of CARP-covered lands, especially those above 10 hectares, by June 2014 – the legislated deadline of the land acquisition and distribution program of CARP.

However, De los Reyes said some landholdings could be in the pipeline for acquisition but distribution will not be completed by June 30, 2014.

These are the landholdings with cases, and some of the small landholdings whose acquisition cannot proceed yet because of phasing provided under Republic Act 9700 or CARP Extension with Reforms, De los Reyes said.

DSWD assists victims of Mindanao flooding

The Department of Social Welfare and Development (DSWD) said that it has prepositioned more than P33 million worth of emergency relief resources consisting of standby funds of P2.64 million; 24,456 family food packs worth P6.25 million; and, other food and non-food items amounting to P24.6 million, readily available for augmentation to local government units affected by the flooding in Mindanao on Sunday.

As of 12 noon today, 34 evacuation centers remain open to accommodate the 1,668 displaced families or 7,958 persons.

Of the evacuation centers, 26 are in CARAGA serving 1,080 families, three in Northern Mindanao providing temporary shelter to 116 families, and five in Davao Region housing 2,465 families.

In Agusan del Norte, the local government of Bunawan provided P140,000-worth of relief goods to the evacuees.

Meanwhile, some 251 damaged houses were initially reported in Davao Region.

DSWD Field Offices in the affected regions continue to coordinate with city/municipal social workers to determine and respond to the additional needs of the affected families.

13 January 2014- The Philippine Embassy in Berlin hosted an appreciation concert at the Ethnological Museum on 14 December 2013 in recognition of the staunch support extended the German government and people to the victims of Typhoon Yolanda (Haiyan). The occasion also marked the launch of the commemorative year of Philippine-German diplomatic relations, which will celebrate their 60th anniversary through a year long series of socio-cultural activities.

In her remarks, Philippine Ambassador to Germany Maria Cleofe R. Natividad conveyed the profound appreciation of the Filipino people for the unprecedented support extended by Germany to the Philippines in the aftermath of Typhoon Yolanda. The Ambassador noted that the calamity brought the Philippines and Germany closer together, particularly through people-to-people connections, with German non-governmental organizations being heavily active in the post-typhoon relief and recovery efforts.

Ambassador Dr. Clemens von Goetze, Director General for Asia of the German Federal Foreign Office, delivered the keynote address and highlighted the significance of the event and the strong relations between the Philippines and Germany. He also emphasized the burgeoning people-to-people cooperation, especially given the expected deployment of Filipino nurses to Germany and the possible creation of a Rizal Center at the new Philippine Embassy in Berlin.

Former Philippine Undersecretary of Education Dr. Isagani Cruz, who had just flown into Berlin the day before the concert, introduced the 60th anniversary commemorative book project. The coffee table book, which is currently being produced, will cover the full breadth of Philippine-German relations. The book is expected to be launched in October 2014.

The concert, entitled “Songs Without Music, Poems Without Words,” is a classical chamber music recital with an avant garde touch based on the composition and direction of Jeffrey Ching, who was the first recipient of the Jose Rizal Award for Excellence in 2003. The recital was performed by soprano Andion Fernandez, Japanese pianist Professor Kiai Nara and Bazil’s Professor Matthias Pinto. All three artists obtained their graduate degrees at the Universitat der Kunst (UdK).

Mr. Ching, born in the Philippines and educated at both Harvard and Cambridge universities, transformed “The Raven,” Edgar Allan Poe’s famous poem, into music and sounds and Francisco Balagtas’ poetry “Kay Celia” into a Kundiman, in memory of Balagtas’ 100th birth anniversary. To pay tribute to Germany’s revered composer Richard Wagner, whose bicentenary is being celebrated worldwide, Mr. Ching arranged the “Wesendonck Lieder Sonata” into a five movement cello line with soprano and piano conversations.

Officials of the German Foreign Ministry, and members of the diplomatic community, business community, academe and Filipino community attended the concert.

13 January 2014 – The Filipino Association in Russia (FAR), represented by its President, Dr. Cesar Dalida, personally turned over a cash donation amounting to Php 438,000 to the Philippine Red Cross (PRC) on January 06.

The said cash donation includes the accumulated proceeds of FAR’s fund raising activities in Moscow and the donation from the pupils of the British International School in Moscow amounting to 48,968.00 rubles (around Php 65,806.00).

PRC Director for Special Concerns Paul Gwyn Pagaran received the donation on behalf of the Philippine Red Cross. The turnover of the donation was held at the PRC National Headquarters in Manila.

The Republic of the Philippines issues new 10-year USD-denominated global bonds and has announced the results of its invitation for offers to sell existing US dollar denominated bonds for cash

The Republic of the Philippines (the “Republic”) successfully returned to the international capital markets with its offering of USD 1.5 billion of 10-year USD Global Bonds. The new issue of Global Bonds occurred concurrently with a 1-day Tender Offer for 11 series of USD bonds maturing between 2015 and 2025.

This issue of the Global Bonds marks the first international USD offering from the Republic since January 2012 and the Republic’s first ever international investment-grade issuance, achieving ratings of Baa3 from Moody’s Investor Services, BBB- from Standard & Poor’s, and BBB- from Fitch Ratings.

The newly-issued Global Bonds were priced at par with a coupon of 4.20%.

Order books were in excess of USD 13.5 billionfrom about 500 investors. By geographical allocation, 28% came from Asia, 53% from the U.S. and 19% from Europe. By investor type, 71% was allocated to fund managers, 24% to banks, and 5% to insurers.

Finance Secretary Cesar V. Purisima said, “We welcome this opportunity for the Republic to revisit the international markets, to herald its investment-grade status and establish a reference for the country’s credit. This exercise again demonstrates sustained government efforts to reduce the country’s debt burden and to channel more resources into productive endeavors.”

Proceeds of the issuance will be used to fund the Republic’s switch and tender offer. The Republic may also use the proceeds for general purposes, including budgetary support.

The tender offer exercise was primarily targeted at existing bondholders to switch into the new Global Bonds. The amount of bonds tendered equaled a notional value of USD 2.6 billion, and the Republic accepted USD 870 million of offers. This liability management transaction also marks the first intraday switch tender offer in Asia, evidencing the Republic’s sophistication as a sovereign issuer.

“As with our previous transactions, this exercise is in line with the government’s overall objectives of prudent and proactive liability management, and resulted in interest-cost savings as well as extended the average debt maturity profile of the Philippines. The result further bolstered the strength of the government’s financial position,” commented Treasurer Rosalia de Leon.

Deutsche Bank, HSBC, and Standard Chartered Bank served as joint global coordinators and dealer managers for the transaction. ANZ, Citi, Deutsche Bank, Goldman Sachs, HSBC, J.P. Morgan, Morgan Stanley, and Standard Chartered Bank acted as joint bookrunners.

DENR prohibits use of lead in local production of food packaging, paints, toys, other consumer products

The government is strengthening its control on the use of lead and its compounds in the local production of consumer products, as well as its importation, sale, distribution and disposal following the issuance of a chemical control order (CCO) for lead and lead compounds by the Department of Environment and Natural Resources (DENR).

“The Chemical Control Order for Lead and Lead Compounds is a result of numerous consultations with various stakeholders with the intention of reducing unreasonable risks and injuries to people as a result of their exposure to the chemical as well its negative impact on the environment,” DENR Secretary Ramon J. P. Paje said.

He also said the order was in support of the global action for the elimination of lead in paints.

According to Paje, lead is a heavy metal and highly toxic that exposure to it or ingestion can severely damage the nervous system. The chemical can also affect the development of children as well as the cardiovascular, reproductive and immune systems; impair the kidneys; and could also cause hearing loss and tooth decay.

The CCO for lead, contained in DENR Administrative Order No. 2013-24, strictly prohibits the use of lead and lead compounds in the local manufacture of packaging for food and drink, toys, school supplies, cosmetics, water pipes and other consumer products. It also reiterates the ban on the use lead as fuel additive.

“With the CCO, existing prohibitions by other agencies of the government governing the use of lead and lead compounds in various consumer products are further strengthened,” he said.

The order has also set the standard content of lead for locally produced paints at 90 parts per million (ppm), as well as the timeframe for the strict implementation of the standard which starts in 2016 for paints intended for architectural, decorative, household applications while paints for industrial applications, starts in 2019.

“The reason for setting the implementation phase for paints is to enable our paint industry to shift to lead-free production. There is now a global action for the elimination of lead in paints, and certainly this CCO is our way of showing our oneness with this advocacy,” Paje stressed.

The DENR chief added that the new regulation on lead is consistent with Republic Act No. 6969, otherwise known as the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990, as it also addresses the transport and treatment of lead-containing wastes prior to disposal. RA 6969 was issued by the government in response to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.

“Since lead is a toxic substance, the regulation covers not only the production process, but starts at the importation of the chemical to transport, recycling and even up to disposal of lead-containing wastes. Thus, the order also covers not only the manufacturers or industrial users but also the importers, distributors, recyclers, as well as the waste service providers like the transporters, waste treaters and disposers,” Paje explained.

As such, persons or entities involved in importation, manufacture, distribution, use, recycling, treatment, storage and disposal of lead and lead compounds, whether newly involved or with existing compliance certificates, are required to register with the DENR’s Environmental Management Bureau (EMB).

Applicants are also required to provide a Safety Data Sheet to ensure the environmentally-sound management of the chemicals.

The DAO details requirements for labeling, manufacturing and training, storage, transport, treatment and disposal of lead and lead-containing materials.

To ensure proper implementation of the new policy, the DENR will conduct capability building and continuous consultations and discussions with its partner agencies under the Departments of Health, Trade and Industry, and Finance; as well as the Philippine Association of Paint Manufacturers, the Ecological Waste Coalition, and International POPs Elimination Network (IPEN) Philippines.

The order also tasks the EMB to lead the development of standards or threshold limits relative to the other existing uses of lead, and to monitor compliance with these standards. Violators shall be subject to administrative and criminal sanctions relative to RA 6969 provisions.

DOE supports development of oil discovery in Central Cebu

The Department of Energy (DOE) ushers in the new year announcing its support for an oil discovery with potential commercial quantity in the Visayan Basin in a bid to strengthen energy security efforts for the country.

In line with this, the DOE welcomes the discovery of oil in Gas2Grid Limited’s Malolos-1 well and granted the service contract area operator’s request for a one-year extension.

Gas2Grid acquired Service Contract (SC) 44 on January 2004 and has drilled for a decade prior to its recent discovery which, based on initial studies, has significant oil reserves. The extension is pursuant to the precept in SC 44 which states that: “if Petroleum is discovered by the end of the seventh or tenth year, the Contract shall be further extended to determine whether the discovery is in commercial quantity.”

Energy Secretary Carlos Jericho L. Petilla notes that “the discovery in the SC 44 is a boost to the country's upstream industry, and we will provide the necessary support to advance its development."

“We are pushing for indigenous energy resources to flourish in order to lessen our dependence to the volatile international energy market,” he added.

For 2014, the DOE will launch the Philippine Energy Contracting Round 5 (PECR 5) within the first quarter of the year. PECR 5 is a transparent and competitive system for awarding service contracts aimed at attracting energy investors to develop the country’s indigenous oil and gas resources.

PhilHealth Pasig office opens Members Healthcare Access (MHA) Room

THE Local Health Insurance Office of the Philippine Health Insurance Corporation (PhilHealth) in Pasig City recently opened its Members Healthcare Access (MHA) Room intended for breastfeeding clients, senior citizens, persons with disability and children tagging along with their parents who have transactions with the LHIO.

This is the first MHA Room among eight LHIOs in the National Capital Region.

The MHA Room is a dedicated area within the LHIO premises which provides maternal, child, first aid care and other related services for persons with special needs. It is a multi-functional room situated near the entrance of the LHIO Pasig office and has an area where breastfeeding mothers can express milk and pregnant women can relax. It also has a separate area where children can play while waiting for their parents/relatives who have PhilHealth transactions. On top of these, the room has a first aid corner and a public assistance desk.

The formal opening ceremony of the MHA Room at the LHIO Pasig at the Development Academy of the Philippines’ building was led by Henry V. Almanon, Manager of PhilHealth’s NCR South Branch and Leticia P. Portugal, Senior Manager of PhilHealth’s Accreditation Department.

Aside from the breastfeeding and kiddie corners, the MHA Room also has a first-aid station where first-level response in emergency care or treatment is provided, and which serves as temporary health management before regular medical aid is obtained. A client who is unable to transact business due to injury and is being treated at the station will have his documents prioritized and processed while undergoing emergency treatment.

At the same time, walk-in clients who have special concerns will be entertained in the Public Assistance and Complaint Desk thus, providing a venue for a thorough discussion of their complaints. Persons with disabilities (PWDs) and senior citizens may also wait in the PWD and Senior Citizens area while their transactions are being processed. They will no longer line-up for their transactions.

The MHA Room is open for free use of clients, Mondays to Fridays, from 8:00 A.M. to 5:00 P.M
