News: A Filipino seaman who was earlier suspected to have been infected
with Ebola virus was cleared from the deadly virus. DFA spokesman
Charles Jose said the Philippine Embassy in Nigeria reported that the
test on Filipino seaman yielded "negative result" for Ebola. He said the
Filipino national was instead diagnosed with flu.

STAR: DFA confirmed that a Filipino seafarer is being tested for the
Ebola virus in Togo, West Africa. DFA spokesman Charles Jose said that
test results are still being awaited. Meantime, POEA administrator Hans
Cacdac said Filipino seafarers may soon be prohibited from leaving the
ports of Nigeria due to the threat of Ebola.
DZBB:
Umapela ang DFA sa mga OFW na inililikas sa Libya na huwag nang
tangkain pang lumipat ng ibang bansa o mag-TNT para makipagsapalaran.
Ginawa ng DFA ang apela sa harap ng ulat na may isang OFW na sumakay
ng inarkilang barko ng gobyerno para sumundo sa Libya pero ng makarating
ng Malta, Europe para sumakay ng eroplano ay hindi na nagpakita.
Patuloy ang pagberipika ng DFA sa OFW na ito.

409 OFWs mula sa Libya ang nakauwi na kagabi sa bansa ayon kay OWWA
Administrator Rebecca Calzado. Sa pag-uwi ng mga ito, umaabot na sa
mahigit 3,000 ang napauwing Pinoy ng pamahalaan kasunod ng pagtataas ng

 President Benigno S. Aquino III on Monday paid tribute to
the country’s past and modern-day heroes as he led the nation in
commemorating National Heroes Day at the Libingan ng mga Bayani in Taguig
City.


In his speech, President Aquino urged each Filipino citizen to emulate the
noble deeds of our heroes. He also lauded the country's modern-day heroes who
choose to empower their fellowmen instead of spreading negativism.


President Aquino cited in particular some of the Filipinos in Fukushima who
displayed optimism and strong faith despite the strong earthquake that
devastated Japan in 2011.


He also acknowledged the heroism of Noli Dela Cruz, a non-uniformed
personnel, who saved 36 people during the onslaught of Typhoon Yolanda
(Haiyan) in November last year.


“Sa dalawang halimbawang ito, kahanga-hanga ang ipinakitang kakayahan ng
Pilipino na maging tanglaw sa panahon ng kadiliman. Imbes na magbato ng
batikos o magpakalat ng negatibismo gaya ng nakakasanayan ng iilan ngayon,
pinili nilang maging lakas para sa kanilang kapwa,” he said.


He also extolled ordinary Filipinos, like teachers and soldiers, for their
contribution to nation building. “Nariyan ang bawat mamamayang nagsisikap na
paunlarin ang sarili, upang maging kapaki-pakinabang na miyembro ng lipunan,”
he said.


“Sa ngalan ng sambayanang Pilipino, maraming salamat po sa inyong lahat. Kayo
po ang patunay na ang lahing Pilipino ay tunay ngang lahi ng mga bayani,” he
added.


President Aquino, however, said that there are still few who remain
determined to bring back the old system.


“Ito po ang laban natin ngayon: ang maging mapagmatyag sa mga naghahasik ng
pagdududa at kasinungalingan; ang huwag maging kasangkapan ng mga
nagpapanggap na tagapagsulong ng reporma; ang magwaksi ng baluktot at
manindigan sa kung ano ang matuwid,” he said.


President Aquino mentioned an article written by Ma. Francesca Santiago, a
13-year-old student from Bacolod.


“Sabi pa niya, sa harap ng mga hamong dumarating sa ating bansa, imbes na
maging bukas ang isip at hanapin ang katotohanan, mas pinipili ng iba na
magpakalat ng mga bintang na walang basehan; sa halip na tumulong sa
paghahanap ng solusyon, may ilang mas gusto pang palalain ang takot at
pagdurusang dinaranas ng ating mga kababayan,” he said.



“Malinaw sa kanya: may karapatan ang lahat na magpahayag ng kanilang
saloobin, subalit may obligasyon din ang bawat isa na maging makatuwiran,”
the President said.



“Kahanga-hanga na mas mapanuri pa siya kaysa sa ilang mas nakatatanda sa
kanya. Kung ganito ang kalibre ng pag-iisip ng ating mga kabataan ngayon,
tiyak na magiging mas maliwanag ang atin pong kinabukasan,” he added.



President Aquino also said that the country has already been reaping the
fruits of reforms that his administration has instituted since 2010. Thus,
the President urged the Filipinos not to waste this opportunity.



“Mahigit apat na taon na nating tinatahak ang tuwid na landas. Nagbubunga na
ang mga ipinunla nating binhi ng pagbabago, at nagiging desperado na ang mga
mapagsamantala. Huwag po sana nating sayangin ito,” the President said.



“Ito po ang tanging paraan natin ng pagtanaw ng utang na loob sa mga bayaning
nagsakripisyo upang makarating tayo sa ating kinalalagyan ngayon. Ito po ang
tanging paraan upang masiguro nating kapag nagdiwang ng Pambansang Araw ng
mga Bayani ang mga susunod na henerasyon, aalalahanin, pasasalamatan, at
pagmumuni-munihan nila ang panahong ito, at kanilang sasabihin: Ito ang
panahong sama-samang nagpasya ang mga Pilipino na maging bayani,” he added.



The theme for this year’s celebration is “Bayaning Pilipino: Lumalaban para

Palace backs up MRT's decision to cease operation on Saturday


The Palace on Sunday supported the decision of the
Department of Transportation and Communication to suspend the operations of
the Metro Rail Transit (MRT) last Saturday.


In a press briefing over radio station dzRB Radyo ng Bayan, Deputy
Presidential Spokesperson Abigail Valte said the safety of the commuters
comes first.


“Malinaw din po ang patakaran ng DOTC (Department of Transportation and
Communications) na kapag sa kanila pong judgment ay hindi po dapat patakbuhin
ay ipapatigil po nila ang operasyon dahil marami nga po talagang sumasakay at
we cannot endanger the lives of those who ride the MRT,” said Valte.


“Malinaw naman po na if, at any time—in the judgment of the operator and in
the judgment of the administrator—na hindi po safe or kailangan po munang
itigil, ‘yon po, safety will always be paramount,” Valte added.


On Saturday, the MRT suspended its operation after train’s communication
system malfunction. What happened was the train operators can contact the
control center, however, the control center can not give instruction to the
train operators.


The MRT runs from Taft Avenue in Pasay City to North Avenue in Quezon City.


Valte noted all the necessary precautions and repair to the communication
system must fist be settled before the MRT goes operational again.


“So, in their judgment, they deemed na kailangan maayos po muna ‘yon bago po
simulan ulit ang operasyon,” she said. PND (ag)

President Benigno Aquino III will lead the commemoration of National Heroes Day at the Libingan ng mga Bayani in Taguig City on Monday.He will be accompanied by Defense Secretary Voltaire Gazmin, National Historical Commission Chair Dr.
Maria Serena Diokno, Taguig Mayor Ma. Laarni Cayetano, Taguig 2nd district Representative Lino Cayetano and Armed Forces Chief of Staff Gregorio Pio Catapang.The theme of this year is: “Bayaning Pilipino: Lumalaban para sa
Makatuwiran at Makabuluhang Pagbabago.”

In his message for the event, the President said we owe our freedom to our forefathers.
“We are, and will forever be, indebted to their sacrifice. We sustain their legacy as we persist in weaving
their dream of a free, inclusive, and empowered Philippines into a tangible reality,” he said.

The President also acknowledged the Filipino people’s struggle for reform.“Four years ago, the Filipino
people dared to go against the tide of indifference and braved the waters towards good governance and social justice. Despite seemingly insurmountable odds we forged on, never letting those who continue to sow greed, doubt, and
negativism undermine our love of country and people,” said the President.

“Through the most daunting circumstances—in the face of the strongest storm to hit our lands, in our

President safe as woman tries to smuggle gun inside Palace complex, says official


The Palace made an assurance that the President is safe
and the Presidential Security Group is doing its job to protect the chief
executive, a Malacanang official said on Saturday.


This is in connection with the arrest of Flora Pineda on Friday who tried to
enter the New Executive Building carrying a loaded .45 caliber pistol.


Pineda was apprehended by the PSG and was brought to the Manila Police
District for investigation.



In a radio interview over dzRB Radyo ng Bayan, Deputy presidential
spokesperson Abigail Valte said they took the incident seriously that's why
the PSG conducted an investigation.



The PSG is sharing information with the police, she said.



"Of course, we take any incident like this seriously that is why the PSG
immediately conducted their own investigation. Na-turn over ang babae sa
police members ng PSG when she was apprehended," Valte told dzRB Radyo
ng Bayan.



Valte said the suspect will be charged because a firearm was involved.



The Palace official also commended the PSG for handling the incident well
that if not foiled may have threatened the people inside the New Executive
Building.



There was no immediate threat to the President during the incident Friday
because he was not inside the NEB at the time, Valte said.



Initial investigation of the PSG revealed that Pineda wanted President Aquino
to step down allegedly for his failure to address social issues.



Pineda was originally from Cagayan but currently residing in Taguig City,

Palace official allays public fears, says health officials trained enough
to fend off Ebola virus



Health authorities in the Philippines have
enough capability to fend off the entry of Ebola virus as the disease spreads
in African countries.



The Department of Foreign Affairs confirmed recently that there is a Filipino
worker being tested for Ebola virus infection.



Deputy presidential spokesperson Abigail Valte told dzRB Radyo ng Bayan that
the Department of Health (DOH) screens people who manifest symptoms and also
those who travelled to countries with cases of Ebola infections.



This screening process is a measure being carried out as an extra layer of
precaution, she said.



Based on the advisory issued by the World Health Organization last month,
people in countries with reported infections are barred from traveling
abroad, Valte said.



"Nasasalo na po sila doon sa point of departure at may extra stringent
measures naman po tayo dito pagdating po sa ating bansa," she added.



The DOH implements a very stringent testing process on people with suspected
infection, she said. Following arrival in the country, the DOH monitors them
for 30 days.



Health official would call them daily to check if they have developed
symptoms of the Ebola virus, she said.



Valte allayed public fears saying the country's health personnel are trained
enough to handle such emergencies.



"Katulad nang 15 na katao na umuwi noong nakaraang buwan na galing sa
mga lugar na merong Ebola, negative naman silang lahat ayon sa naging resulta
after the 30-day monitoring period," she said.



Filipino health authorities were also able to protect the country from
MERS-CoV, a virus that originated in the Middle East.



The Ebola virus causes viral hemorrhagic fever that affects multiple organ
systems in the body and is often accompanied by bleeding.



Early symptoms include sudden onset of fever, weakness, muscle pain,
headaches and a sore throat. Patients eventually experience vomiting,
diarrhea, impaired kidney and liver functions -- and sometimes internal and
external bleeding.



Ebola spreads through contact with bodily fluids such as blood, saliva, urine
and other secretions of infected people.



It has no known cure and the virus posts more than 50 percent death rate.



Liberia, Sierra Leone and Nigeria are the leading African countries with a

PCOO asking for documents on sale of Solar Entertainment shares in RPN-9


The Presidential Communications Operations Office (PCOO) has
asked RPN-9 to submit all documents on the sale of Solar Entertainment
Corporation's shares in the network.


"Recently, our Office was informed that Solar Entertainment Corporation
(Solar) sold its total shareholdings at RPN-9 to the group of former Ambassador
Antonio Cabangon Chua. Records show that Solar owns 34.16 percent of
RPN-9," PCOO Secretary Herminio Coloma, Jr. said in a statement issued
Friday.


The government, through the Presidential Commission on Good Government
(PCGG), owns 20.80 percent of RPN-9.


Far East Managers and Investors, Inc. (FEMII), the group of former Ambassador
Roberto S. Benedicto, owns 32 percent, and private individual stockholders
own the remaining 13.04 percent.


RPN-9 is one of the agencies under the supervision of the PCOO, pursuant to
Executive Order No. 4, s. 2010.


The group of Cabangon Chua is set to take over management control of the
sequestered broadcasting firm RPN-9, following a deal to buy the stake held
by some key shareholders.


Cabangon Chua also has interests in print and radio media assets, as well as
in real estate, banking, insurance, and car dealership. PND (as)






Government will not waver in West Philippine Sea claims, Palace official says



The Philippine government will continue to push for its claim in the West Philippine Sea (South China Sea) and will use
all diplomatic ways to resolve its dispute with China, a Palace official said.


"The Philippine government will not cease in filing and availing of the
legal and diplomatic means in resolving this dispute. We have filed a
diplomatic protest," Presidential Spokesperson Edwin Lacierda said in an
interview in Malacañang on Friday.


"It is not a question of whether they will heed the diplomatic protest.
What is important is that the Philippine government continues to assert its
right against its neighbors," Secretary Lacierda said, noting that the
Philippines has availed of diplomatic and arbitration channels in resolving
its dispute with China.


Asked if the country is open to bilateral negotiations with China, he said,
“It makes no sense for us to negotiate bilaterally if the claimants to those
disputed seas or waters would comprise more than two claimant-countries.”


He said the government is very cognizant of the situation in the West
Philippine Sea and it will take measures to ensure the safety of Filipinos in
the area.


Lacierda however said that while the dispute with China remains unresolved,
the Philippines is still interested in dealing with the Asian giant,
especially in terms of trade. PND (as)






President Aquino to review small portion of draft Bangsamoro Law


The government and the Moro Islamic Liberation Front (MILF) peace panels have agreed on more than 70 percent of the draft Bangsamoro Basic Law, which was submitted to President Aquino on Wednesday evening, a Palace official has said.


"The bulk of it has already been agreed upon by both panels. More than
70 percent have been agreed upon, so we are looking at a few provisions that
would still need the President’s observation," Presidential Spokesperson
Edwin Lacierda said in an interview in Malacañang on Friday.


Secretary Lacierda said the President has seen the draft and is going through
it.


“Hopefully, we will be able to see kung ano ang magiging reaksyon ng ating
Pangulo at kung meron pa ba siyang gagawing mga aksyon,” he said, noting that
the President certainly knows the importance of the agreement, which will be
submitted to Congress within this month.

Asked if he thinks the President's review of the remaining 20 to 30 percent
would delay the submission of the draft law to Congress, Lacierda said it would
not.


He added that there has been close collaboration between the peace panels and
also between Executive Secretary Paquito Ochoa, Jr. and Mohagher Iqbal of the
MILF.


Both parties recognize the importance of the initiative and the MILF has
expressed optimism over the completion of the remaining segments of the draft
law, Lacierda said.


Once the draft law is approved by Congress, a plebiscite will be held and a
transition authority will be created in preparation for the conduct of an
election in the Bangsamoro in 2016.


President Aquino has vowed to push for the conduct of a fair and democratic
poll in the region before he leaves office in 2016. PND (as)

Pagkaraang maglingkod sa administrasyon nang mahigit na
dalawang taon bilang Prokurador Heneral, si Francis Jardeleza ay magiging
Mahistrado ng Kataastaasang Hukuman matapos na lagdaan ng Pangulong Benigno
S. Aquino, III ang pagtatalaga sa kanya bilang kapalit ng nagretirong
Mahistrado Roberto Abad.


“Itinalaga ng Pangulong Aquino si Prokurador Heneral Francis H. Jardeleza
bilang Mahistrado ng Kataastaasang Hukuman. Ipinadala na ang kasulatan ng
pagtatalaga sa kanya sa Kataas-taasang Hukuman kaninang umaga (Agosto 20),”
sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications
Operations Office, sa maikling kalatas na ipinadala sa mga reporter
Miyerkoles.


Si Jardeleza ang napili sa mga nominado sa naturang tungkulin na sina:
Mahistrado Apolinario Bruselas at Mahistrado Jose Reyes, Jr. ng Hukuman sa
Paghahabol; Tagapangulong Grace Pulido-Tan ng Komisyon sa Awdit at Hukom
Reynaldo Daway ng Regional Trial Court ng Lungsod ng Quezon.


Sa unang shortlist na ipinadala ng Judicial and Bar Counsel sa Kataastaasang
Hukuman ay hindi kasama ang pangalan ni Jardeleza, subali’t isinama ng JBC
ang pangalan ni Jardeleza at pinagbigyan naman ng Korte Suprema ang petisyon
nito para sa certiorari and mandamus.


Si Jardeleza ay naglingkod bilang Prokurador Heneral mula noong Pebrero 2012
pagkatapos na maglingkod siya bilang Deputy Ombudsman para sa Luzon mula
noong Hulyo 2011.


Nagtapos si Jardeleza with honors sa Kolehiyo ng Abogasya sa Pamantasan ng
Pilipinas noong 1974 at pumangatlo sa pagsusulit ng mga bagong abogado ng
naturang taon bago niya tinapos ang kanyang Masters of Law noong 1977 buhat
sa Harvard School of Law.


Kasapi siya ng Integrated Bar of the Philippines, Philippine Bar Association,
American Bar Association at ng Inter-Pacific Bar Association. Noong 1997 ay
natanggap siya sa New York State Bar at sa US Eastern and Southern Districts.

Makatutulong sa Davao Oriental ang paghirang ng UNESCO sa Mount Hamiguitan bilang ‘World Heritage Site’


Makatutulong nang malaki sa Davao Oriental ang
pagkahirang ng United Nations Educational, Scientific and Cultural
Organization (UNESCO) sa Mount Hamiguitan wildlife sanctuary bilang World
Heritage Site, sabi ni Gobernador Corazon Malanyaon ng nasabing lalawigan.


Kamakailan ay kinilala ng UNESCO na World Heritage Site sa ginanap na
Kapulungan nito sa Doha, Qatar, sabi ni Gobernador Malanyaon sa pulong
balitaan sa Malacanang matapos ang kanilang courtesy call sa Pangulong
Benigno S. Aquino III Miyerkoles ng umaga.


Ang Mount Hamiguitan ay tahanan ng may 2,000 tao at ipinagmamalaki nito ang
kanilang maliit o bonsai forest ayon sa UNESCO ay nagpapakita ng pambihirang
katutubong aquatic habitats na kinabibilangan ng mga pambihirang bulaklak at
mga uri ng hayop na ang walo ay matatagpuan lamang sa naturang kabundukan na
katulad ng katangi-tanging agila at cockatoo ng Pilipinas, ayon sa UNESCO.


Binigyang diin ng Gobernador na ang pambihirang yamang ito ng Kalikasan ay
nais nilang ipakita sa buong daigdig upang malaman nila ang malasakit natin
sa kapaligiran.


“Ang pook na ito ay idinelaklarang World Heritage Site dahil sa pambihira
nitong katangiang nagpapakita ng biodiversity, “ pahayag ng Gobernador.


Ang pagmamalasakit sa pambihirang pook sa daigdig ay sinimulan ng UNESCO
noong 1972 sa idinaos na kumbensiyon para pangalagaan at ingatan ang World

“Ipangako nating isasalin ang kanyang mga kaisipan at ang mga dahilan kung
bakit siya nanindigan nang matatag alang-alang sa saling-lahing hindi pa
isinisilang noong 1983, subali’t siyang patuloy na lumalasap ng kalayaan sa
pagpili, sa pag-iisip at pagpapahayag na kanyang ipinakipaglaban at
pinaghandugan ng buhay at siyang kaugalian ng ating bansa ngayon,” sabi ng

Pilipino),” sabi ni Lacierda.


“Dahil sa kanyang hindi matatawarang pagkamartir, si Ninoy Aquino ay
nakahanay na ngayon sa iba pang dakilang bayaning tulad ni Dr. Jose Rizal,
Jose Abad Santos at ng mga katulad ni Aquino ay mga biktima ng Martial Law na
nanindigan alang-alang sa kalayaan at karangalan,” dugtong pa ni Lacierda.


Si Ninoy Aquino ay pinaslang noong Agosto 21,1983 pagkadating niya sa
paliparan ng Maynila pagkaraan ng ilang taong mapilitang mamalagi sa Estados
Unidos.


Tatlong taon matapos siyang mag-alay ng buhay, ang kanyang balo, si Corazon
Aquino ay buong pagkakaisang iniluklok sa tungkulin pagkaraan ng walang
dumanak na dugong 1986 People Power Revolution na nagpabagsak sa diktaduryang

Tatlong bagay para sa akin ang kinakatawan ng ating taunang pagtitipon upang ipagdiwang ang Araw ng mga
Bayani.


Una, isa itong pag-alala sa mga taong sa simula ay may kani-kaniyang
pinagkakaabalahan. Lahat sila ay may personal na ambisyon: makapagtapos ng
pag-aaral, makahanap ng kabiyak, magtaguyod ng pamilya, magpalago ng negosyo
o kaya umunlad sa propesyon, at mamuhay nang tahimik. Subalit nang dumating
ang mga pangyayaring nakaapekto hindi lamang sa kanila kundi pati sa kanilang
mga kababayan, nalagay sila sa isang sangandaan. Puwede silang
magwalang-bahala at magpatuloy sa kanilang personal na laban. Subalit pinili
nilang lampasan ang pansariling agenda, takot, at pangangailangan upang
maisulong ang kapakanan ng mas nakararami. Nakita nila ang panganib ng
pagbangga sa mga makapangyarihan, pero hindi sila tumiklop. Alam nilang kapag
hindi nila ginamit ang kanilang talino at lakas para lumaban ay magpapatuloy
lang ang siklo ng pang-aabuso at karahasan. Sila nga po ang itinuturing
nating mga bayani. ‘Di po ba, madalas na nasasabi: Bayani ang mga karaniwang
tao na nalagay sa di-pangkaraniwang sitwasyon, at piniling gawin ang tama.


Ikalawa, isa rin itong pagpapasalamat. Dahil sa kanilang mga sakripisyo ay
tinatamasa natin ngayon ang iba’t ibang klase ng kalayaan: Malaya tayo sa mga
mananakop. Malaya tayo sa karahasan at pagkasira na dulot ng digmaan. Malaya
tayo sa diktador. Malaya tayong ipahayag ang ating mga sarili at abutin ang
ating mga pangarap.


Ikatlo, isa rin itong pagkakataon upang makapagmuni-muni tungkol sa ibig
sabihin ng pagiging bayani, hindi lang noong unang panahon, kundi sa ating
kasalukuyang sitwasyon. Mahalaga ito dahil bagamat malayo na ang naisulong ng
ating lipunan, malinaw na hindi pa tapos ang ating laban. Bukod pa rito,
nakaatang rin sa ating mga balikat ang responsibilidad ng pagsisigurong mas
malaya at mas maunlad ang Pilipinas na iiwanan natin para sa mga susunod na
henerasyon. Tunay nga po: iba na ang ating panahon kaya iba na rin ang klase
ng pagpapakabayaning maaari nating isabuhay.


Personal para sa akin ang pagbibigay-depenisyon sa pagiging bayani. Iba-iba
ang ating pinanggagalingan, at iba-iba rin ang ating kakayahan. Kung gayon
po, iba-iba rin ang pagkakataong bumubukas sa atin para maglingkod sa ating
Inang Bayan at sa ating mga kapwa Pilipino.


Naaalala ko nga po ang isang kuwentong ibinahagi sa akin ni Secretary Mon
Jimenez tungkol sa mga Pilipinong nakatira sa Fukushima prefecture sa Japan.
Taong 2011 noon, at katatapos lang tumama ng isang malaking tsunami. Marami
ang pumanaw, naulila at nagkasakit. Nawasak ang mga tahanan, at ang mga
naipundar ng mga nakatira sa Fukushima ay nasira, kung hindi man tinangay ng
malakas na agos. Malungkot ang mga tao, at tila wala nang pag-asang
magpatuloy sa buhay. Sa gitna ng pagdurusang ito ay may mga Pilipinong hindi
matapos sa pagpapasalamat sa Poong Maykapal dahil nakaligtas sila sa sakuna.
Hinawaan nila ng kanilang sigla at matibay na pananalig ang mga kapitbahay
nilang Hapones, at sa tulong ng kanilang positibong disposisyon ay nagsimula
ang muling pagtatatag sa Fukushima.


Nariyan din po ang kuwento ni Noli dela Cruz, isa sa ating non-uniformed personnel.
Noong kasagsagan ng bagyong Yolanda, mabilis siyang kumuha ng mga kumot at
damit upang mapagtali-tali ito, nang may makapitan ang kanyang mga kapitbahay
na tinatangay ng baha. 36 katao ang nailigtas niya sa pamamagitan nito.


Sa dalawang halimbawang ito, kahanga-hanga ang ipinakitang kakayahan ng
Pilipino na maging tanglaw sa panahon ng kadiliman. Imbes na magbato ng
batikos o magpakalat ng negatibismo gaya ng nakakasanayan ng iilan ngayon,
pinili nilang maging lakas para sa kanilang kapwa.


Dapat rin nating tandaan na marami ring bayani ang hindi napapangalanan o
nababalitaan ng karamihan. Nariyan ang mga Pilipinong imbes na sumuko sa
panahon ng sakuna ay walang pagdadalawang-isip na nakipagtulungan sa kanilang
kababayan. Nariyan ang mga gurong buong pagmamahal na gumagabay sa mga
susunod na henerasyon. Nariyan ang mga alagad ng batas na pinipiling tuparin
ang kanilang tungkulin sa halip na sumuko sa tukso ng mabilis na kita.
Nariyan ang mga sundalong buong tapang na ipinagtatanggol ang ating teritoryo
at mamamayan. Nariyan ang mga propesyunal na ginagamit ang kanilang talino
upang mapaglingkuran ang mga kapwa nila Pilipino. Nariyan ang mga pinuno ng
relihiyon na kasangga natin sa paglaban sa katiwalian at pagsusulong ng
reporma. Nariyan ang bawat mamamayang nagsisikap na paunlarin ang sarili,
upang maging kapaki-pakinabang na miyembro ng lipunan. Sa ngalan ng
sambayanang Pilipino, maraming salamat po sa inyong lahat. [Palakpakan] Kayo
po ang patunay na ang lahing Pilipino ay tunay ngang lahi ng mga bayani.


Nasa isandaang milyon na raw ang bilang ng mga Pilipino, ayon sa huling
pagtataya ng Commission on Population. Sa mga araw na tulad nito, hindi ko
mapigilan ang sarili na mag-isip at magtanong: Ano kaya ang puwedeng makamit
ng isandaang milyong Pilipinong nagbabayanihan tungo sa isang layunin? Wala
nang mananakop, wala nang digmaan, wala nang batas militar. Subalit puspusan
pa rin ang mangilan-ngilang gustong ibalik ang dating sistema ng pandurugas
at panlalamang. Ito po ang laban natin ngayon: ang maging mapagmatyag sa mga
naghahasik ng pagdududa at kasinungalingan; ang huwag maging kasangkapan ng
mga nagpapanggap na tagapagsulong ng reporma; ang magwaksi ng baluktot at
manindigan sa kung ano ang matuwid.


Ito nga po ang dahilan kung bakit kahanga-hanga para sa akin ang nabasa kong
artikulong inilathala sa isang pahayagan kamakailan lang. Isinulat po ito ni
Ma. Francesca Santiago, na estudyante mula sa Bacolod. Sinabi niyang noong
una, hindi siya gaanong nakikibalita tungkol sa pulitika dahil ibang bagay
ang mas gusto niyang pagtuunan ng pansin. Kaya lang nababahala raw siya sa
mga nababasa at napapanood niya sa mga panahon ngayon. Tila uso na raw kasi
ang magbato ng sisi, kahit na doon sa mga ginagawa ang lahat ng kanilang
makakaya upang maisulong ang interes ng mamamayan. Sabi pa niya, sa harap ng
mga hamong dumarating sa ating bansa, imbes na maging bukas ang isip at
hanapin ang katotohanan, mas pinipili ng iba na magpakalat ng mga bintang na
walang basehan; sa halip na tumulong sa paghahanap ng solusyon, may ilang mas
gusto pang palalain ang takot at pagdurusang dinaranas ng ating mga
kababayan. Malinaw sa kanya: may karapatan ang lahat na magpahayag ng
kanilang saloobin, subalit may obligasyon din ang bawat isa na maging
makatwiran. Nagulat nga po ako nang makita ko ang edad ni Ma. Francesca: eh
13 taong gulang pa lang siya. Kahanga-hanga na mas mapanuri pa siya kaysa sa
ilang mas nakatatanda sa kanya. Kung ganito ang kalibre ng pag-iisip ng ating
mga kabataan ngayon, tiyak na magiging mas maliwanag ang atin pong
kinabukasan.


Mahigit apat na taon na nating tinatahak ang tuwid na landas. Nagbubunga na
ang mga ipinunla nating binhi ng pagbabago, at nagiging desperado na ang mga
mapagsamantala. Huwag po sana nating sayangin ito. Ito po ang tanging paraan
natin ng pagtanaw ng utang na loob sa mga bayaning nagsakripisyo upang
makarating tayo sa ating kinalalagyan ngayon. Ito po ang tanging paraan upang
masiguro nating kapag nagdiwang ng Pambansang Araw ng mga Bayani ang mga
susunod na henerasyon, aalalahanin, pasasalamatan, at pagmumuni-munihan nila
ang panahong ito, at kanilang sasabihin: Ito ang panahong sama-samang
nagpasya ang mga Pilipino na maging bayani.

Lanao del Norte ARC 40th CPWASH project beneficiary



EFFORTS to promote healthy lifestyle in remote villages
are gaining more grounds as another agrarian reform community (ARC) in Lanao
del Norte became the latest recipient of the so-called community-managed
potable water supply sanitation and hygiene (CPWASH), the Department of
Agrarian Reform (DAR) said yesterday.


Lanao del Norte provincial agrarian reform program officer 1 Alibasa Andig
said members of the Macatin-ao ARC hailed the CPWASH project as it would
spare them from being afflicted with water-borne diseases. The project is
made up of two rain water collectors, three iron removal filters, four
bio-sand filters and one biogas digester.


Andig said there are about 200 households in the ARC, 132 of whom are
families of agrarian reform beneficiaries, who would benefit from the
P160,000-worth project.


The DAR-Bureau of Agrarian Reform Beneficiaries’ Development (BARBD) said the
Macatin-ao ARC is the 40th recipient of the said project, which the DAR is
promoting to provide far-flung villages with low-cost supply of potable
water.


Part and parcel of the project is the biogas digester, a sanitation facility
that is capable of converting animal and human wastes into cooking gas
similar to the liquefied petroleum gas (LPG) - an end product that is viewed
as a come on for far-flung villagers to put up their own comfort rooms with
the digester serving as septic tank.


Besides the Macantin-ao ARC, BARBD said 45 rain water collectors, 289 iron
removal filters, 282 bio-sand filters and 131 biogas digesters have already
been established in 39 ARCs nationwide.


As a bonus of sort, local villagers were hired as project construction
workers, giving them hands-on training which they could use in putting up
similar project in their village and nearby communities on their own, thus,
providing them the opportunity to earn additional income.


During the turnover ceremony, Baroy Municipal Mayor Rosa Olaffson expressed
her appreciation to the DAR for choosing Barangay Maliwanag as the pilot site
of the project.


Chief Agrarian Reform Program Officer Alex Lomondot reminded the members of
the cooperative to properly maintain the facilities so it would continue
providing them safe drinking water.


CPWASH was conceptualized by the Department of Agrarian Reform to install
low-cost water supply technology and sanitation systems for safe, clean and
potable water supply for farmers and their families in the community.






Filipino-Canadian Kids in Ottawa Celebrate “Buwan ng Wika”


22 August 2014 - In a continuing effort to engage the
youngest members of the Filipino-Canadian community, the Philippine Embassy
opened the doors of Tahanang Rizal, the Ambassador’s official residence on
August 16 for its annual children’s day in Ottawa.


Now on its third year, the Embassy’s ABaKaDaAtbp. affords children of
Filipino heritage the opportunity to understand their cultural identity by
appreciating Filipino language, history, dances, songs, stories, games and
food.


Some 20 pupils greeted the Embassy Chargé d’Affaires (CDA) Eric Gerardo E.
Tamayo and his wife with the mano, a time-honored tradition they learned at
home and from previous runs of ABaKaDa. Reminiscent of flag ceremonies in
Philippine schools, they stood at attention while singing the Lupang Hinirang
in unison.


Vanessa Merjudio-David, ABS-CBN correspondent, led the review of the Filipino
alphabet and numbers as well as introduced Filipino phrases and words,
including parts of the body by way of the songs Paa, Tuhod, Balikat, Ulo and
Sampung mga Daliri. The children learned to express their interests which
invariably centered on games and food. “I’m happy to see that our kids are
very eager to learn the Filipino language. And true to Filipino humor, their
favorite new phrase was Gutom na po ako!” Ms. Merjudio-David said.


Philippine Dance Troupe of Ottawa (PDTO) instructor Vanessa Solo Gomez
challenged the kids to learn the art of Pandanggo sa Baso and Tinikling. She
also encouraged them to join the growing PDTO and to learn more Philippine
dances.“After learning a few steps, I believe that our young participants
have a better appreciation of the skill and agility demanded by Filipino folk
dances and the fun of it all,” Ms. Gomez observed.


August showers did not stop the children from thoroughly enjoying traditional
Filipino games held indoors. The Philippine Embassy’s Miguel Luis Moreno
brought them back to days before the advent of console gaming and the
internet, when children went out to play street games such as piko, luksog
tinik and taguan. Mr. Moreno also explained the concept of taya where players
determine the “it” through a process of elimination by a peculiar show of
hands. Honoring Apolinario Mabini on his sesquicentennial, Mr. Moreno segued
to the legacies of the hero as the Filipino icon of persons with disabilities
(PWDs). He also presented other Philippine icons such as the bahay kubo,
balut, sari-sari stores, arnis and the walis which the children thought was
“a great way to use coconuts.”


Mrs. Maura David, playing Lola Basyang, rounded out the program with the
story of Itim na Pusa by Joyce Macorol. Testing their comprehension, Mrs.
David drew out the children’s thoughts on the story’s moral lessons.


As a special treat, Ms. Regina Sosing of Tinig Pinoy featured some of the
participants in her radio program and allowed them to share the highlights of
their day with listeners from around the world.


As in previous years, the program ended with the children presenting to their
parents the day’s take-away.


“ABaKaDaAtbp. is something Filipino-Canadian children can look forward to
every summer. It is heartening to see parents so eager to give their kids a
Filipino childhood experience. In preserving Filipino traditions and culture,
the Embassy’s programs span virtually all age groups – from seniors to
children and all in between. We are thankful for members of the Filipino
community, such as our teachers today, for contributing to these endeavors,”
CDA Tamayo stated.






Drinking Water Problem in Kitcharao, Agusan Del Norte Solved - Roxas


Interior and Local Government Secretary Mar Roxas today
clarified that our National government is always willing to listen and
receptive to the needs and problems of our countrymen not only from Metro
Manila but from the provinces, as well.


Roxas pointed out the 1, 103 residents of Barangay Sangay in Kitcharao,
Agusan del Norte as among the many beneficiaries of the water supply
project,“Sagana at Ligtas na Tubig para sa Lahat (SALINTUBIG),” a program of
the Department of Interior at Local Government (DILG) in Region 13.


Roxas said the government, through the DILG, provides the projects that the
citizenry is clamoring for under the Grassroots Participatory Budgeting (GPB)
or what is more commonly known as Bottom-Up Budgeting (BUB).


Roxas explained that the P1 million peso Salintubig project in Barangay
Sangay, Kitcharao in Agusan del Norte was brought to them by the residents of
said Barangay through their Civil Society Organization which endorsed it.
Thus, more than 1,000 residents of the area are now benefitting from the
project.


“We were thinking that the government has forgotten us and closed its doors
to us but when we followed the right process and brought the matter to our
local organization, we were very thankful to the government because we now
have a clean source of drinking water,” narrated Bartolome Abejero, Sr, Chief
of Barangay Sangay.


Abejero also said that the problem on physical hygiene in his barangay was
reduced greatly because they now have an easier access to water.


“Children in our community used to get sick frequently with stomach ache,
diarrhea and other water-borne diseases but not anymore. Now, we no longer
save rain water nor do we drink water stored for a long time,” Abejero added.


Sec.Roxas said DILG’s Salintubig Program is in keeping with Millennium
Development Goal no. 7 which states, among others, that 50% (fifty percent)
of the world’s population should have access to clean and safe water.


Roxas added that the provision of water and sanitation is also in accord with
the Philippine Development Plan for 2011-2016 of the current government.


The Secretary further said that to the funds earmarked by the national
government which was coursed through the DILG, 10 percent or P100,000 was
added by the local government unit of Agusan del Norte as its share to the
program which is now benefitting 220 families and households in Barangay
Sangay.


Abejero said that the faster GPB process readily solved what they thought was
a lifelong problem of lack of water in their community.


“Now, we no longer have to approach and beg politicians to solve problems
that we bring to their attention. Because of GPB, we only need to approach
our local organization for them to give their recommendation and endorsement
which are faster and sure to receive funding,” added Abejero, Chief of
Barangay Sangay in Kitcharao.






15,977 workers in 6,379 companies trained on productivity in the first semester of 2014—Baldoz


Labor and Employment Secretary Rosalinda Dimapilis-Baldoz
yesterday said that the DOLE's National Wages and Productivity Commission
(NWPC) and its 16 Regional Tripartite Wages and Productivity Boards (RTWPBs)
have provided productivity orientation and trained 15,977 workers of 6,379
companies nationwide, upgrading their efficiency and competitiveness.


“We believe that achieving productivity means harnessing the Filipino spirit
of bayanihan (teamwork) in the workplace based on a commonly-shared ISTIV
Values applied to work systems by both owners and workers, especially among
micro, small, and medium enterprises,” said Baldoz.


Citing a report of NWPC Executive Director Criselda Sy, Baldoz said that from
January to June 2014, the NWPC and the 16 RTWPBs have conducted Productivity
101 orientation to 4,309 companies which benefitted 9,940 workers, compared
to only 2,551 establishments with 5,558 workers during the same period in
2013.


They have also provided ISTIV training to 2,070 companies which benefitted
6,037 workers. The ISTIV training include ISTIV Plus, ISTIV Bayanihan,
Service Quality, and 5S. During first semester of 2013, the NWPC and the
RTWPBs only covered 2,707 workers in 912 establishments with these ISTIV
Training.


ISTIV is a values-driven human resource strategy for quality and productivity
(Q&P) improvement rooted on the five ideal attributes of a productive
worker--Industrious, Systematic, Time-conscious, Innovative, and with strong
value for work. This DOLE program is aimed at providing technical support for
the growth of micro-enterprises to become productive and competitive in the
market.


Productivity 101, on the other hand, is about basic productivity concepts and
measurements, values awareness program, 5S of good housekeeping (Sort,
Systemize, Sweep, Standardize and Self-discipline), and a requirement to the
more advanced productivity training programs of DOLE.


Productivity 101 and ISTIV training are part of the DOLE's expanded
productivity programs in line with the strengthened implementation of DOLE's
wage policy reform, which advocates for a tighter link between pay and
productivity.


“What makes the DOLE's productivity strategy more unique from the rest is
that all our productivity advocacy and capacity-building interventions are
offered free to MSMEs,” said Baldoz.


In 2010, the DOLE had consolidated all training programs, and developed and
deployed improved modules on quality and productivity technologies to
strengthen productivity advocacy.






DOST-ICT Office, PSIA launch Philippine Startup Challenge


Manila, Philippines — The Department of Science and Technology-Information
and Communications Technology Office (DOST-ICT Office) and the Philippine
Software Industry Association (PSIA) launched the first ever Philippine
Startup Challenge (PSC) to promote ITpreneurship in the country.


Philippine Startup Challenge, a nationwide startup competition catered
towards college students, aims to inspire the youth to jumpstart innovative
technology ideas that can address relevant issues in the society today. The
competition also aims to promote the spirit of entrepreneurship among
students.


Preceding the launch of the national competition, DOST-ICT Office and PSIA
also conducted a series of startup bootcamps among IT and computer sciences
teachers to equip them with the basic methods and principles of building a
startup.


Bootcamps were held last July in key regional locations throughout the
country including Cebu, Legazpi, Davao, Baguio, and Metro Manila. Faculty
participants of the bootcamps in these cities were encouraged to mentor
students who are interested in joining PSC.


Teams composing of four (4) members (3 students and 1 faculty adviser) are
invited to join the competition with their software or internet-based entries
until September 5. To be eligible for application, the faculty adviser of the
team must have attended at least one (1) preparatory bootcamp conducted in
their city.


The entries will go through two phases of selection process. Top 20 teams
from the overall number of entries will receive coaching sessions and will be
given a chance to pitch their

startup ideas to a panel of respected judges from the startup incubator,
accelerator, and investment sector.


Winning teams will be chosen at the end of the year and they will have the
chance to receive mentoring and guidance from experts in the technology
startup community.


The startup challenge was also conceptualized as a way to tap the potential
of the Philippines to be a startup hub as the fastest growing economy in
Asia.


According to Monchito Ibrahim of the DOST-ICT Office ― "Majority of
local software startups are born during their early years in college and
continue to grow right after graduation The same trend goes for all startups
all over the word wherein most entrepreneurs of this generation started at a
relatively young age. We and PSIA conceptualized the PSC with the objective
of encouraging our students to come up with innovative startup ideas as early
as possible."


PSIA President Joey Gurango mentioned that ―"The PSC is part of our
objective to develop at least fifty (50) startup companies by the end of 2014
and develop ten (10) globally recognized startups earning a total of one (1)
million US Dollars in revenue by 2016."


PSC is made possible with the support of the Philippine Society of IT
Educators (PSITE) and the National ICT Confederation of the Philippines
(NICP) and with the collaboration of IBM, Ideaspace Foundation Inc.,

Big treat awaits employees, trainees as TESDA turns 20



Turning 20 this year, the Technical Education and Skills
Development Authority (TESDA) will pay tribute to its outstanding employees,
showcase the skills of its trainees and award outstanding graduates and
partners as it sets sights on delivering quality and relevant technical
vocational education and makes it the choice of Filipinos.


The opening salvo of the four-day celebration, which will begin on August 26,
will feature some of the country's basketball legends playing against TESDA
employees and tech-voc graduates in a friendly exhibition match dubbed Shoot
for Your Dreams.


"Their drawing power is not only aimed at making more people like
basketball, but technical vocational education as well," TESDA Director
General Joel Villanueva said.


"In a way, they want to impart the message to the youth that shooting
for their dreams is possible through the technical vocational education
pathway," he said.


Villanueva will play in the match alongside former Philippine Basketball
Association (PBA) players composed of Marlou Aquino, Jerry Codiñera, Bal
David, Kenneth Duremdes, Bobby Jose, Alvin Patrimonio and Rodney Santos.


The players will join Villanueva in a news conference at 2 p.m. on Tuesday,
August 26 at the TESDA complex in Taguig City. The basketball game will
follow at 4 p.m. at the Multi-Purpose Covered Court, which will also be
inaugurated after undergoing major renovation.


The renovation was a public-private partnership undertaking between TESDA and
the Association of Construction and Informal Workers (ACIW), which trained
and developed the skills of 150 out-of-school youths in construction-related
courses under the training cum production scheme.


In several phases, they worked to rebuild the court, applying the skills they
learned from the training.


Five of the graduates who have undergone assessment and awarded National
Certificate will be present during the inauguration.


August 27 will be health and wellness day for the employees and guests as
they are offered free services such as massage, haircut, hand and foot spa
and facial treatment. There will also be an offsite physical examination to
be facilitated by Cocolife.


Vaccinations against certain illnesses will also be made available.


August 28 will be a "throwback Thursday" for the employees as they
are treated to a video that will capsulate their work in the agency. The day
will also be dedicated to outstanding employees as various awards are handed
out recognizing their contribution to TESDA.


On the same day, TESDA will also recognize its private and institutional
partners through the annual Kabalikat awards. Tech-voc graduates who have
also made a difference in their communities will also be feted with the Idols
ng TESDA award.


Senator Paolo Benigno “Bam” Aquino will grace the occasion as the guest
speaker during the awarding ceremony.


On August 29, the day will be filled with a showcase of various skills that
will be capped with a skills showdown between Villanueva, a certified
barista, and chef Boy Logro, host of a television cooking show and one of
TESDA'S career ambassadors.


Among the skills that will be on demonstration are on fruit carving, beauty
care, bread and pastry production and flower arrangement.


For the entire week, there will be a bazaar at the complex featuring variety
of items. Kiosks of TESDA partners will also be installed to highlight the
agency's partnership with the private sector, local government units and
government agencies, including Coca Cola Philippines, Liter of Light, and
Pnoy Bayanihan Project.






August 2014 Geodetic Engineer Licensure Examination results released in one (1) day


The Professional Regulation Commission (PRC) announces
that 179 out of 479 passed the Geodetic Engineer Licensure Examination given
by the Board of Geodetic Engineering in Manila this August 2014.


The members of the Board of Geodetic Engineering who gave the licensure
examination are Engr. Pedro L. Noble, Officer-In-Charge and Engr. Restituto
U. Bautista, Member.


The results were released in one (1) working day from the last day of
examination.


Registration for the issuance of Professional Identification Card (ID) and
Certificate of Registration will be on September 1 and 2, 2014. Those who
will register are required to bring the following: duly accomplished Oath
Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula),
1 piece passport size picture (colored with white background and complete
nametag), 2 sets of metered documentary stamps and 1 short brown envelope
with name and profession and to pay the Initial Registration Fee of P600 and
Annual Registration Fee of P450 for 2014-2017. Successful examinees should
personally register and sign in the Roster of Registered Professionals.



The date and venue for the oathtaking ceremony of the new successful

DFA spokesperson shares DFA's mission, programs with Davao University students


23 August 2014 - The Spokesperson of the Department of
Foreign Affairs (DFA), Assistant Secretary Charles C. Jose, gave a talk on
Philippine foreign policy before International Studies and Political Science
students today, August 22, at Finster Auditorium, Ateneo de Davao University
(ADDU), Davao City.


The DFA Spokesperson's convocation capped ADDU's celebration of Philippine
Foreign Relations Week, which is on its fourth year. This year's celebration
bears the theme, " Current Challenges of Philippine Foreign
Policy." It was organized by second-year International Studies students
of ADDU, under the guidance of International Studies Department Chairperson
Martin O. Escobido, Jr., Political Science Department Head Dr. Christine Diaz
and International Studies Department Faculty members Akeem Jade G. Fabila and
Philip Biongan.


ADDU President Rev. Fr. Joel E. Tabora, S.J. delivered the welcome address.


"Philippine foreign policy is independent and principled. At its core
are cherished values, particularly those of democracy, freedom, the peaceful
settlement of disputes and the rule of law," Assistant Secretary Jose
said.


"These values guide the DFA, including its 1,300 Foreign Service
personnel in 84 embassies and consulates worldwide, in pursuing the three pillars
of our foreign policy," he added.


On the protection of overseas Filipinos, the DFA Spokesperson underscored the
need for Foreign Service Officers to be aware of cultural and legal nuances
in host countries in order to effectively assist distressed Filipinos abroad.


He also shared the economic diplomacy programs of the DFA in recent years,
emphasizing the significant role of the DFA in creating jobs and alleviating
poverty at home. He said that "placing the development priorities of the
Philippines in the global economic agenda is among the thrusts of the DFA as
the Philippines prepares for the realization of the ASEAN Economic Community
and APEC hosting next year."


On the preservation and enhancement of national security, Assistant Secretary
Jose highlighted the challenges arising from the disputes in the West
Philippine Sea/South China Sea and the Philippine Government's initiatives to
address these challenges.


The DFA Spokesperson ended his lecture by inviting the students to join the
Philippine Foreign Service and take part in the promotion of the country's
foreign policy.


A Q&A session followed the lecture. Students and faculty members sought
the DFA Spokesperson's views on ASEAN integration, the Israel-Gaza conflict
and APEC hosting preparations, and tips on reviewing for the Foreign Service
Officer Examinations.


Also in attendance were Political Science majors from the University of
Mindanao and Mindanao Kokusai Daigaku. Staff writers from Edge Davao and

Cebu lady farmer believes in “knowledge is power”



FOR LILIA Caburnay, farming is more than just knowing how
to till the farm. One must also equip himself/herself with the latest farming
know-how to truly enjoy a bountiful harvest.


Nang Lilia, as her peers fondly call her, took this to heart as she found
herself spending her idle moments attending farming seminars and/or workshops
to enrich her knowledge about the latest technology that she could apply in
her two-hectare farm in Barangay Canlumanpao, Toledo, Cebu. The Department of
Agrarian Reform (DAR) awarded the said farmlot to her in 1997 under the
Comprehensive Agrarian Reform Program (CARP).


Whatever she is lacking in physical strength, Nang Lilia makes up for it with
farming know-how, believing that, to borrow the famous line of the late media
practitioner Ernie Baron, “knowledge is power.”


Among the government-sponsored training programs that she had attended
included the “Long Season Farmers’ Field School in Banana Production,” the
“Integrated Rice Technology Demonstration” and the “Trainers on Extension
Delivery System for Agricultural Extension Workers and Barangay Agricultural

These trainings and seminars helped double her harvests from her farm where
various kinds of cash crops are growing, like mango, banana, eggplant,
calamansi and camote root crops.


From her 600 fruit-bearing calamansi and 32 mango trees, she is earning
around P24,000 annually, while gaining just as much from her other cash
crops.


Her husband, Ricardo, has been attending their ricefield, from which they
earned average income of P31,500 last year. She said it was made possible
with the help of their cooperative, the Bulahan Canlumampao Multi-Purpose
Cooperative (Bucampuco) through its farm implements that it rents out to
farmer-members. Nang Lilia is the chairperson of the said cooperative.


The lady farmer, however, is not contented with what she had learned. She
even took one step further when she made her own innovations, combining
newfound farming techniques with personal experiences she gained from her
father, a farmer himself.


“Farming is really my passion. It runs through our family. That is why I
always attend seminars to enhance my farming knowledge by combining new
techniques with past experiences,” she confides.


Her feat caught the attention of the government, with the Department of
Agriculture citing her as an “outstanding rice farmer in Cebu in May 2010.


Already a full-pledged farmer-entrepreneur, the mother of eight couldn’t ask
for more as she is happy to see her children grow through the “fruits of her
labor.” Four of her children have already finished their studies, the eldest
is a graduate of Hotel and Restaurant Management, the second a teacher, the
third an agriculturist and the fourth a police aspirant.


Everything, she says, was made possible through hard work and perseverance.






Arrears Management Teams (AMTs) collect over 2 billion pesos



The Arrears Management Teams (AMTs) of four (4) Revenue
Regions (RR) of the Bureau of Internal in Metro Manila had collected P2.205 billion
since the pilot implementation of the Arrears Management Project (AMP) in
2013.



As of January to July of 2014, the AMTs collected P1.187 billion from Metro
Manila taxpayers with old tax liabilities. In 2013, a total of P1.081 billion
was collected from March to December 2013.



The AMP was conceptualized in recognition of the (ever) increasing Accounts
Receivables/Delinquent Accounts (ARs/DAs) of the Bureau of Internal Revenue
(BIR), introducing a structure of timely, appropriate, and cost effective
collection actions and interventions in the management of arrears.



The project involves the fielding of Seizure Agents and staff in centralized
AMTs, locating delinquent taxpayers and undertaking collection enforcement
activities through streamlined procedures and policies culled from
international best practices.



The AMT Heads are Ma. Gina B. Gagarin of RR No. 5-Caloocan City, Renato P.
Del Rosario of RR No. 6 – Manila, Sairah P. Mandia of RR No. 7 – Quezon City,
and Racquel A. Manalang of RR No. 8 – Makati City.



Current project head is Collection Performance Monitoring Division OIC-Chief
Grace Evelyn A. Lacerna, replacing then Project Manager Head Revenue
Executive Assistant Noe C. Balbedina. She is backstopped, among others, by
ARs/DAs Core Experts, Chiefs and Staff of the four (4) BIR regions in Metro
Manila.



The AMTs’ (pilot) activities shall be expanded to RR No. 4 – Pampanga and RR
No. 9 – San Pablo City after the submission of the final evaluation report by
the Evaluation Team tasked to conduct the evaluation for the first semester
of 2014.






DILG Chief Presses NCRPO Chief to step up Anti-Crime Campaign and relieve
underperforming Cops, Station Commanders in Metro Manila


Interior and Local Government Secretary Mar Roxas today
announced several significant accomplishments of the National Capital Region
Police Office, whose officials are under strict orders to wage a more
vigorous anti-criminality campaign in the region.


The DILG chief said Director Carmelo Valmoria, NCRPO chief, has ordered the
relief of the chief of police of Caloocan City, Supt. Bernard Tambaoan last
August 14 “due to certain deficiencies in administrative performance.”


Valmoria also relieved on Tuesday (Aug. 19) the Station Commander of the
Manila Police District’s Station 11, Supt. Luis Rafinan Francisco Jr. for his
failure to reduce crime incidents in his area of responsibility.


“The leadership of NCRPO has sent a strong signal to all Chiefs of Police and
Station Commanders in Metro Manila that they will be relieved from their
posts if they cannot keep up with their performance to bring down crime
incidents in their areas of responsibility,” Roxas said.


On the other hand, the DILG chief said Police Officer 2 Cesar Tolentino of
Caloocan City PNP office, will be given recognition and one rank higher
promotion for his heroic act of neutralizing two suspects riding in tandem on
a motorbike who staged a robbery hold-up at the Orange Gas Station along Quirino
Avenue, Quezon City at 7pm last August 17.


The other significant anti-criminality accomplishments of the NCRPO include
the arrest of leader Mac Lester Reyes and other three members of a notorious
hijacking group operating in Metro Manila and nearby provinces; the arrest of
Arnold Binasoy, one of the Most Wanted Person in Isabela; and the arrest of
Roger Rasaban, top 3 Most Wanted Person in Pasay City.


To improve police visibility and enhance the conduct of police
checkpoints/chokepoints and foot patrols in Metro Manila’s crime-prone areas,
Valmoria has deployed more than 100 police personnel from the PNP NHQ and the
Regional Public Safety Battalion to police stations having recorded high
incidence of index crimes.


Valmoria has also deployed 932 Police Trainees in the five Police Districts
in Metro Manila which include the Northern Police District; Eastern Police
District; Manila Police District; Southern Police District; and Quezon City
Police District.


The DILG chief instructed Valmoria to deploy the NHQ and RPSB augmentation
troops to the police stations in Tondo, Manila, Batasan Hills area in Quezon
City, as well as parts of Caloocan City and Pasay City. These areas were
reported to have had a rise in crime incidents, including homicide, theft,
and robbery.


“We have to continuously think of ways on how to improve further our
anti-criminality campaign. We must determine if we need to change our
anti-crime tools or determine if it’s the leadership that we need to change,”
Roxas told Valmoria.


“What we need here is to raise the ante of their performance. If they cannot
keep up with our standards, you should fire them (underperforming PNP
officers). I do not care who their padrinos are. We should replace them ASAP
if they cannot perform according to what is expected of them,” the DILG chief
added.


Meantime, the PNP Criminal Investigation and Detection Group’s Special Task
Group PIVOT reported to the DILG chief the arrest of three “high-value”
targets operating in Metro Manila.


Sr. Supt. Rudy Lacadin, PNP CIDG deputy chief for operations, reported to the
DILG chief the arrest of the leader and two members of the notorious Alvin
Nidua Gun-for-Hire Group after a shootout in Taguig City last August 13.
Alvin Nidua and his cohort Joel Palacio where arrested in said incident while
Allan Loreno, a member of the group was arrested after he visited the wounded
Alvin Nidua in a hospital in Taguig City.


Two other accomplishments of the STG PIVOT include the arrest of Aniceto
Dumduya and Uba Tuban, both suspected members of the “Panga” robbery hold-up
group operating in Metro Manila and its nearby areas.


Lacadin also reported the arrest of suspect Ethel Bernas, an employee of the
Bureau of Customs, who is allegedly involved in robbery-extortion activities
victimizing importers and traders operating at the NAIA Terminals in Pasay
City.

sari-saring kaso at krimen na binabantayan nito, dapat aniyang patuloy pa
ring paigtingin ng CIDG, sa pangunguna ng PNP-CIDG Special Task Force PIVOT
nito, ang paghuli sa mga nasabing Most Wanted Persons.


“Sa bawat krimen na napipigilan natin na maisagawa at sa bawat iligal na
gawain na nasasakote natin, nababawasan ang panganib sa buhay ng ating mga
kababayan. Nababawasan din ang banta ng karahasan sa ating kapaligiran na
maaaring bumiktima hindi lamang sa mga inosenteng sibilyan, kundi maging sa
mismong mga operatiba ng pulis at armed forces,” paliwanag ni Roxas.


Kaugnay nito, kinilala ni Sec. Roxas ang matagumpay na operasyong isinagawa
ng nabanggit na Special Task Force PIVOT kung saan natunton at na-aresto nito
ang tatlo sa mga “high-value” targets, na sinasabing responsable sa ilang
kriminal na aktibidad sa Kamaynilaan.


Kinilala ni Sr. Supt. Rudy Lacadin, deputy chief for operations ng PNP CIDG
sa ulat nito kay Roxas, ang tatlong naaresto na sina Alvin Nidua na mula sa
Gun-for-Hire Group, at mga kasama nitong sina Joel Palacio at Allan Loreno.


Ani Lacadin, nakilala at naaresto si Nidua matapos makipag-barilan ito sa
Taguig City noong Agosto 13, samantalang nahuli naman sina Palacio at Loreno

robbery-holdup operations sa Kalakhang Maynila.


Iniulat din ni Lacadin ang pagkaka-timbog ng PNP sa isang Ethel Bernas na
empleyado ng Bureau of Customs na sinasabing sangkot sa robbery-extortion
activities sa pamamagitan ng pambibiktima sa mga importers at traders sa NAIA
Terminal sa Pasay City.


Muli namang tinukoy ni Roxas ang nauna nitong direktiba kay PNP National
Capital Regional Police Office (NCRPO) Director Carmelo Valmoria na higit
pang palakasin ang kampanya laban sa lahat ng uri ng krimen. Bunsod umano ito
ng ulat na marami pa ring lugar sa Kalakhang Maynila ang patuloy na tumataas
ang bilang ng krimen.


“Dapat patuloy tayong mag-isip ng paraan kung paano natin mapapalakas ang
kampanya natin laban sa kriminalidad. Dapat ring matukoy natin kung kailangan
na nating palitan ang ilang paraan ng pulisya sa pagpuksa sa krimen at kung
kalian kailangan ng balasahin ang liderato ng PNP sa ilang lugar,” pahayag ni
Roxas.






NAIA toilets, air conditioning being improved


121 Upgraded Comfort Rooms, 57 New Airconditioning Units
Underway


Passengers at the Ninoy Aquino International Airport (NAIA) can expect better
comfort room facilities soon, as the rehabilitation of 121 toilets is set to
be completed at Terminals 2, 3, and 4 under the “Kayo ang Boss Ko” or “KBK”
Toilet Facilities Improvement Project by December this year.


This is part of the efforts of the Department of Transportation and
Communications (DOTC) and Manila International Airport Authority (MIAA) to
modernize the country’s primary gateway.


The P32.6-Million project includes the installation of major fixtures such as
water closets, sensor-type urinals, lavatories, tiles, ceilings, and
waterproofing works. As of early this month, around 15 percent of civil works
have been completed.


For Terminal 2, a total of 26 toilet facilities are included for the
rehabilitation. Based on an MIAA report, 16 comfort rooms located in the
passenger movement area are now undergoing repairs. Out of 85 toilets at
Terminal 3, 26 have begun rehabilitation. The rehabilitation of 10 toilets at
Terminal 4 commences this month.


Meanwhile, as part of MIAA’s continuous effort to maintain and upgrade its
facilities, 54 toilets at Terminal 1 were rehabilitated as early as 2010.


Airconditioning Systems Also Being Improved


The MIAA is also installing and replacing air-conditioning units at Terminals
1 and 2 to address warm temperatures inside the airport facilities. All of
the old 36 air handling units (AHUs) in Terminal 1 will be replaced with
newly-procured units, 17 of which have been received by the airport authority
for full installation by November this year. The remaining 19 AHUs will be
functional by March 2015.


For Terminal 2, a total of 21 new air-conditioning units will be installed.
Passengers can expect improved temperatures inside Terminal 2 by September,
as nine (9) out of the 21 units will already be in place within the month.


Ongoing Major Infra Upgrades at Terminals 1 and 3


The NAIA Terminal 1 Rehabilitation Project, which involves structural
retrofitting and other engineering works, is ongoing and scheduled to
normalize operations by the end of February 2015.



Meanwhile, the NAIA Terminal 3 systems completion effort has already allowed
full airport operations at the facility beginning this month. Five major
international airlines are already transferring from Terminal 1, and will
decongest the latter by 3.5 Million annual passengers once the ongoing
transfers are completed by the middle of next month.

to provide quality education that cultivates passion for the country that is
anchored on a set of core values.


The Mission outlines what we ought to do and how the different actors are to
behave to bring us closer to the Vision.


The core values that ground us are Maka-Diyos, Makatao, Makakalikasan, at
Makabansa.


The Department's VMV is one document and should be read in its entirety to
grasp the full meaning. It is a living document that is meant to reinvigorate
our Agency and society as a whole. It is meant to permeate and to affect the
way we behave and how we find solutions to complex issues. It is meant to be
part of public discourse and personal transformation. It is not static and
not intended for mere posting on walls and tables.

students, beneficiaries of Silid Pangarap Classrooms



Taguig City – “This is a story of sharing: that the more
we give, the more our efforts will bear fruit into something beautiful,”
exclaimed Education Secretary Br. Armin Luistro FSC as he applauded the 42
new kindergarten classrooms turned-over by the Aklat, Gabay, Aruga Tungo sa
Pag-angat at Pag-asa (AGAPP) Foundation through the Aboitiz Foundation.



As the Universal Kindergarten Act pushed through in January 2012, the
Department of Education recognized that partnerships were necessary to
address the need for classrooms relative to the increase in enrollment of
kindergarten students. The AGAPP Foundation responded to this and aided the
Department in the construction of new Kindergarten classrooms.



Aboitiz Foundation Chairman Erramon Aboitiz said, “We believe that a better
educated youth means a better Philippines. Our partnership with AGAPP helps
us start them young as we provide kindergarten students with a conducive
environment for learning, helping them build a strong foundation in their
education journey.” He then pledged to extend their classroom construction
efforts and turn over 40 more Silid Pangarap Classrooms by 2015.



To date, AGAPP has built more than 800 Silid Pangarap classrooms nationwide
since its establishment in 2010. Included are the 176 classrooms, all built
by the Aboitiz Foundation since 2011, benefiting almost 23 thousand
kindergarten students.



“It makes us happy knowing that our students have a school environment which
gives them enthusiasm as they start their formal education,” said AGAPP
Foundation Chairperson Pinky Aquino-Abellada as she heartily thanked the
Aboitiz group for giving priority in education programs. Furthermore, she
explained that this effort by the AGAPP Foundation is in promotion of the
inclusive education movement by the Department of Education -- making schools
and classes accessible to everyone.



Br. Armin urged everyone to continue working together in producing
“world-class students who are globally competitive.” He continued and shared
his sentiment in working with partners in addressing the needs in Philippine
education, “The great joy I find in DepEd is in finding partners who will
say, ‘We have to solve the problems in the country and we will make a new
story for this nation.’"



He also explained that this AGAPP partnership and other classroom
construction projects are part of the preparations for the full
implementation and rollout of the K to 12 curriculum come SY 2017-2018, along
with additional partnerships attending to other education needs.






P-Noy to review final draft of Bangsamoro Basic Law



MANILA -- Presidential Adviser on the Peace Process
Teresita Quintos Deles today confirmed the submission of the draft Bangsamoro
Basic Law.



"As agreed upon by the Parties, the MILF (Moro Islamic Liberation Front)
submitted the final draft of the Bangsamoro Basic Law to the Office of the
Executive Secretary yesterday evening," Deles said. The submission was
witnessed by Atty. Alfredo Benjamin Caguioa, the President’s chief legal
counsel, and Atty. Mike Musngi, the Assistant Executive Secretary.



According to Deles, "the latest draft (of the BBL) has been submitted to
the President for his review" and "further discussions may be held
based on the guidance of the President."



In a news release on Luwaran.net, the M‎ILF noted that "the two parties
are also in the same level of understanding that an "agreed
version" of the BBL is the only way that would strengthen their
partnership in jointly pushing for the early passage of the bill in
Congress."



MILF peace panel and Bangsamoro Transition Co‎mmission chair Mohagher Iqbal,
in a letter accompanying the BBL submission, likewise committed to
"adhere to our understanding to work on the final text of the proposed
BBL after its review by the President."



‎With this, Deles says she is "confident that a mutually acceptable bill
will be filed in Congress as a true demonstration of the parties' firm
partnership for peace.‎"



‎The draft BBL is expected to be submitted to Congress upon the instructions
of the President. "We will await his signal. We are all aware it is an
