Eastern Visayas, CARAGA and Davao Region will experience cloudy skies with light to moderate rainshowers and thunderstorm. Cagayan Valley and Cordillera will have cloudy skies with light rains. Metro Manila and the rest of Luzon will be partly cloudy to at times cloudy with isolated light rains. The rest of Visayas and Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
Moderate to strong winds blowing from the northeast will prevail over the whole archipelago with moderate to rough seas.

-Ang binabantayan po na LPA ay posibleng pumasok sa PAR sa Huwebes at Eastern Visayas ang posibleng ulanin.
-Nasa mahigit 1,000 kilometro pa ang layo ng binabantayang LPA mula sa PAR.
-Sakaling lumakas ito at maging bagyo ay tatawagin itong "Amang."
-Tatlong scenario po ang nakikita namin: Una, tatamaan nito ang Visayas at Mindanao; Pangalawa, pwedeng mag-recurve ito; Pangatlo, pwede ring mag-dissipate dahil sa paglakas ng Amihan.

1. Purefoods-Hormel to invest P8 billion in Cavite

GENERAL
TRIAS, Cavite, Jan 12 (PIA) – Mayor Antonio A. Ferrer announced that
Purefoods-Hormel Company, Inc. plans to expand their facilities in Barangay San
Francisco by investing P8 billion this year.
The
Purefoods-Hormel Company, Inc. ("Purefoods-Hormel") is the largest
producer and marketer of processed meats in the Philippines. San Miguel
Corporation purchased Purefoods Corporation including The Purefoods-Hormel Co.,
Inc. At present, San Miguel Purefoods Corporation owns 60 percent of the joint
venture and Hormel owns the remaining 40 percent.
The company
said the investment would cost P8 billion and once completed would create 3,000
new jobs and will benefit the province especially the town of General Trias. At
present, the company employs 380 permanent and part–time employees.
Mayor
Ferrer said, the local government welcomes the expansion and it only shows that
the municipality is capable of supporting industries to remain competitive and
continue to expand their business.
Ferrer
added the plan expansion of Purefoods –Hormel is in line with the thrust of the
local government to promote and advance the industrialization and urban

2. PIA-DENR conducts student forum on climate Change

CITY, Cavite, Jan. 9 (PIA) More than 500 fourth year students from General
Emilio Aguinaldo National High School participated last Thursday, January 8 on
the Climate Change Forum organized by the Philippine Information Agency and the
Department of Environment and Natural Resources.
Held at
the school covered court, the activity is part of the DENR-PIA national
campaign to effectively communicate climate change adaptation and mitigation
measures to the especially the students in the province to participate in the
said campaign.
With the
theme “Nagbabago na ang Panahon, Panahon na para Magbago,” PIA Region IV-A
Officer-in-Charge Carlo Gonzaga explained to the students the DENR-PIA Climate
Change Advocacy Campaign wherein, adaptation and mitigation measures are important
to lessen the effects of global warming. Gonzaga urged the students to do their
share in the climate change campaign like cleaning their campus of trashes and
protect the environment.
On the
other hand, Ms. Judaline Fabro, Information Officer of the Provincial
Environment and Natural Resources Office (PENRO) discussed Climate Change and
its effects not only in the Philippines but in other countries as well. Fabro
rallied the students to actively join in various tree planting activities and
other clean-up drive campaign initiated by various NGOs and government offices.
These activities, Fabro stressed will strengthen the adaption and mitigation
measures to fight climate changed.
Likewise,
an open forum followed. Students inquired on how they can contribute to the
advocacy campaign on climate change through social media networking. For this,
Mr. Gonzaga said the students can view the FB community Kaligkasan and I
am a Climate Change Resilient Youth to participate in the discussions, get updates,
know the activities in the different regions on climate change.
At the
end of the forum, students pledged their commitment to the environment and sign

3. Tagaytay regulates construction of townhouses,
residential apartments

MARTIRES CITY, Cavite, January 10 (PIA) – The Tagaytay City Council unanimously
approved an ordinance regulating the construction of townhouses and residential
apartments within the city limit.
City
Ordinance No. 2014-082, "An Ordinance Regulating the Construction of
Townhouses and Residential Apartments within the City," sponsored by
Councilor Esteban M. Mendoza and approved by Mayor Agnes D. Tolentino, focused
on small pieces of lot where owner/s maximize all the portions, thus, resulting
to poor development landscape, urban sprawl and environmental pollution.
In
approving the ordinance, the city council likewise set additional guidelines
and restriction that cluster housing units or row-apartments shall not exceed
five units per cluster, percentage land occupancy (PLO) of 50 percent and
building height of eight meters from the natural grade line and geometric
center of the building shall be strictly observed.
Also,
allocation of parking space (1:1 ratio) is needed and the development and
construction is not allowed on area where accessibility is only a right-of-way.
Minimum floor areas for the construction are 45 square meters per unit for
single storey building and 79 square meters for two-storey building shall be
strictly observed.
On the
other hand, the city planning and development office shall be held responsible
in the power/evaluation/assessment and implementation of the provisions of the
said ordinance.
Also, the
barangay officials are also held responsible in closely monitoring the
construction activities within their area of jurisdiction; and they shall see
to it that no construction will commence (not even after the pahintulot sa
barangay has been issued) without a valid and/or approved locational clearance

sa panahon ng kalamidad at sakuna, binigyang pagkilala si Fire Marshall
Col. Rommel Tradio bilang Best Senior Fire Officer sa ika-41 na Fire Service
Recognition Day na isinagawa kamakailan.
Nakamit
ni Tradio ang naturang parangal bunga ng mahusay nitong pamamalakad at
pagpapatupad ng mga programa at serbisyo ng Bureau of Fire Protection (BFP) ng
lungsod na ito.
Lubos
naman ang pasasalamat ni Tradio sa naturang pagkilala gayundin sa pamahalaang
lungsod sa patuloy nitong suporta sa ahensiya upang maisakatuparan ang mga
programa at serbisyo nito.
Magugunita
na sa lungsod lamang na ito mayroong Training Center at kumpletong
serbisyong ipinagkakaloob ang naturang ahensya tulad ng firefighting services,
emergency medical services at rescue services.
Tanging
sa lungsod din lamang na ito mayroong Junior Fire Marshall Program kung saan
maraming kabataan ang namumulat sa kahalagahan ng fire prevention.
Nagpaabot
din si Tradio ng pasasalamat sa Public-Private Partnership program na higit
umanong nakatulong sa kanilang mga operasyon.
Sa
katunayan, sa ilalim ng nasabing programa ay nakatakdang magbigay ang Pilipinas
Shell Petroleum Corporation (PSPC) ng isang ambulansya sa Ambulong sub
station.
Nakatakda
namang magsagawa ng isang pagsasanay ang ahensiya sa susunod na buwan bilang

NG BATANGAS, Enero 8 (PIA) --Naging makabuluhan ang pagbubukas ng taon para sa
pamunuan ng Batangas PNP at Pamahalaang Panlalawigan ng Batangas para sa
kanilang peace and order program.
Pinangunahan
ni Police Senior Supt. Omega Jireh Fidel ang tradisyunal na kortesiya na
pagbisista ng 55 ranking officers ng Batangas PNP Command na
binubuo ng Provincial and Directorial Staff at ng Chief of Police
ng 31 munisipyo at 3 Lungsod ng lalawigan sa tanggapan ni Governor Vilma
Santos Recto noong ika-5 ng Enero 2015.
Isa-isang
tinanggap ng Governor Vi ang mga police officer sa pamamagitan ng isang
snap salute na agad na sinundan ng pormal na pagpupulong na sinumulan
ng security briefing mula kay PNP Provincial Director Jireh
Fidel na kinapapalooban ng peace and order plan at security operations ng
Batangas PNP para sa taong 2015.
Nagkaroon
din ng pagkakataon magpasalamat ang Batangas PNP sa mga suporta na ipinagkaloob
ng Provincial Government para sa pagpapalakas ng kakayahan at kapabilidad ng
kapulisan sa lalawigan.
Ito ay
kinapapalooban ng iba’t-ibang proyekto at kagamitan tulad ng
Transportation , IT and Communication equipment, Fire Arms and Ammunitions,
force protection equipment at capability training para sa mga police special
forces tulad ng S.W.A.T. Teams.
Bilang
tugon, hiniling ni Governor Vi sa buong pamunuan ang pagpapanatili ng
integridad at malinis na imahe ng Batangas PNP sa mata ng mga Batangueno.
Ayon sa
goberandor, ang malakas na ugnayan ng sibilyan na populasyon at pag
tutulungan ng mga local na pamahalaan at ng PNP ang daan upang mapanatili ang
masiglang ekonomiya ng lalawigan dahil umano sa magandang peace and order
situation sa lalawigan.
At para
sa taong ito, nakahanay na tanggapin ng Batangas PNP Command ang 4 na mobile
patrol cars, 12 force protection vest at 12 uniforms para sa Batangas PNP

Ang dating isang oras na biyahe mula Poblacion ng Romblon hanggang Brgy. Sablayan, mahahati na lang sa 30 minuto. Dagdag na benepisyo din ang hatid nito para sa mga mangingisdang maibibiyahe ang kanilang produkto nang mas sariwa sa pamilihan. Isipin na lang ninyo ang kalbaryo ng ating mangingisda kung bako-bako ang kalsada. Baka ang huli nilang mga sariwang isda, wala pa sa kalahati ng biyahe, bilasa na. Di po malayong mangyari na baka pagdating ng palengke, ang dapat na ibebentang sariwang isda, e pampatis na lang po. Kaya maganda ho na nandiyan si Babes Singson na tinatapos ang lahat ng atin pong mga kalsada at tulay. Sa pagkakaroon naman ng maayos na kalsada po patungong merkado, nasasagad ng ating mangingisda ang presyo ng kanilang huli. May bonus pang good news sa kalsadang ito: Ang inaprubahang budget para dito: P61.89 million. Pero dahil sa maayos at tapat na proseso ng bidding, ang tinatayang magagastos lang natin ay nasa P56.63 million. Sulit na ang benepisyo, nakatipid pa tayo–puwedeng idagdag sa proyektong kulang pa na nabanggit ni Manong Budoy kanina. Ang target naman ng ating DPWH, pagdating ng Marso, ay mapapakinabangan na ito ng mga Romblomanon. Bukod sa proyektong ito, tinatapos na rin natin ang pagsasaayos ng Sibuyan Circumferential Road na plano nating kumpletuhin sa Mayo. Pinapaunlad na rin natin ang ilang bahagi ng San Jose Circumferential Road, at ang kalsada patungong Sta. Fe-Guinbirayan Provincial Road upang mas mapabilis ang pagpunta sa mga beach ng San Jose Island. Kanina po’y nabanggit sa akin ni Babes Singson, kalapit-lapit na raw po yata nitong San Jose at Santa Fe sa Boracay. ‘Yong Bohol ho ay susunod na Boracay, baka tayo sa Panglao–tapos ng Panglao ay baka naman itong sa San Jose at Santa Fe, at sa 2016 ho, siguro dahil marami na tayong infrastructure projects na ginagawa tungo sa tourism; baka isa na ho akong turista doon sa 2016. Mga July 5 ho siguro. Malapit na rin pong matapos ang pagsasakongkreto natin sa bahagi ng Romblon-Cogon-Sablayan Road. Tinitiyak po natin ang mataas na kalidad ng mga proyektong ating ipinapagawa. Hindi natin hahayaang madali lang itong masisira ng sakuna. Kaugnay nito, kahanga-hanga po ang naitalang zero-casualty dito sa Romblon sa kabila ng paghagupit ng nagdaang mga bagyo, kabilang na ang Yolanda at Ruby. At ulit, pinupuri natin ang inyong mga namumuno dito sa pamumuno ni Manong Lolong Firmalo at si Manong Budoy Madrona, at lahat ng mga kasamahan natin sa local government. Sinasalamin lang ng magandang balitang ito ang pagkakaisa at maayos na ugnayan ng pamahalaan at mamamayan sa panahon ng mga kalamidad. Talaga namang saludo tayo sa pangunguna dito nga ng mga subok nang pinuno, nabanggit na nga po natin, si Governor Lolong Firmalo at Congressman Budoy Madrona. Ang mga proyektong ating nabanggit ay bahagi lamang ng malawakan nating estratehiya na paunlarin ang sektor ng imprastraktura. Ang dati pong P175.4 billion na pondong inilaan ng inyong gobyerno sa imprastraktura noong 2011, higit pa sa doble ang inilaki noong 2014, nang magbuhos tayo ng P442.3 billion para sa mga proyektong ito. Mas umangat pa ito ngayong 2015, kung saan ang budget para sa imprastraktura sa buong bansa ay umabot na sa P562.3 billion. Sa pamumuno nga po ni Secretary Babes Singson, epektibong naipapatupad ang reporma sa DPWH. Ang perang galing sa taumbayan, napupunta sa taumbayan, at hindi sa bulsa ng iilang mapanlamang. Dahil sa tapat na proseso ng bidding at maayos na implementasyon ng mga proyekto, ang savings ng DPWH mula Hulyo 2010 hanggang Oktubre 2014, umabot na sa halos P39 billion. Tunay pong sa paglaban sa katiwalian, at pagpapatupad ng reporma, nabibigyan tayo ng kakayahan na itaguyod ang malawakang transpormasyon sa iba’t ibang sektor. Kanina po, inilunsad natin ang marker ng pinaunlad na Romblon Provincial Hospital na ngayo’y naglilingkod na sa 17 munisipyo at 350,000 katao. Nagtayo tayo rito ng mga bagong gusali, at nagdagdag ng mga modernong kagamitan para sa mas malawak at mas epektibong serbisyong medikal. Bahagi po ang pagpapaunlad ng ospital na ito ng Health Facilities Enhancement Program ng Department of Health. Mula po 2010, ang ipinagkaloob nating pondo dito: halos P264 million na. Alam po n’yo kanina, nabanggit ni Governor Firmalo, meron na raw ho kayong dating apat na doktor. Alam ko po itong Romblon, tatlong islang malaki eh. So, parang meron pala tayong halos tig-isang doktor kada isla na magtatrabaho ng 365 [days] 24/7. Bawal magkasakit; bawal magpahinga; bawal na ring kumain para maasikaso. ‘Yong 25 ho ay medyo malaki-laki nang tulong, pero isipin po ninyo, sa apat taon–kalahati ng panunungkulan natin–napagtulungan nating madala at makumbinsi ang 25 na iyan. So, nabawasan naman ho siguro ang pagtitiis ng ating mga boss na dapat naman talagang iyan ang pakay natin: bawasan nang bawasan ang pagtitiis. Siyempre nariyan din ang ating Sitio Electrification program. Sa inisyatibang ito, libo-libong sitio sa iba’t ibang panig ng bansa ang ating binibigyang-liwanag. Halimbawa po, balita sa atin, dito sa Romblon: Sa target nating 454 na sitio, nasa 315 na ang ating napailawan. Makakaasa po kayo: makukumpleto nating bigyan ng kuryente ang nalalabing mga sitio sa lalong madaling panahon. Tuloy-tuloy din naman po ang pagpapaunlad natin ng Tablas Airport sa Alcantara, pati na rin ng mga pantalan sa Magdiwang, San Fernando, Sta. Fe, at Alcantara po muli. Sa agrikultura naman po, nakumpleto na natin ang pagkumpuni at rehabilitasyon ng irigasyon sa San Fernando noong 2013, at sa Looc noong nakaraang taon. Panatag po ang loob nating magbuhos ng pondo para sa imprastruktura dahil alam nating bukal ito ng paglago ng ekonomiya. Kapag mas maayos ang kalsada, mas mabilis ang takbo ng mga produkto at serbisyo patungo sa merkado; mas lalago ang negosyo, na siya namang lumilikha ng trabaho, at nagbubukal ng malawakang kaunlaran. Isa pang sektor na bukal ng pagkakataon dito sa Romblon ang turismo. Kaya bukod sa pagsasaayos ng imprastruktura, naglalatag tayo ng mga programa upang lalong maengganyo ang mga turista. Kabilang dito ang pagsasagawa ng Capacity Building Programs para sa ating tourism officers and frontliners, pagsasaayos ng mga tourism park, at mga proyektong lalong nag-aangat sa kagandahan ng inyong probinsiya. Ipagdidiin ko lang po, sa turismo, hindi ho tayo kailangang aral na aral para makihalo. Sabi nga ho, bawat isang turistang dumating sa ating bansa, isang trabaho ang nalilikha. So, ang habol po natin, talagang gawing kaaya-ayang pumunta dito ang mga turista nang lalong mapamadali ang pagkakaroon ng trabaho ng ating mga kababayang kulang pa sa trabaho sa ngayon. Malinaw po: Sa bawat ipinapatupad nating proyekto, isinasaalang-alang natin ang kapakanan ng mas nakakarami. Estratehikong pagkilos ito ng gobyerno upang ihatid ang benepisyo sa mas nangangailangan, at mabigyan sila ng kakayahang makiambag sa kaunlaran. Mahalaga po dito ang maayos na ugnayan ng lokal at pambansang gobyerno. Sa paraang ito, natutukoy natin ang mga tunay na problema sa lalawigan, at nakakapagbigay ng wastong solusyon. Alam po ninyo, nagkasabay kami sa Kongreso noon nina Governor Lolong at Congressman Budoy– pero siyempre po, nauna sila sa akin nang bahagya. May mga pagkakataon man pong nagkakaiba kami ng pananaw sa ilang mga isyu, may kaniya-kaniya man kaming adbokasiya, tanggap po natin ito dahil bahagi lamang iyon ng ating demokrasya. Sa kabila nito, ni minsan, hindi po kami nag-away. Kaya’t tiwalang-tiwala tayo sa mahusay nilang paglilingkod sa kapakanan ng mga Romblomanon. Meron ho kasi lalo na ngayon, hindi pa ho tayo naupo sa puwesto, inaaway na po ako. ‘Pag hindi ako nagsalita, sila na ang nagsasalita para sa akin, tapos babatikusin nila ‘yung sinabi nilang dapat sinabi ko raw. Pero, dito ho sa mga pinuno natin dito, ulitin ko lang po, never kaming nag-away. Puwede kaming nagtalo ukol sa mga isyung mga tinalakay, pero hindi ho kami nag-away; ni minsan, hindi ho kami nagpersonalan. Siyempre, meron din tayong mga kasama sa serbisyo na hindi man politiko, e talagang ginagawa na ang makakaya para sa Romblon. Gaya ng nabanggit ko, unang pagbisita ko po dito. Ang alam ko tungkol sa Romblon ay base lamang sa mga nakakahalubilo kong Romblomanon. Nariyan nga po ang madalas nating makasama, ang maabilidad ninyong kababayan na si Usec. Rey Marfil, na ang tunay pong pangalan ay Renato. Bilang journalist, si Rey ang punong-abala sa pakikipag-ugnayan sa mga kasamahan natin sa media. Minsan naman, pakiramdam ko, suma-sideline siya bilang reporter ninyo sa Malacañang ; lagi kasi niyang bukambibig ang ganda ng inyong probinsiya, at lagi niyang ipinapaalala sa akin ang inyong mga pangangailangan. Hanga po tayo sa kuwento ng buhay ni Rey. Simple lang ang kaniyang pinagmulan; hindi marangya ang buhay noon. Nagsikap ang kaniyang mga magulang at tinulungan niya ang sariling marating ang kinatatayuan ngayon. Bilang bunso sa limang magkakapatid, tinutulungan niya ang amang magsasaka sa pag-aalaga ng kanilang kalabaw. Ang kuwento pa sa akin, para raw may maulam, nangingisda pa siya. Ulitin ko lang po: Lahat po ng sinabi ko sa inyo ay hindi kathang-isip lang, kundi totoo kong mga karanasan kasama si Rey. Kaya nga po kung ang mga tulad niya ang magiging pinuno sa hinaharap, talagang hindi tayo magdududa sa kakayahan niyang isulong ang inyong kapakanan at ang kaunlaran ng inyo pong lalawigan o maski ang kalakhang Pilipinas. Kaya hindi na rin nakakapagtakang ang tulad niya ay pinagpala ng Diyos ng isang ulirang asawa. Balita ko po, piyesta ngayon dito, at ngayon ang simula ng parada ng milagroso ninyong Sto. Niño. DA chief denies hand in garlic cartel |

Amidst allegations that garlic importers have the “blessing” of
the Department of Agriculture (DA) chief so they could be issued
import permits or quarantine clearances, Secretary Proceso
Alcala denies having exerted any influence to favor any business
interests of selected individuals or groups. Alcala said that if the accusations against him have sufficient bases, then he would have been one of the persons who now face criminal charges before the Office of the Ombudsman. On Wednesday, NBI charged before the Office of the Ombudsman more than 100 people bribery and violation of the Anti-Graft Law, among other cases. The accused, including former Bureau of Plant Industry (BPI) director Clarito Barron, were said to be have colluded for cornering at least 75 percent of the total garlic importation in the country by virtue of BPI import permits, resulting to a "garlic cartel" and steep increase in prices last year. Justice Secretary Leila De Lima already said that there is insufficient evidence gathered by the National Bureau of Investigation (NBI) on Secretary Alcala’s participation on the said matter. “Even without NBI’s report that I have no sufficient connection with what are accused of me, I am confident [I am innocent] because I have no involvement in this,” Alcala stressed. Alcala emphasized that he has never talked with Secretary De Lima regarding the case as he does not see it fitting for him to talk about personal concerns with her. “Whatever she says are from her personal observation on the independent investigation,” Alcala said. Garlic importer Lilybeth Valenzuela, in a sworn statement claimed that Barron told her and other importers that they could only get importation permits if they have Alcala’s “blessing.” “It is her opinion but she has to prove that. If she can’t, time will come that I will get back to her [in court]. I will not tolerate these accusations that damage my reputation,” Alcala told reporters. BPI Director and concurrent DA Assistant Secretary for Regulations Paz Benavides said that applications for Sanitary and Phytosanitary (SPS) import clearance are approved by the BPI Director and does not require the approval from the DA Secretary. Alcala explained that when the prices of garlic spiked last year, DA and BPI assessed the processes in the issuance of import permits, looking into human error or favoritism in the system. “From there, we endorsed that the application for SPS import clearance be made online. With this system, there is no longer human intervention,” Alcala said. DA Undersecretary for Operations and Spokesperson Emerson Palad meanwhile said that the investigation is an opportunity to finally address the problem and to fully implement the reforms that DA has introduced to protect the local garlic industry against unfair trade practices. “The department will not condone any activity that runs counter to the principles of good and faithful governance,” Palad said. Palad added that under Secretary Alcala’s leadership, DA has continued to assert greater transparency and efficiency in the delivery of services at the BPI, notably in the issuance of quarantine clearances. He cited as example the fresh set of guidelines for the quarantine clearances DA and BPI released in July 2014 after the abrupt price increase. “The Secretary has warned our colleagues in the Department and other stakeholders in the agriculture sector that we will never tolerate shenanigans from prevailing over the good interest of the government,” Palad said. Alcala said that DA will respect the findings and procedures of the DOJ, NBI and the Office of the Ombudsman in these cases. |
Philippines continues making headway in rice production |

The Department of Agriculture will continue to deliver the
necessary services and interventions for the benefit of Filipino
farmers and fisher folks as the Aquino administration’s
leadership comes into a full circle this year. This was announced by Agriculture Secretary Proceso J. Alcala during a media briefing held on the first week of January, in Quezon City. “Between now and 2017, the government will establish rural infrastructures and other investments needed in lowering production costs and enabling competitiveness,” he said. To reduce production cost, bolster farm efficiency as well as ensure timeliness of farm operations, DA implemented a rice mechanization program wherein farmers’ organizations can avail of farm machines (such as combine harvesters) in a counterpart scheme, with 85% of the cost shouldered by the government and the remaining 15% to be paid by the farmers’ group. Alcala stressed that the program enabled the country to achieve the highest rice harvest in history at 18.4 million metric tons by the end of 2013. He adds that the continuing headway in rice production was driven by other assistance to farmers including the provision of high-quality seeds, fertilizers, and the use of other integrated crop management practices. The Philippine Statistics Authority report states that the Philippine agriculture managed to grow by 9.55 percent in terms of value and by 0.33 percent in terms of volume for the first nine months of 2014, all despite considerable damage caused by successive typhoons to the industry. “Other countries in Asia, specifically Korean, is happy that the Philippines achieved the record harvest and they are asking us to share the things that we have done,” he added. When Alcala visited South Korea in 2014, the Korean government was impressed that Filipino farmers were able to increase rice production in a matter of three years, when it took them six years even with all of their government’s interventions. “We are again leaving footprints in the agri sector,” he said. The Secretary added that the country was able to sustain the increase. In addition, local farmers have continued exporting superior quality rice such as black rice, red rice, jasponica rice of Doña Maria and SL Agritech, organic rice from Bicol and Mindanao. “As a matter of fact, we are increasing the volume of our rice exports,” Alcala said. But he reiterated that DA’s focus is not only to produce but also to lower down production cost which can be done through investments in irrigation, postharvest facilities, and farmers’ access to credit. As postharvest loss continue to affect farmers’ income, DA has been actively establishing rice processing centers in strategic areas nationwide to enable recovery rates from 65-68%,” said Alcala. Meanwhile, the agency, alongside the LandBank of the Philippines, has been successfully implementing the Sikat Saka Program, a credit facility which provides eligible farmer P47,000 per hectare of land when planting certified seeds, and P52,000 per hectare for a farmer planting hybrid seeds. The program covers a maximum of five hectares. |
DSWD continues aid for ‘Seniang’ survivors |

As part of its continuing assistance to survivors of Typhoon
Seniang, the Department of Social Welfare and Development (DSWD)
has already provided a total of 33,443 family food packs and
4,000 non-food items, as of January 8, through the local
government units (LGUs) in the Visayas and in CARAGA. In Central Visayas, DSWD has provided a total of 8,846 food packs and other food items such as water and biscuits. Non-food items such as blankets, mats, and mosquito nets, among others, were also given to affected families in Cebu City, Tagbilaran City, and the towns of Alcantara, Barili, Dumanjug, Ronda, Bohol, Antequera, Cortes, Loay, Loboc, Loon, Maribojoc, Pres. C.P. Garcia, and Siquijor. All evacuation centers in the region have been closed with the evacuees already back to their places of origin. Aid for landslide victims In Barangay Mercedes, Catbalogan City, Samar, where 21 persons died due to a landslide incident that occurred on December 30 following a heavy downpour, DSWD provided each bereaved family with P10,000 in cash assistance. DSWD also gave P5,000 each to the eight individuals from the town who were injured due to “Seniang”. Likewise, cash assistance was given to the injured and to the family of the lone fatality in Calubian town. DSWD-Field Office VIII Assistant Regional Director Resty Macuto and Catbalogan City Mayor Stephany Uy-Tan recently visited the Samar Provincial Hospital to check on the injured. Emerita Mabag, 46, one of those injured expressed her gratitude to the Department and to the LGU for the help extended to her family. Nine members of her family died as a van rammed into their house as a result of the landslide. Mayor Tan said that she has discussed with DSWD and the International Organization for Migration (IOM) the evacuation of vulnerable families residing in the landslide prone area of Purok 5-A in Brgy. Mercedes. Meanwhile, DSWD continues to coordinate with concerned LGUs and other national government agencies for the provision of other appropriate services to survivors of “Seniang” to ensure that they can already return to normalcy. |

(BTr) signed a Memorandum of Agreement (MOA) with the Bureau of
Internal Revenue (BIR) at a ceremony held at the Makati Shangri
La. The MOA covers the Specials Repo program, a key initiative
directed to developing the domestic fixed income market.
Introducing the Specials Repo will allow market players the
ability to quote two-way prices for Government Securities. The Specials Repo program is being structured in cooperation with market regulators (Bangko Sentral ng Pilipinas and the Securities and Exchange Commission), partner development agencies (Asian Development Bank) and other key market participants (Bankers Association of the Philippines). This program is under the sponsorship of the Bureau of the Treasury in partnership with the Money Market Association of the Philippines (MART) as proponent from the market side. The MOA will set out the proper tax treatment for the Specials Repo, as well as provide guidance and basic parameters for its structure, operational mechanics and taxation-regulatory compliance by potential market participants in the program. Under the MOA, the BIR and BTr will cooperate to ensure proper monitoring of Repo transactions, directed to establishing audit and surveillance trails and mechanisms to ensure tax assessments and collections in compliance with tax regulations. The Specials Repo transactions are being envisioned for the interbank/professional market participants. It will be governed by the Global Master Repurchase Agreement (GMRA), an internationally accepted Repo master agreement developed jointly by the Securities Industry and Financial Markets Association (SIFMA) and the International Capital Market Association (ICMA). The “deliver-out, true sale basis” feature of this instrument is expected to give potential market makers the ability to take positions in GS and provide them greater ability to manage their portfolio. The MOA is a precursor to the eventual Revenue Memorandum Circular that will cover the Specials Repo. |

borrowers of the bank to continue to pay their loans and
transact only with authorized PDIC representatives. In a statement, PDIC advised borrowers of Rural Bank of Burauen to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL - RURAL BANK OF BURAUEN (LEYTE), INC. The Receiver cautioned borrowers that it has discontinued the engagement of the bank's collectors. PPP center institutes measures for better transparency in PPP Projects |

Consistent with its mandate to establish a central database of
PPP projects and provision of technical assistance to PPP
implementing agencies, the Public-Private Partnership Center
will further institutionalize transparency in the pursuit of PPP
Projects through a PPP knowledge management portal (KMP) and a
Virtual Data Room (VDR). “We are in the process of putting up a PPP knowledge management (KM) portal that will improve the information exchange between the government, private sector and the general public with respect to our PPP projects,” said PPP Center Executive Director Cosette V. Canilao. The KMP is backed up by a state-of-the-art IT infrastructure that will feature nine IT systems that will facilitate gathering, documentation, storage, and exchange of project-based information on PPP projects with all PPP stakeholders. One of the KMP’s IT Systems is the VDR, a highly secure, on-line facility for storing, accessing and distributing relevant tender documents of PPP projects undergoing live procurement. This online platform will help bidders undertake necessary due diligence or review of a PPP project by making available, electronic versions of tender documents, feasibility studies, photos, maps and other related project documents, in a secure and controlled environment. “The use of the VDR is part of our continued efforts at improving transparency in dealing with our bidders as it has embedded in its system, an IT audit trail that will ensure the transparency of each transaction,” Canilao clarified. In the recent meeting of the PPP Governing Board, the utilization of said VDR was acknowledged as one of the PPP “best practice” approaches and methodologies that the Philippine PPP Program has institutionalized. These will all be embodied in a Policy Circular on PPP Best Practices that the Governing Board also approved. |

The Office of the Ombudsman ordered the preventive suspension
for six months of P/Supt. Leonardo Felonia, the alleged
“mastermind” in the killing of businessman Richard King on 12
June 2014 in Davao City. In a five-page Order, Deputy Ombudsman for the Military and Other Law Enforcement Offices Cyril Ramos directed the Secretary of the Department of the Interior and Local Government and the Chief of the Philippine National Police (PNP) to implement the suspension of Felonia, a police officer assigned at the PNP Regional Intelligence Unit in Ecoland, Davao City. The Order cited police reports that King was fatally shot by Paul Dave Molina Labang while King was in his office in Davao City. Labang, together with accomplices Rommel Dela Cerna and Rodel Dela Cerna, later positively identified Felonia as the “mastermind” who plotted the killing of King. In his Order, Ramos stated that “given the power and authority attached to P/Supt Felonia’s position as Head of the Regional Intelligence Unit, there is a strong probability that he may influence witnesses or tamper with any evidence material to the case.” Felonia is facing administrative charges of Grave Misconduct and Conduct Unbecoming a Police Officer before the Office of the Ombudsman. A separate criminal case for murder filed by the Department of Justice is pending with the Regional Trial Court of Davao City. Under Section 24 of Republic Act No. 6770 (Ombudsman Act of 1989), the Ombudsman or his Deputy may preventively suspend any officer or employee under his authority pending an investigation, if in his judgment the evidence of guilt is strong, and (a) the charge against such officer or employee involves dishonesty, oppression, or grave misconduct or neglect in the performance of duty; (b) the charges would warrant removal from the service; or (c) the respondent’s continued stay in office may prejudice the case filed against him. |

Bangko Sentral ng Pilipinas Governor Amando M. Tetangco, Jr.
announced that as of end-September 2014, outstanding FCDU loans
stood at US$12.1 billion, up by US$499 million (or 4.3 percent)
from the end-June 2014 level of US$11.6 billion, due principally
to net loan disbursements. The expansion of the FCDU loan
portfolio may attributed to the relatively low interest rate
environment, high liquidity position of banks and positive
business sentiment arising from strong macroeconomic
fundamentals, which contributed to the 5.3 percent GDP growth of
the country for the third quarter of 2014.
The maturity profile of outstanding FCDU loans was as follows:
medium- to long-term loans [or those payable over a term of more
than one (1) year] represented 62.7 percent of total, and funded
various projects. Short-term (ST) accounts [or those with
original maturities of up to one (1) year] comprised the 37.3
percent balance of the loan portfolio.
Outstanding loans to the private sector represented 99.4 percent
of total, with the 0.6 percent balance pertaining to the public
sector with the following as major beneficiaries: public utility
firms (US$2.2 billion or 17.9 percent), producers/manufacturers,
including oil companies (US$1.2 billion or 10.0 percent), and
merchandise and service exporters (US$2.4 billion or 19.6
percent).
Gross disbursements during the report period decreased to
US$13.6 billion from the previous quarter’s US$14.2 billion (or
by 4.6 percent). The bulk of loan releases (US$12.6
billion or 93.0 percent) had ST maturities, and were largely for
working capital requirements (US$10.0 billion or 78.9 percent of
total ST disbursements).
FCDU deposit liabilities also increased by US$661 million (or
2.2 percent) to US$30.5 billion from US$29.8 billion in June
2014. The bulk (96.9 percent) of the deposits continued to
be held by residents and essentially constitute additional
foreign exchange buffer to the country’s international reserves.
The loans-to-deposit ratio increased to 39.6 percent in
September from 38.8 percent in the second quarter in view of the
larger rate of increase of loans vis-à-vis deposit liabilities.

Secretary of Justice Leila M. De Lima announced today the second
major report of the DOJ's Office for Competition (OFC) on the
commodity sector - this time dealing with the onion industry. “We find that the same personalities, using similar modus operandi to corner the import permits of the Bureau of Plant Industry of the Department of Agriculture, can manipulate onion supply and affect its prices,” she said. “The government will not allow economic justice to be blatantly violated,” she added. In a 24-page report for submission to the Office of the President, the main findings can be summarized into three (3) points: one, the DA failed to accurately monitor stock inventory and determine when imports should be allowed, despite knowledge of the country's insufficient onion supply and using the same system of granting Import Permits to allocate imports; two, importation of onion is controlled by the very same groups involved in the garlic cartel; and three, the Bureau of Plant Industry has recently implemented new policies to address the systemic governance issues pointed out in the reports. This Study was conducted by the OFC to investigate all cases involving violations of competition laws and prosecute violators to prevent, restrain and punish monopolization, cartels and combinations in restraint of trade. In September 2014, the DOJ-OFC issued its investigation report on the garlic industry which showed that high garlic prices were not caused by a shortage of supply but due to a cornering of import permits by a cartel to dictate prices. “Simple regulations and good governance are keys for competition”, said Assistant Secretary Geronimo L. Sy, Head of the OFC. “The country's competition authority will continue to safeguard the welfare of consumers,” he added. Enclosed: 1. Summary of the Major Findings and Recommendations in the OFC Report on the Onion Industry. 2. OFC Report on the Onion Industry dated 22 December 2014. Summary of the Major Findings and Recommendations in the OFC Report on the Onion Industry Major Findings 1. The Department of Agriculture (DA) failed to accurately monitor stock inventory and determine when imports should be allowed, despite full knowledge that the country's onion supply is insufficient to cover demand. The same system of granting the so-called Import Permits or Sanitary and Phyto-Sanitary Import Clearance (SPSIC) is enforced in onion importation. 2. Importation of onion in the country is controlled by the very same groups involved in the garlic cartel. The modus operandi discussed extensively in the OFC Report on the Price Increase of Garlic is also in place in onion importation. There is selective issuance of SPSIC to a favored group of importers, the use of dummies, and revalidation of SPSIC despite very clear guidelines against this. 3. The Bureau of Plant Industry (BPI) has recently begun to implement new policies which only affirmed the OFC's finding of systemic governance issues in the grant of SPSIC. Recommendations 1. The DA should abolish the 60/40 permit allocation scheme or avoid institutionalizing any form of allocative mechanism through which particular groups would be able to corner the grant of import permits or SPSIC. To reiterate the OFC's finding in the garlic study, while farmers and local producers are to be supported and encouraged, the use of such import allocation scheme results in the perversion of markets. Onion farmers are not encouraged to engage in importation and should instead focus on crop growth with the assistance of the DA. Additionally, the DA, in coordination with the Cooperative Development Authority (CDA), should validate whether the proceeds or benefits from previous importations have actually trickled down to the benefit of onion farmers as represented by their cooperatives and associations. Farmers supposedly use the income earned in importation in order to expand and increase their production. 2. The DA should abolish the National Onion Action Team (NOAT) since investigation revealed that instead of protecting the local onion industry, it only served the interests of a few. There is blatant conflict of interest in its composition and the Team failed to ensure a balanced representation from both government and private sectors. Alternatively, the DA should direct the National Agricultural and Fishery Council (NAFC) to open NOAT membership to all onion industry stakeholders who wish to join. Furthermore, the NOAT should strictly be constituted as a policy team only, with no powers to influence the volume or timing of onion importation. 3. The OFC's garlic and onion investigations proved that the commodity sector is vulnerable to anti-competitive market behavior. Thus, this sector must be prioritized in the conduct of competition-related studies. The President may consider directing all heads of departments, bureaus, commissions, agencies and offices engaged in sector regulation, particularly those involved in regulating basic necessities and prime commodities, to conduct sector studies to determine possible competition reforms. |

Ito para kay Roxas ay magandang senyales na ang kapulisan sa Metro Manila ay patapos na sa panahon ng pagiging ‘pulis patola.’ Ipinagmalaki ng kalihim na dahil sa umiiral na ‘whole of PNP approach’ gamit ang formula ng Oplan Lambat-Sibat, maging ang bilang ng Most Wanted Person (MWP) ng kapulisan ay nabawasan na ng malaki. Mula sa 440 kabuuang bilang ng most wanted na tao sa National Capital Region (NCR), police stations at police districts 139 na ang nasasakote. “That is more than 30 percent of the MWP at malaking kontribusyon ito sa paghahanap ng katarungan sa mga biktima,” paliwanag pa ni Roxas. Pasig City – In pursuit of promoting the right of indigenous
peoples (IP) to culturally responsive education, the Department
of Education (DepEd) in collaboration with the De La Salle
Brothers, Inc. (DLSBI) and Pundasyon Hanunuo Mangyan Association
(PHMA), entered into a partnership to strengthen Indigenous
Peoples Education (IPEd) by improving culture-based education
and culture-responsive school management in Umabang Elementary
School and Bailan Elementary School in Bulalacao, Oriental
Mindoro. Education Secretary Br. Armin Luistro FSC emphasized that this partnership will ensure that no child shall be left behind. He said that the Department, together with its partners in education, will continue upholding the right to basic education of every indigenous learner in the country. “In partnership with Indigenous Peoples' communities and with the support of other stakeholders, we will continue to address education concerns of indigenous learners by boosting our Indigenous Peoples Education (IPEd) Program,” he added. In line with the thrusts of the K to 12 curriculum, the DLSBI will provide technical assistance in the development of a curriculum specific for the Hanunuo Mangyan community being served by the said schools in Oriental Mindoro which bridges DepEd curriculum competencies with Indigenous Knowledge Systems and Practices (IKSP), indigenous learning systems, and community history, among others. Furthermore, together with the indigenous community, they will design and conduct trainings for the school heads, teachers, and learning facilitators in the two schools. DepEd Undersecretary for Legal Affairs Alberto Muyot said, “Our main goal is to determine the best modes of delivering basic education to the IP communities nationwide.” De La Salle Br. Jose Mari L. Jimenez FSC extended his appreciation for Hanunuo Mangyan culture and IPEd, “Nagagalak kami sa pagkakataong ito para maisulong ang edukasyon sa kabataang Mangyan. Napakayaman ng kulturang Mangyan, dapat lalong mahalin ito ng kabataan, Mangyan man o hindi.” PHMA Chairman Mr. Anhing Maligday and Vice Chairman Mr. Lope Santiago extended their gratitude for the support of the partners in reviving the two schools which will benefit the Hanunuo Mangyan community. Through the PHMA, elders and parents of the students are greatly encouraged to be engaged in the implementation and monitoring of the program. This collaboration also intends to help form the children as effective leaders and advocates of the rights and aspirations of their communities. Dr. Carmelita Quebengco, an Affiliate of the DLSBI, concluded the event by lauding the department for being open to a partnership like this, which “gives priority to quality education delivered to the IP youth.” |

The Philippine National Police will strictly enforce a
prohibition on the carrying of firearms in all areas of activity
during the 5-day Apostolic Visit of His Holiness Pope Francis as
an added measure to ensure the safety and security of the
national event. The following areas are declared Firearms Free Zones including routes to and from these areas of engagement that will be used by the official entourage of His Holiness Pope Francis: a) Nunciature Area, Taft Avenue, Manila; b) Malacañang Palace; c) Manila Cathedral; d) SM Arena, Mall of Asia e) Villamor Airbase, Pasay City f) University of Santo Tomas g) Quirino Grandstand; h) Tacloban City; and i) Palo, Leyte. PNP Officer-in-Charge, Police Deputy Director General Leonardo A Espina issued a Memorandum on Thursday, directing the Police Regional Directors in Metro Manila and Eastern Visayas to “strictly observe and implement certain provisions of RA 10591 or the Comprehensive Firearms and Ammunition Law and its Implementing Rules and Regulations (IRR). Citing provisions of Section 7.12 of the IRR, Espina said “firearms shall not be brought inside places of worship, public drinking and amusement places and all other commercial or public establishments. Likewise, Espina cited Section 7.11.2 Rule II of the IRR which specifically provides that a) Display of firearms is prohibited. The firearms must always be concealed; b) The firearm must be secured inside a vehicle or a motorcycle compartment. This provision applies to all gunholders including members of the PNP, AFP and other Law Enforcement Agencies in civilian attire, as well as gunholders with Permit to Carry Firearms Outside of Residence (PTCFOR).(PNP-PIO) |

Update on ‘Sa ‘Pinas, Ikaw ang Ma’am/Sir Project First 10 OFW teachers who passed may already start teaching—Baldoz Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday he was informed by the Office of DepEd Secretary Bro. Armin Luistro that the first ten (10) teachers who have passed the DepEd screening process may already start teaching. “I am very much elated by this good news from our partner, Secretary Luistro. This will be a great New Year start for the 10 OFW-teachers,” said Baldoz, who over the close of the year announced the names of the 10 OFW-teachers who had heeded the government’s call for them to return to the Philippines and teach in public schools after passing an evaluation process. Citing a report of Director Anna Dominique Rubia-Tutay of the Bureau of Local Employment, Baldoz said the Department of Budget and Management had already issued the NOSCA, or Notice of Organization, Staffing and Compensation Action, which means that the 10 OFW-teachers may already be appointed and may already start teaching. The DepEd, according to Baldoz, had already issued a memorandum addressed to concerned Division Superintendents that once the applicants have undergone and passed the selection process, they shall already be given permanent items and assigned to the schools that the DepEd had identified. ‘Sa Pinas, Ikaw ang Ma’am/Sir Project’ is the pioneering convergence project that the DOLE, DepEd, Professional Regulations Commission, and other government agencies conceived to provide licensed teachers who are working abroad as domestic workers or in non-teaching related occupations, to return to the Philippines and teach. “A component of the National Reintegration Program for OFWs, ‘Sa Pinas, Ikaw ang Ma’am/Sir Project’ aims to re-direct OFW-teachers to pursue or resume their teaching careers,” said Baldoz, who had initiated the program with Secretary Luistro. Secretary Luistro had committed to provide returning OFW-teachers careers in the public education system to wean them away from domestic work and uplift their status. Interest in the project is perking up, Baldoz said the other day when she announced that the number of OFW-teachers who had completed their profiles and signified intention to apply had already reached 209. According to DepEd, it has 39,000 vacancies for Teacher 1 positions for 2015, and the DOLE had requested Secretary Luistro to allocate 300 of these positions for OFW-teacher returnees. Meanwhile, the National Reintegration Center for OFWs (NRCO), which is shepherding the project with the BLE, said OFW-teachers who wish to avail of the opportunity under the project should follow the following simple steps: (1) Accomplish the online survey application form at http://tiny.cc/ofwletpassers .
