Synopsis:

Northeast Monsoon affecting Luzon. Trough of Low Pressure Area (LPA) affecting Visayas and Mindanao.

Forecast:

Eastern and Central Visayas and Mindanao will experience cloudy skies with light to moderate rains with possible occurrence of thunderstorms. Cagayan Valley and CORDILLERA will have cloudy skies with light rains. Metro Manila and the rest of Luzon will be partly cloudy to at times cloudy with isolated light rains.  The rest of Visayas will havepartly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

PIA-13: PAGASA weather forecaster Buddy Javier said the Low Pressure Area (LPA) outside the Philippine Area of Responsibility (PAR) was last spotted at 1,990 km East of Mindanao. It is expected to ENTER the PAR on Thursday.

TESDA-Ginebra Entrepreneurship Project launched in Gen. Trias

January 12, 2015
GENERAL TRIAS, Cavite, Jan. 12  (PIA) – At least 10 individuals here were selected for the livelihood projects initiated by the Technical Education and Skills Development Authority (TESDA) in partnership with Ginebra San Miguel and San Miguel Foundation.

Selected individuals are scheduled to undergo bartending training at the Municipal Social Welfare and Development Training and Productivity Center.

Meanwhile, San Miguel Foundation will give them an initial set of bartender's uniform and a mobile bar, which would allow them to earn and learn to operate their own business.

In a message, Mayor Antonio Ferrer commended the cooperation made by the private sector and government in providing livelihood opportunities for the citizens and pledged his all-out support for similar projects that will bring employment and prosperity to the Gentriseños.

TESDA Provincial Director Leticia Ogbac, meanwhile, lauded the local government for their continued support on technical vocational education and other programs initiated by the agency.

1.  DENR-PIA climate change advocacy campaign rolls out in Batangas

January 12, 2015
IBAAN, Batangas, Jan. 12 (PIA) — The second leg of Philippine Information Agency (PIA) – Calabarzon and Department of Environment and Natural Resources (DENR) students’ forum on climate change rolled out recently Don Juan Pastor Memorial High School here with more than 500 participating students and teachers.

Positioning the youth as an active proponent, the students’ forum is part of the DENR-PIA climate change advocacy campaign “Nagbabago na ang Panahon, Panahon na Para Magbago,” aimed in weakening public apathy to climate change concerns and environmental agenda.

In his message, PIA – Calabarzon Officer-in-Charge Carlo P. Gonzaga emphasized the significant role of the youth in protecting the environment to lessen the effects of global warming.

Gonzaga also urged the students to actively participate in various environmental campaigns and activities such as tree planting and clean-up drives.

Meanwhile, to further strengthen the climate change advocacy campaign, Provincial Environment and Natural Resources (PENRO) Forest Management Specialist Dr. Eduardo Calzeta discussed the deeper side of climate change affirming its cause and impact to the people.

Noting that climate change is an inevitable phenomenon, Calzeta also stressed several adaptation and mitigation measures advising the students to be climate change resilient.

Students were also able to raise their concerns in an open forum facilitated by Gonzaga and Calzeta after the discussion.

Meanwhile, to show their support and commitment in preserving and protecting the environment, students took an oath at the end of the forum.

President Aquino appeals for ‘Bayanihan’ to ensure people’s safety during Papal visit
President Benigno S. Aquino III on Monday evening made a televised appeal to the public to work together to ensure everyone’s safety during the upcoming pastoral visit of Pope Francis.

"Kailangan natin ng pagdadamayan at pagbabayanihan. Malinaw na napakalaki ng hamong dala ng pagbisitang ito ni Pope Francis sa ating bansa. Nakataya rito ang kaligtasan niya, ng napakaraming dadalo sa kanyang mga gawain at mag-aabang sa kanya," President Aquino said.

Showing video clips of past attacks on Popes, such as when Pope John Paul II was attacked inside the Vatican, the President noted that even without a terrorist threat, danger looms in large gatherings of people.

As millions of Filipinos are expected to attend the Mass to be celebrated by the Pontiff in Luneta on Sunday, President Aquino said he fears that the mere eagerness of the people to catch a glimpse of the Pope could start a commotion that could turn into chaos.

“Obligasyon ng gobyerno ang inyong kaligtasan, at para magampanan ang tungkuling ito ay may obligasyon din kayo,” he said, adding that in the next few days, Interior and Local Government Secretary Manuel Roxas and Undersecretary Emmanuel Bautista will issue bulletins regarding security preparations during the Papal visit.

“Ang panawagan po namin: Makinig po tayo, at makiisa sa pagbabahagi ng impormasyon. Ipakita po natin ang pakikisama at pagtutulungan, nang matiyak nating magiging mataimtim at mapayapa ang pagbisita ni Pope Francis sa ating bansa,” he said. PND (ag)

 


Palace hosts New Year's Vin d'Honneur
President Benigno S. Aquino III on Monday morning led the New Year’s Vin d’Honneur for the year 2015 at the Rizal Hall of Malacañang Palace.

In his message, President Aquino recalled the challenges the world faced in 2014 -- the tensions in the West brought about by problems in Ukraine; the erratic weather patterns due to global climate change; the threat of pandemics such as the MERS-Corona Virus and Ebola; the acts of violence in Pakistan, Australia, Canada, and most recently in France – and how countries responded to them.

“Instead of being daunted or wallowing in fear, we have chosen to hope. Instead of being divided by hatred, we have chosen to stand together and link arms, in order to alleviate the suffering and despair of others," he said.

The Chief Executive took the opportunity to thank the international community for the assistance it has provided to help the victims of Typhoons Yolanda (Haiyan) and Ruby (Hagupit).

"I will never forget how the global community has come together to fight climate change, including the example of His Holiness Pope Francis, who is expected to issue an encyclical on climate change and the imperative for all of humanity to take action," he added.

He noted that in facing the world’s problems, “it has become clear that we can no longer look at complex issues and situations with a parochial mindset.”

“Whether in combating climate change and its effects, or in fighting inequality, or in taking a stand against terrorism and instability: the time to act is now,” the President said.

“We can work together: each person and each country doing its part to collectively solve all these issues. Or we can think only of ourselves, thereby allowing these challenges to grow more convoluted, and more insurmountable until we are all consumed by them.”

For his part, Dean of the Diplomatic Corps, Archbishop Guiseppe Pinto, acknowledged the government’s commitment to restore a dignified life to the people affected by calamities, as well as its efforts to implement the Comprehensive Peace Agreement on the Bangsamoro, signed in March last year.

He also noted the "extraordinary events" that are scheduled to happen in the Philippines this year -- the Apostolic visit of Pope Francis and the Asia-Pacific Economic Cooperation Forum (APEC) 2015.

In his toast, Archbishop Pinto wished for peace and greater prosperity for the Filipino people.

"The Diplomatic Corps conveys its fervent wishes to see the fruits of (the government’s) labors for the benefit of their fellow citizens," he said. PND (ag)

There are times when my Cabinet Members meet with me to discuss very complex problems with no apparent solutions. These are the times I remind them, that if there comes a time that there are no more problems left to be solved, then this will be our new problem. [Laughter] For them, life will become boring. [Laughter] I also remind them that if you can have everything you want, when you want it, the exact way you want it, then we would already be in heaven, and not on this earth. [Laughter]

When we look back on 2014 or when we look forward to our prospects in 2015, it becomes clear: we are very much on this earth. Be it the tensions in the West brought about by the problems in Ukraine, the increasingly erratic weather patterns brought about by global climate change; issues regarding the price of oil and the world market, the threat of pandemics like MERS-Corona Virus or Ebola, or selfish and senseless acts of violence as witnessed in Pakistan, Australia, Canada, or most recently in France: there are indeed many problems confronting us.

Having said this, we must also never forget how the vast majority of the world has responded to such trials. Instead of being daunted or wallowing in fear, we have chosen to hope. Instead of being divided by hatred, we have chosen to stand together and link arms, in order to alleviate the suffering and despair of others. As President, I will never forget how the world reached out to the Philippines, when we were affected by typhoons Haiyan and Hagupit, and by other natural disasters. I will never forget how the global community has come together to fight climate change, including the example of His Holiness Pope Francis, who is expected to issue an encyclical on climate change and the imperative for all of humanity to take action.

In facing the problems common to all of us, it has become clear that we can no longer look at complex issues and situations with a parochial mindset. Now, more than ever, the truism of the saying, “United we stand, divided we fall,” comes to the forefront. We are responsible for our world and its future. Whether in combating climate change and its effects, or in fighting inequality, or in taking a stand against terrorism and instability: the time to act is now. We can work together: each person and each country doing its part to collectively solve all these issues. Or we can think only of ourselves, thereby allowing these challenges to grow more convoluted, and more insurmountable until we are all consumed by them.

Looking around this hall today, I am heartened by the presence of our friends and partners from other nations and from different sectors of Philippine society. Many times, over the past few years, we have been able to demonstrate our unity. I am confident that, so long as we continue to work together, there is no hurdle that we cannot surpass, no challenge we cannot overcome, no promise we cannot fulfill.

With this, Excellencies, ladies and gentlemen, allow me to propose a toast:

To those who have long been our friends and partners, may we deepen our relationships, towards uplifting all our peoples.

To my colleagues in government, may we continue to serve the Filipino to the fullest of our abilities, with dedication, integrity, and true compassion.

To my countrymen, known for their resilience, optimism, and genuine kindness, may we continue to draw strength from each other, as we tread the straight path.

And to all those working tirelessly towards the collective advancement of humanity, may we continue to choose the path of solidarity; may we never lose our trust in each other, and may the Lord Almighty provide us with fortitude and guidance, as we forge a better world together.

ALAN: Muli po ni-reiterate ng Malacañang itong panawagan para sa lahat, sa publiko, to help sa pagbibigay proteksyon sa Papa, by way of iyong kanilang pagsunod doon sa mga alituntunin na inilabas, ano ho, kaugnay ng crowd control at sa iba pang mga bagay, Secretary Coloma, Sir?

SEC. COLOMA: Mahalaga, Alan, ayon sa ating Pangulo iyong pagpapairal natin sa diwa ng bayanihan at pakikisama. Kailangan pong maging mahinahon tayo, kailangan magbigay-galang sa ating mga kapwa na dadalo sa mga malakihang kaganapan. Huwag po tayong magsisiksikan, huwag magtutulakan, sumunod sa lahat ng gabay na ibibigay ng mga marshals, ushers at police, at sa ganyang paraan ay magiging maayos at ligtas tayong lahat sa paglahok natin sa pagdalaw ng Santo Papa.

ALAN: At doon di po Sec. Sonny, Sir, doon sa Vin d’ Honneur na hinost (host) ng Pangulong Noy kahapon. We understand na mismong ang Papal Nuncio, si Archbishop (Giuseppe) Pinto, eh nagpapuri dito ho sa disaster at mga peace efforts na isinasagawa dito po sa atin sa Pilipinas, Sec. Sonny, Sir?

SEC. COLOMA: Mainam na nabanggit mo iyan sapagkat iyong pagdalaw sa Santo Papa ay natatampukan nung kanyang pakikiniig sa mga pamilya na naapektuhan ng Typhoon Yolanda. Ayon kay CBCP President Archbishop Socrates Villegas, ito ang pinakaprayoridad at centerpiece nang pagdalaw ng Mahal na Santo Papa, iyong pagpapakita niya ng kanyang pakikiisa sa mga nagdalahamhati, nawalan ng mahal sa buhay, naulila at nagbabagong tatag ng kanilang buhay mula sa kalamidad ng Yolanda.
At ito nga ay paksa din ng kanyang inihahandang bagong encyclical hinggil sa climate change, kaya’t nagtatagpo ang lahat ng mga pangyayaring ito sa kanyang pagdalaw sa ating bansa.

ALAN: Opo. Diyan pa rin po sa pagdalaw ng Santo Papa sa Pilipinas. Base po dito sa mga forecast ng PAGASA, Sir, eh itong low pressure area na kanilang binabantayan is heading towards diyan po sa may area pa rin ng Eastern Visayas hano po, almost at the same time ng naroon ang ating Santo Papa. Mayroon pong mga nagtatanong Sec. Sonny, Sir, kung sakali may mga paghanda po o kaya mga contingency measures kung sakali pong bumuhos ang ulan doon po sa mga primary venues doon sa Tacloban, gaya po halimbawa doon sa Airport ng Tacloban kung saan magkakaroon po ng misa na open sa publiko, Secretary Coloma, Sir?

SEC. COLOMA: Unawain natin muli, Alan, iyong kababanggit ko lamang. Iyong mahalagang prayoridad na binibigay ng Mahal na Santo Papa sa kanyang pagpunta sa Tacloban at Palo, Leyte - iyong kanyang pagpapasinaya sa Pope Francis Center for the Poor. Ito ay mahalagang kaganapan at kung magkaroon man nang pagsama ng panahon at kailangang ire-arrange ang kanyang mga aktibidad dito sa ating bansa. Ayon mismo kay CBCP President, Soc Villegas, ay susundin niya ang prayoridad na iyan. Kaya siguro sa ngayon sa halip na mag-engage tayo sa idle speculation iyan na lamang po ang isaisip natin.

ALAN: Opo, opo. Okay. Well, Secretary, sa ibang mga usapin naman po, Sir. Ano pong latest dito naman po sa mga may kaugnayan dito sa LRT at MRT fare hike? We understand na mayroon pong panukala, Sir, na bumuo ng isang lupon o isang body na siyang tututok, halimbawa sa fare increase, sa iba’t ibang rail systems natin dito sa bansa, Secretary Coloma, Sir?

SEC. COLOMA: Nasa pagpapasiya ng ating mga mambabatas kung sila man o sino man sa kanila ang nais magpanukala niyan, at kung nais nilang magpasa nang kinauukulang batas. Pero sana ay tumututok tayo sa pinakamahalaga. Ang pinakamahalaga ay iyong serbisyo na inihahatid nito. At upang maihatid ang ganyang serbisyo kinakailangan iyong maayos na sistema. Bahagi doon sa maayos na sistema iyong tama at makatuwirang pagsingil. Sa mga iba’t ibang paraan ng transportasyon, ang pagsingil ng pamasahe ay naayon sa ginagastos para naman maging mahusay ang serbisyo. Ano ang mga kahalintulad na serbisyo na ginagamit sa paglalakbay dito sa ating ka-Maynilaan? Mayroon po tayong regular bus, may air-conditioned bus, ito po ay sumisingil ng P32 at 37, respectively.
Kung ihahambing po iyong MRT-LRT, di hamak na mas mahusay ang serbisyo nito, di hamak na mas kumbinyente, di hamak na mas mabilis, di hamak na mas maraming biyahe. Kaya kung pagsasama-samahin lahat nung halaga na nakukuha sa serbisyo ng MRT-LRT, di po ba makatuwiran lamang na ihanay ang pagsingil dito doon sa pagsingil sa regular bus o air conditioned bus. Kaya pag-isinaalang-alang natin iyan, Alan, magiging matingkad iyong napakalayong presyo na binabayaran ngayon na napakaliit at napakamura. Dahil simula pa noong 2003 ay hindi na nagtaas ng singil sa pasahe. Iyong sa MRT-3 na nag-umpisa pa nga sa P20.00, ibinaba pa sa sampu hanggang labinglimang piso. Ano namang katuwiran, anong lohika naman iyan kung hindi kinakalimutan iyong pinaka-fundamental na pagbibigay ng serbisyo sa makatuwirang halaga.
Kaya bago tukuyin, Alan, iyong central body na iyan tungkol sa pagtatakda ng mga pamasahe, kinakailangang pagtuunan muna ng pansin iyong pinaka-basic na bagay ay iyong pagkakaroon ng makatuwiran at tamang pagsingil. Dahil iyong ginagastos po diyan sa MRT-LRT, nanggagaling po lahat iyan kay Juan dela Cruz. Taun-taon mayroon pong budget na inilalaan para diyan. Simula noong nag-umpisa ang operasyon ng MRT, ang kabuuang halaga ay lampas na sa siyamnapung bilyon (90 billion). Kinuha po iyan sa bulsa ni Juan dela Cruz. Mayroon pong isang daang milyong Juan Dela Cruz sa buong Pilipinas. Makatuwiran po ba na lahat ng taxpayers sa buong Pilipinas ang magbabayad nang sustento sa MRT-LRT, samantalang lalabing-apat na milyon lamang na Pilipino ang nakatira sa National Capital Region. Iyan po ang dapat nating isaalang-alang sa pagtutuos sa mga isyu hinggil sa MRT-LRT.

ALAN: Opo. Sa ibang usapin naman, Secretary Coloma, Sir. Mayroon pong balita rin na labing-apat sa labingwalong natitira o surviving framers ng kasalukuyang Saligang Batas, iyon pong 1987 Constitution natin, ang nagpahayag ng full support para sa pagbuo ng Bangsamoro Autonomous Region at iyon pong approval nitong panukalang Bangsamoro Basic Law. Ano po ang reaksiyon ng Malakanyang tungkol dito, Sir?

SEC. COLOMA: Siyempre po mahalaga na pakinggan natin ang kanilang tinig. Pakinggan natin ang kanilang pag-endorso sa Bangsamoro Basic Law, sapagkat sila ang humubog at bumuo ng kasalukuyang Saligang Batas. At isa sa mga fundamental na konsiderasyon sa pagsasabatas ng mga probisyon nitong Bangsamoro Political Entity ay dapat na naaayon ito sa mga prinsipyo na nakapaloob sa ating Konstitusyon. Kaya kung sila mismo na sumulat, humubog, at bumuo ng Konstitusyon ang nagsasabi sa atin na sa kanilang pananaw naaayon naman ito sa ating Konstitusyon. Mahalagang input iyan para isaalang- alang ng ating mga mambabatas sa pag-aapruba nito at siguro ay magiging input din ito sa pagturing ng ating mga mahistrado ng Korte Suprema. Kung saka-sakaling mayroong maghaharap nang usapin hinggil sa legalidad o Constitutionality nang maipapasang Bangsamoro Basic Law.

ALAN: Opo, okay. Sec. Coloma, Sir, baka mayroon ho kayong panawagan muli o paalala sa ating mga kababayang nakikinig lalo’t ngayong paparating na ang Santo Papa, please go head po, Sec. Coloma, Sir?

SEC. COLOMA: Uulitin ko na lang po iyong panawagan ng ating Mahal na Pangulo, magbayanihan po tayo, makisama po tayo, maging mahinahon, igalang po natin ang isa’t isa, maging pasensyoso po tayo sa pag-a-attend ng iba’t ibang mga kaganapan lalong lalo na iyong mga malakihang pagtitipon, iyon pong misa sa Luneta sa Linggo, at iyong misa rin sa Tacloban Airport, sa Sabado.
Kapag tayo naman po ay sasaksi sa kanyang motorcade, manatili lang doon sa ating lugar, huwag po tayong magtutulakan o magsisiksikan. Tandaan po natin iyong iisang pulgada na paggalaw natin, na paglabag doon sa sistema nang paghahanay ng mga tao sa motorcade, malaki ang epekto po nito kung mayroon pong sampu o isangdaang tao sa harapan natin.
Kaya iyan naman po ang ating panawagan at nananalig po ang ating Pangulo na isasaalang-alang natin iyong integridad at karangalan ng bansang Pilipinas sa pagtitiyak na ang pagdalaw ng Mahal na Santo Papa ay magiging maayos, ligtas at makabuluhan.

NEIL OCAMPO: Okay. At doon po sa panawagan ng Pangulong Noynoy Aquino, ito ho ba’y nangangahulugan na kayo ay positive na magiging maayos naman ang pagresponde ng ating mga kababayan, at ipakikita din sa mundo na tayo ay maayos tumanggap ng bisita at ang mga Pilipino ay disiplinado, at hindi katulad nang nangyari sa pista ng Nazareno?

SEC. COLOMA: Sang-ayon ako sa kasasabi mo lamang, Neil. Nananalig ang Pangulo na iiral ang diwa ng bayanihan at pakikisama, at makikiisa ang ating mga kababayan sa pagtiyak ng kaayusan at pagiging makabuluhan ng pagdalaw ng Santo Papa.

NEIL OCAMPO: Secretary Coloma, sa araw po ng Huwebes, pagdating po ng Santo Papa o ni Pope Francis diyan sa Villamor Airbase, sino-sino po ang mga opisyal ang sasalubong po sa kaniya bukod po kay Mr. President?

SEC. COLOMA: Sorry po, Neil, hindi ko po na-memorize. Ang alam ko po ay si Pangulong Aquino, ang Vice President at merong mga nakahanay po na mga Cabinet members – hindi ko lang po memorize kung sino-sino po sila.

NEIL OCAMPO: Oho, at balita ko si Secretary Mar Roxas yata ay nandoon din?
SEC. COLOMA: Hindi ko po memorize eh. Sorry lang, Neil, kasi baka meron akong mawaglit na pangalan, kung puwede ay titiyakin lang muna natin.

Budget and Management Secretary Florencio “Butch” Abad welcomed the signing of the Joint Circular on Confidential and Intelligence Funds (IF) by various government agencies, as the Aquino administration continues to improve transparency and accountability in the use of funds while ensuring just and lasting peace and the rule of law in the country.

With the circular, the Department of Budget and Management (DBM), the Department of interior and Local Government (DILG), the Department of National Defense (DND), the Governance Commission for GOCC (GCG), and the Commission on Audit will have specific guidelines to follow on the “entitlement, release, use, reporting, and audit” of Confidential Funds (CF) and Intelligence Funds (IF).

“The very nature of the IF makes it vulnerable to misuse. If properly spent, however, the funds can promote greater stability and security in the country, both of which are necessary to inclusive development.”

As such, Abad said, the formulation and implementation of the circular is timely: “This Joint Circular comes at a time when our people are demanding greater accountability in public financial management. Citizens now are more intolerant of fund abuse in the Philippine bureaucracy, and rightly so.”

He added that the circular—which has clearer guidelines as well as stronger internal controls and accountability on the management of the IF—will enable the National Government to responsibly enact legitimate intelligence gathering and response intervention activities against increasingly complex security challenges with sufficient financial support.

Abad said, “Every time the government taps public funds like the IF, we need to guarantee that the money is always used for the people’s benefit. By reforming the use of these funds, the Aquino administration can ably meet its commitments to preserve national security, all while ensuring better governance and responsible fund use.”

MANILA – Government of the Philippines (GPH) peace panel chair Professor Miriam Coronel-Ferrer today lauded the move of Senator Miriam Defensor Santiago to hold hearings on the proposed Bangsamoro Basic Law “as a venue to clarify the principles, concepts and specific provisions introduced in the Senate and House bills on the Bangsamoro that may have caused constitutional or political concerns.” The chief negotiator expressed her belief in a shared objective with Sen. Santiago to give life to the Philippine Constitution’s mandate for meaningful autonomy in the south. Sen. Santiago, who heads the Senate Committee on Constitutional Amendments and Revision of Codes, is set to conduct the first committee hearing on the draft BBL, also known as Senate Bill 2804 on January 26 and February 2. Constitution mandates creation of Bangsamoro Coronel-Ferrer emphasized that “the envisioned Bangsamoro political entity is intended to serve as the living manifestation of what the 1987 Philippine Constitution mandated, which is meaningful autonomy for the Muslim Mindanao region.” The GPH peace panel had affirmed in dialogues with various stakeholders that the Comprehensive Agreement on the Bangsamoro (CAB), signed with the Moro Islamic Liberation Front (MILF), aims to establish a Bangsamoro region that will exercise genuine autonomy and remains part of the Philippines, not to be an independent state. The draft BBL is the enabling law of the CAB. Upon its passage and ratification, the envisioned Bangsamoro will replace the Autonomous Region in Muslim Mindanao (ARMM) by 2016. Highlighting social justice, Coronel-Ferrer said that the creation of the Bangsamoro will also realize the mandate of the Constitution for “social justice for our brothers and sisters who have historically been marginalized politically, culturally and socially.” “I believe the wise senator shares our basic objective of giving life to these elements of our Constitution that have not been fully or effectively realized. and would need to be in accord with current needs and realities,” she said. On the issues raised about the draft BBL, Coronel-Ferrer said that they “can be effectively remedied through the fine-tuning of language or formulations.” She believes this can happen “without diminishing the substance or purpose that have been set out in the CAB. In this regard, we look up to the best of the best of our legislators for guidance and wisdom.”

DTI Laguna caps 2014 with 4 SSFs provided to women and church-based groups

The Department of Trade and Industry (DTI) Laguna Office launched in December 2014 Shared Service Facilities (SSFs) for the use of four livelihood groups and cooperatives in the province.

In early December, DTI-Laguna turned over P3.15M worth of machinery and equipment to the Municipal Government of Calauan and its co-cooperator, the Likas Yaman Multi-Purpose Cooperative. This further cemented their partnership that strongly supports the DTI Flagship Project in Bamboo Industry thru the sustainable propagation of bamboo for continuous mitigation of climate change. Through the SSF, the cooperative seeks to engage in the development of cost effective, attractive and engineered bamboo products.

It was the same day that the Imok Agrarian Reform Community Women and Farmers Multi-Purpose Cooperative also in Calauan received a coconut coir processing equipment worth P1.81M. The 108 members see the SSF as means to access better technology and meet their production targets, spelling a per capita increase in sales from P54,000 to P77,500 per week.

The second half of December saw the launch of the SSF on Knifefish Food and Feed Processing in Pila, Laguna worth P661,300 to the Alyansang Kababaihan ng Pila composed of the housewives of the town’s fishermen. The 310 members foresee some four to five times increase in the production of fish hotdog, fish ball, fish nuggets, fish burger, native sausage and fish meal to translate in P302,680 annual sales from P75,670 within a year.

The SSF on Baloc Sewing Project worth P405,000 was concurrently launched in San Ignacio, San Pablo City to the Philippine Frontline Ministries, Inc. established in 2009, and has since initiated livelihood projects as alternative means of livelihood to the scavenging activities of residents in the nearby dumpsite. Their first project in Quilting Making had the products of Sitio Baloc scavengers sold in trade fairs as well as to foreign visitors.

The sewing activities of the displaced scavengers after the closure of the dumpsite resulted in such products as sailor uniforms, sporting apparels, curtains, eco bags, bedroom garments, shawls, and other garments. With the SSF, the target earnings of some 20 sewers shall redound into an increase in monthly per capita income from P3,168 to P4,224.

The DTI is optimistic that the SSF Project objective of improved production in terms of quality and quantity, job generation and income increase shall be sustained in the aforementioned projects.

Calabarzon assessors discuss enhanced PS Mark scheme for improved consumer protection, competitiveness with EU and other experts

In a consultation forum held late last month, the Department of Trade and Industry (DTI) through the Calabarzon Regional Pool of Quality Assessors with representatives of the Philippine Accreditation Bureau (PAB) exchanged views with technical experts of the European Union-assisted Trade Related Technical Assistance (EU-TRTA) to improve product conformity and assessment and certification scheme in the country.

According to a study in 2011 by the European Union-assisted Trade Related Technical Assistance (EU-TRTA) Project Phase 2, the country’s existing components of the national quality infrastructure are inadequate and fragmented.

The Philippines, through the DTI’s Bureau of Product Standards (BPS), is implementing the PS Mark product certification scheme.

Technical experts of the EU-TRTA Project 3 on conformity assessment Jon Echanove and Valerii Kraisuk presented facts and recommendations to improve the certification scheme.

Echanove noted that the PS Mark product certification is a Type 5 (System 5) under ISO/IEC Guide 67 which includes assessment of quality and production systems, inspection and testing; and regular audit testing that are tedious and costly which would considerably impact on Philippine manufacturers, particularly on the implementation of the Asean Economic Integration next year.

Echanove added that with the adoption of the recommendations, manufacturers may opt for the simpler Type 1 or Type 3 schemes which are less costly to bear for the smaller manufacturers.

In an earlier session, representatives of manufacturers of mandatory products located in Calabarzon were briefed on the recommendations and their positive impact on their businesses.

PAB Director Ernani Dionisio said that strengthening the country’s quality infrastructure will ensure efficient consumer protection at the same time raise the competitiveness level of the country thus increasing the chances of Philippine exports to access global markets.

The Calabarzon Region is second to the National Capital Region that hosts the most number of manufacturers of products under mandatory product certification.

Foreign Affairs Secretary turns over DFA Personnel’s donation for Yolanda victims

12 January 2015 - The Department of Foreign Affairs led by Secretary of Foreign Affairs Albert F. del Rosario, turned over a check in the amount of Php 2,430,907.74 to the Philippine Disaster Recovery Foundation (PDRF) for the construction of six-classrooms in Caibaan Elementary School in Tacloban City. Classrooms in the identified school were destroyed during Typhoon Yolanda/Haiyan.

The amount was raised from the voluntary contributions given by DFA officers and staff in the Foreign Service and Home Office the Department’s “Two-Days-For Tacloban” campaign appeal. Together with funds raised from “One-Day for Bohol and Cebu”, a total of Php 3,890,543.97 has been collected as of September 2014 and is now in a Typhoon Fund account.

PDRF’s Project Director Melissa O. Lavente, received the check on behalf of the Foundation during the DFA Awarding Ceremony held on 16 December 2014 at Bulwagang Apolinario Mabini. With them during the turnover ceremony were Undersecretary for Administration Linglingay F. Lacanlale and Assistant Secretary for Personnel and Administrative Services Melita S. Sta. Maria-Thomeczek.

PDRF is a non-governmental organization which coordinates disaster management projects from preparedness to relief and then to recovery. It is co-chaired by Mr. Jaime Zobel de Ayala, Mr. Manuel V. Pangilian, and Cardinal Luis Antonio G. Tagle.

The DFA Typhoon Fund also gave a total of Php 875,000 to DFA personnel whose relatives and homes were affected by Yolanda in Tacloban, Iloilo, Bacolod, and Bagui City.

When Yolanda hit on November 2014, the Department appealed again for voluntary donations for Two Days for Tacloban. The Secretary of Foreign Affairs gave P813,599. One Appeal Plan donated Php 200,000 while from the DFA Employees Typhoon Fund, an amount of Php200,000 was allocated which purchased relief goods for RCO personnel in Tacloban City.

The DFA voluntary contributions to the typhoon fund varied but it was noteworthy that some contributed not only two days but more and one ambassador donated 6 months’ worth of salaries.

Beneficiaries for Bohol and Cebu are still being identified in the aftermath of the earthquake which hit these provinces in October 2013.

12 January 2015 - Taking advantage of subfreezing temperatures and arctic blasts in large parts of the United States, the Department of Tourism is enticing Americans in major cities in the East Coast to make a tropical getaway to the Philippines.

For the past several weeks, double decker hop-on-hop-off tour buses wrapped with photographs of popular tourist destinations in the Philippines such as Bohol, Boracay, and Camarines Sur could be seen moving around Washington, D.C., New York, Philadelphia and Miami.

The Philippine Embassy in Washington, D.C. said the campaign is part of the tourism department’s efforts to promote 2015 as “Visit the Philipines Year.”

“This harsh weather presents the perfect opportunity for Americans to travel to the Philippines and experience the beauty and warmth the country has to offer,” according to Philippine Ambassador to the United States Jose L. Cuisia, Jr.

“Our American friends will also find it easier to head off to Manila when Philippine Airlines starts its regular flights from New York in March,” he added.

Ambassador Cuisia said the bus wraps that showcase warm Philippine beaches will definitely catch the attention of Americans who are experiencing one of the coldest winters in recent history.

Josh Levee, General Manager of City Sights, the bus tour company carrying the Philippine tourism ads agrees with Ambassador Cuisia. “In this weather, it is definitely enticing. I want to go!” he said.

Vector Media’s Jordan Perlmutter said tens of thousands of people see the Philippine tourism ads wrapped around City Sights double decker buses at New York’s Times Square; Washington’s Jefferson Memorial; Philadelphia’s Liberty Bell; and Miami’s South Beach, among others.

“Double decker bus wraps are iconic media forms and are the largest ads roaming the country,” said Perlmutter whose company undertook the tourism promotion campaign in cooperation with 360i, a New York-based advertising company.

Children of foreign national married to Filipino eligible for permanent residence

Manila, Philippines—Children of foreign nationals married to Filipino nationals may now be granted permanent residence in the Philippines under Section 13(a) of the Philippine Immigration Act (PIA).

On January 8, 2015, Secretary of Justice Leila De Lima approved Bureau of Immigration (BI) Memorandum Circular No. SBM-2015-001 allowing children of foreign nationals to acquire permanent residence based on the foreign parent’s marriage to a Filipino national.

Under Section 13(a) of the PIA, the spouse or child of a Filipino may be granted permanent residence. It is, however, silent on whether a child of the foreigner spouse may be granted a similar status as that of the spouse.

“The policy aims to clarify and fill the void in the law such that it is aligned with the State’s policy to protect the sanctity of the family”, said BI Commissioner Siegfred Mison.

The permanent resident status under Sec. 13(a) of the PIA may be granted to the children of foreign nationals on the following conditions: (1) they are under 21 years old; (2) unmarried; and (3) accompanying or following to join their parent.

DBP grants P101-M loan to Roxas, Palawan LGU

The Development Bank of the Philippines (DBP) has granted a P101-million term loan to the local government of Roxas, Palawan to finance the construction of a public market and transport terminal complex in the municipality.

The project is expected to stimulate trade and improve the mobility of goods and people within the area.

The proposed public market shall be a two-storey building with a total estimated floor area of 3,024 square meters. It would feature 376 stalls, an administrative/ maintenance office, public restrooms, sewage treatment plant, drainage system and open parking area.

The proposed transportation terminal will cater to all public transport vehicles plying the northern and western routes of Palawan. It will have a transportation building with a footprint of 3,000 square meters consisting of 20 retail stalls, administrative office, passenger waiting area, public restrooms, arcade, public covered walkway, and open parking area and driveways.

Quezon City, Philippines- The Commission on Audit (COA), together with the Department of Budget and Management (DBM), Department of the Interior and Local Government (DILG), Department of National Defense (DND) and the Governance Commission for GOCCs (GCG) signed the Joint Circular on Guidelines on the Entitlement, Release, Use, Reporting and Audit of the Confidential and/or Intelligence Fund on January 8, 2015.
COA, DBM, DILG, DND and GCG worked together to formulate the guidelines in order to provide a more accountable and transparent use of Confidential and Intelligence Funds (CIF). The Joint Circular not only provides for strong internal controls in the release and utilization of the CIF but also stricter accounting and auditing rules to prevent mishandling or improper application of the CIF.
“From a Constitutional perspective, the COA is given the mandate to define the scope of its audit, and this includes confidential funds. These guidelines could be a positive tool for governance and is the actualization of the Commission’s policy to engage all its stakeholders,” COA Chairperson Maria Gracia M. Pulido Tan said.
DBM Secretary Florencio B. Abad observed that “the Joint Circular comes at a time when our people are demanding greater public accountability in the use of funds and ensure that activities funded by the CIF are legitimate ones. By reforming the use of the CIF, we are helping the President fulfill his agenda of good governance to achieve sustained development, including just and lasting peace and the rule of law.”
GCG Chairman Cesar L. Villanueva, for his part, said “with the signing of the Joint Circular, we are sending a strong message to the public that we are one with the call for greater responsibility, transparency and accountability.”
DILG Undersecretary Edwin Enrile and DND Undersecretary Honorio Azcueta, representing their agencies, also gave their commitment to the guidelines. COA Commissioners Heidi L. Mendoza and Jose A. Fabia and other key officials of the stakeholder agencies witnessed the signing.

PDIC advises borrowers of Rural Bank of Burauen (Leyte) to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Burauen (Leyte), reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.

In a statement, PDIC advised borrowers of Rural Bank of Burauen to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL - RURAL BANK OF BURAUEN (LEYTE), INC. The Receiver cautioned borrowers that it has discontinued the engagement of the bank's collectors. Moreover, PDIC has not engaged the employees of the bank or any person to collect the loans of the bank. To ensure proper recording of payments made by borrowers, PDIC further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments. The Monetary Board (MB) placed the Rural Bank of Burauen under the receivership of the PDIC by virtue of MB Resolution No. 1922 dated December 4, 2014. As Receiver, PDIC took over the bank on December 10, 2014. Upon takeover, all bank records were gathered, verified and validated.

Rural Bank of Burauen is a single-unit rural bank with Head Office located at San Ramon St., Burauen, Leyte.

IFAD grants P84M for the Yolanda Rehabilitation Program in WV

The International Fund for Agricultural Development (IFAD) through the Department of Agriculture VI has given a total of Php84M for rehabilitation of the agriculture sector affected by typhoon Yolanda last November 8, 2013 in Western Visayas.

Rene B. Famoso, regional rice program action officer said that a total of P44,858,240.00 were used to purchase 32,984 bags of certified seeds distributed to the affected farmers last year.

Famoso stressed that the province of Iloilo received a total 14,768 bags of rice certified seeds, Capiz – 13,033 bags, Negros Occidental – 2,900 bags, Antique – 1,616 bags, Aklan – 549 bags and Guimaras – 135 bags.

He added that the certified seeds were released to the provinces of Aklan, Guimaras and Negros Occidental last May and June in time for the first cropping season and to the provinces of Antique, Capiz and Iloilo last October and December which greatly help in sustaining rice sufficiency in the region.

Famoso also said that the remaining P39,141,760.00 was intended to buy 32,984 bags of urea fertilizer due for delivery this January and February 2015.

“We will follow the same scheme of one bag of fertilizer per hectare which will be given to the affected farmers base also on the allocation per province.” Famoso said.

The P84M-IFAD funds augmented the DA reconstruction and recovery initiatives which include cash for work program, fuel subsidy, provision of Pakbet vegetable seeds, white corn seeds, steel layer cages and provision of vitamins, antibiotics and de-wormer for poultry and livestock. (JEEO/RAFID 6)

2013 Flow of Funds Reports Savings across sectors; Household sector remains as top net funds provider

The BSP has released the 2013 Flow of Funds (FOF) Report. The FOF presents a summary of financial transactions among the different institutions of the economy, and between these institutions and the rest of the world. It identifies which institutions are net borrowers and net lenders after a series of financial transactions for the year. Institutions are categorized into four, namely: 1) financial corporations, 2) non-financial corporations, 3) the general government, and 4) the households.

The economy’s savings momentum is sustained, notwithstanding the series of natural disasters during the last quarter of 2013.

Domestic savings continued to expand by 13.3 percent to ₱2,107.4 billion. The household sector remained the top saver in the economy for the sixth consecutive year, accumulating ₱909.7 billion in savings. This was brought about by low and stable inflation, an increase in daily minimum wage rates and the steady stream of overseas Filipinos’ remittances. The non-financial corporations sector trailed behind, generating savings amounting to ₱743.5 billion owing to the sustained profitability of the services and industry sectors. The general government sector sustained its strong savings position at ₱332.2 billion due to the increasing revenues of the National Government (NG) and Local Government Units (LGUs). The financial sector also registered an impressive growth in savings of 22.5 percent at ₱122 billion in view of the increasing profitability of the banking system, particularly the universal/commercial banks (UKBs).

Capital accumulation continues to post solid growth as all sectors expand their investments in real assets.

The economy’s gross capital accumulation expanded by 6 percent to reach ₱1,659.3 billion in 2013. The non-financial corporations sector was the economy’s largest real investor at ₱647.6 billion, a modest increase of 2.1 percent from its 2012 level. Likewise, the household sector’s capital accumulation grew slightly by 1 percent to ₱586.4 billion, as households continued to acquire real estate. Capital accumulation of the financial sector registered an impressive growth of 70.4 percent largely due to goodwill recorded by some major universal/commercial and thrift banks as a result of certain mergers and acquisitions. Meanwhile, capital accumulation of the general government sector rose markedly by 16.5 percent to ₱369.5 billion in 2013 due to the NG’s accelerated disbursements for infrastructure projects and capital outlays.

All sectors are net lenders, except for the general government.

The household sector’s net lending activity posted strong growth of 44.5 percent, as savings grew faster than the sector’s investment in non-financial assets. The sector’s currency holdings and deposit placements surged as households took a cautious stance amid domestic and global uncertainties over financial stability concerns. The non-financial corporation sector’s net fund provisioning surged by 115.8 percent due to the sector’s robust savings growth. The financial sector’s net lending fell slightly by 1.1 percent as insurance companies’ benefit payments, underwriting expenses and losses and claims payable picked up considerably. The general government sector’s net borrowing position improved by 11.1 percent as LGUs generated higher savings and spent less on capital investments.

The domestic economy’s net lending to the rest of the world (ROW) reached ₱448.1 billion, an impressive growth of 52.3 percent from the ₱294.2 billion recorded in 2012.

The domestic economy’s net lending position continued to strengthen on account of the substantial surplus of US$ 10.4 billion in the current account. The most preferred financial instruments were currency and deposits and debt securities.

DA chief denies hand in garlic cartel

Amidst allegations that garlic importers have the “blessing” of the Department of Agriculture (DA) chief so they could be issued import permits or quarantine clearances, Secretary Proceso Alcala denies having exerted any influence to favor any business interests of selected individuals or groups.

Alcala said that if the accusations against him have sufficient bases, then he would have been one of the persons who now face criminal charges before the Office of the Ombudsman.

On Wednesday, NBI charged before the Office of the Ombudsman more than 100 people bribery and violation of the Anti-Graft Law, among other cases. The accused, including former Bureau of Plant Industry (BPI) director Clarito Barron, were said to be have colluded for cornering at least 75 percent of the total garlic importation in the country by virtue of BPI import permits, resulting to a "garlic cartel" and steep increase in prices last year.

Justice Secretary Leila De Lima already said that there is insufficient evidence gathered by the National Bureau of Investigation (NBI) on Secretary Alcala’s participation on the said matter.

“Even without NBI’s report that I have no sufficient connection with what are accused of me, I am confident [I am innocent] because I have no involvement in this,” Alcala stressed.

Alcala emphasized that he has never talked with Secretary De Lima regarding the case as he does not see it fitting for him to talk about personal concerns with her.

“Whatever she says are from her personal observation on the independent investigation,” Alcala said.

Garlic importer Lilybeth Valenzuela, in a sworn statement claimed that Barron told her and other importers that they could only get importation permits if they have Alcala’s “blessing.”

“It is her opinion but she has to prove that. If she can’t, time will come that I will get back to her [in court]. I will not tolerate these accusations that damage my reputation,” Alcala told reporters.

BPI Director and concurrent DA Assistant Secretary for Regulations Paz Benavides said that applications for Sanitary and Phytosanitary (SPS) import clearance are approved by the BPI Director and does not require the approval from the DA Secretary.

Alcala explained that when the prices of garlic spiked last year, DA and BPI assessed the processes in the issuance of import permits, looking into human error or favoritism in the system.

“From there, we endorsed that the application for SPS import clearance be made online. With this system, there is no longer human intervention,” Alcala said.

DA Undersecretary for Operations and Spokesperson Emerson Palad meanwhile said that the investigation is an opportunity to finally address the problem and to fully implement the reforms that DA has introduced to protect the local garlic industry against unfair trade practices.

“The department will not condone any activity that runs counter to the principles of good and faithful governance,” Palad said.

Palad added that under Secretary Alcala’s leadership, DA has continued to assert greater transparency and efficiency in the delivery of services at the BPI, notably in the issuance of quarantine clearances. He cited as example the fresh set of guidelines for the quarantine clearances DA and BPI released in July 2014 after the abrupt price increase.

“The Secretary has warned our colleagues in the Department and other stakeholders in the agriculture sector that we will never tolerate shenanigans from prevailing over the good interest of the government,” Palad said.

Alcala said that DA will respect the findings and procedures of the DOJ, NBI and the Office of the Ombudsman in these cases

Philippines continues making headway in rice production

The Department of Agriculture will continue to deliver the necessary services and interventions for the benefit of Filipino farmers and fisher folks as the Aquino administration’s leadership comes into a full circle this year.

This was announced by Agriculture Secretary Proceso J. Alcala during a media briefing held on the first week of January, in Quezon City.

“Between now and 2017, the government will establish rural infrastructures and other investments needed in lowering production costs and enabling competitiveness,” he said.

To reduce production cost, bolster farm efficiency as well as ensure timeliness of farm operations, DA implemented a rice mechanization program wherein farmers’ organizations can avail of farm machines (such as combine harvesters) in a counterpart scheme, with 85% of the cost shouldered by the government and the remaining 15% to be paid by the farmers’ group.

Alcala stressed that the program enabled the country to achieve the highest rice harvest in history at 18.4 million metric tons by the end of 2013. He adds that the continuing headway in rice production was driven by other assistance to farmers including the provision of high-quality seeds, fertilizers, and the use of other integrated crop management practices.

The Philippine Statistics Authority report states that the Philippine agriculture managed to grow by 9.55 percent in terms of value and by 0.33 percent in terms of volume for the first nine months of 2014, all despite considerable damage caused by successive typhoons to the industry.

“Other countries in Asia, specifically Korean, is happy that the Philippines achieved the record harvest and they are asking us to share the things that we have done,” he added.

When Alcala visited South Korea in 2014, the Korean government was impressed that Filipino farmers were able to increase rice production in a matter of three years, when it took them six years even with all of their government’s interventions.

“We are again leaving footprints in the agri sector,” he said. The Secretary added that the country was able to sustain the increase.

In addition, local farmers have continued exporting superior quality rice such as black rice, red rice, jasponica rice of Doña Maria and SL Agritech, organic rice from Bicol and Mindanao.

“As a matter of fact, we are increasing the volume of our rice exports,” Alcala said.

But he reiterated that DA’s focus is not only to produce but also to lower down production cost which can be done through investments in irrigation, postharvest facilities, and farmers’ access to credit.

As postharvest loss continue to affect farmers’ income, DA has been actively establishing rice processing centers in strategic areas nationwide to enable recovery rates from 65-68%,” said Alcala.

Meanwhile, the agency, alongside the LandBank of the Philippines, has been successfully implementing the Sikat Saka Program, a credit facility which provides eligible farmer P47,000 per hectare of land when planting certified seeds, and P52,000 per hectare for a farmer planting hybrid seeds. The program covers a maximum of five hectares.

DSWD continues aid for ‘Seniang’ survivors

As part of its continuing assistance to survivors of Typhoon Seniang, the Department of Social Welfare and Development (DSWD) has already provided a total of 33,443 family food packs and 4,000 non-food items, as of January 8, through the local government units (LGUs) in the Visayas and in CARAGA.

In Central Visayas, DSWD has provided a total of 8,846 food packs and other food items such as water and biscuits.

Non-food items such as blankets, mats, and mosquito nets, among others, were also given to affected families in Cebu City, Tagbilaran City, and the towns of Alcantara, Barili, Dumanjug, Ronda, Bohol, Antequera, Cortes, Loay, Loboc, Loon, Maribojoc, Pres. C.P. Garcia, and Siquijor.

All evacuation centers in the region have been closed with the evacuees already back to their places of origin.

Aid for landslide victims

In Barangay Mercedes, Catbalogan City, Samar, where 21 persons died due to a landslide incident that occurred on December 30 following a heavy downpour, DSWD provided each bereaved family with P10,000 in cash assistance.

DSWD also gave P5,000 each to the eight individuals from the town who were injured due to “Seniang”.

Likewise, cash assistance was given to the injured and to the family of the lone fatality in Calubian town.

DSWD-Field Office VIII Assistant Regional Director Resty Macuto and Catbalogan City Mayor Stephany Uy-Tan recently visited the Samar Provincial Hospital to check on the injured.

Emerita Mabag, 46, one of those injured expressed her gratitude to the Department and to the LGU for the help extended to her family. Nine members of her family died as a van rammed into their house as a result of the landslide.

Mayor Tan said that she has discussed with DSWD and the International Organization for Migration (IOM) the evacuation of vulnerable families residing in the landslide prone area of Purok 5-A in Brgy. Mercedes.

Meanwhile, DSWD continues to coordinate with concerned LGUs and other national government agencies for the provision of other appropriate services to survivors of “Seniang” to ensure that they can already return to normalcy.
