Re: Meteor shower mamaya sa bandang silangan
-"Perseid meteor shower" posible na mamayang hatinggabi hanggang sa magdamag.
-Inaasahan natin na itong shower na ito ay magbibigay ng 120 meteors/ hour pero dahil maliwanag ang buwan, posibleng makakita lang tayo ng 30 na bulalakaw bawat oras.
-Kung saan sumisikat ang araw, doon tayo tumingin mamayang madaling araw.
-Ito ang tinatawag nilang shooting star o bulalakaw.
-Puwede tayong sunud-sunod na mag-obserba kaya lang ang peak natin mamayang gabi hanggang madaling araw, puwede pa rin sa susunod na araw pero bababa na ang makikita nating bulalakaw.
-Hindi naman po (kung delikado bang tignan ito ng tao).
-Meteor shower natin buong taon ay naka-set na.
-Halos buwan-buwan naman mayroon tayo (meteor) kaya lang mayroon hindi masyadong significant. Konti lang ang meteor na nakikita kaya mostly hindi nasinasabi ýun.

PIA-4A/LAGUNA: The provincial health office (PHO) of Laguna recently conducted a seminar entitled "Advocacy on Smoking Prevention and Control" (Promoting 100% Smoke-Free Environment) at the PHO Training Center in Santa Cruz. The seminar aims to form an inter-agency group for tobacco control and orientation regarding the dangers of smoking.
PIA4A/QUEZON: The National Grid Corporation of the Philippines (NGCP) assured the public that they will closely coordinate the management of Quezon Electric Cooperative (QUEZELCO) to fast track restoration of electricity in some areas in the province. According to Nelson Bautista, NGCP regional communication division head, the NGCP have already restored the transmission towers that were destroyed by typhoon Glenda.

PIA-4A/LAGUNA: The provincial government of Laguna recently received a cheque in the amount of P3,589,429.33 from the Laguna Lake Development Authority as fishpen fee shares to local government units in the Laguna Bay Region for Calendar Year 2013.

PIA-4A/QUEZON: The city government of Lucena is strictly implementing a 'no parking policy' along Quezon avenue, Lucena City, a main thoroughfare in this city. Executive assistant Arnel Avila, also acting as traffic management action officer said the scheme aims to decongest the main road on school days and he confirmed this traffic rule is backed up by an ordinance few years ago.
PIA-4A/RIZAL: A total of 167 new generation 4 Glock-17 pistols were distributed to the police officers of PNP Rizal by its Logistics branch in line with the mandate of President Benigno Aquino III to provide every police officer with firearms in order to increase the capabilities of the police force.

PIA-4A/RIZAL: Philippine National Police - Rizal conducted an Anti-Drug Lecture at the Sienna College - Taytay August 6 led by the Police Community Relations Branch. The lectures aimed to prevent and deter drug use through impartation of awareness on its ill effects.

PIA-4A/RIZAL: Angono locals benefited from the Angono Public Employment Services Office's job fair held at the municipal gymnasium last August 2 held in line with the town's 76th founding anniversary upon separation from the municipality of Binangonan. About 900 locals attended the said fair wherein 89 were hired on the spot. Informatics and Formerge Integrated School also raffled out 36 scholarships to locals during the activity.

PHILIPPINE STAR: Despite repeated calls by the Philippine government to leave Libya, Filipino workers in Sirte have chosen to stay and sought exemption to the travel ban to the strife-torn nation. Filipino workers of Sirte Oil Co. presented a letter request for an exemption to the travel ban in Libya. The Filipinos said they would submit documents for consideration of their request, as well as guarantee and petition letters of the Filipino community in Sirte, assuring the availability of transportation to be arranged by the company for exit and re-entry to Libya without passing through Tripoli and Benghazi.
DZMM: Nasa Libya pa rin si DFA Usec Rafael Seguis para himukin ang mga Pinoy na nananatili pa roon na umuwi na sa Pilipinas. Samantala, inaalam na ng OWWA ang dahilan ng pagkaantala ng biyahe ng may 100 Pinoy na dapat sana ay nakabalik na sa bansa kahapon mula sa Tunisia.
DZBB: Hindi natuloy ang pagdating ng may 100 OFW mula sa Libya kahapon. Ayon kay OWWA Administrator Rebecca Calzado, nakaranas ng technical problem ang eroplano na maghahatid sana sa mga OFW. Nakikipag-ugnayan ang ahensya sa airline company maging sa mga tauhan ng gobyerno ng Pilipinas sa Tunisia para alamin ang dahilan ng pagkakaantala ng biyahe.
PHILIPPINE STAR: Thirty-five more OFWs in Misrata in Libya have registered with the Philippine embassy for evacuation by sea. A ship rented in Malta is expected to reach Libya this weekend. Based on the number of Filipinos who have registered for evacuation by sea, only 1,036 will take the ship which has a capacity of 1,500 passengers. DFA spokesman Charles Jose said the border with Egypt will be reopened to allow Filipinos to flee the strife-torn country.
DZMM: Binalaan ng pamahalaan ang mga Pinoy sa Iraq na mag-ingat matapos na iutos ni US President Obama ang targeted airstrikes sa naturang bansa. Ani DFA spokesman Charles Jose, patuloy silang nakatutok sa sitwasyon ng mga Pinoy na nananatili pa rin sa Iraq sa kabila ng ipinatutupad na mandatory repatriation.
DZBB: Walang dapat ikabahala sa ngayon ang mga mayroong kaanak na nagtatrabaho sa apat na bansa kung saan mayroong kaso ng Ebola virus. Sinabi ng DFA na sa pagmo-monitor ng Philippine Embassy sa Abuja, Nigeria ay wala ni isang Pilipino sa Liberia, Guinea, Sierra Leone at Nigeria na nakapitan ng nakamamatay na sakit.
ABS-CBN: Binuksan na ng BSP ang currency exchange facility para sa mga OFW na naiipit sa gulo sa Libya.
DZRH: Inutusan ng POEA ang mga recruitment agency na nagpadala ng mga Pinoy sa mga bansang mayroong Ebola virus na regular na magbigay ng update hinggil sa status ng mga OFW.
DZMM: Inamin ng DFA na maliit na bilang lang ng mga OFW ang nadadagdag sa bawat batch na napapauwi mula Libya. Ayon kay DFA Asec. Charles Jose, may ilang employer na nagdadalawang isip na payagang umuwi ang kanilang mga foreign worker kabilang ang mga Pinoy. Tulad na lang ng iba’t ibang ospital na mapaparalisa umano ang operasyon kung aalis lahat ng mga Pilipino roon na bumubuo ng 60% ng medical personnel ng mga ospital.
DZBB: Simula sa susunod na linggo matatanggap na ang one-time financial assistance para sa mga OFW na uuwi galing Libya. Tatanggap ng kada P10,000 bilang relief financial assistance mula sa OWWA ang mga OFW at makakatanggap din ng kahalintulad na halaga ang hindi mga OFW. Magkakaloob ng training ang TESDA at may legal assistance mula sa POEA. Aabot na sa 3,000 ang mga nag-avail ng repatriation mula sa bilang na 13,000 Filipinos sa Libya.

1. CSC examination caravan ongoing in Rizal Province

ANTIPOLO CITY, Rizal, August 8 (PIA)—The Civil Service Commission (CSC) is holding a series of examination caravans for aspiring applicants for the upcoming October 26, 2014 CSE Professional and Sub-Professional Paper and Pencil Tests.

CSC-Rizal Director Jacinto Mateo III stated the agency is conducting mobile processing of exam applications in selected municipalities of Rizal Province. The caravan serves as a one-stop shop which includes onsite registration, processing and payment services to be conducted from 8am to 5pm.

The first examination caravan was held at Tanay, Rizal last August 1 and catered to majority of Tanay, Baras, Pililia and Jalajala residents. CSC also held an examination caravan this August 8 at the New Morong Municipal Hall which aims to address applicants from Morong, the University of Rizal System and other nearby towns such as Teresa and Binangonan.

The CSC Examination Caravan will cater to Antipolo City this August 15 to conduct its onsite application process. According to Director Mateo, CSC is currently coordinating with the local governments of San Mateo and Rodriguez as the agency aims to conduct examination caravans in the said towns by the end of August.

CSC Rizal also reminds applicants to bring requirements such as four passport sized photos complete with a name tag and signature and IDs with date of birth and signature. (PIA-Rizal with reports from CSC-Rizal)





Philippines remains Ebola-free, says Palace
Malacanang on Sunday has dispelled fears that the fatal ebola virus may have reached the country.

Presidential Communication Operations Office Secretary Herminio Coloma, Jr., told reporters in a press briefing over dzRB Radyo ng Bayan, that the country remains ebola-free.

“Ayon sa Department of Health (DOH), ang Pilipinas ay nananatiling ebola-free. Wala pang natutunton o naiulat na kaso ng ebola sa bansa,” said Coloma.

On Friday, DOH has cleared five out of 15 Filipino migrant workers from Sierra Leone who returned in the country last month, while two others are still being closely monitored.

Coloma added that the DOH is equipped to handle the situation should there be a case of ebola reaching our shores.

“Tinitiyak po ng DOH sa pangunguna ni Kalihim (Enrique) Ona na may sapat na kakayahan at kahandaan ang pamahalaan na tumugon sa ebola virus o ebola epidemic dahil ito po ay idineklara na ng World Health Organization bilang isang panganib sa pandaigdigang kalusugan,” he said.

As for Filipino citizens still in the affected countries in West Africa, Coloma said the Department of Labor and Employment and the Overseas Workers Welfare Administration are monitoring the situation. PND (ag)

Malacanang: All Filipinos in Iraq are safe and accounted for
All Filipinos in Iraq are safe and accounted for, said a Palace official on Sunday.

“Ayon sa pinakahuling ulat ng DFA (Department of Foreign Affairs), ang tinatayang 900 Pilipino sa Iraq ay nananatiling ligtas. Ayon din sa DFA, ang mga airtstrikes ay sa mga lugar na malayo sa mga pamayanan ng mga Pilipino o Filipino communities,” said Presidential Communication Operations Office Secretray Herminio Coloma, Jr.

US President Barack Obama has ordered limited air strikes against the Islamic militants in the Northern region of Iraq. This is in response to the “potential act of genocide” in that region.

DFA has now raised the warning in Kurdistan, Iraq to Alert Level II (restriction phase), while Alert Level IV is still in effect in the remaining parts of the country.

“Masinsing tinututukan ang sitwasyon at handang tumulong ang DFA kung kailangan sa paglilikas sa higit na ligtas na lugar ng mga Pilipino sa Iraq,” Coloma added.

The Communications Secretary said the government is monitoring the situation in Iraq closely to ensure the safety of the Filipinos there.

“Sa kahuli-hulihang ulat, marami pa ring nananatili doon sa Baghdad, dahil hindi naman yata mismo doon ang airstrikes. Pero tinututukan ito ng DFA para sa kaligtasan ng ating mga mamamayan,” Coloma said. PND (ag)

Malacanang saddened by the passing of one of the Communications officials
Malacañang expressed sadness over the passing of one of the ranking officials at the Presidential Communications Operations Office (PCOO), Eduardo Visperas, the Undersecretary for Finance and Administration.

Visperas died of a lingering illness Sunday morning, according to Communications Secretary Herminio Coloma, Jr., who broke the news during his regular weekend press briefing over dzRB Radyo ng Bayan.

Coloma extended his deepest condolences to the family and loved ones left behind by one of his undersecretaries.

“Nakikiramay po tayo sa mga mahal sa buhay, pamilya, at naiwan ng ating kasamahan sa Presidential Communications Operations Office. Si Undersecretary Eduardo Visperas po, ang ating Undersecretary for Finance and Administration, ay pumanaw po kaninang umaga. Kaya ito po ay ikinalulungkot natin at nakikiramay po tayo sa kanyang pamilya,” Coloma said. PND (hdc)

Palace assures South Koreans, other foreigners their safety is top priority
The Palace on Sunday assured South Korean nationals and other foreigners visiting and living in the country that they are safe during their stay here.

Presidential Communication Operations Office Secretary Herminio Coloma, Jr., is commenting on the statement issued by the South Korean embassy in Manila that the government should strengthen measures to protect their citizens visiting and living in the country.

South Korean Ambassador Lee Hyuk in a statement said “pre-emptive action” must be done to allay the anxiety among South Koreans here in the Philippines.

“Para sa kanila (South Koreans) at para sa lahat ng mga galing sa ibang bansa na naninirahan dito at para sa ating mga mamamayan, mahalagang tungkulin ng ating pamahalaan na pangalagaan ang kanilang kaligtasan at ang katahimikan at kaayusan ng ating mga komunidad. Kaya gusto po nating bigyan ng assurance ang embahada ng (South) Korea na ito po ay mayroong pinakamataas na prayoridad mula sa ating pamahalaan,” said Coloma in a press briefing over dzRB Radyo ng Bayan on Sunday.

According to the South Korean envoy, their nationals are being targeted by criminals.

“Sisikapin po nating matanggal ang agam-agam at maalis ang ligalig nila para magpatuloy ang mainam na pakikipag-ugnayan ng ating dalawang bansa at para naman mapanatag ang kalooban ng kanilang mga mamamayan dito sa ating bansa,” said Coloma. PND (ag)

 


Bureau of Immigration tightens control on Filipinos leaving for conflict zones in Middle East, says Palace
Immigration officials have tightened measures on Filipinos going to conflict areas in Middle East following reports that some Muslim Filipinos are joining Islamic militants in their fight in Syria and Iraq.

The Bureau of Immigration has stepped up its alert level in handling Filipinos going to those locations, Deputy presidential spokesperson Abigail Valte said in an interview over dzRB Radyo ng Bayan Saturday.

"The Bureau of Immigration is on alert when it comes to those who are supposedly either going to Iraq, to Syria, or to other transit points kasi ayaw din naman po nating madamay sila," Valte told dzRB Radyo ng Bayan in an interview.

The palace will ask the DFA to validate the reports of Filipinos aiding Islamic militants in their fight in the Middle East, according to Valte.

While the DFA has a role, Valte said it should be the immigration bureau who handles the issue because it handles entry and exit of people.

It was reported that Philippine authorities are on alert following an increase in the number of Filipinos going to Iraq and Syria to train and fight with the Islamic State of Iraq and the Levant (ISIL).

According to security officials, Syria has grown to be an attractive destination for foreign fighters and has already lured Muslim Filipinos.

Asians joining the fight in the Middle East is an emerging trend, according to them.

Filipinos joining the conflict in Syria and Iraq pose a serious danger to the country's national security because of the possibility that upon returning home, they will use their experience to apply what they learned from the ISIL terrorist group, security officials said.

The military is already facing the Abu Sayyaf threat and Filipinos leaving to fight in the Middle East poses real internal security problem in the future, they said. PND (as)

Failure of Bangsamoro peace pact not an option, says Palace
Malacanang said it is putting its sight in having a successful Bangsamoro juridical entity during the President's term and is currently working hard to achieve it.

In a radio interview on Saturday, Deputy presidential spokesperson Abigail Valte was asked if failure is not an option on the part of government with regards to Mindanao peace, she said the Palace isn't entertaining skepticism and it's eyeing for success.
"If you ask us, failure should not be on the horizon kasi hindi naman ito para sa amin. This is not for the President personally but it’s for our brothers and sisters in the Bangsamoro," Valte told dzRB Radyo ng Bayan in an interview.

"Itutuloy natin ang pagtulak para nito. Kasi alam mo naman ang Pangulo, ‘pag sinabi niyang gusto niyang gawin, talagang he will put his weight on it, as the phrase goes."

Peace panels working on the agreed version of the Bangsamoro Basic Law (BBL) clarified that they are making “good progress” in their work and have already completed over 70 percent of the draft bill. They said they are tackling the “hard issues” left.

The government and the Moro Islamic Liberation Front peace panels expressed disappointment over news reports that came out this week implying near collapse of the discussion on the BBL.

The BBL was supposed to have been submitted to Congress on May 5 but the MILF objected to the result of revisions and comments made by the Malacañang review team.

The government said the proposed revisions were meant to ensure that the draft bill would pass congressional scrutiny and that it would not violate the Constitution.

The Palace listed the BBL as among the priority measures it has sent to Congress for deliberation.

President Aquino made an assurance in his previous public statements that he would ensure the conduct of a fair and democratic election in the Bangsamoro in 2016. PND (as)

 


President Aquino calls for ‘sense of urgency’ in anticipating natural disasters
President Benigno S. Aquino III, in a recent Cabinet meeting, underscored the need for a “sense of urgency” among all government agencies and local government units in anticipating natural disasters, a Palace official has said.

“President Aquino emphasized the need to promote a sense of urgency among all national agencies and local government units in the aspect of capability building, considering the country’s vulnerability to natural disasters, ” Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said in a note sent to members of the Malacañang Press Corps on Thursday.

The President presided over the meeting, held on Wednesday (August 6) to discuss the Climate Change Cluster Roadmap.

In attendance were representatives of the departments of environment, agriculture, interior and local government, agrarian reform, energy, and public works, the Metro Manila Development Authority, Climate Change Commission, National Disaster Risk Reduction and Management Council, and the Pasig River Rehabilitation Commission.

The President noted that there must be broad awareness on the use of geo-hazard maps that indicate landslide- and flood-prone areas in each province, municipality or city, “so that the local disaster risk-reduction and management councils can respond in a timely and appropriate manner,” Secretary Coloma said.

During the meeting, the Climate Change Cluster reported the occurrence of 543 natural disasters between the years 1900 and 2014, 58 percent of which were storms and 25 percent were floods.

“Responding to the challenge of climate change adaptation and disaster risk management, the cluster has adopted a strategy of improving resiliency to climate change,” Coloma said.

He said the cluster will focus on carbon sequestration through forests and oceans, energy efficiency and conservation, renewable energy development, and greater reliance on cleaner energy sources, such as natural gas and geothermal energy.

Climate change adaptation and mitigation is one of the pillars of the Philippine Development Plan 2011-2016.

President Aquino honors outstanding policemen during 113th Police Service Anniversary
President Benigno S. Aquino III led the celebration of the 113th Police Service Anniversary at the Philippine National Police (PNP) Headquarters in Camp Crame, Quezon City on Friday.

During the event, President Aquino recognized several police personnel and PNP Units for their outstanding achievements.

“Bilang mga alagad ng batas, malinaw ang inyong responsibilidad: Ang ipagtanggol ang ating mga kababayan at maipadama sa mga kriminal na hindi nila matatakasan ang katarungan; na sa oras na makalap natin ang sapat na ebidensya, sa oras na mahuli natin sila sa akto, mararamdaman nila ang lakas ng estado,” the President said in his speech.

He commended the Zamboanga City Public Safety Company for being the first unit to respond during the Zamboanga City siege in September last year, as well as Police Superintendent Lambert Suerte of the Benguet Provincial Public Safety Company for seizing the largest camp of the New People’s Army (NPA) in the Cordillera and capturing the group’s leader in 2013.

He also cited the Criminal Investigation and Detection Group, headed by Police Director Benjamin Magalong, for apprehending 3,453 fugitives, including 22 most wanted in the country, last year.

He recognized the achievement of Senior Police Officer 1 Dominador Canlas, who saved three children during an operation against the NPA in Tarlac.

“Ilan lamang sila sa magigiting nating pulis na kinikilala natin sa araw na ito. Sinasalamin nila ang malasakit at propesyunalismo ng iba pa nating kapulisan na talaga naman pong nagpakitang-gilas sa serbisyo,” he said.

Other awardees include PNP Deputy Chief for Administration Felipe Rojas Jr., Police Chief Inspector Juanito Gaces Jr., Police Officer 2 Crissandra Aggabao, Police Regional Office 9, Anti-Cybercrime Group, Crime Laboratory and Cagayan Police Provincial Office, Abra Police Provincial Office, President Roxas Municipal Police Station, and the Anti-Illegal Drugs Special Operations Task Force.

The Philippine National Police celebrates August 8 as Police Service Anniversary in commemoration of the joint founding anniversaries of the Insular Constabulary, established in 1901, and the Integrated National Police, organized in 1975.

President Aquino assures DAP ruling will not hamper PNP modernization
President Benigno S. Aquino III on Friday assured that the modernization of the Philippine National Police (PNP) will not be hindered by the Supreme Court ruling on the Disbursement Acceleration Program (DAP).

In his speech during the 113th Police Service Anniversary, President Aquino allayed fears that the impending programs of the PNP will not push through with the striking down of the DAP.

“Huwag kayong mag-alala na ‘di matutupad ang ating plano para sa shoot, scoot, and communicate, dahil sa naging desisyon sa DAP,” the President said, referring to the program that will update the weapons, equipment, and communications facilities of both the military and the police.

“Patuloy tayong gumagawa ng hakbang para masigurong tuloy-tuloy ang inyong modernisasyon,” he said.

The Department of Budget and Management (DBM) has allocated P2.86 billion for PNP modernization and the hiring of non-uniformed personnel.

The Aquino administration has appealed the ruling of the Supreme Court on the DAP, insisting that the program was implemented in good faith and with legal basis.

Pending the High Tribunal’s final decision, President Aquino vowed to continue the reforms and modernization of the PNP.

He noted that the government is focusing on upgrading science and the forensic-gathering capability of the police, citing new procedures, such as the Integrated Ballistics Identification System and the Automated Fingerprint Identification System.

He added that there is a plan to hire 7,439 non-uniformed personnel who will be assigned to regional offices to do administrative work, in an effort to maximize police forces.

The President also assured that the welfare of the country’s police personnel will not be neglected, citing the P2 billion allocation for the Capability Enhancement Program and another P100 million for the construction of 18 police stations. PND (jb)

President Benigno S. Aquino III received members of a US congressional delegation during a courtesy call in Malacañang Palace on Friday.

The US delegation included Sen. Ronald Wyden (D-Oregon), member of the Senate Select Committee on Intelligence; Sen. Robert Corker (R-Tennessee), ranking member of Senate Foreign Relations Committee; Rep. Rodney Frelinghuysen (R-New Jersey), chairman of Subcommittee on Defense, House Appropriations Committee; Rep. Kay Granger (R-Texas), vice chairman of the House Appropriations Committee; Rep. Ken Calvet (R-California), House Appropriations Committee; and Rep. Jim Moran (D-Virginia), House Appropriations Committee.

The American legislators were accompanied by US Ambassador to the Philippines Philip Goldberg.

Dapat laging handa ang mga ahensiya ng pamahalaan sa mga kalamidad na dala ng kalikasan, ayon sa Pangulo
Dapat laging handa ang mga ahensiya ng pamahalaan at maging ang mga lokal na pamahalaan sa mga kalamidad na likha ng kalikasan ang naging mahigpit na tagubilin ng Pangulong Benigno S. Aquino III sa pulong ng Gabinete kamakalawa.

Ito ang sinabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa ipinadalang kalatas sa mga kasapi ng Malacanang Press Corps Huwebes.

“Binigyang diin ng Pangulong Aquino ang pagiging handang lagi ng mga pambansang ahensiya at maging lokal na pamahalaan man sapagka’t ang bansa ay malimit daanan ng mga kalamidad na bunga ng Kalikasan,” sabi ni Coloma sa kalatas sa mga reporter.

Ang Pangulo ang namuno sa pulong noong Miyerkoles (Agosto 6) na ang naging paksa ay ang Climate Change Cluster Roadmap at dinaluhan ng mga kinatawan ng mga Kagawaran ng Kapaligiran, Pagsasaka, Interyor at Lokal na Pamahalaan, Repormang Pang-agraryo, Enerhiya at Pagawaing Bayan, gayundin ng Metro Manila Development Authority, Climate Change Commission, National Disaster Risk Reduction and Management Council at Pasig River Rehabilitation Commission.

Ayon kay Coloma, mahigpit ding itinagubilin ng Pangulo na dapat maging malawak ang kaalaman tungkol sa geohazard maps kung saan makikita ang mga pook na maaaring guhuan ng lupa at ang mga malamang bahain sa mga lalawigan, bayan o lungsod man nang maging handang lagi ang lokal na Disaster Risk Reduction and Management Councils sa maagap na pagtugon sa mga pangangailangan ng mamamayan sa mga pook na nasabi.

Sa pulong na naturan, iniulat ng Climate Change Cluster na sa pagitan ng 1900 at 2014, 543 kalamidad ang naganap sa bansa. Sa bilang na ito, 58 porsiyento ang bagyo at 25 porsiyento naman ang baha.

Sinabi ni Coloma na dahil dito, minarapat ng cluster na pagbutihin ang paghahanda at pagiging matatag sa pagbabago ng klima.

Bukod sa paghahanda sa mga kalamidad, minabuti rin ng “Cabinet cluster” na magtuon ng pansin sa carbon sequestration ng mga kagubatan at karagatan, kasapatan at konserbasyon ng enerhiya at pagtutuon ng pansin sa higit na malinis na pinagkukunan ng enerhiya na gaya ng natural gas at geothermal energy.

Ang pag-angkop sa pagbabago ng klima ay isa sa mahalagang haligi ng Philippine Development Plan 2011-2016.

Noong nakalipas na Hunyo, tinaya ng mga kinatawan ng Bansang Magkakaanib ukol sa disaster risk reduction ang kahandaan ng Pilipinas sa mga kalamidad at ang gradong ibinigay ay sa pagitan ng 6 at 7 o “above average” dahil 10 ang pinakamataas na marka. PND (ag/zaf)

Pinarangalan din ng Pangulo ang Criminal Investigation and Detection Group na pinamumunuan ni Police Director Benjamin Magalong sa paghuli sa 3,453 takas, kabilang ang 22 most wanted sa bansa noong nakalipas na taon.

Kinilala rin ng Pangulo ang nagawa ni Senior Police Officer 1 Dominador Canlas na nagligtas ng buhay ng tatlong bata sa isang operasyon laban sa NPA sa Tarlac.

Tiniyak ng Pangulong Benigno S. Aquino III Biyernes na hindi makasasagabal sa modernisasyon ng Pambansang Pulisya (PNP) ang naging pasya ng Kataastaasang Hukuman tungkol sa Disbursement Acceleration Program (DAP).

Pinawi ng Pangulong Aquino sa talumpati sa ika-113 Anibersaryo ng Pulisya ang pangamba na hindi maipagpapatuloy ang mga programa para sa Pambansang Pulisya dahil pinawalang bisa nga ng Kataastaasang Hukuman ang DAP.

“Huwag kayong mag-alala na hindi matutupad ang ating plano para sa shoot, scoot and communicate dahil sa naging desisyon tungkol sa DAP, “ wika ng Pangulo na ang tinutukoy ay ang programang ukol sa mga makabagong sandata, mga kagamitan at pasilidad sa komunikasyon ng militar at pambansang pulisya.

“Patuloy tayong gumagawa ng hakbang para masigurong tuluy-tuloy ang inyong modernisasyon,” pagbibigay-diin pa ng Pangulo.

Naglaan ng P22.86 bilyon ang Kagawaran ng Badyet para sa modernisasyon ng PNP at pagkuha ng mga non-uniformed personnel.

Inapela ng administrasyong Aquino ang pasiya ng Kataastaasang Hukuman tungkol sa DAP at binigyang diin na ang programa ay ipinatupad nang maganda ang pakay at may pinagsaligang mga batas.

Habang wala pang pinal na pasya ang Kataastaasang Hukuman, nangako ang Pangulong Aquino na ipagpapatuloy niya ang mga reporma at modernisasyon ng Pambansang Pulisya.

Binigyang diin ng Pangulo na nakatuon ang pansin ng pamahalaan para sa upgrading ng science pati na ang forensic-gathering capability ng pulisya at tinukoy ang mga bagong paraan na tulad ng Integrated Ballistics Identification System at ang Automated Fingerprint Identification System.

Binanggit ng Pangulo na 7,439 ang balak nilang kuning non-uniformed personnel ng PNP na ang itatalaga sa mga pampurok na tanggapan upang magsagawa ng tungkuling administratibo upang ang mga pulis ay mapaganap sa kanilang tungkulin bilang alagad ng batas.

Sa araw na ito, ipinagdiriwang natin ang ika-113 anibersaryo ng serbisyo ng kapulisan sa bansa. Sa loob nga ng mahigit 11 dekada, nakiambag ang kapulisan sa pagsusulong ng kaayusan sa bansa at naging kabalikat ng Pilipino sa pagharap sa iba’t ibang hamon.

Malinaw po: Umaasa ang buong sambayanan sa husay at tapang ng ating kapulisan at iba pang kasapi ng unipormadong hanay; na sa oras ng peligro o sakuna, nariyan dapat kayo—handang umaksyon, handang tumugon, ‘di magdadalawang-isip na ibuwis ang sariling buhay, mapangalagaan lang ang kaayusan, katahimikan, at karapatan ng ating mga kababayan. Pero sa mahabang panahon, ang naging siste: kayo na nga ang may mabigat na tungkulin, kayo pa ang bahalang dumiskarte para sa inyong kagamitan—na pagdating sa inyong kapakanan, parang tama ‘yong sinasabing, “Bahala na si Batman.”

Sa ilang kasama natin rito na matagal na sa serbisyo, naaalala naman po siguro ninyo: Dati, dahil kulang sa baril ang inyong hanay, kailangan pang bilhin ng mga bagong pulis ang rights ng baril sa mga magreretiro. Sa kagustuhan mong magserbisyo, nagkautang ka na para makapasok sa serbisyo, nakakaltasan ka pa sa suweldo mo pagdating na ikaw ay nakapasok na sa trabaho. Kabado ka pa dahil kapag nagkaengkuwentro, hindi naman puwedeng daanin mo na lang sa pleasing personality ang masasamang elemento. Paano naman naging tama ang ganyang kalakaran?

Dahil sa maraming dekada ng maling pamamalakad at pagpapabaya, marahil may mga nag-isip sa inyo noon: Balewala ang ginagawa kong paglilingkod kung ako mismo ang binabalewala. Ito po mismo ang binago natin sa apat na taon ng pagtahak natin sa tuwid na daan. Tunay nga po: Tapos na ang panahong isinasantabi ang inyong kapakanan. Patuloy na nagsisikap ang ating administrasyon para magtulak ng makabuluhang repormang higit na magpapalakas sa inyong hanay.

Patunay po rito ang pagsara natin sa kakulangan ng baril noong nakaraang taon. Ngayon meron na tayong 1:1 police to pistol ratio. Batid din natin ang halaga ng agham at sistematikong pag-aaral sa pagsugpo ng krimen sa bansa. Kaya nakatutok tayo sa pag-upgrade sa ating science and forensic gathering capability. Halimbawa nito ang procedure natin ng panibagong Integrated Ballistics Identification System (IBIS) para sa pagtatala ng impormasyon ng lahat ng baril sa bansa, at ng panibagong Automated Fingerprint Identification System (AFIS) na ginagamit para sa mas mabilis na makumpara at matukoy ang mga fingerprint sa isang krimen. Ipinatupad din natin sa mga operasyon ang prinsipyo ng “work smarter”—dahil mas kumprehensibo ang nakakalap nating datos, mas estratehiko na rin ang pagtukoy natin kung saan dapat mag-deploy ng mas maraming pulis. Sa implementasyon naman ng Crime Incident Recording System simula nitong 2013, mas organisado nang naitatala ng ating mga pulis ang iba’t ibang krimen. Natugunan na nga po nito ang dating bungi-bunging datos sa record system ng PNP.

Sa tinatamasa nating transpormasyon, nadaragdagan ang kakayahan ng pamahalaan na alagaan ang kapakanan ninyo at ng inyong pamilya. Sa proyektong pabahay, halimbawa, 98 percent ng target na 31,200 na tahanan para sa ating Phase II ng ating AFP/PNP Housing Program ang natapos na; katumbas nito ang 30,558 na tahanang naipatayo. 14,040 na unit dito ang nakalaan para sa ating kapulisan, at ngayon nga ay isinusumite na sa NHA ang final list ng awardees sa programang ito.

Naghahanda na rin tayong mag-hire ng paunang 7,439 mula sa target na 30,000 non-uniformed personnel para sa gawaing administratibo. Sa ganitong paraan, ang mga pulis na papalitan nila, makakapagronda na sa mga pamayanan, at talagang matututukan ang pagbabantay sa kaligtasan ng ating mga Boss.

Malinaw naman po sa atin na nararapat lang na dagdagan ang bilang ng mga pulis dahil lumalaki ang populasyon ng ating bansa. Pero bago po natin ito magawa, kailangan muna nating tugunan ang minana nating suliranin sa pagbibigay-pensyon sa ating unipormadong hanay. Ang dinatnan natin: Walang sistemang pampensyon para sa inyo, kaya taon-taon, kailangang paglaanan ng pondo sa ating pambansang budget ang pensyon. Bukod pa rito, naka-index pa sa sahod ng mga aktibong sundalo at pulis ang pensyon ng retirado. Ang sabi po sa atin, mahigit four trillion pesos ang kakailanganin para ayusin ang sistemang pampensyon—iyon po ‘yong seed capital. Ibig-sabihin: kahit ibigay pa natin ang buong panukalang 2.6 trillion na budget para sa 2015, kulang pa rin ang pondo para sa isang programa lang—iyon pong pension system. Ganito po kalaki ang problemang iniwan sa atin. Pero determinado tayo; gagawan na natin at ginagawan na natin ng paraan ito para matugunan.

Bukod sa paghahanap ng paraan para maparami ang inyong bilang, plano rin sana nating bumili pa ng mga kinakailangang kagamitan tulad ng mga radyo at patrol vehicle. Huwag kayong mag-alala na ‘di matutupad ang ating plano para sa “shoot, scoot, and communicate,” dahil sa naging desisyon sa DAP. Patuloy tayong gumagawa ng hakbang para masigurong tuloy-tuloy ang inyong modernisasyon.

Sinasagad nga po natin ang ating pagkakataong mabigyan ng benepisyo ang ating kapulisan. Halimbawa, sa panukala nating budget para sa susunod na taon, naglaan tayo ng dalawang bilyong piso para sa inyong Capability Enhancement Program; at 100 milyong piso naman para sa konstruksyon ng 18 police stations sa bansa.

Ganito po ang ibig-sabihin ng matuwid na pamamahala: ang pangangailangan ng ating unipormadong hanay, tinutugunan. Ang alagad ng batas, inaalagaan at sinusuklian ng kalinga ng pamahalaan at ng estado. Sa patuloy na pagpapalakas sa inyong hanay, tiwala tayong nasa mabuting kamay kayo; nagpapasalamat tayo kina Sec. Mar Roxas at Police Chief Alan Purisima para sa talagang maaasahang pagtimon sa PNP. Nagpupugay at nagpapasalamat rin tayo para sa natatangi ninyong paglilingkod.

Nariyan po ang mga halimbawa, ang Zamboanga City Public Safety Company, ang unang pangkat na sumabak sa Zamboanga City upang ipagtanggol ang lungsod matapos itong lusubin ng masasamang elemento noong nakaraang Setyembre. Kasama rin natin ngayon sina Police Superintendent Lambert Suerte para sa Benguet Provincial Public Safety Company. Dahil sa tapang at husay nila, napasakamay natin ang pinakamalaking kampo ng NPA sa Cordillera, at nahuli ang ilang pinuno nito noong 2013. Narito rin ang Criminal Investigation and Detection Group sa pamumuno ni Police Director Benjamin Magalong na nakahuli ng 3,453 na nagtatago sa batas—kabilang na ang 22 sa most wanted sa bansa—noong nakaraang taon. Hindi rin naman pahuhuli sa husay at dedikasyon si SPO1 Dominador Canlas nang iligtas niya ang tatlong bata sa operasyon laban sa NPA noong nakaraang taon sa Tarlac.

Nito nga lang pong SONA, nagbigay-pugay tayo sa apat na rookie policewomen na hindi nag-atubiling tuparin ang kanilang tungkulin nang umatake ang Martilyo Gang sa SM Mall of Asia. Nariyan din si SPO3 Erlinda Gagaoin ng Tubao sa La Union; nang hindi nga po makadaan ang kanilang police mobile patrol sa bukid para iuwi ang isang matandang babae, minabuti po niyang pasanin ang lola at ihatid sa tahanan. Walang duda: Hindi na kailangang manood ng mga Pilipino ng pelikula para makakita ng pulis na gagawing idolo. Sa mabubuting halimbawa ng ating awardees at ng iba pang huwarang pulis, naipapamalas ninyo kung ano ang inaasahan sa mga nagsusuot ng uniporme’t nagdadala ng tsapa.

Totoo nga po: Malayo na ang ating narating simula nang tahakin natin ang tuwid na daan. Subalit sa kabila ng lahat ng ating nakamit, mulat tayong nananatili pa rin ang mga hamon sa ating seguridad. Bilang mga alagad ng batas, malinaw ang inyong responsibilidad: Ang ipagtanggol ang ating mga kababayan at maipadama sa mga kriminal na hindi nila matatakasan ang katarungan; na sa oras na makalap natin ang sapat na ebidensya, sa oras na mahuli natin sila sa akto, mararamdaman nila ang lakas ng estado.

Bilang mga tagapaglingkod ng sambayanang Pilipino, pag-uwi natin sa bahay, pagharap natin sa salamin, dapat nating itanong: Nagawa ko ba ang dapat kong gawin sa araw na ito? Kung ang sagot natin ay oo, hamunin pa natin ang ating sarili, at sabihing: Bukas, hihigitan ko pa ang aking nagawa. Sa ganitong paraan, masisiguro natin ang pagdating ng panahong ligtas na na nakakapaglaro ang mga bata sa kalsada; panatag ang kalooban ng mga umuuwi galing opisina, at ang mga alagad ng batas ay kumpiyansa sa kanilang kakayahan na ipagtanggol hindi lang ang kanilang mga sarili at mahal sa buhay, kundi ang lahat ng Pilipinong nagtitiwala sa kanila.

Allow me, first of all, to welcome you to Malacañan Palace. For a few of our honored guests returning to the Philippines on this visit, it is a very different building from the Malacañan you may remember before the Second World War, and even after it—when the Bombing of Manila devastated our capital, and left the Palace as the only major government building still standing.

We are told for instance that out of a population of about 12 million, we lost about a million of our countrymen because of World War 2.

Today, Malacañan Palace is a far more extensive structure: One that has witnessed the development of a nation—from being a place where foreigners ruled, to being the home of our own elected leaders; from the Marcos dictatorship and the eventual restoration of democracy, to the present, where we are seeing the positive transformation of the Philippines. The story of Malacañan Palace will always be tied with the story of the Filipino people—and also, though unbeknownst to many, with the story of more than a thousand Jewish men, women, and children of Europe.

In the mid-to-late 1930s, the Nazis were only beginning to display the violence against the Jewish people that would later become manifest, in its terrible entirety, as the Holocaust. Though the Philippines was thousands of miles removed from these events, our forefathers knew that oppression like this could not go unnoticed. Large crowds participated in public protests against Nazi actions—and the solidarity of Filipinos did not stop there. Through the leadership of then-President Manuel Quezon, the work of the Frieder brothers, and the help of High Commissioner Paul McNutt, and then-Colonel Dwight D. Eisenhower, it became the policy of the Philippine government to allow the immigration of Jewish refugees into the country. I am told that the Philippines was prepared to accept thousands of refugees but due to circumstances beyond control, only around 1,200 were able to arrive and make new lives in Manila.

It must have been difficult for these refugees to start anew so far from their homeland—in a country that, I am told, many of them were unfamiliar with. In a sense, my family and I know what this is like. We left our home in the Philippines, which was then under the oppression of the Marcos dictatorship, and found sanctuary in Boston. However different the situation may be, the sadness of being torn away from familiar surroundings can be tempered by the warmth and friendship you encounter in a strange environment, which our countrymen demonstrated to our Jewish friends. Here in the Philippines, strengthened by the hospitality they received, these refugees were able to start fresh—to work, study, worship, and live alongside Filipinos.

In fact, in a book written by the Jesuit historian Fr. Horacio de la Costa, there appears a letter from an unnamed Jew, addressed to the then-Mayor of Manila. In this letter, this man makes an appeal on behalf of the hundreds of children who were wandering the streets at the time. Let me emphasize: This was in the middle of war. Just like anyone else, this man would have had to contend with hunger, with illness, and with the oppression of the ruling forces—but still, he chose to look beyond himself, to propose ways to help feed those starving children, and to volunteer himself to assist in this endeavor—ready to sacrifice whatever he had in those very difficult times. He was motivated by nothing less than the solidarity that Filipinos had earlier shown him and his people, and in his own words, “I am still a foreigner, a man without a country, but my gratitude and love to the Filipinos encouraged me to send this letter to you.”

I believe that this man’s letter distills into a few important lessons the story of the Jewish escape to Manila. First, that it is the imperative of all men to take a stand against wrongdoing, wherever it may be. Second, that we must do our part to provide a new life, a better life, to all those who would be deprived of life, whether by tyranny, or by poverty. And last, that the measure of our humanity is our ability to give of ourselves, even, and perhaps most importantly, when it hurts.

A few of our guests have already lived through this story and have seen its lessons in practice in their lives. The rest of us can be heartened by the fact that, as we look back on our shared history and rekindle old friendships, we can see striking similarities to the relationships we are forging today. I take this opportunity to extend our gratitude to Russ Hodge, Cindy Scott, Dr. Barbara Sasser, and Peggy Ellis, the rest of the team behind “Rescue in the Philippines,” and other Jewish organizations for their generous assistance, especially after typhoon Haiyan struck our country—from arranging for the donation of, my writers tell me, $2.5 million worth of prosthetics, to raising around $1.4 million for the survivors of the typhoon.

I believe that, in this aspect at least, history comes full circle. Today, we pay tribute to that remarkable time in Philippine history within the walls of Malacañan Palace, the seat of Manuel Quezon’s presidency—that which ensured that those who fled Nazism could find a home in our country. We Filipinos, who once extended a helping hand to our Jewish brothers and sisters in the face of oppression, now receive the same, as we work to build back better and overcome emerging challenges in the wake of Haiyan. Thus, it is my sincere hope that all those who watch this documentary, whether here today or in classrooms and homes in the coming years, will continue this virtuous cycle—will continue to make the choice to always help their fellowmen, whatever the future may bring.

Now I get to the part where I beg your indulgence of ad-libbing a little, hopefully my writers will not be too scared. [Laughter] Martial law was declared when I was a boy of 12-years old, and our world turned topsy-turvy. And I have to confess, this was the point in time—emerging, or just starting to be a pre-teen—when my love for reading, for instance, really got nurtured.

And to be honest with you, amongst the books that I was truly interested in, were a lot of the books by an author called Leon Uris, who talked about the Jewish struggle. And of course, the movies—like Exodus, and Cast a Giant Shadow, which I tend to watch every now and then—they tell of the struggle; they tell of doing with very little and accomplishing so much. Also later on, probably when we were already in Boston, I got to see a film talking about the uprising in the Warsaw ghetto.

Especially in the darkest moments of the Martial Law Era, when I, at some points, I asked my father, “Why is it that if we are fighting for the truth, and for that which is right, there seems to be too little of our countrymen joining us?” And we do see in the experience of people facing oppression a commonality of what they have to undergo, the sufferings that they have to undertake, and the strengthening of the character and the resolve that eventually leads to the triumph of right over wrong. And perhaps I can say publicly, that it is all of these books, these movies, these discussions, truly were very significant influences on me and perhaps it also gives me insight on how to govern these days.

For instance, in the film on the Jewish uprising in the Warsaw ghetto, the very significant portion of the film dealt with all of the conflicts between those who were pacifists, those who were aiming or agitating for armed uprising, and everybody in between who couldn’t decide which way to go to. It does tell me that our process of consensus building really is the process that we have to undertake, if we are to have the solid foundation to have long lasting changes in this country.

Perhaps, I can end by a quote, attributed to Pastor Dietrich Bonhoeffer who’s a German Lutheran pastor and also a concentration camp victim. And this, I believe I first heard it from my father, really set the tone for a lot of directions that I also try to live by: “First they came for the Communists, but I was not a Communist so I did not speak out. Then they came for the Socialists and the Trade Unionists, but I was neither, so I did not speak out. Then they came for the Jews, but I was not a Jew so I did not speak out. And when they came for me, there was no one left to speak out for me.”

And you know, perhaps not just about the Jewish people, but growing up in a household we had a Russian descendant, and it turns out, I asked my father, “Why are there so many Russians in our country.” Then he tells me that after the Russian Revolution, a lot of the white Russians made the Philippines their home, and a lot of them actually wound up in Central Luzon.

Later on, after the Vietnam War era, the Philippines again became host to a lot of refugees—the so-called Vietnamese boat people.

It is ironic in a sense because our immigration laws are some of the most stringent, but whenever there is an emergency it seems our country—through various decades and various epochs, has always stood up to address the needs of their fellow men. This we hope to encourage further, and hopefully rekindling our memories of the history, or our farthest shared history, will enliven the dedication of the generations present and to come, that this is really a shared responsibility.

OPENING STATEMENTS

Epidemya ng Ebola

Ayon sa Department of Health (DOH), ang Pilipinas ay nananatiling ebola-free. Wala pang natutunton o naiulat na kaso ng ebola sa bansa. Tinututukan ng DOH at iba pang ahensya ang lahat ng ports of entry, maging paliparan o pantalan. Masinsin ang pagtutok sa mga OFW (overseas Filipino workers) na manggagaling sa mga bansang tuwirang apektado ng ebola virus.

Tinitiyak po ng DOH sa pangunguna ni Kalihim (Enrique) Ona na may sapat na kakayahan at kahandaan ang pamahalaan na tumugon sa ebola virus o ebola epidemic dahil ito po ay idineklara na ng World Health Organization bilang isang panganib sa pandaigdigang kalusugan.

Nakikipag-ugnayan sa DOLE (Department of Labor and Employment) at OWWA (Overseas Workers Welfare Administration) ang DOH para sa pagtutunton sa kalagayan ng mga manggagawang Pilipino.

Sitwasyon sa Iraq

Ayon sa pinakahuling ulat ng DFA (Department of Foreign Affairs), ang tinatayang 900 Pilipino sa Iraq ay nananatiling ligtas. Ayon din sa DFA, ang mga airtstrikes ay sa mga lugar na malayo sa mga pamayanan ng mga Pilipino o Filipino communities. Ganunpaman, patuloy pa ring nakataas ang Alert Level IV at tinatawagan ang lahat ng Pilipino na lumikas para sa kanilang kaligtasan.

Masinsing tinututukan ang sitwasyon at handang tumulong ang DFA kung kailangan sa paglilikas sa higit na ligtas na lugar ang mga Pilipino sa Iraq. Doon sa kahuli-hulihang ulat, marami pa ring nananatili doon sa Baghdad, dahil hindi naman yata mismo doon ang airstrikes. Pero tinututukan ito ng DFA para sa kaligtasan ng ating mga mamamayan.

POLITICS

Albert Sebastian: Sir, question po mula kay Bernard Taguinod, ang sabi niya: Kailangan ba basagin ng Pangulo ang kanyang pananahimik kung sino ang kanyang mamanukin sa 2016? Kasi habang hindi nagsasalita si PNoy, lalong lumalakas si (Vice President Jejomar) Binay.

SEC. COLOMA: Siguro po huwag na po nating pangunahan dahil marami naman pong inaasikaso ang ating Pangulo na prayoridad sa kanyang pagganap sa kanyang tungkulin. Hayaaan na lang po natin siyang mag-focus sa mga mahahalagang repormang ipinapatupad at para sa kanya naman po ay malayo pa ang panahon para sa pamumuli[tika]—para magsagawa na ng o magtuon ng pansin sa pulitika.

Efren Montano: ‘Yung tungkol muna po, Secretary, doon sa espekulasyon ukol doon sa term extension. Magsasalita po ba ang Pangulo to speak out on the issue at tungkol din dito sa ChaCha (charter change)?

SEC. COLOMA: Siguro po hintayin na lang po natin. Nasabi na nga po natin e, marami naman pong iba pa ring pinagkakaabalahan ang Pangulo. Samantala ay patuloy po siyang nakikinig sa tinig ng mga mamamayan. Batid naman po natin na isa ‘yan sa mga batayang prinsipyo ng kanyang mabuting pamamahala o good governance na patuloy ‘yung pakikinig sa kanyang mga boss, ang mga mamamayang Pilipino.

Mr. Montano: At paano po natin sasagutin ‘yung napaulat na hindi pagkakasunduan ng ilang mga kalihim ng Gabinete ukol sa PNoy second term stance?

SEC. COLOMA: Wala naman pong ganyang usapin dahil sa unang lugar hindi naman po tinatalakay ‘yan, at wala naman po talaga kaming panahong iniuukol sa bagay na ‘yan, dahil marami pa naman pong mga prayoridad na programa na pinagkakaabalahan.

Mr. Sebastian: Sir, question po mula ulit kay Bernard Taguinod, sabi niya: Bukas si Binay na maki-tandem kay (Interior and Local Government Secretary Mar) Roxas sa 2016. Ang administrasyon ba ay bukas din dito?

SEC. COLOMA: E kasi po ‘yung sa amin pong tungkulin bilang nagsasalita para sa Pangulo ay hindi po kami talaga nagfofocus sa mga strictly political developments po, ano, at ang atin pong focus talaga ay ‘yung sa trabaho ng gobyerno. Kung maaari ay siguro po ang makakatugon diyan ay mismong ‘yung mga opisyal ng mga political parties po.

IMPEACHMENT COMPLAINTS AGAINST THE PRESIDENT

Mr. Sebastian: Sir, question po mula kay Gen Kabiling, ang tanong niya: Is the Palace confident the impeachment complaints against the President will be junked by his allies in Congress?

SEC. COLOMA: Meron pong sinusunod na patakaran hinggil diyan at meron pong proseso ang ating Kamara sa pagturing sa ganyang mga usapin. Mas mainam po siguro na hintayin na lang natin ang iba pang mga kaganapang maaaring maganap hinggil diyan dahil iginagalang po ng ehekutibo ‘yung pagiging hiwalay at kapantay na sangay ng pamahalaan [ng] ating Kongreso o batasan.

Mr. Sebastian: Sir, follow up po ni Gen, sabi niya: Will the Palace ask Congress to focus on the passage of priority bills such as the 2015 budget instead of the impeachment complaints?

SEC. COLOMA: Malinaw namang nakasaad ‘yung mga prayoridad ng pamahalaan. At katulad ng iniulat natin dito sa ating programa, nakipagpulong na si Executive Secretary Paquito Ochoa, Jr. sa mga lider ng Kongreso kung saan ay ipinaalam niya ‘yung mga priority legislative measures ng ating pamahalaan, unang-una na nga diyan ‘yung pambansang budget para sa 2015 at ‘yung ihahain pa na Bangsamoro Basic Law, at ‘yun pang ibang mga priority measures na naunang inilahad na natin sa ating palatuntunan. Talaga pong aasikasuhin ‘yan dahil mahalaga sa patuloy na pag-unlad ng ating bansa at pagpapatatag ng mga repormang naumpisahan na ‘yung pagpasa sa mga batas na ‘yan.

SALN OF SUPREME COURT JUSTICES

Mr. Sebastian: Okay, on another issue mula pa rin kay Gen, sabi po niya: Will the Palace appeal to the Supreme Court justices to cooperate with the BIR (Bureau of Internal Revenue) and submit their SALN (Statement of Assets, Liabilities, and Net Worth)?

SEC. COLOMA: Naihayag na po natin ‘yung mga prinsipyo hinggil diyan at meron din namang batas na sinusunod tungkol sa pagsasapubliko ng Statement of Assets, Liabilities, and Net Worth. Ang mahalaga po siguro dito ay ‘yung pagpapahalaga sa prinsipyo ng pagiging bukas at ‘yung pagiging responsable sa taumbayan—‘yung principles of openness, transparency, and accountability to the Filipino people.

‘Yan po ang itinataguyod ng ating pamahalaan at sa pamamagitan ng kongkretong aksyon ay ipinapakita po ‘yan. Ang Pangulo mismo ay nagdi-disclose ng kanyang Statement of Assets, Liabilities, and Net Worth, ganoon din po ‘yung mga miyembro ng Gabinete. At kung maaalala natin, ito rin ay isa sa mga naging tampok na usapin noong nakaraang panahon na nagsagawa pa ng impeachment trial. Kaya hayag na po sa ating mga mamamayan ‘yung kahulugan—kahalagahan ng pagbubunyag ng Statement of Assets, Liabilities, and Net Worth at ‘yan lang naman po ang prinsipyong itinataguyod natin.

Mr. Sebastian: Follow up pa rin po (mula) kay Gen: Is the Palace dismayed the Supreme Court has been less transparent about SALN and JDF (Judiciary Development Fund)?

SEC. COLOMA: Pinakamabuti po siguro magpahayag din ang ating mga boss, ang mga mamamayan, hinggil diyan dahil hindi naman po dapat lumabas dito na para bang nagkakaroon ng hindi pagkakaunawaan ang mga sangay ng pamahalaan. Ito po naman kasing usapin na kung gaano tayo dapat maging bukas o transparent sa mga mamamayan, kung paano natin gagampanan ‘yung pagiging responsable sa kanila o ‘yung pagiging accountable sa ating mga boss, e ‘yan po ay usapin na kung saan mataas ang interes ng lahat ng Pilipino. Kaya siguro hindi na po ‘yan isyu lang ng kung ang Palasyo ba ay may gustong gawin na ganyan o wala, ano. Ang mainam po sigurong tukuyin dito ay ‘yung mismong prinsipyo ng transparency at accountability, at kung paano ba talaga natin gustong palawigin pa ito, o kung paano dito dapat na isinasagawa sa aksyon ng lahat ng nasa pamahalaan sa ano mang sangay.

Mr. Montano: So ibig sabihin we will give it to the Supreme Court with regards to their understanding of the principle of accountability and transparency?

SEC. COLOMA: Well, sabihin lang natin, Efren, na marami na rin ang pagbabago sa pagturing natin dahil noong mga nakaraang panahon ay hindi naman pinapansin ‘yan. Pero dahil natambad na rin sa atensyon ng mga mamamayan—lalong-lalo na ‘nung magkaroon ng impeachment trial—kung gaano kahalaga ito at kung paano ito nagiging instrumento hinggil sa pagtiyak na tinutupad ng mga lingkod-bayan ang kanilang pananagutan sa mga mamamayan.

Mr. Montano: So doon po sa impeachment naman—balikan lang po natin sandal ulit—‘yung wala po bang pagpigil itong ating Pangulo o ‘yung Palasyo doon sa impeachment procedure na idaraos po bukas?

SEC. COLOMA: E kasi nga po kinikilala natin ‘yung prinsipyo ng pagkakahiwalay ng mga sangay ng pamahalaan. Ito po ay mahalagang prinsipyo ng ating Saligang Batas. At diyan sa mga usapin na ‘yan, pinakamainam na ipaubaya natin sa mainam na pagpapasya ng mga kagawad ng Kamara de Representantes kung paano nila tutukuyin ang naihain sa kanilang impeachment complaint.

Vanz Fernandez: Sir, pero may apela po ang Kabataan partylist (representative) na si Terry Ridon sa mga kaalyado po ng ating Presidente sa Kamara na matapos daw ihayag ng dalawang grupo ng mambabatas na kanilang ibabasura ang mga impeachment case kapag sinimulan na ang deliberasyon sa justice panel at plenaryo. So ano po ang masasabi natin dito?

SEC. COLOMA: Meron namang nakatakdang proseso ang ating Kongreso kung paano tutukuyin ‘yan. Sila po ang nagkaisa na mag-adopt ng kanilang House rules, kung ano ang mga patakaran ng mga usapin na katulad niyan, kaya siguro sila na rin po mismo ang magpapasya—sila-silang mga kasapi ng Kamara ang magpapasya kung paano nila gustong tukuyin ang bagay na ito. ‘Yon pong apela na ‘yan dapat ay ma-i-address po sa mga miyembro ng Kamara de Representantes at hindi po sa amin.

Mr. Sebastian: Sir, question po from Bernard, sabi niya: Tututukan ba ni PNoy ang impeachment proceedings?

SEC. COLOMA: Katulad po ng sinabi natin, ang pinakamainam diyan ay antabayan natin ang mga proceedings ng House of Representatives. Sila naman po ay mayroong mga patakaran hinggil diyan. Hindi po nababahala ang Pangulo doon sa mga proceedings na ‘yan dahil panatag naman po siya na wala siyang nagawang ano mang impeachable offense. Kaya hindi po ‘yan ang prayoridad ng Pangulo. Mas marami pong mas matataas na prayoridad na inaasikaso ang ating Pangulo na nakatuon sa pagpapaunlad ng ating bansa at sa pagsulong sa mga repormang naumpisahan na.

Mr. Montano: Okay po. Bukas po (ba ay) may nabuo nang schedule ang ating Pangulo kasabay nitong idaraos na impeachment diyan nga po sa Kamara?

SEC. COLOMA: Hintayin na lang po natin. Usually ay ina-announce naman po ‘yan para sa kapakanan ng ating Malacañang Press Corps. Mababatid naman po natin. Patuloy lang po ang schedule ng ating Pangulo. Patuloy ‘yung kanyang pagbigay ng atensyon sa mga mahahalagang usapin ng bansa.

POWER RATES

Mr. Montano: Opo. At siguro isunod ko na rin po ‘yung tungkol dito sa power rates na advisory ng MERALCO. Paano po ba i-a-address ito ng Palasyo?

SEC. COLOMA: Tinututukan po nang masinsin ang sitwasyon hinggil diyan. Batid naman po natin na ang Department of Energy ang mayroong pangkalahatang supervision diyan sa isyu na ‘yan at ang Energy Regulatory Commission naman po ang may pangunahing hurisdiksyon sa pagtatakda ng presyo ng kuryente. Tinitiyak po ng pamahalaan na mapangangalagaan ang kapakanan ng mga mamamayan at hindi po pahihintulutan ang pagsasamantala ng sino man o ‘yon pong labis o ‘di makatuwirang pagsingil. Titiyakin pona papangalagaan ang kapakanan ng ating mga mamamayan hinggil dito.

MAYOR BAUTISTA SLAPPING INCIDENT

Ms. Fernandez: Sir, on another issue po tayo. Ano po ang masasabi natin dito sa isang mayor diyan sa Quezon City na diumano’y sinampal po niya… Kasi this is, you know, this is against the human rights—violation. Bilang isang public servant, kailangan po bang mangyari ito? Dapat po malaman niya kung ano po ang rules and regulations under the Civil Service Code of Ethics.

Mr. Montano: Bale parang lighter side na po natin ‘yan. [laughter]

SEC. COLOMA: Unang-una ay kailangan po sigurong beripikahin dahil wala po tayong tuwirang ulat pa hinggil diyan o official report hinggil diyan. Mahirap naman po ‘yung maghuhusga tayo na walang beripikasyon o wala pang batayan. Ang mababanggit lang po natin ‘yung paniniwala sa prinsipyo na may pananagutan ang mga lingkod-bayan hinggil sa kanilang mga kilos tungkol sa pagganap ng kanilang tungkulin at paano sila makipagtrato sa mga miyembro ng hanay ng mga—paano sila nakikipag-ugnayan sa mga mamamayan.

Kaya meron naman pong mga batas hinggil diyan at meron ding mga panuntunan ng ethical behavior o proper behavior, o mismong ‘yung sinasabi nating good manners and right conduct, at lahat naman po siguro ng matuwid na lingkod-bayan ay tumatalima diyan. Kaya pinakamaganda siguro ay, unang-una, mag-beripika muna tayo. Bigyan din naman ng pagkakataon kung sino man ‘yung tinutukoy natin na ibigay rin ‘yung kanyang panig para maunawaan natin kung ano talaga ‘yung naganap. Basta para sa amin lang ang prinsipyo ay dapat na sumunod doon sa mga patakaran ng batas at sumunod doon sa mga patakaran ng civil service hinggil sa tamang behavior ng mga public officials.

Mr. Montano: Bale follow up po at although naiulat na rin—pwede na siguro nating banggitin ‘yung pangalan (ni) Mayor Bistek (Herbert Bautista)—although nag-sorry na siya, so tinatanggap po ba ng Palasyo ‘yung naturang pagsosorry ng ating butihing alkalde dito sa Lungsod ng Quezon?

SEC. COLOMA: Kaya nga po, ano. [laughs] Kasi hanggang sa ngayon din naman, ano, ako po mismo hindi ko pa natutunghayan kung meron nang opisyal na pahayag si Mayor hinggil diyan. Ang sinasabi ko lang kahit sino naman ‘yang involved na ‘yan, meron din naman po tayong tinatawag na prinsipyo ng fairness, kailangan din namang bigyan ng pagkakataon na mailahad ‘yung panig ‘nung mayor o ni Mayor Herbert Bautista hinggil diyan. Ang sinasabi lang po natin, merong mga pamantayan sa mainam na pagkilos ang lahat ng mga lingkod-bayan na inaasahang susundin nila sa lahat ng pagkakataon.

Mr. Montano: Opo. So bale ito ‘yung ating paalala, ng Palasyo, sa lahat ng mga LGU (local government unit) executives?

SEC. COLOMA: Para sa lahat po ng mga lingkod-bayan, national or local, syempre po umaasa ang ating mga kababayan na sa lahat ng pagkilos ay susunod tayo doon sa batas at doon sa regulasyon ng ating civil service.

CRIMES AGAINST SOUTH KOREANS IN THE COUNTRY

Ms. Fernandez: Okay, sir, on another issue po tayo. ‘Yung South Korean Embassy po naaalarma sa pagtaas ng kriminalidad dito sa ating bansa kaya nananawagan po sila na sana po ay tulungan sila. Usually po ang mga biktima ay kanilang mga (mamamayan)—taga-South Korea po. Kailangan po nila ito para diumano’y magawan ng paraan ng ating gobyerno, lalong-lalo na sa kanilang mga kababayan.

SEC. COLOMA: Ang batid po natin, isa na sa pinakamalaking grupo, kung hindi pinakamalaking grupo na ng mga galing sa ibang bansa ang mga mamamayan ng (South) Korea na nandito sa Pilipinas.

Ms. Fernandez: Yes, sir.

SEC. COLOMA: Para sa kanila at para sa lahat ng mga galing sa ibang bansa na naninirahan dito at para sa ating mga mamamayan, mahalagang tungkulin ng ating pamahalaan na pangalagaan ang kanilang kaligtasan at ang katahimikan at kaayusan ng ating mga komunidad. Kaya gusto po nating bigyan ng assurance ang embahada ng (South) Korea na ito po ay mayroong pinakamataas na prayoridad mula sa ating pamahalaan.

Kung merong mga nakabinbin na kaso o hindi nalutas na kaso ng krimen, kasong kriminal o mga krimen laban sa kanilang mga mamamayan, ay tiyak pong mabibigyan ito ng puspusan at agarang pagkilos ng ating Philippine National Police at Department of Justice, sapagkat hindi po natin mapapahintulutan na ‘yung mga bisita natin mula sa ibang bansa ay walang katiyakan ang kanilang kaligtasan.

Ganoon din naman po ang inaasahan natin kapag tayo ay nangingibang bansa. At bukod pa riyan, napakainam at napakatatag ng pagkakaibigan sa pagitan ng bansang (South) Korea at bansang Pilipinas kaya dapat lang po ay asikasuhin ang mga kaso ng karahasan o krimen laban sa mga mamamayan nila sa ating bansa.

Ms. Fernandez: Gayundin, sir, nagbabala sila (na) kapag hindi po naresolba itong mga nangyayari po sa kanilang mga (mamamayan) dito sa ating bansa ay mapipilitan daw po silang lumipat [sa] ibang bansa kung saan sila ay ligtas at upang mangalakal ayon sa kanilang embahada.

SEC. COLOMA: Batid po natin na lahat ng mga bansa ay mayroong ganyang pagnanasa—‘yung pag-alaga sa kaligtasan ng mga mamamayan. At ‘yung kanilang pagdalaw o pamumuhunan o kung sila’y titira dito sa ating bansa ay batay sa kanilang pagkilala ng mga bentahe o mga mainam na dahilan hinggil diyan. Kaya sisikapin po nating matanggal ‘yung agam-agam at maalis ‘yung ligalig para magpatuloy ‘yung mainam na pakikipag-ugnayan ng ating dalawang bansa at para naman mapanatag ang kalooban ng kanilang mga mamamayan dito sa ating bansa.

MINDANAO PEACE PROCESS

Mr. Sebastian: Sir, reaksyon lang po. May pahayag si (Orlando) Cardinal Quevedo dahil ‘yung pagbisita daw po ni Pope Francis next year sa January will boost the Mindanao peace process.

SEC. COLOMA: Sana nga po ay magpatuloy ‘yung katatagan ng prosesong pangkapayapaan na yumabong at sumigla pagkatapos malagdaan ‘yung Comprehensive Agreement on the Bangsamoro. At habang sinusulong po natin ‘yung buong kaganapan ng peace process, mainam po ang ginawang pahayag na ‘yan ni Cardinal Quevedo, at kaisa po kami sa mithiin ng ating mga kapatid na naghahangad ng ganap na kapayapaan na idudulot nitong kasunduan hinggil sa Bangsamoro.

SEN. EJERCITO’S CONTRA-SONA

Ms. Fernandez: Sir, si Senator JV (Ejercito) meron daw ilalahad bukas sa kontra-SONA (niya) bukas. Makikinig po ba ang ating Pangulo dito?

SEC. COLOMA: Hindi lang po natin alam kung ano mismo ‘yung schedule, ano. Basta kung ano man po ang ilalahad ng oposisyon sa pamamagitan ni Senador JV Ejercito, ‘yon naman po ay tutunghayan natin, uunawain natin dahil mahalaga ang dialogue—‘yung proseso ng pakikipagtalakayan—para magkaroon ng unawaan. Baka naman po doon sa kanyang talumpati makahanap din tayo ng tinatawag nating common ground na kung saan ay nakikiisa rin naman sila sa mga repormang isinasagawa ng ating Pangulo at ng administrasyon.

Ms. Fernandez: Sir, ang sabi po niya, according to him magiging constructive ang kanyang [kontra-]SONA dahil bibigyang diin nito ang ilan sa mga datos na binanggit daw po ng ating Pangulo sa SONA (State of the Nation Address) noong July 28 na hindi tumpak at kailangang sumailalim na validation ng oposisyon. So ito po ang kanyang unang nabanggit.

SEC. COLOMA: Mainam na marinig natin kung ano ang ipapahayag ng oposisyon sa pamamagitan ni Senador JV Ejercito at handa namang tumugon ang ating pamahalaan. Mainam na ito ay ibabatay niya sa mga datos na ginamit. Mainam din na magkaroon ng pagkakataon na maunawaan ang mga datos na ‘yan at magkaroon ng parehong batayan sa pagtuturing, pagtukoy sa mga suliranin ng ating bansa.

ATM FRAUD

Mr. Montano: Bale parting message na po at wala na yatang (mga tanong). Pero isama na rin po natin kung satisfied po ba ang Palasyo doon sa problema ng ATM (automated teller machines) fraud, ‘yung skimming po, siguro mabanggit na rin natin dito sa ating parting message.

SEC. COLOMA: Pakiulit lang, Efren, ATM fraud?

Mr. Montano: Opo, ‘yung sa skimming? ‘Yung nakapagnanakaw ang mga sindikato sa pamamagitan ng skimming diyan sa ATM po na ang balita ng mga awtoridad ay umaabot na ng mahigit 200 million ‘yung kanilang mga na-defraud na pera [na dineposito] ng mga iba’t ibang depositor sa iba’t ibang bangko po.

SEC. COLOMA: Tiyak po na tinututukan din ‘yan ng ating Bangko Sentral bilang tagapangasiwa ng ating sistema ng pagbabangko. Sa atin pong natunghayan, mismong ‘yung mga bangko na iniulat na apektado ng iregularidad na ito, sila po mismo ang nagkusa na na ibalik ‘yung mga pondong iniulat na nawawala ng kanilang mga depositor at kliyente at ‘yon naman po ang inaasahan ng pamahalaan. MANILA TRAFFIC & PORT CONGESTION

Ms. Fernandez: Sir, can you give us an update doon sa mga tambak na container van diyan sa pier, kung nasolusyonan na po ba ito?

SEC. COLOMA: Kung maaalala ninyo ‘yung ating ipinahayag noong nakaraang Huwebes, ayon po sa ating DTI Secretary Greg Domingo, DOTC (Department of Transportation and Communications) Secretary Joseph Emilio Abaya, at Philippine Ports Authority general manager Juan Sta. Ana, inaasahan nila na simula itong weekend na ito ay halos normal na o balik na sa normal ‘yung sitwasyon sa ating Port of Manila. Dahil nagkaroon nga po ng congestion ‘yung mga container na hindi nailabas kaagad, ayon doon sa kanilang pagtaya, as of last—

Hindi, linawin ko pala. Hindi pala this weekend kundi sa susunod na linggo, ano. Pagsapit ng August 15, sa kalagitnaan ng kasalukuyang buwan, tinataya nila na maki-clear na ‘yung backlog ng mga kargamentong nakabinbin sa Port of Manila. Kaya habang nagtatalakayan tayo, puspusan pa rin ‘yung kanilang pagsasagawa ng clearing operations sa mga backlog na container, para maibsan ‘yung congestion sa Port of Manila.

‘Yung panawagan nga ay kahit na araw ng Linggo ay kumilos ‘yung mga port users dahil ito ‘yung window na kung kailan ay hindi masyadong ma-traffic sa lansangan. Makakarami sila ng biyahe sa pagdedeliver ng kanilang mga kargamento. Kaya ‘yon po. Ang timetable po nila sa pagsasaayos o sa pag-clear ng backlog na makakalutas sa problema ng congestion sa Port of Manila ay hanggang sa August 15 at inaasahan nila na simula sa petsang ‘yon o kinabukasan ‘non ay close to normal, if not, normal na ‘yung operations ng Port of Manila.

Mr. Fernandez: Sir, last week po nagbunga ng maganda ang forum na i-organize po ng Federation of Philippine Industries dito sa Club Filipino sa Greenhills na sinasabing natugunan na raw po ng DTI tulad ng agarang pagtanggal ng mga empty container sa pier with the help of the LTFRB (Land Transportation Franchising and Regulatory Board) na pinaiigting [ang] parusa na ibibigay nila dito sa mga colorum (na sasakyan) na lumalabas po.

SEC. COLOMA: Mainam na nabanggit mo ‘yan, Vanz, dahil nga parang sumambulat ‘yang problemang ‘yan—hindi lamang ‘yung congestion sa Port of Manila, kundi ‘yung traffic congestion. At isa rin sa mga tinutukoy dito ‘yung naobserbahan na dumaraming colorum trucks-for-hire at pati rin ‘yung mga sasakyang pampasahero, ‘yung mga provincial buses. Pareho po itong tinukoy ‘nung pagpupulong sa Malacañang ‘nung Huwebes na pinamunuan ni Cabinet Secertary Jose Rene Almendras.

Tinukoy po lahat ‘yan at nagkaroon na nga ng kasunduan hinggil sa mga kongkretong solusyon na tumutukoy, hindi lamang sa problema ng congestion sa Port of Manila, kundi pati rin sa traffic congestion in Metro Manila. Sabay-sabay na pong tinukoy ‘yan at nagkaisa naman ang lahat ng mga ahensya na hindi papahintulutan ‘yung mga colorum at mga out-of-line na pampasaherong bus. Hindi rin papahintulutan ‘yung mga trucks-for-hire na hindi awtorisado.

Kaya binibigyan po sila (ng panahon) hanggang August 15 para kumuha ng karampatang provisional authority mula sa LTFRB kung sila ay magku-qualify sa mga requirements ng trucks-for-hire. Kaya lahat po nito ay hinahanapan ng mainam na solusyon. Magkakaroon din ng pagpupulong sa papasok na linggo ang mga kasapi ng MMDA (Metro Manila Development Authority) Council na binubuo ng mga alkalde ng mga lungsod at sila ay makakatulong nang husto sa pagreresolba nito dahil kailangang magkaroon ng convergence, ika nga, na magkatugma ‘yung tinatahak ng ating national government at ng ating mga local government. Kaya tatalakayin po ito. Lahat naman po ng ahensya ng pamahalaang nasyonal at lokal at handang magtulungan para sa kapakanan ng ating mga mamamayan.

Childless couple adopts a child, builds a family

The year 2000 was memorable for Bryan and Marie Grace Retales, as that year, they met and fell in love, literally in the workplace.

Marie Grace worked as an animal nutritionist at the Savers Feed Company while Bryan was a veterinarian at the Nueva Swine Valley Savers, a sister company of Savers.

Since their workplaces are extensions of each other, Bryan often visited the Savers Feed Company in Makati City. On the other hand, Marie Grace often go to Nueva Swine Valley in Iloilo to examine the hogs.

Hence, Bryan’s and Marie Grace’s careers intertwined and they quickly became close friends because of their frequent interaction.

The couple shared that at first, no courtship happened and they just enjoyed each other’s company.

“Later on,” Bryan said, “I became attracted to Marie Grace because of her sincerity and simplicity.” On the other hand, Marie Grace valued Bryan’s sense of humor and caring nature.

This started their long distance relationship.

After six months of phone calls and text messages, Bryan decided to look for another job in Manila to be closer to Marie Grace.
Four years after, they were married at Our Lady of Mount Carmel Parish in Quezon City on January 15, 2005.

Difficulty in starting a family

The Retales couple had always wanted to have a big family with four children, at least. But they faced a problem early in the marriage.

Marie Grace was diagnosed to have Polycystic Ovarian Cysts Syndrome (PCOS) since she was 12 years old which made it difficult for her to conceive.

Driven by their desire to have a child, the couple took fertility workouts in 2005 at the Medical City in Pasig City. Marie Grace was prescribed fertility pills but to no avail.

They were then offered to undergo artificial insemination and in-vitro fertility test (IVF) but they refused as they felt these do not conform to their practices and beliefs as devoted Christians.

In 2007, the couple consulted another doctor at the University of Sto. Tomas (UST) hospital and Marie Grace was once again prescribed with fertility pills.

Pregnancy remained elusive, though.

“I was disappointed but remained hopeful,” Marie Grace said.

The couple took another fertility workout in 2009 at the Los Baños Doctor’s Hospital in Laguna where Marie Grace was given fertility pills, this time with higher dosage. But after seeing his wife suffer from side effects, Bryan convinced his wife to discontinue taking the fertility pills.

“My strong faith in God and Bryan’s continuous support gave me the strength to eventually accept my situation. I am blessed to have a loving and understanding husband who made me feel that our love for each other is more important than trying to have a child of our own,” Marie Grace said.

Opening their hearts to adoption

The idea of adoption came to them in November 2009 when their household helper informed them about an abandoned three-day old boy at San Anton Parish in Los Baños, Laguna.

Without his wife’s knowledge, Bryan became interested and searched for the baby boy in different hospitals in the province. When he found the child, Bryan bought him milk and diaper.

Later, he informed Marie Grace about the medical condition of the child and his willingness to help him. She readily agreed so they often visited the child in the hospital and paid for his medical needs. They got so attached to the infant that they decided to adopt him.

The couple then submitted their application to legally adopt the baby boy to the Los Baños Municipal Social Welfare Office (LBMSWO), where the infant was referred by the hospital for temporary shelter.

They, however, later found out that the child was released to another couple for adoption.

Bryan and Marie Grace were disappointed on the turn of events. They wanted to pursue a case against the LBMSWO for discounting their application, but the baby’s pediatrician advised them against it, explaining that conflict and stress may not help the child.

The experience, though disappointing, helped the couple realize that they are capable of loving a child who is not biologically their own. They then decided to forego fertility treatments and opted for legal adoption instead.

The Department of Social Welfare and Development (DSWD) advocates for adoption, or the socio-legal process of finding a permanent family to the many abandoned, neglected and/or relinquished children waiting in centers. In providing for a permanent home, however, DSWD reminds couples to always opt for legal adoption.

“Legal adoption offers security and ensures the best interest of the child. This is why DSWD discourages direct placement and is against simulation of birth certificates,” DSWD Secretary Corazon Juliano-Soliman said.

Welcoming Baby Margie

In January 2011, they contacted NORFIL Foundation, Inc., a child placement agency accredited by DSWD, to express their interest in adopting a baby girl. The couple was present at the Local Matching Conference at DSWD Central Office in May 2011, where they were matched to an 8-month old baby girl from an orphanage in Palawan.
They named their child Maria Margarita, fondly called Margie.

The couple then became the epitome of loving parents with Bryan taking a one-week break from work to bond with their infant daughter, while Marie Grace filed two years of leave from her post-graduate studies to be a full-time mother to Margie.

“We are very happy to have Margie in our lives. Our home is now livelier because of her presence,” the couple enthused. Although they experienced some changes in their lifestyle with Margie’s arrival, they simply enjoy being with their daughter.

Margie is now three years old. Bryan and Marie Grace claimed that they never felt that Margie is adopted because they love her unconditionally.

Adoption paved the way for them to fulfill their dreams of having a child of their own, and finally, a family.

They also believe that their daughter has a right to know the truth.

“We do not intend to hide the fact that Margie is adopted. We want to be honest and open with her, and affirm her that there is nothing wrong with being adopted,” the couple emphasized.

Active parent advocates

Bryan and Marie Grace are active participants of NORFIL’s Adoptive Parents (NAP) Adoption Support Group, taking part in its activities so they can learn and share their positive experiences on adoption to other adoptive families.

Further, as part of the support group, they advocate to couples who are able to consider adoption and help the many kids waiting to have their own families in the different orphanages.

Children needing families

The Retales’ story is just one of the heartwarming stories of childless couples finding fulfillment in becoming loving parents to homeless children.

In the first semester of 2014 alone, a total of 257 children were issued with a DSWD Certification Declaring a Child Legally Available for Adoption (CDCLAA). Of the said number, 110 children are already under the care of families for trial custody that will eventually lead to possible adoption, 10 children are for foster-adopt cases while 137 children are for local matching process with adoptive parents.

PNP celebrates 113 years of police service

His Excellency President Benigno S. Aquino III will lead the celebration of the 113th Police Service Anniversary in simple rites tomorrow (Friday, August 8) at the PNP National Headquarters in Camp Crame, Quezon City.

In commemoration of more than a century of commitment and dedication of police officers to the countrymen, President Aquino is expected to raise concerns and major accomplishments related to national peace and order issues.

Among the highlights of the ceremony, Department of Interior and Local Government (DILG) Secretary Mar Roxas and PNP Chief, Police Director General Alan L Purisima, will assist the Chief Executive in presenting awards and decorations to PNP Units and personnel for outstanding achievements.

Leading the awardees is Police Deputy Director General Felipe L. Rojas Jr., the Deputy Chief PNP for Administration, he will receive a Plaque of Recognition for outstanding achievement in the field of Police Administration. He was cited for his management and supervision from the preparation until the execution of the 34th ASEANAPOL Conference, where the PNP earned accolades from the Chief of National Police of the ASEAN, held on May 12-16, 2014 at Sofitel Philippine Plaza, Manila.

As well, Criminal Investigation and Detection Group (CIDG) Director, PDir Benjamin B. Magalong, will join PDDG Rojas in receiving a Plaque of Recognition for outstanding achievement in the field of Criminal Investigation. PDir Magalong was cited for leading the CIDG in cleansing its ranks to ease out misfits within the organization, made various innovations to enhance the competence of crime investigators, and initiated various investigations that led to high profile police operations which earned positive response from the public.

The Philippine National Police celebrates August 8 as Police Service Anniversary in commemoration of the joint founding anniversaries of the Insular Constabulary established in 1901 and the Integrated National Police organized in 1975, both forerunner organizations of the PNP.

US Legislators visit the Philippines to reinforce bilateral ties

8 August 2014 - Two US Senators – Senator Robert Corker (Republican, Tennessee) and Senator Ronald Wyden (Democrat, Oregon) and a congressional delegation (CODEL) led by Republican Representative Rodney Frelinghuysen visited the Philippines on August 6-8. Other members of the CODEL are: Representatives Kay Granger (Republican, Texas), Ken Calvert (Republican, South California), and Jim Moran (Democrat, Virginia).

The six legislators called on President Aquino on 08 August at the Malacanang Palace. Acting Secretary of Foreign Affairs Laura Q. Del Rosario was present during the call together with other Cabinet officials. This visit serves to reinforce the bilateral relations between the Philippines and the United States. Major aspects of PH-US ties were discussed including the recently signed Enhanced Defense Cooperation Agreement (EDCA), strategic security collaboration, and economic partnership; among others.

Their visit was an opportunity to share information on developments in the Philippines, discuss matters beneficial to the Philippines now pending with the US Congress such as the benefits for veterans and encourage the visiting members of the House of Representatives to join the Philippine-US Friendship Caucus.

Senator Corker is a ranking member of the Foreign Relations Committee and an active member of the Banking, Housing, and Urban Affairs Committee. His Asian trip also includes stops in Vietnam, Singapore and Malaysia.

Senator Wyden is a member of the Committee on Intelligence, and Chair of the Sub Committee on International Trade, Customs and Global Competitiveness of the Finance Committee. His visit to the Philippines is part of a regional tour that will include Korea, Taiwan and China.

Representative Frelinghuysen serves as Chairman of the House Defense Appropriations Subcommittee. Aside from being the Majority Deputy Whip, Representative Granger serves as the vice chairman of the powerful Defense Appropriations Subcommittee and is the top Republican on the State and Foreign Operations Appropriations Subcommittee.

Representative Calvert continues to serve on the House Appropriations Committee where he is the Chairman of the Interior and the Environment Subcommittee. A senior member of the Appropriations Committee, Representative Moran serves as the Ranking Member on the Subcommittee on the Interior and Environment and also serves on the Defense and Legislative Branch Subcommittees.

The Department of Agrarian Reform (DAR) has issued new guidelines on cancellation of Emancipation Patents (EP) and Certificates of Landownership Award (CLOAs) for purposes of correcting erroneous technical description through Administrative Order No. 06, Series of 2014.

Secretary Virgilio De Los Reyes said these rules apply to landholdings awarded by the DAR where the technical description provided in the EP or CLOA is erroneous and to those EPs or CLOAs that require cancellation to be corrected due to erroneous survey returns and those which need survey adjustment.

De Los Reyes said however, that the ordinary rules on the cancellation of EPs or CLOAs apply whenever there is an issue on the identification of the agrarian reform beneficiary or the correctness of the coverage of the landholdings.

He noted that these rules will not apply to the cancellation of EPs or CLOAs that will result in the increase or decrease in the number or change of beneficiaries.

De Los Reyes said that the Provincial Agrarian Reform Office will make an initial determination and verification whether or not the technical description is erroneous and will attach pertinent documents that will serve as the basis of the correction of the entry such as approved survey plans certified by the Department of Environment and Natural Resources or the Land Registration Authority.

Delos Reyes added that the PARPO will explain to the beneficiary named in the erroneous EP or CLOA the error in his title and the correct entry. If any one of the beneficiaries affected refuses to sign, the proper remedy is to file an ordinary cancellation case.

De Los Reyes further said that whenever the beneficiary named in the EP or CLOA to be cancelled is already dead, the new EP or CLOA be issued in the name of the "The Heirs of the deceased beneficiary".

The Public-Private Partnership (PPP) Center conducted a three-day workshop on PPP Project Development and Concept Note Preparation for the Department of Agriculture (DA) last 4-6 August 2014 at the Bohol Plaza Resort and Restaurant, Panglao Island, Bohol.

The workshop provided various DA operating units and attached agencies guidance on the elements in the identification, selection, and prioritization of PPP projects. It also introduced participants to the preliminaries of developing and preparing PPP proposals for the agriculture sector.

This capacity building initiative is aligned with DA’s efforts rebuild its PPP project pipeline as supported by Department Order No. 04, Series of 2013 “Guidelines in the Development of PPP Projects in the Department of Agriculture”.

Workshop participants included the DA PPP Unit, Agribusiness and Marketing Assistance Service (AMAS), Philippine Center for Postharvest Development and Mechanization (PhilMech), Philippine Carabao Center (PCC), Philippine Fisheries Development Authority (PFDA), Bureau of Animal Industry (BAI), Bureau of Plant Industry (BPI), Bureau of Soils & Water Management (BSWM), Philippine Fiber Industry Development Authority (PhilFIDA) and the DA Regional Field Office VIII.

U.S. Informs DFA of Sanctions Against Russia

08 August 2014 – The Embassy of the United States of America in the Philippines informed the Department of Foreign Affairs of economic sanctions that the latter imposed on Russia beginning 29 July 2014. The sanctions were made in light of Russia’s “purported annexation of Crimea, and ongoing violation of Ukraine’s sovereignty and territorial integrity breach its core obligations under international law and threaten international peace and stability.”

These are as follows:

Imposition of targeted sectoral sanctions on three additional Russian banks under Executive Order 13662: Bank of Moscow, Russian Agricultural Bank, and VTB Bank OAO. US persons are prohibited from transacting in, providing financing for, or otherwise dealing in debt with a maturity for longer than 90 days or equity that is issued on or after 29 July 2014 (the sanctions’effective date) by, on behalf of, or for the benefit of Bank of Moscow, Russian Agricultural Bank, and VTB Bank OAO, and any subsidiaries owned 50 percent or more by them. These measures are the same as those applied to Gazprombank on 16 July 2014.

Designation of one Russian defense company under Executive Order 13661: United Shipbuilding Corporation. This company – and any subsidiaries owned 50 percent or more by it – it will face an asset freeze and a prohibition on doing business with US persons. This company was also added to the Department of Commerce Entity’s list which imposes a license requirement, with a presumption of denial, for the export, re-export or foreign transfer of items subject to the Export Administration Regulations.

Adoption of a policy of denial of export licenses for certain items for use in Russia’s energy sector that may be used for ecploration or production from deep water, Arctic offshore, or shale objects that have the potential to produce oil. This policy does not target or interfere with the current supply of energy from Russia or prevent Russian companies from selling oil and gas to the United States or any other country. But this policy does make it difficult for Russia to develop long-term, technically challenging, strategic energy projects.

The U.S. also cautioned non-U.S. companies stating that they “could be subject to U.S. sanctions for providing material support to or acting on behalf od a sanctioned individual or entity.” Companies who wish to take advantage of business opportunities created by the withdrawal of cooperative businesses were warned that the U.S. “would have serious concerns with any company that takes such actions.”

Philippine busineses dealing with Russian companies are advised to consult the U.S. Treasury Department’s website on a daily basis to ensure that the companies they transact with are not among those identified by the U.S.

No "backtracking" in 2015 budget lump-sum data; lump sum funds under proposed program at P48.1-B

The Department of Budget and Management Public Information Unit (DBM PIU) today corrected an Inquirer.net story that claimed Sec. Florencio “Butch” Abad had “backtracked” on a claim that lump-sum funds amounted to only “P48.1 million” in the proposed P2.606-trillion 2015 National Budget. Instead, lump-sums under the Special Purpose Funds (SPFs) totaled P48.1 billion in next year’s spending program.

“The reporter must have misheard me. SPF lump-sum funds are at P48.1 billion, not million. Also, SPFs—specifically lump-sum and disaggregated items—amount to just P378.6 billion, and not P501.67 billion, as the Inquirer.net story said. The figure used by the Inquirer is actually the total of SPF lump-sums and disaggregated items, plus Unprogrammed Funds, which is not a Special Purpose Fund,” Abad said.

Special Purpose Funds—a small portion of which is composed of lump-sum items—are a necessary feature in the National Budget. Lump-sums account for items that can be disaggregated only during the implementation of the General Appropriations Act (GAA), including the National Disaster Risk Reduction and Management Fund (P14 billion) and the Contingent Fund (P2 billion).

“Items that are strictly lump-sums represent only 1.8 percent of total SPFs. The nature of these lump-sum items is such that they are impossible to disaggregate or break down into specific items until the budget is actually being implemented. In the case of calamity and Contingent funds, for example, it would make no sense to break down the funds during budget preparations. You can’t foretell where the next calamity or disaster will hit, and you can’t foresee how much will be required to rehabilitate or restore normalcy to affected regions,” Abad added.

“The rest of the SPFs have been fully appropriated and are so listed in the GAA, including budgetary support to government-owned or –controlled corporations (GOCCs). We’ve also disaggregated the E-Government Fund, which will support the Administration’s digitization and information technology initiatives for government transparency, accountability, and operational efficiency,” he said.

“The Miscellaneous Personnel Benefits Fund (MPBF) has been broken down into specific items as well, so we can answer to the personnel requirements of our public institutions. The MPBF is crucial to ensuring that we have enough funds in case we need more teachers in our public schools, or if we need more policemen to strengthen law enforcement and security,” Abad said.

The Budget chief also clarified that the Internal Revenue Allotment (IRA) under Automatic Appropriations is not the “pork barrel” of local government units, contrary to the Inquirer report’s claim.

“The IRA is not pork. Local governments rely on this fund to keep their operations going and, more important, to implement development programs for the benefit of their constituents. In fact, no less than 20 percent of the IRA should be dedicated to development projects. Without IRA, LGUs will be hard-pressed to deliver the necessary goods and services to communities in their jurisdiction,” Abad said.

Meanwhile, DBM PIU head Peachy Paderna encouraged reporters to contact the unit for clarification on budgetary figures or other budget-related matters.

“We urge our media partners to check with us if they’re unsure of the accuracy of their figures. This will prevent confusion in relaying or interpreting budget-related data. We already sent out a PDF version of Sec. Abad’s presentation to our media contacts, a downloadable copy of which has been made available in the DBM official website,” Paderna said.

Banks' Real Estate Exposure Rises Slightly

Universal, commercial (U/KBs) and thrift banks (TBs) posted Php 1.035 trillion in real estate exposure (REE) at the end of the first quarter this year. The REE represented 21.3 percent of the banks’ total loan portfolio in March, similar to the figure recorded at the end of last year. However, the exposures of U/KBs to commercial real estate lending, which is subject to a cap of 20 percent under Circular 600, remains at 10.7 percent.

The end-March REE is 2.9 percent higher than the Php 1.006 trillion posted at end-2013. The increase was mainly due to the banks’ real estate loans (RELs), which expanded by 2.8 percent to Php 866.6 billion in March this year from Php 843 billion in December last year. RELS represented 83.7 percent of REE of UKBs and TBs at end-March.

Loans granted to land developers, construction companies and other corporate entities represented 60 percent of the RELs while the remaining 40 percent went to borrowers acquiring residential properties.

Investments in real estate securities, meanwhile, rose by 3.1 percent to Php 168.6 billion at end-March from Php 163.6 billion a quarter earlier. Investments in RE securities accounted for 16.3 percent of the REE during the period.

At end-March this year, the non-performing RELs of U/KBs and TBs represented 2.77 percent of their RELs, marginally lower than the 2.80 percent recorded a quarter earlier. The banks’ non-performing RELs have been on a downward trend since 2012.

Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr. met with Asian Development Bank (ADB) President Takehiko Nakao on 23 July 2014 at the Office of the BSP Governor in Manila. The meeting was part of a series of high-level consultations of President Nakao with Philippine Government officials. During the meeting, President Nakao affirmed ADB's commitment in supporting effective development and sustainable financing to deepen reforms and spearhead development priorities in the region. President Nakao is serving a 5 year term of office that started on 28 April 2013, while Governor Tetangco serves as ADB Alternate Governor for the Philippines.

BSP Opens Currency Exchange Facility for Filipino Returnees from Libya

The Monetary Board approved the opening of a Currency Exchange Facility (CEF) that will allow overseas Filipino workers (OFWs) and their families returning from Libya to exchange Libyan Dinars (LYD) for Philippine pesos (PHP). At present, the Libyan banknotes are not convertible to pesos.

The BSP’s activation of the facility is in line with the Philippine Government’s concerted efforts to assist OFWs returning from Libya. Under the CEF, OFWs and their Libyan-based family members will be allowed to exchange their LYD holdings to PHP up to a maximum amount equivalent to not more than PHP20,000.00 per eligible person. The exchange may be done through the BSP Head Office, its Regional Offices and branches, as well as authorized agent banks. OFWs and their family members shall present documentary proof/s of their travel from Libya (original passport or original/certified true copy of the travel document issued by the Philippine Embassy in Tripoli with exit stamp by Libyan authorities and/or authorities from other countries that served as exit points for repatriation).

The facility shall be open to those who have returned from Libya from 29 May 2014 and shall be available for a period of four (4) months starting from the effectivity date of the Circular to be issued for its implementation, or two (2) days after its publication in a newspaper of general circulation.

The LYD shall be converted to PHP based on the latest available exchange rate at the time of exchange as indicated in the BSP Reference Exchange Rate Bulletin. The covering BSP Circular in this regard will be issued shortly and posted at the BSP website.

The LYD CEF is the seventh facility established by the Bangko Sentral. The other facilities implemented in previous years, including one also involving the LYD, were as follows: (a) 1990 (Kuwait - Iraq war); (b) 2003 (US - Iraq war); (c) 2006 (Israel - Hezbollah conflict); (d) 2011 (Libyan conflict); (e) 2013 (Syrian and Egyptian conflict).

‘Yolanda’ survivors use shelter aid to build stronger homes

Bogo City, Cebu – For Meraldin Lopez, 27, of Sitio Sto. Nino, Barangay Don Perdo, what her family experienced during the onslaught of Typhoon Yolanda was a wake-up call for them to build a stronger house and to be prepared for every disaster.

This is why is she is thankful for the P30,000 peso shelter assistance provided by the Department of Social Welfare and Development (DSWD) under the Emergency Shelter Assistance (ESA) for families whose houses where totally damaged by Typhoon Yolanda that hit the Visayas region last year.

Meraldin’s family is one of the 502 families who received the shelter assistance which they can use to purchase construction materials to rebuild their house.

Earlier, the local government through the City Social Welfare and Development Office (CSWDO) submitted to DSWD-Field Office VII a list that contained the names of some 7,392 families with totally-damaged houses.

According to Meraldin, her family will use the amount to buy hollow blocks to make their house semi-concrete for it to be more sturdy and disaster resilient.

“Bahala na gamay among balay basta lig-on ang pagkabuhat. Salamat sa tulong (Even if our house is small as long as it is sturdy and well built. Thank you for the help),” Reneboy, Meraldin’s husband, said on how they will rebuild their house.

Their house, which was made of light materials like bamboo and plywood, was easily destroyed by strong winds brought by the typhoon.

She thanked the government for this assistance saying that they will now be more capable to cope with change.

Cash grantee

Meraldin is also thankful that her family is beneficiary of the Pantawid Pamilyang Pilipino Program which provides cash grants to poor families with up to three qualified children provided they comply to the program conditions of sending their children to school, bringing them to health centers for check-up, and attending the monthly Family Development Session.

She admitted that the program has also helped her family survive after ‘Yolanda’ especially in taking care of the nutritional and school needs of her children.

“Nakatabang gyud ug dako labi na kadtung pagkahuman sa bagyo kay pagdawat sa grant gipalit ug gatas, vitamins ug uban pang kinahanglan nila sa eskwelahan (It really helped a lot especially after the typhoon because we used the grant to buy milk, food, vitamins, and basic school supplies which were destroyed),” Meraldin added.

“Kaya natin ang pagbabago kung tayo mismo ay magbabago din ng pananaw sa buhay (We can meet the challenges of change if we ourselves learn to redirect our perspectives in life).” Meraldin ended.

In line with its thrust to involve and empower the youth, the Department of Social Welfare and Development (DSWD) is holding the ‘Savvy Innovations, Zesty Exchange (SIZE) Matters’ Website Development Contest which will run fromAugust 4 to September 15, 2014.

SIZE Matters is an online showcase of innovative ideas and practices of the DSWD which aims to “reinvent the things we do and the way we do things”.

The competition is open to all freelance professionals, students, and out–of-school youths (OSYs), including youth with disabilities.

Participants may fill out entry forms which can be downloaded at facebook/osm.dswd and osm.dswd.gov.ph. Deadline of submission of entries is on September 15, 2014.

Mechanics of the contest can be viewed also on osm.dswd.gov.ph.

The winning website design will be launched and serve as a platform where one can discuss and develop progressive proposals and practices. The site aims to enhance peer participation and encourage convergence and sharing of ideas.

Once established, the site can evolve into a long-term open platform for mass collaboration to tap knowledge from outside to find solutions to current and emerging demands and challenges of the Department, particularly on good governance and social protection.

OWWA grants monetary assistance to OFW members from Libya

Starting next week, OFWs repatriated from Libya (after the government raised Alert Level 4 Status equivalent to Mandatory Repatriation) are eligible to avail of a one-time financial assistance from the Agency. Status Alert Level 4 started in 20 July 2014.

The assistance was approved by the OWWA Board of Trustees through Board Resolution No. 7, Series of 2014, authorizing the grant of Ten Thousand Pesos (P10,000.00) Financial Relief Assistance Program (FRAP) to OFWs displaced by the Libya Crisis. The Board is chaired by Labor Secretary Rosalinda Dimapilis-Baldoz and is comprised of representatives from the government, labor and management sectors.

The Resolution also provides that FRAP amounts released to non-OWWA members shall be reimbursed from the DOLE Emergency Repatriation Fund, subject to existing accounting rules and regulations.

“The cash relief assistance,” according to Secretary Baldoz,” is in consonance with the OWWA’s commitment to promote the welfare and well-being of OFWs, especially when assistance is needed most,” she said.

DOLE Secretary Baldoz added that the one- time 10K Financial Relief Assistance is in line with the Department’s package of reintegration assistance under the Assist WELL Program of the government. Assist WELL stands for Welfare, Employment, Livelihood and Legal Assistance, participated by OWWA, POEA, NRCO, and the Bureau of Workers with Special Concerns. The thrust of Assist WELL is to address the issues and concerns of OFWs repatriated due to crises or emergency situations and to ensure that there will be life after overseas employment.

“The financial assistance aims to provide an immediate relief to both our members and non-members who were displaced from their jobs due to the political conflict in Libya,” said OWWA Chief Rebecca J. Calzado.

“Under the circumstances, ang responsibilidad po ng ating gobyerno ay isaalang-alang ang kaligtasan ng ating mga OFWs lalu na kung ang buhay nila ay nasa bingit ng kapahamakan. Ayaw po natin na may mangyari na masama sa kanila. Bukod dito, iniisip din po natin ang kanilang pamilya na naiwan nila dito”, Administrator Calzado continued.

In addition, the Board Resolution prescribes that affected OFWs may avail of the training assistance on employment and investment opportunities designed to equip them with information on various alternative sources of income.

The 10K Financial Relief Assistance shall be released to qualified claimants through the OWWA Regional Offices.

As of the morning of 07 August 2014, a total of 935 OFWs were extended assistance by the OWWA Repatriation Team. The figure represents the actual returnees who were given airport and other assistance by the Agency upon arrival at the airport.

Repatriates who have no relatives to meet them at the NAIA are offered temporary shelter at the OWWA Halfway Home and assisted with their transportation needs for their onward travel to their respective provinces while the OWWA Counseling Team is on the side to conduct stress debriefing.

Affordable SSS savings scheme reaches 74,000 workers from 748 ISGs

Offering social protection for as little as P11 per day, the AlkanSSSya program of the Social Security System (SSS) has attracted more than 74,000 members from 748 informal sector groups (ISGs) nationwide as of May 2013.

Amalia Tolentino, SSS AlkanSSSya Program Director, said informal sector workers who save at least P11 per day – about the price of cellphone load or softdrink --- can complete the minimum P330 monthly AlkanSSSya contribution based on a declared monthly income or “salary credit” of P3,000.

“The growth in participating ISGs reflects the AlkanSSSya's appeal to the needs of informal sector workers such as affordability and convenience, especially since many among them have busy work schedules and tight budgets,” Tolentino noted.

A total of 180 ISGs representing over 17,000 members joined the program within the first five months of 2014. Luzon-based groups account for 337 out of the 748 covered ISGs – nearly half of the nationwide total – while 179 ISGs were from the National Capital Region, 116 ISGs were from Visayas, and 116 ISGs were from Mindanao.

To date, the transport industry accounts for about half of the AlkanSSSya-enrolled ISGs, including groups for operators and drivers of tricycles, jeepneys, trisikad, vans, shuttle buses and habal habal; motorboat and pumpboat operators; airport service providers; and bus dispatchers. A total of 332 out of these 389 transport-based ISGs are tricycle operators and drivers associations.

Apart from transport workers' groups, other covered ISGs include associations for ambulant and market vendors, farmers and fisherfolk, jail inmates, garbage pickers, pottery makers, lay ministers, beach cottage owners, and members of cooperatives and community-based organizations, among others.

Workers' savings are placed in a communal AlkanSSSya unit that houses dozens of secure box-type “piggy banks” owned by the ISG members. Recently, the SSS has also started the e-AlkanSSSya program, which primarily caters to job order (JO) and contractual workers in state-run institutions who are excluded from the mandatory coverage of the Government Service Insurance System.

“The e-AlkanSSSya employs automatic deduction of contributions from workers’ salaries and wages, which the government office will then remit to the SSS. Like the regular AlkanSSSya, this program helps promote an active SSS membership among workers by putting in place a system for the regular remittance of their SSS contributions, as facilitated by their respective organizations,” Tolentino explained.

Out of the 106 government-based ISGs, 73 are enrolled in the regular AlkanSSSya program while 33 opted for the e-AlkanSSSya scheme. Workers benefiting from these partnerships include JO and contactual workers in government offices, barangay employees and tanod, street sweepers and daycare workers.

Rehabilitation czar Panfilo Lacson gave President Aquino a copy of the 8,000-page master plan during the commemoration of the fifth death anniversary of Aquino’s mother, former president Corazon Aquino.
