Synopsis: Northeast Monsoon affecting Luzon.

Forecast: Caraga, Central Visayas and the provinces of Leyte and Camiguin will experience cloudy skies with light to moderate rainshowers and thunderstorms. Metro Manila, CALABARZON, Cagayan Valley, Cordillera, Bicol Region and the Province of Aurora will have cloudy skies with light rains. Angono child laborers benefit from DOLE gift giving

ANTIPOLO CITY, Rizal, January 6 (PIA)—More than 75 child laborers in Angono, Rizal benefited from the Department of Labor and Employment – Rizal’s Gift Giving activity in line with the recent Christmas Season at the Barangay Kalayaan Hall.

DOLE-Rizal provide assorted packs of towels, pillows, slippers, candies and other perishable and non-perishable goods to children of Barangay Kalayaan, Angono, Rizal last December 23 as identified by the local government. The children’s jobs range from handicrafting, tending to local shops, vending, collecting junk and garbage, fishery among others.

Vicky Natanauan of DOLE-Rizal said the gift giving activity aims to give basic supplies and simple Christmas gifts to children and to serve as a reminder to parents to let the children enjoy their childhood and refrain from letting them work underage.

Earlier in 2014, national government agencies also headed by DOLE 4A also distributed goods for child workers of Barangay Mahabang Parang also in Angono in line with the agency’s mandate to stop child labor and promote children’s rights. (PIA-Rizal)

Malacañang condemns killing of Abante reporter
The Palace has condemned the killing of a Bataan-based reporter of the daily tabloid Abante.

"Kinokondena at ikinalulungkot namin ang pagpaslang kaninang umaga kay Binibining (Nerlita) ‘Nerlie’ Ledesma ng pahayagang ‘Abante’,” Communications Secretary Herminio Coloma, Jr. told reporters during a press briefing on Thursday.

Ledesma was waiting for a ride in Tuyo, Bataan on her way to work early Thursday morning, when a man riding a motorcycle shot her four times in the chest.

Coloma assured the victim’s family that the authorities are pursuing the assailant.

"Tinutugis na ng PNP ang mga pinaghihinalaang salarin at sila ay pinag-utusan na gawin ang nararapat upang panagutin ang mga nagsagawa ng krimen na ito," he said.

Ledesma is the 172nd journalist to be slain since democracy was restored in 1986. PND (ag)

President Aquino meets with church leaders to iron out preparations for Pope Francis' visit
President Benigno S. Aquino III met with leaders of the Catholic Church on Thursday to go over the preparations being made for the visit of Pope Francis to the Philippines next week.The President, together with members of his Cabinet, met with Luis Antonio Cardinal Tagle and other leaders of the Catholic Church to discuss the security aspect of the pope's visit, Communication Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang.
"Nagkakaisa ang pamahalaan at ang simbahan sa panawagan sa mga mamamayan hinggil sa kanilang pakikiisa sa lahat ng mga ipaiiral na patakaran na naglalayong tiyakin ang maayos na daloy ng lahat ng kaganapan at ang kaligtasan ng lahat ng lalahok," Coloma said.
"Tinukoy ang kahalagahan ng kooperasyon mula sa lahat ng inaasahang dadalo sa mga misa sa Luneta at Tacloban, at sa mga sasaksi sa motorcade ng Santo Papa sa Kamaynilaan at Leyte."
Coloma called on the people to stay calm and follow appropriate guidelines to ensure their safety and the pope's security.
For the mass in Luneta on January 18, he said, the Rizal Park and the Quirino Grandstand will be open to the public from 6 a.m. until 1 p.m.
Participants will not be allowed to bring bags and backpacks, he said.
"Maaaring magbaon ng pagkain, inumin, at mahalagang kagamitan na dapat ay nakapaloob sa clear o transparent plastic bag o container," he said, advising those who will attend the mass to bring fans, hats and raincoats, instead of umbrellas.
"Mahigpit na ipatutupad ang mga hakbang panseguridad. Hindi pahihintulutan sa mga itinakdang secured areas ang mga ‘di awtorisadong indibidwal. Mamamahagi rin ng car passes para sa mga awtorisadong sasakyan lamang," Coloma said.
The Metro Manila Development Authority (MMDA) will announce a detailed traffic rerouting plan for the affected areas after the feast of the Black Nazarene on Friday, January 9, he said.
The MMDA will designate drop-off points and parking areas for those joining the events in Manila.

Coloma also said that the Manila International Airport Authority and the Civil Aviation Authority of the Philippines have already announced the cancellation of air travel and the limitation of flights during the pope's visit. The two agencies have called on travelers to cooperate with the authorities.
The President has designated Undersecretary Emmanuel Bautista as the point person on security preparations during the papal visit.
Pope Francis is set to arrive in Manila on Thursday, January 15.
On Friday, January 16, he will meet with senior officials and members of the diplomatic corps at Malacañang Palace, then celebrate a mass at the Manila Cathedral and meet with families at the SM Mall of Asia Arena.
On Saturday, January 17, the pope will visit Leyte and celebrate a mass at the Tacloban Airport, bless the Pope Francis Center for the Poor, and meet with priests and seminarians in Palo, Leyte as well as families representing xthose affected by Typhoon Yolanda last year.
On Sunday, January 18, the pontiff will meet with youths at the University of Santo Tomas and celebrate a mass at the Rizal Park.

Palace: Those responsible for Bilibid explosion will be punished
Those responsible for the explosion that killed one inmate and injured 19 others at the national penitentiary will be held accountable, a Malacañang official said Thursday.

"Seryosong bagay ito at lahat ng anggulo hinggil dito ay pinasisiyasat ni Kalihim Leila de Lima (of the Department of Justice) at titiyakin na ang mga dapat managot ay mananagot hinggil dito," Communication Secretary Herminio Coloma, Jr. said during the daily press briefing.

The explosion occurred inside Building 5 of the National Bilibid Prison’s Maximum Security Compound at 9:55 a.m. on Thursday. According to reports, investigators have found parts of an MK2 fragmentation grenade at the scene of the blast.

The compound reportedly houses members of the Commando Gang.

Prior to this incident, the Department of Justice has initiated a raid on the Maximum Security Compound, which yielded firearms, cash, liquor, drugs and other contraband.

The Maximum Security Compound also houses convicted drug lords and notorious robbery gang leaders. PND (ag)

Palace calls for calm and order during the Feast of the Black Nazarene
The Palace has appealed for calm and order during the procession to be held in Manila on Friday for the Feast of the Black Nazarene.

"Nakikiisa po kami sa ating mga kababayan na mga deboto ng Mahal na Poong Nazareno. Nandiyan po ang panawagan ng pamahalaan na manatili silang mahinahon," Communication Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang on Thursday.

"Isagawa po nila ‘yung kanilang debosyon sa isang paraan na mapapanatili ang kaayusan at seguridad ng nakararami at sumunod po sa patakarang ipapatupad ng mga awtoridad."

Secretary Coloma said the feast in Quiapo was mentioned as a reference for the security preparations for Pope Francis’ visit to the Philippines next week, which were discussed during President Benigno S. Aquino III’s meeting with Church leaders on Thursday.

The Feast of the Black Nazarene is always a relevant backdrop for large events such as the visit of Pope Francis because it deals with a very huge number of devotees, he said.

The traditional “Pahalik sa Poong Nazareno” began Thursday afternoon at the Quirino Grandstand.

This will be followed by a band parade at 3:30 p.m. Vespers will be held at 5 p.m. The overnight vigil begins at 5:30 p.m. and will last until 11:30 p.m.

A mass will be celebrated at midnight, to be officiated by Msgr. Jose Clemente F. Ignacio, rector and parish priest of the Quiapo Church.

At 6 a.m. on Friday, January 9, Manila Archbishop Luis Antonio Cardinal Tagle will lead the Liturgy for Procession, to be followed by the grand “Traslacion” at 7 a.m. PND (as)

President Aquino to visit Romblon on Friday
(Romblon, Romblon) President Benigno S. Aquino III is scheduled to visit the province of Romblon on Friday to conduct an aerial inspection of a road project and lead the ceremonial inauguration of the provincial hospital’s new buildings.

To be accompanied by some of his Cabinet secretaries, President Aquino will have an aerial inspection of the ongoing construction of the Romblon-Sawang-Agpanabat provincial road.

The President will then proceed to the Romblon Public Theater in Poblacion here to lead the ceremonial unveiling of the marker of Buildings 1 and 2 of the recently upgraded Romblon Provincial Hospital, situated in the town of Odiongan in nearby Tablas Island.

The Chief Executive will be welcomed by Romblon Governor Eduardo Firmalo, Romblon Representative Eleandro Jesus Madrona, and Romblon town Mayor Gerard Montojo.

This is the first time the President will visit the province. He is expected to address the people and have a photo opportunity with local officials, who will present to the President novelty items made of marble. Romblon is known for its marble industry.

The President will be joined by Public Works Secretary Rogelio Singson, Interior and Local Government Secretary Manuel Roxas II, Transportation and Communications Secretary Joseph Emilio Abaya, Acting Health Secretary Janette Garin, and Presidential Management Staff Chief Julia Abad.

President Aquino is also expected to drop by the Romblon Marble Fair, which will start on Friday. The event will showcase the works of the province’s marble sculptors and other products of Romblon. PND (jb)

President Aquino to unveil marker of new buildings of Romblon Provincial Hospital
(ROMBLON, Romblon) President Benigno S. Aquino III on Friday will lead the ceremonial unveiling of the marker of two new buildings of the recently upgraded Romblon Provincial Hospital (RPH).

President Aquino will be assisted by Acting Health Secretary Janette Garin, Romblon Representative Eleandro Jesus Madrona, and Romblon Governor Eduardo Firmalo during the unveiling, to be held at the Romblon Public Theater here.

The event will be witnessed by Public Works Secretary Rogelio Singson, Interior and Local Government Secretary Manuel Roxas II, and Transportation and Communications Secretary Joseph Emilio Abaya, who will join the President during his first visit to the province.

Located in the municipality of Odiongan in Tablas Island, the RPH is the only Level 1 hospital in the province. It provides various health services, such as surgical, medical, maternal and health care, dental and clinical laboratory services.

The hospital, which serves 17 municipalities, is manned by 87 personnel. It has a 75-bed capacity and serves an average of 65 patients daily.

The hospital’s Building 1, which cost P138 million, has already been fully operational since April last year. It is a four-level building, which houses the hospital’s administrative section, pediatrics department, internal medicine department, temporary laboratory, emergency rooms, wards and offices as well as storage rooms for the Botika ng Lalawigan, Philippine Charity Sweepstakes Office, PhilHealth, and Department of Health.

Building 2, meanwhile, is 95 percent complete. The project cost P118 million and the building’s third floor is intended for X-ray, CT scan, labor and delivery rooms, operation rooms, and Neonatal Intensive Care rooms. It also has wards and private rooms.

This year, the RPH will start construction of Building 3, which will house the laboratories, emergency room, operating room, Intensive Care Unit, five bed wards and private rooms. The proposed funding for the project is P84 million.

Aside from the buildings, the RPH has also completed the construction of its Blood Center, conference hall and quarters for doctors.

The hospital’s infrastructure development projects form part of the Province-wide Investment Plan for Health (PIPH) for the entire province, with funding support provided by a European Commission (EC) Grant and the Department of Health.

The PIPH is a five-year plan that seeks to address the different health concerns of the province for calendar years 2005 to 2009. However, its implementation began only in 2007.

Through the DOH’s Health Facilities Enhancement Program, the RPH was allocated P526.92 million for the construction of two buildings and P7.04 million for medical equipment. PND (jb)

Government willing to work with private sector to provide Filipinos better health care, says President Aquino
The government is ready to work with health professionals here and abroad to provide Filipinos better health care, President Benigno S. Aquino III said Thursday.

Speaking before participants of the Philippine Physicians in America-Philippine Medical Association Joint Congress 2015 at the Manila Hotel, the President extended his gratitude to health professionals who continue to help provide the people quality health care, underscoring the importance of government-private sector partnership.

"The goal of making good, quality health care available to all Filipinos cannot rest on the shoulders of a single entity or sector," he said in his speech.

"All stakeholders, from government and private sector alike, must do their utmost. This is precisely why our administration has directed tremendous focus to the health sector."

For its part, the government is making strides, he said, citing that from 2010 to 2014, the approved budget for the Department of Health (DOH) more than tripled from P24.65 billion to P83.72 billion.

In the 2015 budget, the allocation for the DOH increased even further to P86.97 billion.

Once the so-called Sin Taxes are finally computed, these figures will rise significantly, the President said.

The government was also able to register a vast majority of the country's population under PhilHealth, the national health insurance program, he said, adding that it likewise expanded the diseases covered by the program to include those that pose the greatest threat to the lives of the people.

President Aquino further said that the country's health facilities are being upgraded.

The administration, he said, had spent P46.39 billion to upgrade more than 6,900 health facilities nationwide from 2010 to 2014.

The government has also strategically deployed health professionals to communities, he added.

"During our term alone, for instance, we have deployed 429 doctors, 9,137 midwives, 48,390 community health teams, and 64,023 registered nurses to communities found to be in need," President Aquino said.

Social interventions are also being carried out to ensure better health care through the Pantawid Pamilyang Pilipino program, which covers more than four million Filipino households.

He noted that as a preventive measure against diseases, the government has strengthened its immunization program against measles and other illnesses.

As of November 2014, the government has been able to immunize 91 percent of Filipino children aged one-year old and below from measles.

The target is to immunize at least 95 percent of children in the age bracket, the Chief Executive said.

In 2012, the government also launched the rotavirus vaccine to immunize infants from the most common cause of severe diarrhea, he said.

The DOH has so far vaccinated more than 670,000 infants from the country’s poorest families, the President noted. PND (as)

President Aquino to conduct aerial inspection of road project in Romblon
(ROMBLON, Romblon) President Benigno S. Aquino III will conduct an aerial inspection of the ongoing rehabilitation and concreting of the Romblon-Sawang-Agpanabat Provincial Road here on Friday.

The road project is 2.806 kilometers long, and involves concreting 6.1 meters wide of pavement with thickness of 0.23 meters and 1.5 meters wide of shoulder with thickness of 0. 15 meters.

The Department of Public Works and Highways (DPWH) has allocated P65 million for the project. The approved budget for the project was P61 million while the contract is worth P56.6 million.

The DPWH began construction on September 3 and the road was already 68 percent complete, as of last December 25.

The project is expected to be completed by March.

Coconut bio-engineering solutions will also be installed as erosion control on road slopes.

The completion of the project is expected to boost the province’s tourism industry, improve the transportation of goods to nearby municipalities, and attract more investments for local businesses. PND (jb)

First of all, allow me to wish everyone in this room a happy new year. I am hopeful that everyone here was able to spend time with their loved ones, and relax a little and unwind a little to prepare for the year ahead. To those of you who came from overseas, perhaps I can also point out that 2015 is “Visit the Philippines” year, and that you are among the first visitors. Hopefully, you were able to spend your holidays catching up with old friends and relatives, while enjoying the sights, the sounds, and the food our country has to offer. Indeed, I have no doubt that the festive and unique way we Filipinos celebrate this holiday season provided a welcome respite from the demands of your profession.

The field of medicine is certainly a challenging one; nonetheless, it is a field in which Filipinos have demonstrated excellence over generations. Throughout the United States, Filipino doctors have become pillars of society, having earned the trust and respect of their respective communities. On top of that, however, they have also displayed a remarkable affection for their motherland, consistently going out of their way to stand in solidarity with their fellow Filipinos.

This is something I have experienced first hand. Some of you may remember that, for a period of three years, my family lived in exile in Boston, away from the comforts of home. In the cold winters of Massachusetts, it was the warmth and support of our fellow Filipinos in the neighborhood that kept our family going, helping us continue the struggle against the dictatorship. In fact, among those who showed the greatest compassion and solidarity with us were families of doctors, who remain good friends to this day, such as the families of Dr. Mario Bucal, Dr. Florencio Hipona, and Dr. Steve and Cheri Agular.

Today’s gathering is proof positive that, while many things have changed significantly over the years, the compassion of Filipinos in medicine remains. By this, I refer to much more than your professionalism and skill; I am talking about how much you give back to your countrymen. Over the course of its history, the Association of Philippine Physicians in America has always made its presence felt to our countrymen, in the form of humanitarian, medical, and philanthropic help. You were there in the aftermath of the eruption of Mt. Pinatubo in 1991; you sent help after Typhoon Haiyan made landfall in the Philippines in 2013. On top of this, you have regularly extended help in the form of medical missions for the less privileged. Your efforts to spur change can also be seen in events such as this, which serves as a venue to share your expertise in your respective specializations, thus helping raise the standards of healthcare here at home.

I stand here today to extend the gratitude of our people, and to tell you that our administration moves in support of your efforts. The goal of making good, quality healthcare available to all Filipinos cannot rest on the shoulders of a single entity or sector. All stakeholders, from government and private sector alike, must do their utmost. This is precisely why our administration has directed tremendous focus to the health sector.

From 2010 to 2014, the approved budget of our Department of Health more than tripled, going from P24.65 billion to P83.72 billion, and the 2015 budget has increased this even further, to P86.97 billion. Secretary Garin points out that once the tally for the so-called Sin Taxes is finally computed, these figures will undoubtedly rise very significantly. Might I point out, with the exception of the sin taxes: We have done this without raising taxes, whose revenues likewise go directly to improving public healthcare.

The effects of our focused and strategic approach to the health sector are clear. We have been able to register a vast majority of our population under PhilHealth, our national health insurance program. We likewise expanded the diseases covered by the program to include those that pose the greatest threat to the lives of our countrymen. We are also providing free healthcare to those identified to be the poorest sectors of our society. Now, they can simply walk into any government hospital, show their PhilHealth card, and receive medical treatment, free of charge.

We have also managed to give our health facilities much-needed upgrades. From 2010 to 2014, we have spent a cumulative total of P46.39 billion upgrading more than 6,900 health facilities nationwide. At the same time, we have been strategically deploying health professionals to communities. During our term alone, for instance, we have deployed 429 doctors, 9,137 midwives, and 48,390 community health teams, and 64,023 registered nurses to communities found to be in need.

Of course, like you, we subscribe to the saying that an ounce of prevention is worth a pound of cure. For this reason, many of our social interventions have also been deliberately designed to target a healthier citizenry. One major example of this is our Pantawid Pamilyang Pilipino program, which covers more than four million Filipino households. The program gives cash grants to families, providing they fulfill certain conditions, which include having children vaccinated and having pregnant mothers go through regular check-ups.

In line with this, we have likewise stepped up our efforts to provide vaccinations for our countrymen. For instance, we have consistently strengthened our immunization program against measles. As of November 2014, we have been able to immunize 91 percent of our children one-year old and below from this disease, and we are intent on achieving our target of at least 95 percent. [Applause] Not to mention, in 2012, we also launched the rotavirus vaccine. This immunizes infants from the most common cause of severe diarrhea, which thousands of children suffer from each year. We have already been able to protect a great number of children from this disease with this program, having vaccinated over 670,000 infants from our country’s poorest families.

It is clear: As doctors from here and abroad strive to strengthen their partnership to build a healthier Philippines, our administration will work shoulder-to-shoulder with you. These past few years, the world has witnessed the resurgence of the Philippines, and the unparalleled talent of our people; and it is up to us to make certain that, moving forward, our people will be skilled enough and healthy enough to realize the vast potential of our nation. I am hopeful that the participants in this joint congress can maximize this opportunity, and realize your goal of advancing the state of Philippine healthcare.

If I may share: Whenever I go abroad, one of the things I look forward to the most is meeting the Filipino community, who always prepare a very warm welcome. Time and again, during these events, they ask me, “When can we go home?” To this end, we have been working overtime, improving opportunities for gainful employment in the country. We even have initiatives like the Department of Science and Technology’s Balik Scientist program, which encourages Filipino scientists to return to the Philippines and share their expertise towards our country’s development. The head of PAGASA is one of these scientists.

All this is in pursuit of our shared dream: a Philippines in which our people leave our country only by choice, and not by necessity. I am glad to say that, through our people’s support, and the backing of individuals like yourselves, we have been able to make dramatic strides. Through our collective efforts, we have increasingly made it possible for our people to live good, dignified lives within our shores, and perhaps soon, those of you who have come here from America will be able to look at the Philippines and see a country to which they can return or retire to, one that is prosperous, progressive and, without doubt, close to their heart.

Tinukoy po niya ang taong kasalukuyan, 2015, bilang isang pivotal year para sa Pilipinas lalo’t higit sa larangan ng turismo at sa international relations, Sec. Sonny, Sir?

COLOMA: Napapanahon na naganap iyang presentations of credentials dahil nga nagkaroon ng mainam na pagkakataon para tukuyin ng Pangulo iyong patuloy na pagsisikap ng ating bansa na maisulong iyong ating mga adbokasiya, katulad nga nung rules-based in peaceful settlement of maritime disputes, iyong ASEAN centrality. At sa larangan naman ng turismo, iyong pagiging kaaya-aya ng ating bansa bilang isang favored tourists destination. COLOMA: Sa buong taong ito ay maraming pagpupulong na gaganapin sa iba’t-ibang lalawigan at sentro ng ating bansa patungkol sa ministerial, sub-ministerial at iyong leaders - economic leaders meeting ng APEC, na gaganapin sa Maynila sa buwan ng Nobyembre. Kaya’t dapat lang na ilatag natin ang pinakamahusay at pinaka-kaaya-ayang pagsalubong, pagtanggap at pangangasiwa sa mga pagpupulong na ito sa isang paraan na naayon sa mga global best practices at international standards.

Pero ang pinakamahalaga dito siguro, Alan, iyon ding preparasyon natin na pang-kalooban. Dahil nga bahagi ito ng ating pananampalataya ay gamitin din natin iyong pagkakataon para magnilay tungkol sa pagbabagong maari nating gawin sa ating mga sarili at sa ating mga buhay.

SEC. COLOMA: Sa bawat pagkakataon na natutunghayan iyong mga pagpaplanong iyan. Sa bawat araw ay lalo pang pinahuhusay iyong paghahanda, Alan. Siyempre habang lumalapit tayo sa mismong kaganapan, nag-i-intensify iyong focus natin. Iyong level of alertness. Kaya iyon lang naman ang konteksto nung bagay na iyan. At talaga namang kahit saang sitwasyon ay puwede pang ma-improve dahil kapag dumami ang nakakita o merong ibang nakapansin sa dati nang nailatag, siguradong may bagong insight at may mga bagong perspective. Banks to report licenses for Securities Operations to BSP

The Monetary Board (MB) is requiring universal, commercial and thrift banks to regularly report to the Bangko Sentral ng Pilipinas (BSP) the licenses that said banks have acquired from or are renewing with the Securities and Exchange Commission (SEC) and other regulatory authorities to perform securities-related operations.

The enhanced reporting requirement will enable the BSP to keep track of what banks have been authorized to do with respect to underwriting, brokering, dealing and transfer agency functions.

Together with the list of licenses, the banks shall also submit to the BSP their roster of personnel authorized to perform underwriting functions and to act as securities salespersons or associated persons.

The roster shall be accompanied by a certification stating that said personnel are duly licensed to carry out securities operations under relevant laws. The certification shall be signed by the bank’s president or an officer of equivalent rank.

With the introduction of universal banks in the early 1980s, the Philippines allows banks to combine investment banking and securities activities with the traditional commercial banking function. However, banks are still required to secure appropriate licenses or accreditation for their securities operations from agencies such as the SEC and the Bureau of the Treasury. Additionally, commercial banks and other banks have also played increasing roles in the securities market.

The reporting initiative underscores the importance of the licensing function to the management of risks that may be faced by banks from their securities operations and to the protection of the investments of their customers. Understanding and managing these risks are essential to fostering financial stability, which is a key policy objective of the BSP.

Preliminary data showed that the country’s gross international reserves (GIR) rose to US$79.8 billion as of end-December 2014, Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr. announced today.1 This level was higher by US$1.1 billion than the end-November 2014 GIR of US$78.7 billion. The GIR level remains ample as it can cover 10.2 months’ worth of imports of goods and payments of services and income. It is also equivalent to 8.4 times the country’s short-term external debt based on original maturity and 6 times based on residual maturity.2

The increase in reserves was due mainly to the BSP’s foreign exchange operations, revaluation adjustments on its gold holdings, income from its investments abroad as well as the National Government’s (NG) net foreign currency deposits. These were partially offset by payments made by the NG for its maturing foreign exchange obligations.

Net international reserves (NIR), which refer to the difference between the BSP’s GIR and total short-term liabilities, also increased to US$79.8 billion as of end-December 2014, compared to the end-November 2014 NIR of US$78.7 billion.

In a Resolution dated 18 November 2014 which was released yesterday, P/SUPT. Catailno A. Mallnao (MALINAO), Assistant Superintendent for Reformation and Administration of the New Bilibid Prison (NBP), was found to be administratively liable for grave misconduct and conduct prejudicial to the best interest of service for interfering with the official operations of the Security and Patrol Unit (SPU) of the Bureau of Corrections (BuCor). The Justice Secretary also resolved that there is substantial evidence to warrant the imposition of the corresponding penalty of Respondent MALINAO's dismissal from the service, including forfeiture of retirement benefits, cancellation of eligibility, with prejudice to reemployment in any branch or instrumentality of the government, including government-owned or controlled corporations, and bar from taking civil service examinations. Respondent MALINAO was also ordered by the Justice Secretary to immediately cease and desist from performing the functions of a Penal Superintendent of the BuCor.

The subject case stemmed from a Memorandum dated 07 July which was submitted by PGII Ronald Alabado (PGII Alabado), Supervisor of the SPU, to PSOI Lucio C. Guevarra, Commander of the Guards. PGII Alabado stated that on 07 July 2014, inmate David Allen Uy's makeshift home inside the premises of the Amazing Grace Chapel, :Building 11, was searched by the SPU upon the order of PGIII Ricardo Sespeñe Jr. Since inmate Uy cannot be located, the SPU personnel asked Rommel Deang, a ranking inmate, to witness the opening of the room of inmate Uy. During the search, a number of items were recovered and confiscated namely, 1 unit of Lenovo laptop, 1 DVD writer, 1 external memory, few cable wires, and 1 USB. Later, inmate Uy arrived with Respondent MALINAO who requested to see the confiscated items. When the items were handed to him, Respondent MALINAO allegedly uttered, "SA AKIN TO! NAKA-MR SA AKIN ITO, MAGKAKASAMA NAMAN TAYO DITO" and did not return the ecobag containing the confiscated items. PGII Alabado asked Respondent MALINAO to explain the matter to the Chief of the SPU but Respondent MALINAO declined and purportedly answered, "HUWAG NA MATING PAABUTIN DOON, LALAKI LANG", then left the area again with inmate Uy.

Responding to the Memorandum issued by P/Supt. I Rbberto R. Rabo, Officer-in-Charge of the NBP, Respondent MALINAO refused to return the Lenovo laptop. Respondent MALINAO also questioned the search and operations conducted by the SPU personnel when the BuCor issued a show cause order. A preliminary investigation was conducted by the BuCor Internal Affairs Service (lAS) regarding the mailer. When the administrative case was elevated to the DOJ, the Department found a prima facie case against Respondent MALINAO and issued a Formal Charge; dated 16 September 2014 for grave misconduct and conduct prejudicial to the best interest of service.

Anent the allegations of Respondent MALINAO that there is violation of procedural due process when the BuCor elevated the case to the DOJ, the Resolution stated that "the Director of the BuCor, as head of the agency, and the Department Secretary, have concurrent jurisdiction over the personnel of the BuCor. When the BuCor Director forwarded the case to the DOJ, it only means that the former is submitting the case over to the jurisdiction of the Secretary. The latter, in turn, assumed jurisdiction by issuing the appropriate Formal Charge. Hence, there was no violation of procedural due process.

As to the contention of Respondent MALINAO that the constitutional right of inmate Uy to due process and his right to privacy were violated when the search was made, the Justice Secretary ruled that the conduct of search and seizure operations by the SPU is an official act done in the performance of duty and part of the established mandate of the BuCor. The search and seizure operations may be conducted without prior notice or even without the presence of the inmate concerned for obvious reasons. Inmate Uy, being a prisoner, is subject to disciplinary rules by the Bureau and is not entitled all the rights bestowed upon a person whose liberty is not legally curtailed."

With respect to Respondent MALINAO's issue regarding the validity of the Investigation report made by the Security Investigation Section without taking his side, the Justice Secretary resolved that while Respondent MALINAO was not made to submit a written explanation, such is not a fatal defect that would warrant the nullification of the investigation made by the BuCor. The Internal Affairs Service of BuCor conducted its own investigation and later came out with the issuance of a show cause order. Assuming there was any defect, the same has already been cured when: (1) the IAS, notified the respondent when it conducted the required preliminary investigation and (2): upon the issuance of the Show Cause Order dated 31 July 2014, respondent complied with the directive by filing his answer. In administrative cases, a fair and reasonable opportunity to explain one's side suffices to meet the requirements of due process.

Regarding Respondent MALINAO's claim that the conflscated laptop was not prohibited, the Justice Secretary ruled that the confiscated laptop is within the prohibited items set forth in Section 10 of the BuCor Operating Manual.

As to the finding that there is grave misconduct and conduct prejudicial to the best interest of the service, the Justice Secretary highlighted the fact that the laptop found and confiscated in the shanty of inmate Uy was officially issued to Respondent MALINAO. Possession of the subject laptop by inmate Uy is not only prohibited under the premises but is extremely anomalous since the same is a government property officially issued to respondent himself." The Justice Secretary also pointed out that Respondent MALINAO has "no legal personality to raise the issue of illegal search. In any event, even assuming that respondent may raise such issue, he failed to present strong evidence to rebut the legitimacy of the SPU operation. The legal presumption is that an official duty has been duly performed. Since the search and seizure operation was an official act conducted by the SPU personnel, it is also protected by the presumption that the same was performed in good faith. The Justice Secretary agreed with the statement in the investigation report that Respondent MALINAO's interference in the legitimate operation of the SPU are acts or behaviour of any BuCor personnel in an unofficial or private capacity which, in dishonouring or disgracing himself personally as a gentleman, seriously compromises his position as a BuCor Official and exhibits himself as morally unworthy to remain as a member of the organization. In conclusion, the formal charges against Respondent MALINAO fall within the definition of grave misconduct and conduct prejudicial to the best interest of the service.

Since a careful evaluation of the evidence at hand shows that the same is substantial to support the alleged administrative infraction being levelled against Respondent MALINAO, the Justice Secretary resolved that he is dismissed from the service. He may, however, receive his accrued leave credits, subject to existing laws, rules and regulations.

Isulan, Sultan Kudarat – The scorching heat of the sun blazes down from a cloudless sky in the middle of the day. Baiton Uy, however, was undeterred, even as sweat freely flowed down her back as she patiently waited for hours by a ticket booth beside the dusky road just to get a free ride to town. It is because of this that she earned several nicknames from her fellow residents. Some called her “Para Girl (The Girl Who Hails)”. Others dubbed her “Babae sa Ticket Booth (The Girl by the Ticket Booth)”. The most common name that she is known for, however, is “Riding in Tandem Girl”. Despite these monikers, particularly the last one, Baiton is no criminal and is not engaged in any illegal activities. On the contrary, her hitchhiking is prompted by her desire to serve her community as a volunteer of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services-National Community-Driven Development Program (KALAHI CIDSS-NCDDP), one of the programs of the Department of Social Welfare and Development (DSWD). Hitch-hiking for a cause KALAHI CIDSS-NCDDP seeks to help alleviate poverty through the community-driven development (CDD) strategy, which puts power back in the hands of the people by giving them the opportunity to make informed decisions on locally identified options for development and manage resources to implement sub-projects that address needs identified by communities themselves. The residents of Barangay Laguilayan, including Baiton, identified the construction of a day care center as their chosen sub-project which will be implemented through KALAHI CIDSS-NCDDP. As a CDD program, KALAHI CIDSS-NCDDP provided the residents the opportunity to form groups that will work on their sub-project. Baiton, as one of the volunteers, became part of the Procurement Team. As part of her responsibilities, Baiton was required to visit service providers and suppliers to canvass and follow up on the materials they needed to construct their day care center. Furthermore, she was also called to attend meetings together with other KALAHI CIDSS-NCDDP volunteers. Unfortunately, Baiton had a limited budget, so she had little money to spare for transportation to get to-and-fro Sitio Kamanga, a remote community 15 kilometers away from the town proper where she lives. However, she did not allow this problem to hinder her from performing her tasks. Instead of giving up, she decided to hitchhike from passing vehicles to bring her to the sitio. “Lahat ng dumadaan na sasakyan pinapara ko para makiusap na pasakayin ako, makarating lang sa munisipyo (I hail passing vehicles to beg them to allow me to ride with them just so I can get to the municipality),” she said, the seriousness of her narration was softened by the smile on her face. She was able to hitch a ride with different vehicles throughout the course of her volunteer work that she ended up having favorites. “Kadalasan, ang paborito ko ay iyong mga malalaking trak na dumadaan dito na may dala-dalang mga bato at buhangin (My favorite ride is those heavy trucks carrying sand and gravel),” Baiton said, referring to the vehicles that bring said materials from the quarrying site at a neighboring village. Other times, she found herself riding at the back of those motorcycles that come to their village to deliver bread and other products, and this led to her earning her “Riding in Tandem Girl” moniker. Baiton simply laughed off this nickname. She said, “Minsan, mapagkamalan din akong asawa ng nagde-deliver ng mga tinapay na masakyan ko (I am sometimes mistaken as the wife of the delivery men),” accompanied by peals of laughter. The best gift for children Baiton might poke fun at her situation, but her positive outlook belies the difficult situation that the children of Brgy. Laguilayan were faced with prior to the entry of KALAHI CIDSS-NCDDP. The village had no actual day care center to speak of. Pupils transferred from one venue to another, depending on the availability. The one that was used at the time Brgy. Laguilayan chose the implementation of a day care center through KALAHI CIDSS-NCDDP was an old, dilapidated structure. Parents constantly feared for the lives of their children, believing that the run-down building would collapse whenever strong winds blow. As an elementary drop out, Baiton knew just how important education is. She considers this as the best gift that can be offered to children. She believes that the classroom is the heart of any educational system, as the physical structure can make or mar the learning environment, thereby affecting the quality of education as well. “Nakita ko na mahirap talaga kapag walang maayos na classroom ang aming mga bata (I saw just how difficult it is for the children if they do not have a decent classroom),” Baiton said. This, and seeing the difficulty experienced by the day care pupils, prompted Baiton to serve as a KALAHI CIDSS-NCDDP volunteer. Time as the only available resource Baiton candidly said that she had not much to offer in terms of knowledge and resources, which is why she said she offered her time instead. That is not to say that she had a lot of time to spare. She has to care for a baby and has to find ways of feeding her family. Not a small feat, indeed, considering that her husband is only a seasonal laborer and their household is one of the poorest in the village. She is also a Pantawid Pamilyang Pilipino Program Parent Leader. Her family receives P2,000 a month, which she uses to ensure that her school-aged children remain in school and that their health needs are met. She says that the conditional cash transfer has been a big help in the program, given just how poor some of the families are in the village. The efforts paid off Baiton and the other KALAHI CIDSS-NCDDP volunteers’ hard work paid off. Today, the newly constructed day care center, bursting with fresh colors, complete with learning equipment, and most importantly, safe and conducive for learning, stands as a symbol of sacrifice, of unity, and of pride of Baiton and the rest of the volunteers. Baiton just smiles every time she remembers her experiences as a volunteer, especially when she reminisces her time as “Riding in Tandem Girl”, because what was initially a source of shame for her became something that she was proud of. “Noong una nahihiya ako pero noong kalaunan na nalaman nila ang pagiging volunteer ko, natutuwa sila (At first I was ashamed, when the people found out about my role as a volunteer, they were inspired),” Baiton said with a smile. Baiton now embraces the “Riding in Tandem Girl” nickname. According to her, the driver is the community and she is at the back, providing support as a volunteer who is gunning for change and development, and one who is selflessly rendering services for the betterment of other lives without expecting anything in return. Baiton’s riding in tandem stunt may not be a crime, but even if it were, it seems that she would still choose to do this again and again for the sake of her community.

Following the instruction of Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, Philippine Overseas Employment Administration chief Hans Leo J. Cacdac yesterday said the Overseas Seafarers Committee of the Maritime Industry Tripartite Council had met and its members, which include representatives from government, seafarers’ unions, shipowners, and licensed manning agencies, were in agreement to coordinate more closely in times of maritime accidents, both in national and international waters.

“They have clearly delineated their responsibilities and were common in understanding that the paramount concern is to ensure the welfare of Filipino seafarers and their families, especially when maritime accidents happen,” said Baldoz after receiving Administrator Cacdac’s report on the outcome of the MITC meeting.

In his report, Cacdac said shipowners vowed to ensure the seaworthiness of their ships and to comply with flag and port States’ requirements on ships’ seaworthiness.

“They committed to communicate and inform their manning agencies the situation within 24 hours of a marine casualty incident; pay seafarers and their families whatever entitlements are due them, including medical treatments, accommodation, and other forms of assistance; and facilitate their repatriation,” Cacdac said.

He said that on the part of the manning agencies, they vowed to comply with the POEA’s reportorial requirements through the fastest means, such as e-mail or SMS (text).

“Manning agencies committed that no less than their top management shall communicate to the families of the seafarers and assure them of fast settlement of entitlements and benefits. They also promised to personally visit the families and explain to them the situation and provide them advice and counseling,” Cacdac said.

“They shall also facilitate the payment of all the benefits, including survivorship and provident pensions, unpaid earned wages, leave pay, compensation for loss of personal effects; repatriation costs; funeral and burial benefits, in case of death, alongside the payment of the compulsory insurance under R.A. 10022,” he explained.

Cacdac further reported that on the part of the POEA, it will coordinate the flow of accurate and truthful information to the families and provide assistance to facilitate the payment of Social Security System, Pag-IBIG, and OWWA benefits.

Furthermore, Cacdac said the DOLE will push its efforts in forging bilateral agreements with flag States which, like the Philippines, are signatories to the Maritime Labor Convention, 2006.

“As directed by Secretary Baldoz, our goal this year is to commence negotiation with flag States on the welfare and protection Filipino seafarers, which includes closer coordination in times of marine casualty incidents,” he said.

Baldoz had ordered the convening of the committee meeting, saying that with 300,000 Filipino seafarers deployed annually there is always the likelihood that a Filipino seafarer may be onboard when a ship is reported to be involved in an accident anywhere in the world.

Narvasa that search and rescue operation continues after the ship he was employed in disappeared in the sea of Pentland Firth, off the coast of Northern Scotland on 2 January. Baldoz made the assurance after Labor Attache Joan Lavilla reported that even as severe weather conditions is prevailing in the area, elements of the UK’s Shetland Coast Guard had mounted an immediate search and rescue for possible survivors of the missing ship, the MV Cemfjord, which was loaded with 2,000 tons of cement when it went missing. “Search and rescue operations are continuing, including a search of the nearby islands. Shore teams are also conducting searches on the islands closest to shore from the point of the last reported signal from the ship’s automatic identification system (AIS),” said Philippine Overseas Employment Administration chief Hans Leo J. Cacdac in another report. “The shore search and rescue will continue until all efforts to verify the incident surrounding the missing cargo vessel are exhausted,” he said, saying the difficulties being encountered in the search and rescue are all due to the severe weather condition in the area and the early darkness of winter. Cacdac said the Manila manning agency of the ship, Euro-Asiatic Shipping, Inc. had immediately reported the incident to the POEA, and said it had already notified the wife of the missing Filipino sailor. “The agency continues to update the family of developments it receives from its principal. At the POEA, we are also continuing our monitoring of the situation in coordination with our Philippine Overseas Labor Office in London,” he said.

CAR allocated P1.1B for pro-poor projects – Roxas

Interior and Local Government Secretary Mar Roxas has reported that more than P1.1B worth of pro-poor projects was allocated for the Cordillera Administrative Region under the Bottom-up Budgeting (BuB) program of the DILG from 2013-2014.

During the initial year of its implementation in 2013, more than P306M was allocated for 274 porjects region-wide, implemented either by participating national government agencies (NGAs) or qualified local government units (LGUs). Out of those 274 projects, 229 were already completed.

For 2014, more than P808M was allocated for 1,163 projects, 25 of which were already completed as of October last year.

"Ito ang pinakakongkretong paraan upang ipakita na kayo ang boss ng pamahalaang ito (This is how we can concretely show that you are the bosses of this government)," Roxas said.

To qualify, LGUs must be able to pass the Seal of Good Local Governance, which is the DILG's way of ensuring that they have the capacity to implement such projects for constituents.

"Dapat masiguro nating hindi bababuyin ang pera ng taumbayan (We have to ensure that taxpayers' money will not be malversed)," Roxas added.

In general, the maximum budget allocation allowed for LGUs was decreased from P50M in 2013 and 2014, to P30M in 2015.

Roxas also highlighted the important role of civil society organizations (CSOs), who also sit in local poverty reduction action teams (LPRATs) to help identify priority projects and approve the local poverty reduction action plans (LPRAPs) for the appropriate agency's implementation.

"Naniniwala po tayo sa kakayahan ng ordinaryong mamamayan upang maging kabahagi natin sa Tuwid na Daan (We believe that the citizens are in solidarity with us in the Tuwid na Daan.)," Roxas added.

DOTC, CIAC Fully Support Development of Aviation Complex

Manila, Philippines – Clark International Airport Corporation (CIAC) President and CEO Atty. Emigdio Tanjuatco III assures the public that his agency as well as the Department of Transportation and Communications (DOTC) are pushing for the development of the Clark International Airport (CRK) in Pampanga.

Brushing aside certain perceptions that government is neglecting CRK, Tanjuatco says “the truth is that we fully support the development of Clark Airport. In fact, the DOTC had already infused an initial P 1.2 Billion for the construction of our new Low Cost Carrier Passenger Terminal Building (LCC PTB).”

“The fact that this project is up for bidding this year is proof that government is serious in developing Clark Airport,” Tanjuatco added.

Tanjuatco explained that Clark Airport has its own catchment area in the northern regions of Luzon, while the Ninoy Aquino International Airport (NAIA) services the southern portion. He clarified that the 2 airports are not competing since their operations and expansion complement each other.

For his part, DOTC Secretary Jun Abaya remarked that “the new LCC PTB is designed to accommodate at least 15 million passengers annually at the price of P 7.2 Billion. We tapped the services of Aeroports de Paris for the feasibility study not only of the terminal but also other facilities at the aviation complex.”

The transport chief also clarified that while the proposed Sangley International Airport is still under study, government is focused on the aggressive development of both NAIA and Clark.

Tanjuatco earlier vowed to draw some 3 million passengers to Clark Airport within the next 2 years, as well as to attract more airlines. He continuously promotes it as a prime destination for international carriers.

He is currently working towards convincing Emirates and Air Asia to return to the 2,367-hectare Clark Civil Aviation Complex, and is inviting more airlines to operate at the gateway. Currently, it hosts air carriers such as Dragonair, Asiana Airlines, Cebu Pacific, Seair, Qatar Airways, Tigerair, Jin Air, and Air Asia Berhad.

08 January 2015 – Philippine Ambassador to South Korea Raul S. Hernandez formally concluded his chairmanship of ASEAN Committee in Seoul (ACS) in a meeting attended by the Ambassadors and Charge’ d’ Affaires of the ASEAN missions in Seoul on January 06.

Ambassador Hernandez remarked, “As the ACS Chairman, I am proud to have represented my ASEAN counterparts despite having been, at the time of my arrival, one of the newest ambassadors in the ACS and in Seoul. In many ways, the chairmanship was nothing less than a baptism of fire, an abrupt introduction to the hectic pace of diplomatic life in the Republic of Korea.”

During the meeting, Ambassador Hernandez took the opportunity to thank all the Ambassadors and other representatives of ASEAN countries for their support and cooperation to all the activities organized by the Philippine Embassy as Chairman of ACS from July to December 2014. Highlighting the Philippine Chairmanship of the ACS was the ASEAN- Korea Commemorative Summit held in Busan from December 11 to 12, 2014, which was attended by President Benigno S. Aquino III, all the other Heads of State, government of ASEAN Members States and President Park GeunHye of South Korea.

“I consider having fulfilled my duties in the chairmanship of the ACS a great honour for myself personally and for the Philippines,” Ambassador Hernandez concluded.

The meeting was capped with a farewell luncheon in honor of Singapore Ambassador Peter Tan, whose four-year tour of duty will end in January 2015.

The biggest proof of this is the additional five units of STARBOOKS or Science and Technology Academic and Research-Based Openly Operated Kiosk Station turned over at Southern Leyte State University (SLSU) in Sogod, Southern Leyte to be deployed in Bontoc, San Juan, Hinunangan, and Tomas Oppus, all in Southern Leyte.

Developed by the the Department of Science and Technology - Science and Technology Information Institution (DOST-STII), STARBOOKS is a one-stop-shop for S&T information that can be accessed without the aid of Internet. This digital library gives students and other interested individuals access to a wealth of digitized S&T information materials including books, journals, theses, dissertation, encyclopedia, and even livelihood videos that offer income opportunities.

Last year, Encyclopedia Brittanica was integrated in the STARBOOKS content to broaden its user base to include elementary and high school students.

“We are helping our fellows in Eastern Visayas to get back on their feet by providing technologies that are locally developed to support the continuous delivery of education especially during this stage of recovery,” says DOST Secretary Mario G. Montejo.

Meanwhile, SLSU Vice President Lorelie Duarte said that STARBOOKS will help the students greatly since they can access quality full text references and other research materials that are relevant to their courses. SLSU offers four engineering courses and Graduate studies in Mathematics.

This is the second round of STARBOOKS installations after more than 40 units were installed in 2012. Consequently, the units were destroyed during typhoon Yolanda the following year, wreaking P48.79 billions worth of damaged infrastructure including schools and libraries.

“We understand that many reference materials are destroyed during the two typhoons in the last two years and we cannot do anything about that anymore,” said DOST Assistant Secretary Raymund E. Liboro. “But what we can do is to find solutions to these problems and keep our youth continuously pursuing their studies.”

Southern Leyte is one of the most typhoon-visited provinces in the country. A number of typhoons pass through the province causing millions worth of damages and stalling classes during the monsoon season.

New Environmental Planning Law upgrades qualification of standards for planners in government service

Manila, January 7, 2015 --- Recognizing the importance of environmental planning in nation building and development, the Professional Regulatory Board of Environmental Planning reiterates the provisions of the newly adopted "Environmental Planning Act of 2013" (R.A. No. 10587) in the appointment of positions requiring the knowledge, skills, competence and qualifications of registered and licensed environmental planners.

According to Board of Environmental Planning Resolution No. 03 series of 2014, Implementing Rules and Regulations of R.A. 10587, the Civil Service Commission shall set the qualification standards for environmental planners at various levels in government service, including government-owned and controlled corporations and other entities. After the lapse of five (5) years from the effectivity of the new law, only registered and licensed environmental planners shall be appointed to the position of heads and assistant heads of groups, departments, divisions in government offices, agencies, bureaus or instrumentalities including government-owned and controlled corporations, provinces, cities and municipalities, and other positions requiring the knowledge, skills, competence and qualifications of registered and licensed environmental planners.

"Appointments made in violation of the R.A. 10587 and its IRR shall be considered null and void", the Board said.

Moreover, the Board of Environmental Planning reiterates the prescribed period of three (3) years from the effectivity of R.A. 10587 to local government units who may continue to issue appointments to persons who are not registered and licensed environmental planners for the positions of national or local planning and development coordinators, or chiefs of local planning and development offices, only on a temporary status or acting capacity.

PH PPP infra highlighted in Master Plan for ASEAN connectivity

World Bank’s Singapore Infrastructure Hub has identified various airport, rail, port and road Public-Private Partnership (PPP) projects in the Philippines as essential infrastructures to realize the Master Plan for ASEAN Connectivity (MPAC).

The projects include the operation, maintenance and redevelopment of the Puerto Princesa, Iloilo, Davao, Bacolod , New Bohol, Laguindingan and Ninoy Aquino International Airport; upgrading of the San Fernando Airport, Davao Sasa Port modernization; North-South Commuter Railway (South line); operation and maintenance of the LRT Line 2; NLEX East Expressway; Central Luzon Link Expressway-Phase II; improvement and operation and maintenance of Kennon Road and Marcos Highway; and Plaridel Bypass Toll Road.

These connectivity projects will directly link the Philippines with its ASEAN neighbors and to the rest of the world. Transportation cost in all segments is expected to be reduced paving way for the exchange of more goods and services. At the same time the new infrastructures would facilitate faster and better travel that could potentially boost local tourism.

During the first ASEAN PPP Networking Forum hosted by the Philippine Government in Manila last December 2014, the Philippine PPP Program was at the centerpiece among ASEAN member countries. It was regarded as one of the most mature PPP Program in the region that has established several policy and process improvements and developed a robust pipeline of projects.

ASEAN countries that are just starting their PPP programs, like Cambodia, Myanmar, Laos and Vietnam, have also expressed their intent for future engagements with the PPP Center of the Philippines to learn more about the country’s experience.

To date, eight PPP projects was awarded and signed by the government amounting to Php127 Billion and built a pipeline of over 50 projects. At least 12 projects are currently under the procurement stage and nine more are expected to be rolled-out within the year.

The Philippines has been ranked highest in terms of PPP readiness in the ASEAN Region given its advanced legal and administrative structure based on the Infrascope 2011 Study of the Economist Intelligence Unit commissioned by the Asian Development Bank.
