completion of the Quianuang Bridge here worth P60 million ahead of its
target date on January 11.
In a report, Regional Officer-in-Charge Samson L. Hebra said they considered urgency to finish the project as the bridge serves as a major gateway of motorists going to and from Quezon and Bicol provinces as well as in the Visayas region.
The rehabilitation includes replacement of the bridge with a double barrel, 25 lineal-meters box culvert.
The DPWH also expanded the bridge from two lanes to four lanes maximizing the road right of way to cope up with the increasing vehicular traffic demand.

State pension fund Government Service Insurance System (GSIS)
announced that it paid out Php73.6 billion in social insurance
claims and benefits for the first 11 months of the year, higher
by 12.3% compared to Php65.6 billion last year. These benefits cover pension, retirement, life insurance, survivorship, disability, and funeral. The bulk of the increase was accounted for by monthly pension and life insurance payments at Php31 billion and Php9.6 billion, which grew by 14% and 34% from the prior year respectively. President and General Manager Robert Vergara said that the increased disbursement may be attributed to the more efficient processing of members' benefits. "This year, we aimed at processing 95% of all social insurance claims within the turn-around time by adopting a risk management system," Vergara said. "Under our risk monitoring system, we are able to review the processing efficiency of our 57 branch offices and identify best practices that we can implement across the organization". The turnaround time for processing retirement benefit is 90 days under Republic Act No. 10154 (approved on 11 July 2011) that requires government agencies to ensure the early release of retirement pay, pensions and other benefits of retiring government employees. Life insurance and survivorship benefits should be processed within 60 days and funeral benefit within 30 days. In the area of loan disbursements, the pension fund granted a total net amount of Php37 billion in various loans that benefited 1.2 million members and pensioners. Of this amount, emergency assistance programs accounted for over 41% at Php15.4 billion. GSIS released more than Php3.7 billion in enhanced emergency loans to around 194,000 typhoon-hit members whose loanable amount was increased to Php40,000 from Php20,000. The pension fund also offered a one-time special loan program called the Home Emergency Loan Program or HELP, under which members based in the Yolanda-hit areas could borrow from Php30,000 to Php200,000 depending on their total length of service. More than Php11.5 billion was released for HELP to speed up the process of rebuilding the lives of almost 82,000 members. And for the first time, GSIS extended a Php20,000 pensioners' emergency loan (PEL), "as calamities strike anyone whether pensioner or member." Nearly Php139 million in PEL was released to 7,000 pensioners. Aside from the special emergency assistance package, the pension fund offered a one-year moratorium program for members and pensioners that deferred the payment for all types of loans without interest and penalties. This enabled the typhoon-hit victims to use the money for their other urgent needs. A total of 335,518 loan accounts amounting to Php23 billion were covered by the moratorium. "We were also encouraged by the record number of delinquent agencies who reconciled with GSIS this year, which not only enabled the updating of the service records of their personnel, but their availment of higher loanable amounts and increased eligible benefits as well." For 2014 alone, 42 agencies signed agreements with GSIS (or roughly one agreement per week) that brought down the total remaining suspended agencies to 97 from a high of 315 in 2010. More importantly, members working in suspended agencies can now avail of loans as a result of the non-suspension policy implemented by the pension fund in July 2013. "We assure our members and pensioners that Management continues to find ways to deliver on our corporate mission to provide the most responsive service to them," Vergara said. |

reported that for the first 11 months of the year, total assets
increased 16% hitting Php909 billion, and comprehensive income
at Php130.7 billion over the same period, more than double the
previous year’s Php60.4 billion. This represents “a record-breaking performance in the pension fund’s 77-year history,” President and General Manager Robert Vergara said. Total revenues to November 2014 were Php141.5 billion up 13.2% over the Php125 billion posted a year ago. While revenues from social insurance contributions were nearly flat year on year, gains from financial assets rose 50% to Php42 billion due to the robust performance of local capital markets. A further Php20.4 billion was generated from loans, and the remaining balance from general insurance and investment properties. In September, the pension fund made history with the sale of two properties in Fort Bonifacio at a gain of more than Php1 billion and setting a benchmark of Php500,000 per square meter in the area. Total expenditures for social insurance benefits paid out to its 1.8 million members and pensioners amounted to Php73.6 billion which, together with, administrative and other expenses, resulted in net income of Php62 billion. Including unrealized gains in its bond and equity portfolio, GSIS posted record comprehensive income of Php130.7 billion. As of December, the pension fund’s assets are 64% invested in financial assets, 29% in loans to GSIS members, 3% in real properties, and the rest in cash. As ever, “the challenge is to generate sufficient investment returns to secure sustainability and enhance benefits,” Vergara said. “GSIS is up to the task given its robust investment policy that enables it to invest in diverse asset classes to generate adequate returns for its members and pensioners,” he added. |

“Butch” Abad clarified today that the additional P300 million
budget allocation to the National Housing Authority (NHA) made
by Senator Nancy Binay in 2014 had already been released to the
agency. Abad said, “Funds amounting to P300 million for the NHA’s Housing Assistance Program for Calamity Victims (HAPCV) as well as their Resettlement Program had already been released during the latter part of this year. These allocations were made part of the 2014 National Budget and they were processed and released following the agency’s submission of the project details and other implementation requirements.” The P300-million fund was released by the DBM through Special Allotment Release Orders (SAROs) and can be broken down to the following:
The NHA’s Housing Assistance Program for Calamity Victims (HAPCV) is a nationwide program that gives the agency to ability to give low and marginal-income and/or informal settler families affected by calamities immediate shelter and relocation to safe areas. It also gives the provision of housing materials to families whose homes were destroyed or damaged by calamities but don’t require relocation or resettlement. On the other hand, the NHA’s Resettlement Program focuses on new settlements for families occupying or living along danger areas or those displaced from sites earmarked for government infrastructure projects. This is undertaken in coordination with local government units (LGUs), other government agencies, affected communities, and non-governmental organizations (NGOs). Abad said, “We must reiterate that what Senator Binay was referring to was the increased appropriation for the NHA’s Resettlement Program, which was already released and allocated to regional assistance for LGUs. This amount of P200 million was not set for calamity victims, as you’ll note in the 2014 General Appropriations Act. Instead, the actual NHA funds for calamity victims in the 2014 budget amounted to P100 million, which was already released.” |

Just recently, the Department of Agriculture (DA) 11 Gender and
Development (GAD) Program spearheaded the soft launching and
ceremonial cacao and coffee planting of more than 1000 seedlings
to the Indigenous Peoples (IP) Women’s Organic Village in
Malamboon Elementary School at Sitio Malamboon, Brgy. Malabog,
Davao City. More than 300 persons from the Ata-Manobo tribe benefited from the program wherein 1000 hills were prepared to be planted with seedlings of Café Arabica variety. Undersecretary for Special Concerns and Director for DA’s GAD Bernadette Romulo-Puyat inaugurates the Soft Launching Ceremonial Planting together with Davao City Mayor Rodrigo Duterte. Usec. Puyat, told the IP’s that they will continue to monitor the projects in the area as well as provide interventions for the village. “Babalik at babalik po kami para masigurado naming naimplemento natin yung mga proyekto,” Puyat said. Meanwhile, Mayor Duterte promised to allocate P 10M pesos for coffee plantation and production in Brgy. Malabog for the year 2015. DA XI Regional Coordinator for GAD Mr. Bong Año said that the event was a jumpstart for several projects from the agriculture sector including the plan for inland aquaculture and establishment of demo farm in Brgy. Malabog. According to Datu Generoso Baon, Indigenous People’s Mandatory Representative (IPMR) and one of the beneficiaries, they are thankful that the service of the government reached in their area. He also swore to take good care of the interventions given by the agriculture sector to them. The IP Women Organic Village Project is a typical rural development initiative spearheaded by the DA-XI GAD Focal System to help raise the capacities of women in agriculture especially in far flung areas. In this project, women are taking the lead by allowing them to partake in the entire process of human and community development which include cacao production. The Philippine Deposit Insurance Corporation (PDIC) will service
the deposit insurance claims of depositors of the closed Rural
Bank of Burauen (Leyte), Inc. on January 7, 2015 from 8:00 a.m.
to 5:00 p.m. at the bank's premises located at San Ramon St.,
Burauen, Leyte. Depositors with valid deposit balances of P50,000 and below, with complete mailing address found in the bank records or updated through the Mailing Address Update Form, and without any outstanding obligation with the bank do not need to file claims. Depositors whose accounts have balances of more than P50,000, and those with outstanding obligations with the closed Rural Bank of Burauen or with incomplete mailing address, or those who maintain the account under the name of business entities, regardless of type of account and account balance, are required to file their deposit insurance claims. The announcement on the claims settlement operations of Rural Bank of Burauen is posted at its office and in the PDIC website, www.pdic.gov.ph. When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original copy of evidence of deposit such as Savings Passbook and Certificate of Time Deposit, and two (2) valid photo-bearing IDs with signature of the depositor. Depositors may also file their claims through mail and enclose the same set of documentary requirements. Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement, with the Claim Form signed by the parent and the other requirements. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent. The procedures and requirements for filing of deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website. Depositors who are not able to file their claims during the claims settlement operations period may submit their claims either through mail to PDIC or personally at the PDIC Office, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City starting on January 19, 2015. In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Rural Bank of Burauen is on December 12, 2016. After this date, PDIC as Deposit Insurer, shall no longer accept any deposit insurance claim. The PDIC said that all valid claims will be paid. For deposits to be considered valid, it must be recorded in the bank's records and must have evidence of inflow of funds, based on the results of PDIC examination. PDIC, as Receiver, has the authority to adjust the interest rate on unpaid interests on deposits of a bank if such rate is deemed unreasonable. ‘Seniang’ evacuees start to return home |

The Department of Social Welfare and Development (DSWD)
continues to provide the needed relief assistance to survivors
of Typhoon Seniang through the local government units (LGU). In CARAGA region, the DSWD Field Office there has already provided 18,475 family food packs worth P7.7 million as augmentation assistance to Agusan del Norte (9,200 food packs), Agusan del Sur (3,375), Surigao del Sur (5,400), and Surigao del Norte with (500). In Central Visayas, DSWD Field Office VII has distributed close to 3,000 family food packs to the towns of Barili (1,917) and Dumanjug (1,000) as of December 30. DSWD Central Office also sent 1,000 family food packs, some 1,000 pieces of mosquito nets, and 2,000 pieces of malong/blanket to Bohol via C-130 of the Philippine Air Force yesterday. As of yesterday, some 268 evacuation centers in the affected regions remain open down from 648 at the height of the typhoon. Some 24,477 families or 97,883 persons are still housed in these temporary shelters. DSWD Secretary Corazon Juliano- Soliman said that a large number of evacuees have started to go home as the weather improved. The Secretary thanked social workers and volunteers who managed the evacuation centers even during the New Year celebration. |

Quintos Deles on the recent atrocities of the CPP-NPA-NDF In blatant disregard of the Christmas season, when our people desire and expect peace and goodwill, the CPP-NPA-NDF has reciprocated government’s gesture of a month-long unilateral ceasefire with acts of senseless violence. On December 22, in Paracale, Camarines Norte, NPA rebels torched heavy equipment used in the construction of a bridge. In Agusan del Sur, they likewise set fire to a vehicle owned by a civilian. Both acts were committed in retaliation for the civilians' refusal to give in to their extortion. On December 23, NPA members abducted Compostela Valley Jail Warden Jose Mervin Gementiza Coquilla in Panabo City, Davao del Norte. We strongly condemn the pointless violence exercised by the CPP-NPA-NDF. If they are truly serious in their call for the resumption of peace negotiations with Government, we challenge them to walk their talk and stop harassing development projects, civilians and unarmed soldiers on holiday. The year 2014 will go in the annals of history as a good year
for peace—a celebration of our victories in the struggle for
peace over violent conflict. With the signing of the Comprehensive Agreement on the Bangsamoro between the government and the Moro Islamic Liberation Front (MILF) early this year, we have firmly installed the pillars of shared peace and prosperity in a land once rendered by strife. This coming year, with the expected passage of the Bangsamoro Basic Law by Congress and its anticipated ratification by the people in the core territory as well as complementary movements in the normalization process, we will see the rise of the Bangsamoro that shall serve as the anchor of lasting peace and prosperity not just for the Bangsamoro but for the entire country. As the parties endeavour to complete the Tripartite Implementation Review of the 1996 Final Peace Agreement with the Moro National Liberation Front (MNLF), socio-economic programs under PAMANA continue to be extended to benefit MNLF communities and to assist internally displaced families to ensure that no one will be left behind. We welcome the coming together of the MNLF and the MILF under the Bangsamoro Coordination Forum, a mechanism facilitated by the Organization of Islamic Cooperation, to harmonize the efforts of the two Fronts in achieving the aspiration of the Bangsamoro people towards just and lasting peace. In other areas of the country, positive strides have also been made in the name of peace. Three years after its signing, the implementation of the Memorandum of Agreement between the Government and the Cordillera Bodong Administration/Cordillera People’s Liberation Army (CBA/CPLA) has entered its final phase. The group has now transformed itself into a legitimate, SEC-registered, unarmed, socio-economic organization called the Cordillera Forum for Peace and Development (CFPD). In the Visayas, the Rebolusyonaryong Partido ng Manggagawa-Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade Tabara-Paduano Group (RPM-P/RPA/ABB TPG)—a splinter group of the armed wing of the communist rebels—has completed the draft of its Closure Agreement with Government that is undergoing due diligence review for signing in early 2015. Similar to the transformation of the CFPD, the RPM-P/RPA/ABB TPG, through the party-list Abang Lingkod, has chosen to take the road to peace by pursuing political and social change without the use of arms. Recently, there have been strong overtures from the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/NPA/NDF) for the resumption of peace talks with Government. Such signals are most welcome. Government has always been open to resuming its seat on this peace table. We believe, however, that for the peace talks to prosper, we need to pursue an agenda that is doable and time-bound, with agreements that are realizable within the remaining term of President Aquino. More importantly, the peace talks must heed our people's call for an end to violence. We view peace negotiations as the beginning of sincere dialogue towards resolving the problems of the country without resorting to the use of arms. It is about turning swords into plowshares, bullets into political power, as spaces are created for both sides to work together in peace to develop our country, address the new challenges that are battering the globe, and uplift the lives of our people. Our experience in the past three decades of negotiations with the Communist insurgents, which have been marked by contentious pre-conditions and prolonged impasses, has understandably made us cautious about resuming talks that may again only disappoint our people earnestly longing for an end to violent conflict. Professions of sincerity are no longer acceptable to a sceptical public. We can resolve this conflict only by building mutual trust and understanding, and standing firm on our commitment to deliver a just and durable peace to the Filipino people without pre-conditions and with utmost consideration for the welfare of those we profess to serve and defend. The peace that we have built on our other negotiating tables is the realization of President Aquino’s policy to pursue the peace process as a major agenda of his administration. As we have achieved these historic milestones in the past year, we affirm our commitment to continue serving the interest of all Filipinos, especially the disenfranchised masses, who now see hope in the political, social, and economic reforms arising from this policy. May 2015 bring us the peace, unity, and prosperity our people desire and deserve. A happy, peaceful, blessed, and prosperous new year to us all! |

DSWD clarifies report of expired relief noodles in Negros Occidental | |||||||||||||||

The Department of Social Welfare and Development (DSWD)
clarified today the issue that there were relief food packs
containing expired noodles distributed to Typhoon Seniang
survivors in Silay City, Negros Occidental. With instructions from Secretary Corazon Juliano-Soliman, DSWD-Field Office VI immediately validated this report. Upon coordinating with Silay City Social Welfare and Development Officer (CSWDO), the Field Office found out that only two food packs contained expired noodles. The said food packs were part of the last tranche of relief goods for Typhoon Yolanda survivors, which were released to the CSWDO by DSWD last September 2014 with the specific instruction that those have to be distributed immediately to the intended beneficiaries. The CSWDO explained that she had two extra packs from the last tranche of goods for the ‘Yolanda’ victims and, admittedly, without checking the condition of their contents, she just gave those out. The Field Office has been checking the other local government units (LGU) and so far, it has not yet monitored any similar incident. Sec. Soliman instructed all DSWD Field Offices to constantly remind LGUs on the immediate distribution of relief goods given to them to ensure that these will not expire and that survivors can immediately use them. |

DAR’s new systems aim for better delivery of agrarian justice | |||||||||||||||

For the last three years, the Department of Agrarian Reform
(DAR) has been fully implementing its Legal Case Monitoring
System (LCMS) nationwide, to ensure the efficient and effective
delivery of agrarian justice in the implementation of the CARP. The LCMS was created and implemented through the initiative and effort of the current administration’s legal sector under the helm of Undersecretary Anthony N. Paruñgao. Its development was outsourced to Ideyatech, Inc., the same software company that developed the legal systems of the Office of the Solicitor General, Court of Tax Appeals, Quezon City Hall of Justice, Small Claims Court, among others. “The LCMS, which is the first of its kind and complexity in the country, is a major milestone for the DAR’s Legal Sector,” said Undersecretary Paruñgao. “With this system, we have fundamentally changed the way we work, the way we measure our accomplishments, and even the way we prepare our budgets,” Paruñgao added. According to Undersecretary Paruñgao, the LCMS is a web-based internal system for recording and monitoring various kinds of agrarian cases at the provincial, regional, and central offices of the DAR, including those lodged at the Adjudicators’ offices, as well as cases where DAR lawyers represent and defend clients before judicial and quasi-judicial bodies. It also enabled DAR management a means of monitoring and tracking down the movement of specific or high profile cases and a near real-time report of the status of cases anywhere in the country, while generating summaries and detailed reports that can be accessed anywhere by authorized DAR officials. Starting January 2014, the Legal Sector no longer required written accomplishment reports to the Central Office, as all accomplishments were generated through the system. Paruñgao was proud to note that one of the major features of LCMS is that it is multi-use and accessible over the internet. It utilizes barcode technology to ensure easy tracking and integrity of documents. The system has a built-in word processor where drafts can be written and reviewed by legal officers without the need to print each and every draft prior to finalisation. In describing the LCMS, Undersecretary Paruñgao said that “it is therefore not just a comprehensive database, it is also a management and planning tool, a personnel performance indicator, and a new (web-based) work sharing or work coaching environment, all rolled into one.” Undersecretary Paruñgao added though that the LCMS is an internal management tool. “Information that might be detrimental to the integrity of case decisions must of course be protected”, said Paruñgao. The LCMS is just one of the systems that are introduced by the present administration to upgrade the delivery of agrarian justice. Other improvements made during the time of Paruñgao as head of the DAR legal sector include the revisions of rules and procedures making the adjudication system more efficient and transparent, and a customized set of classes for a special Mandatory Continuining Legal Education exclusively for DAR lawyers, among others. |

yesterday heaped praise upon 28 employers that have signed a
memorandum of agreement with the Department of Labor and
Employment, through its Bureau of Local Employment, in support
of the JobStart Philippines, a pioneering program that seeks to
mainstream full-cycle employment services—through local Public
Employment Service Offices (PESOs)—to young and inexperienced
jobseekers as a way of preparing them for productive employment. The 28 employers—Aquino Basket, Carats Manufacturing, CGS Solid Aircon and Refrigeration, CS Garments Inc.,Elixir Industrial Equipment, Inc, Enriquez Security Services, Inc. (ESSI), GB Express, Grandis Jubilance Ventures, Happy Haus Food Corp., iGO2 Group Inc., Image Doctor’s Clinic, IMES Global Inc., Interlink Manpower Development, JobCrest Management, LA Bakeshop, LA Bakeshop and Groceries, Manpower Development Corporation, MB Garbez, MKP Inc., P. IMES Corp., PC Storage, Proserve Manpower Inc., Romac Group of Companies, Sankou Seiki Co. Ltd. Inc., Site Skills, Tele Sight, and Telford Service Phils. Inc.—have pledged to provide internships/apprenticeships to 277 youth beneficiaries from General Trias, San Fernando, Taguig City, and Quezon City in the form of technical and on-the-job training with pay. On 4 December 2014, the DOLE facilitated and witnessed the signing of MOAs between some of these companies and Quezon City Mayor Herbert M. Bautista. The Bureau of Local Employment reported that 35 MOAs are expected to be completed by the end of January 2015. “I am pleased that more and more employers appreciate the fact that JobStart Philippines is about them as much as it is about our workers. It is about companies getting the right people and about jobseekers getting hired for the right jobs, the right qualifications, and the right reasons. It is about cutting the job search from two years to nine months,” said Baldoz after BLE Director Dominique Tutay reported the MOA signing in Quezon City. The 28 establishments in four cities and municipalities are the pilot program implementers of Jobstart Philippines since its inception. According to Ruth R. Rodriguez, BLE focal person of the JobStart Philippines Project, 22 more companies with 754 internship offers are expected to finalize their MOAs with Scope Global. JobStart Philippines prepares jobseekers for productive employment through enhanced career guidance, life skills training, technical training, and on-the-job training (OJT). Under the program, employers participating are reimbursed of the cost in overseeing the technical training and delivering the jobseekers’ OJT. All the 28 companies agree that the JobStart Program is beneficial to them. Atty. Ma. Elena Enriquez, manager for administration of Enriquez Security Services, Inc. (ESSI), says: “As somebody in charge of recruitment, I always look for people who have the knowledge about the jobs they applied for because I had nobody to train them. But I realized that when we were young, we also did not know how to do the work we wanted,” she said, adding: “It had taught us about our corporate social responsibility to give back by helping jobseekers job-ready.” David Tabanera, human resources head of Elixir Industrial Equipment, Inc., said the program enables his company to find the right people because jobseekers are ‘re-tooled’ according to the available jobs in the labor market. “Not all jobs that young jobseekers prepared for are in the labor market which, by nature, is constantly changing. JobStart is very helpful in making the right match of employees for us,” Tabanera said. Gilbert Jim, chief executive officer of Grandis Jubilance Ventures, hailed the life skills training stage that young applicants have to go through with JobStart. “It has always been our company’s objective to teach our employees with the right values, including career growth. We teach them to aim higher, from the rank-and-file to managerial positions, and we are happy to partner with JobStart because it instills these values in the applicants,” Jim said. Another employer happy with JobStart is Rafael Chico, chairperson of Manpower Development Corporation. Chico, in fact, signed two MOAs—one for Quezon City and another for Taguig City youth beneficiaries, and he is willing to go further, saying he will invite fellow employers to participate in the program as their platform for corporate social responsibility. “This is profit with honor, and I wish the DOLE will expand this program to include more employers so that we will be able to help the youth acquire life skills training and technical competencies. It is through these strategies that we can address job mismatch and unemployment,” Chico said. Toyota Commonwealth, represented by Mr. Nico Samson, completed the batch of five employers who signed agreements with JobStart. Funded by the Government of Canada and administered through the Asian Development Bank, JobStart qualifiers are young people who are 18-24 years old; at least high school graduates (including college graduates and undergrads); have no job experience or have not more than one year of work experience; currently not in employment nor enrolled in school or in any training; and actively seeking work. JobStart is being piloted in four local government units (LGUs) through their PESOs: General Trias, Cavite with 200 beneficiaries; San Fernando, Pampanga with 360 beneficiaries; Taguig City with 340 beneficiaries, and Quezon City with 700 beneficiaries. Secretary Baldoz said the enthusiasm of employers to offer internship slots to JobStart beneficiaries shows the efficacy of the program in contributing to addressing the jobs-skills mismatch. “It also demonstrates their genuine desire to help create employment opportunities in the country, and for this, I thank them all,” she declared. Baldoz has committed to implement JobStart Philippines in all DOLE regions next year with funding support from the Technical Education and Skills Development Authority’s Training for Work Scholarship Program. |
