DFA spokesman Raul Hernandez on ANC
Re: Malaysia crackdown of foreign workers
-We have an estimated 700,000 Filipinos in Malaysia.
-We have many Filipinos there undocumented.
-We want them to voluntarily submit themselves to Malaysian authorities so they can be repatriated so that they will not be persecuted.
-Those who would like to continue there should process legally their papers.
-This was just announced last January 10. (Crackdown of illegal workers in Malaysia)
-The usual assistance we give is the package of consular assistance.
-We make representation, we make sure that just process is accorded to them, we visit and we ensure that their rights are protected and respected.

No measles outbreak in Calabarzon
Monday 13th of January 2014
 2  0  0  0  0
CALAMBA CITY, Laguna, Jan 13 (PIA) --While the Department of Health (DOH) declared measles outbreak in some cities of the National Capital Region (NCR) early this month, there was no reported occurrence of outbreak in Calabarzon as of this time.

But Calabarzon was not spared from the rising cases of measles in the Philippines. Last year, the total number of laboratory-confirmed measles cases in the region was 458, which was 288 percent higher compared with the 159 confirmed cases in 2012.

Dr. Nestor F. Santiago, Jr., regional director, DOH - Regional Health Office (DOH-RHO) 4A, said there was an increase in measles cases last 2013 in three provinces in the region, namely: Laguna, 259; Batangas, 88; and Cavite, 57. The cities with the highest number of measles cases were: 1) Sta. Rosa City, 119; 2) Lipa City, 42; and 3) Bacoor City, 23.

Since May 2013, the health workers in these areas have already conducted outbreak response immunization for children 6 months to 59 months old to complete the 2 doses of measles vaccination and ensure increase in the immunization coverage.

Dr. Santiago stressed that significant activities have already been undertaken by the DOH-RHO 4A, in coordination with the local government units, such as: massive information dissemination campaign; delivery of Measles vaccines (MV) and Measles, Mumps, Rubella Vaccines (MMRV) to different provinces to ensure availability of logistics; surveillance of all reported cases; and inventory of cold chain facilities.

Moreover, he said, health advisories have also been sent to local government units, to remind them to mobilize their respective local health workers to conduct catch-up and follow-up immunization of drop-outs and missed children, to ensure high immunization coverage. (MTYMalubag, DOH RHO4A/PIA4A)

1. Pres. Aquino leads groundbreaking of San Gabriel Power Plant in Batangas
Tuesday 14th of January 2014
BATANGAS CITY, January 14 (PIA) --President Benigno S. Aquino III led the groundbreaking of First Gen Corp.'s San Gabriel Power Plant in barangay Sta. Rita, this city at about 10:00 o'clock this morning.
Upon arrival the President was accompanied by Energy Secretary Carlos Jericho Petilla,Batangas Governor Vilma santos Recto, and other government officials.
In his speech, Pres. Aquino emphasized his gratitude to First Gen for putting up one of the soon-to-be major natural gas plant in the country that aside from ensuring a steady supply of energy, the said plant will make more efficient use of fossil fuels.
The 414 megawatt power plant which is expected to go on commercial operation in 2016 will sell electricity to Luzon grid which is expected to increase energy demand from 10,294 MW to 11,000 MW.
Last December 16, 2013, First Gen, through First Nat-Gas Power corporation(FNPC), signed an equipment supply contract with Siemens AG and a construction services contract with Siemens, Inc., for the engineering, design, procurement, construction and completion of the 414 MW San Gabriel Combined Cycle Natural Gas-Fired Power Plant.
San Gabriel’s first unit will initially utilize Malampaya gas. It is planned in the future that the project, along with the other two additional planned units, will operate on regasified liquefied natural gas.  The San Gabriel Project is intended to be financed through an export credit agency-covered loan and the proceeds of First Gen’s recent US$300-million Reg-S bond offering.  It has an estimated project cost of US$600 million.
The project will utilize the SCC6-8000H gas turbine technology, Siemens’ most advanced and efficient gas turbine, which has been proven to achieve more than 60 per cent combined-cycle efficiency.
Aside from an efficient gas turbine technology, the San Gabriel Project will enjoy operations and maintenance synergies with the adjacent 1,000-MW Santa Rita and 500-MW San Lorenzo Combined Cycle Natural Gas-Fired Power Plants. Siemens was also the contractor for the Santa Rita and San Lorenzo power plants, which are effectively owned 100 per cent by First Gen.  (PIA-Batangas)

First community potable water facility launched in Pinugay

By: Gideon Gapayao
Thursday 16th of January 2014

ANTIPOLO CITY, Rizal, January 16 (PIA) --The Department of Agrarian Reform-Rizal together with the Pinugay Agrarian Reform Beneficiaries Multi-Purpose Cooperatve, Antipolo City and Baras LGUs have launched the first Community Managed Potable Water Supply, Sanitation and Hygiene (CPWASH) Facility in Rizal Province through a MOA signing at Pinugay, Rizal.

Provincial Agrarian Reform Program Officer I James Arthur Dubongco, Pinugay ARB-MPC Chairman Teofilo Gallardo Jr. , Barangay San Jose, Antipolo Chairman Felicito Garcia and Barangay Pinugay, Baras Kagawad Rhodora Rey signed the agreement supporting the construction of the said CPWASH within the locale.

Funding for the CPWASH facilities will be coursed by DAR through the Pinugay ARB MPC inclusive of filter systems as well as bio gas digesters for local communities. Upon signing the MOA, DAR-Rizal will find suitable sources of water to install the facilities. The assembled facilities may then be replicated by municipalities who wish to pattern their own CPWASH facilities after the technology provided by DAR. The agency eyes the construction of the CPWASH facilities on February 3-11.

Pinugay is a community along the borders of the City of Antipolo and Municipality of Baras which has been subject to boundary disputes. However, both the DAR and the LGUs reiterate that the CPWASH is a community based project and does not focus on a particular LGU which it exclusively serves. DAR-Rizal also stated that it may also cater to nearby municipalities of Teresa and Tanay, Rizal other than the two signatories of the MOA.

Also present during the signing were representatives from the Rizal Provincial Government, Antipolo City, Baras, DAR-Rizal, Philippine Center for Water and Sanitation, Pinugay ARB-MPC and Antipolo City Mayor Jun Ynares III. Mayor Ynares also  expressed interest in adopting the said technology upon its installation and testing. (GG-PIA4A)

Coloma keynotes opening of this year’s ‘Salubungan’ workshop in Malacanang
Presidential Communications Operations Office Secretary Herminio Coloma Jr. keynoted Thursday in Malacanang the opening of the second Salubungan Workshop being spearheaded by the EDSA People Power Commission (EPPC).

Ang EDSA 1986 ay salubungan ng maraming personalidad, puwersa at pangayayari,” Coloma said in his keynote message.

Coloma said the real challenge to everyone today is how to create a better Philippines for the next generation of Filipinos.

The Salubungan Workshop is being held so that participants could exchange views on important issues and plan on how to relive the spirit of the EDSA People Power revolt, he said.

Coloma told the participants to make their experiences and personal views to become their guide during the discussions in the workshop and craft things that they would want to contribute for general welfare.

“Importante po dito yung nararamdaman po ninyo, yung saloobin ninyo, yung matibay ninyong paniniwala na ‘yun ang dapat na maganap,” he said, noting that the workshop is not an academic exercise.

The discussions will be more meaningful if the participants could feel that they were able to contribute in making the country a better place, he said.

At nararamdaman ninyo na kayo ay nakapag-ambag, that you have made a personal contribution in shaping a better future for our country,” he said.

The Salubungan Workshop, an annual three-day event, is a venue for groups from different parts of the country to come together and celebrate the Filipino spirit of volunteerism and love for country.

Participants in the workshop are expected to gain skills in funding and marketing their advocacies from experts in the field in the formal workshop to be held in La Consolacion College Manila.

Among the participants in the discussions will be EPPC commissioners, leaders and achievers in advertising, media, community development, and business sector. Members of the EDSA People Power Network will also be in attendance in the workshop.

The event is also supported by the Department of Education, the Commission on Higher Education, the Technical Education Skills and Development Authority and the Department of the Interior and Local Government.

The workshop has for its theme: “Tatak EPPN Ako, Ito ang Taya Ko”. PND (as)

President Aquino commends DSWD staff who survived chopper crash during typhoon Yolanda
President Benigno Aquino III commended the two employees of the Department of Social Welfare and Development (DSWD) who survived a helicopter crash last year while undertaking a relief operation for Yolanda victims.

The DSWD awarded special citation to Danny Franco Bitara and Noemi Mongaya, employees from Region V and VIII, respectively, during the celebration of the agency’s 63rd Founding Anniversary at the DSWD Central Office in Quezon City on Thursday.

“Hayaan ninyong espesyal kong banggitin sina Ginoo Danny Franco Bitara at Bb. Noemi Mongaya, na nalagay sa bingit ng kamatayan habang isinasabuhay ang misyon at layunin ng Department of Social Welfare and Development. Kayo ang ehemplo ng mga tunay na tagapaglingkod ng mamamayang Pilipino,” the President said in his speech.

Social Welfare Secretary Dinky Soliman said the special citation is the “best way to express our gratitude to these dedicated workers who risked their lives in service of others.”

Mongaya and Bitara sustained multiple injuries when the Huey helicopter they were riding in, together with two pilots, crashed last December 6 while on their way to a relief work for Yolanda victims in La Paz, Leyte.

The victims were rescued by concerned citizens and were given first aid treatment by volunteer-doctors from Spain.

Bitara underwent stomach surgery due to the incident.

The DSWD provided financial and medical assistance to their employees.

Aside from the two, the DSWD also recognized several outstanding and loyal employees of the department in time for their anniversary celebration.

Employees who excelled in their respective fields were awarded through the Program on Awards and Incentives for Service Excellence (PRAISE) while those who have rendered 10 to 35 years of service to the department received the Loyalty Award. PND (jb)

“We call on all citizens to pause and join “One Nation in Prayer” in their respective homes, communities, places of work and worship on Monday, January 20. We thank the members of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) for their coverage of this event that will enable more Filipinos to participate and join ‘One Nation in Prayer,’ Coloma said.
He said those expected to join the President on Monday will be “representatives of the affected communities of the Zamboanga standoff, the Bohol earthquake, and typhoon ‘Yolanda’, and representatives of various faiths: Luis Antonio Cardinal Tagle, Police Superintendent Imam Ebra Moxsir of the Imam Council of the Philippines, Commissioner Zenaida Pawid of the National Commission of Indigenous Peoples, Isaias Samson of Iglesia ni Cristo, and a representative of the Philippine Council of Evangelical Churches.”
“Also invited to join the prayer at the Malacañang Palace grounds are leaders and members of Congress, government officials, and representatives of civil society and various faith groups,” Coloma added. PND (rck)

Survey results show government determination to eradicate corruption, says Palace official
Recent survey findings manifest the government’s effective efforts to carry out reform in the country’s bureaucracy and eliminate corruption, a Palace official said.

In the SWS Survey of Enterprises on Corruption conducted from July to November 2013, Presidential Communications Operations Office Secretary Herminio Coloma Jr. said perception on corruption in the public sector remains low among those surveyed.

One of the findings of the survey is that there is an increase in the number of respondents who see “a lot” of corruption in the public sector, from the record low of 43 percent in 2012 to 56 percent in 2013. SWS notes that the 56 percent is the second lowest since 2000, Coloma said in a statement he read during the Thursday press briefing in Malacanang.

Coloma also noted that according to the same survey, those saying that the administration’s steps in eradicating corruption are “somewhat/very effective” fell slightly to 73 percent in 2013 from 78 percent a year ago.
It is evident that the perception on seeing a lot of corruption is balanced by the perception that the government is taking steps to eradicate corruption, he said.

The Palace official also pointed out that the Philippines’ ranking in the International Finance Corporation’s “Doing Business 2014” report jumped 25 places to 108 from 133 in 2013, citing marked improvements in areas such as getting credit, dealing with construction permits, paying taxes and resolving insolvency.

The Transparency International also reported in 2013 that the Philippines’ ranking improved significantly to number 94 from 105 the previous year.

These findings are recognition of the government’s determination to carry out reforms that will promote good governance pursuant to its commitment to implement the United Nations Convention Against Corruption (UNCAC) through the 21-point agenda announced by the President last December.

The initiative was also supported by the leaders of both Houses of Congress, the Chief Justice of the Supreme Court, and the Ombudsman. PND (as)

Palace says government agencies working to stop human trafficking
The government expressed its determination to fight human trafficking and has instructed concerned agencies to intensify their efforts in addressing it.

“I would like to emphasize that our government is determined to stop human trafficking in all its forms and manifestations through concerted action by all concerned government agencies in cooperation with other countries,” Presidential Communications Operations Office Secretary Herminio Coloma Jr. said in a press briefing on Thursday in Malacanang.

Reports said Australia, the US, and the UK are investigating child sex abuse cases in the Philippines.

Asked if the Palace will instruct the NBI and the PNP to look further into the child sex abuse issue, Coloma said that even before the publication of the report, the government has been working to address it.

“Let me point out that even before the publication of this report, the government has already committed itself to doing everything that needs to be done through an inter-agency effort, through legislation, and through other administrative measures to stop this trafficking,” Coloma said noting that the matter is a top priority for the government.

The government is also addressing cyber crimes happening in the country, he said.

One of the major initiatives is the crafting of the Cyber Crime Prevention Law which has been brought to the attention of the Supreme Court for clarifications. PND (as)

Palace: Local professionals need not worry about losing their jobs
Malacanang allayed the fears of local professionals who worry about the entry of foreign workers in the country as the labor department announced the hiring of foreigners to fill some domestic jobs.

Presidential Communications Operations Office Secretary Herminio Coloma Jr. said in a press briefing on Thursday in Malacanang that the government continues to prioritize job creation to reduce unemployment by working closely with the local industry.

Coloma said that the Department of Labor and Employment (DOLE) is presently working with the private sector in reviewing the Philippines skewed occupational shortage list, as recommend by various industries, based on their request.

“Hindi ito unilateral action ng DOLE; at hindi po nanggaling sa DOLE,” he said. “Ang request po ay nanggaling sa industriya.”

The industry recommended that DOLE consider the feasibility of opening 15 categories of highly-skilled occupations to possible foreign employment because of the shortage in the local supply.

This is evidenced by the lack of applicants for such job openings and a survey done by the Bureau of Labor and Employment statistics of DOLE, he said.

The move could also serve as a signal to Filipino professionals working abroad to return to the country to fill this gap and for schools to realign courses offered to match the demand for highly-skilled workers in the country, the Palace official said.

The industry and the labor department continue their consultations on this issue to validate the need raised by the industry, Coloma added. PND (as)

President Aquino lauds DSWD’s response to recent calamities
President Benigno Aquino III extolled the dedication and commitment of the employees of the Department of Social Welfare and Development (DSWD) in attending to recent disasters during the 63rd anniversary of the agency held in Quezon City on Thursday. In his speech, President Aquino lauded the steadfastness and resilience of DSWD employees who remained focused on their duties despite criticisms in light of the successive calamities that hit the country last year.
President Aquino specifically cited the Zamboanga crisis, earthquake in the Central Visayas and the devastation of Super Typhoon Yolanda in the Eastern Visayas as among the calamities and problems addressed by the DSWD last year.
President Aquino likewise commended the dedication and hard work showed by Secretary Dinky Soliman at the height of the calamities.
Aside from the efforts of the agency in promoting social welfare, the President also stressed the department’s mandate in advancing development in the country.

He underscored the nearly 4 million households that have been assisted by DSWD through the Pantawid Pamilya Program. He also cited the 334,158 households that have been part the Sustainable Livelihood Program; the P1.53-billion pension for senior citizens; P2.85-billion spent for the Supplemental Feeding Program to feed 1.45 million children; and the 3,541 household beneficiaries of the Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social Services or KALAHI-CIDSS.

He noted that the government is targeting about 841,000 households that will benefit from the KALAHI-CIDSS, which aims to empower ordinary citizens to actively participate in community projects that will reduce poverty.

PND(as/zaf)

“Bayaan ninyong espesyal kong banggitin sina G. Danny Franco Bitara at Bb.

PND (as/zaf)

PND (as/zaf)

President Benigno S. Aquino III's Speech at the 63rd Anniversary of the Department of Social Welfare and Development (DSWD)
DSWD Central Office lobby, Batasan Pambansa Complex, Quezon City
16 Jan 2014
Salamat po. Maupo ho tayong lahat.

Secretary Dinky Soliman; Secretary Julia Abad; Asec. Javier Jimenez; ARMM Vice Governor Haroun Alrashid Alonto Lucman Jr.; DSWD awardees, of course, Mr. Danny Bitara and Ms. Noemi Bongaya; officials and staff of the Department of Social Welfare and Development and its attached agencies; fellow workers in government honored guests; mga minamahal ko pong kababayan:

Six months naging 40 days and 14 hours.

Hayaan ninyong espesyal kong banggitin sina G. Danny Franco Bitara at Bb.

Department of Social Welfare AND Development, may diin po sa “and.”

INTERVIEW OF COMMUNICATIONS SECRETARY HERMINIO COLOMA, JR.
DZBB / Saksi sa Dobol B by Joel Zobel
January 16, 2014
Q: Secretary Sonny, magandang umaga.

How does the Palace react to this, Secretary?

SEC. Wala na pong SARO or NCA.

SEC.

Thank you.

SEC. COLOMA: Maraming salamat.

“We’ve gotten used to the concept of government as an inaccessible entity, almost impossible for an outsider to plumb or understand. Experience has taught many of us that securing key government data can be an arduous, complicated process that may take a while, sometimes much longer than necessary.

“We’re changing all that with the official launch of Open Data Philippines. For the first time in our bureaucracy’s history, we’re making hundreds of data sets available to the public so they’re open to closer scrutiny. It’s our way of keeping pace not only with our own momentum for reform, but also with a citizenry that’s much more interested and deeply engaged in our drive for improved governance.

“Now that the Aquino administration has officially launched Open Data Philippines, we can look forward to strengthening a culture of active citizen engagement among all Filipinos. We can now set our sights on empowering the public further so they become our true partners in reform. Taken with our other digitization and technology-driven reforms, Open Data is a resounding affirmation of the Administration’s continuing commitment to transparency, accountability, and openness in government.”

Open Data Philippines has now gone live. Please visit http://www.data.gov.ph to gain access to over 400 data sets and useful infographics relevant to all government departments and agencies.

The two awardees said that despite their near-death experience, they would willingly volunteer their time again to help those in need.

“We are grateful for the opportunity to (have been) able to serve the victims of (the) disaster,” they said.

“We are also grateful to the President and to the DSWD management for the full support they have given us and for this recognition,” they added.

The special citation was given during the DSWD 63rd Anniversary held today at the Central Office, Batasan Hills, Quezon City.

Personal remittances grow robustly by 9.5 percent, reach highest level to date in November 2013
Source: http://www.bsp.gov.ph
Personal remittances from overseas Filipinos (OFs) rose by 9.5 percent year-on-year in November 2013 to reach the highest level to date of US$2.286 billion. This marks the eighth consecutive month in 2013 that personal remittances breached the US$2 billion mark, Bangko Sentral ng Pilipinas Governor Amando M. Tetangco, Jr. announced today.1 On a year-to-date basis, personal remittances from OFs in January-November 2013 grew by 7.1 percent from the previous year’s level to US$22.7 billion. The steady increase in personal remittances during the eleven-month period was driven largely by the 5.5 percent increase in remittances from land-based workers with work contracts of one year or more, accounting for more than three-fourths (75.6 percent) of total transfers for the said period. Transfers from sea-based workers and land-based workers with short-term contracts likewise rose by 8.2 percent. Other household-to-household transfers comprising largely of cash transfers from Filipinos who have migrated abroad also rose significantly.

Similarly, cash remittances from OFs coursed through banks rose by 7.5 percent year-on-year to US$2.063 billion in November, exceeding the record-high level of US$2.062 billion posted in October. For the period January-November 2013, cash remittances totaled US$20.6 billion, 6.1 percent higher than the level registered in the same period in 2012. Cash transfers from both land-based (US$15.8 billion) and sea-based workers (US$4.8 billion) grew by 5.5 percent and 8.2 percent, respectively. The major sources of cash remittances were the United States, Saudi Arabia, the United Kingdom, the United Arab Emirates, Singapore, Canada, and Japan.2

The steady deployment of OF workers remained the key driver of growth in remittance flows for the first eleven months of the year. Preliminary data from the Philippine Overseas Employment Administration (POEA) indicated that approved job orders totaled 731,254 for January-November 2013, of which about two-fifths (43.2 percent) were processed job orders mainly for services, production, and professional, technical, and related workers.

The said job orders were intended for the manpower requirements of Saudi Arabia, the United Arab Emirates, Kuwait, Taiwan, Hong Kong, and Qatar. Moreover, the presence of bank and non-bank service providers in foreign countries through tie-ups and remittance centers continue to provide support to the sustained flow of remittances into the country.

-------------------

1 As defined in Balance of Payments Manual, 6th Edition (BPM6), personal remittances represent the sum of net compensation of employees (i.e., gross earnings of overseas Filipino (OF) workers with work contracts of less than one year, including all sea-based workers, less taxes, social contributions, and transportation and travel expenditures in their host countries), personal transfers (i.e., all current transfers in cash or in kind by OF workers with work contracts of one year or more as well as other household-to-household transfers between Filipinos who have migrated abroad and their families in the Philippines), and capital transfers between households (i.e., the provision of resources of capital purposes, such as for construction of residential houses, between resident and non-resident households without anything of economic value being supplied in return).
2 Data may not be truly reflective of the actual source of remittance of OFs. The common practice of remittance centers in various cities abroad is to course remittances through correspondent banks mostly located in the U.S. On the other hand, remittances coursed through money couriers cannot be disaggregated into their actual country source and are lodged under the country where the main offices are located, that is, Canada. Therefore, U.S. and Canada appear to be the main sources of OF remittances because banks attribute the origin of funds to the most immediate source.

Two more delinquent corporate taxpayers charged with willful failure to pay tax
Source: http://www.dof.gov.ph
The Bureau of Internal Revenue (BIR) today filed separate criminal complaints with the Department of Justice against two (2) delinquent corporate taxpayers from Quezon City and Pasig City, together with their responsible officers, for Willful Failure to Pay Taxes pursuant to Section 255 of the NationalInternal Revenue Code of 1997, as amended (Tax Code).

Charged was ALBEVA KONSTRUKT & DEVELOPMENT CORPORATION (AKDC), together with its President ALBERTO R. MACARAEG, SR. and Treasurer EVALYN A. MACARAEG. AKDC is a domestic corporation engaged in general construction business, including the constructing, enlarging, repairing, developing or engaging in any work upon buildings, houses and condominium, roads, plants, bridges, airfields, piers, waterworks, railroads and other structures. Itsregistered address is at 17 Mabuhay corner Chronicle Street, West Triangle, Quezon City.

AKDC and its two (2) responsible corporate officers were also sued for deficiency taxes for taxable year 2007 in the aggregate amount of P5.16 million, inclusive of surcharges and interests, broken down into Income Tax of P3.73 million and Value Added Tax of P1.43 million.

Also charged in a separate complaint was THE POWER GENERATION OF THE PHILIPPINES, INC., (POWERGEN), including its responsible corporate officers EDUARDO JOSE I. ALINO and LESTER C. VALDES, President and Comptroller, respectively. POWERGEN is a domestic corporation whose primary purpose is to generate power. Its registered address is at S-702 The Goldloop Tower, Amber Avenue, Ortigas Center, Pasig City.

POWERGEN and its two (2) responsible corporate officers were likewise sued for deficiency taxes for taxable year 2006 in the aggregate amount of P30.83million, inclusive of surcharges and interests, broken down as follows: Income Tax - P22.84 million; and Value Added Tax - P7.99 million.

BIR records of investigation showed that in spite of the service and receipt of the requisite notices, both AKDC and POWERGEN failed to present their books of accounts and other related accounting records for examination. They were also served the corresponding Preliminary Assessment Notice (PAN), Final Assessment Notice (FAN) and Formal Letter of Demand (FLD) but failed to protest said assessments, hence making the same final, executory, unappealable and demandable.

The subsequent issuance of the Preliminary Collection Letter, Final Collection Notice Before Seizure, Warrant of Garnishment, and Demand Before Suit proved useless as the said tax assessments remained unpaid.

The obstinate failure and continued refusal of both AKDC and POWERGEN to pay their long overdue deficiency tax assessments, despite repeated demands, were construed as willful failure to pay the taxes due to the government.

The cases against ALBEVA KONSTRUKT & DEVELOPMENT CORPORATION and THE POWER GENERATION OF THE PHILIPPINES, INC., including their responsible corporate officers, are the 206th and 207th , respectively, filed under the RATE program of the BIR under the leadership of Commissioner Kim S. Jacinto-Henares. They are likewise RATE cases of Revenue Region No. 7, Quezon City.

PHL Embassy holds Annual Meeting of Filipino Community leaders in Switzerland
Source: https://www.dfa.gov.ph
16 January 2014 - The Philippine Embassy in Berne convened the Annual Meeting of the leaders of various Filipino organizations in Switzerland on January 11.

In his welcome message, Philippine Ambassador to Switzerland Leslie J. Baja expressed appreciation to the leaders for the full support and cooperation they have always extended to the Philippine Embassy. In particular, he thanked the leaders for their support during the visit of President Benigno Aquino III to Switzerland in January 2013 to attend the World Economic Forum; and their positive and immediate response in giving assistance to the victims of Typhoon Yolanda (Haiyan) and the Bohol and Cebu earthquake.

Ambassador Baja commended the Filipino community for their various fund-raising activities for the typhoon victims, which generated approximately CHF 500,000.00 (Php 2.5 million). He commented that the outpouring of support from the Swiss and the international community stemmed from the excellent reputation Filipinos have earned as overseas workers, their dependability, honesty and trustworthiness.

He called on the leaders to maintain the spirit of unity, particularly amidst the challenges that currently beset the country, and to rise above the challenges they face as a migrant community. He also stressed the importance of being able to integrate into the Swiss society as it opens windows to more opportunities.

Organizers of the 2013 Philippine Independence Day in Zürich reported on the outcome of the event while the Geneva organizing committee also gave a briefing on the ongoing preparations for the 2014 Philippine Independence Day, which will bear the theme, “Pinoy ka, Saan Man, Kailan Man”, and will be held on June 7.

The Philippine Overseas Labor Office (POLO) in Geneva likewise gave a presentation on their programs and projects which include OWWA membership, issuance of overseas employment contract certificate, and verification of employment contract, and entrepreneurial programs for returning migrants.

The leaders were also briefed on the current migration-related programs between the Philippines and Switzerland such as those on the au pair and trainees, both of which help provide employment opportunities in Switzerland for young Filipinos. The Embassy also provided a briefing on the 2014 Presidential Awards for Filipino Individuals and Organizations Overseas and called on the leaders to submit their nominations.

In his closing message, Ambassador Baja reminded the leaders that they are all “ambassadors” of the Philippines to Switzerland and whatever they do and how they behave will be the image of the Filipino nation that will be projected to the Swiss public. He called on the leaders to continue to uphold the good image of the Filipino migrant community and at the same time, assured them that Team Philippines-Switzerland always stands ready to assist them in their needs to the best that it can.

The leaders also expressed their appreciation to the Philippine Embassy for inviting them to the meeting and for its “open door” policy towards the Filipino community.

The event, which was attended by almost 50 leaders, was the third under Ambassador Baja’s term. Also present during the meeting were officials from the Philippine Consulate General and POLO office in Geneva.

Phl Embassy reminds Filipinos in Malaysia to carry identification documents, Passports
Source: https://www.dfa.gov.ph
16 January 2014 – The Philippine Embassy in Kuala Lumpur reminded Filipinos in Malaysia to fully complete their immigration documentation and always carry proper identification documents in light of the Malaysian Government’s announced crackdown on undocumented foreign nationals starting January 21.

“We would like to remind our nationals to make sure that their immigration or work documents are in order, and to carry with them proper documents, notably work permit or passport with valid visa, to avoid inconvenience in case of immigration checks,” Ambassador J. Eduardo Malaya said.

He also asked employers and agents to hand over any passport and other identification documents to their Filipino employees for the latter’s safety and protection.

Those who have no status in Malaysia are urged to make arrangements for their voluntary return to the Philippines. Malaysian authorities have indicated that those who will leave voluntarily will not be prosecuted but will have to pay the overstay fine.

Those who will be caught will be kept in detention while undergoing deportation proceedings, and will be subjected to biometric fingerprint registration to ensure that they would not be able to return to Malaysia under a different name.

The Embassy also reiterated its appeal to those who wish to work in Malaysia to make sure that they have approved work permits or similar papers before they come over or start their work in the country.

The Malaysian Home Ministry announced on January 10 that it will be launching a massive crackdown on undocumented foreign nationals in an operation dubbed “Ops Bersepadu”.

Expected to be affected by the crackdown are nationals from Indonesia, Thailand, Cambodia, Myanmar, Nepal, Laos, Vietnam, Pakistan, Sri Lanka, Uzbekistan, Kazakhstan, India, Bangladesh and the Philippines.

The Malaysian government has recently banned foreign workers from working in fastfood restaurants to prioritize the hiring of locals.

Foreigners, including Filipinos, who travel to Malaysia as tourists, cannot work there legally. They should verify job offers in Malaysia with the Philippine Overseas Employment Agency (POEA) in Manila or the Embassy’s Philippine Overseas Labor Office (POLO) before coming to Malaysia for a job.

The Embassy has been receiving and acting on complaints from Filipinos about individuals who promise to convert their Social Visit Passes into work visas in exchange for money. A number of Filipinos have become victims of this form of illegal recruitment and fraud.

The Embassy has been closely coordinating with Malaysian Immigration authorities to assist affected Filipinos ever since Malaysia announced an initial crackdown against undocumented foreign workers starting September 1 last year.

DOTC optimistic for P64.9-B LRT-1 Cavite extension bid
Source: http://www.dotc.gov.ph
4 Original Bidders Plus 2 New Groups Join Bid Activities

Following a pre-bid conference and the first round of one-on-one meetings held earlier this week, the Department of Transportation and Communications (DOTC) is optimistic that the bidding for its biggest Public-Private Partnership (PPP) project will receive the same resounding response as its tenders in 2013.

All four (4) original bidders from last year’s failed bidding of the Light Rail Transit Line 1 (LRT-1) Cavite Extension (CAVEX) Project joined the bid activities and reaffirmed their continuing interest in the project. These are: DMCI Holdings, Inc., Light Rail Manila (LRM) Consortium, MTD Philippines, Inc., and SMC Infra Resources, Inc.

In addition, the Ayala group has rejoined Metro Pacific in the LRM Consortium. New players Globalvia Inversiones of Spain and Megawide Construction Corporation have also indicated interest in the tender.

“These developments signify confidence in the improved terms of the project. We look forward to more groups joining the bid,” said DOTC Spokesperson Michael Arthur Sagcal.

No major issues have been raised by the bidders, although updates since the original bid failed last August were sought. Among the more contentious issues in the previous tender had to do with the progress of government’s right-of-way (ROW) acquisition for the project.

During the pre-bid conference conducted on Monday, 13 January 2014, the transport agency reported that government has already completed 92.34% of the ROW acquisition requirement for the Baclaran-Dr. Santos segment; 69.2% of the Dr. Santos-Zapote segment; and 84.2% of the Zapote-Niog segment.

The DOTC also highlighted the impending tender for the construction of a Common Station to connect LRT-1, the Metro Rail Transit (MRT) Line 3 (MRT-3), and the future MRT-7 in the EDSA-North Avenue area, as well as the Integrated Transport System (ITS) Southwest Terminal – another PPP project currently in the bidding stage – which will be constructed on Coastal Road and will connect to the LRT-1 system.

“The Common Station and the ITS terminal will boost the Project’s viability due to interconnectivity with other transport services, and more importantly, they will improve passenger experience in terms of convenience, efficiency, and comfort,” added Sagcal.

The DOTC is hopeful that the LRT-1 Cavex Project will follow the footsteps of its first two (2) PPP tenders from last year: the Mactan-Cebu International Airport (MCIA) Project which yielded seven (7) bidders, resulting in a best offer of P14.4 Billion payment to government; and the Automatic Fare Collection System (AFCS) Project which netted five (5) bidders, resulting in a best offer of over P 1.8 Billion payment to government.

La Union Farmers Receive Land From DAR
Source: http://dar.gov.ph
The Department of Agrarian Reform (DAR) recently distributed 34 Certificates of Land Ownership Award (CLOA) to 23 agrarian reform beneficiaries (ARBs) covering 5.3 hectares of agricultural land in Barangay Ortega, Bacnotan, La Union.

DAR Region-I Director Rodolfo S. Pangilinan said the distributed property, under the name of Leon Ortega covered by Title No. 13202 (Lot 1-L-1), was acquired by DAR through the Voluntary Land Transfer (VLT) scheme.

Since the implementation of the Comprehensive Agrarian Reform Program (CARP) in 1988, DAR-La Union has already distributed a total of 18,639.75 hectares.

“With the near completion of Land Distribution and Acquisition (LAD) of land reform in this province, the DAR will focus on the delivery of support services to the farmer-beneficiaries through their accredited organizations/cooperatives,” Pangilinan said.

Pangasinan Provincial Agrarian Reform Program Officer (PARPO) Maria Ana Francisco, who graced the occasion, said that the government's land reform program does not end in distributing agricultural lands. It also implements support services to uplift the lives of the farmers in the countryside.

7 in 10 graduates of Cash for Training Program now employed

Seven out of 10 youth, who are beneficiaries of the Cash for Training Program (C4TP), have either found employment or have started their own livelihood.

The C4TP, a joint initiative of the Technical Education and Skills Development Authority (TESDA) and the Department of Social Welfare and Development (DSWD), had a total of 61,114 graduates in the first year of their project in 2013.

Of this, 39,518 or 65 percent are now salaried employees or are self-employed.

"The C4TP has been an access point for young people to acquire basic skills. These skills are based on what employers are looking for and those that will equip them to jump-start their own business," Secretary Joel Villanueva, TESDA director general said.

C4TP targeted the disadvantaged youth by giving them free training and helping them find work.

DWSD poured in P1.3 billion for the program, while TESDA, through its 123 administered schools and training centers and partner public and private tech-voc institutions, conducted the skills training and provided post-training assistance to the beneficiaries.

The beneficiaries were selected nationwide, with each of the 17 regions having between 3,000 to 4,600 scholars. The total target was 65,730 individuals.

A total of 64,282 were enrolled or 97.8 percent of the target. Of those enrolled, 95 percent or 61,114 completed their training.

Among the popular courses taken by the trainees were Computer Hardware Servicing; Auto Servicing/ Driving; Shielded Metal Arc Welding; Housekeeping; Food and Beverage Services; Commercial Cooking; and Electrical Installation and Maintenance.

"Many young people are stuck in a situation in which they cannot get a job because they lack training. Meanwhile, they cannot get the necessary skills training because they don't have the resources to avail of one," Villanueva said.

"TESDA initiatives in linkage with other government agencies, such as the Cash for Training Program, help the youth get out of this situation and push them to be productive members of society," he added.

C4TP had two components in its implementation: training for wage employment and training for self-employment. The DSWD took charge of selecting and profiling the youth qualified as beneficiaries.

Each received a scholarship voucher for free training and competency assessment, allowance for transportation expenses during the training, and a tool kit and livelihood assistance for those who were under the training for self-employment category.

Scholars who were categorized under the training for wage employment underwent training, and after graduation were assisted through job bridging activities to help match their skills with the specific job demand in the market.

Pag-IBIG clarifies COA report on bonus
Source: http://ovp.gov.ph
Pag-IBIG President and CEO Atty. Darlene Marie B. Berberabe has clarified news reports of Commission on Audit (COA) disallowances to 31 government-owned and/or controlled corporations, including the Pag-IBIG Fund, after the delivery of the midterm report to Pag-IBIG Fund stakeholders at the SMX Convention Center this morning (January 15).

Atty. Berberabe said that the P37 Million subject of the COA report pertains to separation pay of employees who retired from the Fund in 2012. The basis of COA in disallowing the payment of separation pay to these employees under the Fund’s early retirement program, is the supposed double payment of retirement pay because the Government Service Insurance System (GSIS) will also pay out retirement benefits to them after their separation from Pag-IBIG.

Atty. Berberabe explained that "in the COA exit conferences, we have been closely discussing this issue, and our position is that the payment should not be disallowed because what the concerned employees received from the Fund are not retirement but separation benefits, while what they will receive from the GSIS are retirement insurance benefits for which they paid monthly premiums. Besides, when these employees received their separation benefits from the Fund, they have not yet received their retirement claims from the GSIS so there was no double retirement payment. Moreover, it is the GSIS that determines whether the employees concerned are qualified to receive GSIS benefits. Given this, the Fund shall request the COA to reconsider its position on this issue.”

"Therefore, the COA report does not pertain to bonus or incentive to employees or officers or board members. It pertains to separation pay under our early retirement program. Second, we have a legal position that at the time that we paid the separation pay, there was no double payment, thus we will move for the reconsideration of COA’s findings." Atty. Berberabe further clarified.
