1.  Tagalog news: 54 freight forwarders blacklisted ng DTI dahil sa mga hindi naipapadalang balikbayan boxes

LUNGSOD NG CALAMBA, Laguna, Enero 20 (PIA) --Dahil sa reklamo na naiukol sa mga balikbayan boxes na hindi nakarating sa pinapadalhan, 54 na dayuhang cargo forwarders o consolidators mula sa Asya , Australia, Europa, Gitnang Silangan at Estados Unidos ang nailagay sa blacklist ng Department of Trade and Industry (DTI).



Ani Victorio Mario Dimagiba, undersecretary ng consumer protection group, ang Fair Trade and Enforcement Bureau (FTEB) ay gumawa ng listahan ng mga pabaya o nagkakamaling cargo forwarders upang maalerto at mapigilan ang mga mamimili na makipag-ugnayan sa kanilang mga serbisyo.



Nangyayaring hindi nakakarating ang mga balikbayan boxes sa kinaukulan dahil hindi nabababayaran ng mga dayuhang forwarders ang mga kaukulang bayarin kaya’t ang mga ito ay hindi mailabas mula sa Bureau of Customs.



Binawi na ng DTI ang akreditasyon ng dalawang nasangkot sa hindi pagdeliber ng Balikbayan boxes, ang D’Winner Logistics Phils. Inc. at ang Globalnet International Freight, Inc.



Kaugnay nito, inihahanda na rin ng DTI ang pagbawi ng akreditasyon ng Steadfast Air-Sea International Inc., kasama ang kanyang customs broker na si Victorino C. Guilles Jr., dahil sa pag-abandona ng kargamento na ipinagkatiwalang iparating nito.



Inilathala ng DTI ang listahan ng mga cargo forwarders na nasasangkot sa hindi pagdedeliber ng balikbayan boxes, na maaaring matingnan ang nasabing listahan sa website ng DTI: www.dti.gov.ph.



Pinapaalala ng DTI sa publiko na makipagtransaksyon lamang sa mga akreditadong cargo forwarders.



Ang DTI, sa pamamagitan ng Philippine Shippers Bureau, ay nagpapatupad ng mahigpit na akreditasyon upang gawing propesyonal ang industriya at alisin ang mga kumpanyang hindi kwalipikadong makisali sa pagnenegosyo ng cargo forwarding.



Sa kasalukuyang buwan, ang DTI ay nakapagbigay na ng 664 na sertipiko ng akreditasyon sa iba’t-ibang cargo forwarders, kung saan 57 ay nakatuon sa paghawak ng mga pagpapadala ng balikbayan box. (Charlie S. Dajao/DTI CPG-FTEB/PIA4A).

Sinabi ni Information, Investment Promotions & Employment Services Office (IIPESO) Head Peter Capitan, mahigit 30 kumpanya at overseas manpower agencies ang nakiisa sa nasabing 'job fair.'


Ang 'job fair' ay bahagi ng employment assistance program ng Sangguniang Panlungsod na naglalayong matulungan ang mga Calambeño na makapaghanap ng trabaho.


Samantala, patuloy naman ang isinasagawang Skills Registration System sa tanggapan ng IIPESO upang makatulong sa mga mamamayan na makahanap ng trabaho na naaayon sa kanilang kakayahan.


Mas marami pa umanong mga programa at proyekto ang isasagawa ng naturang tanggapan upang matulungan ang mga mamamayan sa aspeto ng employment, investment at makapaghatid ng mga tama at napapanahong impormasyon para sa kapakanan ng mga mamamayan. Government eyes long-term solution to traffic congestion, says Palace official
The government is serious in tackling the persistent traffic congestion in the country and wants a long-term solution to the problem, a Palace official has said."Patuloy namang tinutukoy ang suliraning ito sa pamamagitan ng pagpapahusay ng imprastruktura, sa pagpapahusay ng traffic management, at sa patuloy ring panawagan sa mga mamamayan na makiisa," Communication Secretary Herminio Coloma, Jr. told reporters during a press briefing in Malacañang on Thursday.
A recent study on countries with the worst traffic situation ranked the Philippines as fourth in Asia and ninth in the world.
The study was conducted by Numbeo, a research firm launched in 2009 by Serbian software engineer and mathematician Mladen Adamovic.
"Kaya nga tayo may umiiral na number coding sa mga pribadong sasakyan, nakikiisa ang mga private vehicle owners sa pag-regulate ng paggamit nila ng pribadong sasakyan para maibsan ang pagsisikip ng ating main thoroughfares," he said.
Coloma further said that the National Economic Development Authority has already approved the recommendation of the Japan International Cooperation Agency regarding the long-term traffic management and infrastructure program for Metro Manila to address the traffic congestion.
The Numbeo study, which collated data on the traffic situation in 88 countries for its 2015 Traffic Index, showed that the Philippines obtained a traffic index of 202.31.
Numbeo defined traffic index as the “composite index of time consumed in traffic due to job commute, estimation of time consumption dissatisfaction, carbon dioxide consumption estimation in traffic, and overall inefficiencies in the traffic system.”

Palace confident Gross Domestic Product would hit 6.5 to 7.5 percent target
The Palace on Thursday expressed confidence that the country would be able to hit its gross domestic product (GDP) target of 6.5 percent to 7.5 percent.

Communication Secretary Herminio Coloma, Jr. told reporters during the daily press briefing that the target is attainable, contrary to forecasts made by some economists.

“Our focus is on attaining the targets of the Philippine Development Plan, which is a range of 6.5 percent to 7.5 percent GDP growth per annum. So, while we listen with respect to views expressed by other parties, our commitment is to implement the needed programs in accordance with the objectives of the Philippine Development Plan and we would like to attain those objectives,” he said.

He was commenting on forecasts made by economists during a forum held by Ateneo de Manila University that the country is likely to achieve a GDP of only 5.7 percent to 6.5 percent.

Last year, the Philippines attained a GDP of 7.2 percent. PND (ag)

Philippines, U.S. reiterate South China Sea row must be settled through international arbitration, says Palace official
Senior Philippine foreign affairs and defense officials and their counterparts from the United States have reiterated that the maritime dispute in the South China Sea must be resolved through international arbitration.

Communication Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang on Thursday that the officials of the two countries made the statement following their fifth Bilateral Strategic Dialogue held in Manila on January 20 to 21.

“The two countries expressed concern over developments in the South China Sea that are inconsistent with the 2002 ASEAN-China Declaration on the Conduct of Parties in the South China Sea (DOC) and international law, and emphasized the importance of upholding peace and stability, respect for international law, unimpeded lawful commerce, and freedom of navigation and over flight,” Coloma said, reading the joint statement.

“The two sides reiterated that international disputes in the South China Sea should be settled in accordance with international law, and through diplomatic and other peaceful means, including the use of international arbitration,” he added.

Manila and Beijing are both laying claim to the Kalayaan Group of Islands, and the Ayungin and Scarborough Shoals located in the South China Sea.

On March 30 last year, the Philippines filed a memorial before the International Tribunal on the Law of the Sea (ITLOS) against China.

Philippine officials on Wednesday accused China of expanding its reclamation work in the disputed territory, describing it as “massive.”

Present during the dialogue were Foreign Affairs Undersecretary Evan P. Garcia and National Defense Undersecretary Pio Lorenzo F. Batino for the Philippines, and Assistant Secretary of State Daniel Russel and Assistant Secretary of Defense David Shear for the US.

Meanwhile, asked if the dialogue discussed the status of the Enhanced Defense Cooperation Agreement (EDCA), which is pending at the Supreme Court, Coloma said both sides have acknowledged that there are legal questions that are now being addressed at the Supreme Court.

Former senators Wigberto Tañada and Rene Saguisag filed a petition at the Supreme Court in May last year, questioning the validity of the EDCA.

The petitioners argued that the agreement is unconstitutional and violates several provisions of the 1987 Constitution.

The EDCA was signed in April last year, shortly before US President Barrack Obama arrived in Manila for a visit. PND (ag)

The Civil Service Commission (CSC) released the complete list of successful examinees of the October 26, 2014 Career Service Professional and SubProfessional examinations. Mark Allen Galope from National Capital Region (NCR) bested 140,906 examinees of the Career Service Professional test with a rating of 90.52. The full result may be accessed here.

Meanwhile, Richedlhyne Orbeta from Southern Tagalog placed first among the 22,334 examinees for the SubProfessional level with a rating of 88.64.

Out of the 163,240 examinees of the Career Service Professional and SubProfessional, a total of 19,344 or 11.85% passed. The Professional level posted 11.93% passing rate while the SubProfessional test had 11.36% passing rate, comprising 16,807 and 2,537 successful examinees, respectively.

The rest of the top 10 passers of the Professional level, five of which hailed from NCR, include: Jose Maria Hizon, 89.85 (NCR); Anna Clarita Sangkal, 89.62 (Region 4); Bea Czarina Bartolome, 89.56 (Region 4); Ervin Balili, 89.45 (NCR); John Mark Tayona, 89.33 (NCR); Nina Johanna Pedrosa, 89.33 (Region 6); Nathaniel Barretto, 89.32 (NCR); Rose Anne Padillo, 89.29 (Region 6); Ma. Applications may be filed until March 12, 2015 at the CSC Regional Office (CSCRO), or at any of the concerned CSCRO’s Field Offices where applicants intend to take the examination. Acceptance of applications shall be on a first-come, first served basis and may be closed before the deadline if the CSC Regional/Field Office has reached the target number of applicants. Details on testing centers, qualifications, documentary requirements, filing procedure and other relevant information are posted at www.csc.gov.ph.

Successful examinees are advised to coordinate with the CSC Regional Offices for the availability, requirements and procedure in claiming their Certificate of Eligibility (COE). Both passers and those who failed may generate their individual rating through the Online Civil Service Examination Result Generation System.

City veterinarian, 3 others face raps for illegal seizure of “hot meat”

Ombudsman Conchita Carpio Morales affirmed the finding of probable cause to indict the city veterinarian and three other officials of Alaminos City, Pangasinan for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) for illegally confiscating poultry products loaded in a refrigerated delivery van and declaring them as “hot meat” without valid grounds.

In an 8-page Order, Ombudsman Morales upheld the filing of criminal Information against City Veterinarian Dr. Ronaldo Abarra, Meat Inspectors Ryan Pagador and Joseph Soriano, and Security Officer Lyndon Millan.

It was found that sometime in April 2009, a delivery van owned by the San Vicente Dressing Plant, loaded with 2,455 kilograms of poultry products worth P130,000.00 was apprehended and the products were seized by employees of the City Veterinary Office and Public Order and Safety Office for alleged violation of City Ordinance No. 2003-31. Despite presenting certifications from the National Meat Inspection Service and other supporting documents, Abarra insisted that the items were contraband.

In approving the finding of probable cause, Ombudsman Morales stated that “the accusation of violation of the Anti-Hot Meat Ordinance is a sweeping generalization not supported by compelling evidence” as “there was an apparent haste in condemning the meat cargo despite the admission of the respondents that the same cannot be considered hot meat and were still fit for human consumption.”

Under Republic Act No. 9296 (The Meat Inspection Code of the Philippines), “hot meat” is defined as the carcass or parts of carcass or food animals which were slaughtered from unregistered/unaccredited meat establishments and have not undergone the required inspection and also includes undocumented, illegally shipped, and unregistered carcass, and meat products from other countries and those that are classified as hot meat by the NMIS.

Mandaue official indicted for graft, malversation

Ombudsman Conchita Carpio Morales affirmed the filing of criminal Informations against former Mandaue City Administrator Serafin Blanco for Malversation and violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) for failing to fully liquidate cash advances incurred during the city’s 2001 Christmas party program despite demand from the Commission on Audit, Office of the City Accountant of Mandaue and the Office of the Ombudsman in Visayas.

The four-page Order denying Blanco’s Motion for Reconsideration pointed out that “from 2007 when Blanco last attempted to liquidate his outstanding cash advance, to 2012 when the complaint was filed and up to the present time, the amount of P189,600.00 remains unsettled.”

In affirming the finding of probable cause, Ombudsman Morales stated that “it will not be amiss to conclude that this Office’s resolution to indict was justified and that no grave errors of facts or laws or serious irregularities were committed prejudicial to the interest of Blanco.”

Roxas fetes PNP for successful Papal Visit

Interior and Local Government Sec. Mar Roxas will lead the awarding of selected police personnel to represent those who served during the Papal visit on Monday, Jan. 26 as the Philippine National Police (PNP) celebrates its 24th Foundation Day.

Roxas recognized the sacrifices made by the police officers who barely slept and rarely saw their families during Pope Francis’ five-day stay in the country.

He said these police officers will be awarded the Pope Francis Service Medal during Monday’s flag-raising ceremony.

On Friday (23 Jan), a thanksgiving dinner will be held in honor of the ranking police officers for the success of the Oplan Lambat - Sibat and the Pope’s Pastoral visit.

A total of 25,000 PNP personnel provided operational support to the Presidential Security Group (PSG) which was tasked to provide close-in security and safety services to the Pope and his entourage, and public safety assistance for crowd control, vehicular and pedestrian traffic direction, route, parking, and venue security.

The DILG Chief thanked the police officers for their efforts in securing the Pope and ensuring the safety of the millions of devotees who attended the papal events.

He said “I really appreciate the extra effort. Ramdam ko na nagstep-up at di pangkaraniwan (I felt that you stepped up your efforts [during the Papal visit]).”

Roxas said the cooperation among the PNP and all other government agencies and the people who attended the papal events, which he described as a “whole of nation approach”, resulted in the success of the Papal visit.

DTI warns public against unreputable freight forwarders

The Department of Trade and Industry’s Fair Trade Enforcement Bureau (DTI-FTEB) warned the public against the 43 unreputablefreight forwarders, which were the subject of complaints from shippers and consignees for non-delivery of Balikbayan boxes.

“In its latest advisory, DTI-FTEB listed these erring foreign and local sea freight forwarders to prevent consumers in patronizing their services. The advisory also cited the 54 foreign freight forwarders/consolidators from Asia, Australia, Europe, Middle East and USA that have pending complaints pertaining to Balikbayan boxes,” DTI-Consumer Protection Group (CPG) Undersecretary Atty. Victorio Mario A. Dimagiba narrated.

The FTEB, a DTI-CPG line bureau, regularly posts its advisory of erring foreign and local sea freight forwarders for non-delivery of Balikbayan boxes in the DTI website. The non-delivery of Balikbayan boxes usually occurs when foreign consolidators/ principal sea freight forwarders do not remit a portion of their collected charges to their accredited Philippine agents/ local sea freight forwarders to prompt the release and delivery of balikbayan boxes.

“When necessary funds are not remitted to accredited Philippine agent/ local freight forwarders, the shipment or the balikbayan boxes with the Bureau of Customs (BOC) will not be released and will not be delivered to consignees/ recipients. Unfortunately,the DTI-FTEB records show that some incidents of undelivered balikbayan boxes involved freight forwarding companies with accreditation. Thus, we have already revoked the accreditation of D’Winner Logistics Phils. Inc. and Globalnet International Freight, Inc. and currently seeking for revocation of accreditation of Steadfast Air-Sea International Incorporated for, together with its licensed Customs Broker/Mr. Victorino C. Guilles, Jr., abandoning shipment consigned to it," Dimagiba underscored. The DTI-FTEB implements an accreditation scheme for sea freight forwarding companies.

As of 09 January 2015, the DTI-FTEB has issued the accreditation certificate to 664 sea freight forwarders, of which 57 are also engaged in handling Balikbayan box shipments. Undersecretary Dimagiba stressed, “The accreditation scheme helps professionalize the freight forwarding industry and the DTI will continue to strictly implement its criteria to weed out those companies that are not qualified to engage in this business."

The DTI enjoins the public to regularly check the following websites for guidance on which sea freight forwarders they can transact with and be assured in sending their Balikbayan boxes:

PNP seeks 772-M fund for pension differentials

The PNP is awaiting the release by DBM of P772-million to pay its obligations to some 40,000 police pensioners.

On instructions of PNP Officer-in-Charge, Deputy Director General Leonardo A Espina, Police Director Rolando Purugganan, Director for Comptrollership, has made representations with DBM to seek immediate release of the pension funds.

22 January 2015 - Labor and Employment Secretary Rosalinda Dimapilis-Baldoz recognized the Philippine Overseas Labor Office (POLO) and Philippine Mission/Consulate General in Geneva (Geneva PM/PCG) for its pioneering effort in conducting Financial Education Program which enhances awareness of many overseas Filipino workers in Switzerland in managing their earnings through savings and investments.

The Financial Education for Filipinos in Geneva and Vaud comprises of two parts, namely, a) a three-hour briefing on migration and savings, which focuses on the realities faced by overseas Filipinos when managing their finances as well as on practical tips to overcome the challenges and figure out ways to better use their resources and engage their respective families in the savings process; and b) a four-week entrepreneurial seminar-workshop, which aims to enhance the skills of participants on more effectively managing their finances, discuss practical concepts related to money matters, business setup, and risk appreciation, including introductory classes on marketing and advertising, financial statements and sample investments.

Philippine Permanent Representative to the United Nations in Geneva, Ambassador Cecilia Rebong said that Geneva PM/PCG will continue conducting the Financial Education Seminar/Workshop for Filipinos in Geneva and Vaud in 2015, as feedback from the Filipino community has been very positive. DAR, DTI value chain initiative to boost ARBOs’ product market potential

The Department of Agrarian Reform (DAR) and the Department of Trade and Industry facilitated a Value Chain Workshop for DAR and DTI Regional Sectoral Industry Cluster in a bid to strengthen the product market potentials of different Agrarian Reform Beneficiaries Organizations (ARBOs) in Cagayan Region.

Twenty two ARBOs involved in three industry sectors namely, natural beverages, pineapple and banana sectors, were trained on the Value Chain Approach (VCA).

DAR Regional Marketing and Assistance Officer Marites U. Allag said “we prioritized these industry sectors because of their strong market potentials. In our studies, these sectors will usher in opportunities in the region such as job employment, investment opportunities and economic growth.”

According to Rica Pillarca, workshop facilitator of International Value links Association.

“the VCA is a tool being used worldwide by development organizations to organize farmers into a cohesive unit capable of coming up with action plans to improve the quality of their products and meet volume requirement of target market.”

“The workshop was conducted in order for the participants to have a functional knowledge and informed appreciation of the VCA”, Pilarca added.

The workshop was done in support to the Up-Valuing project of DAR and DTI to upgrade the products of the different ARBOs in the region.

Former bank president arraigned for P748-M estafa case

The former Chairman and President of a closed rural bank was arraigned on January 12, 2015 at the Regional Trial Court (RTC) of Imus City, Branch 20 for estafa charges in the amount of P748 million.

Charged with estafa is Mr. Banlee Choa, former Chairman and President of the closed GMA Rural Bank, a bank under liquidation by the Philippine Deposit Insurance Corporation (PDIC). Choa voluntarily surrendered in November 2014 and has been detained at the Imus City Police Station in Cavite since then. Choa pleaded not guilty after details of the estafa charges were read to him in open court. Acting Presiding Judge Josefina E. Siscar has set the pre-trial of the case on March 9, 2015.

Based on the complaint filed by PDIC with the Department of Justice (DOJ) Task Force on Financial Fraud and the criminal information filed by the DOJ before the court, Choa is accused of estafa for misappropriating funds of GMA Rural Bank in his capacity as President/Chief Executive Officer/Chairman of the bank. He created a special division in GMA Rural Bank, which he called the "executive/extension office" wherein he, through the creation of fictitious loans, diverted around P748 million of bank funds generated via deposit-taking activities to the "executive/extension office", which in turn, transferred the misappropriated funds to corporations and business entities owned and controlled by the accused Choa and/or members of his immediate family through the grant of unsecured loans.

Records of the DOJ show that PDIC has filed a Petition for Review with regard to the dismissal of its complaint relative to the other co-respondents of Choa who are former officers of GMA Rural Bank or officers of other Choa-controlled corporations that benefited from the diversion of bank funds.

The filing of the criminal complaint against Choa, other former officers of the GMA Rural Bank and other officers of other Choa-controlled corporations is in line with PDIC's efforts to bring to justice parties who commit fraud, circumvent the deposit insurance scheme or engage in unsafe and unsound banking practices that may put the Deposit Insurance Fund (DIF) at risk. PDIC vigorously pursues legal action against erring bank officers, for the benefit of depositors/creditors and to protect the DIF, PDIC's funding source for payment of insured deposits.

GMA Rural Bank was placed under the receivership of PDIC in February 2011.

Coping with a rare disease

IMAGINE: long queues, going to the hospital more often for a series of tests and not being able to figure out what is wrong with your child? Despite the physical, emotional and financial strain for most parents, the will power never stops. Until finally, the waiting is over: your child is afflicted with a rare disease.

According to www.orpha.net, rare diseases are diseases that affect a small number of people compared to the general population and specific issues are raised in relation to their rarity. In the Philippines, a disease or disorder is considered rare when it affects one in 20,000 individuals or less, as defined by the Institute of Human Genetics of the National Institutes of Health, University of the Philippines Manila.

From the list of rare diseases, there is an inherited disorder in which the body is unable to process certain amino acids properly called the Maple Syrup Urine Disease (MSUD). It derived its name from the distinctive/unique sweet odor of infant’s urine, characterized by poor appetite, vomiting, lack of energy (lethargy), seizures and developmental delay.

MSUD is inherited in an autosomal recessive pattern (one of several ways in which a disease can be passed down through families), where the child inherits a defective copy of the gene from each parent. If both parents carry the MSUD gene, each of their children has one in four chances of getting the disorder, and one in two chances of being a carrier.

The website, www.ghr.nlm.nih.gov cites that the most common and severe form of MSUD is the Classic type which becomes apparent soon after birth, while the Variant type is milder which becomes apparent during infancy or adulthood but still involves developmental delays and other health problems, if untreated.

Unlike any other rare diseases, MSUD may be detected early on through newborn screening (NBS) test. Last year, the Department of Health brought optimism to-soon-to-be parents when they modified its procedure for the collection of blood samples for NBS to include MSUD through Department Memorandum No. 2014-0200.

The NBS in the country currently includes MSUD and other five disorders specifically, congenital hypothyroidism (CH); congenital adrenal hyperplasia (CAH); galactosemia (GAL); phenylketonuria (PKU); and glucose-6- phosphate-dehydrogenase (G6PD) deficiency.

With the inclusion of MSUD in the NBS test by the DOH, PhilHealth has also included the said disorder in the list of five other diseases that a newborn will be tested for under its Newborn Care Package. PhilHealth’s benefit package for NCP is P1,750, wherein P550 is for NBS alone.

Aside from the NBS, NCP covers newborn hearing test and various essential newborn services like the immediate drying of the newborn; early skin-to-skin contact; cord clamping; BCG vaccination; and eye prophylaxis.

All dependents of PhilHealth members can avail of the package in PhilHealth-accredited hospitals, and non-hospital facilities such as lying-in clinics, birthing homes and Rural Health Units that are DOH-certified newborn screening facilities.

The government’s initial step to provide medical support and attention to MSUD will surely bring awareness and understanding to the public, especially for those caring for children that are afflicted with the disease.

For parents, seeing their own child suffer due to their financial incapacity to access medical care narrows their child’s fighting chance to live. It is an incomparable feeling and is definitely rare.

ICC-CabCom approves biggest PH PPP project

The Investment Coordinating Committee – Cabinet Committee recently approved the Php 374.5 billion (USD 8.32 billion) Makati-Pasay-Taguig Mass Transit System Loop (MTSL) Project. It is the biggest public-private partnership project (PPP) to date.

The proposed 12-kilometer Mass Transit System Loop will connect the fast-developing Bonifacio Global City, Makati Central Business District, and the Mall of Asia area in Pasay City. It will be the first subway in the Philippines.

The MTSL project will improve passenger mobility, facilitate fast and convenient transfer of goods and services, and reduce the volume of vehicular traffic in Metro Manila by providing a higher capacity mass transit system.

The winning bidder will undertake the financing, design, construction, operation and maintenance of the mass transit system.

Currently, the biggest PPP project that is under procurement is the PhP 122.8 billion (USD 2.72 billion) Laguna Lakeshore Expressway Dike Project with the Department of Public Works and Highways as implementing agency.

Other PPP projects in the PPP Center pipeline that were approved by the ICC-CabCom are the following with their indicative costs:

1. Motor Vehicle Inspection System (MVIS) Project – Php 19.33 billion (USD 429. 56 million)

2. North-South Railway Project (NSRP) South Line – Php 170.70 billion (USD 3.79 billion)

3. Civil Registry System – IT Project – Php 1.16 billion (USD 258M)

The MTSL, MVIS, and NSRP South Line Projects will be implemented by the Department of Transportation and Communications.

The Philippine Statistics Authority (PSA) will implement the Civil Registry System – IT Project (Phase II). The Php 1.16 billion CRS-ITP2 involves the computerization of the civil registry operations of PSA and is designed to collect, store and manage civil registry documents and the specimen signatures of all city and municipal registrars using imaging technology. The CRS-ITP2 also aims to make the civil registry services available nationwide through the CRS outlets.

Meanwhile, the proposed Tarlac-Pangasinan-La Union Expressway (TPLEX) Project from two lanes to four lanes was also approved by the Cabinet Committee. The TPLEX starts from La Paz, Tarlac and ends in Rosario, La Union and presently under implementation. This project will support the future increase in socio-economic activities between Regions I, III, CAR and Metro Manila.

The ICC-CabCom newly approved projects with some conditions will be presented to President Aquino during the next National Economic Development Authority (NEDA) Board meeting tentatively scheduled this month.

The Professional Regulation Commission (PRC) announces that 1,292 out of 2,295 passed the Pharmacist Licensure Examination given by the Board of Pharmacy in the cities of Manila, Baguio, Cebu, Davao and Iloilo this January 2015.

The members of the Board of Pharmacy who gave the licensure examination are Mr. Anthony Aldrin C. Santiago, Chairman; Dr. Mildred B. Oliveros and Ms. Adelina C. Royo, Members.

The results were released in two (2) working days after the last day of examination.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on January 28, 29 & 30, 2015. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete name tag), 2 sets of metered documentary stamps and 1 short plastic envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018. Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.

Ombudsman Conchita Carpio Morales approved the filing of graft charges against former Philippine Postal Corporation (PPC) officials, namely: Postmaster General Hector Ronald Villanueva, Chief Executive Staff Juliana Dimalanta, and former Assistant Executive Secretary Antonio Corrado for violation of Section 3 (e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) in connection with the illegal appointment of Corrado as PPC legal/management consultant. In addition, Corrado faces three counts of violation of Section 7(b) (2) of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees).

The Joint Resolution narrates that from 2006 to 2010, Corrado simultaneously held the positions of legal/management consultant to the Office of the Postmaster General and Assistant Executive Secretary in the Office of the President, and received from the PPC allowances, honoraria and salaries in the total amount of P1,050,000.00.

In approving the finding of probable cause, Ombudsman Morales cited that under Section 13 Article VII of the 1987 Constitution, “the President, Vice-President, the Members of the Cabinet, and their deputies or assistants shall not, unless otherwise provided in this Constitution, hold any other office or employment during their tenure,” noting that the “disqualification is absolute.” In addition, the Administrative Code of 1987 provides that “no appointive official shall hold any other office or employment in the Government, or any subdivision, agency or instrumentality thereof, including government-owned or controlled corporations or their subsidiaries.”

The Joint Resolution also cited that the no office order authorizing Corrado’s detail at the PPC was issued by the Office of the President. Ombudsman Morales also noted that the engagement of Corrado’s services did not comply with the requirements under Republic Act No. 9184 (Government Procurement Reform Act).

Meanwhile, Accountant V Gloria Miranda, Accounting Department Manager Marietta Bertillo, Financial Analyst III Veneracion Tuason, Accountant IV Eden Gallevo, Financial Analyst IV Evelyn Bañares, and Acting Chief Accountant Olivia Panganiban, all of PPC , were found guilty of Simple Neglect of Duty for failing to notice and object Corrado’s questionable claims for reimbursement expenses and not calling the attention of management thereon. They were suspended for three months without pay.

Moro fronts urged to dialogue, unite in Bangsamoro Law

Lawmakers on Tuesday urged Moro fronts to dialogue, compromise, and forge unity on the proposed Bangsamoro Basic Law that is being reviewed by Congress for passage early this year.

Representatives from different groups of the Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF) served as resource persons during the 35th public hearing conducted by the House of Representatives’ Ad Hoc Committee on the BBL on January 20 at the Batasan complex. Leaders of the Federation of Sultanates were also present as well as Philippine Center for Islam and Democracy (PCID) President Amina Rasul.‎

Muntinlupa Rep. Rodolfo Biazon asked resource persons from the two Moro fronts on the possibility of “reconciling their differences (on the BBL).”

Biazon reiterated the need for compromise among the diverse Muslim communities, Christian settlers, and Indigenous Peoples in the proposed Bangsamoro territory, as the Congress will pass only one law.

Ad Hoc Committee chair Rufus Rodriguez, Representative of the second district of Cagayan de Oro City, mentioned that there is the Bangsamoro Coordination Forum (BCF) under the auspices of the Organization of Islamic Cooperation (OIC). The BCF serves as the mechanism for the MNLF and MILF to “coordinate their movements toward achieving the aspiration of the Bangsamoro people towards just and lasting peace, and peaceful resolution of their problems.”

Sulu Rep. Tupay Loong underscored that “reconciliation (in opinions or interests) is a challenge to all of us.” He meant that even Muslims and Bangsamoro lawmakers in the House of Representatives should also be part of the effort to forge unity among the Bangsamoro groups “to come up with a solid position so the Ad Hoc Committee will not face hardships in passing the BBL.”

Loong, the chair of the Committee of Muslim Affairs, suggested that he will invite the Moro fronts for a discussion on issues on the Bangsamoro bill. Citing optimism that Bangsamoro groups can sit down together, he asked time for the discussion to happen so that the Moro fronts can “come to common ground.”

South Cotabato 2nd District Rep. Ferdinand Hernandez shared his optimism that it is possible for Moro fronts to unite. “I think all factions here are open to threshing out differences and coming up with one position on the BBL.”‎

He emphasized that the Ad Hoc Committee made numerous public consultations “because we want to come up with a BBL that is acceptable and doable. We are putting a lot of efforts on this because we want this to succeed.”

Bangsamoro gov’t inclusive, open for participation

Meanwhile, Bukidnon Governor Jose Zubiri, who was present during the hearing earlier encouraged that “all sectors of Muslims come together and support one Bangsamoro.”

Government of the Philippines (GPH) Peace Panel Chair Prof. Miriam Coronel-Ferrer echoed the call of Zubiri for “our brothers and sisters of the Bangsamoro to sit down and discuss how they can further their unity and also the kind of arrangement that they may obtain among themselves so that all together, we will be moving forward towards the passage of the Bangsamoro Basic Law.”

Coronel-Ferrer stressed that that intention of the BBL “is to create a democratic institution that will enable that kind of broad popular participation and representation from the different segments of the populace that will fall under the future Bangsamoro autonomous government.”

She urged participation in the elections for the future Bangsamoro government “through the political parties that are being opened up for formation and participation in the Bangsamoro parliament.” The government chief negotiator noted that the Bangsamoro Parliament itself will be made up of a much bigger set of representation through the party-list system.

Moro fronts’ views on BBL

The MNLF group under the leadership of Datu Abul Khayr Alonto, during the public hearing, expressed full support to the signed Comprehensive Agreement on the Bangsamoro (CAB) and the passage of the BBL. Alonto earlier signed a communique with MILF Chair Al Haj Murad Ebrahim on January 5 at Camp Darapanan, that says both Moro fronts agree to “continue working together to foster strong Unity, Solidarity and Brotherhood as one Bangsamoro people.”

On the other hand, the MNLF group under the leadership of Muslimin Sema, clarified that they “are not against CAB and BBL in the furtherance of peace in our homeland.” However, they see the CAB as a partial fulfilment of both the 1976 Tripoli Agreement and 1996 Final Peace Agreement.

Sema, nevertheless, ended with a positive note that “We will not set aside all that we have gained in the years of peacemaking. We can work on current legislative process to preserve the gains of FPA, if the CAB is converged and linked to two previous agreements.” He said that both MNLF and MILF accepted autonomy to address the Bangsamoro’s right to self-determination. However, it “should be comprehensive autonomy.”

On his part, MILF Peace Panel Chair and Bangsamoro Transition Commission (BTC) Chair Mohagher Iqbal said that the MILF and MNLF are actually in talking terms. “We have met with MNLF several times. We are reaching out to everybody. We are doing it in most practical way and I think we are proceeding and succeeding.”

SEC. COLOMA: Magandang umaga, Alan.

ALAN: Natapos na po, officially, iyong limang araw na pagbisita ni Pope Francis dito sa atin sa Pilipinas at napakarami pong mga gains at mga kuwentong positibo, hindi lamang ng ordinaryong mamamayan, hindi lamang ng mga religious groups, ‘no, iyong mga individual na experience ng ating mga kababayan. But from the point of view of the Palace, Secretary Coloma, ano po ang, kumbaga, statement ng Palasyo tungkol dito sa pagbisita ni Pope Francis sa Pilipinas, Sir?

SEC. COLOMA: Ang pagiging makabuluhan at matagumpay ng pagdalaw ng Mahal na Santo Papa ay dahil sa pakikiisa, pakikisama at pakikipagbayanihan ng milyong-milyong Pilipino na pinatunayan ang katatagan ng kanilang pananampalataya. At sana’y patuloy tayong magnilay sa kahulugan ng mga kaganapan nitong mga nakaraang araw at gamitin iyong mga aral na natutunan natin para makapagtatag tayo ng isang mas maaliwalas na kinabukasan para sa ating bansa.

ALAN: Opo, naalala ko nga po noon, Secretary, in one of the interviews din na inyo pong ipinagkaloob sa amin sa Radyo ng Bayan bago dumating si Pope Francis ay iyong panawagan ng Malacañang na mas magiging makabuluhan ito kung makikiisa ang bawat Pilipino at paiiralin iyong disiplina at iyong pakiki-isa dito sa napakalaking aktibidad na ito, Secretary, Sir?

SEC. COLOMA: Ganoon nga ang ipinakita ng ating mga mamamayan at nagniningning iyong katatagan ng pananalampataya lalung-lalo na doon sa Tacloban at Palo, Leyte, sa kabila ng malakas na bagyo, typhoon signal number 2; malakas na hangin at halos magdamag na sila ay naghintay na umuulan at sila ay giniginaw ay napakatatag pa rin ng pananampalataya ng ating mga kababayan at ganun din ang naganap sa misa sa Luneta. Maraming naghintay doon simula pa ng madaling-araw, tumayo doon sa ilalim ng ambon at ulan at tiniis ang lahat para lang magkaroon ng makabuluhang partisipasyon sa banal na misa at masilayan at mabasbasan ng inspirasyon mula sa Mahal na Santo Papa.

ALAN: Okay. Sa panig po naman ni Pope Francis at ng kanyang mga kasamang dumating sa bansa. Of course, nariyan po iyong statement din from their end na maging ang Santo Papa ay masayang-masaya sa naging pagdalaw niya dito sa Pilipinas. At papaano po, talagang nakita niya, naramdaman niya ang init ng pagsalubong at ng katatagan ng pananampalataya ng mga kababayan natin. Kasi, napakarami nung crowd na gaya nga ng binabanggit ninyo, Sir. So, nandiyan ngayon iyong posibilidad po, Sec, na sinasabing baka babalik very soon at dadalaw muli dito sa Pilipinas si Pope Francis, Sec. Sonny, Sir?

SEC. COLOMA: Tinanong din iyan at ang sagot ni His Eminence Cardinal Tagle kahapon ay bigyan naman natin ng panahong magpahinga ang Santo Papa at bigyan din naman natin ang ating sarili ng panahon na magpahinga, ‘no. Sabagay natural lamang na nais nating maganap muli itong event na ito. Pero siguro for now, ‘no hindi naman iyan ang pinamatingkad na dapat nais nating pag-isipan. Ilagay natin iyan sa isang lugar sa ating mga isipan at manalangin, who knows baka matupad ang ating pagnanasa na makaniig din siya sa hindi malayong kinabukasan.

ALAN: Opo. Okay, Secretary, Sir, sa ibang mga usapin naman po. Of course, marami pa rin ang nag-aantabay sa ating mga kababayan sa mga updates tungkol po ito sa Bangsamoro Law. Sec., ano po ang latest sa Kongreso o iyong mga ipinaparating ng Kongreso sa Malacañang kaugnay ng Bangsamoro Basic Law, Secretary Coloma, Sir?

SEC. COLOMA: Nanatili naman tayong on-track doon sa schedule na inaasam natin na pagpasa ng Bangsamoro Basic Law. Nasa huling yugto na ng mga konsultasyon at pagsasa-ayos nung ihahain sa Kongreso. Kaya umaasa naman tayo na matutupad itong aspirasyon na maisabatas ito at maghanap iyong plebisito at matatag iyong Bangsomoro Transition Assembly na hahantong sa paghalal ng mga opisyal ng Bangsamoro Political Entity sa 2016.

DEO MACALMA: Secretary Coloma, Sir, magandang umaga po at congratulations, Secretary, Sir.

SEC. COLOMA: Magandang umaga sa iyo, Deo, at sa lahat ng ating taga-subaybay. Maraming salamat din sa ating mga kababayan, sila po ang kumilos, nagkaisa, nakisama, at nagbayanihan para tiyakin ang tagumpay at pagiging makabuluhan ng pagdalaw ng Mahal na Santo Papa. Saludo po tayo sa ating mga mamamayan.

DEO MACALMA: Nagkaroon po ng disiplina ano, Secretary, Sir, ayan nakita natin ang disiplina.

SEC. COLOMA: Ganun nga, Deo, ‘no nanggagaling kasi mula sa kanilang kalooban, kusang loob nilang ipinakita ang kanilang kabutihan at kagandahang loob.

DEO MACALMA: At ano naman po ang sabi ng Pangulong Aquino, Secretary, at matiwasay, walang nangyaring masama sa Santo Papa hanggang sa makabalik sa Roma. Ano po iyong—ang pakiramdam ng Pangulo at kayong mga Cabinet member, Secretary, Sir?

SEC. COLOMA: Ganun nga, Deo, ‘no. Nagagalak tayo at ipinaparating natin sa ating mga kababayan ang taos pusong pasasalamat. Sa kanila po ang kredito, sila po ang kumilos ng nagkakaisa, at nagbayanihan po tayong lahat para sa tagumpay at pagiging makabuluhan ng pagdalaw ni Pope Francis.

DEO MACALMA: At siguro ewan ko lang, Secretary, kung puwede nating sabihin na talagang matindi nga po ba? Nagkaroon ba talaga ng threat sa Santo Papa at ganun kahigpit ang seguridad, Secretary, Sir?

SEC. COLOMA: Katulad ng sinabi ni Pangulong Aquino ng tinanong siya hinggil diyan. Lahat naman ng natanggap na impormasyon, lahat ng banta, maliit man o malaki man, lahat po iyan ay isinaalang-alang, prinoseso po iyan at ginawan ng karampatang aksiyon para matiyak ang kaligtasan ng Mahal na Santo Papa.

DEO MACALMA: Alam po ninyo, Secretary, parang naramdaman po ng ating mga kababayan, iyong ganiyang threat sa Santo Papa nung mismo ang Pangulong Aquino, Secretary, Sir, lumabas ng Malacañang, ala una ng madaling araw, hands-on, siya po ang nanguna dito sa dry run sa pagdating ng Santo Papa, tapos pag-iinspeksiyon doon sa kaniyang mga lugar na pinuntahan.

SEC. COLOMA: Kaunting paglilinaw lang Deo, ‘no. Bukod kasi doon sa mga matuturing nating security threat, ang dapat nating isaalang-alang ay ito: Tuwing magkakaroon ng pagtitipon ang napakalaking bilang ng tao na katulad nung nangyari sa Luneta, umabot nga sa milyon, talagang nandiyan iyong posibilidad na kahit na maliit na komusyon, kahit na ingay na ‘di pangkaraniwan, maaring panggalingan iyan ng mitsa ng malaking sakuna. Kaya talaga namang nararapat lang na isa-ayos iyong imprakstura, iyong latag ng mga kagamitan para maging maayos iyong pagpapanuod ng ating mga kababayan. Iyong kanilang pagsalubong sa Santo Papa along the motorcade route, nilagyan din natin ng imprastuktura para nga po tiyakin ang kaligtasan ng lahat. Hindi lang naman po iyong security threat, nandoon iyong inherent threat na maaring magkaroon ng sakuna na magmumula sa maliliit na komusyon.

DEO MACALMA: Pinangangambahan din ba ng grupo ng mga Abu Sayyaf, Jemaah Islamiah, Secretary Coloma, Sir?

SEC. COLOMA: Sabihin na lang natin na kasama naman talaga iyan sa ating environment noon pa dati at hindi naman talaga iyan mapapawi o hindi naman iyan magta-time out lamang, nandiyan naman talaga iyan kasama sa ating environment, Deo.

DEO MACALMA: Ayan, Secretary, Sir, sa pagtungo po sa Santo Papa sa Malacañang medyo may mga matitindi na mensahe katulad ng “reject corruption” and then, mercy and compassion to the poor. Ayusin ang kahirapan. Ano ang gagawin ng gobyerno ngayon sa ganitong mensahe ng Santo Papa, Secretary, Sir?

SEC. COLOMA: Puspusan at pag-iigtingin pa ang pagpapatupad sa mga programang reporma, sa mga development programs na nakatuon sa pinakamararalitang pamilyang Pilipino, Deo. Sa simula’t-sapul ang battle cry ni Pangulong Aquino ay ‘Kung Walang Kurap, Walang Mahirap.’ Kaya nga pati sa gastusin ng ating pamahalaan, iyong pinakamalaking portion ng ating National Budget, 37 percent, ay inilaan natin para sa poverty reduction at social protection. Talagang nakalaan iyan para sa mga pinakamaralita para mai-angat sila mula sa kahirapan. Kaalinsabay niyan iyong plataporma ng mabuting pamamahala o matuwid na daan. Kaya talaga pong nasa tono po tayo, sumasang-ayon po tayo at pinapatupad natin iyong panawagan ni Pope Francis.

DEO MACALMA: At iyong nangyari naman sa inyo sa Tacloban, Secretary, Sir, sa palagay ninyo kaya ay na-bless din po kayo ng Santo Papa at walang nasaktan sa mga kasamahan ninyong Cabinet members na sakay doon sa eroplanong sumadsad doon sa Tacloban Airport, Secretary, Sir?

SEC. COLOMA: Siyempre po, abot po ang pasalamat natin sa Poong Maykapal sa pagbibigay sa atin ng kaligtasan sa harap nung sakuna. Talagang masama ang panahon noong araw na iyon, Deo, simula pa ng umaga, kami iyong nauna sa paglapag ng eroplano ng Santo Papa. At batid natin na ayon sa taya ng panahon ng PAGASA, ang pinakamatinding pagtama ng bagyo doon Leyte at sa Tacloban ay 4 P.M. noong Sabado. Kaya lahat ng oras na papunta sa alas kwatro ng hapon, palakas nang palakas at palaki nang palaki iyong panganib mula sa bagyo.

Pero kung nakasama ka namin noon, Deo, at nasaksihan mo iyong katatagan ng ating mga libu-libong kababayan, naghintay po sila doon sa airport overnight. Nauulanan po sila, giniginaw, kulang na sa pagkain, hindi pa rin po sila natitinag doon sa kanilang pagkatayo doon. Parang hindi talaga mai-imagine, Deo, na kakanselahin na lamang iyon sapagka’t inaasam-asam nila iyong pagdating ng Santo Papa. At iyon din siguro ang nagbunsod kay Pope Francis sa kaniyang matinding determinasyon na ipagpatuloy iyong pagtungo roon dahil, sabi nga niya sa kaniyang homilya, mula pa noong nakita niya iyong paghagupit ng Typhoon Yolanda noong November 2013, sinabi na niya sa kaniyang sarili, pupunta ako doon; kakalamayin ko ang kalooban ng mga Pilipino at nais kong makiisa sa kanila. Kaya iyon po ang naganap noong Sabado.

Iyon pong nangyari sa amin, siguro bahagi na lang ng buong kaganapan na ang center of attention pa rin ay iyong maging maluwalhati at ligtas iyong pagtungo ng Santo Papa dahil sa kaniya po nakasalalay iyong malaking pag-asa at inspirasyon ng ating mga kababayan.

DEO MACALMA: Ayan, balikan ko lang iyong nangyari sa inyo sa eroplano, Secretary, Sir. Noong nag-overshoot iyong eroplano, wala bang tumalsik sa inyo, Secretary, Sir? Wala bang nasaktan? Wala bang sumadsad mula sa inyong mga upuan, Secretary, Sir?

SEC. COLOMA: Masyadong mabilis iyong pangyayari, Deo. Dahil—ikaw rin, imadyinin (imagine) mo iyong experience tuwing magte-take off. ‘Di ba, mga 30 seconds lamang iyon ‘no, 30 to 40 seconds lang, ‘pag nag-umpisa nang mag-accelerate iyong eroplano sa runway ay napakabilis na pangyayari iyon. Medyo pumipikit ang mata natin, nagdadasal tayo nang konti, kahit kailan ‘no, kahit na maliwanag iyong panahon. At iyon, ganoon naman ang nangyari. Tapos nung naramdaman namin na hindi maayos, siyempre alerto na lang kami doon sa susunod na magaganap para kung may pagkakataon ay mailigtas namin ang aming sarili; at iyon nga ang naganap. Sa kabutihang palad ay sumadsad doon sa kaliwang bahagi ng runway na bagong refill lang daw ng lupa, dahil inayos iyong airport, at dahil doon maputik ‘no, makapal at maputik; at dahil doon ay naging ligtas naman iyong pagsadsad ng eroplano doon.

DEO MACALMA: Doon ba sa loob ng eroplano, Secretary, Sir, ‘di ba minsan kapag nasa bahay tayo, kapag humahampas ang malakas na hangin, nararamdaman natin, ‘di ba. Ramdam ninyo ba sa loob ng eroplano iyong malakas na ano, hampas ng hangin dahil sa bagyo?

SEC. COLOMA: Siguro masasabi natin na talaga namang mula sa labas ay malakas nga ‘no dahil hangin ng bagyo talaga iyon; hindi na talaga ordinaryong hangin. At meron na rin akong ilang karanasan, kahit na in fair weather nagla-landing ang aircraft, ‘pag malapit na sa pag-landing at kadalasan din naman ay katabi ng dagat ang airport, talagang pumapasok diyan iyong wind shear, iyong impluwensiya ng hangin, kaya hindi po malayo na ganun talaga ang elemento na nagbunsod din nung pangyayari noong Sabado.

DEO MACALMA: Ayan, alam ko na, Secretary, isa pang dahilan kaya kayo po ay ligtas, alam ko na si Mrs. Coloma ay malakas manalangin. (Laughs)

SEC. COLOMA: Siya rin po ang inaalala natin at ang pamilya. At naituro naman po sa atin na iyong kinakailangan ng panalangin sa lahat ng pagkakataon.

DEO MACALMA: Ayan. Muli, Secretary, Sir, maraming salamat at congratulations sa napakagandang preparasyon at seguridad ng Santo Papa. Congratulations, Secretary, Sir.
