Forecast:

coordination with the local government of Santa Rosa City conducted a
7-day Diskwento Caravan in the city's ground plaza last August 18-24,

A couple from the town of Rosario has developed a cheaper charcoal
stove with blower made entirely from scrap materials. The Branola’s
version of charcoal stove sells for only P250 which is low-priced

maker.

Fishermen and local officials in Rosario were thrilled over the recent
discovery of a school of shrimps in the artificial coral reefs installed
seven years ago in the sea off the villages of Wawa III and Ligtong I.
Rosario Mayor Jose Ricafrente was quoted in saying that it’s the first
time in many years he saw such abundance of shrimps.

President Aquino says hunt for other high-profile fugitives continues

President Benigno S. Aquino III on Wednesday assured the public that the government continues its
efforts to pursue and arrest other high-profile fugitives wanted by the authorities.

“Sinabi ko naman ho sa inyo na tuloy-tuloy at hindi tumitigil ang ating mga
law enforcement entities na habulin lahat ng mga may warrants of arrest,” the
President said during an exclusive interview with Bombo Radyo Philippines.

“Pagpasensiyahan na lang ninyo na hindi ko puwede munang masabi sa inyo ang
detalye ngayon,” he said. “Asahan na lang ho ninyo na tuloy-tuloy ang success
natin diyan.”

The President indicated that there are “developments” in the search for such
high-profile fugitives as former Palawan Governor Joel Reyes, his brother
Coron Mayor Mario Reyes, and former Dinagat Island Representative Ruben
Ecleo, Jr.

The Reyes brothers are the prime suspects in the killing of environment
advocate Gerry Ortega in 2011. Ecleo, on the other had, has been convicted of
parricide for the death of his wife.

“Meron nang developments, pero hindi ko ho puwedeng sabihin sa inyo. Dahil
baka ‘pag naituro nating malapit na kayo, baka naman—baka mawala na naman ho
doon,” he said.

President Aquino cited the recent arrest of retired Major General Jovito
Palparan, one of the country’s most wanted fugitives.

“Katulad ‘nung kay General Palparan, matagal-tagal na rin hong nagkaroon ng
sighting, pero ‘yung mga naka-sight sa kanya, mga intel agents, kulang ho,
kulang raw sila, parang iisa o dadalawa ang nakakita several months ago. At
naghintay tayo ng tinatawag na mag-surface nga muli,” he said.

“So kulang ang kakayahan ‘nung intel unit at that time na arestuhin siya
dahil may mga kasama raw, diumano. Itong tuloy-tuloy na operations nagresulta
nga sa pagkakahuli sa kanya dito sa Sta. Mesa,” he added.

Palparan, wanted for the disappearance of two University of the Philippines
students in 2006, was arrested last August 12 in Sta. Mesa, Manila, by agents
of the National of Bureau of Investigation after almost three years in

President Aquino hopes to forward draft Bangsamoro Basic Law to Congress soon


President Benigno S. Aquino III said a lot of issues in the draft of the Bangsamoro Basic Law have
been resolved that it could soon be submitted to Congress.

"Mukhang maisusulong na natin o maihahain na sa Kongreso, sana sa lalong
madaling panahon, ang isang panukalang batas na sinasangayunan ng lahat ng
stakeholders," he said during an interview with Bombo Radyo Philippines
on Wednesday.

The recent review of the draft law focused on the details to make sure that
they are in line with the specifications of the law, the President said,
adding that a meeting has been scheduled on Thursday (August 28) to discuss
the draft.

"Talagang masusing inaaral bawat isang section at bahagi nitong
Bangsamoro Basic Law dahil hinahabol nga natin ang isang panukalang batas na
maibibigay sa ating mga kapatid sa Bangsamoro iyong kanilang inaasam-asam at
binibigyan din naman ng kapanatagan ng loob iyong mga kapit-bahay nila na
maapektuhan nitong batas na ito," he said.

Asked about the timetable on passing the Bangsamoro Law, he said this would
depend on the discussions in Congress.

The government however wants the transitional authority to have at least one
year and a half to promote why the proposed system is more suitable for the
Bangsamoro, he said.

“Hinahabol natin na magkaroon ng plebiscite by the end of this year, kung
pupwede, at depende nga ito sa talakayan ng Kongreso doon sa batas dahil ang
hinahabol natin magkaroon ng one year and a half man lang na maipakita ‘nung
transitional authority kung bakit mas angkop ang sistemang iminumungkahi nila
sa pagpapatakbo ng Bangsamoro,” the President said.

Presidential peace adviser Teresita Deles recently said that both the
government and the Moro Islamic Liberation Front (MILF) peace panels have
already agreed on significant issues, and that is why they decided to forward
the draft to the President.

The draft Bangsamoro Basic Law was submitted to President Aquino on Wednesday
last week.

Once the draft law is approved by Congress, a plebiscite will be held and a
transition authority will be created in preparation for the conduct of an
election in the Bangsamoro in 2016.

President Aquino has vowed to push for the conduct of a fair and democratic
poll in the region before he leaves office in 2016. PND (as)






Aquino to push for stronger trade ties, raise awareness on climate change in upcoming European,
U.S. trips


President Benigno S. Aquino III said he would push for stronger trade relations, as well as raise
awareness on climate change when he embarks on a multi-nation tour of Europe
and the United States next month.

In an exclusive interview with Bombo Radyo Philippines on Wednesday, the
President said he will visit Spain, France, Germany and Belgium middle of
September and will then proceed to the US.

While in Europe, he said he would express the country's gratitude to European
nations for lifting the restrictions imposed on Philippine carriers, enabling
the latter to penetrate the European market.

He also said he would thank leaders of the European Union for their
contributions to the Philippines in the aftermath of Typhoon Yolanda, as well
as to the peace efforts in Mindanao.

He will also hold discussions regarding Filipino seafarers employed in
European vessels under the European Maritime Safety Agency.

The President further said he would lure European investors to set up
businesses in the Philippines.

"Ang masasabi ko na lang sa inyo na talagang iyong biyahe lalabas ng
parang tig-dalawang araw lang kada bansa. Talagang ang biruan nga ‘nung ating
mga kasamahan dito, karamihan ng tulog yata ay sa eroplano," he told
Bombo Radyo.

"Pero magiging sulit ang pagod na ‘yan sa inaasahan nating ipapasok na
investors dito, lalo na sa manufacturing," he added.

After his tour of Europe, the President will proceed to the US to attend a
United Nations (UN) summit on global climate change at the invitation of UN
Secretary-General Ban Ki-moon.

He will share the country's experiences on the impact of global climate
change and discuss the need to step up measures on raising awareness on
climate change adaptation.

Visiting other countries is very important, the President said, noting that
meeting foreign leaders face-to-face results in better relations among

President Aquino says he is prepared to sign Anti-Dynasty Bill into Law


President Benigno S. Aquino III said he is ready to sign into law the bill that seeks the
abolition of political dynasties in the country.

“Kapag naitapos ho nila ‘yan, ako’y handang-handa pirmahan ang batas na
‘yan,” he told Bombo Radyo Philippines during an exclusive interview on
Wednesday.

The President noted that the Anti-Dynasty Bill is already gaining traction in
Congress, with House of Representatives Speaker Feliciano Belmonte speaking
in favor of the initiative.

He said he favors the abolition of political dynasties in the country as
dynasties control the economic, political and even the judicial component of
communities.

Political dynasties also hamper the conduct of a fair and democratic election
in a locality, he added.

One of those who filed the Anti-Dynasty Bill was Congressman Edgar Erice of
Caloocan, he said.

The 1987 Constitution calls for an enabling law against political dynasties
and the President has said he is ready to sign such bill into law when it

Investment in people, social protection to sustain economy, says President Aquino
The continued growth
of the Philippine economy will be sustained by the administration through
intensified programs on people development and social protection, President
Benigno S. Aquino III has said.

In an exclusive interview with Bombo Radyo Philippines on Wednesday, the
President said he believes that the country’s greatest resource is its
people, thus the government has been investing heavily on its citizens,
especially in terms of education and health.

He said the focus on empowering the people is manifested by the expansion of
the conditional cash transfer program to enable children of beneficiary
families to finish high school to enhance their employability.

He also mentioned the 300 percent increase in the health budget to broaden
the universal health coverage to include catastrophic illnesses.

The Chief Executive said he has also directed the Cabinet to work with a
sense of urgency in clearing the administrative bottlenecks that brought
about a slowdown in government spending during the first half of the year.

According to Secretary Arsenio Balisacan of the National Economic Development
Authority, government disbursements in June increased by almost 45 percent
and the administration is confident that the government will catch up on its

Claimant countries must work to reduce tension in West Philippine
Sea, says President Aquino


Claimant countries in the West Philippine Sea (South China Sea) must have the "sense" to
settle the dispute peacefully and must work together to reduce tension in the
contested territory, President Benigno S. Aquino III has said.

"Sana talagang magkaroon tayo ng tinatawag sa Ingles na ‘sense’ mula sa
kanila na talagang nakatutok sila sa pagbababa ng lahat ng tensyon at
pagreresolba ng lahat ng naayon sa tinatawag na international law at
pakikipag-ugnayan ng mahusay sa mga karatig na bansa," President Aquino
told Bombo Radyo Philippines in an interview on Wednesday.

The President said he is worried about intelligence reports saying that the
rocks and features of the area have been reclaimed and turned into islets.

This would change the legal boundaries in the area, especially as the country
pushes its claim through legal means, he said.

"Nababahala tayo sa lahat ng mga kilos na ito, na baka magkakaroon pa
tayo ng report na hindi na lang sa ibang mga bansang meron silang... sabihin
nating dispute, hindi na lang tubig ang pinag-uusapan, meron na ring land
claims," he said.

The President said he has received reports about two hydrographic ships
deployed to Recto Bank to do mapping operations.

Recto Bank is 80 miles from Palawan and within the 200-mile exclusive
economic zone of the country, he noted, adding that he wonders what the two
ships were mapping inside Philippine territory.

The Philippines is concentrating on two initiatives to resolve the issue ---
through arbitration under the United Nations Convention on the Law of the
Seas (UNCLOS), and by pushing for a binding Code of Conduct in the South
China Sea.

The country has filed an arbitration case to compel China to clarify its
claims in the South China Sea. China however has refused to participate in
the arbitration.

The Philippines wants to craft a Code of Conduct in the Association of
Southeast Asian Nations (ASEAN) that, once approved, will ask China to also
adopt the binding code.

The ASEAN tried to craft a Code of Conduct in 2002 but only produced the
Declaration of the Conduct of Parties in the South China Sea. The declaration
is non-binding.

Aside from China and the Philippines, Vietnam, Malaysia, Brunei, and Taiwan
are laying claim to the South China Sea. PND (as)

Patuloy ang pagtugis sa iba pang mga pinaghahanap ng batas—Aquino


Hindi tinatantanan ng pamahalaan ang pagsisikap na madakip ang mga high-profile fugitives o mga tanyag na
taong pinaghahanap ng batas.

Ito ang tiniyak ng Pangulong Benigno S. Aquino III Miyerkoles sa exclusive
interview sa kanya ng Bombo Radyo Philippines.

“Sinabi ko naman ho sa inyo na tuluy-tuloy at hindi tumitigil ang ating mga
alagad ng batas na habuling lahat ang mga may warrant of arrest,” sabi ng
Pangulo sa nasabing panayam.

“Pagpasensiyahan na lamang ninyo na hindi ko puwede munang sabihin sa inyo
ang detalye ngayon. Asahan na lamang ho ninyo na tuluy-tuloy ang tagumpay
natin sa bagay na ito,” dugtong pa ng Pangulo.

Ipinahiwatig ng Pangulong Aquino na may mga “nangyayari na” sa paghahanap sa
mga high-profile fugitives na tulad nina dating Gobernador Joel Reyes ng
Palawan, sa kapatid nitong si Alkalde Mario Reyes, gayundin si dating
Kinatawan Ruben Ecleo, Jr. ng Dinagat Island.

Ang magkapatid na Reyes ay pangunahing pinaghihinalaan sa pagpaslang kay
Gerry Ortega, environment advocate noong 2011. Sa kabilang dako, si Ecleo
naman ay nahatulan na sa kasalanang pagpaslang sa asawa niya.

“May mga developments na. Nguni’t hindi ko puwedeng sabihin sa inyo dahil
baka kapag sinabi nating malapit na kayong madakip, baka naman mawala na
naman ho sila doon,” dugtong pa ng Pangulo.

Binanggit ng Pangulo ang pagkadakip kamakailan kay retiradong Komandante
Heneral Jovito Palparan, isa sa mga pangunahing pinaghahanap sa bansa.

“Katulad ni Heneral Palparan. Matagal-tagal na ring nagkaroon ng sighting,
nguni’t ang nakakita sa kanya, mga intel agents, kulang ho…kulang raw sila.
Tila iisa o dadalawa ang nakakita sa kanya ilang buwan na ang nakalilipas
kaya naghintay tayo ng pagkakataon uli na lumabas siya, “ wika ng Pangulo.

“Nang makita si Palparan, kulang ang tauhan ng intel unit ng mga sandaling
yaon para dakpin siya dahil nga tila nag-iisa o dadalawa lamang ang nakakita
sa kanya ilang buwan na ang nakalilipas. May mga kasama umano. Dahil dito,
naghintay sila ng pagkakataon at patuloy na nagmanman na nagresulta sa
pagkakahuli sa kanya sa Sta. Mesa,” dagdag ng Pangulo.

Si Palparan ay pinaghahanap dahil sa pagkawala umano ng dalawang mag-aaral ng
Pamantasan ng Pilipinas noong 2006. Nadakip siya noong Agosto 12 sa Sta.
Mesa, Maynila ng mga tauhan ng Pambansang Kawanihan ng Pagsisiyast (NBI)

Inaasahan ni Aquino na maipadadala niya sa Kongreso sa madaling panahon ang
‘draft Bangsamoro Basic Law’

Maraming mga isyu sa draft ng Bangsamoro Basic Law ang nalutas na sabi ng Pangulong Benigno S.
Aquino III kaya maaari na itong ipadala sa Kongreso sa madaling panahon.

“Mukhang maisusulong na natin o maihahain na sa Kongreso, sana sa lalong
madaling panahon, ang isang panukalang batas na sinasang-ayunan ng lahat ng
stakeholders,” pahayag ng Pangulo sa panayam ng Bombo Radyo Philippines
Miyerkoles.

Sinabi ng Pangulo na ang balangkas ng batas ay nakatuon sa mga detalye kung
paano matitiyak na naaalinsunod ang mga ito sa mga ispesipikasyon ng batas
kaya ito itinakdang pagpulungan ito sa Huwebes (Agosto 28).

“Talagang masusing pinag-aaralan bawa’t seksiyon at bahagi ng Bangsamoro
Basic Law dahil hinahabol nga natin ang isang panukalang batas na magbibigay
sa ating mga kapatid sa Bangsamoro ang kanilang inaasam-asam at binibigyan
din naman natin ng kapanatagan ng loob ang mga kapitbahay nila na
maaapektuhan nitong batas na ito,” paliwanag ng Pangulo.

Ayon sa Pangulo, ang pagpapatibay sa Bangsamoro Basic Law ay masasalalay sa
talakayan ng Kongreso tungkol dito.

Gayunman, idinugtong niya na nais ng pamahalaan na magkaroon ng isa at
kalahating taon man lamang ang transitional authority na ipaliwanag at isulong
kung bakit ang panukalang sistemang ito ay higit na angkop sa Bangsamoro.

“Hinahabol natin na magkaroon ng plebisito sa pagtatapos ng taong ito kung
maaari at depende nga ito sa talakayan ng Kongreso sa batas na ito dahil ang
hinahabol natin ay magkaroon ng isa at kalahating taon man lamang na
maipakita ng transitional authority kung bakit mas angkop ang sistemang
iminumungkahi nila sa pagpapatakbo ng Bangsamoro,” sabi pa ng Pangulo.

Samantala, sinabi naman ni Presidential Peace Adviser Teresita Deles nagkasundo
na ang peace panel ng pamahalaan at ng Moro Islamic Liberation Front (MILF)
sa mahahalagang isyu kaya minarapat nilang ipadala na ang draft sa Pangulo.

Ang panukalang Bangsamoro Basic Law ay ipinadala sa Pangulong Aquino noong
Miyerkoles ng nakalipas na linggo.

Kapag napagtibay na ng Kongreso ang naturang panukalang batas ay idaraos ang
plebisito at itatatag ang transition authority upang paghandaan ang idaraos
na halalan sa Bangsamoro sa taong 2016.

Nangako ang Pangulong Aquino na titiyakin niya ang idaraos na halalan sa
rehiyong nasabi ay isang halalang tunay na demokratiko bago siya bumaba sa

Isusulong ni Aquino ang higit na ugnayang kalakalan at kaalaman sa ‘climate change’ sa
gagawing pagtungo sa Europa at Estados Unidos

Isusulong ng Pangulong Benigno S. Aquino III ang ibayong pakikipagkalakalan, gayundin ang kamulatan
tungkol sa pagbabago ng klima sa gagawin niyang pagdalaw sa mga bansa ng
Europa at Estados Unidos sa darating na buwan.

Sa exclusive interview ng Bombo Radyo Philippines Miyerkoles, sinabi ng
Pangulo na siya ay tutungo sa Espanya, Pransiya, Alemanya at Belgium sa
kalagitnaan ng Setyembre at pagkatapos ay tutuloy sa Estados Unidos.

Sa Europa, sinabi ng Pangulo na ipaaabot niya ang pasasalamat ng Pilipinas sa
mga bansang Europeo dahil sa pag-aalis nito ng ipinataw na paghihigpit sa
Philippine carriers kaya ngayon ay nararating na nito ang merkadong Europeo.

Ayon sa Pangulo, pasasalamatan din niya ang mga lider ng European Union sa
ginawang pagdamay sa Pilipinas matapos hagupitin ang bansa ng Bagyong
Yolanda, gayundin sa pagsisikap na mamayani ang kapayapaan sa Mindanao.

Nakatakda ring makipag-usap ang Pangulo sa mga magdaragat na Pilipinong
nagtatrabaho sa mga bapor sa Europa sa ilalim ng European Maritime Safety
Agency.

Sinabi ng Pangulo na hihimukin niya ang mga mamumuhunang Europeo na maglagak
ng mga negosyo sa Pilipinas.

“Ang masasabi ko na lamang sa inyo na talagang itong biyaheng ito ay lalabas
na parang tigalawang araw lamang bawa’t bansa. Talagang ang biruan nga ng mga
kasamahan natin dito, karamihan ng tulog yata ay sa eroplano,” wika ng
Pangulo.

“Pero magiging sulit ang pagod na iyan sa inaasahan nating ipapasok na
imbestor dito, lalo na sa manufacturing,” dagdag ng Pangulo.

Pagkagaling sa Europa, tutuloy ang Pangulo sa Estados Unidos upang daluhan
ang United Nations (UN) summit on global climate change sa anyaya ni Ban
Ki-moon, Pangkalahatang Kalihim ng Bansang Magkakaanib.

Isasalaysay rin ng Pangulo sa naturang kapulungan ang mga ibinunga ng
pagbabago ng klima at tatalakayin ang mga hakbang na dapat gawin upang
mamulat ang lahat sa mga kaalaman tungkol sa pagbabago ng klima.

Binigyang diin ng Pangulo ang halaga ng pagdalaw sa ibang bansa upang
makausap nang harapan ang mga dayuhang lider tungo sa ibayong ugnayan ng mga

Tatlong bagay para sa akin ang kinakatawan ng ating taunang pagtitipon upang ipagdiwang ang Araw ng mga
Bayani.

Una, isa itong pag-alala sa mga taong sa simula ay may kani-kaniyang
pinagkakaabalahan. Lahat sila ay may personal na ambisyon: makapagtapos ng
pag-aaral, makahanap ng kabiyak, magtaguyod ng pamilya, magpalago ng negosyo
o kaya umunlad sa propesyon, at mamuhay nang tahimik. Subalit nang dumating
ang mga pangyayaring nakaapekto hindi lamang sa kanila kundi pati sa kanilang
mga kababayan, nalagay sila sa isang sangandaan. Puwede silang
magwalang-bahala at magpatuloy sa kanilang personal na laban. Subalit pinili
nilang lampasan ang pansariling agenda, takot, at pangangailangan upang
maisulong ang kapakanan ng mas nakararami. Nakita nila ang panganib ng
pagbangga sa mga makapangyarihan, pero hindi sila tumiklop. Alam nilang kapag
hindi nila ginamit ang kanilang talino at lakas para lumaban ay magpapatuloy
lang ang siklo ng pang-aabuso at karahasan. Sila nga po ang itinuturing
nating mga bayani. ‘Di po ba, madalas na nasasabi: Bayani ang mga karaniwang
tao na nalagay sa di-pangkaraniwang sitwasyon, at piniling gawin ang tama.

Ikalawa, isa rin itong pagpapasalamat. Dahil sa kanilang mga sakripisyo ay
tinatamasa natin ngayon ang iba’t ibang klase ng kalayaan: Malaya tayo sa mga
mananakop. Malaya tayo sa karahasan at pagkasira na dulot ng digmaan. Malaya
tayo sa diktador. Malaya tayong ipahayag ang ating mga sarili at abutin ang
ating mga pangarap.

Ikatlo, isa rin itong pagkakataon upang makapagmuni-muni tungkol sa ibig
sabihin ng pagiging bayani, hindi lang noong unang panahon, kundi sa ating
kasalukuyang sitwasyon. Mahalaga ito dahil bagamat malayo na ang naisulong ng
ating lipunan, malinaw na hindi pa tapos ang ating laban. Bukod pa rito,
nakaatang rin sa ating mga balikat ang responsibilidad ng pagsisigurong mas
malaya at mas maunlad ang Pilipinas na iiwanan natin para sa mga susunod na
henerasyon. Tunay nga po: iba na ang ating panahon kaya iba na rin ang klase
ng pagpapakabayaning maaari nating isabuhay.

Personal para sa akin ang pagbibigay-depenisyon sa pagiging bayani. Iba-iba
ang ating pinanggagalingan, at iba-iba rin ang ating kakayahan. Kung gayon
po, iba-iba rin ang pagkakataong bumubukas sa atin para maglingkod sa ating
Inang Bayan at sa ating mga kapwa Pilipino.

Naaalala ko nga po ang isang kuwentong ibinahagi sa akin ni Secretary Mon
Jimenez tungkol sa mga Pilipinong nakatira sa Fukushima prefecture sa Japan.
Taong 2011 noon, at katatapos lang tumama ng isang malaking tsunami. Marami
ang pumanaw, naulila at nagkasakit. Nawasak ang mga tahanan, at ang mga
naipundar ng mga nakatira sa Fukushima ay nasira, kung hindi man tinangay ng
malakas na agos. Malungkot ang mga tao, at tila wala nang pag-asang
magpatuloy sa buhay. Sa gitna ng pagdurusang ito ay may mga Pilipinong hindi
matapos sa pagpapasalamat sa Poong Maykapal dahil nakaligtas sila sa sakuna.
Hinawaan nila ng kanilang sigla at matibay na pananalig ang mga kapitbahay
nilang Hapones, at sa tulong ng kanilang positibong disposisyon ay nagsimula
ang muling pagtatatag sa Fukushima.

Nariyan din po ang kuwento ni Noli dela Cruz, isa sa ating non-uniformed
personnel. Noong kasagsagan ng bagyong Yolanda, mabilis siyang kumuha ng mga
kumot at damit upang mapagtali-tali ito, nang may makapitan ang kanyang mga
kapitbahay na tinatangay ng baha. 36 katao ang nailigtas niya sa pamamagitan
nito.

Sa dalawang halimbawang ito, kahanga-hanga ang ipinakitang kakayahan ng
Pilipino na maging tanglaw sa panahon ng kadiliman. Imbes na magbato ng
batikos o magpakalat ng negatibismo gaya ng nakakasanayan ng iilan ngayon,
pinili nilang maging lakas para sa kanilang kapwa.

Dapat rin nating tandaan na marami ring bayani ang hindi napapangalanan o
nababalitaan ng karamihan. Nariyan ang mga Pilipinong imbes na sumuko sa
panahon ng sakuna ay walang pagdadalawang-isip na nakipagtulungan sa kanilang
kababayan. Nariyan ang mga gurong buong pagmamahal na gumagabay sa mga
susunod na henerasyon. Nariyan ang mga alagad ng batas na pinipiling tuparin
ang kanilang tungkulin sa halip na sumuko sa tukso ng mabilis na kita.
Nariyan ang mga sundalong buong tapang na ipinagtatanggol ang ating teritoryo
at mamamayan. Nariyan ang mga propesyunal na ginagamit ang kanilang talino
upang mapaglingkuran ang mga kapwa nila Pilipino. Nariyan ang mga pinuno ng
relihiyon na kasangga natin sa paglaban sa katiwalian at pagsusulong ng
reporma. Nariyan ang bawat mamamayang nagsisikap na paunlarin ang sarili, upang
maging kapaki-pakinabang na miyembro ng lipunan. Sa ngalan ng sambayanang
Pilipino, maraming salamat po sa inyong lahat. [Palakpakan] Kayo po ang
patunay na ang lahing Pilipino ay tunay ngang lahi ng mga bayani.

Nasa isandaang milyon na raw ang bilang ng mga Pilipino, ayon sa huling
pagtataya ng Commission on Population. Sa mga araw na tulad nito, hindi ko
mapigilan ang sarili na mag-isip at magtanong: Ano kaya ang puwedeng makamit
ng isandaang milyong Pilipinong nagbabayanihan tungo sa isang layunin? Wala
nang mananakop, wala nang digmaan, wala nang batas militar. Subalit puspusan
pa rin ang mangilan-ngilang gustong ibalik ang dating sistema ng pandurugas
at panlalamang. Ito po ang laban natin ngayon: ang maging mapagmatyag sa mga
naghahasik ng pagdududa at kasinungalingan; ang huwag maging kasangkapan ng
mga nagpapanggap na tagapagsulong ng reporma; ang magwaksi ng baluktot at
manindigan sa kung ano ang matuwid.

Ito nga po ang dahilan kung bakit kahanga-hanga para sa akin ang nabasa kong
artikulong inilathala sa isang pahayagan kamakailan lang. Isinulat po ito ni
Ma. Francesca Santiago, na estudyante mula sa Bacolod. Sinabi niyang noong
una, hindi siya gaanong nakikibalita tungkol sa pulitika dahil ibang bagay
ang mas gusto niyang pagtuunan ng pansin. Kaya lang nababahala raw siya sa
mga nababasa at napapanood niya sa mga panahon ngayon. Tila uso na raw kasi
ang magbato ng sisi, kahit na doon sa mga ginagawa ang lahat ng kanilang
makakaya upang maisulong ang interes ng mamamayan. Sabi pa niya, sa harap ng mga
hamong dumarating sa ating bansa, imbes na maging bukas ang isip at hanapin
ang katotohanan, mas pinipili ng iba na magpakalat ng mga bintang na walang
basehan; sa halip na tumulong sa paghahanap ng solusyon, may ilang mas gusto
pang palalain ang takot at pagdurusang dinaranas ng ating mga kababayan.
Malinaw sa kanya: may karapatan ang lahat na magpahayag ng kanilang saloobin,
subalit may obligasyon din ang bawat isa na maging makatwiran. Nagulat nga po
ako nang makita ko ang edad ni Ma. Francesca: eh 13 taong gulang pa lang
siya. Kahanga-hanga na mas mapanuri pa siya kaysa sa ilang mas nakatatanda sa
kanya. Kung ganito ang kalibre ng pag-iisip ng ating mga kabataan ngayon,
tiyak na magiging mas maliwanag ang atin pong kinabukasan.

Mahigit apat na taon na nating tinatahak ang tuwid na landas. Nagbubunga na
ang mga ipinunla nating binhi ng pagbabago, at nagiging desperado na ang mga
mapagsamantala. Huwag po sana nating sayangin ito. Ito po ang tanging paraan
natin ng pagtanaw ng utang na loob sa mga bayaning nagsakripisyo upang
makarating tayo sa ating kinalalagyan ngayon. Ito po ang tanging paraan upang
masiguro nating kapag nagdiwang ng Pambansang Araw ng mga Bayani ang mga
susunod na henerasyon, aalalahanin, pasasalamatan, at pagmumuni-munihan nila
ang panahong ito, at kanilang sasabihin: Ito ang panahong sama-samang
nagpasya ang mga Pilipino na maging bayani.

ALAN: Yes, Sir. Makikibalita po kami, Sir, mukhang itong panahong ito’y busy
ang iba’t ibang government agencies sa pagpi-present officially ng
kani-kanilang budget for next year sa Kamara o House of Representatives po,
Secretary Coloma, Sir.

SEC. COLOMA: Ganoon nga, Rey. Sa panahong ito ay—

ALAN: Sir, Alan po.

SEC. COLOMA: Ay sorry, pasensiya na. Kausap ko lang si Usec. Marfil. Alan,
kasalukuyang idinaraos sa Kamara ang pagdinig ng budget proposal ng iba’t ibang
kagawaran dahil nais natin, katulad noong mga nakaraang taon, maipasa ang
General Appropriations Act bago matapos ang taon para sa unang araw ng papasok
na taon ay maipapatupad na ito, katulad nang naganap noong 2011, 2012, 2013 at
2014. At bukod pa riyan, dapat kilalanin na ‘yung budget ang isa sa pangunahing
instrumento para sa reporma dahil ‘yan ang nagtatakda ng mga halaga na
gagamitin ng pamahalaan para tustusan ang iba’t ibang proyekto.

Meron ngang kasabihan: Kung saan nilalagak ang salapi, ‘yan ang istratehiya, o
yung sinasabi pa, “put your money where your mouth is.” Kahit na anong mga
pinapahayag kung hindi naman ito sinusuportahan ng pera o ng konkretong
aksiyon, wala namang patutunguhan. ‘Yung budget ang pinaka-buod ng programa ng
pamahalaan dahil iyan ang nagsasaad ng mga prayoridad at kung saan gagamitin
ang pondo ng bayan.

ALAN: At saka we understand na ang gusto ng Pangulong Noy ay makaiwas doon sa
noon ay nakagawian na, na hindi naipapasa ang budget before the end the year
kaya nagkakaroon lang ng mga re-enacted na budget, Secretary Sonny, Sir.

SEC. COLOMA: Ganun nga, Alan ‘no. Mahalaga ‘yung dapat nasa takdang panahon ang
pagpapasa ng budget dahil noong ngang nakaraan, naging paraan ito ng
pagsasamantala dahil inuulit lang ‘yung budget, ‘yung mga tapos ng proyekto,
nakasaad pa rin doon sa budget. Paulit-ulit lamang, kaya puwedeng maabuso ito
‘no, at puwedeng ito ang pinanggalingan ng mga iregularidad sa paggastos ng
pera ng bayan.

At importanteng maunawaan ito, Alan ‘no, sapagka’t merong mga naghahasik nang
maling kaisipan na para bang sinasabi na puro pork barrel ‘no, o puro lump sum.
Hindi naman po totoo ‘yan. ‘Yung pork barrel, wala na po iyan sa ating budget
dahil nag-ruling na ang ating Supreme Court na unconstitutional ito. ‘Yun
namang mga lump sum, iilan na lang pong mga pondo iyon na talaga namang
kinakailangang maging lump sum muna katulad ng calamity fund dahil hindi naman
natin mapipiho kung ilang bagyo o kalamidad ang dadalaw sa ating bansa. Kaya
nanatiling lump sum ito dahil gagamitin lang ito sa oras ng pangangailangan.

Dapat maalis sa kaisipan ng mga mamamayan iyong maling paratang na ang budget
ay puro pork barrel o puro lump sum dahil sa ilalim ng pangangasiwa ni
Pangulong Aquino, talagang tumatalima tayo doon sa prinsipyo ng ‘Matuwid na
Daan.’ Sinisigurado na bawat piso ay ginagastos sa tamang paraan at
nagpapatupad ng accountability ng mga public officials ‘no na dapat na mainam
ang paggastos ng pondo ng bayan.

ALAN: Opo, opo. Given this setting, ano ho, at saka itong phase na ito na ang
budget deliberations natin sa Kamara, kailan po, more or less, ang nakikitang
officially matatapos ito at maipapasa ng Kongreso itong budget for next year,
Sir?

SEC. COLOMA: Kung nagwo-work backward tayo, ‘yun kasing target ay implemented
by January 1, so dapat ay within the month of December itinatakda ‘yung
paglagda dito. Kaya usually tinatapos ‘yung budget ng November pa lamang dahil
nagkakaroon pa ng conference committee, nire-reconcile ‘yung mga version ng
House at ng Senado. At pagkatapos nitong pangkasalukuyang ronda (round) ng
budget hearing sa Kamara, sa Senado naman ‘no, magkasunod ‘yung mga budget
hearings.

Kaya ‘yan ang timetable, at sinisikap na gawin ito ng ating Kongreso
samantalang mayroon pa silang ibang mga priority legislation na tinatalakay,
isa na nga riyan ‘yung—mabanggit ko na rin—iyong sa Bangsamoro Basic Law na
binanggit din ng Pangulo na isang napakataas na prayoridad na sana ay maipasa
na sa loob ng taong ito rin para maisagawa iyong plebisito sa unang bahagi ng
2015 at mahalal iyong mga bubuo ng Bangsamoro Transitory Commission na
magsisilbing batayan ng mga kababayan natin sa area ng Bangsamoro sa pagpili ng
kanilang mga opisyal sa 2016 national elections. So iyan ‘yung latag ng
timetable ng peace process sa Bangsamoro; mahalaga diyan na maipasa rin iyong
Bangsamoro Basic Law ng Kongreso. At kaya sinasabi natin na mataas din ang
prayoridad dito katulad nang pagpasa ng National Budget.

ALAN: Opo. Ito po, at present, ay pina-fine tune na ng Office of the President
o formally nai-endorse na po sa ating Kongreso, Sir?

SEC. COLOMA: Nasa tanggapan pa rin ng Pangulo, at pinag-aaralan pa ‘no. Ang
susunod na hakbang pagkatapos nang pag-aaral ng Pangulo, isesertipika niya
iyong urgency nito at isusumite na sa Kongreso, at ito ay isasagawa sa lalong
madaling panahon dahil nga hinahabol natin iyong timetable na magkaroon nga ng
plebisito sa unang bahagi ng 2015 o sa … kung mas maaga pa ay mas maigi.

ALAN: Okay. Sa isang puntos na lang po, Sec. Sonny, Sir. Kahapon po ay
inanunsyo na ang pagkakatalaga ng Pangulong Noy sa bagong Solicitor General,
isang propesor mula sa University of the Philippines, Florin Hilbay, kapalit po
nitong dating SolGen Francis Jardeleza na itinalaga naman sa Korte Suprema,
Sir.

SEC. COLOMA: Tama iyan, Alan ‘no. Itinalaga ng Pangulo bilang Acting Solicitor
General si Senior State Solicitor Florin Hilbay. Siya ay isang propesor sa UP
College of Law. Pero sa kasalukuyan, siya na iyong tumatayong Senior Solicitor
‘no doon sa Office of the Solicitor General, at mayroon na rin siyang naitalang
mga maiinam na accomplishments. Isa na rito, siya iyong nagtaguyod sa kaso ng
pamahalaan doon sa Reproductive Health Law na na-affirm naman ng ating Korte
Suprema, at maging dito sa nakaraang filing ng petition hinggil sa Disbursement
Acceleration Program at ang Motion for Reconsideration. Bahagi na siya ng pangkat
ni dating Solicitor General at ngayon ay Supreme Court Associate Justice
Francis Jardeleza. At siya naman po ay well-qualified for the position na
pinagtalagahan sa kaniya bilang Acting Solicitor General.

Philippine economy posts 6.4 percent GDP growth; 6.0 percent in first half of 2014


GDP grew year-on-year by 6.4 percent in the second quarter
of 2014 from 7.9 percent in the same period last year but higher than the
growth rate of 5.6 percent in the first quarter of 2014.

The second quarter growth was driven by the Industry sector which grew by 7.8
percent, followed by the Services sector which grew by 6.0 percent.

It is noted that the growth in Industry sector is lower than the previous
year’s growth rates of 10.5 percent in Q2 but higher than the 5.3 percent in
Q1 this year. Manufacturing, which grew by 10.8 percent, was the highest
contributor in the industry sector.

On the other hand, growth in the Services sector is lower than that in Q2
2013 at 7.8 percent and Q1 2014 at 6.8 percent. Meanwhile, Agriculture
rebounded to 3.6 percent from a decline of 0.2 percent in Q2 2013.

Gross National Income (GNI) accelerated by 7.3 percent from 6.4 percent the
same period last year with the continued inflow of remittances that boosted
the rebound of Net Primary Income from the Rest of the World by 12.7 percent
from a decline of 1.2 percent last year.

For the first semester of 2014, GDP grew by 6.0 percent from 7.8 percent in
the first semester of 2013 while GNI accelerated by 7.2 percent from 6.8
percent.

With the country’s projected population reaching 99.7 million in the second
quarter of 2014, per capita GDP grew by 4.6 percent from 6.0 percent of the
same quarter of 2013. Per capita GNI grew by 5.5 percent and per capita
Household Final Consumption Expenditure (HFCE) grew by 3.6 percent, from 4.6
percent and 3.3 percent in the previous year, respectively.






Surigao del Sur ex-mayor, accountant charged for graft


A former mayor and municipal accountant of Cortes, Surigao
del Sur face a criminal charge before the Sandiganbayan for constructing a
piggery building on private land using public funds.

Acting on motions for reconsiderations, Ombudsman Conchita Carpio Morales
affirmed the finding of probable cause against ex-Mayor Pedro Trinidad, Jr.
and Municipal Accountant Leonidas Coniaberos for violation of Section 3(e) of
Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act).

Ombudsman Morales also affirmed the administrative penalty of four months
suspension against Coniaberos.

Investigation shows that an Extra Judicial Settlement of the Estate of Maria
Maquiling with Deed of Donation was executed on 04 December 2009 between the
family of Trinidad and the Municipality of Cortes. Prior to the Deed’s
execution, however, several Disbursement Vouchers were acted upon by both
accused showing that government funds amounting to P385,000.00 were released
for the payment of construction materials intended for the piggery building.

According to the Joint Order, “the use of public funds in constructing the
piggery building represents loss to the government because it was built on a
private land and the family of Trinidad benefited to the extent of the cost
of the building.”

The deed of donation is a “defective contract” because it only extended to
the municipality the usufructuary of the land and not the ownership thereof,
the Resolution stated.

“When Trinidad, Jr. caused the disbursement of the funds of the municipality
for this project in the land owned by him and siblings, he acted with evident
bad faith, if not with gross inexcusable negligence and with manifest
partiality” as “the construction of the piggery building was not purely
beneficial to the Municipality since the Trinidad family could anytime take
over the same,” it added.

Insofar as the charge of graft for the construction of the water reservoir is
concerned, the Office of the Ombudsman dismissed the same as the Annual
Investment Plan included in Appropriation Ordinance No. 6 (Series of 2007),
specifically set aside the sum of P500,000.00 for the improvement and
construction of an additional water reservoir.

Section 3(e) of R.A. No. 3019 provides that it shall be unlawful for any
public officer or private person in conspiracy with them, to perform his
official duty or in relation to his public position, to act with manifest
partiality, evident bad faith or gross inexcusable neglect, thereby causing
undue injury to the Government or any private party, or to give any
unwarranted benefits, advantage or preference.

The criminal charge against Municipal Treasurer Isidro Angos was dismissed
for lack of probable cause, while the administrative charge against Trinidad,
Jr. was dismissed in view of his re-election as mayor in 2010.






BSP clarifies existing regulations prohibiting the issuance of pre-approved credit cards



The Bangko Sentral ng Pilipinas (BSP), in its Resolution
No. 1055 dated 02 July 2014, approved the issuance of a Circular to clarify
existing regulations prohibiting the issuance of pre-approved credit cards,
pursuant to BSP Circular No. 702, Series of 2010.



The Circular seeks to clarify what constitutes pre-approved credit cards. A
pre-approved credit card is an unsolicited credit card issued by credit card
issuers to consumers who have not applied for such credit card.
“Application” has likewise been defined as a documented request of the credit
card applicant to a credit card issuer for the availment of a credit card.
The intention and consent for the availment of the credit card must be clear
and explicit.
The Circular enumerates the acts tantamount to the act of
issuing pre-approved credit cards. These include unsolicited calls by the
bank to its depositors informing that they already have a credit card from
its Credit Card Department due to good standing as a depositor or sending of unsolicited
supplementary cards and other cards with added features which are not in
replacement or substitute to an existing cardholder’s initial credit card.
Moreover, some credit card issuers sought to legitimize the issuance of
pre-approved credit cards by contract stipulations on the issuance of
additional cards depending on the credit consumption and the payment history
of the user. This practice shall be discontinued by having the provisions of
the Circular prevail over any contrary stipulations in the contract.






BSP holds 2014 Awards Ceremony and Appreciation Lunch for stakeholders in Tagaytay City



In celebration of its 21st anniversary, the Bangko Sentral
ng Pilipinas will hold the 2014 Awards Ceremony and Appreciation Lunch for
BSP Stakeholders in CALABARZON and MIMAROPA that have continuously supported
its statistical initiatives, information requirements, and advocacy programs.
The event will be held on Tuesday, 2 September 2014 from 10:00 a.m. to 1:00
p.m. at the Days Hotel, Tagaytay-Nasugbu Highway, Tagaytay City, with the
theme “Forging Stronger Alliances, Propelling Sustainable Growth.” Monetary
Board Member Armando L. Suratos will lead in honoring this year’s awardees
and stakeholders.



The BSP will give nine awards for outstanding partners—two for the Business
Expectations Survey (BES), one for Coordinated Direct Investment Survey
(CDIS), two for information source for the Report on Regional Economic

The Outstanding Respondent among Large and Medium Firms and the Outstanding
Respondent among Small Firms will be conferred to the BES respondents
selected from among the country’s top corporations in Region IV that have
participated regularly in the survey by providing timely, complete, accurate
and consistent responses. The Outstanding Respondent for the Coordinated
Direct Investment Survey will be given to the CDIS respondent, who was
selected from among the resident direct investment enterprises and resident
direct investors that have participated to the survey in 2013 based on
timeliness, completeness, accuracy and consistency of responses. The
Outstanding Partners for the Report on Regional Economic Developments will be
awarded to the agencies or institutions that provided the BSP with
information support for an effective environment scan of CALABARZON and
MIMAROPA. The Financial Inclusion Champion shall be awarded to the bank that
have supported the BSP in the delivery of financial services to the
previously unbanked or underbanked sectors of the country through their own
market based/innovative initiatives. The Outstanding Professorial Chair
Manager will be given to recognize the best steward of BSP-sponsored
professorial chairs. Meanwhile, the Outstanding Regional Partners in Currency
Programs will be given to the agency or institution that supported the BSP’s
currency programs and advocacies in Regions IV-A and IV-B such as the clean
note policy and coin recirculation.



This occasion is the seventh leg of the BSP’s regional stakeholders’ events
which will be held from July to September 2014 in 11 areas outside the
National Capital Region (AONCR) to honor stakeholders in various award
categories. Stakeholders of the BSP in the National Capital Region were
earlier recognized during the awards ceremony held last 9 July 2014 at the
BSP Main Office.



This event is expected to further strengthen the partnerships between the BSP
and its stakeholders, resulting in more efficient and effective means of
information gathering and conduct of advocacy campaigns to achieve the BSP’s
ultimate goal of safeguarding price stability and promoting a healthy
financial system as well as ensuring an effective payments and settlements
system in the country.






Livelihood opportunity boosts a housewife’s faith in herself



Sultan Naga Dimaporo, Lanao del Norte - Having nine children,
Norhaya Toma, 53, knows how difficult life could be, especially when finances
are not enough to provide for the family’s basic needs.



Despite this, hope never left Norhaya who always believed that resiliency and
diligence will eventually lead her to success.



Living in a small village in Barangay Piraka, Norhaya previously thought
there were few opportunities to improve their way of life. She recalled that
there were times when making both ends meet seemed impossible.



But like any other mother, Norhaya searched for ways to be able to bring food
on their table.



Because of her resourcefulness, Norhaya was able to open her own sari-sari
store, but later on also closed due to lack of capital and knowledge in
managing the business.



“Ang feeling ko nasa madilim akong kuwarto. Hindi ko alam kung kailan ko
makikita ang liwanag na hinahanap ko. Nandoon na ako sa puntong tinatanong ko
ang sarili ko bakit hindi ko magawang magbigay ng magandang buhay sa pamilya
ko (I felt like I was in a dark room, not knowing what to do to see that
light I needed. I was actually at that point of questioning myself as a
person. Why can’t I provide a good life for my family?),” Norhaya sadly
narrated.



She shared that her thoughts would run from negative to positive, but Norhaya
held on to her faith that opportunities will come their way soon.



It helps that her family is a beneficiary of Pantawid Pamilyang Pilipino
Program of the Department of Social Welfare and Development (DSWD),
especially in providing food and school expenses of her children.



Now, her children can go to school with food in their stomach. Through the
cash grant, Norhaya was able to buy school supplies for her children.



Pantawid Pamilya is heaven-sent for Norhaya as the program helped her provide
for the growing needs of her family. The program also boosted her hope that a
better tomorrow can be achieved, and that government can help improve her
family’s life.



Livelihood support



Her hope was further affirmed when she, as Pantawid Pamilya beneficiary, was
given access to livelihood opportunity through DSWD’s Sustainable Livelihood
Program (SLP).



Under the convergence strategy of DSWD, the sustainability of the gains of
Pantawid Pamilya is important. Thus, the Pantawid Pamilya families are
considered as among the priority beneficiaries of SLP.



SLP aims to improve the standard of living of poor households. Through the
community-driven enterprise development approach, participants, like Norhaya,
undergo workshops and skills training in order to determine the most suitable
market-driven and resource-based livelihoods to engage in.



Norhaya felt that the long wait for that much-coveted chance is now over with
her participation with the SLP. She strongly felt that SLP is one big
opportunity for her to get back on her feet.



She wasted no time and eagerly participated in the capability building
workshops which SLP conducted.



“Sa mga workshop ko natutunan kung paano ang tamang pag-manage sa maliit kong
negosyo. Naituro sa akin ng programa kung paano makakuha ng mas maraming
kostumer at paano ipagpapatuloy ang sari-sari store kahit maliit ang kapital
ko (It was through the workshops where I learned the correct way of managing
my small business. I learned how to get more customers, and how to sustain it
even with the little capital that I have),” Norhaya said.



After undergoing the capacity building component of SLP, Norhaya opted to
access the Micro-Enterprise Track of the program where participants are given
capital assistance to operate a small business.



Norhaya received P10,000 capital assistance to put up her sari-sari store
anew. This time, Norhaya is already knowledgeable in managing a small
business.



Today, she prides herself of successfully managing her business. The store is
now a source of income for her and her nine children. It has regularly
brought food on their table, and has provided the basic needs of her
children.



“Sa kaunting kinikita ko ay nakakabili na din ako ng kahit simpleng laruan
para sa mga anak ko (With some savings, I am now able to buy even simple toys
for my kids),” she happily said.



Although there were times that the business is slow, she does not mind. She
is confident and hopeful that with the knowledge she gained from SLP in
managing a small business, she would be able to earn more profits.



“Natutunan ko na sa pagnenegosyo, talagang minsan matumal ang benta. Parte
lang talaga ‘yun ng pagtitinda at hindi na ako masyadong nag-aalala na wala
sa lugar. Meron na ako ngayong tiwala sa aking kaalaman, alam kong kakayanin
kong bumangon (I learned that in business, there are ups and downs, I am not
bothered by these. I am pretty sure that with just a little faith in myself,
I can get back on my feet),” Norhaya proudly shared.



Norhaya added, “Ipinamulat sa akin ng mga programa ng DSWD na kaya ko naman
pala ang magbago at mapaunlad ang aking kakayahan at ng aking pamilya (The
program has made me realized that I can change for the better and improve
myself and my family).”






DOJ calls for simplified tax code



The Department of Justice today announced its support for
ongoing Congressional initiatives to revise and amend the National Internal
Revenue Code of 1997. The current measures include adjusting the individual
income tax brackets and reducing the rates of individual income tax,
excluding 13th month pay and other benefits from taxable income computation,
granting tax deductions to parents and legal guardians of children with
special needs, among others.



"Not only must there be a restudy, we must draft a modern and rational
tax code that promotes ease of compliance, lessens the discretion and avenues
for graft and corruption and equitably distributes the tax burden," said
Secretary Leila M. De Lima. "Justice in all its forms must be pursued
specially on the economic front," she said.



The DOJ has a Codification Program that recently completed the new Criminal
Code of the Philippines meant to transform the legal framework in the
definition and punishment of crimes. It adopts a practical, multi-sectoral
and consultative approach while maintaining transparency and accountability.



Ahead of the Joint Hearing of the Senate Committee on Ways and Means and
Committee on Education, Arts and Culture scheduled on 28 August 2014 to come
up with a comprehensive approach to tax reform and curbing tax evasion, the
DOJ will formally present a strategic roadmap on updating the tax brackets
and plugging tax loopholes among other pressing concerns.



Assistant Secretary Geronimo L Sy, Chair of the Code Committee will represent
the Department in the tax reform agenda. "We believe that a simple and
well-designed tax code will provide legal certainty to the business
environment and encourage the informal sector to join the formal economy
thereby boosting revenues and minimizing fraud and litigations," he
said.






DILG R3 issues CSC eligibility certifications to CL local officials



A total of 429 Certifications on Civil Service Commission
(CSC) Eligibility for Central Luzon (CL) local officials have been issued by
DILG Region 3 for the First Semester of the year.



DILG Regional Director Florida Dijan said the issuance of CSC Eligibility
certifications is among the frontline services being provided by the
Department pursuant to Republic Act 10156 and CSC Memorandum Circular No.
2012-13.



Republic Act 10156, which was signed into law on December 20, 2011, confers
qualified members of the Sangguniang Bayan, Sangguniang Panlungsod and
Sangguniang Panlalawigan with the Sanggunian Member Eligibility or SME. On
the other hand, under CSC Memorandum Circular 2012-13, elected and appointed
barangay officials including Sangguniang Kabataan Chairmen who had rendered
the required years in service as stated in this circular can avail of the
Barangay Official Eligibility.



Both issuances grant CSC sub-professional eligibility which enables these
local officials to qualify and apply for first and second level positions in
the government.



Of the 429 certifications issued, 416 are for barangay officials and 13 for
Sanggunian Panglungsod and Bayan Members.






Over 80% of applicants passed preliminary screening for Customs posts



The Bureau of Customs has released the names of about 5,000
applicants who passed the preliminary screening to fill 1,056 vacant
positions at the Bureau’s main office and various collection districts
throughout the country. The pre-screened applicants, comprising about 80% of
6,013 who submitted their application to the BOC, are required to take the
general ability and competency exam to be administered by the Civil Service
Commissioner (CSC) on August 31, 2014 (Sunday).



The general ability and competency exam was specially developed by the CSC
for the BOC. The test will be administered by the CSC in three locations— in
Metro Manila for applicants from the National Capital Region (NCR) and Luzon;
St. Theresa’s College in Cebu for those in the Visayas; and the University of
Mindanao-Matina Campus in Davao for Mindanao applicants. Examinees must be at
the testing centers at least one hour before the time of the examination
which will begin at exactly 8:00am on August 31.



Many of the applicants who were disqualified either did not have or had the
inappropriate civil service eligibility or professional license or credential
from the Professional Regulation Commission, Philippine National Police or
the Philippine Bar, under the Supreme Court. Other reasons for the
disqualification include lack of required relevant working experience or
training and failure to indicate choice of position or port/office being
applied for and to provide work and training experience or information in the
Personal Data Sheet. Several applicants were also disqualified outright for
having relatives in the BOC up to the fourth degree of consanguinity.
Employees vying for promotion but have been working in the Bureau for less
than a year or are in their current positions for less than one year were
also excluded.



Examinees that pass the first exam will be required to take aptitude and
psychometric tests as well as specific exams to further test the
qualification and fitness of applicants to perform the duties of the position
they are applying for. These may include skill-based or physical fitness
tests.



The list of pre-screened applicants who are required to take the test on
August 31 are posted in the website of the Bureau of Customs
www.customs.gov.ph; as well as the website and Facebook page of the
Department of Finance. The list is also posted at the Collection District
Offices of the Bureau of Customs nationwide.






DOLE-NCR issues certificates of compliance to 40 Philippine-Registered Vessels



 On the first year anniversary of the MLC, 2006's
entry into force DOLE-NCR issues certificates of compliance to 40
Philippine-Registered Vessels



Labor and Employment Secretary Rosalinda Dimapilis Baldoz yesterday announced
that 40 more domestic vessels registered in the Philippines and owned by 15
Philippine domestic shipping companies have been issued certificates of
compliance by the DOLE-National Capital Region under the new Labor Laws
Compliance System (LLCS).



"This is the first time in the history of Philippine labor that the DOLE
covers domestic ships. The LLCS now applies to companies and workers in
domestic shipping and, thus, I encourage companies of Philippine-registered
ships plying domestic waters to voluntarily comply with all labor laws. It is
good economics, and it is good business to voluntarily comply with our labor
laws that provides for the welfare and protection to Filipino
seafarers," said Baldoz.



Based on a list of the MARINA, there are 8,451 domestic vessels with
Philippine registry as of 2012, of which 6,785 have gross tonnage below 200
GRT; 883 with gross tonnage of between 200-499 GRT; and 783 vessels with GRT
of 500 and above. For 2014, the DOLE targets the 783 vessels with GRT of 500
and above for joint assessment under the LLCS.



Citing a report of DOLE-NCR Alex Avila, Baldoz said the 40 domestic vessels were
awarded CoC at the program celebrating the first year anniversary of the
entry into force of the Maritime Labor Convention, 2006 (MLC, 2006).



"Ensuring compliance with all labor laws, including with safety and
health standards, are pursuant to our obligations under the Maritime Labor
Convention, 2006, and national issuances, such as D.O. No. 129, or the
"Rules and Regulations Governing the Employment and Working Conditions
of Seafarers Onboard Ships Engaged in Domestic Shipping, and the new LLCS,"
said Baldoz in her message beamed from Claver, Surigao del Norte, via the
social app, Facetime, to the audience in the program at the AMOSUP in
Intramuros, Manila.



Director Avila, in his report, identified the 15 shipping companies issued
the CoC for 40 ships as follows: (1) Buenos Aires Lighterage, Inc. (with one
vessel); (2) Christie Transport, Inc. (one vessel); (3) F.I.C. Marketing Co.,
Inc. (four vessels); (4) Herma Shipping And Transport Corp. (eight vessels);
(5) International Tankers Corp. (one vessel); (6) Islands Integrated Offshore
Services, Inc. (six vessels); (7) Loadstar Shipping Co., Inc. (two vessels);
(8) Moreta Shipping Lines Inc. (two vessels); (9) Ocean Bees Inc. (four
vessels); (10) Petrotrade Phils., Inc. (four vessels); (11) Recto Cifra Agro-Industrial
Inc. (one vessel); (12) Resins Incorporated (one vessel); (13) Sealoader
Shipping Corporation (two vessels); (14) Siment Transport, Inc. (one vessel);
and (15) Swordfish Marine Services Corporation (two vessels).



Two domestic shipping companies, the Therma Mobile, Inc., with four vessels;
and Phil. Ecology Systems Corp., with two vessels, or a total of six vessels,
have also been issued CoC for their ships but they were not present during
the awarding.



Avila said he will award the CoC at the DOLE-NCR office in an appropriate
ceremony next week.



Of the 40 vessels issued their respective CoC, only two are registered in the
Port of Cebu. The rest are registered in the Port of Manila, Avila declared.



The CoC were issued to the vessels after the conduct of a joint assessment,
one of the mechanisms that the DOLE uses under the LLCS. During the process,
management and worker representatives sit down with the DOLE to assess
compliance, with the latter informing the former about the various labor laws,
including the safety and health standard regulations, that the shipping
company ought to comply.



If deficiencies or gaps in compliance are discovered during the assessment, a
plan of action is formulated to correct the gaps or deficiencies. The DOLE teaches
the company and the workers on how to comply. After the gaps or deficiencies
are effected, the DOLE issues a CoC to the company.

Baldoz has emphasized the seriousness of the DOLE in accelerating
implementation of the new LLCS by going around the country's regions
observing the joint assessment of establishments conducted by the DOLE
regional offices.



"Voluntary compliance fosters harmonious workplace relations and is
generally good for business. It leads to productivity and
profitability," the labor and employment chief stressed.



"The DOLE is here to help you comply. All our technical assistance
services are free. You should not anymore fear the DOLE because our new labor
law compliance system is designed as a mix of developmental and regulatory approaches
that encourages voluntary compliance," Baldoz said.






UK implements new registration process for non-EU and non-EAA nurses and midwives



 Labor and Employment Secretary Rosalinda
Dimapilis-Baldoz yesterday announced that starting September 2014, the UK
Nursing and Midwifery Council (NMC) will implement a new application process
for the registration of nurses and midwives bound for the UK who were
educated outside of the European Union (EU) and the European Economic Area (EEA).
Citing a report of Labor Attaché to the UK Joan Lourdes Lavilla, Baldoz said
the NMC, taking into consideration in the changes the major contribution of
overseas nurses and midwives in patient care and the UK health workforce, is
offering migrant workers protection from exploitation, along with an improved
applicant journey that demonstrates commitment to equality, fairness, and
transparency throughout the application process. The process includes the
conduct a test of competence, which will replace the overseas nursing
programmes (ONP) and adaption to midwifery programmes (AMP). The test of
competence consists of two parts: a computer-based multiple-choice
examination and a practical objective-structured clinical examination (OSCE).
The costs of the tests are yet to be determined. According to Lavilla's
report, the computer-based multiple examination will be accessible in many
countries. "These countries, including those where significant numbers
of non-EU/EAA educated nurses and midwives are recruited to the UK, will be
announced later," she said. The practical exam, or the OSCE, on the
other hand, will be held in the UK, initially at a test center at the
University of Northampton, to be subsequently broadened out to encompass more
centers. Lavilla further reported that the new application will enable
applicants to prepare for the test of competence in their own country before
relocating to the UK. "The computer-based examination is the first part
of the test of competence and must be successfully completed before nurses
and midwives can undertake the OSCE in the UK," Lavilla explained.
"With this, applicants can plan and save for the cost of coming to the
UK to complete the OSCE," she added. The design and structure of the
test of competence will be publically available to help the candidates to
prepare for the test. This information will indicate which competencies will
be assessed in the computer-based test and those which may be assessed by the
OSCE. For non-EU/EEA-educated applicants who have already joined the NMC
register, the transition arrangements are as follows: • Applications
processed before October 2014 will continue to be processed using the current
arrangements and applicants will receive a decision letter requiring them to
complete the ONP or AMP within two years from the date of the decision
letter. • In October 2014, non-EU/EAA-educated applicants who have been
issued with a decision letter prior to September 2014 will be informed of the
new test of competence and offered a choice of accessing the current
programme or the test of competence. • For applications received from October
2014, the test of competence will be the only route to UK registration for

DPWH starts bidding for 7-KM By-Pass Road segment in Bulacan



Procurement activities for the 7.74 kilometers highway
continuation of Plaridel By-Pass Road Project from Bustos to San Rafael,
Bulacan has started with prequalification and bidding documents available at
the Department of Public Works and Highways (DPWH) for all interested civil
work contractors.



DPWH Secretary Rogelio L. Singson said both local and foreign contractors may
vie for the rights to undertake contract package 4 of Plaridel By-Pass Road
scheduled for public bid submission on October 20, 2014. Meanwhile,
construction activities for contract package 3 involving the 1.12-kilometer
bridge crossing Angat River has commenced last July 2014.



Contract packages 3 and 4 which are components of Arterial Road Bypass
Project, Phase 2 funded by loan agreement between the Government of the
Philippines and the Japan International Cooperation Agency (JICA) will complete
the more than 24 kilometers highway running north-eastern direction from Km
32+970.33 of North Luzon Expressway in Barangay Burol, Balagtas, Bulacan to
Km 57 + 365.733 of Philippine Japan Friendship Highway also called Daang
Maharlika in Barangay Maasim, San Rafael, Bulacan.



As specified in the guidelines under the Japanese Official Development
Assistance (ODA) loans, the two (2) envelopes procedure or modified single
stage will be the basis in the pre-qualification of bidders for contract
package 4 which covers the construction of portland concrete cement pavement
with carriageway of 7 meters, 2.50 meters shoulder at both sides, and 300
millimeters thickness. The road project which will utilize portland cement
treated plant mix as base course on an embankment of average 2 to 3 meters
high also involves the construction of two (2) single span pre-stressed deck
girder bridges on seat type abutments and precast concrete piles foundation.



Site visit/inspection for the road project with 780 calendar days contract
duration is set on September 18-19, 2014 while pre-bid conference is set on
September 29, 2014.



Meanwhile, Project Director Virgilio Castillo of DPWH-Roads Management
Cluster (RMC) 1 – Bilateral, Unified Project Management Office (UPMO) reported
to Secretary Singson and Undersecretary Rafael C. Yabut, in-charge for UPMO
Operations, that joint venture partners Shimizu and FF Cruz have already
mobilized men and equipment at the 2.22 kilometers contract package 3 project
from Km 47+400 to Km 49+625 in Barangay Bonga Menor, Bustos, Bulacan.



The P1.204 Billion worth project under monitoring supervision of Project
Engineer Emigio de Leon of DPWH-RMC 1-UPMO will involve the construction of
1.120 kilometer and 8.25 meters wide Angat Bridge consisting of seven (7)
span pre-stressed concrete continuous box girder to be erected by balance
cantilever method on a bored piles foundation of between 21 to 29.50 meters
in length. With 1,080 calendar days duration, the project will also involve
construction of 40.86 lineal meters bridge, 1.06 kilometer new portland
cement concrete pavement with 2.5 meters shoulder on both side and provision
of drainage structure, grouted riprap, additional cross drain; and
installation of road signs, guardrails, and pavement markings.



Present activities of the contractor include clearing, site development and
construction of facilities for the engineer, and conduct of joint survey
works and sampling of materials with the project supervision consultant
Renardet S.A. Consulting Engineers and Nippon Engineering Consultants.






DTI approves SRP adjustment on candles effective September



Effective 17 September 2014, the Suggested Retail Prices
(SRPs) of candles with the brand “Liwanag” will increase by 2.06% to 2.42%
due to the increasing cost of paraffin wax, a major raw material used in the
manufacture of candles.



Affected by this price adjustment is the Esperma variety of Liwanag candles
specifically #03, #05, #16, #18, and #24.

to the data collected and records maintained by the Department of Trade and
Industry (DTI), the cost of paraffin wax has been steadily increasing in the
past three years. The price of said raw material increased from P88.20 to P94.60
within 2011 to 2014. Due to this, the Department approved the increase in SRP
of Liwanag candles
”, DTI-Consumer Protection Group
(CPG) Undersecretary Victorio Mario A. Dimagiba said.



“Given that
the price adjustment only takes effect by 17 September 2014, retailers are
reminded to abide by the current SRPs for candles until such time that the
new approved SRPs are in effect. Consumers, on the other hand, are forewarned
from buying overpriced candles and encouraged to report this to the DTI,
” Dimagiba added.



Pursuant to Republic Act No. 7581 or the Price Act, penalties for illegal
price manipulation such as profiteering include: imprisonment of five up to
15 years and administrative fine of P5,000 up to P1,000,000.



Historically, prices of candles have been stable since 2011. This is the
first time, in three years, that the DTI approved the increases on the SRPs
for candles.



As the 02 November holiday is fast approaching, the DTI advises consumers to
do an early “All Souls Day” shopping for candles to be able to purchase these
at lower prices.



Candles are among the products categorized under basic necessities as
stipulated in the Price Act. The DTI is the agency that has jurisdiction over
the pricing of said product along with other non-agricultural basic goods
such as: canned fish and other marine products, processed milk, coffee,
laundry bar, candles, bread, salt, instant noodles, and bottled water.



As for non-agricultural prime commodities, these are: flour, canned pork,
chicken and beef, vinegar, fish sauce, soy sauce, bath soap, paper, school
supplies, cement, clinker, GI sheets, hollow blocks, construction materials,
batteries, electrical supplies, light bulbs, and steel wires.

Suspect for man killed by stray bullet, dead; 4 others arrested for violation of RA 10591



For a good father killed by stray bullet, there should be

the reliable police officers of Pasay City Police Station, the suspect’s
immediate arrest should be made taking into account that he is armed and
dangerous.



Through a police operation and service of search warrant earlier today, joint
elements of Pasay CPS Intelligence Branch led by PCInsp Rolando Baula,
Special Reaction Unit (SRU) led by PSInsp Alan Rainier Cabral, and Pasay
Police Community Precinct 3 led by PSI Cosme Tante captured Jeric De Asis at
about 6:00 AM in Interior Tramo St., Pasay City for Homicide case and pending
warrant of arrest for PD 1866.



De Asis resisted and opened fire at police operatives during the service of
search warrant that resulted to his death. He was immediately brought to
Pasay General Hospital for medical disposition.



Four (4) others were also arrested during the implementation of Search
Warrant for Violation of RA 10591 (Comprehensive Law on Firearms and
Ammunitions) named as Reynaldo De Asis (with pending warrant of arrest for

De Asis was named suspect for the killing of Jimmy Fiel, 59-year old, on
August 12, 2014 while he (Fiel) is riding a bicycle along Tramo St. going to
Pasay Public Market.



According to reports reaching Crame, on Tuesday (Aug 12) at about 4:00 in the
morning, De Asis armed with firearm intercept and treacherously shot Norwel
Ortega a.k.a. “Pango” while while riding on his motorcycle going to Libertad
St., Pasay City.



As Ortega luckily escaped the gunshot, the bullet that De Asis released
fatally hit Jimmy Fiel, who’s simply doing his daily biking routine at the
same street where Ortega is passing through, and fell down on the pavement.
Thereafter, De Asis fled to the undisclosed place carrying his firearm.



Fiel was pronounced dead at around 7:45 AM on the same day at Pasay City
General Hospital who succumbed due to a hit on his chest.



Confiscated during the implementation of search warrant are one (1) cal .45
shooters, one (1) cal. 45 without serial number, one (1) cal .38 Armscor
Revolver, one (1) cal .22 pistol, assorted ammunitions for cal .45/cal.38/cal
.22, and one (1) pc plate number for motorcycle (9530TK).






Role of youth in Climate Change Adaptation and Mitigation to be discussed in forum



The critical role of youth in climate change adaptation
and mitigation will be tackled in a forum on Friday at the Luxent Hotel in
Quezon City.



Close to a hundred students from various universities and colleges in Metro
Manila, including youth leaders from various organizations, are expected to
participate in the youth forum organized by the Environmental Management
Bureau (EMB) of the Department of Environment and Natural Resources (DENR).



The forum, entitled “Responding to Climate Change: The Voice of the Filipino
Youth,” is also being supported by the Philippine Association of Tertiary
Level Educational Institutions in Environmental Protection and Management
(PATLEPAM), United Nations Development Programme (UNDP) and the United
Nations Volunteers (UNV).



“Our young people are especially capable to promote environmental awareness
because they continue to live in era where environmental issues have loomed
large,” EMB OIC Director Jonas Leones said.



“They can certainly introduce fresh ideas and outlooks to issues that affect
the state of our environment,” Leones added.



Albay Gov. Joey Salceda and Secretary Lucille Sering of the Climate Change
Commission are expected to deliver messages to the participants.



Among the topics to be discussed during the forum include the 2013 Fifth
Assessment Report of the Intergovernmental Panel on Climate Change (IPPC).
Dr. Rodel Lasco, a co-awardee of the Nobel Peace Prize in 2007 and scientific
director of the OML Center, a private foundation committed to research in
climate change adaptation and disaster risk reduction, will present the IPCC
report.



Also included for discussion are the integrated efforts that would enable the
youth sector to plan coordinated actions to respond to climate change issues
and concerns in the country, including the need to reduce vulnerabilities and
enhance the resilience of communities.



A United Nations study has noted that the Filipino youth is actively engaged
at local, national and global levels in raising awareness, running
educational programs, nature conservation, promoting renewable energy,
adopting eco-friendly practices and implementing climate change adaptation
and mitigation projects.






PRC designates Tel Aviv, Israel as testing center for the 2014 special Professional Board Licensure Exam for
Teachers



Manila, August 26, 2014 --- The Professional Regulation
Commission and the Professional Regulatory Board for Professional Teachers
announces the designation of Tel Aviv, Israel as testing center for the
Special Professional Board Licensure Examination (SPLBE) for Professional
Teachers set on November 2014.



Philippine Ambassador to Tel Aviv, Israel Generoso D.G. Calonge informed the
PRC of the request for the holding of the Board Licensure Examination for
Professional Teachers (BLEPT) in Israel.



The Board for Professional Teachers has determined that with the projected
number of aspirants for the BLEPT, the conduct of the exam will redound to
the benefit of many Overseas Filipino Workers in Israel.






RTC denies bail request of ex-bank manager



The Regional Trial Court (RTC) Branch 65 of Tarlac City
has denied the petition for bail of a former manager of a closed bank under
receivership of the Philippine Deposit Insurance Corporation (PDIC) who was
accused of qualified theft.



Judge Ma. Magdalena A. Balderama denied the petition for bail of Ana Marie de
Leon, former manager of the closed First Provincial Bank located in Tarlac,
because the evidence of guilt against the accused for the crime charged is
strong.



In its complaint, the PDIC charged de Leon for violation of Article 310 of
the Revised Penal Code. The PDIC alleged that de Leon withdrew an aggregate
amount of P6.60 million without authorization from various depositors.
Further, the Corporation alleged that de Leon unlawfully took the proceeds of
the withdrawal transactions.



PDIC's complaint also stated that the unauthorized withdrawals were
discovered by the depositors only when they filed their deposit insurance
claims with the PDIC after the bank's closure. The depositors denied making
withdrawal transactions from their deposits. They learned that the balances
reflected in their passbooks were substantially lower than what were recorded
in the books of the closed bank. Investigation disclosed that de Leon signed and
approved said withdrawals.



In their Joint Affidavit dated October 9, 2012, the former cashiers of the
closed First Provincial Bank attested that de Leon personally posted and
transacted the withdrawals from the depositors' accounts. According to them,
as the manager of the bank, de Leon had the password control of the savings
system for tellers and the cashier.



Associate Prosecution Attorney II Liza C. Olinares said that de Leon
exercised grave abuse of confidence with the intent to gain and to defraud
the bank and recommended that the case be non-bailable.



The First Provincial Bank was ordered closed by the Monetary Board on April
19, 2012 and taken over by the PDIC on April 20, 2012.



The PDIC said that the denial of bail is a welcome development and a step
towards ensuring that justice is served against the accused. The Corporation
continues to pursue legal actions against bank officials and personnel who
have been found to have engaged in unsafe and unsound banking practices. The
PDIC is authorized to conduct investigations and file necessary cases against
erring bank officials and unscrupulous individuals. The pursuit for justice
against erring bank owners, officers and employees is an important
undertaking of PDIC to protect the Deposit Insurance Fund, PDIC's funding
source for payment of insured deposits, as well as to maintain financial
stability.
