Palace confirms retired General Bautista’s appointment as Executive Director of security cluster
|
|
The Palace has confirmed the appointment of retired General Emmanuel Bautista as Executive Director of the Cabinet Cluster on Security, Justice and Peace.
Bautista will have the rank of Undersecretary and will be reporting directly to Executive Secretary Paquito Ochoa, Jr., who leads the security cluster, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said during Tuesday’s press briefing.
The security cluster is composed of the respective secretaries of the Department of Interior and Local Government, Department of Foreign Affairs, Department of National Defense, and Department of Justice, as well as the National Security Adviser and Presidential Adviser on the Peace Process.
Based on Executive Order No. 43, Series of 2011, the security cluster is tasked to ensure the preservation of national sovereignty and the rule of law, and focus on the protection and promotion of human rights, and the pursuit of a just, comprehensive, and lasting peace.
Bautista was the 54th Commanding General of the Philippine Army before he assumed the post of Chief of Staff of the Armed Forces of the Philippines on January 20, 2013.
He is a graduate of the Philippine Military Academy, Dimalupig Class of 1981 and earned his master’s degree in Business Administration from the University of the Philippines in 1985. PND (ag)

Malacañang made an assurance on Wednesday that the government continues to work to protect the public against
crimes.
A recent spate of crimes, such as robberies, assault and the killing and rape of a 23-year old woman in Bulacan, have raised concerns about the people's security.
In a press briefing at the Palace, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said one of the strategies of the police is to work with communities.
"Patuloy ang pagkilos ng ating pamahalaan para tiyakin ang kaligtasan at kapanatagan ng ating mga mamamayan. Isa sa mga mahahalagang elemento dito ay ang pakikipag-ugnayan ng kapulisan sa mga komunidad," Coloma told reporters.
He said it is a proven strategy that when the police and the people work together, they can prevent crimes.
When the citizens and the police work together, authorities can easily monitor the movement of people, he explained, adding that the people must always be vigilant to catch criminals.
Another government strategy is the systematic registration of firearms to address the proliferation of loose guns that often end up in the hands of criminals, the Communications Secretary said.
"Bahagi din diyan ang pagbibigay ng sapat na kagamitan at modernong equipment sa ating kapulisan na magagamit nila sa investigation, crime detection, at crime prevention," he said.
Fixing the country's criminal justice system is also a major thrust in fighting criminality, Coloma said, adding that a lengthy trial that leads to the acquittal of suspects gives criminals more confidence in violating the law.
"At isa rin ‘yang dahilan kung bakit mayroon tayong security, peace and justice cluster, dahil nga magkakaugnay ang mga suliraning kinakaharap ng iba’t ibang kagawaran," he added.
The national and local governments are also working together to fight crime in the country, Coloma noted. PND (as)

The opening of additional “trade routes”
for cargo trucks aims to decongest traffic in Manila’s seaport, a Palace
official said on Tuesday.
“Meron na silang tinatawag ngayon na ‘trade routes’ na dinadaanan ng mga
cargo trucks para mapabilis ang paglipat ng mga cargo mula sa pantalan patungo
sa iba’t ibang mga sentro ng kalakal,” Presidential Communications
Operations Office Secretary Herminio Coloma, Jr. said during the daily
press briefing.
Secretary Coloma said the Philippine Ports Authority is anticipating the
increase in cargo shipments in view of the “-ber months” leading up to
the Christmas season.
“Iyong pong patungong Timog, ‘yung para sa mga establisyimento sa
CALABARZON (Cavite-Laguna-Batangas-Rizal-Quezon); ‘yung patungo naman sa
Hilaga, ‘yung sa Central Luzon. At nagtutulungan lahat ng mga adjoining
ports katulad din ‘nung sa Batangas at sa Subic para ma-address itong
sitwasyon na ito sa Port of Manila,” he said.
Meanwhile, Coloma said that PPA General Manager Juan Sta. Ana has
confirmed that his assistant general manager David Simon had been
replaced by Arman de Guzman.

President Aquino inaugurates Ninoy Aquino Bridge in Cagayan
|
|
(TUGUEGARAO, Cagayan) President Benigno S. Aquino III
on Monday inaugurated the P599.4-million Ninoy Aquino Bridge in Tuao,
Cagayan.
"Napatunayan na po natin sa loob ng apat na taon na walang imposible
sa sambayanang tumatahak sa tuwid na daan," the President said in
his message at the Tuao East Town Center Gymnasium after leading the
drive-through at the bridge, which connects Regions 1, 2, and the
Cordillera.
"Marahil, sa ganitong paraan natin mapapasalamatan ang mga
nagsakripisyo upang makarating tayo sa ating kinalalagyan: ang laging
pumanig sa tama at makatwiran."
The President said that whether or not he is around, he is confident that
Filipinos will continue to look after one another to achieve a prosperous
nation.
The construction of the bridge, first conceptualized in 1968 during the
tenure of the late Tuao mayor Francisco Mamba Sr., was aimed at boosting
trade in Cagayan and nearby provinces.
The Ninoy Aquino Bridge was completed in 2013 after local officials of
Cagayan worked with the Department of Public Works and Highways (DPWH).
The entire project cost P599.4 million, the President said, noting that
the P145 million for the fourth phase of the project came from the
Disbursement Acceleration Program (DAP).
And due to the efficient spending of the DPWH, the government was able to
save P33.7 million, he added.
The 360-meter Ninoy Aquino Bridge is connected to the 40-meter Malummin
Bridge, and the 20-meter Angang Bridge. Also part of the project is the
21.93-kilometer road network in Tuao.
The opening of the bridge will reduce the travel time from Tuao to
Kabugao from four to five hours to two-and-a-half hours, the President
said.
The two-hour travel time from Tuao to Conner, Apayao will also be reduced
by half an hour, while the two-hour trip from Rizal in Cagayan to
Tuguegarao will be reduced to one hour and twenty minutes.
"Magpapasigla rin sa turismo ang pagbubukas ng mga ruta patungo sa
iba’t ibang tourist destinations sa inyong lalawigan, tulad ng Basilica
Minore of Our Lady of Piat, na tinatawag na Pilgrimage Center of the
North; ang Tuao Belfry, Lallayug Forest Park, at Cassily Lake," he
said.
And because of the influx of more people in the region, the President
said he expects businesses to flourish.
President Aquino further said that his administration has allocated P1.3
billion for the construction of 11 bridges in Apayao province.
“Pero kaklaruhin ko lang po, medyo may konti pang gusot sa right of way
at saka ‘yung tinatawag na absorptive capacity… Inaambisyon namin, sa
pakikipagtulungan sa local government units ng Apayao, ay matapos natin
ito bago tayo bumaba sa puwesto,” he said.
The President said his administration remains focused on repairing the
country's arterial and secondary roads that connect to national road
networks.
As part of this initiative, he said his government has allocated P562.3
billion to fund infrastructure development in 2015. The figure amounts to
more than 21 percent of the national budget.

Aquino III on Monday called on political leaders to shun politicking and
instead focus on attending to the needs of the people.
"Parang nakalimutan nila may problema tayo ngayon. Mayroon namang
problema sa 2016 na eleksyon–2016 na ‘yon," the President said in
his message during the inauguration of the Ninoy Aquino Bridge in Tuao,
Cagayan.
"Ngayon, tugunan muna natin ang problemang bumabalot sa atin pong
sambayanan, dahil obligasyon natin, maski saan tayong panig. Kung tayo’y
may magagawa naman sa kapuwa, hindi puwedeng ‘somewhere down the line’.
Dapat ho, ‘Now na!’" he said.
The President arrived here on Monday morning to lead the inauguration of
the P599.4-million bridge that connects Regions 1, 2, and the Cordillera,
as well as a 22-kilometer road network.
Prior to the inauguration, the President visited the Basilica Minore of
Our Lady of Piat in Piat, Cagayan.
President Aquino was accompanied by Interior and Local Government
Secretary Manuel Roxas, Public Works and Highways Secretary Rogelio

Aquino III visited the miraculous Our Lady of Piat enshrined at the
Basilica Minore of Piat during his trip to Cagayan province on Monday.
While at the basilica, President Aquino was prayed over by Reverend
Father Jose Othello Bartolome, rector of Piat town since 2010.
Joining the President at the church’s altar was chief of the Presidential
Legislative Liaison Office Manuel “Manny” Mamba, who was a former
congressman of the third district of Cagayan.
Also present were Public Works and Highways Secretary Rogelio Singson,
Interior and Local Government Secretary Manuel Roxas II, Metro Manila
Development Authority Chairman Francis Tolentino, and Oriental Mindoro
Governor Alfonso Umali, Jr.
The Our Lady of Piat, the patroness of Piat town, is also referred to as
the Mother of Cagayan. Various miracles have been attributed to the
image, including the end of drought in the Itawes region, an agricultural
area that often experiences severe droughts.
Former President Gloria Macapagal-Arroyo, during her term, also visited
the miraculous image of the Blessed Mother in Piat, which is about 40
kilometers from the provincial capital of Tuguegarao City. Arroyo even
issued Proclamation 1821, declaring July 2 a special non-working holiday
in Cagayan Valley province to give devotees and other foreign tourists
ample time to celebrate the feast of Our Lady of Piat.
After his visit to the basilica, the President proceeded to Barangay San
Luis in Tuao, Cagayan for the inauguration of the Ninoy Aquino Bridge and
its connecting road network.
The P599.4-million infrastructure project links the Cagayan Valley
Region, Ilocos Region, and the Cordillera Administrative Region.
The Ninoy Aquino Bridge is expected to boost socio-economic growth in the
province as it provides additional access to tourist destinations and
ensures safer and faster movement of goods from one province to another.
The Department of Public Works and Highways has generated a savings of
P33.7 million from the project through an efficient and transparent
bidding process.
The inauguration of the bridge was in time for former Senator Ninoy
Aquino’s death anniversary, which will be commemorated on August 21.
While in Tuao, President Aquino also attended the 56th birthday

The government is striving to create
highly remunerative jobs that will showcase the talents and ingenuity of
the Filipino workforce, a Palace official said on Monday.
“Patuloy na sinisikap ng pamahalaan na lumikha ng maraming trabaho, at
hindi lamang trabaho kundi ‘yung tinatawag ng DOLE (Department of Labor
and Employment) na disenteng trabaho. Ang pakay dito ay makapaglikha ng
mga hanap-buhay na mas mataas ang sweldo, mahusay at mainam ang mga
kondisyon ng pagtatrabaho, at maitatanghal ang husay at talino ng mga
manggagawang Pilipino,” Presidential Communications Operations Office
Secretary Herminio Coloma, Jr. said.
Secretary Coloma was commenting on a recent Social Weather Stations (SWS)
survey that showed a slight increase in unemployment from 25.7 percent or
11.5 million adults in the first quarter of the year to 25.9 percent or
11.8 million adults in the second quarter.
The survey was conducted from June 27 to 30, using face-to-face
interviews of 1,200 adults nationwide -- 300 each from Metro Manila, and
areas of Luzon, Visayas and Mindanao.
Coloma noted that poverty reduction and empowerment of the poor and
vulnerable through employment are part of the Philippine Development Plan
(PDP), which is the roadmap of the Aquino administration.
“Gusto nga po natin ay lumikha ng maraming trabaho para sa kapakanan ng
ating mga mamamayan dahil isa itong mahalagang susi sa pagbabawas ng
kahirapan at sa paglikha ng oportunidad para sa mga mamamayang Pilipino,”

Draft Bangsamoro Law to be submitted to the President within the week: Palace
|

The government peace panel and the Moro
Islamic Liberation Front are preparing the draft Bangsamoro Basic Law
(BBL) for submission to the Office of the President within the week, a
Palace official said on Monday.
“Ayon kay (Presidential Adviser on the Peace Process) Secretary
(Teresita) Ging Deles, lahat ng mahahalagang isyu ay natalakay at
nailinaw na. Ang ginagawa na lang ng magkabilang panig ngayon ay
inihahanda ‘yung mismong draft Bangsamoro Basic Law na ihahain sa
Tanggapan ng Pangulo,” Presidential Communications Operations Office
Secretary Herminio Coloma, Jr. said in an interview with members of the
Malacañang Press Corps.
Secretary Coloma said that once the Office of the President receives the
draft, it will immediately study it and submit it to Congress.
He said the Palace is confident that the Senate and the House of
Representatives will fast-track the passing of the draft BBL.
“Tinitiyak naman ng liderato ng Senado at ng Camara de Representante ang
kanilang buong pagsuporta para sa agarang pagpapasa ng draft Bangsamoro
Basic Law,” he said.
“Hindi tayo dapat maligalig dahil ayon na nga sa magkabilang panig, ay
natalakay na at napagkasunduan na ang mga pinakamahahalagang usapin,”

“Marahil sa ganitong paraan nating mapasasalamatan ang mga nagsakripisyo upang makarating tayo sa ating kinalalagyan: ang laging pumanig sa tama at makatuwiran,” dugtong pa ng Pangulong Aquino.
Sinabi ng Pangulo na narito man siya o wala, malaki ang tiwala niya na ipagpapatuloy ng sambayanang Pilipino ang pag-alagata sa kapuwa upang matamo ang adhikaing magkaroon ng masaganang bansa,

Ang buong proyekto ay nagkakahalaga ng P599.4 milyon, sabi ng Pangulo at binanggit na ang P145 milyong ginamit sa para matapos ang phase 4 ay galing sa Disbursement Acceleration Program.
“Dahil sa mahusay na paggugol ng DPWH, ang pamahalaan ay nakatipid ng P33.7 milyon sa paggawa ng tulay na ito,” wika pa ng Pangulong Aquino.

isang oras at dalawampung minuto na lamang.
“Magpapasigla rin sa turismo ang pagbubukas ng mga ruta patungo sa iba-ibang tourst destinations sa inyong lalawigan, tulad ng Basilica Minore ng Our Lady of Piat na tinatawag na Pilgrimage Center of the North; ang Tuao Belfry, Lallayug Forest Park at Casally Lake,” dugtong pa ng Pangulong Aquino.
Sinabi ng Pangulo na dahil sa pagdagsa ng mga turista sa rehiyong ito, inaasahang magiging masigla ang negosyo rito.
Ayon sa Pangulong Aquino, naglaan ang kanyang administrasyon ng P1.3 bilyon para sa pagpapagawa ng 11 pang tulay sa lalawigan ng Apayao.
“Nguni’t, lilinawin ko lamang po, medyo may kaunti pang gusot sa right of way at saka sa tinatawag na absorption
capacity. Inaambisyon namin, sa pakikipagtulungan ng mga lokal na pamahalaan ng Apayao, ay matatapos natin ito bago tayo bumaba sa puwesto,” sabi ng Pangulong Aquino.
Binigyang diin ng Pangulo na nakatuong lagi ang kanyang administrasyon sa pag-aayos ng mga arterial and secondary roads na maaaring ikonekta sa mga pambansang lansangan.
Bilang bahagi ng pagsisikap na ito, sabi pa ng Pangulo, naglaan ang pamahalaan niya ng P562.3 bilyon upang gugulin sa pag-aayos qt paggawa ng mga imprastraktura sa 2015. Ang halagang ito ay mahigit na 21 porsiyento
ng pambansang badyet.

(TUGUEGRAO, Cagayan) Nanawagan ang Pangulong Benigno S. Aquino III sa mga lider-pulitiko Lunes na iwaksi ang
pamumulitika at sa halip ay ibuhos ang panahon sa pagtugon sa pangangailangan ng sambayanan.
“Parang nakalimutan nila na may problema tayo ngayon. Mayroon namang problema sa 2016, pero eleksiyon, at 2016 na iyon,” wika ng Pangulong Aquino sa mensahe sa pasinaya ng Ninoy Aquino Bridge sa bayan ng Tuao, lalawigang ito.
“Ngayon, tugunan muna natin ang problemang bumabalot sa atin pong sambayanan dahil obligasyon natin, maski
saan tayong panig. Kung tayo ay may magagawa naman sa kapuwa, hindi puwedeng somewhere down the line. Ito po ay ‘Now na!” pagbibigay-diin ng Pangulo.
Umaga ngayong Lunes dumating dito ang Pangulong Aquino upang pangunahan ang pagpapasinaya sa P599.4 milyong tulay na magdurugtong sa mga Rehiyon 1, 2 at Cordillera, gayundin ang 22 kilometrong lansangan.
Bago ginanap ang pasinaya, nagsadya muna ang Pangulo sa Basilica Minore of Our Lady of Piat sa bayan ng Piat, Cagayan.

Nagsadya ang Pangulo sa simbahan ng ‘Our Lady of Piat’ sa Cagayan

(TUGUEGARAO, Cagayan) Nagsadya ang Pangulong Benigno S. Aquino III sa Basilica Minore ng Piat na
kinaroroonan ng mapaghimalang Our Lady of Piat nang pumunta siya sa lalawigan ng Cagayan Lunes.
Ang Pangulong Aquino ay binasbasan ni Reberendo Padre Jose Othelio Bartolome, rektor ng Simbahan ng Mahal na Birhen ng Piat.
Katabi ng Pangulo sa altar ng simbahan si Manuel Mamba, puno ng Presidential Legislative Liaison Office na dating kinatawan ng Ikatlong Purok ng Cagayan.
Kasama rin ng Pangulo sa simbahan sina Kalihim Rogelio Singson ng Pagawaing Bayan at Pambansang Lansangan, Kalihim Manuel Roxas II ng Interyor at Lokal na Pamahalaan, Chairman Francis Tolentino ng Metro Manila Development Authority at
Gobernador Alfonso Umali, Jr. ng Mindoro Oriental,
Ang Mahal na Birhen ng Piat na pintakasi ng nasabing bayan ay kilala rin bilang Ina ng Cagayan at kinikilalang mapaghimala at isa sa sinasabing himala nito ay nang matapos ang matagal na tagtuyot sa rehiyong Itawes, isang pook na agrikultural na malimit pinsalain ng malubhang tagtuyot.
Nang panahon ng panunungkulan ng Pangulong Gloria Macapagal-Arroyo ay dumalaw rin siya sa mapaghimalang imahen
ng Mahal na Birhen ng Piat na 40 kilometro ang layo buhat sa Lungsod ng Tuguegarao. Naglabas din ang Pangulong Arroyo ng Proklamasyon 1821 na nagdeklarang special non-working holiday ang Hulyo 2 sa lalawigan ng Cagayan upang mabigyan ng pagkakataon ang mga namamanata at maging ang mga turistang banyaga na makadalo sa Pista ng Mahal na Birhen ng Piat.
Pagkagaling sa basilica, nagtungo ang Pangulong Aquino sa Baranggay San Luis sa bayan ng Tuao sa nabanggit na
lalawigan upang pasinayaan ang Ninoy Aquino Bridge at ang mga lansangang nasa palibot ng tulay.
Ang proyektong imprastrakturang ito ay ginugulan ng P599.4 milyon at mag-uugnay sa buong Rehiyon ng Lambak ng Cagayan, Rehiyon ng Ilokos at Cordillera Administrative Region.
Ang Ninoy Aquino Bridge ay inaasahang magiging daan ng pag-unlad ng ekonomya sa lalawigan sapagka’t makatutulong ito para makaakit ng mga turista, bukod sa magiging mabilis ang pagbibiyahe ng mga paninda sa mga lalawigan ng rehiyon.
Nakatipid ang Kagawaqran ng Pagawaing Bayan at Pambansang Lansangan ng P33.7 milyon sa paggawa ng proyektong ito dahil sa maayos at transparent bidding process.
Ang pagpapasinaya sa tulay ay itinaon kaugnay ng paggunita sa araw ng kamatayan ni Senador Ninoy Aquino sa Agosto 21.
Ang Pangulong Aquino ay dumalo rin sa ika-56 kaarawan ni Kalihim Mamba na idinaos sa Tuao. PND (jb/zaf)

Sinisikap ng pamahalaan na makalikha ng hanapbuhay para sa mga Pilipino
|

Puspusan ang ginagawang pagsisikap ng pamahalaan upang makalikha ng hanapbuhay na magtatampok sa talino at
kakayahan ng lakas-bisig na Pilipino.
Ito ang binigyang diin ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office Martes.
“Patuloy na sinisikap ng pamahalaan na lumikha ng maraming trabaho at hindi lamang trabaho, kundi ang tinatawag ng Kagawaran ng Paggawa at Hanapbuhay na disenteng trabaho. Ang pakay dito ay makalikha ng mga hanapbuhay na mas mataas ang suweldo, mahusay at mainam ang mga kondisyon ng pagtatrabaho at maitatanghal ang husay at talino ng mga manggagawang Pilipino,” paliwanag ni Kalihim Coloma.
Tugon ito ni Kalihim Coloma sa Social Weather Stations (SWS) survey kamakailan kung saan lumitaw na naragdagan nang bahagya ang bilang ng mga walang hanapbuhay na nasa sapat na edad na naging 25.9 porsiyento o 11.8
milyong may sapat na gulang buhat sa dating 25.7 porsiyento o 11.5 may sapat na gulang noong ikalawang kuwarter.
Ginawa ang survey mula ika-27 hanggang ika-30 ng Hunyo na harapang tinanong ang may 1,200 adults sa buong bansa—tig-300 katao mula sa Metro Manila at sa mga pook ng Luzon, Kabisayaan at Mindanao.
Binigyang diin ni Coloma na ang poverty reduction and empowerment of the poor and vulnerable sa pamamagitan ng hanapbuhay ay bahagi ng Philippine Development Plan (PDP) na panulukang bato ng administrasyong Aquino.
“Gusto nga po natin ay lumikha ng maraming trabaho para sa kapakanan ng ating mga mamamayan dahil isa itong mahalagang susi para mabawasan ang kahirapan at sa paglikha ng pagkakataon para sa mga mamamayang Pilipino,” sabi ni

Ibibigay sa Tanggapan ng Pangulo ang ‘draft Bangsamoro Basic Law’ sa Linggong ito

Inihahanda na ng government peace panel at ng Moro Islamic Liberation Front ang draft Bangsamoro Basic Law (BBL)
upang maibigay sa Tanggapan ng Pangulo sa linggong ito.
Sinabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office na masusing pag-aaralan ng Tanggapan ng Pangulo ang nasabing “draft” upang maiharap na sa Kongreso.
“Ayon kay Kalihim Teresita ‘Ging” Deles, Presidential Adviser on the Peace Process, lahat ng mahahalagang isyu ay natalakay at nalinaw na. Ang ginagawa na lamang ng magkabilang panig ngayon ay inihahanda ang mismong
draft Bangsamoro Basic Law na ihahain sa Tanggapan ng Pangulo,” wika ni Kalihim Coloma sa panayam ng mga kasapi ng Malacanang Press Corps Martes.
Ayon kay Coloma, nagtitiwala ang Palasyo na bibilisan ng Kapulungan ng mga Kinatawan at ng Senado ang pagpapatibay sa naturang panukalang BBL.
“Tinitiyak naman ng liderato ng Senado at Kapulungan ng mga Kinatawan ang kanilang buong suporta para sa mabilis na pagpapatibay ng draft Bangsamoro Basic Law,” sabi ni Coloma.
“Hindi tayo dapat maligalig dahil ayon nga sa magkabilang panig ay natalakay na at napagkasunduan na ang mga pinakamahahalagang usapin,” dugtong pa ni Coloma. PND (ag/zaf)

Eksaktong dalawang taon na ang nakalipas mula nang
pumanaw ang isang bantayog ng reporma ‘di lang para sa ating mga LGU, kundi
para sa ating buong bansa. Nagdala ng matinding lumbay ang pagkawala ni
Secretary Jesse Robredo; kasabay nito, umigting ang pagkilala ng buong
sambayanan sa kanyang mga nagawa at mga pamana niyang halimbawa.
Para sa amin naman pong mga naging kaibigan ni Jesse, naaalala namin hindi
lang ang kanyang mabuting trabaho, kundi pati na rin ang kanyang pagkatao.
Ganito ko po naaalala si Jesse: Laging nagmamadali—hindi lang sa pag-uwi sa
pamilya niya sa Naga, kundi sa paghahatid ng serbisyo sa ating mamamayan.
Para kay Jesse, ang benepisyong bunga ng mabuting pamamahala, dapat
matanggap ng mamamayan, now na. Ito naman po ang patuloy nating
ipinaglalaban sa tuwid na daan; ang paninindigan natin: Ipaabot sa
mamamayan na kasama nila ang pamahalaan.
Ito ang kinakatawan ng tulay na pinapasinayaan natin ngayon, na
magsisilbing inter-regional link para sa Regions 1, 2, at sa Cordillera.
[Palakpakan] Natataon naman ang inagurasyon natin ngayon sa papalapit na
anibersaryo ng pagpanaw ng aking ama, na siya namang ginugunita natin sa
pagpapasinaya ng tulay na ito.
Ang sabi nga po sa akin, kay dating Francisco Mamba Sr., nagmula ang ideya
na magtayo nitong tulay na magpapabilis sa daloy ng transportasyon at
komersyo sa inyong lalawigan. Taong 1968 po iyon. Gaya ng ating laging
paninindigan: Wala tayong balak na ipasa sa susunod sa atin ang mga
pangangailangan na kaya nating tugunan. Talaga nga pong masugid na
kabalikat natin sa adhikaing ito si Secretary Manny. Noon pa man, bilang
kinatawan ng ikatlong distrito ng Cagayan, isinulong niya ang pagpopondo sa
tulay na ito. Dahil nga po sa masusing pakikipagtulungan ng buong pamilya
Mamba sa DPWH at sa lokal na pamahalaan, nakumpleto nitong 2013 ang tulay
at ang kasama nitong road network.
Halagang P599.4 million ang naging kabuuang budget para sa imprastrukturang
ito. Ang inilaan namang P145 million para sa ikaapat na bahagi ng proyekto,
nagmula po sa Disbursement Acceleration Program. Hindi lang po natin
nagawang ilaan sa mas episyenteng paraan ang pondo; dahil sa maayos na
pangangasiwa ni Kalihim Babes Singson at ng DPWH, ito po ay nakatipid pa
tayo ng P33.7 million. [Palakpakan]
Ngayon pong nakatayo na itong 360-lineal meter permanent bridge, kasama na
ang 40-lineal meter Malummin Bridge, ang 20-lineal meter Angang Bridge, at
ang 21.93 kilometrong road network component dito sa Tuao, malaki ang
naibabawas sa oras ng pagbibiyahe. Dati raw po inaabot nang apat hanggang
limang oras kung maglalakbay ka mula Tuao patungong Kabugao sa Apayao;
ngayon, humigit-kumulang dalawang oras at kalahati na lang ang biyahe kaya
makikita natin si Governor Bulut madalas. [Palakpakan] Ang biyaheng Tuao
patungong Conner, Apayao, naman, na dating dalawang oras, nabawasan nang
mahigit sa kalahating oras. Samantala, ang biyahe mula bayan ng Rizal dito
sa Cagayan papuntang Tuguegarao, isang oras at dalawampung minuto na lang
po, na inaabot dati nang dalawang oras. Magpapasigla rin sa turismo ang
pagbubukas ng mga ruta patungo sa iba’t ibang tourist destinations sa
inyong lalawigan, tulad ng Basilica Minore of Our Lady of Piat na tinatawag
na Pilgrimage Center of the North; ang Tuao Belfry, Lallayug Forest Park,
at Cassily Lake. Dahil mas babaybayin na ang mga ruta patungo sa mga lugar
nito, asahan na rin ninyo ang pagsulpot ng mga bagong negosyo.
Batid po natin ang halaga ng imprastruktura, hindi lang para mapalakas ang
lokal na ekonomiya, kundi bilang maaasahang daan kapag masama ang panahon.
Dahil sa tulay na ito, hindi na kailangang hintaying humupa ang tubig mula
sa Chico River kung maulan para makabiyahe. Ang tulay ang magsisigurong
tuloy-tuloy ang daloy ng transportasyon at kalakal, umulan man o bumagyo.
Kongkretong patunay ang proyektong ito sa makabuluhang transpormasyong
dulot ng pagtahak natin sa tuwid na daan. Kung dati, isinasantabi ang
kapakanan ng nakakarami, samantalang tumanda na sa panlalamang ang iilan;
ngayon, natutugunan ang tunay na pangangailangan ng taumbayan. Kasama na
riyan ang pagsigurong aabot lalo na sa malalayong lalawigan tulad ng
Cagayan ang kaunlarang natatamasa natin ngayon. Kaya naman, isinusulong
natin ang mga tamang proyekto na tama ang kalidad, sa tamang halaga, at
natatapos sa tamang oras dahil itinalaga natin ang mga tamang tao.
Nakatutok din tayo sa patuloy na pagkukumpuni sa ating mga arterial at
secondary roads na bahagi ng ating national road network, sa pagtitindig ng
mga permanteng tulay, at sa pagpapatag ng mga kalsada na maghahatid ng mga
turista at biyahero sa iba’t ibang panig ng ating bansa. Para naman po sa
panukalang budget para sa 2015, naglaan tayo ng P562.35 billion, o katumbas
ng mahigit 21 porsyento ng pambansang pondo, para sa imprastruktura.
Ang hangad po natin: Kaunlarang nagbibigay ng benepisyo sa nakakarami.
Nangyayari na po ito, at ngayon na papalakas nang papalakas ang ating
ekonomiya ay mas ganado tayong isulong ang positibong reporma na magdudulot
ng malawakang transpormasyon sa bansa. Ito ang pangarap ng aking ama; ito
ang pangarap ni Secretary Robredo; ito ang pangarap ng napakaraming
tumindig para sa Pilipino: [Palakpakan] Isang lipunan kung saan lahat ay
nag-aambagan para sa kapwa at bansa; isang lipunan na hitik sa oportunidad
at walang sinuman ang naiiwan.
Napatunayan na po natin sa loob ng apat na taon na walang imposible sa
sambayanang tumatahak sa tuwid na daan. Marahil, sa ganitong paraan natin
mapapasalamatan ang mga nagsakripisyo upang makarating tayo sa ating
kinalalagyan: ang laging pumanig sa tama at makatwiran. At tiwala ako—nasa
eksena man ako o wala—patuloy na ipaglalaban ng Pilipino ang kanyang kapwa,
at hahakbang sa landas tungo sa isang mas maaliwalas, mas patas, at mas
maunlad na bukas.
Bago po ako magtapos, alam niyo may naisip na nga ho ako kanina. Si Manny
Mamba ho ang, kung hindi ako nagkakamali, ang kauna-unahang kasamahan natin
dito sa Northern Luzon na nagmungkahing tayo’y tumakbo sa isang national
office. [Palakpakan] Kung minsan, Manny, ‘pag nakikita natin ang asenso sa
bansa, pinapasalamatan kita. Pero tuwing araw na nagsusuklay ako ng buhok,
napapag-isip ako, kaibigan kaya kita? [Tawanan at palakpakan]
Nakasama rin ho natin sa kongreso si Governor Bulut nang tatlong termino.
Siya po’y nakasuporta rin po sa atin. Noong 2007 po, number 19 po ako sa
Apayao. Noong 2010, tumakbo po akong presidente na po; umasenso na po ako,
number 4 na po ako. [Tawanan] Pero Butzy [Bulut], ito ang pangako ko naman
sa iyo: sabi nga naman sa akin ni Babes Singson, nagkatulungan man tayo o
hindi, ako po ang ama ng bayan, presidente ng buong Pilipinas, kailangang
tugunan kung saan ang pinakamataas na pangangailangan. [Palakpakan]
Next year, Butzy, at maliban doon sa nagawa na, P1.3 billion ang nakalaan
para sa Apayao. [Palakpakan] Hindi ko na papantayan ‘yong number 19 dahil
11 tulay lang raw ang kailangan ninyo. [Tawanan] So, 11 bridges ang asahan
mo, pero kaklaruhin ko lang po, medyo may konti pang gusot sa right of way
at saka ‘yung tinatawag na absorptive capacity. Baka kulang ‘yung mga
kontratista sa Apayao para matapos nila ‘yung 11 tulay, at inaambisyon
namin, sa pakikipagtulungan sa’yo at sa local government units ng Apayao,
ay matapos natin ito bago tayo bumaba sa puwesto. [Palakpakan]
Mga kasama, ‘pag nagbabasa tayo ng diyaryo araw-araw, tila marami nang
nangangampanya. Parang nakalimutan nila may problema tayo ngayon. Mayroon
naman problema sa 2016 na eleksyon–2016 na ‘yon. Ngayon, tugunan muna natin
‘yung problemang bumabalot sa atin pong sambayanan, dahil obligasyon natin,
maski saan tayong panig. Kung tayo’y may magagawa naman sa kapwa, hindi
puwedeng “somewhere down the line.” Dapat ho, “Now na!”

pang mamamahayag. But anyway Secretary, Sir, may dalawa hong…two things na
I would like to talk about.
Una po; iyon ngang about iyong loan na sinasabi ni Secretary Butch Abad na
we need like around 2 point something billion para mapunan po iyong ating
National Budget. Ang tanong kasi ng mga kababayan natin, mga texters natin,
“Eh Sir Erwin, bakit mangungutang kung may sinasabing savings, iyong mga
pinagkukunan ng DAP nila? ‘Di ho ba, katulad po sa amin na ‘pag may savings
hindi na po mangungutang. Mangungutang lang po kung talagang alang
kapera-pera na.”
Secretary, how will you explain that Sir?
SEC. COLOMA: Well, sa kasaysayan po ng budgeting natin, talaga naman pong
iyong inilalaan para sa gastusin ng Pambansang Pamahalaan, hindi po kaya na
100% pupunuan noong mga nakolekta nating buwis at iba pang pananalapi ng
pamahalaan. Iilan lang po siguro sa buong mundo, kahit pinakamayamang
bansa, hindi naman po kinakaya iyan, iyong balanced budget. Kasi ang
tinutukoy nila ‘no na budget equals lang doon sa kinolektang taxes. Kasi po
iyong budget natin isinasaalang-alang din iyong paggastos ngayon para sa
malayong kinabukasan.
Halimbawa iyong mga imprastruktura, mahal po iyan; bawat kilometro na ating
ipapatag at bubuksan na national highway, mahal po iyon. Investment for the
future, hindi naman po kayang ma-recover iyon in one year. Pero ang mainam
po sa ating budgeting, nitong mga nakaraang taon, naipababa na po natin
nang husto iyong level ng paghiram para lang punan iyong budget deficit.
Nag-umpisa po tayo more than 5% ang ating budget deficit as a percentage
noong GDP. Iyong GDP, iyon iyong pinagkukuhanan natin ‘no, iyon ang
pinaka-total production ng goods and services sa loob ng bansa. So,
nire-relate lang po iyong borrowing doon sa GDP.
Kumbaga sa negosyo, kumbaga sa household, bihira naman iyong negosyo o
household na hindi man lang nangungutang kahit short term ‘di ba? Ang
importante, mayroon ka bang kapasidad na bayaran iyon? Mayroon ka rin bang
earning capacity para bayaran iyon? At sagot po doon sa dalawang iyon, oo,
dahil isa pa po, sa kauna-unahang pagkakataon, dito po sa administrasyon ni
Pangulong Noynoy Aquino, natupad po natin iyong constitutional mandate na
ang number one budgetary priority ay nasa edukasyon. Iyon na po ang number
one na gastusin natin. Iyong debt service, iyong pagbayad utang, nahigitan
na po noong sa education.
ERWIN TULFO: Alright. Sir, ang ikalawang katanungan naman ho namin, aba’y
hindi ho ba ongoing naman talaga itong kampanya ni Pangulo, hanggang siguro
siya bumaba siya sa 2016, ay itong tuwid na daan. Pero ang tanong po natin,
Sir, at nakapagtataka lang ba, hindi na ho ba kakausapin ng Pangulo ang
kaniyang mga kaalyado sa Senado para ipagpatuloy ang imbestigasyon sa PDAF?
Kasi po parang lumalabas, Sir, ay mukhang hanggang doon na lamang po sa
tatlo ang naimbestigahan at kinakasuhan na ngayon, si Enrile, Estrada at
Revilla.
Paano na lamang daw po, Sir, iyong iba na mga nasa listahan din ni Napoles,
sa listahan din ni Benhur Luy, ay ito ho ba ay tumigil na ba talaga? Hindi
na ba—kung ito’y itinigil ng Senado, alam ho natin ay wala naman ho kayong
hurisdiksyon diyan dahil iyan lehislatura, pero hindi ho ba puwedeng
kausapin ng Pangulo ang kaniyang mga kaalyado diyan, mga bataan niya diyan?
Pero ang problema daw kasi, Sir, eh lahat ng mga kaalyado naman daw ay
nandoon sa mga listahan so, ano hong plano, Sir, dito? Ipagpapatuloy ba ito
o—sa tingin ho ninyo, Sec.?
SEC. COLOMA: Hinggil po sa mga usapin na related sa PDAF o iyong mga
anomalya sa paggamit ng pondo ng bayan, tuluy-tuloy naman po ang
pagsisiyasat ng Kagawaran ng Hustisya, NBI, iyon pong Ombudsman mayroon din
po silang sariling imbestigasyon hinggil doon at nagpupursige naman po ang
pamahalaan na bigyang-katarungan iyong maling paggamit ng pondo. Iyong sa
Senado naman po, sa Kamara, eh ginagalang naman po din natin iyong
separation of power, hindi naman po dinidiktahan sila. Naaayon na rin po sa
kanilang pagpapasya, bukas naman po ang administrasyon sa pagpapatuloy ng
pagsisiyasat.
ERWIN TULFO: Pero, iyong sa mga departamento na nasa ilalim ho ninyo,
lalong-lalo na po ‘tong DOJ, NBI, ano na ho ang balita, Sir? Nasaan na
sila, nakakalap na ba sila ng sapat na mga ebidensya para doon sa iba pang
mga mambabatas na nabanggit po ni Benhur Luy at saka Janet Napoles?
Ongoing ho ba ito or matatapos ba nila iyong imbestigasyon nila bago bumaba
po ang Pangulo, para masampahan din po ng kaso?
SEC. COLOMA: Ang pagkaalam ko, Erwin, ay ongoing. Dahil iyong pinakahuli
kong natunghayang pahayag, ang ini-scrutinize nila ngayon iyong mga
dokumento na nanggaling sa DBM, iyong mga SARO. Iyong—kasi iyan iyong mga release
order na mga appropriations, importanteng batayan iyan, ‘no, doon sa
pagkilatis kung naaayon ba sa batas o lumabag ba sa batas iyong paggamit sa
pondo ng bayan.

SEC. COLOMA: Kapag inaprubahan ng Pangulo ise-sertipika niya bilang “urgent
legislative measure” at inaasahang bibigyang ito ng agarang atensiyon ng Kongreso.
Ang timetable para diyan ay maipasa ito para magkaroon na ng paghirang ng
mga kasapi ng Bangsamoro Transitional Authority. Kapag naganap iyan ay
magbibigay-daan na sa kanila ang mga kasalukuyang opisyal ng Autonomous
Region of Muslim Mindanao.
Kaya tinawag na Transitional Authority meroong isang taon o mahigit sa
isang taong panahon para ipakita ng mga opisyal na bubuo nito iyong
magiging hugis at sustansiya ng Bangsamoro Political Entity. At sa pagdaos
ng 2016 national elections inaasahang kasama na doon iyong pagpili ng mga
bagong pinuno ng Bangsamoro Political Entity. Iyan iyong magkukumpleto doon
sa proseso ng pagtatag noong bagong kaayusan na bunga nitong proseso ng
kapayapaan.
ALAN: Ayon. So, isang taon lamang po pala iyong pinaka-transition period,

SEC. COLOMA: Iyon naman ang inaakalang mainam na panahon ng pagsubok doon
sa magiging bagong anyo at sustansiya ng pamamahala sa Bangsamoro. Maari
namang—depende sa kung kalain maipapasa iyong batas, idaraos naman kaagad
ang plebisito at kung magpapasya ang mga mamamayan na aprubahan ito, agad
naman itong maipapatupad. Kaya sinabi lang natin iyong approximate period
na one year. Maari namang mas mahaba pa sa one year, pero sa palagay nang
mga bumuo nitong Comprehensive Agreement on the Bangsamoro, sapat na
panahon na naman iyon para magkaron ng transition sa bagong kaayusan.

SEC. COLOMA: Halos wala namang pagbabago iyan. Sila na mismo ang nagsabi na
halos pareho lang iyong datos, at naipunto rin naman sa mga ulat hinggil
diyan na meroong ibang kaparaanan ang ating pambansang pamahalaan sa
pagkalap ng impormasyon hinggil diyan at ang ating pamamaraan iyong
tinatawag na Labor Force Survey, na kung saan ay—kung ang gagamitin ay
porsyento, 7.3% iyong ating naitalang unemployment rate batay sa
pinakahuling datos.
Kaya, patuloy namang tinututukan ng pamahalaan ang sitwasyong iyan. Patuloy
na pinaiigting ng Department of Labor iyong mga programa na lilikha ng mga
bagong hanapbuhay. Patuloy iyong skills training ng TESDA para maging
employable ang ating mga high school, techvoc at college graduates. Patuloy
po iyong pag-open up ng mga oportunidad para sa mga professional at may mga
kakayahan na magkaroon sila ng access sa ibang mga labor markets. Kaya
lahat naman po ito ay patuloy na isinasagawa ng pamahalaan dahil ang
hanapbuhay ang isa sa pinakamahalagang haligi ng ating ekonomiya.

ginagampanan ng TESDA para sa pagkakaloob ng skills trainings sa mga
kababayan natin. Karamihan po yata ng mga trabaho na available ngayon eh
talagang skills-based, Secretary Coloma, ano po?
SEC. COLOMA: Tama iyon at marami pa ngang hindi napupunuan na trabaho na
kung magkakaroon lang ng sapat na pagsasanay ay mapupuno naman itong mga
ito. Kaya nga pinaiigting iyong mga programa ng TESDA para tumaas iyong
posibilidad na makakuha ng agarang hanapubuhay ang ating mga mamamayan.
ALAN: Secretary, isang puntos pa po. Pinangunahan po ng Pangulong Noy ang
inagurasyon ng isa na naman mahalagang infrastructure diyan sa gawi po ng

Bangko Sentral ng Pilipinas (BSP) Governor Amando M.
Tetangco, Jr. (center) and Quezon City Mayor Herbert Constantine M.
Bautista (third from left) led the launching of the Quezon City Credit
Surety Fund (CSF) which will enable MSME-members of cooperatives gain
access to bank loans without collateral. In place of collateral, the CSF
secures up to 80% of the loan amount granted by banks to micro, small and
medium enterprises (MSMEs). The QC CSF was set up at the initiative of the
Quezon City local government and local cooperatives. The CSF program,
developed by the BSP to enhance MSMEs' access to bank credit, has since
granted P1.1 billion loans to nearly 10,000 MSMEs through 30 CSFs. The QC
CSF is the first CSF in NCR and the 31st in the Philippines. This brings
the total CSFs to 14 in Luzon, 7 in the Visayas and 10 in Mindanao. Also

Banking System more inclusive according
to BSP report
|
|
|
The Bangko Sentral released its 2013 Report on the State
of Financial Inclusion in the Philippines, the third one since the maiden
release in 2011. This report aims to measure the level of access to
financial services in the country, track the effects and progress of
targeted policies and initiatives as well as enable evidence-based policy
making.
The Philippine banking system has become more inclusive over the years. The
network of banks and ATMs continues to expand in terms of number and physical
reach, with a year-on-year growth of 4% and 15%, respectively. Usage of
formal financial products and services has increased, as seen in the growth
of bank deposits and loans. Deposit accounts in banks increased by 9% or
around four million new accounts from 2012. While the growth is driven by
an increase in the higher brackets of deposit accounts, there has also been
an observable increase in the deposits from small savers which account for
75% of total number of deposits in banks. The loan portfolio has also
expanded by 27% to PhP 4.25 trillion in 2013. While the NCR accounts for a
significant portion of these deposits and loans, growth in terms of amount
of deposits was also observed in all regions in Visayas while the highest
loan growth of 55% from 2012 was in Central Visayas.
Most noteworthy in the report are the gains in financial inclusion
particularly in bringing financial services to areas which were previously
unbanked or unserved. These significant strides have been made possible by
strategic policies that the Bangko Sentral has set in place such as those
on microbanking offices, the framework for electronic money (e-money) which
facilitates access to transactional accounts and retail payments,
microfinance and the strengthening of other financial service providers
(FSPs) such as non-stock savings and loans associations (NSSLAs),
pawnshops, remittance agents, other non-bank financial institutions, among
others.
There has been a modest yet meaningful drop in the number of municipalities
that are unbanked from 611 to 604. In the municipalities that have gained
banking presence, 73% of them were due to the establishment of other
banking offices (OBOs) or micro-banking offices (MBOs), the scaled down
banking office targeted to poor and low income clients. As designed, MBOs
are indeed effectively serving the banking needs of the unbanked or
underbanked, especially those living in the countryside. In 2013, the
number of operating MBOs increased by 26% to 465 in 2013 from 370 in 2012.
Fifty-six (56) cities and municipalities are served by MBOs alone, a 12%
increase from the year prior. Majority of the local government units that
are served only by MBOs belong to the lower tier in terms of income.
The increase in the use of electronic money has likewise been significant.
This signifies the greater access to transactional accounts which can be
considered a first step toward financial inclusion. In 2013, registered
e-money accounts reached 26.7 million, a 34% increase from 2010.
Transactions similarly jumped to 217 million transactions in 2013 from 138
million in 2010. These transactions include bills payments,
person-to-person payments, purchases, among others.
Microfinance also continues to grow in the banking system with loan
portfolio growth of 3% to P8.7 billion in 2013 from P8.4 billion in 2012.
Micro-deposits have also been on an uptrend where accounts grew by 27% to
P2.96 billion in 2013 from P2.33 billion in 2012. In terms of volume, the
total number of micro-deposit accounts surged by 36% to 1.5 million
accounts in 2013 from 1.1 million accounts in 2012. For microinsurance,
data from the Rural Bankers Association of the Philippines (RBAP) indicated
that the total number of rural bank clients with microinsurance rose by
153% to 1.4 million in 2013 from around 543,500 in 2012.
Finally, other FSPs remain important access points of financial services
especially in areas where banking presence is either lost or not yet
established. 398 out of 604 unbanked local government units have access to
other FSPs. This means that only 206 local government units (equivalent to
13% of 1,634 LGUs and 4% of the total Philippine population) are left
unserved. Strengthening these institutions and allowing them to participate
in a productive ecosystem will enable useful access to financial services
in the areas that they serve.
The report shows that the Bangko Sentral’s efforts in expanding access have
contributed to an increased usage of financial products and services. Yet
there is still work to be done. Work is underway for a national baseline
survey that will measure financial inclusion from the demand side and
provide first-hand information on the quality (consumer experience) and
welfare (consumer impact) dimensions of financial inclusion. The Bangko
Sentral believes that with the continuous initiatives to improve the
collection of both supply-side and demand-side information on financial
inclusion, it will be able to craft evidence based policies that will
ensure greater access to financial services to those that need them the
most.

NHMFC inks MOA with new service
partners

The National Home Mortgage Finance Corporation (NHMFC)
formally signed recently the Memorandum of Agreement (MOA) for the
outsourcing of remediation activities for the corporation’s non-performing
loans (NPLs) with three (3)accredited Service Partners (SPs).
Out of fifteen (15) applicants, the proposals of S. P. Madrid &
Associates Law Firm, Alexis A. Molaer Law Offices, and The Law Firm of
Lauron Delos Reyes and Partners topped the evaluation conducted by the
Accreditation Committee chaired by Mr. Adornico Redondo, Division Chief of
Rizal Division.
According to Mr. Redondo, these law firms are experienced outsourcer of
collection services, active members of duly registered collection agencies,
with sufficient logistics and manpower, and accredited collection partners
of some government corporations and financial institutions.
The accreditation of Service Partners is aimed to help improve NHMFC’s
housing loan portfolio through the reduction of its NPLs. Accounts with
twenty-five (25) months and above unpaid amortizations will be transmitted
to the SPs for remediation and curing activities.
“We encourage our delinquent borrowers to avail of our updating and
restructuring programs to avoid foreclosure of their accounts,” NHMFC
President Felixberto Bustos Jr. said.
“Currently, NHMFC offers the Six Months Updating Scheme, In-House
Restructuring Program, Special Repayment Program (SRP), and Salary
Deduction Updating Program (SDUP),” he added.
President Bustos also said that NHMFC willsoon launch the Buyer-Initiated
Foreclosure Sale (BIFS) to help fast track the disposition of the
corporation’s NPLs. This is intended to replace the existing Sale of
Mortgage Rights Program (SAMOR III).

DOJ announces appointment of
Prosecutors in the National Prosecution Service

|
Justice Secretary Leila M. De Lima today announced
the appointment of seventy-two (72) prosecutors in the various prosecution
offices in the National Prosecution Service (NPS).
President Benigno S. Aquino issued the appointments of 72 prosecutors from
Regions IV, VI, VII and X to address the need to fill-up the 20% vacancy in
the NPS.
"This is a timely development and a positive progress in the National
Prosecution Service. The Department needs warm bodies to effectively
discharge its mandate amidst the increase in cases filed with the
Department," the Secretary underscored.
Two (2) prosecutors were appointed in Region IV, one (1) from OPP-Mindoro
Oriental and one (1) from OCP-Puerto Princesa City while eighteen (18)
prosecutors in different prosecution offices in Region VI were appointed,
one (1) from OPP-Antique, four (4) from OPP-Negros Occidental, seven (7)
OCP-Bacolod City, two (2) OCP-I1oilo City, one (1) OCP-Roxas City, one (1)
OCP-San Carlos City, one (1) OCP-Silay City and one (1) OPP-Aklan.
Fifty-one prosecutors (51) were appointed in Region VII. Two (2) from the
Office of the Regional Prosecutor (ORP), four (4) OPP-Bohol, ten (10)
OPP-Cebu Province, three (3) OPP-Negros Oriental, one (1) OCP-Bayawan City,
one (1) OCP-Bogo City, Cebu, one (1) OCP-Canlaon City, one (1) Carcar City,
seventeen (17) OCP-Cebu City, one (1) OCP-Dumaguete City, two (2)
OCP-Lapu-Lapu City, three (3) OCP-Mandaue City, one (1) OCP-Naga City,
Cebu, two (2) OCP-Tagbilaran City, one (1) OCP- Talisay City, Cebu, and one
(1) OCP, Tanjay City.
And one (1) prosecutor was appointed in the Office of the Provincial
Prosecutor-Misamis Oriental, Region X.
The Secretary congratulated the newly-appointed prosecutors and reminded
them to abide by the Code of Conduct for Prosecutors.
"We need men and women of high integrity to man the frontlines of the
Department," the Secretary said.
"I am confident that we can achieve our vision for an expeditious
administration of justice through honest and dedicated personnel," she
further added.

At least 500 participants are expected to attend the
National MSME Summit at SMX Convention Center in Davao City on 20-21
August.
Apart from the micro, small, and medium enterprises (MSMEs),
representatives from policy and regulatory agencies, financial institutions
and banks, industry clusters and associations, academe, development agencies,
and national government agencies (NGAs) are expected to be around. Some
corporate leaders, investors, technology providers and innovators, and
policy makers are likewise anticipated to participate in the two-day event.
The gathering, which is being organized by the Department of Trade and
Industry (DTI) and National MSME Development Council, is primarily geared
towards capacitating the MSMEs further for them to continuously reap
success, with the collaborative efforts coming from all stakeholders.
DTI-11 Officer-in-Charge Ma. Belenda Q. Ambi said that as there will be
sharing of best practices from renowned successful entrepreneurs, the
agency is keen about getting the participants more inspired to work for
their own success.
“If we are into business, our ulterior goal is to become successful, to
make it big in the industry where we are into. With this, we want to hear
success stories, we want to get motivation from people who have experienced
the downside of business, yet managed to hit success later on,” she said.
With the summit’s theme of “Philippine MSMEs: Beating
Challenges….Accelerating Innovations”, innovative strategies will be
highlighted as the country hurdles challenges especially with the
implementation of the ASEAN Economy Community (AEC) 2015.

The National MSME Summit is set to tackle matters that
will further prepare the micro, small, and medium enterprises (MSMEs) for
the ASEAN Economic Community (AEC) implementation next year.
Slated at SMX Convention Center in Davao City on 20-21 August, the
conference will feature resource speakers--experts in their respective
fields--who will talk about the present state of the Philippine MSMEs as
well as innovative strategies to address the gaps confronting them.
Department of Trade and Industry (DTI) Undersecretary for Regional
Operations Zenaida C. Maglaya will be presenting the Updated MSME
Development Plan 2014-2016 and the current situation of the MSMEs in the
country.
The one-and-a-half-day event will be divided into four sessions, to wit:
Moving Up the Value Chain; Finance Operation and Better Financial
Management; Fresh and Processed Foods – Strengthening the Philippines as
Food Basket; and Furniture and Crafts Galore – Competitiveness thru
Creativity, Ingenuity, and Innovation.
For the first session, topics on Priming Industry Clusters for AEC 2015 and
Innovative LGU Support to MSMEs will be discussed. For the second session,
topics will be on micro-finance programs. Both the third and fourth
sessions will focus on the presentation and sharing of business
experiences, challenges, and best practices by key experts in the fresh and
processed food and furniture industries.

take advantage of this opportunity to gather sound inputs under one venue.

1st year
anniversary of MLC, 2006's entry into force, Baldoz thanks convergence
partners, supporters

As the Philippines’s ratification to the
International Labor Organization’s Maritime Labor Convention (ILO-MLC),
2006 turns one-year on Wednesday, 20 August 2014, Labor and Employment
Secretary Rosalinda Dimapilis-Baldoz expressed thanks and gratitude to all
DOLE-partners for all their hard toil in ensuring the country is on track
in keeping up with the highest international standards of welfare and
protection for overseas and domestic Filipino seafarers.
“President Benigno S. Aquino III ratified the ILO’s Maritime Labour
Convention, 2006 on 20 August 2012, making the Philippines the 30th and
final ILO member-state to ratify the global treaty required for it to come
into force, which happened on 20 August 2013,” said Baldoz.
“Our convergence in setting in place policies and mechanisms for compliance
with the Convention made sure that over 300,000 overseas Filipino seafarers
and 60,000 domestic seafarers are at best protected,” she added, even as
she enjoins the Filipino nation to share in the celebration on the occasion
of the 1st Year Anniversary of MLC, 2006 coming into force.
The DOLE-led celebration will be held tomorrow, 20 August, at the AMOSUP
Convention Hall, Intramuros, Manila.
The whole-day affair will highlight the country’s observance and
accomplishments of the ILO’s Decent Work Agenda pillars on (1) creating
jobs; (2) guaranteeing rights at work; (3) extending social protection; and
(4) promoting social dialogue.
Considered as a milestone in the country's maritime history, the event aims
to increase awareness among the general public about the indispensable
services that seafarers contribute to domestic and international seaborne
trade, the world economy, and society at large.
It shall also an occasion for the DOLE to recognize the efforts of domestic
shipping companies in complying with labor standards, to be highlighted by
the awarding Certificates of Compliance (COCs) to 13 domestic shipping
companies.
Another highlight of the celebration is the launching of the Labor
Education Programs and Services in the Maritime Industry. POEA
Administrator Hans Leo Cacdac will conduct an orientation and present an
update on the MLC Amendments. Booths and help desks which will feature
Information and Education (IEC) materials on DOLE’s programs and services
for seafarers will also be set-up for event attendees.
“Dubbed as the “seafarers’ international bill of rights”, the MLC, 2006 is
a single, coherent international instrument that consolidates and updates
fundamental principles and labor standards for seafarers,” Baldoz said.
“For both seafarers and ship owners, the MLC provides the necessary balance
between labor standards and regulation on the one hand, and the promotion
of productivity and competitiveness on the other hand,” she added.
Baldoz explained that when the MLC entered into force 12 months after it
was ratified, it became the “fourth pillar” of the international regulatory
regime for quality shipping, complementing the key Conventions of the
International Maritime Organization (IMO), such as the International
Convention for the Safety of Life at Sea, 1974, as amended (SOLAS),
International Convention on Standards of Training, Certification and
Watchkeeping, 1978, as amended (STCW), and International Convention for the
Prevention of Pollution from Ships, 73/78 (MARPOL).
“A major contribution to global economic growth, the convention helped us
achieve decent work for seafarers and secure the economic interest in fair
competition of quality ship owners. The first year anniversary of the MLC,
2006's coming into force celebrates over a decade of involvement of the
government, through the DOLE, in global maritime affairs,” Baldoz said.
“With the Philippines, being the world’s premier and preferred source of
quality seafarers, we are more than committed to exhaust best efforts to
protect them and promote their welfare and interest,” she finally said.
Representatives from the DOLE and other government agencies, such as the
Department of Foreign Affairs; Department of Health; Department of
Transportation and Communication; Social Security System; Commission on
Higher Education; and National Telecommunications Commission, are expected
to grace the occasion. The labor and management sectors are also expected
to send representatives.

Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said the number
of OFW repatriates from Libya assisted through the DOLE's Assist WELL
Program has doubled in over a week and expressed satisfaction that the
program is being smoothly implemented as expected. "The 1,299 OFWs
assisted through Assist WELL as of 10 August 2014 has reached 2,736 as of
date. They have requested for a total of 8,064 assistance of various types,
with most requesting for three or more types of assistance. As I said, our
regional and other attached offices are working double-time to satisfy
their requests for various assistance," said Baldoz. She attributed
the spike in the request for assistance to the number of repatriates who
arrived en masse over the weekend through the government's repatriation
program. A total of 736 OFW repatriates arrived from Libya via Malta last
Saturday and Sunday on board two government-chartered flights of national
flag carrier Philippine Airlines. She said the most number of request, a
total of 1,710, is for overseas job assistance, or 63 percent of total
requests. Last week, as the DOLE started tracking the repatriates' request,
Baldoz expressed the view that the number of OFWs wanting to go back to
work abroad other than Libya supports the conventional wisdom that OFWs who
have already experienced working abroad would still want to go abroad for
obvious reasons. At 1,684, the second highest number of request is
transportation assistance, mostly by OFWs going back to their provinces;
followed by requests for livelihood, or tulong-pangkabuhayan, at 1,346, or
49 percent. Thirty-four percent of the request are for assistance to be
employed locally. Other assistance requested and the number of repatriates
who requested them are as follows: scholarship or training, 694 (25
percent); legal assistance, 541 (20 percent); temporary accommodation, 406
(20 percent); medical assistance, 250 (nine percent); and stress
debriefing/counselling, 167 (six percent). Other types of assistance
requested are medical assistance for a member of the OFW family; financial
loan/loan for business; scholarship for OFW dependents; and claims for
unpaid salary. One OFW asked for assistance to put up a welding shop, while
30 repatriates asked for the refund of their placement fee. Baldoz said
that of the 2,736 OFW repatriates assisted, an overwhelming 2,027 are
active members of the Overseas Workers Welfare Administration, while 615
are not. The rest, or 94, have no record. She also said the 2,736 OFW
repatriates from Libya come from all of the country's 17 regions, with OFWs
from Region 4-A the most numerous at 695, or 25 percent. A total of 495 OFW
repatriates are from Region 3 (Central Luzon); 376 from the NCR; 207 from
Region 6 (Western Visayas); 145 from the Bicol Region; 135 from Region 1
(Ilocos Region); and 113 from Region 7 (Central Visayas). The labor and
employment chief said the DOLE continues to assist repatriates from Libya
through the Assist WELL Program, which seeks to address the Welfare,
Employment, Livelihood, and Legal needs of OFWs repatriated from Libya to
ensure their smooth and effective reintegration.

MANILA – Presidential Adviser on the Peace Process
Teresita Quintos Deles today said that the timeline for the drafting of the
Bangsamoro Basic Law remains on track, assuring that it will be submitted
to Congress within the month of August.
“After the meeting of Parties ended last Friday, it was understood that
there will be a need to incorporate all agreements reached into the final
draft as well as fine-tune the entire draft to ensure that all articles
will be consistent with each other,” Deles said.
“The draft is expected to be submitted to the President within the week and
to Congress within the month,” she added.
Last Friday, Executive Secretary Paquito N. Ochoa, Jr. and Bangsamoro
Transition Commission chair Mohagher Iqbal issued a joint statement which
states that they “have concluded discussions on the various issues” on the
draft Bangsamoro Basic Law.
Iqbal’s meeting with Ochoa came after a series of meetings of the peace
panels of the Government of the Philippines (GPH) and the Moro Islamic
Liberation Front (MILF) to resolve sticky issues on the draft BBL before it
is submitted to Congress. On August 10, the peace panels issued a joint
statement, which “reiterated their commitment to finish an agreed draft
Bangsamoro Basic Law by August 18, 2014.”
With the latest joint statement issued by Ochoa and Iqbal on August 15,
Deles said that it was clear for both Parties that the “draft will not be
submitted (to the President) today.”
“It was clear at the end of this round of talks that a few more days were
needed to review the draft and ensure that all the
agreements/clarifications are properly incorporated and the whole draft is
fine-tuned to ensure consistency within and across the different articles,”
she added.
Earlier, Deles stated that the “passage of the BBL remains on top of the
President’s legislative agenda” and “the leadership of both houses of
Congress have indicated that they are prepared to work overtime to ensure
the timely passage of the law.”

OFF-duty cop outgun 2 armed robbers in
QC

An off-duty cop shot dead two armed robbers whom he
tried to arrest during a robbery at a fuel service station last night in
Quezon City.
Reports reaching the PNP National Operations Center (NOC) in Camp Crame
disclosed that, the unidentified suspects arrived at Orange Fuel Gas
Station along Quirino Highway on board a color black Suzuki motorcycle and
posed as customers. The back rider alighted and proceeded to the cashier’s
booth and at gunpoint, divested the cashier of the establishment day’s
earnings.
Police Officer 2 Cesar Tolentino, assigned at Station Investigation
Division Management Section in Caloocan City Police Station who at that
time is waiting for his motorcycle to be filled-up, immediately responded
to the incident after being informed by the gasoline boy. He cautiously
approached the suspects, introduced himself as police officer and ordered
them to surrender peacefully. However, the suspects boarded to the
motorcycle and fled while the back rider fired his gun towards PO2
Tolentino. The latter sensing imminent danger found no option but to
retaliate, and put a gun fight with the robbers.
The suspects were wounded and immediately brought by responding policemen
to the East Avenue Medical Center for treatment but later on pronounced as
dead by the attending physician. While the cashier of the Gasoline Station,
witness of the incident arrived at the hospital and positively identified
the slain suspects as the very same persons who held him up.
Recovered from the suspect is the firearm they used, a caliber .38 Shooter
revolver loaded with four live ammunition and two fired cartridge cases on
its cylinder. Further investigation is done by the Quezon City Police
District.

Arrangements (MRAs) was successfully held on August 13 in Traders Hotel,
Pasay City.
Hosted by the Department of Foreign Affairs (DFA)-Office of ASEAN Affairs
and the National Academy of Science and Technology (NAST), with the special
participation of the Professional Regulation Commission (PRC), the forum
emphasized the need to prepare Philippine professional groups and the
academic sector for ASEAN economic integration.
In her opening remarks, DFA Undersecretary for International Economic
Relations Laura Q. Del Rosario spoke on the need for a mandatory
accreditation of universities to improve standards of education and produce
a more competitive labor force. She also proposed that NAST host the meeting
of Chief of Science Advisers to discuss the role of Science and Technology
in the development of the region’s production chain.
National Competitiveness Council (NCC) Private Sector Co-Chairman Mr.
Guillermo M. Luz said that the Philippines is moving its way up in both
world and ASEAN rankings, based on the Global Competitiveness Report by the
World Economic Forum, but there are many challenges to be met in order to
be more competitive. In particular, Mr. Luz said that remaining on
standstill is not an option, as the other economies are doing their best to
move up the rankings.
PRC Chairperson Atty. Teresita R. Manzala provided an overview on ASEAN
MRAs, including the processes and requirements to be ASEAN-accredited
professionals.
Breakout sessions were held for three clusters. These sessions highlighted
that professional groups have different views and appreciation of MRAs,
especially regarding submission and compliance of the requirements; and
issues and concerns from professional groups centered on earning
differentials, labor market standards and assistance from the government.

General in Toronto strengthens economic diplomacy agenda

19 August 2014 – The Philippine Consulate General in
Toronto actively pursued its economic diplomacy program on August 16 as it
welcomed a visiting delegation of Filipino businessmen from the Canadian
Chamber (CANCHAM) of Commerce in the Philippines and participated in a
multicultural and trade exhibit, “Filipinas Expo 2014” in downtown
Toronto’s Metro Convention Center.
Philippine Consul General Junever M. Mahilum-West informed the delegates of
the growing relations between the Philippines and Canada in terms of
people-to-people contacts, tourism and official exchanges in her welcoming
remarks that kickstarted CANCHAM’s week-long mission in Canada. Consul
General Mahilum-West also said that visits of trade missions such as
CANCHAM’s offer valuable opportunities to grow trade and investment
relations between the Philippines and Canada, for the mutual benefits of
both countries.
She exhorted the trade delegation to use the bilateral infrastructure and other
resources that are already in place to strengthen bilateral economic
relations between Canada and the Philippines.
Senator Tobias “Jun” Enverga, a keynote speaker, noted the huge potential
in Canada-Philippines bilateral ties and called on the members of the trade
delegation to generate more exchanges by making the unfamiliar Philippine
market more familiar to Canadian business.
CANCHAM’s visit in Toronto which will also include the cities of Ottawa,
Montreal and Guelph aims to bring together and explore ways to further
expand business, trade and investment in both Canada and the Philippines.
Its first outbound mission to Canada includes business interests in
agri-food business packaging/labeling/manufacturing, education and
training, real estate and construction, immigration consultancy, travel and
tourism.
Also on the same day, the officers and staff of the Philippine Consulate
General in Toronto led by Consul General Mahilum-West participated at a
one-day trade exhibit organized by the Philippine Chamber of Commerce of
Toronto (PCCT) at Metro Toronto Convention Center.
FILIPINAS EXPO 2014 saw the participation of more than a hundred exhibitors

and services, food products, crafts and cuisine.

disseminate information about its consular services that include overseas

Reform beneficiaries organizations receive tools from FAO

TACLOBAN CITY – Eight agrarian reform beneficiary
organizations (ARBOs) from five towns in Samar and Leyte received farm
tools from the Food and Agriculture Organization (FAO) as part of the
rehabilitation process in farm areas ravaged by typhoon Yolanda.
188 sets of farm tools consisting of a shovel, a hoe and a bolo were
distributed to five ARBOs in Samar namely the Caticugan Farmers
Association, San Juan Farmers and Fishermen Association and the Pagsulhugon
Irrigators Association, the Legaspi Farmers and Fishermen Association and
the Kauswagan han Canyoyo Consumers Cooperative, and three ARBOs in Leyte:
the Tulusahay Farmers Multi-Purpose Cooperative, the St. Benedict
Association for Sustainable Farming and the Jaro Agrarian Reform
Cooperative of Tunga and Jaro.
“Thank God for these tools. These are exactly what we need to tend our
farms. Now we don’t need to borrow tools from other villages,” said Farmer
Benderito Dacuno, chairman of the Legaspi Farmers and Fishermen
Association.
FAO Monitoring and Evaluation Officer Fidel Rodriguez said that the tools
were donations from the governments of Ireland and Belgium through the
United Nations.
“Every group of five farmers will share one set of these tools to help them
in tending to their respective farms,” explained Rodriguez.
The FAO also distributed 2,486 bags (40 kilogram per bag) of certified rice
seeds and equal number of urea fertilizer (50 kilogram per bag) to rice
farmers.
DAR Regional Director Sheila Enciso said that the FAO is among the first
foreign organizations that responded to DAR’s call to help in the
rehabilitation of agrarian reform communities (ARCs) particularly those in
Leyte, Samar and Eastern Samar’s hardest hit areas.

For failing to properly utilize public funds used
in the celebration of the Saug Festival in 2008, six local government officials
of Lemery, Iloilo face criminal charges for Malversation of Public Funds
thru Falsification of Public Documents (Article 217 in relation to Article
171 [2] and [3] of the Revised Penal Code).
Ombudsman Conchita Carpio Morales affirmed the finding of probable cause
against ex-Mayor Mildred Arban-Chavez, former Executive Assistant Limwel
Arban, Municipal Accountant Riza Lee Candelario, Municipal Budget Officer
Isidro Parica, Officer-in-Charge Municipal Treasurer Melanie Peniero,
Teacher I Pelcy Galino, as well as private respondent Freddie Cuarte.
The Resolution narrates that the Committee on Audit of the Sangguniang
Bayan of Lemery, Iloilo conducted an investigation on the P150,000.00 cash
advance granted to Mayor Chavez in connection with the Saug Festival. Upon
referral to the Commission on Audit (COA) Regional Office No.VI for special
audit examination, it was determined that the breakdown of transactions
covered the following: P21,000.00 payment to Galino for rental of tables,
chairs and curtains from Lemery National High School (LNHS); P37,000.00
payment to Cuarte for rental of video camera; and P18,000.00 payment to a
certain Ramie Belarga for rental of generator set. Cuarte however, denied
having rented out his video equipment but admitted to having signed a
voucher for the liquidation of the P37,000.00 rental payment. On the other
hand, the principal of LNHS stated that the school received P58,000.00 but
denied having rented out the school’s table, chairs and curtains, as
P21,200.00 from the money received was used to purchase items from the
market for food preparations.
COA State Auditor III Lily Nava issued a Credit Notice dated 16 April 2009
informing the local government officials that out of the P150,000.00 cash
advance, P132,000.00 was suspended while P18,000 was disallowed.

PDIC advises borrowers of Banco
Carmona to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the
Receiver of the closed Banco Carmona, Inc. (A Rural Bank), reminded
borrowers of the bank to continue to pay their loans and transact only with
authorized PDIC representatives.
In a statement, PDIC advised borrowers of Banco Carmona to pay their loans
and other obligations directly at any Philippine National Bank (PNB) Branch
under account name, PDIC FAO BURL BANCO CARMONA, INC. The Receiver
cautioned borrowers that it has discontinued the engagement of the bank's
collectors. Moreover, PDIC has not engaged any person to collect the loans
of the bank. To ensure proper recording of payments made by borrowers, PDIC
further advised borrowers to keep copies of the PNB Deposit/Payment Slips.
The Receiver emphasized that only payments with validated PNB
Deposit/Payment Slips shall be considered valid payments. Official receipts
will be issued by PDIC upon validation of payments and will be sent through
mail to the borrowers. For proper accounting of their payments, borrowers
who do not receive their official receipts are advised to send a copy of
their deposit slips by mail to the Deputy Receiver for loans Mr. Benefico
M. Magday at the PDIC Office, 5th Floor, SSS Bldg., Ayala Avenue corner

The Monetary Board (MB) placed the Banco Carmona under the receivership of
the PDIC by virtue of MB Resolution No. 1181.A dated August 1, 2014. As

(formally: Nuestra Señora de Piat) is a 16th century Roman Catholic icon
of the Blessed Virgin Mary. As the patroness of the town, it is one of
the most venerated Marian images of Mary in the country and is referred
