Panauhin si Coloma sa pagbubukas ng ‘Salubungan
Workshop’ sa Palasyo |

Si Kalihim Herminio Coloma, Jr. ang panauhing
mananalumpati sa pagsisimula ng ikalawang Salubungan Workshop Huwebes sa
Malacanang na pinangangasiwaan ng EDSA People Power Commission (EPPC).
“Sa susunod na buwan ay ika-28 taon na ng paggunita natin sa diwa ng EDSA
kaya mahalaga ang Salubungan. Ang EDSA 1986 ay salubungan ng maraming
personalidad, puwersa at pangyayari. Iyon ay salubungan sa pagitan ng
diktadurya at demokrasya,” wika ni Coloma.
“Ang tunay na hamon sa bawa’t isang Pilipino ngayon ay kung paano malilikha
ang isang higit na maunlad na Pilipinas para sa susunood na saling-lahing
Pilipino,” sabi ng Kalihim.
Ginagawa ang Salubungan Workshop upang makapagpalitan ng kuru-kuro ang mga
kalahok tungkol sa mahahalagang isyu at panukala kung paano bubuhaying muli
ang diwa ng rebolusyong EDSA People Power, ayon kay Coloma.
Sinabi ni Coloma sa mga kalahok ang kanilang mga karanasan at pansariling
pananaw ang gawin nilang gabay sa talakayang idaraos para bumalangkas ng mga
bagay na nais nilang iambag sa kapakanang panlahat.
“Importante po dito ang inyong nararamdaman, ang inyong saloobin, ang
matibay ninyong paniniwala na iyon ang dapat maganap,” pagbibigay-diin ni
Coloma at idinugtong na ang workshop na ito ay hindi isang academic
exercise.
Idinugtong pa ni Coloma na ang mga talakayan ay magiging higit na
makabuluhan kung madarama ng mga kalahok na nakapag-ambag sila upang ang
bansa ay maging higit na mainam na pook para panirahan .
“Magiging makabuluhan po itong ginagawa natin ngayon kung ang bawa’t isa sa
inyo, pagkatapos nitong Salubungan, mararamdaman ninyo na naipahayag ninyo
ang inyong saloobin, nararamdaman ninyo na naibahagi ninyo ang inyong
paniniwala at nararamdaman ninyo na kayo ay nakapag-ambag upang hubugin ang
higit na magandang kinabukasan para sa ating bansa,” wika pa ng Kalihim.
Ang Salubungan Workshop ay tatlong araw na pagtitipong ginagawa taun-taon
upang ang iba-ibang pangkat na buhat sa iba-ibang panig ng bansa ay
magkatipun-tipon upang ipagdiwang ang diwa ng bayanihan at pagmamahal sa
bayan ng mga Pilipino.
Inaasahang malilinang ang kakayahan ng mga kalahok sa larangan ng
pagpapalaganap ng kanilang mga isinusulong na adhikain buhat sa mga
dalubhasa sa larangang ito sa pormal na workshop na idaraos sa Kolehiyo ng
La Consolacion sa Maynila.
Dadalo sa talakayang ito ang mga komisyonado ng EPPC, mga lider at kilala sa
larangan ng pag-aanunsiyo, media, kaunlarang pampook at sektor ng negosyo.
Ang mga kasapi ng EDSA People Power Network ay dadalo rin sa workshop na ito.
Ang pagtitipong ito ay itinataguyod din ng Kagawaran ng Pagtuturo,
Commission on Higher Education, Technical Education Skills and Development
Authority (TESDA) at ang Kagawaran ng Inteyor at Lokal na Pamahalaan.

Pinuri ng Pangulong Aquino ang mga tauhan ng DSWD na
nakaligtas nang bumagsak ang helikopter na sasaklolo sa mga biktima ng
‘Yolanda’ |

Pinuri ng Pangulong Benigno S. Aquino III ang dalawang
tauhan ng Kagawaran ng Kagalingang Panlipunan at Kaunlaran (DSWD) na
nakaligtas nang bumagsak ang sinasakyan nilang helikopter noong isang taon
habang nagsasagawa ng relief operations para sa mga biktima ng napakalakas
na bagyong “Yolanda.”
Pinagkalooban ng DSWD ng special citation sina Danny Franco Bitara at Noemi
Mongaya, mga kawani buhat sa Rehiyon V at VIII, sa idinaos na pagdiriwang ng
Ika-63 Taon ng Pagkatatag ng DSWD Central Office sa Lungsod ng Quezon
Huwebes.
“Bayaan ninyong espesyal kong banggitin sina G. Danny Franco Bitara at Bb.
Noemi Mongaya na nalagay sa bingit ng kamatayan habang isinasabuhay ang
misyon at layunin ng Kagawaran ng Kagalingang Panlipunan at Kaunlaran. Kayo
ang ehemplo ng mga tunay na tagapaglingkod ng mamamayang Pilipino,” wika ng
Pangulo sa kanyang talumpati.
Sinabi naman ni Kalihim Dinky Soliman ng Kagalingang Panlipunan na ang
special citation ang “pinakamainam na paraan upang ipahayag ang ating
pagtanaw ng utang na loob sa mga matatapat na tauhang inilalagay sa panganib
ang kanilang mga buhay alang-alang sa paglilingkod sa kapuwa.”
Nasaktan sina Mongaya at Bitara nang bumagsak ang helikopter na Huey na
sinasakyan nila, kasama ang dalawang piloto noong Disyembre 6 nang papunta
para maghatid ng tulong sa mga biktima ng Yolanda sa La Paz, Leyte.
Sinaklolohan ng taong bayan ang mga biktima at binigyan naman ng paunang
lunas ng mga boluntaryong duktor na galing pa sa bansang Espanya.
Inoperahan sa bituka si Bitara dahil sa aksidenteng ito.
Pinagkalooban ng DSWD ng tulong pinansiyal at ipinagamot ang mga nasaktang
kawani.
Bukod sa dalawang nasaktang kawani sa pagbagsak ng helikopter pinarangalan
din ng DSWD ang iba pang namumukod-tangi at matatapat na kawani ng kagawaran
sa anibersaryong nasabi.
Ang mga kawaning nagpamalas ng pambihirang kakayahan sa kani-kanilang mga
larangan ay binigyan ng gantimpala sa ilalim ng “Program on Awards and
Incentives for Service Excellence” (PRAISE), samantalang ang mga
nakapaglingkod na ng may 10 hanggang 35 taon sa kagawaran ay binigyan ng

makiisa sa pambansang Araw ng Pananalangin |

Inaanyayahan ng Malacanang ang sambayanang Pilipino na
makiisa sa Pangulong Benigno S. Aquino III sa gagawing pangunguna sa
National Day of Prayer and Solidarity “upang alalahanin ang mga nagbuwis ng
buhay sa mga trahedyang naganap noong 2013, upang pasalamatan ang Dakilang
Lumikha sa lakas at tatag ng bansa, at upang hingin ang makalangit na
patnubay habang sinisikap ng bansa na makaahon at maitayong muli ang mga
nawasak na komunidad.”
Ang pag-aanyaya ay ginawa ni Kalihim Herminio Coloma, Jr. ng Presidential
Communications Operations Office sa pulong-balitaan sa Malacanang.
“Nananawagan tayo sa ating mga kababayan na sandaling tumigil at makiisa sa
“One Nation in Prayer” (Isang Bansang Nananalangin) sa kani-kanilang mga
tahanan, komunidad, pinagta-trabahuhan at sinasambahan sa Lunes, (Enero 20).
Pinasasalamatan namin ang mga kasapi ng Kapisanan ng mga Brodkaster ng
Pilipinas sa gagawin nilang coverage upang higit na maraming Pilipino ang
makalahok at makiisa sa One Nation in Prayer,” sabi ni Coloma.
Ayon kay Coloma, inaasahan niyang makikiisa sa Pangulo sa Lunes ang mga
“kinatawan ng mga apektadong komunidad sa Zamboanga standoff, sa lindol sa
Bohol, at sa bagyong Yolanda, gayundin ang kinatawan ng iba-ibang
pananampalataya: Kardinal Luis Antonio Tagle, Police Superintendent Imam
Ebra Moxair ng Imam Council ng Pilipinas; Komisyoner Zenaida Pawid ng
National Commission of Indigenous Peoples; Isaias Samson ng Iglesia ni
Cristo at isang kinatawan ng Philippine Council of Evangelical Churches.
Sinabi ni Coloma na kabilang din sa inanyayahan sa bakuran ng Palasyo ng
Malacanang na pagdarausan ng Araw ng Panalangin ang mga lider at kagawad ng
Kongreso, mga pinuno ng pamahalaan at mga kinatawan ng civil society groups,

Ipinakita ng resulta ng ‘survey’ ang tatag ng
paninindigan ng gobyerno na lubusang sugpuin ang katiwalian, ayon sa pinuno
ng Malacanang |

Ang resulta ng katatapos na ‘survey’ kamakailan ang
nagpapakita ng puspusang pagsisikap ng pamahalaan na isagawa ang mga reporma
sa burukrasya at lubusang sugpuin ang katiwalian, sabi ng isang pinuno ng
Palasyo.
Sa SWS Survey of Enterprises on Corruption na isinagawa mula Hulyo hanggang
Nobyembre 2013, sinabi ni Kalihim Herminio Coloma, Jr. ng Presidential
Communications Operations Office, na nanatiling mababa ang turing ng sektor
publiko sa hanay ng mga natanong.
Isa sa mga natuklasan sa survey ay naragdagan ang bilang ng mga tinanong na
nagsabing “dumami pa” ang katiwalian dahil mula sa 43 porsiyento noong 2012
ay naging 56 porsiyento ito noong 2013. Ayon sa SWS, ang 56 porsiyentong ito
ang ikalawa sa pinakamababa sapul noong 2000, sabi ni Coloma sa isang
pahayag na binasa niya sa pulong-balitaan Huwebes sa Malacanang.
Binanggit din ni Coloma na salig sa naturan ding survey, ang mga nagsabing
ang mga hakbang na ginawa ng adminisatrasyon sa pagsugpo sa katiwalian na
“tila naging napakabisa” ay bumaba sa 73 porsiyento noong 2013 buhat sa 78
porsiyento noong isang taon.
Malinaw na ang palagay ng marami ang katiwalian ay binabalanse naman ng
nagsabing ginagawa ng pamahalaan ang mga karampatang hakbang upang sugpuin
ang katiwalian, ayon pa kay Coloma.
Sinabi pa ni Coloma na ang ranggo ng Pilipinas sa Doing Business 2014 ng
International Finance Corporation ay umakyat ng 25 baitang sa 108 buhat sa
133 noong 2013 at tinukoy pa ang malaking pagbabago sa larangang tulad ng
kredito, pagkuha ng mga pahintulot sa kostruksiyon, pagbabayad ng buwis at
paglutas sa insolvency.
Iniulat din ng Transparency International na noong 2013, malaking pagbabago
ang naganap sa ranggo ng Pilipinas na naging 94 buhat sa 105 nang sinundang
taon.
Ang mga natuklasang ito ay pagkilala sa determinasyon ng pamahalaan na gawin
ang repormang magsusulong ng mabuting pamamahala alinsunod sa pangakong
pagpapatupad sa United Nations Convention Against Corruption (UNCAC) sa
pamamagitan ng 21-puntong adyendang inihayag ng Pangulo noong Disyembre.
Ang pagsisikap na ito ay suportado ng mga lider ng dalawang Kapulungan ng
Kongreso, ng Punong Mahistrado ng Kataastaasang Hukuman at ng Ombudsman. PND

mawawalan ng trabaho: Ito ang tiniyak ng Malacanang |

Pinawi ng Malacanang ang pangamba ng mga lokal na
propesyonal sa pagpasok ng mga dayuhang manggagawa sa bansa dahil sa pahayag
ng Kagawaran ng Paggawa na kukuha sila ng mga dayuhang manggagawa para sa
ilang domestic jobs o trabaho dito sa bansa.
Tiniyak ni Kalihim Herminio Coloma, Jr. ng Presidential Communications
Operations Office sa pulong-balitaan sa Malacanang Huwebes na patuloy ang
pamahalaan na unahin ang paglikha ng trabaho para mabawasan ang mga walang
hanapbuhay kaya nakikipagtulungan sa mga lokal na industriya tungkol sa
bagay na ito.
Sinabi pa ni Coloma na nakikipag-ugnayan din ang Kagawaran ng Paggawa sa
pribadong sektor para marebisa ang sinasabing kakulangan ng skilled
occupational shortage list na batay sa rekomendasyon ng iba-ibang industriya.
Iminungkahi ng industriya sa DOLE na isaalang-alang ang pagbubukas ng 15
kategorya ng “highly-skilled occupations” para sa posibleng pagtatrabaho sa
ibang bansa dahil sa kakulangan nito sa lokal na pangangailangan.
Ito ay pinatunayan ng kakulangan ng aplikante sa mga nasabing trabaho salig
sa “survey” ng Bureau of Labor and Employment Statistics ng DOLE, wika ng
Kalihim.
Idinugtong ni Coloma na ito ay hudyat sa mga propesyonal na Pilipino na
nagtatrabaho sa ibang bansa na umuwi na sa Pilipinas para mapasok dito at
para naman sa mga paaralan na magbukas ng mga kursong kailangan sa bansa.
Binigyang diin ni Coloma na patuloy ang ugnayan ng industriya at ng
Kagawaran ng Paggawa tungkol sa mga pangangailangan ng mga industriya. PND

Salamat po. Maupo ho tayong lahat.
Secretary Dinky Soliman; Secretary Julia Abad; Asec. Javier Jimenez; ARMM
Vice Governor Haroun Alrashid Alonto Lucman Jr.; DSWD awardees, of course,
Mr. Danny Bitara and Ms. Noemi Bongaya; officials and staff of the
Department of Social Welfare and Development and its attached agencies;
fellow workers in government honored guests; mga minamahal ko pong kababayan:
Muli, magandang umaga po sa inyong lahat.
Bago ako sumampa dito sa podium, mula sa ating choir na napakasigla, kayo
rin napakasigla n’yo. Parang, napapag-isip akong tumambay muna kami ni Asec
Delantar dito para sumigla rin kami.
Huli ho tayong nagkasama-sama sa ganitong pagdiriwang noong ika-60
anibersaryo ng DSWD. Siyempre hindi ko puwedeng palampasin ang pagkakataon
na batiin kayo sa pagiging “senior citizen” [laughter] ng inyong ahensiya
noong 2011. Ngayon naman po, sa dami ng pagsubok na hinarap natin na kayo
ang isa sa mga kadamay, lalong importanteng personal kong itanong sa inyo:
Kumusta naman ho kayo?
Hindi naman ho siguro naka-Red Bull lang ‘yung ating choir kanina kaya full
of energy.
Alam po ninyo, hanga ako sa inyong mga kawani ng DSWD. Sa sitwasyon ko po
kasi, may mga araw na patung-patong na mabigat na suliranin ang kailangan
kong harapin; may mga araw rin namang dinaratnan tayo ng naparaming good
news na puwede nating ipagmalaki. So may araw na mabigat, may araw na
sobrang gaan ng pakiramdam. Ang ibig ko pong sabihin, hindi palaging
masamang balita ang natatanggap ko. Sa DSWD, alam ko na para sa marami sa
inyo, halos buong-araw, araw-araw, syempre problema ang kaharap ninyo.
Nandiyan ang mga tinamaan ng sakuna; ang may dinadalang karamdaman; ang mga
biktima ng karahasan. Almusal, tanghalian, hanggang hapunan, at kung minsan
ho, pati sa midnight snack mayroon—suliranin ng ating mga kababayan ang
parang ulam na ninyo. At hindi lang ito katulad ng suliraning hinarap natin
dati, kung saan iilang barangay lang ang kailangan ninyong tutukan. Nitong
nagdaang 2013, hinarap natin ang problema sa Zamboanga. Tapos nito, lumindol
naman sa Central Visayas. Di nagtagal, sinalanta naman ng bagyong Yolanda
ang 44 na probinsya sa buong bansa. Sumingit pa ho si Santi at kanyang
monsoon rains. Siyempre, wala pa sa listahang ito ang mga sakuna o hamong
hindi masyadong naging laman ng balita—ang pagtugon sa mga tinamaan ng flash
floods sa iba pang liblib na lugar, o ang mga batang kailangan ng kalinga.
Sa patung-patong na hamon na hinakaharap ng ating mga kababayan, umabot na
nga po sa milyun-milyon ang mga pamilyang kinakailangan ninyong pakainin,
gamutin, at arugain.
Ibayong kapasidad para magmalasakit ang hinihingi sa inyong mga kawani ng
DSWD. Hindi lahat ng tao, kayang gawin ang ginagawa ninyo. Kapag panahon ng
kalamidad, marami sa inyo ang ni hindi makaupo dahil sa mga kailangang gawin.
Pati ho ang ating butihing kalihim, kung minsan nagme-meeting po kami
nakapikit na siya. [Laughter] Pero tumatango naman at sumasagot naman sa
tamang oras. [Laughter] Minsan lang ho nagpa-pause ako at hinihintay ko lang
hong dumilat naman po. Kahit ilang segundo lang ng delay sa relief goods at
gamot, alam ninyong hindi ninyo mapapatawad ang sarili dahil madaming
nagugutom, nauuhaw, nagkakasakit, natatakot, o nalulungkot. Bukod dito, alam
ko na habang nagpapatulo kayo ng pawis, luha, at minsan dugo para makatulong
sa nangangailangan, may ilan tayong kababayan—at talagang mangilan-ngilan
lang naman—na kung magsalita ay akala mo wala na tayong kayang gawing tama.
Nabalitaan ko nga na noong relief operations para sa bagyong Yolanda, marami
sa inyo ang tumatangging umidlip man lang sandali dahil natatakot na makunan
ng larawan at masabihang hindi ginagawa ang trabaho.
Naalala ko tuloy ang nangyari kay Secretary Petilla, na katuwang rin natin
sa paglilingkod sa mamamayang Pilipino. Noong tinantiya ng Department of
Energy kung gaano katagal maibabalik ang kuryente sa 320 na mga lugar na
tinamaan ng bagyong Yolanda, ang kanila pong kalkulasyon anim na buwan para
maibalik ang kuryente. Pero pinangako niya na bago mag-Pasko, napailawan na
lahat nang ito. Nag-Pasko nga po, o ‘yung bisperas ng Pasko, at may at may
ilaw na sa 317 na bayan. Ibig sabihin po kulang ng tatlo. ‘Yong tatlo
naihabol nang 14 na oras lang ang delay. Sa kabila nito, meron pang
nagsasabing dapat siyang mag-resign. Six months naging 40 days and 14 hours.
At sobrang pagkakamali raw po ‘yung plus 14.
Matuwid at marangal na tao si Secretary Petilla kaya nagpasya siyang isumite
ang kanyang resignation. Ang sagot ko sa kanya, kalokohan naman yata ‘yan.
Maraming makikinabang sa nagawa niya at mababalewala ang kanyang husay kung
magbibitiw siya. Kumbaga sa paaralan, lampas 99 percent na po ang nagawa
niya, at sabi po ng mga kritiko niya, bagsak siya. Siguro ho kung itong mga
kritikong to ang nagpapatakbo ng isang paaralan swerte na silang tumakbo ng
isang taon dahil walang pumapasa sa kanilang paaralan. Dahil, di ho ba,
noong nag-aaral tayo—‘yung 91 ang tanda ko A. ‘Yong 99-point-ganyan–e di
siyempre A rin, wala naman pong A+. ‘Pag A na grado mo, bagsak ka. Wala
sigurong karapatang magturo iyang mga iyan.
Hindi naman po kalabisang sabihin na kung minsan, kulang sa konsuwelo ang
trabaho ninyo, sana ho kung minsan lang. Madalas, mas marami ang batikos
kaysa pasasalamat, mas mahaba ang listahan ng reklamo kaysa papuri. Sa
kabila nito, natutuwa ako, nabibilib ako, na wala akong nababalitaang isa
man sa inyo na nagwagayway ng puting bandila para sabihing sumusuko na kami.
[Applause] Wala po akong narinig na nagsasabing, “Mr. President, hindi ko na
kaya, aalis na po ako.” At hindi po ibig sabihin niyan puwede itong araw na
ito. [Laughter] Marami kayong hinarap na trahedya at pasakit pero nananatili
kayong tagapagsulong ng pagbangon ng mga kapwa ninyo Pilipino. Dahil diyan,
personal kong pinasasalamatan ngayon ang bawat isa sa inyo sa tapang at
dedikasyong ipinakita ninyo habang ginagampanan ang inyong tungkulin. Talaga
naman po, sa ngalan ng sambayanan, maraming, maraming salamat po sa inyong
lahat.

misyon at layunin ng Department of Social Welfare and Development. Kayo ang
ehemplo ng mga tunay na tagapaglingkod ng mamamayang Pilipino. Mamaya rin po,
kapag pinarangalan na ang iba pang pinakamahuhusay na tagapaglingkod ng DSWD,
ganito po ang pakiusap ko: palakpakan natin sila nang malakas. Iparamdam
natin sa kanila ang pagpapahalaga at paghangang nararapat sa kanila.
Mayroon nga po akong naisip habang pinagmuni-munihan ko ang pangalan ng
inyong ahensiya. Department of Social Welfare AND Development, may diin po
sa “and.” Hindi lang pangangalaga sa kapakanan o welfare ng mamamayan ang
mandato ng ahensiyang ito. Mayroon ding pagbabago, mayroon ding pag-unlad.
Development. Kaya mayroon ding pag-asa.
Sa tulong ninyo at ng mga programa ng DSWD, naisasakatuparan natin ang
mandatong ibinigay ng taumbayan. Halos apat na milyong kabahayan na ang
nabigyan ng pagkakataon para sa mas magandang bukas sa ilalim ng Pantawid
Pamilya, na pinalawak ang sakop nitong 2013 para mas marami pa ang
matulungan. 334,158 na kabahayan naman ang naging bahagi ng Sustainable
Livelihood Program. Sustainable: ibig pong sabihin, pangmatagalan, hindi
lang pang-photo-op. Para sa mga senior citizen, 1.53 bilyong pesos ang
naipagkaloob na pensyon sa mga lolo at lolang matagal nang nalugmok sa
laylayan ng lipunan. 2.85 bilyon naman ang nagugol na para sa Supplemental
Feeding Program ng 1.45 milyon na kabataan. Sa iba’t ibang kategorya ng
Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social
Services o KALAHI-CIDSS—sana ho mas maiksi lang ‘yong pangalan pero ganoon
kahaba naman ang benpisyo–nasa 3,541 kabuuang bilang ng proyekto na ang
nabigyan ng ayuda. Tinatayang 841,000 po ang kabahayang makikinabang o
makikingabang dito. Ang maganda, iyong mga komunidad mismo ang pumili ng
proyektong pagkakalooban ng pondo; bahagi sila ng pagpapasya, kaya alam rin
nating bahagi sila ng pangangalaga at pagsigurong magtatagumpay ang bawat
proyekto.
Sana po huwag kayong magsawa na makipagtulungan sa akin upang maibalik ang
pagtitiwalang ipinagkaloob ng mamamayang Pilipino. Sa husay ng trabaho ninyo
dito, nararamdaman kong magiging mas malawak, mas mabilis, mas pangmatagalan
pa ang magagawa nating pagkalinga at pagpapaunlad sa kalagayan ng ating mga
kababayan—ang ating mga boss—kahit na gaano pa ito kahirap. Sa huli, ang
isang tao o institusyon ay hindi tinitingnan sa bilang ng taon na itinagal
niya sa mundo, kundi sa kung gaano karami ang kanyang natulungan; sa kung
gaano karami ang nabago niyang buhay; sa kung gaano kalalim ang naging
positibong ambag niya sa lipunan; at sa kung gaano karami ang nabigyan niya

Q: Tumaas ang paniniwala ng mga negosyante na sangkatutak po iyong
katiwalian na naganap sa gobyerno noong nakalipas na taon. Ito ay base po sa
SWS survey. How does the Palace react to this, Secretary?
SEC. COLOMA: Tinututukan po natin ang resulta ng mga surveys tulad niyan
dahil tungkulin po ng pamahalan na maghatid nang katanggap-tanggap at mainam
na serbisyo-publiko. Kaya puspusan pa rin naman po ang pagsisikap na
magpanukala at magpatupad ng mga reporma katulad nga po nung inilahad
kahapon doon sa governance summit, iyon pong Cashless Purchase Card; at iyon
pong mga necessary reforms na isinagawa, katulad po ng budget and release
document. Wala na pong SARO or NCA. Bahagi lang po ito ng pangkalahatang
pagsisikap ng pamahalaan na mapabuti ang serbisyo-publiko.
Q: Iyong Cashless Purchase Card, Secretary, papaano natin matitiyak na
fool-proof ito at hindi po mapapasukan ng anomalya itong bagong sistemang
ito sa pamahalaan?
SEC. COLOMA: Sabihin na lang po natin na patuloy pa ring titignan kung paano
ito magagamit sa mga transaksyon. At kung meron pa pong makita na puwang na
hindi po natigil ang mga depekto ay patuloy pa rin naman po itong
pagbubutihin.
Q: Doon naman po sa isyu ng unauthorized bonuses na pinamudmod ng mga GOCCs.
Ano ang latest directive coming from the Palace kaugnay ng balitang ito? I
understand, kahapon po parang may directive po yata si Presidente,
pinagpapaliwanag itong mga GOCCs na ito tungkol doon sa report na iyan ng
COA.
SEC. COLOMA: Ang nangangasiwa po sa ating mga korporasyon ng pamahalan ay
ang Governance Commission for government corporation, iyong GCG. At kahapon
po ay nagpalabas po sila ng direktiba na pinapasumite po sa mga naturingang
korporasyon ang kanilang paliwanag doon sa naiulat sa pahayagan. Pero sinabi
din po doon sa kanilang statement na iyong mga napahayag ay bahagi ng audit
findings. At sa kanilang pagkaalam, wala pa namang naiisyu na final notice
of disallowance or notice of suspension doon sa mga korporasyon na
pinagpapaliwanag hinggil sa paggawad nila ng mga bonuses.
At sa aspeto pong iyang ay nagpaliwanag na po ang ilang korporasyon. Ang
sinabi nila ay naaayon naman sa batas iyong kanilang iginawad. Iyong iba
naman ay nagsabi na hindi naman iyon bonus, kung hindi retirement benefits
kaya hindi dapat isama doon sa sinasabing patakaran na sumobra daw dahil
hindi naman pala bonuses in the first place.
Kaya’t hihintayin na lang po natin ang paliwanag ng iba’t ibang korporasyon.
Ang mahalaga po dito ay iyong prinsipyo ng accountability of public
officials. Kinakailangang tumalima sila sa mga pamantayan na itinatakda ng
batas at handa silang magpaliwanag sa publiko dahil ang atin pong
itinataguyod ay iyong open and transparent government.
Q: Kung saka-sakaling mapatunayan na hindi po ito awtorisado at talagang
sabihin ng COA na kinakailangang isoli ninyo iyong pera, paano po matitityak
na maisusoli po iyong pera, kung iyong iba ay nakapagretiro na, iyong iba ay
nagastos na iyong pera?
SEC. COLOMA: Meron naman pong mga patakaran sa batas kung paano ipapatupad
iyan.
Q: Matanong ko na rin po sa inyo ito bago ko po kayo pakawalan, Secretary,
ngayong umaga. Iyong abogado po ni dating Pangulong Gloria Macapagal-Arroyo
nagsabi na—kasi ilang mga personalidad na rin po ang bumisita sa dating
Pangulo doon sa kanyang hospital suite sa VMMC. At sinasabi nga po ng
abogado, si Atty. Topacio, na patunay lang daw po ito na marami daw
nakikisimpatiya sa dating Pangulo doon sa persecution na ginagawa ng
administrasyon kay CGMA. Ano po ang reaksyon ng Palasyo dito po sa pahayag
na ito?
SEC. COLOMA: Batas po ang pinaiiral dito ‘no. Meron pong naisampang mga kaso
laban sa dating Pangulo kaya po ang Sandiganbayan at ang Regional Trial
Court ng Pasay City ang may hurisdiksyon sa kanyang kasalukuyang confinement
sa Veterans Memorial Medical Center. Wala pong persecution na isinagawa
laban sa kanya at wala pong ill-will o masamang layunin ang ating Pangulo.
Wala pong personalan dito sa kasong ito. Ang ginagawa lang po ay naaayon sa
batas, sapagka’t iyan po ang tungkulin ng Pangulo at ng pamahalaan, ang
pagpapatupad sa batas.

Bitara and Mongaya, Municipal Links of Regions V and VIII
respectively, survived a helicopter crash while on their way to a
relief work for victims of ‘Yolanda’ in La Paz, Leyte on December 6.
The two awardees said that despite their near-death experience, they
would willingly volunteer their time again to help those in need.
“We are grateful for the opportunity to (have been) able to serve
the victims of (the) disaster,” they said.
“We are also grateful to the President and to the DSWD management
for the full support they have given us and for this recognition,”
they added.
The special citation was given during the DSWD 63rd Anniversary held
today at the Central Office, Batasan Hills, Quezon City. |

Personal remittances grow robustly by 9.5

Personal
remittances from overseas Filipinos (OFs) rose by 9.5 percent
year-on-year in November 2013 to reach the highest level to date of
US$2.286 billion. This marks the eighth consecutive month in 2013
that personal remittances breached the US$2 billion mark, Bangko
Sentral ng Pilipinas Governor Amando M. Tetangco, Jr. announced
today.1 On a year-to-date basis, personal remittances from OFs in
January-November 2013 grew by 7.1 percent from the previous year’s
level to US$22.7 billion. The steady increase in personal
remittances during the eleven-month period was driven largely by the
5.5 percent increase in remittances from land-based workers with
work contracts of one year or more, accounting for more than
three-fourths (75.6 percent) of total transfers for the said period.
Transfers from sea-based workers and land-based workers with
short-term contracts likewise rose by 8.2 percent. Other
household-to-household transfers comprising largely of cash
transfers from Filipinos who have migrated abroad also rose
significantly.
Similarly, cash remittances from OFs coursed through banks rose by
7.5 percent year-on-year to US$2.063 billion in November, exceeding
the record-high level of US$2.062 billion posted in October. For the
period January-November 2013, cash remittances totaled US$20.6
billion, 6.1 percent higher than the level registered in the same
period in 2012. Cash transfers from both land-based (US$15.8
billion) and sea-based workers (US$4.8 billion) grew by 5.5 percent
and 8.2 percent, respectively. The major sources of cash remittances
were the United States, Saudi Arabia, the United Kingdom, the United
Arab Emirates, Singapore, Canada, and Japan.2
The steady deployment of OF workers remained the key driver of
growth in remittance flows for the first eleven months of the year.
Preliminary data from the Philippine Overseas Employment
Administration (POEA) indicated that approved job orders totaled
731,254 for January-November 2013, of which about two-fifths (43.2
percent) were processed job orders mainly for services, production,
and professional, technical, and related workers.
The said job orders were intended for the manpower requirements of
Saudi Arabia, the United Arab Emirates, Kuwait, Taiwan, Hong Kong,
and Qatar. Moreover, the presence of bank and non-bank service
providers in foreign countries through tie-ups and remittance
centers continue to provide support to the sustained flow of
remittances into the country.

Two more delinquent corporate taxpayers charged
with willful failure to pay tax |

The Bureau of
Internal Revenue (BIR) today filed separate criminal complaints with
the Department of Justice against two (2) delinquent corporate
taxpayers from Quezon City and Pasig City, together with their
responsible officers, for Willful Failure to Pay Taxes pursuant to
Section 255 of the NationalInternal Revenue Code of 1997, as amended
(Tax Code).
Charged was ALBEVA KONSTRUKT & DEVELOPMENT CORPORATION (AKDC),
together with its President ALBERTO R. MACARAEG, SR. and Treasurer
EVALYN A. MACARAEG. AKDC is a domestic corporation engaged in
general construction business, including the constructing,
enlarging, repairing, developing or engaging in any work upon
buildings, houses and condominium, roads, plants, bridges,
airfields, piers, waterworks, railroads and other structures.
Itsregistered address is at 17 Mabuhay corner Chronicle Street, West
Triangle, Quezon City.
AKDC and its two (2) responsible corporate officers were also sued
for deficiency taxes for taxable year 2007 in the aggregate amount
of P5.16 million, inclusive of surcharges and interests, broken down
into Income Tax of P3.73 million and Value Added Tax of P1.43
million.
Also charged in a separate complaint was THE POWER GENERATION OF THE
PHILIPPINES, INC., (POWERGEN), including its responsible corporate
officers EDUARDO JOSE I. ALINO and LESTER C. VALDES, President and
Comptroller, respectively. POWERGEN is a domestic corporation whose
primary purpose is to generate power. Its registered address is at
S-702 The Goldloop Tower, Amber Avenue, Ortigas Center, Pasig City.
POWERGEN and its two (2) responsible corporate officers were
likewise sued for deficiency taxes for taxable year 2006 in the
aggregate amount of P30.83million, inclusive of surcharges and
interests, broken down as follows: Income Tax - P22.84 million; and
Value Added Tax - P7.99 million.
BIR records of investigation showed that in spite of the service and
receipt of the requisite notices, both AKDC and POWERGEN failed to
present their books of accounts and other related accounting records
for examination. They were also served the corresponding Preliminary
Assessment Notice (PAN), Final Assessment Notice (FAN) and Formal
Letter of Demand (FLD) but failed to protest said assessments, hence
making the same final, executory, unappealable and demandable.
The subsequent issuance of the Preliminary Collection Letter, Final
Collection Notice Before Seizure, Warrant of Garnishment, and Demand
Before Suit proved useless as the said tax assessments remained
unpaid.
The obstinate failure and continued refusal of both AKDC and
POWERGEN to pay their long overdue deficiency tax assessments,
despite repeated demands, were construed as willful failure to pay
the taxes due to the government.
The cases against ALBEVA KONSTRUKT & DEVELOPMENT CORPORATION and THE
POWER GENERATION OF THE PHILIPPINES, INC., including their
responsible corporate officers, are the 206th and 207th ,
respectively, filed under the RATE program of the BIR under the

The Bureau of
Internal Revenue (BIR) today filed a criminal complaint with the
Department of Justice against ALEJANDRINO VALENCIA YU (YU) for
Willful Attempt to Evade or Defeat Tax and Deliberate Failure to
Supply Correct and Accurate Information in his Income Tax Returns (ITRs)
for taxable years2009, 2010, 2011 and 2012, in violation of Sections
254 and 255 of the National Internal Revenue Code of 1997, as
amended (Tax Code).
Respondent YU, sole proprietor of FRESHGOLD MARKETING, is engaged in
the sale of perishable goods, particularly fruits and vegetables, to
various groceries and supermarkets in Metro Manila with business
addresses at 3922 Dangal St., Sta. Mesa, Manila and 1 P. Capalad
St., Valenzuela City.
The case against YU stemmed from a preliminary investigation
conducted by the BIR on his alleged perpetration of tax evasion
schemes.
Replies to Access Letters sent by investigators to YU’s customers –
Alabang Supermarket Corp., CitySuper Incorporated, DOLE Philippines,
Inc., DSG Sons Group, Inc. (Gaisano), Grand Union Supermarket, Inc.,
Hi-Top Supermarket, Inc., Diamond Hotel Philippines, The Landmark,
Inc., and Unimart, Inc. – disclosed that YU received income payments
amounting to P174.32 million for taxable years 2009 to 2012.
Compared to his gross revenue declarations in his ITRs of P6.61
million in 2009, P4.14 million in 2010, P19.57 million in 2011 and
P14.0 million in 2012, he substantially underdeclared his
sales/income by P25.97 million or 393.02% in 2009, by P39.84 million
or 962.96% in 2010, by P31.20 million or 159.47% in 2011, and by
P33.01 million or 235.79% in 2012.
As a consequence of his acts and omissions, YU was assessed an
aggregate deficiency income tax liability for taxable years 2009 to
2012 in the amount of P82.40 million, inclusive of surcharges and
interests, broken down as follows: 2009 - P19.01 million; 2010 -
P26.68 million; 2011 - P18.83 million; and 2012 - P17.88 million.

Students gather for 6th ASEAN Quiz National

Some 17 high
school students from the country’s 17 administrative regions will be
competing on January 23 for the Sixth ASEAN Quiz National
Competition to be held at PTV 4, Quezon City, Philippines. “This is
the first time that we will have a representative in the ASEAN Quiz
from the ARMM region and this bodes well for our continuing
preparation for the ASEAN community integration in 2015,” said Mr.
Cleo B. Dongga-as, Chair, 6th ASEAN Quiz Regional Competition.
Students
will compete on their knowledge on ASEAN - the three Community
Pillars: political-security, economy, socio-cultural and general
information on ASEAN (structure, mechanisms, etc.) and on the ten
Member States (history, forms of government, culture, etc.)
Based on the
Quiz mechanics, the 17 national contestants will compete in all four
rounds - Visual Matching Type; True or False; Multiple Choice; and
Fill-in-the Blanks.
The first
placer will receive P20,000 and a medal. The second placer will get
P15,000 and a medal, while the third placer will bring home P10,000
plus medal.
The top
three winners will be the country’s representative to the Sixth
ASEAN Quiz Competition that will be held in Vietnam on August 2014.
The students will be accompanied by their coaches together and
possibly other DepEd representatives.
Over the
past years, the Philippines has consistently won in the previous
four Regional Competitions of the ASEAN Quiz: in 2002 (individual
delegates competition) 1st place held in Thailand; in 2004
(individual delegates competition) 1st place in Brunei Darussalam;
in 2006 (individual delegates competition) –2nd place in Malaysia;
in 2009 (country competition) –1st place in the Philippines and in
2012 (country competition)- 1st place in Cambodia.
A project of
the ASEAN Committee on Culture and Information (COCI), the ASEAN
Quiz which aims to foster the spirit of healthy competition and

- The Philippine Embassy in Berne convened the Annual Meeting of the
leaders of various Filipino organizations in Switzerland on January
11.
In his welcome message, Philippine Ambassador to Switzerland Leslie
J. Baja expressed appreciation to the leaders for the full support
and cooperation they have always extended to the Philippine Embassy.
In particular, he thanked the leaders for their support during the
visit of President Benigno Aquino III to Switzerland in January 2013
to attend the World Economic Forum; and their positive and immediate
response in giving assistance to the victims of Typhoon Yolanda (Haiyan)
and the Bohol and Cebu earthquake.
Ambassador Baja commended the Filipino community for their various
fund-raising activities for the typhoon victims, which generated
approximately CHF 500,000.00 (Php 2.5 million). He commented that
the outpouring of support from the Swiss and the international
community stemmed from the excellent reputation Filipinos have
earned as overseas workers, their dependability, honesty and
trustworthiness.
He called on the leaders to maintain the spirit of unity,
particularly amidst the challenges that currently beset the country,
and to rise above the challenges they face as a migrant community.
He also stressed the importance of being able to integrate into the
Swiss society as it opens windows to more opportunities.
Organizers of the 2013 Philippine Independence Day in Zürich
reported on the outcome of the event while the Geneva organizing
committee also gave a briefing on the ongoing preparations for the
2014 Philippine Independence Day, which will bear the theme, “Pinoy
ka, Saan Man, Kailan Man”, and will be held on June 7.
The Philippine Overseas Labor Office (POLO) in Geneva likewise gave
a presentation on their programs and projects which include OWWA
membership, issuance of overseas employment contract certificate,
and verification of employment contract, and entrepreneurial
programs for returning migrants.
The leaders were also briefed on the current migration-related
programs between the Philippines and Switzerland such as those on
the au pair and trainees, both of which help provide employment
opportunities in Switzerland for young Filipinos. The Embassy also
provided a briefing on the 2014 Presidential Awards for Filipino
Individuals and Organizations Overseas and called on the leaders to
submit their nominations.
In his closing message, Ambassador Baja reminded the leaders that
they are all “ambassadors” of the Philippines to Switzerland and
whatever they do and how they behave will be the image of the
Filipino nation that will be projected to the Swiss public. He
called on the leaders to continue to uphold the good image of the
Filipino migrant community and at the same time, assured them that
Team Philippines-Switzerland always stands ready to assist them in
their needs to the best that it can.
The leaders also expressed their appreciation to the Philippine
Embassy for inviting them to the meeting and for its “open door”
policy towards the Filipino community.
The event, which was attended by almost 50 leaders, was the third

– The Philippine Embassy in Kuala Lumpur reminded Filipinos in
Malaysia to fully complete their immigration documentation and
always carry proper identification documents in light of the
Malaysian Government’s announced crackdown on undocumented foreign
nationals starting January 21.
“We would like to remind our nationals to make sure that their
immigration or work documents are in order, and to carry with them
proper documents, notably work permit or passport with valid visa,
to avoid inconvenience in case of immigration checks,” Ambassador J.
Eduardo Malaya said.
He also asked employers and agents to hand over any passport and
other identification documents to their Filipino employees for the
latter’s safety and protection.
Those who have no status in Malaysia are urged to make arrangements
for their voluntary return to the Philippines. Malaysian authorities
have indicated that those who will leave voluntarily will not be
prosecuted but will have to pay the overstay fine.
Those who will be caught will be kept in detention while undergoing
deportation proceedings, and will be subjected to biometric
fingerprint registration to ensure that they would not be able to
return to Malaysia under a different name.
The Embassy also reiterated its appeal to those who wish to work in
Malaysia to make sure that they have approved work permits or
similar papers before they come over or start their work in the
country.
The Malaysian Home Ministry announced on January 10 that it will be
launching a massive crackdown on undocumented foreign nationals in
an operation dubbed “Ops Bersepadu”.
Expected to be affected by the crackdown are nationals from
Indonesia, Thailand, Cambodia, Myanmar, Nepal, Laos, Vietnam,
Pakistan, Sri Lanka, Uzbekistan, Kazakhstan, India, Bangladesh and
the Philippines.
The Malaysian government has recently banned foreign workers from
working in fastfood restaurants to prioritize the hiring of locals.
Foreigners, including Filipinos, who travel to Malaysia as tourists,
cannot work there legally. They should verify job offers in Malaysia
with the Philippine Overseas Employment Agency (POEA) in Manila or
the Embassy’s Philippine Overseas Labor Office (POLO) before coming
to Malaysia for a job.
The Embassy has been receiving and acting on complaints from
Filipinos about individuals who promise to convert their Social
Visit Passes into work visas in exchange for money. A number of
Filipinos have become victims of this form of illegal recruitment
and fraud.
The Embassy has been closely coordinating with Malaysian Immigration
authorities to assist affected Filipinos ever since Malaysia
announced an initial crackdown against undocumented foreign workers

Bidders Plus 2 New Groups Join Bid Activities
Following a pre-bid conference and the first round of one-on-one
meetings held earlier this week, the Department of Transportation
and Communications (DOTC) is optimistic that the bidding for its
biggest Public-Private Partnership (PPP) project will receive the
same resounding response as its tenders in 2013.
All four (4) original bidders from last year’s failed bidding of the
Light Rail Transit Line 1 (LRT-1) Cavite Extension (CAVEX) Project
joined the bid activities and reaffirmed their continuing interest
in the project. These are: DMCI Holdings, Inc., Light Rail Manila (LRM)
Consortium, MTD Philippines, Inc., and SMC Infra Resources, Inc.
In addition, the Ayala group has rejoined Metro Pacific in the LRM
Consortium. New players Globalvia Inversiones of Spain and Megawide
Construction Corporation have also indicated interest in the tender.
“These developments signify confidence in the improved terms of the
project. We look forward to more groups joining the bid,” said DOTC
Spokesperson Michael Arthur Sagcal.
No major issues have been raised by the bidders, although updates
since the original bid failed last August were sought. Among the
more contentious issues in the previous tender had to do with the
progress of government’s right-of-way (ROW) acquisition for the
project.
During the pre-bid conference conducted on Monday, 13 January 2014,
the transport agency reported that government has already completed
92.34% of the ROW acquisition requirement for the Baclaran-Dr.
Santos segment; 69.2% of the Dr. Santos-Zapote segment; and 84.2% of
the Zapote-Niog segment.
The DOTC also highlighted the impending tender for the construction
of a Common Station to connect LRT-1, the Metro Rail Transit (MRT)
Line 3 (MRT-3), and the future MRT-7 in the EDSA-North Avenue area,
as well as the Integrated Transport System (ITS) Southwest Terminal
– another PPP project currently in the bidding stage – which will be
constructed on Coastal Road and will connect to the LRT-1 system.
“The Common Station and the ITS terminal will boost the Project’s
viability due to interconnectivity with other transport services,
and more importantly, they will improve passenger experience in
terms of convenience, efficiency, and comfort,” added Sagcal.
The DOTC is hopeful that the LRT-1 Cavex Project will follow the
footsteps of its first two (2) PPP tenders from last year: the
Mactan-Cebu International Airport (MCIA) Project which yielded seven
(7) bidders, resulting in a best offer of P14.4 Billion payment to
government; and the Automatic Fare Collection System (AFCS) Project
which netted five (5) bidders, resulting in a best offer of over P
1.8 Billion payment to government. |

The
Professional Regulation Commission (PRC) announces that 10,977 out
of 35,475 passed the Nurse Licensure Examination given by the Board
of Nursing in the cities of Manila, Baguio, Cagayan de Oro, Cebu,
Dagupan, Davao, Iloilo, Laoag, Legazpi, Lucena, Nueva Ecija,
Pagadian, Pampanga, Tuguegarao and Zamboanga last December 2013.
The members of the Board of Nursing are Carmencita M. Abaquin,
Chairman; Leonila A. Faire, Betty F. Merritt, Perla G. Po, Marco
Antonio C. Sto.Tomas, Yolanda C. Arugay and Amelia B. Rosales,
Members.
Pursuant to Section 16, of Republic Act No. 9173, “all successful
candidates in the examination shall be required to take an oath of
professional before the Board or any government official authorized
to administer oaths prior to entering upon the nursing practice”.
Registration for the issuance of Professional Identification Card
(ID) and Certificate of Registration will be announced later. Those
who will register are required to bring the following: duly
accomplished Oath Form or Panunumpa ng Propesyonal, current
Community Tax Certificate (cedula), 1 piece passport size picture (colored
with white background and complete name tag), 2 sets of metered
documentary stamps and 1 short brown envelope with name and
profession and to pay the Initial Registration Fee of P600 and
Annual Registration Fee of P450 for 2014-2017. Successful examinees
should personally register and sign in the Roster of Registered
Professionals. |

La Union Farmers Receive Land From DAR |

The Department
of Agrarian Reform (DAR) recently distributed 34 Certificates of
Land Ownership Award (CLOA) to 23 agrarian reform beneficiaries (ARBs)
covering 5.3 hectares of agricultural land in Barangay Ortega,
Bacnotan, La Union.
DAR Region-I Director Rodolfo S. Pangilinan said the distributed
property, under the name of Leon Ortega covered by Title No. 13202
(Lot 1-L-1), was acquired by DAR through the Voluntary Land Transfer
(VLT) scheme.
Since the implementation of the Comprehensive Agrarian Reform
Program (CARP) in 1988, DAR-La Union has already distributed a total
of 18,639.75 hectares.
“With the near completion of Land Distribution and Acquisition (LAD)
of land reform in this province, the DAR will focus on the delivery
of support services to the farmer-beneficiaries through their
accredited organizations/cooperatives,” Pangilinan said.
Pangasinan Provincial Agrarian Reform Program Officer (PARPO) Maria
Ana Francisco, who graced the occasion, said that the government's
land reform program does not end in distributing agricultural lands.
It also implements support services to uplift the lives of the
farmers in the countryside. |

7 in 10 graduates of Cash for Training Program
now employed |

Seven out of 10
youth, who are beneficiaries of the Cash for Training Program
(C4TP), have either found employment or have started their own
livelihood.
The C4TP, a joint initiative of the Technical Education and Skills
Development Authority (TESDA) and the Department of Social Welfare
and Development (DSWD), had a total of 61,114 graduates in the first
year of their project in 2013.
Of this, 39,518 or 65 percent are now salaried employees or are
self-employed.
"The C4TP has been an access point for young people to acquire basic
skills. These skills are based on what employers are looking for and
those that will equip them to jump-start their own business,"
Secretary Joel Villanueva, TESDA director general said.
C4TP targeted the disadvantaged youth by giving them free training
and helping them find work.
DWSD poured in P1.3 billion for the program, while TESDA, through
its 123 administered schools and training centers and partner public
and private tech-voc institutions, conducted the skills training and
provided post-training assistance to the beneficiaries.
The beneficiaries were selected nationwide, with each of the 17
regions having between 3,000 to 4,600 scholars. The total target was
65,730 individuals.
A total of 64,282 were enrolled or 97.8 percent of the target. Of
those enrolled, 95 percent or 61,114 completed their training.
Among the popular courses taken by the trainees were Computer
Hardware Servicing; Auto Servicing/ Driving; Shielded Metal Arc
Welding; Housekeeping; Food and Beverage Services; Commercial
Cooking; and Electrical Installation and Maintenance.
"Many young people are stuck in a situation in which they cannot get
a job because they lack training. Meanwhile, they cannot get the
necessary skills training because they don't have the resources to
avail of one," Villanueva said.
"TESDA initiatives in linkage with other government agencies, such
as the Cash for Training Program, help the youth get out of this
situation and push them to be productive members of society," he
added.
C4TP had two components in its implementation: training for wage
employment and training for self-employment. The DSWD took charge of
selecting and profiling the youth qualified as beneficiaries.
Each received a scholarship voucher for free training and competency
assessment, allowance for transportation expenses during the
training, and a tool kit and livelihood assistance for those who
were under the training for self-employment category.
Scholars who were categorized under the training for wage employment
underwent training, and after graduation were assisted through job
bridging activities to help match their skills with the specific job
demand in the market. |

President and CEO Atty. Darlene Marie B. Berberabe has clarified
news reports of Commission on Audit (COA) disallowances to 31
government-owned and/or controlled corporations, including the
Pag-IBIG Fund, after the delivery of the midterm report to Pag-IBIG
Fund stakeholders at the SMX Convention Center this morning (January
15).
Atty. Berberabe said that the P37 Million subject of the COA report
pertains to separation pay of employees who retired from the Fund in
2012. The basis of COA in disallowing the payment of separation pay
to these employees under the Fund’s early retirement program, is the
supposed double payment of retirement pay because the Government
Service Insurance System (GSIS) will also pay out retirement
benefits to them after their separation from Pag-IBIG.
Atty. Berberabe explained that "in the COA exit conferences, we have
been closely discussing this issue, and our position is that the
payment should not be disallowed because what the concerned
employees received from the Fund are not retirement but separation
benefits, while what they will receive from the GSIS are retirement
insurance benefits for which they paid monthly premiums. Besides,
when these employees received their separation benefits from the
Fund, they have not yet received their retirement claims from the
GSIS so there was no double retirement payment. Moreover, it is the
GSIS that determines whether the employees concerned are qualified
to receive GSIS benefits. Given this, the Fund shall request the COA
to reconsider its position on this issue.”
"Therefore, the COA report does not pertain to bonus or incentive to
employees or officers or board members. It pertains to separation
pay under our early retirement program. Second, we have a legal
position that at the time that we paid the separation pay, there was
no double payment, thus we will move for the reconsideration of
COA’s findings." Atty. Berberabe further clarified. |
