The region of Caraga and the Provinces of Leyte and Bohol will experience cloudy skies with light to moderate rains with possible occurrence of thunderstorms. SPECIAL WEATHER OUTLOOK FOR METRO MANILA AND TACLOBAN (PAPAL VISIT)
January 14-19, 2015
Metro Manila is expected to experience generally good weather and light to moderate northeasterly winds with passing light rains, from Wednesday to Saturday (January 14 – 17). By Sunday (January 18), moderate rains and moderate to occasionally strong winds will prevail over Metro Manila as a possible tropical cyclone moves closer towards the eastern section of Southern Luzon. By Monday (January 19), cloudy skies, light to moderate rains, and moderate winds will prevail over Metro Manila.
Meanwhile, Tacloban will have good weather with light rains and light winds by tomorrow until Thursday (January 14 - 15). By Friday (January 16), the area will experience light to moderate rains. By Saturday (January 17), moderate to occasionally heavy rains and moderate to strong winds will prevail due to the aforementioned tropical cyclone which is expected to move closer towards the area.
Thunderstorms are likely to occur. By Sunday (January 18), cloudy skies, light to moderate rains and moderate to occasionally strong winds will prevail. By Monday (January 19), the area will have generally good weather with moderate winds.

AT 10:00 AM TODAY, THE TROPICAL DEPRESSION WAS ESTIMATED BASED ON ALL AVAILABLE DATA AT 1,560 KM EAST OF NORTHERN MINDANAO (10.1˚N, 139.7˚E), WITH MAXIMUM SUSTAINED WINDS OF 55 KPH NEAR THE CENTER. IT IS FORECAST TO MOVE WEST NORTHWEST AT 19 KPH.
THIS TROPICAL CYCLONE IS STILL TOO FAR TO AFFECT ANY PART OF THE COUNTRY. IT IS EXPECTED TO INTENSIFY INTO A TROPICAL STORM BEFORE ENTERING THE PHILIPPINE AREA OF RESPONSIBILITY (PAR) BY TOMORROW MORNING AND WILL BE NAMED “AMANG”. HOWEVER, IT IS PREDICTED TO WEAKEN AS IT APPROACHES THE EASTERN SEABOARD WITH LOW POSSIBILITY OF MAKING LANDFALL.

President Aquino appeals for ‘Bayanihan’ to ensure people’s safety during Papal visit
President Benigno S. Aquino III on Monday evening made a televised appeal to the public to work together to ensure everyone’s safety during the upcoming pastoral visit of Pope Francis.

"Kailangan natin ng pagdadamayan at pagbabayanihan. Malinaw na napakalaki ng hamong dala ng pagbisitang ito ni Pope Francis sa ating bansa. Nakataya rito ang kaligtasan niya, ng napakaraming dadalo sa kanyang mga gawain at mag-aabang sa kanya," President Aquino said.

Showing video clips of past attacks on Popes, such as when Pope John Paul II was attacked inside the Vatican, the President noted that even without a terrorist threat, danger looms in large gatherings of people.

As millions of Filipinos are expected to attend the Mass to be celebrated by the Pontiff in Luneta on Sunday, President Aquino said he fears that the mere eagerness of the people to catch a glimpse of the Pope could start a commotion that could turn into chaos.

“Obligasyon ng gobyerno ang inyong kaligtasan, at para magampanan ang tungkuling ito ay may obligasyon din kayo,” he said, adding that in the next few days, Interior and Local Government Secretary Manuel Roxas and Undersecretary Emmanuel Bautista will issue bulletins regarding security preparations during the Papal visit.

“Ang panawagan po namin: Makinig po tayo, at makiisa sa pagbabahagi ng impormasyon. Ipakita po natin ang pakikisama at pagtutulungan, nang matiyak nating magiging mataimtim at mapayapa ang pagbisita ni Pope Francis sa ating bansa,” he said. PND (ag)

Government to consider welfare of OFWs in imposing new policy on airport terminal fees
The government will take into consideration the welfare of overseas Filipino workers (OFWs) when it carries out new policies, such as integrating terminal fees into the airplane tickets of airline passengers, a Palace official said Tuesday.

Authorities have announced that effective February 1, an integrated terminal fee will be imposed by the Manila International Airport Authority (MIAA).

“Isinasaalang-alang ng pamahalaan ang kabutihan at kapakanan ng mga libu-libong overseas Filipino workers, mga Pilipino na nagtatrabaho sa ibang bansa at malaki ang ambag sa ating pambansang ekonomiya," Communication Secretary Herminio Coloma, Jr. said during a press briefing.

Secretary Coloma noted that if there are concerns from certain sectors regarding the issue of integrated terminal fees, they could raise them properly to concerned authorities.

"Isa riyan ang pagkakaroon ng pagdinig sa ating Kongreso at ito ay magsisilbing pagkakataon para bigyan ng liwanag kung bakit nagsasagawa ng mga bagong patakaran," he said.

"Kaya sa lahat ng pagkakataon, anuman ang mangyari, ang pangunahin pa ring konsiderasyon ay ang kapakanan ng ating mga manggagawa."

A number of opposition lawmakers said OFWs would be the hardest hit by MIAA's decision to integrate terminal fees into the price of airline tickets starting next month.

Bayan Muna party-list Representative Neri Colmenares said the integration of terminal fees violates Republic Act 10022 or the amended Migrant Workers’ Act of 1995, which exempts OFWs from paying the fee. PND (as)

Palace to politicians using Papal visit for political gain: Find another time for grandstanding
The Palace on Tuesday told politicians who plan to use the apostolic visit of Pope Francis for grandstanding purposes, to find another occasion to do so.

In a press briefing in Malacañang, Communication Secretary Herminio Coloma, Jr. said the focus of the visit should be on the Pope and no one else.

“Mainam po na sa pagdalaw ng Santo Papa ang pangunahing pokus, ang sentral na atensyon ay matutuon mismo sa Mahal na Santo Papa at ‘yung ibang mga naghahangad na maging prominente din ang pagkakilala sa kanila, mas mainam siguro na pumili na lang sila ng ibang okasyon,” he said when asked if the Palace has any message to politicians who intend to use the Papal visit for their political gain.

Pope Francis is scheduled to visit Manila and Tacloban City, Leyte from Thursday to Monday. The Pontiff is currently in Sri Lanka the first leg of his two-country Asian tour.

Meanwhile, Coloma said the Palace is still gathering data to determine the total expenditure for the Papal visit.

“Hanggang sa ngayon ay kinakalap pa ‘yung mga datos. Pansinin natin na maraming ahensiya ng pamahalaan ang involved dito,” he explained, noting that some of the preparations being made, such as road repair, are part of the agencies’ regular expenses.

“At tulad ng ating nabanggit noong nakaraan, hindi naman ito lalayo sa makatwiran at resonableng antas ng paggugol na sinusunod sa tuwing may dadalaw na katulad ng Mahal na Santo Papa,” he added. PND (ag)

The National Police Commission (NAPOLCOM) approved the delegated authority of Police Deputy Director General Leonardo A. Espina as Officer-in-Charge (OIC) of the Office of the Chief, Philippine National Police (PNP) as a result of the preventive suspension of Police Director General Alan LM Purisima.

This was announced by NAPOLCOM Vice-Chairman and Executive Officer Eduardo U. Escueta after the NAPOLCOM en banc signed Resolution No. 2015-002 on January 6, 2015 authorizing OIC Espina to act on or approve urgent, necessary or time-bound transactions/disbursements/activities which, unless addressed immediately, may unduly cause damage and prejudice to the public or hamper the effective performance of the PNP’s functions.

“The approval of OIC Espina’s delegated authority is necessary in order to achieve, efficient, effective and responsive operations of the PNP, thereby avoiding undue delay in the performance of the day-to-day activities of the police organization,” Escueta said.

The issuance of the NAPOLCOM Resolution is pursuant to Civil Service Commission (CSC) Resolution No. 00078 which specifically provides that although the rights and privileges of an incumbent do not necessarily descend upon an OIC, the same may nonetheless be granted to the latter in his designation as OIC.

Escueta said that the Commission issued on December 10, 2014 Resolution No. 2014-456 confirming the status of PDDG Espina as OIC of the Office of the Chief, PNP.

As PNP OIC, PDDG Espina is authorized to approve/confirm various transactions, as follows: contracts involving procurement of services/resources by the PNP; approval of disbursements/payments of the PNP’s legitimate/regular financial transactions; authorization for the release of funds from the Agency Reserved Fund FY 2014; obligate funds from Trust Receipt; sign and counter-sign checks; and approve payroll and disbursement vouchers.

Additionally, OIC Espina has the authority to exercise disciplinary authority as Chief, PNP; designate appropriate OICs for the various PNP offices/units; appoint PNP Non-Uniformed Personnel SG 24 and below; sign documents concerning payments of retirement benefits of personnel with pending administrative cases but who have complied with the requirements under pertinent laws and circulars; enter into or renew agreements concerning regular transactions of the PNP; and issue firearms licenses and permits pursuant to the Comprehensive Firearms and Ammunition Regulation Act.

Escueta said that the specified authority of OIC Espina shall be subject to existing pertinent rules, regulations and procedures and such limitations/conditions that the NAPOLCOM may impose or prescribe, and also subject to the submission of pertinent reports by the OIC within three (3) days from the performance of the activity.

“The action taken by OIC Espina shall be deemed valid and effective unless disapproved by the NAPOLCOM,” Escueta said, adding that “Upon termination of his status as OIC, PDDG Espina shall submit a written report to the NAPOLCOM on all transactions/disbursements/activities approved/entered into pursuant to this Resolution.”

With twenty pesos to budget for her four children for a few weeks at a time, 40-year-old Estrella Atienza never thought that she’ll finally taste a better life. Estrella, a resident of Barangay Poblacion in San Francisco, Quezon, cannot forget the agony of not being able to provide food for her family. She narrates how she would often go to her neighbors to ask for vegetables or look for shellfish in the nearby shore just so she can feed her children. “Kapag kasi umaalis ang asawa ko para magtrabaho sa bundok, iniiwanan n’ya lang ako ng bente pesos. Pinagkakasya ko na lang ‘yun hanggang makabalik s’ya, minsan ilang linggo pa ang bibilangin bago pa s’ya bumalik (Every time my husband leaves to work in the mountains, he gives me P20 as our allowance until he gets back which takes some weeks),” Estrella shared. Today, however, she is just glad that she has P300 to P500 to budget daily. This she owes to the various opportunities brought to her coupled with her determination, hard work, and commitment to get her children out of poverty. Finding direction Two years ago, Estrella vowed to send all her children to college. Today, her eldest has just finished a degree in Agriculture. As a mother, she can never be any prouder. Looking back at their situation, Estrella never thought that she will achieve this. She found hope in 2008 when her family qualified to be a beneficiary of the Pantawid Pamilyang Pilipino Program. Pantawid Pamilya is a human development program of the national government that invests in the health and education of poor households. It utilizes the conditional cash transfer scheme where qualified households receive grants, provided they comply with their co-responsibilities such as attendance of children aged 3-18 years old in school; regular health checkups for children aged 0-5 years or pregnant member of the household, and attendance to the monthly Family Development Sessions. For a mother with only P20 to spare, the cash grants from the program have become a great help not only in putting food on the table but also in keeping her children healthy and in school all the time. “Naniniwala ako na ang Pantawid [Pamilya] ay isang programa na nagbibigay pag-asa at tunay na tumutulong sa mga mahirap na pamilya katulad namin. Sa pamamagitan ng sarili naming pagsisikap at masinop at tamang paraan ng paggamit sa cash grants na natatanggap namin ay makakaahon din kami sa kahirapan. (I believe that Pantawid is a program which gives hope, and truly helps poor families like us. Because of our own determination, as well as using the cash grants we receive wisely, we can get out of poverty. We will not always depend on government’s help because we have learned a lot which we can use to improve our lives),” Estrella explained. “Noon, dinadaan ko na lang sa dasal ang sakit ng mga anak ko kasi wala kaming pera. Pero ngayon, nabibilhan ko na sila ng vitamins at napapa-check-up pa. Hindi na rin namin problema ang baon nila at mga bayarin sa school (Before, when my children got sick, all I can do was to pray because we do not have money for medicines. But now, I can already afford to buy vitamins as well as their school needs),” she added. Estrella learned not to rely on the program completely. “Ayaw kong i-asa na lang ang lahat sa Pantawid Pamilya kaya naman nagsisikap talaga akong kumita ng pera (I am doing my best to also earn on my own because I do not want to completely rely on Pantawid Pamilya),” Estrella continued. “Kaya ko ang pagbabago at pinagmamalaki ko ang pagbabago na nagawa ko sa tulong ng gobyerno (I can change for the better and I am proud of these changes I have achieved through the help of government), she enthused. Positive changes With her husband, she started an appliance buy-and-sell business through the P10,000 capital seed assistance provided by DSWD under the Sustainable Livelihood Program (SLP). The SLP builds the capacities of beneficiaries of micro-enterprise development and provides them with zero-interest capital seed assistance to start their small businesses. The program targets beneficiaries of Pantawid Pamilya like Estrella to enable them to improve their socio-economic status and stand on their own. After a year, Estrella was able to pay her loan from the program and her buy-and-sell business has become a stable source of income for her family, especially in sending her children to college. For Estrella, both the Pantawid Pamilya and SLP paved the way for her to change her family’s life. She added that she would like to share what she has learned to others, so they too may benefit. Seeing one of her children having a college diploma only fuels her desire to move forward. She knows that with education, her children will have better opportunities to move forward in life. Together with other SLP beneficiaries in their municipality who have a good track record in paying their previous loan, Estrella became a member of the Sagisag ng SEA-K Association. The association was loaned P80,000 which is equivalent to P10,000 per member, through SLP’s Agricultural Development Sustainability Project. The group used the capital in buying and selling ubi crops. They buy the crops, mostly from poor farmers who are also beneficiaries of Pantawid Pamilya and SLP, adding only 50-centavo profit per kilo. The crops are later transported to Global Foods Solutions, a partner of the DSWD who buys all the products at a good price from the association. They also lend ubi seedlings to poor farmers, who pay the association after the harvest. “Bilang treasurer ng grupo, ako na rin ang tumatayong project manager. Mula sa P80,000 na capital, meron na kaming P140,000 sa loob lamang ng isang taon. Plano naming bumili ng mga kagamitan para makagawa kami ng harinang ubi para patuloy ang paglago ng aming samahan (I am the treasurer and project manager of our group.With our hard work we were able to increase our capital from P80,000 to P140,000. We plan to buy equipment to grind our ubi and expand our products),” shared Estrella. With their goal of succeeding altogether as an association, each member does his / her part in the buying and selling business. In fact, even their spouses work to find possible sellers all across the locality. “Kinakausap na rin namin ang mga ibang magsasaka dito sa aming lugar na makipagtulungan sa amin sa pamamagitan ng pagbenta ng kanilang ubi sa amin para lahat kami ay sabay-sabay makaahon ( We are now also involving the other farmers here in our place to sell their ubi to us and move out of poverty, eventually),” she enthused. For Estrella, she does not want anyone to experience living with only P20 to spare, especially her children. Hence, she is working hard today to involve her townmates in endeavors that would help them change their lives just like what Pantawid Pamilya and SLP offered her when she thought there’s no more hope.

          The Peso rediscount rates for RW I and RW II are effective starting 15 September 2014 up to the next policy rates revision and are based on the applicable BSP one-month repurchase rate and overnight reverse repurchase rate, respectively, plus term premia for longer maturities per Circular No. 806 dated 15 August 2013.

The EDYRF rates are based on the respective 90-day London Inter-Bank Offered Rate (LIBOR) as of 31 December 2014 plus 200 basis points plus term premia for longer maturities pursuant to Circular No. 807 dated 15 August 2013.

Under the Peso Rediscount Facility, the total availments of thrift and rural banks amounted to P1,338 million for the period 01 January to 31 December 2014, which is 92.5 percent lower than the P17,956 million total for the same period last year. Out of the aggregate availments for the period, 79.0 percent went to commercial credits; 5.9 percent to agricultural and industrial credits; and 15.1 percent to other credits consisting of CAPEX (5.1 percent), permanent working capital (4.6 percent), other services (4.3 percent), and housing (1.1 percent).
Under the EDYRF, aggregate dollar availments of a universal bank and a thrift bank for the period 01 January to 31 December 2014 amounted to US$10.0 million and benefitted three exporters. This represents a 90.9 percent decrease in availments compared to the US$109.4 million grants for the same period last year.
There was no Yen-denominated availment under the EDYRF for the period 01 January to 31 December 2014.

Two more rice traders slapped smuggling raps

Two Cagayan De Oro-based rice traders face smuggling-related charges for the illegal importation of over 1.3-Million kilograms (1,378 Metric Tons) of glutinous (malagkit) rice worth an estimated P82.68-Million.

Elmer Cañeta and Michael Abella, owners and proprietors of EC Peninsula Commercial and New Dawn Enterprises, respectively, were charged with multiple counts of violating Section 3601 of the Tariff and Customs Code of the Philippines (TCCP) for the unlawful importation; and Section 29 of Presidential Decree (PD) Number 4, as amended by PD No 1485 for failure to obtain import permits. Both firms were not issued Certificates of Eligibility to import rice by the National Food Authority (NFA) nor obtained the required import permits from the NFA for its rice importations.

The illegal rice shipments of New Dawn Enterprises and EC Peninsula Commercial arrived in November 2014 at the Port of Cagayan De Oro. In its import documents, New Dawn and EC Peninsula misdeclared the rice imports as gypsum boards, plaster board, kitchenware and tiles.

“There was clear intent to hide the rice shipments precisely because these traders know that they are importing rice without the required permits. We are working closely with the NFA to set policies and procedures that are easy and simple to understand to improve the compliance of rice traders,” said Customs Commissioner John P. Sevilla.

The NFA regulates rice imports through Minimum Access Volumes to ensure viability of the local rice industry.

Roxas appeals for public understanding: 'bear with security, safety preps'

Interior and Local Government Secretary Mar Roxas today appealed to the public for cooperation and understanding as the government beefs up its security and safety preparations for the visit of Pope Francis this week.

Roxas, in a briefing with media organizations, asked for help in explaining to the people that the security plan mapped out by the national government is neither exaggerated nor is it intended to inconvenience the public.

“These are not inconveniences or if they really are, it is really for the greater good of the Pope and the public at large,” Roxas said.

Roxas is referring to the safety and security measures that are being carried out by the Philippine National Police (PNP), Armed Forces and other agencies of government, which include closure of streets and severe traffic jams from January 15-19; strict procedures for the entry and exit of devotees at the Luneta Grandstand in Manila;, disruption of LRT services, as well as the building inspection in light of the stampede incident in Shanghai, China and Paris attacks last week.

“It’s the Pope’s security, our own security and our country’s face and honor,” he stressed.

The recent celebration of the feast of Black Nazarene in Quiapo was deemed as a dry run for the Papal visit, following the roughly five million devotees that flocked to Luneta in Manila to attend the mass for the ‘Itim na Nazareno.’

“We enjoin all sectors to help us, the government reached out to our Kababayans that we are all hosts here and not just to exercise restraint,” he added.

Present during the briefing include DND Secretary Voltaire Gazmin, DOTC Secretary Jun Abaya, DILG Undersecretary Peter Corvera, acting PNP Chief Gen. Leonardo Espina, PNP Gen. Ricardo Marquez, National Capital Regional Police Office (NCRPO) Director Gen. Carmelo Valmoria, Armed Forces Chief of Staff Gen. Gregorio Catapang and Undersecretary Emmanuel Bautista.

Roxas together with other Cabinet Secretaries conducted an ocular inspection of the Luneta Grandstand to ensure that all security areas and angles are studied and considered before Pope Francis arrives on Thursday.

POEA rolls out online services for recruitment and manning agencies

The Philippine Overseas Employment Administration, an attached agency of the Department of Labor and Employment, yesterday introduced to the public two online systems that were intended to further improve its services to licensed recruitment and manning agencies.

Administrator Hans Leo J. Cacdac said the development ePayment and Recruitment Authority Issuance systems is consistent with the “Go online, don’t fall in line” slogan of the POEA.

Cacdac said the streamlining of POEA services through automation of processes was initiated by Secretary Rosalinda Dimapilis-Baldoz when she was administrator of the POEA. The two systems, which were also intended to reduce face to face transactions with recruitment agency representatives and foot traffic at the POEA offices, in effect hastens the deployment of OFWs.

The Administrator urges all licensed recruitment agencies to use the online systems which were envisioned to promote a culture of efficiency, accountability and transparency.

“Recruitment agencies were complaining of the slow processing of documents at the POEA. With these systems, all is recorded so that we can pinpoint where the delay was and what caused the delay,” Cacdac said.

Cacdac said that through the ePayment System, placement agencies can pay online the POEA processing fee and OWWA membership fee of their hired workers.

The ePayment System is a component of the electronic Contract Submission System which enables the agencies to submit online their request for processing (RFP) of contracts of their hired workers. Once the RFP is approved, an agency can pay the fees through POEA accredited bank conduits and print the overseas employment certificate (OEC) of the worker.

Cacdac, however, clarified that the contract submission and electronic payment system is applicable only to processing of contracts of skilled and professional workers. It does not include contracts of household service workers which require thorough scrutiny and evaluation of documents.

Cacdac said the POEA the Recruitment Authority Issuance System enables recruitment agencies to apply for the approval and issuance of special recruitment authority (SRA) and letter of acknowledgement. The system allows recruitment agencies to upload documentary requirements and view status of their application.

The POEA issues the SRA to licensed recruitment and manning agencies who want to conduct recruitment activities of any form outside of the business address stated in their license or branch offices. The Letter of Acknowledgement allows foreign employers or their representatives to conduct recruitment activities inside or outside the premises of the agency.

13 January 2015 – Building on the theme One Caring, One Sharing Community, the Association of Southeast Asian Nations (ASEAN) National Secretariat successfully held the Poster-Making and the On-the-Spot Essay Writing Contests for selected public high schools in November and December 2014.

The participating schools included Rizal High School in Pasig City; Manuel Roxas High School and Ramon Magsaysay High School in Manila; Philippine Science High School in Quezon City; and Pax Et Lumen International Academy in Angeles City, Pampanga.

Xiamen Airways to open Xiamen-Manila route in February 2015

13 January 2015 - Xiamen Airlines, officially known as Xiamen Air, will open direct flights covering Xiamen-Manila and Quanzhou-Manila regular routes commencing February 2015. The period is the onset of Chinese New Year festivities in China and the Philippines and is expected to bring more Chinese tourists to the Philippines.

This was the news conveyed to Philippine Consul Julius Caesar A. Flores when he was visited recently by Xiamen Airlines officials led by Mr. Lin Hua Gun, Director for International Route Development.

Consul Flores underscored to the Xiamen Air officials that this is a welcome and positive development in light of the projected contribution of Xiamen Air to enhance bilateral relations between Xiamen and the Philippines through increased trade, tourism and people-to-people contacts.

Currently, the Xiamen-Manila route is being serviced by Philippine Airlines, Cebu Pacific and China Southern Airlines.

Xiamen Air is already flying to other Southeast Asian cities including Singapore, Bangkok, Jakarta, Kuala Lumpur and Siem Reap.

Xiamen Air is the first privately owned airline in China, established in July 1984. It also takes pride as the only major Chinese carrier with an all-Boeing fleet.

DAR –Cagayan Regional Director, Atty. Marjorie P. Ayson, said that DAR would shoulder P1 million of the total cost while the Ambaguio municipal government would take care of the P112,000.00 pesos and other incidental expenses.

Ayson said the project, measured 225 linear meters, covers the improvement of Poblacion-Ammoweng-Nappo FMR and promises greater economic benefits to the municipality as it leads to the tourist spots of the municipality.

“The introduction of this road network will surely jumpstart the development in the far-flung areas of Ambaguio to the benefit of our farmer-beneficiaries”, Ayson said.

BI installs new passport readers

Manila, Philippines—Bureau of Immigration (BI) personnel yesterday completed the installation of 171 passport readers, 160 desktop computers and 141 UPS units at its counters located at its Ninoy Aquino International Airport (NAIA) terminals.

“We are fast-tracking these improvements to modernize the system to be able to provide a more efficient and effective immigration service for 2015,” said BI Commissioner Siegfred Mison.

Mison added that immigration facilities in other international airports are up for upgrades as well.

“We are expecting 58 more passport readers and 40 computers to be delivered to Clark International Airport and Mactan-Cebu International Airport by February,” said Mison.

He said they are expecting a more “vibrant” year for the bureau, following these improvements.

The upgraded computers and scanners are expected to ease the lines at the country’s major international airports. Passport scanners are essential in expediting immigration document processing. Currently, immigration officers follow a 40-second rule in passport processing.

According to Mison, the upgrades came in time for the arrival of Pope Francis this week and the Philippines’ hosting of the Asia-Pacific Economic Cooperation Summit this year.

The Office of the Ombudsman affirmed the finding of probable cause against former Representatives Rizalina Seachon-Lañete (Masbate), Rodolfo Plaza (Agusan Del Sur), Samuel Dangwa (Benguet), Constantino Jaraula (Cagayan de Oro) and Edgar Valdez (APEC) in connection with the cases on the misuse of the Priority Development Assistance Fund (PDAF) totaling P339 million.

Likewise facing criminal indictments are Janet Lim Napoles, Department of Budget and Management (DBM) Undersecretary Mario Relampagos, and DBM officials Rosario Nuñez, Lalaine Paule and Marilou Bare.

Also impleaded as co-accused are officers/representatives of the Implementing Agencies (IAs): Technology Resource Center (TRC) Director General Antonio Ortiz, Deputy Director General Dennis Cunanan and others; National Agri-Business Corporation (NABCOR) President Alan Javellana and others; National Livelihood Development Corporation (NLDC) President Gondelina Amata and others; and a number of officers/representatives of the non-government organizations (NGOs), namely: the Countrywide Agri and Rural Economic and Development Foundation (CARED), Masaganang Ani para sa Magsasaka Foundation Inc. In five separate Orders approved on December 29, 2014, Ombudsman Conchita Carpio Morales denied the Motions for Reconsideration filed by respondents, considering that their pleadings are pro-forma or verbatim repetitions of the issues and claims raised in their counter-affidavits which were previously duly considered and already passed upon by the Office of the Ombudsman in its October 2014 Joint Resolutions.

Representative Lanete, Jose Sumalpong, Napoles and De Asis as well as Representative Valdez, Napoles and De Asis face separate plunder charges. The Orders also affirmed the finding against them and their respective sets of respondents for multiple counts of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act. Representatives Plaza, Dangwa and Jaraula and their respective sets of respondents face charges of Malversation, Direct Bribery, and violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act.

The criminal complaints against NGO incorporators Aileen Palama, Noel Macha, Renato Ornopia, Lorna Ramirez, Gabby Saquing, Margarita Guadines, Aljerome Benito, Jesus Castillo, Theresita Samson and Annie Tan were dismissed in view of newly-discovered evidence consisting of the Sworn Statement submitted by the Field Investigation Office stating that these individuals had no knowledge that their names and signatures were used in incorporating the so-called JLN NGOs. The Office also dropped the charges of Section 4(b) of the Anti-Graft and Corrupt Practices Act against Napoles.

ICC approves first LGU PPP Project

The Tanauan City Public Market Redevelopment Project becomes the first LGU PPP project approved by the Investment Coordination Committee – Cabinet Committee (ICC-CC) under the current PPP Program.

Initiated by the City Government through capacity building support by the PPP Center, the project will involve a commercial mall building as well as separate wet and dry public market facilities. It is intended to provide a more viable and consumer-friendly public center for commerce especially since the existing market has served as a major fruit and vegetable trading center in the region. With an estimated project cost of PhP400 Million, the project will be a twenty-five (25) year concession including one (1) year construction period.

The redeveloped public market will generate employment for the local communities in the city and nearby municipalities as well as improve storage and market facilities for local business. It is also expected to reduce traffic in this part of Batangas by significantly improving the turnaround time for transporting goods and wares to and from the public market.

The Tanauan City government plans to commence PPP bidding of the project within the month and expects to award the same to the best private partner in March 2015.

“This is the first LGU-PPP project approved by the ICC and we look forward to more local PPP initiatives facilitated by the Center’s PPP capacity building strategy for local governments”, says PPP Center Executive Director Cosette V. Canilao.

The current pipeline of projects of the PPP Program has several LGU initiated projects. In 2013, the PPP Center also launched an LGU PPP strategy following its capacity building program that included the development and dissemination of an LGU PPP Manual.

Under the BOT Law and its IRR, LGUs can implement PPPs for local infrastructure and development projects. Based on cost, some locally initiated projects can be approved at the local development council levels and need not go up to the ICC. In the previous administrations, several LGUs awarded contracts to private partners for local development projects using the BOT and its variants.

The Department of Agriculture will continue to deliver the necessary services and interventions for the benefit of Filipino farmers and fisher folks as the Aquino administration’s leadership comes into a full circle this year.

This was announced by Agriculture Secretary Proceso J. Alcala during a media briefing held on the first week of January, in Quezon City.

“Between now and 2017, the government will establish rural infrastructures and other investments needed in lowering production costs and enabling competitiveness,” he said.

To reduce production cost, bolster farm efficiency as well as ensure timeliness of farm operations, DA implemented a rice mechanization program wherein farmers’ organizations can avail of farm machines (such as combine harvesters) in a counterpart scheme, with 85% of the cost shouldered by the government and the remaining 15% to be paid by the farmers’ group.

Alcala stressed that the program enabled the country to achieve the highest rice harvest in history at 18.4 million metric tons by the end of 2013. He adds that the continuing headway in rice production was driven by other assistance to farmers including the provision of high-quality seeds, fertilizers, and the use of other integrated crop management practices.

The Philippine Statistics Authority report states that the Philippine agriculture managed to grow by 9.55 percent in terms of value and by 0.33 percent in terms of volume for the first nine months of 2014, all despite considerable damage caused by successive typhoons to the industry.

“Other countries in Asia, specifically Korean, is happy that the Philippines achieved the record harvest and they are asking us to share the things that we have done,” he added.

When Alcala visited South Korea in 2014, the Korean government was impressed that Filipino farmers were able to increase rice production in a matter of three years, when it took them six years even with all of their government’s interventions.

“We are again leaving footprints in the agri sector,” he said. The Secretary added that the country was able to sustain the increase.

In addition, local farmers have continued exporting superior quality rice such as black rice, red rice, jasponica rice of Doña Maria and SL Agritech, organic rice from Bicol and Mindanao.

“As a matter of fact, we are increasing the volume of our rice exports,” Alcala said.

But he reiterated that DA’s focus is not only to produce but also to lower down production cost which can be done through investments in irrigation, postharvest facilities, and farmers’ access to credit.

As postharvest loss continue to affect farmers’ income, DA has been actively establishing rice processing centers in strategic areas nationwide to enable recovery rates from 65-68%,” said Alcala.

Meanwhile, the agency, alongside the LandBank of the Philippines, has been successfully implementing the Sikat Saka Program, a credit facility which provides eligible farmer P47,000 per hectare of land when planting certified seeds, and P52,000 per hectare for a farmer planting hybrid seeds. The program covers a maximum of five hectares.

DSWD continues aid for ‘Seniang’ survivors

As part of its continuing assistance to survivors of Typhoon Seniang, the Department of Social Welfare and Development (DSWD) has already provided a total of 33,443 family food packs and 4,000 non-food items, as of January 8, through the local government units (LGUs) in the Visayas and in CARAGA.

In Central Visayas, DSWD has provided a total of 8,846 food packs and other food items such as water and biscuits.

Non-food items such as blankets, mats, and mosquito nets, among others, were also given to affected families in Cebu City, Tagbilaran City, and the towns of Alcantara, Barili, Dumanjug, Ronda, Bohol, Antequera, Cortes, Loay, Loboc, Loon, Maribojoc, Pres. C.P. Garcia, and Siquijor.

All evacuation centers in the region have been closed with the evacuees already back to their places of origin.

Aid for landslide victims

In Barangay Mercedes, Catbalogan City, Samar, where 21 persons died due to a landslide incident that occurred on December 30 following a heavy downpour, DSWD provided each bereaved family with P10,000 in cash assistance.

DSWD also gave P5,000 each to the eight individuals from the town who were injured due to “Seniang”.

Likewise, cash assistance was given to the injured and to the family of the lone fatality in Calubian town.

DSWD-Field Office VIII Assistant Regional Director Resty Macuto and Catbalogan City Mayor Stephany Uy-Tan recently visited the Samar Provincial Hospital to check on the injured.

Emerita Mabag, 46, one of those injured expressed her gratitude to the Department and to the LGU for the help extended to her family. Nine members of her family died as a van rammed into their house as a result of the landslide.

Mayor Tan said that she has discussed with DSWD and the International Organization for Migration (IOM) the evacuation of vulnerable families residing in the landslide prone area of Purok 5-A in Brgy. Mercedes.

Meanwhile, DSWD continues to coordinate with concerned LGUs and other national government agencies for the provision of other appropriate services to survivors of “Seniang” to ensure that they can already return to normalcy.

Tingnan na lang po ninyo noong 1995 nang idinaos ang World Youth Day sa ating bansa, na pinamunuan ni Pope John Paul II. Punong-puno ang Luneta at dikit-dikit ang mga tao. Dagdag ko lang po: ganito na kapuno noon nang 68 million ang populasyon natin; ngayong 100 milyon na tayo, gaano karami pa kaya ang darating sa misa ni Pope Francis sa Luneta?

Siyempre po, lahat ng tao, gustong makita nang personal ang Santo Papa. Nariyan ang libu-libong mag-aabang sa convoy ng Santo Papa, at ang milyon-milyon na lalahok sa Luneta. Ang pagsisiksikan at pagkagigil na makalapit sa Santo Papa, maaaring maging mitsa para magkagulo. Isipin na lang po ninyo: Kapag maraming tao ang kumilos ng kahit isang pulgada paharap, malaking espasyo ang masasakop. Kung wala nang lugar na gagalawan, malamang ay may maiipit sa mga barikada. Nagsimula lang po ang lahat ng iyan sa kagustuhang makalapit sa Santo Papa.

Paano pa kaya kung magkahabulan dahil sa may mandurukot? O kaya may isang walang magawa at biglang magpaputok ng labintador? Pihadong magtatakbuhan at magkakatulakan, at nariyan ang potensyal na marami ang masaktan.

Pansinin din po ninyo: disiplinado ang tao noong wala ang convoy; nang dumating po ang convoy, kanya-kanya na. Kung nagtagumpay ang mga nakaharang na makalapit sa Santo Papa, at tumigil ang convoy, ang dating moving target naging stationary target na. Malinaw na napakalaki ng hamong dala ng pagbisita ni Pope Francis sa ating bansa; nakataya rito ang kaligtasan niya, ng nakaparaming dadalo sa kanyang mga gawain at mag-aabang sa kanya. Ang mismong karangalan ng ating bansa, malalagay sa alanganin. Ang tanong ko nga po: Gusto ba nating matala sa kasaysayan na nangyari sa Pilipinas ang isang trahedya na may kinalaman sa Santo Papa?

Obligasyon ng gobyerno ang inyong kaligtasan, at para magampanan ang tungkuling ito ay may obligasyon din kayo. Sa mga darating na araw, maglalabas ng mga paaalala hinggil sa patakarang panseguridad sina Secretary Mar Roxas at Undersecretary Manuel Bautista. OPENING STATEMENT:

Bilang dagdag na paalala, nais kong ipahayag muli ang panawagan ni Pangulong Aquino para sa pagkakaisa, pagdadamayan at pagbabayanihan upang mapagtulungan ng bansang Pilipino ‘yung pagtiyak na magiging maayos, ligtas at makabuluhan ang pagdalaw ng Mahal na Santo Papa.

Partikular na tinutukoy ang ating mga kababayan na dadalo sa misa na idaraos sa Quirino Grandstand at sa Luneta sa darating na Linggo. Tinatawagan po ang mga lalahok dito na maging mahinahon sa lahat ng pagkakataon. Kapag mayroong komosyon o narinig na kakaibang ingay, manatili sa inyong mga kinatatayuan at hintayin ang gabay ng mga ushers, marshals, at pulis.

Kapag nagkaroon po ng kahit na maliit na komosyon, ang bawat isang pulgada na igagalaw ng bawat indibidwal ay maaaring lumikha ng malaking espasyo at humantong sa malaking kaguluhan. Kaya’t kailangan po ang kooperasyon ng lahat.

Muli po, nananawagan ang ating Pangulo para sa pakikisama, pagdadamayan at pagbabayanihan upang malaktawan po natin ang mga hamon hinggil sa pagdalaw ng Mahal na Santo Papa.

Q&A:

ON PAPAL VISIT

Celerina Monte-del Mundo (Manila Shimbun): Sir, good afternoon po. Yesterday, during the press conference doon sa Papal Media Center, I asked kung ‘yung --- if the government is planning to jam ‘yung signals doon sa Quirino. Parang pinaplano pa lang daw pero was there already a final decision if that would be implemented?

SEC. COLOMA: Ang masasabi ko lang po ay ganito: Gagawin ng mga awtoridad ang lahat ng nararapat upang matiyak ang kaligtasan ng Mahal na Santo Papa at para sa kapakanan din ng --- hindi lang libu-libo kundi milyung-milyong inaasahang lalahok sa maraming kaganapan lalung-lalo na sa idaraos na misa sa Luneta.

Kung mayroon mang mga partikular na hakbang na makakaapekto rin sa karamihan, iaanunsiyo naman ito sa takdang panahon.

Ms. Monte: Sir, right now, there is no final decision yet?

SEC. COLOMA: Wala pang tinutukoy ang ating mga awtoridad hinggil diyan, maliban lamang sa pagbibigay ng patuloy na katiyakan na ginagawa ang lahat ng hakbang para maging ligtas ang Santo Papa at ang mga lalahok sa kanyang pagdalaw.

Roices Sibal (TV5): Sec, pwede po bang makahingi ng konting detalye siguro kasi batid namin na dadalo din po sa Luneta mass si Pangulong Aquino. Bukod po kay Pangulo, sino pa po ba ang ‘yung mga nabigyan ng sabihin na nating VIP pass doon po harap kasi ang sabi meron pong mga seats doon sa harapan and then sa grandstand. Sino po ba ‘yung binigyan ng prayoridad na makasama po doon sa malapit sa Santo Papa?

SEC. COLOMA: Kailangan ko pong kunin ang impormasyon na iyan sa ibang tanggapan na nakakaalam. Wala pa akong impormasyon hinggil sa bagay na iyan; at ang nagbigay ng mga alokasyon hinggil diyan ay ang Simbahan dahil ‘yung misa sa Luneta Grandstand ay event na --- primarily Church event po ito at hindi po nag --- wala pong pangunahing tungkulin ang pamahalaan hinggil dito. Kaya wala pa po akong impormasyon kung sino na ang naimbitahan at kung sino na ang tiyak na makakadalo diyan.

Ms. Sibal: Sec, ‘yon din pong panawagan natin noong nakaraang araw tungkol doon sa pagdadala ng bag and backpack at saka ng payong, medyo nagkakaroon lang po ng konting kalituhan kasi ang sinasabi po doon sa briefing ‘nung kahapon, suggestion lang daw po ‘yon. Ano po ba talaga ‘yung napag-usapan doon po sa security briefing sa Malacañang?

SEC. COLOMA: Iyon pong binanggit ng ibang awtoridad, lalung-lalo na kung ang tinutukoy ninyo ay ang DILG (Department of the Interior and Local Government) o ang pambansang kapulisan, sila po kasi ‘yung mayroong primary responsibility for screening and for inspecting. ‘Yon pong mga kagamitan na dadalhin doon sa lugar na pagdarausan ng misa.

Ang nabatid ko rin po, sila ay nagpapanukala katulad ng aking naanunsiyo noon na magdala lamang ng pinakamahahalagang bagay at kung maaari to facilitate screening ay ilagay ito sa mga transparent na packages. Pero kinikilala din po natin ‘yung naipunto na rin ninyo sa talakayan natin, baka po mayroong mga galing pa sa lalawigan, galing sa malayong lugar na kinakailangan talagang magdala ng mas malaking lalagyan ng kanilang mga kagamitan, isasaalang-alang naman ito. Magiging resonable naman ang ating mga awtoridad.

Hinihingi lang ang kanilang kooperasyon sa pagsunod sa mga tagubilin hinggil sa screening ng mga dadalhin sa lugar na pagdarausan ng misa.

Weng dela Fuente (NET25): Sir, doon lang po sa security kasi may mga series of rehearsals, walk-through at saka inspection na ginagawa, hindi ba parang masyadong magiging transparent po at baka magka-idea ‘yung kung sinumang magtatangka ng masama, nababasa na nila kung ano ang magiging kilos po on the day of the visit?

SEC. COLOMA: Palagay ko po naisip na rin ‘yan ‘nung mga nagsasagawa ‘non. Pero mahalaga sa kanila ‘yung mismong kahandaan ng mga tauhan na direktang lalahok doon sa mismong pagbibigay ng seguridad.

Pangalawa, importante rin na maunawaan o ma-simulate as closely as possible ‘yung actual na kondisyon. Kaya nga kung mapapansin natin kahapon, inumpisahan ‘yung dry run o walk-through o simulation ng MMDA (Metro Manila Development Authority) doon mismo sa parehong oras na aalis sa Villamor Airbase ‘yung motorcade ng Santo Papa.

Kasi mahirap ‘yung hinuhulaan lang. Nais makita kung ano ba ‘yung available na liwanag dahil may kadiliman na sa ganoong oras. Nais din makita ‘yung likely volume of traffic.

Mahalagang mga impormasyon ang nakukuha nila dahil diyan sa isinasagawang ‘yan; at sa lahat naman ng pagkakataon, isinasaalang-alang pa rin ‘yung primacy of security para sa principal personality po --- ang mahal na Santo Papa --- at para sa kapakanan ng lahat ng sasaksi sa kanyang pagdalaw.

Andreo Calonzo (GMA News Online): Sir, balik lang po ako doon sa question about the Luneta attendance. Confirmed po na pupunta si PNoy doon?

SEC. COLOMA: Ang pagkabatid ko po ay kasama siya sa mga nakatakdang magtungo doon.

Mr. Calonzo: Sir, bakit po napagdesisyunan ng Pangulo na pumunta pa doon tapos hindi po ba nito mahahati pa ‘yung security for Pope Francis kasi ‘yung PSG, ‘di ba, sila na ‘yung naka-assign na i-secure si Pope Francis tapos kung pupunta pa po doon ‘yung Pangulo, hindi ba, dalawang security risks ‘yung nandodoon natin?

SEC. COLOMA: Magtiwala po tayo sa pagpapasya ng ating Pangulo.

Mr. Calonzo: Sir, on another issue. Sir, may mensahe po ba tayo sa mga pulitiko at mga kumpanya na ginagamit ‘yung Papal visit para i-promote po ‘yung sarili nila?

SEC. COLOMA: Mainam po na sa pagdalaw ng Santo Papa ang pangunahing pokus, ang sentral na atensyon ay matutuon mismo sa Mahal na Santo Papa at ‘yung ibang mga naghahangad na maging prominente din ang pagkakilala sa kanila, mas mainam siguro na pumili na lang sila ng ibang okasyon.

Aurea Calica (The Philippine Star): Sir, going back lang po sa visit ni Pope. Sabi po ni Bernard, ‘yung theme daw ng visit is mercy and compassion but kahit gusto mong magpakabait doon puwede daw po bang kuyugin ang pasaway, ‘yung may citizen arrest daw po ba or puwede bang ‘yung tao na lang ang humili kung may manggugulo? Sir, tanong po ‘yan ni Bernard.

SEC. COLOMA: Baka kasama na rin ‘yung kaisipang ‘yan doon sa buod ng konsepto natin ng pakikisama, damayan, at pagbabayanihan.

Iyong sariling kusa na natin na paggawa ng aksyon na hindi na makalikha tayo ng malaking komosyon o inconvenience para sa iba. Iyong huwag na tayong maging sanhi pa ng kaguluhan. Huwag po tayong panggagalingan ng hindi pagkakaunawaan o pag-aawayan dahil tanggapin po natin minsan lang sa maraming taon nagaganap ang pagdalaw ng Mahal na Santo Papa at mainam na itanghal natin ‘yung kabanalan ng kaganapang ‘yan.

‘Yung maging mapagnilay tayo; isipin natin at gawin ‘yung kabutihan. Pairalin po natin ‘yon sa ibabaw ng mga pansariling pananaw at pansariling pagkilos.

ON EXECUTIVE CLEMENCY

Teresa Andrada (GMA-7): Sir, meron na po bang mga pangalan si Pangulong Aquino na napili doon sa isinumite ni Justice Secretary (Leila) de Lima na bibigyan ng executive clemency?

SEC. COLOMA: Katatanong ko lang po sa Tanggapan ng Pangulo at ayon sa aking nakuhang impormasyon ay hindi pa nailalabas ‘yung listahan ng mga pagkakalooban ng clemency.

Batid po natin, ayon sa pahayag ni Secretary Leila de Lima, na naisumite na ang listahang ito. Kaya’t masasabi lang natin na kasalukuyan pang pinag-aaralan ang rekomendasyon at kapag ito ay nailabas na ay tiyak namang iaanunsiyo sa madla.

Ms. Andrada: Pero sir ito po ba ay isasabay o gagawin before the arrival of the Pope or habang nandito siya?

SEC. COLOMA: Wala pa tayong impormasyon kung kailan magaganap ‘yan, sapagkat ang batid lang natin ay pinag-aaralan ang rekomendasyon sa kasalukuyan.

ON INTEGRATED TERMINAL FEE

Ms. Dela Fuente: Sir, another issue po kasi ‘yung OFWs after the announcement na effective na daw po sa February 1 ‘yung integrated terminal fee na i-impose ng MIAA, medyo nagwo-worry po sila kasi nabigla daw sila doon sa desisyon dahil merong court ruling and then may pending investigation daw po na gagawin ang both Houses, separate probe, so baka puwedeng hintayin daw muna po ang resulta doon dahil sinasabi nila protected ng batas ‘yung kanilang exemption sa terminal fee?

SEC. COLOMA: Isinasaalang-alang ng pamahalaan ang kabutihan at kapakanan ng mga libu-libong overseas Filipino workers, mga Pilipino na nagtatrabaho sa ibang bansa at malaki ang ambag sa ating pambansang ekonomiya.

Bago magpatupad ng anumang pagbabago sa mga kasalukuyang patakaran, bago palitan ang mga regulasyon at alituntunin, isinasaalang-alang ang mahalagang prinsipyong ito. Kung mayroong mga katanungan, agam-agam o alinlangan ang ibang sektor, mayroon ding pagkakataon na isagawa ang paglilinaw sa isang maayos na paraan.

Isa riyan ‘yung pagkakaroon ng pagdinig sa ating Kongreso at ito ay magsisilbing pagkakataon para bigyan ng liwanag kung bakit nagsasagawa ng mga bagong patakaran.

Kaya sa lahat ng pagkakataon, anuman ang mangyari, ang pangunahin pa ring konsiderasyon ay ‘yung kapakanan ng ating mga manggagawa.

ON VARIOUS ISSUES

Florante Rosales (DRZH): Sec, magandang hapon. Three questions: una ‘yung magkano po ‘yung gagastusin ng pamahalaan dahil state visit po ito ni Pope?; pangalawa, ‘yung issue doon sa Supreme Court na kalalabas lang na denied po‘yung petitions ng mga iba’t ibang grupo na kumukwestyon sa 2015 budget for lack of merit; and pangatlo, ‘yung MRT, LRT fare hike petitions. Pinagsa-submit po ng comment ang gobyerno for certain days para sagutin ‘yung petition na ideklarang iligal ‘yung pagtaas ng singil sa MRT, LRT?

SEC. COLOMA: Iginagalang po natin ang pagpapasya ng Korte Suprema at aantabayanan po natin ang magiging resulta ng mga prosesong magaganap, katulad ng iyong nabanggit na humihingi ng komento doon sa petisyon hinggil sa MRT. Mainam na pagkakataon ‘yan para maliwanagan ang sambayanan kung ano ang mga kadahilanan na ipinapatupad ito at ano naman ang katwiran ng mga tumatanggi o hindi sang-ayon dito.

Doon naman sa budget. Sa simula’t sapul ay isinaalang-alang ng ehekutibo ang mga probisyon ng Konstitusyon. Sumusunod po tayo sa mga patakaran ng batas kaya hindi naman po tayo nabibigla na sumang-ayon ang Supreme Court ayon sa iyong pagkabigkas ngayon dahil hindi pa naman natin ito independently verified.

Doon naman sa unang tanong, hanggang sa ngayon ay kinakalap pa ‘yung mga datos. Pansinin natin na maraming ahensiya ng pamahalaan ang involved dito.

Iyong mga ginagawa naman nila, ‘yung iba doon ay sakop na rin ng kanilang pangkaraniwang aktibidad katulad ‘nung mga pagkukumpuni ng kalsada.

Kaya’t sa ngayon ay hindi pa nahihimay ng maigi kung ano ‘yung dapat na ituring na kasama lang doon sa Papal visit budget. Huwag po kayong mag-alala. Wala po tayong sasayanging pagkakataon na ibunyag ito kapag nakuha na ang datos na kailangan sapagkat transparent naman po ang ating pamahalaan.

At tulad ng ating nabanggit noong nakaraan, hindi naman ito lalayo sa makatwiran at resonableng antas ng paggugol na sinusunod sa tuwing may dadalaw na katulad ng Mahal na Santo Papa.

Mr. Rosales: Kilala po si Pope na makamahirap at gusto niya na simple and frugal lang ‘yung gastos sa kanyang pagbisita. Ito ho ba ang sinusunod ng Malacañang?

SEC. COLOMA: Siyempre po kinakailangan po tayong tumalima sa mga itinakda ng Mahal na Santo Papa.

Mr. Rosales: Sir, sa Supreme Court decision, kinonfirm ‘yon ni Spokesman Te kaya—in-announce niya ngayon, may presscon po sila.

SEC. COLOMA: Maraming salamat sa iyong paghahatid ‘nung pinakahuling balita.
