Synopsis: At 4am today, a Low Pressure Area (LPA) was estimated based
on all available data at 470 km East of Virac, Catanduanes (13.5ºN,
129.0ºE) embedded along the Intertropical Convergence Zone (ITCZ)
affecting Visayas.

Forecast:
Palawan, Visayas and the regions of Zamboanga Peninsula and Northern
Mindanao will experience cloudy skies with light to moderate rainshowers
and thunderstorms. Metro Manila and the rest of the country will be
partly cloudy to cloudy with isolated rainshowers or thunderstorms
mostly in the afternoon or evening.

Light to moderate winds
blowing from the Northeast to North will prevail over Luzon and coming
from the Southwest to South over the rest of the country. The coastal

Umapela ang DFA sa mga OFW na inililikas sa Libya na huwag nang
tangkain pang lumipat ng ibang bansa o mag-TNT para makipagsapalaran.
Ginawa ng DFA ang apela sa harap ng ulat na may isang OFW na sumakay
ng inarkilang barko ng gobyerno para sumundo sa Libya pero ng makarating
ng Malta, Europe para sumakay ng eroplano ay hindi na nagpakita.
Patuloy ang pagberipika ng DFA sa OFW na ito.
DZMM:
409 OFWs mula sa Libya ang nakauwi na kagabi sa bansa ayon kay OWWA
Administrator Rebecca Calzado. Sa pag-uwi ng mga ito, umaabot na sa
mahigit 3,000 ang napauwing Pinoy ng pamahalaan kasunod ng pagtataas ng
alert level 4 bunsod ng kaguluhan sa Libya.

President Aquino leads commemoration of father Ninoy’s 31st death anniversary

President Benigno S. Aquino III led the commemoration of the 31st death anniversary of his father -- the late Senator Benigno “Ninoy” Aquino, Jr. -- on Thursday.

The President, together with his sisters Ballsy, Pinky, Viel and Kris, attended a mass offered for the democracy icon at the Manila Memorial Park in Parañaque City. Other family members, close relatives and friends of the Aquinos were also at the cemetery to remember Ninoy.

Presidential Security Group chaplain Monsignor Daniel Tansip, who officiated the mass, emphasized the importance of commemorating Ninoy’s death, which served as a catalyst for change during the dictatorial regime of then President Ferdinand Marcos.

Tansip said Ninoy’s memories and good deeds remain not only in the hearts of his family but also in the hearts of the people. 

“Sa pagnanais na isulong ang pagbabago tungo sa kabutihan ng ating bayan, ibinuwis ng inyong mahal na ama ang kanyang buhay, kaya naman siya ay nabibilang sa mga bayani at martir,” he said.
He said if Ninoy were alive today, he would be very proud of his son -– President Aquino -– for the reforms in government that the latter has instituted.

He then asked for prayers for President Aquino as he continues his duty to lead the country toward the straight path.
“Let us ask the Good Lord for continuous guidance, for the grace and strength, so that we may be able to continue our mission to serve and be always part of the straight path our beloved President is determined to push through,” he said.
While noting that he is just an ordinary priest, Tansip said if he had his way, he would want the President to continue serving the country.

“Kung ako lang po ang masusunod, ako’y isang ordinaryong pari lang, on this personal note: Sana hindi na matapos iyong paglilingkod ng ating mahal na Pangulo, para tuluy-tuloy pa rin ang magandang nasimulan sa pagtutuwid at pagtatama ng daan,” he said.

“I, for one, as priest, believe that right at this very moment, the late Senator, your father, and of course your mother (Corazon Aquino) as well, are very happy with the achievements of their children,” he added. 

Also present during the mass were Senate President Franklin Drilon, Defense Secretary Voltaire Gazmin, Interior and Local Government Secretary Manuel Roxas II, and Social Welfare Secretary Dinky Soliman.

Ninoy Aquino, a staunch critic of Marcos, was assassinated on August 21, 1983 at the Manila International Airport. It was the day he returned to the Philippines after years of exile in the United States. PND (jb)


Draft Bangsamoro Basic Law submitted to Office of the President

The draft Bangsamoro Basic Law (BBL) has been submitted to the Office of the President, a Malacañang official has said.

Presidential Adviser on the Peace Process Secretary Teresita ‘Ging’ Deles is scheduled to issue a statement on the matter on Friday.

“Draft BBL submitted. Let’s wait for Sec. Ging’s statement,” Deputy Presidential Spokesperson Abigail Valte told Palace reporters in a text message on Thursday, amid online reports that have surfaced regarding the development.

In a separate text message, however, Deles refused to give further details, saying, “The process is on track. Will issue update tomorrow.”

The draft BBL was supposed to have been submitted to President Benigno S. Aquino III’s office last Monday but it did not push through, due to the “need to incorporate all agreements reached into the final draft, as well as fine-tune the entire draft to ensure that all articles will be consistent with each other,” according to Deles.

Executive Secretary Paquito Ochoa, Jr. and Bangsamoro Transition Commission chairman Mohagher Iqbal, in a joint statement issued last August 15, said they “have concluded discussions on the various issues” on the draft Bangsamoro Basic Law.

Iqbal’s meeting with Ochoa came after a series of meetings between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) peace panels to resolve sticky issues on the draft BBL before it is submitted to Congress.

Deles has assured that the timeline for the submission of the draft BBL to Congress within the month of August remains “on track”.

She also stated that the “passage of the BBL remains on top of the President’s legislative agenda” and “the leadership of both Houses of Congress have indicated that they are prepared to work overtime to ensure the timely passage of the law”. PND (hdc)




 













Hinirang ng Pangulong Aquino si Prokurador Heneral Jardeleza bilang bagong Mahistrado ng Kataastaasang Hukuman


Pagkaraang maglingkod sa administrasyon nang mahigit na dalawang taon bilang Prokurador Heneral, si Francis Jardeleza ay magiging Mahistrado ng Kataastaasang Hukuman matapos na lagdaan ng Pangulong Benigno S. Aquino, III ang pagtatalaga sa kanya bilang kapalit ng nagretirong Mahistrado Roberto Abad.

“Itinalaga ng Pangulong Aquino si Prokurador Heneral Francis H. Jardeleza bilang Mahistrado ng Kataastaasang Hukuman. Ipinadala na ang kasulatan ng pagtatalaga sa kanya sa Kataas-taasang Hukuman kaninang umaga (Agosto 20),”
sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office, sa maikling kalatas na ipinadala sa mga reporter Miyerkoles.

Si Jardeleza ang napili sa mga nominado sa naturang tungkulin na sina: Mahistrado Apolinario Bruselas at Mahistrado Jose Reyes, Jr. ng Hukuman sa Paghahabol; Tagapangulong Grace Pulido-Tan ng Komisyon sa Awdit at Hukom Reynaldo Daway ng Regional Trial Court ng Lungsod ng Quezon.

Sa unang shortlist na ipinadala ng Judicial and Bar Counsel sa Kataastaasang Hukuman ay hindi kasama ang pangalan ni Jardeleza, subali’t isinama ng JBC ang pangalan ni Jardeleza at pinagbigyan naman ng Korte Suprema ang petisyon nito para sa certiorari and mandamus.

Si Jardeleza ay naglingkod bilang Prokurador Heneral mula noong Pebrero 2012 pagkatapos na maglingkod siya bilang Deputy Ombudsman para sa Luzon mula noong Hulyo 2011.

Nagtapos si Jardeleza with honors sa Kolehiyo ng Abogasya sa Pamantasan ng Pilipinas noong 1974 at pumangatlo sa pagsusulit ng mga bagong abogado ng naturang taon bago niya tinapos ang kanyang Masters of Law noong 1977 buhat
sa Harvard School of Law.

Kasapi siya ng Integrated Bar of the Philippines, Philippine Bar Association, American Bar Association at ng Inter-Pacific Bar Association. Noong 1997 ay natanggap siya sa New York State Bar at sa US Eastern and Southern Districts. PND (hdc/zaf)

Pinapanumpa ng Pangulong Benigno S. Aquino III ang 39 na bagong taas sa tungkulin na mga Heneral ng Pambansang Pulisya sa seremonyang ginanap sa Rizal Hall ng Palasyo ng Malacanang Miyerkoles.

Ang mga nataas sa ranggong Police Deputy Director General, na katumbas ng tenyente heneral sa militar, ay sina Leonardo Espina at Marcelo Garbo,
Jr."

Ang iba pang nataas ng ranggo ay sina Police Directors Ronaldo Purugganan, Francisco Uyami, Jr., Francisco Don Montenegro, Charles Calima, Jr., Benjamin Magalong, Ricardo Marquez, Jamie Morente, Rodrigo de Gracia,

Makatutulong sa Davao Oriental ang paghirang ng UNESCO sa Mount
Hamiguitan bilang ‘World Heritage Site’


Makatutulong nang malaki sa Davao Oriental
ang pagkahirang ng United Nations Educational, Scientific and Cultural
Organization (UNESCO) sa Mount Hamiguitan wildlife sanctuary bilang World
Heritage Site, sabi ni Gobernador Corazon Malanyaon ng nasabing lalawigan.

Kamakailan ay kinilala ng UNESCO na World Heritage Site sa ginanap na
Kapulungan nito sa Doha, Qatar, sabi ni Gobernador Malanyaon sa pulong
balitaan sa Malacanang matapos ang kanilang courtesy call sa Pangulong
Benigno S. Aquino III Miyerkoles ng umaga.

Ang Mount Hamiguitan ay tahanan ng may 2,000 tao at ipinagmamalaki nito ang
kanilang maliit o bonsai forest ayon sa UNESCO ay nagpapakita ng
pambihirang katutubong aquatic habitats na kinabibilangan ng mga
pambihirang bulaklak at mga uri ng hayop na ang walo ay matatagpuan lamang
sa naturang kabundukan na katulad ng katangi-tanging agila at cockatoo ng
Pilipinas, ayon sa UNESCO.

Binigyang diin ng Gobernador na ang pambihirang yamang ito ng Kalikasan ay nais
nilang ipakita sa buong daigdig upang malaman nila ang malasakit natin sa
kapaligiran.

“Ang pook na ito ay idinelaklarang World Heritage Site dahil sa pambihira
nitong katangiang nagpapakita ng biodiversity, “ pahayag ng Gobernador.

Ang pagmamalasakit sa pambihirang pook sa daigdig ay sinimulan ng UNESCO
noong 1972 sa idinaos na kumbensiyon para pangalagaan at ingatan ang World

“Dahil sa kanyang hindi matatawarang pagkamartir, si Ninoy Aquino ay
nakahanay na ngayon sa iba pang dakilang bayaning tulad ni Dr. Jose Rizal,
Jose Abad Santos at ng mga katulad ni Aquino ay mga biktima ng Martial Law
na nanindigan alang-alang sa kalayaan at karangalan,” dugtong pa ni
Lacierda.

Si Ninoy Aquino ay pinaslang noong Agosto 21,1983 pagkadating niya sa
paliparan ng Maynila pagkaraan ng ilang taong mapilitang mamalagi sa
Estados Unidos.

Tatlong taon matapos siyang mag-alay ng buhay, ang kanyang balo, si Corazon
Aquino ay buong pagkakaisang iniluklok sa tungkulin pagkaraan ng walang
dumanak na dugong 1986 People Power Revolution na nagpabagsak sa

“Si Bautista ay magkakaroon ng ranggong Pangalawang Kalihim at tuwirang magrereport

Ang security council ay binubuo ng mga Kalihim ng Kagawaran ng Interyor at

Adviser at Presidential Adviser on the Peace Process.

Ayon sa Kautusang Tagapagpaganap Blg. 43 noong 2011, ang security cluster
ay may tungkuling tiyaking napapangalagaan ang pambansang soberenya at ang
pamamayani ng batas, at nakatuon sa proteksiyon at pagsusulong ng
karapatang pantao, gayundin ang pagsusulong ng makatarungan, malawakan at

Si Bautista ang ika-54 Commanding General ng Hukbong Katihan ng Pilipinas
bago natalagang Puno ng Estado Mayor ng Sandatahang Lakas ng Pilipinas
noong Enero 20, 2013.

Tapos si Heneral Bautista sa Philippine Military Academy, Dimalupig Class
ng 1981, nagtapos ng master’s degree in Business Administration buhat sa

Eksaktong dalawang taon na ang nakalipas mula nang pumanaw
ang isang bantayog ng reporma ‘di lang para sa ating mga LGU, kundi para sa
ating buong bansa. Nagdala ng matinding lumbay ang pagkawala ni Secretary
Jesse Robredo; kasabay nito, umigting ang pagkilala ng buong sambayanan sa
kanyang mga nagawa at mga pamana niyang halimbawa.

Para sa amin naman pong mga naging kaibigan ni Jesse, naaalala namin hindi
lang ang kanyang mabuting trabaho, kundi pati na rin ang kanyang pagkatao.
Ganito ko po naaalala si Jesse: Laging nagmamadali—hindi lang sa pag-uwi sa
pamilya niya sa Naga, kundi sa paghahatid ng serbisyo sa ating mamamayan.

Halagang P599.4 million ang naging kabuuang budget para sa imprastrukturang
ito. Ang inilaan namang P145 million para sa ikaapat na bahagi ng proyekto,
nagmula po sa Disbursement Acceleration Program. Hindi lang po natin nagawang
ilaan sa mas episyenteng paraan ang pondo; dahil sa maayos na pangangasiwa ni
Kalihim Babes Singson at ng DPWH, ito po ay nakatipid pa tayo ng P33.7

Ngayon pong nakatayo na itong 360-lineal meter permanent bridge, kasama na
ang 40-lineal meter Malummin Bridge, ang 20-lineal meter Angang Bridge, at
ang 21.93 kilometrong road network component dito sa Tuao, malaki ang
naibabawas sa oras ng pagbibiyahe. Dati raw po inaabot nang apat hanggang
limang oras kung maglalakbay ka mula Tuao patungong Kabugao sa Apayao;
ngayon, humigit-kumulang dalawang oras at kalahati na lang ang biyahe kaya
makikita natin si Governor Bulut madalas. [Palakpakan] Ang biyaheng Tuao
patungong Conner, Apayao, naman, na dating dalawang oras, nabawasan nang
mahigit sa kalahating oras. Samantala, ang biyahe mula bayan ng Rizal dito sa
Cagayan papuntang Tuguegarao, isang oras at dalawampung minuto na lang po, na
inaabot dati nang dalawang oras. Magpapasigla rin sa turismo ang pagbubukas
ng mga ruta patungo sa iba’t ibang tourist destinations sa inyong lalawigan,
tulad ng Basilica Minore of Our Lady of Piat na tinatawag na Pilgrimage
Center of the North; ang Tuao Belfry, Lallayug Forest Park, at Cassily Lake.
Dahil mas babaybayin na ang mga ruta patungo sa mga lugar nito, asahan na rin
ninyo ang pagsulpot ng mga bagong negosyo.

Batid po natin ang halaga ng imprastruktura, hindi lang para mapalakas ang
lokal na ekonomiya, kundi bilang maaasahang daan kapag masama ang panahon.
Dahil sa tulay na ito, hindi na kailangang hintaying humupa ang tubig mula sa
Chico River kung maulan para makabiyahe. Ang tulay ang magsisigurong
tuloy-tuloy ang daloy ng transportasyon at kalakal, umulan man o bumagyo.

Kongkretong patunay ang proyektong ito sa makabuluhang transpormasyong dulot
ng pagtahak natin sa tuwid na daan. Kung dati, isinasantabi ang kapakanan ng
nakakarami, samantalang tumanda na sa panlalamang ang iilan; ngayon,
natutugunan ang tunay na pangangailangan ng taumbayan. Kasama na riyan ang
pagsigurong aabot lalo na sa malalayong lalawigan tulad ng Cagayan ang
kaunlarang natatamasa natin ngayon. Kaya naman, isinusulong natin ang mga

Statement of Secretary Teresita Quintos Deles on the draft Bangsamoro Basic Law



As agreed upon by the parties, the MILF submitted the
final draft of the Bangsamoro Basic Law to the Office of the Executive
Secretary yesterday evening. As further agreed upon, the latest draft has
been submitted to the President for his review. Further discussions may be
held based on the guidance of the President.






DepEd LIS, information for greater access to education



In 2011, the Department of Education initiated the
Learners’ Information System (LIS), an online facility that provides for the
registration of learners enrolled in public schools. Since its installation,
the LIS has allowed the Department to generate the total public school
enrolment based on the actual registration of learners.

The LIS is an innovative tool that the Department uses to manage information
with the aim of promoting transparency, informed decision making, and
empowerment at different levels of the organization. While being a tech-based
solution, the LIS involves an inclusive, community-driven process that
thrives because of the active engagement and participation of all teachers,
principals, planning officers and other DepEd personnel all throughout the
Philippines.

According to Secretary Br. Armin A. Luistro, FSC, “Considering the size of
the Department and the number schools under it, it is very critical for the
Agency to be equipped with the right information at the right time to be able
to make better decisions. This is essentially an online registry of learners
that is important for any educational system or institution. We need to
continually get to know our learners better so that we can respond better.”

Out of the 46,648 public schools in the country, only 140 (0.3%) schools have
failed to submit data for SY 2014-2015, which demonstrates a very high
participation and submission rate by the schools. The concerned divisions
have already been instructed to complete the remaining school information
immediately.

This system is envisioned to allow the Department to better track its
learners in both formal and non-formal instruction so that more appropriate
interventions can be formulated in the provision of quality education for all
Filipino learners. As an example, students who transfer from one school to
another can be monitored and better assisted by using data from the LIS.


The use of automation and technology has helped the Department update
information on enrollment for planning, budgeting and resource allocation
among others. Luistro added that, “What used to take ten months to collect,
consolidate and validate has now been reduced to three months. This is a
result of the use of technology and the power of our people.”

As of June 6, 2014, the Department is looking at a total of more than 20
million student enrollees for public schools.






DSWD’s feeding program boosts children’s performance in
schools



Quezon City - “The performance of the daycare pupils improved, they gained their ideal weight, their absences were minimized, while parents became active in school activities.”These are some of the positive changes observed by day
care teacher, Jeannie Querubin, since the Department of Social Welfare and Development (DSWD) started implementing the Supplementary Feeding Program (SFP) in Brgy. Lagro Day Care Center in 2011.
Querubin shared in her testimony during the Monday flag raising ceremony at DSWD Central Office that the feeding program has enhanced the awareness of parents and day care workers on proper nutrition and hygiene.
“The nutritionist gives healthy and affordable recipes and parents would cook them at home. I have observed that the children are growing healthier each day. One pupil who weighed 12 kilos reached 15 kilos in just two weeks because of the feeding program,” Querubin explained.
“Proper hygiene, such as washing hands before and after eating, and brushing teeth after meals are also being taught in school,” she added.Moreover, the Day Care Center has a vegetable garden wherein their produce is used in the feeding program.The feeding program is given to 80 day care pupils during snack time from Monday to Friday.
DSWD Secretary Corazon Juliano-Soliman said that school feeding programs are social safety nets providing educational and health benefits to vulnerable children, thereby increasing enrollment rates, reducing absenteeism, and improving food security at the household level.“DSWD wants these children to become productive in school,
that is why we want to ensure that they eat well so they can focus on learning,” expressed Sec. Soliman.
“The SFP is effective in helping people most especially the vulnerable families.The program has not only improved the health status of children but it also refocused the perspective of parents in ensuring the well-being of their children,” Querubin ended.As of July 30, 2014, some 1, 692, 843 day care pupils nationwide are benefitting from the SFP.
DSWD allocated a budget of P2.8 billion for the SFP for year 2014 and is proposing P3.3 billion for 2015 covering 2,568,811 children.






Customs seizes contraband fruits from Africa



The Bureau of Customs seized ten (10) 40-foot container vans, none (9) of which were filled with oranges and one (1) with apples that were illegally imported from South Africa as the agency continues to intensify its drive against the entry of shipments that may pose risks to public health and the local agriculture industry.


The shipments, weighing an estimated 288,000 kilograms (288 Metric Tons) of oranges, arrived at the Manila International Container Port in five separate batches from Cape Town, South Africa from June 30 to July 21, 2014. The
seized fruits are worth an estimated P3.7-Million. These were placed under Alert Order by the Bureau’s Intelligence Group on the basis of derogatory information.

The consignees of the shipments, identified as EBD Fruits Commercial; Gwearjam Imports; GWSI Fruits Commercial; Bounty Source Trading; and Tresmarios Enterprises, failed to submit the required a Sanitary and Phyto-Sanitary (SPS) Import Clearance or Permit from the Bureau of Plant Industry. Moreover, the Bureau of Plant Industry and the Department of Agriculture had earlier advised the Bureau of Customs not to release any shipment of agricultural products from Africa without prior clearance.

Importing fruits without the proper import permits from the DA is in violation of Presidential Decree No. 1433 (Promulgating the Plant Quarantine Law of 1978, thereby Revising and Consolidating Existing Plant Quarantine
Laws to Further Improve and Strengthen Service of the Bureau of Plant Industry), which states that traders who wish to import agricultural products must first secure permits from the Department of Agriculture.

The seized shipments will be subjected to forfeiture proceedings in favor of
the government.

Four other shipments of contraband oranges from South Africa have been placed under Alert Orders by the Bureau of Customs in the Port of Manila, and the Port of Davao. These shipments will be seized and consequently forfeited.
Investigations are on-going against the importers and customs brokers of the illegally imported orange shipments.

The government raised precautions against the movement of all cargo from Africa as part of precautionary measures against an outbreak of the Ebola virus. Earlier this month, the World Health Organization issued a global
alert on the deadly virus. So far though, transmittal of Ebola, which has claimed over 1,500 lives in West Africa, has been mainly through blood, 


secretions, organs, or other bodily fluids of infected animals, body fluid and stool of an infected person, objects such as contaminated needles and soiled linen used by a patient, and the body of a deceased person.






500 participants expected in National MSME Summit



At least 500 participants are expected to attend the
National MSME Summit at SMX Convention Center in Davao City on 20-21 August.

Apart from the micro, small, and medium enterprises (MSMEs), representatives
from policy and regulatory agencies, financial institutions and banks,
industry clusters and associations, academe, development agencies, and
national government agencies (NGAs) are expected to be around. Some corporate
leaders, investors, technology providers and innovators, and policy makers
are likewise anticipated to participate in the two-day event.

The gathering, which is being organized by the Department of Trade and
Industry (DTI) and National MSME Development Council, is primarily geared
towards capacitating the MSMEs further for them to continuously reap success,
with the collaborative efforts coming from all stakeholders.

DTI-11 Officer-in-Charge Ma. Belenda Q. Ambi said that as there will be
sharing of best practices from renowned successful entrepreneurs, the agency

it big in the industry where we are into. With this, we want to hear success
stories, we want to get motivation from people who have experienced the
downside of business, yet managed to hit success later on,” she said.

as the country hurdles challenges especially with the implementation of the
ASEAN Economy Community (AEC) 2015.

PNP extends validity of gun licenses



All registered firearms licenses expiring this year will
remain valid until next year.

The Philippine National Police is extending the validity of firearms licenses
due to expire in January-December 2014 to allow the PNP Firearms and
Explosives Office (FEO) to refocus more on the information technology
enhancements of the firearms registration system under the newly enacted
Republic Act 10591 or the Comprehensive Firearms and Ammunition Law of 2013.

PNP Chief, Director General Alan L Purisima approved the extension upon the
recommendation of Police Director Melito Mabilin, Director of the PNP Civil
Security Group; and Chief Superintendent Virgilio Moro Lazo, Chief of the
Firearms and Explosives Office.

Mabilin said the extension of the validity of these firearms licenses was
prompted by considerations regarding the period of publication of the revised
fees and charges for registration and licensing requirements.

He said the information technology system for firearms registration is
currently being upgraded to meet the demands of the service and the
stakeholders which is crucial to the success of the licensing requirements.

Upon recommendation of CSG-FEO, the Chief PNP also authorized local police
offices to issue Permit to Transport (PTT) firearms to holders of License to
Own and Possess Firearms (LTOPF) for ballistics and stenciling purposes as a
requirement in the registration of firearms. (PNP-PIO)






DOJ completes new Criminal Code



The Department of Justice announced today that the
Criminal Code Committee (CCC) has completed Book 2 of the new Criminal Code
on Crimes and Penalties after three years of drafting work.

On 20 April 2011, the Code Committee was established to study, assess and
consolidate a simple, updated and modern criminal law to provide clarity in
law enforcement and to improve the administration of justice. This will lead
to increased access to justice especially for the marginalized sectors.

"We responded to the call of the President to undertake a codification
project and for the first time in our history, we have a draft criminal code
developed by justice stakeholders that is reflective of our societal norms.
We shall now endorse the final product to both houses of Congress for their
consideration to realize its passage as the new Criminal Code of the
Philippines on or before 2016," said Secretary of Justice Leila M. De
Lima.


The key feature of Book 2 includes: (1) structured based on central themes
with common features; (2) rationalized penal provisions by categorizing into
three major titles, namely, Crimes against Persons, Crimes against Property
and Crimes against the State; (3) modernized archaic provisions by
integrating and consolidating several penal laws which refers to the same
criminal act; (4) delisted some outdated penal provisions; (5) inclusion of
trans-border crimes; and (6) penal provisions are generally conduct-based.

"We thank the Secretary for her support and to all the member agencies
and offices of the Committee that contributed and participated in this body
of collaborative work," said Assistant Secretary Geronimo L. Sy, head of
the Criminal Code Committee.

2006, DOLE works to protect seafarers' rights



 One year since it entered into force on 20 August
2013, the International Labor Organization’s Maritime Labour Convention, 2006
has begun to provide comprehensive welfare and protection at work for
Filipino seafarers.



And to realize the rights of seafarers under the Convention, the DOLE, being
the competent authority to implement its provisions, has issued appropriate
policies that actualize the MLC, 2006.



Labor and Employment Secretary Rosalinda Dimapilis-Baldoz explained this
yesterday as she greeted all Filipino overseas and domestic seafarers,
partners, and other maritime stakeholders on the occasion of the first-year
anniversary celebration of the MLC, 2006's entry into force.



To date, 61 ILO member-states, including the Philippines, representing more
than 80 percent of the world’s global shipping tonnage, have ratified the
MLC, 2006.



“It took the global maritime community seven years to formulate the MLC,
2006. Now, we are beginning to enforce its provisions to provide our
seafarers decent work," she said.



Last April in Geneva, Switzerland, some 400 participants, at the first
meeting of the Special Tripartite Committee established under MLC 2006,
adopted new amendments to the MLC, 2006.



In an update, Baldoz recalled the policy issuances that the DOLE under her
leadership have fashioned out to carry out the Convention, such as:



(1) D.O. No. 129, or the Rules and Regulations Governing the Employment and
Working Conditions of Seafarers Onboard Ships Engaged in Domestic Shipping
(Issued on 7 June 2013 and which took effect on 3 July 2013). This order
covers 8,981 Philippine registered ships engaged in domestic shipping, except
warships, naval auxiliaries, government ships, and fishing vessels.



(2) D.O. 130, or the Rules and Regulations on the Employment of Filipino
Seafarers Onboard Philippine Registered Ships Engaged in International
Voyage. (Issued on 7 June 2013 and took effect on 3 July 2013). This order
covers 125 Philippine-registered ships with 500 gross tonnage and above
engaged in international voyage, but excluded warships, naval auxiliaries,
government ships not engaged in commercial operation, and ships of
traditional build, such as pump boats and fishing vessels.



(3) D.O. No. 130-A, or the Guidelines on the Authorization of Recognized
Organizations to Conduct Inspection and Certification of Philippine-Registered
Ships Engaged in International Voyages, which was issued on 5 July 2013 and
took effect on 19 July 2013. In accordance with D.O. No. 130-A, the DOLE has
accredited eight recognized organizations/classification societies that
performs inspection and certification functions of Philippine-registered
ships engaged in international voyages, and issue the Maritime Labor
Certificate on behalf of the Secretary of Labor and Employment.



"As of date, of the 138 Philippine-registered ships which have been
issued the DMLC Part I, 96 PRS have been issued the Maritime Labor
Certificate," said Baldoz. "We have issued the necessary compliance
forms pursuant to the three orders," she stated.



According to Baldoz, the DOLE has also issued Labor Advisory No. 02-2013 on 8
June 2013 detailing the Requirements for Compliance with MLC, 2006, and Labor
Advisory No. 04-2013 outlining the Requirements on Medical Certificates,
Certificates on Catering Services, and Certificate of Inspection of Crew
Accommodation on 13 August 2013.



Last February, the DOLE signed a Memorandum of Agreement with the Department
of Transportation and Communications to harmonize all government
interventions at operational, program, and policy levels at the Maritime
Industry Authority, Philippine Coast Guard, and other government agencies
having jurisdiction and supervision with respect to compliance with the MLC,
2006 provisions.



"We have done this given the unique characteristic of the Philippines as
a flag State, a port State, and a labor-supplying State under the Convention.
This agreement details the responsibilities of each agency in the
implementation, and provides for the establishment of a DOLE-DOTC
Coordinating Mechanism at the national and regional levels to effectively
implement the MLC, 2006," Baldoz explained.



The labor and employment chief also said the DOLE has conducted several
training to strengthen the capacity of implementers. For 2014, she said the
DOLE has targeted 783 Philippine-registered ships with gross tonnage of 500
GRT and above and engaged in domestic shipping.



"With these developments, we are on track in the implementation of the
MLC, 2006, the vital instrument which affords protection to approximately
368,158 overseas Filipino seafarers and the estimated 60,000 seafarers plying
domestic waters," Baldoz said.



"The Philippines is the largest source--comprising 30 percent--of the
world's more than 1.2 million seafarers. Therefore, our compliance with the
MLC, 2006 will demonstrate to the world community our resolve to promote and
enhance the welfare and to protect our seafarers," Baldoz noted.






June infra spending spiked by 62.7% Y-O-Y


Consistent with the Aquino administration’s goal of
pouring more investments into economy-driving sectors, the Department of
Budget and Management (DBM) today reported that year-on-year infrastructure
spending soared by 62.7 percent to P24.4 billion in June alone, bringing
total government disbursements to P987.7 billion in the first six months of
2014.


According to the DBM, total government disbursements as of end-June
registered a P97.0-billion or 10.9-percent increase over the P890.8 billion
recorded in 2013. Quicker disbursements in June helped drive spending for the
first semester, as expenditures for the month rose by 44.1 percent
year-on-year.


“Spending in June certainly sped up, with major implementing agencies picking
up the slack and rolling out their projects. The Administration continues to
devote more investments toward infrastructure to help drive our growth
momentum. At the same time, these infrastructure projects actually open up
job opportunities, helping us bring immediate- and long-term benefits to
communities around the country,” Budget and Management Secretary Florencio
“Butch” Abad said.


The DBM reported that the year-on-year spike in infrastructure disbursements
in June was due largely to the release of P4.9 billion for the Aircraft Acquisition
Project under the Revised AFP Modernization Program under the Armed Forces of
the Philippines (AFP). Key infrastructure projects under the Department of
Public Works and Highways (DPWH) also contributed to the higher level of
spending for the month.


Abad also noted that subsidies to government-owned or –controlled
corporations (GOCCs) helped spur the upsurge in June disbursements, as these
subsidies went up by nearly six-fold to reach P46.3 billion for the month, as
opposed to the P7 billion tracked in June 2013.


The leap in GOCC subsidies was due mostly to disbursements made for various
socio-economic development services under GOCCs, including the premium
subsidies of indigent families under the National Health Insurance Program,
the resettlement of informal settler families from high-risk areas, and
nationwide electrification projects under the National Electrification
Administration.


“This year’s budget continues to respond to the country’s development
requirements, even as we’re in the middle of presenting the next year’s
proposed budget to Congress. Now that we’re in the second semester of the
year, it’s even more important to make sure that disbursements proceed at a
faster rate. We plan to work more closely with implementing agencies to ensure
that they make the most of the funds released to them, and that the programs
and projects supported by their respective budgets are duly implemented,”
Abad said.

in June 2014:
Disbursements for Personnel Services rose
by P3.8 billion or 8.5 percent year-on-year, due largely to fund releases for
the retirement incentives of rationalized personnel under the Department of
Agrarian Reform and the Department of Environment and Natural Resources.
Meanwhile, Maintenance and Other Operating Expenditures posted a 20.2-percent increase against levels recorded in
June 2013, on account of higher operational cost requirements for the
implementation of various programs. These include the Pantawid Pamilya
Pilipino Program of the Department of Social Welfare and Development and
post-Yolanda aid.






CSC announces choral fest semi-finalists



The Civil Service Commission (CSC) announced the
semi-finalists to the 2014 Government Choral Competition.


Dasmariñas City Teachers Chorale, Ilocos Norte High School Chamber Singers,
and Pangasinan Provincial Chorale for Luzon; Calbayog City Chorale for
Visayas; Bayugan City Division Choir for Mindanao; City Government of Makati
Employees Chorale, PAGCOR Voice Symphony, and PAG-IBIG Fund Chorale for Metro
Manila.

Semi-finalists will perform at the grand finals to be held at the Cultural
Center of the Philippines (CCP) Tanghalang Nicanor Abelardo on September 30.

Grand prize winners will receive PHP150,000 cash prize and plaque. First,
second, and third runners-up will receive plaques and PHP100,000, PHP70,000,
and PHP50,000, respectively.

Special awards await the best conductor and best arrangement of competition
song. Best Regional Entry will receive a plaque, while non-winning finalists
will each receive PHP20,000 and certificate.

Organized by CSC in partnership with the Philippine Choral Directors
Association (PCDA), the Government Choral Competition is one of the events
lined up for the 114th Philippine Civil Service Anniversary on September,
with the theme “Tapat na Serbisyo Alay Ko Dahil Lingkod Bayani Ako.”

DOF Chief Economist USec. Gil Beltran on Standard Charter Report on ambitious PH growth target


The Standard Chartered (SC) Report cited the lowering of the inflation target to 2-4% inflation rate in 2015 as a constraint on Philippine growth. Lower inflation will entail BSP’s tightening liquidity and raising interest rates thus, dampening investment.“The SC researcher should have looked at recent data to find out the strong negative correlation between GDP growth and inflation. In 2012 and 2013 when GDP growth reached 6.8% and 7.2% respectively,
inflation (using GDP price deflator) dropped to 1.9%.  In theory, when growth rises, the supply of goods available in the market also rises. This dampens price levels and in turn, reduces interest rates.  This is the reason why the lowering of the inflation target should not be seen as negative factor for growth. 


The BSP’s moving from a regime of negative real interest rates to positive real interest rates is more sustainable in the long run; it avoids bubbles and maintains the growth of savings.“The slowdown of growth to 5.7% in Q1 of 2014 is just a
short-term phenomenon and should not be seen as a trend.  For instance, the manufacturing sector returned to double-digit growth level of 13.0% in the first quarter based on MISSI survey. Also, robust investment growth continued to be sustained. In economic zones, investment is 27% up in the first half of 2014 and FDI net flows is up 34.5% growth from January to May 2014.
“Likewise, slow government expenditures in the first quarter may be reversed in the next few months as the disbursement rate is one of the eligibility requirements of the performance-based bonus (PBB). When government departments were reminded that disbursement rates below 90% will automatically disqualify them from PBB, government expenditures quickly rebounded by a hefty 44% in June 2014.
“The medium-term growth prospects of the economy are sound. The Philippine economy has the capacity to grow faster than the 7.2% attained last year with or without the boost from election spending. The reasons are as follows:

1. The Philippines ‘gross national savings exceeds its  gross domestic investment by between 3-6% of GDP depending upon the estimation approach used.In the last ten years, surplus savings averaged 3.3% using the current account balance in the BOP as basis. In the first quarter of 2014, it was set at 3.1% of GDP.
Using the national income accounts approach, the average excess saving for the last decade is 3.8% of GDP. Last year, it was 5.2% of GDP. 

“This implies that the Philippines has excess resources to spend to push the economic growth higher. If these savings surpluses were invested in productive activities, the economy would grow by the amount of new investments plus the real rate of return on investment.

“During the last two years, growth in fixed capital
investment has been very robust, rising 10.8% in 2012, 11.9% in 2013 and
11.2% in Q1 of 2014. Growth in GDP can thus potentially grow at double-digit

through planned increases in NG infrastructure investment from 3.1% in 2013
reaching to 5% of GDP in 2016.  Regression analysis shows that NG
infrastructure investment has a real GDP growth elasticity of 1.96 that

“If these trends continue and plans are implemented as

Roxas: Talipao,Sulu Barangays Benefits from DILG-ARMM Water Programs


Interior and Local Government Sec. Mar Roxas today praised the successful
usage and implementation by the DILG-ARMM (Autonomous Region in Muslim
Mindanao) of the funds it received from the Transition Investment Support
Program (TISP) of the national government.

Roxas explained that the DILG-ARMM used the 100 million peso fund for the
water program or level II water project for the remote areas under the
jurisdiction of the autonomous region, particularly for Barangay Tuyang in
the Municipality of Talipao, Sulu and eight other nearby barangays.

Roxas thanked all the parties who contributed to the success of the project
and cited the DILG-ARMM and the local government of the Region, who with
their united efforts were able to beat the deadline for the water supply
project.

“It is very important that we are all united and using the money judiciously
for the benefit of our countrymen,” said Roxas.

The potable water system in Barangay Tampakan will be the primary source of
water that would supply the Barangays of Kandaga, Liban, Samok, Bandang
Kintaan, Tuyang and the Poblacion of Talipao.

“Clean water is very important to us especially during the time of Ramadhan
last June. On such occasions, we drink water only for a limited time, so it
is important that our water intake should be sufficient and clean, “explained
resident Nina Kalam, Secretary of a local civic organization in ARMM.

Roxas said Barangay Tampakan is the source of water for Barangays Kandaga,
Liban, Samok, Bandang Kintaan, Tuyang and Talipao Poblacion.

Because of this, ARMM Gov. Mujiv S. Hataman sends his people’s invitation to
President Aquino to officially grace the opening of the water supply program
of their province.

He said his people desires the President’s presence so they could personally
express their gratitude for this government program under the TISP.


“I hope he would come. During the informal opening of the project my people
were already visibly very happy. If he comes, he would see the joy and
gratitude of everyone for this project,” explained Hataman.

Nuraela Ugah, an official of an ARMM Barangay, proudly said that even before
the holding of an ARMM Cabinet meeting set by Gov. Hataman for the purpose of
taking up the water supply project, the construction of the main water tank
was already done.

“Im happy to say that Gov. Hataman was still calling for a Cabinet meeting
for the purpose of discussing and immediately implementing this water system
and here we are - we have already finished contruction of the water tank,”
she said.


Roxas assured that our Mindanao countrymen’s dire request for potable water
has already reached his ears.

“We were already informed by the people’s organization of Barangay Ibutigen
in Sultan Kudarat and their neighboring barangays that they too, would like
to have clean drinking water,” stated Roxas.

The DILG-ARMM is already studying and taking into consideration these
requests for their next programs to be implemented in the Region according to
the Secretary.

“We will not let them down and soon the people of Sultan Kudarat will no
longer be getting their drinking water from deep-wells that are known to
harbor high strains of E. Coli bacteria.” Added Roxas.






DOE, private sector to boost power capacities in the Visayas


(Taguig City) To increase the development of industries in
the Visayas region, the Department of Energy (DOE) welcomed the announcement
of Global Business Power Corporation’s (GBPC) Toledo Power Company’s (TPC) 1A
Expansion Project synchronization to the grid in Toledo City, Cebu last
August 17, 2014.

Visayas Field Office (VFO) Director Antonio E. Labios noted that the 82MW power
project, made an earlier synchronization due to the efficient execution of
the preliminary workings in the plant. The synchronization was originally
dated on October 2014.

“The new power capacity addition of GBPC will provide a signal to investors
for future investment directions as more opportunities await for them because
the government, in partnership with the private sector, is continuously
paving the way towards a better investment environment” said Director Labios.

The additional capacity will directly benefit industrial power consumers in
Cebu, specifically in the southern portion of the province and the rest of
the Visayas.

Last July, during the Visayas Energy Forum, Undersecretary Loreta G. Ayson
emphasized the importance of energy in addressing the regional economy, which
in turn supports the population, and area based development.






DAR- Surigao Sur trains Agrarian Coops On Basic Accounting



The Department of Agrarian Reform (DAR) is currently
training Surigao del Sur’s agrarian reform cooperatives on Basic Accounting
for Non-Accountants to arm the cooperative officers and its members
sufficient knowledge in preparing financial statement and other transactions.

DAR Information Officer Myra Yu said the week-long training, which began on
August 18th and will be concluded on the 23rd this year, aims to enhance the
capabilities of the 22 cooperatives in handling their businesses.

The training is divided into two (2) batches which is held separately in
Tandag City and the municipality of Barobo. The participants are the
Treasurers, Bookkeepers and Audit Inventory Committee of the cooperatives.
Speakers are from VICTO National Cooperative Federation and Development
Center in Cebu City.

The training is also one of the requirements during the conduct of Agrarian
Reform Community (ARC) Level of Development Assessment (ALDA) in evaluating
the maturity and stability of the cooperatives. ALDA is conducted annually to
determine the outcome of the key interventions provided by the department.

Provincial Agrarian Reform Program Officer Benjamin Mataksil believes that
this training will improve the literacy of the cooperative members in
handling their financial operations.

“This endeavor is part of the various support services in empowering the
agrarian reform beneficiaries under the Comprehensive Agrarian Reform Program
(CARP),” Mataksil said.






TESDA, PCCI new tie-up seen to boost tech-voc training



To help ease the country's unemployment woes, the
Technical Education and Skills Development Authority (TESDA) and the
Philippine Chamber of Commerce and Industry (PCCI) have sealed an
understanding for the training of potential workers.

The Memorandum of Understanding signed on August 19, and effective for two years,
will promote and expand the reach of technical-vocational training among
business chambers, industry and trade associations and individual
enterprises.

Called the PCCI-TESDA Tech-Voc Project (PTTP), it will also encourage
individual enterprises to make available training spaces in their respective
establishments to the trainees.

The parties in the deal also pledged to cooperate by sharing their training
facilities, trainers, assessors and training materials.

"With greater industry participation, through the PCCI, in honing the
skills of the trainees, the result is a pool of talent armed with the
qualifications that the companies need," TESDA Director General Joel
Villanueva said.

"This is public-private partnership at its best," he added.

For his part, PCCI president Alfredo Yao said: “Companies will provide
students with work-based experiences as they develop the specific skills that
match what prospective employers want."

“Our schools will then graduate students who possess both the academic skills
and technical skills that our industries deem relevant," Yao further
said.

TESDA and PCCI will formulate specific action plans to implement the PTTP,
which will also be reviewed periodically by both parties.

The PCCI is the largest industry association in the country having local
chambers in many provinces.

TESDA and PCCI have partnered in the past to bolster the dual training and
apprenticeship system, which gives trainees hands-on experience in the
workplace.

Linkages between TESDA and the industries are being institutionalized to
ensure that the skills produced by the education system are attuned to the
needs of the industry. In turn, this leads to higher employment rate of the
graduates and increase in the productivity of companies.

The Memorandum of Understanding for the PTTP was signed by Villlanueva and
Yao in a ceremony in Taguig City.
