-Magpapatuloy ang maaliwalas na panahon sa malaking bahagi ng bansa.

-Ayon sa PAGASA, may ridge ng isang high pressure area na nakakaapekto
mula sa Southern Luzon diyan sa Visayas hanggang sa Mindanao.
-Sa mapa ng The Weather Company ay makikitang tuyo ang himpapawid kaya walang ulan sa Luzon at Visayas kahit pa may habagat.

PIA-4A/QUEZON:
The National Grid Corporation of the Philippines (NGCP) has scheduled
power interruption in parts of Quezon province on August 14 from 8am to
5pm. The affected area is Atimonan, Quezon. This is due to preventive
maintenance along Gumaca-Atimonan 69kV line. NGCP said normal
operations will immediately resume after work completion. NGCP's
customers and the general public are advised to take necessary
preparations and precautions for this scheduled interruption.

community relations in order to generate support from the public.

Philippines lauds European Union’s peace and development efforts in Mindanao

A top Malacañang official has lauded the programs of the European Union (EU) to promote peace and development in the Mindanao region, especially in the areas of poverty alleviation, promotion of human rights, and good governance.

Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said on Wednesday the EU has been an active partner in the peace process in Mindanao and has provided grants to civil society organizations that spearhead programs in peacekeeping and monitoring, confidence- and peace-building actions, as well as facilitate workshops and dialogues among stakeholders in the region.

“The EU is a member of the International Monitoring Team and has been a major development partner in Mindanao,” Coloma said. “We thank the EU for its decision to double its bilateral assistance to the Philippines of up to P19 billion for the next five years.”

Coloma’s statement comes on the heels of the visit of Lady Catherine Ashton, High Representative of the EU for Foreign Affairs and Vice President of the European Commission, who visited the Philippines last month to celebrate the 50th anniversary of the establishment of diplomatic ties between the EU and the Philippines.

According to data from the Department of Trade and Industry, the EU is the largest investor in the Philippines by stock, with total investments amounting to an estimated P440 billion, which have created an estimated 400,000 jobs in the country.

Data from the Board of Investments show net Foreign Direct Investment (FDI) flow from the EU amounted to about P645 billion last year, up from P551 billion in 2012. The EU bloc is the country’s third largest trading partner.

Coloma expressed appreciation to the EU for the bullishness in the country with increased investments in recognition of the significant reforms implemented by the Aquino administration to strengthen transparency and good governance. Early this year, the EU lifted its sanctions on Philippine carriers.

He also commended the EU’s call for a peaceful resolution of disputes in the South China Sea in accordance with universally recognized principles of international law, including the 1982 United Nations Convention on the Law of the Sea.

“We are one with the EU in its position to ...oppose any unilateral attempt by any party to assert its territorial or maritime claims through the use of intimidation, coercion or force,” Coloma added. PND


Government, MILF panels eye submission of draft Bangsamoro Law to the President this month, says official

A Malacañang official said they hope that the government and Moro Islamic Liberation Front (MILF) panels hammering out the draft Bangsamoro Basic Law could submit the proposal to the Office of the President this month.

Presidential Spokesperson Edwin Lacierda said during Wednesday’s press briefing that Senate President Franklin Drilon and Presidential Peace Adviser Teresita Deles have discussed the issue.

"The idea is really to submit it on or dito nga sa month ng August,” Lacierda said, adding that Senator Drilon wants Congress to pass the draft law by the end of December or until the first quarter of next year.

He said that based on a statement they recently issued, both panels intend to submit the draft to the Office of the President by August 18 and hopefully, it could be forwarded to Congress by the end of August.

Lacierda said that while the Palace would like the draft law to be passed by the end of the year, Senator Drilon has been looking at the first quarter as also a possible deadline for the passage of the Bangsamoro Basic Law.

Given the current time constraints, he said it is still possible to go through the timetable, particularly the holding of a plebiscite, the formation of the Bangsamoro Transitional Authority, and the formation of a regional government to be synchronized with the national elections in 2016.

On concerns that the delay in the passing of the draft Bangsamoro Basic Law could lead to apprehensions on the ground, Lacierda said the MILF is well aware that both sides are committed and working hard to complete the draft.

"The MILF is also familiar that both parties are working steadfastly on making sure that the Bangsamoro Basic Law will be submitted to Congress," he said.

"This is not a decision that was unilaterally made by just the government panel. Both parties agreed on a certain date, hopefully, to submit to the Office of the President," Lacierda added. PND (as)


Government ready to protect relatives of Maguindanao massacre victims, says Malacañang

The Department of Justice is ready to provide protection to the families of the victims of the Maguindanao massacre, following reports about an attempt to bribe the widow of one of the victims, a Palace official has said.

"One of the things that we have really implemented is to make sure that the witnesses are covered under the Witness Protection Program," Presidential Spokesperson Edwin Lacierda said in a press briefing on Wednesday.

"That is very important for us—to protect them. And for those who are not covered by the Witness Protection Program, we would ask them and request them to join the program, so that they will not be put in harm’s way," he added.

Lacierda advised those being offered money in exchange for their silence to file a complaint in court so that the Department of Justice could conduct an investigation.

“Otherwise, we won’t be able to act on it,” he said.

Lacierda however said it is not clear when the bribery attempt was made, considering that the prosecution has rested its case in the trial of the massacre.

The public, he said, is waiting for the defense to present its evidences. PND (as)


Government undertaking measures to decongest port of Manila to prevent commodity price increases

Several measures are being undertaken to decongest the Port of Manila as a delay in the delivery of goods could lead to inflation, Malacañang said on Wednesday.

"While we are continuously putting in place measures to decongest the Port of Manila, we are also finding alternatives, such as Batangas, which is now being used by some boats," Presidential Spokesperson Edwin Lacierda said during the daily press briefing.

Secretary Lacierda was commenting on reports that traders have warned of a spike in the prices of commodities in the coming months, as shipments have failed to arrive in their intended destinations on time due to congestion at the Port of Manila.

He noted that the number of ships docking at the port of Batangas has increased from two per week to eight per week.

With regards to the existing truck ban in the City of Manila, Lacierda said city officials have announced the opening of another route to accommodate more trucks ferrying goods.

"We are also asking that the operations in the port be made 24/7 and that is being done right now," he added.

On traders who are jacking up the prices of their goods even if they are not affected by the traffic congestion at the Port of Manila, Lacierda warned profiteers that the government will go after them.

Pinapurihan ng isang pinuno ng Malacanang ang mga programa ng European Union (EU) tungo sa kapayapaan at kaunlaran ng rehiyon ng Mindanao, lalo na sa larangan ng pag-ahon sa karalitaan, pagsusulong ng karapatang pantao at mabuting pamamahala.

Sinabi ni Kalihim Herminio
Coloma, Jr. ng Presidential Communications Operations Office Miyerkoles na masigasig na kabalikat ng bansa ang EU sa proseso ng kapayapaan sa Mindanao at nagkaloob na ng grants ang civil society organizations na nangunguna sa mga programang ukol sa katahimikan at monitoring, pagtitiwala at mga gawaing ukol sa kapanatagan, gayundin ang pagsasagawa agad ng workshops at pag-uusap ng mga stakeholders sa rehiyon.

“Ang EU ay kasapi ng
International Monitoring Team at mahalagang kabalikat sa kaunlaran ng Mindanao,” sabi ni Coloma. “Pinasasalamatan namin ang EU sa pasiya nitong pag-ibayuhin pa ang tulong sa Pilipinas na paaabutin sa P19 bilyon sa susunod na limang taon.”

Ang pahayag ni Coloma ay kasunod ng pagdalaw sa bansa noong isang buwan ni Lady Catherine Ashton, High Representative ng EU sa Ugnayang Panlabas at Pangalawang Pangulo ng
European Commission kaugnay ng ika-50 taon ng pagkatatag ng ugnayang diplomatiko ng EU at ng Pilipinas.

Alinsunod sa data ng Kagawaran ng Kalakal at Industriya, ang EU ang pinakamalaking imbestor sa stock ng Pilipinas na ang kabuuang puhunan ay umabot sa P440 bilyon noong isang taon na nakalikha ng tinatayang 400,000 trabaho sa bansa.

South China Sea, alinsunod sa mga prinsipyong naaalinsunod sa pandaigdig na batas, kabilang ang 1982 United Nations Convention on the Law of the Sea.

“Kaisa kami ng EU sa paninindigan na tutulan ang ano mang pagtatangka ng sino mang partido na igiit ang paghahahol sa teritoryo sa pamamagitan ng paggamit ng pananakot, panggigipit o dahas,” dugtong pa ni Coloma. PND


Balak ng pamahalaan at ng ‘MILF panel’ na iharap sa Pangulo sa buwang kasalukuyan ang ‘draft Bangsamoro Law’

Inaasahan ng pamahalaan at ng Moro Islamic Liberation Front (MILF) na iharap sa buwang kasalukuyan sa Tanggapan ng Pangulo ang draft Bangsamoro Basic Law.

Inihayag ito ng Tagapagsalita ng Pangulo Edwin Lacierda sa pulong balitaan sa Malacanang Miyerkoles at idinagdag na napag-usapan ito ng Pangulong
Franklin Drilon ng Senado at ni Presidential Peace Process Adviser Teresita Deles.

“Ang balak ay talagang iharap ito ngayong buwan ng Agosto,” sabi ni Lacierda at idinagdag na ibig ng Pangulo ng Senado na mapagtibay ng Kongreso ang panukalang batas na nasabi sa katapusan ng Disyembre o sa unang kuwarter man lamang ng susunod na taon.

Sinabi ni Lacierda na batay sa pahayag na inilabas nila kamakailan, balak ng dalawang panel na dalhin ito sa Tanggapan ng Pangulo sa Agosto 18 at nang ito ay madala naman sa Kongreso sa katapusan ng Agosto.

Ayon kay Lacierda, bagaman nais ng Palasyo na mapagtibay ang nasabing draft law sa pagtatapos ng taon, unang kuwarter naman ang nais ni Senador Drilon na posibleng
deadline para sa pagpapatibay ng Bangsamoro Basic Law.

Kung masusunod ang taning na panahong ito, maaari pa ring matupad ang itinakdang panahon, lalo na ang pagdaraos ng plebisito, ang pagtatatag ng Bangsamoro Transitional Authority at ang pagbuo ng pampurok na pamahalaang ang halalan ay isasabay sa pambansang halalan sa 2016.

Binigyang diin ni Lacierda na batid ng MILF na ang dalawang panig ay nakapangakong puspusang pagsisikapang matapos ang “draft.”

“Alam din ng MILF na ang magkabilang panig ay puspusan ang trabahong ginagawa upang matiyak na ang Bangsamoro Basic Law ay maihaharap sa Kongreso,” wika pa ni Lacierda.

“Ito ay hindi pasiya na mag-isang ginawa lamang ng panig ng pamahalaan. Ang dalawang panig ay nagkasundo sa isang petsa, at inaasahang ito ay maihaharap na sa Tanggapan ng Pangulo,” pahayag pa ni Lacierda. PND (as/zaf)


Handa ang pamahalaan na pangalagaan ang kamag-anakan ng mga biktima ng 'Maguindanao massacre,' sabi ng Malacanang

Nakahanda ang Kagawaran ng Katarungan na pangalagaan ang mga biktima ng Maguindanao massacre sa liwanag ng mga ulat na tinangkang suhulan ang balo ng isa sa mga biktima ng karumal-dumal na pagpaslang na ito.

“Isa sa mga bagay na amin nang ipinatupad ay tiyaking mapangalagaan ang lahat ng mga saksi na nasa ilalim ng
Witness Protection Program,” sabi ng Tagapagsalita ng Pangulo Edwin Lacierda sa pulong balitaan sa Malacanang Miyerkoles.

“Napakahalaga nito sa atin—pangalagaan sila. At para sa mga hindi pa saklaw ng Witness
Protection Program, ipinakikiusap namin sa kanila na sumailalim sa programang ito para hindi sila malagay sa ano mang panganib,” dugtong pa ni Lacierda.

Pinayuhan ni Lacierda ang mga inaalok ng pera kapalit ng pananahimik ng mga ito na magharap ng sumbong sa hukuman upang makapagsiyasat ang Kagawaran ng Katarungan.

“Kung hindi ito gagawin, hindi makagagawa ng hakbang tungkol dito,” sabi pa ni Lacierda.

Gayunman, sinabi ni Lacierda na hindi malinaw kung kailan naganap ang tangkang panunuhol na nasabi kung isasaalang-alang na tinapos na ng pag-uusig ang paghaharap ng mga ebidensiya at iba pang kailangan sa paglilitis sa massacre.

Idinugtong ni Lacierda na ang hinihintay na lamang ng madla ngayon ay ang paghaharap ng mga katibayan ng panig ng mga inuusig. PND (as/zaf)

Sa araw na ito, ipinagdiriwang natin ang ika-113
anibersaryo ng serbisyo ng kapulisan sa bansa. Sa loob nga ng mahigit 11
dekada, nakiambag ang kapulisan sa pagsusulong ng kaayusan sa bansa at naging
kabalikat ng Pilipino sa pagharap sa iba’t ibang hamon.



Malinaw po: Umaasa ang buong sambayanan sa husay at tapang ng ating kapulisan
at iba pang kasapi ng unipormadong hanay; na sa oras ng peligro o sakuna,
nariyan dapat kayo—handang umaksyon, handang tumugon, ‘di magdadalawang-isip
na ibuwis ang sariling buhay, mapangalagaan lang ang kaayusan, katahimikan,
at karapatan ng ating mga kababayan. Pero sa mahabang panahon, ang naging
siste: kayo na nga ang may mabigat na tungkulin, kayo pa ang bahalang
dumiskarte para sa inyong kagamitan—na pagdating sa inyong kapakanan, parang
tama ‘yong sinasabing, “Bahala na si Batman.”



Sa ilang kasama natin rito na matagal na sa serbisyo, naaalala naman po
siguro ninyo: Dati, dahil kulang sa baril ang inyong hanay, kailangan pang
bilhin ng mga bagong pulis ang rights ng baril sa mga magreretiro. Sa
kagustuhan mong magserbisyo, nagkautang ka na para makapasok sa serbisyo,
nakakaltasan ka pa sa suweldo mo pagdating na ikaw ay nakapasok na sa
trabaho. Kabado ka pa dahil kapag nagkaengkuwentro, hindi naman puwedeng
daanin mo na lang sa pleasing personality ang masasamang elemento. Paano
naman naging tama ang ganyang kalakaran?



Dahil sa maraming dekada ng maling pamamalakad at pagpapabaya, marahil may
mga nag-isip sa inyo noon: Balewala ang ginagawa kong paglilingkod kung ako
mismo ang binabalewala. Ito po mismo ang binago natin sa apat na taon ng
pagtahak natin sa tuwid na daan. Tunay nga po: Tapos na ang panahong
isinasantabi ang inyong kapakanan. Patuloy na nagsisikap ang ating
administrasyon para magtulak ng makabuluhang repormang higit na magpapalakas
sa inyong hanay.



Patunay po rito ang pagsara natin sa kakulangan ng baril noong nakaraang
taon. Ngayon meron na tayong 1:1 police to pistol ratio. Batid din natin ang
halaga ng agham at sistematikong pag-aaral sa pagsugpo ng krimen sa bansa.
Kaya nakatutok tayo sa pag-upgrade sa ating science and forensic gathering
capability. Halimbawa nito ang procedure natin ng panibagong Integrated
Ballistics Identification System (IBIS) para sa pagtatala ng impormasyon ng
lahat ng baril sa bansa, at ng panibagong Automated Fingerprint
Identification System (AFIS) na ginagamit para sa mas mabilis na makumpara at
matukoy ang mga fingerprint sa isang krimen. Ipinatupad din natin sa mga
operasyon ang prinsipyo ng “work smarter”—dahil mas kumprehensibo ang
nakakalap nating datos, mas estratehiko na rin ang pagtukoy natin kung saan
dapat mag-deploy ng mas maraming pulis. Sa implementasyon naman ng Crime
Incident Recording System simula nitong 2013, mas organisado nang naitatala
ng ating mga pulis ang iba’t ibang krimen. Natugunan na nga po nito ang
dating bungi-bunging datos sa record system ng PNP.



Sa tinatamasa nating transpormasyon, nadaragdagan ang kakayahan ng pamahalaan
na alagaan ang kapakanan ninyo at ng inyong pamilya. Sa proyektong pabahay,
halimbawa, 98 percent ng target na 31,200 na tahanan para sa ating Phase II
ng ating AFP/PNP Housing Program ang natapos na; katumbas nito ang 30,558 na
tahanang naipatayo. 14,040 na unit dito ang nakalaan para sa ating kapulisan,
at ngayon nga ay isinusumite na sa NHA ang final list ng awardees sa
programang ito.



Naghahanda na rin tayong mag-hire ng paunang 7,439 mula sa target na 30,000
non-uniformed personnel para sa gawaing administratibo. Sa ganitong paraan,
ang mga pulis na papalitan nila, makakapagronda na sa mga pamayanan, at
talagang matututukan ang pagbabantay sa kaligtasan ng ating mga Boss.



Malinaw naman po sa atin na nararapat lang na dagdagan ang bilang ng mga
pulis dahil lumalaki ang populasyon ng ating bansa. Pero bago po natin ito
magawa, kailangan muna nating tugunan ang minana nating suliranin sa
pagbibigay-pensyon sa ating unipormadong hanay. Ang dinatnan natin: Walang
sistemang pampensyon para sa inyo, kaya taon-taon, kailangang paglaanan ng
pondo sa ating pambansang budget ang pensyon. Bukod pa rito, naka-index pa sa
sahod ng mga aktibong sundalo at pulis ang pensyon ng retirado. Ang sabi po
sa atin, mahigit four trillion pesos ang kakailanganin para ayusin ang
sistemang pampensyon—iyon po ‘yong seed capital. Ibig-sabihin: kahit ibigay
pa natin ang buong panukalang 2.6 trillion na budget para sa 2015, kulang pa
rin ang pondo para sa isang programa lang—iyon pong pension system. Ganito po
kalaki ang problemang iniwan sa atin. Pero determinado tayo; gagawan na natin
at ginagawan na natin ng paraan ito para matugunan.



Bukod sa paghahanap ng paraan para maparami ang inyong bilang, plano rin sana
nating bumili pa ng mga kinakailangang kagamitan tulad ng mga radyo at patrol
vehicle. Huwag kayong mag-alala na ‘di matutupad ang ating plano para sa
“shoot, scoot, and communicate,” dahil sa naging desisyon sa DAP. Patuloy
tayong gumagawa ng hakbang para masigurong tuloy-tuloy ang inyong
modernisasyon.



Sinasagad nga po natin ang ating pagkakataong mabigyan ng benepisyo ang ating
kapulisan. Halimbawa, sa panukala nating budget para sa susunod na taon,
naglaan tayo ng dalawang bilyong piso para sa inyong Capability Enhancement
Program; at 100 milyong piso naman para sa konstruksyon ng 18 police stations
sa bansa.



Ganito po ang ibig-sabihin ng matuwid na pamamahala: ang pangangailangan ng
ating unipormadong hanay, tinutugunan. Ang alagad ng batas, inaalagaan at
sinusuklian ng kalinga ng pamahalaan at ng estado. Sa patuloy na pagpapalakas
sa inyong hanay, tiwala tayong nasa mabuting kamay kayo; nagpapasalamat tayo
kina Sec. Mar Roxas at Police Chief Alan Purisima para sa talagang maaasahang
pagtimon sa PNP. Nagpupugay at nagpapasalamat rin tayo para sa natatangi
ninyong paglilingkod.



Nariyan po ang mga halimbawa, ang Zamboanga City Public Safety Company, ang
unang pangkat na sumabak sa Zamboanga City upang ipagtanggol ang lungsod
matapos itong lusubin ng masasamang elemento noong nakaraang Setyembre.
Kasama rin natin ngayon sina Police Superintendent Lambert Suerte para sa
Benguet Provincial Public Safety Company. Dahil sa tapang at husay nila,
napasakamay natin ang pinakamalaking kampo ng NPA sa Cordillera, at nahuli
ang ilang pinuno nito noong 2013. Narito rin ang Criminal Investigation and
Detection Group sa pamumuno ni Police Director Benjamin Magalong na nakahuli
ng 3,453 na nagtatago sa batas—kabilang na ang 22 sa most wanted sa
bansa—noong nakaraang taon. Hindi rin naman pahuhuli sa husay at dedikasyon
si SPO1 Dominador Canlas nang iligtas niya ang tatlong bata sa operasyon
laban sa NPA noong nakaraang taon sa Tarlac.



Ilan lamang sila sa magigiting nating pulis na kinikilala natin sa araw na
ito. Sinasalamin nila ang malasakit at propesyunalismo ng iba pa nating
kapulisan na talaga naman pong nagpakitang-gilas sa serbisyo. Nito nga lang
pong SONA, nagbigay-pugay tayo sa apat na rookie policewomen na hindi
nag-atubiling tuparin ang kanilang tungkulin nang umatake ang Martilyo Gang
sa SM Mall of Asia. Nariyan din si SPO3 Erlinda Gagaoin ng Tubao sa La Union;
nang hindi nga po makadaan ang kanilang police mobile patrol sa bukid para iuwi
ang isang matandang babae, minabuti po niyang pasanin ang lola at ihatid sa
tahanan. Walang duda: Hindi na kailangang manood ng mga Pilipino ng pelikula
para makakita ng pulis na gagawing idolo. Sa mabubuting halimbawa ng ating
awardees at ng iba pang huwarang pulis, naipapamalas ninyo kung ano ang
inaasahan sa mga nagsusuot ng uniporme’t nagdadala ng tsapa.



Totoo nga po: Malayo na ang ating narating simula nang tahakin natin ang
tuwid na daan. Subalit sa kabila ng lahat ng ating nakamit, mulat tayong nananatili
pa rin ang mga hamon sa ating seguridad. Bilang mga alagad ng batas, malinaw
ang inyong responsibilidad: Ang ipagtanggol ang ating mga kababayan at
maipadama sa mga kriminal na hindi nila matatakasan ang katarungan; na sa
oras na makalap natin ang sapat na ebidensya, sa oras na mahuli natin sila sa
akto, mararamdaman nila ang lakas ng estado.



Bilang mga tagapaglingkod ng sambayanang Pilipino, pag-uwi natin sa bahay,
pagharap natin sa salamin, dapat nating itanong: Nagawa ko ba ang dapat kong
gawin sa araw na ito? Kung ang sagot natin ay oo, hamunin pa natin ang ating
sarili, at sabihing: Bukas, hihigitan ko pa ang aking nagawa. Sa ganitong
paraan, masisiguro natin ang pagdating ng panahong ligtas na na nakakapaglaro
ang mga bata sa kalsada; panatag ang kalooban ng mga umuuwi galing opisina,
at ang mga alagad ng batas ay kumpiyansa sa kanilang kakayahan na ipagtanggol
hindi lang ang kanilang mga sarili at mahal sa buhay, kundi ang lahat ng
Pilipinong nagtitiwala sa kanila.

Kaya ito ay mahalaga dahil doon sa tinatawag nating proseso ng ‘contact-tracing.’ Kapag meroong na-detect na carrier nitong Ebola
virus kinakailangang matuntun o malaman kung sino ang mga taong nakadaupang-palad nito, dahil nga doon sa possibility ng nagkahawaan.

Kung maaalala natin nagkaroon tayo ng kahalintulad na karanasan noong nakaraang Abril. Noong may nakapasok sa bansa na positive carrier noong MERS Coronavirus at tinuntun iyong lampas sa apat-na-raang kapwa pasahero nito sa isang sasakyang panghimpapawid at sila ay sumailalim sa testing para tiyakin kung meron o wala at noon lamang natiyak na hindi naman sila nahawaan ay doon lamang po naging panatag ang kalooban. ASEAN Drums Up Support for Philippine Recovery after Yolanda

12 August 2014 - A regional high-level conference will be held in Manila on August 14 at the Philippine Army Officers Club, Fort Bonifacio, Taguig City, to encourage new support for the recovery and rehabilitation of Yolanda-affected communities in central Philippines.

The ASEAN High-Level Conference on Assistance for the Recovery of Yolanda-Affected Areas (ARYA) will be co-convened by ASEAN Secretary-General Le Luong Minh, Foreign Affairs Secretary Albert
del Rosario and Presidential Assistant for Recovery and Rehabilitation Panfilo Lacson. The conference aims to drum up support for the Philippine Government’s implementation of recovery and rehabilitation plans in the Yolanda Corridor.

ASEAN Member States, members of the diplomatic community, international partners and local
chief executives from the Yolanda Corridor were invited to the ARYA Conference.

According to Secretary-General Minh, who is also the ASEAN Humanitarian Assistance Coordinator, the ARYA Conference and activities would show ASEAN solidarity towards building a caring and sharing ASEAN Community.

The conference will be followed by an ASEAN Community Rebuilding Technical Workshop in which
best practices on resilient recovery would be shared by ASEAN Member States which have experienced major disasters in the region and have recovered well from their effects.

A third activity, also to be held in August, is the Community Rebuilding Stakeholders’ Meeting where the capacity of local government units in the affected areas will be enhanced to formulate concrete strategies and proposals to carry forward the commitments made during the high-level conference. A
more lasting and concrete support of ASEAN for the local communities involves the “Adopt-a-Municipality Project,” which aims to provide technical assistance to affected localities and help build the capacity of local governments and stakeholders for resilient recovery and sustainable development. It also aims to implement a suite of sectoral interventions to be proposed and developed by local leaders and stakeholders during the Stakeholders’ Meeting, based on their needs and commitments that would be put forward by partners during the ARYA Conference.

DFA and UNDP Collaborate on Mobilizing Faith-Based Communities for Crisis Response

11 August 2014 - The Department of Foreign Affairs’ Office of the United Nations and International Organizations (DFA-UNIO), in partnership with the United Nations Development Programme (UNDP), held a workshop entitled, “Mobilizing Faith-Based Communities for Crisis Response” from August 4 to 5 at the Bulwagang Apolinario Mabini.

The workshop aimed to strengthen the capacities of faith-based organizations in responding proactively to emerging crises, both natural and man-made, as well as to build awareness and support within the United Nations and other organizations for the potential role of religious leaders and organizations on responding to crises.

The workshop was also an opportunity to initiate dialogue between religious leaders and Philippine government agencies. As an outcome, the participants came up with some ideas on how to effectively push for the increased and systematic participation of faith-based organizations in the national mechanism for crisis-response. The outcome will in turn inform the DFA and UNDP’s plans to expand the dialogue to encompass the whole of Southeast Asia.

Representatives from the Japan and Philippine-based Business Diplomacy Forum (BDF) observed the event, with a view to launching a similar process for the private sector in the Asia-Pacific Region.

Over 35 individuals from government agencies and representatives from Buddhist, Muslim, Catholic and other Christian organizations participated in the workshop.


New PHL Consul General Graces Launch of PAL Daily Flights between Manila and Guam

13 August 2014 - Philippine Consul General in Guam Marciano R. De Borja attended the launch event of Philippine Airlines (PAL) at the Micronesia Mall on August 9, marking the daily flight service between Manila and Guam that is expected to commence on 26 October 2014.

During his remarks at the event, Consul General De Borja noted that the increased frequency granted to PAL is a manifestation of enhanced international confidence in the Philippines. PAL and other Philippine-flagged carriers were recently allowed to increase their frequency and routes to destinations in the United States after the US
Federal Aviation Administration upgraded the country’s aviation safety rating to Category 1 status.

Currently, PAL flies five days per week between Manila and Guam and will include additional flights on Tuesdays and Thursdays beginning on October 26. It now operates 26 weekly flights to US destinations with routes to Los Angeles,
San Francisco, Honolulu and Guam.

In appreciation for the loyalty shown by its Guamanian, Filipino and Filipino-American passengers over the years, PAL produced two mini-concerts
over the weekend, which featured Filipino-American recording artist, singer-songwriter, actor and television host Billy Crawford on Saturday and R&B singing sensation, record producer and model Jay R on Sunday.

Consul General De Borja congratulated PAL for this milestone in its Manila-Guam route and invited the
airline to become a close partner and help actively promote the Philippines through the economic and cultural diplomacy projects of the Philippine Consulate General.

The PAL event was the first community activity that Consul General De Borja and his family attended since their arrival on the island on August 06. He was joined by Consul Mark Francis C. Hamoy and other staff members of the Philippine Consulate General.


Agusan Sur showcases its farm products in Mindanao Trade Expo 2014

The Department of Agrarian Reform (DAR) in Agusan Sur recently assisted Agrarian Reform Beneficiaries Organizations (ARBOs) to participate and promote their agricultural products in the Mindanao Trade Expo 2014 at the Abreeza Mall, Davao City.

The Trade Expo, which runs from August 8 to 14, showcases the unique products and distinct garment designs of Mindanao.

The participating ARBOs include Magkiangkang Multi- Purpose Cooperative of Bayugan City (MAMPC)
marketing their famous cocoa products (tableya) , Sta. Maria Beneficiaries Multi-purpose Cooperative (STAMARBEMCO) of Sta. Maria, Prosperidad promoting their colorful Kaong (Sugar Palm fruits products) and Kaagap Multi- Purpose Cooperative (KAAGAPMUCO) in Hubang, San Francisco, Agusan Sur exhibiting their Coir Twines (products made of coconut husks), Coco net, Coco Virgin Oil, Coco Syrup and other coconut by-products.

Program Beneficiaries Development Division (PBDD) Chief Fe Mosquera said the Trade Expo aims to inform the public about the activities of the department and to promote the products of farmer-beneficiaries, as well as market their products not only in the country but also internationally.

The said activity is participated by farmers, businessmen, and entrepreneurs from Luzon and Visayas.


BSP Holds 2014 Awards Ceremony and Appreciation Lunch for Stakeholders in Cebu City

In celebration of its 21st anniversary, the Bangko Sentral Pilipinas will hold the 2014 Awards Ceremony and Appreciation Lunch for BSP Stakeholders in Region VII that have continuously supported its statistical initiatives, information requirements, and advocacy programs. The event will be held on Friday, 15 August 2014 from 10:00 a.m. to 1:00 p.m. at the Banking Hall, BSP Cebu Regional Office, Osmeña Blvd., Cebu City with the theme “Forging Stronger Alliances, Propelling Sustainable Growth.” Monetary Board Member Felipe M. Medalla will lead in honoring this year’s awardees and stakeholders.

The BSP will give five awards for outstanding partners—two for the Business Expectations Survey (BES), one for information source for the Report on Regional Economic Developments, one for advocacy support for the Outstanding Credit Surety Fund (CSF) and one for the Currency Programs of the BSP.

The Outstanding Respondent among Large and Medium Firms and the Outstanding Respondent among Small Firms will be conferred to the BES respondents that have participated regularly in the survey by providing timely, complete, accurate and consistent responses. The awardees were selected from among the country’s top corporations in Region VII. The Outstanding Partner for the Report on Regional Economic Developments will be awarded to the agency or institution that provided the BSP with information support for an effective environment scan of Region VII. The Outstanding Credit Surety Fund will be given to the established CSF to recognize its contribution in promoting an environment conducive towards growth and sustainable development of micro, small and medium enterprises (MSME) through collateral-free credit access to financial institutions. Meanwhile, the Outstanding Regional Partner in Currency Programs will be given to the agency or institution that supported the BSP’s currency programs and advocacies in the region such as the clean note policy and coin recirculation.

This occasion is the fifth leg of the BSP’s regional stakeholders’ events which will be held from July to September 2014 in 11 areas outside the National Capital Region (AONCR) to honor stakeholders in various award categories. Stakeholders of the BSP in the National Capital Region were earlier recognized during the awards ceremony held last 9 July 2014 at the BSP Main Office.

This event is expected to further strengthen the partnerships between the BSP and its stakeholders, resulting in more efficient and effective means of information gathering and conduct of advocacy campaigns to achieve the BSP’s ultimate goal of safeguarding price stability and promoting a healthy financial system as well as ensuring an effective payments and settlements system in the country.


PDIC advises borrowers of Rural Bank of Oroquieta (Misamis Occidental) to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Oroquieta (Misamis Occidental), Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.

In a statement, PDIC advised borrowers of the Rural Bank of Oroquieta to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL – RURAL BANK OF OROQUIETA (MISAMIS OCCIDENTAL). The Receiver cautioned borrowers that it has discontinued the engagement of the bank’s collectors. PDIC has not engaged any person to collect the loans of the bank. To ensure proper recording of payments made by borrowers, it further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a copy of their deposit slips by mail to the Deputy Receiver for loans Mr. Democrito L. Bitang at the PDIC Office, 5th Floor, SSS Bldg., Ayala Avenue corner V.A. Rufino St., Makati City or send via e-mail to Mr. Joval L. The Monetary Board (MB) placed the Rural Bank of Oroquieta under the receivership of the PDIC by virtue of MB Resolution No. 1143 dated July 21, 2014. As Receiver, PDIC took over the bank on July 22, 2014. Upon takeover, all bank records were gathered, verified and validated.

Rural Bank of Oroquieta is a two-unit rural bank with Head Office located at Barrientos corner Revil Streets, Oroquieta City, Misamis Occidental. Its lone branch is located in Calamba, Misamis Occidental.

Bicol Region to be pilot area for climate change resistant crops

The Department of Agriculture said today that the Bicol Region, especially Albay, will be the pilot area for climate change resistant or adapting crops in line with government’s climate change resiliency program.

Agriculture Secretary Proceso Alcala said the region will also serve as the laboratory for the DA’s quick- turnaround-planting-and- production-after-a-typhoon initiative.

He added the regional share of Bicol in the proposed DA budget of P48.4 billion will be P1.9 billion.

The Secretary said Bicol deserves the additional funds since the industrious Bicolanos produced P57-billion worth of agricultural products in 2013.

That is why even if the land area of Region 5 is small and it is often visited by typhoons, the ‘Oragons’ ranked sixth in rice production, eighth in hog production, and seventh in coconut and corn production, Alcala said.

Estimated damage wrought by typhoon Glenda on the agricultural sector is valued at P3.98 billion, the aggregate total for crops, livestock, agri-infrastructre, abaca and fisheries, with 80,435 affected. (DA-OSEC)


EU and the Philippines sign financing agreement providing for € 30 Million grant (PhP 1.8 Billion) for health sector reform

The European Union (EU) and the Philippines signed the Philippines Health Sector Reform Contract (PHSRC) on 30 July 2014.This is the third EU funded program to support the Philippine Health Sector Reform Agenda.

Under this agreement, the EU will provide a €30 million or Php1.8 billion grant to generally support Philippine Government initiatives in developing the country’s health sector.

Of the € 30 million, the grant covers a budget support of €20.5 million directly channelled to the National Treasury, a complementary component of €9.5 million aimed at funding various
technical assistance and capacity building programs to strengthen DOH’s health delivery systems.

The signing of the agreement increases the total support of the EU to the health sector to a total of € 118 million or approximately Php7.2 billion between 2006 and 2018. EU has continuously supported DOH programs that have achieved remarkable progress over the past years.

Based on DOH data, noteworthy is the decline in child mortality from 58 in 1998 to 30 deaths per 1000 live births in 2011; the increase in the population’s insurance coverage from 62% in 2010 to 83% in 2012 of which 53% come from the poorest and most vulnerable families in the country.Furthermore,27 provinces have been declared malaria free, and the proportion of people infected with HIV and AIDS has remained below 1% of the population.

The agreement was signed by Europe Aid Cooperation for Asia Director Dirk Meganck, representing the European Union, and Secretary of Finance Cesar V. Purisima, representing the Philippine Government.

European Union Ambassador Guy Ledoux said that out of the €30 million grant, the European Union is authorising the release of €10 million to support the “Build Back Better” plan of the Department of Health after typhoon Yolanda.

He said that the grant is an affirmation of the European Union’s commitment to ensure that disadvantaged and vulnerable people have access to quality health services through a more effective, efficient and equitable health system.

Finance Secretary Cesar Purisima said, “The Philippine Government is very thankful for the support the European Union has provided the country over the past decade, particularly for its assistance to the Philippines’ health sector. This very timely assistance will not only help strengthen the National Government actions in rebuilding Typhoon Yolanda-hit areas, but also will complement the current Government direction towards enhancing Philippine delivery health systems for the Filipino people who are the backbone of this country’s strong economic growth and development.

DOH Secretary Enrique T. Ona said that “The Department of Health has continually aspired to strengthen national and local health systems by rationalizing and improving the quality of health services and ensuring better access to these services by the Filipinos, especially the poor and the disadvantaged. The partnership of the Philippines and the European Union provided the much needed boost to further the health sector reforms towards the achievement of Universal Health Care for the Filipinos.”


Smuggled G-Shock watches worth P4-M seized by NAIA Customs Officials

Alert Airport Customs foiled an attempt to smuggle into the country over 400 pieces of Casio G-Shock watches concealed in balikbayan boxes which arrived at the Ninoy Aquino International Airport (NAIA).

Various G-Shock watches of commercial quantity totaling 413 pieces with an approximate street value of Php4 million pesos were concealed inside six balikbayan boxes that arrived from Dubai were via cargo carrier FOREX and FILEX Cargo. The boxes were sent by Jeffrey N. Valencia, Peter Paul Bayani, Winly Dael Duran, Blessie Jao, and Leland Marquez and were consigned to Jennifer N. Valencia, Edward Ochave, Clarisse D. Karingal, Genevieve Ochave, and Edmund Discutido.

The shipments were subjected to Alert Order by the BOC’s Intelligence Group based on derogatory information. Upon the conduct of spot-checking, it was found out that the contents were watches instead of declared personal effects such as chocolates or groceries. Hence, the boxes were seized by Airport Customs officials for violation of Section 2530 paragraphs E, F, I, and L of the Tariff and Customs Code of the Philippines.

“We are closely monitoring all packages coming in or going out of the country. We have received reports that certain individuals are trying to use various cargo forwarding companies to try and smuggle items into the country,” said NAIA District Collector Edgar Macabeo.

Macabeo stressed that their heightened vigilance at all airports is thwarting smugglers from using attempting to sneak in high value items in the country. “These smugglers will now have difficulty in their illegal operations with our continued vigilance against these scalawags.”


DepEd-NCR to host the 6th ASEAN Schools Games

PASIG CITY—The Department of Education National Capital Region (DepEd-NCR) is set to host the sixth ASEAN Schools Games (ASG) alongside the City Government of Marikina from November 29 to December 7, 2014.

The ASG is an annual competition of various school sports among the neighboring regions of Southeast Asia. Apart from providing the youth with opportunities to benchmark their sporting talents, DepEd Secretary Br. Armin Luistro FSC says that the ASG promotes solidarity and fosters cultural exchange among the youth of ASEAN country-members.

“Competitive sports are informal learning experiences for the youth; they hone the values of precision, discipline, and fairness. So while students are showcasing their talents in sports, the ASG also presents an opportunity to gather the youth for the purpose of personal development and life skills enrichment through collective wisdom and experiences,” Luistro said.

The education chief is also the honorary chairman of the 6th ASG Governing Board tasked to provide direction in planning, organizing and implementing the hosting of the ASG. Other public offices in the Governing Board include the Department of Interior and Local Government (DILG), the Department of Tourism (DOT), the Philippine Sports Commission (PSC), the Metro Manila Development Authority (MMDA), and the first and second districts of Marikina City.

“We want a Governing Board that will not only organize working committees and provide general supervision in the conduct of games, but will also be able to offer technical inputs to ensure the smooth flow of the activities, the safety of the students and the integrity of the ASG,” said Luistro.

Athletics, swimming, badminton, golf, tennis, sepak takraw, gymnastics, table tennis, basketball, volleyball and wushu are the 11 sports to be played in the ASG. The Philippine delegation will be composed of student-athletes from both public and private schools, as selected by a separate selection committee.


DPWH rushes Magallanes repair works

Construction workers and equipment are working double time in reconstructing within 10 days period the approach and carriageway of the 301 lineal meters Manila-Alabang southbound segment of Magallanes Interchange in Makati City. Started 10 in the evening of August 8, 2014, the Department of Public Works and Highways is targeting to complete this segment by August 17, 2014 by maximizing contractor’s equipment and manpower resources working 24/7 to speed up activities.


DPWH hailed among top performing government agencies

“Thank you and let us continue serving our country”.

This was the reaction of Public Works and Highways Secretary Rogelio L. Singson to the July 2014 net satisfaction rating survey result conducted among Philippine business executives who are members of the Makati Business Club (MBC) which gave positive mark to the performance of DPWH.

With a net score of 55.4 at 76.9 percent satisfied and 21.5 percent not satisfied in the performance rating period of July 2013 to June 2014, the DPWH posted big leap to 12th place among 62 government agencies including Constitutional Offices from its 27th rank in the previous rating period.

Secretary Singson attributed the positive outcome of the latest perception survey among members of MBC to appreciation of the Department’s transformation program particularly reforms in the processes anchored on promoting right project with right cost and right quality, and right-on-time implementation by the right people.

Other than the MBC, DPWH stellar performance was also cited by no less than the President in his recent State of the Nation Address while the agency was a recipient of “Gold Trailblazer Award” from the Institute for Solidarity in Asia and National Competitiveness Council for garnering highest rating among the government agencies which presented performance reports under the Performance Governance System (PGS) during the Public Governance Forum held last April 11, 2014. DPWH is consistently being number one – five times in P.G.S. performance since P.G.S. reporting started in 2010.

Already, combination of reforms and strict adherence to competitive bidding has enabled DPWH to save P27.79 billion from July 2010 to May 2014.

DPWH savings, derived from the approved budget for the contract (ABC) less the awarded amount, are being utilized by the government for additional scope of work or projects, which include roads, bridges, flood control, and disaster-related rehabilitation projects.

In recent years under the Aquino administration, DPWH has simplified bidding process and eliminated the submission of Letter of Intent to achieve the right cost encouraging participation of more bidders and eliminating possible collusion among bidders. In addition, the Department remove the use of credit line certification from banks as basis for computing a contractors Net Financial Contracting Capacity.

As key strategy to fast track implementation of projects, Secretary Singson ordered the clustering of projects so that these will be implemented by qualified contractors with complete construction equipment resulting to better quality of work and more cost effect indirect cost/margins.

He explained that inasmuch as the time to process/procure small projects including supporting documents is same with that of big projects, clustering will reduce procurement time as well conduct of preconstruction activities and will improve efficiency.

The government peace panel for the negotiations with the Communist Party of the Philippines/New People’s Army/National Democratic Front welcomes the arrest of retired Major General Jovito Palparan Jr., today, International Humanitarian Law Day.

The arrest is a triumph of law enforcement and the Philippine justice system. Although it has taken three years to capture him, the apprehension of Palparan demonstrates the determination of the State to enforce the rule of law and negate any assertion that this administration tolerates impunity.

This should encourage us to trust that our democratic institutions are working vigorously and conscientiously to uphold human rights and protect every Filipino from the abuse of power and authority.

Update on OFW repatriation from Libya Baldoz says 1,299 OFW repatriates from Libya assisted through Assist WELL Program Many OFW repatriates from Libya, when asked to tick off what type of assistance they would want to receive from the government, express not just one, but several, types of assistance so much so that Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said she expected the DOLE's its regional and other attached offices regional offices to be working in a frenetic pace to satisfy the repatriates' request for assistance. "The 1,299 OFWs assisted through Assist WELL as of 10 August 2014 requested for a total of 3,058 assistance of various types. Luckily, the DOLE, its regional and other attached offices are ready to provide them these types of assistance," said Baldoz. "Most numerous of the assistance requested is for another overseas job. There were 681 repatriates, or 52 percent of the 1,299, who requested for such, thus, supporting the conventional wisdom that OFWs who have already experienced working abroad would still want to go back for obvious reasons," said Baldoz. At 624, the second highest number of request is transportation assistance, mostly by OFWs going back to their provinces; followed by requests for livelihood, or tulong-pangkabuhayan, at 545 or 42 percent. Only 295, or 23 percent of the total repatriates assisted requested for assistance to be employed locally. Other assistance requested and the number of repatriates who requested them are as follows: scholarship or training, 241 (19 percent); legal assistance, 176 (14 percent); medical assistance, 78 (six percent); temporary accommodation, 115 (10 percent); and stress debriefing/counselling, 54 (four percent). Other types of assistance requested are medical assistance for a member of the OFW family; financial loan/loan for business; scholarship for OFW dependents; and claims for unpaid salary. One OFW asked for assistance to put up a welding shop, while 28 repatriated asked for the refund of their placement fee. Baldoz said that of the 1,299 OFW repatriates assisted, an overwhelming 1,114 are active members of the Overseas Workers Welfare Administration, while 159 are not. The rest, or 26, have no record. She also said the 1,299 OFW repatriates come from all of the country's 17 regions, with OFWs from Region 4-A the most numerous at 386, or 30 percent. A total of 250 OFW repatriates are from Region 3 (Central Luzon); 194 from the NCR; 75 from Region 6 (Western Visayas); 65 from the Bicol Region; 63 from Region 7 (Central Visayas); and 50 from Region 1 (Cagayan Valley). Baldoz said the DOLE continues to assist repatriates from Libya through the Assist WELL Program, which seeks to address the Welfare, Employment, Livelihood, and Legal needs of OFWs repatriated from Libya to ensure their smooth and effective reintegration.

Update on OFW repatriation from Libya Baldoz thanks Hyundai for repatriating its 336 Filipino workers Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed sincere thanks to Korean construction and engineering giant, Hyundai, for taking into highest consideration the welfare and safety of its 336 Filipino workers in Libya by evacuating them from the crisis-wracked country. "This is an exemplary exercise of corporate social responsibility by Hyundai, for which I am thankful. I am hopeful many other employers of OFWs in Libya have the same compassion for their workers as Hyundai," she said. Citing a report of Labor Attache Nasser Mustafa who is in Tripoli, Baldoz said the remaining Filipino workers of Hyundai have been flown out of Libya to Turkey on 9 August. "The first batch of Hyundai's Filipino workers, composed of 85 Filipinos, had left Libya through a chartered plane from the Misurata International Airport to Turkey where they will take commercial planes to Manila," said Baldoz. "Some of them already arrived yesterday and were promptly provided assistance at the airport under the DOLE's Assist WELL Program," she added. Labor Attache Mustafa reported to the Secretary that POLO officers and staff took the 85 OFWs to the airport and issued travel documents to four of them whose passports had expired and had not been renewed. He further reported that he had met with the second batch of 100 workers; the third batch of 61 workers; and fourth batch of 90 workers of the company, which also chartered a plane and flown the OFWs to Turkey. "We issued travel documents to three workers who had expired passports," said Labor Attache in his report. "From Turkey, they will also take commercial flights to Manila," he added. Labor Attache Mustafa also reported that a group of 111 OFWs have been evacuated from Libya via Tunis in Tunisia and they are scheduled to leave for Manila via Qatar Airways and are expected to arrive in Manila on 13 August.


TESDA, Coke help Taguig women hit it big in business

Enhancement of skills and access to resources can go a long way to help women sari-sari store owners make it big in the business.

With this goal in mind, the Technical Education and Skills Development Authority (TESDA) and Coca-Cola Philippines pursued their partnership, this time to also include women micro-entrepreneurs of Taguig City.

A Memorandum of Agreement (MOA) among TESDA, Coca Cola and the local government of Taguig City for the Sari-Sari Store Training and Access to Resources (STAR) Program was recently signed by TESDA Director General Joel Villanueva, Coca-Cola Public Affairs and Communications Director Atty. Adel Tamano and Taguig City Mayor Maria Laarni Cayetano.

The event was witnessed by Mr. Pablo Largacha, Head of Public Affairs and Communications of the Coca-Cola Pacific Group, who expressed the beverage firm's commitment and gratitude for their partnership with TESDA and the Local Government of Taguig City on this women economic empowerment program.

"Women entrepreneurs are the fastest growing segment in the community of small businesses. Because of this, wider and greater access to assistance should be made available to them," Villanueva said.

"Providing them with training and opening up avenues for resources to expand and sustain their business will help level the playing field so that they could succeed," he said.

For his part, Tamano said: “It is partnerships with equally passionate and committed organizations like TESDA that makes the STAR Program successful. We see them as a strong ally in helping women retailers become better entrepreneurs."

The STAR program is under the Coca-Cola Company’s 5by20 Program, a global initiative to empower five million women worldwide by the year 2020.

According to the MOA, the program will consist of interventions for small sari-sari stores and food stalls or “karinderyas,” focused on providing basic entrepreneurship training and facilitation of access to business resources, such as micro-loans and merchandising support.

Women micro-entrepreneurs in Taguig will be given scholarship for the 12-week training session that is going to be conducted at the STAR Program Center for Excellence located at the TESDA Women’s Center.

After the completion of the training, qualified women will have the option to apply for additional business capital through micro loans from partner microfinance institutions or they can also organize a cooperative where they can build wealth through savings-first system.

They can also apply to become Coca-Cola serviced outlets, where they can be included in the Coca-Cola value chain as a partner sari-sari store or food outlet.

Launched and piloted in 2011, the Coca-Cola and TESDA STAR Program is now implemented in 25 cities and provinces, namely: Metro Manila, Benguet, Cagayan, Pangsinan, Tarlac, Pampanga, Bulacan, Nueva Ecija, Batangas, Albay, Camarines Sur, Mindoro Oriental, Mindoro Occidental, Palawan, Negros Occidental, Bohol, Aklan, Cebu, Ilo-Ilo, Misamis Oriental, Bukidnon, Lanao Del Norte, Davao City, Davao Del Sur and Davao Del Norte.

In a span of two years, the program has reached 20,000 women retailers. This year, it is aiming to reach 15,000 more through the various program components and implementing partner organizations.

President Benigno S. Aquino III confers the Order of National Scientist
on Dr. Ramon Barba, PhD. during the conferment ceremonies at the Rizal
Hall of the Malacañan Palace on Tuesday (August 12). Dr. Barba received
the Presidential Medallion for his distinguished achievements in the
field of plant physiology, focusing on induction of flowering of mango
and on micropropagation of important crop species that have earned him
national and international accolades. His pioneering work on the
induction of flowering and fruiting of mango resulted in the change from
seasonal supply of fresh fruits to all year round availability of
abundant fresh mangoes. The regularity of mango production is the key
ingredient in the development of mango exports which gave rise to an
entirely new industry of processed mango products. The Order of National
Scientist is the highest honor given by the President of the Republic of
the Philippines to man or woman of science in the Philippines who has
made significant contributions in one of the different fields of science

the Presidential Medallion in recognition of his seminal and original
research on the systematic, ecology, and diversity of Philippine
amphibians and reptiles, and, marine biodiversity, reef fishes and
conservation (marine-protected areas). The Order of National Scientist
is the highest honor given by the President of the Republic of the
Philippines to a man of science in the Philippines who has made
significant contributions in one of the different fields of science and
