GMA NEWS: A Bahaman ship Bulk Jupiter with all-Filipino crew members sank on Friday in the east Vietnam Sea. News site Tuoitrenews.com reported the vessel sank for "unknown reasons" with all the 19 Filipino crew members aboard during the incident. Vietnam Maritime Rescue Cooperation Center rescued one and recovered two bodies of the crew members. The search for the other crew members is ongoing. DFA is being contacted for updates.

1.  Rural Improvement Club sumailalaim sa basic food hygiene training

UNISAN, Quezon, Dis. 29 (PIA) — Upang masiguro umano ang kaligtasan ng mga produktong pagkain, isang pagsasanay ukol sa basic food hygiene ang isinagawa kamakailan ng Department of Science and Technology (DOST) katuwang ang Department of Trade and Industry (DTI) sa mga kasapi ng Rural Improvement Club.

Layunin ng nasabing pagsasanay na maipaabot sa mga miyembro ng kooperatiba ang tamang kaalaman ukol sa pagpoproseso ng mga karne at prutas batay sa itinalagang pamantayan ng Food and Drug Administration (FDA).

Sinabi ni Trade and Industry Provincial Director Marcelina Alcantara na kinakailangang malaman ng mga entreprenyur, kooperatiba o sinumang sangkot sa pagproseso ng pagkain ang tamang hakbang at pamamaraan upang ang produkto ay magiging ligtas at katanggap-tanggap maging sa pinaka-maselan na mamimili.

Sa pangunguna nina Precious Monedera at Mary Jane Vilaverde, tinalakay sa naturang pagsasanay ang mga bagay na may kinalaman sa kaligtasan ng pagkain gayundin ang tamang pagluluto at pagtatago ng mga ito.

Itinuro din sa kanila ang kahalagahan ng kalinisan sa katawan maging ang mga suliranin sa paghahanda ng mga produktong pagkain.

2.  DTI, namagitan sa dayalogo ng mga furniture makers at regulatory agencies

LUNGSOD NG LUCENA, Quezon, Dec. 23 (PIA) — Pinulong kamakailan ng Department of Trade and Industry (DTI) ang mga ahensiya ng lokal na pamahalaan kasama ang mga kooperatiba ng mga furniture makers upang mabigyan umano ng solusyon ang ilang mga problemang kinakaharap ng mga ito.


Ilan sa mga bagay na binigyang pansin ay ang mga patakaran na nakakaapekto diumano sa pagnenegosyo ng furnitures, gayundin ang tamang proseso ng pagpuputol at pagbibiyahe ng mga kahoy.

Ayon kay Guillermo Formaran III ng Regional Multi-sectoral Forest Protection Committee, nararapat lamang na may kaukulang permiso mula sa Department of Environment and Natural Resources (DENR) ang sinumang magpuputol at magbibiyahe ng kahoy.

Dagdag pa ni Formaran na agad namang sinang-ayunan ni Dr. Pedro Balagas, Jr. ng DENR, na laging dalhin ang mga kinakailangang dokumento upang maiwasan ang abala o anumang aberya sa mga itinalagang inspection areas.

Sa pahayag naman ni Estela Umali-Loverez ng Land Transportation Office, pinayuhan nito ang mga furniture makers na ayusin ang rehistro ng kanilang sasakyan, itama ang timbang para sa tamang pagbabayan gayundin upang hindi mag-overload na maaring magresulta sa aksidente.

Nangako naman ng tulong ang mga nasabing ahensiya upang maisaayos ang takbo ng negosyo ng mga furniture makers kapalit ng pagsunod ng mga ito sa mga regulasyon at batas.

1.  Cavite women train on self defense
December 29, 2014

TRECE MARTIRES CITY, Cavite, Dec. 29 (PIA) -- More than 100 women from the Nagkakaisang Kababaihan ng General Trias including Barangay Women and Children’s Desk Officers recently attended the training on self defense initiated by the local government in partnership with General Trias Municipal Police.

The training on self defense was part of the activities in line with the 18-Day Campaign to End Violence against Women (VAW) with the theme: “VAW Now! It’s Our Duty!”  that started November 25 and ended December 10.

Police Officers 1 Jovel Espiritu and Marlene Tejada demonstrated to the participants the basic technique of using Arnis and hand combat which they can use in protecting themselves during emergency situation.

On the other hand, Senior Police Officer 2  Charry Atas reminded the participants on their rights under the law, urging them to report to the nearest police station or barangay any incident of abuse.

The local government under the leadership of Mayor Antonio “Ony” Ferrer is continuously providing support to the women sector. Aside from ensuring and protecting their right, Mayor Ferrer also implemented several livelihood projects and health protection benefits. (General Trias PIO/PIA-Cavite)

1.   DTI provides facilities to Calauan cooperatives, livelihood groups

December 23, 2014
CALAUAN, Laguna, Dec. 23 (PIA) — The Department of Trade and Industry (DTI) provincial office recently turned over sets of machinery and equipment worth P3.153 million to the local government here intended for the municipality’s woodworking industry.

Two more cooperatives here including Imok Agrarian Reform Community Women and Farmers Multi-Purpose Cooperative in Barangay Imok were also provided with a set of coconut coir processing equipment worth Php1.818-million.

Meanwhile, DTI also turned over a knife-fish processing machinery worth P661, 000  to the Alyansang Kababaihan ng Pila and sewing machines for the Philippine Frontline Ministries, Inc. — church-based organization that assists dumpsite scavengers of Sitio Balooc and San Ignacio in San Pablo City.

1.  AMA-CLC extends free call center training to 4Ps beneficiaries

December 30, 2014
BATANGAS, Dec. 30 (PIA) — At least 200 members of the Pantawid Pamilyang Pilipino Program here are currently benefiting from the free call center training provided by the AMA Computer Learning Center Inc., preparing them for possible employment in the Business Process Outsourcing (BPO) industry.

The free call center training which started last month is being conducted simultaneously in nine clusters of the province including Nasugbu, Calaca, Lemery, Cuenca, Batangas City, Lipa City and Tanauan City.

Upon completion, beneficiaries will be endorsed to partner BPOs of AMA Computer Learning Center.

Said training is part of the Department of Social Welfare and Development (DSWD) interventions to provide opportunities for the indigent families to support their respective needs.

Palace hopeful Congress will pass all its priority bills this year
 
The Palace on Sunday said it is hopeful that the Senate and the House of Congress will pass all its priority bills this year.

"Umaasa ang pamahalaan na hindi bababa sa 18 sa 29 na priority legislative agenda na inihain ng Pangulo at ng administrasyon sa Kongreso noong nakaraang taon ang pormal na maipapasa ng Senado at ng Kamara," said Communications Secretary Herminio Coloma, Jr., in a radio interview over dzRB Radyo ng Bayan.

Coloma was quoting Presidential Legislative Liaison Office (PLLO) Secretary Manuel Mamba, who coordinates with both the Senate and the Lower House regarding the President's priority bills.

"Isa sa mga panukalang batas na ito ang Bangsamoro Basic Law na siyang magbibigay daan upang maitatag ang Bangsamoro Transitional Assembly bago idaos ang halalan para sa mga opisyal ng Bangsamoro Political Entity sa taong 2016," said Coloma.

The Aquino administration is also proposing to amend some existing laws.

This includes the laws on Build-Operate-Transfer (BOT), Road Right of Way for the infrastructure projects, and the shipping industry's Cabotage.

"Ibig din ng pamahalaan na ganap na maisabatas ang Rationalization of Fiscal Incentives, Rationalization of the Mining Fiscal Regime, Tax Incentives Management and Transparency Act, Antitrust Act, National Land Use Act, at ang Strategic Trade Management Act," Coloma added.

According to Secretary Mamba, the government is prioritizing the passing of the Customs Modernization Act which is included in the fiscal reform package, said Coloma.

The government is also proposing for the enactment into law of the designation of the Philippine maritime zone, and archipelagic sea lanes, plus the delineation of specific forest limits of public domain.

"Nais din ng pamahalaan na palakasin ang sistemang panghustisya ng bansa sa pamamagitan ng pagsasabatas ng Whistleblowers Protection Act at ang pagpapatatag ng Witness Protection Program," he added.

Part of the PLLO's priority list is the Act Protecting the Rights of Internally Displaced Persons, Freedom of Information Act, proposal to proclaim as alienable and disposable land a part of Bantayan Island in Cebu, that will be used as resettlement site for those affected by Typhoon ‘Yolanda. The government is ready to help the Filipino seamen involved in the sunken Bahaman cargo ship off the coast of Vietnam, a Palace official said on Sunday.

"Nakahanda naman pong tumulong ang ating pamahalaan sa bawat paraan na nararapat para po makabigay ng kalinga sa kanila at sa kanilang mga pamilya. Kailangan lang pong mabatid kung ano ang sitwasyon ngayon dahil wala pa po tayong update," said Communications Secretary Herminio Coloma, Jr., in a radio interview over dzRB Radyo ng Bayan.

According to reports, the cargo vessel Bulk Jupiter sank Friday en route from Malaysia to China. It was reported that the ship has an all Filipino crew.

Coloma added that the Philippine Embassy in Vietnam is still carefully gathering more information about the incident before the Department of Foreign Affairs issues a statement. PND (ag)

Palace defends MRT, LRT fare hike
 
The Palace on Sunday defended the fare hike on the Metro Rail Transit (MRT) Line 3 and the Light Rail Transit Lines 1 and 2.

In a radio interview over dzRB Radyo ng Bayan, Communications Secretary Herminio Coloma, Jr., said the government is just implementing the 'user pay' principle under Philippine Development Plan for 2011 to 2016.

"Dapat ang gumagamit ng serbisyo ay magbabayad ng malaking bahagi ng kanilang biyahe at ito na nga po ang ipinupunto rin na ang tuwirang nakikinabang lamang sa serbisyong ito ay ang mga naninirahan sa National Capital Region at hindi naman po ang buong populasyon ng ating bansa,"

"Kaya ito pong pagbabago sa singil sa MRT/LRT ay paglalagay lang po sa tamang kaayusan ng ating patakaran sa pagsingil at pagsasaayos ng resources na ginagamit para patuloy na mapahusay ang serbisyo para dito," he said.

Coloma added that the last fare increase was made over ten years ago.

"Yon pong last fare increase ay sa LRT-1 na 2003 pa isinagawa. Ang sa LRT-2 naman ay hindi po naitaas simula ‘nung nag-umpisa ito. Sa MRT-3 hindi lang ‘hindi itinaas,’ ibinaba pa mula sa orihinal na singil na 17 pesos to 34 pesos in 1999. Binabaan pa po ito doon sa range na 12 pesos to 20 pesos in 2000, at sa kasalukuyan, mas mababa pa dahil ang range ng singil sa MRT-3 ay 10 to 15 pesos lamang," said Coloma.

"At ang pagkaantala o pagkabinbin ng desisyon na itapat ang fare adjustment doon sa operating cost ay balakid doon sa pagkakaroon ng investment sa large-scale improvement sa mga pasilidad, katulad nga ‘nung acquisition of new train coaches na isinagawa lang sa kasalukuyang administrasyon," he added. President Aquino leads 118th Rizal Day rites
 
President Benigno S. Aquino III on Tuesday morning led the annual commemoration of the martyrdom of Dr. Jose Rizal at the Luneta Park in the City of Manila.

This year’s ceremony, which carried the theme "Rizal 2014: Dunong at Pusong Pilipino," marked the 118th anniversary of Rizal's death.

Upon his arrival at 7:04 a.m., the President was greeted by Vice President Jejomar Binay, Manila City Mayor Joseph Estrada, Armed Forces Chief of Staff General Gregorio Pio Catapang, Jr., Metro Manila Development Authority Chairman Francis Tolentino, and Defense Secretary Voltaire Gazmin.

He was then given full military honors with a 21-gun salute.

Joining the President at the flag-raising and wreath-laying ceremony was National Historical Commission of the Philippines (NHCP) Chairperson Maria Serena Diokno.

After the program, President Aquino greeted eight descendants of Dr. Rizal through his siblings, namely Mia Syquia Faustman (from sister Maria); Amelia Garcia Yulo (from sister Narcisa); Victor Reyes, Lisa Bayot and Malou Villaroman (from sister Saturnina); Ester Lopez Azurin and Marlene Jacinto (from brother Paciano); and Joel Noel Mendoza (from sister Soledad).

Also present during the ceremony were NHCP Executive Director Ludovico Badoy, Supreme Commander of the Order of Knights of Rizal Sir Jeremias Singson and fellow members of the Freemasonry, and members of the diplomatic corps. PND (ag)

National unity, volunteerism to sustain the country's transformation, says President Aquino
 
President Benigno S. Aquino III has expressed his optimism in a message for the New Year, saying that by remaining steadfast on the righteous path and by sustaining the country's transformation, the Philippines could achieve a more inclusive future.

"Sa muling pagharap ng sambayanan sa sangandaan, piliin nating muli ang landas ng malasakit at katuwiran; Pumanig tayo sa tama, at umiwas sa mga mapagsamantala. Napakaganda na po talaga ng ating nasimulan; Ang mga mithiin na dati-rati ay hindi natin magawang pangarapin, ngayon, isa-isa na nating nararating,” the President said in his message released Tuesday.

"Tiwala sa isa’t isa ang nagdadala sa atin dito, at tiwala pa rin ang maghahatid sa atin patungo sa katuparan ng ating kolektibong mithiin. Sa gabay ng Poong Maykapal, at sa ambag ng bawat Pilipino, makakamit natin ang permanenteng pagbabago."

The year 2014 was a fortunate time for the Philippines, he said, noting that the country has had notable milestones and achievements this year.

The Philippines, he said, had secured investment grade status from three major credit rating agencies in 2013, and has sustained this upward trajectory this year.

Last May, Standard & Poor's gave the country another ratings upgrade, which was followed by Moody's last November, he said, adding that these upgrades have made the country more attractive to investors and tourists, creating jobs and stimulating the economy further.

The President said these gains have also provided the government enough money to fund important measures that help the people, such as the Conditional Cash Transfer program and addressing the backlog in books, chairs and classrooms.

The government, he said, has also expanded initiatives, such as Tech-Voc Education and Training for Work Scholarship Programs to ensure that the people maximize the new opportunities as the country reaches its demographic sweet spot and as the ASEAN integrates in 2015.

The signing of the Comprehensive Agreement on the Bangsamoro last March was also a major feat, according to the President, since this will open the floodgates for tourism and investments in Mindanao.

He said he expects more developments once the Bangsamoro Basic Law is passed by Congress.

The country has also made strides in terms of disaster preparedness, with both the national and local governments performing better this year, he said, noting that the national and local governments had responded well when Mayon Volcano erupted and Typhoon Ruby struck the Visayan region.

"Nais ko pong magbigay-pugay sa lahat ng nakipagkapit-bisig upang masiguro na marami sa ating kababayan ay mailayo sa peligro," the President said.

"Maraming salamat sa ating mga front-liner, mga first-responder, mga volunteer, at mga katuwang sa pribadong sektor upang magbigay ng sapat na preparasyon at tugon sa kalamidad na ito."

Lastly, President Aquino appealed to the public to refrain from using firecrackers in welcoming the New Year, as this unnecessarily poses threats to the people’s health and the environment.

"Nariyan ang kalat at makapal na usok na nagbubungsod ng matinding polusyon, pati na ang malalakas na ingay na maaaring makapinsala sa pandinig ng iba," he said.

"Higit sa lahat, nagdudulot din ito ng peligro sa ating mga kababayan na kung tutuusin ay hindi naman kailangan. Pagtuunan na lang sana natin ng atensyon ang ating mga mahal sa buhay dahil alam natin sila naman ang tunay na dahilan kung bakit tayo nagpapasalamat at nagdiriwang," President Aquino said. Government mobilizes all resources to aid victims of Typhoon ‘Seniang’
 
President Benigno S. Aquino III has directed the mobilization of all resources needed to provide relief and assistance to families and communities affected by Typhoon Seniang, a Malacañang official said on Wednesday.

According to the National Disaster Risk Reduction and Management Council (NDRRMC), fatalities from the typhoon has reached 53, as of 12 noon, December 31, largely due to landslides and flashfloods, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said.

He said that of the figure,19 died in the landslide in Catbalogan, Samar; 10 perished in landslides in Tanauan and Mahaplag, Leyte; and 13 died from flashfloods in Ronda, Cebu.

Typhoon Seniang, he said, has affected 839 barangays in 74 municipalities, 10 cities, 12 provinces and five regions, and that 80 per cent of all reported casualties are accounted for only by the foregoing landslides and flashfloods in three localities.

Coloma likened Typhoon Seniang to Typhoon Sendong in December 2012, which brought on floods due to continuous rainfall over a 24-hour period.

He also reiterated the previous call of Science and Technology Secretary Mario Montejo, urging the people to pay close attention to all weather bulletins on typhoons, and to take note not just of wind strength but also of projected rainfall volume.

The NDRRMC and local DRRMC units have conducted pre-emptive evacuation of 5,046 families in 79 evacuation centers in Regions VI, VII, X, XI and CARAGA, Coloma noted.

Meanwhile, Public Works Secretary Rogelio Singson said his department's repair crew has begun work to restore vital road links.

The Catbalogan section of Daang Maharlika is now passable, along with the portion from Benit Port to Tacloban, while the Mahayahay section of the Agusan-Davao road has also been restored.

"The DPWH and DILG (Department of Interior and Local Government) have extended more than P10.7 million worth of food packs and relief goods," Coloma added. PND (ag)

 
 
 
 
 

Palace welcomes $1-Million Assistance Grant from International Labor Organization
 
The Palace on Sunday welcomed the $1-Million Technical Assistance Grant from the United States’ International Labor Organization (ILO) which will be utilized for the government's new labor laws compliance system.

"This is a very welcome gift to the Philippines and will boost the implementation of the DOLE’s new labor laws compliance system, which President Aquino III himself had endorsed with his grant of 372 new plantilla item positions for labor laws compliance officers, who will be equipped with electronic gadgets to boost our capacity to ‘enforce all labor laws," said Presidential Communication Operations Office Secretary Herminio Coloma, Jr., in a radio interview with dzRB Radyo ng Bayan.

According to Labor and Employment Secretary Rosalinda Baldoz, Washington has already announced the award of the technical assistance grant.

Coloma added that as of November 2014, a total of 69,749 establishments all over the country or 90 percent of the targeted establishments of 70,766 have been covered under the labor laws compliance system.

Of this number, 60,479 establishments covering 333,136 workers have received benefits amounting to 69.425-million pesos from plant-level restitution. PND (ag)

 
Palace tells the public to refrain from using firecrackers
 
The Palace on Sunday called on the public to refrain from using firecrackers and use alternatives instead.

"Ilang araw bago sumapit ang taong 2015, patuloy ang ating panawagan sa lahat ng mga mamamayan na makiisa sa pag-iwas sa paggamit ng mapaminsalang paputok at salubungin ang taong 2015 nang ligtas at malayo sa anumang kapahamakan," said Presidential Communication Operations Office Secretary Herminio Coloma, Jr., in a radio interview over dzRB Radyo ng Bayan.

"Kaisa kami ng Kagawaran ng Kalusugan o DOH (Department of Health) sa paghimok sa ating mga kababayan na gumamit ng mga alternatibong pamamaraan ng pagdiriwang, tulad ng maingay na musika, pagpalo sa kaldero, paggamit ng torotot at maging ang pagdaraos ng kasiyahan sa kalye o street parties sa pagsalubong sa Bagong Taon," he added.

In the latest data from the DOH National Epidemiology Center, so far there is a 43 percent decrease in firecracker-related injuries from last year's record.

"Sa kasalukuyan umaabot na sa 113 ang naitalang kaso ng firecracker-related injuries na nakalap mula sa iba’t ibang pagamutan sa buong bansa," Coloma attributing this to the government's ‘Iwas Paputok" campaign.

Coloma noted that the DOH is helping with the Department of Interior and Local Government and the Philippine National Police to reduce the number of firecracker-related incidents.

"Sa kasalukuyan nakataas na sa Code White alert, ang pinakamataas na antas ng alerto ng DOH, ang lahat ng pampublikong pagamutan sa buong bansa upang mabigyan ng agarang tulong ang lahat ng ating mga kababayang mangangailangan ng tulong-medikal sa panahon ng Kapaskuhan at Bagong Taon," said Coloma. The Palace hopes that the reforms initiated by the administration will continue and that changes will become permanent part of the bureaucracy.

The year 2015 is the penultimate year of the Aquino administration, and Deputy presidential spokesperson Abigail Valte said they hope the government succeeds in its efforts to institutionalize the reforms in government.

"Hopefully we succeed in 2016 and the rest—for the remainder of the President’s term," Valte said in an interview over dzRB Radyo ng Bayan on Saturday.

The administration will be busy in the first quarter of the year especially on pushing for the passage of the Bangsamoro Basic Law, which is already in Congress for deliberations, she said.

Lawmakers concentrated on passing the 2015 national budget in the last quarter of this year, Valte said noting that under the Aquino administration, Congress was able to pass the annual budget on time and even much earlier than previous approvals of the national budget.

"Umaasa tayong matutugunan nang tamang pansin ang mga priority pieces of legislation," she added.

The government will also be busy in the first quarter of the year because of the five-day visit of Pope Francis to the Philippines in mid-January.

The Philippines is also hosting the Asia Pacific Economic Cooperation in 2015, and will spearhead the APEC's initial meetings in different locations in the country. The leaders' meeting in late 2015 will cap the event.

Asked if they worry about important legislations being delayed in Congress because of the upcoming election next year, Valte said they will continue to work with lawmakers for the timely passage of those important legislations.

"Sana naman wala rin pong ma-delay. Of course, being a separate and co-equal branch of government, we will continue to work with them on the priority pieces of legislation that both sides would want to see coming to fruition for 2015," she said.

"Siguro ‘yung iba nag-e-expect nga na dahil 2015 na, malapit nang mag-eleksyon, pero patuloy ang pagtuon natin doon sa trabaho kasi medyo marami pa ho tayong natitirang kailangan pang gawin."

Palace tells public to avoid using harmful firecrackers during New Year celebration
 
The government once again appealed to the public to stay away from using fire crackers during the New Year celebrations to avoid injuries.

"Tulungan lang po natin ang ating Department of Health na ang paalala nga po nila, lalo po ngayong medyo marami po tayong mga reunion at mga party, ingatan din po natin ang ating kalusugan," Deputy Presidential spokesperson Abigail Valte said in an interview over dzRB Radyo ng Bayan on government preparations for the New Year.

But despite the danger poses by firecrackers, there are some good news, Valte said as firecracker-related injuries have been declining.

"Nagreport po ang Department of Health na so far, for the same period from last year, mas kaunti pa rin po ang mga injuries related to firecrackers. ' m,m," the Palace official said.

Valte advised parents to supervise their children during the New Year celebration making sure that they don't use harmful firecrackers.

She suggested the use of alternative noisemakers to have a much safer New Year celebration.

The Palace official also told the people to choose the food they eat during the holidays, noting that the according to doctors, the holidays are not a license to eat everything they want, especially to people having health conditions.

President Aquino watches movies starring nephew Bimby and sister Kris
 
In support of Filipino films, President Benigno S. Aquino III on Thursday watched two movies, which star his nephew Bimby Aquino-Yap and sister Kris Aquino, in separate screenings on the opening day of the Metro Manila Film Festival (MMFF).

President Aquino arrived at the Cinema 2 of SM Megamall Building A at 3:02 p.m. to watch "The Amazing Praybeyt Benjamin."

The movie, which stars comedian Vice Ganda in the role of Private Benjamin Santos VIII and Bimby Aquino-Yap, is a sequel to “The Unkabogable Praybeyt Benjamin,” the highest grossing film of 2011. Kris Aquino also played a minor role in the movie.

During the screening, the President sat between Kris and Vice Ganda.

The President’s other sisters, Victoria Elisa “Viel” Aquino-Dee, Maria Elena "Ballsy" Aquino-Cruz, and Aurora Corazon "Pinky" Aquino-Abellada, as well as their respective families, also showed their support for their nephew.

Also present was Coco Martin, who co-stars with Kris in the movie “Feng Shui 2.”

The President left SM Megamall at 4:43 p.m. but later watched “Feng Shui 2” at 4D Cinema of SM Mall of Asia at 7:30 p.m.

Hindi dapat ang kondisyon sa pagtutuloy ng usapan sa kapayapaan sa mga rebeldeng komunista, sabi ng Malacanang
 
Inulit ng Malacanang Lunes na hindi isasaalang-alang ng gobyerno ang ano mang paunang kondisyonpara ipagpatuloy ang usapang pangkapayapaan sa Partido Komunista ng Pilipinas-New People’s Army-National Democratic Front (CPP-NPA_NDF).

“Ang binibigyang diin naming lagi ay-walang preconditions tungkol sa usapan. Nasabi na namin ito noon pa. Lagi naming sinasabi na kapag pakikipag-usap sa alinmang partido—NDF o MILF(Moro Islamic Liberation Front) walang ano mang paunang kondisyon sa usapan. Ito ay ulit-ulit na naming nasabi,” wika ng Tagapagsalita ng Pangulo Edwin Lacierda sa pulong balitaan sa Malacanang.

Sagot ito ni Lacierda sa tanong kung isasaalang-alang ng pamahalaan ang kahilingan ng taga-pagtatag ng CPP Jose Maria Sison na palayain muna sina Benito at Wilma Tiamzon bago ipagpatuloy ang usapan sa kapayapaan.

Ipinaliwanag ni Lacierda na may nakabimbing usaping kriminal laban kay Benito Tiamzon at labas dito ang tungkol sa pagpapalaya sa kanya.

Si Benito Tiamzon ay isa sa matataas na lider ng CPP-NPA-NDF, samantalang ang maybahay nito na si Wilma ang Pangkalahatang Kalihim. Ang dalawa ay nadakip sa Carcar, Cebu noong nakaraang Marso 22.

Ayon sa Malacanang, ang pagdakip sa dalawa ay hindi sakop ng Joint Agreement on Safety and Immunity Guarantee na nilagdaan ng CPP-NDF noong 1995.

“Ngayong malamang matuloy ang usapan, binigyang diin ni Kalihim Ging Deles, Tagapayo ng Pangulo ukol sa Prosesong Pangkapayapaan, na: “Ituloy natin ang usapan kung saan ito maaaring gawin at napapanahon; at may ilang mga isyu na kailangan pang linawing mabuti,” dagdag pa ni Lacierda. President Benigno S. Aquino III’s Message for New Year 2015

Isang taon na naman po ang lumipas at muli tayong tumatawid sa panibagong yugto ng pagtahak sa tuwid na landas. Papasok na po tayo sa ika-limang taon ng ating termino. At sa taong ito, sa tulong ninyong aming mga Boss, ay gagawin nating permanente ang pagbabagong tinatamasa na natin ngayon.

Sa paglingon natin sa nagdaang panahon, atin pong napatutunayan: Patung-patong man ang pagsubok na dumating sa atin, gaano man katindi ang puwersang humarang, at anumang pilit ng masasamang-loob na hilahin tayo pababa, basta’t nakatutok tayo sa iisang direksyon, basta’t magkakapit-bisig tayong humahakbang, walang makakapigil sa pag-abot natin sa ating mga pangarap.

Kamakailan nga lang po, nagdaan sa bansa ang Bagyong Ruby. Sa awa po ng Diyos, hindi naging ganoon kalubha at kalawak ang pinsalang dulot nito sa kalakhang bansa. Nais ko pong magbigay-pugay sa lahat ng nakipagkapit-bisig upang masiguro na marami sa ating kababayan ay mailayo sa peligro. Maraming salamat sa ating mga front-liner, first-responder, volunteer, at katuwang sa pribadong sektor, upang magbigay ng sapat na preparasyon at tugon sa kalamidad na ito.

Tunay nga po: Sa pagkakaisa at sa pagkilos nang may integridad, naisusulong natin ang transpormasyon ng lipunan. Sa ekonomiya po: Noong nakaraang taon, sa unang pagkakataon, nakamit natin ang investment grade status mula sa tatlong pinakatanyag na credit rating agencies sa mundo. Nitong Disyembre, panibagong upgrade pa ang ibinigay sa atin ng Moody’s, kasunod ng upgrade na binigay ng Standard and Poor’s noong Mayo. Suma-tutal: 21 positive credit rating actions na ang ating nakamit sa panahon ng ating panunungkulan.

Ano po ba ang ibig-sabihin nito para sa mga Pilipino? Mas murang mahihiram ng gobyerno ang pondo para sa mga programa’t proyekto; mas naeengganyo ang mga negosyanteng maglagak ng puhunan sa bansa, at mas mabilis nating maihahatid ang mga benepisyo sa ating mga kababayan. Sa atin namang Public-Private Partnership program: Ang dating iniiwasan, ngayon, nililigawan. Mula Disyembre 2011 hanggang Disyembre 2014, walong (8) PPP projects na ang nai-award at nalagdaan ng inyong pamahalaan. Ang halaga nito: mahigit 127 bilyong piso. Sa apat na taon natin sa tuwid na daan, nahigitan na natin ang pinagsamang anim (6) na aprubadong solicited PPP projects mula sa nakaraang tatlong administrasyon.

Tunay po: Kapag namamayani ang tiwala sa isa’t isa, wala tayong hindi magagawa. Taon-taon, lalo tayong napapalapit sa katuparan ng matagal na nating inaasam: Ang pangmatagalang kapayapaan at malawakang kaunlaran sa Mindanao. Nitong Marso lang, nalagdaan na natin ang Comprehensive Agreement on the Bangsamoro. Inaasahan naman nating maisasabatas ang Bangsamoro Basic Law sa lalong madaling panahon. Ang mga suliraning minana natin, hindi na natin ipapasa sa susunod sa atin. Ang backlog sa aklat, upuan, at silid-aralan, naisara na natin. Ang mga panibagong pangangailangan bunsod ng K to 12, pinupunuan na rin natin.

Sa TESDA: Mula Hulyo ng 2010 hanggang Setyembre ng 2014, nakapagpatapos na tayo ng 672,258 na mag-aaral sa kanilang Training-for-Work Scholarship Program. Ang maganda pa, ayon sa pag-aaral ng TESDA, 68.5 percent ng mga nagtapos noong 2012 ang nakahanap na ng trabaho sa loob lamang ng anim na buwan. Ang natitira naman, tinutulungan na rin nating makahanap ng trabaho. Sa industriya ng IT-BPM, 70.7 percent ng mga napagtapos ng TESDA at BPAP noong 2012 ang nagkatrabaho. Sa electronics and semiconductor naman, halos 96 percent ang employment rate ng mga napagtapos ng TESDA at SEIPI ngayong 2014.

Nitong Hunyo, sinimulan na rin natin ang Expanded Conditional Cash Transfer Program, na may pondong mahigit 12 bilyong piso. Ngayon, suportado na ang benepisyaryo mula elementarya hanggang umabot sa 18 taong gulang.
Ano po ba ang dulot nito? Sa pag-aaral ng Philippine Institute for Development Studies, mas mataas ng 40 percent ang sahod ng isang high school graduate, kumpara sa nakatapos lang ng ilang baitang sa elementarya. Ang laking pagkakaiba, di po ba? Paalala lang din po: Sa mga programa nating ito, ang ipinuhunan ng estado, mababawi rin ng estado, may sobra pa. Ang lahat ng ibubuwis ng ating iskolar oras na sila’y magkatrabaho hanggang sa magretiro, ay magbibigay sa mga kababayan natin ng mas maraming pagkakataon upang umasenso.

Bilang ama ng bayan, obligasyon kong pakinggan ang tinig ng lahat. Tungkulin kong maghanap ng solusyon sa mga problema. Dapat, katanggap-tanggap, may consensus, at makabubuti sa lahat. Kailangan kong isaalang-alang ang interes, punto-de-bista, at halaga ng adbokasiya ng bawat sektor. Hindi puwedeng tutukan lamang natin ang isang panig, at magbulag-bulagan na lamang sa iba. Dapat may nakahanda tayong tugon sa anumang tanong at suliranin. Ang hamon sa atin: palawakin ang ating mga pananaw. Ilagay natin ang ating mga sarili sa posisyon ng kabilang panig, upang magkaroon ng patas na pagtingin sa bawat usapin, at masigurong maisusulong ang kapakanan ng bawat Pilipino.

Isang halimbawa rito ang isyu sa enerhiya at kalikasan: Patuloy ang ating pagsisikap upang maghanap ng balanse sa pagtugon sa kakulangan sa enerhiya, at pangangalaga sa kalikasan. Iyan din po ang ating panawagan sa ating mga katuwang sa ibang mga sangay ng pamahalaan: Buksan natin ang ating mga isip at puso para sa kapakanan ng mas nakakarami. Sa mga pagkakataong tayo po ay may pagkukulang, nawa’y maging mulat tayo rito upang mas mapadali ang paghahanap natin ng angkop na tugon sa mga hamong kinakaharap natin.

Ang malinaw po, mainit man ang debate at matindi man ang diskurso, huwag nating kakalimutan na iisa ang hangarin ng bawat disenteng Pilipino: Siguruhing patas ang laban, palawakin ang oportunidad, at sa lalong madaling panahon ay iangat ang antas ng pamumuhay sa ating bansa.

Tandaan din po natin: Sa kabila ng mga tagumpay na ating pinagsikapan, nariyan pa rin ang iilan, nagmamanman sa ating bawat kilos, at nag-aabang ng anumang pagkakataon upang maibalik tayo sa lumang kalakaran. Mga Boss, patuloy sana tayong maging mapanuri at mapagmatyag. Sa pagpasok natin sa ikalimang taon ng ating pamahalaan, tiwala akong malinaw na sa inyo
kung sino ang mga tunay na kakampi ng taumbayan, at kung sino ang nagpapanggap lang. Ngayong napipitas na natin ang positibong bunga ng pagtahak sa tuwid na landas, mga Boss, lilihis pa ba tayo?

Sa muling pagharap ng sambayanan sa sangandaan, piliin nating muli ang landas ng malasakit at katuwiran; Pumanig tayo sa tama, at umiwas sa mga mapagsamantala. Napakaganda na po talaga ng ating nasimulan; Ang mga mithiin na dati-rati ay hindi natin magawang pangarapin, ngayon, isa-isa na nating nararating.

Pagtuunan na lang sana natin ng atensyon ang ating mga mahal sa buhay dahil alam natin sila naman ang tunay na dahilan kung bakit tayo nagpapasalamat at nagdiriwang.

Makasaysayan po ang araw na ito: Sa ika-limang pagkakataon, naipasa natin sa tamang oras ang budget para sa susunod na taon. Ibig sabihin, sa bawat taon ng ating paninilbihan, ginawa natin ang ating tungkulin, at malinaw nga po ang mensahe: Talagang malaki na nga ang ipinagbago ng ibig sabihin ng “normal” sa ating pamahalaan. Dati, naging tradisyon na ang budget reenactment na nagbibigay ng espasyo para sa iba’t ibang katiwalian. Ngayon, wala tayong palya sa pagpapakita sa mga Pilipino: Ang ating budget ay tunay ngang Budget ng Bayan.

Ano po ba ang ibig sabihin kapag sinabi nating Budget ng Bayan? Simple po: Ang kaban ng bayan, nakatutok sa kapakanan ng mamamayan, lalo na sa mga nasa laylayan ng lipunan. At hindi lamang ito bastang pagbuhos ng pondo sa mga Boss nating pinaka-nangangailangan, binibigyan din natin sila ng boses sa pagba-budget ng binabayaran nilang buwis. 1,590 na lungsod at munisipalidad na ang kabilang sa ating Bottom-up Budgeting Program. Ngayon, kung ano ang kailangan ng komunidad, sila mismo ang magsasabi, sila mismo ang magdidisenyo ng inisyatiba para dito, at siya naman din pong pinaglalaanan ng pondo ng ating pamahalaan. Ang pera pong nailaan nang alinsunod sa ating Bottom-up Budgeting program: P20.9 billion.

Simula nga rin po noong nakaraang taon, ang ating budget ay hindi na lang kuleksiyon ng mga numero: malinaw nang nakasaad ang mga target. Halimbawa: Inaasinta ng Department of Public Works and Highways na kumpletuhin ang pagsasakongkreto at pagsasaayos sa lahat ng national roads pagsapit ng 2016, kabilang na ang 4,219 kilometrong kalsada na ipapagawa at isasaayos sa 2015; ang Department of Social Welfare and Development, target na masuportahan ang 4.3 milyong pamilya sa pamamagitan ng Pantawid

Pamilyang Pilipino Program; ang Department of Tourism naman, naglalayong pataasin nang 20 porsiyento ang bilang ng ating international tourist arrivals. Sa ganitong sistema na tinatawag nating Performance Informed Budgeting, may batayan tayo kung natutupad ng mga ahensiya ang kanilang mga ipinangako; nakikita natin kung saan napupunta ang kaban ng bayan. Higit sa lahat, malinaw ang ating batayan sa pagpapanagot sa mga opisyal na babagal-bagal sa pagkakaloob ng serbisyo, at nakikita natin kung sino ang nagpapakitang-gilas.

Pagdating naman sa paghahatid ng serbisyo, hindi na pwede ang “mamaya na.” Ang atas natin: Iparating ang pakinabang sa ating mga Boss, now na. Pinabilis na natin ang proseso ng pagba-budget. Nabawasan na natin ang pangangailangan sa SARO; sa pagpirma natin, good as released na ang mga budget ng ahensya. Gayundin, nililinis at nililinaw natin ang proseso para higit pang mabawasan ang espasyo sa katiwalian. Nilagdaan na rin natin ang Supplemental Budget para sa 2014. Nang tumugon tayo sa panawagan ng taumbayan na tanggalin ang PDAF sa ating budget, natanggal natin ang raket ng ilang umaabuso sa sistema. Pero kasabay noon, may mga proyektong naantala, may mga serbisyong naputol, at may mga pananagutang hindi nabayaran. Siyempre po, hindi naman natin hahayaang bumalik sa pagdurusa ang mga kababayan nating nabigyan na natin ng ginhawa.

Kasama sa inapruba nating Supplemental Budget ang mahigit 10 bilyong piso para sa Yolanda reconstruction. Kabilang na dito ang 7.99 bilyong pisong nakalaan sa pagpapagawa ng permanent housing para sa mga kababayan nating nasalanta. Ang gusto ko pong bigyan ng diin: Ang pabahay na ito ay ginagawa sa ilalim ng ating prinsipyo ng Build Back Better. Inilayo natin ang ating mga kababayan sa mga mapanganib na lugar, dinisenyo ang imprastruktura upang maging mas matatag laban sa bagyo, at hinanapan natin ng alternatibong mapagkakakitaan ang mga pamilyang inilipat. Sa madaling salita, hindi lang natin sila tinulungang makabangon, binigyan pa natin sila ng pagkakataon sa buhay na di hamak na mas ligtas at mas maginhawa kaysa noong bago dumating si Yolanda.

Kaya nga nagpapasalamat tayo kay Secretary Butch Abad, sa bumubuo ng Department of Budget and Management, at sa lahat ng nagtulong-tulong upang marating natin ang araw na ito. Tiyak ko, marami sa inyo ang nagpuyat at nagsakripisyo para matutukan ang bawat detalye ng prosesong ito. Ngayon, kahit papaano, makakahinga na kayo nang maluwag-luwag. Gayumpaman, alam din nating hindi pa tapos ang trabaho. Kaya naman, tuloy ang paghimok ko sa inyo: Patuloy nawa kayong makiambag sa ating agenda ng reporma, di lamang sa pambansang gugulin, kundi sa isinasagawa nating transpormasyon ng pamahalaan, at ng kalakhang lipunan.

Lubos din po tayong nagpapasalamat sa kabuuang Kongreso—sa pamumuno nina Senate President Frank Drilon at House Speaker Sonny Belmonte, katuwang sina Senate Finance Committee Chairman Chiz Escudero at House Appropriations Committee Chair Sid Ungab—sa inyong ipinamalas na sigasig at dedikasyon upang makamit nating muli sa tamang oras at matagumpay na maipasa ang Budget ng Bayan para sa taong 2015, pati na ang Supplemental Budget ng 2014.

Hindi naman susulong ang mga inisyatiba natin sa tuwid na daan, kundi dahil sa pakikiisa at pakikihakbang ng ating mga Boss—ang taumbayan. Taos-puso akong nagpapasalamat sa bawat kababayan nating Pilipino, na sa harap ng patong-patong na pagsubok, ay nananatiling matatag, at hindi nag-aatubiling makiambag sa pagsusulong natin ng makabuluhang pagbabago sa bansa.

Habang tayo nga ay nagbabayanihan at nagagalak sa mga tagumpay na atin nang nakakamit, tiyak ko, malungkot naman ngayon ang mga dating nagpapasasa sa kaban ng bayan. Dahil sa mga ipinatutupad nating paggugol na matuwid, nahihirapan na silang magpakapal ng bulsa gamit ang perang hindi naman talaga kanila. Puwes, dadagdagan pa natin ng takot ang lungkot na kanilang nararamdaman. Hindi tayo titigil sa ating pagpupunyagi na hulihin ang mga kurakot, at papanagutin sila sa taumbayan.

Sa araw na ito, napirmahan na natin ang Budget ng Bayan para sa taong 2015. Ang nilalaman ng makapal na librong ito—bawat piso, bawat numero, at bawat legal na probisyong nakasaad dito—ay sumisimbolo sa kolektibo nating pagnanais na sama-samang iangat ang ating kapwa, at paunlarin ang ating bansa. Tumototoo lang tayo sa ipinangako natin sa ating mga Boss: Walang maiiwan sa tuwid na daan.

Tandaan natin: Ang kapangyarihang maghatid ng makabuluhang pagbabago sa lipunan ay hindi tangan ng iisang tao, o ng iisang grupo—tangan ito ng bawat isang Pilipino. Ngayong malayo na tayo sa ating dinatnan; ngayong sa tuwid na landas ay nagagawa na nating panghawakan ang sariling tadhana, nawa’y higit pa tayong magtulungan at magbigayan ng lakas upang tuluyan nang maging normal ang tinatamasa ngayong pagbabago ng Pilipinas.

Madaragdagan ng 10,000 piso ang tax exemptions ng mga benepisyong tinatanggap ng mga manggagawang Pilipino, ayon kina Kalihim Rosalinda Baldoz ng DOLE (Department of Labor and Employment) at Cesar Purisima ng Department of Finance. Bunsod ito ng pag-apruba ni Pangulong Aquino sa bagong patakaran hinggil sa karagdagang tax exemptions sa mga benepisyong ipinagkaloob sa mga manggagawa sa ilalim ng mga collective bargaining agreement (CBA) at productivity incentive schemes.

Bunga ito ng tuloy-tuloy na pakikipagdiyalogo ni Pangulong Aquino sa mga organisasyon ng mga manggagawa nitong taong 2014. Ipatutupad ang bagong patakaran sa Enero 2015 sa pamamagitan ng isang revenue regulation na ipapalabas ng BIR (Bureau of Internal Revenue). Ayon kay Kalihim Purisima, ang dagdag na tax exemption sa mga tinaguriang ‘de minimis’ benefits ay makatuwiran dahil sa milyon-milyong manggagawang mabibiyayaan nito. Sila ay kabilang sa mga may pinakamababang antas ng sahod sa hanay ng mga manggagawa.

Tinatayang aabot sa 104,225 pesos ang total na mga benepisyong magiging tax-exempt[ed] mula sa kasalukuyang 94,225 pesos. Sa kabilang banda, mababawasan ng halos 17-bilyong piso ang hindi makokolektang buwis ng BIR mula sa dagdag na benepisyo.

US ILO’s $1-million Grant to the Philippines

Labor and Employment Secretary Rosalinda Baldoz yesterday expressed elation over the one million dollar ($1,000,000) grant of the United States’ International Labor Organization (ILO) for the Philippines’ new labor laws compliance system.

According to Secretary Baldoz, Washington has already announced the award of the technical assistance grant. This is a welcome gift to the Philippines and will boost the implementation of the DOLE’s new labor laws compliance system, which President Aquino III himself had endorsed with his grant of 372 new plantilla item positions for labor laws compliance officers, who will be equipped with electronic gadgets to boost our capacity to enforce all labor laws.

As of November 2014, a total of 69,749 establishments all over the country or 90 percent of the targeted establishments of 70,766 have been covered under the labor laws compliance system. Of this number, 60,479 establishments covering 333,136 workers have received benefits amounting to 69.425-million pesos from plant-level restitution.

Mensahe sa Pagsalubong sa Bagong Taon

Ilang araw bago sumapit ang taong 2015, patuloy ang ating panawagan sa lahat ng mga mamamayan na makiisa sa pag-iwas sa paggamit ng mapaminsalang paputok at salubungin ang bagong taon nang ligtas at malayo sa anomang kapahamakan.

Kaisa kami ng Kagawaran ng Kalusugan o DOH (Department of Health) sa paghimok sa ating mga kababayan na gumamit ng mga alternatibong pamamaraan ng pagdiriwang, tulad ng maingay na musika, pagpalo sa kaldero, paggamit ng torotot at maging ang pagdaraos ng kasiyahan sa kalye o street parties sa pagsalubong sa Bagong Taon.

Sa paunang tala ng DOH National Epidemiology Center dahil sa pinaigting na kampanyang ‘Iwas Paputok,’ bumaba nang 43 porsyento ang bilang ng mga biktima ng paputok kung ihahambing noong nakaraang taon. Sa kasalukuyan umaabot na sa 113 ang naitalang kaso ng firecracker-related injuries na nakalap mula sa iba’t ibang pagamutan sa buong bansa.

Patuloy ang pakikipag-ugnayan ng DOH sa iba pang ahensya ng pamahalaan tulad ng DILG (Department of Interior and Local Government) at ng pambansang pulisya upang mapigilan ang pagdaragdag ng mga biktima ng paputok at maipamulat sa mga magulang ang panganib na dulot ng mga paputok sa buhay ng kanilang mga anak.

Sa kasalukuyan nakataas na sa Code White alert, ang pinakamataas na antas ng alerto ng DOH, ang lahat ng pampublikong pagamutan sa buong bansa upang mabigyan ng agarang tulong ang lahat ng ating mga kababayang mangangailangan ng tulong-medikal sa panahon ng Kapaskuhan at Bagong Taon.

Mensahe sa Paggunita ng ‘Sagrada Familia’ at ‘Niños Inocentes’

SEC. COLOMA: Batid po natin na ang paglaban sa korapsyon ay isa sa pinakamahalagang programa ng administrasyong Aquino na nakabatay po sa mabuting pamamahala. Kaya napapanahon po na ang lahat ng sektor, kabilang na ang ating mga mambabatas, ay makiisa sa panawagang ito. ‘Yon naman pong pagkakaroon ng korapsyon hindi naman po nalilimita lang sa mga naglilingkod sa pamahalaan. Batid naman po natin kapag mayroong transaksyon sa pagitan ng mga mangangalakal o negosyante o mga kabilang sa pribadong sektor at ng pamahalaan ay dalawang panig po ang kalahok dito. May panukala po si Senator Vicente ‘Tito’ Sotto III na kailangan daw po tiyakin na may pangangalaga ng mental health ng mga Pinoy na dapat din daw po na pagtuunan ng pansin ng gobyerno, lalo na ang kalusugan ng pag-iisip ng mga mamamayan, lalo pa’t nadaragdagan ang bilang ng mga kabataan na nagkakaproblema sa pag-iisip at mayroon ding humahantong sa pagpapakamatay. Any reaction on this, sir?

SEC. COLOMA: Kaya nga po tayo mayroong National Center for Mental Health. Ito po ‘yung pampublikong institusyon na nagbibigay pansin sa pangangalaga sa kalusugang pangkaisipan ng lahat ng mga mamamayan. Mayroon naman po ‘yang mga nakalatag na iba’t ibang programa para matiyak ‘yung kalusugan ng ating mga isipan. At hindi naman po natin matatanggap, o hindi po katanggap-tanggap, ‘yon pong pagkakaroon ng mga mental diseases na pwede naman pong maiwasan kung mapagtutulungan ng iba’t ibang sektor ng ating pamayanan.

Ms. Fernandez: Pero pabor po ba kayo na, let’s say, bigyan ng financial support ‘yung mga regional hospital upang magkaroon sila ng mental health units na maaaring magsilbi sa nasa 50 hanggang 100 na pasyente? Kasi kulang po tayo dito e.

SEC. COLOMA: Kailangang pag-aralan ‘yan, Vanz, dahil mayroong mga budgetary implications. Ang sinasabi po natin dito ay pinapahalagahan ‘yang concern na ‘yan ng ating Department of Health at ang pangunahing institusyon hinggil diyan ay ‘yung National Center for Mental Health. At batid po natin mayroon ding pambansang programa ang DOH hinggil diyan kaya’t alamin na lang po natin kung ano pa ang mga detalye.

REY: Oo nga, bisperas po ‘eh, kahapon katakot-takot ang mga invitations at grabeng—halos naubos na lamang po ang oras ng napakarami nating mga, iyong nag-a-attend ng mga party sa kalsada dahil hindi umuusad ang mga behikulo sa mga villages at saka sa mga main thoroughfare, Secretary. Kayo ba’y hindi napuyat naman?

SEC. COLOMA: Kagabi hindi, medyo nakabawi. Noon lang Linggo ng gabi dahil dalawang kasal iyong dinaluhan natin nung Linggo.

SEC. COLOMA: Ah, ganito po ang konteksto ‘no nung ating pinag-uusapan. Iyon po kasing panukala ni Secretary Lacson ay iyong pagkakaroon ng isang permanenteng istruktura na magiging responsable para sa pagpapatupad ng rehabilitation and recovery program sa mga kalamidad na dadalaw sa ating bansa. Kung maalala natin, lumikha ng Office of the Presidential Adviser on Recovery and Rehabilitation pagkatapos nung kalamidad nung typhoon Yolanda, nung nakaraang taon. Kaya ang nature po nito ay parang patungkol lang sa iisang kalamidad.

Ang panukala ni Secretary Lacson ay gawin nang permanenteng trabaho ito ng isang permanenteng ahensiya. At ang kaniyang panukala, ito ay dapat gampanan ng National Disaster and Risk Reduction Management Council; at sabi niya, napapanahon na, ngayon na isa-konkreto iyong panukalang iyan sapagka’t limang taon na pagkatapos maipasa o maging batas iyong Philippine Disaster Risk Reduction and Management Law na naging batas po nung May 2010; ito po iyong Republic Act 10121. At sinasaad din doon, pagkatapos ng limang taon mula sa pagiging batas nito dapat ay magkaroon ng congressional oversight review.

Kaya bilang nagpatupad nung batas, iyong Ehekutibo ay may tungkulin na gumawa ng ulat at magbigay din ng input o panukala sa Lehislatura na siya namang gumagawa ng pambansang polisiya sa pamamagitan ng mga batas. Kaya iyon po ang pinaka-background doon. Kaya kung tatanggapin iyong proposisyon na dapat mayroong permanenteng ahensiya at itong function na ito ay ilalagak na doon sa NDRRMC, ‘eh ‘di ibig sabihin nabago na iyong istruktura at ibig sabihin hindi na kailangan iyong Office of the Presidential Assistant para sa iisang kalamidad lamang.

REY: Correct.

SEC. COLOMA: Iyon po iyon ‘no. Kaya ibang-iba po iyon doon sa sasabihin na siya ay nagbitiw o iyong ayaw na niya, hindi naman po ganoon ang konteksto doon. Ang konteksto nito ay iyong pagkakaroon ng institutional reform at pagiging permanente ng relief, ng recovery and rehabilitation agency.

REY: Yeah, napaka—maganda ang suggestion Secretary, dahil logically, kung halimbawa naka-confine lang siya sa isang incident like Typhoon Yolanda, at pumasok halimbawa ang Typhoon Ruby, at naging biktima rin po iyong mga dating naging biktima na ng Yolanda; napakahirap na i-segregate kung ano po ang confinement nung kaniyang jurisdiction doon sa bagong typhoon ano po at saka expenses niyan?

SEC. COLOMA: Ganun nga po. Iyon nga po ang paliwanag niya doon ano. Ang hangad nga niya ay iyong pagkakaroon ng institutional reform at ayon nga sa kaniya, sa kanilang pagpupulong ng Pangulo kahapon ay naging mainam naman ang kanilang talakayan. At sa pakiwari nga ay naipaliwanag naman niya nang ganap iyong kaniyang proposal. Kaya iyon naman, maganda naman daw ang naging tanggap ng Pangulo sa kaniyang panukala.

REY: And bagamat hypothetical Secretary, in the event na ma-create na po ang ahensiyang mag-a-address sa lahat po, even future calamities, ano po ito, mayroong possibility na another position na pupuwedeng ma-i-offer sa kaniya o totally—

SEC. COLOMA: Eh hintayin na lang po natin dahil Pebrero pa naman. Mismong siya ang nagsabi na Pebrero pa naman iyong pagkumpleto noong transition na kaniyang inilatag o inihain sa kaniyang panukala.

REY: Yeah Secretary, madako naman po tayo dito sa usapin ng LRT-MRT fare hike ano po. Ito po’y imminent po ito, wala nang atrasan po ito, Secretary?

SEC. COLOMA: Mayroon na pong Department Order si Secretary Jun Abaya ng DOTC hinggil sa pagpapatupad ng bagong singil sa pasahe ng MRT-LRT.

REY: Sabagay nakaringgan po natin ang ating Pangulong Noynoy Aquino na ayaw niyang mag-iwan ng problema sa kaniyang magiging successor kaya’t ngayon pa lamang ay ina-address na nang tuluyan ang problema po ng Light Rail Transit at saka nitong Metro Rail, ano po. Pero, papaano po nagre-react ang Malacañang dito po sa mga legislators natin na mukhang hanggang Supreme Court po ang kanilang pagsalag para hindi matuloy po dahil hindi po daw napapanahon dahil Christmas Season, Secretary?

SEC. COLOMA: Iyong paghahain po ng kanilang pagtutol sa Hukuman ay karapatan po nila iyon at ginagalang po natin iyong kanilang pananaw at pasya. Ang atin lang pong pinapaunawa sa ating mga kababayan ay iyong pangangailangan na gawin natin iyong tama. Kasi po kapag iyong hindi tama ang pinairal sa mahabang panahon, mas mahirap pong iwaksi ito at mas mahirap na malapatan ng lunas ‘no iyong suliranin na ating tinutukoy.

Kasi kung maaalala natin, nung simula po ng serbisyo nitong MRT ay hindi naman po iyong kinse pesos lamang ang singil. Nag-umpisa po ito ay—kung hindi ako nagkakamali, more than P30 po kaagad iyon o nasa hanay ng P30. Pagkatapos ay ibinaba ang singil na naging kinse pesos na lamang. Na kung ikukumpara sa air conditioned bus ay may kalayuan po iyong presyo na iyon ‘no. Kung ikukumpara din natin sa air conditioned bus, iyong air conditioned bus ay tumitigil sa mga bus stops; hindi katulad nung MRT-LRT na mayroon lamang designated na istasyon. Kaya kung total convenience, at comfort, at utility ang pag-uusapan, ‘di hamak na mas mataas ang halaga ng serbisyo na ginagampanan ng LRT-MRT.

Iyan naman po ang batayang prinsipyo diyan na sinasabi lang natin, ang total population po ng Metro Manila o National Capital Region ay labing apat na milyon. At kasama na po lahat iyon pati iyong mga sanggol o bata na maaring hindi pa ganoong kadalas bumibiyahe. Pero iyong 14 million po, iyon lang po ang maximum beneficiary nung pakinabang sa mababang singil, iyong sobrang babang singil ng LRT-MRT na dahil diyan ay nagkakaroon ng malaking subsidiya o pagsuporta ang ating pamahalaan. Paano naman po iyong 86 million na hindi nakatira sa National Capital Region, na ni minsan ‘no ay hindi sila nakakatungtong diyan sa istasyon ng MRT-LRT? Hindi naman po nila napapakinabangan iyan; Sila po ay hindi napapagkalooban ng maraming serbisyo na katumbas nung halagang ginagastos para sa subsidiya ng MRT-LRT.

Iyon po ang ating nais na ilagay sa tama. At siguro naman, iyong ating mga kababayan ay maunawaan na dapat ay iyong tamang singil. Kaya nga po doon naman sa sasakyang panlupa na gumagamit ng produktong petrolyo, naghain na rin po ng panukala hinggil naman sa pagbababa ng singil nito ‘no, dahil bumaba na iyong singil ng presyo ng produktong petrolyo.

REY: Yeah. Secretary Sonny, what about ‘yun hong mga text ng ilan nating mga kababayan, bagama’t nakita po nila ang rationale dito sa increase na ito. Sana naman daw iyong affordable, nasa range ng, from 15 to 18 to 22. Pero kung 50%, 67% at 87% na mayroon pang 1 peso every kilometer eh masyadong masasaktan daw po ang commuters.

SEC. COLOMA: Pinag-aralan po iyan ng ating Department of Transportation and Communications ‘no. Kaya nga lang po nagiging animo’y mataas iyong presyo na i-a-adjust o ilalagay sa bagong istruktura ay dahil po sumobra iyong baba ng pagbagsak nung presyo nung ginawa, nung ipinatupad ito. Kaya para bang hindi naman siguro logical na ang gagamitin na batayan ay iyong simula’t sapul ay maling basis. Para pong naging ano eh, hindi talaga makatuwiran iyong base price na kinse ‘no, parang lahatan ay kinse na lamang. Kaya lang naman po parang napakalaki nung increase pero kung mula sa umpisa ay inilagay ito sa tama, hindi naman po dapat maging ganiyan kalaki iyong nakikita nilang increase. Kaya babalik pa rin po tayo muli doon sa prinsipyo na, ano ba talaga iyong tamang singil mula nung umpisa?

At kung tutuusin po natin, simula naman nung 2000 hanggang sa kasalukuyan, siguro naman masasabi natin na umunlad na ang Pilipinas at medyo bumuti na iyong kalagayan ng mga Pilipino ‘no. Ang naaalala ko dito Rey, nung ako ay nag-aaral pa sa pamantasan ay napakababa ng singil ng pamasahe. Hindi po makaka-relate iyong mga kabataan ngayon dahil ang basic fare lang noon sa bus o sa dyip ay diyes sentimos lang yata o kinse.

REY: Secretary, ‘kala ko kailan lang ho kayo nag-graduate sa college eh.

SEC. COLOMA: (Laughs) Noon lang 40 years ago lang (laughs). Hindi kaya nga ‘no, kung iyon ang gagamitin natin, mababa iyong singil. Pero nung panahong iyon eh 4 pesos lang yata ang minimum wage. Eh ngayon ay nasa 400 na yata tayo ‘no, almost 400 iyong minimum wage. Ibig sabihin, sa paggalaw ng presyo nang pataas, sabay-sabay naman iyong galaw niyan eh ‘no, pati iyong mga pasweldo, pati iyong ano. At hindi naman natin masasabi na ang quality of life ngayon, 40 years later ay mas mababa kaysa doon sa 40 years ago. Eh dapat po siguro ay lawakan ang pananaw, hindi lang tinitignan iyong iisang galaw ng iisang presyo ng iisang bagay.

REY: Opo. Yeah Secretary, related pa rin po rito. Bagama’t iyong sinasabi ng iba eh switch sila roon sa mga air conditioned bus at mga jeepney ang sasakyan nila kung hindi nila—mabibigatan sila rito sa train. Pero doon sa findings po at survey na ginawa po ng JICA, ng Japan International Cooperation Agency, may—accurate po ba iyong figure na 2.4 billion daw po ang nasasayang sa ekonomiya natin dahil lamang sa traffic?

SEC. COLOMA: Marami po tayong naririnig na figures tungkol diyan at hindi naman po mahirap maunawaan na dahil nga sa traffic eh may masasayang na pera. Dahil nga po kapag nabinbin ang sasakyan, nag-a-idling lamang, hindi gumagalaw, batid naman po natin mas mataas talaga ang konsumo ng gasolina o petrolyo; iyan po ang isang cause ng traffic. Ang another cause ay iyong pagkaantala; siyempre po may time tally iyong—may value po iyong oras. Kapag ikaw ay nahuli, mayroon kang hindi nagawa o mayroon kang hindi kinita dahil nabinbin ka sa traffic, siyempre po may cause din po iyon.

At iyong epekto rin po sa kalusugan, kung ikaw ay nai-stress, at ikaw ay—dahil doon ay nagkakasakit ka, bumabagsak ang kalidad ng iyong kalusugan, bibili ka gamot o magpapagamot ka, isa rin po sigurong penalty iyon dahil doon sa pagkakaroon ng—sa traffic o stress from traffic. So madali naman pong maunawaan iyang prinsipyong iyan.

REY: Yeah Secretary, dadako po tayo sa ilan pang mga issues. Medyo alam ho ninyo, ang pulitika, ang gasolina ‘til 2016 eh mga—mahaba-haba pa ho ang ating bubunuin at bibilanging araw. Pero mukhang—dito sa tuluy-tuloy na “no left up the survey” eh lumilitaw mga pangalan po nila Grace Poe at nitong—ngayon eh gumanda-ganda na itong si Secretary Mar Roxas doon sa kaniyang ranking kumbaga. What is the possibility Secretary, mayroon ba ho kayong naaamoy rito sa Liberal Party na bubuuin daw po ang Mar-Poe tandem?

SEC. COLOMA: Eh nababasa lang po natin iyan sa pahayagan dahil doon sa—tungkulin naman po natin, eh wala po tayong—wala pong nakasaad sa ating job description na ang ating focus ay iyong eleksiyon at iyong pulitika. Kaya paumanhin lang po, ang focus po kasi ng ating atensyon sa pamahalaan ay iyong pagpapatupad ng iba’t ibang programa ‘no na naaayon sa ating Philippine Development Plan at mga kinauukulang reporma sa ating sektor na nasasakupan.

Kaya iyan po ay—siyempre, interesado din po tayo dito dahil tayo ay botante rin at iyon ay tungkol sa susunod na magiging lider ng ating bansa. Pero in terms of priority po, ang atin pong priority at ang ating focus ngayon, doon pa rin po sa governance and reform.

The Department of Social Welfare and Development (DSWD) continues to provide the needed relief assistance to survivors of Typhoon Seniang through the local government units (LGU).
In CARAGA region, the DSWD Field Office there has already provided 18,475 family food packs worth P7.7 million as augmentation assistance to Agusan del Norte (9,200 food packs),  Agusan del Sur (3,375),  Surigao del Sur (5,400),  and Surigao del Norte with (500).
In Central Visayas, DSWD Field Office VII has distributed close to 3,000 family food packs to the towns of Barili (1,917) and Dumanjug (1,000) as of December 30.
DSWD Central Office also sent 1,000 family food packs, some 1,000 pieces of mosquito nets, and 2,000 pieces of malong/blanket to Bohol via C-130 of the Philippine Air Force yesterday.
As of yesterday, some 268 evacuation centers in the affected regions remain open down from 648 at the height of the typhoon.  Some 24,477 families or 97,883 persons are still housed in these temporary shelters.
DSWD Secretary Corazon Juliano- Soliman said that a large number of evacuees have started to go home as the weather improved.
The Secretary thanked social workers and volunteers who managed the evacuation centers even during the New Year celebration.

In blatant disregard of the Christmas season, when our people desire and expect peace and goodwill, the CPP-NPA-NDF has reciprocated government’s gesture of a month-long unilateral ceasefire with acts of senseless violence.

On December 22, in Paracale, Camarines Norte, NPA rebels torched heavy equipment used in the construction of a bridge. In Agusan del Sur, they likewise set fire to a vehicle owned by a civilian. Both acts were committed in retaliation for the civilians' refusal to give in to their extortion.

On December 23, NPA members abducted Compostela Valley Jail Warden Jose Mervin Gementiza Coquilla in Panabo City, Davao del Norte.

On December 29, in Sitio Barigyan, Brgy Candinuyan, Mabini, Compostela Valley, 1LT Ronald Bautista, PFC Albert Amor and CAA Renel Baluca, unarmed soldiers in civilian clothes, were on their way to spend the holidays with their families when they were shot point blank by members of the NPA.

We strongly condemn the pointless violence exercised by the CPP-NPA-NDF. If they are truly serious in their call for the resumption of peace negotiations with Government, we challenge‎ them to walk their talk and stop harassing development projects, civilians and unarmed soldiers on holiday. There is no way to peace but through peace.

The year 2014 will go in the annals of history as a good year for peace—a celebration of our victories in the struggle for peace over violent conflict.

With the signing of the Comprehensive Agreement on the Bangsamoro between the government and the Moro Islamic Liberation Front (MILF) early this year, we have firmly installed the pillars of shared peace and prosperity in a land once rendered by strife.

This coming year, with the expected passage of the Bangsamoro Basic Law by Congress and its anticipated ratification by the people in the core territory as well as complementary movements in the normalization process, we will see the rise of the Bangsamoro that shall serve as the anchor of lasting peace and prosperity not just for the Bangsamoro but for the entire country.

As the parties endeavour to complete the Tripartite Implementation ‎Review of the 1996 Final Peace Agreement with the Moro National Liberation Front (MNLF), socio-economic programs under PAMANA continue to be extended to benefit MNLF communities and to assist internally displaced families to ensure that no one will be left behind.

We welcome the coming together of the MNLF and the MILF under the Bangsamoro Coordination Forum, a mechanism facilitated by the Organization of Islamic Cooperation, to harmonize the efforts of the two Fronts in achieving the aspiration of the Bangsamoro people towards just and lasting peace.

In other areas of the country, positive strides have also been made in the name of peace. Three years after its signing, the implementation of the Memorandum of Agreement between the Government and the Cordillera Bodong Administration/Cordillera People’s Liberation Army (CBA/CPLA) has entered its final phase. The group has now transformed itself into a legitimate, SEC-registered, unarmed, socio-economic organization called the Cordillera Forum for Peace and Development (CFPD).

In the Visayas, the Rebolusyonaryong Partido ng Manggagawa-Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade Tabara-Paduano Group (RPM-P/RPA/ABB TPG)—a splinter group of the armed wing of the communist rebels—has completed the draft of its Closure Agreement with Government that is undergoing due diligence review for signing in early 2015. Similar to the transformation of the CFPD, the RPM-P/RPA/ABB TPG, through the party-list Abang Lingkod, has chosen to take the road to peace by pursuing political and social change without the use of arms.

Recently, there have been strong overtures from the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/NPA/NDF) for the resumption of peace talks with Government. Such signals are most welcome. Government has always been open to resuming its seat on this peace table. We believe, however, that for the peace talks to prosper, we need to pursue an agenda that is doable and time-bound, with agreements that are realizable within the remaining term of President Aquino. More importantly, the peace talks must heed our people's call for an end to violence.

We view peace negotiations as the beginning of sincere dialogue towards resolving the problems of the country without resorting to the use of arms. It is about turning swords into plowshares, bullets into political power, as spaces are created for both sides to work together in peace to develop our country, address the new challenges that are battering the globe, and uplift the lives of our people.

Our experience in the past three decades of negotiations with the Communist insurgents, which have been marked by contentious pre-conditions and prolonged impasses, has understandably made us cautious about resuming talks that may again only disappoint our people earnestly longing for an end to violent conflict. Professions of sincerity are no longer acceptable to a sceptical public. We can resolve this conflict only by building mutual trust and understanding, and standing firm on our commitment to deliver a just and durable peace to the Filipino people without pre-conditions and with utmost consideration for the welfare of those we profess to serve and defend.

The peace that we have built on our other negotiating tables is the realization of President Aquino’s policy to pursue the peace process as a major agenda of his administration. As we have achieved these historic milestones in the past year, we affirm our commitment to continue serving the interest of all Filipinos, especially the disenfranchised masses, who now see hope in the political, social, and economic reforms arising from this policy.

May 2015 bring us the peace, unity, and prosperity our people desire and deserve.

A happy, peaceful, blessed, and prosperous new year to us all!

DSWD clarifies report of expired relief noodles in Negros Occidental

The Department of Social Welfare and Development (DSWD) clarified today the issue that there were relief food packs containing expired noodles distributed to Typhoon Seniang survivors in Silay City, Negros Occidental.

With instructions from Secretary Corazon Juliano-Soliman, DSWD-Field Office VI immediately validated this report.

Upon coordinating with Silay City Social Welfare and Development Officer (CSWDO), the Field Office found out that only two food packs contained expired noodles.

The said food packs were part of the last tranche of relief goods for Typhoon Yolanda survivors, which were released to the CSWDO by DSWD last September 2014 with the specific instruction that those have to be distributed immediately to the intended beneficiaries.

The CSWDO explained that she had two extra packs from the last tranche of goods for the ‘Yolanda’ victims and, admittedly, without checking the condition of their contents, she just gave those out.

The Field Office has been checking the other local government units (LGU) and so far, it has not yet monitored any similar incident.

Sec. Soliman instructed all DSWD Field Offices to constantly remind LGUs on the immediate distribution of relief goods given to them to ensure that these will not expire and that survivors can immediately use them.

The Department of Social Welfare and Development (DSWD) continues to assist local government units (LGU) in responding to the food and other needs of survivors of Typhoon Seniang in the Visayas and Mindanao regions.

In Central Visayas, DSWD-Field Office VII released to Bohol province some 600 boxes or 6,000 tins of assorted canned goods, 4,000 pieces of noodles, and 320 pieces of blankets upon request of the LGU.

Likewise, two metric tons of High Energy Biscuits was sent to the province this morning through chopper.

In CARAGA, the DSWD-Field Office here delivered to typhoon-hit LGUs a total of 4,475 family food packs amounting to P 1,871,982. On December 29, the Field Office also sent 300 food packs to the town of Buenavista in Agusan del Norte.

To date, based on initial assessment of the impact of the typhoon, DSWD disaster teams in affected regions have recorded 23 totally and 51 partially damaged houses in Western Visayas, Northern Mindanao, Davao Region, and CARAGA Region.

DSWD Secretary Corazon Juliano-Soliman said that despite revelries today for the new year celebration, DSWD social workers will continue to be on alert to ensure that the survivors especially the 15,277 families or 65,995 persons still staying in 283 evacuation centers in the affected regions are safe and their immediate basic needs are addressed.

The Department of Social Welfare and Development (DSWD) continues to augment the relief resources of local government units (LGU) in CARAGA Region affected by Typhoon Seniang, which made landfall in the region yesterday.

As of December 29, 11 p.m., DSWD has provided 300 family food packs amounting to P125,496 to the LGU of Buenavista, Agusan Del Norte.

The Field Office has P35 million standby funds for the purchase of emergency relief resources and P16 million-worth of prepositioned food packs ready to be delivered to affected LGUs who will be requesting assistance.

A total of 10,840 families with 46,651 persons from 184 barangays in five cities and 34 municipalities in the region were affected by the typhoon.

Of the total affected in the region, some 10,232 families or 44,399 persons are inside the 195 evacuation centers of which 72 were newly opened by the LGUs with the assistance of DSWD-FIeld Office CARAGA.

DSWD Secretary Corazon Juliano-Soliman has instructed all members of the Quick Response Teams in Field Offices along the typhoon path to continue to remain on alert status and to coordinate with LGUs to ensure that needed assistance will be immediately provided to survivors.

DAR’s new systems aim for better delivery of agrarian justice

For the last three years, the Department of Agrarian Reform (DAR) has been fully implementing its Legal Case Monitoring System (LCMS) nationwide, to ensure the efficient and effective delivery of agrarian justice in the implementation of the CARP.

The LCMS was created and implemented through the initiative and effort of the current administration’s legal sector under the helm of Undersecretary Anthony N. Paruñgao. Its development was outsourced to Ideyatech, Inc., the same software company that developed the legal systems of the Office of the Solicitor General, Court of Tax Appeals, Quezon City Hall of Justice, Small Claims Court, among others.

“The LCMS, which is the first of its kind and complexity in the country, is a major milestone for the DAR’s Legal Sector,” said Undersecretary Paruñgao.

“With this system, we have fundamentally changed the way we work, the way we measure our accomplishments, and even the way we prepare our budgets,” Paruñgao added.

According to Undersecretary Paruñgao, the LCMS is a web-based internal system for recording and monitoring various kinds of agrarian cases at the provincial, regional, and central offices of the DAR, including those lodged at the Adjudicators’ offices, as well as cases where DAR lawyers represent and defend clients before judicial and quasi-judicial bodies.

It also enabled DAR management a means of monitoring and tracking down the movement of specific or high profile cases and a near real-time report of the status of cases anywhere in the country, while generating summaries and detailed reports that can be accessed anywhere by authorized DAR officials. Starting January 2014, the Legal Sector no longer required written accomplishment reports to the Central Office, as all accomplishments were generated through the system.

Paruñgao was proud to note that one of the major features of LCMS is that it is multi-use and accessible over the internet. It utilizes barcode technology to ensure easy tracking and integrity of documents. The system has a built-in word processor where drafts can be written and reviewed by legal officers without the need to print each and every draft prior to finalisation.

In describing the LCMS, Undersecretary Paruñgao said that “it is therefore not just a comprehensive database, it is also a management and planning tool, a personnel performance indicator, and a new (web-based) work sharing or work coaching environment, all rolled into one.”

Undersecretary Paruñgao added though that the LCMS is an internal management tool. “Information that might be detrimental to the integrity of case decisions must of course be protected”, said Paruñgao.

The LCMS is just one of the systems that are introduced by the present administration to upgrade the delivery of agrarian justice. Other improvements made during the time of Paruñgao as head of the DAR legal sector include the revisions of rules and procedures making the adjudication system more efficient and transparent, and a customized set of classes for a special Mandatory Continuining Legal Education exclusively for DAR lawyers, among others.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday heaped praise upon 28 employers that have signed a memorandum of agreement with the Department of Labor and Employment, through its Bureau of Local Employment, in support of the JobStart Philippines, a pioneering program that seeks to mainstream full-cycle employment services—through local Public Employment Service Offices (PESOs)—to young and inexperienced jobseekers as a way of preparing them for productive employment.

The 28 employers—Aquino Basket, Carats Manufacturing, CGS Solid Aircon and Refrigeration, CS Garments Inc.,Elixir Industrial Equipment, Inc, Enriquez Security Services, Inc. (ESSI), GB Express, Grandis Jubilance Ventures, Happy Haus Food Corp., iGO2 Group Inc., Image Doctor’s Clinic, IMES Global Inc., Interlink Manpower Development, JobCrest Management, LA Bakeshop, LA Bakeshop and Groceries, Manpower Development Corporation, MB Garbez, MKP Inc., P. On 4 December 2014, the DOLE facilitated and witnessed the signing of MOAs between some of these companies and Quezon City Mayor Herbert M. Bautista.

The Bureau of Local Employment reported that 35 MOAs are expected to be completed by the end of January 2015.

“I am pleased that more and more employers appreciate the fact that JobStart Philippines is about them as much as it is about our workers. It is about companies getting the right people and about jobseekers getting hired for the right jobs, the right qualifications, and the right reasons. It is about cutting the job search from two years to nine months,” said Baldoz after BLE Director Dominique Tutay reported the MOA signing in Quezon City.

The 28 establishments in four cities and municipalities are the pilot program implementers of Jobstart Philippines since its inception.

According to Ruth R. Rodriguez, BLE focal person of the JobStart Philippines Project, 22 more companies with 754 internship offers are expected to finalize their MOAs with Scope Global.

JobStart Philippines prepares jobseekers for productive employment through enhanced career guidance, life skills training, technical training, and on-the-job training (OJT). Under the program, employers participating are reimbursed of the cost in overseeing the technical training and delivering the jobseekers’ OJT.

All the 28 companies agree that the JobStart Program is beneficial to them.

Atty. Ma. Elena Enriquez, manager for administration of Enriquez Security Services, Inc. (ESSI), says:

“As somebody in charge of recruitment, I always look for people who have the knowledge about the jobs they applied for because I had nobody to train them. But I realized that when we were young, we also did not know how to do the work we wanted,” she said, adding:

“It had taught us about our corporate social responsibility to give back by helping jobseekers job-ready.”

David Tabanera, human resources head of Elixir Industrial Equipment, Inc., said the program enables his company to find the right people because jobseekers are ‘re-tooled’ according to the available jobs in the labor market.

“Not all jobs that young jobseekers prepared for are in the labor market which, by nature, is constantly changing. JobStart is very helpful in making the right match of employees for us,” Tabanera said.

Gilbert Jim, chief executive officer of Grandis Jubilance Ventures, hailed the life skills training stage that young applicants have to go through with JobStart.

“It has always been our company’s objective to teach our employees with the right values, including career growth. We teach them to aim higher, from the rank-and-file to managerial positions, and we are happy to partner with JobStart because it instills these values in the applicants,” Jim said.

Another employer happy with JobStart is Rafael Chico, chairperson of Manpower Development Corporation. Chico, in fact, signed two MOAs—one for Quezon City and another for Taguig City youth beneficiaries, and he is willing to go further, saying he will invite fellow employers to participate in the program as their platform for corporate social responsibility.

“This is profit with honor, and I wish the DOLE will expand this program to include more employers so that we will be able to help the youth acquire life skills training and technical competencies. It is through these strategies that we can address job mismatch and unemployment,” Chico said.

Toyota Commonwealth, represented by Mr. Nico Samson, completed the batch of five employers who signed agreements with JobStart.

Funded by the Government of Canada and administered through the Asian Development Bank, JobStart qualifiers are young people who are 18-24 years old; at least high school graduates (including college graduates and undergrads); have no job experience or have not more than one year of work experience; currently not in employment nor enrolled in school or in any training; and actively seeking work.

JobStart is being piloted in four local government units (LGUs) through their PESOs: General Trias, Cavite with 200 beneficiaries; San Fernando, Pampanga with 360 beneficiaries; Taguig City with 340 beneficiaries, and Quezon City with 700 beneficiaries.

Secretary Baldoz said the enthusiasm of employers to offer internship slots to JobStart beneficiaries shows the efficacy of the program in contributing to addressing the jobs-skills mismatch. “It also demonstrates their genuine desire to help create employment opportunities in the country, and for this, I thank them all,” she declared.

Baldoz has committed to implement JobStart Philippines in all DOLE regions next year with funding support from the Technical Education and Skills Development Authority’s Training for Work Scholarship Program.

PSA releases the 2012 Municipal and City Level Poverty estimates

The Philippine Statistics Authority (PSA) announces the release of the 2012 Municipal and City Level Poverty Estimates. This set of estimates is part of the output of the Project on the Generation of the 2012 Municipal and City Level Poverty Estimates implemented by the PSA funded by the Government of the Philippines. It is a follow-up study to the earlier projects of the former National Statistical Coordination Board (NSCB), which include 1) Poverty Mapping in the Philippines funded through the World Bank (WB) – Asia Europe Meeting Trust Fund, 2) Intercensal Updating of Small Area Poverty Estimates, through the WB Trust Fund for Statistical Capacity Building, and the 3) Project on the Generation of 2006 and 2009 Small Area Estimates of Poverty with funding assistance from the WB, the Australian Government through the Australia – WB Philippines Development Trust Fund and the national government. These projects resulted to the release of 2000, 2003, 2006 and 2009 poverty estimates for municipalities and cities using the small area estimation (SAE) technique.

Similar to the earlier efforts, the SAE methodology employed in the project combined survey and census data to produce reliable poverty estimates at lower levels of geographic disaggregation. The SAE methodology was based on the Elbers, Lanjouw and Lanjouw (ELL) methodology developed by the WB, which was modified to come up with estimates for intercensal years.

The 2012 SAE Project produces estimates for 1,646 municipalities and cities of which 123 are cities and 14 are the districts of the City of Manila. The corresponding standard errors, coefficients of variation (CV) and confidence intervals of these estimates were also provided for reference. GSIS reminds borrowers of Dec. 29 deadline for housing loan restructuring

President and General Manager (PGM) Robert G. Vergara of the Government Service Insurance System (GSIS) announced that qualified housing loan borrowers may still avail of its housing loan remedial and restructuring program by setting an appointment until 29 December 2014.

Borrowers with current or up-to-date accounts, those whose deeds of conditional sale were cancelled but not yet sold, and those whose accounts are under foreclosure proceedings may apply for loan restructuring.

The program is also open to buyers of rights and heirs of deceased borrowers subject to eligibility criteria.

"By restructuring, applicants may save their homes from being sold to other buyers," PGM Vergara said.

He added that GSIS will condone unpaid penalties and surcharges and grant extended payment terms for qualified applicants under the program.

A 100% discount on unpaid interest, penalties, and surcharges await borrowers with arrears of up to six months and will choose to pay their outstanding balance in full. Proportional discounts will also be given to those whose arrears are beyond six months based on their payment history.

Metro Manila applicants may call telephone numbers 479-3548, 479-3583, and 479-3587 to set an appointment. Those in the provinces may call the GSIS Contact Center at 847-4747.

Some 4,223 borrowers have already restructured their housing loan accounts amounting to over P1.9 billion to date. Of this total, 1,522 borrowers or 36% have fully paid their housing loans equivalent to P326 million, while 2,701 or 64% are paying their loan on installment basis amounting to P1.6 billion.

Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad clarified today that the additional P300 million budget allocation to the National Housing Authority (NHA) made by Senator Nancy Binay in 2014 had already been released to the agency.

Abad said, “Funds amounting to P300 million for the NHA’s Housing Assistance Program for Calamity Victims (HAPCV) as well as their Resettlement Program had already been released during the latter part of this year. These allocations were made part of the 2014 National Budget and they were processed and released following the agency’s submission of the project details and other implementation requirements.”

The P300-million fund was released by the DBM through Special Allotment Release Orders (SAROs) and can be broken down to the following:

The NHA’s Housing Assistance Program for Calamity Victims (HAPCV) is a nationwide program that gives the agency to ability to give low and marginal-income and/or informal settler families affected by calamities immediate shelter and relocation to safe areas. It also gives the provision of housing materials to families whose homes were destroyed or damaged by calamities but don’t require relocation or resettlement.

On the other hand, the NHA’s Resettlement Program focuses on new settlements for families occupying or living along danger areas or those displaced from sites earmarked for government infrastructure projects. This is undertaken in coordination with local government units (LGUs), other government agencies, affected communities, and non-governmental organizations (NGOs).

Abad said, “We must reiterate that what Senator Binay was referring to was the increased appropriation for the NHA’s Resettlement Program, which was already released and allocated to regional assistance for LGUs. This amount of P200 million was not set for calamity victims, as you’ll note in the 2014 General Appropriations Act. Instead, the actual NHA funds for calamity victims in the 2014 budget amounted to P100 million, which was already released.”

More than 12,700 shelter units built for survivors of ‘Sendong’ despite challenges

Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman in a press briefing last Friday shed light on the issues cited in the 2013  Audit Report of the Commission on Audit (COA) stating that 30,438 shelters intended for victims of Typhoon Sendong  were not built despite the P2.57 billion  funding. Sec. Soliman explained that the P2.57 billion is for eight regions affected by different disasters, and does not actually cover funds for the survivors of ‘Sendong’ in Northern Mindanao. She said that out of the 8,559 shelter units needed in Cagayan De Oro City which was the area hardest hit by ‘Sendong’ in 2011, some 8, 273 units have already been completed, while 410 are currently being constructed . Likewise, in Iligan City, another area devastated by ‘Sendong’, a total of 4,499 houses have been built out of the 7,911 target shelter units, while 174 are on-going construction. “There is a procedure and requirements in building houses for victims of disasters through the Core Shelter Assistance Project (CSAP). CSAP is the provision of environment-friendly, structurally strong shelter units that can withstand up to 220 kph wind velocity, earthquakes, and other similar natural hazards. “The affected local government unit (LGU) submits a proposal identifying the land where the shelters will be constructed.  Then the residents organize themselves into a Neighborhood Association for Shelter Assistance (NASA) to manage their new community,” she continued. Sec. Soliman emphasized that funds for the construction of the shelter units have already been downloaded to the LGUs but there are challenges hampering the project implementation These challenges include the unavailability of land, occurrence of disasters, and even politics, including the ban on the disbursement of public funds during the 2013 elections. She said that barring unfortunate circumstances, completion of houses in the regions affected by disasters will be done by end of 2015.

Purisima: Prudent fiscal management keeps us in virtuous cycle

“I am pleased to note that the National Government’s budget balance in November 2014 was at a surplus of P6.8 billion, wider than the year-ago surplus of P1.0 billion. Year-to-date, the budget balance was at a deficit of P26.8 billion, well-within the program,” Finance Secretary Cesar Purisima said.

The primary balance for the month was at a surplus of P24.9 billion, wider than last year’s comparable figures of P19.1 billion. As of end-November, the primary balance was recorded at a surplus of P265.5 billion, also wider than last year’s level.

He added: “With the recent Moody’s credit rating upgrade, as well as improved scores in the Millennium Challenge Corporation scorecard leading to our eligibility for a second compact, one thing is clear: the Philippines is in a virtuous cycle. Prudent fiscal management by the national government keeps us in this sweet spot, reaping rewards and raring to reach for more.”

January-November revenue collections sustain double-digit growth streak

Total revenues totaled P158.2 billion in November. As of end-November, total revenues reached P1.735 trillion, expanding 10.8% year-on-year.

Year-to date collections of the Bureau of Customs (BOC) have likewise grown at double-digits. The BOC’s take for the month came in at P24.7 billion, bringing its total collections for the first eleven months of the year to P324.6 billion, a year-on-year growth of 15.6%

Year-to date collections of the Bureau of Internal Revenue (BIR) also continued its rapid growth – the BIR raked in P121.9 billion for the month, bringing the January-November tally to P1.220 trillion, up 8.9% from comparable figures in 2013.

For the tenth time this year, the Bureau of the Treasury (BTr) exceeded its monthly target, collecting P3.4 billion in total income. Total BTr income for the first eleven months of the year came in at P90.5 billion, higher than year-ago levels by almost twenty percent.

Interest payments generate savings of P27.6 billion

National Government disbursements for the month totaled P151.4 billion. For the period of January to November, expenditures reached P1.762 trillion, an increase of 5.1% from year-ago levels.

Year-to-date interest payments of P292.3 billion were lower than programmed, thus generating savings of P27.6 billion for the National Government. Another result of prudent liability management measures is the steady decline of the share of interest payments to expenditures. For January to November 2014, the percentage stood at 16.6%, down from 17.7% in the same period last year.

“The continued decline in interest payments, apart from the substantial hauls pulled in by the revenue agencies, significantly expands our fiscal space and enables us to fuel more growth,” Purisima noted. “Credit rating upgrades that respond to the government’s commitment to good governance and sound economic management, for example, lower our borrowing rates and free up more funds for more productive investments.”

“The quick-paced growth of year-to-date revenues leaves even more room for strategic government expenditures. With increased fiscal space to invest in health, education, infrastructure, and other social services, we are able to reap even more rewards for the Filipino people. Such is the virtuous cycle put into motion by this administration’s conviction that good governance spurs good economics.”

NG Registers P6.8 billion surplus for November 2014

29 December 2014 Manila, Philippines – The National Government (NG) achieved a P6.8 billion fiscal surplus in November despite revenues contracting 4% year-on-year as expenditures similarly slid by 8% for the period. The recorded surplus for November is higher than the P1.0 billion surplus from last year narrowing the year-to-date deficit to P26.8 billion for 2014, 76% lower than the 2013 level.

Net of Interest payments, NG registered a primary surplus of P24.9 billion, higher than the P19.1 billion in November 2013. Similarly, Jan-Nov 2014 primary surplus of P265.5 billion is 43% higher than the previous year’s.

Revenue Performance

Total revenue collection for the month amounted to P158.2 billion, 4% short of the take for the same month last year. Collections set aside for tax refunds reduced the revenue performance of the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) by P9.0 billion and P6.5 billion, respectively. This caused the first year-on-year contraction in monthly collections of both Bureaus in 2014. Year-to-date revenue now stands at P1.7 trillion, 11% better than the amount recorded over the same period in the previous year.

Year-on-year, BIR collections fell by 4% in November, totaling P121.9 billion. In total, BIR collections as of end-November amounted to P1.2 trillion, up by 9% from the same period last year.

Similarly, the BOC was not able to sustain its monthly double-digit growth, as actual collections decline by 13%, year-on-year. Despite this, year-to-date BOC revenue performance has improved by 16% year-on-year, registering at P324.6 billion.

Bureau of the Treasury (BTr) total Income amounted to P3.4 billion, contracting 10% year-on-year. However, year-to-date cumulative collections is up 20% to P90.5 billion, outperforming the P56.2 billion target for the whole year.

Collections from other offices posted significant year-on-year growth of 27%, amounting to P8.2 billion for the month. Year-to-date revenue of P100.2 billion indicates a 12% improvement in collections over the same period in 2013.

Expenditures

Total disbursements in November amounted to P151.4 billion, declining 8% from a year ago. Nevertheless, year-to-date expenditures of P1.8 trillion is still up 5% or P 84.9 billion higher than similar spending for 2013.

Monthly interest payments (IP) reached P18.1 billion, maintaining its level from a year ago. As a percentage of expenditures, IP for the month reached 12%, 1 percentage point higher from a year ago due to higher foreign IP. However, year-to-date figures still indicate a 1 percentage point decrease to 17% compared to the same period in 2013.

This is how Interior and Local Government Secretary Mar Roxas described the One Safe Future Program (1SF) after the DILG granted?six city governments in Metro Manila?P334.5 million seed fund for?socialised housing during the Urban Poor Solidarity Week.

"Hindi [ito] political promise kundi moral promise ni PNoy?(This isn't a political promise but a moral promise made by PNoy.)," Roxas said in the MOA signing in the BASECO Evacuation?Centre?Compound in Manila, together with Mayor Joseph "Erap" Estrada, marking the culmination of the week-long celebration.

President Aquino placed Roxas in charge of the relocation of informal settler families (ISFs) living in high-risk areas in Metro Manila by virtue of?Memorandum Order No. 57 signed last year.

"Nandito tayo para maisakatuparan ang isang matibay at ligtas na tahanan para sa lahat??[ng nakatira sa mapanganib na lugar]?(We are here to provide sturdy and safe houses for all those living in danger areas.)," Roxas?added.

Under the program is OPLAN Likas, which will also be positively affected by the multimillion-peso grant.

A revolving fund that will be used for the in-city resettlement of ISFs is provided for in the MOA signed by key Local Government Officials in Metro Manila and DILG Undersecretary for the Urban Poor, ISFs and Other Special Concerns Tom Villarin.

As of this year, Metro Manila has almost a total of 14,500 ISFs, most of them are staying along the 3-meter easement of eight (8) priority waterways in the cities of Malabon, Las Pinas, Muntinlupa, Caloocan, Navotas and Manila.?More than 8,300 families have already been?relocated to safe areas also within the metro.

Collectively, the 1SF program envisions an ISF-free community in Metro Manila by 2016.

Roxas?also stressed that the relocation program is not a "one size fits all" solution,?citing the importance of a bottom-up?approach in addressing the needs of stakeholders, as?materialised in the People’s Plans.

"Dahil buong komunidad tayong nandito...ito ay bahagi ng tinatawag ng Pangulong Aquino na 'whole of country approach': nakikiisa at nagkakaisa,?(Because we're all here as a community, this is in fulfillment of what President Aquino calls 'whole of country approach': participatory and united.)," he remarked.

Services provided by the government in partnership with other organisations such as the Social Housing Finance Corporation (SHFC), ?the Housing and Urban Development Coordinating Council (HUDCC), Civil Society Organisations (CSOs), People’s Organizations (POs) and even the World Bank, have already helped more than 280,000 informal settler families since 1989.

"1SF is DILG's way to lay the foundation for a better community by supporting LGUs provide safe shelter for the people. We hope that this will continue so we can truly achieve a safe future for everyone," Roxas?remarked.

Basilan Circumferential Road Project nearing completion

Accelerated implementation of the Department of Public Works and Highways’ road development project in the Province of Basilan has further trimmed down to three (3) kilometers the remaining concrete paving activities for the Basilan Circumferential Road Project.

DPWH Secretary Rogelio L. Singson said that newly paved road section for Basilan Circumferential Road is now at 44 kilometers based from the latest monitoring report submitted by Project Manager Madsmo Hasim of the DPWH Saudi Fund for Development – assisted Mindanao Roads Improvement Project.

The completed concrete paving works is part of the 47-km construction/improvement project for the Basilan Circumferential Road costing P1.567 Billion.

Singson said that the present administration of President Aquino is committed to finish the total length of the circumferential road for the island province.

It is to be recalled that six (6) members of the Philippine Army including a 2014 honor graduate of the Philippine Military Academy, 2nd Lt. June Galima Corpuz, died in an ambush last November 2, 2014 while conducting routine patrol to secure construction workers in Sitio Mompol, Libug Village in Sumisip town.

Considered an elusive dream in the past, the improvement of Basilan Circumferential Road with an entire length of 133 kilometers connecting almost all municipalities of Basilan has reduced travel time from 5 hours to 2 hours while travel for the improved length of 44 kilometers of two (2) hours was cut short to 30 to 45 minutes.

“The people of Basilan have witnessed the new meaning of peace and development because of the road project and in due time, they shall realize the national government’s vision for inclusive growth for the province”, added Singson.

The road is expected to facilitate the transport of major products that include copra and rubber as well as improving the peace and order situation in the area.

SSS opens 38 new local offices in 2014

“Bringing SSS closer to over 31 million members is among our top priorities hence establishing more offices across the country is one of our primary thrusts to better serve their needs. We also hope that this increased access and visibility will also encourage more people to join SSS,” President and Chief Executive Officer Emilio De Quiros Jr. said.

Of the new 38 SSS offices nationwide, 25 are full-service branches while 13 are Service Offices
mostly located in malls. In terms of location, for NCR, there are 14 new branches and three service offices; Luzon with six new branches and four service offices, Visayas with three branches and three service offices, and Mindanao with two new branches and three service offices.

“For next year, we will continue to determine strategic locations for setting up additional branch and service offices to make sure that every member of the SSS has easy and direct access to us,” De Quiros added.

By end-2014, SSS has 264 offices across the Philippines located in NCR (61); Luzon (119); Visayas (41), and Mindanao (43).

Apart from more locations, selected SSS branches are open on Saturdays to serve members who are unable to transact during weekdays. These include those located at Diliman, Makati-Ayala, and Makati-Gil Puyat in the National Capital Region; Cebu, Lapu-lapu, Bacolod and Iloilo in the Visayas; and Cagayan de Oro, Davao and Zamboanga in Mindanao.
