Synopsis:

At 4:00 AM today, the Low Pressure Area
(LPA) was estimated based on all available data at 970 km east of
Casiguran, Aurora (16.0ºN, 132.5ºE).
Forecast:  

 Eastern and Central Visayas, Caraga and
Davao regions will experience cloudy skies with light to moderate
rainshowers and thunderstorms. Metro Manila and the rest of the country
will be partly cloudy to cloudy with isolated rainshowers or
thunderstorms.

Moderate to strong winds blowing from the southwest will prevail over
Northern Luzon and its coastal waters will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the south to
southwest with slight to moderate seas

Weather Forecast (5AM 15Aug2014) at 4AM today, the Low Pressure Area
(LPA) located at 970km East of Casiguran,Aurora (16.0N,132.5E). CARAGA
and Davao Region will have cloudy skies with light to moderate
rainshowers and thunderstorms. The rest of Mindanao partly cloudy to
cloudy with isolated rainshowers or thunderstorms. Light to moderate
winds from South to Southwest with slight to moderate seas.
DZMM:
Nakapasok na sa PAR ang binabantayang LPA ng PAGASA kaninang
madaling-araw. Ani PAGASA forecaster Jun Galang, huling namataan ang LPA
sa layong 970km silangan ng Casiguran, Aurora. Binanggit ni Galang na
mababa ang tsansang maging bagyo ang naturang LPA pero magpapaulan ito
sa ilang bahagi ng bansa kabilang na ang Eastern at Central Visayas
maging ang Caraga at Davao Region. Mananatili naman aniyang maaliwalas
ang panahon sa Metro Manila at nalalabing bahagi ng bansa. Sa
Kamaynilaan, inaasahan pang papalo sa 35ºC ang temperatura ngayong araw.
Samantala, sinabi rin ni Galang na sakaling tumama sa Northern Luzon
ang LPA, maaari na rin itong malusaw ngayong weekend.

ABS-CBN:
Magiging maganda pa rin ang panahon sa Metro Manila pero posibleng
magkaroon ng isolated rains o localized thunderstorm lalo na sa hapon.
Mahina hanggang katamtamang ulan naman ang aasahan sa eastern at central
Visayas, Caraga at Davao region. Ang natitirang bahagi naman ng bansa
ay magiging bahagyang maulap hanggang sa maulap na may pulu-pulong mga

-Ang pag-ulan sa ilang bahagi ng Metro Manila ay thunderstorms at hindi dala ng hanging Habagat.

-Bukas, Visayas at Mindanao pa rin ang makararanas ng pag-ulan.
-May tsansa rin ng pag-ulan sa Luzon sa hapon.
-Sa Metro Manila, pagdating ng gabi ay mas mataas ang posibilidad ng pag-ulan.

Nakakaapekto sa Northern Luzon ang ridge of high pressure area o
anti-cyclone na siyang magdadala ng mainit na panahon. Samantala,
posibleng pumasok ng PAR bukas ang isang low pressure area na nasa Dagat

PIA-NCR: The Department of Foreign Affairs (DFA) announced that the government paid chartered ship for overseas

Filipino workers (OFWs) in Libya has left Benghazi with 449 passengers.
The ship will pick up 365 passengers in Misrata before going to Malta
where the OFWs will board a chartered plane for home.

LUCBAN, Quezon, Agosto 11 (PIA) --Ang pamahalaang panlalawigan ng Quezon ay naglaan ng P10M pondo para sa pagsasaayos gymnasium ng Southern Luzon State University (SLSU)-Lucban.

Sa pagdiriwang ng ika-50 taong pagkakatatag ng Southern Luzon State University (SLSU) noong Agosto 5  sa SLSU gymnasium, Lucban,  sinabi ni Gov.  Suarez na tuwing darating ang graduation at summer ay napakainit ng gymnasium  at tuwing umuulan ang daming nababasa sa loob ng gymnasium kung kaya naglaan ang pamahalaang panlalawigan ng P10M.

Ipinangako din ni Gov. Suarez kay Dr. Cecilia Gascon, pangulo ng  SLSU  na magiging katulong ang pamahalaang panlalawigan sa pagsasaayos ng mga nasirang gusali, bubong ng mga paaralan sa Tiaong at Tagkawayan na nasira ng bagyong “Glenda”.

Sinabi ng gobernador na sa 14 na taon niya sa serbisyo publiko ay nakita niya ang paglago, paglaki at pag-unlad ng SLSU mula sa simpleng kolehiyo sa bayan ng Lucban ngayon ay mayroon nang sangay sa iba’t ibang bayan tulad ng Tagkawayan, Alabat, Catanauan, Gumaca, Infanta, Lucena, Polilio at Tiaong na nagbibigay ng good, affordable, quality education sa mga kapos na mag-aaral.

Ayon pa sa gobernador, ang SLSU din ay palagiang katuwang ng pamahalaang panlalawigan hindi lamang sa edukasyon kung saan ang SLSU ang may pinakamalaking inilaang pondo para sa scholarship program na may humigit-kumulang na 4,000 scholars. Gayundin katuwang ito sa pangangalaga sa kalikasan at kapaligiran.

Pinaalala naman ni Dr. Gascon sa mga mag-aaral, guro at mga kawani ng SLSU ang dapat maging ambag ng mga ito sa komunidad na ginagalawan, maging aktibong miyembro ng lipunan para sa kagalingan ng pamayanan.

LUNGSOD NG BATANGAS, Agosto 12 (PIA) --Bilang obserbasyon ng Buwan ng Wikang Filipino ngayong buwan ng Agosto,  pinangunahan ng Pamahalaang Panlalawigan ng Batangas sa pangunguna ni Batangas Governor  Vilma Santos Recto ang paglulunsad ng implementasyon  ng Atas  Ehekutibo (Executive Order) blg. 335 ng Komisyon ng Wikang Filipino (K.W.F.) na magsususulong ng pag papatibay ng pag gamit ng pambansang wika sa mga institusyon ng gobyerno sa buong bansa.

Sa isinagawang  Pagbibigay pugay sa bandila , sinabayan ito ng pagdiriwang na dinaluhan ng mga kilalang personalidad at mga opisyal ng Komisyon ng Wikang Filipino na pinangungunahan ni pambansang alagad ng sining sa wikang Filipino, Tagapangulo  Virgilio Almario kasama ang delegasyon ng komisyon.

Sa ginanap na palatuntunan nasaksihan dito ang malikhaing pagtatanghal ng mga estudyante mula sa University of Batangas Rondalla at balagtasan at sabayang bigkas ng mga mag-aaral mula sa Batangas Provincial High School for the Culture and Arts.

Sa pagtatanghal na ito, ipinamalas ng mga kabataan ang kakaiba at makukulay na wika at pananalita na payak lamang sa lalawigan ng Batangas at isa sa mga sagisag ng pagiging isang probinsyano ng lahing katagalugan.

2. Blood heroes, binigyang pagkilala sa 2014 SANDUGO Awards

LUNGSOD NG BATANGAS, Agosto 12 (PIA) --Binigyang rekognisyon at pagkilala ang mga organisasyon at personalidad na aktibo sa pagdurugtong ng buhay sa pamamagitan ng blood donation activity ng Provincial Government Blood Council at Philippine National Red Cross-Batangas Chapter noong ika-5 ng Agosto.

Umabot  ng 423 na blood heroes o mga aktibong kalahok sa blood letting activity sa lalawigan nakabilang sa ibat-ibang sektor ng lipunan  ang  personal na binigyang rekognisyon ni Batangas Governor Vilma Santos Recto  sa tinaguriang 2014 Sandugo Awards na may temang “Safe Blood for Saving Mothers” para sa taong ito.

Sa panayam kay Provincial Health Officer Dra. Rosvilinda Ozaeta , laan sa mga ina ang pagdiriwang ng layunin ng Sandugo kung saan ang mga ina ang tutukan na bigyang tulong para sa kanilang  blood transfusion.

Ayon pa dito, isa sa mga kadahilanan ng maagang  pagkamatay ang pag kaubos  ng dugo na sanhi ng maselang kondisyon ng panganganak  ng mga ito.

Dahil dito nakatutok ang mga  miyembro ng Provincial Blood Council at mga katuwang na mga sektor, organisasyon, Local Government Units, academe, at business sectors sa pag-papatuloy ng mga makabagong inobasyon para lalo pang tuamaas ang bilang ng blood units na nakokolekta sa lalawigan.

Binigyang papuri ni Governor Santos Recto ang bumubuo ng Sandugo Awards committee sa pagpapakita ng mga ito ng makabagong paraan at inobasyon sa pangangalap ng dugo .

Isang pagpapatunay ng tagumpay ng Provincial Blood council ay ang pananatili nito bilang numero uno sa CALABARZON region sa bilang ng nakolektang blood units para sa taong ito.

Sa kasalukuyan mayroong kabuuang 25, 444 Blood units ang naka imbak sa mga bloodbank at blood collecting centers  sa lalawigan na rumerepresenta sa 96 porsyentong blood to  population  ratio sa lalawigan.

Sa patuloy na pakikipag-tulungan ng mga Blood heroes, sisikapin nito na malampasan ang natitirang 4 na porsyentong kakulangan bilang upang makamit ang 100 porsyentong blood to pop. ratio.

1. Jalajala LGU, business groups oriented on LRED

ANTIPOLO CITY, Rizal, August 14 (PIA)— Local government officials and employees of Jalajala, Rizal together with local business organizations were recently oriented in the Local Regional Economic Development (LRED) through the initiative of the Department of Trade and Industry – Rizal at Villa Lorenza Resort, Pililia,Rizal this August 8.

The kickoff activity was officiated by resource speaker Lorenzo Templonuevo and attended by the Jalajala Municipal Government led by Mayor Narciso Villaran and Vice Mayor Elmer Pilias together with representatives of local business groups and cooperatives.

LRED is conducted to identify the status quo of a municipality, city or province in terms of business opportunities and climate by learning the area’s strengths and constraints in order for the local government and business groups to accurately invest funding in the right ventures.

According to DTI-Rizal around P 1.4 million was provided by the agency to Jalajala through the Grassroots Participatory Budget (GPB) aiming to cater to the community levels. Out of these funds P 400,000 will be used for the total conduct of the LRED activities, P 385,000 is allotted for the town’s bamboo development programs and the remainder of the funds will be utilized for the training and startup of the local food sector.

DTI-Rizal and the Jalajala LGU plan to conduct the next step of the activity through a Rapid Area Assessment (REA) from August 18-22. The REA will identify the needs of the grassroots level through conducting interview and surveys with elected officials, the business sector and non-government organizations.

The data gathered from the REA will later on be presented to the LGU and used to formulate an action plan based on the specific issues and concerns of the community to be implemented by the local government for funding the next business ventures of the town. (PIA-RIZAL)
2. DENR, gov’t agencies & LGUs converge for Marikina Watershed

ANTIPOLO CITY, Rizal, August 14 (PIA)—Various government agencies and local government units spearheaded by the Department of Environment and Natural Resources – Calabarzon conducted the Conference on Building Climate Resilient Communities through Integrated River Basin Management (IRBM) for Marikina Watershedd: The Stakeholders as Partners in Sustainable Development at the First Pacific Leadership Academy, Antipolo City, Rizal last August 7-8.

The two-day conference & workshop themed “Protecting the Fragile Marikina Watershed through Convergence of Agencies, Co-Management with the People towards the Upliftment of the Underserved” gathered concerned LGUs, government agencies and organzations including the Department of Agriculture, Department of the Interior and Local Government, Department of Agrarian Reform, National Commission for the Indigenous Peoples, Office of Civil Defense – Regional Disaster Risk Reduction and Management Council, Climate Change Congress of the Philippines and representatives from several Rizal Province and National Capital Region governments directly affected by the watershed.

Also present during the activity were Cagayan de Oro Archbishop and CCCP chairperson Antonio Ledesma to deliver an inspirational message and give inputs and DENR Assistant Secretary Marcial Amaro who delivered the keynote address in the place of Secretary Ramon Paje.

The Markina Watershed is known to be a part of the Western Valley Fault and is home to a number of indigenous Dumagat-Remontado tribes giving it a majority of concerns aside from the environmental and agricultural sector.

The first day revolved around a situationer of the Markina Watershed in the environmental, agricultural agrarian reform, local government, indigenous people’s, disaster and risk reduction management and climate change aspects followed by open forums with participants identifying the issues and concerns within the area.

LGUs were divided into the upstream group ( Antipolo City, Baras, Rodriguez, San Mateo and Tanay) and the downstream group (Cainta, Marikina City, Pasig City Quezon City and Taytay) to present their respective workshop outputs in forest, agricultural and urban settings during the second day. 3. Dalig, Antipolo City PWDs, nagsagawa ng blood drive

ANTIPOLO CITY, Rizal, Agosto 14 (PIA)– Isang matagumpay na bloodletting activity ang pinangunahan ng mga persons-with-disability (PWDs) sa Barangay Dalig, Antipolo City kamakailan, kung saan 150 Antipolenyo mula sa iba’t ibang sektor ang nagsama-sama upang ibahagi ang patak ng buhay sa mga nangangailangan.

Sa pamamagitan ng kanilang programa na may temang “Dugo Tulong sa mga Nangangailangan, Alay sa Kababayan,” lagpas sa dalawang dosenang blood bags ang nakolekta ng Philippine Blood Disease and Transfusion Center mula sa mga kwalipikadong donor.

Bukod sa mga PWD ng Dalig, nakipagkaisa rin ang mga opisyal at kawani ng nasabing barangay, mga miyembro ng Antipolo Multi-Sectoral Organization, PNP-Antipolo, mga guro at mag-aaral ng San Isidro National High School, Tau Gamma Antipolo City Chapter, at PWD Gazebo.

Ayon kay Vivian Mercader, pangulo ng Dalig PWD organization, layunin ng kanilang programa na makatulong sa ibang nangangailangan, maging malusog sa pamamagitan ng pagkakaroon ng bagong dugo, at makapag-ambag sa kasapatan ng dugo sa mga blood banks.

Dagdag pa niya, hangarin ng Dalig PWDs na maipakita ang kanilang kakayahan at kahandaang makatulong sa iba kahit sa simpleng paraan. Bukod pa dito ay “[naipakita] na buhay ang boluntarismo at pagkakaisa ng Barangay Dalig at sa Lungsod ng Antipolo.”

President Aquino leads ceremonial turnover of assault rifles to Armed Forces

President Benigno S. Aquino lII led the ceremonial distribution of newly acquired assault rifles to selected military personnel at the Armed Forces of the Philippines (AFP) General Headquarters in Camp Aguinaldo, Quezon City on Thursday.

The acquisition of the rifles is part of the government’s efforts to modernize the Armed Forces by enhancing the firearms capability of its soldiers, especially those on the
front line.

In his speech, President Aquino said the military could now depend on their guns -- and not just their guts – in serving and protecting the state.

Illustrating the military’s
poor defense capability, he recalled a story shared to him by Marines guarding the Kalayaan Island Group.

He said there was an instance when the soldiers were forced to paint a coconut trunk black to deceive their enemies, who were pointing real cannons at them.

“Sa pagtitipon natin ngayon, pinapatunayan nating tapos na ang panahon kung saan dinadaan na lang sa tibay ng loob at diskarte ang pagtutupad sa tungkulin—tunay ngang kinakalinga ng estado ang mga kawal ng bayan,” he said.

The government has acquired a total of 50,629 assault rifles for the AFP.

The President said the first batch of 27,300 rifles was delivered last July, while the remaining 23,329 units will be delivered in December this year.

The acquisition of new firearms is part of the Joint Philippine Army–Philippine Marine Corps Assault Rifle Acquisition Project under the AFP Modernization Program.

Under the project, the AFP will receive a total of 50,629 units of M4 rifles, 44,186 of which will go to the Army and 6,443 to the Navy.

Due to a transparent bidding process, President Aquino said the government was able to generate an estimated P1.2 billion
savings from the project.

The approved
budget for the contract was about P3.19 billion but the government acquired the rifles for only P1.94 billion.

The President said the savings will be used to procure another 12,657 assault rifles for the Philippine Army, to be delivered also in December.

The budget for the acquisition of rifles was sourced from the AFP Capability Upgrade Program, which was organized in 2012.

President Aquino was joined by Defense Secretary Voltaire Gazmin and AFP Chief Gregorio Pio Catapang during the event.

In his opening remarks, Catapang thanked the President for the acquisition of the rifles, saying that soldiers are still using early models of M16 and M16A1 rifles, which were used during the Vietnam war. PND (jb)


Palace: It is up to the Justice Department to assess court’s decision to transfer Palparan to provincial jail

The Palace will leave it to the Department of Justice (DOJ) to assess a court decision to transfer former Army Major General Jovito Palparan to the Bulacan Provincial Jail, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said Thursday.

“Ipauubaya po natin ‘yan sa ating panel of prosecutors o sa DOJ. Sila naman ang gumagawa ng assessment hinggil sa bagay na ‘yan at tiyak naman na gagawa sila ng kinauukulang manipestasyon hinggil sa bagay na ‘yan, kung inaakala nilang hindi mainam ang pasya ng hukuman,” Secretary Coloma said during a press briefing in Malacañang.

He was responding to a question on whether Palparan would be safer at the National
Bureau of Investigation (NBI) detention facility than at the Bulacan jail.

Palparan, former commander of the Philippine Army’s 7th Infantry Division, was captured early Tuesday morning, nearly three years since the Malolos Regional Trial Court ordered his arrest over the disappearance in 2006 of two students of the University of the Philippines.

Government focused on ensuring safety of commuters in light of MRT mishap

The Palace said Thursday that ensuring the safety of commuters is a major goal of the government.

Asked by reporters about the President's reaction to the accident, Coloma said: "Ang Pangulo ay mayroong mataas na level ng interes at prayoridad na binibigay sa mga bagay na ‘yan, lalong-lalo na ang involved dito ay ang kaligtasan at kapakanan ng libu-libong Pilipino na gumagamit ng mass transport facility natin, o ‘yung MRT, araw-araw.”

Kaya makatitiyak tayo na napakataas ng prayoridad nito sa kanyang isipan, at gagawin niya ang nararapat—ginagawa niya ang nararapat para tiyakin na ang mga kinauukulan ay ginagawa din ang kanilang tungkulin," he added.

Coloma further said that the Palace would support the proposed creation of a body that will oversee the operations of public transportation to ensure the safety of commuters.

At least 38 passengers were injured when a wayward MRT 3 train overshot the tracks at the Taft Avenue station in Pasay City around 4 p.m. Wednesday.

Injured passengers were rushed to the San Juan de Dios
General Hospital, the Manila Sanatorium, and the Pasay City General Hospital, according to police officials.

Before the incident, the train experienced technical problems at the Magallanes station and became nonoperational.

It was being pushed by an operational train toward Taft Avenue, the last station on the MRT line, when it disengaged and overshot the tracks, reports said. PND (as)


President Aquino eager to feel the pulse of the people, says Palace official

President Aquino's major concern is to feel the people’s pulse to make sure that the reforms he has spearheaded in recent years would become permanent and would benefit all Filipinos, a Palace official said on Thursday.

"What is essential for the President is to know the sentiments of his bosses, the Filipino people," Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said in a press briefing in Malacañang.

"He will continue to listen to them so he will know their views on how to ensure that the reforms and transformation that he has begun will continue and will become permanent," he added.

Coloma was responding to questions on what made the President change his mind on Charter Change.

Asked how the President would
gauge the people wishes, Coloma said many channels of information could serve as relevant sources of information for the President.

In an exclusive interview with TV5 on Wednesday, President Aquino said that the Constitution is not perfect and some of its provisions are already obsolete and may need fine-tuning.

He said amending the Constitution can put limits to the powers given to the Supreme Court, which appears to be frequently using its power to check the Executive and Legislative
branches of government.

He has to listen to his "bosses", the
Chief Executive said, clarifying however that his statement did not necessarily mean that he would automatically go after a term extension.

He explained that “listening to his bosses” means asking them how the reforms he had begun would remain beyond his term of office.

The President had rejected moves to amend the Constitution in the past, saying the country has done well even without changing the Charter, especially its economic provisions. PND (as)

Sa ilalim ng proyektong ito, tatanggap ang AFP ng kabuuang 50,629 M4 rifles, na ang 44,186 ay mapupunta sa Hukbong Katihan at 6,443 naman ang sa Lakas na Pandagat.

Sinabi ng Pangulong Aquino na nakatipid ang pamahalaan ng tinatayang P1.2 bilyon sa pagbili ng mga sandatang ito dahil sa
transparent bidding process na ginawa sapagka’t ang pinagtibay na badyet para sa proyekto ay halos P3.19 bilyon nguni’t sa halagang P1.94 bilyon lamang nabili ng pamahalaan ang mga nasabing riple.

Ayon sa Pangulo, ang natipid na halaga ay gagamiting pambili ng karagdagan pang 12,657 assault rifles para sa Hukbong Katihan ng bansa at sa Disyembre rin darating ang mga ito.

Ipauubaya ng Malacanang sa Kagawaran ng Katarungan ang pagpapasiya kung saan ipipiit ang dating Komandante Heneral Jovito Palparan ng Hukbong Katihan, sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office Huwebes.

“Ipauubaya po natin iyan sa pangkat ng ating mga tagausig o sa Kagawaran ng Katarungan. Sila naman ang gumagawa ng pagtaya hinggil sa bagay na iyan at tiyak naman na gagawa sila ng kaukulang manipestasyon hinggil sa bagay na iyan kung inaakala nilang hindi mainam ang pasiya ng hukuman,” pahayag ni Kalihim
Coloma sa mga reporter sa pulong balitaan sa Malacanang.

Tugon ito ni Coloma sa tanong kung si Palparan ay magiging higit na ligtas sa kulungan ng militar kaysa sa Piitang Panlalawigan ng Bulacan.

PH’s 21.3% exports growth in June 2014 tops trade-oriented economies in East, Southeast Asia

MANILA— Philippine merchandise exports grew by 21.3 percent, making it the top export performer among selected East and Southeast Asian economies, and raising hopes for a stronger expansion for the rest of 2014, according to the National Economic and Development Authority (NEDA).

“This is the highest level since the economy started posting a continuous positive growth in the same period last year. It is also way faster than the 6.9-percent increase in May 2014 and the 4.1-percent expansion in June 2013,” said Economic Planning Secretary Arsenio M. Balisacan.

The Philippines outperformed Vietnam (12.7%), People’s Republic of China (7.2%), Malaysia (5.6%), Singapore (4.7%), Thailand (3.9%), Indonesia (3.8%), Hong Kong (2.7%),
Republic of Korea (2.5%), Taiwan (1.2%), and Japan (-6.5%).

Philippine exports grew to US$5.4 billion from US$4.5 billion in June 20l3. For the first half of 2014, total exports rose by 8.3 percent to US$29.8 billion from US$27.5 billion in a comparable period last year.

“The export gains are broad-based, as reflected by increased overseas demand for our manufactures, mineral products, total agro-based, and forest products. This also indicates that the global economy is ready for a strong recovery,” said Balisacan, who is also NEDA Director-General.

Manufactured goods posted a double-digit growth rate of 15.7 percent, which amounted to US$4.3 billion in June 2014 from US$3.7 billion in June 2013. Most notably, the exports value of electronics products reached US$2.2 billion in June 2014, up by 10.7 percent compared to US$2.0 billion in the same period last year.

In addition, semiconductors, which comprised
more than half of the country’s total electronics exports during the period, posted its first positive growth rate in 2014.

“The positive performance of semiconductor exports mirrored the upward trend in the global chip industry,” said Balisacan.

Likewise, strong outward sales of iron ore agglomerates and chromium ore with Japan and China propelled mineral products to a hefty growth rate of 85.1 percent, amounting to US$486.0 million in June 2014 from US$262.5 million in June 2013.

Forest products also registered a 24.0-percent growth in export revenues in June 2014, as supported by strong overseas sales of logs and lumber.

Meanwhile, total export revenues from petroleum products contracted by 99.9 percent from US$89.4 million June 2013 to US$0.06 million in June 2014 due to lower export volume.

“Our overall outlook for Philippine merchandise exports continues to be optimistic in view of favorable expectations on the global economy for the rest of 2014, particularly on the growth prospects of advanced countries such as the USA and the Euro Area,” said Balisacan.

“On the domestic front, industry expectations also point to a favorable export performance for the full-year 2014. For instance, the Semiconductors and Electronics Industries in the Philippines, Inc. (SEIPI) and exporters of some non-electronics manufactures such as
furniture, fixtures and garments expect upward adjustment and expansions in their annual growth forecasts,” he added.

“For agro-based
commodities, bright prospects for banana and mango exports are seen on the back of a possible increase in market access, notably in Australia and the US,” the cabinet official concluded.

Japan remains as the top destination of Philippine exports, accounting for 17.6 percent of the country’s total overseas merchandise sales receipts, with a total value of US$956 million.

PR China was the second largest export market with a 15.8-percent share, followed by the USA with 13.8-percent share in total exports.

In terms of regional destination, shipments to the Association of Southeast Nations (ASEAN) member-countries comprised about 14.2 percent of total exports while the European Union covered 10.2 percent.


Ex-TESDA chief, others face charges for PDAF misuse

 For siphoning off government funds from legitimate beneficiaries and programs of TESDA and diverting the funds to an ineligible Syjuco-founded non-governmental organization (NGO), former TESDA Director General Augusto Syjuco, Jr., former Iloilo Congresswoman Judy Syjuco, former TESDA Deputy Director General for Field Operations Santiago Yabut, Jr. and Maria Nela Yniesto, President of Tagipusuon Cooperative face graft charges before the Sandiganbayan.

The Office of the Ombudsman filed the criminal Informations for violations of Section 3(e) and (g) of the Anti-Graft and Corrupt Practices Act after Ombudsman Conchita Carpio Morales affirmed the finding of probable cause against the four respondents.

The charges arose from the disbursement and use of the Priority Development Assistance Fund (PDAF) of Congresswoman Syjuco amounting to Twenty Million Pesos (P20,000,000.00) which was coursed through the TESDA, and released to and implemented by the Tagipusuon Cooperative, a Syjuco-founded NGO. Fifteen Million Pesos of the PDAF was used to purchase school uniforms, notebooks, schools bags and supplies for public elementary and
high school students of the 2nd District of Iloilo.

The funds were originally appropriated for the TESDA scholarship program (Invigorating Constituent Assistance in Reinforcing Employment, or I-CARE program) involving technical and vocational
job-related skills training program for middle-level manpower.

The Syjucos together with Yabut and Yniesta, entered into a Memorandum of Agreement (MOA) on 23 December 2005 to make it appear that the Education for All Projects of Congresswoman Syjuco is a counterpart project of the I-CARE program “in order to attain a semblance of legitimacy on the disbursement of P20 Million.”

The Resolution stated that “the TESDA funds, which were originally appropriated by law for the conduct of job-related
skills training programs, were applied differently from their purpose since they were utilized by Tagipusuon, under the auspices of the I-CARE Program, for the purchase of school bags, notebooks and uniforms, and thereafter, distributed to elementary and high school students instead.”

Ombudsman Morales affirmed the charge for violation of Section 3(e) “since the funds were eventually disbursed for the implementation of a project which was clearly inconsistent with the mandate of the implementing agency TESDA to the detriment of the intended beneficiaries of the I-CARE Program.”

Insofar as the graft charge for violation of Section 3(g) is concerned, the “respondents entered into a contract or transaction that is manifestly and grossly disadvantageous to the government, when DDG Yabut and Cong. Syjuco entered into the assailed MOA with Tagipusuon, which was ineligible and not qualified to be a beneficiary to implement the subject government transaction.”

Ombudsman Morales also noted that “Tagipusuon used P916,000.00 of the funds as
payment for the salaries and wages of the members/employees of the cooperative” which is prohibited under National Budget Circular No. 476, and P546,181.16 for administrative costs to cover office rentals, hotel expenses for general assembly, communication/cellphone load expenses and other expenses.

In addition to the criminal indictments, Ombudsman Morales referred the copies of the Joint Resolution and Joint Order to the Anti-Money Laundering Council (AMLC) for immediate action on possible violations of the Anti-
Money Laundering Act.

Dismissed for insufficiency of evidence are the complaints against Milagros Hernandez, Buen Mondejar, Annabelle Quimbo and Cariza Dacuma.


The unfolding of ‘women power’

Pantukan, Compostela Valley - Vanessa I. Diez, 33, a volunteer of Kapitbisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) in this town believes that women can actually contribute to the progress and development of their community.

Struggles

Vanessa, fondly called Em-Em, grew up poor.

“Ayaw ng tatay ko na magtrabaho ang aking Nanay dahil kailangan niyang alagaan ang pito nilang anak. Naniniwala siya na ang mga kababaihan ay dapat nasa bahay lang at pinagsisilbihan ang pamilya (My father did not allow my mother to work because she had to care for their seven children. He believes that women should stay home and serve the family),” Vanessa related.

However, her father’s unstable income as an electronic technician made it difficult to sustain their family’s daily needs.

Vanessa recalled that her father would rarely go home due to his work and she had to find ways to help her mother by selling snacks in her school.

“Kailangan kong tulungan ang aking ina dahil wala siyang mapagkakakitaan, at bihirang nasa bahay ang Tatay ko dahil nagtatrabaho siya sa malayong lugar. Minsan, kinakapos kami ng perang pambili ng mga pangunahing pangangailangan (I had to help my mother as she had no livelihood to rely on, and my father was seldom home, working far away. At times, we were short of cash to buy our basic needs),” she added.

Because they were poor, Vanessa’s childhood was different from those of other children in their neighborhood. She had to be contented with the little that they have, but this never discouraged her, rather she learned from their hardships and emerged tougher than most. She also realized that nothing comes easy in life.

With her father finding a new source of income, she was able to pursue her dream of earning a degree.

“Gusto ko ng kursong Civil Engineering ngunit gusto ng Tatay na maging guro ako. Pinilit ko ang gusto ko at nakuha ko naman (I took up Civil Engineering but my father wanted me to become a teacher. I insisted and I made it),” she said.

In her second year in college, Vanessa got pregnant, stopped schooling and got married. Since they were both young and unprepared to settle down and raise a family, Vanessa thought this could be the end of her dream of having a better life. She was assailed by doubts and fears.

To make both ends meet, she began selling
banana cue.

“Sanay naman ako sa hirap ng buhay. Napagdaanan ko na ito (Hard life was nothing new to me as I have been through it all),” Vanessa expounded.

Her husband, on the other hand, had a hard time looking for a job. The responsibility of providing for their family begun to strain their marriage, more so, when Vanessa saw her husband’s lack of determination to be the family’s good provider.

“Hindi madali nu’ng umpisa, gusto ko talagang magkaroon ng pamumuhay na iba sa naranasan ko nang ako’y bata pa. Parati kaming kinakapos dahil ang Tatay lang ang may trabaho (It was not easy at first, I really wanted to have a different life from the one I experienced as a child. We were always struggling because it was only my father who had a job),” Vanessa recounted.

Their marriage became better when her husband gradually started to recognize Vanessa’s efforts, as well as her need to grow. Since then, they have started working together, teaching their children to be responsible and independent.

Women power

Vanessa also started to serve in her church because helping others gives her a sense of fulfillment more than anything else. She also actively participated in other community undertakings.

“Ini-engganyo ko ang mga magulang at mga bata na mag-avail ng iba’t-ibang libreng serbisyo na ipinagkakaloob ng pamahalaan, katulad ng pagtutuli at pagbibigay ng mga gamot. Ayaw sumali ng ibang kababaihan sa aming purok dahil marami silang gawaing bahay. Ayaw kong mawala sa kanila ang mga ganitong oportunidad (I would encourage parents and children to avail of the different free services offered by the government, such as circumcision and medicines. The other women in our purok refused to participate as they were already burdened with household chores. I did not want them to miss out on these opportunities),” she emphasized.

Because of Vanessa’s active participation in community affairs, the Barangay Council of Women elected her as president with 14 puroks under her watch. She was then encouraged to run as Purok Leader, and was overwhelmed with her fellow residents’ support, considering that it was her first attempt to run for public office.

Further, she was the only woman out of four candidates aiming for the position.

That was when ‘women power’ began to unfold in their village.

When Kalahi-CIDSS conducted its Municipal Participatory Analysis in October 2012, Vanessa was elected to represent her Purok along with two other residents. She was hesitant at first but accepted the new assignment with determination.

“Hindi naging madali ang paglalakbay. Nahirapan akong kumbinsihin ang mga miyembro ng aming komunidad, ang mga nakatira sa 14 na purok sa aming barangay, na tanggapin ang pagbabagong eto. Inisip nilang hindi rin naman matutuloy ang ipinakilalang istratehiyang ito ng pamahalaan, bakit pa pag-aksayahan ng oras (The journey was not easy. To convince the members of the community of this new development strategy seemed to be impossible to achieve. Residents of the 14 puroks in our barangay had a hard time submitting themselves to this change. They thought that what the government introduced will not be sustained anyway, so why waste time),” Vanessa explained.

Closer to dream

With the construction of the 200-linear meter road through Kalahi CIDSS, she felt she was one step closer to her dream.

Vanessa considered this project as one of her childhood dreams. For a long time, villagers had a hard time transporting their products to the Poblacion especially during rainy season. Road accidents were common as the road condition was awful, apart from being strewn with potholes.

During the Kalahi-CIDSS Municipal Inter-Barangay Forum (MIBF), where all barangays were present to defend their prioritized community sub-projects, Vanessa took the stand for their project. She admitted she became emotional during the presentation.

All their efforts and sacrifices became more meaningful when their sub-project was prioritized.

“Walang pagsidlan ang aking kagalakan nang maging boses ako ng aming komunidad. Naniniwala akong maaari tayong magbago dahil sa nagkakaisa tayong nagtatrabaho at nagtutulungan sa isa’t isa. Ngayon ay nasa atin na ang daang magdadala sa atin sa katuparan ng ating mga pangarap (My happiness could not be contained when I became the voice of my community. I believe we can change for the better because we are a united community, working hard and supporting each other. Now, we have the road that will lead us to achieving our dreams),” Vanessa enthused.


Customs on second phase of hiring process

The Bureau of Customs (BOC) is now on its second phase of the process to hire over a thousand new employees needed to fill up the lack of manpower in the bureau.

Around 6,013 applications from all over the country were received by the BOCs Internal Administration Group (IAG) all vying for the 1,056 plantilla positions available at the bureau’s main office as well as its various collection districts throughout the country.

This number does not include applicants who did not meet the basic requirements like Civil Service Eligibility, those who submitted their applications beyond the August 6 deadline; and those who sent their applications through email. According to BOC-IAG, majority of the applications came from Luzon with 4,364 applicants, 702 came from the Visayas, while 947 applicants are from Mindanao.

The applications are now undergoing preliminary screening to determine if all the minimum qualifications like education, experience, training, and eligibility of the position applied were met. Those who passed the initial screening will be notified via text message or email notice from BOC between August 18 to 24. They are required to take the pre-employment, general ability examination to be conducted by the Civil Service Commission (CSC) on August 31.

Once they passed the CSC exam, the applicants will also take aptitude and psychometric tests determined to measure their personality, interest, aptitude, and values. This will greatly help the bureau in eliminating future employees who are susceptible to graft and corrupt practices.

To prohibit nepotism, applicants with relatives in the BOC up to the 4th degree of consanguinity are barred from applying for any position in the Bureau in accordance with the Administrative Code (Executive Order No. 292).

Applicants who pass the general ability and aptitude exams will then undergo competency-based tests crafted by the BOC which will further test the fitness of applicants to perform the duties of specific positions. These competency-based tests consist of a written exam and interview. A physical fitness test will be conducted for applicants of the Intelligence and Enforcement groups.

The new BOC hiring process is in line with the Revised Guidelines and Procedure in the Hiring and Promotion of Personnel for First and Second Level Positions under Customs Memorandum Order (CMO) 15-2014. The CMO aims to simplify the guidelines, widen the sphere of selection, as well as clarify the procedure for applicant screening to get the best qualified applicants for the bureau.

The BOC only has about 3,600 employees, about half of its actual plantilla size of about 7,000. Hence, most employees are tasked to do double duties. The lack of manpower is further aggravated by natural attrition like retirement, death, dismissal from service, among others.

An employee of the Bureau of Customs (BOC) was arrested today (Thursday, August 14) by operatives from the BOC’s Enforcement and Security Service (ESS) and the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) for allegedly asking for bribe money to facilitate the clearance of used clothing (“ukay-ukay”) seized by the Bureau.

The employee, Ethel Bernas, holds the rank Customs Operations Officer III (COO 3) and is assigned at the Auction and Cargo Disposal Division of the BOC at the Ninoy Aquino International Airport (NAIA) Colleciton District. She was arrested following a complaint filed by a certain Jane Louise Balse with the Customs Police. According to Balse, Bernas offered to facilitate the release of container vans loaded with used clothing from Hong Kong and the United States in exchange for an initial payment of P1-Million. Bernas allegedly asked Balse for additional payment purportedly intended for other BOC officials totaling P425,000. Balse claimed that even after producing the money and paying Bernas, the shipment was not released, with the latter claiming the certain documents were not signed. Last August 8, Balse claimed Bernas called her and demanded P155,000—prompting her to file the complaint.

Republic Act (R.A) 4653 bans the commercial importation of used clothing and textiles “to protect the health of the Filipinos and to preserve the Filipino dignity.”

Bernas will face charges related to violation of the Anti-Graft and Corrupt Practices Act, Direct Bribery and Estafa. She will be subjected to inquest and booking at the PNP-CIDG Headquarters in Camp Crame. On top of this, Bernas could face administrative charges under the BOC Code of Conduct and related civil service laws.

Bernas had been found guilty of Grave Misconduct by the Ombudsman. In a six-page decision dated June 25, 2014, Overall Deputy Ombudsman Melchor Arthur Carandang approved the verdict and meted Bernas with the penalty of Dismissal from the Service. The dismissal was effective last July 31, 2014. However, Bernas continued to go to her office at BOC-NAIA claiming that she filed an appeal before the Ombudsman.

Last May 23, operatives of the Bureau’s Intelligence Group, in coordination with the Philippine National Police, arrested BOC employee Freddie Castro Ruba, an employee assigned at the BOC-North Harbor and Rafael Reyes Sevilla, a casual worker (or hiao-siao) at the BOC-North Harbor, on charges of robbery and extortion following an entrapment operation. At least 16 other employees of the Bureau of Customs have been slapped administrative charges for conniving with smugglers and importers in illegally bringing rice into the country; while 47 others are under investigation for collusion with unscrupulous rice traders.


DOST-ICT Office, PSIA launch Philippine Startup Challenge

Manila, Philippines — The Department of Science and Technology-Information and Communications Technology Office (DOST-ICT Office) and the Philippine Software Industry Association (PSIA) launched the first ever Philippine Startup Challenge (PSC) to promote ITpreneurship in the country.

Philippine Startup Challenge, a nationwide startup competition catered towards college students, aims to inspire the youth to jumpstart innovative technology ideas that can address relevant issues in the society today. The competition also aims to promote the spirit of entrepreneurship among students.

Preceding the launch of the national competition, DOST-ICT Office and PSIA also conducted a series of startup bootcamps among IT and computer sciences teachers to equip them with the basic methods and principles of building a startup.

Bootcamps were held last July in key regional locations throughout the country including Cebu, Legazpi, Davao, Baguio, and Metro Manila. Faculty participants of the bootcamps in these cities were encouraged to mentor students who are interested in joining PSC.

Teams composing of four (4) members (3 students and 1 faculty adviser) are invited to join the competition with their software or internet-based entries until September 5. To be eligible for application, the faculty adviser of the team must have attended at least one (1) preparatory bootcamp conducted in their city.

The entries will go through two phases of selection process. Top 20 teams from the overall number of entries will receive coaching sessions and will be given a chance to pitch their
startup ideas to a panel of respected judges from the startup incubator, accelerator, and investment sector.

Winning teams will be chosen at the end of the year and they will have the chance to receive mentoring and guidance from experts in the technology startup community.

The startup challenge was also conceptualized as a way to tap the potential of the Philippines to be a startup hub as the fastest growing economy in Asia.

According to Monchito Ibrahim of the DOST-ICT Office ― "Majority of local software startups are born during their early years in college and continue to grow right after graduation The same trend goes for all startups all over the word wherein most entrepreneurs of this generation started at a relatively young age. We and PSIA conceptualized the PSC with the objective of encouraging our students to come up with innovative startup ideas as early as possible."

PSIA President Joey Gurango mentioned that ―"The PSC is part of our objective to develop at least fifty (50) startup companies by the end of 2014 and develop ten (10) globally recognized startups earning a total of one (1) million US Dollars in revenue by 2016."

PSC is made possible with the support of the Philippine Society of IT Educators (PSITE) and the National ICT Confederation of the Philippines (NICP) and with the collaboration of IBM, Ideaspace Foundation Inc., Microsoft and the Vibal Group

ROXAS: Hindi ko kukunsintihin ang mga incompetent na Pulis

Inatasan ni Interior at Local Government Sec. Mar Roxas si PNP NCRPO Police Director Carmelo Valmoria na ayusin ang hanay ng kapulisan sa National Capital Regional Police.

Ito ayon kay Roxas matapos na iulat ang pagtaas ng insidente ng theft at robbery sa mga lungsod ng Quezon at Pasay at gayun din ang kuwestiyonableng aktibidad ng ilang pulis sa Caloocan.

Binigyang diin ni Roxas na hindi nito kukunsintihin ang katwiran na hindi sapat ang kakayanan ng pulis o “incompetence” para hindi masolusyunan ang problema ng kriminalidad sa Metro Manila.

Kaugnay nito binigyan ng direktiba ni Roxas ang hepe ng PNP NCRPO na linisin ang kanyang hanay laban sa mga pulis na mapapatunayang hindi ginagawa ng ayos ang tungkulin.

“Kung mapapatunayan talaga na hindi makakasunod sa itinatakda ng kanilang tungkulin itong mga unipormado nating kasama, ilagay lang natin sa tamang proseso, at kung ang rekumendasyon ay alisin, alisin natin sa serbisyo. Gawin natin ito sa mabilis, may paninindigan at tamang proseso,” pahayag ni Roxas kay Valmoria sa pulong.

Inatasan din ng kalihim si Valmoria na ilagay sa personal records ng mga pulis na mabibigyan ng disciplinary action ang ipapataw na parusa sa mga ito at ang dahilan.

“Tama lang din siguro na ilagay ninyo sa record files nila ang dahilan kung bakit sila nawala sa serbisyo. At makita din sana natin kung gaano kahaba o kaikli ang panahon na inilagi nila sa police service partikular sa kanilang huling poste,” dagdag pa ni Roxas.

Samantala binasbasan din ni Roxas ang pagpapalabas ng may 100 police enforcers mula sa Regional Public Safety Battalion (RPSB) ng PNP na ipapakalat sa Metro Manila para tulungan ang national regional police command sa pagpapalakas ng police visibility at seguridad sa publiko.

Ang pinag-isang hakbang ng Department of Interior at Local Government at PNP ay sanhi ng nakaka-alarmang pagtaas ng insidente ng nakawan, pandurukot at maging ang paglipana ng riding in tandem na kalimitan ay pumapatay ng kanilang biktima.

Sinabi pa ni Roxas na hindi mahalaga kung mas tumaas ang insidente ng kriminalidad na naitatala, dahil ang mas mahalaga ay kung paano sino-solusyunan ang problema.


Baldoz issues pay rules for Ninoy Aquino Day, a special non-working day

 Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said that proper wage rules and core labor standards for workers must be observed on Thursday, 21 August 2014, which is a Special Non-Working Day across the nation marking Ninoy Aquino Day.

The labor and employment chief said that the Special Non-Working Day is by virtue of Proclamation No. 655, Series of 2013, Declaring the Regular Holidays, Special (Non-Working) Days, and Special Holiday (for all Schools) for the Year 2014.

Baldoz emphasized that the declaration of 21 August 2014 as a special non-working day was meant to remember and honor the martyrdom of the late Senator Benigno Aquino which was first proclaimed by virtue of Republic Act No. 9256.

“Proper observance of the pay rules on a Special Non-Working Day strengthens decent work and encourages productivity. Voluntary compliance of companies with this labor standard is good business practice,” she said.

The labor chief reminded employers to observe the following pay rules during the Ninoy Aquino Day, thus:

(a) If the employee did not work, the “no work, no pay” principle shall apply unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment on a special day;

(b) For work done during the special day, he/she shall be paid an additional 30 percent of his or her daily rate on the first eight hours of work [(Daily Rate x 130%) + COLA);

(c) For work done in excess of eight hours (overtime work), he/she shall be paid an additional 30% of his/her hourly rate on said day (Hourly rate of the basic daily wage x 130% x 130% x number of hours worked);

(d) For work done during a special day that also falls on his/her rest day, he/she shall be paid an additional 50 percent of his/her daily rate on the first eight hours of work [(Daily rate x 150%) + COLA); and,

(e) For work done in excess of eight hours (overtime work) during a special day that also falls on his/her rest day, he/she shall be paid an additional 30% of his/her hourly rate on said day [Hourly rate of the basic daily wage x 150% x 130% x number of hours worked).

DTI joins DA in monitoring chicken price and supply

The Department of Trade and Industry’s Consumer Protection Group (CTI-CPG) joined the Department of Agriculture (DA) in monitoring the price and supply of chicken in major wet market and supermarket in Quezon City.

“We have been in a series of discussions with the Department of Agriculture (DA) since last week because we have received various reports on price increases on dressed chicken. As the Chairman and Secretariat of the National Price Coordinating Council (NPCC), the DTI has a duty to assist another government office in ensuring that basic necessities in the market, like chicken, have reasonable prices for consumers’ proper purchase,” DTI-CPG Undersecretary Victorio Mario A. Dimagiba explained.

In the joint monitoring activity, the selling price of a whole dressed chicken is P160 a kilo. Choice cuts are sold for up to P170. But when consumers will ask, a P10-discount is usually granted.

From the prodding of DA-Livestock Undersecretary Jose Reano and DA-Agribusiness Assistant Secretary Leandro Gazmin, vendors admitted that they have difficulties in getting their supply for selling. The vendors reported that their suppliers are saying that supply is tight coming from Region III (Central Luzon) and Region IVA (CALABARZON), thus, they have to increase their price to sell to market vendors.

The vendors revealed that their buying price of dressed chicken from suppliers range from P125 to P135, to which they add their costs for their own price of P160 that DA considers quite high compared to the prevailing price of P130 two weeks ago.

DA reported that 30 monitored stalls in this Quezon City wet market will be issued the Show Cause Order (SCO) that will require the stall owners to explain their price of P160 per kilo of dressed chicken.

Similarly, DA issued an SCO to the monitored supermarket for selling chicken per kilo at a price range of P135-170 considering it directly acquires its chicken supply from the broilers.

Upon evaluation, if DA finds the stall and supermarket owners executing illegal acts of price manipulation such as profiteering, which is a violation of the Republic Act 7581 or the Price Act, they shall face an administrative fine of up to P1M subject to the circumstances provided after due notice and hearing. They can also be criminally liable for illegal price manipulation that may result to imprisonment of not more than 15 years and a maximum fine of P2,000,000.

Dimagiba stated, “This begins the assistance of DTI to DA in monitoring the price and supply of chicken in the wet market and grocery stores. DA will provide us its list of wet markets to monitor and DTI will visit those that have not been identified yet many of our consumers go to for their basic goods."

“Again, the DA and the broilers industry assure the consumers that supply in the market is enough for the Filipino consumers. They mentioned that supply is tight in some areas where chickens are grown because of typhoon Glenda but supplies from other areas can cover this to provide the usual more than enough supply of chicken in the market”, Dimagiba narrated.

Dimagiba urged consumers to report the price and supply of chicken in their areas so DA and DTI can gather more information in resolving the spikes on chicken prices. In addition, he said them to be vigilant in their purchases. Further, he reminds the retailers and establishments to keep their prices of basic goods steady.

The DTI recently received reports from consumers that the price of chicken in wet markets has reached a high of P160. These reports prompted DTI to inquire from DA on the price situation of chicken. Subsequently, the DTI, DA, chicken industry, supermarket associations and wet market groups have met and discussed the increases for the past week.

To further guide consumers in their purchases, DA lists its weekly price report of agricultural products at www.bas.gov.ph; while DTI updates its weekly price monitoring report of non-agricultural products and list of Suggested Retail Prices (SRPs) of selected basic necessities and prime commodities at the Price Watch section.

Ceremonial MOA signing of electrification project for the 390 households in Infanta, Pangasinan

Team Energy Foundation, Inc. (TEFI) signed a partnership with Team Sual Corporation (TSC), Pangasinan Electric Cooperative I (PANELCO I) and the Department of Energy (DOE) to electrify 390 households in Barangays Pita and Babuyan, Infanta, Pangasinan. The partnership is under the Household Electrification Assistance Through Renewable Technology and Social Preparation for the Upliftment of Lives (HEART AND SOUL) Project. This initiative is part of Team Energy’s yearly contribution to the DOE’s goal of achieving 90% household electrification by 2017.

The ceremonial MOA signing was held at the PEMC Boardroom last July 31, 2014 and was graced by DOE’s Secretary Hon. Jericho Petilla, Undersecretary Donato Marcos, and agency’s department heads. TeaM Energy’s group was led by its President and CEO, Mr. Federico E. Puno and Board of Trustees. Partner beneficiaries of Barangays Pita and Babuyan were also present to witness the ceremony.

The highlight of this partnership is to showcase Public Private Partnership in implementing sustainable rural electrification and providing access to basic services to the poorest and remote barangays. It aims to provide community empowerment and establish partnership with throughout the development process.

P5.46-B boosts housing program for military, police; Abad: 20,000 new units in the works

The Department of Budget and Management (DBM) released P5.46 billion to the National Housing Authority (NHA) for the construction of 20,000 house-and-lot packages for the military, police, and other uniformed personnel in various regions of the country.
Sourced from the Budgetary Support to Government Corporations (BSGC) under the 2014 General Appropriations Act (GAA), the P5.46-billion release will benefit personnel of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the Bureau of Corrections (BuCor).
“From the very beginning, one of President Aquino’s goals was to give uniformed personnel the opportunity to secure permanent housing. This latest release underscores the Administration’s continuing commitment to provide safe, resilient, and quality homes to our men in uniform and their families,” DBM Secretary Florencio “Butch” Abad said.
“The fund release will go towards the construction of another 20,000 housing units this year, which will allow us to support more soldiers and police officers. Once the government has successfully built these houses, the total number of completed units will bump up to 66,852, ever since we started the housing program in 2011,” he added.
As of May 31, 2014, a total of 46,852 housing units have already been completed from the time the housing program was implemented in 2011. This is an accomplishment rate of 75 percent of the total target of 62,790 units set as of 2013.
Of the released P5.46 billion, Regions IV-A and III will get the biggest shares of P1.77 billion and P1.64 billion for 6,500 and 6,000 housing units, respectively.

PNP-Intel group nabs suspect in P229-M lost estafa case by PDIC

Due to the vigorous efforts of the PNP Intelligence Group, the suspect who borrowed Php 229,469,505.10 from LBC Bank leading to its bankruptcy sometime in 2006 was finally arrested yesterday (Aug 12 at about 4:10 PM).

The joint elements of the Philippine National Police Regional Intelligence Unit –NCR and Muntinlupa City Police Station arrested the accused, Mr. Benito Ramon V. Araneta, at his residence in Ayala Alabang, Muntinlupa City.

Araneta has an existing warrant of arrest dated August 1, 2011 issued by Makati City Regional Trial Court for the crime of Estafa with no bail recommended.

Reports reaching Camp Crame indicated that the case stemmed from the complaint filed by the Philippine Deposit Insurance Company (located at Ayala Avenue, Makati City) on behalf of LBC Bank depositors on 2006. Afterward, the PDIC took over the LBC Bank due to bankruptcy.

Immediately then, PDIC conducted Forensic Investigation of Documents where it found out that accused Araneta is the borrower of the bank and another accused, Ma. Eliza Berenguer, was the President of LBC Bank.

According to the report, Araneta was able to borrow money that is more than Php229 million worth involving Berenguer and were able to consume the money for personal use.

During the stint of Berenguer as LBC Bank President, it was shown that Araneta was already paid but in fact, Araneta never paid the money he borrowed from the bank.

The bank transaction of Araneta resulted to the loss of hard earned money of undetermined number of depositors.

Fifteen (15) counts of Estafa were filed against the accused. Araneta was brought to RIU-NCR, Intelligence Group for documentation and processing prior for turn-over to the court concerned.(PNP-PIO)


DOST initiative secures and speeds up online transactions

The public may now avail of government services faster, more safely and efficiently right in their homes and workplaces through the use of digital certificates.

This becomes possible with the Department of Science and Technology’s (DOST) Philippine National Public Key Infrastructure (PNPKI), an initiative which secures communications among individuals and government agencies when conducting transactions over the Internet.

This was revealed by Denis Villorente, director of DOST’s Advanced Science and Technology Institute (ASTI) during a stakeholders forum at the 2014 National Science and Technology Week held last July 24-28, 2014 at the SMX Convention Center in Pasay City.

PNPKI refers to the virtual ‘key’ which subscribers can use to secure files sent over an otherwise unsecure ‘public’ network like the Internet. As more people do business over the Internet, the public needs trusted infrastructures that will authenticate and validate virtual personal identities by providing digital certificates to validate the authenticity of the person on the other end of the transaction.

“The PKI is a way to identify people, organizations and machines electronically. To be able to have reliable and trusted transactions online, systems must be able to identify the parties they are transacting or communicating with. Using PKI, the digital certificates provide an authoritative way to prove that parties to an online transaction are who they say they are,” explained Rage Callao of ASTI.

Callao added that digital certificates are issued to people, organizations and systems after stringent verification of the subscriber's information. These digital certificates may then be used to authenticate oneself online, sign electronic documents and secure electronic transmissions. It also includes a verification service which allows people to verify digital certificates presented to them online by other parties.

In recent years, concerns over unreliable network security have popped up. According to reports, from the years 2003 to 2012, the Anti-Transnational Crime Division of the Criminal Investigation and Detection Group of the Philippine National Police handled 2,778 cases of computer crimes from various government agencies and private individuals. South Korea OK’s importation of processed chicken from Philippines

14 August 2014 – The South Korean government gave its approval late last month to the importation of processed chicken from the Philippines, the Philippine Embassy in Seoul reported on August 11.

The Animal and Plant Quarantine Agency (APQA) of Korea’s Ministry of Agriculture, Fisheries, Forestry and Rural Affairs (MAFRA) on July 28 gave the final and formal consent that would allow two (2) Philippine companies to start exporting processed chicken to South Korea.

“This is a considerable triumph for the Philippine poultry industry and a fitting result of years of hard work by our trade officials as this approval opens the door for more Philippine producers to Korea’s large fresh frozen chicken market,” Philippine Ambassador to South Korea Raul S. Hernandez said about the announcement.

The two firms are Johanna’s Chicken Processing Center, Inc., and Integrated Meat and Poultry Processing, Inc., based in the provinces of Quezon and Bataan, on Luzon Island. The two processing plants were operating as contract-processors of San Miguel Corporation and Bounty Fresh Food, Inc., two of the Philippines’ biggest producers.

The South Korean Government’s approval of the first two processing plants, which was the result of eight years of negotiations, augurs well for other Philippine companies interested to participate in the US$300 million Korean market for processed chicken.

This approval follows the granting by the Korean Quarantine Inspection Agency (QIA) in December 2013 of full
market access to Bounty Fresh Food.


ASEAN diplomats hold 1st Joint Celebration of ASEAN Day in Dhaka

14 August 2014 – Diplomatic officials and staff of the ASEAN missions based in Dhaka held the first joint celebration of ASEAN Day since the inception of the ASEAN Dhaka Committee (ADC) on 12 September 2013.

The occasion was marked with a flag raising ceremony held at the grounds of the Embassy of Indonesia in the morning of August 8. Bangladesh Minister of Foreign Affairs Abul Hassan Mahmood Ali, MP joined the ASEAN Heads of Missions in the commemoration as chief guest.

Guided by the current ASEAN theme, “Moving Forward in Unity to a Peaceful and Prosperous Community,” ADC Chairman and Ambassador of Myanmar Myo Mint conveyed in his remarks that the ADC remains committed to creating a stronger and expanded presence of ASEAN in Bangladesh through enhanced social and economic partnership.

Foreign Affairs Minister Mahmood Ali gave testament to the remarkable contribution of ASEAN in the international community, saying that the ASEAN is an important regional economic block that “has made the most significant progress in economic integration.”

Other guests from the Ministry of Foreign Affairs and media joined with Foreign Minister Mahmood Ali, ASEAN Heads of Missions and staff in a high tea which ended the program.


BI to fill-up vacant positions

Bureau of Immigration (BI) Commissioner Siegfred B. Mison announced the commencement of the process to fill-up 173 vacant positions for hiring and promotion.

“Some of the positions were created as a result of the rationalization plan under the Department of Justice, while others were vacated by reason of retirement, resignation or dismissal from the service.” said Mison.

“Of the 173 vacancies, 105 do not require prior work experience,” added Mison.

Mison likewise pointed out that the hiring process is based on the bureau’s institutionalized merit selection plan wherein applicants are hired based on their qualifications and competence. Under the merit selection plan, the bureau was able to properly screen applicants that resulted to eventual hiring of officers who graduated with latin honors and are holders of professional licenses.

8.5 million project for Cebu farmers

Cebu farmers, specifically members of Agrarian Reform Beneficiaries Organizations, will benefit from the implementation of an Php 8.5 million project in the province. Department of Agrarian Reform (DAR) 7 Regional Director Stephen Leonidas, CESO V (center) Santander Mayor Marilyn Wenceslao, Alegria Mayor Verna Magallon, and Samboan Mayor Raymond Joseph D. Calderon recently signed a Memorandum of Agreement (MOA) for the implementation of Grassroots Participatory Budgeting (GPB) in Cebu City. Among the projects include the Php 3M GPB project which will be used for improvement and rehabilitation of Flood Control Projects and Soil and Water Conservation Development Project in Alegria , Php 2.5M Flood Control Projects in Samboan and Php 5M construction of drainage system in Santander.


PRC Tuguegarao Regional Office observes Pavvurulun Festival 2014

Manila, August 12, 2014 --- The Professional Regulation Commission (PRC) announces the temporary suspension of services of PRC Tuguegarao Regional Office on August 15 (Friday) in observance of Proclamation No. 841 declaring August 15, 2014 as a Special (Non-working) day in the city of Tuguegarao.

Executive Secretary Paquito N. Ochoa Jr., by authority of His Excellency Benigno S. Aquino III issued Proclamation No. 841 and stated that it is but fitting and proper that the people of the City of Tuguegarao be given full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

The PRC Tuguegarao Regional Office will resume operations on August 18, 2014 (Monday).


DA says return of investment bigger if assistance is given directly to farmers

The Department of Agriculture said the return of investment is bigger if assistance is given straight to farmers because they will also be able to feed more with what they plant.

“Malaki ang multiplier effect kung sa magsasaka ang ibibigay ang ayuda. Malaki ang ROI. Bigyan mo ang isang tao ng isang kilong bigas at ubos ito sa isang saingan at kainan lamang. Pero bigyan mo si Juan Magsasaka ng isang kilo ng seeds at marami siyang mapapakain,” Agriculture Secretary Proceso Alcala said in the Camarines Sur leg of DA’s Bicol Rehabilitation Assistance for Glenda—Agriculture Sector.

The rehab program is a quick response effort of DA to provide initial assistance consisting of agricultural inputs, farm machineries and equipment and other assistance to farmers and fisherfolk to the three most affected provinces of the region namely: Camarines Sur, Albay and Sorsogon.

“Kung sa iba ibibigay ang tulong ang tawag doon ay food for work. Pero kung sa magsasaka ito ay magiging work for food kasi they will be working to produce food. Magpo-produce sila ng pagkain na hindi lang para sa kanilang pamilya pero para sa buong bayan. Ang tulong na kailangan nila ay hindi sardinas pero ang gamit para sila mismo ang magtatanim ng kanilang pagkain,” Alcala added.

The secretary said that disaster preparation should go hand-in-hand in with disaster response, and that if the typhoon’s speed is 120 kilometers per hour (kph) help should not be at 10 kph.

“Ang pagdaan sa daang matuwid ay dapat matulin din,” Alcala said Estimated damage wrought by typhoon Glenda on the agricultural sector is valued at P3.98 billion, the aggregate total for total crops, livestock, agri-infrastructre, abaca and fisheries, with 80,435 affected.

Production volume loss in metric tons for rice is 97,898; for corn 44,567; high value crops, 40, 578; abaca, 3,039. The number of affected coconut trees is 53,863,899.

Camarines Sur has the biggest area and volume of crop damaged, followed by Albay and Sorsogon.

The Secretary recognized that 50 percent of the Bicol region’s agricultural production comes from Camarines Sur, the cereal basket and rice granary of the region, and its ‘Oragon’ farmers. He added that Camarines Sur also contributes greatly to the fisheries sector and the coconut industry.

The DA earlier said the Bicol Region, especially Albay, will be the pilot area for climate change resistant or adapting crops in line with government’s climate change resiliency program.

“Nagbabago na ang panahon, panahon nang magbago,” Alcala said.

The Secretary added that he loves Camarines Sur and Norte, since Quezon, his home province, is Camarines’ neighbor, and the late former Department of the Interior and Local Government Secretary Jesse Robredo was his seatmate at the Cabinet.

According to DA-Bicol OIC regional executive director Abelardo R. Bragas, turned over to Camarines Sur province are 3,217 bags of certified rice seeds; 18,500 packets of assorted vegetable seeds; 18,500 pieces pili seedling; 111 sets garden tools, 445 bags hybrid corn seeds; and 18,500 laminated sacks. Two rice processing centers were turned over to the Saradit na Kristianong Komunidad Organic Farmers Association in Barangay Handong Libmanan. Ten units hand tractor with trailer; 10 carabaos with plow and harrow; three packs of sheep, consisting of four females and one male; and, 10 sets garden tools were raffled off to lucky farmer and fishermen attendees.

The Bureau of Fisheries and Aquatic Resources (BFAR) raffled off five units of fiberglass sibid bancas worth P10,000 each; 10 units marine engine (5.5 Hp) worth P5,000 each and 10 sets of fishing gear worth P3,000 each.

During the event, the ceremonial signing of the Memorandum of Agreement (MOA) for the implementation of the Philippine Rural Development Program (PRDP) was also done, with Sec. Alcala, Shandy M. Hubilla, PRDP Luzon B Coordinator, Governor Miguel Luis Villafuerte and Bragas as signatories.

Bicol Rehabilitation Assistance for Glenda—Agriculture Sector was first done in Sorsogon, then in Albay.

While in Camarines Sur, Secretary Alcala visited agricultural projects and farmers organizations, among them Pecuaria Development cooperative in Barangay Lapniga of Bula town to check if the post-harvest facilities of the DA were being utilized. While interacting with farmers there, he promised to provide livelihood assistance and training to the members on earthworm production, bee culture production sheep production, native pig production, organic pig production, pasture improvement and white corn production. He also raffled off to the farmers two carabaos with plow and harrow and five packs of sheep.

The Secretary also visited J Emmanuel’s House of Pili, the Naga City Goat Farm of Dr. Rufo Llorin and the proposed site of the AgriPinoy Trading Center in Pili town.


TESDA, Coke help Taguig women hit it big in business

Enhancement of skills and access to resources can go a long way to help women sari-sari store owners make it big in the business.

With this goal in mind, the Technical Education and Skills Development Authority (TESDA) and Coca-Cola Philippines pursued their partnership, this time to also include women micro-entrepreneurs of Taguig City.

A Memorandum of Agreement (MOA) among TESDA, Coca Cola and the local government of Taguig City for the Sari-Sari Store Training and Access to Resources (STAR) Program was recently signed by TESDA Director General Joel Villanueva, Coca-Cola Public Affairs and Communications Director Atty. Adel Tamano and Taguig City Mayor Maria Laarni Cayetano.

The event was witnessed by Mr. Pablo Largacha, Head of Public Affairs and Communications of the Coca-Cola Pacific Group, who expressed the beverage firm's commitment and gratitude for their partnership with TESDA and the Local Government of Taguig City on this women economic empowerment program.

"Women entrepreneurs are the fastest growing segment in the community of small businesses. Because of this, wider and greater access to assistance should be made available to them," Villanueva said.

"Providing them with training and opening up avenues for resources to expand and sustain their business will help level the playing field so that they could succeed," he said.

For his part, Tamano said: “It is partnerships with equally passionate and committed organizations like TESDA that makes the STAR Program successful. We see them as a strong ally in helping women retailers become better entrepreneurs."

The STAR program is under the Coca-Cola Company’s 5by20 Program, a global initiative to empower five million women worldwide by the year 2020.

According to the MOA, the program will consist of interventions for small sari-sari stores and food stalls or “karinderyas,” focused on providing basic entrepreneurship training and facilitation of access to business resources, such as micro-loans and merchandising support.

Women micro-entrepreneurs in Taguig will be given scholarship for the 12-week training session that is going to be conducted at the STAR Program Center for Excellence located at the TESDA Women’s Center.

After the completion of the training, qualified women will have the option to apply for additional business capital through micro loans from partner microfinance institutions or they can also organize a cooperative where they can build wealth through savings-first system.

They can also apply to become Coca-Cola serviced outlets, where they can be included in the Coca-Cola value chain as a partner sari-sari store or food outlet.

Launched and piloted in 2011, the Coca-Cola and TESDA STAR Program is now implemented in 25 cities and provinces, namely: Metro Manila, Benguet, Cagayan, Pangsinan, Tarlac, Pampanga, Bulacan, Nueva Ecija, Batangas, Albay, Camarines Sur, Mindoro Oriental, Mindoro Occidental, Palawan, Negros Occidental, Bohol, Aklan, Cebu, Ilo-Ilo, Misamis Oriental, Bukidnon, Lanao Del Norte, Davao City, Davao Del Sur and Davao Del Norte.

In a span of two years, the program has reached 20,000 women retailers. This year, it is aiming to reach 15,000 more through the various program components and implementing partner organizations.


PDIC advises borrowers of Rural Bank of Oroquieta (Misamis Occidental) to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Oroquieta (Misamis Occidental), Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.
In a statement, PDIC advised borrowers of the Rural Bank of Oroquieta to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL – RURAL BANK OF OROQUIETA (MISAMIS OCCIDENTAL). The Receiver cautioned borrowers that it has discontinued the engagement of the bank’s collectors. PDIC has not engaged any person to collect the loans of the bank. To ensure proper recording of payments made by borrowers, it further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a copy of their deposit slips by mail to the Deputy Receiver for loans Mr. Democrito L. Bitang at the PDIC Office, 5th Floor, SSS Bldg., Ayala Avenue corner V.A. Rufino St., Makati City or send via e-mail to Mr. Joval L. The Monetary Board (MB) placed the Rural Bank of Oroquieta under the receivership of the PDIC by virtue of MB Resolution No. 1143 dated July 21, 2014. As Receiver, PDIC took over the bank on July 22, 2014. Upon takeover, all bank records were gathered, verified and validated.
Rural Bank of Oroquieta is a two-unit rural bank with Head Office located at Barrientos corner Revil Streets, Oroquieta City, Misamis Occidental. Its lone branch is located in Calamba, Misamis Occidental.

Regional Workshops on PPPs help ramp up LGU participation

The Public-Private Partnership (PPP) Center conducted a series of orientation-workshops on Public–Private Partnership in the Philippines for the Regional Offices of the National Economic and Development Authority Regional Office in regions II and VII.

For Region II, the two-day capacity building event was held last August 5-6 at the Pamegafanan Hall of the NEDA RO2 complex in Tuguegarao City for Region II. Participants to the workshop included Administrative and Planning Officers from the municipalities of Peñablanca and Baggao, both in Cagayan; the municipalities of Aurora, Cabagan and San Mariano in Isabela; and Ambaguio in Nueva Vizcaya.

Another orientation workshop was held in Region VII last August 7-8 in Cebu City at the Harolds
Hotel through the collaboration of the NEDA RO VII and the Cebu Chamber of Commerce and Industry. A total of 53 participants attended the workshop, the majority came from the LGUs.

The event was designed to apprise NEDA staff and selected LGUs with the significance of public-private partnerships in realizing local goals and objectives.

Emphasis was placed on the threefold objectives of the orientation-workshop, which included: to provide participants with an overview of the PPP concepts and framework in the Philippines; to provide Local Government Units (LGU) with a basic understanding of the PPP option for development projects; and to enhance the technical capacities of the participants on project preparation and development processes for PPP.

Director Eleazar Ricote of the Capacity Building and Knowledge Management Services of the PPP Center served as resource person for the orientation-workshop. Among the topics discussed included PPP and sustainable local development; understanding the PPP process; and an introduction to the PPP Center and its services. Afterwards, Director Ricote led a workshop on proposal preparation and refinement, thus providing inputs that will help participating LGUs craft proposals that would attract private sector interest.


Foreign Portfolio Investments yield net inflows in July 2014

Transactions in July 2014 for registered foreign portfolio investments yielded overall net inflows of US$321 million, reflecting a significant improvement from the previous month’s US$44 million. Registered investments for the month slightly rose by 4.4 percent to US$1.7 billion, while outflows declined by 12.6 percent to
US$1.4 billion.

Net inflows were realized for PSE-listed securities (US$137 million) and Peso GS (US$213 million). About 69.7 percent of the registered investments were in PSE-listed securities (mainly holding firms; property companies; banks; telecommunication firms; and food, beverage and tobacco firms); and 30.2 percent in Peso GS.

The United States, the United Kingdom, Singapore, Malaysia, and Germany were the top five (5) investor countries for the month, with combined share to total of 80.8 percent. The United States continued to be the main destination of outflows, receiving 83.6 percent of total.

Registration of inward foreign investments with the Bangko Sentral ng Pilipinas (BSP) is voluntary under the liberalized rules on foreign exchange transactions. The issuance of a BSP registration document entitles the investor or his representative to buy foreign exchange from authorized agent banks and/or their subsidiary/affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment. Without such registration, the foreign investor can still repatriate capital and remit earnings on his investment but the foreign exchange will have to be sourced outside the banking system.


HR managers and CES coordinators revisit career executive core competencies

Thirty Human Resource Managers (HRM) and Career Executive Service (CES) Coordinators from various national government agencies gathered for the 3rd Quarter 2014 HRM Fellowship Meeting and Learning Session last August 7 at the Multi-Purpose Hall, National Telecommunications Commission (NTC) Building in Quezon City. CESB Executive Director Maria Anthonette Velasco-Allones, CESO I, led the group in a workshop which sought to revisit and redefine CES leadership and managerial competencies.

Executive Director Allones jumpstarted the workshop by explaining the rationale, key features and behavioral discussions of the six core competencies required of a career executive. The six include: strategic and critical thinking; leading in a continuously changing environment, empowering/ developing others to establish collective accountability for results; linkaging and networking for productive partnerships; planning/ organizing for greater impact; and driving performance for integrity and service.
In revisiting the CES core competency framework, she solicited new insights and recommendations from executives in attendance, specifically on what existing roles to keep and new roles to assume, as well as the required knowledge set, behaviors/ attitudes and skills per role, to be able to come up with a consolidated and redefined competency-based HRM.

Executive Director Allones also gave updates on new CES policies and programs. These included policies on: institutionalizing the practice of informing agency heads in cases of deferment/ denial of CES eligibility and rank promotion; establishing an online CES Performance Evaluation System next year; classifying 23 CES positions in the Information and Communications Technology Office; and accrediting the new HURIS training program on Strategic Decision Making, among others.

Career executives who attended included: Department of Education (DepEd) Undersecretary, Rizalino D. Rivera and Department of Environment and Natural Resources OIC-Assistant Secretary, Corazon C. Davis, CESO II.

The next HRM Fellowship Meeting and Learning Session will be hosted by the Department of Education and is tentatively slated on October 2.


Discontinue offering underperforming college degrees -- study

The Commission on Higher Education should enforce "more vigorously" its policy of closing existing programs of state colleges and universities (SUCs) that perform under par year after year in Professional Board Examinations (PBEs).

This is one of the recommendations of "Review and Assessment of Programs Offered by State Universities and Colleges" co-written by Dr. Rosario Manasan and Danileen Kristel Parel, senior research fellow and supervising research specialist, respectively, of state think tank Philippine Institute for Development Studies (PIDS).

"It is worrisome that there is a preponderance of universities and colleges with zero passing rate in many professional board exams (PBEs) from 2004 to 2011," the study noted. "Furthermore, closer scrutiny of SUCs` passing rate in PBEs indicate that a good number of them post passing rates that are well below the national average passing rate year after year."

Degrees that have poor PBE performance are agriculture, accountancy, criminology, electrical engineering, electronics engineering, geodetic engineering, social work, elementary and secondary education, library science, forestry, and environmental planning. Data available show that the median passing rate for 38 PBEs for 2004-2011 ranged from 40 to 48 percent. Only 10 out of 38 PBEs had average passing rates above 60 percent and only 6 had passing rates above 70 percent.

The study noted that the SUCs offer "popular" courses even if these are beyond their core mandate. "Given the broad mandates of SUCs, it is not surprising that there is substantial duplication in their program offerings relative to those of private higher education institutions (PHEIs) and other SUCs in the same region where they operate."

Program duplication may be considered a problem for a number of reasons. "One, the number of programs offered by SUCs has been found empirically to tend to increase per student cost of SUCs. Two, when SUCs offer programs that PHEIs traditionally offer, PHEIs are effectively crowded out because the tuition fees charged by SUCs is significantly lower than that of PHEIs." PHEI officials note the seeming unfair competition. While the CHED strictly enforces its policies, standards and guidelines, some SUCs are allowed to offer courses without the requisite facilities and qualified faculty.

While some SUC officials hold that the poor PBE performance are currently being addressed by conducting review classes and pre-board examinations, the study noted that these measures will improve the passing rate but will not necessarily improve the quality of instruction. Faculty development and upgrading of facilities are argued to be more effective in improving overall performance.

The study also recommends the following: (i) CHED should ensure that SUCs` program offerings comply with policies, standards, and guidelines of the commission; (ii) CHED should weigh the advantages and disadvantages of centralization over decentralization with respect to the monitoring of SUCs; (iii) the CHED regional director should become a regular member of the SUC Board; and (iv) the normative funding formula should be adjusted so that SUCs do not get an additional subsidy from the national government for the additional enrollment resulting from their offering popular programs. SUCs may be allowed to offer popular programs provided they meet CHED standards and shoulder the full cost of offering those programs.

mga sundalo nitong bansa ito ng mga kanyon sa isla na inookupa nila.
Siyempre po, hindi nagpadaig ang ating mga marines. Wala silang kanyon, kaya
ang ginawa po nila, pumutol daw sila ng puno ng niyog, pininturahan ng itim,
at itinutok sa mga baka maging kalaban—para magmukhang kanyon mula sa malayo.



Ang sabi ko nga, kung natuklasang hindi totoo ang mga kanyong iyon,
siguradong todas po tayo. Pero iba talaga ang sundalong Pilipino: Kulang man
sa kagamitan, naidadaan pa rin sa diskarte at tapang ang anumang laban.



Sa pagtitipon natin ngayon, pinapatunayan nating tapos na ang panahon kung

Ang pag-aabot natin ng M4 Caliber 5.56mm assault rifles sa ating

ipapamahagi sa ating Sandatahang Lakas. Nitong Hulyo nga po, 27,300 (units)
na ang nai-deliver po sa atin, at ang nalalabi pang 23,329 (units), maide-deliver
sa darating na Disyembre. Unang kalabit pa lang din ito sa malawakan nating
inisyatiba para bigyang-lakas ang ating unipormadong hanay; doble-kayod pa
rin tayo upang tuloy-tuloy ang inyong pag-unlad.



Ang maganda pa nga: Dahil sa patas na bidding, nakuha natin ang mga bagong
baril na ito sa di-hamak na mas murang halaga. Sabi po ng BAC, ang dapat
sana’y P63,000 kada unit—na di-hamak na ngang mas mura sa dinatnan nating
presyo noong tayo’y nag-umpisang manungkulan—nakuha na lamang natin sa

umabot sa P1.2 billion. Gamit ang bahagi ng dagdag-pondo na ito, nakapag-procure
ang ating Department of National Defense ng dagdag pang 12,657 units ng
assault rifles para sa Philippine Army, na nagkakahalagang P486.06 milyon.
Sa Disyembre ang dating po ng mga karagdagang baril na ito. Tingnan po ninyo:
Nakabili na tayo ng mga de-kalibreng baril, nakatipid pa tayo ng pera. Ang
resulta: Higit pa nating mabibigyang-lakas ang inyong puwersa.



Talaga nagagalak po ako sa makasaysayang tagumpay nating ito. Naalala ko po

INTERVIEW OF COMMUNICATIONS SECRETARY HERMINIO COLOMA, JR.

ALAN: Sec., doon po sa panayam ng Pangulo na isinahimpapawid ng isang
television station ay binanggit po ng Pangulo na bukas siya sa posibleng
pagkakaroon po ng mga amendments sa kasalukuyang Saligang Batas. At may
nabanggit po siya rito na iyong ilang mga provisions na may kinalaman sa
poder ng Korte Suprema ay maaari raw maamyendahan, Sec. Sonny. Ano hong ilan
sa mga provisions na maaaring tinutukoy ng Pangulo dito, Sec. Sonny, Sir?



SEC. COLOMA: Ginamit po ng Pangulo iyong terminong “judicial reach.” Ibig
sabihin po, hanggang saan ba dapat ang maaabot ng kapangyarihan ng
Hudikatura. Ang konteksto po nito ay iyong pagkahati-hati ng mga
kapangyarihan ayon sa ating Saligang Batas. May tatlo po tayong sangay:
Ehekutibo, Lehislatura at Hudikatura. Iyong Lehislatura po, iyon ang
nagsasagawa ng batas. Iyon namang Ehekutibo, iyon ang nagpapatupad ng batas.
Ang Hudikatura naman po, iyon ang nabibigay ng interpretasyon ng batas.
Kaya’t ang punto de vista ng Pangulo ay hinggil doon sa pagkakahati-hati ng
kapangyarihan at doon sa prinsipyo na check and balance.



Ang kaniyang binigyan ng diin sa kaniyang panayam kahapon ay iyong konsepto
ng “balanse,” dahil nagpahayag siya ng katanungan ‘no kung ito bang
balanseng ito ay napapanatili natin dahil nga sa ating mga naging karanasan
sa mga desisyon na isinagawa ng Korte Suprema. At siyempre, patungkol iyan
doon sa pinakahuling pagpapasya hinggil doon sa kapangyarihan ng Pangulo at
ng Ehekutibo na maglaan ng pondo, iyong gumamit ng savings para mas mainam
na mapatupad iyong National Budget.



Pinunto din kasi ng Pangulo na noong nakaraan, iyong kapangyarihan ng Korte
ay naka-focus doon lamang sa sinasabi nilang sakop nila. Katulad noong
nagkaroon ng question hinggil sa pagdedeklara ng Martial Law, ang sinabi ng
Korte Suprema ay iyan ay nasa kapangyarihan na ng Ehekutibo dahil political
question. Pero dito sa naganap na pagpapasya ay tila naiba na nga iyong
doktrina hinggil diyan.



ALAN: Ayun, okay. Nang tanungin din po ang Pangulong Noy tungkol sa kung
sakali ay bukas ba siya doon sa posibilidad na maamyendahan iyong mga
probisyon na may kinalaman sa 6-year term limit sa panunungkulan po ng
Pangulo, ang naging tugon po ng Pangulo ay siya ay makikinig sa kaniyang mga
“Boss,” referring to ang taumbayan, Sec. Sonny, Sir?



SEC. COLOMA: Matagal na naman pong prinsipyo ng Pangulo iyan, mula pa noong
siya ay nagpasya na kumandidato, pinakinggan niya ang tawag ng bayan para
siya ay maglingkod. Noong unang araw pa lang, noong siya ay nanumpa sa
tungkulin, matatag iyong kaniyang deklarasyon: “Kayo ang boss ko.” At
malinaw naman na sa lahat ng pagkakataon, talagang pinupulsuhan ng Pangulo
ang saloobin ng mga mamamayan bilang gabay sa kaniyang pagpapasya.



ALAN: Opo, opo. Sec. Sonny, sa ibang usapin naman po. Itong problema pa rin
ng sobrang pagsisikip sa kasalukuyan nitong Port of Manila na naging dahilan
nang sinasabi sa delay ng delivery ng mga pangunahing bilihin na patungo
doon sa iba’t ibang mga outlets. We understand na patuloy po ang ugnayan
ninyo with the various agencies concerned para mabigyang solusyon po kaagad
itong concern na ito, Sec. Sonny, Sir?



SEC. COLOMA: Mahalaga na mabigyan nang kagyat na kalutasan iyong pagsisikip
sa ating Pantalan ng Maynila, iyong Port of Manila, dahil ang suliranin sa
kasalukuyan [ay] iyong naiipit iyong mga kargamento na kailangang-kailangan
ng ating mga negosyo at kalakal dahil doon sa naging patakaran sa paggalaw
ng mga trucks sa loob ng Kalakhang Maynila. At dahil na rin sumisigla ang
ating ekonomiya, dumadami ang mga kalakal na pumapasok dito sa ating bansa
kaya ito ay puspusang pinagtutulungan ng iba’t ibang ahensya. At tinataya ng
ating economic cluster ng Gabinete na ilang araw na lamang, sa ganitong
panahon ay napapanumbalik na sa normal iyong operasyon. Ibig sabihin, maki-clear
iyong backlog ng mga kargamentong naipit nang matagal na panahon doon sa
Port of Manila.



ALAN: Ayun, at isa rin ho sa mga concern dito ay iyong paglabas ng mga trak,
iyong oras at ruta na maaari nilang daanan, Sir, within Metro Manila?



SEC. COLOMA: Kaya nga’t pansinin natin, kahit na umiiral iyong truck ban sa
Lunsod ng Maynila at sa iba’t ibang lungsod, nag-designate naman ng mga
trade routes o truck routes na puwedeng daanan – katulad sa Roxas Boulevard
– para iyong labas at pagpasok nila mismo sa Port of Manila ay mapabilis.




At kasabay na rin dito, sinisikap na ring pataasin iyong paggamit sa
iba’t-ibang mga mas malapit din na pantalan katulad ng Batangas Port at
iyong Subic na kabila lang ng Manila Bay. Kaya lahat po ay sinisikap na
gawin para mabigyan ng epektibong kalutasan ang suliranin.



ALAN: Opo. Sec., sa isang usapin pa po. Kahapon ay nagkaroon ng aksidente
dito sa MRT 3, ano ho. May nag-overshoot na coach doon sa dulo, sa may Pasay.
Well, ang iniisip nga po ng marami, of course, iyong usapin ng maintenance.
Pero naaalala ko nga ho noon, ilang buwan na rin ang nakakaraan, isa sa mga
napapag-usapan ay iyong posibleng pagtataas na ng pamasahe ng LRT para naman
hindi na masyadong – anong tawag doon – kinakargo ng pamahalaan iyong
pamasahe ng mga kababayan natin, pero hindi po natuloy pa rin itong fare
increase na ito, Secretary Coloma, Sir?



SEC. COLOMA: Maraming usapin hinggil diyan. Himayin na lang natin.



Ang unang-una ay iyong tungkol sa kaligtasan. Pangunahin iyong kunsiderasyon
na dapat maging ligtas itong MRT dahil ito ay inaasahang magdala sa
pinakamaraming bilang ng ating mga mamamayan dito sa Kalakhang Maynila. Mass
Transit System po ito, libu-libo ang ang mga taong gumagamit niyan, kaya ang
pangunahing kunsiderasyon po, anuman ang sabihing situwasyon ng MRT, ang
pangunahing kunsiderasyon ay kaligtasan ng mga pasahero at mga mamamayan.
Kaya iyan po ang unang bibigyan ng atensyon sa pagsisiyasat hinggil doon sa
nangyari kahapon.



Pangalawa po, iyong ginagawa din para ma-address iyong capacity problem
diyan ‘no. Iyong sobra kasi ang dami nang sumasakay kaya nga hinihintay
natin, ilang buwan na lang, iyong pagdating ng mga bagong bagon na dadagdag
sa masasakyan ng ating mga mamamayan.



At ikatlo, iyong binanggit mo hinggil sa pamasahe. Kaya kung titingnan natin
iyong situwasyon ngayon, napakarami namang sasakyan din na available sa
ating mga mamamayan. Kaya lang medyo malaki rin iyong diperensya ng pamasahe
sa MRT at pamasahe sa pampasaherong bus. At batid natin na nagkakaroon ito
nang malaking subsidiya. Ibig sabihin, lahat po ng mga nagbabayad ng buwis
sa ating bansa, maging iyong mga nakatira sa Visayas at Mindanao na ni
minsan ay hindi ginagamit ito sa kanilang pang-araw-araw na buhay, pati po
sila ay pinapasan nila iyong subsidiya. Kaya iyan po ang sinusuri natin
ngayon - makatuwiran ba iyon na pinapasan ng buong bansa iyong isang
serbisyo na ang pakinabang lamang ay sa iisang lugar. Siguro po ay
kailangang bigyan din ng katugunan iyang bagay na iyan.



Pero uulitin ko lang po, sa kasalukuyan, ang tinutukoy po na prayoridad ay
iyong kaligtasan, dahil mahalaga iyong kaligtasan ng ating mga mamamayan.

contributions to science particularly his researches on marine
ecosystems which became the bases for management of and the conservation
programs for the country's marine resources. Most notable among his
researches have been on coral reef ecology and conservation,
reestablishment of giant clam stocks, and marine science capacity
enhancement. His pioneering research works on invertebrate zoology,
coral reef science and assessment, and invertebrate aquaculture, where
he steered the world’s first national-scale assessment of damage to
coral reefs, which brought widespread concern over the status coral
reefs. This led to worldwide conservation initiatives, such as the
Global reefs and Risk Analysis, Global Coral Reef Monitoring Network,
