PIA-NCR: Isolated rain looms over Metro Manila and much of Luzon on Thursday, according to PAGASA. Northeast Monsoon has strengthened and is now affecting Luzon. Moderate to strong winds from the northeast will prevail over Luzon and Visayas and the coastal waters along these areas will be moderate to rough.



PIA-13: According to Pagasa, the cloud cluster spotted outside the Philippine Area of Responsibility (PAR) is now a Low Pressure Area (LPA). Pagasa said the LPA has a possibility to develop into a tropical cyclone. As of this time, the LPA is still too far away to affect any part of the country.


ABS-CBN: Nakapaibabaw pa rin sa buong Luzon ang Amihan at nakakaapekto hanggang Mindanao. Kaya naman posibleng makaranas ng isolated rains sa Metro Manila at iba pang bahagi ng kapuluan. Sa Manila, kung saan ginaganap ang Pahalik sa Itim na Nazareno, ay may 20% ang tyansa ang pag-ulan at magiging 10% simula mamayang 10:00 ng umaga. President Aquino receives credentials of new ambassadors
President Benigno S. Aquino III on Wednesday morning received the credentials of four Resident Ambassadors-Designate and three Non-Resident Ambassadors-Designate to the Philippines, at the Rizal Hall of Malacañang Palace.

For Resident Ambassadors-Designate, first to present his letter of credence was Roberto Sebastian Bosh Estevez of the Republic of Argentina; followed by Rolando Guevara Alvarado of the Republic of Panama; Maria Cristina Theresia Derckx of the Kingdom of the Netherlands; and Martinus Nicolass Slabber of the Republic of South Africa.

The presentation of credentials of Non-Resident Ambassadors-Designate to the Philippines was led by Niranjan Man Singh Basnyat of the Federal Democratic Republic of Nepal; followed by Daniel Owassa of the Republic of Congo; and Geoffrey Keating of the Republic of Ireland.

All ambassadors presented their respective staff after a brief chat with the President.

President Aquino meanwhile invited the envoys and their staff members to unwind and visit various areas in the country to discover why it is more fun in the Philippines. PND (ag)

Public cooperation needed to effectively combat HIV, says Palace
The government's campaign against the spread of the human immunodeficiency virus (HIV) continues but the public must cooperate for it to succeed, a Palace official said on Wednesday.

"Tuloy-tuloy ang ating campaign against HIV. We have always stated there are measures undertaken to ensure the prevention of HIV," Presidential Spokesperson Edwin Lacierda said during the daily press briefing in Malacañang.

"Unfortunately, those who engage in certain activities, some of them don’t seem to follow the safe way of doing it. But hindi tayo nagkukulang sa kampanya against HIV."

The Department of Health (DOH) has reported nearly 500 new cases of HIV infections documented in November 2014, two-thirds of whom were aged 15 to 24 and were mostly infected through sexual contact.

The DOH’s National Epidemiology Center recorded 492 new cases of HIV, including 40 cases of acquired immunodeficiency syndrome (AIDS), last November. Of the figure, 134 were aged 15 to 24. A total of 10 deaths were reported.

The department said the 492 cases were 28 percent higher than the 384 cases recorded in November 2013.

Sexual contact accounted for 464 cases, 250 of which were due to homosexual contact and 146 were due to bisexual contact, while sharing infected needles among drug users accounted for the remaining 28 cases.

Males having sex with other males was the predominant type of sexual transmission, accounting for 85 percent of the infections, the DOH noted.

Some 83 of the new HIV cases came from the National Capital Region, Region 4-A, Region 2 and Region 11, it said.

The new cases brought to 5,502 the number of cases since January last year, and to 22,018 since 1984.

Of the 22,018 cases, 2,011 have developed AIDS and 1,101 have died. PND (as)

Crackdown on national penitentiary was effective, says Palace official
The crackdown on the National Bilibid Prison (NBP) was effective, a Palace official said Wednesday.

"(Over the) short term, we were able to make sure that the (prison) VIPs’ lifestyles were checked. They should not be living as barons in the penitentiary. We have stopped that," Presidential Spokesperson Edwin Lacierda told reporters during a press briefing in Malacañang.

Lacierda noted that over the long term, the Department of Justice will institutionalize reforms to improve the prison’s management.

Authorities on December 15, 19 and 22 conducted a surprise inspection of the NBP's Maximum Security Compound, where convicted drug lords and notorious robbery gang leaders were incarcerated.

The raid yielded firearms, cash, liquor, drugs, modern amenities such as a jacuzzi, sauna, bathtub, generator, split-type air-conditioning units, Wi-Fi devices, gaming console, private gym, even equipment found in recording studios.

Noting that the problem at the NBP lies in the system and the prison’s personnel, Lacierda said Justice Secretary Leila de Lima has been addressing the problem by removing people allegedly involved in the smuggling of contraband.

“Senate can come in and perhaps introduce new policies towards improving the penal system,” he said. PND (ag)

LTO Launches Brand-New PUV Plates; LTFRB Inspects First-Ever E-Jeepney Route

Manila, Philippines – Numbering the days of colorum operations with new yellow license plates and pushing a paradigm shift to sustainable public utility vehicles (PUVs): these programs mark the beginning of the Department of Transportation and Communications’ (DOTC) program for 2015 to aggressively push for the modernization of the country’s public land transport services.

DOTC Secretary Jun Abaya today joins the Land Transportation Office (LTO) in issuing the brand-new, security feature-packed yellow license plates to PUVs for the first time; as well as the Land Transportation Franchising & Regulatory Board (LTFRB) in inspecting the first-ever proposed route for electric jeepney (e-jeep) services in Quezon City.

“Safety and sustainability – these are key concepts in our modernization programs. Today is a milestone in the promotion of road safety through the use of new yellow license plates, and in the shift to sustainable, environmentally-friendly public transportation through electric-powered PUVs,” said Abaya.

“The new PUV plates will marginalize colorum operators. They cannot be removed and transferred from one vehicle to another. They will indicate the vehicle type as well as the place of its registration. The ‘third-plate’ windshield sticker will also display the PUV’s plate number and authorized route,” Abaya explained.

The new yellow-and-black plates issued by the LTO under the leadership of Assistant Secretary Alfonso Tan, Jr. have the same security features as the white-and-black private motor vehicle plates, such as tamper-resistant locks and screws to permanently attach the plate to the vehicle, thereby preventing ‘tanggal-plaka’ practices, and reflectorized sheeting to make the PUV plates visible from afar and from any angle.

“Meanwhile, our inspection of the very first proposed route for e-jeepney services ushers in a new paradigm for public land transport services. We hope this is the start of replacing smoke-belching and poorly-maintained jeeps with high-tech, efficient, and environmentally-friendly e-jeepneys,” the transport chief remarked.

The LTFRB, led by Chairman Winston Ginez, supports sustainable PUV services in line with established policies. It is mandated to hear and rule on the petition for issuance of new certificates of public convenience (CPC) for E-Jeepney. E-jeeps are expected to have modern features such as a cashless payment system using reloadable cards, fixed stops, GPS and wi-fi connectivity, side entrance for easier boarding, and CCTV cameras to better ensure passenger safety, among others.

“In determining minimum wages, the Regional Tripartite Wage and Productivity Boards (RTWPBs), or the Boards, consider the basic needs of workers and their families, such as food and non-food commodities, including cost of transportation, particularly adjustments in public utility vehicle (PUV) fares.

“Minimum wages are aimed to primarily protect poor and vulnerable workers from undue low wages. The law, R.A. 6727, or the Wage Rationalization Act of 1989, recognizes the importance of the differences in the levels of living and socio-economic development across regions, and the RTWPBs take these into account in setting minimum wages.

“The RTWPBs, in setting up minimum wages, use as indicators the following: (1) most recent poverty income threshold for a family; (2) average wage as measure of employers’ capacity to pay; (3) socioeconomic conditions, such as the labor force, employment, unemployment, and underemployment; (4) business conditions, such as gross regional domestic product, trends and outlook of key industries in the region; (5) prices, such as the consumer price index (CPI) which is used to compute inflation rate; and (6) purchasing power of the peso.

"These indicators are consistent with the criteria prescribed under R.A. 6727.

“Under the minimum wage reform—the Two-Tier Wage System—the primary aim of minimum wage setting has always been and will be to close the gap between the minimum wages and the poverty thresholds in the country’s 16 regions.

“In the NCR, the RTWPB-NCR regularly monitors the trend in oil prices in the global and local markets and is presently studying the impact of the P10.00 adjustment in MRT fare, as well as the possible further reduction in the fare in PUJs, following the P1.00 fare reduction in the last quarter of 2014. All these adjustments and related developments will be considered by the Board in making a decision on minimum wage adjustments.

“Having received a petition from both labor and management sectors, the RTWPB-NCR is also reviewing the socio-economic conditions in the region, as it should. It has scheduled consultations with labor and management sectors and other stakeholders on 23 and on 30 January 2015.

“On the second week of February, the Board will tentatively conduct a public hearing as part of the minimum wage setting process. Its results will be the basis for a decision on the petitions filed by the sectors.”

Tally of OFW-teachers with complete profiles reaches 209 Baldoz optimistic more OFW-teachers will avail of ‘Sa ‘Pinas, Ikaw ang Ma’am/Sir’ teaching opportunities Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said a total of 209 overseas Filipino workers in Hong Kong with complete personal and professional profiles have been listed in the data base of ‘Sa ‘Pinas’, Ikaw ang Ma’am/Sir’, the pioneering convergence project of the DOLE, Department of Education, Professional Regulation Commission, and other government agencies conceived to provide licensed teachers working abroad, either as domestic workers or in non-teaching related occupations, to return to the Philippines to teach. A component of the National Reintegration Program for OFWs, ‘Sa ‘Pinas, Ikaw ang Ma’am/Sir’ project aims to re-direct OFW-teachers to pursue or resume their teaching careers. Citing a report of the Director Chona Mantilla of the National Reintegration Center for OFWs (NRCO), an agency of the DOLE, Baldoz said an additional 12 domestic worker-teachers were added to the end-of-year number of 197 domestic worker-teachers who have signified their interest by applying online with the DepEd as teachers. “From the 209 domestic worker-teachers profiled, we have already endorsed 82 applicants to DepEd,” Baldoz said. In a previous press statement, the labor and employment chief bared that 10 domestic worker-teachers have passed the DepEd evaluation process and have now plantilla positions as Teacher 1. “I will endorse another 127 domestic worker-teacher applicants to the DepEd this week so their applications can be immediately evaluated,” Baldoz said. Relative to this, Baldoz said the Professional Regulation Commission reported that it has conducted Licensure Examination for Teachers (LET) in Israel, Hong Kong, and various parts of the Middle East in 2014. “According to the PRC, a total of 95 OFW examinees successfully passed the LET. These OFWs are still undergoing complete profiling by concerned Philippine Overseas Labor Offices (POLOs),” she said, adding: “The DOLE’s Bureau of Local Employment and the NRCO continue to profile OFW-teachers, not only those who are working abroad as domestic workers, but also those who are into non-teaching occupations, to entice them to come home and pursue or resume their teaching careers.” The DepEd, according to Baldoz, has 39,000 vacancies for Teacher 1 positions for 2015. At the 2nd Inter-Agency Meeting on ‘Sa ‘Pinas Ikaw ang Ma’am/Sir’ convergence project on 3 November 2014, the DOLE requested the DepEd to allocate 300 Teacher 1 positions for those who may want to avail of the opportunity. In connection with the online refresher course for OFW LET passers, the Philippine Normal University (PNU), Director Mantilla reported, has submitted its initial draft of the memorandum of agreement on the conduct of the refresher course, a DepEd requirement for teachers who have not been teaching for the past five years. “Our NRCO is evaluating the draft MOA to include module preparation, material uploading on the online platform, and technical assistance in the procurement and/or rental of needed IT equipment,” explained Baldoz, saying finally: “I am very much excited about this convergence program. We have conceived ‘Sa ‘Pinas Ikaw ang Ma’am/Sir’ as a modest start of a paradigm shift towards uplifting the status of OFWs, especially domestic workers.”

At 3:30 am, while most teenagers are still fast asleep, a teenaged boy is already up and about preparing for yet another day to get closer to his dreams. With just a small lamp to illuminate his surroundings, Yves Florence Rembon, 17, tested the gears of his bicycle that he would use to travel along the rough and bumpy roads of Barangay Sampiruhan in Calamba City, Laguna to sell pandesal. As he pedals on the road, he hopes that he would be able to sell his bread. He earns P20 for every 100 pieces of pandesal that he sold. Come afternoon, he is on the streets again, this time selling merienda in the neighborhood. Despite the time and effort he devotes to his two jobs, Yves does not take these as burden but rather as opportunities. His mother, a plain housewife, and his father, a jeep dispatcher, cannot support his college education. “Mula noong nalaman kong hindi ako makakapag-aral ng college, naisipan ko na lang maglako ng pandesal at merienda. Ayoko rin kasing maging pabigat sa magulang ko. Mas gugustuhin ko pang mag-sariling sikap para makaipon ng pang-aral ko sa college (Ever since I found out that I would not be able to get to college, I decided to sell pandesal and snacks. I do not want to be a burden to my parents. I would rather work on my own so I can earn money to support my education),” Yves said. Unexpected opportunity One of Yves’ neighbors, Lucila Carpio or Tita Lot, as she is fondly called, noticed his eagerness to study. “Matalinong bata itong si Yves. Scholar nga siya noong high school. Kaya noong sinabing magkakaroon ng librengvocational trainings ang Kalahi-CIDSS sa aming lugar, siya agad ang naisip ko kasi alam kong gustong gusto niyang makapag-aral (Yves is a smart boy. He was a scholar when he was in high school. That was why when vocational trainings were offered through Kalahi-CIDSS in our area, I thought of him immediately because of his desire to study),” Tita Lot shared. Tita Lot is a volunteer of Japan Social Development Fund-Livelihood for Vulnerable Urban Communities (JSDF-LVUC) Project under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), one of the main poverty alleviation programs of the Department of Social Welfare and Development (DSWD). Kalahi-CIDSS was a DSWD program that seeks to help alleviate poverty through community-driven development (CDD), a strategy that puts power back in the hands of the people by giving them the opportunity to make informed decisions on locally identified options for development and manage resources to implement sub-projects that address needs identified by communities themselves. Kalahi-CIDSS has since been scaled up into the National Community-Driven Development Program (KALAHI CIDSS-NCDDP), which targets 847 of the poorest municipalities in the country. Primarily reaching rural poor communities, the program began its urban CDD pilot in 2012 through a US$3 million grant from the JSDF-LVUC. The grant is intended to help support the urban poor through the provision of livelihood trainings, as well as in infrastructure sub-projects that would address the most pressing needs of targeted communities. Brgy. Sampiruhan in Calamba City, Laguna was one of the 69 communities included in the urban CDD rollout through the partnership between KALAHI CIDSS-NCDDP and JSDF-LVUC. Through the project, unemployed individuals, most of whom are out-of-school youths, are provided trainings on mechanical, electrical, and technical services as well as dressmaking, beauty care, housekeeping, and food and beverage services. Through the JSDF-LVUC, Yves was able to take up Automotive Servicing because of his fascination and interest in cars. It was through the course, which ran from March 13 to June 13, 2014, that he learned car overhauling, under chassis repairs, and power steering. “Tinuruan pa nga po pala kami ng basic driving. Nakakatuwa kasi na-experience ko na agad mag-drive kahit bata pa lang ako (They even taught us basic driving. It was nice because I got to experience how to drive even if I am still young),” Yves shared. The vocational training was given by Don Bosco College-Canlubang, one of the partner- schools of Kalahi-CIDSS. Being a Catholic school, the trainees attended additional classes on Christian living and personality development. Yves shared that through these, he learned good manners and proper communication with people. He was also trained on how to present himself well and talk confidently in front of a crowd. “Palagi nga po akong napapakiusapan na magsalita tungkol sa experiences ko. Nasanay na rin po ako at hindi na nahihiya. Dahil sa mga natutunan ko, nagkaroon ako ng sapat na self-confidence (They always ask me to speak about my experiences. I grew used to it so I am no longer shy about speaking. I have gained self-confidence because of what I learned),” Yves proudly narrated. Driving toward his dreams After three months of training, Yves is now a graduate of Automotive Servicing vocational training. He attended the DSWD job matching fair at Biñan City, Laguna where he submitted his application. He was accepted by one of the leading automotive companies. He started working on August 2014. Yves shared that with his new job, he is able to apply what he learned from the training given by DSWD. He said that he has started saving up for his sibling’s college education. His brother, nine-year-old Mark Lester, a Grade 3 student, is a scholar at the same school where he graduated high school. “Ayoko po na tumigil ang kapatid ko sa pag-aaral tulad ng nangyari sa akin (I do not want my sibling to stop schooling like what happened with me),” he said. “Kaya ngayon pa lang ay pag-iipunan ko na ang pang-college niya (That is why as early as now, I am saving up for his college education),” he continued. Yves, too, has not given up on his dreams for himself. He said, “Kung kakayanin, pag-iipunan ko rin po ang pang-college ko para makapag-aral pa rin ako ng four o five year course (If I can, I will also save up for my college education so I can take up a four- or five-year course),” he said. He shared that he wants to be a mechanical engineer in the future. For Yves, one should always have a clear positive outlook in life to make dreams come true. He held on and believed in the importance of education and how it can change his life, and he used this as a motivation to see that his ambitions transform into reality. 2014 Average Inflation within government target

Year-on-year headline inflation for the whole year of 2014 averaged 4.1 percent, within the Government’s inflation target range of 4.0 percent ± 1.0 percentage point for the year. This was the sixth consecutive year that the average inflation rate has been within the government target. Inflation in December eased further to 2.7 percent from 3.7 percent in November, and was likewise within the BSP’s forecast range of 2.4-3.2 percent for the month. Similarly, core inflation—which excludes certain food and energy items to better capture underlying price pressures—slowed down to 2.3 percent in December from 2.7 percent in the previous month. On a month-on-month seasonally-adjusted basis, inflation was unchanged at -0.1 percent in December.

The lower December inflation reading was due mainly to slower increases in the prices of food and selected non-food items. Food inflation edged lower as all food commodities posted slower price increases due to ample domestic supply. Likewise, non-food inflation eased further owing to a downward adjustment in electricity rates resulting from lower generation charges in the Wholesale Electricity Spot Market as well as price reductions in kerosene, LPG, diesel, and gasoline.

Governor Amando M. Tetangco, Jr. said that the actual inflation in December continues to affirm the BSP’s assessment of a manageable inflation environment over the policy horizon. Going forward, the BSP will continue to monitor evolving economic and financial conditions to ensure price stability conducive to a balanced and sustainable economic growth.

Finance officials hailed the successfully concluded liability management transaction, as the Republic of the Philippines (RoP) marked its return to the international capital markets with a showing consistent with its now emergent sterling reputation.

Finance Secretary Cesar V. Purisima said, “It took courage and conviction to pursue strategic transaction in the midst of global market volatility. Strong economic fundamentals and track record of well placed deals allowed the RoP to be the first issuer in the global dollar market and to execute a $2 billion 25-year bond at an all time low coupon of 3.95% for the 25-year dollar bond.” This figure is of particular note, as 3.95% is a welcome decrease from the last time the RoP issued a 25-year bond, in 2012, at a coupon of 5%.

This is reminiscent of the award-winning 1-day Accelerated Switch Tender Offer conducted last 10 January 2014, hailed by FinanceAsia to be an innovative case of proactive liability management. “As the reputation of the RoP gains steam in the international markets, we are proud to be the first to issue global bonds in the dollars space,” Purisima added.

Treasurer of the Philippines Rosalia de Leon reported on the success of the transaction, saying, “Cash orderbook reached $7.9 billion or 15 times oversubscribed, while liability management orderbook reached $6.1 billion in market value terms. The size of the final deal is $2.0 billion, of which $1.5 billion were used to switch and retire old bonds $500 million in new money will be used for funding the budget.”

“Notably, we attracted new name investment grade-only investors in this transaction. This robust response from the international markets reflects that our manifest confidence in the strength of the Philippine economy and liability management strategy is very well placed,’ she added.

The Republic of the Philippines (the “Republic”) successfully returned to the international capital markets with its offering of USD2.0 billion of 25-year USD Global Bonds. The new issue of Global Bonds occurred concurrently with a 1-day Accelerated Switch Tender Offer for 15 series of USD bonds maturing between 2016 and 2034.

The newly-issued Global Bonds were priced at par with a coupon of 3.95% after an initial pricing guidance of 4.20% area. This is the lowest coupon ever issued by the Republic to date on a global bond.

Order books were approximately USD13.5 billion. By geographical allocation, 41% came from Asia, 47% from the U.S. and 12% from Europe.

Finance Secretary Cesar V. Purisima said, “We continue to pursue liability management transactions that provide opportunities to reduce high coupon debt while achieving interest expense savings which the government can instead use for more inclusive initiatives.”

Proceeds of the issuance will be used to fund the Republic’s switch and tender offer, and the remaining will be used for general purposes, including budgetary support.

The tender offer exercise targeted existing bondholders to switch into the new Global Bonds. Bonds with a total notional value of USD4.4 billion were submitted for the switch tender offer and the Republic accepted a market value of USD 1.5 billion from the submissions.

“Despite the volatility we have seen at the start of the year, we continue to see strong support by investors in our bond program, which enabled the Republic to achieve a stronger fiscal position for the Philippines. The series of liability management programs has significantly reduced debt repayment risks” commented Treasurer Rosalia de Leon.

Deutsche Bank and HSBC served as joint global coordinators and dealer managers for the transaction. HSBC is acting as the Billing and Delivery bank.

Citigroup, Credit Suisse, Deutsche Bank, Goldman Sachs, HSBC, J.P. Morgan, Morgan Stanley, Standard Chartered Bank and UBS acted as joint bookrunners.

DepEd issues guidelines on respecting indigenous peoples culture

MANDALUYONG CITY -- As a result of consultations with various Indigenous Peoples (IP) communities, educators, and civil society support groups nationwide, the Department of Education (DepEd) has released an order promulgating "Guidelines on the Conduct of Activities and Use of Materials Involving Aspects of Indigenous Peoples Culture.”

Signed by Education Secretary Br. Armin Luistro FSC at the National Indigenous Peoples Education (IPEd) Gathering, the guidelines seek to provide guidance on the ethical assessment of the conduct of learning activities and related engagements of schools, DepEd offices, and other education initiatives that involve various aspects of indigenous peoples culture (e.g., ‘cultural’ presentations, performances, festivals, use of artifacts and indigenous clothing).

Luistro expressed his gratitude to the IP leaders who continue to engage with DepEd in pursuing IPEd. “Ang lahat po ng mga kwento, mga awitin, at mga ritwal na inyong ipinapadala sa amin ngayon ay isang pagbabalik-tanaw sa kung sino ang Pilipino. Maraming salamat sa mga panahon na pinagtibay ninyo ang inyong mga paniniwala at hindi ninyo pinagpalit ang tunay na diwang Pilipino.”

The signing event was preceded by a consultation with IP community representatives and support groups, who welcomed the order and were instrumental in crafting the guidelines. Luistro emphasized the importance of cultural exchange in the constant effort to better understand and value indigenous culture in education.

He said, “Kami po sa Kagawaran ng Edukasyon ay patuloy na pinag-aaralan ang mga katutubo nating kaalaman. Kami po ay mga guro pero alam ko po na sa larangan ng katutubong kultura ay marami pang dapat malaman. Hindi po kami mga eksperto sa mga bahaging ito. Kaya hinihiling namin sa umagang ito na huwag po ninyo ipagkait sa amin ang mga katutubong kaalaman, bagkus, patunayan po ninyo na kayo ang tunay na nangangatawan sa pinapahalagahan ng ating mga katutubong komunidad.”

“Sa atin pong paghahanap ng ating katutubong diwa bilang mga Pilipino, makikita po siguro natin ito sa iba't ibang mga katutubong kaalaman, mga katutubong awitin, kwento, ritwal, at iba't ibang mga pinapahalagahan na ngayo'y nasa inyong mga komunidad,” Luistro said.

Apart from issuing the said guidelines, the DepEd had also begun recognizing private educational institutions serving IP learners in an effort to promote the right of IP communities to cultural integrity and due recognition of "katutubong kaalaman" in the education system.

Filipino scholar publishes Binisaya Language Book for Germans

07 January 2015 - Dr. Rey Agana, a Filipino linguistic scholar, visited the Philippine Embassy in Berlin to convey an advance copy of his new book “Binisaya: Die Verständigungssprache in den Visayan und Mindanaoregionen der Philippinen” (Binisaya: The Language of Communication in the Visayan and Mindanao regions of the Philippines).

According to Dr. Agana, the self-published 200-page book that will become available in January 2015 is his first attempt to provide German speakers with structured lessons on Binisaya grammar and conversational dialogue. Dr. Agana, who formerly taught Tagalog courses at Humboldt University in Berlin, remarked that he was motivated to develop the book because of the strong demand from German spouses, second-generation Filipinos living in Germany as well as German volunteers and development workers undertaking projects in Central and Southern Philippines.

The Embassy’s Chargé d’Affaires Mardonel Celo D. Melicor thanked Dr. Agana for his donation and welcomed his initiative to reach out to German speakers interestedin the Binisaya language. Mr. Melicor noted that there are strong people-to-people linkages owing to the number of German-Filipino families in Germany that have members who originated from these areas. He hopes that Dr. Agana’s book would be utilized by German spouses and German-Filipinos to learn the language systematically and strengthen their bonds with their families in the Philippines.

Mr. Melicor mentioned to Dr. Agana a similar project by a German retiree to offer native German speakers some guide in learning Binisaya. Mr. Heiko Eckard’s “Nagtuon kog Binisaya” (I Am Learning Binisaya), an e-book on its third edition, is available online at https://sites.google.com/site/eckardvisayan/ to persons who wish to make some sense of the lingua franca in Central Visayas and most of Mindanao.

Dr. Agana further observed that Binisaya is experiencing a resurgence in the Philippines, with the proportion of Filipinos who identified themselves as native speakers of Bisaya or Binisaya having doubled to 10 million in 2010 from 5 million in 2000.

RCO Puerto Princesa holds “Handa Ka Na Bang Mag-Abroad?” Orientation Seminar for Passport applicants

07 January 2015 – In line with its Gender and Development and Public Diplomacy Programs, the Department of Foreign Affairs’ Regional Consular Office in Puerto Princesa City (RCO Puerto Princesa) held an orientation seminar for f its female passport applicants who are intending to work overseas as domestic helpers. About 20 applicants planning to work in Qatar, the United Arab Emirates, Kuwait, Saudi Arabia and Malaysia attended the orientation seminar that was conducted by Ms. Liza Jane Estalilla, Officer-in-Charge RCO Puerto Princesa in their new office at Robinsons Place Palawan on 21 December 2014.

Better known by its slogan “Handa Ka Na Bang Mag-Abroad?” this orientation seminar is an advocacy against human trafficking and illegal recruitment. It also aims to empower prospective overseas Filipino workers (OFWs) by educating them on how to find legitimate overseas employment, their rights as overseas workers, where to find help and how to prepare themselves and properly handle the various challenges of working abroad. During the seminar, Ms. Estalilla also shared some of her first-hand experiences in handling cases of maltreatment by employers, imprisonment, human trafficking and other Assistance-to- Nationals cases during her foreign assignments.

Ms. Adignita Elijan, Family Welfare Officer of the Overseas Workers Welfare Administration (OWWA) in Palawan, talked about the importance of being an OWWA member and the various benefits and privileges that OWWA extends to its members and their families.

The participants actively joined in the open forum and expressed their thanks and appreciaiton to Ms. Estalilla and Ms. Elijan for the useful information they received from the seminar.

The participants and accompanying members of their families were then treated to a Christmas salu-salo at the DFA Staffhouse together with RCO Puerto Princesa’s personnel and their families. Each OFW participant received a token of appreciation with lootbags of goodies and prizes were given to the children during the parlor games.

This “Handa Ka Na Ba Mag-Abroad?” orientation seminar is just the start of a bigger community education program for OFWs and emigrants being spearheaded by Ms. Estalilla to support the anti-trafficking efforts of the Provincial Government of Palawan. Other line agencies in Palawan, namely the Department of Labor and Employment (DOLE), the OWWA, the Philippine Statistics Office (PSO), the Provincial Employment Services Office (PESO) and the Provincial Inter-agency Council Against Trafficking (PIACAT Palawan), have pledged to join the “Handa Ka Na Ba Mag-Abroad?” inter-agency team that will conduct the community education program in various municipalities in Palawan in cooperation with local government units. The first community education program is slated to be held in February 2015 in the Municipality of Balabac, Palawan’s southernmost municipality.

The forum aims to highlight the role of the legal counsel as a guardian of corporate governance and legal compliance.

It aims to provide a platform for governance issues, while obtaining a deep understanding of GOCCs’ organizational capabilities in support of socio-economic development initiatives. This remains a continuing process at GOCCs that Atty. Avancena pioneered at the DBP where he was the longest serving Chief Legal Counsel. In 1955, he was appointed Legal Counsel of the Rehabilitation Finance Corporation, a fledging development-oriented institution that later evolved into the DBP. He served for almost 30 years until his retirement in 1983.

CALAPAN CITY, ORIENTAL MINDORO –The Department of Agrarian Reform (DAR) recently signed an agreement with City government of Calapan for the construction of a P600,000 squash processing center here to help increase the income of agrarian reform beneficiaries (ARBs) involved in squash farming.

DAR Region 4-B Director Erlinda Pearl V. Armada said the project cost, P480,000, would come from DAR under the government’s “Grassroots Participatory Budgeting” program and P120,000 from the city government

She said that the women, mostly wives of ARBs, will earn an estimated P400 per day or P8,000 per month for a 20-day production cycle.

Based on the project proposal’s projected income statement, the return on investment of the project during the first year of operation is 17.40 percent., with the cooperative expected to earn P 66,000 monthly or P792,000 annually.

“The DOST has already awarded upgraded equipment for the cooperative and is just awaiting the construction of the production building,” Engr. Marilou C. Baslan, Provincial Agrarian Reform Program Officer I, said.

Armada added that packaging enhancement and a series of trainings on noodle processing and current good manufacturing practices are needed to make GARCCO’s noodle production system more efficient and compliant with food safety standards.

Armada said GARCCO, is registered with the Cooperative Development Authority as a credit cooperative and has 104 members (49 men and 55 women), most of whom are ARBs and their immediate household members.

TESDA, PAGCOR make skills training within reach with mobile labs

Another innovative training modality on wheels will soon make pit stops in some of the country's far-flung communities to provide skills training.

The Mobile Training Laboratories are products of a groundbreaking collaborative project between the Technical Education and Skills Development Authority (TESDA) and Philippine Amusement and Gaming Corporation (PAGCOR) to bring technical vocational or tech-voc training programs to barangays of the poorest provinces as a way of fighting poverty.

With PAGCOR's P50-million donation, 40 mobile labs will soon roll out in provinces initially identified as among the priority areas for intervention because of the lack of access to technical vocation education.

The project targets to produce 23,100 graduates of various tech-voc courses from these areas.

On January 6, TESDA and PAGCOR formally inked a Memorandum of Agreement to kick off the implementation of the project.

"Part of the goal is to make tech-voc training a real life experience to many of our youth, and key to making it happen is to reach out to them," TESDA Director General Joel Villanueva said.

"Many might have heard of tech-voc, but don't know where to find it. If we make them experience it, then they would realize that they can have a career choice," he added.

PAGCOR chairman Cristino Naguiat Jr. said the project "is all about skills development and workforce development."

"By teaching young people critical industry skills, the mobile training lab is helping them get a head start on future careers and making them more attractive for future positions," Naguiat said.

The mobile lab is a compact box loaded on top of a trailer. Four movable boxes will be placed inside the compact box -- two to three boxes for tools, equipment and training package, and a box for multimedia equipment and its accessories per area. The compact box when loaded, weighs more or less two tons, which could be pulled by an ordinary passenger jeepney.

Each mobile lab shall have a complete set of training tools, training specific equipment and sufficient number of training packages (curriculum, learning materials, assessment tools, mock-ups for a particular training program) and appropriate multimedia equipment and accessories. These training resources will complement the available training resources of the tech-voc institutions implementing the training programs in partnership with the local government units.

The 40 mobile labs that will be initially produced will be delivered to the recipient provinces, which have been identified among the poorest -- Apayao, Masbate, Eastern Samar, Northern Samar, Zamboanga del Norte, Camiguin, North Cotabato, Saranggani, Lanao del Sur and Maguindanao. Other provinces will be covered for the next phase of the project.

"We aim to make the mobile laboratories available in other provinces in the coming months so that access to tech-voc would be within everyone's reach," Villanueva said.

"The reality is there are towns even in progressive provinces that do not have a single tech-voc school or college. We hope to be able to fill this gap in the coming months," he added.

A Deed of Donation for the mobile labs will be executed between PAGCOR and the recipient provinces.

Among the training programs to be offered are the following: Appliance Repair, Cellphone Repair, Plumbing, Electrical Installation & Maintenance, Small Engine Repair, Cookery, Bread and Pastry Production, and Food Processing.

Villanueva said that with the mobile labs, participants will save on transportation cost, boarding house and meal allowances.

For every poor disenfranchised youth failing to reach the doorsteps of a tech-voc school, the mobile labs shall instead knock on 25 doors at one time, bringing a promise of learning and economic empowerment, he said.
